    The dismissal bell will soon ring on the 2024-25 school year. The end of the school year is a time for reflection and when discussions about the “summer slide” or “summer slump” begin.

    These discussions may prompt concerns about regressions in academic skills gained throughout the school year — and what parents and caregivers can do to maintain these skills.

    Setting the stage for literacy success

    Although parents and caregivers should not be expected to deliver the same explicit, direct, systematic instruction at home as their children receive in school by trained educators (that is, clear, concise instruction that follows a pre-determined order based on research and attainment of prerequisite skills), there are ways that parents and caregivers can seamlessly continue to foster a love of literacy during the summer months.

    Cultivating a love of literacy is a fundamental component and foundation for early literacy success. A love of literacy can increase motivation and engagement, vocabulary and reading comprehension. Fostering a love of literacy is an accessible and practical way for families to be involved in the process of early literacy development.

    Fostering a love of literacy without pressure

    There are many ways that parents and caregivers can foster a love of literacy during the summer months, all without the pressures and demands of busy schedules and formal instruction.

    Summer break is a time to unwind, relax and strengthen family connections. This list below details some simple suggestions to infuse literacy into everyday tasks and routines.

    1. Incorporate literacy into everyday activities. Invite your child to create lists that not only keep them in the loop of summer activities, but also provide a way for them to practise their writing skills. Invite your child to write the grocery list, to-do lists, summer bucket lists or packing lists for day trips or vacations. Compliment their writing and focus on their willingness to participate, not their spelling or letter formation.

    2. Explore books for enjoyment and special interests. During the school year, students often practise their reading with books that are targeted to their current learning skill focus. Embracing books that are reflective of your child’s special interests can increase their background knowledge on a variety of topics, spark their curiosity and provide them with a sense of control over their reading selections.

    Reading or viewing books that align with special interests (also known as SPINs within the neurodiversity community) is particularly important for neurodiverse children. Particularly for neurodiverse children, spending time engaging in special interests can be a self-regulatory strategy and provides a sense of structure, familiarity, comfort, competence and happiness.

    3. Embrace low-stakes literacy learning opportunities. Reading aloud recipes, labels, brochures and textual signs or messages seen throughout our everyday environments (also referred to as environmental print) can provide great opportunities to focus on foundational literacy skills such as letter and sound identification. Identify the letters and sounds in the words, or point out which letters are capitalized. Activities that focus on phonemic awareness, such as “I spy,” can be a great way to practise this skill. Whether you’re at the park or going for a walk, invite your child to identify an object that begins or ends with a particular letter and/or letter sound.

    4. Incorporate games into family time. Board games are a great way to spend time as a family while simultaneously promoting children’s early literacy and language development skills. Board games also provide opportunities for children to develop social skills, enhance vocabulary, problem solve, think critically and practise impulse control.

    5. Get messy! The summer months are an opportune time to get outdoors and embrace the elements. Writing letters or words in the sand or with a variety of sensory tools can make learning more engaging. Chalk, paint, window markers, sand, sticks and other natural elements can all serve as multi-sensory learning tools. Getting messy while learning also promotes collaborative clean-up time, which strengthens everyday learning skills including responsibility, teamwork, accountability and organization.

    Integrating summer learning opportunities into quality family time can help children associate literacy with feelings of comfort and closeness of loved ones. As families continue to seek active ways to integrate quality into their busy schedules, these opportunities can leverage available time and continue to build a love of literacy in the process.

    The consultation seeks input from anyone who currently uses, has previously used, or would like to use local bus services. Feedback gathered will play a vital role in designing a new, community-focused public transport model for Perth and Kinross that is integrated, accessible, reliable, efficient, and effective.

    This initiative is part of the Council’s Public Transport Transformation Project, which was approved by councillors to support the development of a proposed transport model to meet the needs of local communities now and in the future.

    The aims of the project include:

    • Reducing social and economic inequalities
    • Tackling climate change
    • Enhancing health and wellbeing
    • Supporting an inclusive local economy

    Council Leader, Councillor Grant Laing, said: “High-quality public transport is essential to our communities and economy, and our aim is to develop a transport model that truly meets the needs of our communities – both now and in the future.

    WASHINGTON – Sens. Chuck Grassley (R-Iowa) and Amy Klobuchar (D-Minn.) will introduce a resolution today to mark the 39th anniversary of C-SPAN 2’s first Senate broadcast on June 2, 1986. The resolution urges all television providers, including streaming services, to carry the network. 

    For nearly four decades, C-SPAN 2 has served as a conduit between the public and the Senate, offering Americans an uninterrupted and unfiltered lens to view their elected representatives working on the electorate’s behalf. C-SPAN does not receive taxpayer dollars and is funded by America’s cable and satellite television operators as a public service. 

    “Transparency brings accountability, and C-SPAN’s coverage of the Senate has certainly brought transparency to the people’s business.     The Government of Saskatchewan is pleased to proclaim June 1 to June 7 as Saskatchewan Mining Week, an opportunity to recognize the important contributions of the people who work in the industry and the significant impact mining has on the provincial economy. 

    “Our world-class mining industry is key to the prosperous way of life we enjoy in Saskatchewan, creating good jobs, economic growth and a sustainable, secure future,” Energy and Resources Minister Colleen Young said. “As global demand for critical minerals continues to rise, we are increasing production in core sectors like potash and uranium and seeing growth in emerging commodities like helium, lithium, copper and zinc. This year’s Mining Week theme of Talent, Technology and Trade: Opportunities for Saskatchewan’s Mining Sector reflects our optimism for the future of mining in our province.”  

    The Saskatchewan mining industry directly or indirectly employs over 30,000 people and procures billions of dollars in goods and services annually from local mining supplier businesses. Mining is a major source of private investment and generates government revenue to fund the programs and services Saskatchewan people rely on, like education and health care.

  • MIL-OSI Security: Second Defendant Pleads Guilty For Fraudulently Obtaining Millions In Public Benefits And Laundering Proceeds To China

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Carlos A. Grijalva, age 59, of Simi Valley, California, pleaded guilty before United States District Judge Jennifer P. Wilson to one count of conspiracy to launder monetary instruments in the amount of approximately $46.4 million.

    Grijalva is the second defendant to plead guilty in connection with this case, following the guilty plea of Bruce Jin in January 2025. In April 2025, Grijalva, along with a third defendant, Brian R. Cleland, was charged in a superseding indictment with conspiracy to launder monetary instruments and other offenses, after charges were originally filed against all three defendants in August 2023.

    According to Acting United States Attorney John C. Gurganus, Grijalva admitted that, from 2021 to early 2022, he, Cleland, and Jin, along with other unnamed coconspirators, agreed to launder state unemployment compensation funds that they knew had been obtained through fraud. Grijalva also admitted that he and the others entered into a series of agreements that made it appear as if they were operating legitimate businesses selling masks and other COVID19 personal protective equipment while knowing that the funds obtained and laundered through their companies were derived from fraudulently obtained state unemployment compensation (“UC”) benefits.

    Grijalva also admitted to knowing that bank accounts of identity theft victims were unlawfully accessed across the United States and that fraudulent UC claims were generated and paid to these accounts. Grijalva understood that this fraudulent activity was being conducted by fraudsters located in China. Through this pattern of financial activity, tens of millions of dollars of fraudulent UC payments were issued to accounts by the Pennsylvania Treasury Department and other state treasuries around the United States.

    Grijalva also admitted that he and Cleland then provided the bank account information of these identity theft victims to payment processing companies to generate ACH payments to accounts controlled by him and Cleland. The bank account information being provided to him and Cleland, including account numbers and routing numbers, was likewise from an individual in China, known in the superseding indictment as “COCONSPIRATOR 2.” As a result of this fraudulent activity, Grijalva and Cleland obtained over $46 million in fraudulently obtained funds. Grijalva admitted that he and Cleland discussed, on a number of occasions, that the supposed sale of COVID-19-related PPE would be their cover story for this financial activity.

    After that, Cleland and Grijalva, using a number of different bank accounts, transferred over $30 million to companies controlled by Bruce Jin, as well as transferring additional funds to an individual known as “COCONSPIRATOR 1” in the superseding indictment. Grijalva admitted that he and Cleland made transfers to Jin knowing that Jin would, in turn, transfer at least a portion of these funds to parties located in China.

    Grijalva also admitted that he and Cleland each made an estimated $2.2 million dollars in personal profit from the scheme.

    Grijalva agreed to certain property forfeitures as part of his plea agreement, including approximately $46.4 million in US currency, as well as the contents of several bank accounts and real properties located in Hawaii and California that were purchased using funds traceable to the charged offenses. One of these properties, located in California, was purchased in the name of one of Grijalva’s family members.

    Jin has been detained since his arrest in August 2023 and is awaiting sentencing. Cleland has pleaded not guilty to the charged offenses and is awaiting trial.

    The case was investigated by the Federal Bureau of Investigation and the U.S. Department of Labor, Office of Inspector General. Assistant U.S. Attorneys Ravi Romel Sharma and K. Wesley Mishoe and Trial Attorney Patrick B. Gushue of the Department of Justice’s Money Laundering & Asset Recovery Section, Bank Integrity Unit, are prosecuting the case. 

    The U.S. Attorney General previously established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Department of Justice in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud.     The maximum penalty for conspiracy to launder monetary instruments is 20 years of imprisonment, a term of supervised release following imprisonment, and a fine.

    A sentence following a finding of guilt is imposed by the Judge after consideration of the applicable federal sentencing statutes and the Federal Sentencing Guidelines. All persons charged are presumed to be innocent unless and until found guilty in court.

    Dubrovnik: The two-day international conference “Growth and Resilience of Central, Eastern and Southeastern European Countries in a Fragmented World”, organized jointly by the Croatian National Bank (CNB) and the International Monetary Fund (IMF) ended on May 30 in Dubrovnik. This is the fourth time the CNB and the IMF have teamed up to co-host such a conference.

    The conference was attended by leading representatives of international institutions, central banks, governments, academia and the business sector. It provided an opportunity to discuss challenges and opportunities for Central, Eastern and Southeastern European (CESEE) countries in the context of global economic and political fragmentation, the need to strengthen the resilience of macroeconomic policies, the role of CESEE countries in the European single market and structural reform priorities.

    The key speakers and panelists at the conference were Kristalina Georgieva, Managing Director of the International Monetary Fund, Boris Vujčić, Governor of the Croatian National Bank, and Valdis Dombrovskis, Commissioner of the European Commission.

    Kristalina Georgieva stated: “Faced with structural headwinds and a more volatile external environment, domestic reforms present a unique opportunity to unlock the region’s full potential and foster strength and resilience. Through the IMF’s surveillance and technical assistance, we are committed to supporting the CESEE region to unlock its growth potential.     That is why I am visiting the country, to foster new business relationships between the UK and Morocco, and deliver on our commitment to strengthen our economy. These announcements mean UK businesses will be able to score big in the delivery of the 2030 World Cup.

    The UK has chosen to endorse autonomy within the Moroccan state as the most credible, viable, and pragmatic basis for a mutually-agreed and lasting solution to the Western Sahara dispute, one that can deliver on our commitments to conflict resolution in the region and self-determination for the people of Western Sahara.

    Minister for Trade Policy, Douglas Alexander said:

    Morocco is becoming an increasingly important trade and investment partner for the UK.

    Growth is this government’s top priority and stronger ties with economies like Morocco will pave the way for new opportunities, supporting British businesses and creating jobs.

    UK companies are already securing major commercial wins in Morocco, playing a vital role in delivering critical infrastructure for the 2030 World Cup.

    As part of the visit, the Government has announced that it will adopt a new UK policy position towards Western Sahara. The conflict, ongoing for almost 50 years, has undermined stability and stifled prosperity in the region particularly for the Sahrawi refugees in the Tindouf camps. 

    As a member of the UN Security Council, and as a friend to countries across the region, the UK’s new position seeks to support a mutually-agreed solution to the conflict that supports the UN-led process and respects the principle of self-determination. Approaching the 50-year anniversary of the conflict, it is vital that we leverage this window of opportunity to secure a lasting solution to the dispute, and one that delivers a better future for the people of the Western Saharah.

    The Foreign Secretary’s visit to Morocco is part of the Government’s agenda to reboot cooperation with countries across the continent, underpinned by the UK’s Progressive Realist approach to Foreign Affairs. Across Africa, this means building genuine partnerships that are rooted in mutual respect across trade and investment, security, and tackling the drivers of irregular migration.

    The visit will be used to announce a new deal for the UK healthcare sector to supply equipment to hospitals and medical centres across the country. The deal represents a boost to the UK exports of medical and life sciences equipment, with Morocco due to spend up to £2.8 billion pounds to transform their health care system.

    The Foreign Secretary is attending the Ibrahim Governance Weekend (IGW) in Marrakech where he will meet with counterparts and leaders from across the African continent to discuss shared challenges including security, defence and the climate crisis.

  • MIL-OSI Global: Pro-Trump candidate wins Poland’s presidential election – a bad omen for the EU, Ukraine and women

    Poland’s presidential election runoff will be a bitter pill for pro-European Union democrats to swallow.

    The nationalist, Trumpian, historian Karol Nawrocki has narrowly defeated the liberal, pro-EU mayor of Warsaw, Rafał Trzaskowski, 50.89 to 49.11%.

    The Polish president has few executive powers, though the office holder is able to veto legislation. This means the consequences of a Nawrocki victory will be felt keenly, both in Poland and across Europe.

    With this power, Nawrocki, backed by the conservative Law and Justice party, will no doubt stymie the ability of Prime Minister Donald Tusk and his Civic Platform-led coalition to enact democratic political reforms.

    This legislative gridlock could well see Law and Justice return to government in the 2027 general elections, which would lock in the anti-democratic changes the party made during their last term in office from 2015–2023. This included eroding Poland’s judicial independence by effectively taking control of judicial appointments and the supreme court.

    Nawrocki’s win has given pro-Donald Trump, anti-liberal, anti-EU forces across the continent a shot in the arm. It’s bad news for the EU, Ukraine and women.

    A rising Poland

    For much of the post-second world war era, Poland has had limited European influence.

    This is no longer the case. Poland’s economy has boomed since it joined the EU in 2004. It spends almost 5% of its gross domestic product on defence, almost double what it spent in 2022 at the time of Russia’s full-scale invasion of Ukraine.

    Poland now has a bigger army than the United Kingdom, France and Germany. And living standards, adjusted for purchasing power, are about to eclipse Japan’s.

    Along with Brexit, these changes have resulted in the EU’s centre of gravity shifting eastwards towards Poland. As a rising military and economic power of 37 million people, what happens in Poland will help shape Europe’s future.

    Impacts on Ukraine

    Poland’s new position in Europe is most clearly demonstrated by its central role in the fight to defend Ukraine against Russia.

    This centrality was clearly demonstrated during the recent “Coalition of the Willing” summit in Kyiv, where Tusk joined the leaders of Europe’s major powers – France, Germany and the UK – to bolster support for Ukraine and its president, Volodymyr Zelensky.

    However, Poland’s unqualified support for Ukraine will now be at risk because Nawrocki has demonised Ukrainian refugees in his country and opposed Ukrainian integration into European-oriented bodies, such as the EU and NATO.

    Nawrocki was also backed during his campaign by the Trump administration. Kristi Noem, the US secretary of homeland security, said at the recent Conservative Political Action Conference in Poland:

    Donald Trump is a strong leader for us, but you have an opportunity to have just as strong of a leader in Karol if you make him the leader of this country.

    Trump also hosted Nawrocki in the Oval Office when he was merely a candidate for office. This was a significant deviation from standard US diplomatic protocol to stay out of foreign elections.

    Nawrocki has not been as pro-Russia as some other global, MAGA-style politicians, but this is largely due to Poland’s geography and its difficult history with Russia. It has been repeatedly invaded across its eastern plains by Russian or Soviet troops. And along with Ukraine, Poland shares borders with the Russian client state of Belarus and Russia itself in Kaliningrad, the heavily militarised enclave on the Baltic Sea.

    I experienced the proximity of these borders during fieldwork in Poland in 2023 when I travelled by car from Warsaw to Vilnius, the Lithuanian capital, via the Suwalki Gap.

    This is the strategically important, 100-kilometre-long border between Poland and Lithuania, which connects the Baltic states to the rest of NATO and the EU to the south. It’s seen as a potential flashpoint if Russia were ever to close the gap and isolate the Baltic states.

    Poland’s conservative nationalist politicians are therefore less Russia-friendly than those in Hungary or Slovakia. Nawrocki, for instance, does not support cutting off weapons to Ukraine.

    However, a Nawrocki presidency will still be more hostile to Ukraine and its interests. During the campaign, Nawrocki said Zelensky “treats Poland badly”, echoing the type of language used by Trump himself.

    Poland divided

    The high stakes in the election resulted in a record turnout of almost 73%.

    There was a stark choice in the election between Nawrocki and Trzaskowski.

    Trzaskowski supported the liberalisation of Poland’s harsh abortion laws – abortion was effectively banned in Poland under the Law and Justice government – and the introduction of civil partnerships for LGBTQ+ couples.

    Nawrocki opposed these changes and will likely veto any attempt to implement them.

    While the polls for the presidential runoff election had consistently shown a tight race, an Ipsos exit poll published during the vote count demonstrated the social divisions now facing the country.

    As in other recent global elections, women and those with higher formal education voted for the progressive candidate (Trzaskowski), while men and those with less formal education voted for the conservative (Nawrocki).

    After the surprise success of the liberal, pro-EU presidential candidate in the Romanian elections a fortnight ago, pro-EU forces were hoping for a similar result in Poland, as well.

    That, for now, is a pipe dream and liberals across the continent will now need to negotiate a difficult relationship with a right-wing, Trumpian leader in the new beating heart of Europe.

I asked my colleagues two specific questions: In all of this massive bill, what will be its biggest legacy? What bold, transformational policies can we champion that will impact the next generation of Americans — policies we’ll still be talking about 10, 20, even 30 years from now?

    That’s why I’m pushing my colleagues to include two major proposals in this year’s budget reconciliation package that I believe do exactly that.
    First, I’ve introduced legislation that would create a private investment account for every newborn child in America and seed it with the first $1,000. Each year, family, friends, or employers would be able to contribute up to $5,000 to this tax-advantaged account. Those accounts would be invested in exchange-traded funds or mutual funds based on the S&P 500.
    The accounts would do two things. First, children across America would experience the miracle of compounded growth. A child born this year who has the initial $1,000, plus $5,000 invested annually, would — at a historical average growth rate of 7 percent — have about $170,000 invested by age 18. By 35, the account would be worth $700,000. That powerful wealth accumulation would be utterly transformational for our next generation of children.

    Equally important for success is education and ensuring that every American child has the right to choose their educational path. That’s why the second policy we should include in the One Big Beautiful Bill is to get the federal government behind school choice. We should give federal tax credits, dollar for dollar, for contributions to scholarship-granting organizations in the states and open up $10 billion annually in new scholarships that allow children and parents to be able to choose the K-12 school that best meets their needs.

    In his first term, President Donald Trump in his State of the Union address urged Congress to pass my legislation, the Universal School Choice Act. However, to do so we needed Democratic support in the Senate, and no Democrat was willing to stand up to the teachers unions. Now, under the reconciliation rules, we can finally pass the bill with our 53 Republican senators. And Democrats cannot block it.
    Versions of both of these ideas are included in the House reconciliation bill. But there will be a battle to keep them and to get them through the Senate. We must act boldly and get them to the president’s desk. Nothing else in the bill would leave as significant a legacy.

    Illuminate and Integrate scheme to enhance Preston’s historic and cultural quarter

    Phase one of the Illuminate and Integrate scheme, a key project in the transformation of the Harris Quarter has been completed, with work on Phase two of the project due to start late summer.

    The project has been designed to improve pedestrian and cycle space at a section of Lancaster Road adjacent to the Market Hall and Old Vicarage Road.

    The work includes a new pedestrian and cycle-friendly space with high-quality paving, trees, and other features, such as public seating and an expanded, flexible-use space around the market to create opportunities for alfresco dining.

    A key feature of the works on Old Vicarage is the installation of ‘Gobo’ lighting which projects moving images onto the pavements, lighting the way to Preston Market but also ‘animating’ the journey from the bus station to Animate, the new £45m+ entertainment and leisure complex due to open to the public in February 2025.

    In October, planning permission was granted for the Illuminate element of the scheme with improved lighting consisting of new and replacement columns, wall, canopy lights, and a mixture of heritage and modern lighting.

    Illuminate has also been designed to minimise energy usage, improve the quality of street lighting and make streets feel safer. The lighting improvements extend to additional streets Birley, Earl, Cheapside, and Market Street.

    Phase two of the works will focus on Lancaster Road. The public realm works will maintain the existing service and taxi provision, while Lancaster Road between Old Vicarage and Earl Street will be permanently closed to vehicles.

    This scheme is being delivered by Maple Grove Developments and Eric Wright Civil Engineering on behalf of Preston City Council, under the Harris Quarter Towns Fund Investment Programme with funding from Towns Fund, Preston City Council and Lancashire County Council.

    Preston City Council Cabinet Member for Community Wealth Building, Councillor Valerie Wise, said:

    “The proposed works are focused on improving the quality of the public spaces and creating safer and better paths between existing spaces and transport hubs such as the bus station. The aim is to encourage footfall and visitors to stay longer into the evening, supporting the Harris Quarter ‘as a go-to cultural destination in the city.’

    John Chesworth, Chair of Preston Towns Fund Strategic Board, added:

    “While it may only be a small part of the overall jigsaw, lighting fundamentally impacts place-making. Quite literally, Illuminate will showcase Preston’s fine architecture, promoting the areas of the Harris Quarter while creating an attractive but dynamic lighting scene and encouraging footfall to this area of Preston.”

    Nick Hague, project director at Maple Grove Developments, continued:

    “The scheme has been designed to sympathetically create a contemporary feel to the area without dismissing the heritage of the Harris Quarter. It’ll promote safety and assurance while helping to create a positive ambience.”

    Lancashire County Council Cabinet member for economic development and growth, Brian Moore, concluded:

    “We’re investing £800k in the city centre and encouraging sustainable transport by improving the links between the bus station and new transformational developments taking place in the Harris Quarter, which gives more options for people to walk and cycle. Making Preston a more attractive place to live and visit helps create new jobs, grow the night-time economy, and create a more vibrant city centre.

    “Alongside the recent improvement work on Ringway and Friargate delivered by the county council, we’re working closely in partnership to improve the wider city centre and provide people with more options for getting around.”

    Towns Fund – Town Deals

    The Towns Fund is working directly with places and putting power in the hands of local businesses and communities to unleash the economic potential of towns and high streets across England. The government wants to see vibrant towns that are more attractive places to live, work and visit; and to increase opportunity across the country so that everyone (wherever they live) can contribute to and benefit from economic growth. Preston 35 is the city’s renewed city investment plan, setting out Preston’s long-term objectives and strategy to transform the City, targeting resources and aligning public and private sector investments to respond to needs and capitalise on opportunities for positive change.

    Preston City Council actively applies and prioritises the principles of Community Wealth Building wherever applicable and appropriate.     Projects included in Preston’s £200 million Harris Quarter Towns Fund Investment Programme are:

    • Animate – £45m multi-use entertainment and leisure complex anchored by a state-of-the-art cinema and bowling venue next to Preston Markets
    • Educate Preston – The creation of a new Careers and Employment, Information, Advice and Guidance Hub in the Harris Quarter.
    • Renewal of Harris Quarter Assets – Investment to support the redevelopment of publicly-owned buildings in the Harris Quarter to support new cultural and community uses, including Amounderness House.
    • Illuminate and Integrate – A project to deliver improved pedestrian and cycleway infrastructure, street lighting and other public realm improvements within the Harris Quarter.
    • Preston Youth Zone – The development of Preston Youth Zone as a state-of-the-art facility for young people in Preston aged eight to 19.
    • #HarrisYourPlace – The refurbishment of the Grade I listed Harris Museum, Art Gallery & Library, enhancing and protecting the building for future generations.
    • Preston Pop Ups – £1m pop-up programme of events bringing together new temporary event space, artworks and improvements to public realm infrastructure, aimed at boosting visitor activity in the Harris Quarter.

    The Lancashire Economic Growth and Development Investment Fund (LEGDIF) is a strategic initiative led by Lancashire County Council aimed at fostering economic growth and development within Lancashire. By merging the remaining funds from the Lancashire Economic Recovery & Growth Fund (LERG) and the Lancashire Levelling Up Investment Fund (LLUIF), LEGDIF builds on this success and seeks to support key sectors, including emerging opportunities like cybersecurity.

    The City Deal agreement aims to continue to create new private sector jobs and encourage more new homes to be built across the area. It is an agreement between Preston City Council, South Ribble Borough Council and Lancashire County Council, along with central government and Homes England.

  • MIL-OSI United Kingdom: York meets air pollution targets citywide for first time

    As we approach Clean Air Day on 19 June, City of York Council has released figures showing that all of York is meeting national air pollution targets for the first time.

    Latest air quality monitoring figures from the council for 2024, reported to the Combined Executive Member Decision Session on 3 June 2025, show that the health-based air quality objectives were met at all locations in York for the first time, except during the Covid lockdowns, when traffic emissions reduced due to home working and closure of non-essential retail.  

    Air quality monitoring in some areas of the city, such as around Gillygate and Bootham, has shown that maximum annual levels of nitrogen dioxide pollution improved by 27 per cent in 2024 compared with 2023.

    The significant improvement in air quality is due to actions taken by the council, its partners and by residents. This includes further electrification of buses and council fleet vehicles, policies that incentivise the uptake of more low-emission taxis, anti-idling campaigns encouraging people to turn off their engines when stationary or waiting in traffic and improved electric vehicle (EV) charging infrastructure – all of which have all helped improve air quality further throughout 2024.

    The council encourages people to walk, cycle or use public transport wherever possible to reduce their exposure and contribution to air pollution, and make the switch to electric vehicles if budgets allow.

    Air pollution is linked to a range of health problems at every stage of life – from premature birth and effects on organ development in childhood,  to causing heart and lung disease, diabetes and strokes in adulthood.

    Every year, air pollution causes up to 43,000 deaths in the UK.

    Residents can also sign up for the council’s free pollution forecasting and alert service which sends air pollution alerts and health advice to those most likely to be affected by air pollution to help them minimise their exposure when future pollution episodes are forecast, and to encourage all of us to leave the car at home if possible on those days, to avoid worsening pollution for everyone.

    Cllr Jenny Kent, the Council’s Executive Member for the Environment and Climate Emergency, said:

    “This is brilliant news – what a fantastic achievement to help us celebrate Clean Air Day. By being proactive on improving the air we all breathe, the council has helped to meet air pollution targets for the first time ever in York.

    “Having walked the stretch along Holgate for over a decade with prams and children, along with hundreds of young people travelling to and from 9 schools in the area, I know first hand what a difference this makes. We made a commitment to improve air quality when we published our fourth Air Quality Action Plan last summer and it is rewarding to see that the measures are working. Cleaner air is helping improve the health and wellbeing of everyone in York.

    “This is a really big achievement which we should celebrate, but we are not complacent; we need to see these results and the longer-term downward trend continue”.

    Peter Roderick, director of Public Health at City of York Council, said:

    “Even though we can’t see it, air pollution impacts our health whatever age we are. Improving air quality not only benefits our physical health and the environment but can also protect our mental and brain health. For the whole of York to meet air pollution targets for first time since Covid is a great achievement.

    “We hope Clean Air Day will help raise awareness of air pollution across the city and encourage people to consider their air quality impact in helping to protect everyone’s health. We can all make improvements; share a lift to work, work from home or walk, catch the bus or cycle, if possible.

    “The latest results for the city demonstrate how far we have come in recent years to improve local air quality for everyone, however we recognise that more can be done. Through the council’s Air Quality Action Plan and other complementary strategies, we aim to go beyond National Air Quality Objectives and work towards meeting stricter World Health Organisation (WHO) guidelines in the longer term to further improve public health; this will allow us all to benefit from lasting health improvements”.

    Mick Forbes, Engineering Director of First Bus North & West Yorkshire, said:

    “The results are very positive and provide real evidence of the environmental benefits we are achieving with our fully zero-emission fleet on the streets of York, which started on routes through Gillygate in September 2023.

    “By working together with the council we have been able to invest millions of pounds with government funding support to transform our James Street depot, which is one of the first in the country to be declared net zero.”

    Senior law enforcement officials from across Europe gather in Athens to tackle serious international crime

    ATHENS, Greece – The increasing complexity of international crime is being addressed at INTERPOL’s 52nd European Regional Conference, which is hosted in Athens, Greece this week.

    The three-day (2 – 4 June) conference brings more than 150 senior police representatives from Europe, and around the world, to address major challenges for European policing and the impact of international crime on the region.

    The conference was opened by Michalis Chrysochoidis, Minister of Citizen Protection of Greece, Lieutenant General Dimitrios Mallios, Chief of the Hellenic Police, Major General Ahmed Nader Al-Raisi, President of INTERPOL and Valdecy Urquiza, Secretary General of INTERPOL.

    Delegates will be addressing the evolving nature of crime in Europe, including changing security threats in Europe, the dark side of Artificial Intelligence, and the Silver Notice, a pilot launched by INTERPOL this year to help trace and recover criminal assets.

    Chaired by INTERPOL’s Vice President for Europe, Peter de Buysscher, the meeting of senior police officials will also look at some of the most serious criminal activity, including drug and firearms trafficking and the link between organized crime and terrorism.

    Addressing the opening ceremony of the conference, Michalis Chrysochoidis, Minister of Citizen Protection of Greece, said:

    “It is a great honor to host in Athens the 52nd INTERPOL European Regional Conference, an important meeting, which in those days of global and regional instability is more important and necessary. We need to stay united, with a common approach to security and policing. The main topics of this year’s conference are absolutely timely. Emerging security threats and especially organized crime, the abuse of artificial intelligence, environmental crime, and human trafficking, are not isolated challenges, but very important and interconnected security threats. To counter those threats we need intelligence, technology, and new tools and above all partnership. We need to work together.

    “I want to express my sincere thanks to INTERPOL’s leadership for their tireless work in supporting operational coordination, innovation, and capability development. The tools and platforms offered by INTERPOL as the Biometric Hub and the ICSE database, or joint operations like Lionfish—are examples to what international cooperation can achieve when backed by political will and professional excellence.”

    Lieutenant General Dimitrios Mallios, Chief of the Hellenic Police, said:

    The African Development Bank Group (www.AfDB.org) and the Government of Togo have signed a partial credit guarantee agreement to support the country’s mobilization of a sustainable financing facility of €200 million.

    Provided by the African Development Fund, the concessional lending arm of the African Development Bank Group, this partial credit guarantee will enable the government of Togo to leverage its country performance-based allocation by four times to raise €200 million from international commercial lenders including Legal & General (L&G) and Deutsche Bank. The African Development Bank is lead arranger.

    Funds mobilized under the partial credit guarantee will be allocated to green and social projects including climate adaptation, biodiversity preservation, sustainable agriculture, access to clean energy and pollution control. This is in line with Togo’s Sustainable Financing Framework as well as the country’s 2020–2025 Government Roadmap, which prioritizes inclusive growth and climate-resilient development.

    Developed under the National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS) and led by the TIH Foundation for IoT and IoE at IIT Bombay, BharatGen integrates text, speech, and image modalities to deliver AI solutions in 22 Indian languages. Supported by the Department of Science and Technology (DST), the initiative collaborates with leading academic institutions and innovators to create AI that is “ethical, inclusive, multilingual, and deeply rooted in Indian values and ethos,” as described by Dr. Singh.

    Speaking at the summit, Dr. Singh emphasized BharatGen’s potential to transform sectors like healthcare, education, agriculture, and governance by providing region-specific AI solutions. Highlighting a success story from his constituency, he shared how AI-powered telemedicine, with doctors communicating in patients’ native languages, has revolutionized healthcare in remote villages. “This builds trust and has a placebo-like psychological effect, connecting remote regions with superspeciality hospitals,” he said.

    Dr. Singh aligned BharatGen with Prime Minister Narendra Modi’s vision of “India’s Techade,” emphasizing innovation for inclusion. He cited India’s AI-driven grievance redressal system, CPGRAMS, as a global benchmark studied by several countries. The minister also underscored the role of the Anusandhan National Research Foundation (NRF) in boosting India’s R&D ecosystem and highlighted flagship schemes like PM MUDRA Yojana, PM SVANidhi, and PM Vishwakarma Yojana, which empower micro-entrepreneurs, artisans, and street vendors.

    The National Education Policy (NEP) 2020 was lauded for fostering interdisciplinary learning, enabling students to blend humanities and technology for enhanced employability and innovation. Dr. Singh also celebrated the rise of over 3,000 Agri-tech startups, including lavender cultivation in Jammu & Kashmir, as proof of innovation thriving beyond urban IT hubs.

    The summit saw the launch of the Generative AI Hackathon 2025, aimed at engaging student innovators to solve real-world challenges through AI. BharatGen’s execution involves 25 Technology Innovation Hubs (TIHs), with four upgraded to Technology Translational Research Parks (TTRPs), focusing on technology development, entrepreneurship, human resource development, and international collaboration.     The OSCE and the Kingdom of Thailand marked the 25th anniversary of their partnership with a special workshop and a meeting of the OSCE Asian Partners for Co-operation Group, held in Vienna on 30 May and 2 June 2025. Hosted as part of Malta’s Chairpersonship of the OSCE Asian Partners for Co-operation Group, the two events brought together senior government officials, cybercrime and trafficking experts, law enforcement authorities and private sector representatives to address the growing global threat of online scams.
    OSCE participating States and Asian Partners gathered to share experiences and best practices in detecting, investigating, and disrupting digital fraud, as well as identifying the victims of trafficking involved in online scams operations.
    “With its comprehensive approach to security, the OSCE is uniquely positioned to help develop co-ordinated, human-centred responses to this growing challenge,” said Ambassador Natasha Meli Daudey of Malta.
    Discussions addressed the complexity of the scam ecosystem, from blockchain-enabled money laundering to the exploitative methods used by criminal groups. Thailand presented its national strategy, which includes AI-based detection tools, a centralized Anti-Online Scam Operation Center (AOC), and multi-agency co-ordination.
    “Our national experience demonstrates that robust inter-agency co-ordination and strong international partnerships are crucial in dismantling these sophisticated criminal networks,” noted Professor Wisit Wisitsora-at, Permanent Secretary at Thailand’s Ministry of Digital Economy and Society.
    Thai Ambassador Pattarat Hongtong further shared details on the work of the ASEAN Working Group on Anti-Online Scam, which Thailand initiated in February 2024, as a platform for information sharing, capacity building, and co-ordinated enforcement at the regional level.
    Participants also examined ways to bridge policy gaps, enhancing digital and financial literacy to prevent victimization, and promoting public-private partnerships that engage digital platforms and financial actors—including the cryptocurrency sector. Experts called for harmonized regulatory frameworks to mitigate virtual assets risks, enhanced cross-border police and judicial collaboration, and capacity building for criminal justice practitioners.
    With online scams resulting in over $1 trillion in reported global losses in 2023 alone, participants reaffirmed their commitment to collaborative, forward-looking responses that prioritize prevention, victim protection, and international co-operation to tackle an increasingly sophisticated form of transnational crime with high human and financial costs.

    Yangon (Agenzia Fides) – Extensive flooding, caused by heavy rains that lasted for about a week, has affected northern Myanmar, particularly the Sagaing region and Kachin State. The emergency further complicates the lives of the civilian population, already severely affected by four years of civil conflict. Furthermore, in the Sagaing region, the earthquake of March 28 caused damage to homes and infrastructure and displaced thousands of people. “The situation in the districts affected by natural disasters is serious. Floods have inundated the upper part of Kachin State; villages in the mountainous areas are underwater, as are refugee camps in the city of Chizaw. Many rivers, such as the Malikha, have overflowed, and agricultural lands are completely flooded due to the continuous rains,” a local source from the Catholic community in Kachin State told Fides. “Farms have been submerged in Laeshi City, in the Sagaing Region, as have villages along the banks of the Arayati river. River levels usually rise in late June or July, at the height of the rainy season, but this year the rains have arrived early, causing premature flooding. Unfortunately, this is the harvest season, so the losses are particularly severe,” the source explains. “The local population is finding it increasingly difficult to cope. They are mostly farmers who have already been affected by the war and are now also suffering the effects of natural disasters such as earthquakes and floods. Humanitarian aid is increasingly needed for thousands of displaced people, whose number continues to grow,” he adds. A new report by the United Nations High Commissioner for Human Rights confirms the worsening humanitarian crisis in Myanmar, fueled by military violence and economic collapse. The document, which will be presented at the next session of the UN Human Rights Council in early July, describes the situation as “increasingly catastrophic, marked by incessant atrocities that have affected all aspects of life.” According to the report, the economic crisis has had a severe impact on already disastrous humanitarian conditions. Myanmar is estimated to have lost around $94 billion since the coup to date, and its gross domestic product is not expected to return to pre-2021 levels before 2028, even if recovery were to begin today.The UN Human Rights Council calls for “a multifaceted response to the crisis,” including “urgent humanitarian support, cross-border assistance for displaced populations, and increased political commitment” from the international community.     Nairobi (Agenzia Fides) – The Missionary Benedictine Sisters of the Sacred Heart Priory have closed all their facilities in Kerio Valley, Kenya, following daily violence in the region. The missionary sisters announced this on social media, announcing the closure of the mission “with immediate effect” and “indefinitely”.The decision, reads the text signed by Sister Rosa Pascal OSB, Prioress of the Missionary Benedictine Sisters, was taken “following the murder of Father Alloy Bett, parish priest of St Mathias Mulumba (see Fides, 23/5/2025) and the continued unrest in the area. This has negatively affected our missionary work” causing “mental, emotional and psychological trauma to our sisters” and, consequently, “the inability to run the essential services due to the lack of staff who are fleeing the area”.Hence the decision “to close our mission stations indefinitely, until the area is safe for service”. This action, the statement states, “is meant to ensure the safety of our sisters working in the region, our employees and those who visit our mission for different services”, at the same time, to “press the government for a lasting solution to peace in the area, including dis-arming civilians”.   • MIL-OSI Global: Cheaper food or a compromise on standards? Why the UK’s trade deal with the US is sounding alarm bells

    British farmers and food safety campaigners have been sounding the alarm over the recent deal struck between the UK and US. The agreement offers unprecedented access to US agricultural exports such as beef and ethanol into the UK market.

    While some hailed this as a breakthrough after previous talks stagnated under Joe Biden’s administration, critics argue it could undercut domestic producers, introduce lower standards for food and even compromise public health. With the cost of living remaining high, cheaper US imports may look appealing to British consumers. But many fear the products may come at a longer-term cost.

    The UK government has insisted it will not compromise on standards. Hormone-treated beef and chlorine-washed chicken remain banned. But critics are sceptical. At the White House, US trade officials suggested food rules should be based on science, hinting at renewed pressure to permit products currently excluded by UK law.

    But public opinion in the UK strongly supports high food standards. Surveys show most UK consumers reject hormone-fed beef and chlorinated chicken, valuing animal welfare and food safety. Given this, any shift toward US-style practices could trigger a backlash.

    The deal’s language – promising to “enhance agricultural market access” – raises concerns that this may be only the first step. Food safety advocates fear a slow erosion of standards under commercial pressure.

    Under the terms of the deal, the UK will allow in 13,000 tonnes of US beef tariff-free — a huge change from the 1,000-tonne cap (with a 20% tariff) previously in place. In exchange, the US will grant a matching quota for UK beef.

    The National Farmers’ Union (NFU) welcomed improved US market access. But domestically, many farmers feel exposed.

    They worry that cheap US beef, even if hormone-free, will undercut UK cattle raised under stricter welfare and environmental rules. Feedlot beef from the American Midwest is typically cheaper, prompting fears of price pressure.

    The NFU says this could be a “disaster” for British farming. Supermarkets including Tesco and Sainsbury’s say they will continue sourcing 100% British beef, but farmers fear US meat could enter the wholesale and catering sectors.

    There’s also concern about ethanol – a biofuel typically sourced from crops such as corn or wheat and used primarily as a petrol additive to reduce greenhouse gas emissions. The UK has eliminated a 19% tariff and opened a quota of 1.4 billion litres of US corn ethanol.

    But this threatens domestic bioethanol plants, which purchase millions of tonnes of British wheat each year for ethanol production. It plays a crucial role in supporting UK arable farming and rural economies.

    The NFU has warned that this could destabilise farm incomes, reduce local feed supplies and endanger the production of CO², which is used widely in food packaging, refrigeration and the carbonation of drinks across the UK industry. The NFU said the deal overlooked the complex role these plants play in the UK’s food system.

    But cheaper imports could ease grocery bills in the UK, a welcome prospect given food price inflation peaked at more than 19% in 2023. Cheaper beef might help households increase their protein intake. For lower-income families, for example, small savings on staples could really improve nutrition.

    However, not all cheap calories are healthy. Britons are already encouraged to eat less red meat on health grounds. Increased access to cheaper beef could nudge intakes beyond recommended levels.

    Restaurateur Henry Dimbleby, the UK government’s former food strategy lead, has argued that undermining domestic standards for short-term savings risks health and environmental setbacks.

    Not just any commodity

    Food safety is another issue. While the government says all imports will meet UK standards, future trade negotiations could challenge that. Country-of-origin labelling and enforcement will be essential for consumer confidence.

    There’s also the risk of more ultra-processed food entering the UK. The deal may increase imports of US cereals, drinks and snack foods. While not inherently unsafe, many health advocates worry about worsening rates of obesity and diabetes if heavily processed products become cheaper and more common in the UK.

    Trade can bring benefits — but food isn’t just another commodity. It intersects with health, environment and rural life. The NFU warns that Britain’s high standards shouldn’t be quietly traded away under pressure from US agribusiness.

    The UK government claims it has preserved food protections while expanding trade. What will be key is whether consumers see real savings, as well as whether supermarkets stick to British meat. If not, it remains to be seen whether UK farmers can compete or if they will be squeezed out.

    Crucially, UK regulators must hold the line if the US pushes harder. A prosperous deal should not just mean more trade — but safer, healthier and fairer food for all.

  • MIL-OSI Global: From period pain to heart disease, the gender health gap is real – here’s how to close it

    For decades, women’s health has been chronically underfunded and under-researched. The consequences of this neglect are widespread and deeply damaging.

    Millions of women live with avoidable pain, delayed diagnoses, inadequate treatments and poor access to care. The ripple effects reach far beyond individual health: they impact families, workplaces and the wider economy.

    In recent years, some progress has been made. In 2022, the UK government launched the first ever women’s health strategy for England, which was a landmark recognition that the health needs of women have been systematically overlooked in research, policy and service design.

    The strategy pledged better support for menopause, increased funding for research, the creation of women’s health hubs, which provide a convenient location for women to access multiple services, such as gynaecology, sexual health, contraception an menopause care. These hubs aim to improve access, enhance experiences, reduce health inequalities for women and improved coordination across NHS services.

    But just two years later, that momentum is at risk of stalling.

    The government’s wider NHS reform efforts, coupled with cost-cutting, have included the withdrawal of national funding incentives for women’s health hubs. This decision has triggered concern across the health sector.

    These hubs were designed to bring together vital services – from menstrual and menopause support to contraception and fertility care – in one location. They have shown promise in narrowing gender health gaps.

    One of us (Jennifer) was involved in a recent evaluation by Rand Europe and the University of Birmingham, which found that women using the hubs reported overwhelmingly positive experiences, and collaboration between hub leaders and local healthcare services were key to their success. Yet many of these services are now at risk of being dismantled before they’ve had a chance to take root.

    This is not a marginal issue. Women make up 51% of the UK population. Still, for decades, they’ve been underrepresented in clinical research, resulting in diagnostic blind spots and treatments that don’t account for female physiology. Conditions like endometriosis, adenomyosis and heavy menstrual bleeding affect millions but remain understudied and are frequently dismissed.

    In other cases – such as heart disease and dementia – a lack of gender-specific understanding can be life-threatening.

    Innovation is booming — but is it reaching the right people?

    At the same time, women’s health is seeing a surge in innovation. The “femtech” sector is booming and expected to be worth US$117 billion globally by 2029 (£86 billion). From AI-powered diagnostic apps and menstrual tracking wearables, to 3D-printed pessaries, advanced ultrasonic imaging tools and new breast cancer therapies, the possibilities are exciting.

    But innovation alone isn’t enough – and it risks deepening existing inequalities if not implemented thoughtfully. The gender health gap persists, and disparities in healthcare access and outcomes are often worse for women based on geography, ethnicity or income. Without inclusive design, these shiny new tools could widen the divide rather than close it.

    There are growing concerns around bias in health technologies, particularly AI. If algorithms are trained on data that doesn’t reflect the diversity of the population, they can miss key symptoms, produce inaccurate results or fail to support women from minority backgrounds. Technology must be matched by transparency, oversight and inclusion.

    Even the most advanced tools are meaningless without strong systems in place to govern them. Innovation must be embedded into accessible, well-funded services – and those services must be built around the real needs of women. Trust, relevance, and cultural sensitivity aren’t optional extras – they’re essential for success.

    As the UK government moves ahead with NHS reforms, it must not lose sight of the importance of women’s health. Getting this right means more than launching new apps or pilot schemes. It means long-term commitment and investment backed by evidence.

    At RAND Europe, our research points to two central challenges: a lack of equitable access to services and a disconnect between innovation and the needs of women.

    If we want to create meaningful, lasting change, three key priorities must be addressed:

    1. Sustainable funding: short-term pilots of new therapies or treatments often show promise, only to vanish when initial funding ends. Women’s health hubs, and similar services, need stable, long-term support to become embedded parts of the health system – not experiments at risk of collapse.

    2. Stronger cross-sector collaboration: progress depends on better coordination across the NHS, academia, industry, charities and the public. Working together can reduce the duplication of efforts, align priorities and drive real results.

    3. Accessible information and health literacy: for services and innovations to work, people need to understand them. Clear, reliable information is crucial – not just for women, but for healthcare professionals too. Empowering patients to make informed choices is key to improving outcomes.

    Women’s health is not a side issue. It’s a foundation of a healthy, fair society. Investing in it doesn’t just benefit women, it strengthens families, communities and the economy.

    The NHS ten-year plan presents a vital opportunity. If the ambitions of the women’s health strategy are to become reality, they must be baked into long-term planning with clear, measurable goals.

  • MIL-OSI Global: Children need more say in their education – here’s why it matters

    Education shouldn’t be a passive experience, with children simply absorbing the knowledge teachers pass on to them. Research shows that when children have an input into their learning – helping to decide topics to cover, or specific activities, or how they are assessed – they feel more motivated, engaged in learning and happier in school.

    But when we asked children about their opportunities to make choices in their education, they were often downbeat. “I’m a child and I can’t do anything,” one seven-year-old said.

    This powerful statement captures a sentiment we found repeatedly in research for our new book. We set out to understand how much agency children have in their education, and what difference it makes when they do.

    Our 40-month study, funded by the Leverhulme Trust, involved in-depth research across three contrasting primary schools in England: an independent (fee-paying) school, a community state school and an academy state school.

    Academy schools operate independently from local council control with greater curriculum flexibility, while community schools are run directly by local authorities. We spoke with children, observed lessons and interviewed teachers and headteachers.

    The findings were clear: when children have meaningful input into their learning, their motivation soars. But too often, particularly in core subjects such as English and mathematics, children feel like passive recipients rather than active participants in their education. “We don’t decide, we just do what we’re told to do,” one child said.

    Children across all three schools consistently expressed a desire for more choice in their education.

    When asked whether they had opportunities to make choices in their learning, one child at the independent school stated: “We don’t really get to choose what we do in the lessons.” This sentiment was echoed in the community state school, where children had no expectation that they could have input into the curriculum.

    They also distinguished between “work” (subjects such as English and mathematics) and “fun” (creative subjects such as art). They described how they enjoyed the latter while the former were subjects they simply “had to do”.

    Most revealing was the contrasting experience in the academy school, which had developed a distinctive approach to curriculum design involving direct pupil input. Here, children reported significantly higher levels of engagement. “I really enjoy school, and I really enjoy being able to pick what we do,” one child told us.

    These voices highlight a crucial point: children don’t expect complete freedom, but they do want meaningful opportunities to influence their experience of school.

    The power of structured freedom

    Our research led to the development of what we call “structured freedom” – a balanced approach that maintains necessary educational structures while creating space for children’s agency. This isn’t about abandoning standards or letting children do whatever they want. Instead, it’s about giving children opportunities for meaningful choice within clear frameworks.

    The academy school in our study demonstrated this approach most clearly. The starting point for each year’s curriculum was children helping to shape curriculum topics. They brought in items of interest, ranging from Coca-Cola bottles to pieces of rock. The teachers then connected these objects to required curriculum content through conversations with the children.

    The school maintained clear classroom structures but provided choices about learning activities and assessment methods. Children could select which skills to work on during lessons – whether knowledge-building, research or collaboration – and at what difficulty level. They also documented their learning journey creatively in topic books using photos, pictures, drawings, diagrams or stories.

    This balanced approach paid dividends. Teachers reported higher engagement among children, and genuine enthusiasm for learning across subjects.

    England’s national curriculum has a heavy focus on content – the topics to be taught – and limited attention to children’s agency. However, the national curriculum is under review. This provides a rare opportunity to place children’s agency at the heart of educational reform – not at the expense of standards, but as an essential component of achieving them.

    Our findings also suggest several important considerations for parents. Children who experience agency in their learning show greater motivation, engagement and more positive attitudes toward education.

    With rising concerns about children’s mental health and increasing school absenteeism, supporting agency offers a practical way to reconnect children with learning. Parents might consider asking schools about opportunities for children’s input into curriculum topics, teaching approaches and assessment methods.

    The schools in our study often struggled to enable children’s agency, but they also showed possibilities for the next national curriculum. Listening to children’s voices isn’t only about rights. It’s about creating more effective learning experiences that prepare children for an uncertain future.

  • MIL-OSI United Kingdom: York celebrates meeting air pollution targets citywide for first time

    As we approach Clean Air Day later this month [19 June], City of York Council has released figures showing that all of York is meeting national air pollution targets for the first time*.

    Latest air quality monitoring figures from the council for 2024, reported to the Combined Executive Member Decision Session on 3 June 2025, show that the health-based air quality objectives were met at all locations in York for the first time, except during the Covid lockdowns, when traffic emissions reduced due to home working and closure of non-essential retail.  

    Air quality monitoring in some areas of the city, such as around Gillygate and Bootham, has shown that maximum annual levels of nitrogen dioxide pollution improved by 27 per cent in 2024 compared with 2023.

    The significant improvement in air quality is due to actions taken by the council, its partners and by residents. This includes further electrification of buses and council fleet vehicles, policies that incentivise the uptake of more low-emission taxis, anti-idling campaigns encouraging people to turn off their engines when stationary or waiting in traffic and improved electric vehicle (EV) charging infrastructure – all of which have all helped improve air quality further throughout 2024.

    The council encourages people to walk, cycle or use public transport wherever possible to reduce their exposure and contribution to air pollution, and make the switch to electric vehicles if budgets allow.

    Residents can also sign up for the council’s free pollution forecasting and alert service which sends air pollution alerts and health advice to those most likely to be affected by air pollution to help them minimise their exposure when future pollution episodes are forecast, and to encourage all of us to leave the car at home if possible on those days, to avoid worsening pollution for everyone.

  • MIL-OSI Security: IAEA Team Concludes Site and External Events Design Review for El Salvador’s First Nuclear Power Plant

    An International Atomic Energy Agency (IAEA) team of experts has concluded a six-day safety review of El Salvador’s site selection process for its first nuclear power plant (NPP). The Central American country is embarking on a nuclear power programme to diversify its energy mix and to provide a clean and reliable source of energy to support economic development.

    The Site and External Events Design Review Service (SEED) mission, which took place between 26 to 31 May, reviewed El Salvador’s adherence to IAEA guidance on the site selection process. The SEED mission was carried out at the request of the Government of El Salvador and hosted by the Organization for the Implementation of the Nuclear Energy Program in El Salvador (OIPEN) and the Executive Hydroelectric Commission of the Lempa River (CEL). The SEED mission was the first of its kind in El Salvador.

    El Salvador is completing the site selection process based on a comprehensive methodology that integrates geospatial data analysis, national regulations and existing public infrastructure.

    The SEED review team comprised three experts from Japan, the United Kingdom and the United States, as well as two IAEA staff members. They reviewed the site selection report, together with the siting process, siting criteria and data collection process for siting activities.

    The team also visited and observed the candidate sites located in Chalatenango – about 40 kilometres northeast of the capital San Salvador – and San Vicente – about 70 kilometres east of San Salvador.

    In addition to the SEED review mission, the IAEA provided a SEED Capacity Building Workshop to support site evaluation, which includes the site characterization stage. During the workshop, external experts and participants engaged in discussions that will contribute to future progress in the site evaluation process.

    “We confirmed that CEL independently developed exclusion criteria for site screening and effectively narrowed down the areas of the country with the lowest external hazard risks. This can be considered a good practice for minimizing risks,” said mission team leader Kazuyuki Nagasawa, Senior Nuclear Safety Officer at the IAEA.

    The team provided recommendations to improve the quality and to optimize the site selection process, aiming to select the most favourable site. This optimization seeks to minimize the potential for the selected site to be found unsuitable during the site characterization stage. The factors to be considered include seismic, flooding and volcanic hazards. It’s also important to balance site characteristics with specific design features, site protection measures and administrative procedures from the early stages of the site selection process.

    “From the early stages of the site selection process, we have been guided by the technical guidance of the IAEA, rigorously applying its physical safety standards to ensure that this process follows a technical, transparent and responsible approach for all Salvadorans,” said Daniel Alvarez, President of CEL and Honorary Director of OIPEN.

    OIPEN and CEL will continue to receive technical support from the IAEA, as they advance from the site selection stage and move into the subsequent site characterization stage, in line with the IAEA Specific Safety Guide on Site Survey and Site Selection for Nuclear Installations, as well as other relevant Safety Guides for external hazards assessment.

    The final SEED mission report will be delivered to the Government of El Salvador within three months.

    SEED missions are expert review missions that assist countries going through different stages in the development of a nuclear power programme. The service offers a choice of modules in which to focus the review, such as site selection, site assessment and design of structures, systems and components, taking into consideration site specific external and internal hazards.
