    “The only winners following the Trump’s ‘Big Ugly Bill’ are the billionaire donors who will get massive new tax breaks and big corporations that already pay next to nothing in taxes. This disastrous bill includes devastating cuts to health care and food assistance, taking vital funding from the American people,” said Espaillat. “Once again Donald Trump has proven where his loyalties lie – with the extremely wealthy like his buddy Elon Musk. Donald Trump has no problem taking from poor to give to the wealthy.

    “These cuts are a matter of life and death. If this bill becomes law, people will die from lack of food, from lack of health care, and from lack of housing.  This bill fails to uphold the values of our nation and is misaligned with the interests of working families — while making grocery bills and health care more expensive for tens of millions of Americans who rely on this assistance.”

    Earlier this week, Rep. Espaillat denounced the GOP Tax Scam in remarks on the House floor, which may be watched here. House Democrats utilized every available tool to stop passage of the GOP Tax Scam and every single Democrat voted against its final passage. During yesterday’s Rules Committee hearing, Espaillat and more than 100 Democrats offered more than 500 amendments – to delay passage of the bill for more than 20 hours.

    WASHINGTON, DC – Today, Representative Adriano Espaillat (NY-13) spoke on the House floor to deliver scathing remarks denouncing the Trump administration’s budget bill and its devastating impact to working families in New York’s 13th congressional district and in communities around the nation.

    “More than half of the residents in New York’s 13th congressional district rely on Medicaid to receive primary and emergency health care. Almost four million residents in New York City rely on Medicaid. About three million of New York City residents are enrolled in the New York State Medicaid Pharmacy Program, which allows coverage of prescription drugs and certain over the counter medications. 

    “After promising the American people that Medicaid would be safe from cuts, Republicans spent several hours marking up a bill that would devastate Medicaid enrollment rates. To pay for the tax cuts for the wealthy, the bill would require harsh work requirements for Medicaid recipients that would terminate coverage for millions of low-income Americans.  Additionally, the bill would increase copays for Medicaid recipients which would significantly limit access to vital care services. It would also penalize states that have made the choice to use provide state-funded health care coverage to undocumented children and mixed status families.  

    “Not only does this hurt the undocumented families that have relied on this health care for years, but it also infringes on states to do what they believe is best with their own state funding. Republicans also introduced a $300 billion cut to food stamps, which would impact the 300,000 people in my district who rely on the benefit to eat. Thirty-five percent of these recipients are children.

    “Though Social Security cuts were not explicitly included in reconciliation conversations, the Trump administration and DOGE have repeatedly attempted to limit this program by trying to close social security offices, staff reductions, and reduced phone line access. These changes would impact the nearly 120,000 constituents in my district, particularly seniors, who rely on approximately $164 million in monthly benefits.

    “Republicans have gone back on their promise to the American people. These changes would devastate the lives of millions of Americans. We must stand up to these attacks. I yield back.”

    “It is with a heavy heart I share news of the passing of my dear friend, a beloved leader, and stalwart of our community, Congressman Charles B. Rangel.

    Through our numerous conversations and collaborations over the years, his guidance, support, and faith helped propel legislative initiatives like the Second Avenue Subway that expanded during his tenure and the Charles B.   • MIL-OSI USA: Rep. Craig, Senators Klobuchar and Smith, Gov. Walz, Statewide and Local Officials Break Ground on US 169 Interchange Project

    JORDAN, MN – Today, U.S. Representative Angie Craig (MN-02), Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) and Governor Tim Walz joined statewide and local officials to break ground on the US 169 & Highway 282/County Highway 9 Interchange Project in Scott County. 

    The project was funded, in part, by an $8 million Rebuilding American Infrastructure with Sustainability and Equity (RAISE) Grant, which was granted to Scott County and their project partners – the City of Jordan and the Minnesota Department of Transportation (MnDOT) –through the Bipartisan Infrastructure Law. Rep. Craig and Senators Klobuchar and Smith played an integral role in securing the RAISE grant.

    “The federal, state and local partnership of this project, in particular, is incredibly critical,” said Rep. Craig in her remarks. “I remember the first time I visited down here, I looked at the possibilities and all I saw was economic opportunity for the state of Minnesota and for the Jordan area with this project, so it has been a true honor to work with so many mayors here to be able to get this across the finish line.”

    Once completed, the project will replace the last signalized highway intersection within 50 miles of the Twin Cities with an interchange, creating a 75-mile stoplight free zone to improve a key interregional corridor in Minnesota that is essential for commuters, local residents and business owners. 

    This will also include a grade-separated interchange at TH-282/County Highway 9 and a bridge over the Union Pacific rail line, as well as a roundabout, a multi-use path and underpass of US 169, floodway improvements, stormwater improvements, and frontage roads. 

    In 2021, Rep. Craig wrote a letter to former Secretary of Transportation Pete Buttigieg advocating for the RAISE grant application and in 2022, Rep. Craig secured $1.12 million for the City of Jordan US 169 Multi-Use Trail Underpassthrough the annual funding bill.

  • MIL-OSI Africa: Africa’s new credit rating agency could change the rules of the game. Here’s how

    For governments, a credit rating is more than a financial signal. It is a verdict that can influence the cost of borrowing, access to markets and, ultimately, the ability to provide for their citizens.

    Rating decisions are made behind closed doors in a private process that isn’t open to assessment or scrutiny.

    For African countries, this opacity can be especially damaging. When rating decisions lack transparency, it’s impossible to challenge potential biases or inconsistencies in methodology that put developing economies at a disadvantage. The result is higher borrowing costs that drain resources from healthcare, education and infrastructure investment.

    Africa’s new credit rating agency has the chance to change this. The African Credit Rating Agency is an initiative under development by the African Union and its partners. It is more than a new entrant; it is an attempt to rethink how financial authority is earned, exercised and scrutinised. The new agency plans to introduce transparent governance structures that could revolutionise rating methodology.

    As a researcher who has looked closely at the working of rating agencies, I believe this opportunity to bring transparency to financial governance isn’t just about better ratings. It’s a step towards economic sovereignty.

    Success for the African Credit Rating Agency shouldn’t be measured by whether it displaces the “big three” rating agencies (Standard & Poor’s, Moody’s and Fitch). The real question isn’t whether an African agency can compete, but rather whether it can show the world how to rate credit differently.

    A flawed process

    The three big agencies do publish their methodologies – their criteria and risk models. This creates an illusion of transparency. Yet the final judgments emerge from committee meetings that produce no public record, no accountability, and no right of meaningful appeal.

    These rating committees typically comprise five to 10 analysts who meet in closed sessions to make each sovereign rating decision. S&P, Moody’s and Fitch each operate internal rating committees for every sovereign rating decision. The deliberations, dissenting views, and specific reasoning behind final votes remain confidential. Only a brief summary is provided with a rating decision.

    Research has shown that credit rating agencies are more accurate at assessing the creditworthiness of advanced economies than developing economies. There have also been studies on the discrepancy between what is expected when the public methodologies are applied and what the agencies actually rate. These studies have been done for economies like Hong Kong and China, but no equivalent research has yet been undertaken for African sovereigns.

    This discrepancy exposes an accountability void. When methodology-based predictions miss the mark, we must question what happens in those committee rooms. Especially when African nations are being assessed by analysts stationed continents away, with limited understanding of local economic and political realities.

    The African Credit Rating Agency could make three changes to the way ratings are done:

    • through public deliberations

    • by forming hybrid committees

    • with technological intervention.

    First, it could release committee transcripts within 30 days of each decision. This would give markets and governments unprecedented insight into rating rationales. This isn’t radical – central banks already publish meeting minutes, and courts publish opinions with dissenting views.

    Second, it could pioneer panels that include not only rating analysts, but regional economists, sectoral specialists, and even civil society observers. All with recorded votes. This diversified expertise would disrupt “group think” while capturing nuances of African economies that traditional agencies overlook.

    I have examined this idea from the perspective of injecting climate and sustainability-related expertise into credit rating committees. I believe this is a crucial step to take to evolve the concept of the credit rating committee.

    Third, the agency could use artificial intelligence to analyse patterns across committee discussions, flagging potential regional biases or inconsistent methodology application. It might be able to use secure digital ledgers to create unchangeable records of decisions.

    Why the big three keep it closed

    The industry thrives on privacy – protecting proprietary methodologies and shielding decisions from external challenge. And the natural oligopoly (a market dominated by a few large players due to high entry barriers, reinforced by market preference for predictability) helps it stay that way.

    The sovereign credit ratings of the three big agencies are built on quantitative and qualitative factors. But research shows that sovereign ratings are subjected to qualitative understandings. This puts developing economies at a disadvantage when agencies demonstrate pro-western biases because they lack data or knowledge.

    The impact of a credit rating downgrade for a sovereign borrower is usually multifaceted. Research shows that a single-notch downgrade can raise borrowing costs by more than 100 basis points, equivalent to an extra US$100 million annually on a US$10 billion bond.

    Investors prefer fewer, stronger signals rather than many competing views. So there’s little incentive for established players to change. The African Credit Rating Agency, as a new entrant, can offer something the incumbents won’t: governance innovation that serves both markets and nations.

    Radical openness will shake markets, at least at first. Committee members might face political pressure. Transparency alone doesn’t guarantee fair outcomes.

    But the world already demands transparency from central banks and constitutional courts. Why accept anything less from institutions that shape sovereign destiny?

    Next steps

    By 2050, one in four people on Earth will be African. The financial architecture serving them must evolve towards systems that recognise the continent’s unique strengths.

    Opening the rating committee to view represents more than technical reform – it’s about shifting who holds power in global finance. If it does this, the African agency won’t just deliver better ratings; it will model how global finance can be governed more justly.

    The OSCE Programme Office in Bishkek, in close partnership with the State Agency for Personal Data Protection under the Cabinet of Ministers of the Kyrgyz Republic, has helped raise national awareness and improve institutional knowledge in the field of personal data protection.
    Over the past three years, more than 1,000 public and municipal officials across the country have taken part in these efforts. Participants included representatives of local governments, district administrations, mayor’s offices, healthcare and education institutions, and school management bodies.
    The training sessions focused on:

    Understanding national laws on personal data protection
    Learning practical methods for secure data management
    Preventing data leaks and cyber threats

    As Kyrgyzstan continues to expand digital services, protecting sensitive information has become more important than ever. The rise of cybercrime and digital fraud means that both institutions and citizens face greater risks. That’s why building the capacity of public officials to handle data responsibly is essential for protecting privacy, increasing trust in digital tools, and boosting the country’s digital resilience.
    Participants also learned about:

    The national Register of Personal Data Holders (developed with OSCE support)
    Safe internet use and basic cyber hygiene
    Privacy protection in public service delivery
    Key elements of the draft Digital Code of the Kyrgyz Republic

    Importantly, the initiative promoted inclusive participation — with more than 50% of trainees being women, reflecting the OSCE’s commitment to gender equality in all its capacity-building efforts.
    This work forms part of the OSCE’s wider support to good governance, digital security, and the protection of individual rights in the Kyrgyz Republic.

    Latest NHS performance data shows Labour Government in Wales missing targets on countless measures.

    Latest NHS activity and performance summary released today (Thursday, 22 May 2025) for March and April 2025 has shown the Labour Government in Wales have missed a vast series of targets aimed at reducing waits in the Welsh NHS.

    One significant target missed is the First Minister’s target to reduce two year waits to 8,000 by the Spring of 2025, a target set after missing the Welsh Government’s initial target of eradicating two year waits by March 2023. The Welsh Government have been accused of “moving the goalposts and still missing” by Plaid Cymru’s health spokesperson, Mabon ap Gwynfor.

    A series of other historical targets are still being missed by the Welsh government. These include:

    • Target: No one waiting for longer than a year for their first outpatient appointment by the end of 2022 (a target established in the planned care recovery plan).
      • Reality: the number of pathways waiting longer than one year for their first outpatient appointment was 71,000
    • Target: maximum wait for access to specified diagnostic tests is 8 weeks, and maximum wait for access to specified therapy services is 14 weeks – to be achieved by Spring 2024.
      • Reality: 35,200 patient pathways were waiting longer than the target time for diagnostics and 4,000 patient pathways waiting longer than the target time for therapies.
    • Target: No patients waiting longer than one year in most specialities by Spring 2025
      • Reality: Of the total pathways, 155,800 were waiting more than one year

    The Government has also missed a series of rolling targets, including:

    • Target: 65% of red calls (immediately life-threatening, someone is in imminent danger of death, such as a cardiac arrest) to have a response within 8 minutes.
      • Reality: Only 50.9% of red calls arrived within 8 minutes
    • Target: 95% of new patients should spend less than 4 hours in emergency departments from arrival until admission, transfer or discharge.
      • Reality: Only 67.7% of patients spent less than 4 hours in emergency departments
    • No patient waiting more than 12 hours in emergency departments from arrival until admission, transfer or discharge.
      • In April, 10,186 patients waited 12 hours or more in emergency departments.
    • Target: 95% of patients waiting less than 26 weeks from referral.
      • Reality: Only 55.2% of patients have been waiting less than 26 weeks.
    • Target: No patients waiting more than 36 weeks for treatment from referral.
      • Reality: 268,400 patient pathways had been waiting more than 36 weeks (34.0%)
    • Target: At least 75% of patients should start treatment within 62 days (without suspensions) of first being suspected of cancer.
      • Reality: Only 63.5% of pathways started their first definitive treatment within 62 days of first being suspected of cancer.

    “Hundreds of thousands of people on waiting lists, over 8,000 of those waiting over two years. The fact that any Government is trying to claim that as a win, is a sign of how far down the road of Labour mismanagement we are.

    “A record of constant failure and missed targets – that is the record of this Labour Government when it comes to our NHS. A record of people waiting too long, not getting the service they deserve – a record of failure.

    “Even after moving the goalposts from their original target of eradicating two-year waits in 2023, Labour have still managed to miss their targets. Not only that, but on every single performance indicator – Labour have missed their targets.

    “An NHS run into the ground, and waiting lists as long as this simply isn’t as good as it gets for Wales, our NHS can be so much more than this. With a new government with a credible plan for our NHS, a plan to reduce waiting lists and reform our NHS for the future. That is what Plaid Cymru offers in 2026.”

    Families struggling with sudden costs and young people in deprived areas will get vital help, as £440 million from forgotten assets is put to work in communities across England through the first-ever Dormant Assets Scheme Strategy.

    This includes £132.5 million to give young people in disadvantaged neighbourhoods new chances to take part in music, sport and drama to build skills for the future, improve their employment opportunities and ensure access is no longer the preserve of a privileged few. 

    A further £132.5 million will benefit those in financially vulnerable circumstances, providing them with the affordable credit and support they need to manage their money well. This will mean that people facing money worries will have a safety net for when things go wrong – from a broken fridge to an unexpected car repair – instead of leaving them at the mercy of loan sharks.

    Local charities and community groups will also get extra funding, so they can run projects like food banks, youth clubs, and community events. This support will help bring people together, tackle loneliness, and make neighbourhoods safer and friendlier for everyone.

    Chancellor of the Exchequer Rachel Reeves and Culture Secretary Lisa Nandy welcomed major financial institutions including JP Morgan, Schroders, AON, Jupiter Asset Management, Aberdeen Group and other industry champions into No11 Downing Street today, highlighting the tangible difference this money can make to local communities and encouraging future participation to support these important causes.

    The Dormant Assets Scheme has successfully released £1 billion to date to support thousands of frontline organisations and individuals in some of the most disadvantaged communities across the country. Funding has been channelled into a range of initiatives including tackling youth homelessness, supporting charities with the cost of living and breaking down barriers to financial inclusion to help vulnerable groups.

    The £440 million package announced today represents a significant uplift with an estimated £90 million over previously announced figures set to become available through the Scheme in England by 2028.

    Allocations set out in the Strategy will drive forward the growth and opportunity missions in the government’s Plan for Change, with full distributions to include: 

    • £132.5 million for young people with funding going to services, facilities and opportunities to provide them with the skills and resources needed to succeed 
    • £132.5 million for financial inclusion and education, equipping individuals with the tools and knowledge to build financial security
    • £87.5 million for social investment to strengthen the financial resilience of the voluntary sector, including £12.5 million reaching organisations that support youth outcomes
    • £87.5 million for community wealth funds, which will empower local people to make decisions about their communities, creating stronger neighbourhoods.

    Over 200 people gathered at the Palace Demesne for a fun-filled afternoon of teddy bear-themed games, face painting, bouncy castles, and soft-play in the Belfast Playbus. Children enjoyed meeting friendly teddy bear mascots and relaxing on their picnic blankets!

    A huge thank you to everyone who joined us for this special event, which has helped Lord Mayor Councillor Sarah Duffy raise £885 for her chosen charity, Women’s Aid Armagh Down.

    Today, June 2, NSU hosted the grand opening of the InteRussia 2025 internship program for foreign specialists. This is the second internship of this kind that is taking place at Novosibirsk State University. This time, 17 students from 14 countries, such as Chile, Jordan, India, Pakistan, Brazil, Albania, Serbia, Bangladesh, Turkmenistan, Belarus, Indonesia, Ecuador, Uzbekistan and Tanzania, came to NSU.

    The internship is conducted by the Gorchakov Fund, the Siberian Branch of the Russian Academy of Sciences, and the ANO “Mezhdunarodniki” with the support of the Directorate of the World Youth Festival and the Presidential Grants Fund.

    For a month — from June 2 to June 29 — young researchers will be trained at the university in the promising areas of “Artificial Intelligence and Medicine” and “Modern Quantum and Information Technologies in Electronics and Photonics”. The school participants will work in one of two groups in accordance with the chosen area. The event will result in the preparation and presentation of their own scientific project.

    — We are organizing the internship for the second time, but we already see that our program is in great demand — this year, more than 160 applications were submitted, so the competition was almost 10 people per place. As a result, the best students who passed a tough and competitive selection came here. This year, we decided to make only two directions, and not three, as it was a year ago. We left the direction “Artificial Intelligence and Medicine”, since the 2024 internship showed that this topic is very interesting and in demand. We also added a new promising direction related to quantum mechanics. Among other innovations, we increased the duration of the internship from three to four weeks, — said Evgeny Sagaydak, Head of the Education Export Department at NSU.

    Artur Pogosov, Professor of the Department of Semiconductor Physics, Faculty of Physics, NSU, Head of the Department of General Physics Physics Department of NSU, in his welcoming speech to the participants, he spoke a little about the specifics of Akademgorodok and the special atmosphere that characterizes this unique place. He also spoke in more detail about the program of the direction that he supervises – “Modern quantum and information technologies in electronics and photonics”. It will include both lectures from scientists of the SB RAS Research Institute and NSU teachers, and practical computer sessions, during which, using special computational and modeling methods, listeners will be able to delve deeper into quantum mechanics, explore new crystals and new compounds, and model the processes occurring in them.

    Evgeny Pavlovsky, Head of the Laboratory of Streaming Data Analytics and Machine Learning Faculty of Mechanics and Mathematics of NSU and head of the Artificial Intelligence and Medicine department, noted that the students will have the opportunity not only to expand their knowledge, but also to present their projects, since one of the school’s goals is to ensure that the participants continue their research after completing their internship.

    The audience of the program was greeted by the leading specialist of the A.M. Gorchakov Public Diplomacy Support Fund Ilya Demkin. He thanked the partners for their cooperation, spoke about the activities of the Fund and about the internship program for foreign specialists in various fields of InteRussia. In addition, he noted that for the audience, participation in this event is an excellent opportunity to gain new knowledge in one of the best Russian universities, take thematic courses from leading experts, take part in innovative professional master classes in one of two areas, and exchange experience with colleagues from different countries.

    WARSAW, June 2 (Xinhua) — Karol Nawrocki, an independent candidate backed by the opposition Law and Justice party, has won the second round of Poland’s presidential election, the country’s National Electoral Commission said on Monday.

    The final result, marked “elected in the second round,” was posted next to K. Navrotsky’s name on the official website of the State Electoral Commission on Monday.

    Historian and head of the Institute of National Remembrance of Poland K. Nawrocki received 50.89% of the votes in the second round of the presidential elections, defeating Warsaw Mayor Rafał Trzaskowski, representing the ruling Civic Coalition, who received 49.11%.

    DHAKA, June 2 (Xinhua) — Chief Adviser to Bangladesh’s Caretaker Government Muhammad Yunus on Sunday called on Chinese investors to make the country their homeland and manufacturing hub.

    Speaking at the China-Bangladesh Investment and Trade Conference, M. Yunus said Chinese companies are masters of manufacturing and Bangladesh wants to be their partner.

    According to him, the interim government of Bangladesh is consistently implementing reforms, improving the investment climate, streamlining the legal framework and providing favorable conditions for business activities.

    Prime Minister Narendra Modi and President of Paraguay Santiago Peña held wide-ranging bilateral discussions at Hyderabad House in New Delhi on Monday. The talks were aimed at infusing new momentum into diplomatic and economic relations between India and the South American nation.

    President Peña, who is on a three-day official visit to India at the invitation of the Prime Minister, was accorded a ceremonial Guard of Honour upon his arrival at Air Force Station Palam earlier in the day. He is accompanied by a high-level delegation comprising ministers, senior officials, and business leaders.

    Welcoming the visiting leader, the Ministry of External Affairs (MEA) posted on social media, “Towards a new momentum in bilateral relationship. PM Narendra Modi welcomed President Santiago Peña of Paraguay at the Hyderabad House ahead of their deliberations.”

    Prior to his meeting with the Prime Minister, President Peña called on External Affairs Minister Dr. S. Jaishankar. The two leaders discussed opportunities for enhancing bilateral cooperation.

    “Pleased to call on President Santiago Peña of Paraguay at the start of his State Visit to India. Appreciate his positive sentiments and guidance for enhancing India–Paraguay cooperation in many domains. Confident that his talks with PM Narendra Modi today will open new avenues for India’s engagement with Paraguay and the South America region,” said Dr. Jaishankar in a post on X.

    President Peña also paid floral tribute to Mahatma Gandhi at Rajghat during his engagements in the capital. Prime Minister Modi is hosting a luncheon in his honour, while President Droupadi Murmu is scheduled to host a banquet. Vice President Jagdeep Dhankhar will also call on the visiting dignitary.

    This visit marks President Peña’s first official trip to India and is only the second time a head of state from Paraguay has visited the country.

    In a statement, the MEA noted that India and Paraguay established diplomatic relations on September 13, 1961, and have since cultivated warm and friendly ties. Bilateral cooperation spans across key sectors including trade, agriculture, health, pharmaceuticals, and information technology.

    Highlighting Paraguay’s strategic importance in Latin America, the MEA said that Indian companies in the automobile and pharmaceutical sectors are already active in Paraguay, while several Paraguayan firms operate in India through joint ventures.

    The Ministry further noted that both countries share similar views on major global issues such as UN reforms, climate change, renewable energy, and counter-terrorism.

    As part of his itinerary, President Peña will also visit Mumbai, where he is expected to meet state-level political leaders, as well as representatives from industry, startups, and technology sectors. The visit underscores the growing emphasis on economic and technological partnerships between the two countries.

    The MEA said that the State Visit provides a timely opportunity to undertake a comprehensive review of bilateral ties and to discuss regional and international issues of mutual interest.

    President Peña will conclude his visit and depart for Paraguay on June 4, 2025.

    WASHINGTON – Congressmen Raja Krishnamoorthi (D-IL) and Blake Moore (R-UT) have reintroduced bipartisan legislation to bolster domestic printed circuit board (PCB) and integrated circuit substrate production, which will strengthen U.S. supply chain security in a critical technology sector. The Protecting Circuit Boards and Substrates Act will encourage domestic PCB manufacturing and R&D to reduce supply chain disruptions, address national security concerns related to foreign PCB production, and further enhance America’s economic leadership.

     

    “While we’ve made real progress in domestic chip production, microchips can’t function without printed circuit boards – 90% of which are made in Asia, including half in the People’s Republic of China,” Congressman Krishnamoorthi said. “Our bipartisan bill reduces that dangerous dependence by rebuilding U.S. manufacturing, strengthening supply chains, and supporting American workers.”

    “There has never been a more important time for Congress to get to work on reshoring our manufacturing and strengthening our critical supply chains,” Congressman Blake Moore said. “The Chinese government’s open willingness to withhold access to technology and rare earth minerals proves that we are in a race against Beijing at all levels of the microelectronics ecosystem.     “The PCBs Act addresses a critical and long-overlooked weakness in America’s electronics supply chain,” John W. Mitchell, IPC President and CEO, said. “Every electronic device relies on PCBs and substrates, but the U.S. no longer has the capabilities or capacity to meet current demand, much less address future technology requirements. This bill is a vital step toward rebuilding the nation’s ability to manufacture electronics from silicon to systems—an essential foundation for innovation, security, and economic strength.”

    “Remember, chips don’t float. They need printed circuit boards and substrates to connect to any electronic device. With production of American-made semiconductors ramping up, we need to do the same for PCBs. Without a concurrent increase in support for PCBs and substrates, those new American-made chips travel to Asia to be packaged with Asian-made PCBs and substrates,” Shane Whiteside, Chairman of the Printed Circuit Board Association of America (PCBAA) and CEO of Summit Interconnect, said. “We need to end our over reliance on Asia through public and private investment. This bill will set that in motion.”

    “From F-35s to F-150s, the modern world is built on printed circuit boards, and we need to make more of them in America,” David Schild, Executive Director of PCBAA, said. “This bill will lead to new factories, high paying jobs and an ecosystem to support the work being done by our colleagues in the semiconductor industry.”

    Background

    Printed circuit boards (PCBs) are the material on which semiconductors sit (often the green-colored surface in images of chips) and are a critical part of the supply chain. An assessment from the Departments of Commerce and Homeland Security called for domestic investment and production of key information and communications technology products such as PCBs.

    The Protecting Circuit Boards and Substrates Act includes the following provisions to incentivize domestic PCB manufacturing and R&D:

    1. Provides a 25% tax credit for the purchase or acquisition of American-made PCBs;

    2. Establishes a financial assistance program, modeled on the CHIPS for America Act, for American facilities manufacturing or researching PCBs;

    3. Requires a Presidential determination for single financial awards over $150 million;

    4. Provides for delay and technology clawbacks of award funds in the event that funding is not used efficiently or in a manner that raises national security concerns;

    5. Authorizes appropriations of $3 billion to carry out the program.

    Transportation Accessibility and Community Development Projects:

    • $3,900,000 for the Town of Danville to install fiber optic cables and construct new conduit and junction boxes for 54 traffic signals in Danville to enable real-time traffic signal optimization to reduce traffic congestion and improve safety, and allow for future implementation of smart city technologies.
    • $3,000,000 for the City of Dublin to improve safety and accessibility of Village Parkway by narrowing vehicle lanes, adding lighting, and constructing buffered bike lanes, wider sidewalks, and protected intersections.
    • $2,000,000 for the Contra Costa County Public Works Department to create a separate bike path to fill a gap in the County-wide bicycle network along Marsh Drive in unincorporated Pacheco, which will improve safety for all road users and access to local commercial centers, recreational centers, and additional connections to the local mass transit system.
    • $2,000,000 for the East Bay Regional Park District to construct visitor facilities such as restrooms, drinking fountains, public parking areas, and a turnout lane on Bailey Road to allow for the Thurgood Marshall Regional Park to be opened up to the public.
    • $1,970,010 for the Contra Costa Transportation Authority (CCTA) to upgrade and develop a network of smart traffic signals between Antioch and Oakley to improve commute times, reduce delays, and ease congestion.

    Public Health and Safety Projects:

    • $4,875,000 to the Diablo Water District to provide structural and foundational reinforcements to water infrastructure to mitigate risks associated with major seismic events, safeguard water supply, and contribute to the region’s overall disaster preparedness strategy.
    • $3,649,671 to the City of Concord to make improvements to the Emergency Operations Center in Concord to ensure its longevity, efficiency, and resilience as it serves as a critical hub for bolstering regional preparedness, response, and recovery efforts during emergencies and disasters.
    • $1,915,000 for the Contra Costa County Fire Protection District (Con Fire) to replace and install equipment, including backup generators, shore power plugs, and automatic transfer switches, at radio towers across Contra Costa County that are used for communication between law enforcement, fire, and emergency medical services to improve system reliability during emergencies and disasters that result in the loss of power.
    • $1,000,000 to the City of Walnut Creek to purchase 120 body worn cameras, charging docks, and equipment to promote transparency, accountability, and public trust in the police department.
    • $600,000 for the Contra Costa County District Attorney’s Office to create an Organized Retail Theft (ORT) Prevention and Prosecution Unit with the goal of addressing increased levels of retail theft crimes, helping local law enforcement better confront these types of crimes, and improving public safety.
    • $500,000 for the Contra Costa County District Attorney’s Office to enhance the identification and referral of survivors of labor trafficking and cases of labor trafficking occurring in the County, increase the capacity of the District Attorney’s Office to investigate cases of labor exploitation and trafficking, and improve the quality and scope of services provided to underserved and marginalized victims of human trafficking.

    Environmental Protection and Sustainability Projects:

    • $4,000,000 to the Central Conta Costa Sanitary District (Central San) to upgrade the water treatment facility’s ultraviolet (UV) technology to reduce the energy footprint of water treatment and protect public health and water quality in the region.
    • $4,000,000 to the Central Contra Costa Transit Authority (County Connection) to construct a battery system to allow the agency to charge its zero emission buses overnight, and provide a source of power to maintain operations during emergencies.
    • $272,918 for the Marine Mammal Center to help build scientific literacy and environmental stewardship of the coastal zone for 2,7000 students and their teachers and to develop a pipeline for the future STEM workforce.

    Washington, D.C. – Today, Congressman Mark DeSaulnier (CA-10), senior member of the House Committee on Transportation and Infrastructure, made the following statement after the Government Accountability Office (GAO), an independent, nonpartisan government agency, issued a legal opinion finding that the Trump Administration violated the Impoundment Control Act of 1974 by illegally withholding funds for the U.S. Department of Transportation’s National Electric Vehicle Infrastructure (NEVI) Formula Program.

    “When the Trump Administration illegally suspended implementation of the National Electric Vehicle Infrastructure (NEVI) Formula Program in February, I immediately called on the Secretary of Transportation to reverse this reckless decision that would set us back in the fight against climate change, surrender global competitiveness to China, and hurt American drivers’ bottom lines.

    I am pleased the GAO has issued this finding that the Administration’s actions were not just foolish – they were illegal. Congress appropriated funding for the NEVI program and the Department of Transportation must implement it by immediately releasing the previously approved funds to the states.”

  • Over 25,000 organisations register for Yoga Sangam ahead of International Day of Yoga 2025

    In the run-up to the International Day of Yoga (IDY) 2025, the Government’s flagship event Yoga Sangam has crossed a significant milestone, with over 25,000 organisations registering for participation. The initiative has witnessed enthusiastic response from educational institutions, corporates, non-profits, and government departments across the country.
     
    The wide-scale registrations highlight the growing nationwide interest in yoga and its role in promoting physical, mental, and spiritual well-being. Institutions such as the Ekal Foundation, International Yoga Association (IYA), and International Naturopathy Organisation (INO) are among the early participants.
     
    Leading academic institutions have also pledged support. Indian Institutes of Technology (IIT) Kanpur, Indian Institutes of Management (IIM) in Mumbai and Bangalore, National Institute of Technology (NIT) Kurukshetra, BIT Mesra, and Vellore Institute of Technology are among the many campuses actively engaging with the initiative.
     
    Government departments, too, are participating in large numbers. The Office of the Principal Chief Conservator of Forests, Goa Van Bhawan, Altinho, has joined the celebration, underlining the synergy between yoga, sustainable living, and environmental awareness.
     
    Several states, including Rajasthan, Telangana, Jharkhand, Himachal Pradesh, and Punjab, are leading in organisational registrations, showcasing strong regional participation.
     
    With Yoga Sangam shaping up to be one of the largest and most inclusive yoga celebrations, the Ministry of Ayush has urged all remaining institutions—educational, governmental, corporate, and nonprofit—to come forward and contribute to the collective spirit of wellness and unity.     Response to the consultation on plans for a UK Airspace Design Service (UKADS)

    The UKADS will act as a single guiding mind to deliver a modernised UK airspace, enabling quicker, quieter and cleaner flights.

    The Department for Transport (DfT) and UK Civil Aviation Authority (CAA) are publishing the response to the consultation to establish a UK Airspace Design Service (UKADS), CAP 3106. The UKADS will act as a new single guiding mind to deliver a modernised and holistic design of UK airspace, enabling quicker, quieter and cleaner flights.

    UK airspace is an invisible but essential piece of our national infrastructure. Its design has remained largely unchanged since the 1950s, when there were around 200,000 flights per year in UK airspace, compared to 2.47 million in 2024. If UK airspace is not modernised, it has been estimated that by 2040, 1 in 5 flights could experience disruption and delays.

    Airspace modernisation will ensure that the UK’s airspace is fit for the future, enabling aircraft to fly more direct routes with optimised climb and descent profiles to and from energy-efficient cruising altitudes. This will benefit UK consumers through greater system capacity and better resilience to disruption. Crucially, it will help UK aviation achieve net zero greenhouse gas emissions by 2050.

    The government and CAA have carefully considered the responses to the consultation last autumn. These helped to inform the decision to proceed with the creation of the UKADS and establishment of an Airspace Design Support Fund, announced by the Chancellor on 17 March 2025 and our aim is for the UKADS to be established and operational by the end of 2025.

    NATS (En Route) plc (NERL) will be responsible for providing the UKADS. NERL is the only organisation in the UK with the necessary level of resource and design expertise to deliver the UKADS at pace.

    The initial priority for the UKADS will be to design airspace for the London ‘cluster’ of the airspace change masterplan. The London cluster has the most complex airspace in the UK, and modernisation will unlock significant benefits. This would include any airspace change required for a third runway at Heathrow.

    Airspace modernisation will continue to be funded by industry, following the user-pays principle. The cost of the UKADS will be met through a new UK Airspace Design Charge, which will primarily apply to commercial airlines. This charge will also enable a new Airspace Design Support Fund to help unlock the benefits of modernisation around the rest of the UK.

    Two Statutory Instruments will be laid, using powers in the Transport Act 2000 to enable NERL to be tasked with delivering the UKADS. The CAA will consult on the charge as well as proposed changes to the NERL air traffic services licence.

    Consultation responses also identified opportunities to streamline and simplify the regulatory framework, including the CAA’s airspace change process and the government’s air navigation guidance and air navigation directions. DfT and CAA intend to start consulting by September 2025 on possible changes, which will continue to support safe and efficient airspace design, proper and proportionate assessment of environmental impacts, including noise and engagement with local communities.

    With the establishment of the UKADS, these measures will strengthen the UK’s role as a global aviation leader and confirm this government’s support for airspace modernisation and the benefits it will bring for the country.

         The Census and Statistics Department (C&SD) released the latest figures on retail sales today (June 2).

         The value of total retail sales in April 2025, provisionally estimated at $28.9 billion, decreased by 2.3% compared with the same month in 2024. The revised estimate of the value of total retail sales in March 2025 decreased by 3.5% compared with a year earlier. For the first 4 months of 2025 taken together, it was provisionally estimated that the value of total retail sales decreased by 5.6% compared with the same period in 2024.

         Of the total retail sales value in April 2025, online sales accounted for 8.1%. The value of online retail sales in that month, provisionally estimated at $2.3 billion, decreased by 3.5% compared with the same month in 2024. The revised estimate of online retail sales in March 2025 decreased by 0.5% compared with a year earlier. For the first 4 months of 2025 taken together, it was provisionally estimated that the value of online retail sales decreased by 2.2% compared with the same period in 2024.

         After netting out the effect of price changes over the same period, the provisional estimate of the volume of total retail sales in April 2025 decreased by 3.3% compared with a year earlier. The revised estimate of the volume of total retail sales in March 2025 decreased by 4.7% compared with a year earlier. For the first 4 months of 2025 taken together, the provisional estimate of the total retail sales decreased by 7.2% in volume compared with the same period in 2024.

         Analysed by broad type of retail outlet in descending order of the provisional estimate of the value of sales and comparing April 2025 with April 2024, the value of sales of commodities in supermarkets decreased by 2.4%. This was followed by sales of jewellery, watches and clocks, and valuable gifts (-1.7% in value); wearing apparel (-5.6%); motor vehicles and parts (-53.4%); fuels (-12.5%); footwear, allied products and other clothing accessories (-5.1%); furniture and fixtures (-16.7%); and optical shops (-0.2%).

         On the other hand, the value of sales of other consumer goods not elsewhere classified increased by 13.4% in April 2025 over a year earlier. This was followed by sales of medicines and cosmetics (+7.2% in value); food, alcoholic drinks and tobacco (+3.0%); electrical goods and other consumer durable goods not elsewhere classified (+1.6%); commodities in department stores (+2.1%); books, newspapers, stationery and gifts (+11.7%); and Chinese drugs and herbs (+3.8%).

         Based on the seasonally adjusted series, the provisional estimate of the value of total retail sales increased by 4.2% in the three months ending April 2025 compared with the preceding three-month period, while the provisional estimate of the volume of total retail sales increased by 7.1%.

    Commentary

         A government spokesman said that retail sales performance showed signs of stabilisation in recent months. The value of total retail sales recorded a modest year-on-year decline of 2.3% in April 2025. The decline narrowed further in April compared with the previous months despite the effect of the late arrival of the Easter holidays this year (in mid-April this year but in the junction of March and April last year) when more residents made outbound trips during the month.

         Looking ahead, the spokesman said that the Government’s proactive promotion of tourism and mega events will help stimulate the consumption market. Increase in employment earnings and sustained steady growth of the Mainland economy will also bolster consumption sentiment. These factors will be supportive to the retail sector, though ongoing changes in consumption patterns and competition among businesses amid the uncertain macroeconomic environment will still pose challenges.

         The classification of retail establishments follows the Hong Kong Standard Industrial Classification (HSIC) Version 2.0, which is used in various economic surveys for classifying economic units into different industry classes.

         These retail sales statistics measure the sales receipts in respect of goods sold by local retail establishments and are primarily intended for gauging the short-term business performance of the local retail sector. Data on retail sales are collected from local retail establishments through the Monthly Survey of Retail Sales (MRS). Local retail establishments with and without physical shops are covered in MRS and their sales, both through conventional shops and online channels, are included in the retail sales statistics.

         The retail sales statistics cover consumer spending on goods but not on services (such as those on housing, catering, medical care and health services, transport and communication, financial services, education and entertainment) which account for over 50% of the overall consumer spending. Moreover, they include spending on goods in Hong Kong by visitors but exclude spending outside Hong Kong by Hong Kong residents. Hence they should not be regarded as indicators for measuring overall consumer spending.

         Users interested in the trend of overall consumer spending should refer to the data series of private consumption expenditure (PCE), which is a major component of the Gross Domestic Product published at quarterly intervals. Compiled from a wide range of data sources, PCE covers consumer spending on both goods (including goods purchased from all channels) and services by Hong Kong residents whether locally or abroad. Please refer to the C&SD publication “Gross Domestic Product by Expenditure Component” for more details.

    Moscow, June 2 (Xinhua) — Russian Foreign Minister Sergey Lavrov and U.S. Secretary of State Marco Rubio had a telephone conversation on Sunday. The parties discussed the situation related to the crisis around Ukraine. The corresponding information was published by the press service of the Russian Foreign Ministry on the same day.

    US Secretary of State M. Rubio expressed his sincere condolences over the civilian casualties resulting from the bombings of railway infrastructure in the Bryansk and Kursk regions on June 1.

    The Russian side emphasized that the competent authorities are conducting the most thorough investigation and the results will be published in the nearest future. The guilty parties will definitely be identified and will inevitably suffer the punishment they deserve.

    The Department of Commerce Office of Space Commerce and NIST welcomes Dr. Antonino Salmeri, Director, Lunar Policy Platform, for a seminar and discussion on Lunar Policy for a Thriving Lunar Economy.

    This seminar will focus on the role of lunar policy for a thriving lunar economy. The seminar will begin with an overview of the legal and policy framework, present priorities and policies for peaceful, safe, and sustainable lunar activities, and conclude with a case study on lunar information sharing. The seminar will be delivered by Dr. Antonino Salmeri, space lawyer specialized in the governance of space resources and lunar activities and Director of the Lunar Policy Platform.

    Participants and attendees can expect the following outcomes:

    1. gain a foundational understanding of the main legal framework and key policy developments applicable to lunar activities;
    2. discover policy priorities and policy deliverables for peace, safety and sustainability on the Moon, supported by over 35 stakeholders;

    Dr. Antonino Salmeri is a space lawyer specialized in the governance of lunar and space resource activities. He holds four advanced degrees in law and currently works as Director of the Lunar Policy Platform (LPP). Dr. Salmeri regularly advises governments and companies on international space law, policy, and diplomacy. In this capacity, he recently served as special advisor on lunar governance to the UN Office for Outer Space Affairs, contributing to the organization of the first UN Conference on Sustainable Lunar Activities and to the establishment of the Action Team on Lunar Activities Consultations (ATLAC) within the UN Committee on the Peaceful Uses of Outer Space.

    Dr. Salmeri is the author of leading publications shaping the evolution of international space law and policy, including a book on the Multi Level Governance of Space Mining, the Lunar Policy Priorities Report, the Lunar Policy Handbook, the EAGLE Report, and The Hague Building Blocks. Dr. Salmeri’s contributions to the advancement of space law and astronautics have been recognized through several prestigious awards, such as the Young Space Leader Award of the International Astronautical Federation (IAF) and the Diederiks-Verschoor Award of the International Institute of Space Law (IISL).

    Espoo, Finland – Colt Technology Services (Colt), a global digital infrastructure company, Honeywell and Nokia today announced a collaboration to explore quantum-safe networking using satellite communications. As part of the initiative, the companies are planning to test new ways of protecting encrypted optical network traffic from risks presented when quantum computing potentially breaks through traditional encryption methods, leaving data vulnerable to cyber threats.

    Traditional encryption methods, or cryptography, rely on complex mathematical problems that are difficult for computers to solve, but quantum computers are expected to solve these problems faster, potentially breaking through traditional encryption methods and putting data at risk. One promising advancement in this field is quantum key distribution (QKD), a technology central to the quantum evolution. However, QKD currently faces a major limitation: terrestrial physical constraints restrict its range to around 100 kilometers. To achieve global coverage of QKD, the technology can overcome these limitations by moving into space. Colt, Honeywell and Nokia plan to explore quantum-safe cryptography, trialling space-based and subsea techniques which are resistant to quantum computing attacks.

    The companies will trial quantum key distribution – a method used to securely share encryption keys between two parties – using low earth orbit satellites for ultra-long distances and transatlantic reach. The three companies share a collective goal: enable customers to benefit from the huge potential of quantum computing in ways that help solve pressing challenges, while protecting them from risk. The trial is expected to be of interest to organisations responsible for vast amounts of highly sensitive data such as financial firms, healthcare and pharmaceutical organisations and government bodies.

    The announcement follows a pilot Colt announced in March to explore quantum-secure networking across terrestrial networks.

  • MIL-OSI Economics: Development Asia: Empowering Women, Greening Urban Transport in Uzbekistan

    Until recently, legal restrictions in Uzbekistan limited women’s access to many jobs. Although a 2019 presidential decree abolished a list of more than 300 professions where female labor was either completely or partially prohibited, legal restrictions remained and prevented women from driving buses or freight vehicles weighing over 2.5 tons or carrying more than 14 passengers. This changed with Cabinet of Ministers’ Resolution No. 85 in February 2024, which officially lifted the remaining barriers.

    While this legislative reform marks a significant step forward, there are still obstacles that limit women’s full participation in public transport employment, highlighting the need for coordinated and effective solutions.

    A key obstacle is the lack of public awareness regarding available opportunities in the transport sector. Although there is strong demand for skilled drivers, information about the benefits of working as an electric bus driver—particularly for women—is still limited.

    Targeted information campaigns, showcasing success stories of female drivers, and media visibility of their contributions to urban mobility could play a vital role in reshaping public perceptions of the profession and inspire more women to consider careers in public transport.

    Working conditions also need to be improved since bus driving is physically and mentally demanding. The World Bank report Closing Gender Gaps in Transport recommends measures such as better shift scheduling, access to clean and well-lit rest areas, provision of sanitary facilities, and implementation of safety programs, which can attract more women to the profession. Modern electric buses, designed with ergonomic driver workstations, also help reduce physical strain and make vehicle operation more comfortable.

    Access to quality training remains a significant barrier. Acquiring the necessary driver’s license and completing required certification courses involve financial costs, which can deter potential candidates. To address this, government support through training subsidies and incentives for companies that hire female drivers could overcome these barriers and encourage higher female participation in the transport sector.
