    “From the very beginning of this proposed acquisition, I was steadfast in voicing serious concerns about the implications of foreign ownership – particularly Nippon Steel’s record on trade practices – and the critical importance of preserving American control over our steel production, which is vital to our national security.

    “In the months since, as the Vice Chairman of the Congressional Steel Caucus, I’ve listened closely to the many voices raised across the political spectrum, including from the prior administration and the Trump Administration.  It is clear that this unified front of concern and advocacy played a crucial role in shaping the terms, incentives, and safeguards now in place.

    “Thanks to this persistent and bipartisan pressure, we are in a stronger, more secure position today than we were at the time of the initial announcement.  But let me be clear: this is not the end of our oversight.  Nippon Steel must be held to every promise made – from promises to the hardworking steelworkers of Northwest Indiana and the City of Gary, to the economic and strategic interests of the United States.  We will not hesitate to act if those commitments are broken.”

    This morning, Congressman John Moolenaar voted in favor of H.R. 1, the One, Big, Beautiful Bill Act. The legislation delivers on the mandate given to President Trump and the Republican Party by the American people last November. Included in the bill are provisions to avoid a 25% tax increase on Michigan families, empower U.S. Border Patrol and ICE to secure the southern border, and ensure tax dollars are spent wisely by cutting wasteful spending, while protecting programs like Medicaid for vulnerable populations who rely on it.

    Congressman Moolenaar’s NO GOTION Policy was also included in the legislation passed today, which prohibits  companies affiliated with the Chinese Communist Party from qualifying for green energy production tax credits.

    “The One, Big, Beautiful Bill Act is a major win for families in Michigan’s Second Congressional District. This bill delivers on our promises to the American people to prevent a tax hike that would cost them thousands, and puts an end to the crisis at the southern border. It also addresses wasteful spending of taxpayer dollars, by establishing commonsense policies to protect programs like Medicaid for the Michigan residents who rely on it,” said Moolenaar. “I am also grateful my NO GOTION policy was included in this critical legislation. The tax dollars of hard-working Michigan families should not fund companies like Gotion, which are beholden to the Chinese Communist Party. I will continue my work to support Michiganders and get our nation back on the right track.”

    Moolenaar’s NO GOTION policy would prohibit foreign entities of concern from claiming green energy production tax credits implemented by the Biden administration in the “Inflation Reduction Act.” Gotion is a “wholly owned and controlled” subsidiary of Gotion High-Tech, a Chinese-based battery company. In an amended Foreign Agents Registration Act filing, Gotion admitted it is subsidized by the Chinese government.

    The budget reconciliation bill protects Medicaid for the people who rely on it. Currently, 4.8 million able-bodied Americans are covered by Medicaid – who are choosing not to work, as well as 1.4 million illegal immigrants receiving this taxpayer funded program. H.R. 1 addresses this issue, removing Medicaid coverage from people who are in our country illegally and requiring able-bodied individuals to return to work so Medicaid can continue to serve the vulnerable populations it was intended for. 

    H.R. 1 extends the 2017 Tax Cuts and Jobs Act permanently, avoiding a 25% tax hike on Michigan families, saving an average of over $1,300 every year. It also provides additional tax relief for middle-class families, ending federal income tax on tipped wages, overtime pay, and interest on loans for American-made cars. 

    Under the previous administration, more than 10 million people came into our country illegally, averaging nearly 160,000 border patrol encounters per month. Under the Trump administration, border patrol is reporting over a 90% drop, with just 8,383 illegal crossings last month. H.R, 1 builds on this success by providing funding to US. Border Patrol for hiring, technology to detect fentanyl, and the completion of the border wall.

    Researchers in Exeter have today (Saturday 24 May) been selected to host a state-of-the-art facility developing new materials designed at microscopic scale.

    • Exeter University’s MetaHub will design materials with specially engineered properties, not found in nature, at microscopic scale

    • MetaHub has already attracted £4.5 million of private investment, boosting to the high-growth technologies and sectors that will drive our Plan for Change in the South West and beyond

    Researchers in Exeter have today (Saturday 24 May) been selected to host a state-of-the-art facility developing new materials designed at microscopic scale – paving the way for new jobs and businesses in everything from medical sensors to healthier food colourings in soft drinks. 

    The University of Exeter’s MetaHub will be supported by £19.6 million in public and private backing, announced by Science Minister Lord Vallance at the University.

    The MetaHub is focused on ‘nanoscale metamaterials’ – a new class of advanced materials, designed at the tiniest, molecular level, so that they have new and useful properties that cannot be found in the natural world. This could enable components to be created that are much smaller than current technology allows, or that can perform new functions that aren’t possible with existing materials.

    These new materials could be used to make the next generation of computer components and radio transmitters for defence systems, diagnostic tools for healthcare, and healthier food colourings for soft drinks. Their work is being backed by businesses ranging from defence and security firms QinetiQ and Leonardo to multinational drinks manufacturer PepsiCo. 

    This is a growing field, emerging from just a handful of groups doing such research, with the UK already leading the way. Investing now in the UK’s metamaterials expertise paves the way for the products of the future to be discovered and commercialised in Britain – with new jobs, businesses and even entire industries to potentially flow from them. 

    Delivering this growth in partnership with the private sector, £10.5 million of the total funding comes from UK Research and Innovation, with a further £4.5 million in private investment crowded in – showing the value of cutting-edge research as a driver of investment into all corners of the country, in support of the Plan for Change. A further £4.65 million comes from the University of Exeter and other higher education institutions. 

    Speaking at the University of Exeter, Science Minister Lord Vallance said: 

    The work happening here in Exeter is a prime example of how cutting-edge research can attract private investment and drive economic growth, in every corner of the UK, which will be critical to our economic mission at the core of the Plan for Change. 

    Our backing for the MetaHub is an investment, for both today and for tomorrow. We are securing the UK’s leadership in the high-potential field of metamaterials, a new class of materials specially engineered to have new and useful properties. This work is paving the way for future products and innovations that will deliver jobs and growth, in the years ahead.

    At the University yesterday, Lord Vallance met researchers leading major new initiatives across climate change, critical minerals and human genomics which together with MetaHub represent £80 million of new public and private sector investment into Cornwall and Devon.

From more efficient, effective and secure computing and communication to advanced sensing and energy generation, this research will take curiosity-led research to tangible outcomes.

    Whilst in Exeter, Lord Vallance also visited another hub for world-leading science and research which is based there: the Met Office. As the UK’s national weather forecasting service, the Met Office’s work is critical to the safe and routine operation of transport, energy, businesses and even national security – efforts bolstered by the switchover to the world’s first cloud-based supercomputer dedicated to weather and climate science, which went online last month.     Vallance also saw how the Met Office is using technologies like AI, to overhaul how we study and understand weather and climate change.

    Animal welfare rules in British zoos set for major overhaul

    New Zoo Standards will enhance welfare and protections for animals in Great Britain’s zoos and aquariums.

    Major update in rules for keeping animals in zoos as government introduces new standards which will ensure the UK’s famous zoos remain global leaders in the zoo industry.

    Larger habitat enclosures for elephants, better training for staff to handle exotic animals, and improved public safety measures will be required as part of the new Standards of Modern Zoo Practice for Great Britain, published today (Saturday 24th May)  

    For the first time in over a decade, the rules protecting Great Britain’s most loved zoo animals such as the majestic snowy owl and golden eagle, iconic elephants, and wonders of the sea like sting rays and octopus will be modernised to reflect the very latest in zoo best practice:

    • Larger habitats will be introduced for elephants to better replicate the large territories elephants naturally inhabit.
    • The practice of tethering birds of prey as a method of long term accommodation will be phased out, with a shift to large aviary enclosures.
    • Aquariums will no longer be allowed to let visitors touch fish and cephalopods – creatures such as ray and octopus are highly intelligent animals and handling causes them stress.   

    Animal Welfare Minister, Baroness Hayman said:  

    We are a nation of animal lovers, and our best zoos and aquariums are truly world leaders in setting the standard for how wild animals should be kept. 

    Today’s long-overdue reforms lay the foundation for an even stronger, even more compassionate future for all zoos and aquariums —and the animals they protect.  This is the first step as part of our commitment to deliver the most ambitious animal welfare reforms in a generation.

    We’re making sure all sectors have the tools they need thrive, which is vital in our mission to deliver economic growth and make lives better for people across the country under our Plan for Change.

    Cam Whitnall, Managing Director of The Big Cat Sanctuary and star of CBBC’s One Zoo Three, said:  

    For too long, zoos have been misunderstood as places of entertainment, but these new standards make it unmistakably clear: modern, good zoos put wildlife first. They are hubs for conservation, education, and world-leading animal care. I’m proud to be part of the UK’s zoo, sanctuary and aquarium community, setting the global benchmark for the welfare of endangered species.

    This is a huge step forward and also a call to action for other countries to now raise their standards, so animals everywhere benefit from the same level of care, and we can align globally for wildlife.

    Dr Jo Judge, CEO of the British and Irish Association of Zoos and Aquariums (BIAZA) which represents over 130 zoos and aquariums said:

    The new standards are a significant step up in legal requirements and cement Britain’s position as a global leader for zoos and aquariums. BIAZA members already lead the way in animal care and conservation and we have been working closely with Defra officials to realise these updated standards.

    We are delighted to see them published today, demonstrating government’s and the sector’s commitment to the highest levels of animal care, and helping empower zoos and aquariums to keep leading the fight for nature.

We welcome these new Standards of Modern Zoo Practice and the clarity they bring – every animal in every UK zoo deserves the same high standard of care, and every zoo should be contributing meaningfully to conservation.

    Other measures in the Standards include:  

    • Improved conservation – Clear steps to help enforce conservation standards with new requirements for record keeping – helping drive up standards across the whole sector. This could include breeding programs for endangered species, research into animal behaviour and reproduction, and education to raise awareness about conservation issues. There will also be a curb on the sourcing of animals from the wild.  
    • Protecting the public – All zoos will need to ensure appropriate safety measures are in place if they want to keep dangerous animals, including double-gated entry systems, lone worker procedures, and the appropriate availability of firearms.

    • Updated business plans – To ensure zoos are prepared to protect animals in the event of financial hardship, they will now be required to develop clear business continuity plans  

    There is a 2 year timeline on zoos and aquariums to adapt to the changes, with further phased timelines for some species-specific changes. This gives enough time to implement the changes efficiently, while support and guidance will be available -keeping welfare at the heart of zoo operations.  

    These changes, part of the wider Plan for Change, will modernise the way animals are cared for in zoos and aquariums and reaffirm the UK’s position as a global leader in ethical and responsible wildlife management. The new published standards are available from today on gov.uk.

    British firepower deployed on NATO’s eastern flank in show of force

    UK shores up NATO’s eastern flank with deployment to Finland.

    Hundreds of UK military personnel deployed to NATO’s eastern flank to add critical firepower to a major NATO exercise in Northern Finland. 

    Exercise Northern Strike will see the UK Armed Forces join thousands of personnel from Finland and Sweden, NATO’s two newest Allies. The show of force and firepower reinforces the Alliance’s readiness, capability, and commitment to defend every inch of NATO territory. This is the latest demonstration of strong collaboration between the UK and our international partners as set out in the government’s Plan for Change.

    New British Army AH64E Apache attack helicopters will fire Hellfire missiles and 30mm guns simulating close support to allied combat forces on the ground, including British Army infantry units. 

    Bringing their cutting-edge rocket systems to the battlefield, The British Army’s 3rd Regiment Royal Horse Artillery will fire their Multiple Launch Rocket System (MLRS) throughout and put their troops to the test during a field training exercise. MLRS has been proven in battle in the war in Ukraine and this will be the first time the British Army fire the system on European soil alongside AH64E Apache helicopters. 

    Minister for the Armed Forces, Luke Pollard MP, said :

    Exercise Northern Strike demonstrates our unshakeable commitment to NATO and highlights the key capabilities the UK brings to the Alliance. This government’s commitment to increasing defence spending to 2.5% of GDP from April 2027 ensures the UK’s strength and leadership.

    From the skies over Poland, to the northern reaches of Finland, the UK is standing shoulder to shoulder with our allies in leading the way in defending NATO’s eastern flank. Working with our international partners is at the core of this government’s Plan for Change.

    Deepening partnerships with key Allies across the exercise is a key part of this Government’s NATO first policy, to ensure the UK is secure at home and strong abroad. Strengthening NATO by showcasing our capabilities and increasing interoperability assures our allies and deters our adversaries. 

    Exercise Northern Strike is part of a wider operation to secure NATO’s eastern flank; Operation RAZOREDGE. RAZOREDGE is made up of 13 exercises involving 13 NATO allies across 6 countries. The UK has contributed assets across air, land and sea with over 6,000 UK personnel taking part alongside 16,500 allied troops. 

    Operated by 4 Regiment, Army Air Corps, the Apache Helicopters also support jobs across the country at the Army Aviation Centre in Hampshire and Suffolk. UK industry also plays a key role with 75 British companies, including 33 SMEs also contributing a range of critical components to the aircraft.   

    Keeping the country safe is the Government’s first priority, and an integral part of its Plan for Change. The work of the Royal Navy, British Army, and Royal Air Force, is critical to the security and stability of the UK, supporting all of the Government’s five missions in its plan.

    NASHVILLE, Tenn. – U.S. Senators Marsha Blackburn (R-Tenn.) and Peter Welch (D-Vt.) and U.S. Representatives Lance Gooden (R-Texas) and Deborah Ross (D-N.C.) introduced the bipartisan, bicameral Leadership in Critical and Emergency Technology (CET) Act, which would encourage innovation in critical and emergency technologies by ensuring those patent applications receive prompt consideration by the U.S. Patent and Trademark Office (USPTO):

    “The United States cannot afford to fall behind to the Chinese Communist Party in the research and development of critical and emerging technology,” said Senator Blackburn. “My bipartisan Leadership in CET Act would expedite the patent review process to ensure we regain our competitive edge.”

    “China has made significant strides in emerging technologies like artificial intelligence and is working rapidly to surpass the United States as a world leader in the field. Accelerating our research and development in critical technologies is a vital step to maintaining our leadership on the world stage,” said Senator Welch. “Our bipartisan bill will boost our competitiveness and ensure we’re at the forefront of setting global standards for emerging technologies.”

    BACKGROUND

    • Communist China has significantly strengthened its research and development efforts and now leads the world in 57 of 64 critical technologies.
      • This is an increase from 52 technologies in 2021 and a drastic leap from the mid-2000s, when China was leading in just three. 
    • The U.S. historically has been the world’s dominant research power, leading in research for 60 out of 64 technologies from 2003-2007. That number has since dropped to seven, with notable holdouts in advanced information and communication technologies, semiconductor design, and certain quantum capabilities.
    • Chinese President Xi Jinping, through a series of government proclamations, has accelerated fundamental scientific research so it can become self-reliant in critical technologies.
    • In 2022, Chinese institutions applied for 29,853 AI-related patents—almost 80% more than U.S. filings.
      • In 2024, China was listed as a high risk to monopolize 24 critical and emerging technology areas.

    LEADERSHIP IN CET ACT

    • The Leadership in CET Act would:
      • Require the Under Secretary of Commerce for Intellectual Property and Director of the USPTO to establish and carry out a pilot program to expedite the examination of 15,000 patent applications pertaining to certain capabilities in artificial intelligence, semiconductor design, and quantum information science;
      • Prevent foreign entities of concern from participating in the program;
      • Provide the USPTO a one-time reauthorization authority if deemed necessary; and
      • Require the USPTO Director to submit a report to Congress assessing the impact and effectiveness of the pilot program based on all available data following the program’s termination.

    Washington – U.S. Senator Roger Marshall, M.D. (R-Kansas) today released the following statement after President Donald Trump granted the state of Kansas’ request for a Major Disaster Declaration, triggering the release of federal resources that will help communities in Kansas recover from the severe winter storms, straight-line winds, flooding, and wildfires that swept through the state March 14 – 19, 2025.
    Following the storms, Senator Marshall led a letter from Republican members of the Kansas federal delegation asking President Trump to grant the Sunflower State’s Major Disaster Declaration request.
    “I can’t thank President Trump and his team enough for swiftly stepping up for Kansans in a time of great need,” Senator Marshall said. “Local governments and utility providers will now be empowered with federal resources as they respond to the devastation left by these storms. To all those impacted, please know my office and I stand ready to assist in any way we can.”

    Background:

    From March 14 – 19, 2025, Kansas was impacted by two back-to-back, strong, mid-latitude cyclone storm systems that moved through the state. The systems brought strong winds, low humidity, blowing dust, and blizzard conditions. According to the National Weather Service, the near-record low pressure in one of the systems measured close to the pressure found in a category 1 hurricane.
    On May 21, 2025, President Trump granted a Major Disaster Declaration for the State of Kansas.
    Due to President Trump’s leadership, local governments and public utility providers will now be eligible to submit storm-related expenses to the Federal Emergency Management Agency (FEMA) for reimbursement.

  • MIL-OSI USA: SBA Relief Available to Oklahoma Small Businesses, Private Nonprofits and Residents Affected by Spring Wildfires

    SACRAMENTO, Calif. – In response to a Presidential disaster declaration issued May 21, the U.S. Small Business Administration (SBA)announced the availability of low interest federal disaster loans to Oklahoma small businesses, private nonprofit (PNP) organizations and residents affected by wildfires occurring March 14-21.

    The disaster declaration covers the Oklahoma counties of Cleveland, Creek, Lincoln, Logan, Oklahoma, Pawnee and Payne.

    Businesses and nonprofits are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to eligible small businesses, small agricultural cooperatives, nurseries and PNPs impacted by financial losses directly related to this disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades reducing the risk of future storm damage,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s mitigation loans.”

    Interest rates can be as low as 4% for small businesses, 3.62% for PNPs and 2.75% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    Beginning Tuesday, May 27, SBA customer service representatives will be on hand at the Disaster Loan Outreach Centers to answer questions and assist with the disaster loan application process.     BEIJING, May 23 — Chinese President Xi Jinping said Friday that China is ready to work with Germany to open a new chapter in their all-round strategic partnership, to steer China-EU relations toward new progress and to make new contributions to the stable growth of the world economy.

    Speaking to German Chancellor Friedrich Merz over phone, Xi once again congratulated him on assuming office. He pointed out that as the world undergoes accelerated changes unseen in a century and the international landscape is marked by transformation and turbulence, the strategic and global significance of China-Germany and China-EU relations has become even more prominent.

    BEIJING, May 23 — China’s Ministry of Finance and Ministry of Emergency Management on Friday allocated 30 million yuan (about 4.17 million U.S. dollars) of disaster relief funds from central government funding for southwest China’s Guizhou Province.

    The funds will be used to support search and rescue operations, relocate affected residents, eliminate risks, and carry out hidden danger investigations to minimize casualties and reduce losses, according to the Ministry of Finance.

    On Thursday, a landslide struck Guowa township in Dafang County under the city of Bijie in Guizhou, trapping 19.

    WASHINGTON — U.S. Representative Pramila Jayapal (WA-07) led lawmakers today in introducing a measure that would designate May as Sex Ed for All Month. The Resolution calls for bolstering an effective initiative that provides young people with comprehensive, accurate, and inclusive sexual health information, as well as access to sexual and reproductive health care services, empowering them to make healthy decisions for themselves and promoting healthy lifelong attitudes toward sex, health, and reproductive rights.

    “In a time when the Trump administration is threatening our reproductive rights and bodily autonomy, this Resolution expresses support for protecting young people’s access to comprehensive, culturally responsive, and equitable sex education,” said Congresswoman Jayapal. “I’m proud that Washington state is a leader in providing accurate and inclusive sexual health education to all students, and this Resolution supports ensuring that young people across the country have access to the same resources. Sexual and reproductive health is an issue of social justice, and the May as Sex Ed for All Month Resolution sets forth a vision for a future in which young people have the information and care they need to make healthy decisions for themselves while we decrease the rate of sexually transmitted infections.”

    Sex education that includes information beyond abstinence has been found to delay sexual activity, increase contraceptive use, and decrease physical aggression between intimate partners. Young people who receive sex education are 50 percent less likely to experience an unintended pregnancy and 31 percent less likely to contract a sexually transmitted infection. 

    The Resolution calls on public officials at all levels of government to advocate for sex education legislation and recommends the implementation of sex education in schools. Specifically, the resolution prioritizes sex education programs that are comprehensive and evidence-based, medically accurate, age-appropriate, equitable, culturally responsive, and trauma-informed. The resolution discourages programs that withhold health-promoting information about sexuality-related topics, promote gender or racial stereotypes, or are unresponsive to gender or racial inequities, fail to address the needs of sexually active young people, and fail to be inclusive of individuals with varying gender identities, gender expressions, and sexual orientations.

    The government is carrying out systematic work on sustainable development of territories. In particular, the Rosreestr project “Land for Construction” is aimed at the effective involvement of unused land plots in circulation.     The leaders in the number and area of identified sites were the Volga and Central Federal Districts. Here, 30 thousand sites with an area of over 40 thousand hectares and 21.8 thousand with an area of 33.6 thousand hectares were recorded, respectively. This is 40% of the total area of all lands identified within the framework of the project.

    In terms of the number of plots suitable for housing construction, they competed with the North Caucasus Federal District – 30.1 thousand, but it lost out in terms of the area of identified land – 13.4 thousand hectares.

    The Siberian Federal District traditionally entered the top three in terms of the area of identified territories – 11.4 thousand plots with an area of 25.8 thousand hectares were recorded here.

    In the Novosibirsk region, 114 land plots with a total area of over 337 thousand hectares are involved in housing construction.     In the Stavropol Territory, in the city of Pyatigorsk, a large-scale investment project is being implemented to build a residential complex in the Zapadny microdistrict. By the end of 2032, it is planned to build apartment buildings with a total area of 142 thousand square meters on the identified land plots. In Kislovodsk, an investor is building a residential area. By the end of 2027, it is planned to build 62.5 thousand square meters of residential premises in apartment buildings on a plot of 80.2 thousand square meters.

    In the Samara region, in the city of Chapayevsk, construction of three apartment buildings with a total area of over 7.5 thousand square meters has been completed on identified territories.

    President Trump and Elon Musk’s DOGE are enacting deep cuts across the federal government that continue to cost veterans their jobs and jeopardize essential care through the Department of Veterans Affairs (VA) that veterans and their caregivers rely on every day. VA Secretary Doug Collins announced they plan to cut 83,000 jobs, slashing the essential workforce by over 17 percent at the federal agency. These cuts come on top of staffing shortages at the VA, including having 66,000 vacancies across the health system, and further outlined in a 2024 report that found that 137 of 139 VA health centers nationwide report a severe staffing shortage in at least one area, particularly nursing and psychology.

    NPR found that 11,273 VA employees nationwide have applied for deferred resignation, which the Trump administration is offering as part of its DOGE initiative to cut the VA’s workforce. The top positions across all networks that are requesting deferred resignation are nurses (about 1,300), medical support assistants (about 800), and social workers (about 300). In a recent poll by Iraq and Afghanistan Veterans of America, more than 4 out of 5 veterans said they are concerned that recent federal cuts could impact veteran benefits and health care.

    Veterans are also being hit hard by cuts across the federal agencies, where they make up 30 percent of the nearly 2.3 million civilian federal workforce. DOGE’s stated goal to eliminate 75 percent of the federal workforce could mean that up to 500,000 veterans could lose their jobs.

  • MIL-OSI Security: California Man Sentenced for Assaulting Law Enforcement with a Dangerous Weapon During January 6 Capitol Breach

                WASHINGTON— A California man was sentenced to prison today after previously pleading guilty to assaulting law enforcement with a dangerous weapon during the Jan. 6, 2021, breach of the U.S. Capitol. His actions and the actions of others disrupted a joint session of the U.S. Congress convened to ascertain and count the electoral votes related to the 2020 presidential election.

                David Dempsey, 37, of Santa Ana, California, was sentenced to 240 months in prison, 36 months of supervised release, and ordered to pay $2,000 in restitution by U.S. District Judge Royce C. Lamberth. Dempsey previously pleaded guilty to two felony counts of assaulting, resisting, or impeding certain officers with a deadly or dangerous weapon on Jan. 4, 2024.

                According to court documents, Dempsey traveled to Washington, D.C., with others from his home in California and, on the morning of Jan. 6, 2021, attended the “Stop the Steal” rally at the Ellipse. Dempsey was later interviewed standing near a wooden structure representing a hanging gallows, which was fitted with a noose and sign stating, “This is Art.” Dempsey wore a black helmet, vest, sunglasses, and an American flag gaiter covering his neck, mouth, and nose.

                During the interview, Dempsey was asked what he thought of this “work of art” (the gallows), to which he replied, in part: This isn’t just art. This is necessary” and “Them worthless f— s—holes like f— Jerry Nadler, f— Pelosi, uh Clapper, Comey, f— all those pieces of garbage, you know, Obama, all these dudes, Clinton f— all these pieces of s—. That’s what they need. They don’t need a jail cell. They need to hang from these m—f— while everybody videotapes it and f— spreads it on YouTube, B—Tube or whatever f— social media there is.”

                Later, Dempsey walked with others toward the U.S. Capitol building and made his way to the Lower West Terrace Tunnel, the site of some of the most violent attacks against law enforcement on January 6th. Here, Dempsey joined the crowd, pushing into a line of police officers defending the Tunnel. At about 3:36 p.m., Dempsey climbed atop other rioters’ shoulders, arms, and backs to get to the front line.  Upon reaching the front, Dempsey threw a short pole-like object into the Tunnel, striking a police officer. Dempsey shouted, “F— you b—ass cops.”  Dempsey then grabbed onto a police riot shield and continued to yell insults at police.

                At approximately 3:57 p.m., Dempsey attempted to throw a flagpole at officers in the Tunnel, but his throw was inadvertently blocked by a police riot shield held by another rioter. He then grabbed onto an officer’s baton and attempted to pull it away. At about 3:59 p.m., Dempsey, using the Tunnel’s wooden frame as support, kicked the shields of law enforcement officers four times.

                At about 4:01 p.m., Dempsey took a long pole from the crowd and swung it at officers in the Tunnel, striking their shields. He then used his foot to push away a crowd member attempting to take the pole away from him. Court documents say that a short while later, at about 4:07 p.m., Dempsey sprayed two separate bursts of pepper spray into the line of officers.

                For the next several minutes, Dempsey continued his assault on officers in the Tunnel including by throwing water bottles at police, spraying pepper spray at officers, swinging a metal crutch, which struck police; swinging an aluminum people, which also struck police; throwing a folded-up metal pole; and swinging and throwing a long wooden pole, which struck police.

                At about 4:42 p.m., Dempsey retreated from the crowd to rinse pepper spray from his eyes and face. He then returned to the front line and swung a flagpole at the line of officers, striking an officer’s riot shield. Finally, at 5:03 p.m., Dempsey threw two objects at officers in the Tunnel.            

                The FBI arrested Dempsey on Aug. 26, 2021, in California.

                This case was prosecuted by the U.S. Attorney’s Office for the District of Columbia and the Department of Justice National Security Division’s Counterterrorism Section. Valuable assistance was provided by the U.S. Attorney’s Office for the Central District of California.

                This case was investigated by the FBI’s Los Angeles and Washington Field Offices, which identified Dempsey BOLO #399 in its seeking information photos. Valuable assistance was provided by the United States Capitol Police and the Metropolitan Police Department.

                In the 43 months since Jan. 6, 2021, more than 1,488 individuals have been charged in nearly all 50 states for crimes related to the breach of the U.S. Capitol, including nearly 550 individuals charged with assaulting or impeding law enforcement, a felony. The investigation remains ongoing.

    Defendant Used Straw Donors and Submitted Forged Documents in Attempt to Steal $400,000 in Matching Funds From New York City

    Earlier today, in federal court in Brooklyn, Erlene King pleaded guilty to wire fraud in connection with her attempt to steal funds from New York City’s Campaign Finance Board (CFB).  Today’s proceeding was held before United States District Judge Carol Bagley Amon.  When sentenced, King faces up to 20 years in prison.

    Breon Peace, United States Attorney for the Eastern District of New York and James E. Dennehy, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI), announced the guilty plea.

    “Instead of playing by the rules New York City established for free and fair elections, the defendant attempted to use the city’s matching funds program to give the campaign an unfair advantage,” stated United States Attorney Peace.  “My Office and our law enforcement partners are focused on rooting out corruption in our electoral system to ensure that all candidates are operating on a level playing field.”

    Mr. Peace expressed his appreciation to the CFB for its cooperation and assistance during the investigation. 

    “Erlene King deprived New York City residents of a fair election by attempting to manipulate hundreds of thousands of dollars in donor contributions to unlawfully favor her candidate,” stated FBI Assistant Director in Charge Dennehy.  “King abused her position as a campaign treasurer and attempted to profit from exploiting a system designed to represent the voices of the city.  The FBI remains steadfast in its mission to eliminate any source of corruption polluting our city’s democratic processes.”

    CFB Overview

    The CFB oversees and administers a publicly funded campaign finance system in connection with municipal elections in New York City.  This includes a “matching funds program” that provides eligible candidates with public funds based on the number and amount of certain donor contributions. According to the CFB, the program “empowers New Yorkers in every neighborhood to make their voices heard in city elections.”  In addition, the CFB maintains that “by encouraging candidates to raise small-dollar contributions from average New Yorkers, the program increases engagement between voters and those who seek to represent them.”

    Candidates running for the Office of the Brooklyn Borough President in the 2021 election cycle were eligible to participate in the CFB’s matching funds program if they met certain criteria.  Among other things, to be eligible to receive public funds, candidates were required to meet a two-part fundraising threshold. Specifically, a candidate had to collect a minimum number of donations and raise a minimum amount of money from New York City residents before the CFB paid any matching funds.

    For candidates who ran for the Office of the Brooklyn Borough President during the 2021 election cycle, candidates received up to $8 in matching funds for each $1 of eligible contributions, up to $175 per contributor.  If a candidate received an eligible contribution of $175, then that candidate could collect up to $1,400 in matching funds.  In total, the matching funds program provided up to $1,457,777 in public matching funds to a candidate for the Office of the Brooklyn Borough President.  Because campaigns for Brooklyn Borough President during the 2021 election cycle needed to raise at least $50,000 in eligible contributions to receive any matching funds, any candidate who was eligible to receive matching funds necessarily received at least $400,000 in matching funds from the CFB.

    The Scheme

    King served as the campaign treasurer for a candidate who ran in a primary for the Office of the Brooklyn Borough President during the 2021 election cycle (Candidate #1).  King admitted that she obtained fraudulent donations for the purpose of inducing the CFB to provide matching funds to Candidate #1’s campaign. A number of those contributions, which were obtained at King’s direction, were fraudulent nominee contributions made in the names of individuals who either did not personally fund the contributions or were later reimbursed for their contributions (i.e., straw donors).  For example, King used CashApp to send money to intermediaries and instructed them to distribute the money to fund contributions from straw donors to Candidate #1.  Other fraudulent contributions were made in the names of individuals whose identities were stolen and who had not personally contributed to Candidate #1. The CFB ultimately determined that the campaign submitted fictitious records and did not pay any public matching funds to the campaign.

    The government’s case is being handled by the Office’s Public Integrity Section. Assistant United States  Attorneys Philip Pilmar and Eric Silverberg are in charge of the prosecution, with the assistance of Paralegal Specialist Rachel Friedman.

    Edward Y. Kim, the Acting United States Attorney for the Southern District of New York, announced that ROBERT PIARO, the treasurer of multiple political action committees (“PACs”), pled guilty today to committing telemarketing wire fraud in connection with his scheme to defraud donors to his PACs through false and misleading statements.  PIARO pled guilty before U.S. District Judge Arun Subramanian. 

    Acting U.S. Attorney Edward Y. Kim said: “Robert Piaro deceived hundreds of thousands of donors through false statements and misrepresentations about how contributions to his PACs would be spent.  Piaro’s fraudulent actions not only undermined the trust of donors but also exploited their interest in supporting certain causes for his own personal gain.  Today’s plea highlights this Office’s dedication to holding accountable those who misuse political organizations to defraud and mislead the public.”

    According to the allegations in the Indictment, court filings, and statements made in Court:

    PACs are entities registered with the Federal Election Commission that may be tax-exempt and collect money to advocate on behalf of or against certain causes and political candidates. 

    From at least in or about 2017 up to and including at least in or about December 2022, PIARO was the treasurer and operator of four PACs: Americans for the Cure of Breast Cancer, the Association for Emergency Responders & Firefighters, the US Veterans Assistance Foundation, and Standing By Veterans (the “PIARO PACs”).  PIARO raised millions of dollars from hundreds of thousands of donors nationwide through false statements and misrepresentations about how contributions to the PIARO PACs would be spent.  For example, at PIARO’s direction, the PIARO PACs misrepresented to donors that donations would be used to advance specific legislation, educate lawmakers, and conduct and fund research, when PIARO did not and did not intend to follow through on those representations.

    PIARO, 74, of Fredonia, Wisconsin, pled guilty to one count of wire fraud in connection with telemarketing, which carries a maximum sentence of 25 years in prison.

    The deals negotiated by the Prime Minister delivers long-term certainty for local manufacturing that employs over 51,000 people – 16% of all jobs in the region.

    Under the Free Trade Deal that was concluded, tariffs on cars sold to India will come down from over 100% to 10% under a quota, while other tariff reduction will support the region’s advanced manufacturing sector. 

    Our deal with the US negotiated in the same week, is set to benefit every corner of the UK, including the West Midlands that exported £8.5 billion to the US in 2024, more than any other region in the UK.  

    The benefits of the deal for local businesses and workers are relevant for Oliver Christian, a graduate of Keele University and the UK’s new Trade Commissioner to North America.   

    His Majesty’s Trade Commissioner for North America and His Majesty’s Consul General to New York, Oliver Christian, said:   

    As a Keele University graduate, I’m proud to be championing the UK and the West Midlands in North America, especially at such a crucial time.    

    The US is one of the West Midlands’ biggest export destinations. Over half of those exports come from the automotive industry, with some of the UK’s most well-known car manufacturers based in the area including Jaguar Land Rover and Aston Martin.   

    The deal we have negotiated will cut tariffs on cars from 27.5% to 10% for 100,000 vehicles every year, saving millions for carmakers in the region and protecting thousands of jobs.

  • MIL-OSI Security: Urine Drug Testing Laboratory and Owner Agree to Resolve False Claims Act Allegations

    CHARLOTTE, N.C. – U.S. Attorney Dena J. King announced today that LabXperior Corporation (LabXperior) and owner Tina Ball (Ball) have paid $235,000 to resolve allegations that they violated the Federal False Claims Act and North Carolina False Claims Act by knowingly billing North Carolina Medicaid (Medicaid) for urine drug tests that were medically unnecessary and resulted from violations of the Anti-Kickback Statute.

    The United States and State of North Carolina alleged that from September 28, 2016, through December 20, 2017, LabXperior submitted claims to Medicaid for urine drug tests that were false. The claims were false because they were the result of an illegal kickback arrangement between LabXperior and BPolloni Consulting, LLC (BPolloni), an entity that referred urine drug tests to LabXperior. Under the arrangement, LabXperior paid BPolloni a percentage of the revenue or profit from the Medicaid reimbursement for each urine drug test that BPolloni arranged for another entity, Do It 4 the Hood Corporation (D4H), to send to LabXperior. The Chief Executive Officer of BPolloni and other individuals who operated D4H previously pleaded guilty to conspiracy to commit health care fraud and Anti-Kickback Statute violations arising from D4H’s illegal kickback arrangements with urine drug testing laboratories.

    In addition to being tainted by illegal kickbacks, the United States and State of North Carolina alleged that claims for drug tests that LabXperior submitted to Medicaid were false because the tests were medically unnecessary. Specifically, the orders for the tests were not patient-specific and did not reflect a qualified medical provider’s determination of the patient’s need for the testing.

    The civil settlement and resolution of claims obtained in this matter was the result of a coordinated effort between the U.S. Attorney’s Office and the FBI in Charlotte, with assistance from the Medicaid Investigations Division of the North Carolina Attorney General’s Office, the Office of Inspector General of the United States Department of Health and Human Services, and the Internal Revenue Service Criminal Investigations.

    The investigation and resolution of this matter illustrates the government’s emphasis on combating health care fraud.  One of the most powerful tools in this effort is the False Claims Act.

    The agreement also opens the way for London’s AI sector, that is currently worth £8.4 billion and employs 38,000 people in the city to grow – the first priority of our Plan for Change.

    45,592 people employed in agriculture in the Greater London and the South East of England region will also benefit from our deal with the EU. It means less checks and red tape,  meaning that food and drink exported from the capital has easy access to the UK’s biggest trading partner.

    We are delivering billions for the UK economy and wages every year as part of our Plan for Change. For businesses in the capital, these deals will mean stability and jobs protected as they seize new opportunities to sell to some of our biggest trading partners.

    This agreement is poised to accelerate an economic partnership that is already thriving, with the value of total trade between the UK and India having more than doubled from £16.6 billion to £40 billion over the last decade.   

    British business stands to benefit substantially from enhanced access to one of the world’s largest export markets and a skills pool that can fuel strategically important UK sectors, including professional services and emerging industries based around data and AI.   

    Our increased trade with India will unlock opportunities for every part of the UK – including Greater London.  

    It delivers a major boost to London based firms like Diageo, that supports 100,000 jobs by opening up iconic UK spirits to the world’s fastest growing economy.  

    Both deals deliver significant benefits for London’s financial services hub, with the capital home to firms like EY who provide services to more than 150 countries and territories. 

    We will also support the cutting-edge AI sector in the capital – that has 52% of all firms nationwide, contributes £8.4 billion and supports 38,000 jobs by removing red tape for firms trying to export to the US and putting rocket boosters on the sector that already contributes so much to the UK economy.  

    Just this week the Prime Minister acted in the national interest by confirming a new agreement with the EU that will deliver on our core mission to grow the economy, creating more jobs in Greater London and putting more money in people’s pockets.

    Top job creators in the East Midland’s thriving aerospace industry are set to benefit from new trade deals with the US and India.

    Top job creators in the East Midland’s thriving aerospace industry are set to benefit from new trade deals with the US and India. 

    Reducing India’s tariffs on machinery, reducing the US tariff on cars and removing American tariffs on UK aerospace will support employers with a significant presence in the region like Rolls Royce.  

    This also means long-term stability for 23,000 employed in the sector and security for their families, which is a cornerstone of our Plan for Change.

    More than 30,000 people employed in agriculture across the East Midlands are set to benefit from our deal with the EU. It means less checks and red tape, meaning farmers and producers who grow food across the region now have easy access to the EU – the UK’s biggest trading partner.  

    The agreement also protects British steel exports from EU rules and restrictive tariffs, further supporting 2,010 people working in the steel industry across the East Midlands. 

    Last year, 740 businesses in the East Midlands exported £308 million in good to India. The Free Trade Deal agreed on 6 May opens up new opportunities for fashion brands in the East Midlands to grow their business in India with zero duties on imports.

    Based on 2022 trade alone, this amounts to India cutting tariffs worth over £400 million when the deal comes into force, which will more than double to around £900 million after 10 years.    

    Just this week the Prime Minister acted in the national interest by confirming a new agreement with the EU that will deliver on our core mission to grow the economy, creating more jobs in Hull and East Yorkshire and putting more money in people’s pockets.

    The three trade deals that we have struck in three weeks will boost Liverpool’s automotive sector that employs 5,000 people, with tariffs on car exports slashed alongside a range of other measures. 

    Reducing India’s tariffs on machinery, slashing tariffs on car exports in both deals and our agreement with the US to remove the 25% tariff on steel provides stability for the biggest employers in the region like Ford and Jaguar Land Rover. 

    This means greater job security for workers, stronger economic growth to supporting more jobs and higher living standards across Merseyside – priorities that we are delivering through our Plan for Change.

    Our increased trade with India will unlock opportunities for every region in the UK to access the world’s fastest growing economy, including Merseyside. The area is renowned for its music industry, which will benefit from copyright protections enshrined in the deal and a commitment that works will continue to be protected for at least 60 years. 

    Under the Free Trade Deal that was concluded, tariffs on cars sold to India will come down from over 100% to 10% under a quota.

    In another win for the region, tariff reduction agreed with India on advanced manufacturing will benefit Liverpool’s port that is close to more than 50% of UK manufacturers and has the capability to service 95% of the world’s largest container ships. 

    UK Music Chief Executive Tom Kiehl said:

    The Government’s recent trade deals are welcome progress towards boosting further growth of the UK music industry which already contributes £7.6 billion annually to the economy. 

    Commitments made in the UK-EU agreement to support cultural exchange for touring artists are an important first step.

    In the same week, we negotiated a first of its kind agreement with the US that will reduce tariffs on car exports to 10% for the first 100,000 vehicles per year, almost the total number of UK vehicles exported to the country last year.

    Heads of G7 Export Credit Agencies – Meeting Communiqué – 2025

    The meeting of the heads of G7 Export Credit Agencies met in London, United Kingdom to discuss international trade.

    The leaders of official export credit agencies (ECAs) of the G7 nations (Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States of America) met in London on 19-20 May, hosted by UK Export Finance, to discuss recent business trends and challenges.

    Serving national customers was at the heart of the meeting. Discussions took place on strengthening supply chains with a focus on critical and raw materials, enhancing domestic support programmes, and adapting to evolving economic and policy landscapes.

    The group also talked about the evolving ECA landscape, the challenges arising from increasing overlap of trade and development, the increasing need to focus on support in emerging markets and mobilise private finance.

    There was a constructive discussion on G7 ECA business under the Arrangement on Officially Supported Export Credits and the Group recognised the need to maintain the level playing field; transparency, relevancy and energy were key issues explored.

    We discussed how best to leverage digital innovation to improve efficiency and better meet customers’ needs. There was agreement that there is a need for investment in AI and digitalisation in order to keep pace with business.

    Acknowledging that we are operating in shifting political times, we agreed that our strength lies in our collaboration. By working together, sharing risks, and trying to resolve challenges together, we can enhance our resilience as ECAs and expand our global outreach, and in doing so we will help support economic growth and stability at home.

    A parallel Growing Professionals programme, now in its fourth year, explored practical innovations in export finance. The initiative brought together seven Growing Professionals from each organisation and aims to foster the next generation of international trade professionals.

    The next meeting is scheduled to be held in Spring 2026 and hosted by US EXIM in Washington.

    An SPS deal is a win and signals the beginning of making sure that businesses in Northern Ireland face less bureaucracy.

    Three deals in two weeks is a very positive start to trade negotiations. There’s more work to be done, but let’s keep it going. An agreement with the US, greater opportunities for trade with India and the UK-EU deal mark a major reset in relationships, moving us away from the stalemate of the past. This represents progress which can help drive growth and opportunity for businesses in Northern Ireland.

    We must continue to build better relationships and work more closely with our closest trading partners. If we can harness the potential which deals with the EU, India and the US provide, we can turn ambition into success.

    Last year, 143 business exported £65 million in goods to India last year. Our deal means the total number of exports from Northern Ireland is likely to grow as it is set to halve the tariffs on Irish Whiskey from 150% to 75% before they reduce to 40% over ten years.

    In addition, advanced manufacturing that accounts for 11% of employment in Northern Ireland will benefit from India reducing or eliminating tariffs across a wide range of industrial products, including aerospace, medical technologies, or electronics.

    India’s commitment to increasing trade with Northern Ireland is further demonstrated in the opening of a Consulate in Belfast in March this year.

    For the first time ever, the landmark US-UK deal will open up exclusive access for UK beef to the US market. This is a major opportunity for Northern Ireland farmers to sell their high-quality beef to a market of over 300 million people, helping farmers grow their business.

    The deal protects jobs in the automotive, steel, aluminium, pharmaceutical and aerospace sectors. The Government is continuing talks on a wider UK-US Economic Deal which will look at increasing digital trade, access for our world-leading services industries and improving supply chains. 

    The Secretary of State for Northern Ireland, Hilary Benn, said:

    These deals open the door to new export opportunities for Northern Ireland, giving businesses greater access to some of the world’s largest markets.

    With smoother trade into the EU, growing export opportunities with the US and India, as well as smoother movement of goods within the UK, Northern Ireland is uniquely positioned for investment and growth, and these deals will boost key sectors like agri-food, biotech, and whiskey—strengthening Northern Ireland’s economy and supporting jobs.

    This strategic partnership with the EU will also support jobs and growth in Northern Ireland whilst protecting Northern Ireland’s unique access to the EU single market provided by the Windsor Framework. The agri-food agreement with the EU will remove Sanitary/Phytosanitary (SPS) frictions, reducing costs and protecting the UK’s internal market. The security and defence deal will strengthen our security and support Northern Ireland defence businesses, and cooperation on law enforcement will help prevent crime and bring perpetrators to justice, and linking our Emissions Trading System schemes will help avoid hikes in bills and prices.

    The long-awaited final of the creative project “Mr. and Miss Polytech” took place – an event that became a real celebration of self-expression, beauty and inner light.

    This year the competition was held under the slogan “In the reflection of yourself”, deeply symbolic and philosophical. Each of us is a mosaic of feelings, experiences, states. We change day after day, living joys and trials, discovering new sides of ourselves. Mirror reflection is not just an image looking at us from the other side. It demonstrates not only external changes, but also internal growth, overcoming obstacles, searching for your individuality. It is a look inside. It is a meeting with your true self, with who we have become and what we strive for.

    The Mister and Miss Polytech project is more than a beauty and talent contest. It is a space for reflecting the soul, for finding and showing the world your true self. The participants did not play roles – they searched for themselves, explored their essence and shared their innermost.

    The selection stage was intense: over three days, the organizers held 43 interviews and selected 18 participants, 9 of whom reached the final. For three months, the finalists went through a real path of self-knowledge and personal growth. With the help of experienced mentors, they learned to accept themselves, demonstrate their strengths and overcome internal barriers.

    The participants were assessed by a competent jury: Head of the Public Relations Department Marianna Dyakova, Chairman of the Trade Union of Students of SPbPU Maxim Susorov, Chief Organizer of the Mister and Miss Polytech 2022-2024 contests and former responsible for the PROF.event service Olga Goreva, as well as Mister and Miss Polytech 2024 — Svyatoslav Stolbov and Arina Kolbasova. They considered not only artistry, but also sincerity, depth of personality, and creative approach.

    “Mr. and Miss Polytech” is the flagship project of PROF, helping to realize, accept and develop one’s own personality through the prism of creativity. Mr. and Miss Polytech 2025 were 2nd-year student of IMMiT Alim Isaev and 2nd-year master’s student of IBSiB Maria Shevaldina. They reminded the audience how important it is to listen to your inner child and believe in yourself. During the performance, the guys not only presented creative numbers, but opened the doors to the world of their thoughts and feelings, allowing each person in the White Hall to see their stories.

    Vice-Mr. was a 2nd-year student of IPMEiT Andrey Krasnyakov. Vice-Miss was a 1st-year student of IPMEiT Sofia Kryukova. They showed that love for music, energy and charisma can become a huge motivation to achieve your dream. The Audience Award was won by 4th-year student of IPMEiT Sergey Radchenko with a magnificent dance. Watching Sergey’s performance, the audience felt that sincere love for your hobby can overcome any obstacles and win the hearts of the public.

    A distinctive feature of this year was the participants’ individual video business cards and visual accompaniment, immersing the audience in the atmosphere of each number. The final was attended by more than 200 people, and the stage itself was filled with not just finalists, but individuals who had gone through a path of internal transformation and self-knowledge.
