    TIRANA/VIENNA, 17 May 2025 – The OSCE Secretary General, Feridun H. Sinirlioğlu, completed his first official visit to Albania today, where he participated in the European Political Community Summit, emphasizing the OSCE’s continuing contribution to regional security and stability.
    During his visit, the Secretary General held bilateral meetings with Albania’s Prime Minister Edi Rama and Foreign Minister Igli Hasani, as well as with the President of the Republic of Albania, Bajram Begaj, and the Speaker of Parliament, Elisa Spiropali. He also met with engaged civil society representatives and discussed their work with the staff members at the OSCE Presence in Albania.
    “This visit underscores a deep OSCE commitment to Albania, and more broadly to South-Eastern Europe. We will continue to support Albania on its reform agenda through our OSCE Presence, whose work is very much appreciated in the country”, said Sinirlioğlu. Discussions focused on key areas of ongoing cooperation, including in the areas of elections and rule of law, as well as broader international matters.
    The Secretary General then represented the OSCE at the Sixth European Political Community (EPC) Summit on 16 May, the first one held in the Western Balkans. 
    During the Summit, which brought together Heads of State and Government from across Europe, the Secretary General met with a number of European leaders, including President Aliyev of Azerbaijan and Prime Minister Pashinyan of Armenia.
    “As we mark the 50th anniversary of the OSCE’s founding principles, the Helsinki Final Act, we are reminded of the vision participating States collectively had and committed to: to have a forum where difficult issues could be discussed diplomatically.     Address of the Holy Father
    Good morning everyone!
    Dear brothers and sisters, welcome!
    I thank the President and members of the Centesimus Annus Pro Pontifice Foundation, and I greet all of you who are taking part in this annual International Conference and General Assembly.
    The theme of this year’s Conference – “Overcoming Polarizations and Rebuilding Global Governance: The Ethical Foundations” – speaks to us of the deepest purpose of the Church’s social doctrine as a contribution to peace and dialogue in the service of building bridges of universal fraternity. Especially in this Easter season, we realize that the Risen Lord always goes before us, even at times when injustice and death seem to prevail. Let us help one another, as I said on the evening of my election, “to build bridges through dialogue and encounter, joining together as one people, always at peace.” This is not something that happens by chance, but is rather an active and continuous interplay of grace and freedom, one that our meeting today seeks to respect and support.
    Pope Leo XIII, who lived in an age of momentous and disruptive change, sought to promote peace by encouraging social dialogue between capital and labour, technology and human intelligence, and different political cultures and nations. Pope Francis spoke of a “polycrisis” in describing the dramatic nature of our own age, marked by wars, climate change, growing inequalities, forced and contested migration, stigmatized poverty, disruptive technological innovations, job insecurity and precarious labour rights (Message to Participants in the General Assembly of the Pontifical Academy for Life, 3 March 2025). On such important issues, the Church’s social doctrine is called to provide insights that facilitate dialogue between science and conscience, and thus make an essential contribution to better understanding, hope and peace.
    This doctrine helps us to realize that more important than our problems or eventual solutions is the way we approach them, guided by criteria of discernment, sound ethical principles and openness to God’s grace.
    You have the opportunity to show that the Church’s social doctrine, with its specific anthropological approach, seeks to encourage genuine engagement with social issues. It does not claim to possess a monopoly on truth, either in its analysis of problems or its proposal of concrete solutions. Where social questions are concerned, knowing how best to approach them is more important than providing immediate responses to why things happen or how to deal with them. The aim is to learn how to confront problems, for these are always different, since every generation is new, and faces new challenges, dreams and questions.
    This is a fundamental aspect of our attempts to build a “culture of encounter” through dialogue and social friendship. For many of our contemporaries, the words “dialogue” and “doctrine” can seem incompatible. Perhaps when we hear the word “doctrine,” we tend to think of a set of ideas belonging to a religion. The word itself makes us feel less disposed to reflect, call things into question or seek new alternatives.
    In the case of the Church’s social doctrine, we need to make clear that the word “doctrine” has another, more positive meaning, without which dialogue itself would be meaningless. “Doctrine” can be a synonym of “science,” “discipline” and “knowledge.” Understood in this way, doctrine appears as the product of research, and hence of hypotheses, discussions, progress and setbacks, all aimed at conveying a reliable, organized and systematic body of knowledge about a given issue. Consequently, a doctrine is not the same as an opinion, but is rather a common, collective and even multidisciplinary pursuit of truth.
    “Indoctrination” is immoral. It stifles critical judgement and undermines the sacred freedom of respect for conscience, even if erroneous. It resists new notions and rejects movement, change or the evolution of ideas in the face of new problems. “Doctrine,” on the other hand, as a serious, serene and rigorous discourse, aims to teach us primarily how to approach problems and, even more importantly, how to approach people. It also helps us to make prudential judgements when confronted with challenges. Seriousness, rigour and serenity are what we must learn from every doctrine, including the Church’s social doctrine.
    In the context of the ongoing digital revolution, we must rediscover, emphasize and cultivate our duty to train others in critical thinking, countering temptations to the contrary, which can also be found in ecclesial circles. There is so little dialogue around us; shouting often replaces it, not infrequently in the form of fake news and irrational arguments proposed by a few loud voices. Deeper reflection and study are essential, as well as a commitment to encounter and listen to the poor, who are a treasure for the Church and for humanity. Their viewpoints, though often disregarded, are vital if we are to see the world through God’s eyes. Those born and raised far from the centers of power should not merely be taught the Church’s social doctrine; they should also be recognized as carrying it forward and putting it into practice. Individuals committed to the betterment of society, popular movements and the various Catholic workers’ groups are an expression of those existential peripheries where hope endures and springs anew. I urge you to let the voice of the poor be heard.
    Dear friends, as the Second Vatican Council states, “in every age, the Church carries the responsibility of reading the signs of the times and of interpreting them in the light of the Gospel, if she is to carry out her task. In language intelligible to every generation, she should be able to answer the ever-recurring questions which people ask about the meaning of this present life and of the life to come, and how one is related to the other” (Gaudium et Spes, 4).
    I invite you, then, to participate actively and creatively in this discernment process, and thus contribute, with all of God’s people, to the development of the Church’s social doctrine in this age of significant social changes, listening to everyone and engaging in dialogue with all. In our day, there is a widespread thirst for justice, a desire for authentic fatherhood and motherhood, a profound longing for spirituality, especially among young people and the marginalized, who do not always find effective means of making their needs known. There is a growing demand for the Church’s social doctrine, to which we need to respond.

    UK Armed Forces to benefit from ground breaking underwater glue developed with industry

    Defence scientists develop glue that enables rapid repairs to equipment in extreme environments.

    An underwater glue could soon be saving lives and providing UK Armed Forces with an operational edge following successful trials in Portsmouth.

    The glue, which mimics the way a mussel sticks to a rock in nature, will enable military personnel to repair wetsuits, damaged dinghies and other equipment rapidly in extreme environments, potentially saving lives. It will also make it easier to repair bridges under the water line and could save the public money by enabling repairs during deployment.

    The glue was developed by the Ministry of Defence’s Science and Technology Laboratory (Dstl), working with biotech firm Zentraxa.

    Minister for Defence Procurement and Industry Maria Eagle said:

    This unique approach, inspired by nature, demonstrates how the UK is becoming a hotbed for pioneering defence technology.

    Our scientists are working with industry to unlock emerging technologies, finding new ways to protect the military personnel who keep our nation safe, at home and abroad.

    That’s why we’re establishing a new innovation organisation, UK Defence Innovation, with a ring-fenced budget of £400 million, to help deliver even more cutting-edge tools like this to the Armed Forces.

    The adhesive was successfully demonstrated by British Army divers at Horsea Island, who tested it by gluing various items to an underwater steel wall. It was also tested in simulated sea water in the laboratory and performed well on wet out-of-water surfaces.  The glue could have multiple other applications, beyond defence. 

    Principal Scientist Claire, of Dstl’s Engineering Biology project, said: 

    Taking something that nature does well and applying it to modern problems is what is engineering biology is all about.    

    The glue – inspired by nature – will give our Armed Forces a capability that they simply don’t have at the moment.    

    This will bring a new and unique capability to underwater work. It could help divers, it could mean a punctured dinghy doesn’t sink. It could ultimately save lives.

    Dstl has supported the project with approximately £300,000 of funding and will collaborate with other parts of Defence in the further development of the glue technology. This will support specialist jobs and demonstrates the power of public-private partnerships in unlocking innovation – a core pillar of the Government’s plan for change.

    Zentraxa Chief Technology Officer Martin Challand said:  

    We have taken inspiration from natural organisms that can stick underwater like the marine mussel and then tried to exploit that bio-chemistry into a real world setting.   

    This is a major milestone for our product – this what we have dreamed of. It is extremely rewarding to see it being used and knowing that in the future it could save lives and it is fantastic to be working together across sectors like this.

    As we mark International Day Against Homophobia, Biphobia and Transphobia this year, I am sadly reminded of how much more still needs to be done.

    The past few years have been difficult and worrying, particularly for trans people. They have been targeted by divisive culture wars, too often stoked by the Conservatives and right-wing media. It’s more important than ever that the Liberal Democrats stand up for trans people – including by pushing the Government to ensure the Supreme Court ruling doesn’t lead to a roll back of trans rights.

    Today gives us an important opportunity to acknowledge the violence and discrimination that too many LGBTQ+ people face, and reflect on what we can do to help change it.

    Because far too many LGBTQ+ people face discrimination, prejudice and abuse, just for being who they are.

    The statistics paint a sobering picture. Two-thirds of LGBTQ+ people report that they have experienced anti-LGBTQ+ violence or abuse. The number of hate crimes recorded against trans people have more than doubled in the last five years.

    The LGBTQ+ community deserves so much better than this – and I believe that us politicians have a responsibility to help push for that positive change. Not just in the language we use, but also in the policies we push for.

    I’m delighted that our party reaffirmed its commitment to LGBTQ+ rights at our Spring Conference. That includes bringing forward a clear plan to tackle anti-LGBTQ+ hate crime. Like ensuring that hate crimes against LGBTQ+ people are counted as aggravated offences, and delivering better training for police on preventing and prosecuting anti-LGBTQ+ hate crime.

    It’s not just about hate crime, either. Homophobia, biophobia and transphobia touches on every aspect of people’s lives. We want to see a world where nobody’s life chances are limited by their sexual orientation or gender identity.

    So our new policies would address discrimination wherever it occurs – from addressing the barriers to finding suitable housing and anti-LGBTQ+ bullying in schools, to improving access to healthcare and protecting LGBTQ+ rights abroad.

    Of course, it’s important that we also remember how far we have come. I’m incredibly proud of the role Liberal Democrats have played in delivering the positive change that LGBTQ+ people deserve over the years.

    From being the first party to openly oppose the abhorrent Section 28, to our tireless efforts in getting the Same Sex Marriage Act passed. Milestones like these are not only important policies that take us closer to achieving equal rights. They help shift social attitudes, too.

    If we continue this important work, we can finally build a country where everyone is truly free to be who they are. Which is the only way we can end homophobia, transphobia and biphobia in all its forms.

    So today, my message to the UK’s LGBTQ+ community is clear – I support you. I stand with you. And I will keep fighting for the rights of the entire LGBTQ+ community, until true equality for all is achieved.

    The pressure of decarbonising industrial sectors is weighing on workers.

    The UK’s Labour government seeks a low-carbon and homegrown energy supply by 2030. The scale and pace of this transformation is unprecedented in the country’s power sector, and will involve building twice as much transmission infrastructure (pylons, cables, substations) in the next five years as was built over the last decade.

    Much of the workforce will be drawn from the construction sector, which employs 2.3 million people. Construction forms the dominant supply chain to the 17 major infrastructure projects involved in an overhaul of the electricity grid that will connect new wind farms in the North Sea and northern Scotland to homes and businesses across Great Britain.

    The workers “on the tools” who will carry out much of this transformation are struggling. The latest analysis from the Office for National Statistics suggests that the suicide risk of construction workers is three times higher than the male national average. Scholars of construction project management have identified a toxic workplace culture in the industry, citing aggressive market competition and demanding performance metrics.

    This is a problem that is largely being ignored. When planners at the National Energy System Operator assessed the UK’s capacity to build a clean power sector by 2030, they considered the absolute number of workers needed, the skills required and how employment is changing in the sector.

    Their assessment failed to consider the broader implications for workforce mental health and wellbeing of such a quick and comprehensive upgrade – but it is people who are going through a rapid transition, not just infrastructure.

    Going green, feeling blue

    Construction workers already endure long hours and stress due to tight deadlines. A rapid transition to green power will substantially increase their workload, unless managed carefully.

    Our report, published July 2024, looked into wellbeing and suicide in the construction industry. We concluded that the UK government, major infrastructure owners such as National Grid and their supply chain partners who provide specialist design and construction services, must work together to solve this problem.

    Major infrastructure owners offer mental health services, such as confidential counselling, legal advice and financial guidance, to help their own employees manage personal or work-related issues. But most workers on the tools are not directly employed by these owners. Most are self-employed, or hired by construction firms, of which 99% are small- and medium-sized enterprises.

    More than 96% of construction firms have fewer than 15 employees. Smaller suppliers of specialist trade skills, like electrical and mechanical installation, have fewer employment protections and more compressed schedules, and are even less likely to have the capacity to provide these services.

    Some infrastructure owners and big construction companies extend their health and wellbeing services to these smaller suppliers. However, in an industry that is dominated by competitive tendering, which favours suppliers that keep costs low, it is no surprise that uptake has been low.

    Owners of infrastructure assets like electricity pylons and substations can drive workplace improvements by adopting procurement models that prioritise suppliers that are offering measures to improve worker wellbeing.

    Research from one of us (Jing Xu) and fellow project management expert Yanga Wu, has shown that the top-down prescriptive approach traditionally applied to health and safety in construction does not work for wellbeing. This requires a bottom-up approach, that makes it easy for workers to tell managers what they are struggling with and what they think would help.

    The construction sector also faces a shortage of workers and skills required for the green transition. The industry training board forecasts that the industry must attract the equivalent of 50,300 extra workers a year to meet expected levels of work over the next five years.

    In the power sector, however, there is the additional complication of an ageing workforce, as well as differences in employment conditions between permanent and contract staff. Key expertise is at risk of being lost with retirements. Older workers often face additional pressure, not only to meet performance targets but also to compensate for gaps in expertise, and all within a fast-paced environment.

    To improve mental health and wellbeing among a diverse workforce requires engaging with workers directly and ensuring their voices are heard. This involves more than upgrading technical skills. Research to better understand how organisations can care for their workforce in the context of increasing pressures due to achieving net zero is also vital.

    Further research and collaboration with infrastructure owners and major construction contractors could help manage the risks and provide valuable insights for other sectors that will need to follow suit, such as heating, transport and agriculture.

    It is imperative to consider what a transition means: the technical transition of replacing outmoded technology, as well as the social transition, which prioritises not only skills but workplace mental health. Without a focus on both policy and people, clean power will not be delivered.

    The 27-year-old victim has since been conveyed to Adelaide for further treatment.

    HARBIN, May 17 (Xinhua) — Sergei Mikhailov from the Far East has just returned from Suifenhe City, northeast China’s Heilongjiang Province, where he went for a medical checkup and traditional Chinese medicine (TCM) treatment.

    “I came here on the recommendation of a Chinese friend. After a medical examination, the doctor explained to me where I had problems in my body. Then they prescribed me medication,” the Russian said.

    In recent years, the number of Russians seeking TCM treatment at the Suifenhe People’s Hospital has been steadily growing. Hospital employee Liu Simin noted that many Russians come as part of group tours to undergo medical examinations. “At the hospital, foreigners receive the same quality treatment and at the same prices as the Chinese,” he explained.

    Sergey said he did not have a language barrier because the clinic provides professional medical translators for the convenience of foreign patients, which made it easier for him to communicate with doctors. After visiting the hospital, he enjoyed shopping and trying Chinese cuisine.

    Trucks and tourist buses ply between the busy Suifenhe and Pogranichny checkpoints. Russian travelers love shopping: in Suifenhe they can often be seen with suitcases and bags.

    Meanwhile, Russian goods are also popular in Suifenhe. “Rossa Empire”, the largest Russian commodity distribution center in Suifenhe, has become a landmark of the city with its rich collection of Russian goods and food products.

    “More than 220 foreign trade enterprises are based in the center, where they import more than 5,000 items into China,” said Zhang Jiaqiang, director of the company that runs the center, adding that the center has a live streaming facility to promote international online sales.

    The Suifenhe Bonded Zone has also played an important role as an economic driver for the promotion of cross-border trade.

    Li Wei, CEO of Heilongjiang Zinnbach Biotechnology Co., Ltd., said his company is the first domestic brewery to set up production in the Suifenhe Bonded Zone. The company, which enjoys a tax-favored policy of “customs import and VAT refund,” enjoys zero tariffs on all imported raw materials such as malt, hops and yeast.

    According to statistics from Suifenhe Customs, in 2024, the volume of cargo passing through the local automobile checkpoint exceeded 1 million tons for the first time, reaching 1.225 million tons. This year, the average daily number of vehicles passing through the automobile checkpoint was about 300 vehicles, 50 units more than in 2024.

    In addition, Suifenhe is also an important stop on the China-Europe rail freight route, with nearly 9,000 freight trains carrying around 88,000 TEU (20-foot container equivalent units) passing through every year.

    The local road and rail checkpoints in Suifenhe are among 19 border crossings on the China-Russia border in Heilongjiang Province, according to the provincial government website.

    On May 7, after the ice on the Heilongjiang River completely melted, seasonal river traffic resumed between the three ports along the China-Russia border river, namely Heihe, Tongjiang and Fuyuan, and the three corresponding ports on the Russian side.

    “The annual river service has resumed. The speed of customs clearance has become particularly fast, which is convenient for those of us who frequently travel between China and Russia,” said Jiang Haibo, a resident of Jiamusi City, Heilongjiang Province, who took the river ferry service at Tongjiang Port.

    Situated just 1 km from the Russian river port of Nizhneleninskoye in the Jewish Autonomous Region, Tongjiang has become an important trade route between China and Russia, with an annual throughput of 500,000 people and 600,000 tons of cargo.

    “I am from the village of Nizhneleninskoye. It takes no more than half an hour to get from Tongjiang to my home by ferry, and here you can quickly and easily go through customs,” said Russian tourist Victoria Figol.

    Tongjiang’s rail network is connected to the Trans-Siberian Railway in Russia. Goods exported from Tongjiang via Khabarovsk in Russia can directly reach the interior of Russia and even further afield, to European countries such as Germany.   • MIL-OSI United Nations: 16 May 2025 Finding a path to language justice in sexual and reproductive health and rights

    English language dominates the global public health space. This is an often-neglected weakness in the goal to achieve health for everyone, everywhere. Language justice is an approach to shifting this monopoly, to be more inclusive of different language speakers.

    Shining a spotlight on sexual and reproductive health and rights (SRHR) in translation and interpretation is the goal of a new initiative from the World Health Organization (WHO) and the UN’s Special Programme in Human Reproduction (HRP). 

    Communicating is rarely a straightforward process. This is true even when people speak and write in the same language; now imagine exchanging clear and accurate health information on a global scale. 

    “If you don’t think about other languages at the start of the process, you’ll end up with an anglophone product, even when the words are in another language,” said Pascal Brice, Head of Language Services at WHO. “It may not resonate with the target audience. If you don’t think about non-English speakers at the beginning of the process, it won’t work.”

    Getting translation and interpretation right

    The SRHR and language initiative asked researchers, scientists, language professionals (translators, interpreters, terminologists) and civil society platforms to share their experiences of working on SRHR in different languages.

    Even seemingly simple words can have complicated meanings. Just ask researchers from the HRP Alliance for Research Capacity Strengthening, who translated and tested an English language questionnaire on sexual health and practice (SHAPE) in 19 languages.

    A crucial lesson: context shapes understanding, and effective communication in research goes far beyond simply translating words from one language to another.

    “There were some words that we couldn’t translate. For instance we had to explain ‘spermicide’,” said Peterrock Muriuki, Programme Officer at the African Population and Health Research Center who worked on the Swahili translation. “Some words, when spoken in Swahili are taboo words. We tried to use neutral or non-explicit words. But generally, by explaining, the meaning of a word could be established.”

    These and other discussions led to the review and updating of SRHR records in UNTERM, the United Nations’ multilingual terminology database. This is helping to establish clarity and consistency in discussions across the United Nations, and to avoid words and phrases that reinforce stigma, for instance on topics such as abortion. The next step will be to expand multilingual glossaries to aid interpreters, and the translation of all WHO and HRP content on sexual and reproductive health into the six UN languages. 

    With language under scrutiny, multilingualism is a strength

    Staying alert to ways that language can be used and manipulated as a political tactic is even more important at a time when ideological debates around gender, diversity and misinformation are intensifying and language choices are being influenced by political polarization.

    The growth of artificial intelligence and large language models for translation creates enormous opportunity, but also risks in terms of accuracy and consistency, which may compromise people’s confidence in scientific evidence – and in their rights.

    Diversity is a strength, and language justice is a powerful approach for sustaining our shared commitment to sexual and reproductive health and rights around the world.

    Sexual and reproductive health is a fundamental component of universal health coverage, but key elements are often left out of health benefit packages. To increase access, everyone needs information and evidence-based services that are responsive to local needs and contexts. 

    “When did you last think about the words you use? Language can become a habit, unconsciously reinforcing blind spots – or worse, become a tool for exclusion,” said Dr Pascale Allotey, Director of the UN’s Special Programme in Human Reproduction and the Department of Sexual and Reproductive Health and Research at WHO. “Diversity is a strength, and language justice is a powerful approach for sustaining our shared commitment to sexual and reproductive health and rights around the world.”

    The exhibition “Qi Baishi: Inspiration in Ink” opened on May 3 at the Museum of Fine Arts (MFA) in Boston, United States. Jointly launched by MFA Boston, Beijing Fine Art Academy and the China Exhibition Agency, the exhibition showcases a selection of works by the renowned Chinese painter Qi Baishi (1864-1957), offering international viewers an in-depth exploration of his masterful ink paintings and artistic legacy.

    At the opening ceremony, Chen Li, Chinese consul general in New York, emphasized Boston’s historical role as a pioneer in Sino-American cultural exchange. “The first cultural exchange project after the establishment of diplomatic relations between China and the U.S. was the Boston Symphony Orchestra’s performance in China. The first American museum to hold an exhibition in China was the MFA,” he said. “This exhibition is more than an artistic exchange – it’s a bridge between hearts and a celebration of the shared values of Eastern and Western civilizations.”

    MFA Director Matthew Teitelbaum reflected on the museum’s longstanding connection with China, dating back to their first collaboration in 1981. “Qi Baishi’s works not only represent the excellence of Chinese art, but they also transcend cultural boundaries,” he said. “This exhibition offers our audience the opportunity to experience the beauty and wisdom of Eastern artistic traditions.”

    Mara Dolan, a member of the Massachusetts Governor’s Council, praised the exhibition’s contribution to cultural understanding. “Qi Baishi’s paintings arriving in Boston is a remarkable opportunity for our community to engage deeply with traditional Chinese culture and artistic philosophy,” she said. “This helps foster deeper mutual understanding and friendship between our peoples.”

    BFAA Director Wu Hongliang shared his hopes for the exhibition. “We’ve carefully selected some of Qi Baishi’s most representative works,” he said. “Through these, we hope our friends in Boston will feel the vitality and creativity of traditional Chinese art.”

    As a symbol of continued friendship and collaboration, Li Tiantian from China Exhibition Agency presented Teitelbaum with a commemorative catalog of the American paintings from the MFA exhibited in China in 1981. In return, Teitelbaum gifted a catalog of the MFA’s Chinese art collection. Both parties expressed their hope for future collaborations that are more diverse and in-depth.

    Peace be with you!
    I thank His Excellency Mr George Poulides, Ambassador of the Republic of Cyprus and Dean of the Diplomatic Corps, for his cordial greeting in your name, and for the tireless work that he has carried out with his characteristic energy, commitment and kindness. These qualities have earned him the esteem of all my predecessors whom he has met in these years of his mission to the Holy See, particularly the late Pope Francis.
    I would also like to express my gratitude for your many messages of good wishes following my election, as well as those expressing condolence for the death of Pope Francis. Some of those messages also came from countries with which the Holy See does not have diplomatic relations, a significant sign of esteem that indicates a strengthening of mutual relations.
    In our dialogue, I would like us always to preserve the sense of being a family. Indeed, the diplomatic community represents the entire family of peoples, a family that shares the joys and sorrows of life and the human and spiritual values that give it meaning and direction. Papal diplomacy is an expression of the very catholicity of the Church. In its diplomatic activity, the Holy See is inspired by a pastoral outreach that leads it not to seek privileges but to strengthen its evangelical mission at the service of humanity. Resisting all forms of indifference, it appeals to consciences, as witnessed by the constant efforts of my venerable predecessor, ever attentive to the cry of the poor, the needy and the marginalized, as well as to contemporary challenges, ranging from the protection of creation to artificial intelligence.
    In addition to being a visible sign of your countries’ respect for the Apostolic See, your presence here today is a gift for me. It allows me to renew the Church’s aspiration — and my own — to reach out and embrace all individuals and peoples on the Earth, who need and yearn for truth, justice and peace! In a certain sense, my own life experience, which has spanned North America, South America and Europe, has been marked by this aspiration to transcend borders in order to encounter different peoples and cultures.
    Through the constant and patient work of the Secretariat of State, I intend to strengthen understanding and dialogue with you and with your countries, many of which I have already had the grace to visit, especially during my time as Prior General of the Augustinians. I trust that God’s providence will allow me further occasions to get to know the countries from which you come and enable me to have occasions to confirm in the faith our many brothers and sisters throughout the world and to build new bridges with all people of good will.
    In our dialogue, I would like us to keep in mind three essential words that represent the pillars of the Church’s missionary activity and the aim of the Holy See’s diplomacy.
    The first word ispeace. All too often we consider it a “negative” word, indicative only of the absence of war and conflict, since opposition is a perennial part of human nature, frequently leading us to live in a constant “state of conflict” at home, at work and in society. Peace then appears simply as a respite, a pause between one dispute and another, given that, no matter how hard we try, tensions will always be present, a little like embers burning beneath the ashes, ready to ignite at any moment.
    From a Christian perspective – but also in other religious traditions – peace is first and foremost a gift. It is the first gift of Christ: “My peace I give to you” (Jn14:27).Yet it is an active and demanding gift. It engages and challenges each of us, regardless of our cultural background or religious affiliation, demanding first of all that we work on ourselves. Peace is built in the heart and from the heart, by eliminating pride and vindictiveness and carefully choosing our words. For words too, not only weapons, can wound and even kill.
    In this regard, I believe that religions and interreligious dialogue can make a fundamental contribution to fostering a climate of peace. This naturally requires full respect for religious freedom in every country, since religious experience is an essential dimension of the human person. Without it, it is difficult, if not impossible, to bring about the purification of the heart necessary for building peaceful relationships.
    This effort, in which all of us are called to take part, can begin to eliminate the root causes of all conflicts and every destructive urge for conquest. It demands a genuine willingness to engage in dialogue, inspired by the desire to communicate rather than clash. As a result, there is a need to give new life to multilateral diplomacy and to those international institutions conceived and designed primarily to remedy eventual disputes within the international community. Naturally, there must also be a resolve to halt the production of instruments of destruction and death, since, as Pope Francis noted in his lastUrbi et OrbiMessage: No peace is “possible without true disarmament [and] the requirement that every people provide for its own defence must not turn into a race to rearmament.”[1]
    The second word isjustice. Working for peace requires acting justly. As I have already mentioned, I chose my name thinking first of all of Leo XIII, the Pope of the first great social Encyclical,Rerum Novarum. In this time of epochal change, the Holy See cannot fail to make its voice heard in the face of the many imbalances and injustices that lead, not least, to unworthy working conditions and increasingly fragmented and conflict-ridden societies. Every effort should be made to overcome the global inequalities – between opulence and destitution – that are carving deep divides between continents, countries and even within individual societies.
    It is the responsibility of government leaders to work to build harmonious and peaceful civil societies. This can be achieved above all by investing in the family, founded upon the stable union between a man and a woman, “a small but genuine society, and prior to all civil society.”[2]In addition, no one is exempted from striving to ensure respect for the dignity of every person, especially the most frail and vulnerable, from the unborn to the elderly, from the sick to the unemployed, citizens and immigrants alike.
    My own story is that of a citizen, the descendant of immigrants, who in turn chose to emigrate. All of us, in the course of our lives, can find ourselves healthy or sick, employed or unemployed, living in our native land or in a foreign country, yet our dignity always remains unchanged: it is the dignity of a creature willed and loved by God.
    The third word istruth. Truly peaceful relationships cannot be built, also within the international community, apart from truth. Where words take on ambiguous and ambivalent connotations, and the virtual world, with its altered perception of reality, takes over unchecked, it is difficult to build authentic relationships, since the objective and real premises of communication are lacking.
    For her part, the Church can never be exempted from speaking the truth about humanity and the world, resorting whenever necessary to blunt language that may initially create misunderstanding. Yet truth can never be separated from charity, which always has at its root a concern for the life and well-being of every man and woman. Furthermore, from the Christian perspective, truth is not the affirmation of abstract and disembodied principles, but an encounter with the person of Christ himself, alive in the midst of the community of believers. Truth, then, does not create division, but rather enables us to confront all the more resolutely the challenges of our time, such as migration, the ethical use of artificial intelligence and the protection of our beloved planet Earth. These are challenges that require commitment and cooperation on the part of all, since no one can think of facing them alone.
    Dear Ambassadors,
    My ministry has begun in the heart of a Jubilee Year, devoted in a particular way to hope. It is a time of conversion and renewal and, above all, an opportunity to leave conflicts behind and embark on a new path, confident that, by working together, each of us in accordance with his or her own sensibilities and responsibilities, can build a world in which everyone can lead an authentically human life in truth, justice and peace. It is my hope that this will be the case everywhere, starting with those places that suffer most grievously, like Ukraine and the Holy Land.

    SEOUL, May 17 (Xinhua) — Former South Korean President Yun Seok-yeol on Saturday announced his withdrawal from the ruling conservative Citizens’ Power Party ahead of the June 3 presidential election.

    “Today I am leaving the Civil Power party. I bow to my comrades who believed in me and stayed with me for a long time,” he said in an online statement.

    Yun Seok-yul said he believes his resignation from the party is the best way to ensure the victory of its candidate in the early presidential election and protect liberal democracy in the country.

    There have been recent calls for Yun Seok-yul to leave the Civil Force in order to attract undecided voters in the upcoming elections. The ruling party’s ratings have fallen following the former president’s declaration of martial law, his subsequent impeachment and eventual removal from office.

    Yun Seok-yeol called on the public to join forces with Kim Moon-soo, the presidential candidate of the Civil Power Party, and vote in the June 3 election to protect freedom, sovereignty and prosperity. –0–

    In a firm reiteration of its zero-tolerance approach towards terrorism, India is set to send seven All-Party Delegations to key partner countries later this month. These visits come in the backdrop of Operation Sindoor and reflect India’s ongoing efforts to combat cross-border terrorism.
     
    The delegations will engage with counterparts in several nations, including member states of the United Nations Security Council, to underscore India’s united stance against terrorism in all its forms and manifestations. The move is aimed at strengthening international cooperation while conveying India’s clear message: terrorism will not be tolerated under any circumstance.
     
    Each delegation will include Members of Parliament from across political parties, senior political leaders, and experienced diplomats. The initiative reflects a rare show of political unity, with leaders from various ideological backgrounds joining hands on a critical national issue.

  • MIL-OSI Asia-Pac: Six Polytechnic and ITE Students Awarded Environmental Services Scholarships

    Singapore, 17 May 2025 – The National Environment Agency (NEA) has awarded scholarships to six students under the NEA-Industry Scholarship Programme for the Environmental Services (ES) industry. At a ceremony today, Dr Koh Poh Koon, Senior Minister of State for Sustainability and the Environment, emphasised the industry’s indispensable role in providing essential environmental and public hygiene services to the nation. Introduced in 2020, the NEA-Industry Scholarship programme forms part of ongoing industry transformation efforts to attract talent, create quality jobs, and improve job prospects in the ES Industry.

    Fourth cycle of NEA-Industry Scholarship

    2          Since 2020, the programme has awarded 26 scholarships. NEA received 60 applications in this fourth cycle and through a rigorous selection process, six[1] deserving individuals received scholarships. They will take on job roles such as Data Analysts, Environmental Services Specialists, Field Application Engineers, IT Solution Coordinators, and Robotics Research Analysts with sponsoring organisations Chye Thiam Maintenance Pte Ltd, Hong Ye Group Pte Ltd, Metabots Pte Ltd, and LS 2 Services Pte Ltd upon graduation.

    3            Amongst the recipients is 18-year-old Ms Ng Jing Yi Kellyn, a Year 2 student at ITE College Central who is currently pursuing a Higher Nitec in Mechatronics Engineering. Kellyn recognises that the work in cleaning, pest management and waste management is crucial in ensuring a clean, and safe environment. Matters relating to landfill utilisation are particularly concerning to her, and she understands that every action counts towards reducing the amount of waste that is generated. Kellyn will be joining Hong Ye Group Pte Ltd, a company which offers tailored cleaning and facility management services, as an IT Solutions Coordinator. She looks forward to making an impact on the environment and public health and is excited to learn the ropes to optimise IT infrastructure and ensure smooth operations during her career.

    4            Another scholar is 20-year-old Ms Chan Xi Cecilia, a Year 3 student studying Big Data and Analytics at Temasek Polytechnic, who believes in the transformative power of data in enabling better business decisions. Cecilia is looking forward to contributing to the ES industry as a Robotic Research Analyst with Metabots Pte Ltd, where she will analyse large volumes of data generated by the company’s cleaning robots to enhance robot performance. She will also conduct research to improve robotics through data analysis, machine learning, and new algorithm development. She hopes to apply her knowledge in data analytics which will help front line workers perform their jobs with greater ease.

    5            The NEA-Industry Scholarship programme continues to receive strong industry support from industry partners. LS 2 Services Pte Ltd, a home-grown company offering integrated environmental services and returning sponsoring organisation, has hired four scholars across three cycles of the programme. LS 2’s scholars are from Temasek Polytechnic, which is home to Singapore’s pioneering Enviro Tech Innovation Hub (ETIH@TP). Ms Tan Wei Ying, COO of LS 2 Services said, “The scholars are environmental champions who apply intelligent, interoperable solutions to enhance productivity and address manpower challenges. It is important that we continue to groom tech-savvy talents to lead industry innovation.” LS 2’s scholars will have the opportunity to gain real-world experience through direct involvement in ETIH projects. This development pathway prepares them to drive the future of ES.

    6          The NEA-Industry Scholarship is an initiative under the ES Industry Transformation Map (ITM), and a key programme in attracting young talent to the ES industry to build a skilled and resilient workforce[2]. Pete Stauber, who was a cop on the beat, I room with. You know the kind of heroes that they are, and we hear about heroes a lot. “You sometimes hear stories about heroes in law enforcement. I get to walk with one of those heroes every day. I’m going to embarrass him, and he’s going to be upset with me, but he happens to be with me this morning. That’s David Bailey. You want to meet a real-life American hero. It’s that man right there. I wouldn’t be here today, and probably about a dozen other Members of Congress wouldn’t be here today, if not for his bravery, that I got to experience firsthand. I didn’t get to see it all, but I heard it all. Over 100 rounds of gunfire. When a gunman came out on a ball field and tried to kill all of us, and the only reason we’re alive today is because he put himself between us and the gunfire, risked his life, got hit during the shootout. The only reason we’re alive and [the gunman is] not is because of the bravery of David Bailey and Crystal Griner. “While we hear about heroes every now and then, when you actually get to see one and walk around with one, and he came back to work when he got out of the hospital for his treatment, he wanted to go back to work because he loves what he does. He cares about his training. It’s not talked about a lot because many men and women in law enforcement might never have to use their revolver. Hopefully, they don’t, and they don’t want to. But they go to training every day in case they have to, so they’re ready to risk their lives to protect us and our communities. And that’s what David did. The reason that we’re all here today, including him, is because he took his training so seriously. In the days where you could have just phoned it in. He said, ‘You know what? If I’m ever called on to be ready, I want to be prepared to do the job.’ We know there’s so many brave men and women just like David, but I got to see it and experience it. I’m here because of him, and I’m always going to pay tribute to the great heroism of what law enforcement represents. I hope we all remember that. It’s not just a talking point. It’s not just stories that we hear about. I got to experience it, and a number of my colleagues would tell you the exact same thing.” On House Committees’ progress on reconciliation:“We also, of course, are moving through the reconciliation bill and finishing it up this week. This incredibly important work, we’re doing what a lot of people said couldn’t be done. We’re doing it because families are relying on us to get this done. We’ve had many meetings with President Trump, including the last one with the Speaker and the Chairman of the Ways and Means Committee [Jason] Smith, Chairman of Energy and Commerce Committee [Brett] Guthrie last week in the Oval Office to finalize some of the final pieces of this bill. A lot of work has gone into getting 11 committees ready to complete all of their work today. By the end of today, think about that: 11 committees.“When we did this in 2017, which is an important bill, Tax Cuts and Jobs Act, to get economic growth, to get our economy moving again, to create jobs, to put more money in the paychecks of workers. There were only two committees involved in that back in 2017. There’s 11 involved this time. Each one of them has hit their mark. And by the end of today, all of them will have exceeded the things that they were asked by us to do, and they will be delivering a great product for all Members of Congress to vote on.” On reconciliation benefitting lower and middle-income American families:“Now, we all know not all Members of Congress will vote for that bill. But everybody who casts a no vote is going to have some tough questions to answer back home. Why would you vote against tax relief for work and families? You can lie all day long, as the Whip pointed out, about the rich and the billionaires. The rich and the billionaires are always going to figure out how to get through whatever the tax code looks like. You know who can’t figure out every single component of it, especially if a tax goes up on you? It’s the lower and middle-income families of America who have been struggling. We were losing our middle class before 2017, when we finally lowered rates for those hardworking families. We saw the benefits primarily to lower and middle-income families.“They would be the ones hit the hardest if this bill were not to pass. Luckily, we’re going to come together and figure it out as we have every step of the way to get this done for the American people, because failure is not an option. We’re going to get our economy moving again. We will give President Trump the resources he needs to keep our border secure. Now that he has secured it, he needs additional tools for our border patrol agents. We’re going to make America energy independent again. It’s in this bill. We’re going to remove the threat of a debt crisis in this bill. So many other important things. We’re getting people back to work in this bill. It’s an important piece of legislation, but I want to commend all the committees, all 11 committees who have worked hours and hours tirelessly, get their work done, starting with the leadership of President Trump, making sure that every step of the way, when there were questions, when there were final decisions that had to be made, he was always one phone call away, and he’ll continue to be. This process isn’t over. We’re just getting close to maybe halftime. When we pass this bill next week through the House, it’ll go to the Senate. They’ll do their work. Look, Jim Jordan’s name was on that shooter’s hit list, too, and he had very dire intentions to kill Republicans. That’s what he said he wanted to do.     TRIPOLI, May 17 (Xinhua) — Mass protests against the Government of National Accord (GNA) erupted here on Friday amid the resignation of several senior government officials, local media reported.

    According to local TV channel Alwasat, protesters are demanding the resignation of the GNA led by Prime Minister Abdel Hamid Dbeibah following recent violent clashes in Tripoli.

    Senior officials of the NUP have officially announced their resignation, including the deputy prime minister, local government minister, trade and industry minister, higher education minister, housing minister and water minister, Alwasat reports.

    However, the PNE denied this information, stating that all employees “are working as usual.”

    Christopher Luxon and Nicola Willis keep telling us there’s “no alternative.” That the economy is in such a dire state, they can’t invest in the things that matter—like jobs, health, and homes.

    But don’t be fooled. There are always choices.

    And this Government is making the wrong ones.

    They say there’s “no alternative” as they hand $3 billion in tax breaks to landlords.

    “No alternative” as they pour hundreds of millions into tax cuts for tobacco companies.

    “No alternative” as they pursue divisive, ideological vanity projects—like the Treaty Principles Bill and their culture war against gender identity and human rights.

    But perhaps the clearest, most disturbing choice they’ve made is this: after a string of economic missteps and busted budgets, they’re now asking low-paid Kiwi women to pay for their mistakes.

    Let’s be clear: National’s decision to change the law and wipe out all 33 existing pay equity claims isn’t just bad policy. It’s a disgrace.

    They knew what they were doing. David Seymour even admitted it—saying the quiet part out loud. Scrapping equal pay, he said, “saved the Budget.”

    That’s what this coalition stands for: balancing the books on the backs of the people who can least afford it.

    There is only one C word we should’ve been focussing on in Parliament this week – and that’s cuts!

    Women across this country—nurses, carers, educators, public servants—are being told their work isn’t worth what men are paid for the same contribution. That is unacceptable, and Labour will not stop fighting until pay equity is restored and respected.

    The reality is this: after 18 months of this Coalition Government, New Zealanders have seen enough.

    National has no plan for the future. No ideas. No hope.

    Just slogans. Blame. And division.

    But Labour? We do have a plan. A serious, credible, forward-looking plan—rooted in our values of fairness, decency and community.

    We’re not just opposing this Government. We’re offering a better way forward.

    • We will create jobs, not cut them.
    • We will invest in health, not hollow it out.
    • We will build homes, not flog them off.
    • We will invest in education, not cut specialist teachers.
    • We will protect our environment and build a future where children can breathe clean air and drink safe water.

    And yes—we will make the tax system fairer.

    Because New Zealand needs a tax system where everyone pays their fair share. Not to punish success—but to ensure that those who’ve done well contribute to the roads that connect them, the hospitals that care for them, and the schools that taught them.

    You can’t build a strong economy on a weak society. And you can’t solve a cost-of-living crisis by making it worse for the people who already feel it most.

    We want to build a country where:

    • Our young people can stay and thrive.
    • Our elders are treated with dignity and respect.
    • No child goes hungry.
    • Small businesses are supported, not strangled.
    • Being a nurse, a teacher, a builder, or a farmer is a path to pride—not a path to burnout.

    We want New Zealand to be the best place in the world to grow up and grow old. A place of opportunity, hope, and fairness.

    We know the future won’t be easy. AI, automation, climate change—these are massive forces reshaping our world.

    But these aren’t reasons to fear the future. They are reasons to shape it.

    That’s why Labour will be a government of ideas and innovation. A government that sees what’s coming—and gets ready for it.

    That’s why we’re doing the hard work now.

    There are three things we’ve focused on since the last election—and they remain our focus today.

    First, we’ve been an effective opposition. Every week in Parliament, we’ve held the Government to account. We’ve exposed the cuts, the backroom deals, and the broken promises.

    Second, we’re developing new policies and ideas—solutions for the challenges of tomorrow, not just complaints about yesterday.

    We’ll be rolling out some new policies in the second half of this year, and I want to thank every one of you who’s contributed ideas, shared feedback, and taken part in the regional conferences and last year’s Annual Conference.

    This is the most collaborative and future-focused Labour opposition in a very long time.

    And third, we’re rebuilding our movement. We’ve made enormous progress already—but the job isn’t done.

    We need to keep going to where people are. Talking with them, not at them. Listening, not lecturing.

    The intellectual game “Puzzles of the state and municipal service” took place within the walls of the Corporate University of the Government of the Novosibirsk Region. The game was held for the fifth time and gathered a record number of participants and universities, including: SIU RANEPA, NSUEM, NSAU, SUSPS, NUIL (f) TSU, SibUPK, NSU, SSUGIT and NSPU.

    Eleven teams of talented students competed in a tense battle for the title of the best, striving to prove themselves and win.

    — We quickly decided to participate because this year our entire team will be applying, some for master’s degree, and some for postgraduate studies. We all needed achievements. We also liked the format — we decided to try ourselves in this. In addition, all team members are interested in public service, since we are lawyers, — said Yusub Ozmanyan, the team captain.

    The game participants were asked a variety of questions covering key aspects of the activities of state and municipal employees. The questions concerned the structure and functions of government bodies, historical aspects of state development and the specifics of local self-government.

    The Quiz “Puzzles of the State and Municipal Service” included three rounds: the first – “Quiz”, the second – “Own Game”, the third – “True or False”. In the “Quiz” round, all teams had to answer 10 questions in a row. In the “Own Game” round, each team independently chose the category and difficulty of the question, answering one after the other in turn. In the final round “True or False”, one representative from each team participated, who answered 5 questions in a row one after the other.

    – We prepared very carefully, besides, we have been studying in for many years Institute of Philosophy and Law of NSU, so the base is serious. The third round was the most exciting, because only one participant from the team answered. We were confident in it, but worried. In the end, Danila Isaev did an excellent job! We were very happy to win, because initially we came only for the first place! Everything went great, we are satisfied and happy, – Yusub shared his emotions.

    At the end of the game, the places between the teams were distributed as follows:

    1st place – NSU team “ResPublica” (consisting of: Yusub Ozmanyan, Vladislav Cherenkov, Vitaly Kamorny, Denis Kostornov, Danila Isaev);

    2nd place – the team “Law Faculty” of NSUEM;

    3rd place – the team “Managers” of SSUPS.

    The Venezuela TPS Act of 2025 would protect over half a million Venezuelan nationals who currently hold protected status

    WASHINGTON, D.C. — Today, Florida Reps. Darren Soto (D-FL-09), María Elvira Salazar (R-FL-27), and Debbie Wasserman Schultz (D-FL-25) introduced the bipartisan Venezuela TPS Act of 2025, legislation designating Venezuela for Temporary Protected Status. This comes after U.S. Secretary of Homeland Security Kristi Noem announced the termination of Venezuela’s TPS extension by the Biden Administration, affecting more than half a million Venezuelans who currently hold protected status. 

    “We are concerned by the Trump Administration’s actions to strip Venezuelans of Temporary Protected Status, parole, and other critical protections during a time of major instability in their country. In Central Florida, thousands of Venezuelans have fled political violence and joined family members already living in the United States, contributing to our economy, and working hard to help our community grow,” said Congressman Darren Soto. “It is insulting to turn our backs on this group.     The Venezuela TPS Act of 2025 automatically designates Venezuela for TPS for an initial period of 18 months, with the option of renewal. Under TPS, Venezuelans would be shielded from deportation and granted work authorization, allowing individuals to pay taxes and contribute to their communities. The Act also provides for individuals to travel abroad for emergencies and extenuating circumstances.

    Political instability, endemic corruption, and repression under Nicolás Maduro’s authoritarian regime has led to massive food and medicine shortages, with millions living in poverty and suffering from food insecurity. Venezuela’s economy has contracted by more than 80% since 2014, which is more than twice the magnitude of the Great Depression in the United States. Due to the ongoing crisis in Venezuela, Venezuelans have consistently been the leading nationality requesting asylum in the United States since 2016. As of June 2023, United Nations agencies believe that over 7.3 million Venezuelans have fled the country, many of whom have resettled in neighboring countries like Colombia and Brazil. 

    Venezuelan nationals will be eligible for TPS if they: 

    ·    Have been continuously physically present in the United States since the date of the bill’s enactment;

    ·    Are admissible to the United States; and

    ·    Register for TPS in a manner established by the U.S. Secretary of Homeland Security.

    The bill, which passed the House of Representatives with strong bipartisan support in the 116th and 117th Congresses, and introduced in the 118th Congress, updates the H-2A agricultural guest worker program and is a compromise solution that provides needed stability for farms and farmworkers.

    The bill was negotiated over eight months in 2019 with input from farmers, agricultural stakeholders, labor organizations, and farmworker advocates. Since its passage, a bipartisan coalition of Members has continually been working to move the bill through the legislative process. 

    Why? Because farmers and ranchers across the United States are in desperate need of a high-quality, reliable workforce, farmworkers need a stable future, and the current H-2A guestworker program needs meaningful, bipartisan reform.

Andrea Salinas (OR-06), the daughter of a former farmworker and a leader in the Congressional Hispanic Caucus, along with U.S. Senators Alex Padilla (D-CA) and Michael Bennet (D-CO), reintroduced the Disaster Relief for Farm Workers Act. This legislation would provide compensation for farmworkers who lose out on wages due to extreme weather, public health emergencies, and other disasters beyond their control.     “When extreme weather occurs, farmworkers across our country continue to feed the nation. And yet, these essential workers and their families face great uncertainty when unexpected disasters harm their communities and livelihood. For example, hundreds of farmworkers in my congressional district faced displacement and lost wages after severe flooding devastated the Pajaro community in early 2023. We owe them – and all farmworkers – more. The Disaster Relief for Farm Workers Act ensures America’s indispensable farmworkers can receive disaster relief funding they need and have earned,” said Rep. Lofgren.

    Oregon is home to over 100,000 farmworkers, many of whom live and work in the Willamette Valley and power the state’s $42 billion agriculture economy. Yet despite their importance to our food systems, the average farmworker family in Oregon earns less than $25,000 per year. Ninety-six percent reported living in overcrowded housing and about thirty percent are living below the poverty line. When farmworkers cannot work due to extreme weather or other unexpected disasters, they can lose wages and even their jobs—pushing them deeper into housing and food insecurity.

    The Disaster Relief for Farm Workers Act would address this problem by providing direct relief funding for farmworkers. Specifically, this bill would:

    • Make grants available to eligible farmworker organizations to provide emergency relief to farm workers affected by a disaster.
    • Ensure USDA develops and executes a promotional plan prior to and throughout the distribution of the relief grants to increase awareness of the assistance available.
    • Require USDA to work with eligible farmworker organizations.
    • Provide definitions for a covered disaster, eligible farmworker organization, and migrant or seasonal farmworker.
    • Amend Section 2281 of the Food, Agriculture, Conservation, and Trade Act of 1990 to allow for emergency assistance for farmworkers.

    Pakistan’s economy has long ceased to be a level playing field. While democratic institutions, civilian enterprises, and private sector innovation struggle to survive under chronic political instability and fiscal mismanagement, one institution not only survives but thrives i.e. the Pakistani Army. Far from being merely a military force, the army has built an unrivalled corporate empire that operates through a vast network of foundations, front companies, and patronage networks. This economic leviathan has embedded itself across vital sectors including real estate, banking, agribusiness, manufacturing, media, and logistics. Its control is not informal it is institutional, legalized through special exemptions, military-backed land ordinances, and bureaucratic dominance. As a result, the military runs a parallel economy that undermines competition, distorts public policy, and undermines democracy.

    The cornerstone of the Pakistan Army’s corporate empire lies in its foundations i.e. semi-governmental yet commercially active entities that were originally set up for the welfare of ex-servicemen but have since evolved into sprawling conglomerates. Ostensibly a charitable trust, Fauji operates over three dozen subsidiaries including Fauji Fertilizer Company (FFC), Fauji Cement Company Limited (FCCL), Fauji Oil Terminal & Distribution Company (FOTCO), and Askari Bank. FFC alone is one of Pakistan’s largest fertilizer producers, consistently generating billions in revenue and dividends, a significant portion of which goes back to the army. Askari Bank, likewise, operates under military supervision, with its board stacked with retired generals, and acts as a key financial vehicle for other military-affiliated ventures.

    Another major player is the Army Welfare Trust (AWT), which controls more than 25 commercial enterprises. These range from AWT Investments and Askari General Insurance to sugar mills, textiles, trucking, and aviation services. In real estate, the Army’s footprint is massive. Through the Defence Housing Authority (DHA), the military has become the largest land developer in Pakistan, with projects in cities like Lahore, Islamabad, Karachi, Multan, Gujranwala, and Bahawalpur. DHA projects often involve coercive land acquisition, where civilian and minority-owned lands are seized under the pretext of national security or public interest, only to be converted into luxury gated communities for serving and retired officers.

    The Pakistan Air Force operates the Shaheen Foundation, which manages diverse assets including FM radio stations, construction companies like Shaheen Builders, travel agencies, and educational institutions. The Pakistan Navy runs the Bahria Foundation, whose holdings include Bahria Maritime Services, Bahria University, and port-related logistics. Together, these four military foundations operate over 100 subsidiaries spanning dozens of industries, including grain storage, packaging, medical services, cement, and even advertising.

    Despite being commercial entities, these businesses are shielded from competition and financial scrutiny. They enjoy tax exemptions, priority access to government contracts, and the use of military logistics and infrastructure. Their dominance pushes out private enterprises and distorts the market. Civilian regulators often headed by retired officers fail to hold them accountable. Moreover, much of the income generated is not reinvested into national development but siphoned off for the elite military class. The benefits of these ventures rarely trickle down to the rank-and-file soldiers, let alone the public. Instead, they create a closed-loop economy where military officers retire into boardrooms and continue to wield economic and political influence.

    This commercial empire also acts as a platform for political control. The military uses its economic levers to shape media narratives, buy influence in the judiciary, and co-opt politicians. Media groups like the Nawa-i-Waqt Group and Bol News have faced closure or harassment when deviating from military narratives, while ISPR the army’s media wing actively funds propaganda campaigns and online troll armies. Business leaders who fund opposition parties are often subjected to National Accountability Bureau (NAB) probes, tax audits, or asset seizures. Through these tactics, the military consolidates not just wealth but unchallenged authority.

    However, the most dangerous and opaque part of the army’s economic footprint lies in its integration with Pakistan’s narco-terror complex. From the days of the Soviet-Afghan war, when the ISI (Inter-Services Intelligence) under General Akhtar Abdur Rahman facilitated heroin production and smuggling to fund covert Mujahideen operations, the army’s involvement in narcotics has grown into a transnational pipeline. Opium grown in Afghanistan is processed in makeshift labs across Balochistan and Khyber Pakhtunkhwa, then transported via Balochistan’s Makran coast and Karachi ports. The logistics for these movements are often handled through military-controlled transport units, particularly those attached to the National Logistics Cell (NLC), which has long enjoyed immunity from customs inspections.

    Key individuals who are linked to this drug-financed ecosystem include former ISI chiefs like Hamid Gul and Shuja Pasha, both of whom oversaw extensive intelligence operations involving militant financing during their tenures. The Haqqani Network, long a proxy of the ISI, operated with impunity across the Af-Pak region and controlled smuggling routes for both arms and drugs. Lashkar-e-Taiba (LeT), Jamaat-ud-Dawa (JuD), and Jaish-e-Mohammed (JeM) have all received funding via hawala channels sourced from narco-trafficking and arms sales. The proceeds are laundered through front charities such as the Falah-e-Insaniat Foundation (FIF) and ostensibly other organisational fronts registered in Gulf states.

    In recent years, the growing convergence between Pakistan’s military and drug cartels operating in the Middle East, particularly in UAE and Oman, has given rise to a “military-narco-intelligence” axis. Front companies tied to retired army officials like Lt. Gen. Javed Nasir (former ISI chief) and certain members of the notorious business family have been implicated in narcotics laundering investigations across the Gulf and UK. The black money generated through this system is used to fund proxy wars in Jammu & Kashmir, Afghanistan, and increasingly Africa, where Pakistani mercenaries are now known to operate in conjunction with both Chinese and Turkish military logistics.

    The arms trade is another critical node in this network. Pakistan Ordnance Factories (POF), based in Wah Cantt, manufactures everything from bullets and grenades to mortars and automatic rifles. While officially intended for the Pakistani military, these arms often find their way into conflict zones. Documented recoveries of POF-manufactured arms in India’s Jammu & Kashmir state, Syria, Libya, and Nigeria underscore how the ISI uses weapon flows to back proxy forces. Smuggling routes operate across the Durand Line, Baluchistan’s desert terrain, and even through diplomatic pouches. Pakistani naval assets, particularly cargo shipments flagged through Bahria Maritime Services, have been used for covert arms transfers. Intelligence intercepts in East Africa and the Persian Gulf have pointed to Pakistani arms deliveries to Hamas and Hezbollah intermediaries.

    Pakistan’s terror infrastructure is essentially sustained through this fusion of narco profits, arms trade, and ideological training. Groups like Tehrik-i-Taliban Pakistan (TTP), LeT, and JeM have training facilities, safehouses, and logistical support provided by elements within the army or the ISI. Interrogations of captured operatives have repeatedly revealed training stints at army-run camps in Muridke, Bahawalpur, and Muzaffarabad. These groups serve multiple functions, they destabilize India, threaten Afghanistan, and help maintain chaos that justifies international military aid. Even China, despite its Balochistan investments, has turned a blind eye to this nexus, so long as its economic interests remain protected.

    The role of state-affiliated institutions in laundering terror funds further reinforces the military’s omnipotence. The Habib Bank scandal in the United States, where the Pakistani bank was fined for facilitating transactions linked to terrorism, was just the tip of the iceberg. Banks like Askari Bank and Summit Bank, both closely tied to military interests, have come under scrutiny for suspicious transactions involving Gulf donors and shell companies. In Karachi, businessmen with ties to the MQM and ISI have also been accused of channelling narcotics profits into real estate and construction firms.

    The political consequences of this militarized economy are immense. Civilian governments, lacking control over the purse or arms, are reduced to caretakers. Parliament has little say over defence budgeting. The judiciary, itself often filled with pro-military judges or intimidated through surveillance, rarely challenges army operations. In 2022, the controversial removal of Prime Minister Imran Khan initially backed and later discarded by the military illustrated how no political leader is safe from Rawalpindi’s coercive power once they deviate from script. Khan’s campaign to expose army interference led to mass arrests, internet blackouts, and an orchestrated crackdown, executed with both police and ISI coordination.

    The Pakistani military’s role as an agent of regional chaos has long been subsidized by foreign powers seeking to use it as a counterweight to India’s rise. The United States alone has funnelled over $33 billion in military and economic aid to Pakistan since 2001, including $14.5 billion in Coalition Support Funds, much of which empowered the ISI’s proxy terror infrastructure rather than dismantling it. Simultaneously, the IMF has approved 23 bailout programs, the latest being a $1.02 billion package on 9th May 2025, effectively rescuing a bankrupt regime without civilian accountability. China, under the $62 billion CPEC initiative, has fortified its alliance with Pakistan’s military, funding dual-use infrastructure while arming it with drones, radar systems, and port access.

    Turkey, too, has become a critical enabler exporting Bayraktar drones, expanding joint training, and backing Islamist networks aligned with Pakistani interests. Following India’s recent precision strikes on Pakistani airbases, including key terror installations in Muridke and Bahawalpur, these powers have grown visibly uneasy, fearing that India’s assertiveness could dismantle the utility of Pakistan as a destabilizing tool. Their aid, veiled as strategic cooperation, in reality props up a militarized state whose primary export is instability used not only to bleed India but also to disrupt the emergence of a multipolar Asia where India could assert sovereignty independent of Western or Chinese-led frameworks i.e. G2 Consensus.

    NEW YORK, May 16 (Xinhua) — International rating agency Moody’s on Friday downgraded the United States’ credit rating to Aa1 from Aaa, citing rising government debt and interest rate ratios.

    The agency also changed the outlook on the US sovereign rating from negative to stable.

    “This one-notch downgrade on our 21-notch rating scale reflects the increase over more than a decade in government debt and interest-payout ratios to levels well above similar sovereign ratings,” Moody’s said in a press release.

    WASHINGTON, D.C. — On Monday morning, the Department of Homeland Security announced that in one month it will terminate Temporary Protected Status (TPS) for Afghanistan, effectively abandoning life-saving protections for over 11,000 Afghans who fled Taliban persecution after supporting U.S. military engagement in the region.  

    In response to the Trump Administration’s decision to betray our Afghan allies, Congresswoman Betty McCollum, Ranking Member of the House Appropriations Subcommittee on Defense, issued the following statement:

    “Our Afghan allies risked everything, including their own lives and the safety of their families, to keep American troops and diplomats out of harm’s way during the war in Afghanistan.

    “President Trump’s decision to end TPS for these American allies is an appalling betrayal of their service and assistance to our nation. When they return home, they may face the wrath of a Taliban government that regularly facilitates the assassination, arbitrary arrest, and human rights abuses of those they view as dissidents.

    “This decision doesn’t just harm our Afghan allies; it fundamentally undermines American trust around the world.”
