    Lieutenant Governor Sylvia Luke Announces State of Hawaiʻi Apostille Application Now Available in 12 Languages

    HONOLULU — Effective May 15, 2025, the State of Hawaiʻi Apostille and Certification Application, administered by the Office of the Lieutenant Governor, is now available in 12 languages, in addition to English.

    Nearly one in four Hawaiʻi residents speaks a language other than English at home. This update reflects the state’s commitment to linguistic diversity and inclusion in public services.

    Lieutenant Governor Sylvia Luke led the development of the translated application as part of the office’s ongoing commitment to improving language access and modernizing state services.

    “Hawaiʻi is one of the most linguistically diverse states in the country, and government services must reflect that,” said Lt. Governor Luke. “Expanding access to the apostille application in 12 languages ensures that more residents, regardless of the language they speak, can navigate this process with clarity and confidence.”

    Under Hawaiʻi law, the Lieutenant Governor issues apostilles and certifications for official documents used abroad, including birth certificates, marriage licenses, and notarized documents. With about 9,000 applications processed annually, expanded language access marks a significant step toward more equitable and inclusive government services.

    The effort aligns with the mission of the state’s Department of Health Office of Language Access (OLA), which works to address the needs of limited English proficient (LEP) individuals.

    “Nineteen years ago, Hawaiʻi became the first state in the nation to pass a comprehensive language access law to affirmatively address the needs of members of our community with limited English proficiency,” said May Mizuno, executive director of the Office of Language Access. “It is vitally important that every person with limited English proficiency has meaningful access to state services, no matter what language they speak. The Office of Language Access will continue to work collaboratively with all state agencies to ensure that state services are truly accessible to everyone in our state.”

    Sacramento, California — Governor Gavin Newsom today condemned U.S. Health and Human Services Secretary Robert F. Kennedy Jr. for calling on the Federal Drug Administration (FDA) to conduct a “complete review” of mifepristone — the safe, effective, and FDA-approved abortion medication used in more than 60% of abortions nationwide.

    RFK Jr.’s request is based not on new scientific data, but bogus political “research” from a conservative organization, the Ethics & Public Policy Center — a group with a long history of opposing reproductive rights. Mifepristone has been FDA-approved since 2000 and has a well-established safety record backed by over two decades of use and clinical data.

    “This is yet another attack on women’s reproductive freedom and scientifically-reviewed health care from an HHS Secretary who just yesterday said in a Senate hearing: ‘I don’t think people should be taking medical advice from me.’ California will continue to protect every person’s right to make their own medical decisions and help ensure that Mifepristone is available to those who need it.”

    Newsom actions to protect abortion access

    In the years since the Dobbs decision, California has stepped up to lead the way in protecting access to reproductive freedom for people in California and for those who travel to California to access this essential health care:

    • May 2025: The 2025-2026 May Revision proposes expanding the authority of CalRx to purchase brand-name drugs. This change gives the state more tools to respond to supply chain disruptions, market manipulation, or politically motivated restrictions that could threaten access to essential medications — including medication abortion.
    • May 2024: Governor Newsom signed SB 233 with the Legislative Women’s Caucus to allow Arizona abortion providers to temporarily provide abortion care to patients from Arizona who travel to California for care following the Arizona Supreme Court’s ruling to reimpose a regressive 1864 law imposing a near-total abortion ban in their state. 
    • January 2024: The Reproductive Freedom Alliance, led by Governor Newsom, filed an amicus curiae brief with the U.S. Supreme Court in the case of Food and Drug Administration, et al., v. Alliance for Hippocratic Medicine, arguing that, if the Court allowed the Fifth Circuit’s decision rejecting FDA’s approval of mifepristone to stand, it would undermine Governors’ ability to provide adequate healthcare services and would have far-reaching implications beyond reproductive healthcare. The Supreme Court sided with the FDA in June 2024.
    • May 2023: First Partner Siebel Newsom spoke with the California Legislative Women’s Caucus about the State’s efforts to protect reproductive freedom.
    • April 2023: Governor Newsom procured an emergency stockpile of Misoprostol, a safe and effective medication abortion drug, as legal challenges continue to move through the courts in an attempt to block Mifepristone.
    • March 2023: Governor Newsom joined 13 other Governors in calling on major pharmacies to clarify plans for dispensing Mifepristone and other actions they plan to take to safeguard access to reproductive health care drugs.

      • Governor Newsom launched Abortion.CA.Gov to ensure people across California, and the country, can access essential information regarding reproductive health care, including resources available to support access to care.
      • Governor Newsom, working with the Legislature, ensured California passed the largest reproductive freedom bill package in state history, building firewalls around California as a reproductive freedom state.
    • June 2022, Governor Newsom:
      • Signed legislation to help protect patients and providers in California against radical attempts by other states to extend their anti-abortion laws into California, on the same day Roe v. Wade was overturned.
      • Invested over $200 million in reproductive health care. A large amount of these funds have already been disbursed for a variety of community efforts to maintain and increase reproductive health care services.
      • Issued an Executive Order protecting all state-held data and information from being used by out-of-state anti-abortion groups to target providers and patients.

    Joined the Governors of Oregon and Washington to launch a new Multi-State Commitment to defend access to reproductive health care and protect patients and providers.

  • MIL-OSI NGOs: Syria: New government must prioritize justice and truth measures to prevent further abuse

    Syria’s new government must take immediate, concrete steps towards justice, truth and reparation that address the country’s devastating legacy of abuses and urgently undertake human rights-based reform to prevent further violations, said Amnesty International today.

    Between 2011 and 2024, Amnesty International documented widespread crimes under international law, including war crimes and crimes against humanity and gross human rights violations, committed by President Bashar al-Assad’s government. The organization also documented serious crimes committed by government allies, including Russia, as well as by armed groups opposing the government and their ally Turkiye, and the Kurdish-led de facto authorities and their allies.

    The new transitional government, led by President Ahmad al-Sharaa and formed on 29 March 2025, has a crucial opportunity to break with the past and ensure non-repetition of these atrocities. Amnesty International has today outlined the priority  steps that the authorities should take to achieve this and to comply with Syria’s obligations under international law. On 14 April 2025, Amnesty International sent the recommendations to the Syrian authorities, requesting answers to a series of questions and updates on the authorities’ plans, but did not receive a response so far.

    “To ensure a break with the past, the Syrian government must uphold the rights to truth, justice and reparation for all people in Syria. The authorities have publicly committed to taking justice demands seriously, and key to keeping this promise will be ensuring the meaningful participation of survivors, victims and Syrian civil society organizations throughout the process, as well as maximum transparency,” said Kristine Beckerle, Amnesty International’s Deputy Director for the Middle East and North Africa.

    “The challenges facing Syria are immense, but ensuring accountability for crimes committed by all warring parties, providing reparation to victims and their families, many of whom are still suffering the pain of disappeared and missing relatives, implementing human rights-based reforms to Syria’s criminal justice and security sectors, and ensuring the families of the disappeared know the truth of what happened to their loved ones are foundational to building a new, more just Syria,”

    “It is crucial for the authorities to rebuild trust between the people in Syria and the state.  Delaying justice will only heighten the risk of further bloodshed such as the recent mass killing of Alawite civilians in the coastal areas of Syria. X It is essential that the authorities, without any delay, ensure that all those suspected of criminal responsibility for crimes against humanity, war crimes, torture and enforced disappearance are brought to justice in fair trials before ordinary civilian courts, in accordance with international law.”

    For decades, the former government systematically arrested and disappeared activists and human rights defenders, oppressed local human rights organizations and denied international human rights organizations access to the country. The new authorities have pledged a new approach; it is crucial that they allow Syrian and international organizations to work without interference, consult with Syrian civil society, and grant unfettered access for local and international organizations.

    The authorities are grappling with major economic challenges resulting from a decade-long conflict, compounded by international sanctions and the widespread destruction of infrastructure. The international community must support the Syrian people in their pursuit of truth, justice and reparation, and building a more just future after years of suffering.

    While many countries continue to support critical justice efforts for Syria, others have added to its challenges. The United States haphazardly cut foreign funding to those providing crucial humanitarian aid and doing critical human rights work in Syria in early 2025. Since former government’s fall, Turkiye and Israel have also carried out air strikes, killing and wounding civilians and damaging civilian infrastructure.

    Provide justice, truth and reparation

    One of the most urgent issues in Syria today is justice for victims of mass enforced disappearances. After the fall of the Assad government on 8 December 2024, tens of thousands of families hoped their missing loved ones would be released. Instead, nearly none re-emerged; many seemingly vanished.

    While the government announced a National High Commission for Missing Persons on 27 February 2025, representatives of family associations of the disappeared and missing told Amnesty International they had not been consulted on the formation of the body and how it would function and have seen no tangible progress five months after the Assad government’s collapse. The new government must immediately rectify this by ensuring full, meaningful inclusion of victims and their representatives in shaping the Commission’s mandate, operational framework, and oversight mechanisms.

    Article 49 of the Constitutional Declaration, adopted on 13 March 2025, establishes a Transitional Justice Commission, tasked with adopting “victim-centred mechanisms…to determine accountability mechanisms, the right to know the truth, and justice for victims and survivors in addition to honouring martyrs”.  Effective truth, justice and reparation processes must be based on nationwide consultations with Syrians, particularly survivors and victims.

    The government must also create reparation programmes informed by survivors and victims’ families that deliver comprehensive remedies that acknowledge victims’ suffering and help rebuild lives. The Syrian government should also seek reparations from states such as Russia, Türkiye and the US, and other actors, including businesses, that are responsible for human rights violations.

    Undertaking human rights-based reforms

    For over a decade prior to the former government’s fall, Amnesty International documented systemic violations, including arbitrary arrest, torture, and enforced disappearances, committed by former law enforcement officers and intelligence services, and within the prison system. In addition, the organization has documented abduction, torture and summary killings by former non-state armed groups, some now integrated into the ministry of defence and ministry of interior.

    As an immediate priority, and to prevent a repeat of violations and cycles of violence, Syrian authorities must ensure rigorous vetting of all government officials, military leaders, and other appointed figures suspected of criminal responsibility, including post-Assad crimes – such as the massacres of Alawite civilians on the coast. Amnesty International documented unlawful killings, including deliberate targeting of civilians from the Alawite minority, which must be investigated as war crimes, on Syria’s coast in March 2025. Syria’s new authorities have taken an important first step toward investigating the killings by establishing a dedicated fact-finding committee. How they proceed will serve as an important signal and a key precedent.

    Reform should also involve repealing laws that are not compliant with international law and enacting legislation that safeguards the human rights of all people, including their rights to a fair trial, truth, justice and reparation; freedom from torture and disappearance, equality and non-discrimination, including in the context of the rights to housing and property.     “The number of people affected by armed conflict, including those reported missing in this context has only continued to increase,” said Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific.

    Briefing the Security Council today (May 15), Khaled Khiari said that in 2024 alone, the International Committee of the Red Cross (ICRC) registered 56,000 new cases of missing persons. “There is no comprehensive figure for those missing in conflict, but we know enough that the situation is dire,” he said.

    Khiari welcomed the recent release of Edan Alexander, an American-Israeli national previously held hostage in Gaza, calling it “a source of hope.” He added, “I echo the Secretary-General’s words of profound relief that Mr. Alexander was able to return to his family and loved ones after this harrowing ordeal. However, many more remain missing. An estimated 58 Israeli hostages, 35 of them presumed dead, still remain unaccounted for in Gaza.”
    He also voiced concern over the situation of Palestinians detained by Israeli authorities since October 2023, noting that many of them “remain unaccounted for.”

    On Ukraine, Khiari reported that following Russia’s full-scale invasion in 2022, large numbers of civilians in Russian-occupied territories have been detained, with some held incommunicado. “According to OHCHR, some of these cases may amount to enforced disappearances,” he said. “An unspecified number of Ukrainian civilians, including Ukrainian children, have also been reportedly transferred to the Russian Federation.”

    Sung Eui Lee, Chief Director of the Korean War Abductees’ Family Union (KWAFU), said, “Family is one of the most fundamental values for human beings made to be together, and the abduction, a crime of enforced disappearance is a serious crime against humanity that produces ongoing tragedy.”

    Ruby Chen, father of hostage Itay Chen, said, “What kind of human beings take deceased people and use them as negotiation chips? Who denies the deceased the last basic human dignity that they deserve?” He described the withholding of information about his son as “a form of slow and enduring psychological torture.”

    Russia’s Deputy Permanent Representative Maria Zabolotskaya said, “Even such an important matter as the search for missing persons is being used as a means of political pressure.” She added, “This approach is counterproductive and leads to the degradation of humanitarian cooperation.”

    Israeli Ambassador Danny Danon said, “So many in this Council, so many righteous nations, have said next to nothing. There are currently 58 hostages being held in Gaza, some alive, some murdered. All denied the rights. All denied access. All denied the dignity that should never be in question.”

  • MIL-OSI United Nations: Cities Unite for Data-Driven Urban Resilience: UNDRR & WCCD Host Workshops in Vaughan, Canada, and Ajman, United Arab Emirates

    Cities around the world have a tremendous opportunity to enhance their urban resilience by leveraging standardized, reliable data. Such data is crucial for evidence-based, needs-driven planning and for attracting investment in disaster risk reduction and sustainable development. By utilizing consistent and verifiable data, cities can present compelling cases to investors, securing the necessary funding for critical infrastructure projects. This approach not only improves immediate disaster preparedness but also supports long-term urban planning and sustainability efforts.

    Recognizing this potential, the United Nations Office for Disaster Risk Reduction (UNDRR) and World Council on City Data (WCCD) jointly hosted workshops in Vaughan, Canada, and Ajman, United Arab Emirates. The central theme, “Data for Resilient Cities,” emphasized the importance of standardized, third-party verified city data in fostering collaboration between local governments and the financial sector. This data is essential for strategic planning and mitigating risks through resilient infrastructure investments.

    The workshops, held on 24-25 April in Vaughan welcomed cities primarily from the Americas and Europe—including Toronto, Vaughan, Mississauga, the Regional Municipality of York (Canada), Reykjavik (Iceland), Montevideo (Uruguay), Buenos Aires (Argentina), and Montego Bay (Jamaica)— while the Ajman session on 6-7 May convened participants from Africa, the Middle East, and Asia, including Al Madinah (Saudi Arabia), Makati City (Philippines), Windhoek (Namibia), Kisumu (Kenya), Minna (Nigeria), Banjul (The Gambia), Ajman (UAE), and Doha (Qatar). These cities engaged in fruitful exchanges of experience on the use of data, ISO certification, and urban resilience strategies and planning—demonstrating the power of peer learning and global cooperation in advancing resilient urban development.

    Participants were introduced to ISO 37123—Indicators for Resilient Cities and ISO 37125—Environmental, Social, and Governance (ESG) for Cities. These standards provide a robust framework for cities to align their resilience planning with private sector financing, ensuring informed investment decisions based on reliable ESG metrics.

    Hosted by Vaughan and Ajman—the world first ISO37123 certified cities, the workshops focused on two main areas: strategic planning and resilience data, and financing resilient infrastructure. The session highlighted the importance of data in the implementation of ISO 37123, emphasizing the role of certified resilience data in risk reduction planning, disaster recovery, and urban governance. Peer-to-peer exchanges allowed cities to share lessons learned and discuss resilience challenges and solutions. Additionally, the introduction of ISO 37125 explored how ESG metrics can unlock capital markets. Sustainable finance leaders engaged in discussions on the role of certified city data in supporting municipal bonds, green bonds, and other sustainable investment vehicles.

    Participants left the workshops with a comprehensive understanding of how ISO-certified data can be applied to strengthen disaster risk reduction and capital planning, and how data insights help align local resilience goals with global finance frameworks.

    These workshops were part of the UN-led Making Cities Resilient 2030 (MCR2030) initiative and support the Sendai Framework for Disaster Risk Reduction and UN Sustainable Development Goals. They mark pivotal moments where cities and the financial sector unite around standardized, verified data to drive resilient investment.

    MCR2030 is a United Nations-led global partnership that has mobilized more than 1,800 local governments from 93 countries and territories, representing 597 million people, committed to strengthening their disaster and climate resilience.  The workshops highlighted the role of MCR2030 Core Partners —UNDRR and WCCD—in leveraging the technical expertise and global networks of both organizations to guide cities in applying standardized data for risk-informed planning, investment, and governance. The events also underscored the importance of city-to-city learning and exchange in fostering collaboration and network among cities on disaster risk reduction and climate resilience.

  • MIL-OSI United Nations: Caribbean education Ministers reaffirm commitment to safer and more resilient schools

    Ministers of Education and regional stakeholders gathered this week in Saint Lucia for the Fourth Caribbean Ministerial Forum on School Safety, reaffirming their commitment to the Caribbean Safe School Initiative (CSSI) and sharing concrete actions to ensure safer learning environments in the face of escalating climate and disaster risks.

    Convened under the theme “Increased collaboration and action for school safety in the Caribbean”, the Forum brought together CSSI signatory countries along with education and disaster risk experts, youth delegates, and representatives from the private sector, civil society, and international partners.  

    The event was hosted by the Government of Saint Lucia through the Ministry of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training, in collaboration with the Ministry of Education, Culture, Youth and Sport of Sint Maarten; the Caribbean Disaster Emergency Management Agency (CDEMA); the United Nations Office for Disaster Risk Reduction (UNDRR); the United Nations Children’s Fund (UNICEF); and the United Nations Educational, Scientific and Cultural Organization (UNESCO), with support from the European Civil Protection and Humanitarian Aid Operations (DG ECHO).

    Building on the momentum of the Third Ministerial Forum and the Sint Maarten Declaration, the encounter offered a space for dialogue, learning and decision-making among high-level stakeholders to accelerate implementation of the Caribbean Regional Roadmap on School Safety.

    The Forum also reinforced CSSI’s growing impact across the region. Since its launch in 2017, the initiative has supported the development of national school safety policies in over 75% of signatory countries, enhanced risk-informed infrastructure planning, trained thousands of education professionals in emergency preparedness, and expanded youth participation in school safety governance.

    Over two days, participants assessed the current state of school safety across the region, discussed the integration of early warning systems into the education sector, and exchanged good practices to build resilient school infrastructure and tackle violence in and around schools. The Forum also featured the presentation of a new CSSI monitoring tool and the outcomes of a regional monitoring exercise conducted in April 2025.

    Ministers agreed on a series of concrete outcomes to advance the Caribbean Safe School Initiative. These include the formalization of the CSSI Coordination Committee. These include the formalization of the CSSI Coordination Committee; the integration of this body into the Safe School Working Group with defined terms of reference; and regular coordination through quarterly virtual meetings. Countries committed to annual national reporting using the CSSI Monitoring Tool, with the first round of submissions expected within two months of the Forum. The next Ministerial Forum will be held by 2028, with interim virtual meetings to assess progress. Focal point meetings will take place twice per year, and Ministries of Education will explore institutionalizing school safety allocations within national budgets. Finally, Ministers agreed to update the Regional Roadmap for School Safety ahead of the fifth Ministerial Forum and to support continued advocacy through an annual Caribbean School Safety Week and youth-led initiatives.

    These outcomes will directly inform the upcoming Safe Schools Ministerial Round Table at the Global Platform for Disaster Risk Reduction 2025, where Caribbean leadership and lessons will be showcased on the global stage.

    As part of the programme, youth delegates presented a series of recommendations from the parallel Youth Forum, calling for greater inclusion in risk governance and education planning.

    Executive Director of CDEMA, Elizabeth Riley, explained that significant investment has been made over years to implement and scale the CSSI, adding that it contributes significantly to the agency’s Comprehensive Disaster Management strategy. “This 4th Ministerial Forum presents an important opportunity—not just to reflect on our accomplishments, but to deepen our resolve and accelerate progress.     By promoting cooperation across ministries, national disaster management agencies, and youth networks, the Forum emphasized that the safety and continuity of education must be prioritized in policy, planning, and investment.

    Prime Minister Narendra Modi chaired a high-level meeting on Thursday to review the progress of the fisheries sector, with a focus on fishing in the Exclusive Economic Zone(EEZ) and high seas.

    In the meeting, PM Modi emphasized the extensive use of satellite technology to harness better use of fish resources and provide safety instructions to fishermen, modernization through smart harbours and markets, use of drones in transportation and marketing of the catch, and improvements in processing and packaging of the produce.

    PM Modi said that, similar to agro tech in the agriculture sector, adoption of fish tech in the fisheries sector should be enhanced for improving the production, processing, and marketing practices.

    He suggested the usage of seaweeds for fuel purposes, as nutritional inputs in pharmaceuticals and other sectors, and fisheries production in Amrit Sarovars to improve the livelihoods of the fishermen. PM Modi said that ornamental fisheries also need to be promoted along with a strategy to serve the needs of landlocked areas, where there is high demand for fish but not enough supply.

    He suggested undertaking capacity building of fishermen in modern fishing practices, and maintenance of a negative list of items that hinder the growth of the sector. Facilitation of investments from the private sector was also discussed in the meeting.

    Since 2015, the government has stepped-up investment to Rs. 38,572 crore through various Central schemes and programs – namely Blue Revolution Scheme, Fisheries and Aquaculture Infrastructure Development Fund (FIDF), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Matsya Samridhi Sah Yojana (PM-MKSSY) and Kisan Credit Card (KCC). India has registered an annual fish production of 195 lakh tons in 2024-25 with a sectoral growth rate of more than 9%.

  • MIL-OSI Global: A trial is testing ways to enforce Australia’s under-16s social media ban. But the tech is flawed

    Australia’s move to ban under-16s from social media is receiving widespread praise. Other countries, including the United Kingdom, Ireland, Singapore and Japan, are also now reportedly considering similar moves.

    The ban was legislated in November 2024 and is due to take effect in December 2025. The law says social media platforms can’t use official IDs such as passports to check Australian users’ ages, and shouldn’t track Australians. But it doesn’t specify the alternative.

    To test alternative methods, the federal government commissioned a trial of currently available technologies designed to “assure” people’s age online. Run by the Age Check Certification Scheme, a UK-based company specialising in testing and certifying identity verification systems, the trial is in its final stages. Results are expected at the end of June.

    So what are the technologies being trialled? Are they likely to work? And how might they – and the social media ban itself – alter the relationship all of us have with our dominant forms of digital communication?

    Dead ends for age verification

    Age verification confirms a person’s exact age using verified sources such as government-issued IDs. Age assurance is a broader term. It can include estimation techniques such as analysing faces or metadata to determine if users meet age requirements.

    In 2023 the federal government rejected mandating verification technologies for age-gating pornography sites. It found them “immature” with significant limitations. For example, database checks were costly and credit card verification could be easily worked around by minors.

    Nonprofit organisation Digital Rights Watch also pointed out that such systems were easily bypassed using virtual private networks – or VPNs. These are simple tools that hide a user’s location to make it seem like they are from a different country.

    Age assurance technologies bring different problems.

    For example, the latest US National Academies of Sciences report shows that facial recognition systems frequently misidentify children because their facial features are still developing.

    Improving these systems would require massive collections of children’s facial images. But international human rights law protects children’s privacy, making such data collection both legally and ethically problematic.

    Flawed testing of innovative tech?

    The age assurance technology trial currently includes 53 vendors hoping to win a contract for new innovative solutions.

    A range of technology is being trialled. It includes facial recognition offering “selfie-based age checks” and hand movement recognition technologies that claim to calculate age ranges. It also includes bespoke block chains to store sensitive data on.

    There are internal tensions about the trial’s design choices. These tensions centre on a lack of focus on ways to circumvent the technology, privacy implications, and verification of vendors’ efficacy claims.

    While testing innovation is good, the majority of companies and startups such as IDVerse, AgeCheck, and Yoti in the trial, will likely not hold clout over the major tech platforms in focus (Meta, Google and Snap).

    This divide reveals a fundamental problem: the companies building the checking tools aren’t the ones who must use them in the platforms targeted by the law. When tech giants don’t actively participate in developing solutions, they’re more likely to resist implementing them later.

    Unresponsive tech companies

    Some major tech companies have shown little interest in engaging with the trial. For example, minutes from the trial’s March advisory board meeting reveal Apple “has been unresponsive, despite multiple outreach attempts”.

    Apple has recently outlined a tool to transmit a declared age range to developers on request. Apple suggests iOS will default the age assurance on Apple devices to under 13 for kids’ accounts. This makes it the responsibility of parents to modify age, the responsibility of developers to recognise age, and the responsibility of governments to legislate when and what to do with an assured age per market.

    Google’s recent Google Wallet proposal for age assurance also misses the mark on privacy concerns and usefulness.

    The proposal would require people over 16 to upload government-issued IDs and link them to a Google account. It would also require people trust Google not track where they go across the internet, via a privacy-preserving technology that remains a promise.

    Crucially, Meta’s social media platforms such as Facebook and Instagram also do not let you login with Google credentials. After all, they are competitors. This raises questions about the usefulness of Google’s proposal to assure age across social media platforms as part of the government’s under-16s ban.

    Meanwhile, Google is also suggesting AI chatbots should be directly targeted and available to children under 13, creating something akin to a “social network of one”, which are out of scope of the ban.

    Rather than engage with Australian age verification systems, companies such as Apple and Google are promoting their own solutions which seem to prioritise keeping or adding users to their services, or passing responsibility elsewhere.

    For the targeted platforms that enable online social interactions, delay in engagement fits a broader pattern. For example, in January 2025, Mark Zuckerberg indicated Meta would push back more aggressively against international regulations that threaten its business model.

    A shift in internet regulation

    Australia’s approach to banning under-16s from using social media marks a significant shift in internet regulation. Rather than age-gating specific content such as porn or gambling, Australia is now targeting basic communication infrastructure – which is what social media have become.

    It centres the problem on children being children, rather than on social media business models.

    The result is limiting childrens’ digital rights with experimental technologies while doing little to address the source of perceived harm for all of us. It prioritises protection without considering children’s rights to access information and express themselves. This risks leaving the most vulnerable children being cut off from digital spaces essential to their success.

    Australia’s approach puts paternal politics ahead of technical and social reality. As we get closer to the ban taking effect, we’ll see how this approach to regulate social communication platforms offers young people respite from the platforms their parents fear – yet continue to use everyday for their own basic communication needs.

    Four illegal workers were discovered by Immigration Enforcement officers

    The owner of a Suffolk hand car wash has been banned as a company director for seven years after employing four illegal workers. 

    Vittorio Dragoti, 28, hired the workers from Romania at the Fiveways Car Wash on the Fiveways Roundabout near Barton Mills. 

    The workers were discovered when Immigration Enforcement officials visited the car wash in 2024.  

    Dave Magrath, Director of Investigation and Enforcement Services at the Insolvency Service, said: 

    Company directors have clear statutory obligations to recruit people who have the right to work in the UK. 

    Consumers deserve to have confidence that workers providing services to them are not working illegally. And the workers themselves deserve to not be put in such a vulnerable position by people who may exploit their immigration status. 

    Vittorio Dragoti’s disqualification as a company director is a result of ongoing close collaboration between the Insolvency Service and our partners at the Home Office to clamp down on rogue directors.

    Dragoti, of Queensway, Mildenhall, was the sole director of Vito’s Car Care Limited since March 2019. 

    Immigration Enforcement officials found the four Romanian men aged between 18 and 49 with no right to work in the UK when they visited the car wash in April last year. 

    Vito’s Car Care was fined £180,000 for the immigration breach. The fine currently remains unpaid. 

    Cheryl Daldry, the Home Office’s East of England Immigration Compliance and Enforcement lead, said: 

    This is a great example of the serious consequences that are in store for business owners who fail to carry out checks on individuals they hire to ensure they have the right to work in the UK. 

    Dragoti flouted our employment and immigration rules by employing multiple people with no right to work in the UK, resulting in long term enforcement action against himself and his business. 

    “I would like to thank our partners at the Insolvency Service for their help to secure these sanctions against this non-compliant employer. 

    The Secretary of State for Business and Trade accepted a disqualification undertaking from Dragoti, and his seven-year ban began on Thursday 15 May. 

    The disqualification prevents him from becoming involved in the promotion, formation or management of a company, without the permission of the court. It does not impact any businesses with similar names or locations.

    LEICESTER’S new Lord Mayor has been handed the chains of office at a ceremony in the city’s Town Hall.

    Cllr Teresa Aldred, who has represented Thurncourt ward since the 2015 local elections, was sworn in as the city’s first citizen at a meeting of the full council yesterday (Thursday).

    At the ceremony, the new Lord Mayor announced she would be supporting two important health charities in her mayoral year: the Joe Humphries Memorial Trust and ANDYSMANCLUB.

    Cllr Aldred will be supported in her year in office by the Lady Mayoress, her daughter Libby Aldred, together with her good friend Maggie Corley and the former boxer Rendall Munroe, who will serve as her consorts.

    “I am very excited and maybe just a little nervous about being the Lord Mayor of Leicester but I promise to serve the people with my whole heart,” said Cllr Aldred.

    “I am proud to be the Lord Mayor of this beautiful city – so rich in diversity and culture, and a place I have always called home.

    “During my year in office, I hope to highlight some of the many brilliant things that happen in the city but often go unnoticed.

    “I will also be passionate about supporting the work of the two charities I have chosen: the Joe Humphries Memorial Trust, which strives to reduce the impact and incidence of sudden arrhythmic death syndrome, increase the number of public access defibrillators in communities, and train more people in the skills needed to save a life in an emergency – and the suicide prevention charity, ANDYSMANCLUB. 

    “In my year in office, I hope to raise awareness of the vital work that both charities do.”

    Born and raised in Thurnby Lodge – where she still lives today – Cllr Aldred attended Willowbrook and St Joseph’s primary schools, before moving on to St Paul’s RC School and Hamilton Community College.

    She began work in a care home for the elderly, while attending Charles Frears College of Nursing and Midwifery, and she also trained as a teaching assistant.

    While raising her family, she started taking an active role in the local community, holding events at the Thurncourt Community Centre and assisting with sessions for elderly people.

    Cllr Aldred is married with four children and is passionate about horses, having had her own horse from a young age. Although she still keeps and cares for horses, it’s her children who continue to live her dream and she very much encourages them to be involved and enjoy the outdoors.

    The family also enjoy travelling across England in their motorhome.

    Cllr Aldred becomes the latest incumbent of an office that dates back to at least 1209. Formerly the ‘Mayor of Leicester’, the title was upgraded to ‘Lord Mayor’ in 1928.

    The outgoing Lord Mayor, Cllr Bhupen Dave, will serve as Deputy Lord Mayor in 2025-26, with Cllr Manjula Sood remaining as High Bailiff.

         The luncheon in Da Nang, co-organised for the first time with the Hong Kong Business Association Vietnam (HKBAV), attracted around 60 Vietnamese business leaders and investors. The Singapore ETO’s investment promotion team delivered a presentation on Hong Kong’s latest investment climate and opportunities, as well as the city’s unique position as a gateway to the Guangdong-Hong Kong-Macao Greater Bay Area, and outlined the range of support services available to Vietnamese enterprises looking to expand into the region.
     
         In his opening remarks, the Director of the Singapore ETO, Mr Owin Fung, highlighted Vietnam’s growing importance as a key economic and strategic partner of Hong Kong. The Singapore ETO’s relentless engagement across various regions of Vietnam underlines its strong commitment to fostering bilateral collaboration through continued government-to-government dialogue, business exchanges, and people-to-people interactions.
     
         On the same day, Mr Fung paid a courtesy call on the Consul General of the People’s Republic of China in Da Nang, Ms Dong Biyou. Supported by the Vietnam Software & IT Services Association (VINASA), the event was attended by founders, owners, and senior executives from over 30 companies from sectors including artificial intelligence, cybersecurity, and information and communications technology. Participants were briefed on Hong Kong’s market opportunities, AI funding opportunities, tax incentives, and research and development support measures by Mr Fung and the investment promotion team through presentations and a sharing session.

    Dstl and FBI collaboration pushes forward the development of world-leading expertise and knowledge.

    The Defence Science and Technology Laboratory (Dstl) enabled the United States Federal Bureau of Investigation (FBI) to deliver training on homemade explosives (HME) manufacturing for the UK and other partner nations in early 2025, at Cranfield Ordnance Test and Evaluation Centre (COTEC).

    The FBI was supported by Dstl’s Forensic Explosives Laboratory (FEL) to successfully carry out the practical course.

    Training outcomes

    This course is important for the explosives’ community because it has helped develop participants’ knowledge and understanding of homemade explosives. It also enhanced knowledge of how to safely handle these materials.

    For Dstl’s FEL, the course has been instrumental in enhancing professional credibility when supporting the UK criminal justice system with expert witness testimonies.

    A number of Dstl experts worked hard to ensure this course was delivered in the UK, and collaboration amongst the following ensured its success:

    External Affairs Minister Dr. S. Jaishankar on Thursday inaugurated the Embassy of Honduras in New Delhi, calling the event a significant milestone in the growing partnership between the two nations.

    Dr. Jaishankar said that it marked a new chapter in bilateral relations. He also expressed appreciation for Honduras’ strong message of solidarity with India in opposing terrorism in all its forms and manifestations.

    The establishment of the Honduran Embassy is expected to enhance diplomatic engagement, promote economic cooperation, and deepen cultural exchanges between the two countries.

    Tracing the evolution of bilateral ties since the establishment of diplomatic relations on 28 September 1994, Dr. Jaishankar noted that the relationship has grown steadily across political, commercial, developmental, and cultural domains. He highlighted that bilateral trade currently stands at approximately USD 310 million and spans a diverse range of goods, including pharmaceuticals, textiles, automobiles, and machinery. India, in turn, imports coffee, wood, and leather from Honduras.

    Dr. Jaishankar said that Indian businesses were showing increasing interest in the renewable energy and IT-enabled services (ITES) sectors in Honduras. He pointed to the recent Memorandum of Understanding signed between Reliance Jio and Hondutel, Honduras’s national telecom operator, for the rollout of 5G infrastructure. According to him, it represents a “significant step in digital connectivity and technological innovation.”

    He went on to emphasize that the Embassy would serve as a hub for trade promotion, facilitating business-to-business connections and enabling greater institutional support for bilateral initiatives. “We see this as an opportunity to encourage more investment partnerships and to share our developmental experiences,” he added.

    The Minister also mentioned ongoing cooperation under the framework of Global South solidarity. In this context, he announced plans to install an early warning disaster management system in Honduras, developed by India’s Centre for Development of Telematics (C-DOT), to enhance the country’s resilience against natural disasters.

    On the multilateral front, Dr. Jaishankar acknowledged Honduras’s consistent support for India at the United Nations and other international forums. He also noted the positive contribution of the small but vibrant Indian diaspora in Honduras, which he said acts as a “living bridge of friendship” between the two nations. The growing interest in Indian culture, yoga, and wellness practices in Honduras was another encouraging sign of deeper people-to-people ties, he said.

    Reflecting on India’s wider engagement with the Latin American region, Dr. Jaishankar said that when he assumed office six years ago, he had committed to increasing India’s diplomatic and developmental footprint in the region. The opening of the Honduran Embassy in New Delhi, he noted, is a reaffirmation of that promise and a sign that such efforts are bearing fruit.

    Regulator orders reform to governance at Islamic Centre of England

    The Charity Commission has issued the Islamic Centre of England Limited with a formal Order under Section 84 of the Charities Act, compelling the trustees to provide rigorous oversight of future speakers and online activity by the charity among other actions.

    The Order has been issued in the context of a finding of misconduct and / or mismanagement during the regulator’s ongoing inquiry into the charity, to address the charity’s previous failures and to ensure that its governance is improved for the future.

    The move follows the appointment of two additional trustees at the charity – a centre of Islamic worship in north London – and the conclusion of extensive work by an Interim Manager appointed by the Commission to take temporary control of essential aspects of the charity’s running and to review its governance.

    The regulator opened an inquiry into the Islamic Centre of England in November 2022 to investigate serious governance concerns. The Commission appointed the Interim Manager in May 2023 and, in parallel with her work, continued to investigate concerns about the running of the charity.

    Breaches of previous advice and Orders

    The Commission has taken regulatory action during the inquiry, which remains ongoing, on wide-ranging governance issues and breaches of previous advice and orders. These included more recently failure to fully comply with the Order appointing the Interim Manager and failure to fully comply with directions. The Commission considers these, and a range of other past breaches, mismanagement and misconduct in the administration of the charity. The trustees currently dispute some of these legal findings.

    Section 84 Order

    The Section 84 Order requires the trustees to take a range of actions to improve the charity’s operations, governance and financial oversight, with clear deadlines for compliance. Among these are that the trustees are instructed to ensure that all religious services, speakers and events further the objects of the charity and are in its best interests, complying with due diligence processes put in place by the Interim Manager. Similarly, the trustees are required to ensure the charity’s website and social media content is exclusively in furtherance of the charity’s purposes and that trustees and staff document their decisions appropriately. The Commission will continue to closely monitor the trustees’ compliance with these and other actions in the Order, and can take further regulatory action if the trustees fail to do so.

    Changes to trustees

    During the course of the Commission’s inquiry a requirement was removed from the charity’s governing document for one trustee to be the official UK religious representative of the Supreme Leader of the Islamic Republic of Iran, and the occupant left this role. This addressed regulatory concerns about the charity’s failure to manage the conflicts of interest and apparent lack of independence this caused, which were at odds with charity law.

    Separately, the Interim Manager had overseen the appointment of the two new trustees and taken steps to improve the charity’s management and governance, particularly regarding speakers and events. The Commission has now discharged the Interim Manager, Emma Moody, after she implemented specific improvements asked of her by the Commission, with further improvements to be delivered by the trustees under the Order.

    Charity Commission Chief Executive, David Holdsworth, said:

    The law requires, and the public expect, charities to operate exclusively for the public benefit. The vast majority of charities do so successfully, making a difference every day. As this case shows, when a charity fails to operate in line with its legal duties we will step in to take action. We now expect the trustees to take the required action directed by the Commission and will not hesitate to use further legal powers should that be necessary.

    The Commission’s statutory inquiry is ongoing. It is the Commission’s practice to publish a report setting out its findings, regulatory actions and conclusions once an inquiry has concluded.

         International Investment Position (IIP) is an important statistic in the system of macroeconomic accounts that summarises the external position of an economy with the rest of the world. It is a balance sheet showing an economy’s stock of external financial assets and liabilities at a particular time point. The difference between the total value of external financial assets and liabilities is the net IIP of an economy, which provides a measure of net financial claims on non-residents plus gold bullion held as monetary gold.
     
         In recent years, international community, such as the G20 Data Gap Initiative co-ordinated by the International Monetary Fund, has been advocating for the compilation of currency composition of IIP. In response to the initiatives and the needs of data users, the Census and Statistics Department has compiled and disseminated the statistics on the currency composition of Hong Kong’s IIP on a quarterly basis since the reference period of the first quarter of 2020, with data series backcasted to the reference period of the first quarter of 2017.
     
         This feature article briefly introduces the data source for compiling the statistics in Hong Kong and the use of the statistics in assessing the external position. It also highlights the salient features of the currency composition of Hong Kong’s IIP from 2020 to 2024.

Yet, private consumption expenditure continued to register a modest decline. Real GDP expanded by 3.1% year-on-year in the first quarter, picking up from the 2.5% growth in the preceding quarter. On a seasonally adjusted quarter-to-quarter basis, real GDP grew visibly by 1.9%.

    ＊ The global economy maintained steady growth in the first quarter. With broadly sustained external demand, as well as some front-loading of shipments in anticipation of tariff hikes by the United States in early April, Hong Kong’s total exports of goods saw visibly accelerated growth, up 8.4% year-on-year in real terms. Meanwhile, thanks to the further increase in visitor arrivals, growth in cross boundary traffic, and notable increase in cross-boundary financial and fund raising activities, total exports of services continued to expand visibly in the first quarter, by 6.6% year-on-year in real terms.

    ＊ Domestically, overall investment expenditure resumed moderate growth, rising by 2.8% year-on-year in real terms, underpinned by a visible increase in expenditure on acquisitions of machinery, equipment, and intellectual property products, as well as a sharp rise in costs of ownership transfer due to a markedly higher number of property transactions compared to the same period last year. Yet, private consumption expenditure continued to register a small decline of 1.1%, reflecting the lingering impact of changes in residents’ consumption patterns. 

    ＊ The labour market remained tight in the first quarter. The seasonally adjusted unemployment rate stayed low at 3.2%, slightly higher than the 3.1% in the preceding quarter. The underemployment rate remained at a low level of 1.1%. Employment earnings continued to record solid growth.

    ＊ The local stock market once rallied in the first quarter, driven by the Mainland’s breakthrough development in artificial intelligence (AI) and the Central Government’s measures to stimulate the domestic economy as unveiled at the “two sessions”. However, the market cooled down towards the end of the quarter amid concerns over the United States’ trade policy outlook. The residential property prices remained soft. 

    ＊ Consumer price inflation stayed modest in the first quarter. The underlying Composite Consumer Price Index (Composite CPI) increased by 1.2% over a year earlier, same as the increase in the preceding quarter. Price pressures on various major components stayed largely contained. Including the effects of the Government’s one-off relief measures, the headline Composite CPI increased by 1.6% over a year earlier, higher than the 1.4% increase in the preceding quarter. 

    ＊ As international trade tensions have eased somewhat of late, the headwinds and uncertainties in the external environment have lessened to some extent. This may relieve part of the downward pressure on the global economic outlook. Moreover, the sustained steady growth of the Mainland economy amid more proactive fiscal policies and the moderately accommodative monetary policies should bode well for the performance of merchandise exports in Asia including Hong Kong. Sustained international trade flows, coupled with improving inbound tourism, are also expected to benefit Hong Kong’s exports of services. However, uncertainties in the trade policies of the United States persist, and its monetary policy trajectory going forward is still complicated. These may affect global financial conditions and investment sentiment. Apart from this, the change in consumption patterns of residents and visitors would still pose constraints on driving consumption in the domestic market, though sustained increase in employment earnings and the SAR Government’s various policies to promote mega events and tourism would help boost consumption sentiment.

    ＊ Taking into account the actual outturn in the first quarter and the latest developments of the global and local situation, the real GDP growth forecast for 2025 as a whole is maintained at 2%-3%, the same as that announced in the Budget. The Government will continue to closely monitor the situation.

    ＊ On the inflation outlook, overall inflation should remain modest in the near term as pressures from domestic costs and external prices should stay broadly in check. Considering that the inflation situation in the first quarter was broadly in line with earlier expectations, the forecasts for the underlying and headline consumer price inflation rates for 2025 are maintained at 1.5% and 1.8% respectively, the same as those announced in the Budget.

    GDP
     
         According to the revised figures released today by the Census and Statistics Department, real GDP grew by 3.1% year-on-year in the first quarter of 2025 (same as the advance estimate), having increased by 2.5% in the preceding quarter. On a seasonally adjusted quarter-to-quarter comparison, real GDP rose by 1.9% in the first quarter (revised from the advance estimate of 2.0%), after a 0.9% increase in the preceding quarter (Chart).
     
         The latest figures on GDP and its major expenditure components up to the first quarter of 2025 are presented in Table 1. Developments in different segments of the economy in the first quarter are described below.
     
    External trade
     
         Supported by broadly sustained external demand as well as some front loading of shipments in anticipation of tariff hikes by the United States in early April, total exports of goods posted accelerated year-on-year growth of 8.4% in real terms in the first quarter, following a 1.3% increase in the preceding quarter. Analysed by major market and by reference to external merchandise trade statistics, exports to the Mainland grew strongly in the first quarter over a year earlier. Exports to the United States rose back, while those to the European Union fell further. Exports to ASEAN markets soared, while those to high-income Asian economies showed mixed performance. On a seasonally adjusted quarter-to-quarter basis, total exports of goods increased notably by 10.2% in real terms in the first quarter.
     
         Exports of services continued to expand visibly by 6.6% in real terms in the first quarter over a year earlier, after growing by 6.5% in the preceding quarter. Exports of all major service groups rose further. Specifically, exports of travel and transport services continued to expand, supported by the further increase in visitor arrivals and growth in cross-boundary traffic. Exports of financial services rose sharply, thanks to the notable increase in cross-boundary financial and fund raising activities. On a seasonally adjusted quarter-to-quarter basis, exports of services were virtually unchanged in real terms in the first quarter.
     
    Domestic sector
     
         Private consumption continued to be subject to the lingering impact of changes in residents’ consumption patterns in the first quarter. Private consumption expenditure declined modestly by 1.1% in real terms from a year ago, after a marginal decline of 0.2% in the preceding quarter. On a seasonally adjusted quarter to quarter basis, private consumption expenditure decreased by 1.6% in real terms. Meanwhile, government consumption expenditure increased by 1.2% in real terms in the first quarter over a year earlier, after rising by 2.1% in the preceding quarter. On a seasonally adjusted quarter to quarter basis, government consumption expenditure increased by 0.5% in real terms.
     
         Overall investment expenditure in terms of gross domestic fixed capital formation resumed moderate growth in the first quarter, rising by 2.8% year-on-year in real terms, after a modest decline of 0.7% in the preceding quarter. Within the total, expenditure on machinery, equipment, and intellectual property products increased visibly. The costs of ownership transfer rose sharply due to a markedly higher number of property transactions compared to the same period last year. Yet, expenditure on building and construction declined moderately.
     
    The labour sector
     
         The labour market remained tight in the first quarter of 2025. The seasonally adjusted unemployment rate stayed low at 3.2%, slightly higher than the 3.1% in the preceding quarter. The underemployment rate remained at a low level of 1.1%. The median monthly employment earnings of full-time employees in nominal terms increased by 6.4% year-on-year in the first quarter.
     
    The asset markets
     
         After staying largely range-bound in January 2025, the local stock market rallied after the Chinese New Year holidays through mid-March, as market sentiment was fuelled by the Mainland’s breakthrough development in AI and the Central Government’s measures to stimulate the domestic economy as unveiled at the “two sessions”. However, the market cooled down towards the end of the quarter amid concerns over the United States’ trade policy outlook. The Hang Seng Index (HSI) hit a three-year high of 24 771 on March 19, before retreating somewhat to close the first quarter at 23 120, up 15.3% from end-2024. In early April, trade tensions escalated abruptly due to the significant increase in import tariffs by the United States, and the global financial markets were volatile at that time. The HSI also fell in tandem, but it has recently resumed its uptrend.
     
         The residential property prices remained soft in the first quarter. Market sentiment turned more cautious towards the end of March amid growing external uncertainties from the United States’ trading and monetary policies. Overall flat prices fell by 2% in the first quarter. The index of home purchase affordability improved slightly further to around 59% in the first quarter alongside easing flat prices during the quarter, but remained above the long-term average of 56% over 2005 2024. The number of transactions, in terms of the total number of sale and purchase agreements for residential property received by the Land Registry, retreated by 19% from the preceding quarter to 12 193 in the first quarter, but was 24% higher than the level a year ago. On the other hand, overall flat rentals continued to show resilience, edging up by 0.4% during the first quarter. As to the non-residential property market, it remained generally weak in the first quarter, with trading activities across major market segments showing mixed performance, as well as prices and rentals declining further.
     
    Prices
     
         Consumer price inflation stayed modest in the first quarter of 2025. The underlying Composite CPI increased by 1.2% over a year earlier in the first quarter, same as the increase in the preceding quarter. Within this, food prices as a whole increased mildly. Private housing rentals saw a slightly accelerated increase. Price pressures on other major components stayed largely contained. Including the effects of the Government’s one-off relief measures, the headline Composite CPI increased by 1.6% over a year earlier, higher than the 1.4% increase in the preceding quarter. The headline inflation rate was higher than its underlying counterpart in the first quarter, as the electricity charges subsidy provided by the Government was smaller compared with the same period last year.
     
    Latest GDP and price forecasts for 2025
     
         As international trade tensions have eased somewhat of late, the headwinds and uncertainties in the external environment have lessened to some extent. This may relieve part of the downward pressure on the global economic outlook. Moreover, the sustained steady growth of the Mainland economy amid more proactive fiscal policies and the moderately accommodative monetary policies should bode well for the performance of merchandise exports in Asia including Hong Kong. Sustained international trade flows, coupled with improving inbound tourism, are also expected to benefit Hong Kong’s exports of services. However, uncertainties in the trade policies of the United States persist, and its monetary policy trajectory going forward is still complicated.          Taking into account the actual outturn in the first quarter and the latest developments of the global and local situation, the real GDP growth forecast for 2025 as a whole is maintained at 2%-3%, the same as that announced in the Budget (Table 2). The Government will continue to closely monitor the situation. For reference, the latest growth forecasts by private sector analysts range between 1.0% to 2.5%.
     
         On the inflation outlook, overall inflation should remain modest in the near term as pressures from domestic costs and external prices should stay broadly in check. Considering that the inflation situation in the first quarter was broadly in line with earlier expectations, the forecasts for the underlying and headline consumer price inflation rates for 2025 are maintained at 1.5% and 1.8% respectively, the same as those announced in the Budget (Table 2).

  • MIL-Evening Report: Media Council makes ‘stop Telikom PNG silencing journalists’ plea to PM Marape

    The Media Council of Papua New Guinea (MCPNG) has called on Prime Minister James Marape to stop Telikom PNG silencing and suppressing media personnel.

    Telikom PNG, which is 100 percent government-owned, has two key outlets: FM100 radio and EMTV.

    Recently, it sacked FM100 talkback host Culligan Tanda after he featured opposition East Sepik Governor Allan Bird on his show, following the most recent vote of no confidence.

    Local media report that Tanda was initially suspended for three weeks without pay on April 22, and subsequently terminated.

    MCPNG president Neville Choi said this was just the latest example of media suppression by Telikom PNG going back to 2018.

    He said that he himself was sacked in 2019 after EMTV had run a story quoting the former New Zealand Prime Minister Jacinda Ardern saying she would not be riding in one of the PNG government’s luxury Maseratis during an APEC (Asia-Pacific Economic Cooperation) meeting in Port Moresby.

    Choi said the story, though correct, was perceived as painting the government of the day in a “negative light”.

    ‘Free, robust media essential’
    He said a “free, robust, and independent media is an essential pillar of democracy”.

    “It is the cornerstone of allowing freedom of speech, and freedom of expression.

    “Being in a position of power and authority gives no one, especially brown-nosing public servants wanting to score brownie points with the sitting government administration, the right to suppress media workers who are only doing their jobs, and doing it well,” he said.

    The council also reminded the management’s of state-owned media organisations, that the Organic Law on the Independent Commission Against Corruption (ICAC) defined corrupt conduct by public officials and the dishonest exercising and abuse of official functions.

    According to a PNG Haus Bung report, Marape has directed his chief of staff to get to the bottom of the issue.

    He has also denied government interference, according to a report by Exeprenuer.

    “We don’t get down that low as to editorial content,” Marape was quoted as saying by the the online magazine.

    In December, Marape gave “full assurance that my government will not dilute the media’s role.”
