    WASHINGTON, DC — As first reported in The Daily Signal, Congressman August Pfluger (TX-11), alongside Senator James Lankford (R-OK), introduced bicameral legislation to protect healthcare providers who refuse to support or promote abortion.

    The Conscience Protection Act of 2025 strengthens and expands the Weldon Amendment, a federal provision—attached to annual appropriations bills since 2004—that prohibits any federal, state, or local government from discriminating against or penalizing health care providers who decline to perform, pay for, or refer for abortions. The bill codifies these protections into permanent law and establishes a civil right of action, allowing individuals and entities to seek legal recourse if their conscience rights are violated.

    On May 11, an ABC News report revealed that President Trump planned to accept a $400 million private jet from the Qatari royal family—a lavish and unconstitutional gift that would become the property of his personal presidential library foundation at the conclusion of his term.

    In a news conference on May 12, when asked about this reported gift, Trump stated, “I would never be one to turn down that kind of an offer… I could be a stupid person and say, ‘no, we don’t want a free, very expensive airplane.’”

    While Trump claimed that this extravagant gift from a foreign government would result in “big savings [that] will be spent, instead, to MAKE AMERICA GREAT,” it in fact would require potentially billions of dollars in taxpayer funds to retrofit and debug the plane.

    The Congressman asked the Secretary how his budget proposal will prevent incidents, like the mid-air collision at Marana Regional Airport, from happening again

    WASHINGTON, D.C. — U.S. Congressman Juan Ciscomani, who serves on the House Appropriations Subcommittee on Transportation, Housing and Urban Development, questioned U.S. Department of Transportation (DOT) Secretary Sean Duffy during an oversight hearing about DOT’s budget.  

    Ciscomani questioned Secretary Duffy about provisions in the Department’s proposed budget that would prevent tragic incidents, like the deadly mid-air collision at the Marana Regional Airport, from happening again.

    Ciscomani:  On February 19 of this year, two small aircraft crashed midair resulting in the death of two individuals in Marana, Arizona. It is critical that the federal government works to ensure that something like this never occurs again…[Could you] provide an update on how your budget proposal will ensure [that] incidents like this do not occur again, especially in smaller rural airports that are regional and [have] less resources? 

    Secretary Duffy: That was tragic. This was in an uncontrolled airspace, so controllers don’t control every aspect of the airspace. A lot of the small airports… oftentimes it’s done by pilots and visually staying away from each other. And by the way, I don’t think general aviation would like air traffic controllers to control every aspect of the airspace. They do like the freedom of movement, but it then creates risks, like we saw in your community, where two planes collided midair…It’s the infrastructure and it’s the manpower of air traffic controllers. And this is what we’ve been talking about. And we want to work with all of you to pressure test the numbers that we’re thinking about. This can be very dangerous and a lot of the pilots who fly commercially take people’s lives in their hands, and it is a serious business, and we want to make sure that all of them are taking it that way. Another thing that we need in that in part of rural America, we got to think through how we’re building out the infrastructure of towers and Terminal Radar Approach Control Facilities (TRACONs). I think on average we build one a year. It’s going to take us 400 years to replace all of the towers and TRACONs in this country. We want to [improve] that. We’d like to do four or five a year, I mean up the speed to update the old infrastructure. And a lot of you have those facilities around your districts that need work… If we could start the process every year, getting four or five of them done, I think we would be well on the way.

    This bill solidifies the precedent set in the Supreme Court case Saucier v. Katz, which ruled that police officers can only be held liable if there is a clear violation of an individual’s constitutional rights. The Local Law Enforcement Protection Act will block federal grants to state and local governments if they deprive police officers of qualified immunity protections.

What about money to upgrade our ports with the latest and greatest technologies? And when you start to list them out, you can see how ridiculous this proposal is. But why on Earth would Republicans be doing this? Utility companies in at least 19 states have hiked rates as much as $40 per month since the Trump administration began. We should want to help address centuries of injustice and invest in those communities, but this bill guts those programs altogether – that’s not justice.”

    “In my time here in Congress, I have participated in investigations of large corporations that have poisoned communities across the country. A lot of times, these communities were poisoned due to large corporations that were exploiting corrupt loopholes in the law in order to poison the most vulnerable communities in America,” said Congresswoman Ocasio-Cortez. “And I deeply fear that there is a loophole and similar provision in this bill. This bill allows gas companies to pay $1 million in order for their project to bypass the traditional permitting process. In fact, this bill allows natural gas pipeline projects to pay a fee of $10 million to cut the line and bypass the normal permitting process. Allowing massive corporations to simply cut a check to bypass the very real reasons why permitting exists in the first place, poses a deep and grave danger to people across the country.”

    “Last Congress, my Republican colleagues were insistent that we should have an all-of-the-above energy strategy, one that leveraged our natural resources, unleashed American innovation, and cut through bureaucratic red tape,” said Congressman Peters. “Which is why I am confused that we are considering a reconciliation bill that picks winners and losers, and elevates expensive, outdated, and inefficient sources like coal over cheap American-made energy like solar, wind, and storage. Why does this bill provide government-backed insurance to coal plants, as the President of the United States single-handedly kills hundreds, if not thousands, of clean energy jobs across the country by illegally targeting projects and weaponizing the permitting process?”

    “This bill completely bypasses communities and landowners, and these ‘pay-to-play’ provisions put not just a thumb but an entire arm, maybe a body on the scale favoring oil and gas,” said Congresswoman Schrier. “It’s giant corporations like Shell, BP, Chevron. They’re the ones that have the wherewithal to pay to bypass all permitting requirements. This bill is more of the ‘drill baby drill’ agenda that we hear every week from our Republican colleagues. I’m all for streamlining permitting to address energy demand and infrastructure that has real impacts on our communities. But there’s ways to streamline permitting and get new energy resources online without sidelining solar, wind, nuclear, hydropower, or hydrogen projects. Streamlining permitting is key if we’re going to meet energy demand. Clean power should have the same opportunity as oil and gas and we shouldn’t be disregarding important environmental protections.”

    “This is a bad deal for the South, whether it’s consumers in Florida or whether it’s all these high-paying jobs going to all these Southern states. This is a job killer,” said Congressman Soto. “In addition, adding in defunding of interstate transmission lines. I’ve heard from both sides of the aisle how often this is critical. So why in the world would you defund the interstate transmission lines? That makes no sense. That will raise energy prices. It will prevent efficiencies in the market. And it will prevent different states from specializing in new types of energy, whether it’s modular nuclear or renewable energy that’s being formulated here in Florida.”

    Background

    House Republicans are gutting critical pollution protections and pollution reduction programs, raising American household energy costs, pulling the rug out from under America’s manufacturing sector, and creating a brazen new “pay-to-play” bribery scheme for polluting corporations. Here’s what the bill does:   

    • Repeals and rescinds funding from Environmental Protection Agency programs that protect Americans from pollution and help American households save money on energy costs and medical bills. Some of these programs include:
      • Greenhouse Gas Reduction Fund that is dedicated to lowering energy bills and cutting pollution.
      • Environmental and Climate Justice Block Grants that support disadvantaged communities to reduce pollution and pollution-related health impacts in their communities.
      • Methane Emissions and Waste Reduction Incentive Program to reduce pollution and waste from the oil and gas sector, improving the health and economic well-being of overburdened communities, while also saving energy.
      • Clean Heavy Duty Vehicle Program that helps communities replace old polluting diesel engines and vehicles—some of the dirtiest vehicles on the road—with new, clean vehicles.
      • Clean Ports Program that helps improve air quality around U.S. ports and address the public health and environmental impacts to surrounding communities.
    • Repeals life-saving Clean Air Act standards for vehicle pollution and fuel efficiency that help Americans save money at the pump and improve health outcomes in our communities.
    • Eliminates funding for the Department of Energy Loan Programs and the Advanced Industrial Facilities Deployment Program that help commercialize next-generation American-made technology, bringing manufacturing back to America and creating good-paying jobs, while also developing cutting-edge technologies that save Americans money and reduce pollution in American communities.
    • Creates a pay-to-play bribery scheme for polluters that allows oil and gas companies to pay a fee and bypass standard permitting, environmental reviews, and judicial review processes. Whether it’s a natural gas pipeline or a natural gas export terminal, companies can simply buy all the permits they need to build their pipeline through your community. This is blatant and unconscionable corruption.

    Republicans had multiple opportunities to improve the bill and ensure that Americans’ pocketbooks, health, and livelihoods are protected, but Republicans repeatedly rejected Democratic amendments, including Democratic-led efforts to: 

    • Ensure that this bill does not raise energy costs for American households. Representative Castor’s amendment would have required the U.S. Energy Information Administration to publish the impacts of the Energy Subtitle of the bill on monthly energy costs for American households.
    • Protect the health and safety of our families and communities. Representative Dingell’s amendment would have prevented the repeal of the Greenhouse Gas Reduction Fund.
    • Hold polluters accountable and prevent the legalization of corruption under this bill. Representative Ocasio-Cortez’s amendment would have required the Inspector General of the Department of Energy to certify that this bill will not increase risks of corruption or ‘pay-to-play’ politics.
    • Protect American energy independence and deliver cheap energy to Americans. Representative Auchincloss’ amendment would have prevented the energy provisions from going into effect until the Secretary of Energy certifies that tariffs on energy imports are no greater than they were on January 19, 2025.

    Members of The Highland Council have noted the feedback received during phase 1 of the Community Council Scheme Review 2024-25 public consultation and have agreed to proceed to a second and final consultation.

    Members also agreed an amendment from the Nairnshire Area Committee members to amend the “Review of the Highland Scheme of Establishment for Community Councils 2024/25 – Phase 1 Feedback” 2.1(ii) to add an additional bullet point:

    • The proposals for East Nairnshire CC as set out in 7.3 and Appendix 2 to proceed to phase 2 consultation.

    The consultation will focus on revised and new boundary proposals, amendments to existing Scheme proposals, and new proposals.  

    The Council has made a commitment to review the Scheme on a regular cycle.

    Feedback was received on boundary proposals, finance, the role of Community Councils, membership, and elections.

    Leader of the Council, Cllr Raymond Bremner said: “During the first consultation period we received 96 responses from individuals, Community Councils and individual Community Council members so I’d like to thank everyone for their input into the process.”

    Convener of the Council, Cllr Bill Lobban added: “We are now ready to move forward and the proposals we are consulting on in this next phase have all come following feedback directly from the first phase of public consultation.”

    A 12-week public consultation will run from 22 May until 13 August 2025.

    Following this, a further report will go to a special meeting of The Highland Council on 18 September at which Members will make a final decision to approve a New Scheme of Establishment for Community Councils.

    BEIJING, May 15 (Xinhua) — China’s decision not to approve the Taiwan region’s participation in the 78th World Health Assembly (WHA) has found broad support and understanding in the international community, Foreign Ministry spokesperson Lin Jian said Thursday.

    Lin Jian made the remarks at a regular press briefing, commenting on media reports that Taiwan has not yet received an invitation to attend the 78th session of the WHA, which opens on May 19. The diplomat noted that China’s position on Taiwan’s participation in international organizations, including the World Health Organization (WHO), is consistent and clear.

    “This issue should be resolved in accordance with the one-China principle, which is also a fundamental principle affirmed by UN General Assembly (GA) Resolution 2758 and WHA Resolution 25.1,” Lin Jian noted.

    According to him, the Chinese region of Taiwan has no basis, no reason, and no right to participate in the WHA without the permission of the central government, and due to the stubborn separatist position of the Democratic Progressive Party (DPP) administration in Taiwan, there is no longer a political basis for the Taiwan region to participate in the WHA.

    In order to uphold the one-China principle and uphold the seriousness and authority of the relevant UNGA and WHA resolutions, China has decided not to approve the Taiwan region’s participation in this year’s WHA session, Lin Jian said.

    He recalled that for quite some time now, the DPP administration and individual countries have been openly trying to turn back the wheel of history by deliberately distorting and challenging UNGA Resolution 2758 in an effort to challenge the one-China principle.

    “Such actions, in fact, challenge not only China’s sovereignty and territorial integrity, but also international justice, broad international consensus and the post-war international order,” the official representative emphasized.

    As Lin Jian noted, China’s decision not to approve the Taiwan region’s participation in this year’s WHA session has won broad support and understanding from the international community, and this convincingly demonstrates that adhering to the one-China principle meets the aspirations of the people and the general trend of the times, and is a generally recognized truth.

    “The international community’s commitment to the one-China principle is unquestionable and cannot be shaken. Whatever the DPP administration says or does, it will not change the fact that Taiwan is part of China, nor will it stop the historical trend toward China’s inevitable and final reunification,” Lin Jian concluded, adding that “Taiwan independence” is a dead end, and any provocations by its supporters are doomed to failure. –0–

    ISLAMABAD, May 15 (Xinhua) — Pakistan and India held talks on Thursday and agreed to extend the current ceasefire until May 18, Pakistani Deputy Prime Minister and Foreign Minister Ishaq Dar said.

    Speaking in parliament, he said that earlier on Thursday, the two countries’ militaries had contacted each other and decided to extend the ceasefire, followed by a transition to political dialogue.

    “The initial ceasefire agreement concluded on May 10 was in effect until May 12. It was then extended until May 14, and now until May 18,” I. Dar told parliamentarians.

    He added that so far, military-level talks have played an important role in maintaining the ceasefire, and comprehensive political talks will begin after May 18.

    “Comprehensive and result-oriented negotiations will be held with India. The aim is not to recognize anyone’s superiority, but to resolve issues on the basis of equality,” the Pakistani Foreign Minister stressed.

    Tensions between the two countries escalated in the early hours of May 7 when India carried out airstrikes on several targets in Pakistan following an armed attack last month in Pahalgam in Indian-controlled Kashmir, where unidentified militants killed 26 civilians.

    After several days of fierce fighting, the parties agreed to a ceasefire on May 10, which was then extended in stages. –0–

  • MIL-OSI Global: After an autocratic leader was toppled in Bangladesh, democratic renewal remains a work in progress

    Last July, a powerful student-led uprising in Bangladesh toppled the authoritarian, corrupt government led for 15 years by Prime Minister Sheikh Hasina.

    Bangladesh now shows modest signs of democratic recovery. Months into its tenure, a transitional government has reopened political and civic space, especially at universities, and begun reforming key state bodies.

    Yet, violence and political retribution persist. This week, the interim government banned Hasina’s former party, the Awami League, under the country’s Anti-Terrorism Act while a tribunal investigates its role in the deaths of hundreds of protesters last year.

    Elections have also been delayed and may not happen until 2026.

    Amid this fragile transition, interim leader Muhammad Yunus, the 84-year-old Nobel-prize winning economist, has emerged as a rare figure of trust and calm. His popularity is so high, in fact, many are calling for him to remain at the helm for another five years.

    Given the uncertainty, Bangladesh faces some uncomfortable questions: can it afford electoral democracy right now? Or must stability come first, with democracy postponed until institutions can catch up?

    And what happens if emergency governance becomes the new normal?

    Fraught road to democratic renewal

    According to a global democracy report, Bangladesh is still classified as an “electoral autocracy” — one of the few in the category that actually got worse in 2024.

    The opposition, chiefly the Bangladesh National Party (BNP), has mounted a fierce challenge to the interim government’s legitimacy, arguing it lacks a democratic mandate to implement meaningful reforms.

    While the BNP and its former ally, the Islamist party Jamaat-e-Islami, may appeal to segments of Bangladesh’s Muslim majority, their support is undermined by reputational baggage and limited resonance with younger voters.

    At the same time, radical, right-wing, Islamist forces are exploiting the vacuum to reassert themselves, exacerbating tensions between Muslims and the Hindu minority.

    Economically, the country is also still reeling from the damage done under Hasina’s regime.

    Corruption hollowed out the banking system, leaving key institutions almost bankrupt. Although Yunus has taken steps to stabilise the economy by bringing in competent officials, uncertainty continues to dampen investor confidence.

    Inflation remains high. And unless job creation accelerates, especially for the youth, the seeds of further unrest are already planted.

    In addition, law and order has deteriorated sharply. The country’s police force has been tainted by its association with the Alami League, and the former police chief is facing charges of crimes against humanity.

    Street crime is rising and minorities are experiencing growing harassment. Women feel deeply unsafe — both online and on the streets. Some parties are also seen as a threat to countering violence against women.

    Despite strong laws on paper, weak law enforcement and victim-blaming are allowing violence to flourish. It’s very difficult to hold perpetrators of crimes to account.

    Bangladesh is also increasingly isolated on the global stage.

    India, long allied to Hasina’s government, has turned its back on the interim government. The United States is disengaging, as well. USAID had committed nearly US$1 billion (A$1.6 billion) from 2021–26 to help improve the lives of Bangladeshis, but this funding has now been suspended.

    Some gains on civil liberties

    This year, Bangladesh improved slightly in Freedom House’s index on political freedoms and civil liberties, from a score of 40 points out of 100 last year to 45. This is a step in the right direction.

    Among the improvements in the past year, the government has:

    The appointment of new election commissioners and the creation of advisory commissions for judicial and anti-corruption reform also signal an institutional reset in motion.

    But gains remain fragile. While politically motivated cases against opposition figures have been dropped, new ones have emerged against former ruling elites. The military’s policing role has expanded and harassment of Awami League supporters by protesters persists.

    In addition, media freedom remains heavily constrained, with a human rights group reporting the interim government had targeted hundreds of journalists in the past eight months.

    In this fractured environment, urgent reforms are needed. But these need to be sustainable, as well. Whether the interim government has the time, authority or support to deliver them remains in doubt. The government also needs to deliver on its promise to hold free and fair elections.

    A new party on the rise

    The country’s politically engaged youth have not been dissuaded by these issues. Rather, they are trying to reshape the political landscape.

    The new National Citizen Party (NCP) was formed in early 2025 by leaders of last year’s student uprising. It has positioned itself as the party to bring a “second republic” to Bangladesh. Drawing from historical models from France and the US, the party envisions a new elected, constituent assembly and constitution.

    With organisational support and tacit backing from the interim government, the NCP has rapidly grown into a viable political force.

    Still, the party faces a steep, uphill climb. Its broad, ideological umbrella risks diluting its message, blurring its distinctions with the BNP.

    For the NCP to turn protests into policy, it must sharpen its identity, consolidate its base, and avoid being co-opted or outflanked.

    Whether this moment of political flux leads to real transformation or yet another cycle of disillusionment will depend on how boldly — and how sustainably— the interim government and new actors like the NCP act. And they must not draw out the process of transition for too long.

    Committee Democrats Request Trump Admin Provide Memos Defending Blatantly Unconstitutional Attempt to Accept Qatari “Flying Palace” Without Congressional Consent

    WASHINGTON — Today, Rep. Jamie Raskin, Ranking Member of the House Judiciary Committee, and Rep. Pramila Jayapal, member of the House Judiciary Committee, led Committee Democrats in a letter demanding the Department of Justice (DOJ) and White House Counsel’s Office provide legal memoranda that reportedly bless Donald Trump’s efforts to flout the clear text of the Constitution’s Foreign Emoluments Clause and accept a luxury private jet—described as a “flying palace”—from the State of Qatar without seeking the consent of Congress.

    “President Trump is reportedly relying on memos that you authored, at his request, to accept a $400 million airplane from the State of Qatar—described in media reports as a ‘flying palace’ and ‘the most luxurious private jet in the world’—without obtaining, or even seeking, Congress’s consent.  Any legal memo purporting to make such a claim would obviously fly in the face of the text of the Constitution’s Foreign Emoluments Clause, which explicitly prohibits the President from accepting any ‘present [or] Emolument . . . of any kind whatever, from any King, Prince, or foreign State’ unless he has ‘the Consent of Congress.’ Accordingly, we are writing to request that you provide the Committee on the Judiciary with these memos immediately as their analysis and conclusions are apparently the basis for the President’s decision to disregard the plain text of the Constitution,” wrote the Members.

    On May 11, an ABC News report revealed that President Trump plans to accept a $400 million private jet from the Qatari Royal Family to use as Air Force One—a lavish and unconstitutional gift which he intends to transfer to his personal presidential library foundation at the conclusion of his term.

    Reports indicate that the DOJ and White House Counsel’s Office are aiding Trump’s efforts to paper over this clear Constitutional violation and reportedly drafted an analysis for Defense Secretary Pete Hegseth concluding that it is legal for the Department of Defense to accept the aircraft as a gift and later turn it over to Trump’s presidential library.

    The Constitution is clear that Congress—not the Attorney General or the White House Counsel—has the exclusive authority to approve or reject a gift “of any kind whatever” given to the President by a foreign government.

    Attorney General Pam Bondi’s involvement in this matter is particularly egregious since she should have recused herself given her conflict of interest. Bondi was previously a registered foreign agent of the Qatari government, earning $115,000 per month to lobby on its behalf prior to entering the Administration.

    Trump’s acceptance of this unprecedented and unconstitutional gift has sparked bipartisan criticism and outrage, with even Republican Members of Congress and conservative media raising concerns about national security risks and the appearance of corruption. Additionally, this supposedly “free plane” may cost the taxpayer billions of dollars to overhaul to meet “all the survivability, security and communications requirements of Air Force One.”

    Judiciary Democrats requested Attorney General Bondi and White House Counsel David Warrington provide all documents and communications related to or purporting to justify or provide legal analysis regarding the constitutionality of the President’s acceptance of the Qatari plane; all documents and communications related to an agreement between the State of Qatar and the United States regarding the transfer of the plane; and all documents related to whether Attorney General Bondi should recuse herself in matters related to emoluments from Qatar.

    The letter comes after Judiciary Democrats filed a Resolution demanding Trump comply with the Constitutional rules on foreign gifts by seeking the consent of Congress before accepting the Qatari plane.

    Today, Congresswoman Mikie Sherrill (NJ-11) introduced the Protecting Retirement and Health Benefits for Working Families Act to safeguard Social Security, Medicaid, Medicare, Veterans Affairs, and other critical federal benefits and services from Elon Musk’s “Department of Government Efficiency”. 

    “New Jerseyans up and down the state have worked hard throughout their careers to earn the retirement and health benefits they deserve. Yet right now, Elon Musk and Donald Trump are attempting to dismantle the very agencies that ensure these programs run smoothly. My legislation makes sure that before any cuts or office closures are enacted, the Trump Administration must prove to Congress that these actions won’t harm the benefits Americans rely on. And if they do cause harm, this bill will force the Administration to undo the damage and reinstate employees. I refuse to sit by as an unelected billionaire lines his own pockets with the money that hardworking families, seniors, and veterans have rightfully earned,” said Rep. Sherrill.

    The Protecting Retirement and Health Benefits for Families Act would require several federal agencies (the Social Security Administration, Centers for Medicare and Medicaid Services, Department of Veterans Affairs, Internal Revenue Service, and Department of Housing and Urban Development) to certify to Congress that any planned staffing cuts or regional office closures will not impact the provision of benefits or financial assistance to Americans. 

    The bill also requires the Inspector General at each of those agencies to conduct a study, within one year, of any of these enacted certifications to ensure that layoffs/closures haven’t harmed benefit receipt, and if benefit receipt has been negatively impacted the agency will be required to reverse those layoffs/closures.

    • The Social Security Administration has enacted, or attempted to enact, mass staffing layoffs, phone service cuts, and local and regional office closures. Since January, DOGE has cut about 7,000 Social Security Administration jobs, or 12% of its entire workforce.
    • The Department of Veterans Affairs attempted to cut billions of dollars in contracts, but was stopped after Democrats and veterans service organizations warned that it would hurt critical veterans’ health services. It also instituted a hiring freeze for more than 300,000 VA health jobs. 
    • The Centers for Medicare and Medicaid Services granted DOGE access to agency systems and technologies after Musk claimed “this is where the big money fraud is happening.” Washington Republicans are currently looking to cut $880 billion from Medicaid to fund trillions in tax breaks for billionaires. HHS Secretary Kennedy has also announced plans to cut 10,000 employees at the Department of Health and Human Services, including 300 at the Centers for Medicare and Medicaid Services.
    • DOGE is reportedly considering cutting the Department of Housing and Urban Development’s staff by as much as 50% and cutting half of the department’s regional offices.

    In addition to protecting vital retirement and health care benefits for American families, Rep. Sherrill last month introduced legislation aimed at holding Elon Musk and DOGE accountable for their actions and access to sensitive government information. The Drug Testing For Special Government Employees Act would require Musk and his DOGE employees to pass drug tests and undergo random drug screenings to retain their Special Government Employee status. Given Musk’s well-documented history of drug use, this measure would ensure that those handling the nation’s most sensitive data cannot be compromised or manipulated due to illegal drug use.

  • MIL-OSI USA: Risch Introduces Bill to Stop Taxpayer-Funded Gender Transition Procedures in Federal Health Plans

    WASHINGTON – U.S. Senator Jim Risch (R-Idaho) today introduced the Protecting Minors in Federal Health Plans Act. The bill would prohibit Federal Employee Health Benefits (FEHB) plans from covering gender transitions for minors.
    “Taxpayer-funded federal health plans should never promote extreme gender ideology, especially on our youth,” said Risch. “My Protecting Minors in Federal Health Plans Act is commonsense legislation to ensure none of Idaho’s tax dollars fund these radical and harmful medical procedures.”
    Risch is joined by U.S. Senators Kevin Cramer (R-N.D.), Cynthia Lummis (R-Wyo.), and Pete Ricketts (R-Neb.) in introducing the Protecting Minors in Federal Health Plans Act. 
    “When President Trump took office, he represented the majority of Americans who agree mutilation and gender-transition surgeries for children are wrong,” said Lummis. “I speak for the people of Wyoming when I say our tax dollars should not contribute to these procedures, and I am proud to join Senator Risch and President Trump in restoring commonsense to America.” 
    “These experimental surgeries have long term, life-altering impacts that can’t be reversed and must end,” said Ricketts. “Take Luka Hein from Omaha, for example, who was sixteen when she received a gender-reassignment surgery. This bill stops these sex-change surgeries for children.”
    Under the Biden administration, the Office of Personnel Management encouraged FEHB carriers to cover “comprehensive gender-affirming care,” including hormone therapy, genital surgeries, facial reconstruction surgeries, and other services. Taxpayer-funded government contributions for FEHB plan premiums are estimated to total $50 billion in 2025.
    In January, President Trump issued an Executive Order on Protecting Children from Chemical and Surgical Mutilation, declaring that the federal government would not fund, promote, or assist gender-transition procedures for minors. The order emphasized that such interventions are based on ideology rather than sound medical science and directed federal agencies to eliminate policies that support them. The Protecting Minors in Federal Health Plans Act codifies a portion of President Trump’s executive order.
    The Protecting Minors in Federal Health Plans Act has received support from the Idaho Family Policy Center and the American Principles Project.
    “Our tax dollars should never be used for the purpose of sterilizing children with gender dysphoria. These children are struggling—and they need real help, not irreversible surgical and pharmaceutical interventions. Both the State of Idaho and the Trump administration have taken steps to protect these vulnerable children. Now, it’s time that the U.S. Congress follows this growing consensus.   • Shivraj Singh Chouhan inaugurates Veterinary College building in Nagaland

    Union Minister of Agriculture & Farmers’ Welfare and Rural Development, Shivraj Singh Chouhan, on Thursday inaugurated the newly constructed Administrative-cum-Academic Block of the College of Veterinary Sciences and Animal Husbandry, Central Agricultural University (Imphal), located at Jalukie in Nagaland.
     
    Addressing the gathering at the inaugural function, the Union Minister lauded the progress made in the agriculture and livestock sectors in Nagaland. He acknowledged the region’s unique agri-products and potential, and announced a financial assistance of ₹338.83 crore for the overall growth and development of the agriculture sector in the state.
     
    Chouhan urged the Nagaland government to formulate a comprehensive action plan for agriculture and rural development. He assured the state of the Centre’s full cooperation and support in this endeavour.
     
    To strengthen grassroots agricultural development, the Minister suggested the formation of a core scientific team in each district. This team would include scientists, officials from Krishi Vigyan Kendras (KVKs), university professionals, and farmers. He said the team should engage directly with farmers in villages at least twice a month to understand their challenges, which would facilitate evidence-based policy making and appropriate technological interventions.
     
    Highlighting the scope for natural farming in Nagaland, the Union Minister said the Central Government is committed to supporting such sustainable practices. He also appreciated the initiatives of the College of Veterinary Sciences and Animal Husbandry and invited its students to Delhi to share their innovative ideas with him.
     
    Chouhan assured full cooperation and financial assistance for entrepreneurship and start-up development among students, and expressed his desire to visit Nagaland again for further interaction with farmers and students.
     
    Nagaland Governor La. Ganesan, who presided over the function, commended the role played by Central Agricultural University, Imphal and its constituent college in advancing animal healthcare and agricultural development in the region. He stressed the importance of scientific methods and collaboration among stakeholders to realise the vision of a developed India by 2047.
     
    Deputy Chief Minister of Nagaland, T. R. Zeliang, also spoke at the event, underlining the need for technical interventions and research-driven farming to achieve agricultural and economic progress in the state.
     
    The event witnessed participation from 639 farmers and 84 officials from both the State and Central Governments.

    DENVER – Today, Governor Polis ordered flags to be flown at half-staff until sunset on Thursday, May 15th, in recognition of Peace Officer Memorial Day, to honor the Peace Officers who have died or been killed in the line of duty protecting Colorado communities.

    “Today, on Peace Officer Memorial Day, we honor the public safety service members who have died protecting us and our communities. Law enforcement officers put their lives on the line each day to keep us safe, and it is important for us to take a moment today to honor those who gave the ultimate sacrifice for our safety. My thoughts and prayers are with the families of fallen officers, and my gratitude is with those who serve our state each and every day,” said Governor Polis.

    Voters this past November passed Proposition 130, investing $350 million in law enforcement recruitment, training, retention efforts, and creating additional benefits to support the families of officers killed in the line of duty. Governor Polis is committed to implementing this funding as quickly as possible to strengthen law enforcement and support the families whose loved ones gave their lives for our safety. The legislature formalized these investments through SB25-310 – Proposition 130 Implementation, which Governor Polis looks forward to signing into law soon.

    Accelerating ALS Research Worldwide: ALS currently has no known cure. We are proud to support Answer ALS and ALS Therapy Development Institute (ALS TDI) in their ongoing work to find a cure and therapies for ALS. When the Neuromine data portal launched on Azure, Clare Durrett, Managing Director at Answer ALS, “envisioned researchers worldwide diving into its rich data to uncover ALS’s hidden patterns, from genetic triggers to progression markers,” and now this tool has supported 400+ independent research projects around the world. As these organizations combine their data this summer, the total number of data points available to researchers on Neuromine will grow to more than 300 trillion, and Dr. Fernando Vieira, CEO and Chief Scientific Officer at ALS TDI, expects it “to be a force-multiplier, enabling researchers to leverage these complementary datasets to rapidly generate and validate hypotheses and, ultimately, uncover paths toward more effective treatments for people with ALS.”  

    Representation matters 

    We recognize the critical responsibility to ensure authentic disability representation in AI systems. One of the most pressing challenges is that generated content, such as images, can misrepresent or stereotype disability, leading to harmful inaccuracies or even the exclusion of certain identities. These gaps in representation data can reinforce bias and erode trust.  

    Launching today, Bing Image Creator will generate more accurate depictions of disabilities such as Autism and Down Syndrome, and will be expanding to other areas in the coming months. We collaborated with individuals with lived experience, trusted external partners, and AI researchers to better understand how disability is portrayed—both accurately and not—within AI models.     As hunger deepens and Gaza’s health system collapses, the US and Israel are pushing a new aid mechanism, which raises widespread ethical, legal, security, and logistical concerns, said Doctors Without Borders/Médecins Sans Frontières on Wednesday.

    The plan—centered around the so-called Gaza Humanitarian Foundation—seeks to bypass UN-led coordination and place aid delivery under direct Israeli control, effectively forcing a militarized system on humanitarian organizations, donors, and civilians, said MSF.

    The United States, the UN, EU member states, and all those with influence over Israel must urgently use their political and economic leverage to stop the instrumentalization of aid.

    Rather than facilitate access, the plan threatens to further institutionalize obstruction, instrumentalize aid, and entrench the Israeli occupation. By conditioning lifesaving assistance on displacement and compliance with Israeli screening, the plan violates humanitarian principles. Making aid conditional on forced displacement and vetting of the population would be another tool in the ongoing campaign of ethnic cleansing of the Palestinian population. MSF firmly rejects and condemns this plan of full control over who receives aid. We  cannot accept a system which subjugates humanitarian aid to military and occupation objectives.

    We are witnessing, in real time, the creation of conditions for the eradication of Palestinian lives in Gaza, said MSF.

    The obstruction of humanitarian aid is a direct violation of UN Security Council Resolution 2720, which calls for the unimpeded delivery of humanitarian aid to civilians. Claims that aid is being diverted by Hamas remain unverified and in no way justify such measures. As the occupying power, Israel must facilitate impartial humanitarian assistance for the population in need.

    “The United States, the UN, EU member states, and all those with influence over Israel must urgently use their political and economic leverage to stop the instrumentalization of aid,” said Avril Benoît, CEO of MSF in the United States. “Humanitarian supplies, food, fuel, and medicines must be allowed to reach the people of Gaza now. Humanitarian aid must reach all the people who desperately need it.”

    Since Israel’s resumption of attacks and its total blockade of aid launched on March 2, Gaza has become hell on earth for Palestinians. The survival of Palestinians lies at the mercy of Israeli authorities, who are denying the entire population access to food, water, medical care, and shelter. Israel continues to pursue its campaign of ethnic cleansing by deliberately destroying the conditions necessary for life.

    Organizations including World Central Kitchen and the World Food Programme (WFP) have announced that they have no more food stocks available in Gaza. Most community kitchens and bakeries have closed. MSF medical teams in Gaza City have seen a 32 percent increase in the number of patients presenting with malnutrition over the past two weeks.

    Dwindling fuel stocks are limiting the ability to desalinate and distribute water. The health facilities that are still functioning—already critically inadequate in number and capacity for the population—are still being attacked and are suffering from rapidly diminishing stocks of medications and other essential supplies. MSF teams in Gaza have not been able to receive any supplies for 11 weeks and face critical shortages of essential medical items such as sterile compresses and sterile gloves.

    Israel’s evacuation orders and established no-go military zones now cover 70 percent of Gaza. The population has been forcibly transferred from one place to another, while not a single area of Gaza has been spared from attacks. The desperateness of the situation is such that MSF teams have treated and discharged patients only to see them return with new injuries.

    Israel’s plan to instrumentalize aid is a cynical response to the very humanitarian crisis they created. If they wished, Israel and its allies could lift the blockade today and let humanitarian aid reach all those in Gaza whose survival depends on it.

    Cabo Verde has inaugurated the Mindelo Technology Park, completing the second campus of the TechPark CV project funded by the African Development Bank (www.AfDB.org). The facility aims to establish the country as a digital hub connecting Africa with global markets. 

    The ceremony took place on May 6 with representatives from the government, industry, and development partners in attendance. The EUR 51.85 million TechPark CV project received EUR 45.5 million in financing from the African Development Bank Group, supporting both the Praia and Mindelo campuses. 

    In an address, Prime Minister José Ulisses Correia e Silva highlighted the transformative impact of the technology park: “Today we inaugurate this technological park hub with the conviction that we are already celebrating a special moment here. Yesterday was on the beach in Sao Vicente, a modern infrastructure important for the development of the digital economy. We want to position the digital economy as one of the key sectors for the diversification of Cabo Verde’s / Cavian economy, and increase the share of the digital economy in the GDP from around 7% to 25%.” 

    He further explained the goals of the project:“It is one of the sectors that create jobs and create quality jobs, simulates entrepreneurship and makes the capacity and talent of young people happen. We want to attract leading companies. We want to develop young digital entrepreneurship, startups and create well paid jobs.” 

    Dr. Akinwumi A. Adesina, President of the African Development Bank Group, emphasized the significance of this milestone: “These two events mark a turning point for the broader diversification of the economy of Cabo Verde and a landmark in its quest to become the digital gateway for Africa. These two technology park campuses will spark the spirit of digital innovation and spur the emergence of technology-enabled businesses that will propel the digital economy of Cabo Verde.” 

    Reflecting on the financial projections and potential impact, Dr. Adesina added, “The Technology Park will allow Cabo Verde to position itself to take advantage of the digital economy in Africa, which is estimated to add $180 billion to the GDP of Africa by 2025 and $712 billion by 2050. It will also allow Cabo Verde to benefit from the $16.5 trillion global digital economy by 2028.” 

    Carlos Monteiro, President of TechPark CV, shared his outlook on the project’s cultural and economic significance: “TechPark CV is the realisation of our ambition to transform Cape Verde into a technology hub for West Africa. Our unique mid-Atlantic location creates a gateway for investments and business opportunities linking Africa, Europe and the Americas.” 

    He added: “The spirit of morabeza lies at the heart of what we’re building – a welcoming environment where innovators from different backgrounds and cultures can collaborate and thrive together. Through this project, we’re not just building a digital hub; we’re fostering a community where technology drives economic growth and sustainable development for Cape Verde and our international partners.” 

    Project architect Fernando Mauricio Dos Santos, whose design balances technological needs with environmental considerations, noted: “The campus features a secure, basement-level data centre that ensures national security while harmonizing with the surrounding residential area. The U-shaped building’s orientation provides protection against northeast winds while maximizing southern light exposure, creating a comfortable and energy-efficient environment. A specialized technical box discreetly houses heavy refrigeration equipment, allowing the facility to blend advanced technology capabilities with Mindelo’s existing urban landscape.”  

    The Mindelo facility includes a data centre, a business incubation hub, and a training centre. The campus currently hosts ten companies from four countries and employs 125 young professionals, with 80% of its 25 office spaces occupied. The facility operates as a special digital economic zone, offering tax incentives to businesses specializing in artificial intelligence, cybersecurity, fintech, and digital health solutions. 

    In closing remarks, Dr. Adesina offered words of encouragement to the entrepreneurs and businesses establishing themselves at the technology park: “You will make it! You will grow! You will thrive!! Just like out of Mindelo the young voice of Cesaria Evora grew until it took the world by storm, so will the Mindelo Technology Park rise to become a gateway for innovation that will resound across Africa and the world. So, keep moving on and moving up!” 

    Both campuses of TechPark CV are now operational.

The Tax Relief for Victims of Crimes, Scams, and Disasters Act reinstates the tax deduction for personal casualty and theft losses and ensures victims of scams, robberies, storms, and fires do not have to pay taxes on stolen assets and further wipe out their hard-earned savings and financial security. 
    “When Wisconsinites fall victim to a fraud or scam, the last thing they should have to worry about is being slapped with an unexpected tax bill once tax season rolls around,” said Senator Baldwin. “I am proud to work with my Republican and Democratic colleagues to introduce this commonsense bill to help make sure if someone is down and out, they have one less thing to worry about than being hit with a tax bill.”
    “As hurricane season is around the corner, I will continue supporting policies that protect Floridians from scammers and fraudsters,” said Senator Moody. “My Tax Relief for Victims of Crimes, Scams and Disasters Act will provide commonsense tax relief for victims, often seniors, who have been financially devastated by scams, crimes or destruction from disasters. This legislation will help folks get back on their feet when they experience hardship. We know firsthand that victims of floods, storms, and fires go through so much—the last thing they should worry about is being penalized for a natural disaster.”
    Companion legislation will be introduced in the U.S. House by Representatives Jamie Raskin (D-MA-08) and Greg Steube (R-FL-17).
    “Americans who fall prey to scams and rip-offs deserve relief, not massive tax bills from the IRS,” said Rep. Raskin. “Our bipartisan legislation will help millions of Americans, including one of my constituents who was defrauded out of her entire retirement savings and then hit with an enormous tax penalty. I am proud to work with my colleagues on both sides of the aisle in the House and the Senate to bring a measure of justice to victims of scams, thefts and disasters.”
    Until 2018, the federal government allowed victims of crimes and unexpected, uninsurable disasters to deduct these losses from their taxes with a provision called the Casualty and Theft Loss Deduction. Today, scam victims and homeowners are on the hook for tens or hundreds of thousands of dollars in federal taxes unless their misfortunes meet a narrow set of criteria.
    The growing sophistication of cybercriminal networks has led to a rapid proliferation in fraud for the past five years. In 2024 alone, American taxpayers reported $16.6 billion in cyber fraud to the FBI. The average victim of elder fraud lost $83,000. Natural disasters are also on the rise during a period of increasing insurance premiums and unexpected claim denials.
    Senator Baldwin introduced this legislation last year after hearing the story of one Wisconsin woman who was scammed out of her entire savings, investments, and 401(k), more than $200,000 in total, and was forced to pay more than $15,000 in taxes.
    Without a reinstatement of the casualty and theft loss deduction, Americans who are victims of theft and non-federally declared disasters will continue to face hefty federal tax bills that the IRS is obligated to enforce.
    The Tax Relief for Victims of Crimes, Scams, and Disasters Act:
    Reinstates the tax deduction for personal casualty loss and provides retroactive coverage to taxpayers who suffered losses in the years that followed.
    Ensures that victims who suffered losses since 2017 are able to file an amended tax return accounting for their personal casualty loss.

The National Association of REALTORS® is grateful to Representatives Steube and Raskin, along with Senators Moody and Baldwin, for reintroducing the Tax Relief for Victims of Crimes, Scams, and Disasters Act, bipartisan legislation to restore the Casualty and Theft Loss Deduction. This deduction, if reinstated, would ensure that homeowners—especially seniors—who fall victim to uninsurable and unexpected disasters or theft can deduct their losses from their federal taxes. The legislation would protect homeowners from becoming victims again after a disaster, and NAR applauds Congress for putting this legislation forward again.

    Attacks on the labor movement and working families are nothing new – and we have been fighting battles on all fronts on behalf of our members recently. But I am proud to report that we have also encountered opportunities and successes that highlight the importance of supporting one another. As we navigate a changing world that often overlooks and takes working people like us for granted, we must stand together as one – as the IAM Union.

    The IAM Union continues to take the lead in organizing and empowering workers across traditional industries and emerging sectors. Our efforts not only set a precedent within the labor movement, but also inspire workers everywhere to unite and fight for a voice on the job.

    Since the last edition of the TAM Journal, our union has experienced transformative and significant milestones. TAM Union members nominated and elected the incumbent Executive Council and international officers in a strong demonstration of union democracy. Delegates to the 41 st International Convention charted a hold new course for our union – retooling the IAM Union to meet the unique challenges of today and tomorrow. We witnessed the power of grassroots organizing in the elections, with IAM Union members leading mass mobilization and voter outreach across key battleground states. But let’s be clear: the IAM Union will always stand with its membership, holding those in power accountable. We demand more than empty promises and the rhetoric of campaign slogans – we demand action.

    The lAM Union’s core values – security, dignity, and opportunity for all – are more important than ever. ln these challenging times, we remain committed to ensuring these values guide us through every negotiation, struggle , and victory.

    The stories in this edition highlight the real-life experiences of our members, showcasing the results of the hard-won victories achieved over the years. From historic strikes against Boeing and Textron to the growing strength of our restructuring and organizing efforts, as well as our commitment to give back to the community, we continue to demonstrate that when we stand united, we are a formidable force to be reckoned with.

    Our mission for our great union remains the same – to preserve and grow the JAM Union on the basis of solidarity and justice, and to strive for a higher standard of living for working families everywhere.

    Hello RAMPS community, 

    In this newsletter, we are excited to highlight the release of the National Seed Strategy Progress Report for 2022 and 2023. The National Seed Strategy provides a roadmap for increasing the supply of genetically appropriate native seed for restoration in the US, and this new report highlights the critical role that USGS plays in providing research, scientific expertise, and tools to support native seed development and use. Our spring newsletter also includes updates on conference presentations and recently released publications. As always, please reach out to discuss any questions or potential collaboration opportunities for research and restoration in the Southwest. 

    RAMPS on the Road 

    Conferences provide an important opportunity for RAMPS to share relevant research updates with land managers and scientists while connecting with existing and new collaborations. So far in 2025, the RAMPS Team gave invited presentations on RestoreNet at the following symposia: 

    The Society for Range Management and National Native Seed Conferences were attended by a broad coalition of land managers, restoration practitioners, researchers and private landowners and ranchers. At the Native Seed Conference, RAMPS coordinator Laura Shriver also presented a talk, “Bridging theory and practice to improve native seed selection for restoration” with initial results from a literature review drawing comparisons between seed selection insights from the scientific literature and federal agency guidance for seed selection in practice. Laura also presented a poster summarizing information from the National Seed Strategy Progress Report for 2022 and 2023.

    Project Highlights 

    National Seed Strategy Progress Report 

    RAMPS Coordinator, Laura Shriver, joined Plant Conservation Alliance leaders to write the National Seed Strategy Progress Report for 2022 and 2023. The report showcases the contributions of federal agencies and over 300 partners across the country to advance the National Seed Strategy, a pragmatic approach to meet the growing demand for native plant seed for restoration. In addition to summarizing data and project highlights, the report includes agency summaries outlining accomplishments, including from the USGS. The USGS provides essential research and scientific expertise to support the development and use of native seed for restoration, and the RAMPS program has led reporting efforts for all three National Seed Strategy Progress Reports.

    Research Updates – New Publications 

    Natural resource management under drought and wildfire 

    In this study, RAMPS Ecologist, Seth Munson, and others developed a conceptual framework that links the scale and severity of drought and wildfire associated ecosystem impacts with management interventions. A Northern Arizona University researcher conducted surveys and interviews of natural resource managers on the Colorado Plateau to gain insight into their perceptions of the scale of drought and wildfire impacts, ecosystem responses to drought and wildfire, relationships between the scale and severity of impacts and associated natural resource responses, and perceived barriers to implementing management actions. Results of the collaboration indicated that resource managers experienced drought more frequently than wildfire, and perceived intensifying impacts to ecosystems resulting from both stressors. Results also indicated that resource managers recognized strategies to address the widespread impacts of drought and wildfire on ecosystems, but many adaptation-specific actions remained unclear or presented barriers for implementation. To overcome these barriers, the authors suggest improving effective science communication, refining information tailored to meet adaptation goals at management-relevant scales, and providing opportunities for adaptive management that can proactively address intensification of drought and wildfire.

    How does trait variability affect plant performance? 

    In this study, researchers from the USGS, BLM, and Northern Arizona University collaborated to explore the effects of variation of plant characteristics, or traits, of different populations of the same plant species on plant performance. They examined whether variation of traits influenced plant performance both at field sites, where seeds were originally collected, and in a New Mexico common garden. They found that variation of traits within the same species at field sites did not predict variability in the common garden and that greater trait variability did not consistently yield better plant performance, suggesting that trait variability among wild populations of the same species may have limited utility for predicting plant performance responses in restoration settings.

    Declining ecological resilience and invasion resistance projected in the sagebrush region 

    This study, led by USGS scientists and partners from other federal agencies, used an ecohydrological model to quantify the impacts of projected future climate on ecological resilience and invasion resistance in the sagebrush region of the US. Results suggest widespread decreases of resilience and resistance, especially in sagebrush ecosystems, highlighting a growing challenge for regional natural resource managers. The authors suggest that spatially explicit datasets can provide information to improve long-term risk assessments, prioritizations, and climate adaptation efforts.

  • MIL-OSI USA: Investing in Central New York’s Downtowns

    overnor Kathy Hochul today announced awards for a total of 20 transformational projects in Central New York as part of two economic development programs: the Downtown Revitalization Initiative and NY Forward. Nine projects were announced for Aurora, Cayuga and Union Springs, the joint Round 7 winner of a $10 million DRI award; seven projects were announced for Canastota, a Round 2 winner of a $4.5 million NY Forward award; and four projects were announced for Brewerton, also a Round 2 winner of a $4.5 million NY Forward award.

    “Central New York is at the forefront of the economic resurgence sweeping across our state, and I’m investing in 20 projects that will transform our towns and villages, and strengthen the communities around them,” Governor Hochul said. “When we invest in our communities, we make it easier for families and businesses to do what they do best with the freedom to do it better — that’s why I’m fighting to make our neighborhoods better for generations to come.”

    New York Secretary of State Walter T. Mosley said, “When we invest in our downtowns, we’re investing in the heart of our communities. Through the Downtown Revitalization Initiative and NY Forward program, we’re not just funding projects – we’re fostering vibrant, walkable neighborhoods that spur economic growth, enhance quality of life for residents and preserve the unique character of each municipality and region. These signature programs exemplify our commitment to ensuring that every New Yorker, in every corner of our State, has the opportunity to succeed and thrive.”

    The 9 Aurora, Cayuga and Union Springs DRI projects, totaling $9.7 million, include:

    • Redevelopment of Beacon Bay Marina ($2,500,000): Redevelop the existing building into new lodging units, a property manager’s apartment and a small open-air gathering space primarily for lodging guests. The project also includes the installation of new docks to accommodate additional boating activity.
    • Improvements to Frontenac Park ($1,338,000): Develop new pathways for pedestrian circulation, new pay station and accommodations for parking. The project also includes repurposing of the house at the end of Factory Street into a recreation office and community gathering space, creation of a new patio for outdoor recreation programming and classes, addition of a new picnic shelter and restoration of lawn areas.
    • Transformation of McIntosh Park ($2,083,000): Transform McIntosh Park through renovations that include drainage improvements, paved entrance road and parking, basketball and pickleball courts, relocation of the existing tee-ball field, new benches, construction of an inclusive playground and a new pavilion.
    • Development of Mixed-Use Building at 143 Cayuga Street ($1,428,000): Construct a new multi-story, mixed-use building that will include apartments on the upper floors and retail space on the ground floor.
    • Construction of a Southern Gateway: Aurora Waterfront Park ($773,000): Construct a Southern Gateway Park by repurposing the old railway bed into a durable, shared use, ADA compliant trail. Additional park features include new signage, a new parking area, picnic tables with grills and shade trees. The project will also include an accessible canoe/kayak launch, kayak storage rack and Blueway launch site signage, Blueway Trail kiosk, benches along the trail and a concrete sidewall.
    • Development of Marina Gateway and Storefront Entrance, Waterfront Café and Additional Boat Service Facilities ($589,000): Develop a marina gateway via removal of structures at 107 Cayuga Street, new storefront entrance for the Marina show room and construction of triple bay service and parts facility. The project also includes the construction of a waterfront café to be open for year-round use.
    • Development of Apartments at 6200 Center Street ($446,000): Adaptive reuse of an existing building at 6200 Center Street into two-bedroom loft style apartments and associated storage spaces for residents.
    • Restoration of the Historic Patrick Tavern Building and Development of Tavern Green at 302 Main Street ($363,000): Restore Patrick Tavern including the addition of an historically accurate covered porch along the Village’s Main Street façade. The project also includes the replacement of the roof, windows and doors as well as new interpretive signage, sidewalk connection, bike racks, storage room, new exterior lighting, a stone patio and stone wall and ADA accessible ramps. Behind the building, a new green space will be developed to allow for markets and events.
    • Upgrades to Community Center and New Accessible Entrance at 337 Main Street ($180,000): Install a new ADA accessible entryway with improved lighting, signage and a sidewalk connection to existing public walk. The project provides updates to the existing meeting space including the replacement of flooring, new lighting, reconstruction of the kitchen and HVAC installation.

    Village of Canastota

    The Village of Canastota has demonstrated that it is ready for transformative growth with its historic village, past investments and abundant recreational opportunities. The NY Forward projects identified will capitalize on these assets and redevelop vacant sites, while also restoring and enhancing the Village’s rural charm and Erie Canal heritage.

    The 7 Canastota NY Forward Projects, totaling $4.5 Million, include:

    • Develop a Mixed-Use Pocket Neighborhood with Cafe Retail Space & Community Amenities on the Erie Canal ($500,000): Construct a retail space within a new “Canalside Pocket Neighborhood,” a multi-building mixed-use housing project. The total pocket neighborhood project will redevelop a vacant site one block from downtown and feature approximately 51 new housing units for diverse income groups that consist of 7–12 new buildings, including single-family homes, townhomes, senior housing, an apartment complex, retail and community amenities.
    • Expand ZEMS/Penny’s to Create New Community Gathering Space South of the Canal ($239,000): Create a two-acre public space in front of ZEMS/Penny’s, renovate the local businesses’ interior and add 600 feet of new sidewalk, a gazebo, music stage and pavilion. The interior expansion will create more retail space and a multipurpose community space. The sidewalk improvements will facilitate greater connectivity between local trails and downtown.
    • Convert Vacant Canal Street Building into NYS Farm Craft Brewing Facility ($575,000): Convert a vacant historic Erie Canal building into a NYS farm brewery and tourist destination. The renovation will involve converting the interior into a brew facility, tasting room, educational venue and packaging facility for off-premises sales. The exterior renovations will include Erie Canal themed exteriors and ample visitor parking.
    • Transform Vacant Historic Farr Building into Erie Canal Brewing Company Taproom & Village Welcome Center ($450,000): Restore an unoccupied historic building to a productive facility, promoting local economic growth, creating jobs, providing affordable apartments, attracting tourism and providing event space. The taproom will feature NY craft beer, wine and locally sourced food.
    • Renovate Historic Building at 138 Canal Street for Commercial Use ($172,000): Revive one of the oldest original structures along the Erie Canal through a complete building renovation that will include a new facade, front porch, walkways and interior finishes. The first floor of the completed project will be marketed for lease to local retail or food and beverage establishments at below-market rents, attracting entrepreneurs to the location.
    • Enhance North Canal Street to Improve Public Space, Walkability and Recreational Opportunities ($1,706,000): Revitalize space adjacent to the historic Erie Canal into a new Village park, incorporating streetscape improvements, Rotary Park enhancements, a canal overlook, a canal-front pavilion, water circulation features and boat launch.
    • Renovate Canastota Fire House for Improved Community Use & Greater Accessibility ($858,000): The project will modernize the Canastota Fire House’s public meeting space for ADA accessibility and enhanced energy efficiency. It includes an elevator installation and restroom renovation for ADA compliance, window replacement, interior improvements and exterior rehabilitation.

    Hamlet of Brewerton

    With its proximity to the Micron semi-conductor site, the Hamlet of Brewerton’s NY Forward projects are being viewed as the first step towards intentional, strategic and collaborative planning. The development of these projects will welcome new residents, visitors, and businesses in the years to come. The combination of public and private improvements will lay the foundation for future private sector investments that will attract more businesses and events to the downtown.

    The 4 Brewerton NY Forward Projects, totaling $4.5 Million, include:

    • Construct 9693 Brewerton Road Mixed Use Development ($1,600,000): Create new retail and residential space in the heart of the NYF area. The development will include a mixed-use building and energy-efficient townhomes.
    • Enhance Lighthouse Park ($1,500,000): Enhance waterfront recreation by adding a two-slip public boat launch, ADA-compliant fishing platform and kayak launch, nature play facility and a new restroom at Lighthouse Park.
    • Construct Apartment Buildings at 9602 Brewerton Road ($1,000,000): Construct two eight-unit buildings in phase 1 and twenty tiny homes in phase 2 within walking access to Oneida Lake and local businesses.
    • Renovate Brewerton Library ($400,000): Expand the library’s role as a community hub by adding a small café space, public meeting room, additional restrooms, a visitor information center and an outdoor seating area.

    Empire State Development President, CEO, and Commissioner Hope Knight said, “The Downtown Revitalization Initiative and NY Forward programs are transforming communities across New York State by turning local visions into bold investments to generate place-based economic development. These projects will create new opportunities for businesses, support vibrant public spaces, and attract residents and visitors alike – laying the foundation for sustainable growth and stronger regional economies.”

    Village of Aurora Mayor Jim Orman said, “One year ago Wells College closed. The Village of Aurora lost over half of its population. This DRI award will provide the first tangible step to begin the renaissance of Aurora. We have already attracted the interest of an investor to build homes and small businesses across from this new park. This transformational award will provide the initial boost in our long term economic development growth.”

I want to thank the Governor and all that were involved in making this happen. This money will help enhance our park and usage, with boats, kayaks and family get together.     DRI and NY Forward communities developed Strategic Implementation Plans (SIPs), which create a vision for the future of their downtown and identify and recommend a slate of complementary, transformative and implementable projects that support that vision. The SIPs are guided by a Local Planning Committee (LPC) comprised of local and regional leaders, stakeholders and community representatives, with the assistance of an assigned consultant and DOS staff, all of whom conduct extensive community outreach and engagement when determining projects. The projects selected for funding from the SIP were identified as having the greatest potential to jumpstart revitalization and generate new opportunities for long-term growth.

    About the Downtown Revitalization Initiative
    The Downtown Revitalization Initiative was created in 2016 to accelerate and expand the revitalization of downtowns and neighborhoods in all ten regions of the state to serve as centers of activity and catalysts for investment. Led by the Department of State with assistance from Empire State Development, Homes and Community Renewal and NYSERDA, the DRI represents an unprecedented and innovative “plan-then-act” strategy that couples strategic planning with immediate implementation and results in compact, walkable downtowns that are a key ingredient to helping New York State strengthen its economy, as well as to achieving the State’s bold climate goals by promoting the use of public transit and reducing dependence on private vehicles. Through nine rounds, the DRI has awarded a total of $900 million to 91 communities across every region of the State.

    About the NY Forward Program
    First announced as part of the 2022 Budget, Governor Hochul created the NY Forward program to build on the momentum created by the DRI. The program works in concert with the DRI to accelerate and expand the revitalization of smaller and rural downtowns throughout the State so that all communities can benefit from the State’s revitalization efforts, regardless of size, character, needs and challenges

    NY Forward communities are supported by a professional planning consultant and team of State agency experts led by DOS to develop a Strategic Investment Plan that includes a slate of transformative, complementary and readily implementable projects. NY Forward projects are appropriately scaled to the size of each community; projects may include building renovation and redevelopment, new construction or creation of new or improved public spaces and other projects that enhance specific cultural and historical qualities that define and distinguish the small-town charm that defines these municipalities. Through three rounds, the NY Forward program has awarded a total of $300 million to 60 communities across every region of the State.

    Violent man’s sentence extended after abusing against ex-partner

    A violent man who assaulted and harassed his ex-partner in a sustained campaign of abuse has had his sentence extended after the Solicitor General intervened.

    Jordan Crewe (27), from Caerphilly, has had his two-year sentence increased after the Solicitor General Lucy Rigby KC MP referred his case to the Court of Appeal under the Unduly Lenient Sentence scheme. 

    The court heard that Crewe was sentenced to 16 months in March 2022 for harassment and malicious communication offences committed against his ex-partner. The court also placed Crewe under a 12-year restraining order.  

    On the same day that Crewe was released on license in the October, he immediately breached his bail conditions when he barged into his ex-partner’s home before assaulting her and deflating her tyres.  

    The next day, Crewe visited his ex-partner’s home and, even after he was recalled to prison, continued to harass his ex-partner, sending abusive letters, messages and phone calls. He also asked his ex-partner to drop the charges against him. 

    Crewe was released from prison in May 2023 under strict conditions not to contact his ex-partner unless for extenuating circumstances.  

    However, a year later Crewe reignited his campaign of harassment. Over three months, Crewe sent unsolicited text messages asking the victim where she was, he activated a tracker app on the victim’s phone without her consent, he didn’t allow his ex-partner to see her family without him present and controlled what she wore.  

    Crewe sent videos where he simulated committing suicide, groped her in public, assaulted her and bit his ex-partner’s face.  

    The abuse and harassment culminated in an incident on New Years Eve where the victim was in a car with Crewe before he shouted at her, threatened to assault the victim’s family, and eventually assaulted his ex-partner in her car.  

    In a victim personal statement read to the court, the victim said that she was a happy bubbly person but now a shell of the person she was before. She also added that the mental and emotional abuse suffered will stay with her forever. 

    The Solicitor General Lucy Rigby KC MP said: 

    Jordan Crewe’s tirade of abuse against his ex-partner was appalling.  He carried out a systematic campaign of violence and coercive control.  Thankfully the Court has recognised the severity of Crewe’s actions and increased his sentence.

    On 18 February 2025, Jordan Crewe was sentenced to two years at Cardiff Crown Court for one count of harassment, one count of strangulation, one count of Assault Occasioning Actual Bodily Harm, and one count of controlling or coercive behaviour.  

    On Thursday 15 May 2025, the Court of Appeal extended Crewe’s sentence to two years and ten months’ under the Unduly Lenient Sentence scheme.

  • “Significant milestone”: EAM Jaishankar on inauguration of Honduras Embassy in Delhi

    External Affairs Minister S. Jaishankar, speaking at the inauguration of the Embassy of the Republic of Honduras in New Delhi on Thursday, described the occasion as a significant milestone that opens a promising new chapter in the longstanding and warm relationship between the two nations.
     
    Jaishankar extended his appreciation to Honduras for condemning the recent terror attack in Pahalgam. Addressing his counterpart, Eduardo Enrique Reina García, Minister of Foreign Affairs and International Cooperation of Honduras, he said, “Minister, let me first acknowledge the statement of solidarity from your country on the cowardly terrorist attack in Pahalgam. We value your public commitment to opposing terrorism in all its forms. It is completely unacceptable in any civilised world. We appreciate your support as we continue to battle terrorism in our region.”
     
    The minister said that the opening of the embassy reflects the shared vision and commitment between India and Honduras to deepen bilateral ties and strengthen institutional cooperation. “I regard this not merely as a ceremonial event but as a testament to our mutual commitment to expand the frontiers of our collaboration,” he said.
     
    He further added that the embassy signifies India’s aspiration to build strong partnerships across the Latin American region, rooted in values of mutual respect, solidarity, and shared progress.
     
    Reflecting on the bilateral relationship since the establishment of diplomatic ties on September 28, 1994, Jaishankar highlighted steady growth across political, commercial, developmental, and cultural dimensions. “Our engagements have been guided by a spirit of friendship and a belief that international cooperation serves broader humanitarian interests,” he added.
     
    Discussing economic relations, Jaishankar stated that bilateral trade now stands at USD 310 million, with India exporting pharmaceuticals, textiles, automobiles, and machinery, while importing coffee, wood, and leather from Honduras. He pointed out that the diverse trade basket demonstrates considerable potential for growth in sectors such as agribusiness, renewable energy, healthcare, IT, and manufacturing.
     
    “During our productive talks earlier today, we agreed on the need to strengthen business-to-business linkages, foster investment partnerships, and explore complementarities while exchanging experiences relevant to Indian companies,” he said.
     
    Highlighting Honduras’ strategic location and favourable investment climate, Jaishankar observed its potential in renewable energy and IT-enabled services. He also mentioned a recent collaboration between Hondatel, Honduras’ national telecom operator, and Reliance Jio, aimed at rolling out a 5G network in the country. “This collaboration marks a significant step in digital connectivity and technology innovation,” he added.
     
    Expressing confidence in the embassy’s future role, Jaishankar said it would serve as a hub for trade promotion and business engagement. “The embassy will encourage entrepreneurs to use it as a base for matchmaking, provide institutional support, and facilitate greater initiatives and activities,” he said.

  • Centre revokes Celebi’s security clearance over national security concerns

    The Bureau of Civil Aviation Security (BCAS) has revoked the security clearance of Celebi Airport Services India Pvt Ltd and its associated companies citing concerns linked to national security. The announcement was made on Thursday evening and is being seen as a firm step in safeguarding national interests.
     
    Union Minister of Civil Aviation, Ram Mohan Naidu, said that the decision reflects the government’s uncompromising commitment to national security. “Nothing is above the security of our nation and fellow citizens. National interest and public safety are paramount and non-negotiable,” the minister added.
     
    Celebi, a Turkish firm, has been operating ground-handling services at multiple Indian airports, including critical hubs like Mumbai and Delhi. Following the revocation, the Ministry of Civil Aviation has assured that all necessary arrangements are in place to maintain uninterrupted airport operations.
     
    The Minister further said that the government is actively working with airport operators to ensure a smooth transition. “Arrangements have been made at all affected airports to ensure seamless handling of passengers and cargo,” he added.
     
    To mitigate any disruption in services and employment, the Ministry is also taking steps to retain employees associated with Celebi. “Efforts are being made to ensure that employees working with Celebi are retained and continue to contribute,” Ram Mohan Naidu said.
