    Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, today, on April 17, 2025, inaugurated the newly developed 220-bedded ESIC Hospital in Namkum, Ranchi, Jharkhand. This state-of-the-art hospital marks a significant milestone in strengthening healthcare delivery under the Employees’ State Insurance (ESI) scheme in the state of Jharkhand. The event was graced by Union Minister of State for Defence, Shri Sanjay Seth along with Shri Pradip Verma, Hon’ble Member of Parliament (Rajya Sabha), and senior officers of ESIC.

    During the programme, Dr. Mandaviya honoured the ESIC beneficiaries and presented them with cash benefit certificates/sanction letters. He also felicitated the construction workers involved in the construction of the hospital.

    In his address, Dr. Mandaviya said that today is a momentous day for Ranchi and in the coming days, this hospital will provide healthcare services to over 5 lakh workers.

    He stated that this hospital is not just a structure but a symbol of the hard work and dedication of our workers. Referring to the government’s post-COVID initiatives, he highlighted that 80 crore people are being provided with free food grains and more than 60 crore people are receiving free healthcare worth ₹5 lakh per annum under the Ayushman Bharat scheme.

    Concluding his address, Union Minister said, “This hospital is not just a building, it is a temple. All the doctors and staff working here are like priests, and the patients who come here are akin to God for us. We will serve them with complete devotion and dedication.”

    Union Minister of State for Defence Shri Sanjay Seth congratulated everyone on the inauguration of the hospital and urged that more services be provided to the poor and underprivileged. He advocated for the early establishment of a medical college at the facility to further enhance healthcare services in the region. He also welcomed Dr. Mansukh Mandaviya to the land of Jharkhand and lauded his leadership during the COVID-19 pandemic as the then Health Minister.

    The Employees’ State Insurance Corporation (ESIC) had approved the construction of this 200-bedded hospital in June 2018 to enhance healthcare services in the region. Construction began on 31st May 2018 and has now been completed. The hospital has now been upgraded to a 220-bedded facility. It is noteworthy that ESIC has also approved the establishment of a medical college with 50 MBBS seats in October 2024, which is expected to commence operations soon.

    The hospital is equipped with essential departments such as General Medicine, Surgery, Gynecology, Orthopedics, Ophthalmology, and Dentistry, along with various support services. It offers both Outpatient (OPD) and Inpatient (IPD) care. As such, the medical needs of ESIC beneficiaries will be effectively addressed. The upgraded hospital will now also provide specialty and super-specialty care, significantly enhancing access to advanced healthcare for residents of Ranchi and neighbouring districts.

    Over 5 lakh insured persons (IPs) and their dependents are expected to benefit from this modernized hospital. The hospital complex includes a basement, ground floor, and four additional floors, spread over 7.9 acres. The new building has been constructed at a cost of ₹99.06 crore and covers a built-up area of 17,559 square meters.

    This four-storeyed hospital houses three modern operation theatres (OTs), with provision for an additional OT. It comprises 34 wards and 6 isolation wards, 40 OPD rooms, and ample space for doctors, administrative officials, and staff.

    It is worth mentioning that the ESIC Hospital in Namkum, Ranchi was originally established in 1987 with the primary objective of providing accessible, affordable, and quality healthcare to insured workers and their families. For over four decades, this hospital has catered to the healthcare needs of industrial workers in Ranchi and surrounding areas.

    ​The Ombudsman, Mr Jack Chan, today (April 17) welcomes and thanks the Chief Executive for his announcement of a working group led by the Chief Secretary for Administration to conduct in-depth review on the recommendations from the Office of The Ombudsman’s direct investigation operations, ensuring that these recommendations are proactively followed up. Mr Chan is very encouraged by the support and recognition of the Chief Executive on the work of his Office.

    Mr Chan said, “I am grateful for the Chief Executive’s recognition of the work of my Office. The establishment of the working group fully reflects the current term Government’s commitment and determination to strengthening the departmental management systems and reinforcing performance accountability among departmental managerial staff, so as to enhance public service management and efficiency, as well as for good governance.”

    The Office will fully co-operate with the working group and join hands with various government departments to strengthen the effectiveness of public administration, ensuring that the public will receive high-quality and efficient government services.

    TRAI, through its appointed agency, conducted Independent Drive Tests (IDT) in cities/highways/Railway/Coastal area of Hyderabad (Andhra Pradesh LSA), City & Railway route of Shimla (Himachal Pradesh LSA), Alappuzha & Alappuzha Backwaters (Kerala LSA), Dehradun (UP-West LSA), Rajkot (Gujarat LSA), Highway route of Visakhapatnam to Brahmapur, Railway route from Brahmapur to Bhubaneswar and Coastal area of Paradeep (Odisha LSA). Drive tests were conducted to assess the quality of service provided by Cellular Mobile Telephone Service providers for voice and data services in February 2025.

    1. In IDT, the performance of M/s Bharti Airtel Ltd., M/s BSNL/MTNL, M/s Reliance Jio Infocomm Ltd. and M/s Vodafone Idea Ltd., providing services in a Licensed Service Area (LSA) through various technologies (like 2G/ 3G/ 4G/ 5G) for voice and data, has been measured by conducting drive test. The observations presented in drive test reports represent the performance of the service providers on the area/ route under test on the day/ time of conducting the drive test.
    2. The following Key Performance Indicators (KPIs) for Voice as well as Data service were assessed for the networks of all Telecom service providers operating in the region:

  • MIL-OSI Asia-Pac: CS leads working group to strengthen departmental management regime establishment and performance accountability

    ​To enhance governance efficiency and strengthen performance accountability, the Chief Executive has instructed the Chief Secretary for Administration to lead a working group to conduct in-depth reviews of the direct investigation operation reports issued by the Office of The Ombudsman from time to time. This aims to ensure that all heads of government departments proactively follow up on the recommendations from these investigations while strengthening the establishment of departmental management systems and reinforcing performance accountability among departmental managerial staff to enhance public service management.

    Regarding the report released by the Office of The Ombudsman yesterday (April 16) on its direct investigation operation into the Government’s regulation of occupational safety and health (OSH) in the construction industry, the Chief Secretary for Administration will meet with the Ombudsman, Mr Jack Chan, to discuss the investigation findings and analyses in depth. The working group will gain a thorough understanding of the bottlenecks and core issues in the Government’s regulation of OSH in the construction industry, with a view to further enhancing the establishment of relevant departmental management systems, particularly the leadership and supervisory functions of managerial staff.

    The Development Bureau, the Labour Department (LD), and the Buildings Department are thoroughly examining and studying the report released by the Office of The Ombudsman and are actively following up on the recommendations. The LD has referred the suspected criminal fraudulent acts discovered during the investigation to law enforcement agencies for follow-up.

  • MIL-OSI Asia-Pac: “HK SciFest 2025” opens with over 100 science programmes to spark public’s curiosity about scientific world (with photos)

         “HK SciFest 2025”, organised by the Science Promotion Unit of the Hong Kong Science Museum (HKScM), will be held from tomorrow (April 18) to April 27. The HKScM is collaborating with over 50 partners, including government departments, universities and science organisations, launching over 100 science programmes, including science workshops, lectures, seminars, film screenings, and site visits. Most activities are free, and members of the public are welcome to join.
     
         “HK SciFest” is one of the largest popular science events in Hong Kong. Addressing the opening ceremony today (April 17), the Director of Leisure and Cultural Services, Ms Manda Chan, said although Hong Kong is geographically small, the city has generated numerous scientific research initiatives and innovations that benefit the global community. Notable examples include optical fibre networks which are capable of receiving and transmitting vast amount of information in a wink, and non-invasive prenatal diagnosis that provides safer and more accurate assessments to detect the risk of genetic disease in fetuses. With the theme of “Local Contributions in Science”, this year’s “HK SciFest” aims to showcase the vibrant ecosystem of scientific research in Hong Kong, and the collective efforts of local science institutions and organisations in popularising scientific knowledge and driving the development of science and technology through a wide range of programmes.
          
    Other officiating guests today included the Chairperson of the Science Sub-committee of the Museum Advisory Committee, Professor Alexander Wai Ping-kong, and the Museum Director of the HKScM, Mr Lawrence Lee.
     
    Part of the Ground Floor Exhibition Hall of the HKScM will be converted into a “Science Bazaar” with more than 10 activity booths, where members of the public can enjoy a fun and educational science experience. Activities include a virtual autonomous vehicle driving game, a drone display, a virtual reality game to tour Geoparks in Hong Kong, local animal specimens, and learning how to identify the authenticity of gems using scientific methods. There will also be hands-on science demonstrations, mini-exhibitions and mini-workshops.
     
    Other highlighted activities of the festival include Croucher Science Week, which will invite science communicators from around the world to host onsite science performances and workshops to explore techniques for coral propagation and reef rehabilitation and to assemble a model electric tricycle. In addition, lectures about saving sea turtles in Hong Kong and the application of artificial intelligence in daily life, film screenings of sci-fi films “Interstellar” (2014) and “A.I.     Reviving India’s Water Heritage through Community-led Conservation

    Introduction

    India’s water challenges have long demanded both structural and participatory interventions. Against this backdrop, the Government of India launched the Mission Amrit Sarovar in 2022 as a flagship initiative under the Azadi Ka Amrit Mahotsav. The mission aims to construct and rejuvenate 75 water bodies in each district across the country, thereby fostering water conservation, ensuring sustainability, and reviving traditional community water bodies through public participation.

    Launched with the vision of building 50,000 Amrit Sarovars by August 15, 2023, the initiative has now been extended and has become a nationwide movement converging rural development, environmental stewardship, and community empowerment. It is not merely a reservoir creation initiative—it represents the fusion of national pride, ecological restoration, and grassroots governance. In the backdrop of growing concerns regarding groundwater depletion and rural water scarcity, Mission Amrit Sarovar has emerged as a strategic response—blending tradition with modernity and institutional alignment with public mobilization.

    As on March 2025, over 68,000 Sarovars have been completed, enhancing surface and groundwater availability across various regions. Under Mahatma Gandhi NREGS, over 46,000 Sarovars were constructed/rejuvenated. These Sarovars have not only addressed immediate water needs but also established sustainable water sources, symbolizing Government’s commitment to long-term environmental sustainability and community well-being.

     

    Background and Vision

     

    Amrit Sarovars plays an important role in increasing the availability of water, both on surface and under-ground. Development of Amrit Sarovars is also an important symbol of constructive actions, dedicated to the country on the occasion of Azadi Ka Amrit Mahotsav, that create sustainable and long-term productive assets, beneficial to both the living beings and environment.

     

    The Mission Amrit Sarovar was announced on 24th April 2022 by the Prime Minister during the celebration of National Panchayati Raj Day at Palli Gram Panchayat, Samba District, Jammu. Anchored by the Ministry of Rural Development, the initiative involves seven ministries: Ministry of Rural Development, Ministry of Jal Shakti, Ministry of Panchayati Raj, Ministry of Environment, Forest & Climate Change, Ministry of Railways, Ministry of Culture and Ministry of Road Transport and Highways. This mission is also supported by the Bhaskaracharya National Institute for Space Applications and Geo-informatics (BISAG-N). This multi-stakeholder approach was intended to ensure convergence, efficiency, and participatory ownership of the initiative. The National Informatics Centre (NIC) has provided a centralized digital platformamritsarovar.gov.in—which tracks real-time progress at the granular level, ensuring transparency and enabling coordination between departments and states.

    The objective of this mission is “construction/rejuvenation of at least 75 Amrit Sarovar (ponds) in every district of the country”. Each Amrit Sarovar is designed to have a pondage area of minimum of 1 acre (0.4 hectare) with water holding capacity of about 10,000 cubic meter. Importantly, the reservoirs also serve as socio-cultural hubs—many are associated with national heroes and freedom fighters, nurturing a sense of ownership and respect.

    The mission’s core vision is to:

    • Conserve water and promote sustainable water management practices
    • Strengthen decentralized governance and empower Gram Panchayats
    • Foster employment under MGNREGA and related schemes
    • Revive traditional and cultural water structures and community participation

     

    Institutional Convergence and Implementation Mechanism

    Mission Amrit Sarovar works are being taken up by the states and districts with convergence from various ongoing schemes such as Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS), 15th Finance Commission Grants, Pradhan Mantri Krishi Sichayi Yojna sub-schemes such as the Watershed Development Component, Har Khet ko Pani, besides States’ own schemes.

    For the monitoring of the progress of Amrit Sarovars, following arrangements are in place at the Panchayat level:

    1. Two dedicated Prabharis for each Amrit Sarovar will be positioned i.e. Panchayat Pratinidhi and Panchayat level officer.
    2. Gram Panchayat will nominate Panchayat Pratinidhi, who will act as citizen supervisor, and will be responsible for faithful and fair execution of the Amrit Sarovar in the Panchayat while protecting the community interest.
    3. Panchayat level officer will monitor the progress and ensure faithful implementation of the mission in the panchayat while reporting the progress in the form of document, with appropriate photos and videos. 

    As per the guidelines of Mission Amrit Sarovar, effective maintenance and sustainability of Amrit Sarovars requires a formation and clear mapping of users’ groups associated with each Sarovar largely drawn from members of SHGs. A User Group is a voluntary group that operates collectively to conserve and manage the Sarovar for promoting water use efficiently. It is a representative body of user members of the Sarovar with adequate representation of women and weaker sections. Proper identification and coordination of these user groups are essential for the optimal use and upkeep of the Sarovars. The user group will also be responsible for the ongoing use and maintenance of the Amrit Sarovar including the plantation activities. The removal of silt from the catchment area should be done by the users’ groups voluntarily after every monsoon season.

     

    Different types of user groups could be formed based on the usage:

    1. Village Water and Sanitation Committee (VWSC) / Pani Samiti (Department of Drinking Water and Sanitation, GoI)
    2. Self Help Groups (NRLM)
    3. Fishermen group (Department of Fisheries, Gol)
    4. Van Samiti (Forest Department)
    5. Aquaculture practitioners
    6. Water chestnut cultivators
    7. Lotus cultivators
    8. Makhana cultivators
    9. Duckery
    10. Water for Livestock users
    11. Domestic water users
    12. Any other depending on the socio-economic importance of local lakes

     

    In order to optimize the benefit of the Amrit Sarovars and to ensure that the implementation is done in the most credible manner, latest and most relevant technologies like remote sensing and geospatial are being used extensively from site selection till its completion.

     

    Phase I (April 2022 – August 2023)

     

    Overall, the target to build 50,000 Amrit Sarovar by August 15, 2023, was achieved ahead of schedule. As of May 2023, 59,492 Amrit Sarovar were successfully completed.

    Additional to the accomplishment of the Mission target, linking Amrit Sarovar with Panchayat Pratinidhis, Panchayat level officers, user groups were the imperative aspects. About 79,080 Panchayat Pratinidhi and 92,359 Panchayat Level Officers were engaged in the Mission. About 2,203 freedom fighters, 22,993 eldest members of the panchayat, 385 family members of freedom fighters, 742 family members of martyrs and 69 Padma Awardees participated in the Mission.

    Each completed Amrit Sarovar has a common signage board stating all the details of the site including the scheme under which it was constructed and mandatory plantation of trees such as Neem, Bargadh, Peepal and any other native trees. About 23,51,331 trees were planted through the Mission out of which 5,32,124 were Neem, 3,65,791 were Peepal, 3,24,945 were Bargadh and 11,28,471 were other native trees.

     

       

     

    Phase II (Ongoing Since September 2023)

    Phase II of Mission Amrit Sarovar is envisaged to continue with a renewed focus on ensuring water availability, with community participation (Jan Bhagidaari) at its core, and aims to strengthen climate resilience, foster ecological balance, and deliver lasting benefits for future generations. A total of 3,182 sites have been identified under Phase II of the Mission, as of April 17, 2025.

    Community Engagement and Innovative Practices

    Jan Bhagidari has been the core of this Mission and involves people’s participation at all levels. So far 65,285 user groups have been formed for each Amrit Sarovar. These user groups are fully involved during the entire process of development of an Amrit Sarovar viz feasibility assessment, execution and its utilization. To encourage mobilization of citizens and non-Government resources for supplementing the Government’s efforts to achieve the target, explicit provisions have been made in the guidelines of the Mission Amrit Sarovars as follows:

    1. Laying the foundation stone for the Amrit Sarovar to be led by freedom fighter or her/his family member or by the family of martyr (post-independence) or a local Padma awardee, and in case no such citizen is available, by the eldest member of the local Gram Panchayat.
    2. Provision for people to participate by donating construction material, benches and by Shramdaan
    3. If village community so desires, beautification works on the Sarovar site may mobilize necessary donations through crowd sourcing and Corporate Social Responsibility (CSR) contributions.
    4. Provision has been made that on the occasion of Independence Day/ Republic Day, the National Flag is to be hoisted at each Amrit Sarovar site, by the freedom fighter or his/her family member or by the family member of martyr or a local Padma Awardee. On Amrit Sarovars sites, national events are to be celebrated.
    5. Possible users of such water structure, including for irrigation, fishery or water chestnut cultivation, should be identified and creation of their group are encouraged.

    The Mission promotes the formation of user groups, particularly among farmers, fisherfolk, and local communities, to ensure optimal use of water resources for irrigation, aquaculture, and allied activities.

     

    Economic and Ecological Impact

    Mission Amrit Sarovar is boosting the rural livelihood as the completed Sarovars have been identified for the purpose of different activities such as irrigation, fisheries, duckery, cultivation of water chestnut and animal husbandry, etc. These activities are being carried out by different user groups which are linked to each Amrit Sarovar.

    The Ground Water Resources Assessment by Central Ground Water Board (CGWB), in collaboration with State Governments, shows a significant rise in groundwater recharge due to sustained conservation efforts. Recharge from tanks, ponds and water conservation structures increased from 13.98 Billion Cubic Meters (BCM) in 2017 to 25.34 BCM in 2024, reflecting the success of water conservation such as Mission Amrit Sarovar and the role of tanks, ponds & water conservation structures in sustaining groundwater levels. These Sarovars have not only addressed immediate water needs but also established sustainable water sources that can be utilised for irrigation and other purposes thereby improving agricultural productivity.

     

    Stories of Success

    1. Rejuvenation of Pond at the near Grave Yard: Andaman and Nicobar Islands

    The pond has been rejuvenated under Amrit Sarovar and is located at Satellite Basti near Graveyard under Gram Panchayat Govind Nagar, Campbell Bay, Great Nicobar. It is a community use base sarovar which directly benefits the 200 villagers. The work has provided employment to 24 households. Neem and other trees have been planted with tree guards around the sarovar. Along with this, the sarovar is also helpful for the local farmers as moisture remains in the surrounding fields and they use the sarovar water for irrigation and cattle-rearing.

     

    1. Indpe Gadrahi Pokhar: Bihar

    ​​​​​​​ In Jamui district in Bihar is situated Indpe Panchayat, where there was a pond in neglected condition. Indpe Gram Panchayat took decision to rejuvenate this pond. Rejuvenation works were taken up by Mahatma Gandhi NREGA. Thanks to the rejuvenation, this pond has got a new life with attractive look. Spread across 1.04 acres area, this sarovar has become centre of utmost attraction. It has been beautifully decorated with paver block pathway with proper sitting bench facilities. Plantation has also been done around the area of the pond. Boating facilities have also been started in this pond, which is making it unique and generating livelihood. Installation of solar tree and soar lights are giving tremendous look to this beautifully decorated Amrit Sarovar. An electronic display board has also been established here. Large number of morning walkers are getting health benefits. The Sarovar and the area across it is now most preferred choice for the children to play and enjoy. Naari Shakti Jeevika Group is using this Amrit Sarovar for carrying out the fishery activity.

     

    1. Fish Pond at Dine Dite Rijo: Arunachal Pradesh

    ​​​​​​​ Construction of Fish Pond at Dine Dite Rijo which is a controlled pond, small artificial lake or retention basin that is stocked with fish and is used in aquaculture for fish farming, for recreational fishing, or for ornamental purposes which has been taken up under Mission Amrit Sarovar. The pond is being used to raise fish for sale at a very profitable price. With proper nurturing of fish and management, harvestable food fish production has increased drastically in such a way that it has been utilised for food production. This pond has also been indispensable for livestock rearing, breeding and nurturing of various species of fishes.

     

    Conclusion

    Mission Amrit Sarovar stands as a monumental example of cooperative federalism, environmental action, and local democracy. Its blend of cultural reverence, citizen engagement, scientific design, and institutional convergence has allowed it to evolve into a Jan Andolan—a people’s movement for water security. As the nation continues into Amrit Kaal, this mission not only addresses India’s immediate water needs but also lays the foundation for a resilient, water-abundant rural future. The success of Mission Amrit Sarovar will be likely to inspire more such community-centered development models, placing people at the heart of national transformation.

    Union Minister encourages the participants to devote time regularly on thinking innovative, out of the box ideas and solutions

    The Department of Chemicals & Petrochemicals organised a one day “Manthan Shivir” in New Delhi today, chaired by Shri Jagat Prakash Nadda, Union Minister for Health & Family Welfare, and Chemicals & Fertilizers, Government of India, with discussions focussing on fostering long-term development of the Indian chemical and petrochemical sector.

    The recommendations emerging from discussions on all the thematic areas were presented before the Union Minister, under whose strategic insight this initiative was implemented. The Union Minister of Chemicals &Fertilizers acknowledged that the Manthan conference is a constructive platform for engaging in thoughtful and comprehensive discussions about the sector’s future.

    Shri JP Nadda congratulated the Department for organizing the Manthan Shivir and choosing topics which are of contemporary relevance to the sector. He encouraged the participants to think beyond routine administrative tasks and motivated them to devote time regularly on thinking innovative, out of the box ideas and solutions.

    Thanking the representatives of the other Ministries/ Departments for their enthusiastic participation in the deliberations, he suggested that such deliberative processes following a holistic and whole-of-Government approach should be held at regular intervals to avoid policymaking in silos and to help realise the vision of Viksit Bharat by 2047. He also added that this thought process and dialogue should be institutionalised to make it a continuous process.

    While acknowledging the challenges that remain, Shri J.P. Nadda  emphasized the collective commitment to achieving long-term, sustainable growth in the chemical sector and expressed confidence in the fact that with the right approach, India can build a more resilient and self-reliant industrial ecosystem.

    Addressing the meeting Ms. Nivedita Shukla Verma, Secretary, Department of Chemicals & Petrochemical, alluded to the critical importance of India’s chemical sector, pointing out that the industry contributes about 1.4% to GDP and accounts for almost 9% of gross value addition in manufacturing. She noted that while considerable progress has been made in terms of infrastructure development, there is need for more concerted efforts to support the development of the sector in view of ever changing geopolitical realities as well as the vision of the Government for an Atmanirbhar Bharat.

    During the day discussions were held which were centred on 6 thematic areas, viz. “Infrastructure Development; Sustainability, Recycling & Circular Economy; Trade Remedial Measures; Boosting Manufacturing Towards Viksit Bharat; Skilled Workforce & Training; and Road Map for Future Ready Plastic Industry”. Each of these topics were deliberated upon in a comprehensive manner by dedicated groups including representatives from other Ministries and Departments such as Revenue, Promotion of Industry & Internal Trade, Pharmaceuticals, Skill Development & Entrepreneurship, Science & Technology, Textiles, MSME, MoEFCC, NITI Aayog as well as organisations such as the Bureau of Indian Standards, Central Pollution Control Board, Central Institute of Petrochemicals Engineering & Technology etc.

  • MIL-OSI Asia-Pac: Text of the Vice-President’s Address at the Valedictory Function of the 6th Rajya Sabha Internship Program, New Delhi (Excerpts)

    Very good morning to all of you.

    Well, you are privileged, now the group is 175. Very special group and this is Rajya Sabha interns 6th session. Now we have taken a decision to have a structured platform that will generate connectivity and this platform will cater to the people at large all information about legislation in Rajya Sabha and Lok Sabha.

     I’ll work out with the Hon’ble Speaker and in about two months time we will launch it. So people of the country will have the benefit to have authentic information from a sanctified platform about Members of Parliament and right from Constituent Assembly debates to the current ones. You will also have access to archives that are privy to Indian Parliament.

     Therefore, as a very special group you will act as ambassadors. When this group during my tenure will reach a figure of 500 the geographical spread out the regional penetration inclusivity will be reflected in every facet of human life and this will help you, boys and girls to be in connect with one another. It will be nothing less than a batch of Indian Civil Service officers. Two of the people are present here PC Modi, Secretary General and Rajit Punhani, Secretary Rajya Sabha.

     Boys and girls India was a nation in the world for thousands of years dominating culture civilisation values economy. We were a world power, we were known as Vishwa Guru. Our institutes of excellence Nalanda, Takshila to name just few attracted global talent, they learned from us, they gave to us. We were constituting at one point of time one-third of global economy.

    Things went wrong somewhere but soothing parties gratifying parties the last decade or so has generated an ecosystem of hope and possibility. India has witnessed a growth in economy that is globally applauded by world institutions. India has had such massive phenomenal infrastructure jump that we are feeling it every day. People centric policies technological penetration has gone up to the villages and therefore, India today is the most aspirational nation in the world and this is good for planet Earth.

     We are home to one-sixth of humanity, we are aspirational, it’s a challenge to us. Boys and girls before me are the most vital stakeholders in governance and in democracy you are the future. Our youth demographic dividend is envy of the world. We are a vibrant democracy, mother of democracy. Democracy at all levels constitutionally structured but when things are going upward we are bound to face headwind. There will be forces inimical to the interest of Bharat. They will try to operationalise mechanisms give wings to wrong narratives invidious designing of sinister mechanisms to run down our national growth taint, tarnish and diminish our constitutional institutions. Therefore, every young mind in the country has to be alert has to be discerning has to question, because this questioning is vital because it is sublimity and vitality of democracy.

     We must learn to challenge situations which we find are not in consonance with our rich culture our democratic principles and that is how we will contribute in the maintenance, sustaining of our growth trajectory. So all of you boys and girls will have to think and scratch your heads is everything alright? Am I worried? And today therefore, my focus singularly will be on the role of the citizen, role of the youth.

     Let me take incidents that are most recent they are dominating our minds an event happened on the night of 14th and 15th of March in New Delhi at the residence of a judge, for seven days no one knew about it. We have to ask questions to ourselves. Is the delay explainable? Condonable! Does it not raise certain fundamental questions? Ordinary situations define rule of law things would have been different. It was only on 21st March disclosed by a newspaper that people of the country were shocked as never before.

     They were in some kind of limbo deeply concerned and worried at this explosive, alarming explosive thereafter, fortunately in public domain we had input from authoritative source the Supreme Court of India and input indicated culpability. Input did not lead to doubt that something was amiss; something required to be investigated.

     Now the nation waits with bated breath, the nation is resting because one of our institutions to which people have looked up always with highest respect and deference was put in the dock. It is now over a month even if it is can of worms, even if there are skeletons in the cupboard, time to blow up the can, time for its lid to go out and time for the cupboard to collapse. Let the worms and skeletons be in public domain so that cleansing takes place, not for a moment I will ever say that we must not give premium to innocence.

     Democracy is nurtured, its core values blossom, human rights are taken at a high pedestal when we believe in innocence till the guilt is established.  Therefore, I must not be misunderstood for casting aspersions on any individual but then in a democratic nation purity of its criminal justice system defines its direction investigation is required.

     Boys and girls, no investigation under law is in progress at the moment because, for a criminal investigation the initiation has to be by an FIR ‘First Information Report’ it is not there. It is law of the land that every cognizable offence is required to be reported to the police and failure to do so, failure to report a cognizable offence is a crime. Therefore, you all will be wondering why there has been no FIR the answer is simple.

     An FIR in this country can be registered against anyone, any constitutional functionary including the one before you. One has only to activate the rule of law no permission is required but if it is judges their category FIR cannot be state way registered it has to be approved by the concerned in judiciary but that is not given in the Constitution. Constitution of India has accorded immunity from prosecution only to the Hon’ble President and the Hon’ble Governors so how come a category beyond law has secured this immunity because the ill effects of this are being felt in the mind of one and all.

     Every Indian young and old young and old is deeply concerned, if the event had taken place at his house the speed would have been electronic rocket. Now, it is not even a cattle cart. A question we must think, there is a committee of three judges investigating the matter but investigation is domain of the executive. Investigation is not the domain of judiciary. Is the committee under constitution of India? No. Is this committee of three judges having any sanction under any law emanating from Parliament? No. What can the committee do, committee can at the most make a recommendation. Recommendation to whom and for what the kind of mechanism we have for judges, the only action finally that can be taken is by the Parliament, when proceedings of removal are initiated a month has passed more than that and investigation requires speed, expedition, preservation of incriminating material. As a citizen of the country and holding position which I do, I am concerned. Are we not diluting rule of law? Are we not answerable to? ‘We the people’ who gave us the Constitution.

     Therefore, I would strongly urge everyone concerned to examine this as a test case, what legitimacy and jurisdictional authority does this committee possess. Can we have separate law made by a category and the law made by that category dehors constitution, dehors Parliament. 

    The committee report according to me inherently lacks legal standing तो क्या हम ऐसे हालात में आ गए की समय के साथ यह बात चली जाएगी? लोगों के दिल पर इस घटना से गहरी चोट लगी है। लोगों का विश्वास डगमगा गया है। 

    There was a survey conducted recently and the survey indicated it was by a media house that public confidence in the institution of judiciary is dwindling. It is fundamental for success of democracy that is three fundamental pillars Legislature, Judiciary and Executive are above board, they are transparent, they are accountable, they exemplify to the people at large. 

    The highest standards to be emulated and therefore the principle of equality equality before law has been disregarded. It is fundamental to our democracy, it is nectar of our democracy time for us to enforce it. 

    This is in March, still we are groping in dark the tunnel is getting longer and longer and light is not visible as to what will happen. Normal human tendency to forget an event because other events overtake us, this is not one such incident. 

    I beseech everyone concerned to be highly alert proactive and restore authority of the constitution. 

    Boys and girls, let me take to you early this year on January 27, 2025 a seven member LOKPAL Bench headed by a former supreme court judge ruled. It possesses jurisdiction to investigate corruption complaints against High Court judges. Suo Moto cognisance was taken and mind you, if you go to other judicial dispensations in other countries that have democracies thriving Suo Moto cognisance is unknown to me and then it was a state on one ground independence of judiciary this independence कोई कवच नहीं है This independence is not some kind of impregnable cover against enquiry, investigation probe. 

    Institutions thrive with transparency with there being probe the surest way to degenerate an institution or an individual is to give total guarantee, there will be no enquiry, no scrutiny, no probe how can we take this situation. These are serious issues. 

    Let me tell you where it started. The Constitution  framers were very wise people. People who deeply believed in national welfare. They debated for 18 sessions for a little less than 3 years. There was no confrontation, there was no disturbance, no disruption, there was dialogue, debate, discussion and deliberation. They had very contentious issues but they framed one rule, the judges will be appointed under article 124 and a consultation board was used. 

    Boys and girls, you know the word consultation lexicon defines it, consultation is not concurrence, consultation is consultation article 124 was very specific and with respect to article 124 we have a very important discourse by Dr. B.R. Ambedkar and B.R. Ambedkar who did a great job in giving us this constitution and I quoting him, this was with regard to the question of the concurrence of Chief Justice and Dr. B.R. Ambedkar says “I think, to allow the Chief Justice practically a veto upon the appointment of judges is really to transfer the authority to the Chief Justice which we are not prepared to vest in the President or the Government of the day. I therefore think that is also a dangerous proposition.” but in the second judge’s case, in 1993, the court interpreted consultation will be read as concurrence. Can it be done? 

    The two words boys and girls are different, but the bench did not notice that the Indian constitution uses these words, consultation and concurrence in the same article, Article 370, with respect to the then state of Jammu and Kashmir. Article 370 has both expressions in the same sub-articles.

    How can these two words used differently by the Supreme, by the constituent assembly members in the constitution can be read differently? It was done. Now, the situation is engaging attention of everyone and it is our obligation as citizens of this country to think about how things have to evolve. I have no doubt parliament cannot script a judgement of a court. I have no doubt about it. 

    Parliament can only legislate and hold institutions including Judiciary and Executive accountable, but judgement writing, adjudication is the sole prerogative of judiciary  as much legislation is that of the parliament. But are we not finding this situation getting challenged? I am saying so because very frequently we are finding that executive governance is by judicial orders, when executive, the government is elected by people, the government is accountable to parliament, the government is accountable to the people at election.

    There is a principle of accountability in operation. In parliament you can ask questions, critical questions, because the governance is by the executive but if this executive governance is by judiciary, how do you ask questions? Whom do you hold accountable in election? Time has come when our three institutions, Legislature, Judiciary and Executive must blossom, and they blossom best, and best for the nation, only when they operate in their own area. Any incursion by one in the domain of the other poses a challenge, which is not good. It can upset the upper card. The relationship between these three must be wholesome, soothing, one of deep understanding, coordination not to show authority.

    Historically and also presently in many nations, judges speak through their judgments, and only through their judgments. Those good old days are gone now. We are having totally a different spectacle. A courtroom was the ultimate place from where a judge would pronounce his order but now the situation is judges are venturing out on public platforms, on media platforms. Even in terrain which is challenging and not their own, I only expect the legislature will operate from parliament theatre, judges will operate from their courtrooms, and executive will do its work as envisioned by the Constitution.

    The problem started, I should come, because an event had taken place recently. I am dealing with only contemporary issues. An event had taken place recently on the release of a book, and the focus of the book by a former judge of the Supreme Court was on Basic Structure. The day was chosen as 14th April, associated with Dr. B.R. Ambedkar. The  former judge of the Supreme Court, and illustrious author of the book referred to 13th April. He narrated an incident that had taken place on 13th April at Jallianwala Bagh before independence, where our people were killed, massacred, injured, and by our own people, led by General Dyer and then he came to the doctrine of basic structure, that this cannot happen now because of this doctrine. Examine for a moment the doctrine Keshvanand Bharti  gave to us. 

    Thirteen judges of the Supreme Court assembled. The judgement was on 24th April, 1973 and this, according to the author, is our saviour. But after we had this basic structure doctrine, a Prime Minister to save a seat imposed emergency on 25th June, 1975. The judge has forgotten. The audience has forgotten. It was supposed to be engaging discourse, inquisitorial. No one asked a question. कि यह जो अवतार था, यह जो अमर था, जो ऐसी घटनाओं पर अंकुश लगा देगा और जिसका इतना महामंडन किया जा रहा था जलियांवाला बाग के रेफ़रेंस में वह भूल गए ताज़ा इतिहास को 24 अप्रैल, 1973 और आप देखिए, 2 साल पूरे होते ही emergency was clamped on 25th June. Lakhs of people were put behind the bars and there it was up to 21st March, 1977. Lakhs of people! With this basic structure Supreme Court ruled, you have no fundamental right in emergency. This is so much for your tribute to basic structure. The impregnability of basic structure was so demolished to pieces by the highest court of the land. 

    Reversing judgments of nine high courts, that in one voice held, fundamental rights cannot be on hold during emergency. There has to be access to judiciary. The highest court of land, a former judge, being author of the book, eulogising the doctrine, the complete bulwark against assault on citizen rights, was so oblivious of what happened during his lifetime. 

    Just imagine, we are being sold these narratives at a critical time, because we don’t ask questions. I wish somebody in the audience should have asked the question, what happened to your basic structure doctrine in 1975? Then there should have been the next question. 1st June 1984, what happened in Delhi? Our freedom loving people, they were singled out in thousands. What happened at the Golden Temple? What I am saying is, don’t take these narratives at face value. These narratives are dangerous narratives. These narratives must be exposed by discerning minds like young people. You must learn to question, because we have iconized people through mechanism which is not rational.

    We have given celebrated status to people without examining, we think what they say is right. No one asked the author, while he was judge of the Supreme Court, why the collegium system did not work. We must learn to ask questions, because in democracy, this is our most basic right. If you don’t ask questions to me, you will not be doing your duty. Therefore, in 1975 the number will go to 500. It will be that square which will be asking questions also. We don’t have to be overcritical. We don’t have to be confrontationist but we have to believe in the nation under all situations. 

    My worries were at a very highest level. I never thought in my life I will have the occasion to see it. President of India is a very elevated person. President takes oath to preserve, protect and defend the constitution. This oath is taken only by president and her appointees, the governors.

    Everyone, the Prime Minister, the Vice-President, the ministers, the parliamentarians, the judges, they take oath to abide by the constitution but to defend the constitution, to preserve the constitution, to protect the constitution, that is the oath of the president of India. The supreme commander of the armed forces, boys and girls, if you look at the Indian constitution, when parliament is defined, according to you parliament is Lok Sabha, Rajya Sabha – No. 

    Parliament, the first part is the president, second and third are Lok Sabha and Rajya Sabha. There is a director to the president by a recent judgement. Where are we heading? What is happening in the country? We have to be extremely sensitive. 

    It is not a question of someone filing a review or not. We never bargained for democracy for this day. President being called upon to decide in a time-bound manner and if not, it becomes law. So we have judges who will legislate, who will perform executive functions, who will act as super Parliament and absolutely have no accountability because law of the land does not apply to them.

    Let me tell you boys and girls, every parliamentarian, and why parliamentarian? Every candidate in any election to Assembly or Parliament is required to declare assets. They just don’t do it. Some do, some don’t. Time has come, that we reflect deeply. I am not here to join an issue. I am proud of Bharat that is rising as never before, the rise is unstoppable. I am proud of the ecosystem in the country of hope and possibility. Buoyant economy, infrastructure unbelievable, Global reputation of the Prime Minister, never heard. Indian Prime Minister will be a global leader of that level. India is respected all over. We therefore have to be extra cautious that these forces that are active, you have to analyse them. 

    I do not wish to take on an individual. I have respect for all but then we have to be analytical mind, discerning mind. We cannot have situation where you direct the President of India and on what basis the only right you have under the Constitution is to interpret the Constitution under Article 145(3). There it has to be five judges. 

    Boys and girls. When Article 145(3) was there, the number of judges in the Supreme Court was eight. Five out of eight, now five out of 30 and old. But forget about it. The judges who issued mandamus virtually to the President and presented a scenario it will be law of the land. Have forgotten the power of the Constitution. 

    How can that combination of judges deal with something under Article 145(3) is preserved? It was then for five out of eight. We need to make amends in that also now. Five out of eight would mean interpretation will be by majority. Five constitutes more than majority in eight but leave that aside. 

    Article 142 has become a nuclear missile against democratic forces. Available to judiciary 24×7. Boys and girls, why I am talking to you? You are the future. You are the stakeholders. I am not addressing only you, I am addressing the entire youth of the country. In IITs, in IIMs, institutes of excellence, colleges, universities, schools. We have to believe in the nation. We have to believe in the power of we the people. And the power is reflected only through representatives, we have lost track. 

    The good thing is the government policies are yielding results. People-centric policies are rewarding to the ordinary man. The ordinary man has a bank account today, a toilet in the house, an internet connection, a gas connection, an electric connection. Has health facilities and education facilities close by. Has connectivity by bus, by train, by air. He is getting the feel of development. 

    Let us resolve this day that our democracy is dependent only on constitution and constitution expects all its organs to optimally perform for larger good in concert and coordination, and in their respective domains. It is not a question of one institution being at a higher position but certain things are very clear. 

    Judges are appointed only and only by the president and parliament is the sole authority to take action against them. It is therefore time for us not to be in reaction mode. It is very easy to start a narrative, oh, the Vice-President of the country has said so. 

    I appeal to you media in particular. I am saying it out of pure heart. I am a foot soldier of judiciary. I have given four decades of my precious life to judiciary. Three decades as senior advocate. Whenever it comes to challenge to judiciary, I am always on the side of judiciary. We are proud of our judiciary. It has global recognition. Our judges have gifted talent but something about it needs notice.

    I have no doubt the wisdom of our judges will rise to the occasion and there will be evolution of self-regulation. I firmly believe, whether it is legislature or judiciary, self-regulation is the most effective regulation. Idea is not to join issue. Idea is never to engage into argumentation. Idea is not to have adversarial relationship. Idea is to have a meeting ground. Idea is to ensure that what our founding fathers visualised about constitution, our institutions, we bring that to lustre, to shine, to ultimate performance for larger good. 

    Boys and girls, I chose these events because they were recent but two events I must hint at you. When I reflected on book release function, author being a former Supreme Court judge, I brought emergency contextually because the rise was placed on doctrine of basic structure evolved in Keshwanand Bharti in 1973 but let me tell you two events that have taken place recently.

    They are only to invite your attention from that perspective. One was Samvidhan Divas, because every Bharatiya must know why we celebrate Samvidhan Divas. We are celebrating it for last one decade and Samvidhan Hatya Divas because you boys and girls have no idea the kind of traumatic experience our citizens suffered during emergency.

    The impressions on young boys and girls, children, when their parents nationalistic mind, many of them became Ministers, Chief Ministers, Cabinet Ministers, and Prime Ministers later on, were detained without any cause, with no access to judiciary. Therefore, on these two days you must devote yourself, think within and act accordingly. 

    Well I am sure you would have had rewarding experience being connected with one another. By end of the year or early next year, we will be having a get together in Delhi of all the participants till then. So you will have the occasion to intermingle also but on the platform that is being created, be in touch with one another. Whenever you travel to a place, where you find an internist from that place, try to connect with him or her. That will be rewarding experience. 

    Start sharing your ideas and thoughts because ideation alone is gift of democracy. You have to ideate. The power of ideation, the power of an idea, will define our progress trajectory.

    Introduction

    Our heritage is not just built of stones, scripts or ruins. It lives in every whisper of a temple wall, every carving on ancient forts and every folk song passed down through generations. It tells stories of who we were, what we stood for and how we endured. World Heritage Day is a heartfelt reminder that these timeless treasures are not only to be admired, but protected. This year’s theme: “Heritage under Threat from Disasters and Conflicts: Preparedness and Learning from 60 years of ICOMOS Actions” reminds us that preserving our past is key to protecting our future.

    The Story Behind World Heritage Day

    World Heritage Day is celebrated every year on 18th April. It is also called the International Day for Monuments and Sites. The day is meant to honor and protect human heritage. It also appreciates the people and groups who work to preserve it. The day was started in 1982 by ICOMOS (International Council on Monuments and Sites). Later, in 1983, UNESCO officially adopted it. Every year, ICOMOS gives a special theme for the day. Based on this theme, people and groups hold events and activities around the world to celebrate and protect heritage.

    Understanding the World Heritage Convention

    UNESCO, which stands for the United Nations Educational, Scientific and Cultural Organization, works to protect and preserve important cultural and natural heritage around the world. To help with this, UNESCO’s member countries adopted the World Heritage Convention in 1972. This agreement explains what countries need to do to find and take care of special sites that can be added to the World Heritage List. India became part of this Convention in November 1977. Today, the World Heritage List includes 1,223 sites that are considered valuable to all of humanity. These include 952 cultural sites, 231 natural sites, and 40 sites that have both cultural and natural importance. As of October 2024, 196 countries have joined the World Heritage Convention.

    World Heritage Sites: Protecting Future

    World Heritage Sites are special places on Earth that have great value for all of humanity. These can be cultural, natural, or a mix of both. They are protected under an international agreement led by UNESCO. UNESCO gives the World Heritage title to places that are culturally, historically or scientifically important.

    Over the years, India has steadily expanded its presence on the World Heritage List. In July 2024, a proud addition was made with the inscription of “Moidams: The Mound-Burial System of the Ahom Dynasty” from Assam as a cultural property. With this, India now has 43 sites on the World Heritage List and 62 more on UNESCO’s Tentative List. The country’s journey began in 1983 with the listing of Agra Fort, followed by the Taj Mahal, Ajanta Caves and Ellora Caves. These sites are preserved not only as symbols of history but also as learning spaces for generations to come.

    Government’s Initiatives to Promote India’s Rich Cultural Heritage

    India has taken several meaningful steps to protect, restore, and promote its vast cultural and natural heritage. These initiatives reflect the government’s commitment to safeguarding the country’s timeless traditions and historical treasures.

    • Retrieval of Antiquities: Archaeological Survey of India is committed to the protection of cultural property. Government has retrieved 655 antiquities from foreign countries from the year 1976 to 2024, of which 642 antiquities have been retrieved since 2014.

     

    • Adopt a Heritage’ Scheme: The “Adopt A Heritage” programme was launched in 2017 and revamped as “Adopt A Heritage 2.0” in 2023. It allows private and public groups to help develop facilities at protected monuments using their Corporate Social Responsibility (CSR) funds. So far, 21 MoUs have been signed between the Archaeological Survey of India and various partner organisations across different states under this programme.
    • 46th Session of the World Heritage Committee: Archaeological Survey of India, Ministry of Culture, successfully hosted the 46th Session of the World Heritage Committee in Delhi from 21st to 31st July 2024. The meeting was inaugurated by the Prime Minister, and attended by nearly 2900 international and national delegates from more than 140 countries. Delegates gathered to discuss and collaborate on preserving cultural, natural and mixed heritage marking a significant step in India’s global role in heritage protection.

     

    • Building Monuments of National Importance: India has 3,697 ancient monuments and archaeological sites declared of national importance. The Archaeological Survey of India (ASI) is responsible for their conservation and maintenance. It also ensures basic amenities at these sites, such as pathways, signages, benches, facilities for differently-abled visitors, sound and light shows, and souvenir shops.

     

    • Revival and Redevelopment of Heritage Sites: India has revived key heritage sites through conservation and development projects. The Kashi Vishwanath Corridor in Varanasi, Mahakaal Lok in Ujjain, and Ma Kamakhya Corridor in Guwahati enhance pilgrim experiences and boost tourism. The Chardham Road Project improves connectivity to sacred sites. Additionally, projects in Somnath and the Kartarpur Corridor promote cultural heritage and easier access for devotees.

     

    • Must See Portal: The Archaeological Survey of India (ASI) has created a portal to showcase “Must-See Monuments and Archaeological Sites of India.” It highlights nearly a hundred prominent sites, including World Heritage properties and UNESCO Tentative List sites. The portal provides essential information such as history, access details, facilities and panoramic views. It aims to promote these sites for global visitors. Visit: asimustsee.nic.in

     

    • Digitization of Cultural Heritage in India: The National Mission on Monuments and Antiquities (NMMA), set up in 2007, works to digitize and document India’s heritage and antiquities. So far, over 12.3 lakh antiquities and 11,406 heritage sites have been recorded. For 2024–25, ₹20 lakh was allocated to the mission. The Indian Heritage in Digital Space (IHDS) initiative further aims to use digital technology to preserve and present India’s cultural legacy through immersive tools and research support.

     

    • Status of Classical Languages: On October 3, 2024, the Government granted classical language status to Assamese, Marathi, Pali, Prakrit, and Bengali, raising the total to 11 classical Indian languages. This move reflects India’s strong commitment to preserving its diverse and ancient linguistic heritage.

     

    • India’s first Archaeological Experiential Museum: Union Minister Amit Shah inaugurated the Archaeological Experiential Museum in Vadnagar on 16th January 2025. Built at a cost of ₹298 crore, the museum covers 12,500 square meters. It showcases Vadnagar’s 2,500-year-old history with over 5,000 artifacts, including ceramics, coins, tools and skeletal remains. It features nine galleries and a 4,000-square-meter excavation site offering an immersive experience of ongoing archaeological discoveries.

     

    • Humayun’s Tomb World Heritage Site Museum: On 29th July 2024, a state-of-the-art museum spanning 100,000 square feet was inaugurated at Humayun’s Tomb, a UNESCO World Heritage Site in New Delhi. The museum showcases the site’s rich history, architecture, and conservation journey, offering visitors an immersive cultural experience.

     

    • India’s Literary Milestone on the MOWCAP Register: In a historic achievement, three of India’s literary treasures: Ramcharitmanas, Panchatantra, and Sahrdayāloka-Locana, were inscribed into the 2024 Memory of the World Committee for Asia and the Pacific (MOWCAP) Regional Register. This recognition, announced on 8th May 2024 in Mongolia, underscores the global significance of India’s rich literary and cultural heritage.

    Conclusion

    World Heritage Day reminds us that protecting our heritage is a shared responsibility. From ancient monuments to timeless literature, India continues to preserve its cultural and natural legacy through strong national efforts and global collaboration. These efforts ensure that our rich heritage inspires, educates, and unites generations to come.

    Union Home Minister and Minister of Cooperation Shri Amit Shah addressed the Central Reserve Police Force (CRPF) Day Parade as the Chief Guest at Neemuch, Madhya Pradesh today. Many dignitaries including Madhya Pradesh Chief Minister Dr. Mohan Yadav and Director General, CRPF were present on the occasion.

    In his address, Union Home Minister and Minister of Cooperation recalled the supreme sacrifice made by 2,264 CRPF personnel for the security of the country and paid tribute to them on behalf of the grateful nation. He said that India is moving towards becoming leader in the world in every field by 2047 and the sacrifices of martyred CRPF personnel have significantly contributed in achieving this goal. Shri Shah said that the immortal saga of bravery of CRPF martyrs will be inscribed in golden letters in the golden book of 100 years of independence. He said that the CRPF personnel have always made supreme sacrifice to maintain the unity and integrity of the country. That is why the presence of CRPF personnel at the places of unrest builds the confidence that they will certainly emerge victorious.

    Shri Amit Shah said that after the formation of the government for the second term under the leadership of Prime Minister Shri Narendra Modi in 2019, it was decided that the foundation day of all the security forces would be celebrated in different parts of the country. Under the decision, this annual parade of CRPF is being organized in Neemuch today. He said that the contribution of the CRPF cannot be seen separately from the country’s security. Union Home Minister stated that whether it is fighting terrorists in Kashmir, maintaining peace in the Northeast, or limiting the activities of ruthless Naxals to only four districts, our CRPF personnel have made a significant contribution in all these areas.

    Union Home Minister said that CRPF was formed in 1939 under the name of Crown Representative Police. The work of giving this force its current new form and flag was done by the country’s first Home Minister Sardar Vallabhbhai Patel. He said that Sardar Patel not only established CRPF and gave it the flag but also did the work of clearly identifying its charter. CRPF has completed a long glorious journey on the path shown by Sardar Patel. He said that today about 3 lakh CRPF jawans are deployed for the peace and security of the country in 248 battalions, 4 zonal headquarters, 21 sector headquarters, 2 operational sector headquarters, 17 ranges and 39 administrative ranges. Shri Shah said that CRPF has the pride of being the largest paramilitary force not only in India but in the world.

    Shri Amit Shah said that in the 76-year history of independence, there have been numerous occasions when CRPF protected the country’s honour and pride. He said that on 21 October 1959, CRPF soldiers were martyred while fighting the Chinese army in Hot Spring, Ladakh and that is why all the police forces of the country celebrate 21 October every year as Police Smriti Diwas. He said that in 2018, Prime Minister Shri Narendra Modi has proudly immortalised the martyrdom of Hot Spring by building the National Police Memorial in memory of the martyred policemen and Central Armed Police Forces (CAPFs) across the country.

    Union Home Minister and Minister of Cooperation said that in 1965, CRPF soldiers were posted at Sardar Post in the Rann of Kutch who gave a befitting reply to the Pakistan Army and that is why every year on 9th April, the whole country celebrates Shaurya Diwas. He said that in 2001, the Parliament House, a symbol of our democracy, was attacked by terrorists which was foiled by CRPF. Similarly, in 2005, there was a terrorist attack on Shri Ram Janmabhoomi and CRPF foiled the attack and kept the temple safe. Shri Shah said that the Naxalites who dreamt of spreading red terror from Pashupatinath to Tirupati are today confined to 4 districts, the biggest contribution in this is of CRPF. He said that the biggest role and contribution of CRPF will be in making the country free from Naxalism. The dreaded Naxalites tremble on seeing the CRPF’s Cobra Battalion coming. He said that under the leadership of Cobra Battalion, other CRPF soldiers have made a huge contribution towards eliminating Naxalism. Home Minister said that by March 31, 2026, Naxalism will be eliminated from the country forever and this goal has been set on the strength of CRPF.

    Shri Amit Shah said that whether it is maintaining peace in Kashmir after the abrogation of Article 370 or ensuring peaceful conduct of every election, CRPF jawans have performed their duty with a true heart everywhere. He said that after the removal of Article 370, assembly elections were held in Kashmir and at that time people had many kinds of apprehensions, but our CRPF and other security forces ensured security and neither was there any news of a single booth being looted nor of firing of even a single bullet. Shri Shah said that this is a very big achievement. He said that CRPF has established more than 400 forward operating bases in Naxal-affected areas in the last 5 years and due to this, Naxal violence has reduced by more than 70 percent in 10 years.

    Union Home Minister said that CRPF personnel have worked to establish peace under the United Nations peacekeeping missions in many places including Sri Lanka, Haiti, Kosovo and Liberia. He said that till date CRPF has received a total of 2708 different medals which is the highest among all CAPFs. He said that whether it is Amarnath Yatra, Mata Vaishno Devi Yatra, security of Ramjanmabhoomi, security of Krishna Janmabhoomi or the occasion of Maha Kumbh, CRPF personnel have contributed their full efforts in maintaining law and order with promptness everywhere.

    Shri Amit Shah said that CRPF has implemented many campaigns like Swachh Bharat, Har Ghar Tiranga, Ek Bharat Shreshtha Bharat, Swachhata Hi Seva, Ek Ped Maa Ke Naam very well and has also proved that CRPF is always on alert mode to work for the country and society. He said that a target of planting 5 crore saplings in the last 5 years was set by all CAPFs. The Home Minister said that under this campaign, he himself planted the first sapling at the CRPF Group Center in Gurugram, the one-croreth sapling was planted at the CRPF Nanded campus, the four-croreth sapling was planted at the CRPF camp in Uttar Pradesh, and today, by planting over 6 crore saplings, all CAPFs have worked to raise awareness about the environment.

    Union Home Minister and Minister of Cooperation said that under the leadership of Prime Minister Shri Narendra Modi, the Government of India has taken several steps for the welfare of all CAPFs. He said that air courier service was started in 7 remote areas of the country and recently the Government of India has also announced the Eighth Pay Commission for continuous improvement in salaries and allowances. He said that more than 42 lakh Ayushman CAPF cards have been given under which thousands of hospitals are available today for CAPF personnel and their families. He said that under the housing scheme, the housing satisfaction ratio has increased by about 9.5 per cent, an effort has been made to provide vacant houses to 6.5 lakh CAPF personnel by launching the CAPF e-Housing web portal and more than one lakh houses have also been allotted. He said that now women are also being recruited in the forces and 124 barracks have been approved for them, out of which 109 have been built and the Home Ministry has decided to build 450 more barracks. Shri Shah said that under the Pradhan Mantri Scholarship Scheme, educational facilities have been provided to the children of CAPF personnel, the Central Ex-gratia has been made scientific, the disability ex-gratia has been increased by 50 per cent and the Central Police Welfare Stores have also been made more people-oriented through 119 Master Stores and 1794 Sub-Stores.

    SACRAMENTO – Citing ongoing progress to takedown organized retail crime statewide, Governor Gavin Newsom today announced that since January, the state’s Organized Retail Crime Task Force conducted 211 investigations which led to 383 arrests and the recovery of nearly 41,000 stolen goods valued at $4.4 million.

    Spearheaded by the California Highway Patrol, the Organized Retail Crime Task Force in March alone made 174 arrests and recovered $2,134,742 in stolen assets. 

    “The state remains committed to supporting businesses through continued retail theft enforcement, which month after month yields strong results. I thank the California Highway Patrol and others in our Organized Retail Crime Task Force for instilling a sense of safety and support at California’s storefronts.”

    The CHP coordinates with local law enforcement statewide to take down organized retail theft operations. During a notable incident in February, CHP officers busted an organized retail theft ring in the Bay Area, recovering stolen merchandise valued at more than $779,000. In March, thanks to quick coordination and real-time tracking, the CHP apprehended a suspect involved in the theft of 137 beauty items in Lincoln, which resulted in an over $19,000 in stolen goods seized and $10,000 in store damage. Every seizure is cataloged and photographed, and if the retailer it was taken from can be identified, it is returned as soon as possible. 

    New data suggests violent and property crime went down in 2024. According to an analysis of Real Time Crime Index data by the Public Policy Institute of California, property crime dropped by 8.5% and violent crime dropped by 4.6% in 2024, compared to 2023. Burglary and larceny also went down by 13.6% and 18.6%, respectively, compared to pre-pandemic levels. 

    “The CHP’s Organized Retail Crime Task Force teams have demonstrated exceptional dedication and coordination, leading to significant disruptions of criminal networks targeting California’s businesses,” said CHP Commissioner Sean Duryee. “Their proactive investigations, strategic partnerships, and relentless pursuit of offenders have resulted in numerous arrests and recoveries, restoring a sense of safety and accountability in our communities.”

    Since the inception of this task force in 2019, the CHP has been involved in over 3,700 investigations, leading to the arrest of approximately 4,200 suspects and the recovery of over 1.3 million stolen goods valued at more than $56 million.

     

    Cracking down on retail theft

    Last August, Governor Newsom signed into law the most significant bipartisan legislation to crack down on property crime in modern California history. Building on the state’s robust laws and record public safety funding, these bipartisan bills offer new tools to bolster ongoing efforts to hold criminals accountable for smash-and-grab robberies, property crime, retail theft, and auto burglaries. While California’s crime rate remains near historic lows, these laws help California adapt to evolving criminal tactics to ensure perpetrators are effectively held accountable.

    California law provides existing robust tools for law enforcement and prosecutors to arrest and charge suspects involved in organized retail crime — including up to three years of jail time for organized retail theft. The state has the 10th toughest threshold nationally for prosecutors to charge suspects with a felony, $950. 40 other states — including Texas ($2,500), Alabama ($1,500), and Mississippi ($1,000) — require higher dollar amounts for suspects to be charged with a felony.

    Saturating key areas 

    Working collaboratively to heighten public safety, the Governor tasked the California Highway Patrol (CHP) to work with local law enforcement areas in key areas to saturate high-crime areas, aiming to reduce roadway violence and criminal activity in the area, specifically vehicle theft and organized retail crime. Since the inception of this regional initiative, there have been nearly 6,000 arrests, about 4,500 stolen vehicles recovered and nearly 300 firearms confiscated across Bakersfield, San Bernardino and Oakland.

    Stronger enforcement. Serious penalties. Real consequences.

    California has invested $1.1 billion since 2019 to fight crime, help local governments hire more police, and improve public safety. In 2023, as part of California’s Public Safety Plan, the Governor announced the largest-ever investment to combat organized retail crime in state history, an annual 310% increase in proactive operations targeting organized retail crime, and special operations across the state to fight crime and improve public safety.

    As part of the state’s largest-ever investment to combat organized retail crime, Governor Newsom announced last year the state distributed $267 million to 55 communities to help local communities combat organized retail crime. These funds have enabled cities and counties to hire more police, make more arrests, and secure more felony charges against suspects.

    More than 7 million contraband cigarettes were seized by Whitbourne RCMP in response to an overturned tractor trailer that occurred earlier this week on Route 202.

    Following extensive efforts to retrieve the contraband tobacco that was located after RCMP executed a search warrant on the truck and trailer, officers were able to determine the quantity of contraband tobacco to contain more than 7,423,000 cigarettes. Additionally, a case of pre-rolled illicit cannabis was located and seized.

    This quantity of contraband tobacco represents a loss of more than $2.4 million that could have been used to help support many provincial government services throughout Newfoundland and Labrador.

    The investigation is continuing. A 53-year-old Ontario man faces charges under the Excise Act 2001, and is under investigation for charges under the Revenue and Administration Act and Cannabis Act.

  • MIL-OSI Security: Man Who Cyberstalked More Than a Half Dozen Women Over the Course of 16 Years Pleads Guilty

    Defendant used 62 accounts across nearly 30 online platforms to harass and impersonate victims; Posted thousands of fake, AI-generated, or photoshopped pornographic images of the victims and their personal information

    BOSTON – A Plymouth, Mass. man pleaded guilty today in federal court in Boston to cyberstalking more than a half dozen Massachusetts women between 2008 and 2024. Two of the victims were minors when the defendant began cyberstalking them. The defendant preyed on women in his life, exploiting their relationships and going to great lengths to betray and terrorize them.

    James Florence Jr., 37, pleaded guilty to seven counts of cyberstalking and one count of possession of child pornography. U.S. District Court Judge Richard G. Stearns scheduled sentencing for July 23, 2024. Florence was arrested and charged by criminal complaint in September 2024 and has remained in custody since.

    Beginning as early as 2008, Florence engaged in elaborate, sustained online harassment campaigns that included hacking into victims’ personal accounts, creating more than 60 accounts across nearly 30 platforms which he used to disseminate thousands of doctored or AI-generated sexually explicit images.

    According to court filings, Florence targeted women he knew personally, as well as acquaintances, stealing photos from their accounts, digitally altering them to appear nude or engaged in sexual acts and then posting them publicly alongside their names, home addresses and other identifying details. For nearly all seven victims, Florence’s cyberstalking campaigns included:

    • Creating “imposter” social media accounts designed to appear as if they were operated by the victims themselves;
    • Posting sexually explicit, AI-generated or photoshopped images of victims, often tagging the victims’ real accounts to maximize exposure;
    • Publishing victims’ personal information, including driver’s license photos, home addresses and professional affiliations, with messages urging others to humiliate and expose them;
    • Using hacked and compromised personal accounts to surveil victims and gain access to additional private content;
    • Attempting to sell doctored nude images of one victim online; and
    • Setting up notifications to monitor any changes to victims’ online biographies.

    Florence often prompted strangers to contact the victims directly – with some unknown senders demanding that the victims produce real sexually explicit content under threat of distributing the doctored images to friends, family and professional contacts. For one of the victims, Florence used the name, image and other personal identifying information to program at least three AI-driven chatbots to interact with strangers across multiple platforms in sexually explicit conversations and disclose how to contact or find the victim. For another victim, he created a false online persona describing her sexual preferences, fabricated stories about sex toys and equipment in her home and posted her home address inviting strangers to contact her for sex. Florence also designed a collage of digitally altered images depicting one victim nude, which he posted to a website alongside her full personal information, encouraging viewers to “Post & Share Her Everywhere. Make The Whore Famous.”

    Many of Florence’s victims continue to receive harassing and threatening messages from unknown individuals who encountered the content he created and distributed online.

    Additionally, the following items were uncovered during a search of Florence’s residence in Plymouth in September 2024:

    • Dozens of pairs of women’s underwear and socks stolen from his victims;
    • A custom phone case featuring the image of one of the victims;
    • At least 11 digital wallpapers of his victims stored on his phone; 
    • At least one photo of a victim taken when she was a minor; and
    • 62 images and four videos of child sexual abuse material, depicting minor female victims between the ages of approximately eight and 15 years old.

    According to court filings, Florence has significant knowledge of computers having previously been employed at software companies as well as at an emerging technology organization where he performed work for the United States government. With this knowledge, he employed a variety of tactics to evade law enforcement – via VPN services, anonymous overseas “revenge porn” websites and encrypted foreign email providers that do not respond to U.S. legal process or retain identifying records.

    The charge of stalking by electronic means provides for a sentence of up to five years in prison, three years of supervised release and a fine of $250,000. The charge of possession of child pornography provides for a sentence of up to 20 years in prison, at least five years and up to a lifetime of supervised release and a $250,000 fine. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and other statutory factors.

    United States Attorney Leah B. Foley and James Crowley, Acting Special Agent in Charge of the Federal Bureau of Investigation, Boston Division made the announcement today. The Plymouth Police Department and Plymouth Fire Department provided valuable assistance in the investigation. Assistant U.S. Attorney Luke A.   • MIL-OSI Security: Investment Firm Owner Admits Defrauding Approximately 47 Victim Investors Over Three Decades

    TRENTON, NJ. –  A New Jersey man admitted to a decades-long scheme to defraud approximately 47 victim investors out of more than $6.9 million, U.S. Attorney Alina Habba announced.

    Vincent Dispoto Jr., 67, formerly of Belmar, New Jersey, pleaded guilty before U.S. District Judge Zahid N. Quraishi to an information charging him with one count of wire fraud. 

    According to documents filed in the case and statements made in court:

    Dispoto owned and operated Giddeon Financial Services, a purported investment services firm, and Liberty Mortgage Services, an alleged mortgage company. Beginning in or around 1988, Dispoto raised money through these and other entities by falsely claiming to victims, many of whom were elderly, that he would invest their money in low-risk investment products with guaranteed rates of return, including municipal bonds and certificates of deposits. Dispoto also told some victims that he was using their investments to fund loans and mortgages for medical professionals, which would generate long-term returns through interest payments. To perpetuate his fraud, Dispoto mailed victims false and fraudulent financial statements that purported to show significant increases in the value of their investments.

    In reality, Dispoto did not invest the victims’ money as promised. Instead, he used it to make Ponzi-like payments to other victims, which he falsely claimed to be “returns” on investments. He also misappropriated victim money to fund his gambling and other personal expenses. Dispoto’s scheme collectively resulted in more than approximately $6,990,635.62 million in losses to victims.

    The wire fraud charge carries a maximum penalty of 20 years in prison and a $250,000 fine, or twice the gross amount of gain or loss from the offense, whichever is greatest.   Sentencing is scheduled for August 26, 2025.

    U.S. Attorney Habba credited special agents of the FBI, under the direction of Acting Special Agent in Charge Terence G. Reilly, with the investigation leading to the guilty plea.

    Government has welcomed the recent findings by Intelpoint’s Research, which rank South Africa as the second most literate country on the African continent, with an adult literacy rate of 95%. 

    This research is based on the percentage of the population aged 15 years and older who are able to read and write.

    “This remarkable achievement stands as a testament to the effectiveness of the government’s progressive education policies and programmes, implemented since the advent of democracy in 1994. 

    “It reflects a significant and sustained reduction in adult illiteracy, underscoring the success of ongoing efforts to broaden access to quality education for all South Africans,” the Government Communication and Information System (GCIS) said on Wednesday.

    A range of education initiatives led by government since the first democratic government administration until the sixth administration, have contributed to these gains. 

    “These initiatives are underpinned by strategies focused on teacher development, access to quality learning materials, and cultivating a culture of reading from an early age.

    “In the seventh administration, government continues to prioritise literacy development in the foundational years of education. Our Early Childhood Development (ECD) programmes have been strengthened through the adoption of international best practices and improving school readiness among young children.

    “Government takes pride in this achievement and is committed to addressing remaining gaps and accelerating efforts toward achieving universal literacy,” the GCIS said.

    Government has expressed appreciation to the hard work of the previous Ministers of Education, including the longest serving Minister of Basic Education, Angie Motshekga, and the current Minister, Siviwe Gwarube in continuing with the implementation of measures to improve foundational education and the expansion of teaching in indigenous/ home languages. –SAnews.gov.za

    Law enforcement authorities will be out in their numbers this Easter Weekend to ensure that motorists drive safely and comply with traffic regulations.

    Major corridors are expected to reach peak levels as travellers embark on various religious and holiday destinations, from Friday, 18 April to Monday, 21 April 2025. 

    “We are ready for the high volumes of traffic that we will experience throughout the country over the Easter Weekend. We encourage drivers to behave more responsibly on the roads and to ensure that the human factor is removed in road accidents. 

    “Driver and pedestrian behaviour is responsible for 87% of road accidents and fatalities in our country. And so, reducing road fatalities and accidents is the responsibility of each one of us,” Minister of Transport Barbara Creecy said.

    The Department of Transport has identified the most critical routes across the country requiring additional resources and more focused monitoring over this period.

    These include, among others, the following:
    •    The N4 Nelspruit
    •    Mankweng (R71)
    •    Libode on the N2, Mthatha’s R61
    •    Parys (Free State), R54
    •    Harrismith and the N3
    •    KwaDukuza, N2 in KwaZulu-Natal
    •    N4 Middleburg in Mpumalanga
    •    Nongoma, R66 in KwaZulu-Natal

    The National Traffic Police, South African Police Services provincial traffic departments, Cross Border Road Traffic Agency, Border Management Agency, the Metros and local authorities will work together to patrol routes leading to Limpopo, KwaZulu Natal, Mpumalanga, Free State, Eastern Cape and the Western Cape. 

    High visibility will also be maintained in Gauteng.

    Last month, government launched the 2025 Easter Season Road Safety Arrive Alive campaign, which started on 20 March and runs until 2 May 2025, under the theme: “It begins with Me.”

    The Road Accident Fund (RAF) has encouraged road users to be responsible on the roads this Easter weekend, while highlighting the significant costs that road accidents have on government spending and society.

    In the 2023-2024 financial year, the RAF settled claims to the value of R45.6 billion

    The amount included R47 million for funeral claims, R21.6 billion for loss of earnings, R12.7 billion for general damages, R2.6 billion for loss of support and R1.7 billion for medical compensation.

    “The RAF pleads with South African road users to make this Easter fatality free by using the roads responsibly. Road fatalities and trauma result in devastating emotional, social and economic costs to the victims, their families and the country.

     “This calls for an immediate change of attitude by all road users. Easter 2024 recorded the highest Easter weekend fatalities since 2019 with 335 deaths. This was a sharp increase from 252 deaths in 2023,” RAF said on Wednesday.

    Human error, vehicle failure, and environmental factors all significantly contributed to the 1 325 fatalities recorded from 2019 to 2024 Easter weekend car crashes. 

    Major human factor contributors were speeding, jaywalking, and hit-and-run. 

    Vehicle related factors that resulted in the highest accidents were tyre bursts, brake failures, and smooth tyres. Environmental factors such as poor visibility, sharp bends, stray animals, and road surface defects also jeopardise peoples’ road safety and require caution. 

    RAF Chief Executive Officer Collins Letsoalo said: “Reckless driving, pedestrian negligence, and poor vehicle maintenance remain major contributors to road crashes. These are all factors that we can do something about as individual road users. 

    “Arrivals at unintended destinations should never happen. We encourage all road users to pledge to themselves or whoever is precious to them to drive responsibly and make this Easter weekend fatality free.”

    In the first quarter of 2025, the RAF participated in a road safety awareness campaign through partnerships with radio stations, soccer events, school activations, scholar patrol uniform distribution, cyclist safety awareness, Defensive Driver Workshops, spraying of livestock with reflective sprays, adult assisted crossing for learners, and removing vegetation from sidewalks in areas with high accidents.

    Some Canadians are pushing back against recent threats from the United States government to Canada’s s sovereignty and economic stability with the rallying cry “Elbows up!”

    In another gesture towards Canadian national solidarity, the iconic 2000 “I am Canadian” beer ad was recently revived by the ad’s original actor, Jeff Douglas.

    The video, We Are Canadian,, includes familiar Canadian symbols from hockey games to peacekeeping missions and Canadian flags. As others have observed, these trends are emblematic of a dramatic spike in Canadian patriotism.

    The desire to rally behind symbols of unity is understandable in precarious times. However, it is also a good time to consider who and what is being obscured behind this version of Canadian patriotism.

    As the U.S. institutes increasingly racist, xenophobic and authoritarian policies, this moment may be just the warning Canadians need to imagine a more just, grounded country. Which direction we walk will depend on some important considerations.

    Canada is constantly changing

    As a scholar of migration and diasporas, I take note of changes to the Canadian population.

    It’s grown significantly more diverse in recent years. But dominant discourse about Canadian nationalism often flattens these realities, invoking multiculturalism while failing to engage with deeper histories and contemporary realities.

    For example, Black diasporas are one of the fastest-growing segments in Canada. And almost 25 per cent of people in Canada are immigrants.

    The racialized population in Canada accounts for about 26 per cent of residents, about double the number recorded in 2001. According to most projections, half the Canadian population will be made up of immigrants and their Canadian-born children by 2041.

    These shifts reflect long-term immigration reforms, especially those beginning in the 1960s, when the federal government moved away from “White Canada” policies that explicitly excluded non-European immigrants.

    Today, many people in Canada — Indigenous, immigrant, Canadian-born — maintain complex relationships to settler colonialism, as well as multiple homelands, cultures and histories.

    Yet popular narratives of “Canadianness” can be narrow and out of step with the experiences of diverse segments of the population. Scholars Lloyd L. Wong and Martine Dennie point out that the idea of Canada as a “hockey nation” is sometimes contested by communities marginalized by the sport’s ties to anglo male dominance.

    In their book Unsettling the Great White North: Black Canadian History, historians Michelle A. Johnson and Funké Aladejebi argue that the Canadian narrative reflects a historical and ongoing systematic erasure of Blackness.

    Youth discomfort with nationalism

    In my teaching and academic leadership roles, I engage with young people and aim to centre their voices in reimagining our institutions and communities. Through this work, I have the privilege of listening as young people reflect on their perceptions of Canada and desires for its future.

    Many of my students express discomfort with unabashed nationalism, identifying instead with their local and regional cultures, and gravitating towards abolitionist ideals such as demilitarized borders and migrant solidarity.

    The ongoing work of truth and reconciliation

    There is also a growing desire among the young people I teach to reconcile their profound lack of formal education in Indigenous histories, ideas and issues.

    Even in our resistance to external threats, we must remain committed to addressing the internal legacies of colonial violence, as outlined by the Truth and Reconciliation Commission (TRC) and its framework for healing.

    The TRC provides a road map for the critical work of bridging gaps between Indigenous and non-Indigenous communities, as led by Indigenous leaders and organizations.

    The recently published book Deyohahá:ge: Sharing the River of Life features chapters written by members of Six Nations as well as non-Indigenous neighbours, indicating a need for dialogue. The book reflects on the Two Row Wampum Agreement and how these agreements might restore good relations today.

    In another example, Black Canadian artist Jully Black altered the Canadian national anthem to acknowledge our colonial history, singing “our home on native land,” instead of our home and native land during the 2023 NBA All-Star Game. Her performance generated critical conversations about Canada’s national narrative.

    Scapegoating

    Part of the Canadian identity story is about being a welcoming nation. But Canadians have long scapegoated newcomers as being to blame for a host of issues.

    We see this play out in immigration policy and political discourse. For example, the Liberal government’s recent cuts to immigration levels was framed as a response to housing and economic pressures.

    The Conservative Party has also portrayed immigrants as burdens on housing and infrastructure while stoking fears about “criminal” and “bogus” migrants.

    Similarly, in the final stretch of his 2015 campaign, Prime Minister Stephen Harper’s government leaned into xenophobic rhetoric, most notably with the promise to establish a “barbaric cultural practices” hot line which was being positioned as a defence of “Canadian values.”

    Fresh perspectives on Canadian identity

    Canada is often criticized for having a weak or reactive national narrative defined more by what it is not (the United States) that by what it is.

    But distancing ourselves from American crises doesn’t excuse us from confronting our own contradictions. This moment of heightened patriotism demands more than just symbolic unity.

    My students increasingly challenge shallow notions of multiculturalism, pushing instead for structural change that is material, not just rhetorical.

    Their critiques reflect wider public conversations: youth-led panels, academic research and lived experiences that question the limits of inclusion without equity. They are asking: Who benefits from these patriotic myths? Who gets erased?

    To move forward, Canada must build a collective story rooted in truth — not just selective nostalgia. One that honours Indigenous sovereignty, confronts contemporary inequities and reflects the rich diversity of its people. Only then can we begin to imagine a future Canada worth rallying behind.

    WASHINGTON, DC – As the Trump Administration continues to take hasty, unjustified steps that could weaken the U.S. real estate market and make it harder and more expensive for responsible, credit-worthy Americans to secure an affordable 30-year fixed mortgage, U.S. Senators Jack Reed (D-RI), Lisa Blunt Rochester (D-DE), and Elizabeth Warren (D-MA), the Ranking Member of the Senate Banking, Housing and Urban Affairs Committee, are calling for an independent watchdog to investigate potentially unlawful administrative actions of President Trump’s newly confirmed head of the Federal Housing Finance Agency (FHFA), Bill Pulte.
    “We write to urge you to open an investigation into FHFA’s apparent noncompliance with Federal laws and regulations in connection with recent corporate governance changes that Director Pulte has made at Fannie Mae and Freddie Mac,” the three U.S. Senators wrote to FHFA Inspector General Brian Tomney, whose office oversees Fannie Mae and Freddie Mac’s regulator.
    Senator Reed helped create the FHFA, which was established under the Housing and Economic Recovery Act of 2008, to oversee and manage two government-sponsored enterprises (GSEs) known as the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac), which guarantee mortgages to facilitate financing for single-family homes and for apartment buildings.  FHFA is both the conservator and regulator of Fannie Mae and Freddie Mac, both of which were at imminent risk of failing during the 2008 financial crisis, and sets affordable housing goals for the two companies while also overseeing a system of 11 federal home loan banks.
    The Senators are sounding the alarm over the Trump Administration’s recent partisan and potentially unlawful administrative actions at Fannie Mae and Freddie Mac.  They warn that the Trump Administration could negatively impact lending and risk management, driving up mortgage rates and making it more difficult for families to buy a home, putting taxpayers at risk, and setting the stage for a chaotic and disorderly exit for Fannie Mae and Freddie Mac from conservatorship.
    After becoming FHFA Director a few weeks ago, Mr. Pulte ousted a majority of the nonpartisan directors of both Fannie Mae and Freddie Mac, installing himself, business associates, and partisan loyalists in their place.  Director Pulte also removed critical financial expertise from the boards and stripped independent voices from overseeing these companies, which are two of the largest companies in both the United States and the entire world.  Strong and effective corporate governance arrangements at Fannie Mae and Freddie Mac are essential because taxpayers both stand behind these companies and could face higher mortgage rates if either entity is mismanaged.
    In calling for independent oversight of Mr. Pulte’s actions, the Senators wrote: “Director Pulte is prohibited by law from holding any position at either company and Federal statute requires at least one board member to represent the public’s interest. The Director has no authority to waive the law. Under FHFA regulations, a majority of directors must be independent, the chairmen of the boards must be independent, the companies must have audit committees comprised of independent directors, and if there is no financial expert on an audit committee then the public is owed an explanation of why. The nominating and corporate governance committee must be composed entirely of independent directors, including an independent chair. While the Director has authority to waive regulations, he may do so only “in connection with a particular transaction or activity”—not for corporate governance matters that apply to all transactions and activities.”
    The Senators’ request for a IG probe into Mr. Pulte’s questionable actions at FHFA come after the Senators sent a previous letter directly to Mr. Pulte on March 31 asking for an explanation of his governance changes to date—and asking him to reverse course for the benefit of taxpayers.  The Senators were so dissatisfied with Mr. Pulte’s response, that they quickly asked for the IG probe, noting: “Although Mr. Pulte responded in a letter dated April 8 that “U.S. Federal Housing FHFA [sic] remains committed to complying with all applicable federal laws and regulations,” he offered no evidence to show that the agency he runs, and the companies he oversees, are in actual compliance with these statutory and regulatory requirements nor did he dispute the portion of our letter noting his recent governance changes at Fannie and Freddie violate the law. If an ordinary public company had put in place such poor governance arrangements, it would be at serious risk of being delisted from a major stock exchange.”
    The Senators are also asking the Inspector General to publicly announce its investigation in order to discourage any potential future noncompliance and violations of the law.

After these actions, the boards appear to lack anyone from an organization that has represented consumer or community interests, or has shown a career commitment to low-income housing. They also appear to lack a financial expert. Director Pulte has also installed himself as the chair of both companies’ boards of directors and the boards’ nominating and corporate governance committees.
    On March 31, we wrote to Director Pulte to urge him to correct these apparent violations. Although Mr. Pulte responded in a letter dated April 8 that “U.S. Federal Housing FHFA [sic] remains committed to complying with all applicable federal laws and regulations,” he offered no evidence to show that the agency he runs, and the companies he oversees, are in actual compliance with these statutory and regulatory requirements nor did he dispute the portion of our letter noting his recent governance changes at Fannie and Freddie violate the law. If an ordinary public company had put in place such poor governance arrangements, it would be at serious risk of being delisted from a major stock exchange.
    In light of this apparent pattern of noncompliance and inability to attest to compliance, we ask that you open an investigation into whether FHFA is in fact following Federal laws and regulations regarding the management and governance of Fannie and Freddie. To the extent permissible, we also ask you publicly announce this investigation in order to discourage any potential violations.

Clarke (NY-09), alongside Representatives Brian Fitzpatrick (PA-01), John Rutherford (FL-05), and Mary Gay Scanlon (PA-05), introduced Ellie’s Law—bipartisan legislation that delivers urgently needed federal investment to combat the deadly and often overlooked crisis of brain aneurysms.

    Each year, approximately 30,000 Americans suffer a ruptured brain aneurysm—half of those individuals do not survive. Among survivors, nearly two-thirds are left with permanent neurological damage. Aneurysms strike most often between the ages of 35 and 60, but can occur at any age, including in children. Women are disproportionately affected, and African American and Hispanic individuals are at significantly greater risk of rupture.

    Yet despite the scale and severity of this crisis, the federal government invests just $2.94 per year for every person affected by a brain aneurysm.

    A Direct Response to a Neglected Crisis:

    Ellie’s Law authorizes $20 million annually from 2026 through 2030 for the National Institute of Neurological Disorders and Stroke (NINDS), with funding available through 2033. This investment will:

    1. Support comprehensive research into unruptured intracranial aneurysms, with a focus on prevention and early detection.
    2. Expand study populations to reflect real-world diversity, specifically addressing disparities across age, sex, and race.
    3. Supplement, not supplant, existing research funding to ensure meaningful progress without disruption.

    Ellie’s Law is a focused, bipartisan commitment to disrupt that cycle—by equipping researchers with the tools they need to save lives and prevent heartbreak before it happens.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.), Ranking Member of the Senate Banking, Housing, and Urban Affairs Committee, along with Representatives Linda Sánchez (D-Calif.), Ranking Member of the House Ways and Means Subcommittee on Trade, and Judy Chu (D-Calif.), led a group of 44 Congressional Democrats in writing to Secretary of the Treasury Scott Bessent, Secretary of Commerce Howard Lutnick, and U.S. Trade Representative (USTR) Jamieson Greer with concerns over  the potential for corruption in the implementation of the administration’s tariff policy. 

    The Trump administration’s tariffs rollout is rife with opportunities to unduly influence President Trump and other administration officials. The chaotic nature of the tariffs, including announcing them and pausing them shortly after they went into effect, provides ample opportunity for private sector corporations or sovereign nationals to corruptly seek exemptions. 

    “Corporations and sovereign nations facing existentially high stakes, and knowing tariffs are controlled by a small circle in the White House, can petition officials not to apply tariffs to them after the 90-day pause, to grant them exemptions, to decrease tariffs, or to impose tariffs on competitors — and can quietly offer something in return,” wrote the lawmakers

    President Trump’s record on tariffs in his first term illustrates his willingness to give preference to donors and allies while punishing enemies. Politically loyal companies that donated to Republican candidates, as well as companies with financial or political ties to President Trump, were more likely to be granted tariff exemptions after President Trump imposed them in his first administration. After auditing the Trump Administration’s tariff exclusion practices in 2018 and 2019, the Commerce Department’s Office of Inspector General found evidence of “off-record communications” and an “appearance of improper influence in decisionmaking for tariff exclusion requests.”

    “We fear the Administration is once again turning its tariffs policy into an underground market of exemptions in exchange for financial and political favors,” said the lawmakers

    President Trump has said he will consider exemptions and make decisions “instinctively,” while bragging about global leaders calling him in search of exemptions. 

    Trump’s ad-hoc process has started to bear fruit for special interests. Last week, the White House exempted smartphones and certain other high-end electronics from tariffs targeting China. Within hours, Big Tech stock prices soared — particularly the value of Apple, which makes the vast majority of its iPhones in China. Apple CEO Tim Cook donated to President Trump’s inauguration and cultivated a strong relationship with him in recent months, as he did during Trump’s first term to win tariff exemptions.  

    The on-and-off nature of President Trump’s tariffs also opens the door to rampant insider trading. Administration officials — and their families and friends — with early knowledge of changes in tariff policy can buy positions they expect will rise and sell those that will fall. On April 9, 2025, minutes before the administration announced a pause on most tariffs, the trading market began to skyrocket — suggesting that insiders acted on non-public information about the coming pause. President Trump then posted on social media “THIS IS A GREAT TIME TO BUY!!!,” still before any official announcement, causing stocks to further spike.

    Members of Congress, including Senator Warren, have asked the Securities and Exchange Commission (SEC) and ethics officials to investigate whether any securities laws were violated with this announcement.

    At the same time, the top ethics watchdog who can hold the administration accountable appears poorly positioned to tackle tariff-related corruption. In late March 2025, USTR Ambassador Greer was named Acting Director of the Office of Government Ethics (OGE) and now serves in both roles simultaneously. Therefore, a top tariff policy official is responsible for ensuring that tariff policy decisions are made free of financial conflicts.

    “This dual appointment raises blatant conflicts that risk undermining OGE’s ability to independently monitor trade officials’ conduct and recommend investigations into misconduct when necessary,” concluded the lawmakers

    The lawmakers asked the officials to provide clarity on the Trump administration’s exemption policy, if any official exemption request processes exist, where exemptions will be reported, whether an appeals process exists, the administration’s plans to ensure tariff exemptions are not corrupted, and more, by April 29, 2025.

Kathy Castor (FL-14) and Rob Wittman (VA-1) introduced the Finding Opportunities for Resource Exploration (Finding ORE) Act to strengthen U.S. mineral security and reduce strategic vulnerabilities.     Critical minerals are essential to producing technologies for the defense, semiconductor, automotive, and energy sectors—industries that will determine America’s economic future and global influence.     The Finding ORE Act would authorize the Director of USGS to enter into memoranda of understanding (MOU) with foreign partner countries related to the mapping of critical minerals. The bill identifies four objectives for these MOUs:

    • Committing USGS to assist the partner country with a range of critical mineral mapping activities;
    • Committing the partner country to offer a right of first refusal to private companies based in the United States or an allied country in the further development of mapped critical minerals;
    • Facilitating investment in the development of critical minerals in the partner country, including by leveraging financing from the U.S. Development Finance Corporation and Export-Import Bank;
    • Ensuring that mapping data created through a partnership with USGS is not disclosed to governmental or private entities in non-allied countries. 

    The bill requires USGS to collaborate with both the State Department and the private sector in identifying which countries to prioritize for the negotiation of an MOU, and would involve the State Department in the negotiation and implementation process.

  • MIL-OSI USA: Energy Technology Innovation Partnership Project Opens Applications To Support Coastal, Remote, and Island Communities

    Program Provides Energy Planning and Technical Support for Local Governments, Community Organizations, Utilities, and Other Groups Across the Country


    Many coastal, remote, and island communities need more affordable, reliable, and secure energy systems but lack the resources to change the status quo. Aging infrastructure and harsh weather conditions can leave these relatively isolated places vulnerable to energy disruptions and the attendant restoration costs.

    The U.S. Department of Energy’s (DOE’s) Energy Technology Innovation Partnership Project (ETIPP) connects these communities with energy experts who can deliver strategic energy analysis and planning support to improve the affordability, reliability, and security of their local energy systems. ETIPP is accepting applications now through July 27, 2025, for new communities to join the program.

    ETIPP communities receive up to two years of technical support from researchers at the National Renewable Energy Laboratory (NREL) and other national laboratories, along with input from regional partner organizations that have relevant expertise and connections in their specific geographic areas.

    This program offers two tracks for technical assistance: strategic energy planning or technical deep dives. Communities in the early stages of planning energy system improvements will spend four to eight months in ETIPP developing a strategic energy plan that clearly defines their energy goals and objectives. Those joining ETIPP with an existing energy plan or well-defined energy project will embark on a 12- to 24-month process to explore the technical dimensions of specific energy solutions.

    Now entering its fifth year, ETIPP has already partnered with 57 communities—including local governments, Tribes, community-based organizations, and utilities—to develop strategic plans and validate prospective technology investments for local energy projects.

    Providing local leaders with information to address local energy challenges is the key driver of ETIPP’s services. Communities collaborate with national laboratory researchers from Lawrence Berkeley National Laboratory, NREL, Pacific Northwest National Laboratory, and Sandia National Laboratories to advance their local goals and make decisions informed by world-class modeling and analysis.

    Additionally, selected communities may have the opportunity to receive funds (up to $20,000 for communities selected for strategic energy planning and up to $50,000 for those engaging with deep-dive technical assistance) for services rendered to help implement the technical assistance.

    ETIPP is currently accepting applications through July 27, 2025. Prospective applicants must first contact an ETIPP regional partner or program manager to discuss their eligibility. ETIPP’s regional partners include Groundswell for the Southeastern Seaboard region; Hawaii State Energy Office for the Pacific region; Hispanic Federation for communities in Caribbean territories; Island Institute for Northeast communities; Renewable Energy Alaska Project for Alaska; Slipstream for communities in the Great Lakes region; Spark Northwest for communities in the Pacific Northwest; and Southeast Sustainability Directors Network and STEM NOLA for communities along the Gulf Coast.

  • MIL-OSI Security: Afghan National Pleads Guilty to Obtaining Firearms in Connection with Plot to Conduct ISIS-Inspired Election Day Terrorist Attack

    Abdullah Haji Zada, 18, a native and citizen of Afghanistan and U.S. lawful permanent resident, pleaded guilty today to a criminal information charging him with knowingly receiving, attempting to receive, and conspiring to receive a firearm and ammunition to be used to commit a federal crime of terrorism.

    According to court documents, Zada and a co-conspirator received two AK-47-style rifles and 500 rounds of ammunition, knowing that the firearms and ammunition would be used in connection with a terrorist attack on Election Day in November 2024 on behalf the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization. Zada was arrested with co-conspirator Nasir Ahmad Tawhedi, 27, also a citizen of Afghanistan, in October 2024.

    Zada, who was 17 at the time of his arrest, entered his guilty plea as an adult and will be sentenced as an adult. At sentencing, Zada faces a maximum penalty of 15 years in federal prison and a $250,000 fine.

    As part of the plea agreement, Zada stipulated to the entry of a judicial order of removal from the United States to Afghanistan following his term of incarceration. Zada acknowledged that the order of removal would terminate his lawful permanent resident status. Zada also waived his right to appeal the conviction except in limited circumstances or seek any form of appeal or relief from his removal and deportation, including but not limited to, seeking asylum.

    Tawhedi is currently awaiting trial for conspiring and attempting to provide material support to ISIS, which carries a maximum penalty of 20 years in prison, and receiving, attempting to receive, or conspiring to receive a firearm to be used to commit a felony or a federal crime of terrorism, which carries a maximum penalty of 15 years in prison, if convicted. An indictment is merely an allegation and Tawhedi is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Sue J. Bai, head of the Justice Department’s National Security Division, U.S. Attorney Robert J. Troester for the Western District of Oklahoma, and Assistant Director David J. Scott of the FBI’s Counterterrorism Division made the announcement.

    The FBI Oklahoma City Field Office’s Joint Terrorism Task Force, which includes Homeland Security Investigations, U.S. Immigration and Customs Enforcement, U.S. Citizenship and Immigration Services, U.S. Marshals Service, Oklahoma State Bureau of Investigation, the Edmond Police Department, the Moore Police Department, the Oklahoma City Police Department, the Oklahoma City Community College Police Department, and the Oklahoma City University Police Department, is investigating the case.

    Assistant U.S. Attorneys Jessica L. Perry and Matt Dillon for the Western District of Oklahoma, and Assistant U.S. Attorney Everett McMillian and Trial Attorney Jennifer Levy of the National Security Division’s Counterterrorism Section are prosecuting the case.

  • MIL-OSI Security: Mineral Springs Man Sentenced to 15 Years in Prison for Distributing Methamphetamine and Possession of Firearm in Furtherance of Drug Trafficking Crime

    JOHNSTOWN, Pa. – A resident of Mineral Springs, Pennsylvania, has been sentenced in federal court to 181 months in prison, to be followed by five years of supervised release, on his convictions of conspiracy to distribute and possession with intent to distribute methamphetamine, and possession of a firearm in furtherance of a drug trafficking crime, Acting United States Attorney Troy Rivetti announced today.

    United States District Judge Marilyn J. Horan imposed the sentence on Brian Gidney, 51.

    According to information presented to the Court, from in and around July 2019 to in and around June 2020, in the Western District of Pennsylvania, Gidney conspired to distribute and possess with intent to distribute 500 grams or more of a mixture of methamphetamine. Further, on or about June 9, 2020, Gidney possessed with intent to distribute 500 grams or more of a mixture of methamphetamine, and also possessed a firearm in furtherance of his drug trafficking crime. Gidney was intercepted on a federal wiretap obtaining quantities of methamphetamine that he distributed to others.

    Assistant United States Attorney Maureen Sheehan-Balchon prosecuted this case on behalf of the government.

    Acting United States Attorney Rivetti commended the Drug Enforcement Administration and Pennsylvania State Police for the investigation leading to the successful prosecution of Gidney. Additional agencies participating in this investigation include the Bureau of Alcohol, Tobacco, Firearms and Explosives, Internal Revenue Service – Criminal Investigation, United States Postal Inspection Service, Homeland Security Investigations, Pennsylvania Office of Attorney General, Clearfield County District Attorney’s Office, Erie County District Attorney’s Office, Millcreek Police Department, Erie Bureau of Police, and other local law enforcement agencies.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation. OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

  • MIL-OSI Security: Former Commodities Trader Pleads Guilty to Multi-Mullion Dollar Wire and Commodities Fraud Scheme

    Newark, N.J. – A Chicago man admitted to engaging in a wire and commodities fraud scheme that caused losses of more than $4 million, U.S. Attorney Alina Habba announced.

    Philip Galles, 59, of Chicago, Illinois, pleaded guilty before U.S. District Court Judge Esther Salas in Newark federal court to both counts of an Indictment charging him with wire and commodities fraud.

    According to documents filed in this case and statements made in court:

    Galles, a former commodities trader, defrauded his victims by falsely claiming that he would invest their money in commodity futures through his purported investment company, Tyche Asset Management, based in Chicago, Illinois. As part of the scheme, Galles and those working for him falsely told prospective investors that Tyche had a history of success using proprietary trading strategies, with extraordinary annual rates of return exceeding 100%.

    But in reality, Galles made virtually no legitimate investments in commodity futures or otherwise. Galles instead ran Tyche like a Ponzi scheme and used investor money to pay back other investors and on to pay his own personal expenses—including high-end clothing, rent on a luxury apartment, and luxury automobiles.

    During the investigation, Galles met with an undercover agent in New Jersey purporting to be an investment manager looking to make a large investment. Galles repeatedly lied during those meetings about Tyche and his personal history. Galles falsely claimed that Tyche had annual returns of 336%, raised over $2 billion within 60 days of starting the fund, and had prominent investors, including a Kuwaiti sovereign fund and a well-known owner of a professional sports team. Galles also falsely claimed that he graduated from a prominent university in the Midwest.

    In total, through his scheme, Galles defrauded more than a dozen victims out of more than $4 million.

    The wire fraud charge carries a maximum sentence of 20 years in prison and the commodities fraud charge carries a maximum sentence of 25 years in prison.  Both charges also carry a fine of up to $250,000 or twice the value of the funds involved in the transfer, whichever is greater.  Sentencing is scheduled for September 23, 2025.

    U.S. Attorney Habba credited special agents of the United States Attorney’s Office, under the direction of Special Agent in Charge Thomas Mahony in Newark, and the inspectors of the United States Postal Inspection Service, under the direction of Inspector in Charge Christopher Nielsen, with the investigation. She also thanked the Commodity Futures Trading Commission and the National Futures Association for their role in the investigation.

    The government is represented by Assistant U.S. Attorney Carolyn Silane of the Economic Crimes Unit and Andrew Kogan of the Cybercrime Unit in Newark.

    The real-world impact of generative AI in higher education

    One success story comes from the University of California, Los Angeles, John E. Anderson Graduate School of Management (UCLA Anderson).   • MIL-OSI Global: Patriots’ Day: How far-right groups hijack history and patriotic symbols to advance their cause, according to an expert on extremism

    Patriots’ Day, a commemoration of the battles of Lexington and Concord – the first confrontations of the American Revolution – holds historical value as a symbol of American resistance to British colonial rule. Over time, however, the holiday has been co-opted by extremist groups.

    Capitalizing on ambiguities in the understanding of patriotic symbols, extremist groups have attempted to change the meaning of freedom and liberty embedded in the symbol of the American flag.

    Not all states celebrate Patriots’ Day. Massachusetts and Maine observe it as a public holiday on the third Monday in April. Wisconsin observes Patriots’ Day as a state observance – not a public holiday – on April 19, with schools and businesses remaining open. Other states may also mark it informally or through educational activities.

    As a scholar of extremism, I have become increasingly concerned by the appropriation of patriotic symbols such as the American flag and Patriots’ Day into narratives for far-right rhetoric, recruitment and radicalization. Patriotic events such as the Fourth of July can be marked by demonstrations, armed protests and calls for militant action by far-right extremist groups.

    Just before the Fourth of July in 2019, the Southern Poverty Law Center demonstrated how extremist groups have long adopted symbols of U.S. history to promote white supremacy. A 2010 SPLC report documented extremist calls for “freedom,” including a call from such far-right groups for repeal of all social service spending.

    The hijacking of patriotic symbols is part of an effort to create an atmosphere where participants believe they are engaging in a modern-day fight for freedom.

    In interviews I conducted with extremists in March 2025, several members of the Patriot Front said they are planning to protest on April 19 in an effort to use the holiday to attract media and public attention to their efforts to create a white homeland.

    Extremists are not the only Americans who are planning on using Patriots’ Day as a platform to attract attention to their causes. Mobilization of opposition to President Donald Trump’s policies and deportation efforts are also planned for April 19. Protesters raise concerns about the incorporation of American patriotic symbols by the right wing to support policies that they view as distinctively anti-American and unconstitutional.

    The 250th anniversary on April 19 of the first battles of the American Revolution is a fitting time to reflect on the meaning and use of historical symbols.

    White supremacy and Patriots’ Day

    From a sociological perspective, national symbols and events such as the American flag and Patriots’ Day do not have fixed meanings. Rather, any symbol is defined by how people actually use it. Whether one raises an American flag or burns one, the use of the flag is a powerful symbol that is understood to mean different things to different people, depending on the context.

    Extremists often take other symbols of American patriotism, such as the bald eagle, the Second Amendment and the phrase “America the beautiful” and try to use them to promote their message. For example, white supremacists believe that America can be beautiful only if white Americans are in positions of authority. The interpretations of these symbols become tools for extremist mobilization.

    In the lead-up to Patriots’ Day in 2023, members of the Patriot Front, a white supremacist group, rallied near the Massachusetts State House in Boston. They displayed a banner reading “Reclaim America,” a slogan associated with their ideology.

    Several white supremacist groups such as the Patriot Front, National Socialist Club-131 and other neo-Nazis groups position themselves as authentic modern-day “patriots” fighting to preserve society. They claim they are “undermined by a government that represses citizens” and creates an unsafe space for what they call a “white homeland.”

    The Patriot Front manifesto, written by group founder Thomas Rousseau, states: “A nation within a nation is our goal. Our people face complete annihilation as our culture and heritage are attacked from all sides.”

    The role of extremist narratives

    The extremist groups see Patriots’ Day not only as a commemoration of resistance against British colonialism but as a rallying point for a radical vision of American identity that attracts more attention from the public and the media because of the use of the recognized symbol.

    Extremists frame their actions as a continuation of the American Revolution and draw upon the myth of an oppressed, virtuous “true American” standing against tyranny. In this view, traditional symbols of American patriotism represent resistance not against an overarching foreign power but against internal threats to their vision of America.

    These include perceived threats posed by progressive movements, racial minorities, immigrants and the federal government. In the minds of those on the far right, what’s at stake are their traditional values, gun ownership and individual rights.

    The Southern Poverty Law Center has highlighted the significance of April 19 in the anti-government “patriot” movement’s calendar, noting that it has been associated with increased activity from militias and other extremist groups.

    Some of those groups include the sovereign citizens movement, Boogaloo Bois and the Patriot Front. The sovereign citizen movement is a loosely organized group of individuals who believe that they are not subject to government laws, especially federal laws in the United States. The Boogaloo movement is an anti-government extremist group known for advocating for a second American civil war, which they often call the “boogaloo.”

    The myth of the ‘true American’

    The construction of the “true American” is central to the ideology. For many far-right groups, the “true” or “real” American is defined as someone who believes in the preservation of a specific, often exclusionary version of American values in which white Americans are seen as both moral paragons and under siege.

    Some American militia groups, such as the Oath Keepers and Three Percenters, claim that only those willing to resist their idea of “tyranny” are true American patriots and that they should resist the government.

    In 2014, the Oath Keepers participated in an armed standoff in Nevada to support rancher Cliven Bundy, who was in a dispute with the Bureau of Land Management over unpaid grazing fees. The group positioned themselves as defenders against federal authority. Two men with ties to the Three Percenters, Barry Croft and Adam Fox, were involved in a plot to kidnap Michigan Gov. Gretchen Whitmer in 2020. The plot was foiled by law enforcement, and the individuals were arrested and charged with terrorism-related offenses. Both received lengthy prison sentences.

    As Stewart Rhodes, who founded The Oath Keepers in 2009 in Lexington, Massachusetts, has said: “We are the last line of defense against tyranny. Real patriots will stand up.”

    Anyone not aligned with their ideology is seen as a traitor or unwilling to confront systemic problems and are derisively labeled “sheep.”

    The mobilization of violence

    One of the most concerning ways in which American patriotic symbols are co-opted by extremists is the potential to justify violent action.

    The connection between historical acts of violence, such as the battles of Lexington and Concord, and contemporary calls for preparation for violent actions is deliberately emphasized. According to historian Darren Mulloy, extremists use well-known and accepted American symbols to create a sense that violence is a justified and necessary means of defense. Militia groups, in Mulloy’s research, exploit the need for violence in the American Revolution and the settling of the American West to legitimize their contemporary calls.

    The Oath Keepers romanticize the role of armed militias in the founding of America as seen at Lexington and Concord. They use this day to promote the idea that their cause is just and that armed resistance is a legitimate form of political expression.

    Groups such as The Base and the Oath Keepers have called for training in preparation for armed defense against the government. They recruit current and former military, police and first responders, urging them to uphold an oath to defend the Constitution – as the group interprets it – often against what they see as a tyrannical federal government.

    This creates a dangerous feedback loop in which extremism and violence are normalized through the glorification of historical events that celebrate acts of rebellion while strengthening identities that radicalize individuals.

    Understanding how patriotic symbols can be exploited offers important insights into how historical narratives may be manipulated, potentially leading to harmful consequences in American society.
