    China has achieved a major breakthrough in clean energy technology with the rollout of the world’s most powerful direct-drive floating wind turbine.

    Jointly developed by state-owned enterprises China Huaneng Group and Dongfang Electric Corporation, the 17-megawatt turbine officially rolled off the production line on Thursday in Fujian Province’s coastal city of Fuqing, China Huaneng Group confirmed to Xinhua on Saturday.

    A single unit can generate 68 million kilowatt-hours of clean electricity annually, enough to power approximately 40,000 households.

    The turbine will undergo real-world testing in the waters off Yangjiang, in south China’s Guangdong Province, according to China Huaneng Group.

    Boasting an operational availability rate exceeding 99 percent, the giant machine features a record-breaking 262-meter rotor diameter with a swept area of approximately 53,000 square meters, equivalent to 7.5 standard soccer fields. Towering 152 meters, its hub is almost as high as a 50-story residential building.

    The turbine can withstand extreme maritime conditions, including waves over 24 meters and typhoons at level 17. Its unique stabilization technology enables continuous power generation even when the floating platform tilts at extreme angles.

    Liu Xin, director of the offshore wind division at China Huaneng Clean Energy Research Institute, highlighted the turbine’s adaptability, noting that its integrated intelligent sensing system enables holistic stability control for safe and efficient operation in complex deep-sea environments.

    The project’s research and development team made technological breakthroughs in floating wind power system coupling simulation technology and high-fidelity model testing techniques.

    Notably, all its core components, including blades, generators and transformers, are domestically produced, with China’s first large-diameter main shaft bearing incorporated into the design.

    This technological breakthrough opens the door to harnessing China’s vast deep-sea wind resources. According to the energy research institute under the National Development and Reform Commission, while nearshore waters (5-50 meters deep) offer around 500 GW of technically developable wind capacity, deep-sea resources are estimated to be three to four times this volume.

    Data from the Global Wind Energy Council (GWEC) underscores the global significance, showing that over 80 percent of offshore wind resources are located in waters deeper than 60 meters.

    Floating wind power generation technology and solutions are set to further unlock the potential of deep-water wind energy, according to GWEC.

    By the end of 2024, the global installed capacity of floating wind power is expected to reach 278 megawatts, with Norway, the United Kingdom, China and France leading as the top four markets, GWEC said.

    As the world looks for ways to tackle climate change, Australia has invested heavily in green hydrogen.

    Green hydrogen is shaping as the best option to strip carbon emissions from some industrial processes, such as iron-making and ammonia production. But making the dream a reality in Australia is proving difficult.

    Two recent announcements are a case in point. This month, the Queensland government withdrew financial support for the Central Queensland Hydrogen Hub. It came weeks after energy company Fortescue cut 90 green hydrogen jobs in Queensland and Western Australia.

    I led the development of Australia’s National Hydrogen Strategy in 2019, in my previous job as a federal public servant. I also co-authored a Grattan Institute report on how hydrogen could help decarbonise the Australian economy. Here, I explain the main challenges to getting the industry off the ground.

    But first, what is green hydrogen?

    Hydrogen is the lightest and most abundant element in the universe. It’s usually found as a gas, or bonded to other elements.

    It’s used to make products such as fertilisers, explosives and plastics. In future, it may also be a zero-emissions replacement for fossil fuels in industries such as steel and chemicals manufacturing.

    Australia currently makes very low volumes of hydrogen using natural gas, which produces greenhouse gas emissions. We are well-placed to produce “green” or zero-emissions hydrogen, through a process powered by renewable energy which releases hydrogen from water.

    But creating a large green hydrogen industry won’t be easy. These are the main five challenges.

    1. The learning curve is steep

    About 15 facilities in Australia are currently producing green hydrogen, all at low volumes – between 8 kilograms and one tonne a day (see chart below).

    By contrast, most recently cancelled projects would have produced hundreds of tonnes of green hydrogen daily. The Central Queensland Hydrogen Hub, for example, would initially have produced about 200 tonnes a day, scaling up to 800 tonnes in the 2030s.

    The failure of these big projects shows Australia has much to learn about planning, building, commissioning and operating large green hydrogen facilities.

    2. Demand is limited

    Very little hydrogen is currently used in Australia – around 500,000 tonnes a year. This is less than 1% of national energy consumption.

    Most of this hydrogen is produced using natural gas, and is produced on site at existing industrial operations that require hydrogen, such as oil refiners and ammonia plants. Using hydrogen from a different source would require major – and costly – engineering changes at these facilities.

    So, how do new green hydrogen producers create demand for their product?

    The first option is to convince a company to spend money changing their operations to bring in green hydrogen from outside. This is not an easy prospect. The second is to find big new markets – which leads to the next challenge.

    3. The chicken-and-egg problem

    Renewable hydrogen isn’t a direct substitute for conventional fuels.

    You can’t burn hydrogen in your gas stovetop without changing the pipes in the house and the burners on the stove. Likewise, you can’t use hydrogen as a substitute for coal when making steel without changing the smelting process.

    This creates a chicken-and-egg problem. Green hydrogen proponents won’t invest in high-volume production unless there are large users to buy the product. But large users won’t invest in changing their processes unless they are assured of supply.

    4. Green hydrogen is expensive

    Green hydrogen is much more expensive than conventional hydrogen. And as yet, there’s little evidence buyers are willing pay more for it.

    So for green hydrogen to compete with conventional production, it needs government subsidies.

    The huge expense is largely due to the electricity used to make green hydrogen – prices of which are currently high.

    As renewable energy expands, electricity prices in Australia are expected to fall. But building more large-scale renewable generation in Australia is itself a difficult prospect.

    5. Economic and political turmoil

    Recent turmoil in global markets has made companies more cautious about investing outside their core business. And global inflation has helped drive up the cost of electricity needed to produce green hydrogen.

    Globally, governments have scrambled to keep national economies afloat, which has led to cuts in green hydrogen in several countries.

    In Australia, green hydrogen is still key to the Albanese government’s Future Made in Australia policy. And hydrogen has been a rare area of agreement between the two major parties, at both federal and state levels.

    But there are signs this is changing. The federal opposition last year fought the government’s hydrogen tax credits, and the withdrawal of support for the Central Queensland Hydrogen Hub came from the Queensland LNP government, which won office in October last year.

    What next?

    There is a long road ahead if green hydrogen is to help Australia reach its goal of net-zero emissions by 2050.

    So what have we learned so far?

    Many scrapped projects tried to implement a “hub” model – combining multiple users in one place, which was designed to make it more attractive to suppliers. But this was difficult to co-ordinate, and vulnerable to changing global conditions.

    The green hydrogen industry should focus on the most promising uses for its product. For example, if it could successfully make enough green hydrogen to supply ammonia production, it could build on this to eventually support a bigger industry, such as iron-making.

    It’s also time to rethink how subsidies are structured, to reflect the fact some sectors are better bets than others. At present, the federal government’s Hydrogen Headstart program and the hydrogen tax credit are agnostic as to how the hydrogen is used, which does little to help demand emerge in the right places.

    Finally, political unity must be renewed. Hydrogen projects require a lot of capital, and investors get nervous when an industry does not have bipartisan support.

    The hype around green hydrogen in Australia is fading. There are some reasons for hope – but success will require a lot of hard work.

    CHANGCHUN, July 13 (Xinhua) — The 22nd Changchun International Automobile Exhibition opened Saturday in Changchun, northeast China’s Jilin Province, with 118 domestic and foreign automobile manufacturers participating to showcase their latest achievements in automobile technology and future mobility solutions.

    According to the organizers, this year the exhibition area of the event is 170 thousand square meters and includes four main exhibition pavilions, three thematic zones, two interactive zones and an open-air exhibition area.

    The “Future Mobility” zone presents innovative transport solutions such as a flying car, two hydrogen-powered bicycles without spokes and unmanned aerial vehicles.

    BEIJING, July 13 (Xinhua) — China has made a major breakthrough in clean energy technology with the launch of the world’s most powerful floating direct-drive wind turbine.

    The 17-megawatt turbine, jointly developed by state-owned enterprises China Huaneng Group (CHG) and Dongfang Electric Corporation, officially rolled off the production line on Thursday in the coastal city of Fuqing, east China’s Fujian Province, CHG confirmed to Xinhua News Agency on Saturday.

    One of its power units can generate 68 million kWh of environmentally friendly electricity per year, which will be enough to supply electricity to approximately 40 thousand households.

    According to CHG, the demonstration test of the wind turbine will take place in waters near the city of Yangjiang in southern China’s Guangdong Province.

    The 22nd Changchun International Auto Expo opened Saturday in Changchun, capital of northeast China’s Jilin Province, bringing together 118 auto companies around the world to showcase the latest advancements in automotive technology and future mobility solutions.

    This year’s expo spans 170,000 square meters, featuring four main exhibition halls, three featured zones, two interactive experience areas and an outdoor exhibition area, according to the organizers.

    The future mobility section showcases innovative transportation solutions, such as a flying car, two spokeless hydrogen-powered bicycles, and drone-based application scenarios.

    During the 10-day event, automakers are offering trade-in discounts, cash rebates, and other promotions, in addition to government consumption vouchers, to stimulate consumer demand.

    The expo will also host a series of activities, such as a Belt and Road automotive road show and a forum on new energy intelligent vehicle development.

    Known as the “cradle of China’s automotive industry,” Changchun witnessed the establishment of the country’s first automobile workshop back in 1953. It is home to China’s automaker giant, FAW Group.

    Washington, D.C. – The Co-Chairs of the House Sustainable Energy and Environment Coalition (SEEC) Lands, Waters, and Nature Task Force Reps. Doris Matsui (CA), Don Beyer (VA), and Maxine Dexter (OR) sent a letter to the Department of the Interior (DOI) Secretary Doug Burgum in response to DOI’s Regulatory Reform Request for Information (RFI) published on May 20, which aims to undermine public land management on behalf of polluting industries.

    “In carrying out its duties, the Department is guided by multiple statutes and a well-developed suite of regulations promulgated over many decades. While we can appreciate the goal of establishing a more efficient regulatory program at DOI and agree wholeheartedly with the importance of effective stewardship of our public lands and resources, it appears the true intent of the RFI is the ‘deconstruction of the overbearing and burdensome administrative state.’ This goal is contrary to existing law, Congressional intent, and the continued exercise of the DOI’s many responsibilities,” the Task Force wrote.

    “Existing regulations protect human health and the environment from harmful practices and polluting from bad actors. Eliminating them means that companies could fail to clean up oil spills in waterways that are sources of drinking water, neglect to install equipment that prevents air pollution, and destroy the scenic landscapes where we hike, fish, and play. Our children deserve to inherit a safe and habitable planet where they can breathe clean air and drink clean water.”

    UNESCO has launched the Guidance on Wind and Solar Energy Projects in a World Heritage Context, which is the updated and extended version of an existing online Guidance which was focusing first on wind energy. The new edition continues to offer practical tools and provides advice to align renewable energy development with the protection of World Heritage properties, thus supporting States Parties in their endeavour to combat climate change.

    The online Guidance compiles relevant information both for World Heritage stakeholders and renewable energy project proponents in a user-friendly platform, with emphasis on stakeholder collaboration, intersectoral dialogue, as well as comprehensive impact assessments, and, it aims to foster informed, proactive decision-making. Its ultimate goal is to demonstrate that the majority of wind and solar energy projects are feasible even in a World Heritage context, if planning and implementation is carried out in a way that it ensures the protection and preservation of the Outstanding Universal Value of World Heritage sites.

    Developed with the support of Wallonia (Belgium), the Netherlands, and Switzerland, and co-published with the Advisory Bodies of the World Heritage Committee, the Guidance provides a critical tool to help ensure renewable energy growth does not come at the cost of our shared cultural and natural heritage.

  • MIL-OSI Canada: B.C. improves HOV-lane access for EV drivers

    The Province of B.C. is making it easier for electric-vehicle (EV) drivers to access high-occupancy vehicle (HOV) lanes, reflecting the popularity of electric vehicles in B.C.

    Starting Aug. 15, 2025, drivers of eligible plug-in hybrid or battery-electric vehicles will no longer need to display an OK decal to use designated HOV lanes. As of that date, access to HOV lanes for EV drivers will be indicated solely by road signs.

    This update to the Electric Vehicle in High Occupancy Vehicle Lanes (EVHOV) program simplifies HOV-lane usage for EV owners and eliminates administrative wait times for decals.

    Other changes include allowing eligible out-of-province vehicles and electric heavy-duty trucks to use HOV lanes where signage permits, supporting more efficient goods movement and encouraging cleaner transportation options.

    Access to HOV lanes without the minimum number of passengers where signage permits will remain available to vehicles that run on an electric motor and plug in to charge. Hydrogen vehicles will no longer be eligible to use HOV lanes without meeting the minimum passenger requirement.

    By removing the decal requirement, the Ministry of Transportation and Transit will save approximately $70,000 annually in administrative costs. The ministry will continue to monitor the capacity of HOV lanes in the province to ensure they remain effective for all permitted users.

    Drawing attention to the skill requirements of youth, he stated, “ Nearly two thirds of our population is below the age of 35. Demographic youth dividend. The median age being 28, we are 10 years younger than China and USA……duty of the corporates in particular is that, this[demographic dividend] our biggest asset has to be channelized in the right direction  and therefore focus on youth and skilling is fundamental. The government is doing its bit by a number of innovative steps but major part has to be done for effective transformation by the industry. It is our  biggest asset. but an asset is biggest only if we harness it with vision and urgency. I urge industry to work very closely with academia, training institutes,  and the government to design future-ready curricula.”

    Offshore Energies UK (OEUK) has today proposed key reforms to accelerate offshore wind generation following the government’s publication of its Review of Electricity Market Arrangements (REMA).

    OEUK says the decision to take a national approach to pricing will encourage more wind energy investment to help the government hit its Clean Power 2030 targets and boost growth in the critical offshore energy supply chain.

    The National Energy System Operator has given 5,000 energy projects in the queue for grid connections until 29th July to submit evidence for preferential treatment.

    The move is intended to prioritise “shovel-ready” projects and scrap the first-come, first-served approach, which has allowed speculative schemes to delay viable clean energy developments.

    This proposal must be matched by reforms to the Contacts for Difference (CfD) scheme and planning system to ensure the next allocation round – AR7 – delivers the scale and pace needed.

    OEUK’s analysis shows that to meet the CP30 goal of 95% clean power by 2030, the UK must deliver half of this target from offshore wind. This means at least 43 gigawatts of offshore wind capacity must be installed by 2030, but current projections fall short at just 35GW. The next three CfD rounds must therefore secure an additional 20GW- equivalent to powering around 15 million homes.

    Only two offshore wind generation projects – GreenVolt in Scotland and East Anglia Two – have been supported by the government’s CfD scheme since 2022.

    A clear regulatory framework that secures investment and maintains the UK’s position as a global leader in offshore wind is now imperative.

    Offshore wind is one of the UK’s greatest energy success stories – generating low carbon electricity at scale, creating jobs, and revitalising coastal communities.

    Fixed-bottom turbines, with so-called monopiles attached to the seabed in shallower waters, have driven the UK’s rapid growth of wind energy generation to date but floating wind turbines using newer technologies, can be anchored in deeper waters with stronger wind resources, opening new areas for development.

    The also have fewer environmental constraints than fixed-bottom projects and can progress more smoothly through the consenting process.

    Speed and clarity to reform grid access and a more transparent approach with equal treatment for fixed and floating wind farms would give developers and the supply chain greater confidence to invest.

    OEUK’s key recommendations for AR7 and beyond:

    • Support for offshore wind: Provide assurance that sufficient funding is available for both fixed and commercial floating wind projects over the next three years, including projects to decarbonise offshore oil and gas operations, strengthen the UK supply chain, and create export opportunities.

    • Grid and consent reform: Improved risk sharing between developers and grid network operators plus increased administrative capacity and streamlined planning to reduce delays to grid connection. Compensation should be offered for unexpected hold ups.

    • Eligibility and investment: Reform eligibility criteria to allow both fixed and floating wind projects that have not received full consent to bid in the auction, extend CfD contracts from 15 to 20 years and introduce a well-balance cap and floor to transmission charges to improve investor confidence, lower subsidies and reduce costs to consumers.     “AR7 must be the turning point in making UK wind ambitions a reality. That means enabling floating wind to compete on equal footing, unlocking grid access, and giving developers the confidence to invest at scale.

    “We’re calling for clear eligibility rules that allow well-progressed but unconsented projects to bid, longer CfD terms to reduce costs to consumers, and a firm commitment to grid and consenting reform – including compensation for delays. These are the changes our members need to deliver the next 20GW.

    “At the same time, we are working with our members to reduce project risk and borrowing costs as well as improving contractual relationships and promoting standardisation of modular wind turbine components to make them cheaper and faster to install.

    “There is only one energy supply chain for offshore wind and oil and gas – and it cannot be allowed to decline. With the right reforms and a pragmatic energy strategy which supports homegrown oil and gas alongside the acceleration of UK renewables, the North Sea can remain a global energy powerhouse, supporting economic growth, jobs, and our climate goals.”

    ScotWind: OEUK supports the ambition of the ScotWind leasing round and is calling for clarity on delivery timelines, grid access, and supply chain investment to ensure projects can rapidly move forward.

    INTOG: OEUK backs INTOG schemes using wind energy to decarbonise offshore oil and gas production. We are urging government and regulators to ensure these projects are prioritised for grid access and CfD eligibility, and that planning processes reflect their dual role in emissions reduction and clean power generation.

    Celtic Sea Round 5 of Celtic Sea wind auctions held last month (June) aims to unlock the potential for floating offshore wind off the coasts of South Wales and Southwest England. The Crown Estate has selected Equinor and Gwynt Glas to develop two 1.5GW floating wind farms. The leases come with grid connections already approved, but only two out of three leases on offer have been taken up.

    TNUoS: Transmission Network Use of System Charges. Transmission has a cost which is paid by the generator and the user which appears in electricity bills. This cost is expected to increase dramatically in future years as more energy is brought from Scotland to England. The connection cost for the generator rises for remote areas but in heavily populated areas generators are paid to connect. The price difference must be adjusted with a proposed cap and floor system that would introduce an upper maximum cost to Scottish projects.

    Review of electricity market arrangements (REMA): The government is still to announce the full outcome of its REMA consultation beyond the already published decision on zonal pricing. OEUK is calling for introduction of ‘deemed contracts for difference’ (based on potential, not actual output). This would mean wind energy producers being paid according to their potential capacity in a system that would give producers the opportunity to benefit from high global wind energy prices when they are available and keep a proportion of the additional profits

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.) and Sheldon Whitehouse (D-R.I.), Ranking Member of the Senate Environment and Public Works Committee, introduced a pair of bills to reduce dangerous air pollution within the shipping industry.

    Padilla’s Clean Shipping Act of 2025, led by Representative Robert Garcia (D-Calif.-42) in the House, aims to reduce greenhouse gas emissions from the shipping industry to protect the health of port communities and address the environmental injustice impacts of the climate crisis. Padilla also co-leads the International Maritime Pollution Accountability Act, led by Whitehouse in the Senate and Representatives Doris Matsui (D-Calif.-07) and Kevin Mullin (D-Calif.-15) in the House. The bill aims to reduce emissions by imposing a pollution fee on large marine vessels offloading cargo at U.S. ports to fund decarbonization efforts in the U.S. maritime economy.

    “California’s ports are the powerhouse of our country’s economy, moving critical freight and providing good-paying jobs, all while leading the nation’s decarbonizing efforts. But neighboring communities have been forced to shoulder the brunt of global shipping pollution for too long,” said Senator Padilla. “Our legislation would strengthen the sustainability of our shipping industry by reducing emissions in maritime transportation while simultaneously protecting coastal communities. This legislation reinforces that work, further cutting harmful emissions while supporting the maritime innovators that are pioneering clean technologies to protect public health and can help put us on course to climate safety.”

    Globally, maritime shipping is a major source of climate-warming pollution, including climate-warming GHG emissions (carbon dioxide, methane, and nitrous oxide) and harmful air pollutant emissions (oxides of nitrogen, sulfur dioxide, and fine particulate matter). According to the International Maritime Organization 2020 GHG Study, the global shipping industry emits approximately one billion tons of GHG emissions per year, roughly 3 percent of total anthropogenic global-warming carbon-dioxide emissions. The study projects in future scenarios that shipping’s GHG emissions could more than double between 2018 and 2050. These emissions are not only harmful for the environment, but jeopardize the air quality and public health of the nearly 40 percent of Americans who live within three miles of a port.

    Clean Shipping Act

    The Clean Shipping Act of 2025 would set a path to eliminate greenhouse gas emissions from all ocean shipping companies that do business with the United States. It would direct the Environmental Protection Agency (EPA) to set progressively tighter carbon intensity standards for fuels used by ships in order to reduce greenhouse gas emissions by 2050, consistent with the goals of the Paris Agreement to limit warming to 1.5 degrees Celsius.

    Specifically, the bill would direct the EPA to:

    • Set carbon intensity standards for fuels used by ships. The bill sets progressively tighter carbon intensity standards for fuels used by ships consistent with a 1.5°C decarbonization pathway. These standards would require lifecycle carbon dioxide-equivalent reductions of 30 percent from January 1, 2030, 58 percent from January 1, 2034, 83 percent from January 1, 2040, 92 percent from January 1, 2045, and 100 percent from January 1, 2050 (based on a 2027 baseline).
    • Set requirements to eliminate in-port ship emissions by 2035. By January 1, 2035, all ships at-berth or at-anchor in U.S. ports would emit zero GHG emissions and zero air pollutant emissions.

    International Maritime Pollution Accountability Act

    The International Maritime Pollution Accountability Act would:

    • Impose a pollution fee on the largest marine vessels offloading cargo at U.S. ports, driving industry-wide decarbonization efforts and incentivizing the use and development of cleaner maritime fuels. 
    • Levy a $150 per ton fee on the carbon emissions of fuel burned on an inbound trip, as well as fees for the nitrogen oxides ($6.30/lb.), sulfur dioxide ($18/lb.), and particle pollution (PM2.5) ($38.90/lb.) that ships emit.  The fees would apply only to those ships with 5,000 gross tonnage or more, excluding most of the domestic industry, and the fee on carbon emissions would sunset if the IMO implemented and enforced a fee on the greenhouse gas emissions of marine shipping that was equal to or greater than the $150 per ton fee levied in the bill.
    • Provide critical funding to modernize the Jones Act fleet with low-carbon vessels, revitalizing and electrifying U.S. shipbuilding, and addressing and reducing pollutants in America’s port communities, along our coasts, and in our oceans.

    Senator Padilla believes decarbonizing our ports is vital for powering economic growth and protecting public health. Last year, he announced over $1 billion in EPA funding across seven California ports to build zero-emission port infrastructure and implement climate and air quality management plans. The funding comes through the Clean Ports Program, which is funded by the Inflation Reduction Act and aims to reduce harmful greenhouse gas emissions and improve air quality at ports across the nation. California ports will receive three of the largest seven grants nationwide, including over $411 million for the Port of Los Angeles, the biggest award in the country. In 2023, he announced $74.5 million from the Department of Transportation Maritime Administration to decarbonize, upgrade, and rehabilitate key ports along California’s coast.

    The United Kingdom and France share a commitment to peace, democracy, the rule of law, the rules-based international order, and human rights. In an international context in which these values are increasingly jeopardised, France and the United Kingdom share a responsibility to stand up for these aims and values, as major European countries, permanent members of the United Nations Security Council, major world economies, and open democracies. Our relationship and cooperation are fundamental.

    Our two countries share a unique friendship, an intertwined history and profound connections between our people, businesses, and communities. As we open a new chapter in our bilateral and European ties, also building on the outcome of the first EU-UK Summit held in May 2025, we want to make our people safer and more secure, champion fair and lasting peace worldwide, deepen our defence and security collaboration, support competitiveness and growth for our economies, providing jobs, and prosperity to our countries.

    Foreign Policy/Global Issues

    We reaffirm our determination to ensure Russia does not prevail in its illegal war of aggression, as well as our commitment to lasting support to Ukraine, including security assurances that safeguard its independence and sovereignty. Today we convened the Coalition of the Willing bringing together more than thirty nations committed to Ukraine’s long-term security. We welcomed the development of mature operational plans to deploy a reassurance force once hostilities have ceased, and to help secure Ukraine’s skies and seas and regenerate Ukraine’s armed forces. We have agreed to launch a Counter-Shadow Fleet Partnership to crack down on dangerous Russian-backed vessels in the Channel, reduce Russian oil revenues via these vessels, and safeguard our maritime security. Alongside this, we commit to seeking a lowering of the crude oil price cap, further depriving Russia of the oil revenues it uses to fund its barbaric war. We will strengthen our joint efforts to prevent the supplying of dual-use components and weapons to Russia by third countries’ entities. We reiterate our readiness to step up pressure on Russia as it refuses to commit to peace. We are committed to defending democracy and stability in the wider European neighbourhood and have agreed to work together on new support to strengthen resilience in the Western Balkans and Moldova. We reaffirm our commitment to recognising a Palestinian state, as a contribution to a peace process. We will work together to support its development and the realisation of a Two-State Solution. We are also stepping up our coordination on security and humanitarian challenges in support of wider regional stability in Syria and Lebanon.

As demonstrated by the actions of Russia’s enablers, our security is inextricably linked to the Indo-Pacific. We will strengthen our coordination and work together for a free, open, and sovereign Indo-Pacific through new joint maritime security training, reciprocal base access, and joint support to regional organisations. We will launch a Global Maritime Security Dialogue. We jointly reaffirm our commitment to peace and stability in the Korean peninsula, in the South and East China Seas, and in the Taiwan Strait, where we call for the peaceful resolution of cross-Strait issues. We will keep coordinating efforts and initiatives to address peace and security challenges in Africa and their humanitarian consequences, in particular regarding Sudan and the Great Lakes.

As Europe’s two nuclear powers and leading militaries, we share responsibility for the continent’s defence and security. We are united in the face of profound security threats and challenges, in particular the immediate and pressing threat posed by Russia to Euro-Atlantic security.

    Today we announced Lancaster House 2.0 to modernise our cooperation. Through this we agree to deepen and broaden our unique defence and security partnership enshrined in the 2010 Lancaster House Treaties, a core pillar of security in Europe, complementing our cooperation in NATO and reinforcing Europe’s contribution to it, as well as the UK-EU Security and Defence Partnership.

    Deepening our longstanding and resolute commitment to cooperation of our independent nuclear deterrents, we have agreed to set out, in a specific statement, our contribution to the defence of European partners and NATO allies, and that whilst our nuclear forces are independent, they can be coordinated. We have decided to establish a UK-France Nuclear Steering Group that will coordinate policy, capability and operation.

    We will launch the Combined Joint Force, to build a shared capability of sufficient scale for warfighting, and ready to operate in all domains, including space and cyber, in the defence of Europe. This evolution of the existing Combined Joint Expeditionary Force will continue to be at the forefront of Coalition of the Willing planning. We have also agreed the path for new military capability projects, including the next generation of our Deep Strike and Air-to-Air missiles.

    We will deepen our cooperation on cyber issues, tackling the proliferation and irresponsible use of commercial hacking capabilities. We will address emerging threats, including in the hybrid domain, whilst harnessing the transformative potential of Artificial Intelligence and emerging technologies. We will maximise our impact against the highest-threat terrorist groups including deepening our counter-terrorism cooperation in Syria.

    We are committed to redoubling our collaboration to ensure the Euro-Atlantic security architecture remains fit for purpose, with European allies both shouldering their existing obligations and fully involved in shaping any new arrangements. We will intensify our cooperation with Germany and other partners to this end.

    Irregular Migration

    The cruelty of organised gangs who smuggle individuals across the Channel at great risk to life blights both our societies. Today, we announce a strengthening of our cooperation to tackle illegal Channel crossings, focused on reducing the risk to life at sea, breaking the criminal gang networks through law enforcement cooperation, and working upstream to tackle the root causes and smuggling networks.

    We continue to work together on novel and innovative approaches to intercept boats, exemplified by the ongoing French Maritime Review supporting enhanced Maritime co-operation, to ensure we adapt as the criminal gangs change their approach. We seek to use all the tools at our disposal, including both existing and new sanctions, to tackle people smuggling, trafficking, and organised immigration crime. In parallel, the United Kingdom is intensifying its efforts to reform its domestic asylum system, deliver on increasing returns and tackle illegal working.

    France and the UK have agreed to trial a pilot to deter illegal journeys across Europe to the UK and dangerous small boat crossings while saving lives, as an innovative approach to break the business model of organised gangs. It will provide for the readmission of migrants directly to France after an illegal journey by small boat to the United Kingdom and will also offer a reciprocal legal route to the UK for migrants in France, with a principle of equivalence between the number of readmissions to France and the number of legal admissions to the UK. The agreement will be finalised and signed subject to completing prior legal scrutiny in full transparency and understanding with the Commission and EU Member states as this initiative is related to an EU external border, and implemented within a few weeks, subject to the above processes, with real-time monitoring. We are pursuing an ambitious approach that complements wider European cooperation on irregular migration, including working together to prevent irregular Channel crossings within the Common Understanding agreed at the UK-EU Summit on 19 May.

    In this context, building on the Sandhurst Agreement, the United Kingdom reaffirms its commitment to fund Maritime action, increased law enforcement response onshore and inland, alongside new joint upstream working to tackle the issue at source and in transit, through the existing financial agreement through to March 2026, and through the finalisation of a new three year cycle (2026-2029) as soon as possible.

    Growth

    We will ensure continued cooperation and leadership on economic sectors of the future, leading to more growth, skills, and high-quality jobs for our people. This collaboration will make us stronger, remove barriers, and boost our collective resilience and cooperation on economic security, including on critical minerals. We will lead Europe on safely harnessing AI to the benefit of our people and economies, partnering our supercomputers and incubators, and combining the forces of our world-leading universities and research.

    We are committed to protecting our Critical National Infrastructure that underpins our thriving economies. Satellite connectivity is strategically important to Europe’s security and resilience and the UK’s investment in the Eutelsat Group is a demonstration of our commitment to this important technology, alongside the French Government and other existing shareholders.     It’s hard work soaking up sunlight to generate clean electricity. After about 25 to 30 years, solar panels wear out. Over the years, heating and cooling cycles stress the materials. Small cracks develop, precipitation corrodes the frame and layers of materials can start to peel apart.

    In 2023, about 90% of old or faulty solar panels in the U.S. ended up in landfills. Millions of panels have been installed worldwide over the past few decades – and by about 2030, so many will be ready to retire that they could cover about 3,000 football fields.

    As an electrical engineer who has studied many aspects of renewable energy, recycling solar panels seems like a smart idea, but it’s complicated. Built to withstand years of wind and weather, solar panels are designed for strength and are not easy to break down.

    The cost conundrum

    Sending a solar panel to a landfill costs between US$1 and $5 in the U.S. But recycling it can cost three to four times as much, around $18. And the valuable materials inside solar panels, such as silver and copper, are in small amounts, so they’re worth about $10 to $12 – which makes recycling a money-losing prospect. Improvements in the recycling process may change the economics.

    But for now, it’s even hard to reclaim the glass in solar panels. Many layers are glued together and need to be separated before they can be melted down for reuse. And if the separation is not precise enough, the glass that is recovered won’t be of high enough quality to use in making other solar panels or windows. It will be suitable only for lower-quality uses such as fill material in construction projects.

    Other panels, usually older ones, may contain small amounts of toxic metals such as lead or cadmium. It can be difficult to tell whether toxic materials are present, though. Even experts have trouble, in part because current tests, such as the toxicity characteristic leaching procedure, can give inaccurate results. Therefore, many companies that own large numbers of solar panels just assume their panels are hazardous waste, which increases costs for both disposal and recycling. Clearer labels would help people know what a solar panel contains and how to handle it.

    If someone wants to recycle a solar panel, and is willing to bear the cost, there aren’t many places in the U.S. that are willing to do it and are equipped to be safe about it.

    Designing for a new life

    Despite the Trump administration’s cuts to subsidies for solar projects, millions of solar panels are already in use in the U.S., and millions more are expected to be installed worldwide in the coming years. As a result, the solar industry is working on ways to minimize waste and repeatedly reuse materials.

    Some ideas include sending used solar panels that still work at least a bit to developing nations, or even reusing them within the U.S. But there are not clear rules or processes for connecting reused panels to the power grid, so reuse tends to happen in less common, off-grid situations rather than becoming widespread.

    Future solar panels could also be designed for easier recycling, using different construction methods and materials, and improved processing systems.

    Making panels last longer – perhaps as long as 50 years – using more durable materials, weather-resistant components, real-time monitoring of panel performance and predictive maintenance to replace parts before they wear out would reduce waste significantly.

    Building solar panels that are more easily disassembled into separate components made of different materials could also speed recycling. Components that fit together like Lego bricks – instead of using glue – or dissolvable sealants and adhesives could be parts of these designs.

    Improved recycling methods could also help. Right now, panels are often simply ground up, mixing all of their components’ materials together and requiring a complicated process to separate them out again for reuse. More advanced approaches can extract individual materials with high purity. For example, a process called salt etching can recover over 99% of silver and 98% of silicon, at purity levels that are appropriate for high-end reuse, potentially even in new solar panels, without using toxic acids. That method can also recover significant quantities of copper and lead for use in new products.

    A shared journey

    Increasing the practice of recycling solar panels has more than just environmental benefits.

    Over the long term, recovering and reusing valuable materials may prove more cost-effective than continually buying new raw materials on the open market. That could lower costs for future solar panel installations. If they are fully reused, the value of these recoverable materials could reach over $15 billion globally by 2050.

    In addition, recycling panels and components reduces American reliance on materials imported from overseas, making solar power projects less vulnerable to global disruptions.

    Recycling also keeps toxic materials out of landfills. That can help ensure a shift to clean energy doesn’t create new or bigger environmental problems. Also, recycling solar panels emits far less carbon dioxide than manufacturing panels from raw materials.

    There are already some efforts underway to boost solar panel recycling. The Solar Energy Industries Association trade group is working to collect and share information about companies that recycle solar panels.

    Governments can provide tax breaks or other financial incentives for using recycled materials, or ban disposing of solar panels in landfills. California, Washington, New Jersey and North Carolina have enacted laws or are studying ways to manage solar panel waste, with some even requiring recycling or reuse.

    These efforts are important steps toward addressing the growing need for solar panel recycling and promoting a more sustainable solar industry.

    Almost two-thirds of the world’s population is affected by the monsoon – the annual arrival of intense rains in areas north and south of the Equator. These drenching rains tend to arrive during each hemisphere’s summer.

    The East Asian monsoon north of the equator is the best known and best studied, because it affects the largest land area and the most people. But the southern Indo-Australian monsoon is vitally important to northern Australia, Indonesia and Papua New Guinea. To date, it has been studied much less.

    To help fill this gap in knowledge, we analysed deep sediment from an unusual lagoon near Darwin in northern Australia. We looked at ancient pollen and chemical isotopes (different versions of the same chemical element) to look about 150,000 years back in time and glimpse changes to the monsoon. When types of pollen change, it tells us the monsoon has changed. Drier conditions favour the emergence of grasslands, while wetter climates favour forests.

    Our new research suggests as the world gets hotter, the Indo-Australian monsoon will intensify and northern Australia will get wetter. This finding is consistent with research suggesting the East Asian monsoon could weaken, threatening agriculture and nature in heavily populated countries.

    The past held in a single lagoon

    To examine how monsoons change over time, researchers drill sediment cores to track changes in pollen and chemical isotopes. For example, changes in hydrogen isotopes indicate changes in the intensity of the monsoon rain.

    The problem is, these cores have to come from long-undisturbed lake sediments, because such places provide a continuous record of change.

    To reconstruct past changes in monsoon patterns, undisturbed sediments have to be sampled carefully by extracting a thin “core” from the bottom sediments. Once researchers have this precious core, they can examine the changing proportions of pollen, chemical isotopes and other properties. The deeper you drill the core, the farther back in time you can look.

    These exacting requirements are one reason the Indo-Australian monsoon is not as well understood as its northern cousin.

    Fortunately, we have found one place which has kept a detailed environmental record over a long period: Girraween Lagoon on the outskirts of Darwin in the Northern Territory.

    This lagoon was created after a sinkhole formed more than 200,000 years ago. It has contained permanent water ever since, and is slowly filling with sediment and pollen blown in from the surrounding landscape.

    The 18-metre core from Girraween’s sediments gave us a 150,000-year record of environmental change in Australia’s northern savannahs.

    It took hard work to extract the core from Girraween Lagoon.

    Dipping into the past

    If you walk around Girraween Lagoon today, you’ll see a tall and dense tree canopy with a thick grass understory in the wet season. But it hasn’t always been that way.

    During the last ice age 20,000–30,000 years ago, the sea level was much lower and the polar ice caps much larger. As a result, the lagoon was more than 300 kilometres from the coast. At that time, the lagoon was surrounded by an open, grassy savannah with fewer, shorter trees.

    About 115,000 years ago (and again 90,000 years ago), Australia was dotted with gigantic inland “megalakes”. At those times, the lagoon expanded into a large, shallow lake surrounded by lush monsoon forest, with almost no grass.

    At times, tree cover changed radically. In fact, over one 3,000-year period, the percentage of tree pollen soared from 15% to 95%. That suggests a sweeping change from grassland to dense forest – meaning a switch from drier to wetter climate at a rate too fast to be explained by changes in Earth’s orbit.

    Some of these changes are linked to the shifting distance between coastline and lagoon as well as predictable variation in how much solar energy reaches Earth.

    A connection to the North Atlantic

    Huge ice sheets covered large areas of the Northern Hemisphere during previous ice ages.

    Remarkably, the evidence of their melting at the end of previous ice age was there in the sediment core from Girraween Lagoon.

    When glacial ice melts rapidly, huge volumes of fresh water flood into the North Atlantic. These rapid pulses are known as Heinrich events. These pulses can shut down the warm Gulf Stream current up the east coast of North America. As a result, the Northern Hemisphere cools and the Southern Hemisphere warms.

    Over the last 150,000 years, there have been 14 of these events. We could see evidence of them in the sediment cores. Every gush of fresh water in the Atlantic triggered higher rainfall over northern Australia because of the buildup of heat in the Southern Hemisphere as the Gulf Stream slowed.

    What does this mean for the monsoon?

    All this suggests the Indo-Australian monsoon will get more intense as the world gets hotter and more ice melts.

    That would mean a wetter northern Australia. It could also bring more rainfall to other Australian regions, and neighbouring countries. At this stage, it’s too uncertain to predict what an intensifying monsoon would do to the southern parts of Australia.

    We might already be seeing this shift. Weather records since the 1960s show northern Australia getting steadily wetter, and less rain in Australia’s southeast and southwest.

    What would this mean for people? Australia’s tropical north is not densely populated, which would reduce the human impact of an intensifying monsoon.

    But while our research suggests the Indo-Australian monsoon strengthens during Heinrich events, earlier research has shown the East Asian and other Northern Hemisphere monsoons will weaken. Without reliable monsoonal rains, food and water supplies for billions of people could be at risk.

    Green hydrogen is touted by some as the future – a way for Australia to slowly replace its reliance on fossil fuel exports. The energy-dense gas has the potential to reduce emissions in sectors challenging to decarbonise, such as steelmaking and fertiliser manufacturing.

    The Albanese government wants it to be a massive new export industry and has laid out a pathway through its National Hydrogen Strategy.

    Unfortunately, there’s a real gap between rhetoric and reality. Despite ambitious plans, no green hydrogen project has yet succeeded in Australia. The technology’s most prominent local backer, billionaire miner Twiggy Forrest, has dialled down his ambition. Globally, just 7% of announced green hydrogen projects are up and running.

    Economic viability is one problem. But there’s a much larger issue flying under the radar: water. Hitting the 2050 target of 15 million to 30 million tonnes of hydrogen a year would use 7–15% of the amount Australia’s households, farms, mines and black coal power plants use annually. That’s simply not sustainable.

    Splitting water

    Green hydrogen uses renewable energy to power electrolyser machines, which split water molecules into hydrogen and oxygen.

    On the surface, this is an appealing use of clean energy, especially during solar peak periods.

    But what the government hasn’t properly accounted for is the water cost for green hydrogen. The strategy states water use is likely to be “considerable but not prohibitive”.

    This is questionable. For every kilogram of hydrogen produced through electrolysis, nine litres of water are directly consumed.

    That’s not all. The water needed to make hydrogen has to be extremely pure. Salt water has to be desalinated, and even fresh water needs purification. Equipment also needs cooling, which consumes even more water.

    All these processes incur substantial indirect water losses, such as the water used for industrial processes and cooling. The volumes used are highly uncertain. They can be up to 20 times greater than the direct water use.

    A key input value for the government’s hydrogen strategy modelling is taken from a 2015 report by the Argonne National Energy Laboratory in the United States, which assumes each kilogram of green hydrogen produced requires just over 30 litres of water.

    The Australian hydrogen strategy suggests 30 litres per kilogram of hydrogen would cover “all system losses including purification processes and cooling water required”. But it’s not clear if this figure covers other uses of water in making hydrogen, such as water treatment.

    How much water would this use?

    According to the government’s modelling, making 15 million tonnes would require 740 billion litres of water. That would be about 7% of the 10,450 billion litres used by all of Australia’s households, farms, mines and black coal power plants.

    That’s substantial. One and a half Sydney Harbours worth, every year. But it might be a major underestimate. After all, estimates on indirect water use differ widely. The government’s figures are at the very bottom of the range.

    For instance, the latest research gives water consumption figures of about 66 litres per kilogram – more than twice as large. Other sources give values between 90 and 300 litres per kilogram of hydrogen – three to ten times higher.

    Uncertainty in modelling is normal. But the wide research suggesting much higher water use should give rise to real concern.

    If we take a middle-of-the-range figure of 95 litres per kilogram, this would mean that making 15 million tonnes of green hydrogen would use up 22% of the 10,450 billion litres used by households, farms, mines and black coal power plants annually by 2050.

    If hydrogen was even thirstier at 310 litres per kilogram, that would translate to 72% of that figure.

    These estimates are enormous. Even under the most optimistic scenario, the draw on Australia’s scarce freshwater resources would simply be too much. Where would this water come from? Farmers? Groundwater? Environmental flows from rivers?

    As the Queensland Farmers Federation pointed out in its response to the hydrogen strategy, the figures on water use “beg the question if they are in fact sustainable”.

    The Water Services Association of Australia has called for much greater attention to the water demands of green hydrogen, which it says are “often seriously underestimated”.

    What about saltwater? Australia has no shortage of oceans. The problem here becomes energy and wastewater. Desalination is still very energy intensive. Converting saltwater to fresh also produces large volumes of super-salty brine, which must then be managed as waste.

    Which way forward?

    Does this mean green hydrogen is a non-starter? Not necessarily. Improved electrolyser technology might offer ways to slash water use, while circular economy approaches such as resource recovery from brine could also reduce losses.

    But these concerns about water must be front and centre in future discussions about the shape and size of the industry in Australia.

    Joe Pavicic will never forget when he told the Artemis launch director teams were NO-GO for launch.
    Before Artemis I lifted off from NASA’s Kennedy Space Center in Florida in November 2022, the launch team made multiple launch attempts the months prior.  
    “During a previous Artemis I launch attempt, there was an issue with engine three,” said Pavicic, operations project engineer who worked on the engines console during Artemis I. “One sensor was showing that it wasn’t seeing liquid hydrogen through it. It was showing that it was at ambient temperature.”

    Prior to engine ignition, launch team controllers must first chill the engines before the cryogenic liquid propellant fuels and lifts the SLS (Space Launch System) rocket and Orion spacecraft into the heavens and onward to the Moon. Chilling the engines ensures the hardware doesn’t get damaged when exposed to the super-cooled liquid hydrogen at -423 degrees Fahrenheit.   

    “We tried everything we could think of,” Pavicic recalls. “Any procedure we could try, we tried it, and we just never saw those rates that we should have.” 
    Thus, Pavicic, who is originally from West Palm Beach and studied aerospace engineering at Embry Riddle Aeronautical University in Daytona Beach, Florida, went back to the drawing board with the rest of his team, working days and nights rewriting procedures and learning new lessons about the engines and sensors until they were finally able to get to a successful launch.

    NASA successfully launched and flew the Artemis I mission and now, Pavicic is working as one of the operations project engineers, continuing to help the launch team develop new launch commit criteria and procedures within the launch countdown ahead of Artemis II, the first crewed Artemis mission, which will send four astronauts around the Moon and back in 10 days next year.

  • MIL-OSI USA: Collaboration Between NREL and CubicPV Pushes Perovskite Minimodule Performance to New Heights

    A collaborative effort between NREL and CubicPV has yielded a perovskite minimodule that belongs in the record books.

    The 24.0% certified efficiency marks the first time a U.S. effort has set a record in the perovskite minimodule category.

    The researchers at NREL and at CubicPV, a company based in the Boston area, made the minimodule consisting of multiple interconnected cells, with several steps in the fabrication sequence done at each location.

    Kai Zhu, a senior scientist in NREL’s Chemistry and Nanoscience Center has previously collaborated with CubicPV. Zhu said the complementary expertise of the two organizations is a testament not only to technical excellence, but to the accelerated impact of combining complementary strengths.

    “It’s really the strength from both parties that creates the environment for record setting,” he said. “Both teams can achieve great results —but collaboration amplifies our impact and sets new device benchmarks.” CubicPV’s focus is on tandem solar devices, using perovskites on top of silicon to make a solar panel that captures more photons and continues to lower the cost of energy, while NREL’s focus is on advancing manufacturing, durability, and efficiency of perovskite-enabled tandems. The collaboration amplifies each partner’s strengths.

    Unlike silicon, perovskites are created by using a low-temperature (less than 200°C) ink-based printing or vacuum coating process with primarily earth-abundant materials. The technology has proven to be efficient at small scale, and work to improve durability and efficiency on larger-area devices, which are prerequisite for commercial adoption, continues. Perovskites hold the promise of diversifying the supply chain and increasing domestic production of solar photovoltaic modules.

    Adam Lorenz, chief technology officer of CubicPV, said future efforts will focus on demonstrating durable performance outdoors and producing larger area perovskite modules. “We are committed to leveraging U.S. technical leadership and collaborating with the top researchers in the world to drive cutting-edge perovskite science toward scalable, commercially viable, and durable products,” he said.

    The previous record for a perovskite minimodule, published in May 2025, was 23.9%. The solar cell efficiency tables are published twice a year in the journal Progress in Photovoltaics. The next iteration will appear near year’s end, which gives NREL and CubicPV time to surpass their current record.

    The U.S. Department of Energy’s Solar Energy Technologies Office funded the research.
