    The competitive selection of participants in the Presidential Management Training Program has been completed. The training will begin in September 2025 and will help strengthen the human resources potential of the regions of Russia.

    “The presidential program is aimed at training highly qualified personnel for the real sector of the economy in order to solve key problems of the country’s socio-economic development. During the competitive selection, about 2.5 thousand applications were received from 62 subjects of the Russian Federation. More than 1.7 thousand specialists will undergo the educational program,” noted Deputy Minister of Economic Development of Russia Tatyana Ilyushnikova.

    The Presidential Program studies various aspects of enterprise development: financial management, strategic management, marketing, logistics. Participants apply the knowledge they gain when developing their own project, which they defend at the end of their studies.

    This year, 78 leading educational organizations of the country are participating in the implementation of the program. The largest number of participants will be hosted by RANEPA, as well as the Southern Federal University, St. Petersburg State University of Economics, Penza State University and Siberian Federal University.

    The program participants represent 21 sectors of the economy, among which the most widely represented are manufacturing, professional, scientific and technical activities, wholesale and retail trade, and construction.

    Upon successful completion of their studies, graduates will have the opportunity to undergo internships in friendly countries, including China, Egypt, India, Belarus, Turkey, Kazakhstan and Uzbekistan.

    Kamchatka Krai will present its exposition at the exhibition “Far East Street”, which will be held from September 3 to 9 as part of the tenth, anniversary Eastern Economic Forum.     The summer health campaign continues in the regions of Russia.     “President Vladimir Putin instructed to pay special attention to the quality and safety of children’s recreation. It is important to provide comfortable and educational recreation to everyone, and, of course, to the children of our heroes – participants of the special military operation. In June 2025, about 40 thousand children’s recreation and health organizations have already accepted about 3 million children, including almost 126 thousand children of SVO participants.     In June, more than 800 thousand children who found themselves in difficult life situations and about 28 thousand schoolchildren from the reunited regions rested in children’s camps. At the same time, about 73 thousand students from different regions of Russia rested on the coast of the Black and Azov Seas alone.

    “In the Year of Children’s Recreation in the Education System, dedicated to the anniversaries of the federal children’s centers “Artek”, “Orlyonok” and “Smena”, the summer health campaign will cover about 6 million schoolchildren across the country. To ensure a high level of quality in organizing recreation and health improvement for children, a unified system for training camp counselors has been introduced and a federal program of educational work for all children’s camps has been approved. This allows us to build a holistic approach to raising children in camps, which complements the educational work carried out with children in schools,” said Minister of Education Sergey Kravtsov.

    Summer shifts are also actively held in other children’s health camps. In Crimea, for example, there are 370 children’s camps. Particular attention is paid to organizing recreation for children from the Donetsk and Lugansk People’s Republics, Zaporizhia, Kherson, Kursk and Belgorod regions. It is planned to accept 1.8 thousand children from these regions at the expense of the reserve fund of the Republic of Crimea.

The opening ceremony of the international program “Children of the World” was held at the All-Russian Children’s Center “Ocean”. It is attended by children from Russia and 5 friendly countries: the People’s Republic of China, Tajikistan, Mongolia, Laos and Belarus. As part of this program, participants will study the culture of different peoples, the basics of public diplomacy, exchange experiences and work on joint creative projects.

Infrastructure budget and special treasury loans have become effective tools in solving the problems of improving the quality of life of Russians. Thanks to them, new schools, kindergartens, clinics and roads are opened in the regions, utility infrastructure and public transport are updated. This, in turn, contributes to the development of territories and their economic growth. Thus, only thanks to the IBC projects, since 2022, it has been possible to commission about 28.8 million square meters of housing, create 155.3 thousand jobs and attract 3.15 trillion rubles of extra-budgetary funds to the economy. In addition, the SCC program stimulated the commissioning of another 2.6 million square meters of housing and attracted 230.6 billion rubles of private investment. Considering the effectiveness and demand for these mechanisms, on behalf of The President, within the framework of the national project “Infrastructure for Life”, the program continues in the form of treasury infrastructure loans,” said Marat Khusnullin.

    According to the Deputy Prime Minister, the largest volume of housing thanks to infrastructure projects financed by budget loans was put into operation in the Republic of Tatarstan – 4.4 million sq. m, St. Petersburg 3.3 million sq. m, Moscow region – 2.6 million sq. m, Sverdlovsk region – 2.5 million sq. m and Moscow – 1.3 million sq. m.

    The IBC and SKK program is supervised by the Russian Ministry of Construction, and the operator is the public-law company Territorial Development Fund. Such loans are issued to regions at 3% per annum for a period of up to 15 years.

    “Infrastructure budget and special treasury loans are an accessible financial mechanism through which socially significant projects are implemented. This work, among other things, has allowed for tax and non-tax budget revenues in the amount of 250.7 billion rubles. The Territorial Development Fund, as an operator, provides support to regions – it helps in preparing applications for financial assistance, in launching the necessary processes, and monitors the projects themselves. We will also take part in monitoring the implementation of projects through treasury infrastructure loans,” said Vasily Kupyzin, CEO of the Territorial Development Fund.

    Currently, applications from regions for financing projects within the framework of treasury infrastructure loans are being accepted. The regions mainly plan to use these funds for the modernization of housing and communal services, as well as the implementation of social, road transport, and tourism infrastructure projects.

    NEW DELHI, July 25 (Xinhua) — At least four children were killed and about 20 others injured when part of a government school collapsed in the western Indian state of Rajasthan on Friday morning, local officials said.

    The Piplodi school is located in Manohar Thana area of Jhalawar district. It is reported that 32 children have been pulled out from the rubble and several more may be trapped under the debris.

    The incident occurred at around 08:30 local time, with more than 40 children, as well as several teachers and staff members, at the scene.

She explained that creating a precision fertilization scenario using a drone involves several steps, including collecting spectral data and dividing into cells for trajectory planning.     The government is suspending the floating rates of export duties on sunflower oil and sunflower meal. This will increase the volume of shipments to foreign markets and support sunflower producers and processors. This decision was made at the suggestion of the Oil and Fat Union. It is especially relevant in anticipation of autumn field work.

    Floating rates of export customs duties on sunflower oil and meal were established by the Government from 2021 and 2022, respectively, in order to protect the domestic market from unjustified price increases. Thus, it was possible to stimulate the economic interest of producers in maintaining product supplies to the domestic market.

    Currently, the domestic market is fully supplied with sunflower oil. Therefore, the suspension will not affect the availability of sunflower oil for Russians.

    In June 2025, the export duty rate on sunflower oil was 7119.8 rubles per ton. In July – 4739.3 rubles per ton.

    In June 2025, the export duty rate on sunflower meal was 1,244.1 rubles per ton. In July 2025 – 1,054.4 rubles per ton.

    After the adoption of the Government Resolution, the rates were reset to zero. This measure will be in effect until August 31, 2025 inclusive.

    AVIC announced on Thursday that the aircraft successfully completed its daytime testing tasks during the one-hour and 20-minute test flight and landed safely at the airport in Xi’an, capital of northwest China’s Shaanxi Province.

    For more than two weeks, “Boiling Point – St. Petersburg. GUAP” was truly “boiling”, despite the midsummer. In each of the halls, the participants of the summer school “Cryptography and Information Security” were working. The traditional event, organized by the Cryptographic Center (Novosibirsk), International Mathematical Center in Akademgorodok, this year the GUAP venue hosted the event. The summer school was held for the seventh time, it brought together more than 35 teachers and over 165 students, postgraduates and schoolchildren from 35 cities of Russia. The geography of the participants is extensive: Tver, Novosibirsk, Voronezh, Khanty-Mansiysk, Sevastopol, St. Petersburg, Moscow, Ufa, Rostov-on-Don, Tyumen, Kaliningrad and other cities of our country.

    The head of the school is Natalia Tokareva, associate professor of the Department of Theoretical Cybernetics. Faculty of Mechanics and Mathematics of NSU, head of the Cryptographic Center (Novosibirsk). The organizers and partners of the summer school in 2025 were the St. Petersburg State University of Aerospace Instrumentation, Southern Federal University, Special Technology Center LLC, Practical Security Systems LLC, Infotex JSC, Enseucrypto-lab LLC and NeoQUEST. Vice-Rector for Educational Work and Youth Policy Larisa Nikolaeva and the GUAP team were responsible for the organizational issues of the large-scale event.

    Participants received knowledge from leading experts in the scientific and business fields, visited key enterprises in St. Petersburg and interesting excursions, and also united through training and sports games.

    The event’s partners — universities and companies working in the field of cryptography and information security — provided the summer school participants with not only new and useful knowledge, expert lectures, but also career opportunities and development prospects in the profession. The students were able to learn everything about internships and future careers in companies such as OOO Special Technology Center, OOO Systems of Practical Security, AO Infotex, OOO Enseucrypto-lab and NeoQUEST. Representatives of these organizations personally talked to the students, answered all their questions and told them what steps they should take to take their first career steps in the field of information security.

    The basis of the summer school was work on projects. Divided into teams, in which scientific research was carried out under the supervision of curators, the guys were preparing to present each of the projects at the final conference. The topics of the projects touched upon various issues of modern cryptography and information security: algorithms of symmetric and asymmetric cryptography, issues of constructing cryptographic protocols for solving authentication, identification, key transfer, and messaging problems. The topics of the projects were suitable for both beginners in the field of cryptography and information security, and for advanced students who had already acquired knowledge as part of their studies.

    On July 21, the summer school’s final conference took place, where the teams presented the results of their work. 23 research projects developed by the participants were combined by the organizers into a collection of papers. It can be found on the event website.

    Participants shared what projects they worked on and what new things they learned during these two busy weeks.

    — Our project was dedicated to the topic of post-quantum cryptography. We were engaged in the analysis of the vulnerability of a cryptosystem based on the “lattice theory”, namely, the study of side-channel attacks. Post-quantum cryptography is very relevant now, and the topic we were working on is one of the most promising in this area. I study at the Faculty of Mechanics and Mathematics and I study cryptography only in special courses that are held at our university. Therefore, this summer school is a great start to skills and knowledge in this area. In these two weeks, I learned so much information, met leading scientists in this area, I managed to work with them, which is very valuable. I am very glad that I got the opportunity to acquire this knowledge in practice.

    Alina Skibina, Saint Petersburg:

    — In our project on the topic of “Development of a prototype of a cryptographic hash function,” we developed a prototype of a hash function called “Gorynych.” We tried to create a hash function based on the Russian standard “Stribog,” inspired by the SURF function of Bernstein. This function has a simple design, high stability, and speed. These are the properties that modern hash functions should have. The team turned out to be friendly, well-coordinated, I enjoyed our interaction, I did not feel discomfort. There were many jokes, funny moments that diluted the intense work. I am very pleased with my participation in the summer school. This is not my first participation in such an event, so I was ready for intensive work. The most important skill is experience working in a team. And the lectures are very informative and interesting in that they touch on many areas of cryptography, and perhaps I will work in some of them in the future.

    Anna Kozubova, Novorossiysk

    — I finished the 9th grade and got to the summer school. Thanks to my participation, I decided on the direction that I would choose to study at GUAP — “Information Security”. Many useful lectures were held for us, and although they were more focused on people who were already studying in this specialty, I was able to study this topic additionally and become interested in it.     — Our project was dedicated to electronic signatures of documents. We considered post-quantum algorithms, which have a higher complexity and are designed so that with the next stage of computer technology development they will not be hackable. We also considered vulnerabilities that are better known at the moment. This is a very good experience to find out what will change in this area now. The scientific community, the experts who supported our projects are, first of all, our like-minded people and people who are interested in the development of this area. To communicate and work with such people almost on equal terms is a very good experience. A wonderful team, new knowledge, a beautiful city, and, despite the fatigue, there was strength for communication.

    — This is my second time participating in the summer school “Cryptography and Information Security” and working with the same scientific supervisor — Oleg Sergeevich Zaikin. He guides the team in the right direction. We managed to choose a promising topic for study. I really liked the organization of the summer school — everything was organized competently, and we were given time not only for work, but also for excursions, recreation, and sports. The venue is suitable for comfortable work. We were given a number of very interesting lectures. And several ideas for further scientific developments arose.

    WASHINGTON, July 25 (Xinhua) — U.S. President Donald Trump visited the Federal Reserve’s headquarters in Washington on Thursday and reiterated his call for lower interest rates.

    “We have to lower interest rates,” Trump told reporters. “People can hardly buy a home because interest rates are too high,” he added.

    “We have no inflation, we have a lot of money coming in… We should have the lowest interest rate of any country,” the president emphasized. “We can speak for everybody, frankly, we want interest rates to go down. Our country is growing rapidly, and the interest rate is the last little hurdle,” D. Trump said.

    The White House chief said he had a “very productive conversation” with Fed Chairman Jerome Powell about rates. “He’ll be able to tell you about that at the next meeting, but I will say he did say that the country is doing very well,” he added. “I trust the chairman to do the right thing. I mean, it may be a little late, as they say, but I trust him to do the right thing,” the president said.

    BANGKOK, July 25 (Xinhua) — Clashes broke out in several areas along the Thai-Cambodian border on Friday morning, the Thai army said.

    The Second Military District, which controls part of the border, advised the population on social media to avoid traveling to border areas.

    Artillery sounds were heard again near the border on Friday morning, the National Broadcasting Service of Thailand reported, citing a local official in Surin province.

    As of 9 p.m. Thursday local time, 14 Thais had been killed and 46 injured in military clashes near the Cambodian border, a deputy spokesman for Thailand’s Ministry of Public Health said.

    Cambodia did not release any information on casualties at the time.
