    • The Executive Board completed the Fourth Reviews under the Extended Credit Facility (ECF) and Extended Fund Facility (EFF) arrangements for Papua New Guinea, providing the country with immediate access to about US$172 million.
    • The IMF Executive Board also completed the First Review under the Resilience and Sustainability Facility (RSF) arrangement, making available about US$28 million to support the authorities’ policies to address longer-term structural balance of payments vulnerabilities associated with climate change. Papua New Guinea is the first Pacific Island country to access the RSF.
    • The IMF-supported programs will continue to support Papua New Guinea’s homegrown reform agenda, focusing on strengthening debt sustainability, alleviating FX shortages, fostering good governance, and building climate resilience, while protecting the vulnerable and promoting inclusive and sustainable growth.

    Washington, DC: On June 13, 2025, the Executive Board of the International Monetary Fund (IMF) completed the Fourth Reviews of Papua New Guinea’s ECF/EFF arrangements and the First Review under the RSF arrangement.[1] The authorities have consented to the publication of the Staff Report prepared for this consultation.[2] The completion of these reviews allows for the immediate disbursement of SDR 121.07 million (about US$172 million) under the ECF/EFF and SDR 19.74 million (about US$28 million) under the RSF, bringing total disbursements under the programs so far to SDR 461.93 million (about US$655 million). The Executive Board also concluded the Article IV consultation with Papua New Guinea.

    The ECF/EFF arrangements with Papua New Guinea were approved by the Executive Board on March 22, 2023, in an overall amount equivalent to SDR 684.32 million (260 percent of quota) to help address a protracted balance of payments need—manifested in foreign exchange shortages—and to support the authorities’ reforms to address longstanding structural impediments to inclusive growth. The 24-month RSF arrangement, which was approved by the Executive Board on December 11, 2024, in an overall amount of SDR 197.4 million (75 percent of quota), aims to help address risks to prospective balance of payments stability associated with longer-term structural challenges posed by climate change.

    Papua New Guinea’s economic outlook remains positive as structural reforms continue to bear fruit. Notwithstanding a weakening external environment, growth is expected to increase to 4.7 percent in 2025, driven by strong growth in the resource sector and resilient growth in the non-resource sector in part thanks to improvements in access to foreign exchange. Headline inflation is expected to rise to 4.8 percent from a very low base in 2024 and core inflation is expected to edge up to 4 percent. Over the medium term, growth is expected to moderate and stabilize at just above 3 percent, supported by the non-resource sector growth, with inflation remaining anchored at around 4.5 percent.

    The outlook is subject to significant downside risks, as Papua New Guinea is vulnerable to both domestic and external shocks. These risks are exacerbated by considerable capacity constraints and socio-political fragility that limit the government’s ability to design and implement policies aimed at economic stabilization, development, and climate adaptation. Commodity price volatility, as well as other global risks arising from geopolitical conflicts, geoeconomic fragmentation, trade barriers, and supply disruptions may create additional pressure on growth and inflation. On the upside, the kickoff of major resource projects, which are not yet in the baseline scenario, could boost economic growth in the medium run, with significant gains in exports and fiscal revenues once they begin operations.

    Program performance has remained satisfactory, with the authorities displaying a sustained commitment to reforms. All but one end-December 2024 quantitative performance criteria and indicative targets under the ECF-EFF arrangements were met, and six out of eight structural benchmarks due were fully or partially implemented. One reform measure under the RSF arrangement was implemented.

    At the conclusion of the Executive Board’s discussion, Mr. Bo Li, Deputy Managing Director, and Acting Chair, made the following statement:

    “The Papua New Guinea (PNG) authorities have continued implementing their multipronged reform agenda under the Fund-supported programs, with the reforms continuing to bear fruit. Sustained commitment to these homegrown reforms will help achieve more resilient, inclusive, and greener economic growth.

    “The authorities have been successfully reducing the fiscal deficit and adopted important amendments to the Income Tax Act—a major milestone in the simplification of tax policies. Going forward, further fiscal adjustment, guided by the implementation of the authorities’ medium-term revenue strategy and supported by efforts to limit the growth of current spending and strengthen expenditure efficiency, would help to durably reduce debt vulnerabilities. Securing fiscal space for social and capital spending, engaging in prudent borrowing, and strengthening debt management capacity, including to avoid incurrence of arrears, are also essential.

    “Foreign exchange shortages continued to ease, supported by central banking reforms, increased flexibility of the Kina, and favorable external conditions. The current crawl-like arrangement remains appropriate to bring the Kina to its market-clearing rate and facilitate the return to Kina convertibility. A tighter monetary policy stance, through timely adjustments in the KFR, is needed to ensure consistency between monetary policy and the exchange rate regime. Further efforts to modernize monetary policy operations, strengthen the Bank of PNG’s liquidity management capacity, develop the interbank market, and operationalize its lender of last resort function would help to support financial sector development.

    “Further strengthening governance and addressing the remaining gaps in the anti-money laundering and countering the financing of terrorism regime are critical. Meanwhile, macro-structural reforms should focus on improving PNG’s external competitiveness and attracting foreign investment, including by removing barriers to trade, enhancing export capacity, and further diversifying the economy.

    “Reforms under the new RSF arrangement will help the authorities build resilience against climate-related risks and address structural balance of payments vulnerabilities. The recent climate finance roundtable event, which provided several concrete and innovative climate finance options, will support the authorities’ efforts to effectively scale up resources for climate action.

    “The ECF/EFF and RSF arrangements will continue to support the authorities’ homegrown reform agenda, helping address balance of payment needs and rebuild buffers, while avoiding disruptive adjustment and catalyzing support from other international partners. Timely technical assistance and advice from the IMF and other development partners will continue to underpin reform implementation.

    Executive Board Assessment[3]

    Executive Directors agreed with the thrust of the staff appraisal. They commended the authorities for their commitment to keep program performance on track in a fragile socio‑political environment and welcomed positive developments in macroeconomic and fiscal indicators. Given significant downside risks and elevated external uncertainty, they stressed the importance of building buffers to preserve macroeconomic stability. They encouraged the authorities to continue to advance critical structural reforms with the support of capacity development activities.

    Directors supported the authorities’ fiscal consolidation strategy and stressed the need for continued efforts to durably reduce public debt risks, including by enhancing the rules‑based fiscal framework, strengthening debt management capacity, and maintaining a prudent borrowing strategy. They called for a continued reduction of the fiscal deficit while securing space for development spending by combining revenue mobilization efforts with improvements in expenditure efficiency and cash management. They called for a timely adoption of the amendments to the Internal Revenue Commission Act to reinforce accountability in revenue collection.

    Directors commended the progress achieved in implementing central banking reforms. They supported efforts to depreciate the Kina to its market‑clearing rate and gradually eliminate foreign exchange restrictions. They broadly concurred that a tighter monetary policy stance would help anchor inflation expectations and support the exchange rate regime, and emphasized the importance of liquidity management reforms to strengthen monetary policy transmission. They encouraged further development of the financial sector while containing financial stability risks.

    Directors encouraged the authorities to further promote good governance, law and order, proactively enhance their AML/CFT framework, allocate sufficient budget resources to the Independent Commission Against Corruption, and swiftly appoint its oversight committee members. They also emphasized the need for enhancing transparency in the financial dealings of state‑owned enterprises. 

    Directors encouraged the authorities to expedite reforms to enhance external competitiveness and help attract foreign investment, including by improving the business environment, removing barriers to trade, enhancing export capacity, reducing gender imbalances, and further diversifying the economy. Directors commended efforts to scale up climate finance and called for maintaining focus on strengthening disaster risk management, setting up fiscal incentives for fuel efficiency and forest protection, and integrating climate considerations in infrastructure governance.

    It is expected that the next Article IV consultation with Papua New Guinea will be held in accordance with the Executive Board decision on consultation cycles for members with Fund arrangements.

    TEHRAN, June 13 (Xinhua) — A loud and “terrifying” sound was heard near Shahid Nojeh Air Base in Kebudraheng area of western Iran’s Hamedan Province amid heightened tensions following Israeli strikes on Iranian targets, Iran’s semi-official Mehr News Agency reported on Friday.

    Meanwhile, Iran’s Islamic Revolutionary Guard Corps (IRGC) reported the death of the formation’s aerospace division commander Amir-Ali Hajizadeh along with several members of his unit in what it said was a “terrorist” attack by Israel earlier in the day, the IRGC’s official news outlet Sepah News reported.

    BEIJING, June 13 (Xinhua) — At the invitation of Chinese Premier Li Qiang, New Zealand Prime Minister Christopher Lacson will pay an official visit to China from June 17 to 20, Chinese Foreign Ministry spokesman Lin Jian said on Friday.

    The upcoming trip will be Lacson’s first visit to China since taking office and comes as the China-New Zealand comprehensive strategic partnership enters its second decade, Lin Jian said at a regular briefing for reporters.

    BEIJING, June 13 (Xinhua) — Chinese Defense Ministry spokesperson Jiang Bin on Friday called on individual countries to firmly abide by the one-China principle in practice and stop sending any wrong signals to separatist forces advocating “Taiwan independence.”

    Jiang Bin made the statement while commenting on events held in Taiwan: a chief-of-staff war game organized by a Taiwanese civil group with the participation of former senior military officials from the United States and Japan, as well as a U.S.-Taiwan defense industry forum in Taipei.

    Recalling that the Taiwan issue is an exclusively internal affair of China that does not tolerate outside interference, Jiang Bin pointed out that any actions that encourage and support separatists advocating “Taiwan independence” will only undermine peace and stability in the Taiwan Strait and the region, and will inevitably backfire on their initiators, bringing them bitter consequences.

    BEIJING, June 13 (Xinhua) — More than 120 farmers from Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan have taken part in trainings organized by Weinan Vocational and Technical Institute (Weinan, northwest China’s Shaanxi Province) since December 2023.

    The first training course this year for farmers from five Central Asian countries started in Weinan on Wednesday, the Shaanxi Daily reported, with 30 students from Kazakhstan and Uzbekistan.

    According to the plan, over the course of 10 days of training, participants will become familiar with the development of modern agriculture in China, advanced agricultural methods and technologies for processing agricultural products.

    In addition, the training participants will visit Linwei District, Baishui and Dali Counties, as well as Weinan High-Tech Zone and Yangling High-Tech Agricultural Demonstration Zone, where they will study the experience and technologies of agricultural development in China.

    The project to train Central Asian farmers is being implemented as part of the implementation of the results of the China-Central Asia summit, which was held in May 2023 in Xi’an, the capital of Shaanxi Province.

    China has advanced technologies for growing drought-resistant crops, which is of great importance for the development of agriculture in Central Asian countries.

    BEIJING, June 13 (Xinhua) — In the summer sun-drenched Xi’an, China’s ancient capital, six pomegranate trees stand gracefully near the site of the first China-Central Asia Summit in May 2023, their branches hanging low and laden with fruit.

    Planted two years ago by Chinese President Xi Jinping and the leaders of five Central Asian countries, this living avenue serves as a vivid testimony to the increasingly close and dynamic ties between China and Central Asia.

    Building on past achievements, Xi and his Central Asian counterparts will gather in the Kazakh city of Astana later this month for a second summit to ensure even closer cooperation on trade, security and connectivity in the heart of Eurasia.

    FORMATION OF A NEW PARADIGM

    The Xi’an summit in 2023 was the first ever meeting of heads of state under the China-Central Asia cooperation mechanism. In the embrace of the ancient city, they agreed to hold the summit every two years, alternately in China and Central Asia.

    Last year, the mechanism was further institutionalized with the establishment of a secretariat in Xi’an, the capital of Xi’s home province of Shaanxi.

    The Chinese leader attaches great importance to China’s relations with the region. In his opinion, Central Asia is at a strategic crossroads, linking East and West, North and South.

    “Developing friendly and cooperative relations with Central Asian countries is a priority of China’s foreign policy,” Xi Jinping said during his first visit to Central Asia since being elected as China’s president in 2013.

    Since then, he has visited the region eight times, deepening partnerships bilaterally and through platforms such as the Shanghai Cooperation Organisation and the Conference on Interaction and Confidence-Building Measures in Asia.

    Today, Central Asia is the only region in the world where every country is a strategic partner of China. According to Xi Jinping, these partnerships have paved a new path of good-neighborliness and mutually beneficial cooperation, creating a new paradigm of international relations.

    The main event of the Xi’an summit was the signing of the Xi’an Declaration, in which the Chinese president and the leaders of the five Central Asian countries promised to work together to build a closer China-Central Asia community with a shared future.

    This promise is in line with the core idea of Xiplomacy’s diplomatic strategy: creating a community with a shared destiny for humanity. Notably, this idea has already been fully realized at the bilateral level in Central Asia.

    Sheradil Baktygulov, Director of the Institute of World Politics of Kyrgyzstan, noted that the common political will of Xi Jinping and the leaders of Central Asian countries is the key to the sustainable development of Chinese-Central Asian cooperation.

    “This cooperation not only strengthens bilateral ties, but also lays the foundation for a new model of multilateral cooperation in the Eurasian region,” he added.

    The Chinese leader’s strong personal rapport with Central Asian leaders is helping to strengthen these ties. At the Xi’an summit, Xi Jinping hailed Tajik President Emomali Rahmon as an “old friend.” During talks with Xi, Uzbek President Shavkat Mirziyoyev called him his “dear brother.”

    Kazakh President Kassym-Jomart Tokayev, also an experienced sinologist, arrived in Xi’an on his 70th birthday. Xi told him: “Your visit on such a special occasion speaks volumes about the strength of our bilateral relations and confirms your unique bond with China.”

    REVIVAL OF THE GREAT SILK ROAD

    “Start loading!” Xi Jinping and K.-Zh. Tokayev jointly gave this command at the launch ceremony of the Trans-Caspian International Transport Route China-Europe, which took place in July 2024 in Astana.

    The event marked the formal establishment of a multi-dimensional connectivity network combining roads, railways, airlines and pipelines to better link Asia to Europe via the Caspian Sea. The network is expected to become a vibrant artery under the Belt and Road Initiative.

    While the ancient Silk Road witnessed vibrant trade and cultural exchanges between China and Central Asia, Xi Jinping sees the region as an important partner in modern Belt and Road cooperation.

    In September 2013, also in Astana, the Chinese President gave a historic speech at Nazarbayev University, where he first outlined his vision for the construction of the “Silk Road Economic Belt” – a key component of the Belt and Road Initiative.

    “We can actively discuss the best ways to improve cross-border transport infrastructure,” Xi said, “and work to build a transport network connecting East, West and South Asia to promote economic development and travel in the region.”

    In the years since, the Chinese leader’s vision has steadily been realized. For example, late last year, the Kyrgyz border city of Jalal-Abad hosted a ceremony to mark the start of construction of the China-Kyrgyzstan-Uzbekistan railway. In a congratulatory message, Xi Jinping called for the railway to become a “new demonstration project” for Belt and Road cooperation.

    The railway will start at the ancient Silk Road junction of Kashgar (Xinjiang Uyghur Autonomous Region, Northwest China), pass into Kyrgyzstan via the Torugart Pass, reach Jalal-Abad and end in Andijan in eastern Uzbekistan.

    According to Kyrgyz President Sadyr Japarov, this railway is not just a transport corridor, but an important strategic bridge connecting the countries of the East and West.

    Cooperation under the Belt and Road Initiative has effectively boosted trade, travel, and exchanges in the region. In 2024, trade between China and Central Asian countries reached a record US$94.8 billion, driven in part by the booming cross-border e-commerce. China is now the region’s top trading partner and a major source of investment.

    In 2014, Tajikistan became the first country to sign a memorandum of understanding with China on the joint development of the Silk Road Economic Belt. Since then, cooperation has yielded tangible results, many of which have been personally supported by Xi Jinping, ranging from the construction of new highways and power plants to new iconic buildings in cities.

    Tajikistan is also home to Central Asia’s first “Lu Ban Workshop” – a Chinese vocational education center that has already trained more than 1,500 students in practical skills in engineering, architecture, water management and environmental protection, cultivating talent for the country’s future development.

    During his state visit to Dushanbe in 2024, Xi Jinping told Emomali Rahmon: “I saw a more prosperous Tajikistan.”

    WEAVING THE “CULTURAL CANVAS”

    In the fall of 2022, during a visit to the legendary Silk Road city of Samarkand, Xi Jinping presented Uzbekistan President Sh. Mirziyoyev with a special gift: a miniature of Khiva, an ancient outpost on the Silk Road.

    Khiva is the first cultural heritage project in Central Asia supported by China. Years of restoration work led by Chinese specialists have given the ancient city a new look.

    “The project to preserve and restore historical monuments in Khiva, launched during my visit to Samarkand in 2013, has been successfully completed, further enhancing the charm of this ancient city,” Xi wrote in an opinion piece ahead of his 2022 visit to Uzbekistan.

    During his previous visit to the country in 2016, Xi met with Chinese experts working on the project. “Make sure the cultural relics are well protected,” he urged them.

    Since then, joint archaeological research by scientists from China and Central Asia has spread across the region, including the ancient city of Rakhat in Kazakhstan and the ancient Buddhist temple at Krasnaya Rechka in Kyrgyzstan.

    Xi Jinping has repeatedly stressed that the friendship between China and Central Asia has a long history. He has repeatedly referred to the life story of Zhang Qian, the Han Dynasty envoy who traveled west more than 2,100 years ago and opened the way for lasting friendship and exchanges between China and the region. He has also stressed the need to “build on our traditional friendship.”

    During his state visit to Kazakhstan in 2024, Xi, together with President K.-Z. Tokayev, opened the Kazakhstan branch of Beijing Language and Culture University, the same university where the Kazakh president studied Chinese in the 1980s. Xi expressed hope that the establishment of the branch would enhance mutual understanding between the two peoples, especially between the younger generations.

    During his visit, Xi met with a group of schoolchildren who greeted him in Chinese and sang a Chinese song. Some of them spoke of their dream of attending Tsinghua University, the Chinese leader’s alma mater.

    “I also wish with all my heart that you will be able to enter good universities in the future. And we will be glad if you continue your education in China,” the Chinese President said with a smile.

    Commenting on the broader impact of such exchanges, Uzbek political commentator Sharofiddin Tulaganov noted that under the cooperation mechanism between China and Central Asia, mutual learning between civilizations will be greatly expanded.

    In today’s complex international environment, he added, such institutionalized humanitarian exchanges will provide valuable cultural impetus to efforts to maintain regional peace and promote common development. –0–

    • Mali’s economy is grappling with major headwinds, including food insecurity and security threats, frequent climate shocks, external financing constraints and an uncertain economic outlook. Despite these challenges, the economy is showing resilience and projected to continue to improve over the medium-term.
    • The authorities remain committed to a 3 percent fiscal deficit, in line with the WAEMU target to maintain fiscal sustainability.
    • The authorities have launched an ambitious long-term development plan “Vision 2063”, accompanied by a National Strategy for Emergence and Sustainable Development 2024-2033, to achieve high, sustainable, and inclusive growth. Its success hinges on the implementation of sound macroeconomic policies and making decisive progress on structural reforms.

    Washington, DC: An International Monetary Fund (IMF) staff team, led by
    Ms. Wenjie Chen, visited Bamako from June 9 to 13, 2025, to conduct the 2025 Article IV consultation with the Malian authorities. The team held productive discussions with the authorities and other stakeholders on recent economic developments, the outlook, and medium-term policies to support macroeconomic stability and inclusive growth.

    At the end of the visit, Ms. Chen issued the following statement:

    “Mali’s economy has shown some resilience despite significant headwinds. Economic growth is estimated at 4.7 percent in 2024 unchanged form 2023, due to a combination of factors, including an electricity crisis, flooding and lower gold production. The government’s fiscal deficit declined to 2.6 percent of GDP in 2024 driven by robust revenue mobilization, exceptional payments form mining and telecom companies and tighter control of current spending amid constrained financing. Tight financing conditions in the West African Economic and Monetary Union (WAEMU), and the absence of external budget support resulted in high borrowing costs for the Government.

    “Real GDP growth is projected to increase to 5.0 percent in 2025, weighed down by reduced output from the shutdown of the largest gold mine and ongoing security risks. Contingent on resumption of full mining activities, growth is expected to rebound to 5.4 percent in 2026. The fiscal deficit is forecast to widen to 3.4 percent in 2025, driven in part by government spending to mitigate the impact of the flooding. However, the outlook remains uncertain, with considerable downside risks.

    “Fiscal policy should prioritize achieving fiscal sustainability, particularly by converging toward WAEMU’s 3-percent fiscal deficit ceiling. Key priorities include strengthening domestic revenue mobilization through broadening the tax base, including from the mining sector, and strengthening the revenue and customs administration. Moreover, the authorities should focus on improving spending efficiency while safeguarding public investment and protecting vulnerable households.

    “Reducing domestic policy uncertainty and advancing structural reforms are essential to unlocking Mali’s growth potential. Strengthening fiscal governance, improving public financial management, addressing vulnerabilities in State-Owned Enterprises (SOEs), and enhancing their oversight—particularly in the electricity utility, Energie de Mali—are critical. Greater policy stability and transparent regulatory frameworks are crucial for attracting foreign investment.

    “The staff team thanks the authorities and other counterparts for their close collaboration and productive discussions.”

    BEIJING, June 13 (Xinhua) — A total of 26 China-Central Asia freight trains have departed from Wuhan, capital of central China’s Hubei Province, since the beginning of this year, the Hubei Daily reported.

    A 55-car freight train loaded with 110 standard containers arrived at the Khorgos checkpoint on China’s border with Kazakhstan on Thursday. The train, the 26th to leave Wuhan this year, is scheduled to deliver air conditioners, non-woven fabrics, resin and other goods worth 23 million yuan to Uzbekistan on June 17.

    In recent years, there has been a steady increase in the number of trains sent from Wuhan to Central Asia. If in 2021 this figure was 7, then in 2022 it reached 19, in 2023 – 20, and last year – 35.

    NEW DELHI, June 13 (Xinhua) — Aviation authorities have recovered one of the two black boxes from the Air India plane that crashed in the western Indian state of Gujarat, local newspaper Hindustan Times reported.

    The plane, bound for London, crashed shortly after takeoff from Ahmedabad International Airport on Thursday afternoon.

    “One of the two black boxes, located in the tail section of the plane, was found and placed under secure guard. The Main Directorate of Civil Aviation will take away equipment to analyze the recordings. The second black box, located in the front section of the plane, has yet to be found,” the newspaper writes, citing a source.

    There were 169 Indians, 53 Britons, seven Portuguese and one Canadian on board the Boeing 787-8 Dreamliner that crashed on the grounds of a medical college, as well as two pilots and 10 flight attendants.

    Air India confirmed on Friday that all 241 people on board were killed in the crash. The sole survivor is being treated in hospital.

    The Air Accident Investigation Bureau of the Indian government is investigating the cause of the incident.

    Boeing CEO Kelly Ortberg said he spoke with Air India Chairman Natarajan Chandrasekaran after the crash and expressed his willingness to support the Indian government’s investigation.

    UNITED NATIONS, June 13 (Xinhua) — The United Nations General Assembly adopted a resolution at an emergency special session on Thursday calling for an immediate ceasefire in Gaza and large-scale humanitarian access.

    The document calls for “an immediate, unconditional and permanent ceasefire that must be respected by all parties.”

    It strongly condemns the use of starvation of civilians as a method of warfare and the unlawful denial of humanitarian access. The resolution stresses that the parties should not deprive civilians in the Gaza Strip of the items necessary for survival, including by deliberately obstructing the delivery of and access to humanitarian assistance.

    It is noted that, in accordance with international law, the occupying power is obliged to ensure that humanitarian aid reaches all people in need.     Beijing, June 13 /Xinhua/ — At the invitation of President of the Republic of Kazakhstan Kassym-Jomart Tokayev, Chinese President Xi Jinping will be in Astana from June 16 to 18 to attend the 2nd China-Central Asia (CA) Summit.

    Over a thousand years, the people of China and Central Asia have created the glory of the ancient Silk Road and written a magnificent chapter in the history of exchanges between civilizations. With deep historical roots, a solid foundation of public support and a wide range of practical needs, China’s relations with Central Asian countries have gained vitality and vigor in the new era.

    Two years ago, the 1st China-Central Asia Summit was successfully held in Xi’an, ushering in a new era of China-Central Asia relations. Over the past two years, cooperation between China and the region has achieved tangible results. Now, as promised, the 2nd summit will be held in Astana, pushing the six countries to move forward on a new path of building a China-Central Asia community with a shared future.

    In the time between the Xi’an and Astana summits, the roadmap for action has become clearer and the steps forward more powerful. Xi Jinping and the heads of the five Central Asian states must develop a new plan for cooperation that opens up new opportunities for peace and development in the region, brings valuable confidence to a changing world, and charts a brighter future for the progress of human civilization.

    A UNITED DESIRE TO PASS ON MILLENNIAL FRIENDSHIP

    More than 2,100 years ago, the journey of Zhang Qian, an emissary of the Han Dynasty, to the western lands opened the door for friendly exchanges between China and Central Asia.

    In the autumn of 2013, Xi Jinping visited four Central Asian countries and in Kazakhstan for the first time put forward the initiative to build the Silk Road Economic Belt, awakening ancient memories and drawing a blueprint for a dream.

    Over the past 10 years, Xi Jinping has visited Central Asia many times and maintained close ties with the leaders of Central Asian countries. China and the countries of the region have joined forces to comprehensively revive the Silk Road and deepen cooperation, which has ushered in a new era in relations between the two sides.

    Today, China has established a comprehensive strategic partnership, signed cooperation documents for the joint construction of the Belt and Road, and is implementing the concept of a community with a shared future for mankind bilaterally with each of the five Central Asian countries. This signifies the height of political mutual trust, the depth of good-neighborliness, and the breadth of practical cooperation between China and these countries.

    Friendship is the fruit of common views and common aspirations. As Xi Jinping noted, “deepening cooperation between China and Central Asian countries is a strategic choice of our generation of leaders, made with an eye to the future, in line with global trends and in response to the aspirations of the people.”

    In 2020, China put forward an initiative to create a “China-CA” mechanism. In July of the same year, the first meeting of the foreign ministers of China and the Central Asian countries via video link was held, at which the launch of regular meetings in this format was announced.

    In January 2022, Xi Jinping held a video summit with the leaders of five Central Asian countries to mark the 30th anniversary of the establishment of interstate diplomatic relations. During the talks, proposals were made to raise the status of the mechanism to the level of heads of state. “Always based on mutual respect, good neighborliness and friendship, unity in the face of challenges, mutual benefit and win-win,” this is how the head of China explained the secret to the success of cooperation between China and the Central Asian countries.

    In May 2023, at the 1st China-CA Summit, Xi Jinping detailed China’s foreign policy toward Central Asian countries and agreed with the leaders of the five countries to jointly build a closer community with a shared future for China and Central Asia. The mechanism of meetings at the level of heads of state was formally established. Xi Jinping put forward four proposals for regional development and four principles for building a community with a shared future, which received a warm response from other leaders.

    The Xi’an Declaration, a number of multi- and bilateral documents, key agreements on the most important areas of cooperation… The Xi’an meeting became a bright page in the thousand-year history of friendly contacts between China and the Central Asian states and gave a powerful impetus to peace and stability not only in the region, but also on the entire planet.

    The content of China-Central Asia cooperation is constantly enriched based on the principles of joint consultation, joint construction and joint use, and its structure is constantly improved. At the recent 6th meeting of the foreign ministers of China and Central Asian countries in Almaty, the parties highly appreciated the level of mutual trust and solidarity, as well as the important role of the China-Central Asia mechanism, expressing their readiness to further unleash the potential of partnership and create new milestones in building a community with a shared future.

    The China-CA format demonstrates practical results despite the relative “youth” of the mechanism. The personal participation of the leaders of the countries emphasizes mutual respect and the desire to deepen the partnership. This approach allows coordinating the positions of countries on key issues of our time, strengthening trust between countries and with each other, and forming a unified approach to regional security and development. In addition, the personal participation of the leaders in the formation of the China-CA mechanism emphasizes its strategic importance. This creates a new model of multilateral interaction in Eurasia, contributing to stability and development of the region. “Therefore, confidence is growing that the summit in Astana will expand the horizons of cooperation between our countries and give a new impetus to achieving practical results for the benefit of the population of the region,” said Sheradil Baktygulov, Director of the Kyrgyz Institute of World Politics.

    HAND IN HAND TOWARDS MODERNIZATION

    On April 29 this year, work began in the mountains of Kyrgyzstan’s Jalal-Abad region to lay three tunnels on the Kyrgyz section of the China-Kyrgyzstan-Uzbekistan railway, marking the project’s transition to the construction phase.

    This major infrastructure project within the framework of the Belt and Road initiative, promoted personally by the heads of the three states, has become a symbol of the convergence of interests of the three countries and embodies the desire of their peoples for interconnectedness and common prosperity. According to the Director of the Department of Land and Water Transport under the Ministry of Transport and Communications of Kyrgyzstan Tariel Keldibekov, the railway will rebuild the logistics network in the region. Acting Deputy Chairman of the Executive Committee of the Political Council of UzLiDeP Jamoliddin Meliboev emphasized that the project is evidence of deepening mutual trust and practical cooperation between China and the Central Asian countries.

    “The world needs a transport-connected Central Asia,” Xi Jinping said at the 1st China-CA summit. The above-mentioned railway is being built, trains regularly depart from different regions of China to Central Asian countries, the Kazakhstan terminal in Xi’an has been put into operation, and the construction of the Trans-Caspian International Transport Route is actively advancing… China and the Central Asian countries are consistently deepening their interconnectedness.

    Taking the high-quality construction of the Belt and Road as a new starting point, China and Central Asian countries are intensifying cooperation at an unprecedented speed and intensity. The two sides are jointly building a path to modernization and common development.

    An increasingly dense network of transport routes is becoming a bridge for trade. With the help of uninterrupted rail, road and air transport, Chinese products – from household appliances and everyday goods to electric cars – are constantly flowing into Central Asia, and high-quality Central Asian goods such as fertilizers, cotton, beef and lamb are increasingly finding their way to the Chinese market… According to the General Administration of Customs of the People’s Republic of China, in 2024, trade turnover between China and the Central Asian countries reached $94.8 billion, an increase of $5.4 billion compared to the previous year and a new historical maximum.

    38-year-old Kazakh farmer Sergey told reporters that in recent years he began cooperating with Chinese companies, introducing a “contract farming” model: he grows grain crops according to the demands of the Chinese market and receives agricultural support from Chinese specialists. This helped solve problems with growing grain and selling it.

    According to Abdugani Mamadazimov, Chairman of the National Foundation “Silk Road – the Road of Consolidation”, the “China-CA” mechanism has made a significant contribution to the stability and development of the region. “We hope that the 2nd “China-CA” summit will deepen cooperation between the parties, help continue the development of infrastructure and logistics, and also unite efforts for the sake of joint development and common prosperity,” he said.

    DEVELOPMENT OF CULTURAL EXCHANGES AND MUTUAL LEARNING BETWEEN CIVILIZATIONS

    On May 31, 2025, the first international tourist train China-Central Asia arrived from Xi’an to Almaty railway station. This event opened a series of cultural exchanges between China and Kazakhstan.

    At the 1st China-CA Summit, Xi Jinping put forward a number of initiatives, including a proposal to launch a tourist train. Deputy Chairman of the Board of JSC NC Kazakhstan Temir Zholy Anuar Akhmetzhanov expressed hope that the train will help strengthen ties between the peoples of China and the Central Asian countries and deepen their mutual understanding.

    Today, China has a visa-free regime with Kazakhstan and Uzbekistan. 2025 has been declared the Year of Chinese Tourism in Kazakhstan, and the Year of Uzbek Tourism in China. More and more Chinese tourists are traveling to the ancient cities of Samarkand and Bukhara, and more and more citizens of Central Asian countries are visiting China.

    The thousand-year-old Silk Road allows people to travel freely, promotes mutual understanding and cultural integration. Cooperation in education and poverty reduction, contacts on public administration issues, exchanges at the local level – deep and sustainable civilizational dialogue makes the friendship between the parties ever stronger.

    Partnerships in the field of professional education open the way to the future for Central Asian youth. In Tajikistan, the first in Central Asia “Lu Ban Workshop” has been operating for more than two years, where they teach heat supply technologies and engineering geodesy. “Lu Ban Workshop” in the East Kazakhstan region is aimed at training personnel for the automotive industry. In Astana, the second “Lu Ban Workshop” in Kazakhstan is also actively preparing to open. In Kyrgyzstan and Uzbekistan, such workshops began operating last year, and in Turkmenistan, the project is currently underway.

    Interest in China and the Chinese language in Central Asian countries is steadily growing. China and the countries of the region are rapidly exchanging cultural centers. There are already 13 Confucius Institutes operating in Central Asia. More and more young people are seeking to get an education in China. Today, there are almost one hundred pairs of administrative-territorial units that have established sister-city relations.

    Joint restoration of ancient Khiva in Uzbekistan, joint excavations at the Kazakh archaeological complex of Rakhat, work to preserve and pass on to future generations the Kyrgyz heroic epic “Manas”… Cooperation between China and the Central Asian countries in the field of cultural heritage protection has allowed many pearls of the Silk Road to shine again.

    Uzbek political commentator Sharofiddin Tulaganov noted that the China-CA mechanism has become an important platform for mutual learning between civilizations and the rapprochement of peoples, which contributes to deepening mutual understanding and strengthening trust, and also makes a significant humanitarian contribution to peace and stability in the region.

    ALMATY, June 13 (Xinhua) — Modern geopolitical challenges require enhanced and coordinated interaction between countries seeking stability and development. Central Asia and China have a unique potential to become a fulcrum of stability in the world. This opinion was expressed by Aidar Amrebayev, Director of the Center for Political Research at the Institute of Philosophy, Political Science and Religious Studies of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan, in an exclusive interview with Xinhua.

    Speaking about the growing importance of cooperation between China and the Central Asian states, the expert noted that digitalization of infrastructure, joint development, and coordination of foreign policy positions are especially important today.

    “I think that it is in the interests of China and Central Asia to have a joint, coordinated positioning in the current geopolitical situation, which today is quite confrontational,” noted A. Amrebaev.

    The political scientist emphasized that the approaches of Kazakhstan and China largely coincide: both countries advocate strict adherence to international law, non-interference in the internal affairs of states, respect for sovereignty and territorial integrity, especially in times of acute confrontation in the international arena.

    “We are moving in the same direction. And I am convinced that the Central Asian countries are also interested in maintaining such positions. This is a signal to the world community that our region is striving for sustainable development and constructive interaction,” he added.

    In this context, the expert noted the importance of creating the UN Sustainable Development Centre in Almaty, as well as the active role of Kazakhstan and China in promoting multilateralism and strengthening international institutions, primarily the UN.

    Commenting on the 80th anniversary of the Victory in World War II and the establishment of the UN, A. Amrebaev emphasized the importance of historical memory and the role of China and Central Asia in supporting justice and honest dialogue in international relations.

    “Today, there are many inter-civilizational fault lines, economic and political confrontations. The modern world order is changing, and we need support points of stability and sustainability. In my opinion, Central Asia and China have the potential to become such a point of growth and sustainability in international relations,” the expert believes.

    The political scientist noted that despite the statements of some Western analysts about the possibility of the region turning into a “geopolitical chessboard,” the position of the Central Asian countries and China remains balanced, peaceful and pragmatic. He recalled the global initiatives of the Chairman of the People’s Republic of China Xi Jinping – in the areas of security, development, and civilizational dialogue, which give the world hope for overcoming conflicts.

    “At the Astana Forum, our president spoke about the need to look for reference points and countries capable of supporting joint and coordinated development.     The political scientist also commented on cooperation within the framework of the Belt and Road initiative, in which all five Central Asian countries participate. In his opinion, new formats of interaction between China and the regions provide a sustainable basis for economic and technological growth.

    “Today, the focus has shifted from a bilateral to a multilateral format. Let’s take water or transport issues, for example — they cannot be resolved in isolation. Broad regional coordination is needed. Therefore, participation in integration initiatives is becoming increasingly justified,” the expert noted. He emphasized that the region’s economy cannot be closed: it is necessary to go beyond bilateral corridors, taking into account global markets. In this context, Chinese initiatives create favorable conditions for the inclusion of Central Asia in the global trade and investment architecture.

    “It is important to listen to the interlocutor – this corresponds to both Chinese and Kazakh philosophy. Everyone wants to live peacefully, in harmony, raise children, interact. And it is on these values, and not on force, that the new world order should be built. I think such a philosophy is embedded in China’s initiatives and is shared by reasonable humanity,” A.     HAIKOU, June 13 (Xinhua) — More than tens of thousands of residents in south China’s Hainan Province have been evacuated to safe areas as Typhoon Wutip (Butterfly), the first typhoon of the year, approaches.

    As of 8:00 p.m. Thursday, a total of 16,561 people had been evacuated from construction sites, low-lying areas threatened by flooding and areas at risk from mountain torrents in the province.

    All 30,721 fishing vessels in the province have either returned to ports or taken shelter elsewhere, with more than 40,000 people working on them evacuated to shore.

    As Typhoon Wutip continues to intensify, the provincial meteorological office extended the typhoon alert to Level 3 at 11 a.m. Friday.

    Typhoon Wutip strengthened into a severe tropical storm at 8 p.m. Thursday. As of 10 a.m. Friday, its epicenter was located near Ledong Li Autonomous County on Hainan Island, with maximum wind speeds of about 28 meters per second near the epicenter. Heavy rainfall is expected in many parts of the province by 8 p.m.

    According to meteorologists’ forecasts, the typhoon is moving in a northwesterly direction at a speed of 5-10 km/h.

    NANJING, June 13 (Xinhua) — An international team of paleontologists led by Chinese scientists has discovered two previously unknown species of parasitic fungi preserved in two pieces of amber from Myanmar’s Kachin region, which are about 100 million years old, according to the Nanjing Institute of Geology and Paleontology under the Chinese Academy of Sciences (CAS).

    The new discovery provides important evidence for the study of fungi and insects’ coevolution. The study also suggests that the parasitic fungi group Ophiocordyceps evolved about 30 million years earlier than previously thought.

    As the head of the research project, senior researcher at the institute Wang Bo, explained, the fungi do not have a solid structure and are easily decomposed. Research into the origin and evolution of Ophiocordyceps is hampered by the extreme limitation of fossil evidence.

    The two pieces of amber have well-preserved mushroom structures, making it possible to compare them with modern analogues. Using computer microtomography, the researchers discovered their insect hosts.

    The scientists also obtained and analyzed genetic data on 120 modern Ophiocordyceps species. Using these fossils as a reference, they reconstructed the phylogenetic relationships of Ophiocordyceps and revised the data on the origin of this group of fungi.

    “The results suggest that the origin of Ophiocordyceps must have occurred around 130 million years ago, in the Early Cretaceous, which is 30 million years earlier than previously thought,” he said.

    LOS ANGELES, June 13 (Xinhua) — A federal judge on Thursday issued a temporary order ordering U.S. President Donald Trump to return control of the state’s National Guard to California authorities.

    Trump’s deployment of the California National Guard and U.S. Marines to Los Angeles was unlawful because it violated the Tenth Amendment and exceeded the president’s statutory powers, according to the order, which will go into effect Friday at 12 p.m.

    US District Judge Charles Breyer said Trump overstepped his authority when he ordered about 4,000 National Guard troops to be deployed to Los Angeles, where immigration protests have erupted.

    California Governor Gavin Newsom challenged the measure in court. California later filed an emergency motion asking a judge to bar the National Guard from assisting immigration enforcement raids.

    Breyer’s injunction was “a sharp rebuke of President Trump’s efforts to deploy thousands of National Guard troops to the streets of an American city, which has led to nearly a week of political standoffs and protests across the country,” the New York Times writes.
