    BEIJING, May 28 (Xinhua) — The Industrial Safety Commission of the State Council will oversee the investigation into an explosion that occurred at a chemical plant in eastern China’s Shandong Province, the Ministry of Emergency Management said Wednesday.

    The incident, which left five people dead and six missing, occurred in Gaomi City on Tuesday.

    The committee called for a thorough investigation to establish the cause of the explosion and bring those responsible to justice in accordance with laws and regulations.

    BEIJING, May 28 (Xinhua) — The Chinese mainland will continue to actively promote cross-Strait exchanges and cooperation in the interests of compatriots on both sides, Chen Binhua, spokesperson for the Taiwan Affairs Office of the State Council, said at a briefing on Wednesday.

    Chen Binhua noted that the mainstream public opinion in Taiwan, which advocates peace, development, exchanges and cooperation, cannot be ignored. “The desire of people on both sides of the Strait to increase exchanges and the enthusiasm of Taiwan compatriots to participate in the Taiwan Strait Forum and other similar events cannot be suppressed,” he said.

    BEIJING, May 28 (Xinhua) — Local governments across China issued new bonds worth about 1.49 trillion yuan (about 207.63 billion U.S. dollars) in the first four months of this year, data released by the Ministry of Finance showed Wednesday.

    The volume of targeted bonds issued amounted to over 1.19 trillion yuan, while ordinary bonds amounted to 302.3 billion yuan.

    As of the end of April, the remaining debt obligations of local governments across the country amounted to about 50.69 trillion yuan, according to data from the aforementioned department.

    China plans to take more proactive financial policies this year to support sustainable economic and social development. According to the government work report released this year, the country plans to issue 4.4 trillion yuan of local government bonds this year, up 500 billion yuan from the previous year. -0-

  • MIL-OSI Russia: Students of the Polytechnic Institute of Social Sciences won the tournament of young chefs

    Polytechnics won the Yunus Akhmetzyanov Young Chefs Tournament, which was held in Kazan at the Kazan-Expo International Exhibition Center. Students from Moscow, the Sverdlovsk Region, Tatarstan, and other regions of Russia participated in the competition. ISPO SPbPU was represented by three teams of 2nd and 3rd year students.

    To get to the final of the international tournament, the guys had to pass a serious competitive selection. The participants had to prepare an original set of three dishes (appetizer, main course, dessert) on the theme “National Lunch of Your Region”. The ISPO teams presented dishes of St. Petersburg cuisine, successfully passed the semi-finals and performed well in the final stage.

    Egor Ivanov, Ekaterina Romanova and Aleksandr Kiselev won in the Fundamental Knowledge category. The guys prepared a set called “Petrovsky Nocturne”, consisting of forshmak with gorgonzola mousse, a hot dish – chicken roll, mashed potatoes with spinach, wild mushroom mousse, and a dessert called “Blancmange”.

    In the nomination “Technologies of the Future” the best were Irina Murtazina, Darya Shramova and Ivan Voronin. They presented the set “Gold of the North”. Cloudberry was used in each of the three dishes: in the quail appetizer “Northern Desire”, the hot dish of rabbit lapin à Petersburg and in the dessert “White Forest”.

    In the nomination “Art of serving a dish”, the first place was taken by Maria Petrova, Anastasia Semenova and Andrey Bratok. The team prepared a set called “Monplaisir”: bruschetta with roast beef in honey-mustard sauce, duck breast sous-vide under raspberry sauce with pumpkin and celery puree and a tarte charlotte dessert. The guys said that they were inspired by the 19th century, when European culture, including gastronomic culture, came to the Northern capital.

    The jury included international pastry chef, TV presenter, author of cookbooks Nina Tarasova, head of the tournament directorate Mikhail Sharipov, chef and brand chef of the Kazan restaurant chain Andrey Sakhovsky and other experts. The tournament participants received recommendations from authoritative chefs not only from Russia, but also from representatives of other countries, including Azerbaijan, Turkey, Tunisia, Iran, UAE, Saudi Arabia, Morocco.

    After the tournament, Azerbaijani chef Tahir Amiraslanov visited the Institute of Secondary Vocational Education. In 1984, he graduated from the Leningrad Institute of Soviet Trade. Now Tahir Amiraslanov is the general director of the Center for Azerbaijani National Culinary Arts, the president of the national association of chefs of Azerbaijan, and the author of books on cooking and the art of nutrition. Tahir Amiraslanov gave a lecture to students of the ISPO. He shared stories from his student days, revealed the secrets of preparing some dishes, their composition and serving. After a tour of the Museum of the History of the Development of Public Catering in St. Petersburg, Tahir Amiraslanov donated his books to the ISPO.

    Ethiopia has taken historic steps to address macroeconomic imbalances while fostering sustainable growth

    Over the past year, Ethiopia—Africa’s second most populous country—has embarked on a comprehensive transformation of its monetary and exchange rate regimes. After decades of tight control, the country has liberalized the foreign exchange regime, adopted a more flexible exchange rate, moved to an interest rate-based monetary policy, and ended central bank financing of government. In parallel, the National Bank of Ethiopia (NBE) is updating its legal framework and internal organization. 

    These reforms aim to address acute foreign exchange shortages and inflation, creating conditions for high, sustainable growth. The authorities are also tackling budgetary constraints, financial vulnerabilities in state-owned enterprises and state-owned banks, and a sovereign debt restructuring while mitigating social impacts and managing humanitarian pressures. The IMF is supporting Ethiopia’s reform efforts through a four-year $3.4 billion Extended Credit Facility Arrangement.

    During the 2025 IMF-World Bank Spring Meetings, Mamo Mihretu, Governor of the National Bank of Ethiopia discussed these key reforms with Abebe Aemro Selassie, Director of the IMF’s African Department. The following is an edited transcript of the conversation, focusing on key highlights (view video). 

    Abebe Aemro Selassie: Ethiopia is undergoing significant reforms that are reshaping its economic landscape. Can you provide some context regarding the state of the economy before these reforms?

    Mamo Mihretu: After two decades of sustained economic growth, primarily driven by public investment, Ethiopia faced unsustainable macroeconomic imbalances. The state’s reliance on external creditors, the large public bank, and NBE led to foreign exchange shortages, limited access to credit for the private sector, high inflation, financial stability risks, and debt vulnerabilities.

    Abebe Aemro Selassie: What are the primary objectives of the reform agenda that Ethiopia has embarked upon?

    Mamo Mihretu: We launched our Homegrown Economic Reform Program in 2019. The objective of the reforms was to address fundamentally, boldly, and conclusively the sources of macroeconomic instability in Ethiopia and create a much more open, investment-friendly, and private-sector-friendly environment. These objectives are critical for our job creation agenda that will increase income and improve livelihoods.

    Abebe Aemro Selassie: Can you elaborate on some of the key reforms in Ethiopia’s monetary policy?

    Mamo Mihretu: We have made historic changes, including the revision of the Central Bank Act to prioritize price stability. We introduced a monetary policy rate, implemented open market operations for liquidity management with banks, and established a Monetary Policy Committee to advise on monetary policy decisions based on comprehensive assessments of economic conditions. Interest rates are now positive in real terms. Inflation has declined from 30 percent to 13 percent.

    Abebe Aemro Selassie: What about the reforms related to foreign exchange? What changes have been implemented?

    Mamo Mihretu: Ethiopia has a market-based foreign exchange regime for the first time in five decades. We comprehensively liberalized foreign exchange transactions and eliminated the requirement to surrender export earnings to the NBE. The early results have been promising; we expect exports to double and have already tripled our foreign reserves, while foreign exchange availability has also increased.

    Abebe Aemro Selassie: Communication appears to be a vital aspect of your reform strategy. Can you discuss its importance?

    Mamo Mihretu: Building credibility and trust is essential. We are investing in transparent communication and actively monitor market dynamics. By maintaining open channels of dialogue with stakeholders, we aim to foster a supportive environment for these reforms.

    Abebe Aemro Selassie: What lessons have emerged from your experience in implementing these reforms?

    Mamo Mihretu: Several key lessons stand out. First, preparation and coordination among government agencies are crucial. Second, the sequencing of reforms matters; it helps maintain stability and manage public expectations. Finally, adapting to evolving economic conditions is vital for the success of any reform effort.

    Abebe Aemro Selassie: What are the next steps for Ethiopia in terms of reform and economic development?

    Mamo Mihretu: We have to deepen the current monetary policy reforms as we move to a fully-fledged interest-rate based monetary policy. We are also working on deepening the foreign exchange market. Most importantly we are decisively addressing macroeconomic instability to create a strong foundation for sustainable growth.

    BEIJING, May 28 (Xinhua) — China will pilot a policy allowing holders of ordinary passports from Saudi Arabia, Oman, Kuwait and Bahrain visa-free entry to the country for 30 days from June 9, 2025 to June 8, 2026, Foreign Ministry spokesperson Mao Ning said on Wednesday.

    At a press briefing, Mao Ning outlined the details of China’s recently announced decision to unilaterally grant visa-free entry to the four Gulf countries.

    According to the diplomat, citizens of these countries arriving in China for business, tourism, visiting relatives or friends, on exchange programs or for transit purposes for up to 30 days do not need to obtain an entry visa.

    JERUSALEM/SANAA, May 28 (Xinhua) — Israeli warplanes on Wednesday struck the main airport of the Yemeni capital Sanaa and several aircraft belonging to Houthi forces, the Israeli army said in a statement.

    The attack destroyed the last aircraft used by Houthi forces, Israeli Defense Minister Israel Katz said in a statement.

    “This is a clear signal and a direct continuation of our policy: whoever opens fire on Israel will pay a high price,” he warned.

    He noted that Israel would continue to strike Yemeni ports and strategic infrastructure used by the Houthis and their allies. “The airport in Sanaa will be destroyed again and again,” the statement said.

    The Israeli minister also warned that the Houthis would find themselves “under a sea and air blockade.”

    Airport CEO Khaled al-Shayef confirmed that a fourth Yemeni national airline plane, Yemenia Airline Company, was destroyed in Israeli airstrikes on Wednesday morning.

    Since November 2023, the Houthis, who control much of northern Yemen, have carried out regular missile and drone strikes on Israel. They say they are doing so in solidarity with Palestinians in Gaza amid the ongoing Israeli-Palestinian conflict.     “Israel’s military operation in Gaza, the disproportionate use of force and the loss of civilian lives cannot be tolerated,” Kallas said in a statement, adding that continued attacks on civilian infrastructure are “unacceptable.”

    Insisting that humanitarian aid “must never be politicized or militarized,” Kallas stressed the central role of the UN in providing aid.

    On May 27, SPbGASU opened an exhibition of projects submitted to the competition “Concepts for the Spatial Development of Municipalities of the Leningrad Region 2025” in four of five nominations.

    The competition is held by the Committee for Urban Development Policy of the Leningrad Region. The exhibition is organized at two sites of our university at once. The lower balustrade presents the concepts of the Wedding Palace in Vsevolozhsk and the museum storage facility in Staraya Ladoga. In the exhibition hall of the architectural faculty, you can see the concepts of the House of Culture in the city of Telmana and the Regional Sports Training Center in the village of Roshchino.

    Both experienced and novice authors compete in the anonymous competition. The winners in each nomination will receive a cash prize of 516 thousand rubles.

    “I am very glad that the Leningrad Region is exhibiting projects of such a significant competition. Moreover, this competition is not only for students, but also for professional architects. If a student wins, how will he implement his project at a serious level? In this case, we, teachers, experienced architects, will definitely help.     Moscow, May 28 (Xinhua) — Speaking at the 13th International Meeting of High Representatives Responsible for Security Issues on Wednesday, Russian Foreign Minister Sergei Lavrov said that the next round of direct talks between Russia and Ukraine will be announced soon.

    According to him, in the new round of negotiations with Ukraine, the Russian side will continue to insist that Ukraine repeal discriminatory laws.

    “At these negotiations, on May 16 in Istanbul, we insisted on the abolition of these discriminatory laws, and we will continue to do so at the next round of direct negotiations, which we will announce in the very near future,” said S. Lavrov.

    In his opinion, peace negotiations are better than war, but in order to successfully end the conflict in Ukraine, its root causes must be eliminated.

    A fourth-year student developed a hardware and software system for monitoring vital signs and motor activity for people with disabilities Faculty of Information Technology, Novosibirsk State University Mikhail Evdokimov.     — The increase in the number of elderly people and patients suffering from various lifestyle-related diseases makes it critically important to develop systems that facilitate monitoring of the health of these people outside of hospitals, allowing them to stay at home or at work. Having various health limitations, these people need constant monitoring of their physical condition. Often, for various reasons, relatives cannot provide them with constant supervision, and negative changes occur when patients are left alone and are unable to seek help in a timely manner, which can sometimes lead to tragic consequences. Existing monitoring tools rarely combine autonomy and mobility, compactness and low cost, so we decided to create a monitoring system that would track the main indicators of the user’s physical condition and, if they deviate from the norm, notify the medical workers under whose supervision the user is, — said Mikhail Evdokimov.

    The young researcher is confident that his project, which he is working on as part of his final qualifying work under the scientific supervision of the adviser to the rector of NSU, Professor Alexander Shafarenko, will help the elderly, including those with some forms of dementia, by simplifying health monitoring by transmitting the dynamics of indicators to medical organizations for the timely provision of medical care.

    An important element of the system is a wristband that reads the pulse, body temperature and relative coordinates of the user. Other elements are a microcontroller with a magnetic sensor (one or more), as well as a central microcontroller, where all information from the sensors and the bracelet is sent.

    The device’s bracelet looks very similar to a regular smart watch, and if the size of the device decreases during further development of the project, it will resemble fitness bracelets. But if the “smart watch” partially or completely implements health monitoring functions, then due to the limited functionality, they are not able to recognize abnormal conditions, and even more so, they do not have the functions of transmitting alarm information to medical workers. In addition, the “smart watch” device is tied to a specific manufacturer and is closed, which means that it does not allow modification by the medical service provider. These shortcomings have been eliminated by the developers of this project.

    According to Mikhail Evdokimov, the vital signs monitoring system should be open and independent. Therefore, he studied and analyzed the design and functionality of several modifications of “smart watches” in search of successful ideas and the formation of requirements for his project. The young researcher came to the conclusion that a solution that meets all his requirements is currently absent, and the category of “smart watches” is only indirectly related to health monitoring and is not suitable for use as a component of the monitoring system he is creating. Therefore, his own “smart bracelet” was assembled and programmed, which has the set of functions necessary for the monitoring system. Using the C language, the program code was written for the operation of the built-in accelerometer, pulse sensor, data transmission via communication modules, power management and analysis of the collected data. The ESP-NOW protocol was chosen for communication between the system nodes. It was developed specifically for transmitting information between microcontrollers based on the ESP-32 processor and is a more efficient version of classic Wi-Fi. The interaction between the nodes has a client-server architecture: the bracelet and magnetic sensors send their readings to the central microcontroller with a static IP address.

    This system works as follows: a magnetic sensor is installed on the doors of the apartment. It transmits information to the central microcontroller about whether the door is open or closed. The central microcontroller uses this data for analysis.

    A magnetic sensor can be installed, for example, on the toilet door. If it has not been opened for a long time, this is an alarm signal. Perhaps the person is unconscious or in a helpless state, and urgent help is needed. A similar sensor installed in the kitchen can warn about the same thing – if a person does not come here for a long time, even to drink water, the system will issue a warning. Situations are envisaged when the user keeps the door open and does not close it behind him, or opens it, but does not enter the room. For this purpose, a comprehensive solution for the task of tracking movement has been developed, in which several sensors work together.

    In such cases, an accelerometer is connected to track the user’s movements. The joint work of its coordinate system and magnetic sensors completely solves this problem. It is adjusted by a technical specialist during the initial calibration.

    To track the user’s movements in space, the “smart bracelet” has a built-in accelerometer. Its readings are represented by three relative coordinates x, y, z. By analyzing the changes in coordinates, the device determines whether the user is moving or at rest. A fall of a person wearing the “smart bracelet” is recorded by a sharp change in the accelerometer sensor readings. At first, in order to distinguish a fall from movement in the direction of one of the coordinate axes, the difference was estimated not for each coordinate separately, but for the arithmetic mean of their changes. Later, Mikhail Evdokimov replaced this formula with a more accurate one, which uses the root of the sum of the squares of the change in coordinates. And as a threshold separating a fall from uniform movement, an experimentally calculated value was chosen, which is the average between the value of the formula when walking and when falling. When such a state of the user is recorded, the information is sent to the central microcontroller, and ultimately to the medical institution, from where the user’s condition is monitored.

    And then, after the initial setup of the system, the user lives his normal life. He does not need to be in a hospital under 24-hour supervision. While at home, he is under the close attention of the monitoring system, which will notify medical workers about deviations of the user’s vital signs from the norm. It is important that this system is reliable and works autonomously.

    — The advantage and key feature of my development is its focus on the autonomy of the system, which has its own power source and is highly energy efficient. And unlike smart watches, this is an open system that can be supplemented with other sensors if necessary. It has the ability to improve the analysis algorithms and transmit data to medical personnel. On the currently available hardware, the system can operate without recharging the source for about a week. When using more specialized and advanced hardware, it is expected that the equipment’s operating time without recharging will increase to one month. This is very important, since many elderly people often forget to charge their mobile phones, smart watches and other devices. With this approach, our solution will have minimal dependence on user activity, external power supply, communication channels and third-party platforms. Since all nodes have sufficient autonomy, system maintenance will need to be performed no more than once every six months. To achieve this, we decided to use high-capacity batteries at the hardware level, and at the software level, we created energy-efficient software code, said Mikhail Evdokimov.

    An important task of the project was to organize energy-efficient operation of the programmable “smart bracelet” by changing the operating modes of the processor and peripherals depending on the situation. The emphasis was not on hardware, but on software reduction of energy consumption. Mikhail Evdokimov studied software capabilities for managing the energy consumption modes of the ESP-32 microprocessor, which is located on the bracelet. Then the student designed a system that regulates the sleep modes, which the processor can go into depending on the situation.

    — In case of a long-term loss of connection with the central microcontroller, the bracelet goes into modem sleep mode, in which the power supply of the communication modules is turned off. After a certain period of time, the device wakes up to check the connection and, in case of failure, goes back to sleep. To minimize the loss of information, the collected sensor readings are partially stored in the bracelet’s memory and sent to the central microcontroller immediately after the connection is restored. As a result, energy consumption is reduced several times, — explained Mikhail Evdokimov.

    The user can find out that the watch has been removed from the readings of the infrared heart rate sensor. In this case, since there is no more data to send, the system first goes into modem sleep mode, and after a few seconds, if the user has not returned, the light sleep mode is activated. The watch periodically wakes up to check whether it is on the user’s hand, and either resumes its work or goes back to sleep. If there are no significant changes in the accelerometer readings, for example, when the user is sleeping, the main processor goes into deep sleep mode. At this time, the Ultra Low Power coprocessor is engaged in data processing. It can wake the main processor from sleep by a timer or in the case of active user movement when he or she wakes up. Mikhail Evdokimov clarified that the implementation of this architecture required working with the assembly language.

    To assemble the device units, the student purchased ready-made internal components and parts, and made the body of the “smart bracelet” on a 3D printer. The developed prototype of the vital signs and motor activity monitoring system has already confirmed its operability and feasibility of energy autonomy requirements in laboratory conditions, and also showed high potential for further development due to the openness and expandability of the system.     Cadet education in Moscow

More than six thousand cadets passed the demonstration exam. More than eight thousand students attended classes in 20 areas of the cycle of introductory professional trials “Cadet Class – Path to the Profession” and career guidance events at partner universities.

    Among the cadets’ sporting achievements is passing the standards of the “Ready for Labor and Defense” (GTO) complex. Thus, 3,134 cadets became holders of the gold GTO badge, 2,076 people became holders of the silver badge, and 1,873 students became holders of the bronze badge.

    Patriotic education of youth

    Patriotic education is an integral part of the educational process in the Moscow education system.

    The main areas of this work include preserving the continuity of generations. Priorities include perpetuating the memory of the participants in the Great Patriotic War and implementing joint projects with veterans’ organizations. In the system of the Moscow Department of Education and Science, more than 70 schools and colleges are named after heroes. For example, in recent years, the capital’s schools have been named after V.A. Matrosov, R. Sorge, A.N. Samsonov, M.V. Grizodubova. In 2024, the name of A.S. Chufistov, director of school No. 1794 who died in the SVO, was perpetuated.

Of these, more than 600 are dedicated to the history of Russia, including the Great Patriotic War and the special military operation. Military personnel take an active part in organizing exhibitions: they donate personal belongings and documents to museums, and also hold meetings with children.

    In the 2024/2025 academic year, military-patriotic clubs began to develop in the Moscow education system as associations of additional education. From September to May, their number increased from 193 to more than 400. Currently, over 22 thousand people are involved in military-patriotic clubs.

    The city’s educational institutions closely cooperate with the Victory Museum on Poklonnaya Hill. Together with the largest museum complex in Russia dedicated to the history of the Great Patriotic War and World War II, a project such as the educational and historical quest “The Feat of the People” is being implemented.     An important area of patriotic education is preparing young people for military service. Every year, 10th graders and second-year college students attend five-day training camps as part of the study of the program “Fundamentals of Security and Defense of the Homeland.”

    This year, the training camp is being held at the Patriot Health and Educational Center, the Avangard Educational and Methodological Center, the Preobrazhensky Defense and Sports Center, and military units. More than 40,000 people will take part in the training camp. The children will learn the basics of military topography and military regulations, and acquire military medical, drill, tactical, fire, and technical training skills;

    Deputy Prime Minister Dmitry Chernyshenko welcomed the participants of the General Meeting of Members of the Russian Academy of Sciences (RAS).
