    In a new format, the special investment contract mechanism has been in effect since the end of 2020. It allows attracting large private capital investments in the development of innovative solutions and the creation of high-tech production facilities for the production of competitive domestic products.

    Within the framework of the SPIC mechanism, the investor undertakes to implement an investment project for the introduction or development and introduction of modern technology for the development of serial production of industrial products on the territory of Russia within the timeframes specified in the contract.

    The state, for its part, guarantees such an investor favorable, clear and unchangeable conditions for investments, including tax benefits and special conditions for land lease without tenders.     Addressing the graduates, Elena Shmeleva singled out the teams she particularly liked and invited them to internships at the federal territory of Sirius.

    “Each of the project participants underwent a serious selection and intensive training in eight modules of the program, which took place at leading educational and technological sites in Russia. All the students are experienced managers. And it is very important and responsible that it was the Presidential Academy that became the place where they were able to unite into a single professional community to solve the current problems of Russian science and education,” said Alexey Komissarov, Rector of the Presidential Academy.

    RAMALLAH, July 19 (Xinhua) — Palestinian President Mahmoud Abbas on Saturday issued a decree to hold elections for a new Palestinian National Council (PNC) by the end of 2025.

    The decree was issued following a decision by the Executive Committee of the Palestine Liberation Organization (PLO) at a meeting on July 17 to hold elections before the end of this year, the Palestinian news agency Wafa reported.

    GUIYANG, July 19 (Xinhua) — Jeffrey Green, a veteran pilot and chairman of the U.S.-China Aviation Heritage Foundation, has dedicated himself for nearly 30 years to preserving the legacy of the Flying Tigers and strengthening the friendship between China and the United States.

    D. Green’s connection with China began when he was invited to make a documentary on the “Flying Tigers” while working as a consultant on combat aviation history for the National Geographic military channel in the United States.

    The Flying Tigers, officially known as the American Volunteer Group of the Chinese Air Force, was formed in 1941 by American General Claire Lee Chennault. American airmen came to China to help the Chinese people fight the Japanese invaders.

    While losing over 2,000 men, the Flying Tigers pilots shot down over 2,600 Japanese fighters, providing significant assistance in the fight against Japanese aggression.

    In 1995, a group of Flying Tiger veterans invited D. Green to join their delegation to Beijing to celebrate the 50th anniversary of the victory in the Chinese People’s War of Resistance Against Japanese Aggression and the World Anti-Fascist War. This visit marked his first trip to China.

    After returning to the United States, Green and the veterans, determined to keep the memory of the Flying Tigers alive, founded the U.S.-China Aviation Heritage Foundation in 1998. Since then, the nonprofit organization has been dedicated to studying, promoting, and perpetuating the shared history of U.S.-China wartime cooperation.

    Over the years, the foundation has sponsored nearly 500 veterans and hundreds of their family members and descendants to travel to China. These encounters have produced many emotional and inspiring stories.

    “Every time I learned something that almost no one else knew, I was able to categorize it, creating a kind of library of these thoughts,” Greene said. “But they didn’t have many opportunities to tell their stories. As a result, they just got lost.”

    In 2022, the foundation launched the Flying Tigers Friendship School and Youth Leadership Program to encourage cross-cultural exchanges and pass on the Flying Tigers spirit to younger generations.

    “Young people are the key to intercultural exchanges between our two countries and the hope for the healthy development of China-US relations,” said D. Green.

    To date, nearly 100 high schools and universities in China have applied to participate in the program, signing memorandums of understanding to establish exchange partnerships.

    In a January 2025 letter to Green, former US Ambassador to China Nicholas Burns praised the fund’s work, saying it “helps develop people-to-people ties, which are a cornerstone of the US-China bilateral relationship.”

    From Sunday to Thursday, Green led a delegation to Guizhou Province in southwest China to launch the new Flying Tigers Friendship School program and visit historic sites including the 24-Turn Road, which handled more than 2,000 trucks carrying military supplies daily during World War II, and Jiuzhou Airport in Huangping County, which was the Flying Tigers’ base.

    Next year, he plans to bring American students to Guizhou Province to see firsthand the living history of the two countries’ wartime cooperation.

    Now 71, Green has visited China nearly 200 times since the 1990s, bringing veterans, organizing memorial events and building new bridges between the peoples of China and the United States.

    The report said the incident took place on the road from Firuzabad to Kawar districts at 11:00 local time/07:30 GMT.

    VIENNA, July 19 (Xinhua) — The International Mediation Organization (IMO) will become the leading intergovernmental organization helping resolve international disputes through mediation, Li Song, China’s Permanent Representative to the United Nations Office and Other International Organizations in Vienna, said at a reception for the IMO held on the sidelines of the 58th session of the United Nations Commission on International Trade Law (UNCITRAL).

    Noting that the UN Charter clearly states that mediation is one of the preferred methods for the peaceful settlement of international disputes, Li Song said the IGO will be the world’s first intergovernmental legal organization dedicated to resolving international disputes through mediation.

    UNCITRAL Secretary Anne Joubin-Bret noted that she attended the signing ceremony of the Convention Establishing IGOs in Hong Kong in May this year. She expressed hope that in the future the organization will strengthen cooperation with UNCITRAL to jointly promote the development of the international legal order.

    More than 1 billion rubles will be additionally allocated for the implementation of programs for the sustainable development of energy and housing and communal services enterprises in Dagestan, Ingushetia and North Ossetia, which have become pilot regions in this project. An order to this effect has been signed.

    Funds from the Government’s reserve fund are needed to co-finance the expenses of three regions within the framework of the implementation of such programs.

    One of the areas of work is the consolidation of the regional property complex of housing and communal services. This is done by single operators created in each entity. In addition, the program activities are aimed at attracting qualified specialists to the industry. Also, within the framework of the programs, economically justified tariffs are established. As a rule, they differ from those in effect previously, therefore, during the transition period, the federal center helps the territories compensate consumers for the difference in tariffs.

    The implementation of pilot programs for the sustainable development of energy and housing and communal services enterprises in Dagestan, Ingushetia and North Ossetia began in 2022. The need to continue such work is reflected in the instructions of Prime Minister Mikhail Mishustin, which he gave following the results meetings of the government commission for the development of the North Caucasus Federal DistrictIt took place on May 27, 2025 in Mineralnye Vody.
