    As part of the SPbGASU Career Day, a round table “Employers and Universities. Trends and Prospects” was held on March 20. Its participants discussed what is needed to train specialists who best meet modern industry requirements.

    Opening the meeting, Vice-Rector for Youth Policy Marina Malyutina said that holding a round table has become a tradition: it is important for the university to receive feedback from partners.

    A Proven Partnership

    Marina Viktorovna presented a letter of thanks to Nanosoft LLC and personally to the director of programs for the development of interaction with educational organizations “Nanosoft Development” Oleg Egorychev. “We express our deep gratitude for your active participation in organizing the “Career Day of SPbGASU” and training personnel for the construction industry. We greatly appreciate your contribution to the development of professional competencies of students,” the letter says.

    In his response, Oleg Egorychev emphasized that SPbGASU is a long-standing, kind and informative partner of Nanosoft. Together with the university, the company recently held two free educational courses on “Digital Modeling in Construction”. The company plans to hold the next course, as well as organize retraining of teachers from other universities on the basis of SPbGASU.

    Oleg Olegovich said that Nanosoft contributes to solving the tasks set by the head of state – to achieve technological sovereignty, to transition all sectors of the economy to domestic software, including engineering. The company provides its software free of charge to universities, colleges and comprehensive schools; systematically and massively conducts training of the faculty of universities, teachers and mentors of colleges, teachers of comprehensive schools in the use of software. “Because the entry point to any educational process is not licenses at all. These are the teachers, teachers, mentors who lead this educational process,” he noted.

    Mutual benefit

    Marina Malyutina spoke in detail about the cooperation of SPbGASU with partners. The university practices traditional, well-proven forms of interaction: open lectures, seminars, master classes of specialists, excursions to enterprises, career days and job fairs. This also includes the work of company specialists as external part-time workers and members of the State Examination Commission, industrial practice, providing topics for course projects and final qualification works, access to knowledge bases.

    At the same time, innovative methods are being introduced: case championships, competitions with expert consultations. The most famous of them is the student TIM championship.

    Later, the university began to extend this format to secondary vocational education institutions, colleges, and schools, motivating students to enroll in SPbGASU by selecting a target applicant.

    Another new form introduced last year is mini-courses from partners. The university sees a certain gap between the competencies of graduates and those competencies that are in demand on the labor market. In order to reduce this gap, the university offers partners to conduct small special courses from specialists of companies that “grow” students. The courses are voluntary, the topic is a product approach, project activities.

    Marina Malyutina expressed confidence that technological sovereignty is achieved in various ways, including by cultivating innovative entrepreneurial thinking in young people. Since last year, the university has joined the Startup as a Diploma program and has become a participant in the TechnoPiter accelerator. Third place in this program was taken by a student of SPbGASU, who received 200 thousand rubles as a reward.

    SPbGASU expects mentors and experts from companies in the context of developing technological entrepreneurship. In addition, the university invites companies to place their symbols, information stands, and videos on how a future specialist can realize themselves in the university buildings.

    Targeted training

    The Vice-Rector for Youth Policy also focused on targeted training. The audience learned that targeted training comes in two forms: by quota – only for companies with state participation, and not by quota – for any companies, including individual entrepreneurs.

    Under the quota, the contract is concluded at the admission stage. There is a separate competition for such applicants. The training is conducted at the expense of the state budget. After admission, the company pays the students a stipend. But there are risks and difficulties here: the company cannot choose a specific student. In the event of the student being expelled or the employer refusing to employ him, the party that has not fulfilled its obligations pays a fine in the amount of the cost of training.

    A contract for non-quota training can be concluded at any stage of training. There are various options for paying for training – at the expense of the student, the company, at the expense of the state budget, if the contract is concluded with a student studying on a budget place. The positive effect for the company is that it is possible to choose a specific student: look at his academic performance, the topic of term papers and understand how suitable he is. The university is ready to help in this choice. There are fewer risks in this case: the student is already profiled, motivated, he is a target by definition, the probability of his expulsion is small. The company can provide him with support measures. Fines are paid in the same cases as with targeted training under a quota.

    At SPbGASU, quota-based targeted training is coordinated by the admissions committee, while non-quota-based training is coordinated by the student entrepreneurship and career center.

    Project-based learning

    First Vice-Rector Svetlana Golovina emphasized: SPbGASU is for practical orientation, but this entails some difficulties. Students start working from the third year and miss classes. The university makes every effort to ensure that they receive knowledge, including through the Moodle e-learning and testing system, where lectures and assignment texts are available at any time.

    Svetlana Gennadyevna reported on the development of curricula for project-based learning. Project-based learning is an approach in which students learn through independent planning and development of solutions to a problem or task. An expert council of employers has been created for this purpose under the educational and methodological council of SPbGASU. The transition to project-based learning is planned for 2027.

    The First Vice-Rector reported that the university is interested in systemic cooperation and invited employers to join in the development of project activities and student technological entrepreneurship. Partner support can be advisory: in the form of feedback on the quality of graduate training, participation in the development of programs. Expert: participation in the assessment of student projects, support for teams in competitions, olympiads, training. Informational: you can talk about projects on your resources. Organizational: you can take on some of the tasks of preparing and holding certain events. Material: you can provide software, equipment, premises. Financial: student bonuses, investments in the implementation of projects, startups.

    For partners, the value of cooperation lies in finding ideas for solving current problems, developing their scientific and technical base, and innovations. In addition, this supports the image of a socially responsible company and increases brand awareness, and forms a personnel reserve. The company gets the opportunity to form a demand for competencies and influence the content and results of education, which develops the potential of current employees through mentoring and tutoring, and reduces the time and resources for the adaptation of young specialists.

    The roundtable participants completed a survey on new formats of interaction, discussed the importance of mentoring and acquiring fundamental knowledge, and expressed their willingness to join forces to ensure that graduates meet the requirements of the labor market.

    As part of the project “Theatrical Backstage” implemented by the State University of Management together with the Department of Education and Science of the City of Moscow and the Moscow Center for Educational Practices, a tour of the Moscow Academic Theatre named after Vl. Mayakovsky was held for Moscow schoolchildren.

    The excursion participants included children from the school theaters “Antre” from school No. 641 named after S. Yesenin, “Novaya Skazka” from the Zelenograd Palace of Children’s and Youth Creativity, “Litsedei” from school No. 656 named after A.S. Makarenko, and MART from school No. 2094.

    The tour guide was Roman Fomin, a theater employee with 16 years of experience. He shared interesting facts about the theater, its architecture and its importance in the cultural life of the city. The tour participants learned how the theater became a place where talents and creativity intersect.

    The schoolchildren were able to see what the theatre looks like from the inside and feel the atmosphere standing in the actors’ place. Roman Fomin told them about the work of lighting and sound, and also demonstrated various mechanisms used to change the scenery.

    Then, the tour moved to the backstage areas. The children visited the dressing rooms where the actors prepare for their performances.

    The behind-the-scenes tour not only expanded the children’s knowledge of theatrical art, but also inspired them to further develop in this area.

    On March 22, 2025, the second stage of the Moscow Student Cheer League, organized by the Phoenix Sports Club in cooperation with our university, was held at the Sports Complex of the State University of Management.

    This large-scale and fascinating cheerleading and cheer-sport competition brought together 11 teams from different Moscow universities: GUU, Plekhanov Russian University of Economics, RANEPA, RGAU-MTAA, MSU and others.

    At this stage of the competition, participants competed in 10 disciplines, each of which required teams to be focused, coordinated, and professional. Our team showed excellent results and won second place in one of the disciplines.

    We thank the organizers, our fans and everyone who supported the team throughout this intense sports day.

    The Moscow Student Cheer League is an important platform for young talents, providing an opportunity for students not only to prove themselves, but also to strengthen ties between universities. We are looking forward to the next stage of the tournament and hope for new victories!

  • MIL-OSI Russia: Rosneft enterprises improve water management efficiency

    World Water Day, established by the UN General Assembly, is celebrated annually on March 22. The date is intended to draw public attention to the importance of preserving fresh water and to emphasize the significance of sustainable management of this valuable resource.

    Rosneft was recognized as the leader in the field of rational use of water resources by the RAEX rating agency based on the results of 2024. The assessment considered the water use indicators of 144 companies from Russia, Kazakhstan and Mongolia. Rosneft became the only Russian oil and gas company that entered the top 10 participants in the rating with the highest level of assessment of rational water consumption indicators, as well as the quality of corporate policies and programs related to water use.

    Rosneft subsidiaries maintain high standards of environmental safety in the area of water resources management in all regions of their presence.

    Samotlorneftegaz is developing a modern technological system for maintaining reservoir pressure, which allows using groundwater and completely abandoning water from open sources. The produced water is thoroughly purified by gravity settling in special tanks and re-enters the reservoir. Thus, the reservoir pressure maintenance system operates in a closed technological cycle. The innovative method was introduced at Samotlor in 2020, which made it possible to reduce water intake from natural reservoirs by about 300 thousand m3.

    RN-Yuganskneftegaz has also made significant progress in optimizing water consumption. In 2024, the company reduced the total volume of water consumption and water intake from natural sources by 6% for the reservoir pressure maintenance system. Such results were achieved due to the effective replacement of traditional water sources with bottom water obtained during the extraction of oil-containing liquid. This not only saves natural resources, but also increases the efficiency of the production process.

    The implementation of environmental programs and the use of resource-saving technologies in the activities of Samaraneftegaz make a significant contribution to the conservation of water resources in the Samara Region. Today, the intake of water from surface water bodies to maintain reservoir pressure has been completely stopped, and the discharge of wastewater into water bodies has been eliminated. Recycled water is used to meet production needs.

    The Samara group of oil refineries – Kuibyshevsky, Novokuibyshevsky and Syzransky plants – provide about 95% of the total water consumption in recycled and repeated-sequential water. In particular, at the Kuibyshevsky Oil Refinery, as part of the environmental program, the recycled water supply units were modernized, the water intake and water pipelines were reconstructed. At the Novokuibyshevsky Oil Refinery, the commissioning of an innovative post-treatment unit with a membrane bioreactor ensured the return of part of the treated wastewater to the recycled water supply system.

    One of Rosneft’s key investment environmental projects in the Republic of Bashkortostan is the biological treatment facilities (BTF) complex of the Ufa group of oil refineries. Since its launch in 2019, 157 million m3 of wastewater have been processed. BTF services not only Bashneft’s oil refineries, but also purifies wastewater from more than 50 enterprises in the northern industrial zone of Ufa and stormwater. The treatment facilities provide the highest level of purification of industrial, stormwater and domestic wastewater, which increases the volume of reused water in technological processes by 2.5 times. Thanks to the membrane reactor technology, all impurities and microorganisms are removed from wastewater. As a result, the water quality meets the standards for water bodies used for fisheries.

    The Achinsk Oil Refinery is also optimizing the operation of the water recycling system, which includes modernizing the water supply network and cooling towers, and automating the operating modes of devices for cooling process water. Thus, over the past two years, the plant has halved its water intake from the Chulym River.

    At the Angarsk Petrochemical Company, due to circulating systems and reuse of water, the intake of water resources from the Angara River, on the banks of which the enterprise is located, amounts to only 11% of the annual consumption volume.

    RN-Yuganskneftegaz also pays special attention to the modernization of treatment facilities. Last year, modern treatment facilities were built at the Moskovtsev field. The new complex provides complete biological treatment of domestic wastewater from various production facilities, including control rooms, water treatment plants, checkpoints, repair and mechanical workshops, and a fire station. After cleaning and disinfection, wastewater is sent to a special reservoir, from where it is pumped back into the formation. The closed cycle of water use not only minimizes the impact on the environment, but also promotes the rational use of natural resources, which is fully consistent with modern environmental standards and principles of sustainable development.

    RN-North-West uses environmental technologies in its work. For water conservation purposes, sensor mixers have been installed at petrol stations, which reduce water losses to 15%. Sanitary protection zones have also been defined for water intake wells. This guarantees the quality and compliance with sanitary standards of water used for consumption at petrol stations.

    Rosneft assesses the level of water resources in all regions where it operates. The company also actively works to increase employee involvement in compliance with environmental requirements, conduct environmental campaigns, and develop a culture of rational and responsible consumption of natural resources. Volunteers from enterprises regularly clean and improve the coastal areas of water bodies, install waste collection containers, and place information stands for tourists about the value of springs and lake ecosystems.

    Responsible attitude to the environment is an integral part of the corporate culture and one of the key principles of Rosneft’s activities. Demonstrating commitment to achieving the UN Sustainable Development Goals, the Company implements a comprehensive water conservation program, including the introduction of advanced technological solutions.

  • MIL-OSI Russia: VSKS and Katyusha held master classes on safety for children and people with disabilities at the State University of Management

    On March 21 and 22, the State University of Management hosted master classes by the All-Russian Student Rescue Corps and the Regional Public Organization “Society for Support of Parents with Disabilities and Members of Their Families “Katyusha”. Volunteers and instructors of the VSKS held master classes on first aid and fire safety for people with disabilities.

    The program included classes adapted to different age groups and characteristics of the participants: – first aid classes for people with disabilities and children aged 8–10 and 14–16; – fire safety classes, including practicing algorithms for action in an emergency and familiarization with protective equipment.

    The project is being implemented with the participation of VSKS instructors – trained volunteers and professional rescuers who provide training in basic skills that can save lives, and with the support of the State University of Management, which helps create an inclusive environment.

    Since 2010, the regional public organization “Katyusha” has been supporting parents with disabilities and their family members, and also works to create an accessible environment and involve people with disabilities in public life.

    VSKS and ROO PRI “Katyusha”, by combining efforts, contribute to the formation of an inclusive safety culture and expand opportunities for personal and professional self-realization of all program participants.

    A strategic session of the Ministry of Science and Higher Education dedicated to strengthening Russia’s position in the international educational space was held in Moscow. The event was attended by rectors of major universities, vice-rectors responsible for international cooperation, representatives of a number of ministries that founded universities, the Russian Ministry of Foreign Affairs, the Ministry of Internal Affairs, the Ministry of Agriculture, Rossotrudnichestvo, Rosobrnadzor, other government bodies, and companies with interests abroad. Today, about 395,000 foreigners are studying in Russia. However, it is important not only to increase the number, but also to form a motivated contingent. It is better not to meet the indicators, but to take those who are truly striving for knowledge, the minister said. Valery Nikolaevich noted that some students from the CIS countries use educational visas to solve personal problems, which requires increased control.

    The Minister also touched upon the issue of creating a barrier-free system for foreign students, including simplifying migration procedures and developing employment programs. According to him, up to 10% of foreign graduates remain in Russia, and given the shortage of personnel, this potential must be used. Particular attention was paid to expanding cooperation with new markets – the BRICS countries, Africa, Latin America and Southeast Asia. Valery Falkov noted the importance of synchronizing educational programs with industry demands, citing as an example projects with Rosatom and Rusal corporations, which train foreign specialists for their enterprises.

    Speaking about foreign branches, the minister highlighted three conditions for their success: political support from the state, a clear definition of a niche for graduates, and partnership with large companies. Valery Falkov separately mentioned the project of Advanced Engineering Schools, which are already being replicated abroad. For example, two such schools have been opened in Uzbekistan at the request of local authorities.

    The minister announced the creation of a single digital profile for foreign students, a platform that will support students from enrollment to employment. In addition, by 2028, it is planned to increase the number of grants for talented foreign students from 2,000 to 5,000.

    Andrey Rudskoy, participating in the work of the group on new formats for promoting Russian universities, shared the experience of SPbPU. He noted that network structures such as the Slavic Universities in Armenia, Belarus and Kyrgyzstan, Tajikistan, as well as the Russian-African Network University (RAFU), have become drivers of education export. Over three years, RAFU has trained 535 students from 33 African countries. Andrey Ivanovich also spoke about projects with China, including joint institutes with Jiangsu Normal University and Xi’an University of Technology, where specialists are trained in the areas of automation of technological machines and equipment, materials science and materials technology, electric power engineering and electrical engineering.

    The rector of SPbPU spoke in favor of legislative changes, including the allocation of target quotas for network programs and the simplification of financial mechanisms for international cooperation.

    Speaking about the adaptation of foreign students, Andrei Ivanovich supported the idea of a single digital profile and the need to develop pre-university training centers abroad.

    The participants of the strategy session discussed issues related to strengthening effective international cooperation. The result of the two-day work of the expert university community was the presentation of proposals to strengthen Russia’s position in the international educational space.

    Last week, the State University of Management held the qualifying round of the 18th youth patriotic competition “Spring of 1945” in the “Patriotic Song” category.

    The main goal of the event is to revive the ideals of spiritual, moral and cultural traditions of centuries-old Rus’ among young people, to preserve the memory of the heroes of the multinational people who survived and won the Great Patriotic War.     At Peter the Great St. Petersburg Polytechnic University, as part of the V International Financial Security Olympiad, a thematic lesson “NOT Child’s Play: 2.0. Drop Willy-nilly” was held, dedicated to issues of financial security and counteracting fraud. The event was held in a mixed format, which allowed more than 3,000 participants to unite: students and teachers from various SPbPU institutes, teachers and schoolchildren from St. Petersburg and the Donetsk People’s Republic.

    At the event, Deputy Head of the Interregional Department of Rosfinmonitoring for the Northwestern Federal District Daniil Sharippo presented the activities of the structure and spoke about various fraud schemes. He explained who droppers are, as well as the methods used by criminals to deceive citizens.

    The expert spoke in detail about the forms of telephone fraud and demonstrated how fake video and audio recordings are used. Particular attention was paid to current types of crimes.

    During the discussion, participants shared personal stories about encounters with scammers and discussed how to properly respond to such situations. The lesson was not only educational, but also practical, as students learned the basic rules of security in financial matters.

    “We will continue to hold such events. This is a very important topic that needs to be covered,” stressed SPbPU Vice-Rector for Security Alexander Airapetyan. “Today you were told about the main methods and ways to combat fraudsters. Use them, help the older and younger generations, as they are most susceptible to negative influence. Critical thinking is very important in the modern world.”

    At the end of the event, the participants received an invitation to the international Olympiad on financial security, the winners and prize winners of which have priority when entering the bachelor’s, specialist’s and master’s programs of SPbPU.     The 11th tournament of the association of football federations “North-West” among youth teams named after Anatoly Turchak has ended in Saint Petersburg. Eight U-21 teams from professional clubs and sports schools, as well as two student teams, participated in the event. The fate of the final was decided by a penalty shootout, in which the team of the Polytechnic University beat “Leningradets”.

    The final match was tense. In the 24th minute, with the score 1:1, the SPbPU team was left in the minority after a dismissal. At the end of the first half, Leningradets took the lead. But the Polytechnicians showed character, leveling the score — 2:2. In the penalty shootout, SPbPU goalkeeper Nikita Maksimov repelled three shots from the opponents and brought the team victory.

    The Polytechnic team finally broke its losing streak: in 2023 and 2024, our footballers missed out on bronze, losing on penalties. The first medals of the Turchak tournament turned out to be gold for the Black Bears. Captain Dmitry Gultyaev was recognized as the best player of the tournament.

    The Polytechnicians were awarded an exclusive trophy, which bears the logos of the football federations that are part of the North-West OFF, and the signature of Anatoly Turchak with his quote: I have loved, love and will love football.

    We had two goals for this tournament: to win and to prepare for the first stage of the National Student Football League. For us, it starts in mid-April in Astrakhan. All the matches were tough, the score did not always reflect what was happening on the field. When we lost 0:4 to Leningradets in the group stage, I thought that perhaps this was the key moment of the tournament for us with a plus sign. I knew that the team would shake itself up and win in the decisive matches, and so it turned out. Many thanks to all our players who did not let us down, came to all the matches. We also thank the administrative staff and fans who supported us in the stands and watched the broadcasts, – shared the head coach of the Polytechnic national football team Stepan Verbitsky.

    On March 20, 2025, at the 31st International Exhibition of Tourism and Hospitality Industry MITT, the Award Ceremony for the winners of the III International Competition “Tourism Code of My Country, City, Town, Region – PRO-tourism” took place.

    A total of 770 participants and scientific supervisors from 85 regions of Russia and foreign countries came to Moscow for the in-person stage. Contestants from Serbia, Bulgaria, Belarus, Tajikistan, Kazakhstan, and Kyrgyzstan participated for the first time and presented their works in a foreign language, where they considered tourism within the framework of their cultural, ethnographic, and national values.

    The day before, within the walls of the State University of Management, more than 400 participants of the competition defended their works before an expert jury, and 200 scientific supervisors completed the educational program “Methods and technologies for developing the tourism potential of municipalities of the Russian Federation.”

    The children presented their works in 4 age categories and 47 different nominations. The most popular nominations in 2025 were: “History of the country, history of peoples – ethnographic tourism”, “Excursion tourism”, “PRO-tourism video”.

    The winners and prize-winners were 350 participants of the competition, including the winner in the age category of 14-17 years old, the team from Bulgaria, and the second place in the category of 36 years and older was taken by a representative of Serbia. Five winners of the competition in the category of 14-17 years old were awarded vouchers to the International Children’s Center “ARTEK” for the thematic shift “Territory of Development – Urban Environment – Home of Your Dreams”.

    On behalf of the State University of Management, awards and gifts with the university emblem were presented by Associate Professor of the Department of Public and Municipal Administration of the State University of Management, General Director of the ANO “Institute for Local Communities Development” Sergey Kochnev, Associate Professor of the Department of Management in International Business and Tourism Industry, Deputy Director of the Institute for Local Communities Development for Educational Work, Chairperson of the Expert Council of the Competition Svetlana Grishaeva and Head of the Project and Educational Laboratory of Urban Development, Associate Professor of the Department of Public and Municipal Administration Irina Milkina.

    The School of Physics, Mathematics and Computer Science at the HSE in St. Petersburg has started 2025 with big changes: it is being transformed into SHIFT — the School of Informatics, Physics and Technology.     What is SHIFT?

    The School of Informatics, Physics and Technology is the successor to the Faculty of Physics, Mathematics and Computer Science at the National Research University Higher School of Economics in St. Petersburg. “The launch of the School of Informatics, Physics and Technology is a transition to a globally new concept. We are starting to build the faculty according to the model of an IT company: training will take place in conditions as close as possible to work in big tech. This approach will ensure seamless integration of graduates into the industry,” emphasizes Mikhail Mukhin, Dean of SHIFT.

    During the training, the role of practical training will increase significantly. The educational process will be built jointly with VK experts and other industrial partners of the School, while maintaining a strong academic base. As a result, students will receive a relevant set of skills and competencies, and bigtech will become a familiar environment for them.

    What specialties will SHIFT students master?

    SHIFT is five bachelor’s degree programs and the same number of master’s degree programs: four in IT and one in physics.

    The flagship bachelor’s degree programs include new tracks: “Applied Data Analysis and Artificial Intelligence” — RS (recommender systems), CV (computer vision), NLP (natural language processing), “Applied Mathematics and Computer Science” — high-load systems, industrial programming, tool development. The tracks are available in the third and fourth years.

    The master’s programs include elective tracks: “Machine learning and data analysis” – ML, advanced ML, “Design and development of high-load information systems” – software architecture, systems engineering, development management.

    At the end of the second year of the bachelor’s degree, students choose one of three tracks to study. Each semester has two or three fixed courses, and they choose the same number as part of the variable program.

    In the Master’s program, students also master compulsory basic disciplines, and half of the curriculum consists of elective subjects.

    “The technologies, knowledge and practical experience that we give to students will be in demand, no matter how the trends in the IT industry change. We give them both a strong base that allows them to develop in different directions, and practical skills that can be applied for further development in other areas,” explains Mikhail Mukhin.

    How will VK participate in the training of SHIFT students?

    VK is involved in creating educational programs in the field of artificial intelligence: recommender systems, computer vision, NLP (natural language processing). Students will be able to learn from the company’s cases, prove themselves in group projects, receive advice from experts, and (importantly) receive personalized scholarships.

    “We have big plans with VK not only to transform existing educational programs, but also to open project workshops. This is an important strategic partnership with a focus on the challenges facing businesses,” Mikhail Mukhin shares.

    SHIFT develops cooperation with industry leaders. Among the latest important events: in September 2024, the HSE in St. Petersburg launched the educational program “Computer Technologies, Systems and Networks” with YADRO. Managers, curators and program directors will regularly communicate with students, and senior students will become mentors for first-year students and adapt them to life at the faculty, help them get involved in the educational process.

    Technologies in education: remote access and online broadcasting of all classes. Thanks to the project management system, students will work in an IT infrastructure that meets bigtech. The LCMS system will provide convenient access to educational content.

    An extended board meeting was held at Rospotrebnadzor, dedicated to the results of the agency’s activities in 2024 and tasks for 2025. Deputy Prime Minister Tatyana Golikova, head of Rospotrebnadzor Anna Popova, and Minister of Health Mikhail Murashko took part in the work of the board.

    The meeting was opened by Deputy Prime Minister Tatyana Golikova. She emphasized that Rospotrebnadzor regularly faces new challenges and threats, but coordinated work and accumulated experience allow preventing the import and spread of dangerous infections. Based on the century-long history of its existence, the service is constantly developing. Participation in the state programs “Development of Healthcare”, “Ensuring Chemical and Biological Safety of the Russian Federation” and “Scientific and Technological Development of the Russian Federation”, the Federal Scientific and Technical Program for the Development of Genetic Technologies, the implementation of the “Sanitary Shield of the Country” initiative gave the service the opportunity to reach a new technological level.

    According to Tatyana Golikova, the key area of the service’s work is the country’s biological safety. “Over three years, a network of 54 sequencing centers, 153 PCR centers has been formed, 20 mobile rapid response laboratories and 14 mobile sanitary and quarantine points operate in the regions. Of the 80 biological safety reference centers existing in the country, 46 operate in Rospotrebnadzor institutions,” she noted.

    What was introduced as pilot approaches and innovations during the COVID-19 pandemic has become routine today. “First of all, this is genomic surveillance and population immunological monitoring. Sequencing capacity in the country has increased fivefold since 2021 – up to 10 thousand sequences per week, which makes Russia one of the world leaders in genomic surveillance,” the Deputy Prime Minister emphasized.

    The second block of tasks of the service is hygiene. The issues of healthy nutrition, clean water, safe environment are becoming increasingly relevant, as they directly affect the health of each person.

    “As part of the national project “Demography” completed in 2024, a large-scale information and communication campaign on healthy eating was conducted with an audience reach of more than 2 billion views. It was possible to achieve a reduction of almost three times the rate of growth of primary obesity incidence in 2019-2024,” said Tatyana Golikova.

    Rospotrebnadzor will continue activities to implement individual healthy nutrition programs within the framework of the federal project “Health for Everyone”, which is part of the national project “Long and Active Life”, which was launched on January 1 of this year.

    An important area of activity is quality control and food safety. The Service has conducted more than 1 million studies of food products for vitamin and macro- and micronutrient content and surveyed more than 675 thousand students in more than 15 thousand schools. A large-scale in-depth assessment of the actual nutrition of schoolchildren made it possible to identify problems in each region and develop recommendations for each of them on the consumption of food products that meet the requirements of healthy nutrition.

    The product traceability system is gradually expanding the list of products for assessing their compliance with mandatory requirements through the Honest Sign application. In September 2024, the procedure for licensing disinfection activities came into force. A lot of work has been done to change the methodological framework, and amendments to the sanitary rules have been prepared.

    The third important block of the service’s work is consumer rights protection.

    At the end of last year, amendments to the legislation aimed at protecting citizens from the imposition of goods or services on them were adopted in the first reading. “We expect that the proposed amendments will strengthen control in this area and, as a result, will increase the effectiveness of protecting the rights of consumers, as well as bona fide entrepreneurs who avoid such tricks in their activities,” noted Tatyana Golikova.

    In addition, in December of last year, amendments were made to the Code of Administrative Offences, which increased the amount of administrative fines for failure by entrepreneurs to submit notification of the commencement of activities and increased the statute of limitations for bringing to administrative responsibility from three to six months.

    An equally important block is science. The service has a unique scientific base, its infrastructure is constantly being modernized.

    Breakthrough research for biological safety is carried out by Rospotrebnadzor scientific institutions, including within the framework of the Federal Scientific and Technical Program for the Development of Genetic Technologies. The latest candidate vaccines against especially dangerous infections have been developed. Plague and tularemia vaccines are already undergoing preclinical trials.

    “49 new rapid tests for diagnosing infections have been created, and the range should be expanded to effectively identify biological threats. The indisputable merit of the service’s scientific organizations is technological independence in the development and production of diagnostic test systems. Today, 100% import substitution of test system production has been ensured, with the release of up to 1 million kits per year,” the Deputy Prime Minister emphasized.

    The work of the World-Class Genomic Research Center based at the service’s scientific institutions will continue in 2025–2030.

    An equally important block of tasks is international cooperation. The Service monitors and controls infections at near and far approaches. Today, the Service interacts with 30 countries, constantly works in joint centers in Southeast Asia and Latin America. 41 mobile laboratories have been transferred to 16 countries to ensure biological safety. In 2024, the warning and response system in the single epidemiological space of the CIS was strengthened. Fulfilling the initiative of the President of Russia, announced at the Russia-Africa summit in 2023, the geography of the presence of Rospotrebnadzor specialists in Africa has been expanded to 15 countries.

    Tatyana Golikova thanked her colleagues for their success in defending Russia’s position at the WHO and preventing changes to international health regulations.

    All achievements are impossible without the main thing – professional staff. Today, the service employs about 15 thousand young specialists under 35 years of age – this is almost a quarter of all employees. Tatyana Golikova thanked the employees of Rospotrebnadzor for their work and wished them new successes.

    In his speech, Health Minister Mikhail Murashko spoke about the joint work of Rospotrebnadzor and the Ministry of Health, aimed at reducing the total duration of temporary disability among unemployed citizens. By 2030, it is planned to reduce this figure by 15%.

    Anna Popova emphasized that Rospotrebnadzor actively protects consumer rights in court, which ensures a high level of legal protection in the consumer market. In 2024, 94–98% of claims were made in favor of consumers, the amount of awarded payments amounted to 4.2 billion rubles.

    As part of the federal project “Sanitary Shield of the Country”, a unique fleet of mobile laboratories has been created, which allows for a prompt response to risks: anywhere in the country within 24 hours and in the world – within 48 hours. Since 2023, the AIS “Perimeter” has been operating at 241 checkpoints to assess epidemiological risks in real time. Remote thermometry and testing at the border have also been introduced, and mobile sanitary and quarantine complexes with laboratory support have been installed in 14 constituent entities of the Russian Federation.

    Territorial bodies of Rospotrebnadzor and hygiene and epidemiology centers operate in the Donetsk People’s Republic, Luhansk People’s Republic, Zaporizhia Oblast and Kherson Oblast.     “Of the seven subjects of the North Caucasus Federal District, five have already completed the resettlement of emergency housing that was recognized as unfit for habitation before January 1, 2017. Moreover, in the Kabardino-Balkarian, Karachay-Cherkess, Chechen Republics and the Republic of Dagestan, they have begun resettling citizens from houses recognized as emergency after 2017,” said Ilshat Shagiakhmetov, General Director of the Territorial Development Fund.

    In Krasnodar Krai, the implementation of a large-scale project to build a bypass around Adler continues. It will be part of a prospective road that will run from the federal highway M-4 “Don” to the city of Sochi. Currently, active work is underway on the western section of the future bypass, in the microdistrict of Kudepsta. This was reported by Deputy Prime Minister Marat Khusnullin.

    “We work daily to create comfortable living conditions for citizens, including improving the transport accessibility of the regions. This plays a key role in the development of the economy and other industries. As part of the modernization of the road network in the south of the country, we are building a bypass of Adler. The new road will reduce travel time to the Sochi airport and Krasnaya Polyana and ensure the withdrawal of transit transport from the resort area of Adler. Currently, active work is underway in the Kudepsta microdistrict, on the western side of the future highway. Drilling of wells for the supports of the overpass leading to the Kudepsta sanatorium has begun at the site. Reconstruction of a section of the Sukhum highway is planned in this area, powerful retaining walls will be erected, and the access road to the sanatorium and the existing underground pedestrian crossing will be reconstructed,” said Marat Khusnullin.

    The Deputy Prime Minister noted that the construction of the Adler bypass, with a total length of about 10 km, is divided into several stages. Most of the artificial structures in both the Kudepsta microdistrict and the village of Vysokoye will be erected as part of Stage IV. A positive conclusion from Glavgosexpertiza and permission for its construction were received in January of this year.

    Also, according to the Chairman of the Board of the state company Avtodor, Vyacheslav Petushenko, in order to build the transport interchange of the Adler bypass with the A-147, concreting of the supports of the bridge crossing over the Kudepsta River is being carried out simultaneously in several sections.

    “To save time on the delivery of necessary construction elements, several machines for the production of reinforcement cages were installed directly at the construction sites. At the same time, we are working in the village of Vysokoye in the Adler district, where the bypass will begin. Here, we have begun concreting the foundations of the U-turn overpass across the high-speed direction of the A-149 highway. We are also continuing to expand the overpass as part of the future interchange at the Eastern Portal. After reconstruction, it will become a two-lane one, and we plan to open traffic on it already in the current resort season,” said Vyacheslav Petushenko.

    Currently, 74 units of special equipment and up to 400 specialists are involved in the construction of the Adler bypass.

    In Moscow, the next meeting of the government commission to coordinate work to eliminate the consequences of the emergency caused by the sinking of tankers in the Kerch Strait in December 2024 was held under the chairmanship of Deputy Prime Minister Vitaly Savelyev.

    At the commission meeting, the final version of the disposal of fuel oil from the sunken fragments of the tanker Volgoneft-239 and the tanker Volgoneft-212 was adopted.

    “The final option for the disposal of fuel oil from sunken ships involves installing special engineering structures around them – cofferdams, which will isolate the fuel oil on the tankers, 3919 tons, and prevent its spillage in the Black Sea. When choosing the final option, we were guided mainly by issues of ensuring environmental safety in the emergency area. In the future, the fuel oil from the tankers will be pumped out through technological hatches in the cofferdams, and the cofferdams themselves will be disposed of together with the sunken parts of the ships. The implementation of this project will not interfere with shipping and will allow us to withstand storms at sea,” noted Vitaly Savelyev.

    The House of Scientists hosted the next meeting of the Akademgorodok Interscientific Contacts Club, dedicated to the 100th anniversary of the birth of the outstanding mathematician, academician of the USSR Academy of Sciences, Gury Ivanovich Marchuk.

    Guriy Ivanovich was the author of almost 1,400 scientific papers and 46 books on computational and applied mathematics. His scientific achievements include methods for calculating nuclear reactors, forecasting weather and tsunami risks based on mathematical modeling, and he was one of the authors of a new scientific field — mathematical modeling in immunology and medicine. And this is only part of his contribution to world and domestic science. In recent years, he devoted much time to global problems of climate change, pollution of the planet, and preserving the planet’s gene pool.

    G.I. Marchuk devoted a lot of time and effort to scientific and organizational activities, heading the State Committee on Science and Technology in the rank of Deputy Chairman of the Council of Ministers of the USSR, the Siberian Branch of the USSR Academy of Sciences (1975-1980) and becoming the last President of the USSR Academy of Sciences.

    When talking about the legacy of Gury Ivanovich, his teaching activities, to which he also devoted a lot of time, are less often remembered. And in his speech at the meeting of the Club, the rector of the Novosibirsk State University, academician of the Russian Academy of Sciences Mikhail Fedoruk partially filled this gap, presenting a number of rare archival documents and photographs related to the work of G.I. Marchuk at the university.

    — Gury Ivanovich came to work at NSU almost immediately after moving to Akademgorodok in 1962 as a half-time professor in the Department of Computational Mathematics. In subsequent years, he worked in various departments and, despite the enormous workload in scientific and management work, he always treated teaching activities very carefully and responsibly, — said Mikhail Fedoruk.

    Students also noted Gury Ivanovich’s very polite and friendly attitude towards everyone at the university, whether a teacher or a student. They even came up with a humorous unit of measurement for politeness – “guryi”, claiming that the average person’s politeness level is measured in “microguryi”.

    — It is impossible to overestimate the opportunity to study not just from textbooks, but from those whose work later becomes the basis for writing these textbooks. Thanks to the traditional cooperation between NSU and the Siberian Branch of the Academy of Sciences, our students have always had such an opportunity to study from the best, starting with the founding fathers of Akademgorodok, which was reflected in the quality of their education. And Marchuk’s example clearly shows that the scientists themselves paid great attention to the training of new generations of researchers, finding time for this even with the busiest work schedule, — summed up Mikhail Fedoruk.
