    A meeting on the results of the activities of world-class scientific centers (WCSC) was held at the Government Coordination Center under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. The meeting presented the results of the WCSC’s work over the five years of the program’s implementation – from 2020 to 2024.

    “World-class research centers were created in 2020 as part of the national project “Science and Universities”, the implementation of which was completed last year. On the instructions of President Vladimir Putin, a new stage of the centers’ development will be implemented as part of the state program “Scientific and Technological Development of the Russian Federation”. Over time, they were reoriented from fundamental centers to applied tasks, while showing high results. NCMUs ensure the rapid entry of in-demand technologies into the market. Today, we see good indicators of their extra-budgetary financing – 34% of the budget part, which indicates their demand in the market,” the Deputy Prime Minister emphasized.

    Last year, President Vladimir Putin clarified the strategic goal-setting in the field of science. Dmitry Chernyshenko noted that it is especially important to concentrate efforts on the tasks set by the head of state. In accordance with current challenges, the country’s strategic priorities in the field of science and technology have been updated. State support measures will be focused on them.

    The competition for support of world-class scientific centers will be announced this week.

    “This year’s competition will be aimed at creating centers of the same format as the existing ones, but with an eye on the development and implementation of the most important science-intensive technologies up to and including the sixth level of technological readiness. The Ministry of Education and Science has carried out work to take into account the areas of the humanitarian and social profile,” said Dmitry Chernyshenko.

    The head of the Ministry of Education and Science, Valery Falkov, paid special attention to attracting young specialists to world-class scientific centers. According to him, the NCMU creates opportunities for young researchers to manage scientific projects, thereby motivating talented young people to engage in science and increasing the prestige of the scientific profession. Thus, 38% of the research conducted by the centers was carried out under the supervision of young (under 39 years of age) promising researchers.

    The NCMU employees have been awarded the highest level of prizes and awards for the results they have created. In particular, Irek Mukhamatdinov, a senior researcher at the NCMU “Rational Development of Liquid Hydrocarbon Reserves of the Planet”, became a laureate of the Russian Presidential Prize in Science and Innovation for Young Scientists for 2022.

    Representatives of world-class scientific centers also spoke about developments that have practical significance.

    Rector of Peter the Great St. Petersburg Polytechnic University Andrey Rudskoy reported that the National Center for Advanced Digital Technologies has created a platform for the development and application of digital twins CML-Bench®. Compared to traditional approaches, the development of products and goods based on digital twin technology can reduce time, financial and other resource costs by 10 times or more. The prototype of the digital platform has been demonstrated and tested in operational conditions.

    In addition, technologies have been developed for producing metal-matrix composite materials using additive manufacturing. This is a reserve for the production of lithium-ion batteries with controlled three-dimensional micro- and macrostructure, improved energy capacity characteristics.

    Rector of the Russian State Agrarian University – Moscow Timiryazev Agricultural Academy Vladimir Trukhachev reported that the NCMU “Agrotechnologies of the Future” created 11 new varieties of peas using genetic technologies that accelerated the ripening process twice as much as traditional selection. Several large Russian producers have already begun to purchase peas of the new varieties.

    Vice-Rector of Kazan (Volga Region) Federal University Danis Nurgaliev noted that the National Center for Mining and Metallurgical Research “Rational Development of Liquid Hydrocarbon Reserves of the Planet” has implemented industrial scaling of in-situ oil refining technology using catalysts that can increase well flow rates by 20–100% and reduce the content of toxic metals in oil within the formation.

    A number of effective technologies of the NCMU are currently being replicated not only in Russian but also in foreign companies and act as import substitutes for products of such companies as Shell and Schlumberger.

    More than 20 low-tonnage chemical products developed by the center to improve the efficiency of oil field development are already being successfully used in practice.

    Efim Khazanov, chief researcher at the Gaponov-Grekhov Institute of Applied Physics of the Russian Academy of Sciences, reported that the Center for Photonics has developed a fractional rejuvenation device based on a powerful ytterbium fiber laser used in medical cosmetology for skin rejuvenation by laser exposure. In 2024, serial production of a cosmetology device based on a laser developed at the center was launched.

    Kirill Sypalo, Director General of the Central Aerohydrodynamic Institute named after Professor N.E. Zhukovsky, said that the NCMU “Supersonic” has created a unique infrastructure to support work on the layout of a supersonic passenger aircraft. The use of such optimal layouts will reduce operating costs per flight by three to four times (in relation to first-generation supersonic passenger aircraft).

    Intelligent systems for monitoring and ensuring cybersecurity of onboard equipment and systems of supersonic passenger aircraft have also been developed.

    Leonid Gokhberg, First Vice-Rector of the National Research University Higher School of Economics, noted that the Center for Interdisciplinary Research of Human Potential has created 40 unique databases on human potential development, half of which are international. The total number of users is more than 20 thousand people worldwide. The databases are used to evaluate family, demographic and economic policies and international research.

    In conclusion, Dmitry Chernyshenko instructed world-class scientific centers, together with the Ministry of Education and Science, federal authorities – curators and industrial partners, to present plans for the further use of the results obtained within the framework of the centers’ programs.

    The meeting was also attended by Vice President of the Russian Academy of Sciences Stepan Kalmykov, representatives of the Ministry of Labor and Social Protection, the Ministry of Agriculture, the Ministry of Industry and Trade, the Ministry of Digital Development, the Ministry of Energy, the Federal Agency for Subsoil Use and others.

  • MIL-OSI Russia: NSU students are prize winners of the Siberian Federal District

    The Siberian Federal District Championship in fencing with epees among juniors under 23 and in cross-country skiing among young men aged 17-18 were held. NSU students performed excellently as part of the Novosibirsk Region national teams.

    First place in the overall team standings and second place in the ski relay was taken by first-year student of the FF Alexander Nemov, and he is now preparing to participate in the Russian Championship.

    In epee fencing, student Artem Tsaplin (GGF) took 3rd place in the team competition.

    At the popular science marathon “Darwin Week” junior researcher of the A. A. Trofimuk Institute of Oil and Gas Geology and Geophysics of the Siberian Branch of the Russian Academy of Sciences, engineer of the scientific and educational center “Evolution of the Earth” Faculty of Geology and Geography of Novosibirsk State University, paleontologist Vsevolod Efremenko told which dinosaurs lived in Chukotka and Sakhalin, where to look for their remains and how representatives of the paleofauna adapted to life beyond the Arctic Circle. At present, it is reliably known that 12 species of dinosaurs lived in Siberia. Scientists have discovered about 30 places in Russia where their remains have been preserved to this day, but this does not mean that dinosaurs lived only in those places. It is possible that they lived everywhere, but, unfortunately, bones and teeth, and even more rarely – imprints of feathers and fur, are preserved only in certain conditions.

    — Scientists very rarely find complete dinosaur skeletons. Even finding bone joints is a great success for paleontologists. In 95% of cases, they find teeth, vertebrae, bones or their fragments, parts of skulls and jaw fragments. A significant part of the finds are shells, remains of insects and other invertebrates, imprints of fish and fossil plants — in terms of biomass, they all significantly exceeded dinosaurs. In addition, for their remains to be preserved for tens of millions of years, special conditions are required, which are possible when many factors come together, which is a rather rare phenomenon. Nevertheless, all this makes our work more interesting, — said Vsevolod Efremenko.

    The remains of dinosaurs should be looked for in sedimentary rocks, which are the compressed remains of ancient lakes, rivers and swamps. They are usually formed in an aquatic environment, contain fossils and are destroyed fairly quickly on the earth’s surface. The remains of prehistoric animals are not preserved in volcanic and metamorphic rocks. Success in the search for dinosaurs can be expected if it is possible to determine the places where the shores of seas, rivers or lakes, as well as swamps, used to be, and to determine the excavation sites by their contours.

    At the beginning of the Cretaceous period, 145 million years ago, the position of the continents on our planet was already close to the modern one, only the oceans occupied a significantly larger area, and there were no polar ice caps in the polar region. In Siberia and Asia there was a mountainous terrain, and dinosaurs could have lived in the intermountain plains along the banks of rivers and lakes. Closer to the extinction – 66 million years ago – the continents occupied an even closer position to the modern one, and sedimentary basins are almost no longer observed in Siberia. Accordingly, there are almost no sedimentary rocks in which paleontologists can count on finds from that period. Therefore, the remains of dinosaurs of that period could not have been preserved. But in the Far East, the situation was different, so paleontologists discover very interesting finds there.

    — The climate in the Cretaceous period was quite comfortable for dinosaurs — moderate in the Arctic, warm northern in Siberia, and close to subtropical in the Transbaikal Territory. This is evidenced by the climatic reconstruction made on the basis of paleoflora. Dinosaurs could easily settle throughout the territory of Eurasia, Siberia, including Chukotka and Sakhalin. Even in Antarctica, fossil birds are found that once felt quite comfortable in those places, — explained Vsevolod Efremenko.

    The most ancient dinosaurs discovered in Russia lived in the Jurassic period (201-145 million years ago). In Siberia, two of their locations are known – in the Krasnoyarsk and Transbaikal regions.

    The most famous dinosaur of Transbaikalia was found in the vicinity of the village of Kulinda. Scientists have named it Kulindadromeus transbaikaliensis. It lived in these places about 168 million years ago. It was a small non-avian dinosaur of modest size (about the size of an average dog) covered in feathers and scales. It combined bird and reptilian features and was most likely warm-blooded.

    In the Krasnoyarsk Territory, in the vicinity of the village of Sharypovo, the remains of two dinosaurs of the Jurassic period were discovered: several bones of the predatory tyrannosaurid kilesk (a distant relative of the tyrannosaurus) and many bones of several stegosaurs, from which a whole skeleton was later assembled. Surprisingly, the bones of this herbivorous dinosaur were found among numerous shells of prehistoric turtles in a coal quarry.

    — Paleontology is a very creative science. We can guess from individual bones what genus and species of dinosaur they belong to, and then reconstruct the entire skeleton. This was the case with the kileskos, which hunted stegosaurs. The remains of these ancient animals are found next to each other. But in order not to damage the priceless finds, the paleontologist must work very carefully in the excavation. Since all the bones are scattered, it is necessary to clearly record the position of each of them, so that when assembling the dinosaur skeleton, you do not end up with a chimera, — the paleontologist explained.

    In the Cretaceous period (145-66 million years ago), the diversity of dinosaurs was enormous. At least a dozen sites of their remains have been discovered in Siberia. One of the largest is in the vicinity of the village of Shestakovo in the Kemerovo region. It was here that paleontologists found a large number of bones and even entire skeletons of Psittacosaurus sibirica, a small dinosaur that lived here 125-100 million years ago. The remains of the sauropod Sibirotitan were also found at this location — large cervical vertebrae. These 20-ton giants shared this territory with Psittacosaurus, as well as the recently discovered Ceratosaurus kiyakursor. It was a very mobile, long-legged, small dinosaur. Scientists have found parts of its skeleton — the humerus, cervical vertebrae, a fragment of the girdle of the forelimb, as well as the bones of the hind limb in anatomical articulation. Unfortunately, neither the skull nor its parts were found, and scientists cannot yet say with complete certainty whether this dinosaur was a predator or a herbivore.

    The northernmost dinosaur site is Teete in the Republic of Sakha (Yakutia). During the Cretaceous period, the climate here was warm and mild. Here, paleontologists have discovered stegosaurid teeth and vertebrae, as well as sauropod teeth.

    — Over three field seasons, expedition members collected a rich collection of teeth and vertebrae of small therapsids and salamanders. Remains of turtles, fish, lizards and extinct reptiles were also found. Surprisingly, this territory is a refugium — a region where species of ancient animals that have already become extinct in other places have survived for a long time, — said Vsevolod Efremenko.

    The scientist also spoke about other paleontological finds indicating that dinosaurs lived in Chukotka, Sakhalin and the Far East. Herbivorous duck-billed hadrosaurs lived in Chukotka, as well as ceratopsians – it was previously believed that they inhabited only North America. Eggshells were also found, which means that dinosaurs did not end up in the polar latitudes as a result of migration. They constantly lived and reproduced in these places.

    Many significant finds were made in Blagoveshchensk in the Far East. One of the most striking is the duck-billed dinosaur Olorotitan. The uniqueness of the find was that at the time of its discovery it was the most complete articulated dinosaur skeleton discovered in Russia. Its body length was approximately 8 meters, height – 3.5 meters, and weight could reach 3 tons.

    The richest finds were made in the Transbaikal Territory. They belong to the Jehol biota – these are fossil remains of feathered dinosaurs, birds, mammals and plants, which are found in large quantities in the Lower Cretaceous deposits of North-Eastern China. So far, these unique locations of ancient fauna have not been fully studied and, according to Vsevolod Efremenko, there is enough work for many generations of paleontologists.

  • MIL-OSI Russia: IMF Executive Board Concludes 2024 Article IV Consultation with Angola

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with Angola.

    Angola’s economy recovered in 2024 as the oil sector rebounded. GDP growth is estimated to have reached 3.8 percent, surpassing earlier projections, and the recovery broadened to the non-oil sector. The public debt-to-GDP ratio declined in 2024, benefiting from higher nominal GDP growth and sustained primary surpluses. However, fiscal consolidation efforts waned, and buffers built during the 2018–21 EFF—supported program are being eroded by fiscal slippages from higher capital expenditures and a slower fuel subsidy reform.

    Inflation remained elevated driven by exchange rate pressures and higher food prices. The central bank raised monetary policy rate by 150 bps in 2024 and streamlined liquidity management, resulting in a better alignment of the interbank rate with the policy rate. The currency depreciated by over 10 percent against the U.S. dollar in 2024. Adverse market expectations and a high external debt service continue to weigh on the exchange rate. The government’s active cash and debt management helped mitigate liquidity pressures.

    The recovery is expected to continue but risks to the outlook remain high. Growth is expected to remain at 3 percent in 2025 while inflation is projected to ease with the fading of cost-push factors. The resolution of maintenance bottlenecks in key extraction blocks and government-led efforts to incentivize production should help sustain oil production. However, high external debt service constrains development spending, and oil dependence remains a drag on sustainable growth. Liquidity risk could intensify should financing conditions deteriorate, further crowding out social spending, and exerting pressures on the exchange rate. Moreover, with presidential elections scheduled for 2027, an early start of the political cycle risks slowing down the implementation of economic reforms. On the upside, higher oil prices, positive spillovers from further global monetary policy easing, and stronger non-oil FDIs, including through the Lobito Corridor development, could improve the medium-term outlook.

    “Executive Directors agreed with the thrust of the staff appraisal. While welcoming the economic recovery, they highlighted the continued risks from oil price volatility and debt vulnerabilities. Against this background, Directors emphasized the urgency of accelerating structural reforms to strengthen macroeconomic and financial stability and foster diversified and inclusive growth.

    “Directors stressed that returning to a fiscal consolidation path is critical to strengthen buffers and create space for development needs. They emphasized the importance of fully implementing fuel subsidy reforms accompanied by mitigating measures to protect the most vulnerable and intensifying non‑oil revenue mobilization efforts. Directors also advised rationalizing public investment and improving spending efficiency in line with the 2019 PIMA recommendations, strengthening public financial management, including the procurement framework and SOE reforms, and improving cash and debt management to mitigate liquidity risks and support a timely return to markets.

    “Directors stressed the need for monetary policy to maintain a tightening bias to ensure durable disinflation. They called on the authorities to strictly adhere to the ceiling on government loans to safeguard international reserves and contain inflationary pressures. Directors welcomed the authorities’ efforts to streamline liquidity management to enhance monetary policy transmission, as well as to improve foreign exchange market functioning and exchange rate flexibility as part of the transition toward an inflation‑targeting framework.

    “Directors underlined the need to continue addressing financial sector vulnerabilities. They called on the authorities to address AML/CFT weaknesses to achieve swift removal from the FATF grey list. Directors emphasized the importance of effectively implementing new supervisory regulations and developing a robust financial stability framework, including strengthened safety nets. They advised addressing remaining vulnerabilities from the sovereign‑bank nexus, high NPLs, and problem banks, and looked forward to the upcoming FSAP assessment.

    “Directors supported the authorities’ National Development Plan to achieve more diversified and resilient growth. A key focus should be on market‑friendly policies to streamline business regulations, enhance governance, fight corruption, develop human capital, and deepen financial inclusion. Stronger statistical capacity is also needed to support sound policy making.

    It is expected that the next Article IV consultation with Angola will be held on the standard 12‑month cycle.”

In the conditions of global competition, we need to ensure the accelerated development of the educational system together. Our goal is to create equal and decent conditions for teachers, increase the prestige of the profession, raise its social status, attract young personnel to schools and retain them,” said Dmitry Chernyshenko.

    The Deputy Prime Minister also noted the importance of ensuring equal access to quality education regardless of place of residence. To this end, thanks to the implementation of the national project “Education”, about a million school places have already been created, and within the framework of the national project “Demography” – almost 250 thousand places in kindergartens, and the construction of new facilities is planned within the framework of the national projects “Youth and Children” and “Family”.

    Dmitry Chernyshenko emphasized the growing demand for blue-collar jobs and professions. The “Professionality” project has been implemented since 2022.

    “As of today, 493 clusters have been created in 81 regions in 24 sectors of the economy and social sphere within the framework of “Professionality”. We strive to ensure that by the end of 2026 the project covers all 89 regions of Russia, and by 2030 a total of 940 clusters have been created,” the Deputy Prime Minister noted.

    The Government and the Federation Council also actively cooperate in the formation of regional policy in the field of intellectual property.

    “In the context of modern challenges, it is necessary to clearly define strategic directions for the development of education in the country. Government hour will be devoted to this topic,” said Lilia Gumerova, opening the meeting.

    According to her, during 2024, the committee carried out a number of events to improve the domestic education system. Recommendations were prepared, including on resolving issues of reducing the bureaucratic burden, improving the mechanisms for conducting the unified state examination, developing career guidance, secondary vocational education, pedagogical education, improving the higher education system, including the mechanism of targeted training, taking into account the experience of the admissions campaign in 2024.

    On the eve of Defender of the Fatherland Day in Military training center The HSE hosted ceremonial meetings and creative evenings of student amateur performances. Such events are held here every year on the eve of February 23, and not only HSE students, but also students from partner schools and honorary guests take part in them.

    “Conquer new heights”

    The guest of honor at the ceremonial meeting and creative evening of 4th-year students was Vice-Rector Sergey Rozhkov. After the State Flag of the Russian Federation, the flag of the HSE Military Training Center were carried out and the Anthem of the Russian Federation was performed, he congratulated all those present on Defender of the Fatherland Day.

    “I wish you good health, happiness and prosperity, to always move forward, and not to stop in the face of difficulties. You will have to conquer new heights, and it does not matter whether they will be connected with the specialty you have chosen or with service in the Armed Forces – as far as I know, we also have those who want to join the military service. And today we remember those who conscientiously fulfilled their military duty – in every home, in every family, there are reminders of the heroism of our grandfathers and fathers. Military exploits and traditions will never be forgotten,” he said.

    The Hero of Russia recalled the soldiers and officers who died during the SVO, including those who were personally known to the teachers of the Military Training Center. Those present in the hall honored their memory with a minute of silence.

    Award ceremony

    Vladimir Korgutov reported that in the run-up to Defender of the Fatherland Day, congratulations were sent to the Military Training Center “from many of our colleagues and comrades.” Among them were representatives of universities from different regions of Russia where military training centers operate. “We also congratulate them and advocate for us to have more joint projects,” he added.

    A teacher received a commemorative badge of the city of Moscow “80 years of the Battle of Moscow” Department of Aerospace Forces Alexander Lyubimov.     This year, not only students of the Military Training Center performed at the creative evenings, but also invited performers and creative groups, for example, the vocal studio “Kladez” from the Moscow State Technical University of Civil Aviation under the direction of Oksana Kazakova. Famous songs of the war years and modern works were performed, including those written by the students themselves. A quiz on military topics was also organized for fourth-year students.

    Yaroslav Rodkin, 2nd year student of the OP “Strategy and production in communications“, acted as the host of the creative evening and read poems of his own composition. “I dedicated the poem “Soon Home” to the soldiers who are awaited at home, because at the front it is important to feel the support of relatives, and the poem “A Bullet Flies” – to the soldiers who died in battles for Russia,” he explained.

    Petr Kutukov, 2nd year student of the OP “Right“, performed the song “We Need One Victory” at two creative evenings – for his classmates and for fourth-year students. The participation of younger fighters in a concert for older ones is another tradition that helps pass the baton and strengthen the spirit of camaraderie.

    “I studied music in my school years and I love singing for the soul. I try to participate in extracurricular activities, and the concert for Defender of the Fatherland Day is a good opportunity to prove myself. This holiday is close to me: my great-grandfather, born in 1898, took part in four wars, my father and grandfather were officers. War songs have a special energy, many of them are written by people who know firsthand what war is,” said Petr.

    “The baton is in safe hands”

    Another tradition of the VUC is a farewell speech to graduates. At the end of the creative evening for 4th-year students, it was delivered by ordinary professor Adam Nizhalovsky.

    He reported that the HSE Military Training Center is one of the best among 137 military training centers in the country, and is distinguished by the high quality of students typical of the HSE, and a unique faculty: 2 generals, 20 colonels, 13 lieutenant colonels, 1 major, 1 “growing lieutenant”. Among them are 16 doctors and candidates of science, 11 combat veterans, including 4 holders of the Order of Courage, 2 holders of the Order “For Military Merit”.

    “We are the only military training center that has been commanded by a Hero of Russia for over ten years,” Adam Nizhalovsky emphasized. He assured those gathered that the baton is in good hands and that HSE graduates “will form the core of the country’s mobilization resource.”

    Then Tatyana Kravets, the guest of honor, the principal of School No. 1251 named after Charles de Gaulle, spoke, attending the event together with her students. She noted that today’s officers and students are growing up in schools. “We admire you. You were and remain our hope and support, and our graduates will honorably, as expected, replace you at your combat post,” the principal said.

    — a reduced risk weight of 50% for state-owned companies with revenues exceeding 2% of GDP when calculating concentration standards will be applied for a year longer — until January 1, 2029. By that time, the concentration limiter for such companies will be the H30 standard, which will be calculated by systemically important banks;

    — the criteria for the operational independence of companies for determining a group of related borrowers (GRB) have been adjusted. In particular, the requirements for the composition of the board of directors have been simplified. In addition, if the mutual financial obligations of companies in one GRB are small, the companies will be considered operationally independent;

    — the approach to which subsidiaries and dependent companies of the bank may be excluded from the calculation of the maximum risk standard for related parties H25 has been clarified. Financial subsidiaries that finance the business of the bank owners insignificantly will be excluded.

    The Bank of Russia will continue to introduce regulations aimed at reducing concentration risks.     “The reports were devoted to developments in the field of cadastral and market valuation, law enforcement practice of implementing current legislative norms in terms of clarifying the boundaries of land plots. These topics are very relevant in connection with the need to improve regulation in this area. In addition, we presented the interim results of one of the projects within the framework of the SPbGASU program “Startup as a Diploma”: we are talking about the development of an automated system for ensuring cadastral activities,” noted acting head of the department Yana Volkova.

    St. Petersburg State University of Architecture and Civil Engineering student Daria Mineeva (fourth year in the field of Land Management and Cadastres) admits that she did not choose the topic of her report “Provision of land plots to preferential categories of citizens using the example of Chelyabinsk” by chance.

    “The topic is close to me because I am a native of this city and I know very well how sad the environmental situation is there, taking into account the impact of sanitary protection zones of industrial enterprises. Due to the large territories of these zones, the number of land plots for residential development is not increasing. According to the city administration, there are only 13 plots for 850 families. In order to find an opportunity to increase the number of the latter, I am developing a mechanism for providing plots, including a search for lands of undivided ownership, that is, without title documents. In a special information system on the map, I clearly marked the current boundaries of Chelyabinsk, noted the main enterprises with a high level of danger. Thus, you can get the location zones of these plots with one click. It became obvious that the territory allows you to increase the number of plots several times if you solve the labor-intensive issue of determining the location of sanitary zones according to modern requirements. In addition, in the system, citizens can check the characteristics and location of plots. The development will allow us to solve several problems at once: increase the number of sites and the quality of life of city residents, which, in turn, will lead to a decrease in the high level of morbidity,” explained Daria Mineeva.

    “The topic is relevant: landfills pollute the soil, ground and surface water, the atmosphere, and emit unpleasant odors. All these factors reduce the quality of the living environment, which entails losses for owners of real estate located near landfills. These losses must be taken into account. I propose developing a methodology for assessing the environmental impact of landfills in order to determine the zone of their negative impact, and then a methodology for calculating losses,” Vera Voronetskaya said.

  • MIL-OSI Russia: Bashneft’s economic effect from the implementation of the energy saving program in 2024 reached 1 billion rubles

    By the end of 2024, enterprises of ANK Bashneft (part of Rosneft) reduced energy consumption by 71 thousand tons of equivalent fuel due to energy conservation measures. The economic effect from the program implementation exceeded 986 million rubles, which is more than 11% higher than the same indicator of the previous year.

    Improving the efficiency of production assets is one of the key elements of Rosneft’s strategy. The company carries out systematic work aimed at rational use of energy resources and reduction of energy consumption, optimization of electrical loads and thermal processes.

    About 58% of the economic effect was provided by Bashneft-Dobycha (Bashneft’s main operator for oil and gas production), which carried out more than 9.5 thousand activities at wells, reducing energy consumption by 16 thousand tons of equivalent fuel or 568 million rubles.

    At Sorovskneft (Bashneft’s production asset in the Khanty-Mansiysk Autonomous Okrug – Yugra), about 20 million rubles were saved due to the active use of high-voltage submersible electric motors in the mechanized well stock.

    At Bashneft’s Ufa group of oil refineries, the results in 2024 were improved by 55% compared to 2023, which allowed reducing energy consumption by more than 18 thousand tons of standard fuel. Such indicators were achieved due to increased efficiency of equipment and pipelines, as well as improvement of the process control system.

    Bashneft’s petrochemical complex – Ufaorgsintez and Shkapovskoye GPP – provided almost 33 million rubles in savings. A significant share of the effect was achieved by optimizing equipment operation, electrical loads and fuel consumption.

    Bashneft-Retail replaced lighting at a number of petrol stations with energy-saving lamps with an automatic control system, and heating boilers with energy-efficient ones. The measures taken allowed saving 2.2 million roubles.

We introduced schoolchildren to modern professions, helped them understand new and unfamiliar specialties, and also conducted a career guidance test that will help the children choose their future,” said Veronika Aparina.

    The student teams of the Polytechnic University held a traditional fair, where they talked about their work, presented their areas of activity and explained how to get the legendary fighter’s jacket.

    The Polytechnic University teams have existed for over 70 years and are considered the oldest in our country. In 1948, students from the Leningrad Polytechnic Institute named after M. I. Kalinin first went to the construction site of the Alakusskaya hydroelectric power station in the Leningrad region. Since then, polytechnicians have been working in different parts of the country. Today, the Polytechnic has 25 teams of different directions: construction, pedagogical, archaeological, agricultural, service and conductors.

    Participants of one of the largest student associations held competitions, raffles, games, performances and concerts in the Main Building. Activists admit that such events provide an opportunity not only to attract new people, but also to meet friends.

    The Student Team Fair at the Polytechnic University is an event that cannot be missed. Our movement is united by a common goal – to make Polytechnic students feel comfortable around each other not only during trips, but also in everyday life. Each team is different from the others in its people, individuality and atmosphere.     On February 13, representatives of the Almaz-Antey Aerospace Defense Concern visited the scientific and technical laboratories of the Institute of Mechanical Engineering, Materials and Transport (IMMT) of SPbPU. The purpose of the visit was to get acquainted with advanced technologies in the field of additive manufacturing, materials processing and engineering developments.

    Specialists from Almaz-Antey’s production units were shown 3D printing with ceramics and metal — technologies for jet application of binders and selective laser melting of metal powders. The possibilities of 3D printing of polymer composites based on extrusion were also demonstrated.

    The delegation became familiar with plasma spheroidization of powder materials – a process for synthesizing powders of unique alloys suitable for use in additive technologies.

    In the area of low-tonnage production and 3D printing of large-sized parts, guests were shown WAAM (electric arc growing) technology and a section for post-processing printed parts.

    At the Russian-German Center for Laser Technologies, guests saw how parts are repaired using direct laser growth, and how damaged parts and components are restored using laser technologies.

    During the visit, Almaz-Antey representatives discussed with the polytechnicians the prospects for cooperation in the development of new materials and technologies that can be used in the defense industry. Particular attention was paid to the issues of introducing additive technologies into production processes.

    We highly appreciate the level of developments carried out at IMMiT. We are confident that joint projects will help accelerate the implementation of innovative solutions in our industry, the delegation representatives noted.

    At the end of the visit, the parties expressed interest in further cooperation in solving production problems.

    Researchers from Novosibirsk State University, together with colleagues from the Novosibirsk Institute of Organic Chemistry SB RAS, as well as Ireland, have proven the presence of high anti-cancer activity in a chemical compound that includes cationic antimicrobial peptides (AMP), they are also called host defense peptides. In the future, this compound may become the basis for creating a new effective antitumor drug.

    — This work took quite a long time, three or four years. But as a result, we managed to demonstrate high activity of the compounds on tumor cell cultures. And, in addition, we were able to study the mechanisms of its action at the molecular level — today this is a mandatory condition for registering any new anti-cancer drug at the global level, — said Andrey Pokrovsky, Head of the Department of Fundamental Medicine, Faculty of Medicine and Psychology, NSU, Corresponding Member of the Russian Academy of Sciences.

    The World Health Organization (WHO) has recognized cancer as the second leading cause of death worldwide, with the number of diagnosed cases increasing each year. Chemotherapy remains the mainstay of cancer treatment, but the ability of cancer cells to evade drugs through a number of mechanisms is a major hurdle in therapy.

    This, as well as the rather serious side effects inherent in a number of drugs used in chemotherapy, is one of the main reasons for the active search for new methods of treating the disease. And one of the promising areas here is peptide therapy.

    Previously, the combination of AMP with a bioactive molecule showed good results in the creation of antimicrobial drugs. It was also found that some peptides specifically recognize and bind to membrane proteins of tumor cells, exerting an antitumor effect. It was this property that the Novosibirsk scientists used in their study.

    — As a result, the obtained compound provided targeted delivery to cancer cells of one agent causing DNA damage and a second agent preventing reparation. Thus, it is possible to achieve programmed cell death in tumor tissues. It is clear that at this stage we are not talking about a medicine; for this, the compound needs to go through a long path of preclinical and clinical trials, but this part of the work is beyond the competence and capabilities of the team that conducted this study, — noted Andrey Pokrovsky.

    Interest in such compounds among Russian manufacturers is not very high yet – currently in our country the production of pharmaceuticals whose action is based on peptides is practically not developed. But on a global scale this direction is developing rapidly, and the presence of relevant competencies and experience in carrying out such research projects among NSU employees can be considered work for the future.

    The activities planned using the increased funding include the construction of an embankment in Khabarovsk Krai, the creation of the Mine Town Park in Vladivostok, as well as an innovative scientific and technological center on Russky Island, the construction of a bridge across the Bira River in Birobidzhan, the reconstruction of the Birobidzhan-Ungun-Leninskoye highway, and the modernization of outdoor lighting in the city of Svobodny in Amur Oblast and in the city of Chita in Zabaikalsky Krai.

    “By the Government’s decision, we will secure funding obligations for five Far Eastern regions in the amount of almost 32 billion rubles for 12 years, starting in 2027. We will take them into account when forming the federal budget for the corresponding periods,” Mikhail Mishustin noted atGovernment meeting on February 20.

    The Far Eastern concession mechanism is one of the main instruments for implementing plans for social development of economic growth centers in the Far East regions.     The Olympiad has been held for five years in a row, and this year, for the first time, students in grades 10–11 will be able to join in. You can take part any day up to and including April 3 on the educational platform Uchi.ru.

    Schoolchildren will learn how to plan a budget, assess risks, and resist fraudulent schemes. They will also try themselves in the role of entrepreneurs — they will analyze input data, forecast demand, and manage resources in their own project to increase profits. The tasks are adapted for all age groups: primary school students will get acquainted with the basic concepts and principles of financial literacy, and high school students will work out scenarios with changing conditions.

    The Olympiad will open with an online lesson by Vadim Uvarov, Director of the Information Security Department of the Bank of Russia, “Droppers: How to Avoid Fraudsters.” The broadcast will take place on March 4 at 9:30 Moscow time and will be available onevent page, in the personal accounts of users on the platform Uchi.ru, as well as in the official community of the Bank of Russia inVKontakte, where participants will be able to ask questions to the speaker.

    “Fraudsters are increasingly involving teenagers in their schemes, mainly via the Internet under the pretext of easy money. During the lesson, I will talk about common traps that criminals lure young people into. We will talk about what droppering is and what the risks are. The lesson will also be useful for parents: I will give some practical advice on how to help a child avoid becoming an accomplice to financial crimes,” Vadim Uvarov noted.

    To participate, you must register. on the website or log in using your login and password from Uchi.ru. Depending on the result, participants will receive a certificate, diploma or diploma, and teachers will receive letters of thanks.
