  • MIL-OSI Russia: Polytechnic University and Rekond Plant Open Joint Laboratory

    The Polytechnic University and the university’s industrial partner, JSC Rekond Plant, opened a joint laboratory at the Institute of Electronics and Telecommunications of SPbPU to study promising elements of the electronic component base (ECB) — capacitors and resistors — and to train highly qualified specialists in areas related to the plant’s activities.

    The Rekond plant provided the institute with modern, expensive equipment for free use: two units for measuring the electrophysical parameters of passive electronic components for capacitors and resistors.

    The laboratory was created within the framework of implementation of the roadmap of the strategic partnership between the university and the company based on the scientific laboratory “Passive Electronics (REKOND-Polytech)”, which has been operating since December 2024.

    “Today, students are interested in high-tech science-intensive production, and it is very pleasant that serious enterprises are ready to participate in the training of future personnel, a new generation of engineers,” said Maxim Pasholikov, Vice-Rector for Youth Policy and Communication Technologies at SPbPU, at the opening of the laboratory. “Thank you for fulfilling an important mentoring function for our youth by coming to our site and allowing them to work on such equipment.”

    Andrey Burlakov, assistant to the Plenipotentiary Representative of the President of the Russian Federation in the Northwestern Federal District, who was present at the opening, congratulated the representatives of the university and the plant on the beginning of a new stage of productive interaction and wished to develop cooperation.

    “We have been working closely with the university for a long time, we have established a dialogue, work that is aimed at creating new products within the framework of import substitution. The tasks and challenges that time throws at us show that we cannot exist separately, only together can we achieve good results, – is confident General Director of JSC “Rekond Plant” Yulia Novoselskaya. – We have a huge production base, accumulated experience, but without a scientific approach there will be no intensive development. We need new technologies and materials, and without qualified personnel that your university trains, we cannot move forward. Many students come for practical training, many stay to work. The guys have developed an interest in the industry, in the products that we produce, in the materials from which they are made. Of course, there is some lag behind foreign analogues. But with joint efforts we are reducing it. I invite all students to production, it will be interesting and useful for everyone.”

    Director of the Institute of Economics and Technology Alexander Korotkov noted that the opening of the laboratory took place in the anniversary year of the Polytechnic University and on the eve of the 126th anniversary of the university.

    “The basis of cooperation with the Rekond plant goes back to the times of the USSR, when it was still Positron, and our department of physics, dielectrics and polymers was fully oriented to the needs of the plant’s research activities,” recalled Alexander Stanislavovich. “And today, from our cooperation, we have received a synergistic effect, which allows us to train specialists for the Rekond plant at a new level.”

    “The university should go hand in hand with the industry, only in this case we can set ambitious goals and achieve them,” says Nadezhda Grashchenko, head of the Directorate of Basic Educational Programs. “Educational programs should meet the needs of partners, quickly respond to questions that are raised here and now, but at the same time calculate tasks three or four steps ahead. If we do not set this vector, we will not know where to move. And when new laboratories open, students have access to industrial equipment, such steps are much easier to take.”

    Representatives of other structural divisions of the university also dropped in on the opening. Acting Director of the Higher Engineering Physics School Roman Burkovsky noted that if 30 percent of Polytechnic University classrooms look like the new laboratory, more motivated students will come to the university.

  • MIL-OSI Russia: TGK-1 to open high-tech auditorium at Polytechnic

    TGK-1 and Peter the Great St. Petersburg Polytechnic University have entered into an agreement to provide services for the purpose of improving educational programs for students and programs for special training of power plant workers, as well as for the professional orientation of power engineering students for work in the TGK-1 group of companies.

    Under the agreement, Polytech will integrate cases from the actual operation of TGK-1 power plants into the educational process, offer options for using digital twins of thermal power plants developed by the university for TGK-1 in the educational process, and conduct a sociological study among students. Polytech will use the income from the provision of services to equip a special high-tech classroom designed to train future power engineers.

    We are extremely interested in the Polytechnic University’s competencies in training highly qualified power engineers, the opportunity, starting from the first years, to interact with students – potential employees of TGK-1, as well as competencies in the field of innovation. For our part, we contribute to the improvement of the material and educational base of the university, which improves the quality of training specialists.   • MIL-OSI Russia: Polytechnic University hosted a Digital Hackathon

    The Polytechnic University hosted the first Digital Hackathon, a joint forum for developers in the field of industrial AI, organized by Peter the Great St. Petersburg Polytechnic University and Norilsk Nickel’s leading production complex in the Murmansk region, Kola MMC.

    The hackathon participants searched for dependencies in an anonymous dataset of hydrometallurgical production using both classical machine learning methods and neural networks. The main result of each team’s work was a reasonably chosen method that has the potential for implementation and use in the company.

    The expert jury from SPbPU included teachers of the Higher School of Cyber-Physical Systems Management: Professor Vyacheslav Shkodyrev, Professor Galina Malykhina, Associate Professor Vladimir Khokhlovsky, Senior Lecturer Vitaly Oleynikov. Kola MMC was represented by experts in Data Science and industrial AI: Evgeny Batz, Alexey Kozlov, Ivan Dublensky, Yaroslav Kraynyuchenko. The event was organized by 1st year Master’s student of IMMiT Konstantin Mashyanov.

    My journey at Kola MMC began back in 2022 with an industrial internship at the Profstart enterprise. After that, I dreamed of uniting my beloved employer and my alma mater to create a synergy of science and business that can provide incredible potential for all parties, which we were able to see at the hackathon. Young specialists demonstrated new effective approaches in industrial AI, wise mentors from the university updated the current requests of the business customer and shared their scientific expertise, and respected experts from the industrial partner gave honest, practice- and business-oriented feedback. I believe that through our joint efforts we did not just make a hackathon, but laid the foundation for a platform of the future, capable of generating the maximum effect for three parties with one event: university – student – business, – shared his impressions Konstantin Mashyanov.

    Five teams made it to the final defense. The hackathon can be considered international, as students from seven different countries worked on solving the problems.

    The experts highly appreciated the level of preparation. The hackathon became a real professional test of the competencies of young developers, as well as an initiation into the exciting world of business. In just 10 minutes of defense, the participants had to not only demonstrate the depth of technical development, but also “sell” their solution to a real business, proving its viability and economic effect.

    A hackathon is not just solving a task and defending it, it is a real challenge of adult life, when there is no single correct linear solution to a problem, and the result of teamwork must be presented in an interesting, academically correct, scientifically developed and practice-oriented way. I believe that the teams managed to achieve exactly this result. Also today we are on the threshold when we need to cultivate competent developers capable of implementing domestic solutions that will provide an economic effect and high quality of work at real domestic enterprises to ensure Russia’s technological leadership, – shared SPbPU professor Vyacheslav Shkodyrev.

    After the defense, the experts gave feedback to the participants, talked about which industrial AI models are used in real production, and also said parting words.

    Of course, in real development, it is important to apply various approaches and methods for a more accurate result, focused on the target function of the algorithm. There are no ideal models, any model is an abstraction, so it is important to lower a theoretically working method to a practical task. And in order to really progress, it is necessary to “cook” in the community of professionals, for example, attend events of specialized communities, which are becoming more and more every year, as well as solve problems in the chosen field on specialized sites and participate in competitions, – added AI expert of Kola MMC Alexey Kozlov.

The guys demonstrated, along with classical methods of machine learning, a neural network solution that has sufficient values of MAE, R2 Score, MSE metrics for implementation in industry.     On February 18, a tripartite cooperation agreement was signed at SPbGASU between the university, the Committee for State Control, Use and Protection of Historical and Cultural Monuments of St. Petersburg and the Russian software developer OOO TBS.     A round table on the topic of “Russia’s Migration Policy: Trends and Strategies” was held at the Central House of Scientists of the Russian Academy of Sciences. It was organized by the Scientific Council of the Department of Social Sciences of the Russian Academy of Sciences and the Institute of Demographic Research (IDR) of the Federal Research Center of the Russian Academy of Sciences.

    Vladimir Volokh, professor of the Department of Public Administration and Political Technologies of the State University of Management, member of the Council under the President of the Russian Federation for Interethnic Relations and the Public Council under the Ministry of Internal Affairs of Russia, and Doctor of Political Sciences, gave a plenary report on “Russia’s Migration Policy: Trends and Strategies”.

    The presentation included his monograph “Selected Works”, prepared for the author’s 80th anniversary. The three-volume work is the culmination of many years of research, containing valuable analytical materials devoted to various aspects of migration policy.

    The report examined the problems of migration processes in the context of integration processes and geopolitical turbulence, presented the results of empirical studies of migration at the national and regional levels, as well as strategic directions for the development of state migration policy in Russia.

    The presentation aroused keen interest among leading Russian scientists, experts, researchers, government officials and anyone interested in migration and its impact on society. Representatives of government and public organizations, the scientific community and higher education institutions took an active part in the fruitful discussion that followed.

    Head of the Department of Public Administration and Political Technologies of the State University of Management, Doctor of Historical Sciences, Professor Nikolai Omelchenko emphasized the importance of the presented work and the significant role of the faculty of the department in conducting scientific research, including on the problems of population migration.

    Famous scientists and practitioners in the field of public policy and migration relations formation shared their vision of the migration policy problem: V.Yu. Zorin, A.S. Brod, M.N. Khramova, T.N. Yudina, V.I. Mukomel, V.Yu. Ledeneva, E.A. Nazarova, T.N. Dmitrieva and others, noting the undoubted significance of the presented work.     In addition, in the current epidemiological season, the strains of influenza A viruses of the H3N2 subtype, which prevailed last season, have been replaced by strains of the H1N1 subtype. This is most likely due to the emergence of strong population immunity against viruses of the H3N2 subtype, which many people were vaccinated with and many had mild cases of last season. But the current epidemic season is not over yet (its maximum is usually recorded in February), so there is no need to relax until mid-March, and an increase in the incidence of influenza viruses has clearly emerged in the last two weeks, according to information from the website of the Research Institute of Influenza in St. Petersburg. Few people are currently sick with influenza B viruses, and they usually do not get seriously ill with them, and it does not cause serious complications in more or less healthy people. But older people should be careful for another month, wear masks in public places and avoid contact with young sick people and sick children.

    To protect yourself in the next 2025/26 ARVI season, everyone should get vaccinated against influenza in September-October 2025, because by that time new seasonal vaccines, updated according to the recommendations of the World Health Organization (WHO), will be available.

    Varlen Lvovich Soskin is a participant in the Great Patriotic War. He graduated from the history department of Leningrad State University and completed his postgraduate studies at Novosibirsk State Pedagogical Institute. Doctor of Historical Sciences, Honored Scientist of the Russian Federation, Honored Worker of Higher Education of the Russian Federation, Honorary Professor of NSU. He worked at NSU part-time since 1964, and was one of the founders of historical training at the Humanities Department. Associate Professor (1964–1969), Professor (1969–2017) of the Department of History of the USSR/Russian History.

    V. L. Soskin was the first in Russian historiography to use materials from the Siberian region to show the processes of transformation of cultural institutions in the extreme conditions of the era of wars and revolutions from the point of view of the relationship between the continuity of some and the rupture of others in cultural traditions. He was the first to develop the phenomena of cultural crises during the NEP years, the periodization of the stages of formation and development of the Soviet intelligentsia in the post-revolutionary period, and the mechanisms and factors of its socio-political differentiation in the first decade of Soviet power. V. L. Soskin’s ideas and approaches in the field of historical intelligentsia studies were further disseminated and developed in research centers that were established in the 1990s at the universities of Ivanovo, Yekaterinburg, and Omsk. A prominent researcher of the history of the formation and development of the scientific and educational potential of Siberia in the 20th century: from the emergence of the first organizational forms at the beginning of the century to the formation of the Siberian Branch of the USSR Academy of Sciences. One of the pioneers in adapting the systems approach to the tasks of historical research in the field of culture.

    V. L. Soskin was the executive secretary of the Main Editorial Board of the 5-volume “History of Siberia” (1962–1968), deputy chairman of the organizing committee of the largest All-Union scientific conference of the Soviet period, “The Soviet Intelligentsia and Its Role in the Construction of Socialism and Communism” (Novosibirsk, 1979), was a member of a number of scientific councils on the theory and history of Soviet culture, and the editorial boards of the journals “Intelligentsia and the World” (Ivanovo), “Cultural Studies in Siberia” (Omsk).

    V. L. Soskin is the creator of the scientific direction on the social history of Russian culture, science and intelligentsia, which gained fame and recognition not only in Siberia, but also in Russia. During his half-century of work at the Humanities Faculty, he created a permanent research seminar, in which 131 students received specialization, having defended their final qualifying works. 21 graduates of the Humanities Faculty prepared and defended candidate dissertations under the scientific supervision of V. L. Soskin. In the research works completed by students and dissertators under the supervision of V. L. Soskin, the problems of the history of the culture of Soviet society, professional detachments of the Russian intelligentsia, science and scientists were studied, including the history of the formation and development of the Siberian Branch of the Academy of Sciences. Soskin – graduates of the Humanities Faculty became famous scientists who developed their own scientific directions, employees of research institutes and lecturers of universities.

    The Moscow Exchange Total Return Index set a historical record, at the close of trading on February 17, 2025, its value was 8,199.68 points. This is the highest value of the index since the start of calculation in January 2004. The previous maximum was recorded on October 20, 2021 at 8,125.76 points.

    The Moscow Exchange Total Return Index reflects the change in the total value of Russian shares taking into account dividend payments, which allows for a more accurate reflection of the return that can be obtained on the Russian market over a certain period of time.

  • MIL-OSI Russia: IMF Staff Completes 2025 Article IV Mission to the Maldives

    End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • The Maldives’ economy is expected to grow by 5 percent in 2025, driven by robust tourism activity. Nevertheless, macroeconomic imbalances have continued to widen and risks are tilted to the downside.
    • The immediate policy priority is to restore sustainable public finance and debt. Broad-based fiscal reforms and a comprehensive debt strategy, alongside well-calibrated monetary and macro-financial policies, are urgently needed.
    • Reforms to strengthen climate resilience, improve the business climate and governance, and enhance skill developments will support stronger external competitiveness and strong, sustainable, and inclusive growth.

    Washington, DC: An International Monetary Fund (IMF) mission, led by Ms. Piyaporn Sodsriwiboon, visited Malé during February 3 – 16, 2025, to discuss recent economic developments, the outlook, and the country’s policy priorities in the context of the 2025 Article IV consultation.

    At the end of the mission, Ms. Sodsriwiboon issued the following statement:

    “Thanks to the Maldives’ strong tourism base, growth has held up well. Real GDP growth is projected at 5 percent in 2025, and the opening of airport terminal expansion would ease supply-side bottleneck for tourism and help sustain growth momentum over the medium term. Inflation is expected to rise to 2.3 percent in 2025, partially due to higher import duties. There is large uncertainty around the forecasts and risks are tilted to the downside.

    “External vulnerabilities remain, amid a persistently large current account deficit and pressures on foreign exchange reserves. The overall fiscal deficits and public debt are projected to stay elevated, calling for urgent policy adjustment. Over the medium term, the Maldives is highly vulnerable to climate change risks, due to sea level risk, floods and the degradation of its natural capital.

    “The Maldives is navigating a pivotal moment to urgently restoring macroeconomic stability and debt sustainability. The Government of Maldives has assumed its homegrown fiscal reform agenda, importantly with the discontinuation of exceptional use of Maldives Monetary Authority (MMA) advances and the passage of Fiscal Responsibility Act and Public Debt Management Act. Swift implementation of expenditure reform measures as outlined in the 2025 Budget would be key to reduce imbalances in an orderly manner and restore economic stability.

    “In addition to the revenue mobilization measures enacted by the government, there is the need for more urgent and stronger fiscal consolidation. Holistic expenditure rationalization is necessary to restrain excessive spending, while improving spending efficiency and protecting priority social spending. Subsidy reforms, which phase out untargeted subsidies and roll out well-targeted direct income transfers to vulnerable households, should be introduced as envisaged in the 2025 Budget. The reprioritization and rationalization of public sector investment program (PSIP) is critically necessary to address immediate fiscal challenges. Building on recent progress, the reforms of state-owned enterprises (SOEs) and Aasandha-healthcare reforms should be continued. Strengthening the public financial framework is critical to enhance fiscal policy credibility and effectiveness. A comprehensive debt strategy would also help restore debt sustainability and improve debt management.

    “A coordinated tightening of the policy mix would effectively help address macroeconomic vulnerabilities. The MMA’s commitment to resume active monetary operations is a welcome step in this regard. Should inflationary or external pressures intensify, the MMA should stand ready to further tighten monetary policy. Heightened systemic risks from bank-sovereign nexus call for tighter macroprudential policies and vigilant financial sector oversight. Prudent foreign exchange reserve management, alongside the necessary macroeconomic adjustments that include substantial and immediate fiscal adjustments as well as stricter monetary and macroprudential policies to address economic imbalances effectively, would help safeguard the exchange rate peg.

    “Given the Maldives’ threats to climate change, integrating climate sensitivity into public financial and investment management processes is essential for tackling climate-related challenges and mobilizing additional climate finance. Structural reforms aimed at improving the business environment and governance, expanding trade and investment, and enhancing skill development remain crucial for sustaining robust and inclusive growth.

    The event summed up a series of strategy sessions under his leadership – on personnel, engineering education and the quality of education in general. It discussed issues of developing the Strategy for the Development of Education until 2036 with a perspective until 2040.

    Dmitry Chernyshenko noted that the strategy is being prepared on the instructions of President Vladimir Putin. This is work of unprecedented scale in the modern history of Russia. It involves the widest range of participants – teachers, scientists, public figures, representatives of various ministries and departments, students and their parents. All entities are also involved – a meeting with regional education ministers has already been held, and regional and district sessions have taken place.

    “Here, in the Coordination Center, we receive feedback from various sources. We have already collected more than 338 thousand opinions from citizens, including more than 45 thousand proposals through the public services portal. Thus, the strategy is being prepared by the entire country. 14 working groups are developing proposals and analyzing materials – this is more than a thousand experts,” the Deputy Prime Minister said.

    The process is coordinated by the Ministry of Education, the Ministry of Science and Higher Education, the Federal Agency for Youth Affairs and the Federal Service for Supervision in Education and Science. An active discussion of the strategy took place during the government hour at the State Duma. Dmitry Chernyshenko thanked the Chairman of the State Duma Vyacheslav Volodin and the deputies for the productive dialogue and the decisions that are being followed up by legislation.

    Answering the question of why the strategy is needed, the Deputy Prime Minister emphasized that a huge number of different participants are involved in the education system. The strategy will consolidate uniform principles and approaches to the educational process and will become its main guideline.

    In addition, it is necessary to create a sovereign education system that will unite society, reveal the potential of each person and ensure Russia’s leadership in technological, cultural and social development.

    “The key mission is to train and educate professionals, patriots of Russia, who preserve traditions and shape the future. This meets the national goals set by the President. It is important that we do not propose revolutionary changes in the education system, but only an evolutionary approach, when we take the best that we have accumulated since Soviet times. The strategy will be based on the best traditions and practices of the scientific and pedagogical national school, as well as the main achievements of the past decades,” said Dmitry Chernyshenko.

    Minister of Education Sergey Kravtsov noted that at the strategy session, the Chairman of the Government was presented with the first approaches to the Strategy for the Development of Education for the period up to 2036 with a perspective up to 2040.

    “This event is important for the entire country. We have received approval, and instructions have already been given for its further implementation. At the meeting, all issues facing the education system were considered in detail. This includes increasing teachers’ salaries, reducing the bureaucratic burden, unified educational programs, and improving the quality of natural science education. We also discussed the results that have already been achieved. Based on them, we must move forward, taking into account the challenges facing the education system and the country. I would like to emphasize that it is important to act evolutionarily, to be guided by the principle of “do no harm,” “the Minister of Education said.

    Speaking about how higher education will change within the framework of the Education Development Strategy, the head of the Ministry of Education and Science Valery Falkov noted that the changes will be comprehensive and will affect all areas of activity of Russian universities. At the center of this major work is the transition to a new model of higher education, which is based on three key principles: fundamentality, practice-orientedness and flexibility. They will be reflected in new educational standards and the mechanism for their rapid update, and a new list of relevant specialties will also be formed.

    The head of the Ministry of Education and Science emphasized that the task of the entire higher education system is to prepare professionals with a broad outlook, creative, critical thinkers, who love the Motherland and are ready to work for its benefit.

    On February 15-16, 2025, the State University of Management hosted the in-person round of the Social Science Olympiad for schoolchildren, “Future Managers Tournament”.

    The university hosted about 70 schoolchildren from different regions of Russia, including Sverdlovsk, Chelyabinsk, Moscow regions and others. The in-person tour was conducted by teachers from the State University of Management.

    The children had to give detailed answers to questions from the school social studies program. The time allotted for completing the tasks was from 140 to 180 minutes, depending on the grade level.

    “It is worth noting that this tournament is an excellent opportunity for schoolchildren to prepare for admission to specialties where social science is a key subject. This year, their number has tripled in the correspondence stage and doubled in the full-time stage, compared to last year. Winners and prize winners will receive 4 additional points to the total points of the Unified State Exam when entering the State University of Management.     Preliminary results of the in-person stage will be published on March 25, as soon as the expert jury has completed its review of the works.

    Maxim Rybachuk, a leading specialist at the Center for Strategic and Innovative Research at the Research Institute of Public Policy and Management of Industrial Economics at the State University of Management, has become a laureate of the Moscow Government Prize for Young Scientists for 2024.

    The Moscow Government Prize Competition for Young Scientists has been held since 2013. Awards are given annually for achieving outstanding results in fundamental and applied scientific research in the field of natural, technical and humanitarian sciences, as well as for the development and implementation of new technologies, equipment, devices, equipment, materials and substances that contribute to improving the efficiency of activities in the real sector of the economy and the social sphere of the capital.

    In total, over 8,000 applications were submitted for the awards during the competition, 1,332 of which were submitted this year. Awards were given to 758 young scientists, 78 of which were submitted this year.

    The award was presented to the laureates by Moscow Mayor Sergei Sobyanin.

    “We have never had so many competition applications – more than 1,300 works were submitted. And choosing you was not an easy task for us either.     A young scientist from the State University of Management, Maxim Rybachuk, received the award in the Social Sciences category for a series of nine previously published works on the topic of “Socioeconomic Ecosystems as a Core Component of the Systemic Transformation of the Russian Economy”. In his research, Maxim Aleksandrovich analyzed the landscape of the Russian ecosystem market, defined the criteria for ecosystems, key market players and their industry specifics. He assessed the impact of the development of the ecosystem structure of the economy on Russia’s GDP and put forward a number of recommendations in the field of economic policy to protect market participants from the unconstructive influence of ecosystems. In particular, it was proposed to create a national regulator that would combine functions similar to those of the FAS Russia and the Central Bank of the Russian Federation in relation to the activities of ecosystems, because ecosystems are not subject to antimonopoly legislation.

That is, the total estimate of both replacement and involvement in the economy today is 10.9 million people,” the Deputy Prime Minister explained.

    In the next five years, about 6.7 million graduates from universities and colleges will enter the labor market, and our task is to provide them with qualified advanced professional training in accordance with the labor market forecast. “On the one hand, this is our golden resource, and on the other hand, we must very clearly understand that the young people entering the labor market meet the needs of the labor market. This is the most difficult task, because in a number of industries and professions there is a discrepancy with the needs of the labor market. We see that the need for qualified labor today makes up 70% of the total need, the rest are specialists in higher education,” noted Tatyana Golikova.

    The established trends served as prerequisites for the development of a new interdepartmental national project “Personnel”.

    “Over 116 billion rubles will be allocated for the implementation of the national project in the next six years, of which over 113 billion rubles will come from the federal budget. We plan that as a result, a new model for managing the country’s personnel supply will be created, which will allow us to increase the rate of reduction of the personnel deficit by 2030 by increasing employment by 3.4%,” said Tatyana Golikova.

    The national project includes four federal projects: “Labour Market Management”, “Education for the Labour Market”, “Active Measures to Promote Employment”, and “The Working Person”.

    The first is aimed at managing the labor market. It is planned to create mechanisms and tools for effective involvement in employment. The average time of employment for citizens who applied to employment centers in search of suitable work will be reduced by 25%. This will be facilitated by the modernization of more than 1.5 thousand employment centers, the creation of new models of their work based on the annual updating of the forecast of the need of economic sectors for specialists for a five-year period, the development of services of the unified digital platform “Work in Russia”.

    The second federal project is aimed at creating a system for training personnel for priority sectors of the economy based on the forecast of demand. Other national projects are also aimed at training personnel, for example, “Youth and Children”, within the framework of which the “Professionality” project is being implemented.

    Within the framework of the national project “Personnel”, it is planned to create 298 career centers based at universities, and a routing of employment for graduates of both secondary and higher education will be introduced.

    The third federal project is aimed at creating an effective system of training, retraining and advanced training of personnel for priority sectors of the economy based on the forecast of demand for them. In parallel, issues related to providing opportunities for citizens experiencing difficulties in finding work will be resolved. Thus, the share of equipped workplaces for which people with disabilities are employed will be increased.

    The fourth federal project is a continuation of the policy of increasing the prestige of blue-collar jobs.

    Minister of Labor and Social Protection Anton Kotyakov emphasized that, based on the tasks set by the head of state, the main goal of the national project “Personnel” is to meet the economy’s need for personnel, primarily through our internal reserves. It took into account the forecast of socio-economic development, target economic indicators, projects included in strategic planning documents, demographic trends, and the rate of growth of labor productivity,” said Anton Kotyakov.

    Not only the new demand that arises due to the growth of industries was analyzed, but also the so-called replacement demand related to the annual retirement of workers. In addition, in order to break down the structure of demand in detail by skill levels and specialties, an all-Russian survey of employers was conducted, in which 260 thousand companies with 22 million employees took part. In preparing the forecast, experts processed 3 million unique job titles.

    “As a result of this large-scale and painstaking work, we have received for the first time a detailed forecast in the industry, regional and professional-qualification contexts. The forecast will be calculated annually and taken into account when forming the control figures for admission. Considering that the adaptation of educational processes to the needs of the economy does not happen at once, we understand that a longer forecasting corridor is needed. Therefore, from April 1, an all-Russian survey of employers on the prospective need of the economy for personnel will start for the next forecast.     This year the competition was held in Istanbul. There were three rounds of debates. Russian students defeated the Turkish team from Ibn Khaldun University and the Arabic-speaking team from Austria. In the third round they lost to the Turkish team from Fatih University by a very small margin.

    The team members received medals for being the best participants (speakers) of the championship. The jury noted the high level of preparation of the Russian students, who demonstrated excellent command of the Arabic language.

    “All illnesses come from nerves,” people say, and for good reason. Constant stress is not at all harmless, and sometimes we do not even guess what serious consequences can result from worries about personal troubles or events happening in the world, anxiety and worry, fear of failure and hyper-responsibility, and other similar things. To maintain mental health and performance, it is better to seek help from a specialist in a timely manner.

    The Polytechnic University has created a special facility for this purpose. Center for psychological support, where both students and university staff can share their problems with professionals and try to solve or reduce them together. Parents of students can also get useful advice there.

    In 2024, the staff of the Psychological Support Center conducted 931 individual consultations and 49 group sessions for two thousand people. In social networks, Polytechnic psychologists answered more than 140 questions over the year.

    Most often, students seek help due to anxiety and stress, conflicts with parents, low self-esteem, apathy and procrastination, fears and phobias, separation from a partner, difficulty adapting to a team, and experiences from the loss of loved ones.

    To work with psychological problems, the center’s specialists use, in addition to conversations, various practices: games, online courses, healthy lifestyle master classes, improving emotional intelligence and psychological stability, educational courses for student activists. They teach, for example, how to quickly and safely adapt to changes, how to maintain yourself at a good physical and mental level. Qualified psychologists demonstrate practices for developing physical and mental health and techniques of mental self-regulation, conduct seminars on psychological well-being in professional and educational activities, proactivity as a factor in a healthy personality, and self-development trainings.

    In addition to intra-university events, the center’s staff is engaged in psychological education of schoolchildren, thereby strengthening the ties between the school and the university.

    The specialists of the Center for Psychological Support of SPbPU are members of the community of psychologists of St. Petersburg universities and constantly improve their qualifications by participating in major professional events, such as the All-Russian scientific and practical conference with international participation “Psychological Service of the University: Problems and Development Prospects” (April 2024) and the All-Russian seminar-meeting of psychologists of higher education organizations (June 2024).

  • MIL-OSI Russia: A polar bear cub was born in the Perm Zoo

    A pair of polar bears under the care of Rosneft have given birth to their first cub at the Perm Zoo.

    Preservation and protection of the polar bear population is one of the main areas of Rosneft’s environmental program. Since 2013, all polar bears in Russian zoos have been under the Company’s care.

    Rosneft currently patronizes 35 polar bears in 16 zoos across the country, providing them with care, feeding, veterinary support, as well as upgrading their enclosures, conducting scientific research and educational programs. With the Company’s support, special toys have been developed to increase the animals’ physical activity. In addition, Rosneft is implementing a program to rescue and rehabilitate young polar bears left in the wild without their mother’s care.

    Polar bears Milka and Seriku met at the Perm Zoo 11 years ago. Over time, the predators became almost inseparable: they eat, bathe and even sleep together in the same den. In November, the couple had their first cub. According to experts, he is healthy, active and inquisitive. Visitors will be able to see the cub in March, when he will have the courage to leave the den with Milka. At the same time, experts will determine the sex of the little predator and choose a name for him.

    The birth of a polar bear in a zoo is a significant event for Russia. The polar predator is listed in the Red Book of the Russian Federation as endangered, as well as in the Red List of the International Union for Conservation of Nature (IUCN) and has the status of a rare or endangered species. The total number of polar bears in Russia is about 4 thousand individuals.

    Rosneft pays special attention to environmental issues and nature conservation. In cooperation with the country’s key scientific institutes, geological, oceanographic, hydrometeorological and ecological research is carried out, and populations of bioindicator animals in the wild are studied – polar bears, wild reindeer, Atlantic walruses and ivory gulls.
