    Telephone scammers use various methods:

    send malicious links and call on behalf of banks, demanding to provide a code from an SMS; call and send messages via instant messengers (Telegram, WhatsApp and others); create fake accounts, videos with complete identity of the voice and image on behalf of the rector, directors of institutes, employees of law enforcement agencies (FSB, Ministry of Internal Affairs, Rosfinmonitoring and others).

    If you receive a call or a message on social media or a messenger from the university management or the director of the institute asking you to help law enforcement officials, lend money or perform some action, do not rush to help and transfer money. Most often, it turns out that the person’s profile has been hacked, and money is being extorted on their behalf, and terrorists are forcing them to perform some actions. Check whether your interlocutor is really who they say they are. If this is a familiar person, but you hardly communicate with them in real life, do not transfer money to them or follow links. Most likely, a fraudster is writing on their behalf

    If there are doubts about the authenticity of the interlocutor, the following steps should be taken:

    immediately stop talking or corresponding with the unknown user; report the situation to your supervisor or teacher; verify the identity of the contact: if the caller or sender introduces himself or herself as someone you know, contact him or her at the number you know.

  • MIL-OSI Russia: HSE University Discusses Academic Development Tools and Ways to Engage Young People in Science

    A round table was held on the topic of “Academic Development at the University Today and Tomorrow”. Its participants discussed the tools of academic development used in various subject areas and ways of involving young people in science, one of which is holding regular scientific seminars. The best practices of HSE departments were presented.

    Vice-Rector Alexander Balyshev noted in his opening remarks that the relevance of the roundtable topic is due to the current shortage of personnel both in the academy and in the economy as a whole, and one of its tasks is to rethink the relevance of the academic development tools that exist at HSE.

    The moderator of the round table, Deputy Vice-Rector, Head of the HSE, spoke about the challenges of academic development and the HSE’s responses to these challenges. In addition to its strategic importance, it has a positive effect on organizational efficiency, promotes personnel development and gives the university institutional advantages, enhancing its competitiveness.

    Among the most popular tools for academic development, the Deputy Vice-Rector noted seminars and consultations on academic writing, an academic development program for new teachers and researchers (Academic personnel reserve), mentoring, postdoc programs, as well as various adaptation and integration events for scientists. Based on regular internal monitoring data, it showed clearly expressed needs of scientists: about 40% of respondents are interested in new opportunities to exchange experience with colleagues from other universities, 34% – in expanding access to databases, 25% – in improving scientific communication. The youngest researchers naturally demonstrate a demand for data analysis and academic writing skills.

    Zoomers and Science

    The main topic of discussion in the first part of the round table was the challenges arising in connection with the arrival of the zoomer generation in science.

    The head of the department noted a significant gap between the classical approach to scientific work and the new habits of the younger generation of researchers. While building a scientific reputation traditionally requires deep immersion in the material and long, painstaking work, today’s young scientists are increasingly turning to artificial intelligence tools to speed up the research process.     Deputy Dean for Science Faculty of World Economy and World Politics Alexandra Morozkina suggested specific ways to do this, such as organizing discussions of articles at scientific seminars (and then students will have to read them from beginning to end), holding seminars without gadgets. She also spoke about a program for attracting scientific assistants to the faculty, within the framework of which a student helps a teacher in his scientific work for a small fee and sees the benefits of such work. All students who have gone through this program go on to teach and participate in various projects of the faculty.

    Supervisor Schools of Philological Sciences Evgeny Kazartsev recalled two large projects dedicated to speech practices and the sociology of literature, which were successfully implemented by the school. They included a significant digital component, and, in his opinion, without the participation of zoomers who know how to use digital tools, the projects would not have taken place.

    Dean Faculty of Geography and Geoinformation Technologies Nikolay Kurichev believes that earlier, when choosing scientific activity, young people clearly understood its differences from work in business or in the civil service, where the rules are stricter, but now, as science is becoming “managerialized,” the difference is becoming less obvious. But it should be there, and this is, first of all, interaction with a mentor, a scientific supervisor, as well as an environment – “seminars where crazy people who are burning with scientific ideas should gather.”

    Continuing the theme of differences between academia and business, Vice Dean for Research Faculty of Computer Science Alexey Mitsyuk reported that the IT industry today differs very little from the scientific environment. Large companies are increasingly engaged in computer science, and the conditions created in these companies today are no worse than in universities. There is freedom to choose tasks, opportunities for development, there is no need to work with students and engage in organizational activities. For universities, this is a problem, since competition with business research arises.

    Deputy Director Department of Data Analysis and Artificial Intelligence Vasily Gromov outlined the trends in the transformation of science and scientific activity. He noted that in the near future a scientific market will be formed in which the university will lose its monopoly status. At the same time, society will change its understanding of what a scientist does, and perhaps the concept of disciplinarity will disappear.

    First Vice-Rector Vadim Radaev emphasized that young people, starting with millennials, are increasingly abandoning a linear professional trajectory — they change professions and consider it indecent to sit in one place for more than three or four years. “Academic activity, as we are accustomed to seeing and building it, involves long-term investments and full immersion with a long-term building of a scientific reputation and unclear prospects. And young colleagues burn out before they have time to shed light on anything,” he explained.

    Vice-Rector Sergey Roshchin focused on the topic of goal-setting in academic development: “As a rule, we do not raise this issue, but only support it with some data, such as statistics on published articles. However, the goals of academic development are contextual in nature from the point of view of the society around us and should not be limited to publication activity alone.”

    As for the claims about the peculiarities of zoomers, both a hundred and two hundred years ago, representatives of the older generation claimed that the next generation was not like them. According to the vice-rector, the key question is what is the value of science so that the younger generation continues to study it within the walls of the university. “Science studies are not studies that interest you now, but studies based on the current agenda in society, in combination with what interests you,” he concluded.

    Scientific seminars: constancy, obligation, regularity

    The second part of the round table was devoted to involving young people in scientific discussion. Vadim Radaev, who made the key report on this topic, noted: “First of all, we need to have this discussion, especially since real discussions are extremely rare on the pages of journals.” A regular scientific seminar becomes a platform for it.

    In his report, the First Vice-Rector of the HSE emphasized that seminar activities are not an addition or an appendix, but part of the foundation, one of the main forms of work. “I believe that a scientific department without a regular seminar is an institutional fiction: individual scientists conduct research and publish results, but the integrity of the organization, the environment that should form scientists, remains more on paper,” he said.

    The speaker shared his experience in organizing scientific seminars Department of Economic Sociology And Laboratory of Economic and Sociological Research (LESI), which he heads. His departments have held scientific seminars weekly since 2002, and he does not consider this to be anything extraordinary. Even if not weekly, then a monthly seminar should be the norm for any scientific community. Anyone can organize a seminar, but it is difficult to do so on a regular basis. “Many great projects started and then, unfortunately, died out,” Vadim Radaev noted. In his opinion, a seminar should have a permanent core, be mandatory, be held regularly (at least once a month) and in person (a hybrid format is possible), have a fixed day, time and plan for at least two to three months, be announced in advance and not be postponed.

    Vadim Radaev believes that the topic of the seminar is not the main thing: the speakers are more important. He emphasized that only full texts of research should be discussed, and materials should be sent to participants at least a week in advance. It is advisable to invite discussants to the seminar, make uniform demands on all colleagues from students to professors, and gently and persistently observe the rules so that the seminar does not turn into, for example, a benefit performance for the speaker.

    According to Vadim Radaev, the value of a scientific seminar lies primarily in communication. This is a good way to create and maintain an environment, an opportunity to interest and retain young colleagues who, as noted in the first part of the round table, are today prone to a rapid loss of interest in science.

    Other HSE employees also spoke about their successful experience of participating in scientific seminars and organizing them.

    Dean Faculty of Computer Science Ivan Arzhantsev recalled that mathematics in the USSR, which flourished in the 1960s and 1970s, lived by scientific seminars. At the same time, work was organized differently in foreign universities. “Colleagues envied us that we had such a wonderful culture of scientific seminars,” said the dean of the Faculty of Computer Science. He himself participated in one of these seminars, and now the faculty holds a mathematical seminar every two weeks.

    Head of the Department of Mathematics Faculty of Economic Sciences Fuad Aleskerov spoke about two scientific seminars that he leads, one of which has been held for 60 years, including more than 20 years at the HSE. In his opinion, seminars should not be limited in time; it is quite acceptable if they last for four hours.

    Referring to his experience working in foreign universities, the dean Faculty of Social Sciences Denis Stukal reported that scientific seminars there can take place both in the form of formal discussions – traditional regular meetings of scientists, and in the form of informal discussions – for example, meetings and discussions of scientific ideas over lunch. In his opinion, organizing a seminar should be a common matter for all employees of the department, who are responsible for this periodically.

    Professor Elena Dragalina-Chernaya shared her experience of holding regular seminars in International Laboratory of Logic, Linguistics and Formal Philosophy. There are five of them in the laboratory: theoretical, analytical, reading seminar and two scientific and educational seminars. She believes it is important to support the initiatives of young researchers and give them their own space for discussions. The professor emphasized that long-term internships for young scientists are important for the development of international and interdisciplinary projects.

    Summing up the round table, Alexander Balyshev said that its participants demonstrated a demand for updating the goal-setting of academic development at the university. He also noted the need to communicate to target groups, especially young researchers, information about the opportunities opening up to them and stated that scientific seminars are still a relevant and mandatory component of the work of all scientific departments of the HSE.

  • MIL-OSI Russia: The semi-final of the “Star of Polytechnic” competition was held at SPbPU

    On February 10, the semi-final of the largest student creative project “Polytech Star” took place in the White Hall. It has been revealing new names of talented singers and presenters for 17 seasons in a row.

    The participants went through castings and numerous rehearsals. The White Hall stage featured everything from original songs to world pop hits. It is worth noting that each of the 15 vocal numbers was carefully prepared and directed by the project organizers’ team under the direction of Maxim Pilyugin. Both the organizers themselves and representatives of the PolyDance dance studio acted as choreographers. The event was held with the support of the Student Club and the help of volunteers from the KOrgi Organizers’ Team.

    We have been preparing the semi-final for a long time and painstakingly, and we managed to make it grandiose and fun at the same time. Now we know how our audience behaves, we can fully adjust the future scenario of the competition final to the viewer, – commented the finalist in the nomination “Hosts”, 2nd year student of the Institute of Culture and Science Vladislava Chanysheva.

    Monday evening was remembered by viewers for its bright and dynamic numbers, unique media support and sincere emotions of the participants and support groups.

    The performances were assessed by experienced experts, for whom creativity, music and youth initiatives have become an integral part of life: Director of the Center for Youth Trajectories “Polytech Tower” Andrey Dolgirev, Chairman of the SPbPU PROF Maxim Susorov, Head of the SPbPU MSN Dmitry Oshkin, as well as finalists of previous seasons of the project Alexey Papin and Adelina Borozdina.

    This season, the gap between the castings and the semi-final was longer than ever, and during this time, the organizers and participants managed to become very attached to each other. Of course, it is sad to realize that our work with some participants has ended, but “Polytech Star” is not only a competition, but also a real friendship and a warm family atmosphere, which we have maintained for many years now and are always happy to see the finalists and semi-finalists of past seasons at our events and rehearsals, – shared the project manager Maxim Pilyugin.

    Of the 22 semi-finalists, 13 made it to the final. The final stage of the competition will be held on April 28 in the White Hall. Then the name of the new “Polytech Star” will be announced. We wish the finalists determination and successful performances. See you in the final!

    The winter track and field competition season is in full swing, and NSU students are successfully competing in it.

    Nika Sigunova (EF) won two silver medals at the Siberian Federal District Championship in Irkutsk (1500 and 3000 m), won the Novosibirsk Region Cup in 3000 m running and became the regional champion in the 800 m distance.

    Nikita Bosak (MMF) won the 800m race, came in second in the 1500m race at the Novosibirsk Region Championship and took 5th and 6th places at the All-Russian competitions in Tomsk in the same disciplines.

    Alexey Chviruk (MMF) came in third at the Regional Championship among juniors under 23 years old at a distance of 1500 m and entered the top ten at the All-Russian competitions in Tomsk.

  • MIL-OSI Russia: Rosneft produced 145 millionth ton of oil at Uvat project

    The accumulated production of RN-Uvatneftegaz (part of the oil production complex of NK Rosneft) has reached 145 million tons of oil since the start of operation of the Uvat project fields located in the south of the Tyumen region. The company provides about 80% of the total volume of oil produced in the region.

    High production indicators were achieved thanks to the introduction of new technologies by RN-Uvatneftegaz specialists, successful exploration work, and the efficient operation of the production fund, which numbers a thousand wells at 24 discovered hydrocarbon fields.

    During the year, more than 380 geological and technical measures were carried out at the Uvat project on the existing well stock, which is 10% higher than the previous period, with additional oil production of more than 500 thousand tons. In 2024, the volume of production drilling amounted to 628 thousand meters. Last year, a new field, Severo-Nemchinovskoye, was put into operation at the Uvat project, and the first commercial oil flow was obtained at the Yuzhno-Venikhyartskaya area. The starting flow rate of the horizontal well was three times higher than the average for the region and amounted to more than 300 tons of oil per day.

    The company is actively expanding its resource base by exploring new license areas. In geological exploration in 2024, the drilling exceeded 27 thousand meters, the success rate of exploration drilling was 100%. Field seismic exploration work was carried out at new sites of Yelovaya, Uspeshnaya and Vostochno-Gerasimovskaya. Based on the results of exploration, 9 new hydrocarbon deposits were discovered.

    To effectively develop deposits in hard-to-reach marshy terrain, the Uvat project uses a strategy to create hubs – centers with a single infrastructure, to which smaller satellite deposits are gradually added. Currently, there are four hubs operating in Uvat: Vostochny, Protozanovsky, Tyamkinsky and Kalchinsky, the infrastructure of which is constantly expanding.

    The construction of new oil and gas production and preparation facilities, interfield pipelines, power generation facilities and social infrastructure continues at the Uvat project fields. In 2024, the company began creating the industrial infrastructure of the Tavricheskoye field, and also commissioned a new Taltsiya 110/10 kV 2×6.3 MVA electrical substation, which will meet the future needs of the production infrastructure of the Protozanovsky hub.

    To improve production efficiency, the company is actively implementing innovative developments from Rosneft, such as the Sfera 3D information technology system, which contains more than 3,000 digital twins of objects and more than 5,700 twins of vehicles. The system allows for prompt, correct technical decisions.

    Last year, the company conducted seven pilot industrial tests of new equipment and technologies, which yielded significant economic benefits.

    RN-Uvatneftegaz is the largest enterprise of Rosneft in the Tyumen region, one of the main subsoil users, taxpayers and employers of the region. Today, the implementation of the Uvat project is ensured by more than 2.7 thousand employees of the enterprise and almost 7 thousand employees of contractors. RN-Uvatneftegaz creates conditions for their comfortable living, including at autonomous fields. Based on the results of work in the social sphere, the enterprise became the winner of the regional stage of the competition “Russian Organization of High Social Efficiency” in several nominations at once, including for the best conditions for employees with families.

    The Uvat project uses modern technologies that ensure a high level of environmental protection, industrial safety and labor protection. The company carries out systematic work on reforestation and conservation of aquatic biological resources of the region. Over the past five years, RN-Uvatneftegaz has planted 6 million pine and spruce seedlings, and released more than 6.6 million juveniles of valuable fish species into the rivers of the Ob-Irtysh basin. In addition, the company supports scientific research, for example, on the conservation of the forest reindeer population in the Tyumen region, and carries out active environmental education work.

    For almost 25 years, RN-Uvatneftegaz has played a significant role in the socio-economic development of the Tyumen Region. Under the current agreement between Rosneft and the region, the company annually provides support to medical, sports, cultural and educational institutions. As part of the corporate continuous education program “School-College/University-Enterprise”, “Rosneft-Classes” have been operating in the region for 10 years, preparing future specialists for the oil industry from school.

  • MIL-OSI Russia: Rosneft Launches Unique Project Dedicated to 80th Anniversary of Great Victory

    Rosneft has launched a historical research project, The Great Patriotic War in the History of My Family, dedicated to the 80th anniversary of the Great Victory. Its goal is to find unknown and lost information about veterans, home front workers, concentration camp prisoners and children of war.

    Ethiopian graduate student Yared Dejene Jifar received a bachelor’s degree in civil engineering from Adam University of Science and Technology (ASTU). Inspired by stories of friendship between the countries, he decided to continue his studies in Russia. In an interview, Yared talked about how adaptation in another country is going and shared his plans for the future.

    — Why did you decide to study in Russia?

    — I have always liked your country. My friends who studied here in the 1980s told me about the strong friendship between our countries. These stories inspired me to study civil engineering technologies in Russia.

    — Were your expectations from living in Russia met?

    — First of all, I was impressed by the level of infrastructure development in the country. An example of well-thought-out design is the metro. The language barrier was a serious challenge for me. I am trying to learn Russian, but the process is slow. Although I understand that knowledge of the language is the key to successful adaptation.

    — Why did you choose the Polytechnic University?

    — When I was looking for a university with a civil engineering program in English, I chose the Polytechnic University. Your university has a unique atmosphere for studying and developing. Advanced laboratories, highly qualified professors, incredible opportunities, modern technologies and much more.

    I always dreamed of studying in Russia, a country with a rich history, deep culture and the highest standards of education. I learned about the international Olympiad Open Doors: Russian Scholarship, which offers a unique chance to study in Russia for free.

    — What got you interested in civil engineering?

    — I plan to improve the construction sector in my country. I am especially interested in modern technologies, such as BIM (building information modeling). This is the future of construction, and I want to be part of this process.

    — Tell us what you do besides studying.

    — We recently visited the building of the Levashovsky bread factory, which after reconstruction turned into a cultural and business center. During the tour, we learned about the unique engineering solutions that allowed us to preserve the historical building and its role in the history of St. Petersburg. We were especially impressed by the years of the siege of Leningrad. I pay tribute to the fallen heroes.

    I was doing financial analysis of the renovation of Soviet-era buildings, and this tour gave me useful information on how heritage can be preserved and adapted for new purposes without demolition.

    — Share your plans for what you will do after completing your Master’s degree.

    — I plan to work in Russia to gain practical experience and then return to Ethiopia. I hope to introduce modern construction technologies and materials to change traditional construction methods, which are still limited to concrete and steel reinforcement.

    SPbGASU employees and their families have a wonderful opportunity to relax on the shore of the Lehmalakhti Bay of Lake Ladoga in a historic mansion, which has become even more beautiful and comfortable after restoration work. We are talking about the departmental recreation center “Beryozovo”, which operates all year round.

    Over the long years of its existence, the base has already hosted several generations of our university employees. Many of those who once came here, then choose this place for rest again. Deputy Head of the Personnel Department Svetlana Goltsvart has already visited here twice.

    “I was on holiday with my husband and teenage daughter. The first time we went there out of curiosity: it was interesting to see what the recreation centre at our university was like, how the historic cottage had been restored, what the nature was like in this place. That’s why we only planned a 24-hour trip last July. We spent most of our time on the bay. Even the swings that my daughter had chosen had an amazing view of the lake. There was silence, calm and peace here. With such relaxation, the day flew by in an instant, and when we left, we already knew for sure that we would definitely come back here in August for a longer holiday. That’s what we did, and we are very happy about it,” said Svetlana Aleksandrovna.

    According to her, they booked a room with amenities, so thanks to the comfort and fresh air, beautiful nature, they had a pleasant experience and gained strength for a long time.

    Head of the Department of Structural Mechanics Nikita Maslennikov recalls how he used to vacation in “Beryozovo” as a child with his parents. At one time, his father headed this department for a quarter of a century.

    “I know this place well, but after years I wanted to visit it again, see how the cottage has changed after the work was done, and just relax in nature. My wife and I invited two friends for the company, so we rented two rooms. We cooked shashlik, fortunately there is a barbecue here, and swam. The advantageous location of the recreation center makes it possible to think over a meaningful, educational program of excursions both in the surrounding area and over longer distances. In the village of Beryozovo there is a Museum of Living History “Border Outpost”. Priozersk is nearby, where there are many attractions, including the Korela Fortress, founded at the turn of the 13th-14th centuries, Konevets Island, the courtyard of the Valaam Spaso-Preobrazhensky Monastery, from where, if desired, you can go with an excursion group to Valaam.     He is sure that the university management will continue the course of improving the recreation center. He would like an equipped place for swimming in the bay, improvement of the territory of the center, a multifunctional hall for celebrations, expansion of the seating places in the kitchen and an increase in the number of household appliances there.

    “Last year we already started improvement work: we fenced the area, built the necessary outbuildings, and outlined further plans in this direction,” said Vladimir Solovyov, Vice-Rector for Security and Administrative and Economic Work at SPbGASU.

    “Works on the comprehensive improvement of the territory are planned: the construction of a small beach on the southern – the sunniest shore, the layout of a network of pedestrian paths in the hard surface, the placement of separate areas for recreation, sports games and picnics. Landscaping of the territory is also planned. Decorative shrubs, seasonal flower arrangement should create additional coziness and comfort for vacationers. We consider it necessary to provide for a children’s playground with modern play equipment,” explained the chief architect, director of the design studio of SPbGASU Svetlana Bochkareva.

    The installation of facades in the new branch of the State Historical Museum near the Novodevichy Convent in Moscow is more than 50% complete, Deputy Prime Minister Marat Khusnullin reported.

    “Museum activities play an important role in preserving cultural heritage and forming historical memory. In modern conditions, museums in Russia are acquiring special significance, as they help to cultivate patriotism and strengthen national identity. The Russian construction complex contributes to the development of museum activities. A new branch of the State Historical Museum is currently being built in Moscow. The construction of the exhibition complex will significantly expand the exhibition space and attract more visitors – it will be able to receive up to 400 people per day. The roofing has already been completed, interior decoration is underway, and engineering systems are being installed. Facade work is more than 50% complete,” the Deputy Prime Minister said.

    The central exhibition of the museum center will be dedicated to the 500th anniversary of the founding of the Novodevichy Convent, which was celebrated in 2024. It is planned to begin the installation of the exhibition and its semantic content after the completion of all construction and installation works in early 2026.

    “Construction work in the new museum building is being carried out within the framework of the comprehensive state program “Construction”, supervised by the Ministry of Construction of Russia. The branch will be equipped with modern technologies, which will improve the quality of exhibitions and increase the level of comfort for visitors. The exhibition center will be equipped with the necessary display and stock equipment. All conditions will be created here for studying and displaying collections, as well as for the safe storage of museum valuables,” said Deputy Minister of Construction and Housing and Public Utilities Yuri Gordeev.

    The area of the modern building will be more than 10 thousand square meters. It will not only house museum exhibits, but also multifunctional and lecture halls, a storage facility, an excursion bureau, as well as premises for holding cultural events.

    “The construction of the new museum center started in October 2023. As of today, monolithic works have been fully completed on the site – all five floors of the building, including the underground floor, have already been erected. In the future, the territory of the center will also be landscaped with pedestrian zones, lawns and flower beds, which will contribute to the creation of a comfortable urban environment for residents,” said Karen Oganesyan, General Director of the Unified Customer PPC.

    The construction of the new exhibition and display centre is being carried out within the boundaries of the buffer zone of the Novodevichy Convent ensemble, which is included in the UNESCO World Heritage List.

    On February 13, 1945, the Budapest operation of Soviet troops during the Great Patriotic War ended, as a result of which the central regions of Hungary, including its capital, were liberated, and the puppet “Government of National Unity” lost power over the country.

    By the end of 1944, Germany’s position was already unenviable, it had to fight on three fronts: in Italy, France and against the Red Army rapidly advancing from the east. The defense of Budapest was of paramount importance, because its loss meant the loss of the last major source of oil, so Hitler even declared that it was better to surrender Berlin than to lose Hungarian oil. The Germans built three lines of defense around Budapest and significantly fortified the city itself, which was defended by Army Group South and the remnants of the Hungarian armed forces.

    The Soviet offensive on Budapest began on October 29. They failed to take the city on the move. The second attempt also met with fierce resistance. In December, the Germans even attempted to counterattack and pushed the Russians back in some areas of the front. However, on December 26, their forces were completely surrounded, with 188,000 people trapped in the cauldron. And they had no intention of surrendering; moreover, they shot the envoys sent with an ultimatum to capitulate. Their counterattacking tanks numbered 50-60 units per kilometer of front – a density of equipment unseen throughout the war. Having had the bloody experience of the Battle of Stalingrad and the Battle of Kursk, the Red Army responded with a deeply echeloned defense, effective reconnaissance, and preemptive strikes. The Germans were unable to break out of the encirclement, and in early February, their counteroffensive finally petered out in all directions.

    The heaviest urban battles in some areas began on January 18. That same day, our troops liberated about 70,000 Jews from the Budapest ghetto. Now, when the organized counteroffensive of the Germans had failed, they rushed out of Budapest chaotically and with particular despair. From the memoirs of Soviet Major General Andrei Kovtun-Stankevich:

    “Everyone takes part in the battle, including the telephone operators. Telephone operator Zoya Vasilchenko destroyed up to 15 fascists with a machine gun. The battalion captured more prisoners than it had personnel.”

    “The commander of the medical battalion, Krutilov, arrived and proudly handed me a “combat” report. It turns out that the medical battalion had fought a battle today, as a result of which 49 Germans were killed and 56 were taken prisoner. Everyone took part in the battle, including the wounded who were able to fire. Even the pharmacist, an elderly woman, fired a pistol.”

    On February 13, 1945, the German group in Budapest was finally liquidated. The commander, SS-Obergruppenführer Karl Pfeffer-Wildenbruch, dressed in a soldier’s uniform along with all the staff officers, surrendered on his own initiative to the head of the chemical service of the 180th rifle division, Major Skripin.

    In honor of this victory, a salute of 24 salvos from 324 guns was given in Moscow. The result of the successful operation was the complete liquidation of the enemy forces and the withdrawal of Hungary from the war. In addition, the advancement on the remaining sections of the Soviet-German front was noticeably facilitated by the transfer of German troops to Budapest. A threat was created to the Balkan group of the Wehrmacht, which was forced to accelerate its withdrawal from Yugoslavia.

    “Sigma” is a flagship project, a framework for developing digital twins of smart cities, which allows integrating other practical implementations using the API mechanism. As emphasized by the NSU Center for Informatics, the framework is not only an engineering solution, but also a very serious scientific project based on the achievements of the Siberian school of artificial intelligence, headed by academicians of the Russian Academy of Sciences Yu. L. Ershov and S. S. Goncharov.

    The success of ChatGPT and DeepSeek and other large language models (LLM) has generated a lot of interest in this area. LLM capabilities are constantly growing, and today they are already solving a number of important problems. Of course, this is a huge success, but there is a downside to the models themselves – the black box problem, the hallucination problem, the audit problem, deepfakes, and so on. Therefore, in vital areas, these intelligent systems should be used with caution or under the control of more reliable systems, say, based on logic, which would partially or completely check the work of the LLM. This is the approach taken by the participants of the Sigma project.

    — By combining the vast experience of my colleague and co-author of the patent Andrey Andreev in inventing and managing large industrial enterprises, as well as my experience in mathematics, blockchain technologies, smart contracts and building trusted intelligent systems, we outlined a plan for formalizing and implementing key aspects in building a framework and simultaneously patenting them, — noted Andrey Nechesov.

    The first stage of the plan was an electronic computing device for detecting defects in urban infrastructure; work is currently underway on several more useful models and inventions. As a result, a whole line of solutions will be formed, which will then be integrated into the Sigma framework and can be used to optimize monitoring and management of the state of the urban environment.

    Opening Remarks by Deputy Managing Director Kenji Okamura at the 7th IMF-JICA Conference, Tokyo, Japan

    Honorable Ministers and Governors, President Tanaka, Vice Minister Mimura, and Ladies and Gentlemen:

    Welcome to the 7th IMF-JICA Conference. I am so pleased to be here. Let me first express my gratitude to our co-organizer, JICA, and to the Japanese authorities for their generous support. My thanks also to the JICA and IMF staff who have been working for months to organize this event.

    Let me start with the good news. Despite the shocks of recent years, the global economy has remained surprisingly resilient. Our global projections released in January suggest global growth will hold steady at 3.3 percent this year and next.

    Having said that, divergences across countries are widening. The U.S. is outperforming its advanced economy peers with stronger growth than projected. By contrast, growth in the Euro area will increase only modestly due to weak momentum and high energy prices.

    For emerging market economies, growth projections remain at 4.2 percent and 4.3 percent this year and next. We revised up our growth forecast for China slightly for this year and next. But growth remains slower than in past years and is now more like that of other emerging market economies.

    These forecasts could easily change. There is tremendous uncertainty. The world is changing rapidly: global trade and capital flows are shifting; AI is fast advancing.

    Policymakers will need to be agile and focused on building resilience and lifting growth, which is key to raising living standards and creating jobs. We will discuss how to do that in some of the topics covered today but let me focus on three priorities.

    First, implementing reforms to lift productivity. There is no one-size-fits-all approach, but measures that improve the business environment and encourage entrepreneurship, like cutting red tape and deepening capital markets are important. And through our surveillance, we will work with you to identify the right approach with granular and tailored policy advice.

    The second priority is to rebuild fiscal buffers. Public debt and debt servicing ratios in Asia are well above pre-pandemic levels, especially in many Pacific Island countries and emerging markets. Well-designed and growth-friendly fiscal consolidation can reduce debt risks, and create the fiscal space needed to deal with shocks and challenges like ageing or climate change. The Fund can provide useful capacity development in this area, including through peer-to-peer learning.

    Finally, strengthening cooperation. By working together, Asian countries can leverage their collective strengths. In a changing world, this can help buffer against shocks and heightened uncertainty.

    Among Asian countries, cooperation in the areas of AI, digital connectivity, and cross-border digital payments is moving fast, and could be a big boost to growth.

    Let me add one more point as an important message from my end. The IMF continues to play its part at the center of the Global Financial Safety Net (GFSN). My goal—as the Deputy Managing Director that oversees the Fund’s finances—is to ensure that the IMF remains financially strong and sound well into the future. We are also committed to helping Regional Financing Arrangements (RFAs) in Asia be important elements of the GFSN.

    In conclusion, I hope that today’s sessions can contribute to strengthening our ties, as we all navigate these uncertain times together.

    As part of the competition Fonkode 2024 The first award ceremony took place Federation of Sports Programming (FSP) of Russia. Student Faculty of Computer Science Vyshki Fedor Romashov named best sports programmer, director Center for Student Olympiads FKN Mikhail Gustokashin is the best coach.

    For the first time, the FSP presented its award, recognizing the most outstanding and talented athletes, coaches and partners.

    The award ceremony took place as part of the FonCode 2024 sports programming tournament. The competition began with an online qualifying round, in which more than a thousand programmers participated. The 128 best athletes reached the final duels for the prize fund of 1 million rubles.

    The tournament culminated in a duel between Fedor Romashov and Ho Dang Dung. The outcome of the match remained unpredictable until the end — the main round ended in a draw. Only an additional task brought victory to Fedor Romashov, a third-year bachelor’s student “Applied Mathematics and Computer Science”.

    It is not surprising that Fedor also became the best sports programmer of 2024 according to the FSP.

    “It was unexpected and pleasant to receive the FSP award,” noted Fedor Romashov. “I had quite a few cool victories last year. My team and I won ICPC 2023, which I consider to be my best and most important achievement in this area. I am also glad victory in Games bof the future “It’s also an incredible experience.”

    The “Coach of the Year” award was received by Mikhail Gustokashin, Director of the Center for Student Olympiads at the Faculty of Computer Science. In 2024, under Mikhail’s leadership, one of the teams from the Faculty of Computer Science became world champions at the International Student Programming Contest (ICPC), and the second team received a gold medal for 3rd place.

    “The Federation of Sports Programming holds many competitions with interesting tasks and experimental formats. Our students take part in these competitions with pleasure and achieve great success. Recognition from the FSP is very pleasant, we will continue to work!” – concluded Mikhail Gustokashin.

  • MIL-OSI Russia: Eastern Caribbean Currency Union: IMF Staff Concluding Statement of the 2025 Mission on Common Policies for Member Countries

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Washington, DC:

    The Eastern Caribbean Currency Union (ECCU) has been providing a strong anchor for macroeconomic stability in a shock-prone region, demonstrated most recently by Hurricane Beryl with its devastating impact on Grenada and Saint Vincent and the Grenadines. The recovery from successive external shocks has been strong, driven by a rebound in tourism, with ECCU economies expected to converge to modest pre-pandemic average growth rates over the medium term. To effectively manage downside risks while supporting long-term inclusive growth and the continued robustness of the quasi-currency board, policies should aim to address supply-side bottlenecks, build resilient fiscal frameworks to support fiscal sustainability, and continue to enhance financial system resilience and intermediation. Greater leveraging of synergies in regional data collection and processing could help strengthen data provision and thereby evidence-based policymaking.

    The ECCU has achieved a strong rebound from successive adverse shocks. A strong tourism season and continued infrastructure investments supported robust growth in 2024. Inflation has moderated in tune with global trends from a post-pandemic peak of more than 9 percent to less than 2 percent. Nevertheless, public debt remains high and generally well above the regional 2035 debt ceiling of 60 percent of GDP. Meanwhile, Citizenship-by-Investment (CBI) revenues have shown signs of slowing amidst heightened international scrutiny and regulatory tightening. The financial system remains stable, partly due to a prolonged period of cautious bank lending. Despite persistently elevated current account deficits, the ECCB’s reserve position has remained stable and currency backing ratio high, supporting confidence in the currency union.

    Going forward, GDP growth is set to moderate, and risks remain mostly on the downside. As most parts of the region approach full tourism capacity, average growth in the region is expected to slow from 6½ percent in 2021-24 to around 2½ percent in the medium term amid weak productivity growth and investment, a shrinking labor force, and reduced fiscal space. Moreover, given the region’s long-standing vulnerabilities of high dependence on energy imports, exposure to natural disasters (NDs), persistently high public debt, and some economies’ heavy reliance on uncertain CBI revenues, the outlook is subject to significant downside risks.

    Addressing Supply-Side Bottlenecks to Enhance Growth

    The ECCU economies have exhibited a trend slowdown in growth due to structural factors. Supporting strong, resilient, and inclusive growth is key to reducing fiscal and external imbalances and raising living standards. An updated growth accounting analysis finds that potential growth has dropped in recent decades, reflecting declines across all components of growth, notably total factor productivity (TFP). These trends reflect a series of persistent structural impediments to economic efficiency, such as impediments to credit growth, burdensome administrative and licensing processes, and labor force skills gaps and mismatches. Recurring NDs also impair productive infrastructure and hinder human capital formation, placing additional limits on TFP growth. Against this backdrop, the regional “Big Push” effort that calls for a doubling of ECCU GDP in the coming decade is a welcome aspirational initiative, both in sensitizing the membership to key growth impediments and in helping to build a regional consensus on a roadmap for reform.

    A multipronged and coordinated set of policies that build on ongoing efforts is recommended to alleviate major structural impediments to growth. Improving labor market outcomes requires a renewed effort to attune human capital to economic needs and development priorities. This involves expanding vocational training and modernizing education systems, supplemented by policies to alleviate youth and gender employment gaps, such as active labor market policies and greater access to child and elderly care. Enhancing efficient and resilient capital investment could be supported by coordinated regional efforts to accelerate the green energy transition (GET), safeguard and optimize the CBI funding model, and strengthen disaster preparedness of the capital stock. Regional mechanisms such as the ECCB’s Renewable Energy Infrastructure Investment Facility (REIIF) hold potential to scale up countries’ access to finance that can be usefully supported through regional frameworks to pool procurement and harmonize modern regulatory standards. Last year’s regional agreement to buttress the integrity of CBI regimes through enhanced regulatory, information exchange, and pricing frameworks is a welcome step to safeguard critical investment inflows. The planned regional CBI regulator provides an opportunity to address gaps in institutional reporting and strengthen accountability frameworks to ensure the productive allocation of all CBI inflows. Fallout from Hurricane Beryl highlights a potential role for common building standards across the region and the importance of prioritizing resilient infrastructure investment. Finally, policies to enhance the business environment—such as by digitalizing key services, streamlining cumbersome licensing and administrative processes, and improving financial intermediation—are essential to boost productivity and growth potential.

    Building Resilient Fiscal Frameworks to Support Fiscal Sustainability and Inclusive Growth

    The regional priority remains to rebuild fiscal buffers, reduce public debt levels consistent with the regional debt anchor, and improve fiscal resilience to shocks. Fiscal resilience is essential for macro stability and continuing to protect the quasi-currency board. The region’s high vulnerability to recurring NDs, coupled with periodic procyclical fiscal policies, are key drivers of the ECCU’s ongoing fiscal sustainability challenges. With 2035 only a decade away, sizable efforts are needed in some countries to achieve the regional debt target. Fiscal space is also needed to guard against risks and finance social spending and growth- and resilience-enhancing investment.

    This calls for a region-wide establishment of robust national fiscal resilience strategies and frameworks. Strong national medium-term fiscal frameworks (MTFFs), that incorporate well-designed country-specific fiscal rules, supported by specific fiscal measures and plans and strong fiscal institutions, will help instill prudence and create policy space. While many ECCU members have continued to upgrade their MTFFs, there is a need to enhance effective operational frameworks and underpinning fiscal policy and contingency plans that link fiscal operations with longer-term objectives. In addition, comprehensive ex-ante resilience strategies to enable resilient investment and adequate insurance against NDs would support debt sustainability and resilient growth. Integrating green budget tagging and a pipeline of projects into MTFFs will help anchor sustainable multi-year climate resilient investment plans and unlock global concessional financing. Expediting efforts to adopt a disaster risk financing strategy with self-insurance, contingent debt financing plans, and risk transfer arrangements will support liquidity for relief and reconstruction while safeguarding public finances. The relevant authorities should also consider frameworks with clear provisions for use of CBI revenue to avoid budget overreliance on these revenues given their potential volatility and to complement efforts with buffer and resilience building.

    Regional coordination and oversight of these efforts would help reinforce fiscal discipline and the credibility of the regional debt ceiling. To ensure the success of regional fiscal policy coordination, a strong governance framework to provide independent macroeconomic and budgetary projections and transparently assess fiscal plans, the implementation of fiscal rules, and fiscal sustainability would be beneficial. These efforts could be supported by national and/or regional independent fiscal oversight entities. International experience suggests that these entities have played an increasingly significant role in strengthening fiscal frameworks. A helpful first step could be to operationalize regular ECCB Monetary Council peer reviews of members’ fiscal strategies and progress toward the regional debt target.

    Safeguarding Financial Stability and Supporting Private Investment

    Banks’ legacy balance sheet weaknesses warrant continued policy focus. Close monitoring of agreed timelines and action plans for all extensions of implementing regional provisioning standards is important, and timely interventions should be made where necessary. Transitioning from reserve-based regulatory loan loss allowances to loss-bearing provisions would ensure appropriate recording and treatment of banks’ capital positions. Streamlining costly foreclosure and collateral sale processes and strengthening the capacity of the Eastern Caribbean Asset Management Company would support impaired asset disposal. Risks from rising overseas investments and some banks’ elevated local sovereign exposures warrant close monitoring.

    Stepped-up regional coordination would help mitigate non-bank financial system vulnerabilities. The continued rapid expansion of credit unions warrants strengthening provisioning standards, monitoring of forbearance measures, and enhancing supervisory capacity, including through greater sharing of best practices. The planned common minimum regulatory standards for non-bank financial institutions (NBFIs) under the recently endorsed Eastern Caribbean Financial Standards Board (ECFSB) represent an important opportunity to establish a more level regulatory playing field between credit unions and banks. More centralized NBFI supervision would support more efficient and effective region-wide financial stability monitoring and is more acutely needed for consolidated oversight of pan-ECCU insurance companies. The ECCU’s high dependence on global property reinsurance makes it vulnerable to the evolving reassessment of climate liability risks. The risk of more sustained hardening of the reinsurance market could worsen existing underinsurance by driving up costs and reducing capacity. Strengthening monitoring of reinsurance coverage, including through more targeted data collection, would support policy preparedness to manage these risks and narrow protection gaps.

    A more systematic approach is needed to strengthen financial intermediation and private investment. Slow bank lending growth, particularly in business credit, has long limited growth-supporting investment. Notwithstanding some recovery in construction and real estate credit, much of the high system liquidity is invested overseas and the unmet credit demand has partly fueled growth of the more risk-tolerant credit unions. The region has taken important steps to address credit access constraints through the ongoing rollout of the Credit Bureau and more demand-tailored products under the Eastern Caribbean Partial Credit Guarantee Corporation. Closer coordination of these regional initiatives and national MSME development policies would support development of regional best practices in enhancing small businesses’ bankability. This would also allow more efficient scaling up of active outreach programs to foster business formalization. Competing lending programs under national development banks should closely consider their risk-bearing capacity. Strengthening the collateral infrastructure through modernized foreclosure and insolvency frameworks, development of market-based real estate indices, and reviewing any policy impediments to secondary property market liquidity can help derisk local lending opportunities and reduce credit costs. The potential credit pricing distortions from the minimum savings rate should be reviewed alongside the ongoing efforts to encourage regional retail investment and capital market development.

    Strengthening of AML/CFT frameworks remains crucial amidst the scrutiny of CBI programs and thin correspondent banking relationships. This includes completing the long-pending designation of the ECCB as the AML/CFT supervisor for banks and centralization of AML/CFT regulatory standards under the ECFSB.

    Strengthening data provision

    Greater leveraging of synergies in regional data collection and processing could help address persistent resource and capacity gaps. Regional data provision has some shortcomings that somewhat hamper surveillance. While continued IMF/CARTAC technical assistance has proven valuable in improving data timeliness and quality, progress is often impeded by persistent staffing shortages and high turnover. A regional framework with centralization of data compilation and analysis could limit processing overlaps, enhance cross-country comparability, and better leverage the limited staffing resources.

Thanks to the renovation of the road infrastructure, traffic to and from new regions has increased, the role of checkpoints has increased.     On February 11, the SPbGASU hosted the Regional Career Guidance Festival “Technical Professions of the 21st Century: Infrastructure of a Big City.” Students from grades 8–11 from 30 St. Petersburg schools took part in it. The students directly communicated with representatives of 10 universities and colleges that offer technical specialties and attended their master classes.

    The festival is part of the Regional Career Guidance Marathon “Workshops of the Future”, which is held as part of the career guidance minimum in general education organizations and the federal project for early career guidance for schoolchildren “Ticket to the Future” with the support of the Education Committee of the Government of St. Petersburg.

    The festival is organized by the Center for Advanced Professional Training of St. Petersburg and the Center for Children’s (Youthful) Technical Creativity of the Kirov District of the Northern Capital. Co-organizers are SPbGASU and the St. Petersburg State University of Industrial Technologies and Design.

    The festival consists of two blocks: “Technical Professions of the 21st Century: Big City Industry” and “Technical Professions of the 21st Century: Big City Infrastructure”. The blocks are held on different days at different venues.

    The festival venue at our university was the building on Serpukhovskaya Street, No. 10, which houses the Institute of Continuous Education.

Our university was represented by the admissions committee staff. Olga Tatarinova, deputy executive secretary, and Elena Abashina, specialist, talked about the variety of technical areas at SPbGASU. They also told about the subjects required for admission, the number of points and individual achievements that are taken into account upon admission, the possibility of entering the university based on the results of Olympiads, and the specifics of creative entrance examinations at the architecture faculty.     According to Natalia Nikolaeva, a class teacher for the tenth grade of the Secondary Comprehensive School No. 187 in Krasnogvardeisky District, the advantage of this event is that schoolchildren can directly communicate with representatives of universities: “We took not only those who would like to enroll in technical programs, but also those who have not yet decided. They were able to ask questions and get answers to them.”

    During the master classes, they designed a house using the Russian TIM Renga system, tested water for hardness and lead, designed airplane models, changed brake pads, and worked on a welding simulator.

    “It’s five o’clock in the morning. You’ve found yourself in a typical car park…” – with these words, Igor Chernyaev, head of the department of technical operation of vehicles at SPbGASU, began his master class. Having chosen volunteers for the roles of a driver, logistician, mechanic, Igor Olegovich told them what the responsibilities of these specialists are and what knowledge they should have. The master class leader gave the children difficult tasks: to name the brand of a car by the sound of the engine, to determine which of the containers with different operating materials contains gasoline. As in real life, the participants’ time was limited: after all, the longer it takes to choose the right solution, the greater the non-production losses. At the end of the master class, Igor Olegovich invited them to apply to our university, which has its own driving school, training ground, and rally team. “Whatever your interests are, your knowledge will be used in the automotive industry,” Igor Chernyaev summed up.

    Participants of the career guidance festival received not only useful information, but also many new vivid impressions. The experience gained will be useful to them in their future choice of profession.

    Deputy Prime Minister Dmitry Patrushev held a working meeting with the Governor of the Samara Region Vyacheslav Fedorishchev. The main topic was the organization of the solid municipal waste management system in the region.

    The document is a set of rules that market participants should adhere to. It is based on the provisions of the previously developed draft Code of Good Conduct. Its updated version is based on eight “pillars”: honesty, fairness, transparency, care, safety, professionalism, responsibility and integrity.

    The principles are advisory in nature and can be implemented in the standards and codes of self-regulatory organizations, professional associations (unions) both in full and separately, and can also become the basis for the corporate culture of financial organizations. Market participants have the right to declare their commitment to the principles of fair behavior on their websites and other resources.

    The Bank of Russia’s methodological recommendations will create incentives for the further development of internal control systems, the identification and suppression of unfair and illegal behavior in the financial market.

    In 2024, the level of counterfeiting reached its lowest level in recent years: there is 1 counterfeit for every 1 million banknotes in circulation. A total of 8,240 counterfeit Russian banknotes and coins were identified in the banking system.

    The most counterfeited banknotes are those of 5,000 rubles (64%) and 1,000 rubles (27%).

    Also, 1,875 counterfeit foreign banknotes were detected. The vast majority (93%) were still US dollars.

    Deputy Prime Minister Dmitry Patrushev held a meeting within the framework of the “Wastewater Treatment Facilities” incident. It was attended by the heads of the Ministry of Natural Resources, the Ministry of Construction, Rosprirodnadzor, representatives of the Federal Assembly and heads of regions.

    “The national project “Ecology” has been completed. However, work within the framework of its two federal projects is forced to continue. The construction of treatment facilities directly affects the quality of life of citizens. Therefore, it is important to complete the work that has been started. There are positive examples of regions where the construction and reconstruction of treatment facilities were carried out in good faith and on time. This suggests that everything is feasible with the correct choice of design solutions and competent management,” said Dmitry Patrushev.

    At the meeting, the heads of the Astrakhan, Samara, Ulyanovsk regions and the Trans-Baikal Territory reported on the work done.

    The Deputy Prime Minister instructed the Ministry of Natural Resources and the Ministry of Construction to form a working group for a prompt visit to all unfinished facilities in the regions involved in the incident. Solutions to eliminate factors holding back construction must be found directly on site and deadlines must be set. If necessary, supervisory authorities will be involved in the work. Dmitry Patrushev emphasized that all facilities must be completed as quickly as possible.

    The weekly joint meetings of the Ministry of Natural Resources and the Ministry of Construction will continue. Corrective decisions will be made at their venue.

    Dmitry Patrushev particularly noted that for the systematic and effective implementation of the new national project “Environmental Well-Being”, it is important to develop regulations for interdepartmental interaction and the procedure for organizing work on the construction and reconstruction of treatment facilities.

    Incident No. 55 “Wastewater Treatment Facilities” was created on June 15, 2024 to coordinate work on the construction and reconstruction of wastewater treatment facilities implemented within the framework of the national project “Ecology”, as well as to ensure the operation of these facilities with the achievement of the parameters of standard wastewater treatment. Currently, work is being considered at 145 facilities in 19 regions.

    When working in the incident format, a special project management system is used, which is deployed on the basis of the Government Coordination Center. It allows for prompt coordination of the actions of participants and monitoring of project implementation in real time.

    On February 7, the Committee for Civil Service and Personnel Policy of the St. Petersburg Governor’s Administration launched the career guidance project “Smolny School”. Polytechnic University is one of the partner universities.

    “Smolny School” is a new project aimed at building a career path for high school students based on the “school — university — Smolny” model. The main goal is to attract schoolchildren’s interest in the state civil service, and to help graduates with career guidance. The partners are gymnasiums and schools of St. Petersburg, five key universities, and executive authorities: the Committee for Civil Service and Personnel Policy of the St. Petersburg Governor’s Administration, the Committee for Youth Policy and Interaction with Public Organizations, the Archives Committee of St. Petersburg, and the Corporate University of the City Administration. The project participants will be able not only to attend career guidance events at universities, but also to get acquainted with the executive authorities of St. Petersburg, their professions and specialties, and to immerse themselves in their activities. The defense of their final projects will take place in Smolny in May.

    At the opening of the project, the Vice-Governor of Saint Petersburg Valery Moskalenko and the Chairman of the Committee for Civil Service and Personnel Policy of the Administration of the Governor of Saint Petersburg Andrey Mikhailov delivered welcoming remarks. Representatives of educational institutions and universities that are partners of the project — SPbGEU, Herzen State Pedagogical University, Polytechnic University, HSE University, and RANEPA — also took part in the event.

    This is part of a large systemic work that we are doing to attract young, talented and motivated guys who are determined to bring benefit to our beloved city to the civil service of St. Petersburg. We have attracted our leading universities to the project so that high school students who see themselves in the civil service can learn what areas and training programs prepare specialists for work in government bodies. I am sure that the Smolny School project will make its contribution to this work, – emphasized Valery Moskalenko.

    More than 80 schoolchildren from different districts of St. Petersburg who have demonstrated high academic performance and achievements in federal and regional competitions will participate in the project.

    This career guidance project will help high school students build a career trajectory along the path “school – university – Smolny”. It is important for school graduates not only to choose the right future profession and enter a university in their specialty, but also to decide on the further direction of their professional growth and development. We are waiting for our wonderful guys in 5-6 years for joint fruitful work for the benefit of St. Petersburg and its residents, – noted the project manager Sergey Svechnikov.

    The project was developed and formed by representatives of the Higher School of Public Administration of the Institute of Mechanics and Technology, as well as those responsible for working with applicants at the institute.

    One of the key partners of the project is the Polytechnic University, which will use its platform to allow high school students motivated to work in public service to learn about the areas and programs of study that prepare specialists to work in city government bodies.

    Thus, the project participants will be introduced to SPbPU as part of career guidance events in an interactive form. The children will have excursions around the Polytechnic University, master classes from leading IPMEiT teachers in the field of lawmaking, lean manufacturing, marketing, data analysis, etc.

    I am proud that my colleagues from the Higher School of Public Administration took an active part in the formation of the Smolny School project. Many thanks to the city administration, which once again demonstrates its openness. It is ready to form not only its personnel reserve, but also a reserve for the future. For schoolchildren, this is a great opportunity to get acquainted with both government bodies and universities.     The final of the popular science competition “Science. Territory of Heroes” for schoolchildren and students from all over the country took place at the National Center “Russia”. Deputy Prime Minister Dmitry Chernyshenko addressed the participants with a welcoming speech.

    The Deputy Prime Minister emphasized the advantages of the profession of a scientist and spoke about the opportunities it opens up for young people.

    “The profession of a scientist in Russia is becoming increasingly popular and prestigious. Our scientists are real superheroes! We are in fifth place in the world in terms of the number of people engaged in research and development. Almost every second scientist in Russia is under 40 years old. The competition “Science. Territory of Heroes” is also gaining popularity. More than 90 thousand schoolchildren and students from all over the country have already become its participants. By involving tens of thousands of young researchers in the scientific field, we are solving one of the main tasks of the Decade of Science and Technology announced by President Vladimir Putin,” said Dmitry Chernyshenko.

    “All necessary conditions are being created for scientific creativity in our universities and scientific organizations, including the opening of youth laboratories, the updating of the equipment base, and serious grant support. I would like to separately note the strengthening of cooperation between universities, research institutes and the real sector of the economy,” the minister added.

    This year, 10 talented children from all over the country competed in the final duel – from Zavolzhye to Chelyabinsk Oblast. Young researchers answered scientific questions, talked to young scientists and famous popularizers of science, including Doctor of Physical and Mathematical Sciences, Professor of the Institute of Laser and Plasma Technologies of the National Research Nuclear University “MEPhI” Vladimir Reshetov, Ambassador of the project – biologist Ilya Gomyranov.

    Third place went to Andrey Khokhlov from Michurinsk, second place went to Timofey Kovalev from Pskov. First place was awarded to Alexander Valov from Klin.

    They received additional points for admission to the Bauman Moscow State Technical University, as well as awards from the competition partner companies. Rosatom State Corporation provided three winners with the opportunity to undergo career consultations, the purpose of which is to help build an individual professional path. Beeline awarded one winner with a grant of 200 thousand rubles for conducting research work and improving competencies in the chosen field. The remaining finalists received gift certificates and prizes from the competition partners, and also took part in an interactive tour of the Sber office.

    The winners of the competition will receive individual internships at the country’s leading scientific centers: the Far Eastern Federal University, the Interuniversity Student Campus of the Eurasian World-Class Scientific and Educational Center, and the Joint Institute for Nuclear Research. There, the students will gain unique experience in scientific research, study the areas in which they plan to develop in the future, and meet practicing scientists from the scientific field that interests them.

    The following represented GUU at the meeting: Rector Vladimir Stroyev, Vice-Rector Dmitry Bryukhanov and Director of the Institute of Economics and Finance Galina Sorokina.     Rector of the State University of Management Vladimir Stroyev greeted the guests and handed over the opening remarks to the Director of the Institute of Economics and Finance Galina Sorokina, who briefly spoke about the goals of the meeting and introduced the history of the university. Galina Petrovna especially emphasized that the origin of the university can rightfully be traced back to the Aleksandrovsky Commercial School, which was the first educational institution in Russia that trained entrepreneurs.

    Vladimir Stroyev noted that in many ways the State University of Management positions itself as an entrepreneurial university. And although the main emphasis in accordance with the requirements of the era and state tasks is on training industry managers, no one is going to leave the entrepreneurial track either. Moreover, now is the best time for banks to fully engage in educational processes, because by 2030 the Strategy for the Development of the Education System will have already changed significantly in favor of training engineers, doctors, teachers and specialists in the natural sciences.

    The rector also spoke about the project-based learning system at the State University of Management, for which one day a week is allocated in the curriculum from the first year. Vladimir Vitalyevich advised selecting personnel from the very beginning of the training, because by the 3rd or 4th year, the best students are usually already employed. To participate in the programs, you only need to assign a curator, no financial investments are needed. There are a lot of motivated students at the university, the main thing for the employer is to pick them up in time.

    Galina Sorokina added that various scholarship programs, which banks often limit themselves to, are just an additional opportunity for goal-oriented senior students to prove themselves and expand their resumes, while in reality they are already focused on other jobs.

    Kirill Nifontov, Chairman of the Board of Expobank, noted that all of the above is interesting to him not only as an employer, but also as a father of four children. He said that the private bank he represents is the 30th largest in Russia in terms of capital. The financial institution sees its mission in cultivating an entrepreneurial spirit, revealing the potential of clients and young businessmen.

    “We strive to solve complex problems, we grow actively, we find free niches in which we become leaders, we buy out the assets of large Western companies that have left. We consciously focus on young people, we involve and train them. The average age of our employees is 38 years old,” said Kirill Nifontov.

    The guest also complained about the “early aristocratization” of young specialists, who quickly get used to the increased attention of employers and lose motivation for development. This is why Expobank is concluding an agreement with the State University of Management in order to train specialists for itself.

    During the conversation, Kirill Nifontov asked a burning question: “Is it possible to learn entrepreneurship or is it an innate skill?” Vladimir Stroyev admitted that this question is often raised in discussions, and his opinion is that everything can be taught, but not everyone is destined to become Musk or Jobs; for this, innate talent is needed.

    After the signing ceremony, the guests from Expobank were given a tour of the State University of Management. Kirill Nifontov was clearly interested in asking the director Marina Grigorieva about the details of admission and education, organizational processes and youth trends, and his colleagues were amazed at the advanced equipment of the classrooms. Then the tour moved to the Media Center, where the bankers were introduced to the internal educational platform – the Digital Building of our university. At the end of the visit, the representatives of Expobank were shown the auditorium GU-307, which will be allocated to the bank for the arrangement and image support of its brand within the walls of the State University of Management.
