    By order No. OD-1469 dated 10.07.2025, the Bank of Russia revoked the license dated 28.12.2023 OS No. 4404-03 for the implementation of compulsory motor third party liability insurance (MTPL) of the limited liability company INSURANCE COMPANY HATHOR (registration number according to the unified state register of insurance entities 4404, hereinafter referred to as SK HATHOR LLC).

    The Bank of Russia made this decision on the basis of subparagraph 3 of paragraph 2 of Article 32.8 of Law No. 4015-1 of the Law of the Russian Federation of 27.11.1992 “On the Organization of Insurance Business in the Russian Federation” (hereinafter referred to as Law No. 4015-1), guided by the fact that SK KHATKHOR LLC:

    violated the minimum permissible value of the standard ratio of own funds (capital) and accepted liabilities established by the Bank of Russia in accordance with paragraph 4.1 of Article 25 of Law No. 4015-1, which creates a threat to the rights and legitimate interests of policyholders, insured persons, and beneficiaries. In order to comply with the requirements of the financial stability of the insurer, the minimum permissible value of the standard ratio is 1. The value of the standard ratio of SK KHATKHOR LLC has been steadily decreasing in 2025 from 0.75 on 31.01.2025 to 0.31 on 31.05.2025; previously violated the requirements of insurance legislation, in connection with which the Bank of Russia applied to it for one year the measures provided for in the third paragraph of subparagraph 2 of paragraph 2 of Article 32.5-1 of Law No. 4015-1.

    The decision came into force on the day of its adoption.

    By order of the Bank of Russia dated 10.07.2025 No. OD-1470, a temporary administration of SK KHATKHOR LLC was appointed from 10.07.2025 for a period of six months.

    The functions of the temporary administration are assigned to the State Corporation “Deposit Insurance Agency”, which exercises the powers of the executive bodies of LLC “SK “KHATKHOR”, identifies creditors of LLC “SK “KHATKHOR” and maintains a list of submitted claims.

    After the revocation of the license of SK KHATKHOR LLC, the MTPL contracts continue to be valid until their expiration.

    Compensation payments for damage caused to the life, health or property of the victim under the OSAGO contracts of LLC “SK “KHATKHOR” will be carried out by the Russian Union of Auto Insurers (RSA).     In connection with the revocation of the license of LLC “SK “KHATKHOR”, policyholders have the right to terminate the MTPL agreement early. In this case, the policyholder must be returned a portion of the insurance premium minus the costs of implementing MTPL and deductions to the reserve for compensation payments, in the amount of the share attributable to the unexpired term of the agreement or the unexpired period of use of the vehicle.

    BEIJING, July 10 (Xinhua) — China has produced a stable and bumper summer grain harvest this year, totaling 149.74 million tonnes, official data showed Thursday.

    According to the National Bureau of Statistics (NBS), China’s grain harvest in the summer period slightly decreased by 0.1 percent compared with last year due to difficult weather conditions.

    The decline in the summer grain harvest was minimal, and the overall harvest remained stable overall, said Wei Fenghua, an official with the National Grain Bureau.

    CHONGQING, July 10 (Xinhua) — An express train loaded with telecommunications equipment, auto parts and other goods departed from the southwest Chinese metropolis of Chongqing on the China-Europe international rail freight route at around 12 p.m. on Wednesday, marking the start of regular freight express service on the route.

    SEOUL, July 10 (Xinhua) — The Seoul Central District Court has issued an arrest warrant for former South Korean President Yoon Seok-yeol in connection with the martial law case last December, the Renhap News Agency reported. This is the politician’s second arrest in the investigation.

    The court issued the arrest warrant after a hearing on the request of special prosecutor Cho Eun-seok.

    Yun Seok-yul faces five charges, including violating the rights of cabinet members by preventing most of them from attending a key meeting before martial law was declared on Dec. 3.

    The former president is also accused of fabricating a document after martial law was declared and forcing then-Prime Minister and Defense Minister Han Deok-soo and Kim Yong-hyun to sign it.

    Yun Seok-yeol denied all charges during the hearing and was later taken to a detention center in Uiwang, south of the capital.

    60 young teachers — representatives of all 12 SPbPU institutes — have become graduates of the retraining program “Pedagogical Start”. The program is a mandatory part of the career trajectory “Intern”, intended for master’s students and final-year specialists, as well as postgraduate students planning their professional career as a teacher or researcher.

    The program participants successfully defended their final theses and received diplomas of professional retraining. Many of them will continue their teaching activities in the new academic year as assistants.

    The professional retraining program “Pedagogical Start” included a large block of theoretical training, allowing to master modern educational technologies, regulatory foundations of pedagogical activity, methods of working in the digital environment of SPbPU, as well as pedagogical internship under the guidance of mentors – leading teachers of higher schools and departments of the university.

    The pedagogical internship became the core of the entire retraining program, allowing the interns, on the one hand, to adopt the experience of the best teachers in the relevant professional field, and on the other hand, to apply all the theoretical knowledge they had acquired in practice, trying themselves out as teachers, noted Elena Zima, Director of the SPbPU Education Quality Center and Head of the Pedagogical Start program.

    During the defense of their final theses, the interns presented their experience of implementing the chosen teaching method and the developed fragment of the online course in the electronic information and educational environment of the Polytechnic. It is especially valuable and worthy of respect that the newly-minted teachers mastered the program in parallel with the preparation of diplomas in the main educational programs.

    UNITED NATIONS, July 10 (Xinhua) — China’s Deputy Permanent Representative to the United Nations Geng Shuang called on Yemen’s Houthis to stop attacking merchant ships in the Red Sea at a UN Security Council meeting on Wednesday.

    LOS ANGELES, July 10 (Xinhua) — Thirty-one workers trapped in a tunnel collapse in the Wilmington neighborhood of Los Angeles on Wednesday night have been rescued, the Los Angeles Fire Department said.

    All workers believed to have been involved in the tunnel’s construction were found safe and sound, the fire department said.

    The incident occurred around 8 p.m. (03:00 GMT Thursday) near the 1700 block of North Figueroa Street in Wilmington.

    The city fire department sent all its search and rescue teams to the scene to carry out rescue operations.

    The collapse occurred in an 18-foot-diameter (5.5-meter) industrial tunnel being built to treat the city’s wastewater, the fire department said.

    The Polytechnic University held its eighth annual Summer School, an educational intensive for high school students that brought together talented children from all over the country. This year, 88 high school students from St. Petersburg and other regions of Russia who passed a competitive selection took part.

    The Summer School program included four areas that combined theory, practice, and excursions to leading enterprises. The students visited UEC-Klimov, the Petersburg Tractor Plant, the Institute of Linguistic Studies of the Russian Academy of Sciences, NIIEFA, the IT Contact company, and the Volkhov Hydroelectric Power Station. In the final, they defended solutions to cases provided by the organizers.

    On the Wings of Polytech track, the participants worked on optimizing the wing design. They created a model in KOMPAS-3D, conducted virtual tests in ANSYS, calculated the load and lift at different angles of attack. The final stage was 3D printing of the wing and its testing on a special stand. The guys presented the results in the form of an engineering report with the defense of the project. The teachers of the program were engineers of the Higher School of Power Engineering and the Scientific and Educational Center “Aircraft Engines and Power Plants” PISh CI Nikita Izbyakov, Andrey Shirokih and Anastasia Bodunova.

    Participants in the track “Energovaybe: how to tame the energy current and not burn out” successfully designed an efficient power supply system for a private home. They analyzed the needs of future residents and developed an optimal layout for electrical appliances, including sockets, switches, and lighting fixtures. To ensure reliable power supply, students calculated the parameters of the key elements of the system and prepared a detailed power distribution plan. The project took into account modern requirements for safety, energy efficiency, and ease of use.

    The students studied electric power engineering with maximum focus on practical applicability. Testing the operation of electrical appliances, conducting experiments on connecting light bulbs, the first modeling in a popular engineering application, developing their own power supply scheme – the participants of the Summer School had no time to get bored, – noted Maria Lyulina, senior lecturer of the Higher School of Electric Power Systems.

    In the track “Linguistics in the Digital Age: from Data Analysis to Artificial Intelligence”, schoolchildren analyzed excerpts from English textbooks for grades 7–11 to assess their complexity. Using special metrics and automatic text processing tools, they found out how the “from simple to complex” principle is observed in the school curriculum. The results will help textbook authors adjust the selection of materials, and teachers will be able to adapt complex texts for better understanding. The track was organized by teachers and staff of the Higher School of Linguistics and Pedagogy Alexander Dmitriev, Marina Kogan and Elena Krupnova.

    In the “How it works: mechanical engineering” program, schoolchildren successfully designed and calculated a single-stage gearbox, a key mechanism for industrial equipment. They performed energy-kinematic calculations, created a 3D model, and analyzed various production technologies, including traditional processing and 3D printing. The intensive course allowed future engineers to master modern methods of designing mechanical systems and understand the principles of choosing optimal production solutions.

    The summer school is a unique opportunity for schoolchildren to immerse themselves in student life and get acquainted with their future profession. Working in groups, together with interested and motivated children, allows them to delve deeper into various technologies of modern professions, – noted the director of the Center for Work with Applicants Artem Egupov.

    The best teams received additional points, which will be taken into account when entering SPbPU, as well as gifts.

    The most valuable thing for me was the acquired experience of teamwork and practical skills of working in KOMPAS-3D.     The sports and technical creativity club “Extreme” took part in the final of the Karelia Rally Cup – the legendary race “White Nights”, which took place in the Lakhdenpokhsky district of the Republic of Karelia. In the team standings, the polytechnicians were awarded bronze medals.

    The competition was held on roads that had never been used as race tracks before. The new tracks became a real test of strength for the pilots and equipment. We started the second day in eighth place with a big time penalty, we didn’t finish any special stage lower than third place, but, alas, we couldn’t make up the rest of the penalty minutes. In the end, we were fourth. For a fully factory “Logan”, this is an excellent result, but we strive for the best, – said Mikhail Krasovitsky.

    It was a tough race for the Polytechnicians. In such conditions, it is important not to give up, to continue the fight to reach the finish. It is impossible to win if you do not reach the end.     The Battle of Poltava became the decisive battle of the Northern War (1700-1721), in which the Russian Tsardom, which was in the period of reforms of Peter I, was confronted by the powerful Swedish Kingdom, led by the talented military leader Charles XII.

Two hours later, they were surrounded by the Russians from the flanks, panicked, and fled the battlefield.

The Russians got the entire royal treasury, but Charles XII himself managed to escape to Turkey with a small detachment, where he continued to intrigue against Russia.

    Despite the fact that the Northern War lasted for another 12 long years after the Battle of Poltava, Sweden could no longer pose a significant threat to the Russians. At the end of the war, Russia retained the territories of Karelia, Livonia, Estonia, Ingria and free access to the Baltic Sea, opening up broad strategic and trade opportunities.

    BEIJING, July 10 (Xinhua) — A press conference was held in Yanji City, Northeast China’s Jilin Province, on July 8 to announce the launch of an international bus service between Yanji and Vladivostok, announcing that the route will operate regularly from July 10.

    According to the local newspaper Yanbian Ribao, transport companies of the Yanbian Korean Autonomous Region and Primorsky Krai signed an agreement in 2024 to open a regular international bus service from Yanji to Vladivostok to meet tourist demand.     BEIJING, July 10 (Xinhua) — China’s National Meteorological Center (NMC) on Thursday issued a yellow alert for heavy rainfall in some parts of the country.

    According to the NMC, heavy rain and downpours will rage in some provincial-level areas of the country, including Fujian, Guangdong, Hainan, Hebei, Guizhou, Yunnan, Sichuan, Hubei, Shaanxi, Taiwan, Chongqing and Beijing, as well as Inner Mongolia and Guangxi Zhuang Autonomous Regions from 2:00 p.m. Thursday to 2:00 p.m. Friday.

    Heavy rains are expected in some areas of Guangdong and Fujian provinces, with hourly rainfall reaching 300 mm, the center added.

    In some places in the above-mentioned regions, short-term heavy precipitation is expected, the maximum hourly rate of which may exceed 80 mm. In addition, strong convective phenomena such as thunderstorms and gusty winds will be observed.

    The NMC recommended that local authorities and relevant departments properly organize storm control measures and take necessary drainage measures in urban areas and agricultural lands.

    BEIJING, July 10 (Xinhua) — China’s courier sector handled more than 100 billion parcels as of July 9 this year, the State Post Administration said Thursday.

    The department noted that the operational volume of shipments exceeded the 100 billion unit mark 35 days earlier than in 2024. This figure has exceeded 100 billion parcels for the fifth year in a row.

    As the country’s consumer market continues to expand and e-commerce becomes more popular, the courier sector is playing an increasingly important role in supporting relevant industries and driving economic growth, the department said.
