    Dmitry Chernyshenko emphasized that one of the Government’s priority tasks is the development of domestic tourism.

    “The unique nature and culture of North Ossetia make it attractive to travelers. To develop this area, the republic actively uses state support measures of the national project “Tourism and Hospitality”. Thus, within the framework of the competitive selection for 2025-2027, applications were submitted for the implementation of projects to create modular non-capital accommodation facilities. Based on the results of the competition, North Ossetia will receive about 1 billion for three years – this is the second place in terms of volume among all subjects of Russia,” the Deputy Prime Minister said.

    Dmitry Chernyshenko also noted the importance of each subject’s contribution to achieving the common goal set by President Vladimir Putin – to involve 70% of Russian citizens in systematic physical education and sports by 2030. To achieve this, it is necessary, among other things, to work on the level of provision with sports facilities.

    The Deputy Prime Minister added that the national project “Youth and Children” contributes to the development of education, science and youth policy in the Republic of North Ossetia – Alania. For example, it plans to build new buildings for general education organizations. Within the framework of the federal project “Professionalism”, three clusters have been created by industry: pedagogy, law enforcement and management, tourism and services.

    Thanks to the republic’s participation in the “Region for the Young” program, the first stage of the capital renovation of the Youth Palace was carried out, and a number of events in the field of youth policy were held.

    “The development of the education sector is one of the main priorities of the socio-economic policy of North Ossetia, to which we pay special attention and which today accounts for more than a third of the republican budget.     Based on the instruction of the President of the Russian Federation, a program is being implemented to modernize and resume serial production of the Il-114–300 regional passenger aircraft. The aircraft is being created specifically for local airlines, with the ability to operate in hard-to-reach regions with poor airfield infrastructure, on short and unpaved runways, in low temperature conditions, and is a modernized version of the Il-114 turboprop aircraft. It will replace the outdated An-24 on domestic airlines, as well as foreign-made aircraft of a similar class (ATR72 (France), Bombardier Dash 8 (Canada)).

    The upgraded version is assembled from Russian-made components and is equipped with Russian systems and equipment. In total, more than 180 flights have been performed under the flight test program (on two prototypes).

    Fuel consumption – 540 kg/h;

    Entrepreneurs planning to implement investment projects in the border areas of the Bryansk, Belgorod and Kursk regions will be able to use the preferential regime of the free economic zone (FEZ). The resolution on the conditions and features of the application of the preferential regime in relation to new projects in these territories was signed by Prime Minister Mikhail Mishustin.

    Until now, this free economic zone regime applied to actually operating and damaged enterprises in the border areas of the three regions. This allowed entrepreneurs to partially compensate for the damage sustained during military operations.

    Now investors implementing new projects in the manufacturing industry, agriculture, logistics, and the development of computer technologies and software will be able to take advantage of the preferential regime.

    The investment volume, which is the entry threshold for receiving preferences, will be 30 million rubles. At the same time, for small and medium-sized enterprises, this volume is set at 3 million rubles, and for projects in the field of information technology, regardless of the size of the enterprise, at 1 million rubles.

    In June 2024, the President signed a law allowing the preferential regime of the free economic zone to be extended to certain territories of the Belgorod, Bryansk and Kursk regions.

    Residents of the SEZ enjoy reduced rates of corporate income tax, mineral extraction tax, and the right to exemption from corporate property tax and land tax. Organizations and individual entrepreneurs are also granted the right to apply reduced insurance premium rates.

    The Ministry of Economic Development of Russia sent to the Government report on the results of the work of special economic zones for 2024.     “In recent years, the number of SEZs in the country has increased significantly. New territories with a preferential regime have already been included in the rating, but have not yet reached full capacity. At the same time, residents are actively entering the “young” SEZs, expanding production and investing, creating highly paid jobs. Thus, the lion’s share of all investments in the SEZ in 2024 were provided by territories created in 2020-2022. It is important that businesses are increasing investments in the development of new technologies – R&D costs have grown by almost 60% and exceeded 35 billion rubles. This means that even in difficult conditions, companies continue to search for and implement innovative solutions, update products and develop new markets,” said Deputy Minister of Economic Development Svyatoslav Sorokin.

    According to the assessment results, the leaders in terms of efficiency for 2024 were industrial production zones in the Samara Region (Tolyatti), the Republic of Tatarstan (Alabuga), Moscow Region (Stupino Kvadrat), Ivanovo Region (Ivanovo), Lipetsk Region (Lipetsk), and Kaluga Region (Kaluga).

    “Special economic zones remain one of the most effective instruments of state support for investors. Last year, residents invested more than 1.2 trillion rubles in projects, which is twice as much as the year before. Over 25 thousand new jobs were created, which is 40% more than in 2023. These results confirm that businesses are comfortable working in SEZ conditions: these are tax and customs preferences, ready-made infrastructure, administrative support and reduced costs for connecting to resources. All this makes SEZ sites growth points and attractive for long-term investments,” Svyatoslav Sorokin emphasized.

    “Business investments are new high-tech production facilities, jobs, and taxes that we direct to the development of the social sphere and improving the quality of life of our citizens. And the special economic zone “Togliatti” with its opportunities and preferences is an effective tool for attracting private investment, a key growth point. The development of the capacities of the SEZ “Togliatti” will contribute to the development of the regional economy and increase the competitiveness of the region in the investment arena,” said the Governor of the Samara Region Vyacheslav Fedorishchev.

    “Of course, the preferences of the special economic zone play an important role when an investor chooses a location – these are both tax benefits and ready-made infrastructure. For us, the SEZ in Baikalsk has become part of the important work to create a new environmentally friendly business format on the former industrial site,” said Igor Kobzev, Governor of the Irkutsk Region. He also noted that there is currently a high interest from investors in the SEZ, in connection with which the regional authorities are preparing documents for the Ministry of Economic Development of the Russian Federation to expand the preferential regime zone.

    “The Saint Petersburg Special Economic Zone annually confirms its effectiveness, taking places in the top three special economic zones of the technology implementation type. We are the leader in the volume of tax deductions from our residents to the country’s budget system. This makes a significant contribution to the high assessment of our work. Over 19 years of operation, two operating sites of the SEZ have already brought Saint Petersburg 135 billion rubles in investments, almost 8 thousand jobs and about 29 billion rubles in tax deductions. The city sees the effect for Saint Petersburg and is interested in scaling up the project,” said Tamara Rondaleva, General Director of JSC Saint Petersburg Special Economic Zone.

    The efficiency assessment was carried out based on 25 quantitative indicators, as well as six calculated metrics, including: the performance of residents, the profitability of investments from budgets at all levels in the infrastructure of the zones, the efficiency of management bodies, the quality of planning during the creation of the SEZ, and the contribution to the achievement of national development goals defined by the May decree of the President of the Russian Federation.

    Every year new production facilities are opened in the territory of special economic zones. In 2024 alone, several socially significant and high-tech projects began operating at once.

    The production of televisions under the GigaFactory brand has started in the Novgorodskaya SEZ — this is the first and only enterprise of its kind in the region. The plant produces “smart” televisions based on a domestic operating system, which makes the project an important element of import substitution.

    On the territory of the SEZ “Lotus”, the company “Rybnye Korma” launched the first stage of the plant for the production of feed for industrial aquaculture – sturgeon, catfish, trout, salmon, sea bass and dorado. The production is focused on domestic raw materials, and the volume of feed production today is up to 25 thousand tons per year.

    The Krasnogorsky dairy plant has started operating in the Orenburg SEZ. The processing capacity is up to 150 tons of milk per day, the range is more than 50 types of dairy and fermented milk products. The products are supplied not only to retail chains in the Orenburg Region and neighboring regions, but also to Kazakhstan and China.

    The Petexpert plant, specializing in the production of high-quality pet food from natural raw materials, has opened in the Lipetsk SEZ. The enterprise produces up to 20 thousand tons of dry food per year and is developing regional exports.

    On the territory of the SEZ PPT “Alga” in Bashkortostan, the company “Azimut” launched an innovative plant for the production of road paint and cold plastic for marking. The production is located in the industrial park “Ufimsky” and is equipped with a modern laboratory and lines. The products are used in the implementation of federal and regional programs for the construction of transport infrastructure.

    In June 2025, the Government of the Russian Federation received 18,917 requests (including 18,125 in the form of an electronic document). Among them, 124 were collective, signed by 19,958 people.

    In terms of the volume of correspondence received in June, international topics were the leading ones. The second place was taken by letters devoted to the economic sphere, including road repair and construction, gasification and water supply of settlements. The authors of appeals on environmental issues focused on animal protection issues. In terms of housing and utilities, applicants complained about the increase in utility bills and criticized the work of management companies. There were requests to improve housing conditions and expand preferential mortgage lending programs. The number of letters concerning social security and health care increased. Issues of obtaining citizenship, as well as the activities of inquiry and investigation agencies, remained relevant in appeals.

    High activity in terms of the number of letters received per 10,000 residents was noted in the Central and Southern Federal Districts (especially in Moscow and Sevastopol, the Republic of Crimea, Volgograd and Moscow Regions), as well as in the Donetsk People’s Republic and Zaporozhye Region. The activity of residents of the Northwestern Federal District generally corresponds to the average indicator for Russia. Below average values were recorded in the Volga, Ural, Siberian, North Caucasian and Far Eastern Federal Districts, where the most active authors were those living in the Ulyanovsk and Tomsk Regions, Kamchatka and Stavropol Territories, the Republic of Bashkorostan, and the Khanty-Mansi Autonomous Okrug – Yugra.

    Based on the results of the review, the appeals were sent by the Office of the Government of the Russian Federation to federal executive authorities and their territorial divisions (5,319), to regional executive authorities (3,904), to local government bodies, prosecutor’s offices and other organizations (1,878). 574 appeals were taken under control.

    The most important, socially significant requests were sent to the secretariats of the Chairman of the Government of the Russian Federation and his deputies (203), the management of the Government Office (19) and the structural divisions of the Government Office (394).

    In June 2025, 739 responses were received on the results of reviewing citizens’ appeals, including 306 from executive authorities of the constituent entities of the Russian Federation. 77 responses reported a positive resolution of the issues raised or measures taken, 599 authors were given the necessary explanations. The facts stated by the applicants were confirmed in 18 cases, 52 applications were verified on-site, 17 officials were held accountable. Complaints were denied to 38 authors due to the lack of legal grounds, in 22 cases the stated facts were not confirmed. 25 letters were left for additional control. 11 appeals were reviewed in violation of the deadlines.

    As part of the work of the telephone reference service in June 2025, answers were provided to 1,668 inquiries.

    The reception office of the Government of the Russian Federation was visited by 93 people in one month.

    Phase-locked loop systems are widely used in satellite navigation and wireless communication devices. They provide precise synchronization of the frequency and phase of the signal coming to the device and the signal generated by the device itself. For example, in the case of a Wi-Fi connection between a router and a phone, the signals from the devices may differ slightly due to interference or instability of the transmitter (router). The phase-locked loop system compares the characteristics of the incoming signal and adjusts them to those characteristic of the device. This reduces the number of errors in the transmission of information, even if the original signal is “noisy”.

    However, phase-locked loop systems operate stably only if a number of conditions are met. At the same time, it is difficult to accurately determine the capture range, since its calculation requires solving systems of nonlinear equations with a large number of variables. Previously, engineers used approximate methods that could lead to errors, and therefore did not always ensure stable operation of the system.

    Researchers from St. Petersburg University analyzed operation of one of the most common phase-locked loop systems and found a simpler way to accurately calculate its capture range. To do this, scientists from St. Petersburg State University used a mathematical method of replacing variables, which allows equations used in other approaches to be reduced to a simpler form. In addition, the researchers used graphs to display how the state of the phase-locked loop system changes over time when transmitting and receiving signals with different parameters (frequencies and phases).

    Students of the Institute of Industrial Management, Economics and Trade of SPbPU defended a comprehensive final qualification work in the format of “Final Qualification Work as a Project” to solve real production and management problems of the customer – JSC “Power Machines”.

    Three students majoring in Management, International Logistics, divided the tasks among themselves as follows: Darya Snigireva considered the issues of developing fast purchases through the implementation and adaptation of marketplaces, and Maria Shapova dealt with illiquid assets: working with unloading, organizing unscheduled inventories, creating a pricing system. Both girls were advised by Nikita Lukashevich, Associate Professor of the Higher School of Industrial Management. Yana Salangina took on the transformation of the enterprise’s warehouse accounting and the development of recommendations for improving the management of the warehouse complex (consultant – Zoya Simakova, Associate Professor of the Higher School of Industrial Management).

    The main task of the student of the “Trade” direction, profile “Logistics systems in trade”, Ekaterina Rakcheeva was to develop a procurement training system and fill the “Knowledge Base” of the enterprise. Ekaterina was advised by Associate Professor of the Higher School of Service and Trade Irina Kapustina. The overall assessment of the effectiveness of the developed activities was made by a student of the “Economics” direction, profile “Economics and management at the enterprise”, Anna Myasnikova (consultant – Professor of the Higher School of Engineering and Economics Svetlana Suloeva). The project was supervised by Senior Lecturer of the Higher School of Industrial Management, the ideologist of the implementation of the complex final qualifying work on the part of the Polytechnic University Egor Temirgaliev.

    The meeting of the State Examination Committee was held on the premises of the Leningrad Metal Plant of JSC Power Machines. The State Examination Committee was headed by the Director for Development of General Industrial Suppliers of Power Machines, Evgeniya Khmel. The SEC also included representatives of the customer and the university.

    The result of the students’ work was a set of measures that optimize production and management processes at the enterprise. In particular, recommendations for improving the purchasing activities of Power Machines through the implementation of an industrial marketplace make it possible to reduce the duration of the purchasing process. The proposed automation of contractual activities through the development of a template for filling out a contract reduces the time of the purchasing manager. Due to the developed recommendations for improving warehouse operations through the implementation of barcoding, as well as the implementation of an automated warehouse complex management system, the time for performing warehouse operations is reduced, the accuracy of accounting and the throughput of the warehouse are increased.

    During the defense, the members of the State Examination Commission asked many questions, touching on their areas of professional interest. As a result, the commission rated the work as excellent.

    After the results were announced, the chairperson of the State Examination Commission, Evgeniya Khmel, summed up the defense: On the customer’s side, we make fairly high demands on students both during the pre-graduation internship and writing of the work, and during the defense itself. It is very important for us that the tasks that we set for students at the beginning of their journey find application in our business after the defense of the diploma. I can say that the team did a great job!

    This is already the third project successfully implemented by IPMET students for Power Machines. Last year, the Polytechnicians defended a comprehensive final qualifying work commissioned by Power Machines – Leningrad Metal Plant on the topic of transforming the purchasing activities of an industrial enterprise in order to reduce slow-turnover inventories, and in 2023 worked on the project “Harmonization of production needs with the provision of components and materials” by order of “Power Machines” – the “Elektrosila” plant.

    We attach great importance to the preparation of comprehensive final qualification works created by order of industrial enterprises of St. Petersburg. In this way, we solve a dual task: on the one hand, we help the enterprise to take a new look at production and management processes, on the other hand, we prepare young qualified specialists for our strategic partner, the Power Machines company, who, while still students, successfully completed pre-graduation practice, then wrote a diploma work and, most importantly, became employees of this enterprise, – commented the director of IPMEiT Vladimir Shchepinin.

  • MIL-OSI Russia: NSU Startup Studio Presented Its Projects for the First Time in the Form of the Artificial Intelligence Alley

    The Alley of Friendship of Artificial and Natural Intelligence was a horizontal space designed as a real alley: it had trees and a waterfall, and an interactive exhibition was inscribed into such a landscape. The alley symbolized a walk of an ordinary person through the world of artificial intelligence and modern technologies that are available on the market and that can be tried right here and now. In total, over 1,000 people walked through the alley during the day of work – from 10 a.m. to 6 p.m.: each of the visitors got involved in the interactive activities presented at the stands. A separate bright component of the exhibition was the game “Startup Race”, which the NSU Startup Studio presented to a wide audience and tested in action.

    The alley included the following technologies and developments:

    1. Emotion analyzer

    At the reception for registering guests of Smart Picnic there was a special camera with an interactive screen. Anyone could come up, make a face, and the screen would display the emotion they were experiencing.

    The guests were particularly impressed by this invention: everyone had fun and amusement checking how well their faces were able to express emotions. The technology also has medical applications for diagnosing diseases associated with incorrect display of emotions on the face.

    2. Virtual assistant

    After the first stop, guests were met by a virtual animator from the NSU Startup Studio, who announced all the technologies created using artificial intelligence.

    3. Emulator of human personality in voice

    NSU students who received a grant created a voice simulator that imitated the personality of famous people. Visitors to the alley interacted with the simulator through their voice, trying to sell it a pen or ask a question, like in the movie “The Wolf of Wall Street.”

    4. Smile analyzer

    The next stand was a smile analyzer, developed jointly with a doctor from the Rostov Medical University. The device, using a patented method, gave recommendations on the health of teeth and the oral cavity based on a smile analysis.

    5. Game “Academ Dreams”

    This stand offered to immerse oneself in the world of Akademgorodok in the late 1990s and early 2000s. Players could become virtual residents of the science town and interact with its inhabitants, creating a copy of themselves in the virtual space.

    6. Swaid Monitor

    It was a photoplethysmograph that recorded heart rate readings and constructed a stress index using the Baevsky method. Together with the staff of the Psychology department of the Institute of Medicine and Medical Technologies of NSU, the game “Calm Down” was developed, in which participants put on a bracelet and, while meditating, watched the stress line decrease on the screen. The monitor helped participants achieve a meditative state even in a crowd.

    7. Map of emotions

    Each of the visitors to the alley and the Picnic sites in general could mark themselves on the map and indicate what emotion they are currently experiencing in real time. The development is also intended for deep behavioral research: for example, what emotion and how intensely a particular group of people in a particular location experiences.

    8. Games with artificial intelligence

    Several separate stands presented interactive games in which visitors fought against AI – “Crocodile” and “Riddles”. Separately, an interactive demo board was presented with photographs of how people interact with inventions at the exhibition.

    9. Game “Startup Race”

    The development was first presented at the alley and was tested in real time.

    Of course, not all projects of the NSU Startup Studio were presented at the Alley, since among its participants there are more than 30 residents with their own ideas and projects.

    — The Artificial Intelligence Exhibition became a kind of “frontier” for us, which could be organized at the Smart Picnic site. On the one hand, the alley became our product and even an element of the interactive show, and, on the other hand, it was also a challenge for our residents and partners — they had to show their technology to people in extreme conditions and, despite everything, think through to the smallest detail how to present a demo version of the product, what to say in the opening speech, at what points it is worth speeding up production in order to show a finished product, and not just developments and an idea. That is, the Artificial Intelligence Alley became a powerful incentive for our residents to work, — said Evgeny Ivanov, a representative of the NSU Startup Studio and managing partner of the Coion investment syndicate.

    According to Evgeniy, some startups actually showed high growth rates thanks to their participation in the Alley.

    — One of the projects, Lexis Voice, the very same stand with a voice imitator and the question “Sell a pen”, showed a good result. The team accelerated in all directions, from development to sales market. Thus, in a month and a half, the project’s revenue increased 5 times, because there was a strict deadline – participation in the exhibition, and a clear understanding of what should be ready by this time, — summed up Evgeny Ivanov.

    The next step in popularizing innovative entrepreneurship after the Artificial Intelligence Alley is the Startup Unit school, which started in July, where anyone can feel like a budding entrepreneur. After the school, in the fall, all students will be able to start the NSU acceleration program .catalyst, and residents of the NSU startup studio will also be able to take part in the Siberian Venture Fair, where they will present projects in the format of idea boards. The goal of all these projects is one – to bring to life the ideas and developments of students.

    — The fair is really one of the elements of the chain, which the Startup Studio is developing with its residents. Ultimately, all this is so that innovators launch some product, a viable business, and then return to the state the resources that are invested in them in the form of various subsidies, grant support that they can attract. Our task is for our residents to “spend” these funds correctly and as a result, a finished product is obtained that is needed by someone and will be sold, — emphasized Alexey Starostin, Director of the NSU Startup Studio.

    BEIJING, July 8 (Xinhua) — China’s National Meteorological Center (NMC) on Tuesday extended a yellow alert for heavy rain and heat in some parts of the country.

    According to the NMC, on Tuesday afternoon, the air temperature will exceed 35 degrees Celsius in some areas between the Yellow River and Huaihe River, the Yangtze River and Huaihe River, the Jianghan Plain, areas south of the Yangtze River in southern China, as well as in some areas of Chongqing City, Guizhou Province and the Xinjiang Uygur Autonomous Region.

    According to the forecast, high temperatures in the above-mentioned areas are expected in some places, ranging from 37 to 39 degrees Celsius, while in some parts of the country, the maximum temperature may exceed 40 degrees Celsius.

    The NMC recommended avoiding outdoor activities and taking precautions to protect vulnerable groups such as the elderly and children.

    According to the NMC, heavy rainfall is expected to hit parts of Zhejiang, Fujian, Sichuan, Guizhou, Shaanxi, Shanxi and Yunnan provinces, as well as Chongqing and the Inner Mongolia Autonomous Region from 08:00 Tuesday to 08:00 Wednesday.

    BEIJING, July 8 (Xinhua) — The International Cultural and Tourism Festival on the Theme of the Kyrgyz Oral Heroic Epic “Manas” will be held from July 13 to 20 in Kizilsu Kirghiz Autonomous Prefecture of northwest China’s Xinjiang Uygur Autonomous Region, the prefectural government said.

    The festival, which will bring together more than 300 guests from China and abroad, will feature eight thematic events, including scientific seminars, a Manas epic storytelling competition, and the signing of agreements in the fields of culture and tourism.

    During the festival, memorandums of cooperation in the field of culture, tourism and physical education will be signed between the cities and regions of Kyrgyzstan and the Kyzylsu-Kyrgyz Autonomous Okrug, covering the joint protection of intangible cultural heritage, holding sports competitions, cross-border tourism and border trade and the joint development of cross-border e-commerce.

    Innovative methods for preserving the epic will be an important part of the events.
