    LANZHOU, July 4 (Xinhua) — Northwest China’s Gansu Province issued red alerts (the highest) on Friday due to increased risks of geological disasters and flash floods.

    In the afternoon, the Gansu Provincial Natural Resources Administration and Meteorological Administration jointly issued a red alert for geological disasters caused by adverse weather conditions, warning of a high probability of geological hazards such as landslides, collapses and mudslides.

    BEIJING, July 4 (Xinhua) — China will support pilot free trade zones (FTZs) to further align with international high-standard trade and economic rules and conduct experiments to enhance institutional openness, Assistant Minister of Commerce Tang Wenhong said Friday.

    As Tang Wenhong noted at the press conference, the state will support the FTZ in developing negative lists for data exports in more areas and introducing more support measures to promote efficient, convenient and secure cross-border data circulation.

    At the same time, these zones will also implement institutional innovation in cutting-edge areas such as artificial intelligence and science and technology financing to create a model high-quality development ecosystem.

    To promote a higher level of trade and investment liberalization and facilitation in the pilot FTZs, China will strengthen market access stress tests and expand opening-up in an orderly manner in areas such as telecommunications, the internet and health care, Tang Wenhong said.

    Almaty, July 4 /Xinhua/ — Kazakhstan is implementing massive construction of social infrastructure facilities using assets returned to the country, the Kazinform news agency reported on Friday.

    According to the Prosecutor General of Kazakhstan Berik Asylov, over the past year and a half, the Committee for the Return of Illegally Withdrawn Assets in Kazakhstan has taken measures to return over 1.2 trillion tenge (about 2.31 billion US dollars), of which 785 billion tenge (about 1.51 billion US dollars) have already been received by the state budget.

    On the instructions of President Kassym-Jomart Tokayev, the returned assets are being directed to public needs.     ALMATY, July 4 (Xinhua) — In 2024, the volume of investment in fixed assets in Kazakhstan from all sources of financing amounted to 19,461.3 billion tenge (about 37.49 billion U.S. dollars), an increase of 8 percent compared to the previous year, the Bureau of National Statistics (BNS) of Kazakhstan reported on Friday.

    According to the bureau, the main share of investment in fixed capital in 2024 will be in industry – 40 percent /including mining and quarrying – 18.7 percent, manufacturing – 10.7 percent/, real estate transactions – 18.8 percent, transportation and warehousing – 18.6 percent, and education – 5.9 percent.

    “Budget funds accounted for 21.6 percent of the total volume of investments in fixed assets, while increasing by 40.4 percent compared to 2023. The share of the banking sector in financing the real sector of the economy in the total volume of investments in fixed assets is 4 percent, other borrowed funds – 11.5 percent,” the BNS report states. –0–

    Bishkek, July 4 /Xinhua/ — “The spirit of China – Central Asia” has its roots in the distant past and corresponds to the trend of the current reality.     In June, the second China-Central Asia summit was held in Astana, Kazakhstan.     The diplomat named the announcement of 2025-2026 as the Years of High-Quality Development of China-Central Asia Cooperation as the most pressing topic of the summit. In recent years, China-Central Asia cooperation has demonstrated high results. China is the most important trading partner and investor in the Central Asian countries.

    In the more than two years since the Xi’an summit, cooperation between China and Central Asian countries within the Belt and Road Initiative has continued to deepen. Construction of the China-Kyrgyzstan-Uzbekistan railway has begun, and cooperation on the China-Europe express railway and the Trans-Caspian International Transport Corridor is advancing at an accelerated pace, the ambassador said, adding that trade turnover between China and Central Asian countries in 2024 reached a record high of $94.8 billion, an increase of 35 percent.

    DAMASCUS, July 4 (Xinhua) — An unspecified fire broke out on Friday afternoon in the bushes near the Qasr al-Shaab presidential palace located on a mountaintop overlooking the capital Damascus, filling much of the area with thick black smoke, local media and eyewitnesses reported.

    According to the Syrian state television channel Al-Ikhbariya, the fire broke out in the kitchen in one of the residence’s gardens, and not inside the building.

    The report said that civil defense forces are currently trying to contain the fire.

    ISLAMABAD, July 4 (Xinhua) — A five-storey residential building collapsed in Pakistan’s southern port city of Karachi on Friday, killing seven people and injuring at least 10 others, local police said.

    Law enforcement officials told Xinhua that more than 30 people were trapped under the rubble after a building collapsed in Karachi’s Lyari area and rescue operations were underway to free the remaining people.

    Heavy equipment is being used to clear away debris from the dilapidated building, which authorities had previously declared unsafe, police said, and residents of two adjacent buildings have been evacuated as a precaution.

    Eyewitnesses said the building collapsed after a series of tremors that residents mistook for an earthquake, adding that the sudden collapse was preceded by intermittent shaking for several hours.

    Following the incident, police cordoned off the area and all victims were taken to a local hospital, several of whom are reportedly in critical condition.

    BERLIN, July 4 (Xinhua) — At least 23 people were injured, one of them seriously, after a FlixBus long-distance bus traveling from Denmark to Austria overturned early Friday in northeastern Germany, German police said.

    The accident occurred at around 2:40 a.m. local time on the A19 motorway in the state of Mecklenburg-Vorpommern as the bus traveled to Berlin. According to law enforcement, the passenger with the most serious injuries remained trapped inside the vehicle for two hours before being rescued and airlifted to a Berlin hospital.

    The police noted that information about the number of victims and the severity of their injuries is not final, since the investigation is ongoing.

    About the project

    – Our work is devoted to the study of the properties of weak interaction, in particular, responsible for violation of symmetry, which was necessary for the appearance of an excess of matter, which allowed us to appear with you. The most thoroughly the structure of weak interaction has been studied in the decay of Muon. According to the existing generally accepted theory, the standard model (cm), this particle is identical to the electron, but it is harder and decays. Muon and Electron have an even heavier counterpart-Tau-Rlepton. In our work, we conduct a study of its collapse into Muon to obtain new information about the structure of weak interaction. In cm, this structure should be the same in the decays of Muon and Tau-Reton, and our task was to check if this was really so. To do this, we have developed a method that allows you to measure the polarization of the subsidiary of Muon. In specialized installations on the study of the decay of Muon, this was done before us, but the methods used there do not work in accelerating experiments on electron-poster colliders, where information about the polarization of Muon allows you to study other particles that decay on it, such as Tau-Rettleon. According to our estimates, in the already working experiment Belle II and in the experiments of the future it will be possible to achieve a high accuracy comparable to the work received in the work of studying the decay of Muon. In addition, we have applied the developed method for analyzing the data of the already completed Belle experiment and first measured one of the parameters of interest to us, albeit with the still insufficient accuracy, which is associated with the technical restrictions on the experiment of the past.

    The target audience of our work is primarily the scientific community, as is usually the case in studies of fundamental issues of the structure of the universe. The goal of all elementary particle physics in recent decades is to search for new physics (NP), which will be beyond the Standard Model. One can search for its obvious manifestation by detecting new particles, or one can accurately measure the parameters of the SM, where any deviation from the predicted values serves as an indication of NP. The second option is the general goal of our work.

    About the RAS competition and victory

    — A work or a series of works is nominated for participation in this competition; this can be done by members of the Russian Academy of Sciences, scientific organizations, councils, etc. In our case, the work was nominated by the National Research University Higher School of Economics. I believe that the merit of our victory is primarily due to my scientific supervisor Pavel Nikolaevich Pakhlov. I am generally lucky to work under his supervision. Participation in the competition was his initiative.

    We submitted a series of works to the competition that took more than five years to complete and included the development of a new method, an assessment of its sensitivity for several present and future experiments, and its implementation on already selected experimental data. This is a very large amount of work, and it was quite difficult to win.

    About HSE postgraduate studies

    — When I was still a master’s student at MIPT, our research team at HSE opened the International Laboratory of Elementary Particle Physics, so it was logical to go here for graduate school. Fortunately, before that, the Higher School of Economics had opened Faculty of Physics, many of whose teachers also lecture or lectured at the Phystech, so there were no questions about the quality of education. An additional motivation was the “Academic Postgraduate Studies” program. Unfortunately, at the time of my admission, our laboratory did not have its own postgraduate program, and the Physics Department did not have our direction, so I had to go to theoretical physics as the closest direction. Yes, I had to study subjects that were, to put it mildly, distant from the main topic of my research. Nevertheless, many of them turned out to be interesting and expanded my horizons in other areas of physics. In general, my studies in the HSE postgraduate program are going quite smoothly. Now our laboratory already has several HSE postgraduate students, and recently our own postgraduate program was opened, so in the future everything should get even better.

    The first award was presented to a graduate of the Institute of Energy Alexander Abubakirov, which represented Polytechnic on June 25 in the Peter and Paul Fortress at the XXIII ceremonial honoring the best graduates of St. Petersburg universities.     The best graduate of IMMiT was Andrey Klinovitsky, who came to the Polytechnic in 2019 after successfully graduating from the Natural Sciences Lyceum.     Ahmad Oryakhel also plans to return to his homeland and pursue a career in the Kabul Municipality in his area of expertise. “I intend to work in the Urban Development Department, where architects participate in planning new districts, rebuilding urban infrastructure, and developing design solutions aimed at improving the urban environment. I believe that my knowledge and skills can be especially useful in the process of rebuilding and developing the city. The municipality is interested in young professionals with international education, and I hope to contribute to the implementation of projects related to sustainable development and modern architecture in Kabul,” Ahmad shared.

    Kazbek Tkhvostov, who completed his master’s degree with honors, received the highest mark for his work “Formation of a system of multifunctional public spaces in small towns and rural settlements of the Republic of North Ossetia – Alania”.     The forum “Strong Ideas for a New Time” has concluded in Moscow. HSE researchers presented their projects in various fields.     More than one billion people in the world live in areas that suffer from water shortages, and by the middle of the 21st century this will be two-thirds of the population, Igor Makarov noted in his speech. “Russia has 20% of the world’s reserves of this strategic asset and has every opportunity to become a water superpower of the 21st century,” he believes. But for this, according to the scientist, a comprehensive strategy for using competitive advantages associated with the availability of fresh water and its rational use is needed. The strategy may consist of four points. First, the development of a mechanism for assessing the real cost of water and the introduction of an assessment of the “water footprint” of products.

    “We must know how much water we spend on the production of a particular product,” says Igor Makarov. Secondly, creating incentives for rational water use, introducing water consumption standards.     “Because if we use this resource for industrial development, this is what we are talking about, then we must proceed from the fact that 50% of the total volume of water consumption goes specifically to industry. If we take these 50% as 100, 75% is energy. We just have to keep this in mind. For agriculture, let’s say, in my opinion, only 2%,” Vladimir Putin noted. He also emphasized that “we must be very careful when making any large-scale decisions.”

    “We have huge amounts of fresh water, and the coastal zone creates unique opportunities for development… Together with the agency and the expert council, we will try to formulate this topic so that it sounds like an economy around water. There is currently a great demand for such questions – these are completely new aspects that have not been considered before, especially in terms of supporting and developing family businesses, which is certainly important and in demand,” said Igor Shuvalov.

    The Chinese Ministry of Commerce spokesperson made the comments at the request of journalists on recent reports that relevant Chinese enterprises have received notifications from the US Department of Commerce to resume exports to China of products such as electronic design automation software, ethane and aircraft engines.

    The department’s representative said that following the Chinese-American trade and economic talks in London, the parties recently confirmed specific details of the implementation of the important agreements reached by the heads of the two states during their telephone conversation on June 5, as well as details of securing the results of the trade and economic talks in Geneva.

    As part of this process, China is considering export license applications for relevant controlled goods in accordance with laws and regulations, while the United States has taken corresponding steps by lifting a series of restrictive measures against China, which has already been informed to the Chinese side.

    Describing the framework reached during the trade and economic talks in London as “hard-won”, the official stressed that dialogue and cooperation were the right way forward, while threats and coercion “lead nowhere”.

    BEIJING, July 4 (Xinhua) — China’s Ministry of Commerce on Friday announced the final decision on an anti-dumping investigation into brandy imports from the European Union (EU). The ministry will impose anti-dumping measures on brandy imports for five years starting from Saturday, July 5.

    According to the Ministry of Commerce of the People’s Republic of China, the investigation revealed that there is dumping in the import of brandy produced in the EU, which is why the Chinese industry of this alcoholic beverage is at risk of significant damage. At the same time, there is a cause-and-effect relationship between dumping and the threat of real damage.

    According to the agency, the final decision determined the dumping margin in the range from 27.7 percent to 34.9 percent.

    China’s Ministry of Commerce said it had accepted price commitments submitted by relevant industry associations and EU enterprises and would not impose anti-dumping duties on imports that meet the terms of those commitments.

    This decision was taken following a lengthy investigation that began in January 2024. A preliminary assessment was published in August 2024 and temporary anti-dumping measures were introduced in October of the same year.

    The department also reported that the anti-dumping investigation was carried out in relation to EU-produced brandy, packaged in containers with a capacity of less than 200 liters, which was imported into China between October 1, 2022 and September 30, 2023. -0-

    BEIJING, July 4 (Xinhua) — The world’s largest photovoltaic-powered ro-ro ship Yuan Hai Kou has successfully completed its maiden voyage, arriving at the Greek port of Piraeus with 4,000 Chinese-made cars on board, China COSCO Shipping Corporation Limited said.

    The vessel is equipped with an onboard photovoltaic system with a peak power of 302.8 kW, the largest of its kind. Its annual power output reaches 410,000 kWh, and its carbon intensity over its life is about 35 percent lower than that of ships using traditional fuel, China’s Science and Technology Daily reported on Friday.

    “The successful maiden voyage of the car carrier Yuan Hai Kou is a practical step forward in COSCO’s global strategy to develop maritime transportation, connect ports and logistics, and set a new benchmark for low-carbon transformation in the global shipping industry,” said Zhang Wei, Chairman of COSCO Shipping Specialized Carriers Co., Ltd.

    The 199.9-metre-long, 68,252-tonne gross tonnage, 39,069-tonne deadweight ro-ro has 12 transport decks, including eight fixed and four movable. Its deck capacity is said to be equivalent to 7,000 parking spaces, and it can carry passenger cars, engineering trucks and buses.

    Equipping a ro-ro with a dual-fuel engine running on liquefied natural gas /LNG/ and fuel oil saves 20 percent of the energy consumed and reduces carbon dioxide emissions by more than 24 percent compared to vessels running on fuel oil alone. For example, when performing a round trip from China to Europe, carbon dioxide emissions are reduced by 2,100 tons on a one-way voyage.

    The vessel uses the first domestic software for loading cars and trucks, independently developed by COSCO Shipping, and also implements real-time vehicle positioning and a fire warning system, which improves the safety of transporting vehicles using new energy sources.

    Zhang Wei said that from January to May this year, the ro-ro fleet of leading global specialized shipping company COSCO Shipping Specialized Carriers transported more than 100,000 vehicles to countries participating in the Belt and Road Initiative, up 173 percent year-on-year. -0-
