    Professional trials occupy a special place in the comprehensive career guidance program. Schoolchildren visit modern workshops and laboratories of 48 Moscow colleges, where they can try their hand at different areas. This academic year, ninth-graders have passed professional trials in colleges more than 57 thousand times.     Large-scale field research continues in the Moscow part of the Losiny Ostrov National Park. Specialists are studying the ecological and recreational state of the Kazenny Pond.

    “Regular environmental research is the basis for competent management of the capital’s natural areas. The city actively supports scientific projects that help track changes in the state of flora and fauna under the influence of humans and climate. This allows us to make effective decisions – not for the short term, but taking into account the future of Moscow as a green, environmentally friendly city,” said Yulia Urozhaeva, head of the capital’s

    Department of Nature Management and Environmental Protection.

    Last year, a unique large-scale ecological and biological survey was conducted in Losiny Ostrov Park, in which more than 80 specialists from five scientific institutes took part. They identified more than 1,500 species of animals and plants, of which over 200 are rare and protected. Based on the survey results, experts gave recommendations for supporting vulnerable animal species. In addition, programs for their conservation and restoration were developed.

    This year, comprehensive studies of the park’s nature continue. In April, a group of scientists, including specialists from the A.N. Severtsov Institute of Ecology and Evolution of the Russian Academy of Sciences, began studying the biodiversity of Losiny Ostrov’s water bodies. Experts took samples of phyto- and zooplankton from Babaevsky Pond, as well as benthic organisms living in the soil. Then hydrobiologists took samples of water and bottom sediments in Kazenny Pond, as well as samples of the upper layer of bottom sediments. This is done in order to assess the current ecological and recreational state of the water bodies. It can change under the influence of external factors, which often has a negative impact on biodiversity, since the life cycle of many organisms is directly related to water.

    At the next stage, scientists in the laboratory analyze the species composition of two groups of organisms: testate amoebae (benthic organisms living on the bottom) and cladocerans (representatives of plankton). These microorganisms are bioindicators, the presence of which and the structure of their populations can be used to judge the degree of pollution of a reservoir.

    Testate amoebae are particularly sensitive to heavy metals, petroleum products and road salt. Cladocerans respond to the general organic load.

    If plankton shows that the water is relatively clean, and bottom organisms indicate the opposite, this indicates the need for careful and targeted work with bottom sediments, hydrobiologists note.

    Experts also collect cores—deep samples of silt—that allow them to study how the state of the reservoir has changed over the past decades.

    According to scientists, the Kazennyi pond has a high degree of overgrowth, accumulation of organic matter and oxygen deficiency in winter. Such conditions can cause damage to aquatic fauna, so it is necessary to conduct regular monitoring of the reservoir’s condition.

    Based on the data obtained, specialists develop recommendations for improving the condition of the pond. One possible measure is to increase the flow rate, for example by supplying additional volumes of clean water or cleaning the drainage channels. This will reduce the concentration of organic matter and restore the ecosystem. It is also important that the pond is not cleaned once. Without a comprehensive approach and regular monitoring, the pond’s condition may deteriorate in a few years.

    “If you simply clean a reservoir, in 10 years it will be in the same condition again. It is important to improve the functioning of the entire ecosystem – so that aquatic organisms themselves process excess organic matter. This will ensure clean water, sustainable biodiversity and a favorable environment for city residents,” the experts noted.

    The data collected during field work will form the basis for long-term environmental monitoring and the development of solutions for the restoration and maintenance of the capital’s water bodies.

    The agency stressed that it is closely monitoring the situation and coordinating its actions with the relevant authorities and companies in the area of the incident.

  • MIL-OSI Russia: IMF Staff Completes Governance Diagnostic Mission to Kenya

    Washington, DC: At the request of the Kenyan authorities, an IMF Technical Assistance mission led by Rebecca A. Sparkman visited Kenya from June 16-30, 2025, to conduct a Governance Diagnostic. This mission followed the scoping mission held on March 3-5, 2025.

    The Governance Diagnostic aims to identify macro-economically critical governance weaknesses and corruption vulnerabilities, and design an action plan with specific, sequenced recommendations and reform priorities.

    Reflecting the breadth of the Governance Diagnostic exercise, the visiting team comprised staff from a number of IMF departments, including the Fiscal Affairs; Legal; Finance; Monetary and Capital Markets; and Strategy, Policy and Review Departments, as well as World Bank staff. They engaged with the government and non-governmental stakeholders to examine governance weaknesses and corruption vulnerabilities across core state functions as provided by the IMF’s 2018 framework for Enhanced Engagement on Governance.

    To this end, the mission team met with Kenyan authorities, including those responsible for public financial management (including procurement), expenditure policy, tax policy, revenue administration, the mining sector, market regulation, rule of law, Central Bank governance and operations, financial sector oversight, and Anti-Money Laundering/Combatting the Financing of Terrorism. Throughout the mission, the team engaged with Kenya’s anti-corruption and oversight institutions to discuss the effectiveness of legal and institutional frameworks in reducing macro-economically critical corruption vulnerabilities. The mission also met members of Kenya’s National Assembly.

    Additionally, the mission met with representatives from civil society, the private sector, business associations, and international development partners to gather perspectives on governance challenges and anti-corruption efforts.

    The IMF team would like to thank the Kenyan authorities and other stakeholders for their hospitality, excellent cooperation, and candid and constructive discussions.

    Collaboration on the Governance Diagnostic will continue over the next several months. A draft report, which will set out the findings and propose a sequenced, prioritized reform plan, is expected to be shared with the authorities for review and additional input before end of 2025.

    The plane crashed in a deserted area of the city of Sao Jose do Rio Preto after taking off from the local airport.

    Globo TV reported, citing firefighters, that there were two people on board the plane, both of whom died.

    On July 1, the winners of the fifth season of the All-Russian competition of sports projects “You’re in the Game” were announced and awarded. The competition is held by the ANO “National Priorities” with the support of the Ministry of Sports. In second place was the “With Football for Health!” festival from the Kemerovo Region (384 votes), whose team was awarded a certificate for one of the short-term offline courses of the Russian International Olympic University.     During a meeting on the socio-economic development of the DPR, LPR, Zaporizhia and Kherson regions, the President pointed out the need to pay special attention to supporting all sectors of the economy, industry and agriculture, financial, banking infrastructure and entrepreneurship. During this time, it has proven its relevance, becoming one of the most effective mechanisms of state support aimed at restarting the economy, increasing business activity and, accordingly, increasing investment. Over two years, the SEZ has attracted 365 investors who are implementing 400 projects. That is, one participant in the SEZ, especially developers, can carry out several projects at once. The volume of their investments is more than 46.5 billion rubles out of the total planned 257 billion, the number of new jobs is over 10 thousand, and in total, more than 100 thousand people will be involved in the implementation of the projects,” said Marat Khusnullin.

    The authorized body for regulating the free economic zone is the Ministry of Construction, and the functions of the management company are assigned to the PPK “Territorial Development Fund”.

    “The SEZ provides comfortable investment conditions, provides tax benefits, preferential lending, and preferential provision of land plots for rent for participants. These preferences are already used by 144 companies in the LPR, 141 in the DPR, and in the Zaporizhia and Kherson regions – 54 participants and 40, respectively.   • MIL-OSI Russia: Bosnia and Herzegovina: Staff Concluding Statement for the 2025 Article IV Consultation Mission

    A Concluding Statement describes the preliminary findings of IMF staff at the end of an official staff visit (or ‘mission’), in most cases to a member country. Missions are undertaken as part of regular (usually annual) consultations under Article IV of the IMF’s Articles of Agreement, in the context of a request to use IMF resources (borrow from the IMF), as part of discussions of staff monitored programs, or as part of other staff monitoring of economic developments.

    The authorities have consented to the publication of this statement. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF Executive Board for discussion and decision.

    Growth has proven resilient supported by expansionary fiscal policies, but inflation has picked up, and risks are elevated due to external shocks and domestic political tensions. Progress towards EU accession could boost confidence, but political hurdles persist. Fiscal policy should focus on restoring buffers and improving spending quality. The authorities should refrain from further discretionary measures that widen the deficit and strengthen contingency planning. Both entities face large financing needs that are expected to be met through external borrowing, with a Eurobond issuance in FBiH and bilateral loans in the RS, along with some domestic issuances. The authorities should prepare contingency plans in case of financing shortfalls. Reforms, including a review of public employment, wages, and social benefits are needed to achieve a debt-stabilizing primary balance.

    To safeguard monetary stability, it is essential to maintain the currency board and uphold the independence of the central bank. The authorities should continue to closely monitor financial sector risks and enhance crisis preparedness. The establishment of a country-wide financial stability fund, which would facilitate bank restructuring and provide liquidity on an exceptional basis, would substantially strengthen the financial safety net. To accelerate growth, the authorities need to speed up reforms to improve fiscal governance, protect financial integrity, fight corruption, and step up digitalization. Transitioning from coal to green energy along with preparing for the introduction of EU carbon taxes are major challenges ahead. Placing BiH on a higher growth path and providing its people with more opportunities will speed up income convergence with the EU and reduce emigration.

    Recent developments and outlook

    Despite a challenging environment, the economy has been resilient. Growth accelerated to 2.5 percent in 2024 from 2 percent in 2023, with strong domestic demand outweighing a decline in net exports. Household consumption was supported by strong growth in credit and remittances; private investment accelerated. The unemployment rate declined to 11.7 percent in Q4:2024, with real wages growing at an annual rate of 8 percent. The current account deficit widened to 4.0 percent of GDP in 2024 from 2¼ percent in 2023, reflecting a drought-induced decline in electricity exports, weaker demand for exports, and higher imports associated with strong domestic demand. Inflation fell to 1.7 percent in 2024 from 6¼ percent in 2023, owing to a slowdown in fuel and utilities prices. However, since end-2024, inflation has been rising again to 3.7 percent (yoy) in May, driven mainly by higher food prices.

    The economic outlook remains uncertain amid elevated downside risks. Real GDP is projected to grow by 2.4 percent in 2025 supported by an improvement in net exports, a stronger fiscal impulse, and private consumption. However, the outlook is vulnerable to both domestic and external shocks. A worsening in geopolitical tensions and a resulting slowdown in Europe, or increased commodity price volatility could raise food and energy prices, lower BiH exports and remittances, and dampen domestic demand. An escalation of political tensions could further increase economic fragmentation and weigh on investor confidence and growth. In the absence of faster reform progress, medium-term growth is expected to remain around 3 percent—insufficient for rapid income convergence with the EU. Inflation is expected to remain elevated during 2025, and as food inflation eases, gradually decline from 2026, approaching the ECB target of 2 percent.  

    Fiscal policy and reforms

    Fiscal performance in 2024 was stronger than expected. The general government deficit turned out to be 1¾ percent of GDP, the same as in 2023, but better than anticipated at the time of the 2024 AIV Consultation. The authorities leveraged a large increase in tax revenues to boost spending on wages, goods and services, social benefits, and public investments.

    With fiscal policy expected to ease in 2025, the authorities should avoid further discretionary measures and strengthen contingency planning. Entity budgets and subsequently-adopted measures envisage increases in public wages and pensions, reflecting both legally-mandated indexation and discretionary changes. The widening deficit, which could reach 2.6 percent of GDP, is expected to be mainly financed mostly through foreign borrowing, as well as domestic banks. The authorities should avoid policies that further expand the deficit as this would likely put upward pressure on rising prices and widen external imbalances. Moreover, given mounting downside risks, the authorities should aim to build cash buffers and develop contingency plans. Depending on the severity of a potential shock the authorities should use the available buffers and activate contingency plans.

    Over the medium term, the authorities are advised to place fiscal deficits on a firmly declining path starting from 2026, build fiscal buffers, and enhance the economy’s growth potential. Persistently high deficits risk placing public debt on an upward trajectory and may worsen financing terms. Fiscal consolidation should begin in 2026, with the goal of reducing the primary deficit to its debt-stabilizing level, while improving the quality of spending and rebuilding treasury balances. Priority should be given to spending measures that enhance efficiency—particularly by rationalizing the public wage bill through functional reviews and improving the targeting of social assistance programs. These measures should be complemented by revenue mobilization efforts, including broadening the tax base through the reduction of exemptions and development of new revenue sources, such as taxing dividends. Any fiscally costly policies should be strictly avoided or offset. Given significant infrastructure gaps, increasing both the level and quality of public investment should be a key objective.

    Fiscal consolidation efforts should be accompanied by institutional and structural fiscal reforms. Strengthening fiscal discipline will require a review of existing fiscal rules to assess whether they are appropriately designed to meet macroeconomic management and developmental needs and whether there are sufficient institutional arrangements in place to ensure that they are met. The recent materialization of contingent liabilities related to international arbitration cases underscores the urgency of enhancing fiscal risk management. This includes timely identification of all sources of fiscal risks, assessment of risk magnitude and likelihood, development of mitigation strategies, and reinforcement of the institutional framework. In this context, improving the oversight and governance of state-owned enterprises (SOEs) is crucial. Reducing inefficiencies in public investment management remains a priority. This involves better project selection, rigorous appraisal processes, efficient and transparency procurement, and stronger portfolio management and oversight. Finally, implementing robust beneficiary registries would improve the targeting of social assistance programs by reducing inclusion and exclusion errors, improving efficiency, and enhancing transparency and accountability.

    Currency board arrangement and financial sector policies and reforms

    For three decades, the currency board arrangement (CBA) has been a cornerstone of macroeconomic stability and must be preserved. The CBA has ensured the stability of the domestic currency, while reinforcing policy credibility and fiscal discipline. Benefiting from strong institutional independence, the Central Bank (CBBH), has consistently maintained net foreign exchange reserves well above the level of its monetary liabilities. Safeguarding the CBBH’s independence is critical to preserving the credibility and effectiveness of the CBA.

    The CBBH should further strengthen the reserve requirement framework. In line with IMF advice, the CBBH applies differentiated remuneration rates on reserve requirements for foreign and domestic currency liabilities. Falling euro area interest rates offer an opportunity to reduce the gap with CBBH remuneration rates on required reserves and the opportunity costs for holding reserves. A further comprehensive review of the reserve requirement framework, with technical assistance from the IMF, and implementation of previous recommendations would further strengthen the CBBH’s capacity to achieve its policy objectives.  

    Sustained strong credit growth calls for close monitoring of systemic risks and continued efforts to safeguard banking sector resilience. Credit expansion has been driven by rising wages, declining lending rates, and a booming real estate market. Despite this rapid growth, banks remain well capitalized, liquid, and profitable, while the share of non-performing loans continues to decline. Nonetheless, vigilance is warranted. The authorities should closely monitor financial sector developments and be prepared to deploy macroprudential tools to address risks from credit growth and rising real estate prices. Following introduction of additional capital buffers for systemic risk (SyRB) and domestic systemically important banks (D-SIBs), the macroprudential toolkit should be expanded to include a countercyclical capital buffer (CCyB) and borrower-based measures such as limits on loan-to-value (LTV) ratios and debt-service to income (DSTI) ratios. To preserve resilience, reducing the regulatory capital requirement from 12 to 10 percent as planned from end-2026 should be avoided. The authorities are also advised to avoid further extensions of temporary regulatory measures that aim to contain lending rate increases and to remove limits on bank exposures to foreign governments and central banks.

    Progress made on coordination on financial sector issues, under the leadership of the CBBH, should be maintained. Regular financial sector coordination meetings strengthen inter-agency cooperation and help ensure smooth information exchange. Additionally, the authorities are encouraged to establish a country-wide Financial Stability Fund to support orderly bank resolution and to cooperate across state-level institutions and both entities to request a new IMF Financial Sector Assessment Program (FSAP)—already requested by the CBBH—to comprehensively assess resilience and outline a roadmap for further reform, including in the context of EU accession.

    We commend the CBBH and the other relevant authorities for their strong efforts to integrate BiH with the Single Euro Payments Area (SEPA). SEPA integration will enable faster and more convenient euro payments across borders within the SEPA area, lower transaction costs, and foster deeper trade and economic integration within Europe. It is crucial that the relevant legislative amendments are adopted in a timely manner to pave the way for the submission of the application for SEPA membership. In addition, the development of the TIPS Clone—the project implemented by the CBBH in cooperation with the Bank of Italy—will provide infrastructure for instant payments.

    Structural reforms

    Advancing toward EU membership will require a stronger, more coordinated, and results-driven approach. Persistent political fragmentation, lack of consensus among governing bodies, and limited administrative capacity continue to obstruct the adoption and execution of key reforms. In this context, timely adoption and implementation of the EU Growth Plan offers a valuable opportunity. Reforms under the growth plan will align BiH more closely with the EU single market, advance EU accession, and unlock €1 billion in additional financing over 2025–27 period.

    The authorities should accelerate energy sector reforms to reduce fiscal risks and prepare for implementation of the EU Carbon Border Adjustment Mechanism (CBAM). Key reforms include phasing out electricity subsidies over the medium term—while protecting vulnerable households—and advancing efficiency improvements in energy SOEs. CBAM charges are set to take effect from 2026, with the largest anticipated impact on the BiH electricity sector. To mitigate this, it is essential to establish a domestic power exchange system and an agreed roadmap and legislative framework for introduction of carbon pricing at the state level. These steps would enable BiH to unlock new investment in renewable electricity generation, reducing the overall burden of CBAM. Implementation of carbon pricing will allow BiH to retain carbon-related revenues domestically and potentially secure a CBAM exemption for electricity exports to the EU.

    Reforms that tackle the labor market, governance, and digitalization are also crucial. The authorities should take a structured approach to minimum wage increases that avoids high, frequent, and ad hoc adjustments. Complementary reforms are needed to address low labor market participation (particularly among women) and high youth unemployment. The authorities should urgently implement MONEYVAL priority actions to avoid being grey listed by the Financial Action Task Force (FATF) in early 2026. Grey listing could impose significant economic costs through reduced investment, delays in international payments, and increased transaction costs. Finally, developing digital identity and trust services, and providing government e-services, would strengthen the business environment.

This opinion was expressed by Chinese Ambassador to Russia Zhang Hanhui in an opinion piece published in Rossiyskaya Gazeta on Tuesday.

    As the Chinese diplomat pointed out, the 14th Dalai Lama’s clique has recently been trying to confuse the international community, actively speculating on the topic of reincarnation and spreading absurd and false ideas, including the “independent reincarnation of the Dalai Lama” and “reincarnation in a free country.” “The manipulation of the reincarnation issue is nothing more than a political farce, which will certainly meet with decisive opposition from the broad masses of believers of Chinese Tibetan Buddhism and will inevitably be rejected by history,” Zhang Hanhui writes.

    The ambassador recalled that as a unique religious tradition of inheriting the highest spiritual rank in Chinese Tibetan Buddhism, the system of reincarnation of living Buddhas has formed a holistic and strict complex of religious rituals and historical rules over more than 700 years of its development. It includes the search for a reincarnation within China, drawing lots using a special golden urn and submitting it for approval to the central government of China. “The process of reincarnation of the Dalai Lama is clearly defined by centuries-old historical and legal norms, is deeply rooted in the legal governance of the central government of China and is in no way subject to manipulation by individuals or certain groups,” the ambassador said.

    Zhang Hanhui assured that the Chinese government pursues a policy that guarantees citizens freedom of religion. He stressed that the reincarnation of the Dalai Lama has been an exclusively internal matter of China since ancient times, in which no foreign state, external force or individual has the right to interfere. “All states have managed and manage their religious affairs on a legal basis, both in the past and present, in the East and in the West, this is an inalienable requirement of state sovereignty and government authority,” the publication says.

    This year marks the 60th anniversary of the founding of the Xizang Autonomous Region. The Chinese diplomat pointed to the great achievements in the development of all spheres of life. “Under the leadership of the Communist Party of China, Xizang has put an end to the extremely backward feudal serfdom system once and for all, achieved a historic victory in eradicating absolute poverty, and together with all the Chinese people embarked on a new path of great revival of the Chinese nation through the comprehensive promotion of Chinese modernization.     According to the diplomat, the Chinese side highly appreciates and sincerely thanks the Russian government and people for their constant firm support on the Xizang issue and is confident that Moscow will continue to support China’s efforts to protect state sovereignty and territorial integrity, and to ensure security, stability and interethnic unity in Xizang.     BAKU, July 1 (Xinhua) — The World Bank and the Government of Azerbaijan have signed a $173.5 million loan agreement to support a program to expand the use of renewable energy and strengthen energy infrastructure in Azerbaijan.

    As reported by the AZERTAC news agency, two documents were approved at the signing ceremony on Tuesday – a loan agreement between Azerenergy and the International Bank for Reconstruction and Development (IBRD), part of the World Bank Group, and a guarantee agreement between the Republic of Azerbaijan and the IBRD.

    The four-year program envisages the modernization of the Azerenergy energy system and the safe integration of new wind and solar power plants into the general energy grid. It is planned to build four high-voltage power transmission lines with a voltage of 500 and 330 kV with a total length of 341 km, as well as the purchase of transformers and equipment for the Navahi substation.

    At the signing ceremony, Azerbaijani Finance Minister Sahil Babayev said the agreement reflects the country’s strategic course for the development of sustainable and environmentally friendly energy.     This year, the cultural program of the Sakhalin Region is aimed at popularizing the work of local authors and musicians. Songs by Sakhalin composer and poet Georgy Zobov will be presented, performed by artists of the Variety Academy, accompanied by the dance studio “Aritmiya” and the group Dreambox. The duet “Vishnya” will present a combination of electronic music, songs and ethnic music.     Since the start of the third season of the All-Russian competition “Far East – Land of Adventures”, 95 films have been submitted to the jury. This was reported by the initiator of the project, Deputy Prime Minister – Plenipotentiary Representative of the President in the Far Eastern Federal District Yuri Trutnev.

    “This year we are holding the “Far East – Land of Adventures” competition for the third time. Films about travels throughout the Far East and beyond are submitted for the jury’s evaluation. Each of them is made with love for our country, tells about the beautiful places and amazing discoveries made by the author of the film, as well as about the trials that befell the traveler. The jury will have to make a difficult choice and determine which travels will be the winners in the nominations,” said Yuri Trutnev.

    Most of the works were filmed about travels in the Far Eastern regions. The leaders in the number of films were Sakhalin Region and Khabarovsk Krai – 39 and 30 respectively. In addition, six films about Amur Region and Kamchatka Krai were admitted to the jury’s assessment, five participants sent video works about Primorsky Krai, three – about Zabaikalsky Krai, two films – about the Republic of Buryatia, one film each – about hiking in Yakutia and Chukotka. The Arctic is represented by two films about a trip to Krasnoyarsk Krai.

    Most of the films were shot by residents of the Far Eastern regions. But there are already three participants from Sevastopol, Krasnodar Krai and Kemerovo Oblast.

    The most popular nomination is “Hiking Trip”: 62 films from participants have been received so far. In second and third place are “Winter Journey” (17 videos) and “Water Journey” (14 videos). In the “Arctic Journey” nomination, there are only two videos so far.

    The third season of the All-Russian competition for the best trip to the Far East “The Far East – Land of Adventure” started on May 1, 2025. To take part in it, you need to make a short film up to 8 minutes long about your trip to the Far East or the Arctic and send it to the jury for evaluation by January 15, 2026 via the website puteshestvendv.rf. The trip must be completed no earlier than May 1, 2023 and no later than January 15, 2026. The competition is held in several nominations – “Walking Trip”, “Water Trip”, “Winter Trip”, as well as in the new nomination “Arctic Trip”. The main prize for the best video is 3 million rubles.

    Not only experienced travelers, but also amateurs and children accompanied by adults can take part in the competition. Among the winners of the first and second seasons were both professional films created using special equipment and videos shot on a regular phone.

    The Chairman of the State Council of Russia Commission on “Youth and Children”, Governor of the Yamalo-Nenets Autonomous Okrug Dmitry Artyukhov expressed pleasure at the representative meeting on such a comprehensive topic.

    “Education is a vital area that concerns absolutely everyone: teachers, parents, and millions of children and young people across the country. We have done serious work on the Education Development Strategy on the instructions of the President. Now it is time to move on to action – to focus on implementing our plans. Together, we are laying the foundation for the future of Russian education. This is a vital state task, because it is education that solves key problems for the country: it provides knowledge and skills, trains personnel for the economy, and most importantly, brings up a new generation of Russians,” said Dmitry Artyukhov.

    The Chairman of the State Council of Russia’s Commission on the “Family” Direction, Head of the Republic of Mordovia Artem Zdunov drew the attention of those gathered to the fact that the document under discussion will determine the development vectors not only of education itself, but also through it of the entire country as a whole.

    “I will note two key priorities of the Strategy. The first is the further implementation of high-quality education regardless of the place of residence and social status of the family. Much has already been done for this: new schools and kindergartens have been built, major repairs have been carried out, and institutions have been equipped with modern equipment. The second priority is that the education system should be built on the basis of traditional Russian values, including a strong family. Efforts in this direction should be systemic and continuous, starting from kindergarten to university. The cult of large families should be spread everywhere, similar to how this year we widely celebrate the 80th anniversary of Victory in the Great Patriotic War – information should be broadcast from TV screens, from the Internet, from billboards on city streets and in educational institutions,” said Artem Zdunov.

    Deputy Minister of Education of the Russian Federation Irina Shvartsman said that a public opinion poll was conducted to prepare the draft Strategy for the Development of Education, which affected 338 thousand people. The structure of the Strategy was developed by 15 working groups, including representatives of all departments, the Presidential Administration, the Russian Academy of Education and other experts.

    “The strategy does not hide the problems, it is designed to identify and eliminate them. These are the problems of a shortage of personnel and wages, dilapidated buildings, bureaucratic burden on teachers, and the ideological gap between teachers and students.     Deputy Minister of Science and Higher Education of the Russian Federation Dmitry Afanasyev noted that for the first time in Russia a single document on issues of education development is appearing.

    “In response to current challenges, the Ministry of Education and Science proposes to create a new list of specialties that meet the country’s strategic objectives, reboot and update state programs such as “Priority 2030” and “Advanced Engineering Schools”, and continue to build new university campuses. In addition, it is necessary to strengthen the influence of domestic education abroad, develop online forms of education, and promote the Russian language as the language of international communication.     Rector of the State University of Management Vladimir Stroyev noted the significant number of GUU graduates at a meeting of the State Council commissions and spoke about the work of the university.

    “The need to change the education system is obvious, but its conservatism can also have its advantages. Until the 1990s, GUU was not a management university, but an engineering and economics university. And we managed to preserve elements of the previous system. Starting in 2022, we are actively reviving the system of training industry managers who understand and know the production base well. For this purpose, GUU is implementing a system of seamless project-based learning. The structure of the university includes the Pre-University – a budget school where, in addition to studying general subjects, students begin to get used to practice-oriented learning. GUU is probably the only university in the country where project-based learning is practiced in 100% of areas of education, starting from the 1st year, which by the end of the study leads to a high level of graduate employment. In addition, we do not forget about the meanings – we are a leading university in the field of educational work, we support student families, and we encourage employees to have children.
