    CHENGDU, June 24 (Xinhua) — Construction of supporting infrastructure for an advanced solar telescope began Tuesday in Daocheng County, southwest China’s Sichuan Province, marking a major step toward a new era of high-precision solar observation.

    The 2.5-meter wide-field high-resolution solar telescope, a major national scientific instrument development project, is being implemented under the leadership of Nanjing University in partnership with the Nanjing Research Institute of Astronomical Optics and the Yunnan Observatory, both under the Chinese Academy of Sciences (CAS).

    Construction of the telescope officially began in 2022. Once operational, it will be the world’s largest axisymmetric solar telescope.

    The telescope’s strategically chosen site on an unnamed mountain in Daocheng County at an altitude of 4,700 meters above sea level offers exceptional conditions: excellent atmospheric stability and unique parameters for solar observations.

    This site will be the world’s highest solar observation observatory, creating an important foundation for obtaining world-class fundamental observational data.

    The construction of the associated infrastructure and assembly of the telescope module will be completed by the end of 2026, after which a comprehensive adjustment of the entire system will be carried out. -0-

    CHENGDU, June 24 (Xinhua) — How to ensure access to advanced medical services in remote and underdeveloped areas? Can customized medical solutions meet unique needs? With such questions in mind, China is accelerating technological development, creating a new healthcare scheme that benefits the world.

    Jotham Kimondo, a 35-year-old doctoral student from Tanzania, studies at the University of Electronic Science and Technology of China in Chengdu, capital of southwest China’s Sichuan Province.

    Under the guidance of Professor Wu Zhe of Chengdu Tianfu Jincheng Advanced Medical Equipment Research Institute, J. Kimondo is engaged in the development of ultrasonic medical devices.

    As a teacher in Tanzania, J. Kimondo is keen to bring ultrasound equipment design and manufacturing to China to help his country.

    “My research involves innovative design of ultrasound medical devices to monitor pathological changes in human tissues – an important indicator of disease. Women in Tanzania still rely on traditional methods, such as palpation, to examine their breasts. This approach is highly dependent on the individual experience of doctors and is not always accurate. Some women refuse examinations altogether,” explained J. Kimondo.

    He added that many diseases still affect Tanzanians: “I want to improve healthcare in Tanzania, to help people stay healthy. Joint development of innovative ultrasound equipment will be very useful for early screening of breast diseases and other diseases, especially when these devices become more accessible and cheaper for promotion in African countries.”

    There are more than 53 advanced medical companies registered in the Tianfu Jincheng Future Medicine Laboratory City, which are exploring cutting-edge innovation and integrative medicine.

    Recently, at the Remote Ultrasound Center of Tianfu Jincheng Institute, a doctor held an online consultation with a colleague from the Second People’s Hospital of Chengdu East New Area, giving instructions on how to use a portable ultrasound device on a patient’s carotid artery.

    Ultrasound data was displayed in real time on a shared screen, allowing doctors to directly discuss pathologies and make professional diagnoses.

    “Traditional expensive ultrasound machines cost millions. In western China, rural residents often have to travel to county hospitals for checkups,” Wu Zhe explained.

    “Our goal is to ensure widespread use of portable ultrasound devices in rural areas for early diagnosis and monitoring of chronic diseases. Our portable equipment is much cheaper and easier to use in grassroots health care facilities,” he added.

    The portable, smartphone-sized device has already been used in more than 10 medical institutions in eastern Chengdu, providing free carotid artery and thyroid examinations to more than 2,000 residents.

    With China’s growing capabilities in industrial design, manufacturing and medical research, innovation in medical equipment development is rapidly advancing. Growing recognition of Chinese medical devices in overseas markets is increasing international orders, spurring Chinese companies to enter the global market.

    At the Future Medicine Laboratory City, employees of Chengdu Seamaty Technology Co., Ltd. pack reagents for biochemical testing. This batch is being prepared for shipment from Chengdu to destinations around the world.

    This “small giant” company, which develops diagnostic equipment for rapid analysis, already supplies products to more than 150 countries and regions around the world.

    At its quality control center, hundreds of fully automated biochemistry analyzers undergo pre-shipment inspection.

    “This batch of equipment will be shipped to Europe. Last year, the company’s sales were 320 million yuan (about $44.6 million), and in the first five months of this year, our international business grew 59 percent year on year,” said Deputy General Manager Wang Bin, noting that the increase in overseas orders reflects the growing recognition of Chinese medical devices in global markets.

    Innovative technologies such as 3D printing, organs-on-a-chip, nanorobots and neural interfaces are advancing medical device research and application in China, shaping the medical landscape of the future.

    At Chengdu Tianqi Additive Intelligent Manufacturing, 3D printing is used to create personalized medical solutions. Using computer-aided design/computer-aided manufacturing (CAD/CAM) and layer-by-layer printing, virtual designs are transformed into the intended physical products.

    In a modern workshop, dozens of industrial printers work in an orderly manner, and a laser engraver with an accuracy of 0.01 mm creates patterns in titanium powder.

    Customized titanium plates for maxillofacial surgery are printed in a matter of hours. This seemingly ordinary industrial scene reflects China’s significant progress in high-precision, intelligent manufacturing of medical devices.

    Compared to manual plate bending in the past, 3D printing provides more accurate, convenient and safer production of customized products.

    “We are currently working on a custom order for a patient in Singapore. Engineers upload the patient’s data into the system, and AI algorithms help designers create personalized models for facial reconstruction, which are then printed entirely on metal 3D printers,” said Gao Bancui, marketing director at Chengdu Tianqi Additive Intelligent Manufacturing.

    He added that in the future, the company will focus on serving countries in the Middle East, Africa and Southeast Asia to meet the individual medical needs of more countries along the Belt and Road Initiative. -0-

    JERUSALEM/TEHRAN/NEW YORK, June 24 (Xinhua) — A ceasefire has come into effect after several waves of Iranian attacks on Israel, Iran’s Press TV reported on Tuesday.

    Earlier in the day, the Israeli military said it had intercepted Iranian missiles, without giving an exact time of attack.

    “Some time ago, sirens sounded in several areas of Israel after identifying missiles launched from Iran towards the State of Israel,” the military said in a statement posted on Telegram at around 5 a.m. local time. Iran has since launched several waves of missiles at Israel, according to Iranian state media.

    Israeli airspace is closed to aircraft until further notice, the country’s airports authority said.

    US President Donald Trump earlier said a ceasefire between the two sides would begin at around 04:00 GMT, with Iran set to cease its operations first.

    The Islamic Republic’s Foreign Minister Abbas Araghchi had earlier said there was no “agreement” between Iran and Israel on a ceasefire. However, he said Iran was prepared to stop further retaliatory actions if Israeli attacks were stopped by 4 a.m. Tehran time.

    “If Israel stops its illegal aggression against the Iranian people no later than 4 a.m., Iran does not intend to continue retaliatory actions after that,” the Foreign Minister wrote on the X website, adding that Tehran will make a final decision on ending military operations later.

    The conflicting statements have left observers doubtful that a ceasefire has been implemented. As of Monday evening, neither Israel nor Iran had publicly confirmed any agreement.     NASA has set June 25 as the new launch date for the long-delayed Axiom-4 (Ax-4) mission to the International Space Station (ISS), the space agency announced on Tuesday.
     
    The launch is now scheduled for 2:31 a.m. EDT on Wednesday, June 25, and will take place from the Kennedy Space Center in Florida. 
     
    The Ax-4 mission is a joint effort by NASA, Axiom Space, and SpaceX. Originally planned for May 29, the mission has faced several postponements due to technical issues, weather conditions, and ongoing safety evaluations. 
     
    It was successively deferred to June 8, 10, 11, 19, and 22. The latest delay was attributed to continuing assessments of repair work on the aft section of the Russian Zvezda service module aboard the ISS.
     
    The Ax-4 mission will be commanded by Peggy Whitson, former NASA astronaut and now Director of Human Spaceflight at Axiom Space. 
     
    Joining Whitson on the SpaceX Dragon spacecraft are three other astronauts: Group Captain Shubhanshu Shukla, an astronaut from the Indian Space Research Organisation (ISRO), who will serve as the mission’s pilot; Sławosz Uznanski-Wiśniewski, a Polish project astronaut from the European Space Agency (ESA); and Tibor Kapu from Hungary—both serving as mission specialists.
     
    Shukla will become the second Indian to travel to space after Rakesh Sharma’s 1984 mission.
     
    During their stay on the ISS, the crew will conduct a range of scientific experiments. Shukla will lead research focused on food and space nutrition, under a collaborative initiative involving ISRO, the Department of Biotechnology (DBT), and NASA. The research aims to enhance understanding of sustainable life-support systems, a crucial aspect of future long-duration space travel.
     
    According to Axiom, this will be the first government-sponsored human spaceflight for India, Poland, and Hungary since the 1980s.

    UK Government supports research into Ukraine soil pollution 

    Royal Agricultural University to benefit from Defra funding to research the impacts of pollution on Ukraine’s arable soil due to the war with Russia.

    New research into the impacts of war on Ukraine’s farmland is set to launch with £500,000 funding from Defra to the Royal Agricultural University.

    Farming Minister Daniel Zeichner today set out how this research will support Ukraine’s farmers – guardians of the breadbasket of Europe. The research will fund UK researchers to analyse the impact of the war on Ukrainian soil, establish bespoke facilities in Ukrainian laboratories, and train specialists in Ukraine.  

    Soil pollution caused by Russia’s illegal invasion is a pressing issue for Ukraine. Ukraine’s farmland has suffered significant damage from Russian bombardments and other war-related toxic pollutants, as heavy metals and chemicals are leached into the earth, leading to the degradation of soil health.  This damage to Ukraine’s soil presents real, and potentially long term, risks to the food production, yields and farmer safety.    

    This research is vital to understanding the impacts of this pollution, as well as potential solutions. It is crucial to help develop Ukraine’s capacity to analyse and address soil health in the long term, strengthening the food security of Ukraine and in turn global food security.       

    Daniel Zeichner, Minister for Food Security and Rural Affairs, said:    

    The UK’s support for Ukraine is ironclad.   

    This research is vital, helping Ukraine in understanding the impact the pollution from war has had on its soils and give them vital tools to recover farmland.  

    This funding forms part of our commitment in 100-year partnership with Ukraine to stand shoulder-to-shoulder with their farmers to deliver food production and environmental protection for the nation. 

    Professor Mark Horton, Pro Vice-Chancellor for Research and Enterprise at the Royal Agricultural University, said:  

    The war in Ukraine has severely damaged soil health across bombarded agricultural regions, threatening future food production and the country’s long-term recovery. This research will enhance Ukraine’s capacity to restore and manage its soils, laying an early groundwork for a more resilient, productive, and sustainable agriculture.  

    With this funding, the Royal Agricultural University will work closely with our Ukrainian partners to train local experts, establish state-of-the-art soil laboratories, and analyse thousands of soil samples across key farming regions.   

    These efforts are essential to building the tools and capacity Ukraine needs to safeguard its soil, ensure food security, and support national regeneration.

    The Royal Agricultural University will work with Ukraine’s Sumy National Agrarian University in training experts in the country, establishing soil analysis functions in laboratories, and analysing over 8,000 soil samples across five regions, including Sumy and Kherson.   

    This funding follows the launch of the UK’s Grain Verification Scheme, announced earlier this year alongside the 100 Year Partnership, to help track grain stolen from occupied areas of Ukraine.

    Civilians in Sumy city in Ukraine are under increased unlawful attacks as the Russian military increase strikes in the region, Amnesty International said today.

    In Sumy city earlier this month, Russian forces fired unguided 122mm Grad rockets from a multiple rocket launch system (MRLS), killing at least seven civilians and injuring dozens more. These unguided munitions are inherently inaccurate and have wide area effects, and should therefore never be used in populated areas with civilians.

    Sumy city centre, approximately 40 kilometres from the border with Russia, is home to an estimated 200,000 people, the vast majority civilians who have continued living there during Russia’s war of aggression. In recent weeks, Russia has captured several settlements in the region. The Russian military now appears to be within artillery range of Sumy city as they attempt to capture further territory.

    Amnesty International conducted remote interviews with nine people who witnessed strikes in Sumy on 3 June 2025. It also analyzed dozens of photos, videos and social media posts, including footage from the immediate aftermath of the strikes and photos of weapons fragments that confirmed the use of 122mm Grad rockets. Amnesty International visited five out of a reported seven impact locations to verify when and where a strike occurred.

    According to recent data from the UN’s Office of the High Commissioner for Human Rights, casualties from Russian attacks have increased significantly in Ukraine in recent months, particularly in regions closer to the front lines. According to Ukrainian authorities, the Russian military are carrying out between 80 to 120 shellings in Sumy Oblast per day.

    Karim Badawi, Egypt’s Minister of Petroleum and Mineral Resources, has joined the African Energy Week (AEW): Invest in African Energies 2025 conference – taking place September 29 to October 3 in Cape Town – as a speaker.     Egypt’s bold licensing strategy comes as the country strives to mitigate production decline and support the development of high-potential blocks. Under the leadership of the Ministry of Petroleum and Mineral Resources, the country has set a target of drilling 586 oil and gas wells by 2030 and is strengthening collaboration with international partners to realize this goal. Recent deals and exploration milestones align with this strategy, indicating a positive growth trajectory for the country’s upstream oil and gas sector.

    Egypt approved two transactions by Russian energy firm Lukoil in May 2025, covering exploration and production rights for acreage in the South Wadi El-Sahl region of the Eastern Desert and the Wadi El-Sahl area. Energy major ExxonMobil signed an MoU for a new operational framework in the Cairo and Masry offshore concession areas of the Mediterranean Sea while energy major Eni is spearheading a $26 billion investment strategy across three North African countries – including Egypt. In terms of drilling, Eni is preparing to drill two development wells at the Zohr gas field in 2025. ExxonMobil plans to drill a new offshore gas exploration well in the North Marakia Offshore Concession. The Egyptian Natural Gas Holding Company also plans to drill 17 exploratory and evaluation wells in 2025/2026, targeting acreage in the Delta and Mediterranean Sea. The company is investing $434 million in drilling activities.  

    Beyond exploration, Egypt is working toward scaling-up its production and export capacity to support growing demand in both regional and international markets. As one of Africa’s top gas producers, Egypt already plays an instrumental part in global supply chains, but upcoming projects stand to further consolidate its position as a global exporter. Turkey is deploying a floating storage and regasification unit (FSRU) to Egypt, which will provide LNG storage and regasification services to the country during peak demand periods in 2025. Another agreement was signed with energy infrastructure firm Höegh Evi for the supply of a FSRU, which will be situated at the Port of Sumed in Q4, 2026. The FSRU enhance the country’s regasification and export capacity. Meanwhile, energy major Chevron announced plans to conduct a seabed survey in the eastern Mediterranean, aiming to develop a pipeline that will transport gas from Cyprus’ Aphrodite field to processing facilities in Egypt. This will not only support regional gas monetization but cements Egypt’s role as a regional petroleum hub.     A.  whereas the military has ruled Mali since the 2020 coup that installed General Assimi Goïta as transitional president, and the repeatedly promised elections have not taken place;

    B.  whereas on 13 May 2025, the military authorities dissolved political parties and organisations and repealed laws protecting political participation, sparking domestic protests and international concern over the consolidation of authoritarian rule and repression and criminalisation of the opposition and protesters;

    C.  whereas recent abductions and arrests of opposition members have added to the enforced disappearances dating back to at least 2021, and the military junta has intensified its repression of the political opposition and civil liberties;

    D.  whereas on 11 June 2025, the Malian Council of Ministers adopted a bill authorising a five-year renewable mandate for the transitional president without election;

    E.  whereas the EU continues to support civil society and provide humanitarian aid in Mali;

    F.  whereas al-Qaeda-affiliated Islamist terrorist groups have been killing civilians, including Christians and people from other religious minorities;

    G.  whereas the EU and several Member States have deployed troops who have lost their lives fighting jihadism at the request of the former Malian authorities, including 58 French soldiers, 2 Dutch soldiers and 1 Portuguese soldier;

    H.  whereas Mali is negatively affected by Russian disinformation;

    1.  Expresses deep concern about the alarming political and security situation in Mali; strongly condemns the dissolution of political parties and organisations and the crackdown on the opposition;

    A.  whereas Mzia Amaglobeli, a journalist and co-founder of Batumelebi and Netgazeti outlets, was arrested during pro-European protests on 12 January 2025 and faces four to seven years in prison for a provoked incident involving a police officer;

    B.  whereas the adoption of draconian legislation – such as the Foreign Agents Registration Act (FARA) and amendments to the Law on Broadcasting, Code of Administrative Offences and Law on Grants – constitutes a dangerous acceleration of democratic backsliding and deliberate authoritarian strategy by Georgian Dream to silence critical voices in civil society and independent media and persecute the political opposition;

    C.  whereas the authorities have virtually annihilated remaining independent media outlets in the country; whereas the public information space is fully dominated by pro-government media, spreading Russian-style propaganda and anti-European disinformation;

    D.  whereas in Mzia Amaglobeli’s case, the authorities ignored procedural safeguards, imposed pre-trial detention without a clear legal basis, contested by the Public Defender, and assigned a presiding judge lacking qualifications in criminal law; whereas she is being punished for exposing corruption and reporting on election fraud during the 2024 elections;

    E.  whereas she reportedly suffered inhumane treatment and undertook a 38-day hunger strike;

    F.  whereas Estonia and Lithuania have imposed personal sanctions on Georgian judges and police officers linked to Mzia Amaglobeli’s case;

    1.  Demands Mzia Amaglobeli’s immediate and unconditional release and the withdrawal of all charges against her, and denounces her politically motivated arrest and prosecution;

    2.  Strongly condemns the Georgian Dream regime’s systemic assault on democratic institutions, political opposition, independent media, civil society and judicial independence;

    3.  Expresses deep concern over arbitrary detentions and the harassment of, and violence against, journalists in Georgia, including smear campaigns, legal persecution, abuse and gender-based violence in detention; calls for independent investigations and urges the authorities to immediately end intimidation and ensure journalists’ safety and freedom;

    4.  Urges the Georgian authorities to release all political prisoners and other illegally detained persons without delay, including activist Mate Devidze, opposition leaders Zurab Japaridze, Nika Melia and Nika Gvaramia, and former President Mikheil Saakashvili, and denounces the violent abduction of UNM Chair Tina Bokuchava’s husband and the reported threats to her children’s safety;

    BEIJING, June 24 (Xinhua) — The Shaanxi Normal University Press will open an editorial office in Kazakhstan to publish books on Chinese topics, according to the official website of the publishing house, based in Xi’an, the capital of Northwest China’s Shaanxi Province.

    The agreement to establish the editorial board was concluded last week within the framework of the 31st Beijing International Book Fair between the said publishing house, the publishing house of the Kazakh National University named after Al-Farabi /KazNU/ and the Nomad Culture Foundation.

    Director of the SPU Publishing House Liu Dongfeng stated that against the backdrop of the development of the “China-Central Asia Spirit,” the establishment of an editorial office for books on Chinese topics in Kazakhstan is of particular importance.

  • MIL-Evening Report: Iran and Israel agree to a fragile ceasefire. One factor could be crucial to it sticking

    After 12 days of war, US President Donald Trump has announced a ceasefire between Israel and Iran that would bring to an end the most dramatic, direct conflict between the two nations in decades.

    Israel and Iran both agreed to adhere to the ceasefire, though they said they would respond with force to any breach.

    If the ceasefire holds – a big if – the key question will be whether this signals the start of lasting peace, or merely a brief pause before renewed conflict.

    As contemporary war studies show, peace tends to endure under one of two conditions: either the total defeat of one side, or the establishment of mutual deterrence. This means both parties refrain from aggression because the expected costs of retaliation far outweigh any potential gains.

    What did each side gain?

    The war marked a turning point for Israel in its decades-long confrontation with Iran. For the first time, Israel successfully brought a prolonged battle to Iranian soil, shifting the conflict from confrontations with Iranian-backed proxy militant groups to direct strikes on Iran itself.

    This was made possible largely due to Israel’s success over the past two years in weakening Iran’s regional proxy network, particularly Hezbollah in Lebanon and Shiite militias in Syria.

    Over the past two weeks, Israel has inflicted significant damage on Iran’s military and scientific elite, killing several high-ranking commanders and nuclear scientists. The civilian toll was also high.

    Additionally, Israel achieved a major strategic objective by pulling the United States directly into the conflict. In coordination with Israel, the US launched strikes on three of Iran’s primary nuclear facilities: Fordow, Natanz and Isfahan.

    Despite these gains, Israel did not accomplish all of its stated goals. Prime Minister Benjamin Netanyahu had voiced support for regime change, urging Iranians to rise up against Supreme Leader Ali Khamenei’s government, but the senior leadership in Iran remains intact.

    Additionally, Israel did not fully eliminate Iran’s missile program, as Iran continued striking to the last minute before the ceasefire. And Tehran did not acquiesce to Trump’s pre-war demand to end uranium enrichment.

    Although Iran was caught off-guard by Israel’s attacks — particularly as it was engaged in nuclear negotiations with the US — it responded by launching hundreds of missiles towards Israel.

    While many were intercepted, a significant number penetrated Israeli air defences, causing widespread destruction in major cities, dozens of fatalities and hundreds of injuries.

    Iran demonstrated its capacity to strike back, though Israel succeeded in destroying many of its air defence systems, some ballistic missile assets (including missile launchers) and multiple energy facilities.

    Since the beginning of the assault, Iranian officials have repeatedly called for a halt to resume negotiations. Under intense pressure, Iran realised it would not benefit from a prolonged war of attrition with Israel — especially as both nations faced mounting costs and the risk of depleting their military stockpiles if the war continued.

    As theories of victory suggest, success in war is defined not only by the damage inflicted, but by achieving core strategic goals and weakening the enemy’s will and capacity to resist.

    While Israel claims to have achieved the bulk of its objectives, the extent of the damage to Iran’s nuclear program is not fully known, nor is its capacity to continue enriching uranium.

    Both sides could remain locked in a volatile standoff over Iran’s nuclear program, with the conflict potentially reigniting whenever either side perceives a strategic opportunity.

    Sticking point over Iran’s nuclear program

    Iran faces even greater challenges as it emerges from the war. With a heavy toll on its leadership and nuclear infrastructure, Tehran will likely prioritise rebuilding its deterrence capability.

    That includes acquiring new advanced air defence systems — potentially from China — and restoring key components of its missile and nuclear programs. (Some experts say Iran did not use some of its most powerful missiles to maintain this deterrence.)

    Iranian officials have claimed they safeguarded more than 400 kilograms of 60% enriched uranium before the attacks. This stockpile could theoretically be converted into nine to ten nuclear warheads if further enriched to 90%.

    Trump declared Iran’s nuclear capacity had been “totally obliterated”, whereas Rafael Grossi, the United Nations’ nuclear watchdog chief, said damage to Iran’s facilities was “very significant”.

    However, analysts have argued Iran will still have a depth of technical knowledge accumulated over decades. Depending on the extent of the damage to its underground facilities, Iran could be capable of restoring and even accelerating its program in a relatively short time frame.

    And the chances of reviving negotiations on Iran’s nuclear program appear slimmer than ever.

    What might future deterrence look like?

    The war has fundamentally reshaped how both Iran and Israel perceive deterrence — and how they plan to secure it going forward.

    For Iran, the conflict reinforced the belief that its survival is at stake. With regime change openly discussed during the war, Iran’s leaders appear more convinced than ever that true deterrence requires two key pillars: nuclear weapons capability, and deeper strategic alignment with China and Russia.

    As a result, Iran is expected to move rapidly to restore and advance its nuclear program, potentially moving towards actual weaponisation — a step it had long avoided, officially.

    At the same time, Tehran is likely to accelerate military and economic cooperation with Beijing and Moscow to hedge against isolation. Iranian Foreign Minister Abbas Araghchi emphasised this close engagement with Russia during a visit to Moscow this week, particularly on nuclear matters.

    Israel, meanwhile, sees deterrence as requiring constant vigilance and a credible threat of overwhelming retaliation. In the absence of diplomatic breakthroughs, Israel may adopt a policy of immediate preemptive strikes on Iranian facilities or leadership figures if it detects any new escalation — particularly related to Iran’s nuclear program.

    In this context, the current ceasefire appears fragile. Without comprehensive negotiations that address the core issues — namely, Iran’s nuclear capabilities — the pause in hostilities may prove temporary.

    Mutual deterrence may prevent a more protracted war for now, but the balance remains precarious and could collapse with little warning.

    NATO leaders are expected to endorse a big new defence spending target at an alliance summit in The Hague on Wednesday, as demanded by U.S. President Donald Trump.

    Here are some key questions and answers about the new target.

    WHAT ARE NATO LEADERS EXPECTED TO APPROVE?

    They are expected to agree that NATO members should spend 5% of their economic output – or Gross Domestic Product (GDP) – on core defence and broader defence and security-related investments.

    That’s a hefty increase on the current goal of 2%, which was approved at an alliance summit in Wales in 2014. But the new target will be measured differently.

    NATO members will be expected to spend 3.5% of their GDP on core defence such as troops and weapons – the items currently covered by the old 2% target.

    They will also be expected to spend a further 1.5% of GDP on broader defence and security-related investments – such as adapting roads, bridges and ports for use by military vehicles, and on cyber-security and protecting energy pipelines.

    HOW BIG A LEAP WILL THIS BE FOR NATO COUNTRIES?

    Very big for a lot of them.

    Twenty-two of NATO’s 32 member countries spent 2% of GDP or more on defence last year.

    As a whole, alliance members spent 2.61% of NATO GDP on defence last year, according to a NATO estimate. But that number masks big differences in spending among members.

    Poland, for example, spent more than 4% of its GDP on defence, making it the biggest spender. At the other end of the spectrum, Spain spent less than 1.3%.

    WHEN ARE NATO COUNTRIES EXPECTED TO HIT THE TARGET?

    They will be expected to meet the target by 2035. The targets could also be adjusted when they are reviewed in 2029.

    HOW MUCH MORE CASH ARE WE ACTUALLY TALKING ABOUT?

    It’s hard to say exactly how much extra cash NATO members would have to spend, not least because it will depend on the size of their economies for years to come.

    Also, NATO does not currently measure spending on the new broader category of defence and security-related investments – so there is no baseline measurement to go by.

    But NATO countries spent over $1.3 trillion on core defence in 2024, up from about a trillion a decade earlier in constant 2021 prices. If NATO states had all spent 3.5% of GDP on defence last year, that would have amounted to some $1.75 trillion.

    So, hitting the new targets could eventually mean spending hundreds of billions of dollars more per year, compared with current spending.

    WHY ARE NATO COUNTRIES INCREASING SPENDING NOW?

    Russia’s continued war in Ukraine, concerns about a possible future threat from Russia, and U.S. pressure have led many European capitals to boost investment in defence and plan to increase it even further over the coming years.

    “Russia could be ready to use military force against NATO within five years,” NATO Secretary-General Mark Rutte said earlier this month.

    Europe is also preparing for the possibility that the U.S. under President Donald Trump will decide to withdraw some of its troops and capabilities from Europe.

    “America can’t be everywhere all the time, nor should we be,” U.S. Defense Secretary Pete Hegseth said earlier this month.

    WHAT WILL THE NEW MONEY BE SPENT ON?

    NATO this month agreed on new capability targets for its members – the types of troops, military units, weapons and equipment that NATO says they should possess to defend themselves and the alliance.

    Those targets are classified but Rutte said after they were approved that the alliance needed to invest more in areas including “air defence, fighter jets, tanks, drones, personnel, logistics and so much more”.

    IS EVERYONE ON BOARD?

    Not quite. Spanish Prime Minister Pedro Sanchez says his country can meet its military capability targets by spending just 2.1% of GDP.

    His government approved the draft summit statement with the new spending target but made clear it does not intend to spend that much. NATO officials say Sanchez does not have an opt-out – Spain’s spending will be tracked and if it’s not investing enough to meet the military targets, it will need to improve.

    Some countries that have signed up to the targets may also not meet them, diplomats and analysts expect. But publicly, they have insisted they are committed.

    WHERE WILL THE MONEY COME FROM?

    Every NATO country will decide on its own where to find the cash to invest more in defence and how to allocate it.

    The European Union has moved to try to make it easier for capitals to spend on defence.

    The EU is allowing members to raise defence spending by 1.5% of GDP each year for four years without any disciplinary steps that would normally kick in once a national deficit is above 3% of GDP.

    EU ministers last month also approved the creation of a 150-billion-euro arms fund using joint EU borrowing to give loans to European countries for joint defence projects.

    Some European countries are pushing for EU joint borrowing to fund grants – rather than loans – for defence spending. But they have met resistance from fiscally conservative countries including Germany and The Netherlands.

    HOW DOES THE NATO TARGET COMPARE TO OTHER COUNTRIES’ DEFENCE SPENDING?

    NATO allies dedicate a much smaller share of their economic output to defence than Russia but, taken together, they spend significantly more cash than Moscow.

    Russia’s military spending rose by 38% in 2024, reaching an estimated $149 billion and 7.1% of GDP, according to the Stockholm International Peace Research Institute.

    China, the world’s second-largest military spender, dedicated an estimated 1.7% of GDP to military expenditure last year, according to SIPRI.

    HOW DOES DEFENCE SPENDING COMPARE TO GOVERNMENT SPENDING IN OTHER AREAS?

    In NATO countries, defence tends to make up a small portion of national budgets.

    Military spending accounted for 3.2% of government spending in Italy, 3.6% in France and 8.5% in Poland in 2023, according to SIPRI data. In Russia that year, military expenditure made up nearly 19% of government spending.

    The installation of decorative panels made of cellular aluminum has begun on the platform section of the Akademicheskaya station of the Troitskaya metro line. They will be used to create a panel dedicated to the 300th anniversary of the Russian Academy of Sciences.     “The panel at the Akademicheskaya metro station will be dedicated to science. Various artistic elements will be applied to the front side of the panels, as well as images of outstanding Russian scientists from different eras: Lavrentiy Blumentrost, Ivan Schumacher, Nikolai Semenov and Vladimir Vernadsky. To add dynamics to the overall composition, the technology of printing on aluminum honeycomb panels and digital application of images to combined panels with a glass front surface was used. The total area of the panel on the track walls exceeds 1.6 thousand square meters. Together with the finishing of the ceiling and platform portals, they will form a single composition with an area of over 5.7 thousand square meters,” Vladimir Efimov noted.

    “The installation of the panels was preceded by the assembly of an aluminum subsystem consisting of horizontal and vertical guides, which are installed using brackets on a concrete base.     The central part of the Akademicheskaya platform will be decorated with a series of portals, the edges of which will be illuminated. These architectural elements will become the main source of illumination for the platform.

    This year, in Moscow, they are working at the N.V. Sklifosovsky Research Institute of Emergency Care, the private healthcare institution “RZhD-Medicine Clinical Hospital named after N.A. Semashko”. Nine medical teams have been selected for all-Russian projects. From July, they will work in healthcare institutions on Sakhalin Island, Novosibirsk, Novokuznetsk, Chelyabinsk, Barnaul, Perm, Irkutsk and Tomsk, as well as in the Valeo district project in the Voronezh Region.

    Students of SPbGASU became volunteers of the St. Petersburg International Economic Forum (SPIEF) and participants of the youth program “Day of the Future”, which took place on June 21.

    “I was able to participate in the forum thanks to a competitive selection. After submitting applications, we completed online training to learn about the main working aspects of the forum. Then we took an exam in the RANEPA building with questions in Russian and English, as well as a short oral survey. As a result, I managed to get into the business contacts exchange team, the main goal of which is to help participants organize business meetings.

    The experience of working in this area is incredibly useful. Every day is different from the previous one, the schedule is tight, the tasks are responsible, but thanks to the coordinated work of our team, everything went great! SPIEF is a huge productive mechanism, and it was a great honor for me to contribute to its work,” said Anna Kozhemyak.

  • MIL-OSI Russia: The Polytechnic University hosted the conference “Modern Mechanical Engineering: Science and Education”

    The 14th international scientific and practical conference “Modern Mechanical Engineering: Science and Education (MMESE-2025)” was held at Peter the Great St. Petersburg Polytechnic University. The event was organized by the Department of Theory of Machines and Mechanisms of the Institute of Mechanical Engineering, Materials and Transport of SPbPU.

  • MIL-OSI Russia: Polytechnic University team wins IT-Planet international Olympiad

    The final of the international Olympiad “IT-Planet” was held in Moscow. This is one of the largest technology competitions for young people in Russia and the CIS countries. The program of this year’s Olympiad included 15 innovation competitions. Awards were received by 81 winners from 24 regions of our country, as well as from Belarus. Among the winners were also polytechnicians. All of them represented the Institute of Computer Science and Cybersecurity.

    The final of the Olympiad brought together about 600 participants, including college and university students, young professionals, teachers and representatives of leading Russian IT companies. The total prize fund was over two million rubles. The winners received not only cash prizes and diplomas, but also a chance for career growth: the opportunity to undergo industrial training in leading Russian companies and get into the database of promising IT specialists.

    A team headed by Associate Professor of the Higher School of Artificial Intelligence Technologies of the Institute of Computer Science and Engineering Oleg Sabinin did a great job of preparing SPbPU students for the Olympiad. Master’s students of the Higher School of Artificial Intelligence Technologies of the Institute of Computer Science and Engineering A. Gubeeva and D. Amelchenko prepared tests and consulted the students. A great contribution to the team’s preparation was made by IKNC postgraduate student R. Turusov, who composed excellent training problems.

    In the finals, the Polytechnicians performed brilliantly in the “Postgres PRO DBMS” competition.

    First place — Ivan Maksimov, 3rd year student of VShTII. Second place — Vladimir Plakhotnikov, 2nd year student of VShPI. Third place — Evgeny Zhabko, 4th year student of VShTII.

    Polytechnic graduates Artem Sukhov and Alexey Sankov, as well as 3rd year student of the Institute of Culture and Science Kristina Marchenko, took high places in the Olympiad.

    “At the IT Planet Olympiad in Moscow, I competed in the database competition (PostgreSQL). It was a great experience! Not only because I was able to test my skills in writing complex SQL queries and win prizes, but also because I had the opportunity to listen to IT experts. They shared current trends and real cases,” said Ivan Maksimov. “I especially remember the tasks where it was necessary to solve algorithmic problems, trying to fit into the minimum amount of code – this required both an understanding of PostgreSQL and an unconventional approach. It was also great to communicate with other participants who were also interested in databases. In between stages, I managed to walk around the capital, which made the trip both useful and enjoyable.”

    “The Olympiad program included tasks on optimizing SQL queries, which allowed me to test and deepen my knowledge in the field of information processing. I was able to communicate with participants from other educational institutions and experts, which contributed to the exchange of professional experience,” Vladimir Plakhotnikov shared his impressions. “I took second place – for me, this was a significant achievement. Participation in the Olympiad fully met expectations and gave a lot of useful knowledge.”

  • MIL-OSI Russia: Economic Security: Polytechnic University Students Win Prestigious Engineering Competition

    The award ceremony for the winners and prize winners of the All-Russian Engineering Competition 2024-2025 took place in Moscow. About 12,000 people applied to participate. 184 semi-finalists became laureates, 110 students became finalists, and only 68 received the status of winners.
