    LOS ANGELES, May 26 (Xinhua) — U.S. President Donald Trump on Sunday made harsh remarks about both Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky.

    “I’m not happy with what V. Putin is doing,” Trump told reporters before flying from Morristown, N.J., to Washington. “I don’t know what the hell happened to V. Putin.”

    “I’ve known him for a long time, I’ve always gotten along with him, but he’s sending missiles to cities and killing people, and I don’t like that at all. Fine. We’re talking, and he’s shooting missiles at Kyiv and other cities. I don’t like that at all,” he added.

    D. Trump made the comments after Russia and Ukraine launched massive missile and drone strikes against each other on Sunday.

    Later on Sunday evening, D. Trump wrote on the social network Truth Social that V. Putin “has completely lost his mind!”

    In response to statements made by V. Zelensky earlier on Sunday criticizing the US silence on the latest Russian attacks, D. Trump said that V. Zelensky “is not doing his country any good by speaking the way he does.”

    “Everything he says is problematic, I don’t like it, and it better stop,” D. Trump said about V. Zelensky. According to him, the Ukrainian side should not blame him, since “this is a war of V. Zelensky, V. Putin and J. Biden, not D. Trump.” –0–

    SAN FRANCISCO, May 26 (Xinhua) — U.S. President Donald Trump said Sunday that he wants to know the “names and countries” of the international students studying at Harvard University.

    The request comes just days after a federal judge blocked President Donald Trump’s administration from stripping Harvard University of its right to accept international students.

    “We want to know who these students are, which is a natural question since we fund Harvard with billions of dollars and Harvard is not very forthcoming,” he wrote on Thruth Social. “We want to know names and countries.”

    “Why doesn’t Harvard tell us that 31% of their students are foreigners, some of whom are not exactly friendly to the United States. And yet they don’t pay anything, and they don’t plan to,” Trump wrote on Sunday. “Nobody tells us this.”

    On Thursday, the Department of Homeland Security ordered the school to terminate its Student and Exchange Visitor Program (SEP) certification, effectively barring it from accepting foreign students. All international students must transfer from Harvard to other schools or lose their legal status in the United States.

    The university promptly filed a federal lawsuit against the administration. A federal judge in Massachusetts ordered a stay of the administration’s decision.

    Harvard data shows that international students made up more than 27 percent of the total student body as of the fall 2023 semester. The university currently has about 6,800 international students from more than 140 countries and regions.

  • An ode to the fourth-largest economy of the world

    In May 2025, India stands as the fourth-largest economy in the world, surpassing Japan and trailing only the United States of America, China, and Germany.

    With a Gross Domestic Product of over four trillion dollars, the economic might of the nation is now evident to the world. In the last decade, India’s GDP has more than doubled. To put things in perspective, it took India more than 65 years to reach its first two trillion dollars, and only eleven years to add the next two.

    The economic upliftment of rural India has been integral to this leap. For decades, the countryside was plagued by issues of food, shelter, and clothing. However, in the last eleven years, these challenges have been addressed through precise and people-centric policymaking.

    While an array of welfare programmes tells a compelling story, the simplest policy moves have been most effective. For instance, the Pradhan Mantri Garib Kalyan Anna Yojana has ensured an additional quota of foodgrains for more than 80 crore people. Before the Narendra Modi government took office, surplus foodgrains in government coffers were under contention, yet the previous government was unwilling to distribute them to those in need.

    Beyond welfare, this has had a significant economic impact. People in villages now have more disposable income, which they are using to buy consumer durables, processed foods, and foods with higher nutritional value. Aspirations are changing, and the success of the Mudra Yojana is a testament to this shift. No longer a liability, rural India is now an asset for a rising nation.

    Urban pockets are evolving as well. With every trillion dollars added to the economy, consumer demand is transforming. Earlier this month, Lego, one of the world’s largest toymakers, opened its first store in India in Gurugram, Haryana. Apple, the world’s leading technology company, is now embedded in urban markets, increasing its manufacturing volume and value within India.

    But India’s manufacturing story is not just about Apple; it encompasses millions of young and old entrepreneurs shifting to local production, moving beyond the role of traders. Near the Haryana border, in Delhi’s North-West district, lies Bawana, an example of this significant shift. The Prime Minister’s larger message of ‘Make in India, Make for India, and Make for the World’ has resonated with entrepreneurs here, who are leading the change.

    The greatest supplement to India’s growth over the last decade has been infrastructure. Prime Minister Narendra Modi has shown an unprecedented commitment to infrastructure development, rivaling Franklin D. Roosevelt in the 1930s.

    India’s infrastructure push over the last decade has been the most ambitious in any democracy in the past century. A simple litmus test is that every individual within a 50-kilometer radius can vouch for redevelopment and numerous greenfield infrastructure projects.

    These projects are empowering people in every state, enabling access to greater economic and employment opportunities. Projects like the Dedicated Freight Corridors, dormant under the previous government, are now instrumental in reducing export costs and enhancing the ease of doing business.

    In the northeastern part of the country, projects are opening new avenues for tourism and the regional economy. In the Himalayas, strategic infrastructure initiatives, from Arunachal Pradesh to Ladakh, are strengthening military capabilities.

    The government’s intent toward infrastructure is validated by its annual capital expenditure commitment. In recent years, the Centre has committed over Rs. 50 lakh crore to infrastructure development. This also serves as evidence of the government’s fiscal management, which has navigated the pandemic, the global supply chain crisis, and the Russia-Ukraine war. The focus has been on creating long-term assets to fuel economic growth.

    The dual impact of welfare and infrastructure is fostering a generation of job creators. These are citizens, born in the late 1980s, 1990s, and early 2000s, who are not seeking employment but creating it.

    This new generation is further empowered by the digitisation of the economy and the pan-India market it has opened. These include digital creators as well. Employing anywhere from two to two hundred professionals, these entrepreneurs are transforming the dynamics of the Indian job market.

    This is what makes India the largest free market in the world. Beyond geopolitical dynamics, the economic might of India’s market size cannot be underestimated. India’s market access alone can cripple foreign powers, as seen in 2020 when the government banned TikTok and in 2025 when it sent a stern message to Pakistan through Operation Sindoor. The world needs India more than India needs the world. That is the power of 140 crore people.

    India’s rise to the third-largest economy is certain and will occur before 2029. Then begins a long journey toward becoming one of the world’s most important economic centres, driven by its market and demography. If the last decade was about cementing the size of the economy, the next will witness sharp and steep progress in microeconomic fundamentals, from per capita income to changing expenditure dynamics.

    From being among the ‘Fragile Five’ in 2013, India has come a long way by 2025, ranking among the top five. The comeback has been remarkable, and the country retains the momentum to surge further ahead. In 2015, it was the story of an economy struggling to find its footing. In 2025, it is about an economy ready to rise like an albatross, and by 2035, the story will be of a ten-trillion-dollar economy, reclaiming its civilisational position in a brave new world.

  • MIL-OSI Russia: HSE scientists find out how continuing a career at alma mater affects young researchers

    Many young scientists in Russia continue their academic careers at the same university where they studied. This path is called inbreeding. Institute of Education HSE University analyzed the impact of inbreeding on publication activity in the natural and exact sciences. It turned out that it is ambiguous and depends on a combination of factors: the university’s geographical location, its financial resources, and the state of the regional academic labor market. An article with the results of the work was published inResearch Policy.

    In Russia, almost every second PhD candidate continues to work at the same university where he or she received their education. This career trajectory is called academic inbreeding. It is believed that such a practice can contribute to the isolation of the scientific environment and a decrease in innovative potential. However, the impact of inbreeding on the productivity of young scientists has not yet been sufficiently studied.

    Junior Research Fellowproject-training laboratory “University Development” HSE University Victoria Slepikh studied the careers of 1,132 Russian scientists who defended their PhD theses in 2012 in the fields of physics, biology, chemistry, and mathematics. To assess scientific productivity, the author used publications in international journals, their citation rate, and the presence of publications in journals in the first quartile (Q1).

    The analysis was conducted at two levels. First, the author looked at all PhD candidates (1,132 researchers) who remained in the academy during the first eight years after defending their dissertation. Among them, the level of academic inbreeding was 61%. It turned out that graduates who changed universities after receiving their degree were, on average, more likely to publish, get into prestigious journals, and have a higher citation rate compared to those who remained working at their alma mater.

    The most pronounced negative effect of inbreeding is observed in universities that do not have a special status, i.e., are not federal, national research universities or participants in state programs to support science. Young specialists from such universities published on average 34% fewer articles indexed by Scopus, and the probability that they will have at least one publication in a prestigious journal was almost half that of mobile scientists.

    According to the author, if a young researcher remains in a university that is weakly involved in scientific activity and has limited resources, he continues to reproduce low-level academic standards. Moreover, monotonous professional experience reduces his competitiveness compared to colleagues who have changed organizations.

    “In prestigious and scientifically oriented institutes, academic inbreeding, as a rule, does not have a noticeable impact on productivity. This is explained by a rich professional environment: the presence of a strong scientific team, modern equipment, stable connections with other organizations and participation in large projects,” explains Victoria Slepikh.

    The author then identified a subgroup of the most productive scientists — 417 people whose number of publications exceeded the median values (from 4 to 6 publications in the first eight years of their academic career). In this sample, the proportion of inbreds was 56%. At the same time, the influence of academic inbreeding on productivity in this subgroup turned out to be minimal and was manifested only in individual cases — among graduates who defended their theses in regions with a saturated academic labor market.

    In regions with a large number of scientific institutions, graduates are more likely to have the opportunity to change jobs. If, in such conditions, continuing a career at an alma mater occurs not by choice but by inertia, this may deprive young researchers of the chance to realize themselves in a more suitable professional environment. In less developed regions, academic inbreeding is usually due to a lack of alternatives. The results of the study confirm the hypothesis: where young scientists have more employment options, working at their home university may negatively affect their scientific results.

    In addition, the study showed differences in the behavior of representatives of different scientific disciplines. For example, mathematicians more often chose mobile trajectories and less often stayed at the universities where they defended their dissertations, while physicists and chemists demonstrated a more pronounced tendency toward inbreeding. The author associates these differences with the nature of the research infrastructure and traditions of publication activity in different fields of science.

    “Inbreeding itself is not a problem. However, its consequences can negatively affect scientific activity, especially in universities without special status or with limited resources. To compensate for the risks of isolation, it is necessary to stimulate academic mobility and expansion of external relations. This could be internships, scientific exchanges, development of partnerships with leading research centers. Such steps will increase not only productivity, but also the quality of the academic environment as a whole,” says Victoria Slepykh.

  • MIL-OSI Russia: Bashneft planted more than 40 thousand trees

    The Bashneft company (part of the Rosneft structure) continues large-scale greening of the Republic of Bashkortostan. In the spring of 2025, the company’s employees planted over 41 thousand tree seedlings in the region.

    As part of the environmental campaigns, seedlings of various tree species adapted to the climatic conditions of the regions were used. All work was carried out under the supervision of regional forestry departments.

    The Asly-Kul Nature Park in the Davlekanovsky District of Bashkiria is a specially protected natural area and an important recreational site. Bashkir oil workers planted 24 thousand pine seedlings as part of the all-Russian patriotic campaign “Garden of Memory”. This is a continuation of the annual program aimed at preventing swamping of Aslikul, the largest lake in the republic. The campaign makes a significant contribution to strengthening the ecosystem and preserving the unique natural complex of the reservoir. The employees of the Bashneft-Dobycha enterprise (Bashneft’s oil and gas production operator) have been systematically restoring the forest frame of Lake Aslikul since 2023. Thanks to the efforts of oil workers, over 100 thousand pine and larch seedlings have already been planted on the territory of the nature park, which in a few years will form four massive forest areas with a total area of 25 hectares.

    The importance of Bashneft’s initiative is also confirmed by experts from the Biology Research Center of the Ufa Federal Research Center of the Russian Academy of Sciences. Scientists have established that the creation of a coniferous forest in the northwestern part of Lake Aslikul will help stop the swamping of the shores and preserve the reservoir for future generations.

    In addition, workers of the Bashneft-Novoil plant cleared the shores of the lake from household waste as part of the federal environmental project “Water of Russia”. The anthropogenic load on the coastal area is high, since the reservoir is very popular with tourists. During the campaign, almost 22 kilometers of the coast were cleared.

    In just the last 5 years, thanks to the initiatives of Bashkir oil workers, more than 5.2 million trees have been planted on an area of over 1.5 thousand hectares. Young green areas will soon form full-fledged coniferous forests, which will contribute to the restoration and preservation of the ecological balance of the territories.

    Preserving the environment for future generations is an integral part of Rosneft’s corporate culture. The company implements large-scale environmental programs aimed at minimizing the impact on the environment, improving the environmental friendliness of production, preserving and replenishing natural ecosystems.

    With the support of Rosneft, Lomonosov Moscow State University celebrated Biologist Day. The event was attended by about 6,000 people, including students and graduates of the educational institution, scientists, as well as schoolchildren and applicants interested in current issues of biology.

    MSU has been a key partner university of Rosneft since 2006. The main areas of cooperation include training and retraining of personnel and scientific research activities. The company takes part in the implementation of innovative educational projects of the University Gymnasium, which hosts lectures for students of Rosneft classes.

    As part of the Biologist’s Day, guests were presented with the latest biological research and developments in the field of neurobiology, paleontology and many other areas. Specialists from the Arctic Scientific Center of the Company told visitors about Rosneft’s research projects in the northern seas. Among them is a large-scale joint environmental project with Innopraktika and Moscow State University in the White Sea. As part of the expeditions, scientists repeated the route of the famous Soviet hydrobiologist Konstantin Deryugin, which he completed more than 100 years ago. Specialists plan to obtain data on the current state of the White Sea biota and assess the changes in the region’s ecosystems that have occurred over the past 100 years.

A total of 10 expeditions will be conducted over 4 years. This year, Rosneft has already conducted two scientific expeditions to study the populations of polar bears and marine mammals in the Kara Sea. The main goal of the research in the north of Krasnoyarsk Krai and on the Yamal Peninsula is a full-scale census, assessment of the distribution of polar bears using instrumental (photo and infrared aerial photography) and aerial visual methods.

    A delegation from the Saint Petersburg Polytechnic University took part in the opening ceremony of the Polytechnic-Tangshan preparatory center, which took place on May 13 in the Chinese city of Tangshan.

    The project, the agreement for which was signed in March 2022, has finally acquired official status, overcoming a three-year pause caused by the pandemic. Despite the forced delay, the center has already proven its effectiveness: graduates from Tangshan are successfully entering the Polytechnic.

    The official ceremony was held at Yongping Secondary School with the participation of key partners. Welcoming speeches were given by the head of Tangshan East Education Corporation Zhang Guofu, the head of the Friendship Bridge company Dmitry Rogozin, and assistant to the vice-rector of SPbPU Pavel Nedelko. The Polytechnic delegation was also represented by the director of the Humanities Institute Natalia Chicherina, her deputy Tatyana Nam and senior lecturer of the Higher School of Linguistics and Pedagogy Andrey Koshkin.

    The program of the visit included not only official events, but also active interaction with future applicants. Over the course of three days, the delegation visited Tangshan East School, an experimental school, and State Secondary School No. 1, where they held presentations of SPbPU educational programs. Of particular interest was the quiz about our university and St. Petersburg: the most erudite schoolchildren received memorable souvenirs.

    The competition involved final qualification works of 204 students from construction universities from Moscow, St. Petersburg, Kazan, Vologda, Krasnoyarsk, Belgorod, Ivanovo, Rostov-on-Don, Penza, Tomsk, Ryazan, Yaroslavl, Novosibirsk, Volgograd and other Russian cities, selected as the best in the nomination based on the results of the II (regional) rounds in the base universities.

    The competition was held in 20 nominations. Each graduation work was reviewed by the jury members and assessed using a point system. Points were awarded for the achievements of the contestants in approving the results of their work, such as publications of articles, educational and methodological literature, participation in exhibitions, competitions, olympiads, reports at conferences, the presence of patents for inventions and utility models.

    In each nomination, the three works that scored the highest number of points took prize places, and their authors were awarded diplomas.

    One of the key aspects of working with information models of buildings and structures (TIM models) is filling them with various information. Information about placement levels, fire safety indicators, dimensions and many other characteristics are a significant part of the information model. From the point of view of automating the processing of TIM models, even a minor typo or the presence of invisible characters (for example, extra spaces) can lead to the information model not meeting the requirements of the examination.

    On April 23, 2025, representatives of the Educational Center of Digital Competencies (EDCC) of the St. Petersburg State University of Architecture and Civil Engineering received a certificate of state registration of the computer program No. 2025660311: “TIMTest – software for validating the attribute content of information models of buildings and structures.” Software developers – Yuri Zgoda (category II specialist), Inna Sukhanova (Director of the EDCC, Associate Professor) and Denis Nizhegorodtsev (Deputy Director of the EDCC, Senior Lecturer).

    TIMTest allows you to describe the requirements for the attribute content of the model (the presence of parameter groups, their information content, the correctness of the data type) in a readable format, and then, in a fully automatic mode, check any TIM model provided in the open IFC format for errors. Such checks can be used for a preliminary assessment of the compliance of the provided model with the requirements of the examination.

    Before registration, the developed software demonstrated its high efficiency within the framework of the main stage of the All-Russian TIM-Championship of SPbGASU, which was held from October 28 to November 27, 2024. Now the updated version of this program (adjusted in accordance with the innovations of the technical specifications) will be used to evaluate the work of TIM coordinators within the framework of the still ongoing selection stage of the All-Russian TIM-Championship of SPbGASU 2025.

    Information modeling opens up many new opportunities for specialists in the architectural and construction industry, but at the same time it creates new requirements for the documentation provided to them (including digital).     Additive manufacturing

    Polytechnic University takes metal 3D printing to a new level: from developing heat-resistant nickel powders to laser synthesis of critically loaded components. The university has more than ten domestic SLP printers with a multi-laser system, which allows creating complex parts for gas turbines and aviation. Thus, the VPLS “Mercury” installation developed by SPbPU jointly with ZAO “Biograd” allows printing gas turbine components from heat-resistant nickel alloys at a heating temperature of up to 1300 degrees Celsius. A powerful laser (1000 W) and precise control of the material structure provide high performance. This is no longer a prototype – it is a response to import substitution in aerospace and energy. In addition, multi-material synthesis, plasma and flame spraying technologies have been implemented. They print not only with alloys – SPbPU has piezoceramics, carbide ceramics, and high-entropy composites in its arsenal. All this is in the interests of import independence and accelerated implementation in real production.

    The Polytechnic University is also equipped with stationary and mobile technological complexes for direct laser deposition, laser cladding, laser and hybrid laser-arc welding of thick metals, and laser welding of thin metals (up to 100 microns).

    Electric Arc Growing (WAAM)

    SPbPU offers a full cycle of WAAM implementation — from design to integration into production processes. The technology of layer-by-layer wire surfacing using an electric arc is used to create large-sized and complex-shaped products from titanium, steel, aluminum and other metals. Robotic complexes are adapted to the tasks of specific customers, providing up to 6 kg/h of printing and full automation. The robotic complex (RC) for additive electric arc growing is a robotic cell that has everything necessary for electric arc growing. In addition, the Polytechnic University supplies the systems with its own software that allows monitoring the status of the manipulator and peripheral equipment, as well as generating control programs for the implementation of the electric arc growing technology. Unique examples: gas turbine engine impellers and wheel rims, which have passed strength tests and demonstrated competitiveness compared to cast products.

    Design and manufacture of laser technological complexes

    Polytechnic University develops turnkey laser systems — from foil welding to repair and manufacturing of components for power and mining equipment. The arsenal includes robotic laser cladding systems, mobile units, robotic systems with 5-kW lasers, direct laser deposition with powders and wire, as well as hybrid systems with an inert atmosphere. Using a robotic laser welding system for thin metals (up to 100 microns), serial welding of fuel elements of a hydrogen energy source for Russia’s first passenger ship, Ecobalt, was implemented.

    The university developed a technology for surfacing a porous coating with a thickness of 600 microns with an open porosity of 60-80% and the ability to control these parameters. The cups successfully passed preliminary clinical tests for integration and toxicity of the surfacing layer with bone material.

    Repair of power equipment components was carried out: nozzle and working blades Man Turbo, SGT-700, TV 3-117, VP2500, VPT-50-2, Man Turbo, MARS100, Taurus 60, Man Turbo, MS5002E, TV 3-117, NK-12ST, DR59L, GPA GTK-10I, MS3142J.

    As part of cooperation with the company JSC UK KER-Holding, the Polytechnicians created and delivered a technological complex for direct laser growth.

    Together with TsNIITMASH, a demonstration separation module of a power plant was created using direct laser growth. The result is a reduction in the number of welding operations, an increase in anti-corrosion properties and reliability in extreme Arctic conditions. The university is conducting projects with Rosatom, Gazprom and other industrial giants, offering customers not just equipment, but fully adapted technological solutions.

    Friction stir welding (FSW)

    SPbPU is one of the few in the country that uses STP and TSTP on a large scale: both in spot and seam configurations. This is a solid-phase welding technology that does not involve melting, but has high strength, minimal deformations, and the ability to weld even dissimilar materials — aluminum with copper, composites with metals. The university produces seams up to 8 meters long, develops its own equipment, and trains customer personnel.     Cooperation between the Rosatom State Corporation and SPbPU, which is one of the flagship universities and its long-term strategic partner, is actively developing. This is a significant amount of work carried out by the Institute of Mechanical Engineering, Materials and Transport, the Institute of Power Engineering, the Physics and Mechanical Engineering Institute, the Advanced Engineering School “Digital Engineering” and other university structures. This is significant international cooperation, in particular, in the interests of the Turkish and Egyptian nuclear energy.     Dmitry Karpov named several completed projects. An optimal design of a vibrating screen for cleaning drilling mud was developed by order of NPO Centrotech. The project was a real breakthrough in the industry: with a target vibration acceleration of 7 g, engineers from PISh SPbPU designed a product that exceeded these parameters in just six months. The results of digital modeling were confirmed from the first factory test of the prototype – the vibration acceleration was 8.2 g. The product and its modifications have been successfully used for many years now.

    A digital twin of the VVER-1000 fuel assembly with an anti-debris filter and mixing grids was developed by order of JSC TVEL. Due to digital design and additive manufacturing, the filtration efficiency has been increased tenfold, and the created models, virtual test benches and testing grounds will significantly reduce costs and improve the quality and speed of further developments.

    At the request of the Mayak production association, for the first time in engineering practice, the architecture of a highly adequate multiphysical digital model of a furnace for vitrification of high-level radioactive waste has been developed.

    By order of JSC TsKBM, key proprietary technological equipment for the ODU-150 hydrogen production unit was developed. The design solutions of the created key hydrogen technology devices are the starting point in the development of a new generation of equipment and future medium- and large-tonnage devices for the hydrogen, petrochemical, and nitrogen industries.

    At the request of the composite division of Rosatom, a technology for the production of filaments from continuous carbon fiber was developed, and the customer received pilot equipment. On the official website of the corporation, this installation is listed among the most important achievements of Rosatom in 2024.

    At the enterprise of the State Corporation Rosatom — JSC Proryv — the URANIA data and process management system for computational and experimental scientific research was put into operation. It is based on the CML-Bench® Digital Platform — an in-house development of the Engineering Center of our university.

    In 2023, under the leadership of Alexey Evgenievich, the State Corporation approved the Unified Digital Strategy, which became the most important step towards accelerating the digital transformation of the industry, including ensuring import substitution. In this regard, Dmitry Karpov noted that specialists from SPbPU and the All-Russian Research Institute of Experimental Physics developed the national GOST “Computer models and modeling. Digital twins of products. General provisions” – the world’s first document regulating the relevant activities.

    Students in the uniform of the Polytechnic University of the early 20th century brought in a doctoral robe and cap, the Polyhymnia choir performed the Gaudeamus anthem.     On May 18, the Higher School of Economics hosted the international football tournament Inter Football Cup, in which HSE students and staff from all over the world took part for the third year in a row. This event became a real holiday not only for football fans, but also for everyone who wants to make new acquaintances and immerse themselves in an atmosphere of friendship and unity.

    The football tournament is held with the support of Directorates of Internationalization And Department of Physical Education HSE University. Opening the event, department lecturer Artem Yemelyanov congratulated everyone on the sports festival and wished them to demonstrate their best sports skills and team spirit. Director Center for Support and Career of International Students and Graduates Zhanna Sorokina noted that for the first time, not only student teams are participating in the tournament, but also a team formed from international specialists – foreign teachers and research staff of the university.

    This time, 12 teams met on the field, bringing together representatives of more than 50 countries – from Australia to Ethiopia, from Italy to India. Each match was a real battle, full of emotions and excitement. The participants not only demonstrated their football skills, but also shared the cultural traditions of their countries, which added a special flavor to the tournament. “This is not just football, it is a great chance to take a break from studying, warm up and relax, and also meet our friends and students from other faculties,” shared Ikenna Mbatha (Nigeria) from Institute for Statistical Research and Economics of Knowledge HSE. His team, despite losing in the semi-finals, had unforgettable impressions and made many new acquaintances.

    “This is not my first time participating in the tournament, and it is one of the best events that the university organizes for international students,” says Bernard Baako (Ghana) Faculty of Economic Sciences“Such drive, such emotions – it’s an amazing release!”

    As the tournament organizers note, the number of participants increases every year, which indicates a growing interest in the sporting event. “We are glad to see how students from different countries unite through sport. This is important not only for their socialization, but also for creating a friendly atmosphere at the university,” noted Zhanna Sorokina.

    Marco Mellina (Italy), Research Fellow Schools of Historical Sciences, said that he was a big football fan and, having just learned about the tournament, persuaded his colleagues to participate. The team of international specialists was extremely happy to spend the day at the stadium and impose a fight on their opponents. Even the rain that began during the final games did not spoil the mood of those gathered. The players’ passion in the fight for prize places was uncontrollable, once again confirming the truth of the classic formula of big-time sports: “The match will take place in any weather.”

    The tournament ended with a spectacular finale in which the team Faculty of Social Sciences defeated the team Institute of Cognitive Neurosciences — another debutant of the tournament. But, as many participants noted, the main thing is not the victory, but participation and the opportunity to meet new people.

    Benjamin Sarpong (Ghana), captain of the winning team, boasted that he has won the cup for the second year in a row: at the Inter Football Cup 2024, he was a prize winner as part of the team of the preparatory department for foreign citizens. “Today I personally scored two goals, and they determined the outcome of the final game! I am absolutely happy!” admitted Ben.

    The HSE Inter Football Cup has once again proven its importance as a platform for cultural exchange and friendship, and the participants are looking forward to the next tournament.

    BEIJING, May 26 (Xinhua) — A China-Europe international rail freight train departed from Wuhan, central China’s Hubei Province, for Georgia on Saturday, marking the opening of a new trans-Caspian international transport route linking Wuhan with Georgian cities.

    The train is carrying goods worth more than 14.82 million yuan (about $2.06 million), including light mechanical equipment, agricultural machinery and construction materials, China’s Zhongxinshe News Agency reported.

    This train will cross the state border at the Khorgos checkpoint /Xinjiang Uyghur Autonomous Republic, Northwest China/, pass through Kazakhstan, where in the seaport of Aktau the cargo will be transferred to a ferry going across the Caspian Sea, after which it will arrive in the capital of Azerbaijan, Baku, from where it will be delivered by rail to Poti and Tbilisi.

    When transporting goods from Wuhan to Georgia, a multimodal scheme is envisaged: “railway – sea – rail”, while the travel time is approximately 18 days.

    Georgia is a key corridor connecting Europe and Asia. The launch of this route will facilitate the development of trade and economic ties between China’s Hubei Province and Georgia, Turkey, and other neighboring countries.

    Currently, there are 58 cross-border routes in the China-Europe international railway freight transportation, linking Wuhan with 120 cities in 40 countries on the Eurasian continent. Thus, an international intermodal transport network has been formed covering Europe, Central Asia and ASEAN countries, as well as Japan and the Republic of Korea. -0-

    BEIJING, May 26 (Xinhua) — A team of archaeologists from China and Uzbekistan held an open day in Surkhandarya region of Uzbekistan last week, according to the official website of the Cultural Heritage Protection Administration of northwest China’s Shaanxi Province.

    The event, attended by 40 local schoolchildren, took place at the Bandikhon No. 2 archaeological site, located in the Surkhandarya and Sherabadarya river valley. Since September 2023, experts from China and Uzbekistan have been conducting joint excavations at this early Iron Age site.

    The archaeological group includes researchers from Northwest University (NWU, Shaanxi Province, China), Termez State University and Termez State Archaeological Museum (Uzbekistan).

    The event, which aimed to educate the public about archaeology, allowed the teenagers to expand their historical knowledge and strengthen their awareness of the importance of protecting cultural heritage sites, said Ma Jian, head of the Chinese archaeological team.

    In cooperation with the Samarkand Archaeological Institute, the State Archaeological Center and the Fergana State University of Uzbekistan, SZU has been conducting archaeological work in the city of Samarkand, the Surkhandarya and Fergana regions of this country for 18 years in a row.

    The collaboration between archaeologists from both sides proved fruitful. Experts filled a number of gaps in Central Asian archaeological research, discovering the monuments of Sazagan and Chinartepa and the burial grounds of Rabat and Serharakat. -0-

    HANGZHOU, May 26 (Xinhua) — Some 17,000 buyers from China and overseas visited the 4th China-Central and Eastern European Countries (CEE) Expo, which concluded in Ningbo, east China’s Zhejiang Province, Sunday.

    The volume of placed import orders amounted to 10.98 billion yuan, the organizers reported.     SHANGHAI, May 26 (Xinhua) — A container truck carrying three used new-energy vehicles left Shanghai for Minsk on Friday, the first export cargo transported from Shanghai under the TIR (Travel International Road) system, Shanghai Customs said Monday.

    After the dispatch of a container truck to the capital of Belarus, services for transporting both import and export cargo within the TIR system to and from the eastern Chinese metropolis became available.

    On March 6, 2024, the first TIR shipment of imported goods to Shanghai was carried out. To date, a total of 1.114 million yuan worth of goods have been shipped under TIR under the supervision of local customs.

    TIR is a global system for simplifying customs procedures in the field of international cross-border freight transport, based on UN conventions.     HONG KONG, May 26 (Xinhua) — Chen Mao-bo, head of the Hong Kong Special Administrative Region’s Finance Department, said that since the beginning of this year to date, the Hong Kong Special Administrative Region has raised over 76 billion Hong Kong dollars through initial public offerings (IPOs) on the local stock exchange, an eight-fold increase compared to the same period last year and reaching about 90 percent of last year’s total.

    Washington, DCMay 26, 2025: The Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation [1] with New Zealand on May 19, 2025.

    Tight monetary policy has helped bring inflation back to target, but at the expense of growth. Real GDP contracted by 0.5 percent y/y in 2024, as investment fell by 4.1 percent y/y, household consumption stagnated. The slowdown has been particularly pronounced in interest-rate-sensitive sectors including retail trade, construction, and manufacturing. The financial sector remains resilient despite rising non-performing loans. A recovery in external demand and improved terms of trade have helped narrow the current account deficit to 6.2 percent of GDP, though it remains above long-term trends. Despite a challenging economic backdrop, the government delivered modest fiscal consolidation in FY2023/24, with the primary deficit narrowing to 2.4 percent of GDP. Tight monetary policy helped bring inflation within the Reserve Bank of New Zealand (RBNZ)’s 1–3 percent target band in 2024Q3, after 13 consecutive quarters, with headline inflation reaching 2.5 percent y/y in 2025Q1. The RBNZ has thus eased the Official Cash Rate (OCR) several times since August 2024, bringing it closer to the neutral rate.

    The return of inflation to target is enabling monetary policy easing and a return to growth. Inflation is forecast to remain within the target band, allowing monetary policy to gradually move to a neutral stance. Real GDP is projected to expand by 1.4 percent y/y in 2025, with monetary policy easing providing a boost to consumption and investment. Growth is expected to accelerate to 2.7 percent y/y in 2026, as the lagged impact of lower interest rates is fully realized. Fiscal policy is expected to continue to balance needed medium-term consolidation with growth considerations. The government’s broad-based structural reform agenda is aimed at boosting medium-term productivity growth, including via reforms to attract foreign investment, enhance competition, reduce regulatory burdens, accelerate housing supply growth, and progress toward closing of the infrastructure gap.

    Risks to the outlook are tilted to the downside. Downside risks stem from a softer-than-expected recovery due to elevated global uncertainty and a weak labor market or the occurrence of a natural disaster. Upside risks include a stronger rebound in growth due to faster-than-expected monetary policy transmission. As a small open economy, New Zealand is vulnerable to trade disruptions, geoeconomic fragmentation, or a global economic slowdown.


    Executive Board Assessment[2]

    Executive Directors agreed with the thrust of the staff appraisal. They welcomed that the economy is showing signs of a nascent recovery and that inflation has returned to the Reserve Bank of New Zealand’s target, after a prolonged period of significant price pressures. Noting the country’s exposure to trade and investment shocks, Directors underscored the importance of maintaining prudent policies to safeguard macroeconomic stability and implementing ambitious structural reforms to address medium‑ and long‑term economic challenges.

    Directors commended the role of monetary policy in helping bring inflation back to target. They agreed that the current monetary policy easing is appropriate and should continue until reaching a neutral level, while remaining data‑dependent and responsive to economic conditions. Directors welcomed the expanded macroprudential toolbox and concurred that macroprudential tools should continue to be used to address financial risks that may emerge as policy rates are reduced.

    Directors agreed that fiscal policy should focus on growth‑friendly, medium‑term consolidation, while supporting the most vulnerable. They called for comprehensive revenue reforms that enhance efficiency and incentivize long‑term investment. Directors also encouraged the authorities to pursue expenditure reforms, including to the pension system, that are grounded in a cost‑benefit analysis.

    Directors agreed that financial stability risks are contained and recommended that household and financial balance sheets continue to be monitored closely. They welcomed progress in key reforms, notably the Depositor Compensation Scheme and the Deposit Takers Act. Directors noted the authorities’ efforts to increase banking competition and emphasized that prudential settings should remain adequately calibrated to guard against financial stability risks. Given housing shortages, they called for improving affordability and expanding housing supply and welcomed the reform efforts around resource management in these areas.

    Directors commended ongoing structural reforms to overcome slow productivity growth and boost long‑term growth. They welcomed the authorities’ plans to boost competition and innovation, reduce barriers to overseas financing, and deepen capital markets. Investing in infrastructure and enhancing resilience to natural disasters will also be needed.

    It is expected that the next Article IV Consultation with New Zealand will be held on the standard 12‑month cycle.
