    In order to compensate for the growing costs of carriers for fuel, electricity, spare parts and other necessary materials, the Moscow Government has decided to index fares on public transport by an average of five percent. The changes will come into force on June 1, 2025.

The cost of unlimited travel tickets for 30, 90 and 365 days remains one of the lowest among Russian cities with a population of over one million.

    The funds received from the tariff indexation will be used to ensure high-quality and reliable operation of urban transport, further infrastructure upgrades, and the development of passenger services and the ticket system. And, of course, without creating structures that would deal with this, it is impossible to operate such a volume of equipment in Moscow today. Therefore, we essentially recreated Gormedtekhnika, created the Moscow Medical Technocenter, reconstructed buildings for it, and equipped it with all the necessary technologies. With the support of the Russian Ministry of Health, we provide personnel with higher education from the leading universities of our country – Baumanka, Sechenov University and other universities. This synergy, of course, ensures the reliable operation of the entire technological complex of the Moscow medical system,” said Sergei Sobyanin.

    In turn, the Minister of Health of the Russian Federation Mikhail Murashko noted that more than 300 thousand large medical devices alone are purchased in Russia every year.     The comprehensive reconstruction of the main building of Gormedtekhnika, built in 1978, which houses the Moscow Medical Technocenter, was completed in May of this year.     Thus, repair areas were modernized, including those authorized by key manufacturers of medical equipment.     The main activities of the Moscow Medical TechnoCenter include maintenance, repair, dismantling, relocation and disposal of medical equipment. Its engineers maintain over 147 thousand units of medical equipment of Moscow healthcare institutions. In 2023–2024 alone, specialists restored the functionality of over 24 thousand units of various medical equipment. The average repair period was 15 days. Since 2020, specialists have dismantled over 550 units of heavy equipment.

    — the Proximus-250 lifting and rail system for transporting patients, which will be in demand in intensive care, traumatology, neurology and other departments;

    — electric portable aspirator Torr-30 for equipping ambulances — a device with a reduced noise level and a high vacuum level, adapted for operation in low temperature conditions (down to minus 30 degrees).

    The technology center also monitors food supplies to more than 200 milk distribution points to provide for preferential categories of city residents: pregnant women and nursing mothers, as well as children under three years old, children from large families (from three to seven years old), with chronic diseases (from three to 15 years old), and disabled children (from three to 18 years old).

    Since 2021, this social support measure has been transferred to a digital format – the mos.ru portal has online services “Submitting an application to receive food at a milk kitchen” and “Ordering food at a milk kitchen, choosing a milk distribution point and a schedule for receiving food.”

    For over two years, food has been provided by electronic referral without the need for monthly visits to the clinic and issuing of a paper prescription. As a result, the number of visits to medical institutions and milk distribution points not related to receiving products has been reduced by eight million per year.

    Training of engineering personnel

    The Moscow Medical TechnoCenter employs over 1,500 specialists, including over 300 engineers. This is one of the sites for practical training of students from Moscow colleges and universities. The main partners include the First Moscow State Medical University named after I.M. Sechenov, Moscow State Technical University named after N.E. Bauman, Russian Technological University, Moscow Aviation Institute (National Research University), and National Research University “MPEI”. In 2020–2025, over 230 students completed their internships here.

    Since 2022, the targeted career project “Engineer Trainee” has been implemented, thanks to which 53 young specialists have come to work at the institution.

    BEIJING, May 20 (Xinhua) — China approved 27 projects in the first four months of 2025, with fixed asset investment totaling 573.7 billion yuan (about 79.8 billion U.S. dollars).

    The projects primarily target sectors such as energy, agriculture, forestry, water conservation and high technology, Li Chao, a spokesperson for China’s National Development and Reform Commission (NDRC), said at a press conference on Tuesday.

    According to her, in April alone, the SCRR approved eight projects with investments in fixed assets totaling 377.1 billion yuan.

    China will update the catalogue of industries in which foreign investment will be encouraged, opening up more sectors including advanced manufacturing and the digital economy, Li Chao said.

    She noted that for more than 40 years, China has steadily promoted the policy of reform and opening up, remaining an ideal, safe and favorable place for foreign enterprises to invest.

    • The Executive Board of the International Monetary Fund completed the Fourth and final review of Kosovo’s Stand-By and Resilience and Sustainability Facility Arrangements. The completion of the review makes available SDR 13.352 million (€16.08 million) under the SBA and SDR 7.744 million (€9.32 million) under the RSF.
    • The objectives of both programs have been successfully achieved. The economy has maintained healthy growth, inflation has notably decelerated, fiscal buffers have been rebuilt, and reforms have accelerated.
    • Building on the progress made under the programs, the authorities should continue with prudent fiscal policies, strengthen the fiscal framework, and advance structural reforms in the fiscal and financial sectors.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) concluded the Fourth and final review of Kosovo’s Stand-By and Resilience and Sustainability Facility Arrangements. The authorities have consented to the publication of the staff report and associated documents. The completion of the review makes available SDR 13.352 million (€16.08 million) under the SBA and SDR 7.744 million (€9.32 million) under the RSF. This will bring the total disbursements under the RSF to SDR 61.95 million (€74.61 million). The SBA, which so far has been treated as precautionary by the authorities, amounts to SDR 80.122 million (€96.50 million).

    Kosovo’s economic performance continues to be strong. In 2024, growth was 4.4 percent, driven by household consumption, supported by strong private credit and rising wages. Inflation decelerated sharply, reaching an average of 1.6 percent in 2024 down from 4.9 percent in 2022. The external current account deficit widened to 9 percent of GDP, as increases in consumption and investment led to higher imports; growth of remittances slowed. In 2025, despite heightened external uncertainty from rising trade tensions, growth is expected to remain strong at 4 percent, with inflation stabilizing at 2¼ percent.

    Program implementation under both arrangements has been strong. All quantitative performance criteria for end-December 2024 were met. All indicative targets for end-December 2024 and for end-March 2025 were also met. Two structural benchmarks for this review—implementation of a cash forecasting function within the Treasury and the development of a roadmap for adopting the Supervisory Review and Evaluation Process to assess bank risk profiles—were implemented. The remaining RSF reform measure to launch an auction for the construction and operation of the wind power plant has also been implemented.

    Following the Executive Board’s discussion, Bo Li, IMF Deputy Managing Director and Acting Chair, issued the following statement:

    “The Kosovo authorities have successfully implemented a Stand-By Arrangement and an Arrangement under the Resilience and Sustainability Facility. The SBA supported the authorities’ economic program to reduce inflation and sustain strong growth, while safeguarding the economy against adverse shocks. The RSF supported the authorities’ ambitious climate reform agenda.

    “Prudent fiscal policies under the SBA, anchored in the authorities’ rules-based fiscal framework, helped deliver low deficits and debt. In 2025, fiscal policy will aim to sustain growth amid heightened uncertainty, strengthen buffers against future shocks and continue addressing large developmental needs. An ongoing review of the fiscal framework seeks to align it with EU norms while supporting Kosovo’s developmental objectives and maintaining fiscal discipline.

    “The structural fiscal agenda has considerably advanced under the SBA. Revenue mobilization has improved through broadening the tax base, leading to higher tax collection. Public financial management reforms have enhanced capacity to assess fiscal risks, improved the quality of fiscal reporting, and increased fiscal transparency. Strengthening the public investment management system will help to further boost execution rates of public investment.

    “The Central Bank of Kosovo (CBK) has been driving forward critical reforms to enhance governance and institutional quality, develop the financial sector and strengthen resilience. The banking sector continues to expand rapidly providing vital support to economic activity while maintaining strong capitalization, liquidity, and profitability. The CBK is strengthening its ability to monitor risks related to rapid private sector credit growth.

    “Reform measures implemented under the RSF have been instrumental in advancing the authorities’ ambitious strategic energy goals, including expanding renewable generation capacity, reducing pollution, improving energy efficiency, and enhancing regional cooperation. The authorities remain committed to making continued and meaningful progress across all these areas.”

  • MIL-OSI Global: After another call with Putin, it looks like Trump has abandoned efforts to mediate peace in Ukraine

    After a two-hour phone call with Russian leader Vladimir Putin on May 19, US president Donald Trump took to social media to declare that Russia and Ukraine will “immediately start negotiations” towards a ceasefire and an end to the war. He did, however, add that the conditions for peace “will be negotiated between the two parties, as it can only be”.

    With the Vatican, according to Trump, “very interested in hosting the negotiations” and European leaders duly informed, it seems clear that the US has effectively abandoned its stalled mediation efforts to end the war in Ukraine.

    It was always a possibility that Trump could walk away from the war, despite previous claims he could end it in 24 hours. This only became more likely on May 16, when the first face-to-face negotiations between Ukraine and Russia for more than three years predictably ended without a ceasefire agreement.

    When Trump announced shortly afterwards that he would be speaking to his Russian and Ukrainian counterparts by phone a few days later, he effectively mounted the beginning of a rearguard action. This was further underlined when, shortly before the Trump-Putin call, Vice-President J.D. Vance, explicitly told reporters that the US could end its shuttle diplomacy.

    The meagre outcomes of the talks between Russia and Ukraine – as well as between Trump and Putin – are not surprising. Russia is clearly not ready for any concessions yet. It keeps insisting that Ukraine accept its maximalist demands of territorial concessions and future neutrality.

    Putin also continues to slow-walk any negotiations. After his call with Trump, he reportedly said that “Russia will offer and is ready to work with Ukraine on a memorandum on a possible future peace agreement”, including “a possible ceasefire for a certain period of time, should relevant agreements be reached.”

    The lack of urgency on Russia’s part to end the fighting and, in fact, the Kremlin’s ability and willingness to continue the war was emphasised the day before the Trump-Putin call. Russia carried out its largest drone attack against Ukraine so far in the war, targeting several regions including Kyiv.

    There has been no let-up in the fighting since. And the fact that Putin spoke to Trump while visiting a music school in the southern Russian city of Sochi does not suggest that a ceasefire in Ukraine is high on the Russian leader’s priority list.

    A large part of the Kremlin’s calculation seems to be its desire to strike a grand bargain with the White House on a broader reset of relations between the US and Russia. It is signalling clearly that this is more important than the war in Ukraine and might even happen without the fighting there ending.

    This also appears to be driving thinking in Washington. Trump foreshadowed an improvement in bilateral relations by describing the “tone and spirit” of his conversation with Putin as “excellent”. He also seemed pleased about the prospects of “large-scale trade” with Russia.

    Abandoning European allies

    Trump is on record as saying that there would be no progress towards peace in Ukraine until he and Putin get together. But it is worth bearing mind that very little movement towards a ceasefire in Ukraine – let alone a peace agreement – occurred after the last phone call between the two presidents in February.

    Part of this lack of progress has been Trump’s reluctance to put any real pressure on Putin. And despite agreement in Brussels and preparations in Washington for an escalation in sanctions against Russia, it is unlikely that Trump will change his approach.

    In this context, the sequence in which the calls occurred is telling. Trump and Ukraine’s president, Volodymyr Zelensky, had a short call before the former spoke with Putin. Zelensky said he told Trump not to make decisions about Ukraine “without us”.

    But rather than presenting Putin with a clear ultimatum to accept a ceasefire, Trump apparently discussed future relations with Putin at great length before informing Zelensky and key European allies that the war in Ukraine is now solely their problem to solve.

    This has certainly raised justifiable fears in Kyiv and European capitals that, for the sake of a reset with Russia, the US might yet completely abandon its allies across the Atlantic.

    However, if a reset with Russia at any cost really is Trump’s strategy, it is bound to fail. As much as Putin seems willing to continue with his aggression against Ukraine, Zelensky is as unwilling to surrender. Putin can rely on China’s continued backing while Zelensky can count on support from Europe.

    Supporting Russia’s war in Ukraine is essential for China to keep Moscow on side in its rivalry with the US. And for Europe, supporting Ukraine has become an existential question of deterring and containing a revisionist Russia hell-bent on restoring a Soviet-style sphere of influence in central and eastern Europe.

    In a world that has been in flux since Trump’s return to the White House, these are some of the emerging constants. And they make a US-Russia reset highly improbable.

    Even if it were to happen, it would not strengthen Washington’s position with Beijing. Walking away from Ukraine and Europe now will deprive the US of the very allies it will need in the long term to prevail in its rivalry with China.

    By abandoning his mediation between Moscow and Kyiv, Trump may have broken the deadlock in his efforts to achieve a reset with Russia. But getting this deal over the line will be a pyrrhic victory.

  • MIL-OSI Russia: The Mashuk Development Center will teach university employees how to develop the KVN movement

    On May 19, 2025, the Mashuk Knowledge Center launched an educational seminar, “School of Creative Leaders,” which brought together vice-rectors and specialists responsible for the development of the KVN movement in higher education institutions.

    The project is organized by the Ministry of Science and Higher Education of the Russian Federation together with the Methodological Center for the Study and Strengthening of the KVN Movement in Higher Education Institutions (KVN Center), created at the State University of Management.

    At the opening of the program, the participants were greeted via video link by Deputy Minister of Science and Higher Education of the Russian Federation Olga Petrova and Deputy General Director of the television creative association “AMiK”, Director of the KVN Center Viktor Vdovichenko.

    Vice-Rector of the State University of Management Pavel Pavlovsky told why the country needs KVN and what the KVN Center at the State University of Management does.

    Also speaking to the participants were the adviser of the department for ensuring the implementation of youth policy and educational activities of the Department of State Youth Policy and Educational Activities of the Ministry of Education and Science of Russia, Daria Gul, and the general director of the Mashuk Knowledge Center, Anton Serikov.

    The school is a comprehensive educational program aimed at developing the professional competencies of specialists responsible for the KVN movement in universities.

    The training will last three days: from May 19 to May 22, 2025. During the events, participants will gain practical skills in organizing and developing KVN teams, master modern methods of creating humorous content and learn how to effectively integrate KVN into the educational system of higher education.

  • MIL-OSI Russia: The results of the qualifying TIM championship among students of St. Petersburg State University of Architecture and Civil Engineering have been summed up

    The qualifying TIM championship among students of our university has ended. Deputy Director of the Educational Center for Digital Competencies of SPbGASU Denis Nizhegorodtsev recalled that for two weeks in absentia and one week in person, the participants designed a multifunctional residential complex with built-in premises. The teams consisted of seven people: an architect, a designer, a heating and ventilation engineer, a water supply and sanitation engineer, an electrical supply engineer, an estimator, and a TIM coordinator. A total of six teams took part in the competition.

    Director of the Educational Center for Digital Competencies of SPbGASU Inna Sukhanova emphasized that only domestic software was used within the TIM Championship. There were different opinions on this matter: for some it was easy to work with it, for others there were difficulties, but everyone coped.

    The TIM Championship was supported by industrial partners. Dmitry Zhigalov, Technical Director of VALTEC, clarified that software is just a working tool, so success in design depends on the skills of specialists. To complete a large amount of work in such a short time is a confirmation of good competencies, Dmitry Zhigalov summed up.

    Head of the department for work with design institutes at ROSTERM, Anatoly Yurkov, added that this event helps to evaluate the capabilities of specialists and improve the level of promising projects.

    General Director of Infraeco Nikolay Matsukov emphasized that while such events are being held and such specialists are being identified, the Russian engineering school is alive, but in order to always achieve success, it is necessary to continue working and developing.

    Nikolay Samopal, Deputy General Director for Development at WIZARDSOFT, noted that difficulties are a good tool for both professional and personal development: by overcoming them, you learn something new.

    All participants agreed with their partners: the TIM Championship became an effective platform for improving their skills, the ability to cope with difficulties and work in a team.

    “We won thanks to our well-coordinated teamwork, although we met each other only a few weeks ago in a virtual environment, and on the first day of the TIM Championship we saw each other for the first time. In addition, each of us has the necessary competencies in our area and conscientiously completed the assigned tasks. Difficulties arose only because of the specifics of the software, since it is relatively new to us. But the main goal of our team was not even to win the TIM Championship, but to participate in it: it is important for us to gain experience working in a team, in the interaction of related departments. It is great that we really got such experience,” said the members of the winning team.

    The winners and prize winners were awarded diplomas and prizes, and the partners and experts received letters of thanks.

    Mikhail Zheltov, a second-year master’s student at the SPbGASU Faculty of Architecture, visited India as part of an internship program, where he studied local architectural traditions. He studied at Parula University in Vadodara, one of the country’s leading educational institutions.

    “I had previously visited China on a student exchange program, so I wanted to see another country with great potential. India, with its rich architectural history and cultural diversity, attracted me with its unique combination of ancient and modern trends. Parula University holds many interesting festivals, which makes the learning process exciting and rich. The program allowed me not only to deepen my knowledge in the field of architecture, but also to get acquainted with the unique cultural traditions that influence construction and urban development in India,” said Mikhail.

    Mikhail has traveled most of western India – from Delhi to Goa. He admits that this trip gave him the opportunity to meet many interesting people and improve his English. He saw both ancient and modern architecture of India, acquired new friends and partners.

    “Earlier, I fell in love with the kindness of Chinese hospitality: I was treated very warmly in China. The head of the exchange program, Li Xiaodong, did a great job to ensure that everything went smoothly. I am very grateful to him for such an unforgettable trip. In India, unfortunately, I had to solve many issues on my own. However, I believe that the experience of international communication and intercultural relations that I received will be very useful for me in the future. The skills I acquired will help me better interact with people of different cultures and create more successful architectural projects,” Mikhail shared.

    As the head of the international activities department of our university, Shuainat Akhmadulaeva, clarified, Henan University of Urban Development (China) and Parula University (India), where Mikhail Zheltov completed an internship as part of the academic mobility program, are partner universities of SPbGASU.

    Students of the State University of Management won the All-Russian festival-competition of journalists, advertisers and PR people “Life in creative flight!”, which was held at the Voronezh State University.

    In total, almost 400 works from students of Russian universities studying in areas of training related to communication technologies were submitted to the competition’s organizing committee.

    The jury evaluated projects in 19 nominations of the Mass Media Master competition in the categories of Television and Radio Broadcasting and Press and Internet Publications and 8 nominations of the FROG competition, which includes advertising and PR materials.

    Creative projects by students of the Institute of Marketing of the State University of Management became winners and prize winners in several nominations of the festival.

    In the nomination “Printed and polygraphic advertising” 1st place was taken by the project of students of the State University of Management “Live here and now”. Authors: Maria Stefani and Violetta Vdovitsa. Supervisor – Alexandra Timokhovich.

    “According to VTsIOM statistics, every second Russian is dissatisfied with their lives. One of the reasons is the syndrome of postponed life. In the developed digital layouts of social advertising, we used the technique of analogy with an airport board, where flights with symbolic destinations of “dream”, “success”, “chance”, “love” are postponed and cancelled. Just as flight delays cause anticipation, disappointment, so postponing goals does not allow them to be realized,” Maria Stefani explained the idea of the project.

    Opening Remarks by Alfred Kammer, IMF European Department Director, for the Annual EU Budget Conference

    Thank you for the opportunity to join this important discussion today on the EU budget.

    Europe stands at a transformative crossroads. The global environment is increasingly complex, and structural changes are reshaping the foundations of European economies. The challenges before us are significant: strengthening productivity and resilience amid demographic aging and rising geopolitical and trade tensions while increasing defense spending in a fiscally sustainable way, and enhancing energy security and accelerating the clean energy transition.

    This is an extraordinary combination of challenges, and it will take an extraordinary effort to meet them. The key is to combine (i) a determined push to complete the single market with (ii) national reforms to allow Europe’s firms to grow to scale. The benefits of doing both promise to be much larger than EU-level and national efforts could achieve on their own. For example, dropping “red tape” that holds back firms at the national level will have a significant larger effect on investment when supported by a much deeper and fully integrated European capital market. And (iii) we will need the EU budget to amplify these efforts by enabling the joint provision of European public goods and incentivizing national reforms. Just think of the importance of energy security for the single market—this is just one example of a European public good where the EU budget has an important role to play.

    The Multiannual Financial Framework, or MFF, has proven its strategic importance time and again. It has supported economic convergence through cohesion policy, and, more recently, the ambitious NextGenerationEU package launched in 2020 helped Europe recover from the pandemic with renewed resilience.

    Yet, once again, the scale and nature of the challenges ahead require a fundamental rethink. To remain fit for purpose, the upcoming MFF must undergo a comprehensive overhaul. Our recommendations focus on three critical areas.

    First, a more ambitious budget with a stronger focus on European public goods is needed.

    Over time, the MFF has evolved to reflect emerging needs, but it has not kept pace with the expanding list of challenges that demand a joint EU-level response. Its current size and structure are insufficient to meet the scale of new investments required.

    The budget must prioritize areas where EU action can deliver the greatest value—by generating positive spillovers, leveraging economies of scale, and also avoiding duplication between member states. These are the hallmarks of European public goods. Investments in energy security, defense capabilities, and research and innovation are clear examples where joint EU action is both necessary and efficient.

    To meet these needs, we must consider a significant increase in expenditures targeted at European public goods, from 0.4 percent of GNI currently to at least 0.9 percent, based on various estimates from the Commission and others. Doing so without reducing allocations to existing programs would imply increasing the MFF budget by at least 50 percent for the 2028–2034 period, from 1.1 percent of GNI to 1.7 percent of GNI.

    In the first instance, more EU spending on public goods would reduce the burden on national budgets for the provision of these public goods. But, importantly, this would not simply shift costs from the national to the EU level. With coordinated EU-level investment, greater efficiency will be achieved and, thus, net savings in the provision of these public goods will be generated. For instance, in the case of investments for the clean energy transition, we estimate that improved coordination at the EU level could reduce aggregate costs by approximately 7 percent. At a time when many countries face tight fiscal constraints, such efficiency gains are critical.

    Second, we must ensure the MFF is more performance-based, streamlined, and adaptable.

    At the core of this effort should be a stronger focus on performance. Linking financial support more systematically to outcomes—an approach implemented through the Recovery and Resilience Facility—can significantly improve the effectiveness of EU spending. The performance-based approach should be expanded across more areas of the EU budget, particularly where targeted financial incentives can catalyze national and regional reforms that complement EU objectives. But as we expand this approach, we must also ensure it remains as simple and transparent as possible—complexity can hinder both implementation and accountability. Programs under cohesion policy and the Common Agricultural Policy are clear candidates. Importantly, though, effective implementation will also require leveraging local and regional expertise to tailor solutions to specific contexts.

    Beyond performance, the design of the MFF must be modernized to reduce complexity and increase strategic focus. Consolidating the more than 50 budgetary programs into a smaller number of thematic clusters, organized around key policy priorities, would help streamline the budget. Moreover, harmonizing requirements across programs would reduce the administrative burden for governments, organizations, and beneficiaries, while improving accessibility and implementation.

    The budget also needs to become more adaptable. The events of the past five years have demonstrated the need for greater flexibility to respond to evolving circumstances. Thus, the MFF should be equipped with a greater margin for reallocation within the budget and stronger flexibility instruments—backed by sufficient resources—to address more frequent and intense shocks. A mid-term review process within the regular budget cycle could continue to help respond to changing realities.

    Third, the financing framework of the budget must be strengthened.

    A more ambitious EU budget will require an enhanced financial capacity. Currently, the MFF is predominantly funded through national contributions based on GNI. To support a step-up in European public goods investment, the financing model should be expanded to include borrowing and more robust own resources.

    Borrowing capacity—particularly during the initial investment scale-up—can enable the EU to achieve shared objectives without delay, while smoothing the fiscal impact for member states over time. Moreover, bond-financing can support the further development of a European safe asset, thereby advancing capital market integration and contributing to macro-financial stability.

    At the same time, the long-term sustainability of the EU budget requires solid and predictable revenue sources. Progress on new own resources is essential—not only to finance existing debt obligations under NextGenerationEU, but also to underpin future borrowing. The Commission’s proposals, including revenue based on the Emissions Trading System, the Carbon Border Adjustment Mechanism, and potentially a harmonized corporate tax base under the “Business in Europe” initiative, represent a meaningful step forward.

    In the longer term, additional revenue sources linked to European public goods—such as user fees on jointly funded infrastructure—may also play a role as the budget evolves toward supporting more EU-wide investments, even if the scope remains limited for now.

    In conclusion, meeting Europe’s complex challenges requires a more impactful EU budget. The next MFF presents a unique opportunity to scale up ambition, deliver on shared priorities, and transform the budget into a true engine for growth, resilience, and European sovereignty.

    This will not be an easy path. Increasing the budget, improving its design, and broadening its financing base will all require political consensus across member states. But the potential rewards are significant: a more united, more competitive, and more secure Europe.

    Jiang Bin: Friends from the media, good afternoon. I’m Jiang Bin, Deputy Director-General of the Information Office of the Ministry of National Defense (MND) and the new Spokesperson for the MND. It is a great honor to meet you all in this new role. I will do my utmost to carry forward the baton passed on by my predecessors, release timely updates on national defense and military development, and tell the stories of the Chinese military in the new era.     The 2nd Meeting of China-Brunei Joint Defence Working Committee (JDWC) was convened in Beijing on May 14. Both sides had in-depth exchange of views on friendly cooperation between the two militaries and relevant international and regional issues, and agreed to strengthen communication and coordination on policy and planning between their international military cooperation organs, promote exchanges and cooperation in various fields, and jointly maintain regional peace and tranquility.

    Journalist: Recently, President Xi Jinpingpaid a state visit to Russia and attended the celebrations marking the 80th anniversary of the Victory in the Great Patriotic War of the Soviet Union, during which a contingent of the PLA Guard of Honor participated in the military parade.     Jiang Bin: This year marks the 80th year of the victory of the Chinese People’s War of Resistance Against Japanese Aggression, the Soviet Union’s Great Patriotic War and the World Anti-Fascist War. On this special historical occasion, President Xi Jinping paid a state visit to Russia upon invitation, and attended the celebrations marking the 80th anniversary of the Victory in the Great Patriotic War of the Soviet Union. President Xi Jinping held talks with President Putin, and had in-depth exchange of views on China-Russia relations and major international and regional issues.     Journalist: It is reported that China and Singapore are holding China-Singapore Exercise Cooperation-2025 joint maritime exercise. Please further brief us on the exercise.

    Jiang Bin: China-Singapore Exercise Cooperation-2025 joint maritime exercise is being held in Changi Naval Base and in the waters and airspace to the east of Singapore from May 9 to 16. The guided-missile frigate PLANS Xuchang and the mine countermeasure vessel PLANS Chishui, together with the RSS (Republic of Singapore Ship) Steadfast-class frigate and the RSS Bedok-class mine countermeasure vessel, participated in the exercise. With joint command and planning, the two sides conducted live exercises on naval gunfire against sea targets, replenishment-at-sea, joint search and rescue and other subjects. The exercise tested tactical command coordination and joint operations capability of the participating forces. During the exercise, the troops also had professional seminars, on-board visits and cultural and sports activities. It is the 4th edition of this series of exercise, which is significant for further promoting practical cooperation and strengthening joint maritime operations capability between the two sides.

    Jiang Bin: Huangyan Dao is China’s inherent territory. In recent days, the Philippine military vessels attempted to intrude into the territorial sea of China’s Huangyan Dao. The Chinese side took necessary measures to stop and dispel them, which was completely legitimate, legal, professional and restrained. The Philippine side’s actions were highly irresponsible, and severely threatened China’s sovereignty and security by approaching Chinese vessels in a dangerous manner. We urge the Philippine side to stop any risky infringements and provocations, and refrain from challenging China’s firm resolve in safeguarding territorial sovereignty and maritime rights and interests.     Journalist: According to reports, the Democratic Progressive Party (DPP) authorities recently held their first-ever event commemorating Victory in Europe (V-E) Day of WWII at the Taipei Guest House, which once served as the Governor-General’s residence during Japan’s colonial rule. During the event, Lai Ching-te made the unfounded claim that Taiwan and Europe are now facing threats from a so-called “new authoritarian bloc.” What’s your comment on this?

    Jiang Bin: Lai Ching-te has been engaging in authoritarian practices, intensifying the “green terror” on the island, provoking cross-Strait antagonism and confrontation, and heightening tensions and instability in the Taiwan Strait. He is a true “saboteur of cross-Strait peace” and  “creator of the Taiwan Strait crisis.” In a shameless attempt to seize the spotlight and assert his presence, Lai Ching-te stood on the ground once trampled by Japanese invaders and brazenly peddled deceptive rhetoric. By distorting the history of WWII and inserting separatist narratives, he has betrayed the Chinese nation, which is a disgraceful act beneath contempt.

    This year marks the 80th anniversary of the victory of the Chinese People’s War of Resistance against Japanese Aggression and the World Anti-Fascist War, as well as the recovery of Taiwan to China. Taiwan’s return to China is an important part of the victory of WWII and the post-war international order. A number of international legal instruments including the Cairo Declaration and the Potsdam Proclamation have affirmed China’s sovereignty over Taiwan in clear-cut terms. This is an indisputable fact supported by history and the law. The historical trend that China will and must achieve reunification is unstoppable. Any words or deeds that forget the ancestry or solicit external support for “Taiwan independence” is surely disdained by the people and condemned by history.

  • MIL-OSI Russia: The All-Russian competition and forum “Engineers of Meanings – 2025” was held at the Polytechnic University

    The results of one of theflagship educational projects of SPbPU in the field of PR and advertising for the country’s studying youth. For the first time, not only students but also schoolchildren from 16 Russian cities participated in the all-Russian competition-forum of communication projects “Engineers of Meanings” of the Higher School of Media Communications and Public Relations of the Humanitarian Institute.

    This year the event was held with the support of the Association of Public Relations Teachers, the Foundation for the Support of Innovations and Youth Initiatives of St. Petersburg, the Association of Organizations and Specialists in Innovations in the Sphere of Education and the All-Russian public organization “Russian Creative Union of Cultural Workers”.

    Of the 78 projects submitted for the first correspondence stage of the competition, 19 works in four main nominations reached the final: “Best Theoretical Work”, “Best Practical Work for an Educational Organization”, “Best Practical Work in the Industry” and “Visionary of the Communications Industry”, as well as 18 works in the special nomination “Legacy of the Great Victory”. The finalists were invited to face-to-face defenses at SPbPU, where a two-day forum with an educational program awaited them.

    At the opening, the participants were greeted by the director of the All-Russian competition-forum “Engineers of Meanings”, director of the Higher School of Media Communications and Public Relations of the SPbPU GI Marina Arkannikova and the head of the competition-forum “Engineers of Meanings”, 1st year student of the master’s program in Advertising and Public Relations Irina Frey.

    I am proud of the competition’s organizing team. Just three years ago, we discussed the initiative for this event, and today it is already a practice-oriented project proving its effectiveness in your education.     The business and educational program of the first day was opened by a lecture by representatives of the Foundation for Support of Innovations and Youth Initiatives of St. Petersburg Ekaterina Kholodnova and Tatyana Abramovich, organizers of the project “Mediator: How to Make Everyone Happy” in the competition “Design of the Young/Young Design”. They talked about the formats of the competition and analyzed the role of mediators in the design industry. At each stage of preparation, interaction with partners has been established: science and industry in order to ensure a high level of project work based on real problems from industry. Over three years of active work, a number of new educational spaces and laboratories equipped with modern equipment have been created at the NSU PIS. The leading engineering school of NSU successfully presented the results of its work and was recommended for participation in the next competitive selection.

    — Along with the universities of the Ministry of Education and Science, the first wave of the project included universities of the Ministry of Health, the Ministry of Agriculture, and the Ministry of Digital Development, which already at the start of the project allowed for more comprehensive coverage of key sectors of the economy. The focus of the leading engineering schools and their technology partners was on strategically important areas, including automation and artificial intelligence, digital twins and new materials, optimization of technological processes, and unmanned aircraft systems. It is important that business was very interested in working with leading engineering schools, so if the volume of state funding for the first wave of schools over three years amounted to 25.1 billion rubles, then extra-budgetary investments amounted to 33.3 billion rubles, — said the head of the Ministry of Education and Science of Russia, Valery Falkov.

    This year, the first wave of PISs are moving to a new stage of financing — now they will continue to develop by fulfilling external orders from industrial partners and funds raised under other competitive programs of the Ministry of Education and Science of Russia. In total, there are currently 50 PISs in 23 regions. By 2030, on the instructions of the President, the number of PISs should double. The Advanced Engineering Schools project is being implemented within the framework of the national project Youth and Children.

  • MIL-OSI Russia: Bashneft Launches First Fully Automated Digital Substation in Bashkiria

    ANK Bashneft (part of Rosneft) launched a highly automated substation in the Krasnokamsk region of the Republic of Bashkortostan. The substation was launched as part of the 33rd international specialized exhibition Gas. Oil. Technologies, which is taking place in Ufa.

    The completely renovated Mirnaya substation receives, converts and transmits high-voltage energy of 110 thousand volts (110 kV). The substation will provide reliable power supply to more than 470 production wells and 5 large production sites: an oil terminal, reservoir pressure maintenance facilities and primary oil refining facilities.

    All processes at the facility are carried out automatically, no personnel is required. This will reduce operating costs by more than 40%. All Mirnaya equipment is Russian-made.

    Remote control of the substation is carried out from the control center of the Arlan oil and gas production region (part of Bashneft). Operational personnel determine the equipment load and monitor the operation of the power system in real time.

    The launch of the Mirnaya substation marks the start of a large-scale pilot project of Rosneft in the Republic of Bashkortostan to create a Digital Electricity Grid Region (DEG), which will include several highly automated substations controlled from a single control center.

    Since July last year, express routes have been operating on Kaluga Highway in TiNAO from the Teply Stan metro station to remote areas. Now the buses are faster, allowing residents to comfortably get to key social and transport facilities.

    “On the instructions of Sergei Sobyanin, we are paying great attention to transport in TiNAO so that all passengers can quickly and comfortably get to the nearest metro stations. For example, we have done a lot of work to speed up express routes on Kaluga Highway. Now passengers save up to four minutes when traveling to the center and up to eight minutes when traveling to the region. This is 10 and 20 percent of the total travel time,” said the Deputy Mayor of Moscow for Transport and Industry

    Buses E141, E142, E143, E144 and E148 are faster. They go from the Teply Stan metro station, then follow one section to Krasnaya Pakhra, after which they go in different directions: bus E141 goes to the Klenovo estate, E142 to Kuzovlevo, E143 to Kamenka, E144 to Pleskov and E148 to the LMS settlement.

    Last autumn, inspectors from the Traffic Management Centre reconfigured the traffic lights between Krasnaya Pakhra and Troitsk so that vehicles would have to wait less for the green light at intersections. This year, Kaluga Expresses began to run not on the alternate route, but on the main route of Kaluga Highway in the area of Novye Vatutinki.

    As a result, travel time has been reduced by 1.7 times towards the region and by 2.8 times towards the centre. The journey from Troitsk to Krasnaya Pakhra has become 1.3 times faster, and in the opposite direction – 1.2 times faster. Now passengers save up to four minutes when travelling to the centre and up to eight minutes – to the region. This is 10 and 20 percent of the total travel time, respectively.

    The intervals on the common section are from eight to 10 minutes, and the travel time has decreased by 15 minutes compared to the previous routes. To make it easier for passengers to navigate, a special graphic designation has been developed for the routes. All Kaluga Expresses have a common green background, and at the bottom it is complemented by a colored strip indicating the direction.

    Kaluga routes are among the longest in the capital. Between the final stops, buses E142 travel about 80 kilometers, E143 – almost 71.5 kilometers, E141 – about 58.5 kilometers, E148 – a little more than 43.5 kilometers, and E144 – about 43 kilometers. Route E142 reaches almost the Kaluga region and has become the second longest in Moscow. All of them are included in the so-called long-distance routes.

    In January of this year, the express network was expanded. Buses E131 and E132, “medium” routes, connect Troitsk with key points of the transport infrastructure. “Near” expresses E151 and E152 connect the Olkhovaya, Kornilovskaya and Teply Stan metro stations with Novye Vatutinki and Starye Vatutinki.

    Now TiNAO has nine fast and comfortable express routes – a convenient way to get to the metro and large settlements.

    This year, the city plans to continue work on improving the Kaluga Highway road network to make buses even faster and more accessible for Muscovites.
