  • MIL-OSI Russia: Interaction between Polytechnic University and Russian-Armenian University: Digest of Events

    The Institute of Industrial Management, Economics and Trade of SPbPU and the Institute of Economics and Business of the Russian-Armenian University (RAU) have joined forces to conduct annual International Student Scientific Conference. This event, continuing the tradition cooperation, has become an important platform for discussing current scientific research by young people and strengthening academic ties between universities.

    On the first day of the conference, participants of the Higher School of Industrial Management (HSIM) of IPMEiT, together with the Department of Management and Business of the Russian Agrarian University, discussed interdisciplinary research issues covering such areas as management in conditions of uncertainty, sustainable urban development, digital marketing and logistics in business, and problems of decarbonization in industry.

    The participants were addressed with welcoming speeches by the Director of the Higher School of Industrial Management Olga Kalinina, the Head of the Department of Management and Business of the Russian Agrarian University Arzik Suvaryan and the Deputy Director for Research Work of Students of the Institute of Industrial Management and Technology Svetlana Shirokova.

    Arzik Suvaryan expressed confidence in the need to strengthen cooperation: We see how these events inspire students and teachers to new scientific achievements. I am sure that next year we will again surprise the participants with new achievements.

    The conference became a real platform for generating ideas. We were able not only to present our research, but also to receive valuable recommendations from colleagues. The discussion on the application of qualimetric models in risk management of real estate construction in the mountainous areas of the Republic of Armenia was especially useful, – shared his impressions 4th-year student of the HSE “Construction Management” program Artem Androsov.

    The Higher School of Public Administration (HSPA) of IPMEiT held a section on “Public Administration and Economic Security” jointly with the Department of Economics and Finance of the Russian-Armenian University. Participants discussed topics such as improving public administration in the field of environmental education, the impact of economic crime on regional security, as well as the balance of socio-economic development of regions and issues of IT audit and digital currencies.

    The speakers presented the results of their research, and we were able to discuss current topics in the field of public administration and economic security. The discussion on the influence of the shadow economy and environmental education was especially interesting, commented HSSU postgraduate student Natalia Kulkaeva.

    The section “Sustainable Development of Socioeconomic Systems in the Context of Digitalization”, organized by the Higher School of Engineering and Economics (HSE), featured more than fifteen scientific reports on the digitalization of the economy, innovative development of regions, greening of industry, as well as the introduction of digital solutions in logistics, trade and small business. Particular attention was drawn to the presentations of students, which examined the prospects for international trade, the internationalization of the yuan, cooperation between Russia and China, as well as the strategy for sustainable development of Egypt until 2030.

    As part of the international annual student scientific conference of the Russian-Armenian University, Associate Professor of the Higher Engineering Physics School of SPbPU Maxim Vinnichenko gave a plenary report to postgraduate students, students and, importantly, schoolchildren of the RAU.

    In some areas of the body where there are no bones and the skin is thin enough – for example, on the wrist or palm – you can illuminate it with a powerful green or red laser and visually observe how much light passes through the tissue.     Also, at the site of the Armenian University, Maxim Vinnichenko held open lectures on the course “Optical properties of semiconductors and nanostructures”, which were listened to with great interest by senior and postgraduate students of the RAU in the field of “Electronics and Nanoelectronics”.

    Colleagues from RAU highly appreciated the quality of the students’ reports and came up with an initiative to develop cooperation aimed at popularizing science among students, publishing articles and holding joint youth events and conferences on a regular basis.

    The best reports were awarded with certificates of participation, and all submitted articles will be published in the conference collection. The joint conference of SPbPU and RAU continues to prove that science is not only research, but also a dialogue that unites minds and cultures for the sake of the future.

    Polytechnics also took part in the International scientific and practical conference “Current issues of personality psychology: identity and adaptation”. SPbPU was represented by the director of the Higher School of Social Sciences Anastasia Lisenkova, associate professor of the Higher School of Linguistics and Pedagogy Lyudmila Luchsheva, head of the educational and project art laboratory “ArtPolyLab” of the State Institute of Geography Maria Kukushkina.

    Anastasia Lisenkova presented a report entitled “Liquid Privacy: Forced Publicity of Digital Identity”, where she revealed the features of the digital era and their impact on self-identification. Lyudmila Luchsheva presented a report entitled “Dynamics of Attitudes and Motivation of Teachers’ Professional Activity”. Maria Kukushkina presented a study entitled “The Structure of Social Representations of Kindergarten Directors on the Psychological Safety of the Educational Environment”, emphasizing the role of management decisions in creating a comfortable environment for children, and held a master class entitled “My Professional Path” dedicated to career trajectories in psychology and pedagogy.

    Participation in the conference allowed us to exchange experiences in conducting current research and to outline new areas of cooperation in the fields of psychology, sociology and other humanities.

    BEIJING, May 13 (Xinhua) — The number of vehicles passing through the Manzhouli Port of China’s Inner Mongolia Autonomous Region under the TIR (Transport International Road) system reached 378 in the first four months of 2025, 4.5 times more than the same period last year and hitting a new all-time high, according to data from Manzhouli Customs.

    TIR is a global system for simplifying customs procedures in the field of international cross-border freight transport, based on UN conventions. It helps improve the efficiency of customs clearance and contributes to the simplification and security of multilateral trade and international transport by simplifying customs clearance procedures.

    Since the resumption of TIR operations at Manzhouli Port, the number of TIR routes has increased to 18, according to the website of the General Administration of Customs.

    “With the help of the TIR system, the transportation time of goods for enterprises has been shortened, the freight costs have been greatly reduced, so TIR transportation has become the first choice for more and more enterprises,” said Zhou Jian, director of Guanghao International Freight Forwarding Company in Manzhouli.

    BEIJING, May 13 (Xinhua) — China will establish a multi-tiered system of comprehensive artificial intelligence (AI) education programs covering primary, first- and second-grade middle schools across the country to guide students from gaining fundamental cognitive knowledge to practical technological innovation, according to policy documents released Monday.

    At the primary school level, China’s Ministry of Education (MOE) prioritizes AI literacy by introducing basic technologies such as voice recognition and image classification.

    Building on the foundation of this cognitive aspect, junior high school students will deepen their understanding of AI logic, explore machine learning processes, and develop critical thinking to identify the risk of misinformation in AI-generated results.

    In the upper secondary school, the focus shifts to applied innovation. Students will use their accumulated knowledge of AI to develop and improve AI algorithm models while developing interdisciplinary systems thinking.

    To achieve these goals, the Ministry of Education and Science of the People’s Republic of China will promote the inclusion of professional skills in pedagogy and teaching using AI in the teacher training system, calling on schools to develop differentiated content curricula and practical assignments in accordance with the age characteristics and stages of cognitive development of schoolchildren.

    Notably, the Chinese Ministry of Education and Science emphasizes the pedagogical potential of generative AI. “Teachers can use generative AI tools to deploy interactive learning and create immersive teaching experiences,” said an official in charge of the basic education segment of the Chinese Ministry of Education and Science.

  • Rush of diplomatic calls follow Trump’s offer to join potential Russia-Ukraine talks

    U.S. and European diplomats went on a flurry of calls in the hours after U.S. President Donald Trump offered on Monday to join prospective Ukraine-Russia talks later this week, trying to find a path that would bring an end to the war in Ukraine.

    Trump’s surprise offer to join the talks on Thursday in Istanbul came a day after Ukrainian President Volodymyr Zelenskiy, in a fresh twist to the stop-start peace talks process, said he would travel Turkey and wait to meet President Vladimir Putin there.

    After Trump’s announcement, U.S. Secretary of State Marco Rubio discussed the “way forward for a ceasefire” in Ukraine with European counterparts, including the foreign ministers of Britain and France, and the EU’s foreign policy chief, the State Department said on Monday.

    Ukraine’s Foreign Minister Andrii Sybiha and his German and Polish counterparts were also on the call, according to the readout.

    Russian Foreign Minister Sergei Lavrov held talks late on Monday with his Turkish counterpart Hakan Fidan to discuss Moscow’s direct talks with Kyiv – a proposal that came from Putin at the weekend, the Russian foreign ministry said.

    It remained unclear who would travel from Moscow to Istanbul to take part in the direct talks, which would be the first between the two sides since the early days of the war that Russia launched with its invasion on Ukraine in February 2022.

    There has been no response from the Kremlin to Zelenskiy’s offer to meet Putin in Istanbul and Moscow was yet to comment on Trump’s offer to join the talks.

    If Zelenskiy and Putin, who make no secret of their contempt for each other, were to meet on Thursday it would be their first face-to-face meeting since December 2019.

    “Don’t underestimate Thursday in Turkey,” Trump told reporters at the White House on Monday.

    Trump’s current schedule has him visiting Saudi Arabia, the United Arab Emirates and Qatar this week.

    Ukraine and its European allies have been seeking to put pressure on Moscow to accept an unconditional 30-day ceasefire from Monday, with the leaders of four major European powers travelling to Kyiv on Saturday to show unity with Zelenskiy.

    Earlier on Monday, the German government said Europe would start preparing new sanctions against Russia unless the Kremlin by the end of the day started abiding by the ceasefire.

    Ukraine’s military said on Monday that fighting along parts of the frontline in the country’s east was at the same intensity it would be if there were no ceasefire.

    Putin called the Western European and Ukrainian demands for a ceasefire “ultimatums” that the Kremlin said on Monday are for Russia an unacceptable language.

    Konstantin Kosachev, chairman of the international affairs committee of the Federation Council, the upper house of Russia’s parliament, told the Izvestia media outlet in remarks published on Tuesday that the talks between Moscow and Kyiv can move further than they did in the 2022.

    “If the Ukrainian delegation shows up at these talks with a mandate to abandon any ultimatums and look for common ground, I am sure that we could move forward even further than we did,” Izvestia cited Kosachev as saying.

    BEIJING, May 13 (Xinhua) — China and Latin American and Caribbean (LAC) countries will jointly deepen and thoroughly advance the building of a community with a shared future, said Qiu Xiaoqi, special representative of the Chinese government for Latin American affairs.

    He made the statement ahead of the fourth ministerial meeting of the China-CELAC Forum (Community of Latin American and Caribbean States).

    Chinese President Xi Jinping will deliver a keynote speech at the opening ceremony and unveil new initiatives and measures to further strengthen ties. China and LAC countries are expected to make progress in a wide range of areas, including scientific and technological innovation, trade and investment, and artificial intelligence (AI).

    China and LAC countries will take a retrospective look at their original aspirations, pool consensus, and jointly map out future plans, Qiu Xiaoqi said.

    Qiu Xiaoqi recalled that in July 2014, Xi Jinping and LAC leaders announced the establishment of the China-CELAC Forum. In January 2015, the forum held its first ministerial meeting in Beijing, turning the vision of cooperation into reality.

    Xi Jinping attended the opening ceremony of the first meeting of the forum, where he provided strategic guidance and laid a solid foundation for the successful launch of the forum and its long-term development.

    Xi Jinping sent a congratulatory letter to the second ministerial meeting of the forum in 2018, calling on the two sides to reach political consensus on cooperation under the Belt and Road Initiative. In 2021, he delivered a video message to the third ministerial meeting, charting a course for promoting high-quality development of China-LAC relations in the new era, Qiu Xiaoqi said.

    He said that thanks to Xi Jinping’s personal care and leadership and the joint efforts of all parties, the China-CELAC Forum is becoming more and more mature.

    The mechanism of this forum has formed a comprehensive, multi-level and multi-vector network of dialogue and cooperation, becoming an important platform for strengthening political trust, linking development strategies and promoting the rapprochement of peoples.

    He added that the forum also played an important role in promoting the construction of a community with a shared future for China and the LAC, as well as enhancing the influence of countries in the Global South.

    Through a range of institutional mechanisms such as ministerial meetings, dialogue between the Chinese and CELAC Quartet Foreign Ministers, and meetings of national coordinators, the forum has developed a growing number of specialized sub-forums, ranging from political party sub-forums to business sub-forums.

    “The China-CELAC Forum has become a key platform for building political consensus, putting forward important initiatives and measures, formulating action plans and evaluating results. It has played an important and active role in promoting China-LAC cooperation in various fields,” Qiu Xiaoqi said.

    Over the past decade, the forum has witnessed leaps and bounds in China-LAC relations, Qiu Xiaoqi noted, detailing five features that currently characterize China-LAC relations.

    First, bilateral relations have improved. Panama, the Dominican Republic, El Salvador, Nicaragua, and Honduras have established or renewed diplomatic relations with China, and of the 26 countries in the region that have diplomatic relations with China, 16 have established various forms of partnership with China.

    Second, the confluence of interests has brought new results. More than 20 LAC countries have joined the Belt and Road Initiative. China is now the second-largest trading partner of Latin America and the Caribbean, and the largest trading partner for several countries in the region, with free trade agreements signed with five countries.

    According to Qiu Xiaoqi, trade volume between China and countries in the region reached US$518.4 billion last year, more than double the volume of a decade ago.

    Third, the peoples have become closer than ever. LAC countries have widely supported the Global Civilization Initiative. The China-LAC Forum on Dialogue of Civilizations has been held seven times, demonstrating closer people-to-people exchanges between the two sides.

    Fourth, their cooperation in the international arena has made further progress. Adhering to mutual respect and taking into account each other’s core interests and concerns, China and LAC countries maintain close communication through platforms such as the United Nations (UN) and the Asia-Pacific Economic Cooperation (APEC), working together to advance global governance reform and safeguard the common interests of developing countries.

    Fifth, a new framework for overall cooperation has been established. With improved mechanisms, the China-CELAC Forum has become the main channel for interaction between the two sides.

    Qiu Xiaoqi stressed that it has become a common aspiration to elevate relations between China and LAC countries to a higher level.

    China will make use of the China-CELAC Forum and promote high-quality cooperation under the Belt and Road Initiative.

    According to Qiu Xiaoqi, priority areas will be expanding transport connectivity, promoting trade and investment, deepening cooperation in manufacturing capacity, strengthening cooperation in aerospace and artificial intelligence, and strengthening exchanges on public administration.

    Qiu Xiaoqi stressed that China, Latin America and the Caribbean are some of the most dynamic and promising countries and regions in the world and are vital parts of the global South.

    Strengthening their solidarity and cooperation will not only help build a vast trans-Pacific market and support each other in resisting unilateralism and protectionism, but will also give a sustainable impetus to their development and make an important contribution to world peace and development, he said.

    Turkish President Recep Tayyip Erdogan held a phone conversation with his Ukrainian counterpart Volodymyr Zelensky on Monday, reiterating Türkiye’s commitment to facilitating peace negotiations between Russia and Ukraine, according to a statement by Erdogan’s office.

    Erdogan emphasized that a comprehensive ceasefire is essential to create the proper environment for initiating talks and urged all parties to seize the current window of opportunity for a diplomatic dialogue aimed at ending the conflict.

    He expressed his willingness to host the Russian and Ukrainian delegations in Türkiye on the occasion of peace negotiations.

    The call with Zelensky came just one day after Erdogan spoke with Russian President Vladimir Putin, during which the Turkish president said his country is ready to host peace talks between Russia and Ukraine in Istanbul again.

    Speaking after a cabinet meeting on Monday, Erdogan said Türkiye had become a “pivotal actor in global peace diplomacy,” citing its role in offering mediation, humanitarian aid, and conflict resolution.

    Meanwhile, Turkish Foreign Minister Hakan Fidan echoed the president’s message, stating that Türkiye is “ready to provide all kinds of contributions, especially in terms of facilitating and hosting” the Russia-Ukraine negotiations.

    During a joint press conference on Monday in Ankara with his Syrian and Jordanian counterparts, Fidan noted that discussions are still ongoing regarding the modalities of the proposed meeting.

    “Ukraine demands a ceasefire before talks begin, while Russia prefers to start negotiations prior to any truce being declared,” Fidan said, adding both sides are seeking to secure continued U.S. support.

    “Despite this, our position is clear. We invite both parties to come together as soon as possible to initiate a ceasefire,” he stated.

    JINAN, May 13 (Xinhua) — Four people were killed and two others were injured in a traffic accident in Juancheng County, east China’s Shandong Province, on Monday, the local public security bureau said.

    The accident happened at around 2.13pm on 12 May when a car collided with an e-bike that had run a red light and then crashed into two three-wheelers parked on the side of the road. The driver of the car was taken into police custody and was found not to be driving under the influence of alcohol or drugs.

    Two victims, including the driver of the car, were hospitalized and are in a non-life-threatening condition.

    Further investigation into the cause of the accident is underway. -0-
