    BEIJING, May 6 (Xinhua) — Non-financial direct investment by Chinese companies in countries participating in the Belt and Road Initiative increased by 15.6 percent in the first quarter of 2025 compared with the same period in 2024, data from the Ministry of Commerce shows.

    According to the agency, the volume of direct non-financial investments in the above-mentioned countries during the reporting period in dollar terms amounted to USD 8.87 billion.

    The volume of transactions under contracting projects implemented by Chinese companies in countries participating in the Belt and Road Initiative during the period amounted to US$27.52 billion, an increase of 4.1 percent year-on-year.

    In addition, domestic enterprises concluded new contracting contracts worth USD 47.14 billion in these countries. The increase in this indicator was 16.3 percent.

    Recall that last year, the volume of direct non-financial investments by Chinese companies in countries participating in the Belt and Road initiative increased by 5.4 percent year-on-year to USD 33.69 billion. -0-

    BEIJING, May 6 (Xinhua) — China’s railway passenger traffic totaled 112 million from April 29 to May 4, up 10.5 percent from a year earlier, state-owned China Railways Corp. (CRC) said.

    According to the company, the figure was 19.79 million person-times on May 4, and was expected to rise to 21.1 million person-times on May 5, the penultimate day of intensive operation due to the May Day holiday. The top three cities by number of outgoing passengers were Beijing, Guangzhou and Chengdu, and by number of arriving passengers were Beijing, Shanghai and Guangzhou. The routes linking the capital with Shanghai, Shenyang, Hohhot and Taiyuan, as well as the Xi’an-Chengdu, Nanning-Guangzhou and Wuhan-Shanghai railways were recognized as the busiest.

    Residents of China had a holiday from May 1 to 5 in connection with International Workers’ Day. Given the surge in passenger traffic during this period, the KZhD switched to intensive operation for 8 days from April 29. Measures were developed to respond to the sharp increase in passenger traffic, including the allocation of additional trains on routes, increased efficiency of inspection, and other measures. -0-

    BEIJING, May 6 (Xinhua) — The central parity rate of the Chinese yuan against the U.S. dollar strengthened by 6 basis points to 7.2008 yuan per dollar on Thursday from the previous trading day, according to the China Foreign Exchange Trading Center.

    On the previous trading day, the yuan to dollar exchange rate was 7.2014 yuan per dollar.

    By order of the People’s Bank of China (PBOC, Central Bank), the China Foreign Exchange Center published data according to which the exchange rate of the yuan against other major currencies on the country’s interbank foreign exchange market was: 8.1535 yuan per euro, 5.0269 yuan per 100 yen, 0.92903 yuan per Hong Kong dollar, 9.5808 yuan per pound sterling, 11.1706 rubles per yuan. -0-

  • MIL-Evening Report: Why Zelensky – not Trump – may have ‘won’ the US-Ukraine minerals deal

    Last week, the Trump administration signed a deal with Ukraine that gives it privileged access to Ukraine’s natural resources.

    Some news outlets described the deal as Ukrainian President Volodymyr Zelensky “caving” to US President Donald Trump’s demands.

    But we see the agreement as the result of clever bargaining on the part of Ukraine’s war-time president.

    So, what does the deal mean for Ukraine? And will this be help strengthen America’s mineral supply chains?

    Ukraine’s natural resource wealth

    Ukraine is home to 5% of the world’s critical mineral wealth, including 22 of the 34 minerals identified by the European Union as vital for defence, construction and high-tech manufacturing.

    However, there’s a big difference between resources (what’s in the ground) and reserves (what can be commercially exploited). Ukraine’s proven mineral reserves are limited.

    Further, Ukraine has an estimated mineral wealth of around US$14.8 trillion (A$23 trillion), but more than half of this is in territories currently occupied by Russia.

    What does the new deal mean for Ukraine?

    American support for overseas conflict is usually about securing US economic interests — often in the form of resource exploitation. From the Middle East to Asia, US interventions abroad have enabled access for American firms to other countries’ oil, gas and minerals.

    But the first iteration of the Ukraine mineral deal, which Zelensky rejected in February, had been an especially brazen resource grab by Trump’s government. It required Ukraine to cede sovereignty over its land and resources to one country (the US), in order to defend itself from attacks by another (Russia).

    These terms were highly exploitative of a country fighting against a years-long military occupation. In addition, they violated Ukraine’s constitution, which puts the ownership of Ukraine’s natural resources in the hands of the Ukrainian people. Were Zelensky to accept this, he would have faced a tremendous backlash from the public.

    In comparison, the new deal sounds like a strategic and (potentially) commercial win for Ukraine.

    First, this agreement is more just, and it’s aligned with Ukraine’s short- and medium-term interests. Zelenksy describes it as an “equal partnership” that will modernise Ukraine.

    Under the terms, Ukraine will set up a United States–Ukraine Reconstruction Investment Fund for foreign investments into the country’s economy, which will be jointly governed by both countries.

    Ukraine will contribute 50% of the income from royalties and licenses to develop critical minerals, oil and gas reserves, while the US can make its contributions in-kind, such as through military assistance or technology transfers.

    Ukraine maintains ownership over its natural resources and state enterprises. And the licensing agreements will not require substantial changes to the country’s laws, or disrupt its future integration with Europe.

    Importantly, there is no mention of retroactive debts for the US military assistance already received by Ukraine. This would have created a dangerous precedent, allowing other nations to seek to claim similar debts from Ukraine.

    Finally, the deal also signals the Trump administration’s commitment to “a free, sovereign and prosperous Ukraine” – albeit, still without any security guarantees.

    Profits may be a long time coming

    Unsurprisingly, the Trump administration and conservative media in the US are framing the deal as a win.

    For too long, Trump argues, Ukraine has enjoyed US taxpayer-funded military assistance, and such assistance now has a price tag. The administration has described the deal to Americans as a profit-making endeavour that can recoup monies spent defending Ukrainian interests.

    But in reality, profits are a long way off.

    The terms of the agreement clearly state the fund’s investment will be directed at new resource projects. Existing operations and state-owned projects will fall outside the terms of the agreement.

    Mining projects typically work within long time frames. The move from exploration to production is a slow, high-risk and enormously expensive process. It can often take over a decade.

    Add to this complexity the fact that some experts are sceptical Ukraine even has enormously valuable reserves. And to bring any promising deposits to market will require major investments.

    What’s perhaps more important

    It’s possible, however, that profits are a secondary calculation for the US. Boxing out China is likely to be as – if not more – important.

    Like other Western nations, the US is desperate to diversify its critical mineral supply chains.

    China controls not just a large proportion of the world’s known rare earths deposits, it also has a monopoly on the processing of most critical minerals used in green energy and defence technologies.

    The US fears China will weaponise its market dominance against strategic rivals. This is why Western governments increasingly make mineral supply chain resilience central to their foreign policy and defence strategies.

    Given Beijing’s closeness to Moscow and their deepening cooperation on natural resources, the US-Ukraine deal may prevent Russia — and, by extension, China — from accessing Ukrainian minerals. The terms of the agreement are explicit: “states and persons who have acted adversely towards Ukraine must not benefit from its reconstruction”.

    Finally, the performance of “the deal” matters just as much to Trump. Getting Zelensky to sign on the dotted line is progress in itself, plays well to Trump’s base at home, and puts pressure on Russian President Vladimir Putin to come to the table.

    So, the deal is a win for Zelensky because it gives the US a stake in an independent Ukraine. But even if Ukraine’s critical mineral reserves turn out to be less valuable than expected, it may not matter to Trump.

  • MIL-OSI Russia: NSU teachers win Kolba award for women in science and technology

    On April 18, the Plekhanov Russian University of Economics hosted the third Kolba award ceremony for women in science and technology, as part of the annual forum of the same name. This year, 77 women scientists were recognized in 30 nominations in the following areas: natural, technological and exact, social and humanitarian, fundamental and applied sciences. Among them are two representatives of NSU: Olga Yarovaya, associate professor of the Department of Medical Chemistry of the Institute of Medicine and Medical Technologies of NSU, and Anna Lysova, senior lecturer of the Department of Physical Chemistry. Faculty of Natural Sciences of NSU.

    The Kolba Prize was established by the Foundation for the Development of Professional Initiatives “Women of the Nuclear Industry” with the aim of popularizing science through the formation of role models among women and girls – future scientists, creating a modern image and enhancing media significance, uniting women into the largest scientific community for the exchange of experience and knowledge, as well as strengthening the human and intellectual capital in the country.

    Olga Yarovaya is a chemist specializing in organic chemistry, medicinal chemistry, and the development of antiviral compounds. Olga spoke in more detail about her area of scientific interest:

    — I study terpenes and their derivatives (mono-, sesqui- and diterpenoids) to create antiviral drugs. My work covers the synthesis of compounds, analysis of their activity against influenza, Marburg and other pathogens, as well as the study of their mechanisms of action. In 2003, I defended my PhD thesis on the synthesis and antiviral activity of terpene compounds. And in 2023–2024, I published a number of articles in the journal Uspekhi Khimii, including studies of small molecules against hemorrhagic fever viruses and diterpenes.

    Anna Lysova is engaged in the synthesis of organometallic compounds, which, due to their porosity, are used as adsorbents for capturing and separating gases and various organic substances. Anna shared her opinion on why science is her life’s work and why such awards are important for scientists:

    — Science is what I do every day: my job, my hobby. I am lucky that I love my job and it gives me pleasure, that I do not get tired of it and it does not bore me. Science is what surrounds us: technology, smartphones, cars; what we use every day in our everyday life and what makes human life better, easier, more interesting. This award is important to me as recognition of the importance of scientific work of me and my team, as an opportunity to declare the results of my research to the whole country. I felt proud that our research was appreciated.

    Every chart, every hieroglyph and every lesson the teacher does flawlessly. For 30 years now, despite having only one healthy arm, he tirelessly continues to make the bright dreams and bright hopes of village children come true.

    Tang Guangfang is a rural primary school teacher in Beishan Village, Baibao Township, Quanzhou County, Guangxi Zhuang Autonomous Region. In 1995, he was injured by an electric shock and lost his right arm. Over the next six months, Tang learned to write with his left hand with great difficulty and continued teaching at the rural school. “Destiny deprived me of my right arm, but despite everything, I must pass on complete knowledge to children – not a single punctuation mark should be missed,” he says.

    It has been 30 years since Tang Guangfang lost his right arm. Yet, he still stands at the school lectern in the mountain village, doing his job faithfully. Tang Guangfang never thought about retiring, but in October 2025, his retirement time comes. Looking back on his 39 years of teaching in the village, he feels both sad and satisfied. “Because of my physical limitation, I may have tried harder than others. However, I am glad that I never got lazy, gave up, or changed my original intention to teach and educate,” he says.

    Headline: Transparency remains a central focus at subsidies committee discussions

    The Chair referred to the most recent WTO Secretariat update, noting that 82 members have yet to submit their 2023 and 2021 subsidy notifications, and that  72 members have still not submitted their 2019 notifications. He reiterated his call for members to submit their notifications promptly, emphasizing that all members benefit from the collective effort of timely and complete notifications. Eight members echoed these calls and commended the Secretariat’s continued efforts to support members in preparing and submitting their notifications, including through targeted technical assistance.
    Review of members’ subsidy notifications
    During the special meeting, the Committee examined 2023 new and full subsidy notifications submitted by Albania, Bahrain, Ecuador, India, Kazakhstan and Montenegro. Additionally, it reviewed outstanding notifications from earlier cycles, notably from Madagascar (2019). The Committee also continued its review of 2023 subsidy notifications from Australia, Brazil, China, Eswatini, Nepal, Norway, Türkiye, the United States and Vanuatu. It also continued its review of a 2019 notification from the Russian Federation.
    National legislation
    The Committee reviewed legislative notifications submitted by Armenia, Cambodia, Kazakhstan, the Kyrgyz Republic, the Russian Federation, the United Kingdom and the United States. It also continued its review of the legislative notifications of the European Union, Ghana, the Kyrgyz Republic, Saint Kitts and Nevis, and the Solomon Islands.
    Reports of members on countervailing duty actions
    Members reviewed semi-annual reports on countervailing duty actions submitted by Australia, Brazil, Canada, China, Colombia, the European Union, India, Mexico, Peru, Chinese Taipei, Türkiye,  the United States and Viet Nam for the period July to December 2024.
    The Committee also considered notifications on preliminary and final countervailing duty actions from members including Australia, Brazil, Canada, China, the European Union, Mexico, the United Kingdom and the United States.
    The Chair emphasized the need for regular and timely submissions of these reports to ensure ongoing transparency and effective oversight by the Committee.
    Other matters
    The Chair recalled the 31 December 2015 deadline for the elimination of export subsidies by members that received “fast track” extensions under Article 27.4 of the SCM Agreement. He noted that only 15 of the 19 members that had received extensions have provided the final required notifications. He called on the remaining members to comply without delay.
    The Committee reviewed the updated GNI per capita calculations for members listed in Annex VII(b) of the SCM Agreement. According to the latest figures, Senegal graduated from Annex VII(b) while the following members did not: Congo, Ghana, Honduras, Kenya, Nicaragua, Nigeria, Pakistan and Zimbabwe. They therefore remain on the list until their GNP per capita exceeds US$ 1,000 (in constant 1990 dollars) for three consecutive years.
    The Committee also discussed, and members exchanged views on, a range of issues under the following separate agenda items: “discriminatory subsidies policies and measures of the United States” (item sponsored by China); “France’s electric vehicle subsidies programme” (sponsored by the Republic of Korea); and “subsidies and overcapacity” (sponsored by the European Union, Japan, the United Kingdom and the United States).
    The Committee elected Mr Kazumochi Kometani from Japan as the new member of the Permanent Group of Experts replacing Ms Tomoko Ota, also from Japan. 
    The Committee conducted a scheduled review of its trial use of the e-Agenda platform, originally agreed in October 2023, to streamline meeting procedures by enabling the upload of delegations’ statements. The Committee agreed to extend the current trial arrangement for an additional two years. A formal review will take place at the Committee’s spring 2027 meeting.

    Vladimir Solovyev, a well-known Russian journalist and television presenter considered one of the Kremlin’s leading propagandists, was added to the European Union’s sanctions list on 23 February 2022. His assets were frozen and he was banned from entering Member States, including Italy, where his properties worth EUR 8 million were seized.

    In March 2025, his planned appearance on the programme ‘Lo Stato delle cose’ on Italian state television (Rai 3) was cancelled following a report.

    The Italian platform Byoblu, which has always been aligned with Russian narrative, continues to play a key role in spreading Kremlin propaganda, supporting the war of aggression against Ukraine and promoting narratives hostile to the EU and its democratic values, including attacks such as that by spokesperson Zakharova against President Mattarella. On 24 April 2025, that platform announced a new invitation to Solovyev.

    In light of the above, can the Commission answer the following:

    • 1.Is the Commission aware of the practice of two Italian media outlets issuing invitations to Solovyev, in breach of EU sanctions?
    • 2.What measures does it intend to take to ensure compliance and combat pro-Russian disinformation in the Union?

    The Commission Proposal for a regulation of the European Parliament and the Council on the modification of customs duties applicable to imports of certain goods originating in or exported directly or indirectly from the Russian Federation and the Republic of Belarus[1] is designed to gradually phase out the EU’s dependence on Russian nitrogen-based fertilisers through a transitional approach.

    This involves measured annual customs duty increases on imports from Russia of such fertilisers over a period of three years, minimising the risk of potential price impacts.

    Its entry into force is dependent on the conclusion of the ordinary legislative procedure currently ongoing in the European Parliament and the Council.

    If the proposal is adopted in its current form, the Commission expects the measure to result in a gradual and orderly replacement of Russian nitrogen-based fertilisers with alternatives, including domestically produced ones, contributing to fair competition in the EU fertilisers market and supporting a stable, long term role of the EU fertilisers industry in ensuring the EU food security.

    For broader background, some fertilisers (potash) from Russia are currently subject to an import quota as part of the sanctions adopted following Russia’s military aggression against Ukraine[2].

    The stated tariff measures proposed by the Commission[1] at the end of January 2025 are not yet in force, and their final scope will depend on the outcome of the ordinary legislative procedure currently ongoing in the European Parliament and the Council.

    Such measures may include proposing the temporary suspension of tariffs on nitrogen-based fertilisers imported from sources other than Russia and Belarus.

    Today, during a speech on the Senate floor, U.S. Senator Deb Fischer (R-Neb.) called on her colleagues to pass her Foreign Adversary Communications Transparency (FACT) Act – approved by the Senate Commerce Committee last week – which will require the Federal Communications Commission (FCC) to publicly identify entities that hold FCC licenses, authorizations, or other grants of authority that are owned, wholly or partially, by foreign adversarial governments.
    In her remarks, Fischer highlights the threats the United States faces from companies with strong ties to foreign adversaries.     Following is a transcript of Fischer’s remarks as prepared for delivery:M. President,
    Last week, my bill, the Foreign Adversary Communication Transparency Act—or FACT Act— cleared the Commerce Committee unanimously. Now, it will come before us here, on the Senate floor, for a vote.
    I stand before you today because the threat our foreign adversaries pose is not a distant concern. It is real, it is relentless, and it is constantly evolving.
    We cannot afford to wait and deal with the consequences. The cost of inaction is too great.
    Congress must anticipate the threats and we must work together to curb the malign influence of foreign adversaries like Communist China, Russia, Iran, and North Korea.
    For too long now, we have allowed foreign adversarial governments to secure a silent foothold in our telecommunications infrastructure.
    Take, for example, Huawei.
    Huawei, a Chinese-owned telecommunications giant, is one of the leading producers of cellphone network equipment. This equipment spans across our country and finds its home in most of our cellular devices.
    Over a decade ago, our intelligence agencies began noticing a peculiar pattern of Huawei equipment on cell towers across my home state of Nebraska, as well as nearby Colorado and Montana. That Chinese gear was clustered near sensitive military assets, including Nebraska’s Offutt Air Force Base and our nuclear missile silos.
    Then, just four years ago, U.S. intelligence officials sounded the alarm. Their investigations found that Huawei could secretly access mobile phone networks around the world through “back doors” – unbeknownst to carriers.
    And perhaps even more concerning: Huawei has had this capability for more than a decade.
    And, Huawei’s ownership is bankrolled by billions of dollars from the Chinese government.
    What government freely hands over that kind of money without expecting something in return?
    Despite being based in China and having deep connections to the Chinese Communist Party—as confirmed by the U.S. intelligence community—the company continues to refuse to acknowledge the Chinese government’s influence.
    However, in 2020, under President Trump’s administration, the Federal Communications Commission designated Huawei as a national security threat and banned the sale of its telecommunications equipment in the United States. This past December, Congress also secured the remaining funding to enable smaller, rural communications companies to rip risky Chinese-made equipment out of their networks.
    In 2022, the Justice Department charged two Chinese intelligence officers with an unsettling crime: attempting to obstruct a federal investigation into Huawei by stealing sensitive case material from a U.S. District Attorney’s office.
    Colleagues, I pose to you this question: Why would the Chinese government go to such lengths to interfere in a case involving a so-called ‘private company’ in which they have no stake? They wouldn’t.
    While recent actions to curtail Huawei equipment, and those from other high-risk Chinese firms, are steps in the right direction, they don’t go far enough.
    We must have far greater transparency about which companies holding federal communications licenses and authorizations also have influential ties to foreign adversarial governments.
    And we must look deeper at: Who has this access? And, how many more companies like Huawei are out there?
    Companies like Huawei must be stopped. We can no longer permit authoritarian regimes, like China, to infiltrate our networks and lurk in the shadows, waiting for the opportune moment to strike. It is not enough to brace ourselves for the aftermath of disaster. We must root out the threat before it has time to fester.
    The reality is that our foreign adversaries have stakes in numerous companies operating freely and legally within the United States.
    Yet, in many cases, the public remains unaware of which companies are owned – wholly or partially – by these adversaries.
    That’s why, today, I call upon the Senate to pass my FACT Act, which takes a much-needed step to strengthen our visibility into our telecommunications market to weed out that access we have seen from malicious foreign adversaries.
    Because the first step in defending our national security is understanding the threat.
    My bill directs the Federal Communications Commission to publicly identify any companies – with an FCC license or authorization – that are owned by foreign adversarial governments. Under the FACT Act, companies with foreign ties will no longer be able to operate in secrecy. And they will no longer be able to conceal their financial backers or obscure their true loyalties.
    Huawei should serve as a warning. China is on the offensive, to undermine the security of America’s communications. An attack on our networks is a direct attack on the United States, and it is not one we should tolerate.

    PROTECTING AMERICANS FROM DANGEROUS GAIN OF FUNCTION RESEARCH: Today, President Donald J. Trump signed an Executive Order to improve the safety and security of biological research in the United States and around the world. This Executive Order:

    • Ends any present and all future Federal funding of dangerous gain-of-function research in countries of concern like China and Iran and in foreign nations deemed to have insufficient research oversight.
    • Empowers American research agencies to identify and end Federal funding of other biological research that could pose a threat to American public health, public safety, or national security.
    • Prohibits Federal funding from contributing to foreign research likely to cause another pandemic. These measures will drastically reduce the potential for lab-related incidents involving gain-of-function research, like that conducted on bat coronaviruses in China by the EcoHealth Alliance and Wuhan Institute of Virology.
    • Protects Americans from lab accidents and other biosecurity incidents, such as those that likely caused COVID-19 and the 1977 Russian flu.

    ESTABLISHING SAFE AND SECURE OVERSIGHT OF DANGEROUS GAIN OF FUNCTION RESEARCH IN THE UNITED STATES: This Executive Order will increase the safety and security of biological research for Americans without impeding U.S. innovation.

    • For decades, policies overseeing gain-of-function research on pathogens, toxins, and potential pathogens have lacked adequate enforcement, transparency, and top-down oversight. Researchers have not acknowledged the legitimate potential for societal harms that this kind of research poses.
    • The Biden Administration allowed dangerous gain-of-function research with insufficient levels of oversight and actively approved Federal life-science research funding in China and other countries.
    • The 2024 United States Government Policy for Oversight of Dual Use Research of Concern and Pathogens with Enhanced Pandemic Potential (“DURC/PEPP”) and the 2024 Framework for Nucleic Acid Synthesis Screening are the latest examples of inadequate policies that rely on self-reporting and fail to protect Americans from dangerous research practices.
    • This Order pauses research using infectious pathogens and toxins in the United States that may pose a danger to American citizens until a safer, more enforceable, and transparent policy governing such research can be developed and implemented. It directs the Director of the Office of Science and Technology Policy (OSTP) and the National Security Advisor (NSA) to work with funding agencies to develop such a policy within 120 days.
    • Unlike previous policies, this Order contains enforcement and reporting mechanisms that will strengthen oversight and discourage subjective interpretation of policies that researchers have used in the past to evade biosafety and biosecurity oversight.

    SAFEGUARDING THE FUTURE AND PROMOTING AMERICAN BIOTECHNOLOGY DOMINANCE: President Trump is driving us into the Golden Age of American Innovation that will lead us to a safer, healthier, and more prosperous America.

    • This Order protects Americans from dangerous gain-of-function research that manipulates viruses and other biological agents and toxins, but it does not impede productive biological research that will ensure the United States maintains readiness against biological threats and continues to drive global leadership in biotechnology, biosecurity, and health research.

  • MIL-OSI Russia: Marat Khusnullin: More than 440 km of the road network will be updated in 2025 under the Victory Street project

    In the year of the 80th anniversary of the Victory, repair work and development of road infrastructure are underway on sections of regional and local roads named in honor of heroes or events of the Great Patriotic War, as well as leading to monuments and memorials dedicated to the events of those years. The work is being carried out under the national project “Infrastructure for Life” and other programs with federal and regional funding. This was reported by Deputy Prime Minister Marat Khusnullin.

    “On the eve of one of the most important holidays for our country – Victory Day – the “Victory Street” project is launched in Russian regions, aimed at preserving the memory of the feat of war heroes and home front workers. In the year of the 80th anniversary of Victory, we will bring about 180 objects named in honor of the heroes or events of the Great Patriotic War to a standard state. Their total length will be more than 440 km. I would like to note that such objects are always given special attention, including in order to preserve the memory of the feat of the soldiers of the Soviet Army for many years to come,” said Marat Khusnullin.

    Let us recall that in 2020, on the eve of the 75th anniversary of the end of the Great Patriotic War, a number of Russian regions came forward with the initiative to hold a patriotic campaign “Victory Street” in the country.

    “This idea was, of course, supported by the Ministry of Transport of the Russian Federation. Then, in 2020, the “Victory Street” project became one of the largest in the country. It involved 83 Russian regions – participants in the national project “Safe High-Quality Roads”. As a result, about 400 objects were updated. Each of these streets preserves the memory of the heroes of our country,” emphasized Minister of Transport Roman Starovoit.

    An important task of the Victory Street project is to increase the attention of Russian residents to the history of the country, the feat of the Soviet people – both on the battlefield and in the rear. In this way, a spiritual and moral position, a sense of involvement in the history of the Fatherland, and responsibility for the future of Russia are formed.

    “During the Great Patriotic War, road workers made a special contribution to the common cause, helping on the front lines and in the rear. During the years of fighting the Nazi onslaught, workers maintained 359 thousand km of military highways in difficult conditions, restored about 100 thousand km, and also laid more than 5 thousand km of transport arteries with hard surfaces. Today, we continue their work. Streets named in honor of the heroes and events of the Great Patriotic War do not just connect infrastructure facilities, but connect generations, embodying the memory of everyone who, sometimes at the cost of their lives, brought Victory closer,” said Igor Kostyuchenko, Deputy Head of the Federal Road Agency.

    Thus, in St. Petersburg in 2025, under the national project, the asphalt concrete pavement will be replaced, sidewalks and curbstones will be restored on a 4-kilometer section of Savushkina Street. Hero of the Soviet Union fighter pilot Alexander Petrovich Savushkin made 373 combat sorties on LaGG-3 and P-39 “Airacobra” fighters, shot down 18 enemy aircraft in 49 battles, defending Leningrad from Nazi air raids. In addition, Savushkina Street leads to the Military Pilots Square, where the monument to the Heroes of the Soviet Union is located.

    Another 3.2 km will be brought up to standard on Morskaya Embankment. This is a busy street, where more than 5,000 cars pass daily. On Morskaya Embankment there is a monument to the cruiser Kirov, one of the symbols of the defense of Leningrad during the war and blockade. In addition, more than 2 km of Moskovsky Prospekt (from Kuznetsovskaya Street to Ligovsky Prospekt) will be renovated in the hero city. The repair section leads to Moskovsky Victory Park.

    Fierce battles took place in the Oryol region during the Great Patriotic War. Thanks to the Victory Street project, everyone will be able to honor the memory of those who fought for their homeland. In the Kolpnyansky District, 5.4 km of the Droskovo-Kolpna-Ushakovo highway will be renovated. It leads to the Field of Soldiers’ Glory. Work will also take place on a 9.6 km section of the Glazunovka-Maloarkhangelsk-Kolpna-Dolgoye highway. This is the route to the memorial in the village of Yakovka. Here, in a mass grave, lie the soldiers who heroically defended their native village from the Nazi invaders.

    In the Moscow Region, six road sections associated with the events and names of the heroes of the Great Patriotic War will be repaired. In particular, more than 3 km of the Ostashkovskoye Highway in Mytishchi will be replaced. The Federal War Memorial “Pantheon of Defenders of the Fatherland” is located next to the repair section. Repairs will also be carried out on Bosov Street in Istra. It is named after Hero of the Soviet Union Alexey Petrovich Bosov, and a monument to him has been erected in the Central Square of the city. For the courage and heroism shown in battle, Alexey Petrovich was awarded the Order of Lenin three times, the last time posthumously in February 1942.

    Roads to places of military glory and monuments to liberator soldiers are repaired annually. In 2023, under the national project “Safe High-Quality Roads”, work was completed, including on several sections of the Volokolamsk Highway. The road leads to the large memorial complex “Frontier of Glory” in the village of Lenino, before entering Snegiri. In December 1941, Snegiri was the line where the German troops advancing on Moscow were stopped. The Nazis entered the village on the night of November 30, 1941. On December 2 and 4, they attacked the village of Lenino, but were repelled by Soviet troops. As a result of heavy fighting, more than 6.5 thousand people died here.

    Deputy Prime Minister Marat Khusnullin visited Perm Krai on a working visit, where he, together with the region’s governor Dmitry Makhonin, checked the implementation of a number of infrastructure projects.

    “Perm Krai has successfully completed the tasks of the previous national projects and has already started implementing the new national project “Infrastructure for Life”. The section from the Rechnik shopping center to the Motovilikha plants is 70% complete. The design of the embankment section that runs along the territory of the plants is underway.

    The Prime Minister began by reflecting on how privileged he felt to be part of the moving VE Day celebrations this week, including the commemorative events held today.

    Turning to the situation in Ukraine, the leaders discussed the need for Russia to commit to a 30-day ceasefire to ensure meaningful peace talks. Ukraine had proved it was willing and ready to come to the table and was the party of peace, the Prime Minister added.

    The leaders also looked ahead to the UK-France summit taking place later this year and agreed to step up ambition between the two countries across all areas, including defence and security and irregular migration. Both leaders underscored that more needed to be done to disrupt irregular migration upstream.

    They also agreed on the importance of a successful EU-UK summit in two weeks’ time.

    Discussing the situation in Gaza, both expressed their deep concern at recent developments and agreed a renewed peace process was required.

    The leaders looked forward to speaking again soon.

    I welcome all of our witnesses and their families, and I thank them for being here this morning. As I have said many times, we face an axis of aggressors that deepen their cooperation every day. A new cooperative engagement between our enemies strengthens every day. We need qualified people who are willing to step up and serve during these dangerous times.
    Matthew Lohmeier has served our country as an active-duty officer in the Air Force and Space Force. Based on his experience in uniform, he has been an outspoken proponent of eliminating the divisive DEI agenda that was a hallmark of Department of Defense in the earlier administration. Fortunately, President Trump and Secretary Hegseth have done much toward removing DEI at DOD. Mr. Lohmeier’s nomination for Undersecretary of the Air Force presents an opportunity to evaluate closely the kind of leadership we need in the Air Force and Space Force at this pivotal moment.  This role requires a steady, unifying presence, and needs someone who can work across the department to advance readiness, morale, and mission focus.  I look forward to hearing how Mr. Lohmeier intends to be that needed presence.
    Mr. Justin Overbaugh has been nominated to be the Deputy Under Secretary of Defense for Intelligence and Security.  In this role, he would serve as the principal assistant to the Under Secretary of Defense for Intelligence and Security overseeing the intelligence, counterintelligence, security, and law enforcement functions of the DoD.  Mr. Overbaugh’s deep experience as an Army officer in the fields of intelligence and special operations make him ideal for a candidate of this position. I look forward to hearing his priorities for ensuring our defense intelligence enterprise is best postured to provide timely and accurate intelligence to our warfighters, safeguard DOD’s sensitive information from our adversaries, and inform our acquisitions and investments.
    Mr. Daniel Zimmerman has been nominated to be the Assistant Secretary of Defense for International Security Affairs.  In this role, he would serve as the principal advisor to the Under Secretary of Defense for Policy and the lead policy advisor all matters related to Europe, NATO and Russia.  Mr. Zimmerman will have responsibility for managing the NATO alliance and countering Russian aggression and malign activities.  His background as an intelligence officer and his experience working in Congress make him an ideal candidate for this position.  I look forward to hearing his priorities and how he plans to revitalize the NATO alliance and develop initiatives to counter Russian aggression.

    Tbilisi, May 5 (Xinhua) — The Asian Development Bank (ADB) has provided Georgia with a 98 million euro (about 110.7 million U.S. dollars) loan for an energy conservation and clean hydrogen sector development project, the Georgian Finance Ministry said on Monday.

    As specified by the department, the loan agreement was signed by the Minister of Finance of Georgia Lasha Khutsishvili and the head of the ADB Resident Mission in Georgia Leslie Berman Lam.

    The project includes the installation of a climate-friendly energy storage system (BESS) at the Ksani substation in eastern Georgia, exploration of opportunities for the production and use of green hydrogen, practical training in the operation of the BESS, and exchange of technical knowledge with Georgian State Electricity System.

    The implementation of the project will ensure increased sustainability, flexibility and security of the Georgian power system, improve the quality of energy supply, and contribute to the country’s energy independence.

    During the first quarter of 2025, Diamondback drilled 124 gross wells in the Midland Basin and two gross wells in the Delaware Basin. The Company turned 116 operated wells to production in the Midland Basin and seven gross wells in the Delaware Basin, with an average lateral length of 11,978 feet. Operated completions during the first quarter consisted of 30 Wolfcamp A wells, 28 Lower Spraberry wells, 22 Wolfcamp B wells, 17 Jo Mill wells, eight Middle Spraberry wells, four Dean wells, four Barnett wells, three Third Bone Spring wells, three Wolfcamp D wells, two Second Bone Spring wells and two Upper Spraberry wells.

    FINANCIAL UPDATE

    Diamondback’s first quarter 2025 net income was $1.4 billion, or $4.83 per diluted share. Adjusted net income (as defined and reconciled below) for the first quarter was $1.3 billion, or $4.54 per diluted share.

    First quarter 2025 net cash provided by operating activities was $2.4 billion.

    During the first quarter of 2025, Diamondback spent $864 million on operated drilling and completions, $21 million on capital workovers and non-operated drilling and completions and $57 million on infrastructure, environmental and midstream, for total cash capital expenditures of $942 million.

    First quarter 2025 Consolidated Adjusted EBITDA (as defined and reconciled below) was $2.9 billion. Adjusted EBITDA net of non-controlling interest (as defined and reconciled below) for the first quarter was $2.8 billion.

    Diamondback’s first quarter 2025 Free Cash Flow (as defined and reconciled below) was $1.5 billion. Adjusted Free Cash Flow (as reconciled and defined below) for the first quarter was $1.6 billion.

    First quarter 2025 average unhedged realized prices were $70.95 per barrel of oil, $2.11 per Mcf of natural gas and $23.94 per barrel of natural gas liquids (“NGLs”), resulting in a total equivalent unhedged realized price of $47.77 per BOE.

    Diamondback’s cash operating costs for the first quarter of 2025 were $10.48 per BOE, including lease operating expenses (“LOE”) of $5.33 per BOE, cash general and administrative (“G&A”) expenses of $0.72 per BOE, production and ad valorem taxes of $2.98 per BOE and gathering, processing and transportation expenses of $1.45 per BOE.

    As of March 31, 2025, Diamondback had $1.3 billion in standalone cash and no borrowings outstanding under its revolving credit facility, with approximately $2.5 billion available for future borrowings under the facility and approximately $3.8 billion of total liquidity. As of March 31, 2025, the Company had consolidated total debt of $14.1 billion and consolidated net debt (as defined and reconciled below) of $12.3 billion, up from consolidated total debt of $13.2 billion and consolidated net debt of $13.0 billion as of December 31, 2024.

    DIVIDEND DECLARATIONS

    Diamondback announced today that the Company’s Board of Directors declared a base cash dividend of $1.00 per common share for the first quarter of 2025 payable on May 22, 2025 to stockholders of record at the close of business on May 15, 2025.

    Future base and variable dividends remain subject to review and approval at the discretion of the Company’s Board of Directors.

    COMMON STOCK REPURCHASE PROGRAM

    During the first quarter of 2025, Diamondback repurchased ~3.7 million shares of common stock at an average share price of $157.15 for a total cost of approximately $575 million, excluding excise tax. To date, Diamondback has repurchased ~30.2 million shares of common stock at an average share price of $137.55 for a total cost of approximately $4.2 billion and has approximately $1.8 billion remaining on its current share buyback authorization. Subject to factors discussed below, Diamondback intends to continue to purchase common stock under the common stock repurchase program opportunistically with cash on hand, free cash flow from operations and proceeds from potential liquidity events such as the sale of assets. This repurchase program has no time limit and may be suspended from time to time, modified, extended or discontinued by the Board at any time.     NON-GAAP FINANCIAL MEASURES

    ADJUSTED EBITDA

    Adjusted EBITDA is a supplemental non-GAAP financial measure that is used by management and external users of our financial statements, such as industry analysts, investors, lenders and rating agencies. The Company defines Adjusted EBITDA as net income (loss) attributable to Diamondback Energy, Inc., plus net income (loss) attributable to non-controlling interest (“net income (loss)”) before non-cash (gain) loss on derivative instruments, net, interest expense, net, depreciation, depletion, amortization and accretion, depreciation and interest expense related to equity method investments, (gain) loss on extinguishment of debt, if any, non-cash equity-based compensation expense, capitalized equity-based compensation expense, merger and integration expenses, other non-cash transactions and provision for (benefit from) income taxes, if any. Adjusted EBITDA is not a measure of net income as determined by United States generally accepted accounting principles (“GAAP”). Management believes Adjusted EBITDA is useful because the measure allows it to more effectively evaluate the Company’s operating performance and compare the results of its operations from period to period without regard to its financing methods or capital structure. The Company adds the items listed above to net income (loss) to determine Adjusted EBITDA because these amounts can vary substantially from company to company within its industry depending upon accounting methods and book values of assets, capital structures and the method by which the assets were acquired. Further, the Company excludes the effects of significant transactions that may affect earnings but are unpredictable in nature, timing and amount, although they may recur in different reporting periods.     OPERATING CASH FLOW BEFORE WORKING CAPITAL CHANGES AND FREE CASH FLOW

    Operating cash flow before working capital changes, which is a non-GAAP financial measure, represents net cash provided by operating activities as determined under GAAP without regard to changes in operating assets and liabilities. The Company believes operating cash flow before working capital changes is a useful measure of an oil and natural gas company’s ability to generate cash used to fund exploration, development and acquisition activities and service debt or pay dividends. The Company also uses this measure because changes in operating assets and liabilities relate to the timing of cash receipts and disbursements that the Company may not control and may not relate to the period in which the operating activities occurred. This allows the Company to compare its operating performance with that of other companies without regard to financing methods and capital structure.

    Free Cash Flow, which is a non-GAAP financial measure, is cash flow from operating activities before changes in working capital in excess of cash capital expenditures. The Company believes that Free Cash Flow is useful to investors as it provides measures to compare both cash flow from operating activities and additions to oil and natural gas properties across periods on a consistent basis as adjusted for non-recurring tax impacts from divestitures, merger and integration expenses, the early termination of derivative contracts and settlements of treasury locks. These measures should not be considered as an alternative to, or more meaningful than, net cash provided by operating activities as an indicator of operating performance. The Company’s computation of Free Cash Flow may not be comparable to other similarly titled measures of other companies.     Mr. Van’t Hof continued, “Despite the potential for sustained weakness in commodity prices and reduced activity levels, we expect Viper’s production to remain durable and are maintaining our previous guidance for oil production for the balance of 2025, although we continue to monitor operator activity levels. The symbiotic relationship between Diamondback and Viper is highlighted during times like these where Diamondback continues to focus its development on wells where Viper owns high royalty interests, and therefore enhances Diamondback’s consolidated capital efficiency. Further, the roughly 45% of Viper’s current production that is operated by third parties is predominately exposed to well-capitalized operators in the best parts of the Permian Basin, led by Exxon operating almost half of our third party production.”

    FINANCIAL UPDATE

    As previously announced, Viper’s first quarter 2025 average unhedged realized prices were $71.33 per barrel of oil, $2.08 per Mcf of natural gas and $24.52 per barrel of natural gas liquids, resulting in a total equivalent realized price of $47.25/boe.

    As previously announced, Viper’s first quarter 2025 average hedged realized prices were $70.26 per barrel of oil, $3.74 per Mcf of natural gas and $24.52 per barrel of natural gas liquids, resulting in a total equivalent realized price of $48.99/boe.

    During the first quarter of 2025, the Company recorded total operating income of $245 million and consolidated net income (including non-controlling interest) of $153 million.

    As of March 31, 2025, the Company had a cash balance of $560 million and total long-term debt outstanding (excluding debt issuance costs, discounts and premiums) of $830 million, resulting in net debt (as defined and reconciled below) of $270 million. Viper’s outstanding long-term debt as of March 31, 2025 consisted of $430 million in aggregate principal amount of its 2027 Notes, $400 million in aggregate principal amount of its 7.375% Senior Notes due 2031 and no borrowings on its revolving credit facility, leaving $1.3 billion available for future borrowings and $1.9 billion of total liquidity.

    As of May 1, 2025, after giving effect to the closing of the Drop Down, Viper had roughly $255 million in borrowings on its revolving credit facility, leaving approximately $995 million available for future borrowings and a similar amount of total liquidity.

    As of May 2, 2025, during the second quarter of 2025, Viper had repurchased approximately $36 million in aggregate principal amount of the Company’s 2027 Notes.

    FIRST QUARTER 2025 CASH DIVIDEND & CAPITAL RETURN PROGRAM

    Viper announced today that the Company’s Board of Directors (the “Board”) declared a base cash dividend of $0.30 per Class A common share for the first quarter of 2025, payable on May 22, 2025 to Class A common shareholders of record at the close of business on May 15, 2025.

    The Board also declared a variable cash dividend of $0.27 per Class A common share for the first quarter of 2025, payable on May 22, 2025 to Class A common shareholders of record at the close of business on May 15, 2025.

    As of May 2, 2025, during the second quarter of 2025, Viper repurchased 239,374 shares of Class A common stock for an aggregate purchase price of approximately $9 million, excluding excise tax (average price of $37.85 per Class A common share). In total, since the initiation of Viper’s common stock repurchase program on November 9, 2020 through May 2, 2025, the Company has repurchased 13,683,957 shares of Class A common stock for an aggregate purchase price of approximately $325 million, reflecting an average price of $23.74 per Class A common share. Future base and variable cash dividends and stock repurchases are at the discretion of the Board and are subject to a number of factors discussed in Viper’s reports filed with the Securities and Exchange Commission.

    OPERATIONS UPDATE

    During the first quarter of 2025, Viper estimates that 442 gross (8.0 net 100% royalty interest) horizontal wells with an average royalty interest of 1.8% were turned to production on its acreage position with an average lateral length of 11,946 feet. Of these 442 gross wells, Diamondback is the operator of 108 gross wells, with an average royalty interest of 4.0%, and the remaining 334 gross wells, with an average royalty interest of 1.1%, are operated by third parties.

    As of March 31, 2025, Viper’s footprint of mineral and royalty interests was 37,573 net royalty acres on a historical basis and 60,725 net royalty acres on a pro forma basis, after giving effect to the Drop Down.

    The 921 gross wells currently in the process of active development are those wells that have been spud and are expected to be turned to production within approximately the next six to eight months. Further in regard to the active development on Viper’s asset base, after giving effect to the Drop Down, there are currently 63 gross rigs operating on Viper’s acreage, 16 of which are operated by Diamondback. The 1,094 line-of-sight wells are those that are not currently in the process of active development, but for which Viper has reason to believe that they will be turned to production within approximately the next 15 to 18 months. The expected timing of these line-of-sight wells is based primarily on permitting by third-party operators or Diamondback’s current expected completion schedule. Existing permits or active development of Viper’s royalty acreage does not ensure that those wells will be turned to production.

    NON-GAAP FINANCIAL MEASURES

    Adjusted EBITDA is a supplemental non-GAAP (as defined below) financial measure that is used by management and external users of our financial statements, such as industry analysts, investors, lenders and rating agencies. Viper defines Adjusted EBITDA as net income (loss) attributable to the Company, plus net income (loss) attributable to non-controlling interest (“net income (loss)”) before interest expense, net, non-cash share-based compensation expense, depletion, non-cash (gain) loss on derivative instruments, (gain) loss on extinguishment of debt, if any, other non-cash operating expenses, if any, other non-recurring expenses, if any, and provision for (benefit from) income taxes. Adjusted EBITDA is not a measure of net income as determined by United States’ generally accepted accounting principles (“GAAP”). Management believes Adjusted EBITDA is useful because it allows them to more effectively evaluate Viper’s operating performance and compare the results of its operations from period to period without regard to its financing methods or capital structure. Adjusted EBITDA should not be considered as an alternative to, or more meaningful than, net income, royalty income, cash flow from operating activities or any other measure of financial performance or liquidity presented as determined in accordance with GAAP. Certain items excluded from Adjusted EBITDA are significant components in understanding and assessing a company’s financial performance, such as a company’s cost of capital and tax structure, as well as the historic costs of depreciable assets, none of which are components of Adjusted EBITDA.

Management believes cash available for distribution is useful because it allows them to more effectively evaluate Viper’s operating performance excluding the impact of non-cash financial items and short-term changes in working capital. Viper’s computations of Adjusted EBITDA and cash available for distribution may not be comparable to other similarly titled measures of other companies or to such measure in its credit facility or any of its other contracts.     Adjusted net income (loss) is a non-GAAP financial measure equal to net income (loss) attributable to the Company plus net income (loss) attributable to non-controlling interest adjusted for non-cash (gain) loss on derivative instruments, net, (gain) loss on extinguishment of debt, if any, other non-cash operating expenses, if any, other non-recurring expenses, if any, and related income tax adjustments. The Company’s computation of adjusted net income may not be comparable to other similarly titled measures of other companies or to such measure in our credit facility or any of our other contracts. Management believes adjusted net income helps investors in the oil and natural gas industry to measure and compare the Company’s performance to other oil and natural gas companies by excluding from the calculation items that can vary significantly from company to company depending upon accounting methods, the book value of assets and other non-operational factors.

    RECONCILIATION OF LONG-TERM DEBT TO NET DEBT

    The Company defines the non-GAAP measure of net debt as debt (excluding debt issuance costs, discounts and premiums) less cash and cash equivalents. Net debt should not be considered an alternative to, or more meaningful than, total debt, the most directly comparable GAAP measure. Management uses net debt to determine the Company’s outstanding debt obligations that would not be readily satisfied by its cash and cash equivalents on hand. The Company believes this metric is useful to analysts and investors in determining the Company’s leverage position because the Company has the ability to, and may decide to, use a portion of its cash and cash equivalents to reduce debt.

    BEIJING, May 5 (Xinhua) — Chinese movie theaters earned more than 740 million yuan (about 102 million U.S. dollars) in box office revenue during the five-day national holiday to mark International Labor Day that ended Monday, according to data from Chinese ticketing platform Maoyan.

    The chart was topped by director Andrew Lau’s “Dumpling Queen,” which grossed more than 190 million yuan. The film tells the story of a Hong Kong street food vendor who creates a popular frozen food brand.

    Second place went to financial crime thriller Money Hunt. The film about high-stakes fraud and market manipulation earned more than 133 million yuan.

    GUIYANG, May 5 (Xinhua) — Chinese Vice Premier Zhang Guoqing on Monday called for all-out efforts to rescue and treat people injured in the multiple ship sinking incident in southwest China’s Guizhou Province.

    On the afternoon of May 4, a sudden strong wind caused four boats to capsize on a river in Qianxi City, leaving 84 people in the water. By 12:45 p.m. Monday, all the victims had been found: 10 people were dead, 70 were injured, and four were uninjured.

    Zhang Guoqing, who is also a member of the Politburo of the CPC Central Committee, went to the scene of the tragedy and then to a local hospital to direct rescue work and provide medical assistance.

    At a meeting early Monday morning, he called for medical professionals and resources to be properly deployed to treat the injured to minimize the number of deaths and disabilities due to injuries. The vice premier also called for comprehensive support for the families of the victims.

    Zhang Guoqing required strengthening the implementation of safety management responsibility measures, including accident prevention, identification of hidden dangers and elimination of deficiencies, to effectively prevent and minimize major accidents.

    As the vice-premier of the Chinese government emphasized, it is necessary to focus on key areas such as tourist attractions, large public facilities, residential areas and transportation routes, and identify and eliminate hidden risks based on the lessons learned from previous incidents.

    BEIJING, May 5 (Xinhua) — In the stately Conference Building at the United Nations Headquarters in New York City, a 65-inch-tall resplendent bronze vessel gleams under soft light, its cloisonne enamel blazing in vibrant Chinese red.

    The “Zun of Peace,” presented by Chinese President Xi Jinping in September 2015 as a special gift for the United Nations’ 70th anniversary, is not merely a delicate artifact. It embodies the aspiration and conviction of the Chinese people to seek peace, development, cooperation and win-win outcomes, Xi said at its unveiling.

    A decade later, as the top Chinese leader travels to Moscow to celebrate the 80th anniversary of victory in the Great Patriotic War, his presence both carries the weight of history and reaffirms a vision of the future.

    Leading a nation always aspiring for peace and harmony in its long history and further strengthened by its battles against militarism, imperialism and fascism in its recent past, Xi commands a unique insight into the value of peace, and has steadfastly championed the building of a peaceful world, a cause of great urgency given the tensions and conflicts on the global landscape today.

    Xi sees history as a mirror from which humanity should draw lessons to avoid repeating past calamities.

    This year marks the 80th anniversary of victory in what is commonly known in China as the World Anti-Fascist War or, more globally, as World War II. Almost every part of the world was involved, and more than 100 million were killed or wounded in what was described as the most destructive conflict in human history.

    The bravery and tremendous sacrifice of the Chinese people played a decisive role in defeating Fascist Japan and offered strategic support to the Allies on the European and Pacific battlefields.

    “History has told us to stay on high alert against war, which, like a demon and nightmare, would bring disaster and pain to the people,” Xi once said. “History has also told us to preserve peace with great care, as peace, like air and sunshine, is hardly noticed when people are benefiting from it, but none of us can live without it.”

    This historical observation features prominently in Xi’s unrelenting pursuit of peace. He has repeatedly reiterated China’s commitment to peaceful development, pledging that China will never seek hegemony, expansion or any sphere of influence, no matter how strong it may grow.

    During a 2014 visit to France, Xi reshaped Napoleon’s metaphor of China as a “sleeping lion” that would shake the world upon awakening. “Now China the lion has awakened. But it is a peaceful, amicable and civilized lion,” Xi said when illustrating the peaceful dimension of the Chinese Dream.

    Xi’s philosophy stems from the millennia-old Chinese culture. An avid reader of traditional Chinese classics, he once expounded how ancient Chinese wisdom views war and peace by quoting “The Art of War,” a Chinese classic written more than 2,000 years ago.

    The book’s key message “is that every effort should be made to prevent a war and great caution must be exercised when it comes to fighting a war,” Xi said when delivering a keynote speech in the UN Office at Geneva in 2017.

    Xi’s view on prudence in warfare is also reflected in his exchanges with foreign leaders and officials.

    “It has long been known that the real experts on military affairs do not want to employ military means to solve issues,” he quoted a Chinese aphorism when meeting with then U.S. Secretary of Defense James Mattis in Beijing in 2018.

    A clear manifestation of Xi’s reflection is to cherish history and honor heroes. “A nation of hope cannot be without heroes,” Xi once said. Every year since 2014, Xi has paid tribute to China’s fallen heroes on Martyrs’ Day, which falls on Sept. 30, a day ahead of the country’s National Day.

    In 2015, when China celebrated the 70th anniversary of its victory in World War II, Xi presented medals to Chinese veterans and representatives from Russia and other countries who assisted Chinese soldiers on the battlefields.

    Nikolai Chuikov, the grandson of Soviet General Marshal Vasily Chuikov, was among those who received a peace medal from Xi. “Of all the honors I have won, I hold the highest regard for the peace medal,” he said.
