    Tashkent, July 18 (Xinhua) — In the first six months of 2025, the volume of foreign exchange transactions between banks and individuals in Uzbekistan amounted to 14.5 billion US dollars. This is 24 percent more compared to the same period last year, local media reported on Friday, citing the Central Bank of Uzbekistan.

    According to the report, banks purchased $9.1 billion from the population in the first half of the year. This is 27 percent more than in the same period last year.

    The volume of currency sold by banks to individuals amounted to $5.4 billion, which is 18 percent more than in the same period last year.

    In 2024, the total volume of foreign currency trade between banks and the population in Uzbekistan amounted to $25.5 billion. –0–

    BEIJING, July 18 (Xinhua) — China has introduced new measures to encourage reinvestment by foreign-funded enterprises, according to a circular jointly issued by seven government bodies including the National Development and Reform Commission (NDRC).

    According to the circular, the measures cover a wide range of areas, including improving the quality of project support services, simplifying the procedure for setting up new enterprises with reinvestment, and introducing innovative financial products and services.

    These efforts are aimed at helping foreign-funded companies expand their presence and achieve long-term development in the Chinese market, the SCRR said.

    The circular clarifies the scope of the incentive measures and sets out requirements for launching pilot programs for reporting investment information of foreign-invested companies, strengthening information sharing among departments and improving assessment methods to encourage foreign investment. –0–

    BEIJING, July 18 (Xinhua) — China expresses strong dissatisfaction and resolute opposition to the Canadian government’s recent decision to tighten restrictions on steel imports, a spokesman for China’s Ministry of Commerce said Friday.

    The official representative made a corresponding statement in response to a media inquiry on this issue.

    Finance Canada recently announced that, effective August 1, in response to U.S. steel tariffs and given the global steel glut, it will expand steel import quotas, tighten existing quota restrictions, and impose additional duties on above-quota imports. In addition, Canada will impose an additional 25 percent duty on imports of steel products smelted and cast in China from all countries except the United States.

    Commenting on the measures, a spokesman for China’s Ministry of Commerce said they violate World Trade Organization rules, destabilize the international trade order and harm China’s interests, representing a typical manifestation of unilateralism and protectionism.

    The official noted that the real reason for the difficulties in Canada’s steel industry is the unilateral tariff measures of the United States. However, Canadian authorities ignore the main contradiction and try to shift the damage to the industry to other trading partners, including China, he added.

    According to the official representative, the Canadian side’s actions are logically unfounded, legally illegal and practically useless. They will seriously damage normal trade and economic cooperation between China and Canada, he warned.

    The Chinese side calls on Canada, in the spirit of safeguarding the multilateral trading system and maintaining the overall context of China-Canada economic and trade relations, to promptly correct its wrong actions and lift the restrictive measures. China will take all necessary measures to resolutely protect the legitimate rights and interests of its enterprises, the spokesperson added. –0–

    WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement upon committee passage of the Fiscal Year 2026 Energy and Water Development and Related Agencies Appropriations Act.  

    “The United States is at a critical point regarding the future of domestic energy production, and this legislation makes clear the prominent role nuclear energy and small modular reactors will play as we work to become truly energy dominant,” said Rep. Newhouse.  

    Newhouse continues, “It also makes new investments into the Office of Science, which supports the mission at PNNL, and delivers the necessary resources to the Army Corps of Engineers to manage and maintain our critical hydroelectric dams. While there are further changes and funding increases that I would like to see in this legislation, specifically for Hanford and for PNNL, it serves as a strong starting point as we prepare to work with the Senate to support our nation’s energy needs.” 

    The Energy and Water Development and Related Agencies Appropriations Bill provides a total discretionary allocation of $57.300 billion, which is $766.4 million below the Fiscal Year 2025 enacted level. The defense portion of the allocation is $33.223 billion, and the non-defense portion of the allocation is $24.077 billion. 

    The bill prioritizes funding for agencies and programs that safeguard U.S. national security, unleash American energy dominance, and advance economic competitiveness.

    American Energy 

    • Supports one of the largest investments focused on mining production technologies 
      for critical minerals extraction in decades, reducing reliance on foreign sources.
    • Robustly funds small modular reactor and advanced reactor demonstration projects, as well as increases funding for the Nuclear Regulatory Commission to expand capacity for the review, licensing, and oversight of new nuclear reactors.
    • Facilitates the efficient transport of goods and commodities through improvements 
      and maintenance of America’s ports and waterways.
    • Increases investments to develop new baseload geothermal energy sources to capitalize on our vast domestic resources.
    • Maintains funding for cybersecurity efforts that enable a resilient, reliable, and secure electric grid.

    Nuclear Deterrent and National Security

    • Provides $20.662 billion for the continued modernization of the nuclear weapons 
      stockpile and infrastructure.
    • Provides $2.171 billion to support the U.S. Navy’s nuclear fleet by investing in 
      infrastructure and new technologies to maintain America’s advantage over our adversaries.
    • Provides $1.984 billion to reduce the danger of hostile nations or terrorist groups acquiring nuclear weapons.
    • Prohibits the sale of crude oil from the Strategic Petroleum Reserve to the Chinese Communist Party.

    Foreign Secretary David Lammy spoke at the UK Post Ministerial Conference with ASEAN member states, highlighting achievements under the UK’s Dialogue Partnership.

    Thank you all. Minister Bui, we’re grateful for Vietnam’s support as our country coordinator. And Minister Mohamad, it’s such a pleasure to be here in your beautiful country.

    Last year, I told ASEAN I wanted to reconnect Britain with the world. Today, I’m the first British Foreign Secretary to return to one of these meetings since we became your newest Dialogue Partner.

    I hope this consistency is welcome right now. The world feels no less volatile than it did a year ago.

    Rapid technological change is remaking our societies, rewiring our economies, reshaping the global balance of power.

    I agree countries like ours need to respond with resilience, with innovation and dynamism, and by putting people – our citizens – first.

    Those are the values of your Community Vision 2045, precisely what we hope partnership with Britain can achieve.

    As our recently published Trade Strategy set out, we believe this region offers real potential for our businesses to expand. We are working with you to unlock that.

    That’s why we backed CPTPP’s decision in May to work towards a dialogue this year with ASEAN, why we’ve been supporting development of the ASEAN Power Grid, why we’re backing British firms to scale up their investments here.

    Likewise, as our recently published National Security Strategy stressed, our region’s security and your region’s security are inextricably linked.

    Russia illegally invaded Ukraine – that has consequences for markets here in Asia. North Korean troops fight for Russia – that has consequences for our Ukrainian friends on the European frontline. Smugglers or scammers ply their criminal trade – that has consequences for all our citizens and, ultimately, our tax revenues.

    At the heart of our security cooperation is a shared commitment to a free and open Indo-Pacific. The recent visit of Britain’s Carrier Strike Group and this Dialogue Partnership are just 2 examples of how, together, we can support this goal.

    We stand firmly behind ASEAN centrality, recognising it underpins peace, prosperity and stability across the region.

    All told, we’ve done a lot on both growth and security this past year. Nearly 95% of our Action Plan on track for delivery, the commitments we made last year in our first joint ministerial statement well under way.

    Our job now is to go further, ahead of the fifth anniversary of this partnership next year and a new Action Plan to guide our cooperation to 2030.

    BEIJING, July 18 (Xinhua) — China on Friday strongly opposed a U.S. report that hypes the so-called “China threat” and called on relevant U.S. politicians to stop smearing and suppressing China.

    Chinese Foreign Ministry spokesperson Lin Jian made the remarks during a regular briefing for reporters when asked about a report by Democratic members of the U.S. Senate Foreign Relations Committee, in which they called on Congress to take steps to restore the United States’ global reputation and influence to prevent China from overtaking the United States as the world’s leading power.

    Lin Jian noted that the relevant report is permeated with Cold War thinking, incites confrontation between major powers and inflates the so-called “Chinese threat.” In fact, it is aimed at containing and suppressing China, which the Chinese side is firmly against, the diplomat added.

    The official representative stressed that China adheres to an independent and self-sufficient peaceful foreign policy, always strives to be a positive, stabilizing and creative force, and does not want and will not compete with any country for influence, Lin Jian added.

    China adheres to the principles of mutual respect, peaceful coexistence and win-win cooperation when handling its relations with the United States, Lin Jian said.     Moscow, July 18 /Xinhua/ — Russia considers the unilateral sanctions imposed by the European Union to be illegal, Russian presidential press secretary Dmitry Peskov said on Friday, commenting on the 18th package of EU sanctions.

    “We have repeatedly said that we consider such unilateral restrictions to be illegal, and we oppose them,” TASS quotes him as saying.

    As the Kremlin spokesman noted, the Russian leadership will analyze the new package of European sanctions in order to minimize its consequences. “So far, we see a fairly consistent anti-Russian line from Europe,” he added.

    D. Peskov also emphasized that sanctions are a double-edged weapon that will also hit the initiators of the restrictions.

    “Each new package adds a negative effect for the very countries that join it,” concluded the press secretary of the Russian president.

    Recall that the European Union (EU) approved a new package of sanctions against Russia on Friday. It includes a reduction in the price ceiling for Russian oil sold to third countries by 15 percent of the market price.     UK tightens Oil Price Cap in blow to Putin’s war machine

    The UK and EU will lower the crude Oil Price Cap.

    • UK and EU lower the crude Oil Price Cap, striking at the heart of Putin’s oil revenues

    • coordinated action comes as the UK and allies continue to ratchet up economic pressure on Russia

    UK will ramp up economic pressure on Russia with fresh measures directly targeting Putin’s critical oil revenues. 

    The UK and EU have today announced a lowering of the Crude Oil Price Cap, striking at the heart of Putin’s oil revenues.  

    Today’s action will lower the Crude Oil Price Cap from $60 barrel to $47.60 directly hitting Russia’s oil revenues, which have already fallen 35% year-on-year to May.  

    This will clamp down on Putin’s oil industry, driving down the market value of Russian crude oil and hurting a crucial source of funding for the Kremlin’s illegal war in Ukraine.

    Every financial blow against Russia’s oil revenues is another step towards a just and sustainable peace in Ukraine, and a step towards security and prosperity in the UK and beyond, which is a key foundation of the government’s Plan for Change.

    Speaking at the G20 in South Africa, Chancellor of the Exchequer Rachel Reeves said: 

    The UK and its EU allies are turning the screw on the Kremlin’s war chest by stemming the most valuable funding stream of its illegal war in Ukraine even further.  

    This decisive step to lower the Crude Oil Price Cap will target Russia’s oil revenues and ramp up the pressure on Putin by exploiting his biggest vulnerability – while keeping energy markets stable.

    Foreign Secretary David Lammy said:

    As Putin continues to stall on serious peace talks, we will not stand by.  

    That’s why we’re striking at the heart of the Russian energy sector alongside the EU. Together we will continue to apply relentless pressure on Putin, squeezing his critical oil industry and cutting off funding for his illegal war in Ukraine.

    The UK is taking decisive action to cut off Putin’s oil supply pipeline and has to date sanctioned over 250 ships responsible for transporting Russian energy.

    The UK has been clear that delaying peace efforts will only redouble our resolve to help Ukraine to defend itself and ratchet up pressure on Russia. That’s why the UK has committed £3 billion a year of military support for Ukraine for as long as it takes. 

    Today’s action comes as the UK further clamps down on Russian malign activity, exposing and sanctioning Russian spies responsible for spreading chaos and disorder on Putin’s orders.    

     The UK and EU are working in lockstep to combat those callously fuelling the fires of destruction in Ukraine and are committed to ramping up economic pressure on Putin, forcing him to the table to secure a just and lasting peace in Ukraine.

    Background 

    • The Crude Oil Price Cap, introduced in December 2022, is a measure to limit the Kremlin’s ability to finance its war against Ukraine, and prohibits G7 companies from shipping, insuring, or otherwise servicing Russian oil sold above $60 per barrel. Now, the UK and EU are lowering this to $47.60 per barrel, directly slashing Putin’s oil profits. 

    • The price caps of $100 on high-value refined oil products, such as diesel and petrol, and $45 on low-value refined oil products, such as fuel oil, remain unaffected. 

    • Oil exports are one of Russia’s key vulnerabilities: energy revenues account for around 30% of total federal revenues which in turn fund Russia’s war machine. 

    • The government is giving UK businesses time to adapt to the lower price cap. The lowered Oil Price Cap of $47.60 per barrel comes into effect at 23:01 (BST), Tuesday, 2 September 2025. Additionally, for any trades with an effective date of contract before this date, and which are compliant with the existing price cap of $60 per barrel, there will be a wind-down period of 45 days, ending at 23:01 (BST), Friday, 17 October 2025.

The operators of such programs will be JSC “SME Corporation” and JSC “SME Bank”.

    Financial support will be provided to small and medium-sized companies that are not affiliated with city-forming enterprises.     The priority recipients of such support will be enterprises from 19 single-industry towns. These include, in particular, the towns of Berezovsky and Polysaevo in the Kemerovo Region, as well as the town of Chernogorsk in the Republic of Khakassia.

    For the comprehensive development of such single-industry towns, “road maps” are being developed together with regional authorities, providing for the consolidation of government support measures.

    According to preliminary data, the population’s mortgage debt increased by 0.6% over the month after 0.5% in May. The bulk of loans issued are still accounted for by state programs.

    The consumer loan portfolio decreased by 0.4% after near-zero dynamics in May, including due to a halt in the growth of debt on credit cards.

    Taking into account investments in bonds, banks’ claims on companies grew by 0.9% in June (0.4% a month earlier). Ruble loans increased mainly (0.7%), with a significant portion of the increase coming from housing developers.

    Household funds in banks increased by a noticeable 1.5% after the seasonally weak dynamics of May (0.2%). Corporate funds, on the contrary, decreased slightly (-0.2% after 0.4% in May).

    The sector’s profit (excluding dividends from Russian subsidiary banks) for the month amounted to 392 billion rubles, which is one third higher than the May result. However, the growth is mainly due to a one-time release of reserves and is not indicative. Since the beginning of the year, banks have earned 1.7 trillion rubles, as in the same period last year.

    Thanks to the national project “Infrastructure for Life”, sections of regional and local roads are being brought into compliance with the regulations – approaches to villages, settlements, hamlets, etc. In 2025, it is planned to renew 520 approaches to small settlements with a total length of over 3 thousand km.     “Convenient road access to small settlements directly affects the quality of life. Such roads improve the availability of medical care, education, jobs and shops, stimulate the development of local business and agriculture, and improve social ties. High-quality routes contribute to the influx of tourists, investment and new opportunities, which ultimately helps maintain the population and stop the outflow of young people to large cities. In 2025, under the national project “Infrastructure for Life”, we plan to put in order 520 access roads to villages, settlements, hamlets and small towns – this is over 3 thousand km of the regional and local road network,” said Marat Khusnullin.

    Transport Minister Andrey Nikitin noted that the development of roads in rural areas is one of the key areas of work for road workers. According to data as of the end of 2024, the length of public roads of local importance passing through rural areas is 776.1 thousand km, of which 406.7 thousand km are paved. “To ensure sustainable growth of the country’s agricultural sector and improve the quality of life of people in rural areas, the state program “Integrated Development of Rural Areas” is being implemented in Russia. Thanks to it, in 2025 about 338 km of roads providing access to settlements and agricultural enterprises will be brought up to standard,” said Andrey Nikitin.

    Thus, in the Tula region, a section of the Tula-Belev highway – access to the settlement of Dubna has been repaired. The road provides access to the Mosolov estate with a park, the Church of Peter and Paul, as well as to the site of the annual festival “Orthodox Dubna”, which attracts many guests.

    On a 3 km long section, the asphalt concrete surface has already been completely replaced, the shoulders have been reinforced with crushed stone, and the exits, stops and landing areas have been restored. In parallel, road works are being carried out in the village itself under the national project. The length of the sections being repaired is over 2 km.

    In the Republic of Mari El, an access road to the village of Markelovo was put into operation after repairs. The length of the facility is 2.5 km. The road leads to socially significant facilities located in the administrative center of the Novotoryalsky District. In total, 14 such facilities with a total length of 97.5 km will be renovated in the region under the national project.

    In the Samara Region this year, about 160 km of roads will be put into operation, connecting small settlements with regional centers and key highways. In total, 15 sections leading to 25 villages and hamlets will be updated.

    For example, in Krasnoarmeysky District, 5.4 km of the Samara-Volgograd-Pestravka-Leninsky-Kochetkovsky-Butkovsky highway are undergoing major repairs. This is the only route connecting the settlements of Butkovsky and Sofinsky with the regional road network. In addition, this is the route to the main social facilities of the rural settlement of Leninsky, to which these settlements belong. It is also part of the school route.

    In the Susaninsky District of the Kostroma Region, a 3.2 km long access road to the village of Medvedki is being brought up to standard. The road connects the settlement with the regional highway Kostroma – Susanino – Buy and allows residents to get to the district and regional centers. The school bus route also passes through here. In addition, the access road provides transport accessibility to the tourist site located in Medvedki – the oldest stud farm, which was founded in 1891 by the merchant Skalozubov.

    Japan has increased its defense budget to a record high in 2025, ramping up its military capabilities to the fullest extent, KCNA reported, adding that as part of the effort, Tokyo is purchasing medium-range air-to-air missiles, long-range air-to-ground missiles and related equipment from Washington worth US$3.7 billion.

    Japan is also considering deploying 400 US-made Tomahawk long-range cruise missiles and Type-12 surface-to-ship missiles that increase their range to more than 1,000 km, KCNA reported.

    Japan, which has long positioned itself as a “peaceful nation” adhering to the principle of “exclusive defense,” is currently working to develop capabilities for offensive operations, including long-range strikes and cross-domain operations, KCNA said.

We stand in solidarity and recognise that Estonia, France, the United Kingdom and the United States have recently attributed malicious cyber activity targeting several NATO Allies and Ukraine to Russia’s military intelligence service (GRU).  We recall that in 2024, Germany and the Czech Republic individually attributed activity to APT 28, which is sponsored by the GRU. We also note with concern that the same threat actor targeted other national governmental entities, critical infrastructure operators and other entities across the Alliance, including in Romania. These attributions and the continuous targeting of our critical infrastructure, with the harmful impacts caused across several sectors, illustrate the extent to which cyber and wider hybrid threats have become important tools in Russia’s ongoing campaign to destabilise NATO Allies and in Russia’s brutal and unprovoked war of aggression against Ukraine.

    2. We call on Russia to stop its destabilising cyber and hybrid activities. These activities demonstrate Russia’s disregard for the United Nations framework for responsible state behaviour in cyberspace, which Russia claims to uphold. Russia’s actions will not deter Allies’ support to Ukraine, including cyber assistance through the Tallinn Mechanism and IT capability coalition. We will continue to use the lessons learned from the war against Ukraine in countering Russian malicious cyber activity.

  • MIL-OSI Russia: Rosneft presented a new auto route in the Samara region – “Zavolzhskie Gorizonty”

    Rosneft and the Ministry of Tourism of the Samara Region presented the second joint project for auto tourists “Zavolzhskie Gorizonty”. The route runs through the natural and cultural attractions of the Samara and Saratov Regions.

    The route presentation was organized at the Rosneft gas station in Samara, where the Company’s volunteers held a thematic quiz for car owners with useful prizes. During the presentation, the famous Russian racing driver of the LADA Sport ROSNEFT team Vladimir Sheshenin held an autograph session, during which everyone could take a joint photo with the famous athlete.

    Rosneft actively supports initiatives to develop domestic tourism and aims to create comfortable conditions for car travelers. Developing roadside service and improving the level of customer service provided at Rosneft filling stations is one of the Company’s priority areas of activity.

    The “Zavolzhskie Horizons” route starts in Samara, where the dacha of the merchant Golovkin is located. The building was built in the early 20th century in the Art Nouveau style and is a cultural heritage site. A distinctive feature of the house, located on a steep bank, is two life-size sculptures of elephants. They are clearly visible from ships passing along the Volga.

    On the way out of the capital of the province, travelers can visit the Vertoletka culture and recreation park, which is recognized as the best implemented public space project in Russia and has become the best observation deck in the city. The steep bank offers breathtaking panoramic views of Samara, the majestic Volga and the legendary Zhiguli Mountains.

    The route then leads to the Serebro Severa ethnographic center in the village of Yagodnoye, where guests can get acquainted with northern culture, visit a reindeer camp and a village with sled dogs. In ancient Syzran, tourists will meet history at the Spasskaya Tower, the only surviving structure of the 17th-century Syzran Kremlin, a cultural heritage site of federal significance.

    The journey along the route ends in Khvalynsk, Saratov Region, in the national park – the center of ecotourism, preserving rare species of flora and fauna, with its holy springs, eco-trails and thematic exhibitions and museums dedicated to representatives of flora and fauna.

    “Zavolzhskie Gorizonty” became the second tourist route developed by Rosneft and the Ministry of Tourism of the Samara Region within the framework of the agreement signed in 2024 Memorandum of Cooperation between the Company and the Regional Government.

  • MIL-OSI Russia: Rosneft presented a new auto route in the Samara region – “Zavolzhskie Gorizonty”

    Rosneft and the Ministry of Tourism of the Samara Region presented the second joint project for auto tourists “Zavolzhskie Gorizonty”. The route runs through the natural and cultural attractions of the Samara and Saratov Regions.

    The route presentation was organized at the Rosneft gas station in Samara, where the Company’s volunteers held a thematic quiz for car owners with useful prizes. During the presentation, the famous Russian racing driver of the LADA Sport ROSNEFT team Vladimir Sheshenin held an autograph session, during which everyone could take a joint photo with the famous athlete.

    Rosneft actively supports initiatives to develop domestic tourism and aims to create comfortable conditions for car travelers. Developing roadside service and improving the level of customer service provided at Rosneft filling stations is one of the Company’s priority areas of activity.

    The “Zavolzhskie Horizons” route starts in Samara, where the dacha of the merchant Golovkin is located. The building was built in the early 20th century in the Art Nouveau style and is a cultural heritage site. A distinctive feature of the house, located on a steep bank, is two life-size sculptures of elephants. They are clearly visible from ships passing along the Volga.

    On the way out of the capital of the province, travelers can visit the Vertoletka culture and recreation park, which is recognized as the best implemented public space project in Russia and has become the best observation deck in the city. The steep bank offers breathtaking panoramic views of Samara, the majestic Volga and the legendary Zhiguli Mountains.

    The route then leads to the Serebro Severa ethnographic center in the village of Yagodnoye, where guests can get acquainted with northern culture, visit a reindeer camp and a village with sled dogs. In ancient Syzran, tourists will meet history at the Spasskaya Tower, the only surviving structure of the 17th-century Syzran Kremlin, a cultural heritage site of federal significance.

    The journey along the route ends in Khvalynsk, Saratov Region, in the national park – the center of ecotourism, preserving rare species of flora and fauna, with its holy springs, eco-trails and thematic exhibitions and museums dedicated to representatives of flora and fauna.

    “Zavolzhskie Gorizonty” became the second tourist route developed by Rosneft and the Ministry of Tourism of the Samara Region within the framework of the agreement signed in 2024 Memorandum of Cooperation between the Company and the Regional Government.

  • MIL-OSI Russia: The State University of Management will provide expert and analytical support in organizing the activities of the commissions of the State Council of Russia

    On July 17, 2025, the State University of Management was visited on a working visit by GUU graduates: Anton Ageyev, General Director of the ANO “Expert Coordination Center of the Commissions of the State Council of the Russian Federation”, Deputy Chairperson of the State Council of Russia Commission on Personnel Elena Lagoshina, Deputy Governor of the Kaluga Region Tatyana Leonova.

    At the beginning of the meeting, the rector of the State University of Management Vladimir Stroev spoke in detail about his participation in the work of the 1st All-Russian Festival of Student Families.

    Anton Ageyev, Director General of the Expert Coordination Center of the Commissions of the State Council of Russia, outlined the purpose of the working visit. Since April of this year, the structure of the State Council commissions that work in the areas of national projects has been changed.

    Let us recall that Decree No. 309 of the President of Russia in May 2025 defined the national development goals of the Russian Federation until 2030.

    Given the cross-cutting, interdepartmental nature of the national projects developed in pursuance of this Decree, it is necessary to strengthen interaction with the scientific and expert community. For this purpose, it is planned to conclude an agreement with the State University of Management, which implies the joint implementation of the tasks facing the commissions of the State Council of the Russian Federation in the relevant areas of socio-economic development, for which it is supposed to use the scientific and educational potential of the oldest management university in the country.

    The meeting participants discussed the development and implementation of research, expert-analytical, educational and project activities; areas of preparation, publication and distribution of methodological, analytical and information materials; organization and holding of joint events, exchange of experience, best practices and information in the field of joint activities.

    Deputy Governor of the Kaluga Region Tatyana Leonova outlined priority areas of joint work, which will primarily concern the activities of the State Council commissions “Personnel”, and noted the need for interdepartmental cooperation to solve the strategic task set by the President of Russia to achieve technological leadership for Russia.

    Vice-Rector of the State University of Management Maria Karelina proposed a systematic approach to solving the issues under discussion and integrating the results of the work of the State Council commissions into mathematical models, formalizing this in the form of a special project.

    The meeting participants particularly focused on the issue of eliminating the need for personnel and current instruments for regulating the labor market: forecasting the need, recruiting students in sought-after specialties in colleges and universities, and cooperation with employers and the state.

    The guests and representatives of the rector’s office of the State University of Management exchanged many other ideas, one of which suggested the obligation of all state structures to post their research on a single resource, which will expand the analytical capabilities of the State Council commissions and speed up the synchronization and updating of data.

    The colleagues compared schedules and agreed to approve specific projects in the near future within the framework of the cooperation and interaction agreement.

  • MIL-OSI China: EU announces 18th round of sanctions against Russia

    The European Union (EU) approved a new round of sanctions against Russia on Friday, EU High Representative for Foreign Affairs and Security Policy Kaja Kallas said.

    “The EU just approved one of its strongest sanctions packages against Russia to date,” Kallas wrote on the social media platform X.

    The package contains a provision to lower the price cap on Russian oil sold to third countries by 15 percent below the market rate. Initially set at 60 U.S. dollars per barrel by the G7 in 2022, the cap under this new EU scheme will launch at 47.6 dollars, with the flexibility to adjust in line with future oil price movements.

    As part of the package, measures are also included to ensure that the Nord Stream 1 and 2 gas pipelines in the Baltic Sea cannot be reactivated.

    Also, Kallas said the EU will impose sanctions on a Russian-owned oil refinery in India and blacklist more than 100 additional vessels from Russia’s so-called “shadow fleet,” believed to be circumventing EU sanctions by carrying mainly Russian oil.

    Slovakia, which relies heavily on Russian gas, had been holding up the proposed EU sanctions package. However, it said Thursday evening that it will green-light the new EU sanctions after securing guarantees from European Commission President Ursula von der Leyen that protect Slovakia’s energy interests.
