First Deputy Prime Minister Denis Manturov held a meeting on the prospects for the development of the automotive industry until 2035. Currently, interested departments, on behalf of the First Deputy Prime Minister, are already preparing their proposals to update the Strategy for the Development of the Automotive Industry of the Russian Federation until 2035, approved at the end of 2022. “It is important to conduct joint work of all departments and ensure the interrelation of the developed updates to the industry strategy for the development of the automotive industry with both the Transport Strategy of the Russian Federation – in terms of infrastructure development and balance with other types of transport, and with the Energy Strategy – in terms of the use of traditional and alternative types of fuel,” noted Denis Manturov.

The event, which took place at the Government Coordination Centre, was attended by Deputy Prime Ministers Alexander Novak and Vitaly Savelyev, Minister of Industry and Trade Anton Alikhanov, Minister of Transport Roman Starovoit, representatives of the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Economic Development, the Ministry of Emergency Situations, the Ministry of Energy, the Ministry of Internal Affairs and other federal and regional executive bodies, as well as leading companies in the industry.

Deputy Minister of Industry and Trade Albert Karimov spoke about the factors and prerequisites that, according to the Ministry of Industry and Trade, could have the greatest impact on the development of the domestic automobile industry in the period 2035–2050. Among the key factors is the expansion of the use of alternative fuels in the industry.

“In the strategic aspect of the development of the domestic auto industry, the further introduction of transport on environmentally friendly fuel is a priority for us. We already have state support measures in place for the conversion of equipment to gas motor fuel, as well as measures stimulating the production of electric transport. The development of commercial transport on liquefied natural gas and hydrogen is currently being discussed. The use of these types of fuel improves the environment, helps reduce greenhouse gas emissions, and meets the climate goals of achieving carbon neutrality by the Russian Federation by 2060,” said Deputy Prime Minister Alexander Novak.

The Ministry of Industry and Trade identified the further development of the sharing economy, an increase in the share of electric transport and driverless cars as other factors that will influence the appearance of the Russian auto industry.

The meeting participants also agreed to work out options for fine-tuning government support measures, thanks to which the promising image of the domestic auto industry will be formed.

In his latest address to the International Atomic Energy Agency (IAEA) Board of Governors on Monday, Director General Rafael Mariano Grossi warned of the escalating nuclear safety risks in Ukraine as the conflict grinds on.

Reaffirming the UN-backed IAEA’s commitment to monitoring facilities such as the Khmelnitsky, Rivne and South Ukraine Nuclear Power Plants (NPPs), he described how facilities were performing under extreme conditions.

“The electrical grid’s ability to provide a reliable off-site power supply to Ukrainian NPPs was reduced by damage sustained following military attacks in November and December 2024,” Mr. Grossi stated, underscoring the ongoing strain on national energy infrastructure, in the face of Russia’s ongoing invasion.

Direct attacks on staff

Direct attacks have complicated the agency’s work. The Director General described a drone strike that severely damaged an IAEA vehicle during a routine rotation.

“Staff survived this unacceptable attack unharmed, but the rear of the vehicle was destroyed,” he said, noting the continuous risks faced by staff working in these volatile conditions.

Particularly concerning is the situation at the Zaporizhzhya Nuclear Power Plant (ZNPP), where six reactor units remain in cold shutdown. The facility’s off-site power supply continues to be vulnerable.

Mr. Grossi highlighted a recent incident in which ZNPP relied on a single off-site power line after losing its remaining backup, further underscoring the fragility of the plant.

Meanwhile, an attack on the Chernobyl site nearly three weeks ago, which caused significant damage to the protective structure of the 1986 reactor, was also addressed.

While no radioactive release occurred, Mr. Grossi stressed that the attack “underlines the persistent risk to nuclear safety during this military conflict.”

Support for safety efforts

Despite the challenges, Mr. Grossi reaffirmed the IAEA’s ongoing support for Ukraine.

Since November 2024, the Agency has delivered 31 shipments of nuclear safety, security and medical equipment, totalling over €15.6 million in value.

“We are grateful to all 30 donor states and the European Union for their extrabudgetary contributions,” Mr. Grossi added, urging continued support for the comprehensive assistance programme.

Concerns over Iran’s nuclear programme

Mr. Grossi also reported fresh concerns over Iran’s nuclear programme, especially its stockpile of uranium enriched to 60 per cent.

Iran remains the only non-nuclear weapon State enriching uranium to this level, raising significant concerns over potential weapons development.

“Iran says it has declared all nuclear material, activities and locations required under its NPT Safeguards Agreement. However, this statement is inconsistent with the Agency’s findings of uranium particles of anthropogenic origin at undeclared locations in Iran,” Mr. Grossi explained.

The Director General emphasised the need for greater transparency, stressing that unresolved safeguards issues must be addressed for Iran’s nuclear activities to be deemed peaceful.

He called on Iran to urgently implement the Joint Statement of March 2023 and engage in serious dialogue aimed at resolving outstanding issues.

Global safety initiatives

Mr. Grossi also outlined the IAEA’s broader initiatives, including his recent visit to Japan’s Fukushima Daiichi Nuclear Power Station, where he oversaw the collection of water samples related to the ongoing release of ALPS-treated contaminated water – in the wake of the major 2011 meltdown.

“The IAEA has maintained its independent monitoring and analysis efforts, confirming that tritium concentrations in the discharged batches remain far below operational limits,” he noted.

Looking ahead, the Director General highlighted key upcoming initiatives, such as the launch of the Atomic Technology Licensed for Applications at Sea (ATLAS) and the IAEA’s first International Symposium on Artificial Intelligence and Nuclear Energy, which will take place in December 2025.

A growing role in energy solutions

With the global demand for energy rising, Mr. Grossi pointed to the growing role of nuclear power in addressing energy needs.

“In the IAEA’s high case scenario, global nuclear electricity generating capacity is seen increasing two and a half times by 2050,” he said.

However, the Director General stressed that such growth must be accompanied by public support and a continued commitment to safety.

MIL-OSI Global: How Trump’s spat with Zelensky threatens the security of the world – including the US

After the catastrophic press conference on February 28 between Ukrainian president Volodymyr Zelensky and US president Donald Trump, it is clear that there has been a global realignment.

What the press conference revealed was that Trump’s position is a lot closer to Russian president Vladmir Putin than long-time US ally Ukraine, and also that other US allies cannot count on Washington to promote the global world order.

The extraordinary spectacle ended with Trump and vice-president J.D. Vance shouting at Zelensky, telling him he wasn’t thankful for US aid. Since then, the expected mineral deal between Ukraine and the US has been called off – at least for now.

There was already a wake-up call for European allies about how reliable the US might be during Trump’s first term when he launched his “American first” policy. This included chastising Nato member countries for not paying enough, and characterising Europe as free-riding on US security guarantees.

While this sparked alarm among some European leaders over how to ensure that the continent becomes less dependent on the US, Europeans are now scrambling to respond to Trump 2.0’s much more extreme version of America first. After the press conference, European Union foreign minister Kaja Kallas declared: “Today it became clear that the free world needs a new leader. It’s up to us, Europeans, to take this challenge.”

Trump’s relationship with Russia

To some extent Europe was caught off guard because it was hard to imagine that a US president would swing US support behind Russia, especially after Russia’s unlawful invasion of Ukraine in 2022. But Trump has turned the page on challenging Russian aggression, and does not seem to see Putin’s ambitions as a threat to global security.

Instead in the press conference – as in previous statements – Trump has echoed some of Putin’s talking points, such as Ukraine not having any cards to play, being unwilling to do a peace deal, and having to give up land to Russia.

Trump also refused to say that Putin started the war, and even claimed that peace could have been possible early on in the war had Zelensky wanted peace. Trump even repeatedly opined that both Putin and Trump were brothers of sorts — victims of the same investigation of Russian interference in the 2016 US election.

The press conference also revealed that the security guarantees that Zelensky pushed Trump to confirm were secondary at best. Trump remained vague and offered no details, possibly because he has no intention of the US providing any security to Ukraine.

The aim may have been to goad Zelensky – just weeks ago on Fox News Trump stated that he did not know if Ukrainians would one day become Russian. Meanwhile, Trump’s claim that Ukraine did not have any cards to play is unhelpful to highlight if you are trying to negotiate a great deal for one of your allies.

What Trump seemed to forget is that Ukraine once had a lot of cards — holding the third largest nuclear arsenal in the world with 1,900 strategic warheads, 176 intercontinental ballistic missiles and 44 strategic bombers. Ukraine was coaxed into returning all of its nuclear warheads in exchange for security assurances from Russia and the west, in a 1994 agreement known as the Budapest Memorandum.

But while this memorandum might mean little to the current US president, allies around the world can see how quickly a US leader can forget their country’s commitments. The message that Trump is sending now is that every country must fight for themselves. All interactions are transactional, and economic interests trump the genuine security needs of allies.

This plays perfectly into China’s hands. To China, Trump has signalled that he primarily cares about the tariff issue. In addition, he could implement higher tariffs on the US’s biggest trading partners (and allies), Canada, the EU and Mexico, than on China.

The symbolism of the unsigned mineral deal with Ukraine and the capitulation to Russia’s territorial interests in Ukraine should be music to the ears of China’s president, Xi Jinping.

What it means for China

China has inundated Taiwan with a propaganda campaign that says the self-governing island is part of China. Part of the campaign focuses on the notion that if China were to invade, the US would abandon Taiwan, citing the withdrawal from Afghanistan in 2021 as evidence of this.

The US’s abrupt abandonment of Ukraine adds fuel to this fire. Xi could be emboldened to execute his plan of uniting Taiwan by 2049, if not earlier, which could have disastrous consequences for the global economy.

European leaders met with President Zelensky after the Trump press conference.

Taiwan produces 90% of the world’s most advanced semiconductors needed for artificial intelligence and quantum computing, and has a market share of 68%.

An invasion could lead to a block on global access to semiconductors, causing shortages of all sorts of tech, a possible stock market crash and a fall in trade between Taiwan and western economies. This could cost around US$10 trillion (£7.9 trillion), equal to 10% of global GDP.

Additionally, for countries such as South Korea and Japan that have been persuaded to not embark on nuclear programmes, the US U-turn sows doubt about its commitment to provide a nuclear shield to its Pacific allies. This could prompt these countries to reverse policies of nonproliferation.

What happens to Nato?

Nato has been traditionally led by a US general, but it’s not even clear that the US will remain in the alliance. In the past few weeks Europe has been forced to hold a series of emergency meetings to try to rise to the various global challenges – with or without the US as a key partner.

All of this makes the US more vulnerable as well. The US is more secure and prosperous when it is part of a long-term alliance, working in partnership with its allies to ensure security, stability, free trade and investment. If the US were to even reduce its security commitments to Nato by 50%, estimates suggest trade with members would fall by US$450 billion.

The alliance system has been a backbone of US security since 1949. The cost to Nato’s credibility and to defending its borders if Ukraine loses the war would be trillions, not billions, of dollars.

With Trump appearing desperate to do a deal on Putin’s terms with no concessions, Russia will become much stronger as a result. In spite of the fact that more than 95,000 Russians have died, it’s likely that Russia will act even more boldly, becoming a more attractive ally to US adversaries.

Trump’s support for Putin not only encourages a hostile nuclear power on the doorstep of the US’s top Nato allies, but also suggests that the US cannot be counted on in future.

“Today, Rosreestr is one of the leaders in innovation among government agencies. Over the past five years, the service has achieved a major breakthrough in digitalization. He noted that the digital assistant “Eva” made it possible to automate the process of receiving documents in the MFC. At the same time, the service is used by state registrars of Rosreestr during legal examination, which allows processing 30-40 packages of documents daily instead of 10, as was previously the case. By the end of the year, it is planned to scale “Eva” to the entire country. The “Smart Cadastre” service made it possible to massively identify unregistered real estate objects using neural networks, eliminating manual point analysis and door-to-door canvassing.

According to the head of the department Oleg Skufinsky, over the past five years, Rosreestr has done a lot of work to reengineer processes and digitalize services. In 2020, the service faced serious challenges. The Unified State Register of Real Estate (USRRE) FGIS was not implemented in 34 of the largest regions of the country, which is 70% of the data, or 110 million real estate objects. Interaction with the MFC was entirely on paper, which led to the department’s archives being overfilled.

“In an unprecedentedly short time during 2020, we completed the transition to a single centralized system – the Unified State Register of Real Estate. In 2021, we approved the Rosreestr Development Strategy and the departmental digital transformation program – it is one of the largest and sets 374 indicators for 2025. We reengineered processes, switched to paperless document flow with the MFC and ensured extraterritorial acceptance of documents at the MFC in all regions of the country. We ensured the creation of a single domestic electronic cartographic basis – today the digital map of the country is already 72% complete,” the head of the department said.

According to him, at the end of 2023, Rosreestr put into commercial operation a single digital platform, the National System of Spatial Data (NSPD), which consolidates data on land and real estate. Today, 20 services for people, the state and business operate on the basis of NSPD. Also, on the instructions of the Government and in cooperation with the Ministry of Digital Development, all mass socially significant services of Rosreestr have been transferred to a single portal of public services.

It was also noted that in 2024, the service provided 407 million services, which is 3 times more than 5 years ago. And the share of electronic services has increased 3 times since 2020, to 60%. The term of registration of rights has been reduced by 3.6 times, to 1.4 days, and the term of cadastral registration – by 2.5 times, to 1.6 days. Suspensions of registration of rights have been reduced by 2 times, to 1.2%, and of cadastral registration – by 6.8 times, to 1.63%.

In addition, as part of large-scale work to optimize public administration in the field of land and real estate, the public-law company (PLC) Roskadastr was created in 2022.

Instead of the two institutions and two joint-stock companies that previously operated, one full-cycle enterprise has emerged. Since 2023, the PPC has been operating a competence center in the field of digital technologies – a branch of the Information Technology Center “Roskadastr-Infotech”, which provides support, maintenance and operation of Rosreestr information systems.

Rosreestr has also implemented and is successfully operating a comprehensive information security system.

Deputy Prime Minister Marat Khusnullin held a working meeting with Acting Governor of Rostov Oblast Yuri Slyusar, at which the parties discussed issues of the region’s socio-economic development.

“Rostov Region shows good results in its work. The region has completed the resettlement of emergency housing stock, which was recognized as such before 2017, and has begun the resettlement of housing recognized as emergency after this date. In total, 14.9 thousand people have moved to new houses since 2019. There are successes in the roads. 81.3% of federal roads, 59.4% of regional roads and 82.3% of the backbone network are in standard condition. There is still a lot of work to do in the region, it is necessary to increase the pace and solve the tasks as soon as possible. At the same time, the quality of work cannot sag. In the new national project “Infrastructure for Life”, we continue to engage in a comprehensive improvement of the lives of our citizens,” the Deputy Prime Minister said.

Marat Khusnullin and Yuri Slyusar discussed the development of infrastructure in the region to create comfortable living conditions for people. In the Rostov Region, 198 units of new public transport were delivered in 2023-2024 due to federal support measures, including 158 buses and 40 electric buses. Also, using funds from a special treasury loan, a sewer collector is being built along Lokomotivnaya Street in Rostov-on-Don. Currently, its technical readiness is 95%. In addition, the region uses the mechanism of integrated development of territories. To date, 11 such territories with a total area of 478.4 hectares with a development potential of 5.1 million square meters have been identified in the Rostov Region, of which 2.2 million square meters is residential space.

“There are almost fifty regional projects being implemented in the Don region. All of them are aimed at improving the quality of life of our citizens in various areas. Based on the results of last year, the region achieved certain results in many areas, but we still have more work ahead. The priorities are social support, development of the social sphere, bringing order to the public utilities, forming a sustainable economy, and technological leadership,” noted Yuri Slyusar.

Mr. Speaker…

Less than a week since I called on this House to show the courage of our predecessors…

We see clearly before us – the test of our times.

A crossroads in our history.

So with permission I will update the House on my efforts…

To secure a strong, just and lasting peace…

Following Russia’s vile invasion of Ukraine.

Mr. Speaker – it begins in this House…

Where on Tuesday, I announced the biggest sustained increase in defence spending since the Cold War.

A recognition of the fact that once again, we live in an era…

Where peace in Europe depends upon strength and deterrence.

But also – a rediscovery of the old post-war argument…

Long-held on these benches…

That economic security is national security.

Because Mr. Speaker, the demands we now have to make of Britain…

Must come alongside a new foundation of security for working people.

The tough choices we made last week…

They are not done.

We must use the process of getting to 3% of our national income spent on defence…

To fundamentally rebuild British industry.

Use our investment in military spending…

To create new jobs and apprenticeships in every part of our country.

And that’s why, last night, I announced a deal that perfectly symbolises this new era.

A partnership with Ukraine…

That allows them to use £1.6 billion of UK Export Finance…

To buy 5,000 air defence missiles, manufactured in Belfast.

That means UK jobs…

UK skills…

UK finance…

Pulling together for our national interest…

Putting Ukraine in the strongest possible position for peace…

And protecting innocent civilians from the terror of Russian drones.

Mr. Speaker, my efforts continued on Thursday…

When I met President Trump in the White House…

To strengthen our relationship with America.

Now, what happened in his subsequent meeting with President Zelenskyy…

Is something nobody in this House wants to see.

But I do want to be crystal clear…

We must strengthen our relationship with America…

For our security, for our technology, for our trade and investment…

They are and always will be – indispensable.

And we will never choose between either side of the Atlantic.

In fact, Mr. Speaker…

If anything, the past week has shown that that idea to be totally unserious.

Because while some people may enjoy the simplicity of taking a side…

This week has shown with total clarity…

That the US is vital in securing the peace we all want to see in Ukraine.

So I welcome the opportunity for a new economic deal with the US…

Confirmed by the President last week…

Because it is an opportunity I am determined to pursue.

I welcome the positive discussions we had on European security…

Including his clear support for Article 5 of NATO.

I welcome the understanding, from our dialogue…

That our two nations will work together on security arrangements for a lasting peace in Ukraine.

And I also welcome the President’s continued commitment to that peace…

Which nobody in this House should doubt for a second – is sincere.

Mr. Speaker, I now turn to events this weekend…

And the moving scenes that greeted President Zelenskyy as he arrived in London on Saturday.

Mr. Speaker I saw for myself that he was taken aback when the crowd in Whitehall cheered at the top of their voices, and they were speaking for the whole of our country.

A reminder – that this Government, this House and this nation…

Stand in unwavering support behind him and the people of Ukraine.

Mr. Speaker, we resolved together…

To move forward the strong cause of just and lasting peace for Ukraine.

And then on Sunday…

I hosted European leaders from across our continent, equally committed to this cause…

Including President Macron, Prime Minister Meloni…

The leaders of NATO, the European Commission and Council…

And the Prime Minister of Canada…

A vital ally of this country, the Commonwealth and Ukraine…

Responsible for training over 40,000 Ukrainian troops.

I also had the privilege beforehand…

Of speaking online to the leaders of Estonia, Lithuania and Latvia…

Each of whom, as close as they are to the frontline with Russia…

Stressed the urgency of the moment.

And Mr. Speaker, it was a productive summit.

Together, we agreed a clear strategy.

That the United Kingdom, France and our allies…

Will work closely with Ukraine on a plan to stop the fighting…

Which we will then discuss directly with the United States.

It is a plan that has four clear principles, which I will now share in full with the House.

First, that we must keep the military aid to Ukraine flowing…

Keep increasing the economic pressure on Russia.

And to that end, alongside our partnership on air defence…

We are doubling-down on military aid.

Already this year we have taken our support to record levels…

But on Saturday we also agreed a new £2.2 billion loan for Ukraine…

Backed, not by the British taxpayer…

But by the profits from frozen Russian assets.

Second, we agreed that any lasting peace must guarantee the sovereignty and security of Ukraine.

And that Ukraine must be at the table when negotiating their future…

That is absolutely vital.

Third, we agreed that in the event of a peace deal…

We will continue to boost Ukraine’s defences and Ukraine’s deterrence.

And finally, fourth…

We agreed to develop a “coalition of the willing” ready to defend a deal in Ukraine…

And guarantee the peace.

After all, the Ukrainian position is completely understandable.

For them – the war did not begin three years ago…

That was merely the latest and most brutal escalation.

They have signed agreements with Putin, before.

They have experienced the nature of his diplomacy…

And the calibre of his word.

We can’t accept a weak deal like Minsk again…

No, we must proceed with strength…

And that does now require – urgently…

A coalition of the willing.

Mr. Speaker – we agreed on Sunday that those willing to play a role in this…

Will intensify planning now.

And as this House would expect…

Britain will play a leading role.

With, if necessary and together with others…

Boots on the ground and planes in the air.

Mr. Speaker, it is right that Europe do the heavy lifting…

To support peace on our continent.

But to succeed, this effort must also have strong US backing.

I want to assure the House…

I take none of this lightly.

I visited British troops in Estonia.

And no aspect of my role weighs more heavily…

Than the deployment of British troops in the service of the defence and security in Europe.

And yet I do feel very strongly…

That the future of Ukraine is vital for our national security.

Russia is a menace in our waters and skies…

They have launched cyber-attacks on our NHS…

Assassination attempts in our streets.

In this House, we stand by Ukraine because it is the right thing to do…

But we also stand by them because it is in our interest to do so.

Because if we do not achieve a lasting peace…

Then the instability and insecurity that has hit the living standards of working people in Britain…

That will only get worse.

And Putin’s appetite for conflict and chaos…

That will only grow.

So a strong peace…

A just peace…

A lasting peace…

That has now to be our goal.

It is vital…

It is in our interest…

And its pursuit – Britain will lead from the front.

For the security of our continent…

The security of our country…

And the security of the British people…

We must now win the peace.

And I commend this statement to the House.

Deputy Prime Minister Dmitry Patrushev held a working meeting with Acting Governor of Rostov Oblast Yuri Slyusar. The topics of discussion were the development of agriculture and environmental issues.

Dmitry Patrushev noted that the Rostov Region is one of the largest agricultural regions of Russia. According to the results of 2024, positive dynamics were achieved in the livestock industry. The silver coin with a denomination of 2 rubles (pure precious metal weight – 15.55 g, alloy fineness – 925) has the shape of a circle with a diameter of 33.0 mm.

There is a raised edge around the circumference of both the front and back sides of the coin.

On the obverse of the coin there is a relief image of the State Emblem of the Russian Federation, there are inscriptions: “RUSSIAN FEDERATION”, “BANK OF RUSSIA”, the coin denomination “2 RUBLES”, the date “2025”, the designation of the metal according to the Periodic Table of Elements of D.I. MIL-OSI Global: Trump and Zelensky: when face-to-face diplomacy goes wrong it can be disastrous – especially if the whole world is watching

When it is poorly executed, face-to-face diplomacy reinforces hostility, erodes relationships and makes diplomatic successes even harder. That is exactly what happened during the now notorious White House meeting on February 28 between the US president, Donald Trump, the vice-president, J.D. Vance, and the Ukrainian president, Volodymyr Zelensky.

Instead of a productive diplomatic exchange, the meeting descended into a highly unusual public spectacle.

Instead of culminating in the signing of a deal that would offer Ukraine some measure of security, the meeting left Zelensky shaken and isolated, and US support for Ukraine looking even more uncertain than it had done before. The Russian president, Vladimir Putin, meanwhile, was handed a clear political win.

When leaders meet in person, it is possible for them to gain a deeper understanding of each other’s intentions, constraints and red lines – things that don’t always come through in official statements or diplomatic cables. This kind of direct engagement has historically played a key role in defusing tensions, clarifying positions and opening the door to future negotiations.

The best example was in the Reagan-Gorbachev summits of the second half of the 1980s. This handful of meetings between the two leaders deepened their personal relationship, playing a key role in ending the cold war.

Diplomatic meetings, particularly high-stakes ones, should serve at least one of three purposes. First, they should be opportunities for each side to clarify its intentions, priorities and bottom lines – even if no agreement is reached.

There might be openings for future engagement, keeping diplomacy alive. And, at the very least, face-to-face diplomacy should enable parties to prevent escalation or any deterioration in relationships.

By these measures, the meeting between Trump and Zelensky was a failure. Rather than probing positions and potential paths forward for ending the war in Ukraine, Trump and Vance used the meeting to publicly berate and belittle Zelensky.

“Have you said thank you once?” Vance demanded, framing Ukraine’s survival as a matter of gratitude rather than strategic interest. Meanwhile Trump bluntly told Zelenskyy, “You’re not winning this”, dismissing Ukraine’s resilience and reinforcing doubt about the war effort.

He went on to belittle the Ukrainian president further, saying, “You’ve talked too much” – a deliberate move to undercut Zelensky’s standing in the moment.

These were not the words of partners working toward a resolution or seeking common ground. This was a power play, an example of what some have termed a “domination ritual” – designed to make clear that Ukraine is in no position to set terms.

Zelensky is not the first leader to walk out of a face-to-face meeting with a brutally clear sense of the reality ahead. A historical parallel comes from a summit in 1961 between the then US president, John F. Kennedy, and the Soviet premier, Nikita Khrushchev, in Vienna.

Kennedy later admitted that Khrushchev “beat the hell out of me”, leaving him convinced that tensions with the Soviet Union would escalate. “It’s going to be a cold winter,” he remarked afterwards.

Sure enough, within months the two superpowers were embroiled in a crisis over Berlin, and then a year later, Khrushchev tested Kennedy’s resolve by deploying medium-range ballistic missiles to Cuba, triggering the most dangerous confrontation of the nuclear age so far.

But there was a crucial difference: Kennedy and Khrushchev’s bruising exchange happened behind closed doors. Zelensky was forced to experience his own Vienna moment in front of the cameras. Trump and Vance ensured that their disdain for Ukraine’s position was publicly performed, making it even harder for Zelensky to recover politically – both at home and abroad.

The diplomatic fallout: a gift to Russia

Meetings like this don’t just shape the dynamics in the room – they send signals to allies, adversaries and the international system. And in this case, the biggest winner was Putin.

This was a propaganda victory for the Russians, which will have given the Kremlin the encouragement that Ukraine is losing support from its most powerful western backer.

For Ukraine, this was a major strategic setback. Zelensky desperately needed reassurances about a US security guarantee – instead, he left the meeting publicly weakened, making his already difficult job far harder in Kyiv and across Europe.

But it was also incredibly damaging for US diplomacy. America’s credibility as a reliable ally has taken an enormous hit at a time when its reliability was already being questioned by its friends in Europe and Asia. If the US treats a wartime partner, what message does that send to other allies who might someday need Washington’s support?

Face-to-face diplomacy still matters

Interpersonal meetings, especially ones that are broadcast to the world, shape relationships in ways that extend far beyond policy. They can build – or erode –trust, define power dynamics and send signals that can strengthen or weaken alliances.

Kennedy left Vienna shaken, but at least he left with clarity about Khrushchev’s view of him. Zelensky, too, now understands the new reality of US support. But unlike Kennedy, he was humiliated on live television, which will make it harder to rebuild relationships.

Face-to-face diplomacy is one of the most powerful tools world leaders have – when used correctly. But it only works when they use it to solve problems rather than, as we saw with Trump and Vance, perform for the cameras.

What happened in the Oval Office was not diplomacy – it was a spectacle. And the world took notice.

MIL-OSI United Nations: At a time of war, nations must stop global order from crumbling: UN rights chief

“Our world is going through a period of turbulence and unpredictability, reflected in growing conflict and divided societies,” Türk told the Human Rights Council.

“We cannot allow the fundamental global consensus around international norms and institutions, built painstakingly over decades, to crumble before our eyes.”

The weapons of war

Presenting his global update covering more than 30 countries, the High Commissioner described as “outrageous” the fact that legal safeguards for non-combatants were being repeatedly ignored.

“Civilians are deliberately attacked. Sexual violence and famine are used as weapons of war,” Mr. Türk said. “Humanitarian access is denied, while weapons flow across borders and circumvent international sanctions. And humanitarian workers are targeted. In 2024, a record 356 humanitarian workers were killed while providing aid to people in some of the world’s most appalling crises.”

Unbearable price

In Sudan, the High Commissioner once again condemned devastating bomb attacks launched in heavily built-up areas with total impunity, by the parties to the conflict.

All the while, the world’s worst humanitarian catastrophe deepens, threatening regional stability, he maintained: “Civilians are paying an unbearable price, in a naked struggle for power and resources. All countries must use their influence to apply pressure on the parties and their allies, to stop the war, embark on an inclusive dialogue, and transition to a civilian-led Government.”

Ukraine’s people need peace

Turning to Ukraine, whose future material support from the United States appeared unclear following televised disagreements between Presidents Trump and Zelensky at a White House meeting on Friday, Mr. Türk opposed any peace deal that excluded Ukraine.

“Three years since the full-scale Russian invasion, people continue to suffer appallingly…Any discussions about ending the war must include Ukrainians and fully respect their human rights. Sustainable peace must be based on the United Nations Charter and international law.”

Civilian casualties in Ukraine rose by 30 per cent between 2023 and 2024, the High Commissioner continued, as he accused Russia’s armed forces of systematically targeting Ukraine’s energy infrastructure with coordinated strikes, causing widespread disruptions to essential services.

“Relentless attacks with aerial glide bombs, long-range missiles and drones have placed civilians in a state of constant insecurity and fear,” Mr. Türk noted.

Ukrainian prisoners also continue to face summary executions and “widespread and systematic torture” by Russian forces, he continued.

Gaza ceasefire focus

In the Occupied Palestinian Territory, the UN rights chief insisted that the fragile ceasefire holds in Gaza “and becomes the basis for peace”.

He also insisted that aid deliveries into Gaza should resume immediately, just as Israel announced a halt to aid flowing into the shattered enclave, having proposed extending the first phase of the ceasefire which ended at the weekend and which would allow Israeli troops to stay in Gaza.

UN aid chief Tom Fletcher responded with alarm to the Israeli decision, insisting that the ceasefire “must hold”.

In an online appeal, he added: “International humanitarian law is clear: We must be allowed access to deliver vital lifesaving aid. We can’t roll back the progress of the past 42 days. We need to get aid in and the hostages out.”

Back in the Council, Mr. Türk explained that the Gaza had been “razed” by constant Israeli bombardment in response to the “horrific” Hamas-led attacks on Israel that sparked the war in October 2023. “Any solution to the cycles of violence must be rooted in human rights, including the right to self-determination, the rule of law and accountability. All hostages must be freed; all those detained arbitrarily must be released; and humanitarian aid into Gaza must resume immediately.”

West Bank alert

Reflecting deep concerns by humanitarians and the human rights community about Israeli military raids on Palestinian settlements in the West Bank, the UN High Commissioner insisted that Israel’s “unilateral actions and threats of annexation in the West Bank, in violation of international law, must stop”.

Mr. Türk also condemned the use of “military weapons and tactics, including tanks and airstrikes, against Palestinians”. Equally worrying was “the destruction and emptying of refugee camps, the expansion of illegal settlements, the severe restrictions on movement and the displacement of tens of thousands of people”.

DR Congo devastation

Turning to the conflict in eastern Democratic Republic of the Congo, the High Commissioner underscored that entire communities in North and South Kivu had been devastated.

“In the past five weeks, thousands of people have reportedly been killed during attacks by the M23 armed group, backed by the Rwandan Armed Forces, in intense fighting against the Armed Forces of the DRC and their allies,” the UN rights chief said, pointing to reports of rape, sexual slavery and summary executions.

“More than half a million people have been forced to flee this year, adding to almost 7.8 million people already displaced in the country,” Mr. Türk said. “The violence must stop, violations by all parties must be investigated, and dialogue must resume.”

Deadliest year in Myanmar

Moving on to the ongoing escalation of violence in Myanmar sparked by the military coup on 1 February 2021, the UN rights chief noted that 2024 was the deadliest year for civilians since the junta takeover.

“The military ramped up brutal attacks on civilians as their grip on power eroded, with retaliatory airstrikes and artillery shelling of villages and urban areas…and the forcible conscription of thousands of young people,” he said, before calling for the supply of arms and finance to the country’s military’s to be “cut decisively”.

Haiti spiral

The UN rights chief also expressed deep concerns about chronic lawlessness and heavily armed clashes in Haiti involving gangs that humanitarians warned last week recruit children as young as eight. More than 5,600 people were killed last year and thousands more were injured or kidnapped, Mr. Türk told the Human Rights Council.

“Full implementation of the Security Council‘s arms embargo and support to the Multinational Security Support Mission are crucial to resolving this crisis,” he insisted.

Yemen

On Yemen, the High Commissioner noted that amid ongoing hostilities, nearly 20 million Yemenis need humanitarian support. Mr. Türk also expressed his outrage at the death of a UN World Food Programme colleague in detention earlier this month. “All 23 UN staff – including eight colleagues from my own Office – who are arbitrarily detained by the Houthis must be released immediately.”

In a half-hour address to the Council that traditionally highlights the most worrying emergencies in the world and the need to tackle their root causes, the UN rights chief issued a call for greater global solidarity and accountability for crimes as a way to push back against those who would violate fundamental freedoms.

“We all have a responsibility to act – through our consumption habits, our social media use, and our political and social engagement,” he told the Council’s 47 Member States.

“We can trace a clear line between the lack of accountability for airstrikes on hospitals in Syria in the 2010s, attacks on healthcare facilities in Yemen, and the destruction of health systems in Gaza and Sudan,” he continued.

Toys of tech oligarchs

Equally alarming is the rise of unelected and unregulated “tech oligarchs” who reflect the new global power dynamic, Mr. Türk warned, before urging governments to fulfil their primary purpose of protecting their people from unchecked power.

Today’s tech oligarchs “have our data: they know where we live, what we do, our genes and our health conditions, our thoughts, our habits, our desires and our fears…And they know how to manipulate us,” the High Commissioner insisted.

Electioneering tactics

“I have followed recent election campaigns in Europe, North America and beyond with increasing trepidation. Single-issue soundbites devoid of substance oversimplify complex issues and are often based on scapegoating, disinformation, and dehumanization,” he continued.

“Dehumanization is a well-worn step towards treating an entire group as outsiders, unworthy of the basic rights we all enjoy. It is a dangerous precursor to hate and violence and must be called out whenever it occurs.”

Toxic influence on gender equality

The High Commissioner also voiced his concern about the resurgence of toxic ideas about masculinity and efforts to glorify gender stereotypes, especially among young men.

To blame for this are “misogynistic influencers” with millions of followers on social media who “are hailed as heroes”, Mr. Türk said.

Online and offline, their ideas push back against gender equality and result in “violence and hateful rhetoric against women, women’s rights defenders, and women politicians”, the High Commissioner continued.

In a message of solidarity with people who have been left “feeling alienated and abandoned” by such malign influences, Mr. Türk insisted that the United Nations was by their side. “Your concerns are our concerns, because they are about human rights: to education, to health, to housing, to free speech, and access to justice. Human rights are about people’s daily concerns for their families and their future. We must cherish the values of respect, unity and solidarity; and work together for a safer, more just, more sustainable world. We can and will persevere,” he concluded.

MIL-OSI Russia: “Focusing on Technology”: Academic Council Discusses How to Develop Science at HSE

Meeting Academic Council of the National Research University Higher School of Economics February 26 was dedicated to science. The participants of the meeting discussed the results of the university’s scientific activities, the work of the postgraduate school and dissertation councils through the prism of the priorities of the country’s scientific and technological policy. In addition, a competition was held to fill the positions of professors and teachers.

HSE Rector Nikita Anisimov gave a report on the scientific activities of HSE. He emphasized that HSE has established itself as a research university and that the further development of science should be inextricably linked with the tasks facing the country. They have been defined in key documents of the last two years, including decrees of the President of Russia on national goals, priority areas of scientific and technological development and the most important science-intensive technologies and other strategic development documents.

In his report, Nikita Anisimov noted that changes that facilitate the integration of HSE into solving technological leadership problems are already underway at the university – in particular, new institutes and laboratories have been opened, partnerships with industry have been expanded, etc.

It is important that HSE has managed to maintain the high quality of fundamental research. This is confirmed by the university’s position among Russian universities in terms of the number of scientific articles of the 1st level of the national “White List” indexed in databases: HSE ranks 2nd. The rector emphasized that this is the result of the motivation system created at the university – academic bonuses. Thus, in 2020, 1,050 employees received academic bonuses, in 2024 – 1,139.

The rector noted that the volume of R&D at the university in 2024 amounted to more than 8.5 billion rubles, since 2020 it has grown by more than 3 billion rubles. HSE is among the top 3 universities in terms of R&D in Russia. The main topics of research and development at HSE are economic and social-humanitarian areas. To increase the contribution of the university team to solving the problems of technological leadership, the share of STEM topics in the HSE fundamental research program has been increased to 45% in 2026.

While maintaining HSE’s integration into global science, the next step in the development of scientific activity is to concentrate efforts on technologies that are in demand by the state, society and business. It is necessary to move from individual research to large projects, from isolated fundamental research to full-cycle interdisciplinary projects, from integration into the global agenda to participation in its formation. “It is important for us that the scientific schools and teams of the university intensify their interaction with their industrial partners as much as possible,” the rector added.

Head of the Academic Council Commission for the Organization of Scientific Research, Dean Faculty of Economic Sciences Sergey Pekarsky supported the theses proposed by the rector. In his opinion, everything that the university has achieved in recent years is important not only to preserve, but also to critically rethink and reconfigure in order to respond to modern challenges.

The Offer is available to holders of the Warrants, each representing the right to purchase one share of Occidental’s common stock, $0.20 par value per share, at an exercise price of $22.00. On February 28, the Polytechnic University hosted a “Conversation on the Important” on the topic “Heroes are not born – heroes become heroes”, dedicated to the Year of the Defender of the Fatherland in Russia. At a meeting with Polytechnic students, SVO participants, Heroes of Russia Andrei Sergeevich and Eduard Vadimovich told why they decided to become military men, shared their combat experience and answered questions.

I am sure that this dialogue is very important for our youth, because it is in communication with real Heroes that an understanding of such values as love for the Motherland and the duty of a defender of the Fatherland is formed. This is also important for each of us, because this is how our national memory, our cultural code and “what no one can take away from us in any trials” are preserved and transmitted, – commented the rector of SPbPU Andrey Rudskoy.

The meeting was attended by students from various SPbPU institutes, cadets of the Military Training Center and volunteers. The conversation was moderated by veteran of the unit Dmitry Vladimirovich. First, he introduced the guests – fighters of special forces units.

Andrei Sergeevich and Eduard Vadimovich were awarded the gold Stars of Heroes of the Russian Federation. This is not their first award. During their combat path, they have repeatedly demonstrated courage, determination and were awarded state awards, – said Dmitry Vladimirovich.

The participants of the meeting discussed the reasons for the start of the SVO, discussed in detail one of the recent offensive operations and its significance, and watched archival videos for better understanding. Active servicemen spoke about the work of the unit, the tasks that they faced, and shared their experience of working in the combat zone.

Polytechnic students were interested in how to deal with fear and quickly make the right decisions in extreme circumstances.

In such situations, the head works especially quickly, makes non-standard, maximally effective decisions based on some analytical and intuitive feelings. The relationship in the group is important, sometimes we understand each other without words, – the servicemen shared.

The guys asked about weapons during missions, about how supplies and communications are provided when the military is surrounded by enemies, about helping comrades. Many questions were related to the operation of UAVs, their importance on the battlefield. The servicemen especially noted that technology is of great importance in modern conflicts.

The students discussed with the military the importance of patriotic education and the preservation of traditional values. They asked what the main quality of a real man is.

A cold mind and kindness. When, in any difficulties, you pull yourself together and do what you must, without thinking about your own interests, Andrey Sergeevich is sure.

The participants discussed the importance of humanitarian aid in the SVO zone. The moderator of the meeting, Associate Professor of the Higher School of Social Sciences Ivan Kolomeitsev said that from the very beginning of the special military operation, the university has been actively supporting its participants, and also collecting and sending humanitarian aid to residents of new regions. The guests noted that the support of volunteers and caring people helps them a lot.

The qualifying round of the School Olympiad “All-Russian School TIM Championship” has started at SPbGASU. From March 3 to 11, participants will take tests and complete practical tasks remotely using Renga software.

The Olympiad is being held within the framework of the federal innovation platform “Innovative methodology for the formation of digital professional competencies of students and specialists in the construction industry” implemented at the SPbGASU. The organizer is the Educational Center for Digital Competencies (ECDC).

Our university is holding the All-Russian School TIM Championship for the second time. As the director of the OCCK Inna Sukhanova said, this year’s competition is distinguished by the presence of a qualifying round, which was not there before, as well as a large number of participants: 180 students from grades 8–11 registered for February 28 (last time there were 44).

“TIM-Championship is an important event for schoolchildren. In preparation for the tournament, the children master the information modeling program, which is used in the construction industry. Thus, schoolchildren can decide in advance on the choice of future specialty, check whether project activities are suitable for them. It is very important that SPbGASU holds such events. The series of seminars on artificial intelligence, which are held at SPbPU, continued with a meeting of scientists and students of the university with research staff of the industrial partner.

The Director of Science, Professor Mars Khasanov, told the seminar participants about the strategy for developing artificial intelligence technologies at Gazprom Neft. According to Mars Magnavievich, digital oil engineering is based on engineering artificial intelligence (AI), which is a multi-agent system of the Narrow AGI type with a modular structure. Each module carries some cognitive function – from memorization and learning to planning and explanation.

Professor Khasanov outlined the engineering tasks in which AI has the greatest competitive advantages, including complex processing of large volumes of data from multiple sources of heterogeneous information, as well as overcoming the cognitive limitations of people, integrated modeling and optimization of large complex systems, ensuring the sustainability of solutions through multivariate modeling, and optimization of large hierarchical project portfolios.

Maxim Okunev and Nikolai Markov, heads of the company’s product development programs, spoke about current tasks in applying AI in Gazprom Neft products. The speakers outlined the directions for the development of hybrid AI in the industry and introduced the tasks of hybrid modeling. The award ceremony for the winners of the XIII Rosneft Winter Sports Games, which took place in Krasnoyarsk over five days, was held. The company dedicated the competition to the 80th anniversary of the Victory in the Great Patriotic War, which the entire country is celebrating this year.

March 1 marked three years since the opening of the headquarters of the Moscow City Branch of the All-Russian Student Rescue Corps on the territory of the State University of Management. Congratulations to our volunteers on this date!

It should be noted that the Moscow City Branch of the VSKS is one of the largest branches of the All-Russian Student Rescue Corps, which includes more than 400 volunteers from 19 squads on the territories of higher and secondary educational institutions of the capital, as well as 8 school rescue squads.

MGO VSKS as of today:

— organized security at more than 60 major events; — made 5 missions to the territory of the Luhansk and Donetsk People’s Republics as part of the Moscow-VSKS-Donbass project and helped 56 families by carrying out emergency recovery operations and delivering humanitarian aid to residents of villages and towns; — organizes and delivers aid to military personnel in the SVO zone; — works in the joint headquarters of the Kursk and Rostov regions, the city of Anapa, and also conducts missions to the Belgorod, Tver and Zaporozhye regions, the LPR and DPR; — conducts training for the population and popularizes a culture of security.

In 2024 alone, more than 100 master classes and 50 safety towns were held, and about 19,000 Muscovites and guests of the capital took part in them.

MGO VSKS is not just an organization, it is a friendly team of like-minded people united by a common goal – to help people in trouble. This is a community where mutual assistance, responsibility and professionalism are valued.

In his report, Vladimir Volokh noted that migration is currently a significant factor influencing the socio-economic stability and security of the Russian Federation. He emphasized the need to change the approach to migration management and noted that since the beginning of 2024, a number of regulatory legal acts aimed at improving migration policy have been adopted. In particular, they discussed the introduction of a regime for the expulsion of illegal migrants, the creation of a register of controlled persons who do not have the right to be in Russia, limiting the number of SIM cards sold to foreign citizens, tightening the requirements for concluding contracts for the provision of communication services, including the collection of biometric data, as well as a law aimed at combating fictitious marriages and adoptions.

These measures are aimed at creating a more effective system for combating illegal migration and forming a legislative framework for combating illegal actions.

Professor Volokh also noted that at the current stage of development, it is necessary to develop and approve a new Strategy for the State Migration Policy of the Russian Federation by the Head of State, as provided for by the Constitution of the Russian Federation. This will ensure a more systematic and long-term approach to managing migration processes.

The readings were held under the guidance of the scientific director of the Faculty of Political Studies of the Institute of Social Sciences of the Russian Presidential Academy of National Economy and Public Administration, vice-president of the Russian Academy of Political Sciences and the Academy of Pedagogical Sciences, doctor of political sciences, professor Lidiya Timofeeva.

From February 23 to 28, the qualifying round of the 10th Industry Championship of Professional Skills of the Rosatom State Corporation, Atomskills-2025, in the Engineering Design competency was held at SPbGASU.

The championship was held within the framework of the federal innovation platform “Innovative methodology for the formation of digital professional competencies of students and specialists in the construction industry” implemented at SPbGASU. The organizer was the Educational Center for Digital Competencies of our university.

The objective of the “Engineering Design” competency is to demonstrate the participants’ abilities in developing and analyzing design and working documentation for facilities of any complexity based on initial data, within the framework of the technical assignment and current regulatory documentation, using information modeling technologies.

The championship participants were third- and fourth-year students of various training programs. Five teams of four people took part in the championship, each of whom developed their own section. The teams included the following specialists:

SPOIM – a specialist responsible for coordinating sections with each other and modeling using information modeling technology; a builder – a specialist responsible for the architectural and construction section of the project; a technologist – a specialist responsible for the engineering sections of the project; an electrician – a specialist responsible for the electrical section of the project.

MIL-OSI Russia: NTO and Roscosmos have identified the best schoolchildren in space technologies

On March 1, the closing ceremony of the space profile finals took place in Moscow National Technology Olympiad (NTO), whose project office operates at the National Research University Higher School of Economics. The names of the winners and prize winners were announced in three areas at once: “Aerospace Systems”, “Analysis of Space Images and Geospatial Data” and “Satellite Systems”. The best were 21 schoolchildren from 13 regions of Russia. The competition was traditionally held with the support of the State Corporation “Roscosmos”.

Space profiles are among the very first in NTO, and their popularity and demand are only growing. This academic year, applications were submitted by about 4.5 thousand students of grades 8-11 from different parts of the country. However, only 90 participants made it to the final stage. The final competition and the closing ceremony took place within the walls of the university that organized the space profiles — RTU MIREA.

During the final tests, the participants in teams solved real engineering problems directly related to promising projects in the space industry. The schoolchildren developed a system for analyzing meteorological data to monitor the ice conditions in the northern seas and a satellite that simulates the solution of problems of remote sensing of the Earth. In addition, the finalists made attachments for the rover and programmed the control system.

The award ceremony was opened by RTU MIREA Rector Stanislav Kudzh: “We are not just holding the Olympiad, but are part of the Roscosmos network, are a strategic partner and train personnel for the corporation. I hope that among you there will be those who will enroll in our university, enroll in other leading universities. And you will continue to glorify our science and our country with your deeds.”

“Space is a huge source of inspiration,” emphasized Dmitry Zemtsov, executive secretary of the NTO organizing committee and HSE Vice-Rector, addressing the finalists. “We have always been inspired by the story of how 15-year-old Sergei Korolev joined a gliding club and, a few years later, found himself in one of the best universities in the country. “Any Olympiad is, first of all, a competition. However, the most important victory is the ability to overcome yourself and achieve results,” said Dmitry Shishkin, Director of the Administrative Department of the Roscosmos State Corporation, at the closing ceremony. “No task that you will have to face in life can be solved instantly, without preparation. It is impossible to immediately take first place, assemble a satellite or obtain a space service. Therefore, the most important skill is to move forward steadily, step by step, without stopping. This is exactly what I wish for you. May your achievements of today and tomorrow be written in gold letters in the history of our cosmonautics and in the annals of the achievements of the entire country.”

The jubilee tenth season of the NTO is taking place in the 2024/2025 academic year. Space profiles, being one of the first areas of the Olympiad, have trained a whole galaxy of young engineers over the years.

Evgeny Ivankin first took part in NTO in 2018/2019 in the profile on autonomous transport systems, and the following year he switched to the space track and became a prize winner in the profile “Analysis of space images and geospatial data”. After graduating from school, he successfully performed in the student track and became the winner of the profile “Geospatial digital twins”. The diploma of the school track of NTO helped Evgeny to enter the University of Innopolis without entrance examinations, and the victory in the student track – to get an internship at the company “Innogeotech”, where he transferred to a permanent position and develops geoinformation systems – a direction directly related to the profiles in which he won.

Another inspiring example is Alexey Gilenko, the winner of the Satellite Systems profile in NTO – 2022/2023. After winning, Alexey entered Bauman Moscow State Technical University, and then joined the team of organizers of his native profile. Now he works at the Education of the Future center and helps develop tasks for new participants.

Such stories show that the NTO is not just a competition, but a real platform for expanding the country’s technological human resources potential. These statistics are based on detection alerts from Kaspersky products, collected from users who consented to provide statistical data to Kaspersky Security Network. The statistics for previous years may differ from earlier publications due to a data and methodology revision implemented in 2024.

The year in figures

According to Kaspersky Security Network, in 2024:

A total of 33.3 million attacks involving malware, adware or unwanted mobile software were prevented.
Adware, the most common mobile threat, accounted for 35% of total detections.
A total of 1.1 million malicious and potentially unwanted installation packages were detected, almost 69,000 of which associated with mobile banking Trojans.

The year’s trends

In 2024, cybercriminals launched a monthly average of 2.8 million malware, adware or unwanted software attacks targeting mobile devices. In total, Kaspersky products blocked 33,265,112 attacks in 2024.

At the end of 2024, we discovered a new distribution scheme for the Mamont banking Trojan, targeting users of Android devices in Russia. The attackers lured users with a variety of discounted products. The victim had to send a message to place an order. In August 2024, researchers at ESET described a new NFC banking scam discovered in the Czech Republic. The scammers employed phishing websites to spread malicious mods of the legitimate app NFCGate. These used a variety of pretexts to persuade the victim to place a bank card next to the back of their phone for an NFC connection. The card details were leaked to the fraudsters who then made small contactless payments or withdrew money at ATMs.

A similar scheme was later spotted in Russia, where malware masqueraded as banking and e-government apps. The SpyNote RAT was occasionally used as the malware dropper and NFC activator.

Also in 2024, we detected many new preinstalled malicious apps that we assigned the generalized verdict of Trojan.AndroidOS.Adinstall. A further discovery, made in July, was the LinkDoor backdoor, also known as Vo1d, installed on Android-powered TV set-top boxes. It was located inside an infected system application com.google.android.services. The malware was capable of running arbitrary executables and downloading and installing any APKs.

On top of the above, we discovered several apps on Google Play, each containing a malicious SDK implant named “SparkCat”, which began to spread at least as early as March 2024. Infected apps were deleted by the store in February 2025: nevertheless, our telemetry data shows that other apps containing SparkCat are distributed through unofficial sources.

This SDK received a C2 server command with a list of keywords or dictionaries to search the gallery on the device for images to exfiltrate. Our data suggests that the Trojan was aimed at stealing recovery phrases for cryptocurrency wallets of Android users primarily in the UAE, Europe and Asia.

It is worth noting that the same implant for iOS was delivered via the App Store, which makes it the first known OCR malware to sneak into Apple’s official marketplace. Apple removed the infected apps in February 2025.

Mobile threat statistics

We discovered 1,133,329 malicious and potentially unwanted installation packages in 2024. This was below the 2023 figure, but the difference was smaller than the year before. The trend in the number of new unique malware installation packages appears to be plateauing.

Adware and RiskTool apps continued to dominate the rankings of detected threats by type. The BrowserAd (22.8%), HiddenAd (20.3%) and Adlo (16%) families accounted for the largest number of new installation packages in the former category. RiskTool’s share grew largely due to an increase in the number of Fakapp pornographic apps.

Fakemoney, a family of investment and payout scam apps, showed the highest level of activity in 2024. Third-party WhatsApp mods with the Triada.ga embedded Trojan were third, following the generalized cloud-specific verdict of DangerousObject.Multi.Generic. Many other messaging app mods in the same family, namely Triada.fd, Triada.gs, Triada.gn and Triada.gm, hit the TOP 20 too.

Mamont banking Trojans, ranking fourth by number of attacked users, gained high popularity with cybercriminals. These malicious apps come in a multitude of variants. They typically target users’ funds via SMS or USSD requests. One of them spreads under the guise of a parcel tracking app for fake online stores.

Various malware files detected by machine learning technology ranked fifth (Trojan.AndroidOS.Boogr.gsh) and seventh (DangerousObject.AndroidOS.GenericML). They were followed by the Dwphon Trojan that came preinstalled on certain devices. The SpyNote RAT Trojans, which remained active throughout the year, occupied ninth, tenth and twentieth places.

Turkey and India accounted for the majority of region-specific threats in 2024. A variety of banking Trojans continued to be active in Turkey. Piom Trojans were associated with GodFather and BrowBot banker campaigns.

Users in India were attacked by Rewardsteal bankers and a variety of SmsThief SMS spies. Our quarterly reports have covered FakePay utilities widespread in Brazil and designed to defraud sellers by imitating payment transactions.

Mobile banking Trojans

The number of new banking Trojan installation packages dropped again to 68,730 as compared to the previous year.

The total number of banker attacks increased dramatically over 2023’s level despite the drop in the number of unique installation packages. The trend has persisted for years. This may suggest that scammers began to scale down their efforts to generate unique applications, focusing instead on distributing the same files to a maximum number of victims.

Conclusion

The number of unique malware and unwanted software installation packages continued to decline year to year in 2024. However, the rate of that decline slowed down. The upward trend in mobile banking Trojan activity persisted despite the years-long decrease in unique installation packages.

Cybercriminals kept trying to sneak malware into official app stores like Google Play, but we also discovered a fair number of diverse preinstalled malicious apps in 2024. Speaking of interesting techniques first spotted last year, the use of NFC for stealing bank card data stands out.

On behalf of SPbPU Rector Andrey Rudskoy, the university’s economic services updated the scheme for forming official salaries of faculty members from April 1, 2025, paying special attention to positions that are usually applied for by young teachers under the age of 35.

Industrial and agricultural enterprises of the Belgorod region, which suffered due to shelling from Ukraine, as well as during the counter-terrorist operation, will receive financial assistance. The order to allocate 3 billion rubles for these purposes has been signed.

MIL-OSI Russia: Financial News: Citizens May Establish Self-Ban on Loans

Since March 1, a person can voluntarily refuse the opportunity to enter into credit or loan agreements through State Services and thus protect themselves from a situation where fraudsters issue a loan in their name.

To “turn on” the mechanism, you will need to record a special ban in your credit history. Self-ban may vary: by type of creditor (bank or microfinance organization), by method of applying for a loan or credit (in the office and remotely or only remotely).

A person will be able to cancel the self-prohibition if they really want to get a loan or credit. To do this, they need to submit an application through Gosuslugi, which will have to be certified with an enhanced electronic signature (it can be issued for free in the Gosklyuch application) – this is additional protection against fraudsters. The ban will be lifted one day after the relevant information is entered into the citizen’s credit history. Such a cooling-off period will help people make a more informed decision about the need to get a loan or credit.

Before issuing consumer loans and credits, banks and microfinance organizations will have to check whether the borrower’s credit history contains information about self-prohibition. If a prohibition is established, the lender must refuse to issue a loan. If, despite the established prohibition, the lender concludes an agreement, he will not be able to demand that the borrower fulfill his obligations under the loan.

The same service will later be available through the MFC – they must implement the possibility of self-prohibition by September 1, 2025, by which time they need to prepare their systems and employees to accept applications without interruption.

Deputy Prime Minister Dmitry Chernyshenko and Minister of Economic Development Maxim Reshetnikov summed up the results of the competitive selection of entities for the provision of a single subsidy for the creation of tourism infrastructure for 2025–2027 within the framework of the national project “Tourism and Hospitality”.

“President Vladimir Putin has set the task of increasing the contribution of the tourism industry to GDP to 5% by 2030 and increasing the number of trips around the country to 140 million people. Within the framework of the national project “Tourism and Hospitality”, subsidies will be sent to the regions for priority areas for a specific territory. These funds – in the amount of 27 billion rubles – will be used to develop infrastructure for autotourism, create tourist routes and improve city centers. This will create additional opportunities for increasing tourist flow and economic growth in the regions,” said Dmitry Chernyshenko.

Regions may allocate funds at their own discretion, including for the construction of infrastructure on automobile tourist routes, the creation of camp sites and the purchase of camping tents, the development of beaches and national tourist routes, and the implementation of projects to develop tourist centers in cities. Possible areas include the purchase of tourist equipment and gear, the creation of non-permanent berthing structures, and the holding of festivals.

“Since 2025, we have increased the annual volume of the single subsidy by almost one and a half times, to 9 billion rubles, which will allow regions to implement larger-scale projects and increase the number of tourist trips – the main indicator we focus on. We have also provided for the possibility of directing funds to priority areas, including the creation of infrastructure for auto tourism. Based on the results of the selection, the leaders in terms of support volumes were Krasnodar Krai, Moscow, Sverdlovsk and Nizhny Novgorod regions and Stavropol Krai,” said Minister of Economic Development Maxim Reshetnikov.

In total, based on the results of the competitive selection, the subsidy will be sent to 84 entities, including the Zaporizhia and Kherson regions, the Donetsk and Lugansk People’s Republics.

A single subsidy has been sent to regions for tourism development since 2024. Thus, in Krasnodar Krai, 38 projects were supported last year. For example, work was carried out to ensure an accessible environment in the Anapa sanatorium, and year-round heated swimming pools appeared in Mostovsky, Tuapse, Temryuk districts, Armavir, Anapa and Sochi thanks to the subsidy.

In the Kaluga Region, two projects were implemented to create non-capital berthing infrastructure on the Oka River, which contributed to the development of shipping, including the launch of excursion routes. Also, a project to create a tourist code for the city of Tarusa was implemented in the region.

In the Volgograd Region, support was given to projects to create 15 campsites, in which 41 rooms and campsites were created. Such facilities appeared in six districts of the region and the city of Volzhsky.

In the Kirov region, where the city of Kirov received the status of the New Year’s capital of Russia, a number of events were held with the subsidy funds, and a new city tourist route “Gates of the Russian North” was created, tourist navigation was updated, the “Gates of the Russian North” object was installed and a new public space was opened – Spasskaya Square.
