  • MIL-OSI Russia: ‘Nimble’ on the move: Polytechnic students study Russia

    The student conductor team “Provorny” has once again set off to explore the remote regions of our country during the work season. The polytechnicians work as conductors for the Federal Passenger Company and make trips to Moscow, Smolensk, Velikiye Luki, Anapa, Kislovodsk, Yeysk, Taganrog. They also work on the international route to Sukhum.

    The season of guides is very specific. Participants and candidates are divided into small groups, on average six people, and work under the guidance of two experienced team leaders. This year, the student team “Provorny” formed five teams.

    The team “Complivit Egor Vnukov” visited Smolensk. During the trip, young candidates were able to use in practice all the knowledge they had received during their training and demonstrated their skills in real conditions.

    “During the long downtime, we explored the city center, visited the House of the Opposite, and looked at local attractions. We also found out who would climb the mountain faster, tried berry punch and mocha from an old machine. We held two commissariats: “Your Game” with exciting tasks and “Trend by Colors,” where each participant received their own color and created photos with it. As a souvenir of Smolensk, we took away a toy that we called Not Hehe. Now it will accompany us on every trip,” the guys shared.

    Among the SPbPU brigades, one team stands out, which participates in the All-Russian Labor Project. Its goal is to improve the level of professional activity of conductors and diversify their leisure time in their free time. The VTP brigade includes ten of the most active polytechnics. The leadership was taken over by Ulyana Shtol, Egor Samokhvalov and Dima Afanasyev, who will be responsible for organizing events and coordinating the work.

    “Provorny” competes with 15 teams from different regions of Russia. During the season, the guys face the following tasks: to achieve high performance indicators, including the volume of products sold and the number of hours worked, to conduct active commissar activities, to hold events for passengers. In addition, throughout the summer, many different events are held: Spartakiad, competitions for the best team corner and in the media, “Miss and Mister VTP”, a creative festival and others. And in each of them, the polytechnicians will try to show maximum results.

  • MIL-OSI USA: Bilirakis, Pappas, Titus & Malliotakis Introduce Bipartisan End the Cyprus Embargo Act

    Washington, DC – Representatives Gus Bilirakis (FL-12), Chris Pappas (NH-01),  Dina Titus (NV-01), and Nicole Malliotakis (NY-11), co-chairs and vice co-chairs of the Hellenic Caucus, reintroduced the End the Cyprus Embargo Act, bipartisan legislation that would extend the waiver renewal period for the arms embargo on the Republic of Cyprus from one year to five years. This change will bolster the historic growth in U.S.-Cypriot relations, enhance bilateral cooperation, and advance U.S. security interests in the Eastern Mediterranean.   Over the past two decades, U.S.-Cyprus relations have strengthened substantially, with Cyprus emerging as a pivotal ally for U.S. interests and regional stability. The Eastern Mediterranean Security and Energy Partnership Act of 2019 authorized the President to waive the arms embargo on an annual basis. However, the annual renewal requirement restricts Cyprus’s ability to plan and procure U.S. defense articles effectively, compromises U.S.-Cypriot military interoperability, impedes joint research on cybersecurity and maritime security, and diminishes the effectiveness of the National Guard State Partnership Program in Cyprus.

    “Cyprus has proven itself to be a valued and reliable partner for the United States,” said Congressman Bilirakis.  “Giving Cyprus planning certainty will allow the partnership to continue to flourish and will prove mutually beneficial for both nations and our allies.” 

    “The Republic of Cyprus is a steadfast democratic ally in the Eastern Mediterranean and an essential partner in ensuring regional security,” said Congressman Pappas. “This policy change will better empower U.S.-Cyprus bilateral relations, support our mutual commitment to collaboration on security and defense, and improve long-term planning and procurement coordination.”

    “Cyprus is a key partner in the Eastern Mediterranean, and the U.S. must continue making efforts to improve diplomatic relations between our two countries,” said Congresswoman Titus. “Reducing the number of necessary embargo reviews for aid to Cyprus will allow this important ally to strategically plan for the future while supporting U.S. security interests abroad.”

    “For too long, the United States has maintained an outdated and counterproductive embargo on the sale of defense materials and services to the Republic of Cyprus,” Congresswoman Malliotakis said. “Our legislation seeks to correct this by recognizing Cyprus as a key strategic partner in the Eastern Mediterranean and allow for the responsible export of U.S. defense items to support our shared security interests. By strengthening Cyprus’s ability to defend itself, we can promote greater stability in the region.”

    The End the Cyprus Embargo Act will solidify U.S.-Cypriot relations, foster long-term planning and cooperation, and ensure interoperability with regional allies. Specifically, this legislation will: 

    • Extend the waiver renewal period for the arms embargo from one year to five years.
    • Permit the President to reconsider the arms embargo waiver only every five years following its enactment.
    • Prohibit the President from terminating the waiver unless Congress receives certification that the Republic of Cyprus is no longer:
      • Cooperating with U.S. efforts to implement anti-money laundering regulations and financial oversight reforms; and
      • Denying Russian military vessels access to ports for refueling and servicing.

    This legislation is supported by the American Hellenic Institute (AHI), Coordinated Effort of Hellenes, the Hellenic American Leadership Council (HALC), and PSKEA (International Coordinating Committee – Justice for Cyprus).

    The State of Qatar announces the success of its mediation efforts to reunite children with their families who were separated as a result of the conflict between Russia and Ukraine — this July, as part of its ongoing efforts to reunite families, new reunifications have taken place.

     The Ministry of Foreign Affairs indicates that, as part of the new stage of the humanitarian mission, 11 children have been reunited with their relatives in Ukraine, and 3 children have returned to their relatives in Russia, bringing the total number of children reunited with their families since the commencement of Qatar’s mediation efforts to 100 children.

    In this context, His Excellency Dr. Mohammed bin Abdulaziz bin Saleh Al-Khulaifi, Minister of State at the Ministry of Foreign Affairs, affirmed that the State of Qatar’s ongoing efforts to reunite children with their families in Ukraine and Russia represent an extension of its approach to mediation and conflict resolution through peaceful means, in accordance with the principles of international law.   • G20 finance chiefs meet under tariff cloud in South Africa

    South Africa urged G20 countries to provide global and cooperative leadership to tackle challenges including rising trade barriers as the club’s finance chiefs met on Thursday under the shadow of President Donald Trump’s tariff threats.

    The G20, which emerged as a forum for cooperation to combat the 2008 global financial crisis, has for years been hobbled by disputes among key players that have been exacerbated by Russia’s war in Ukraine and Western sanctions on Moscow.

    Host South Africa, under its presidency’s motto “Solidarity, Equality, Sustainability”, has aimed to promote an African agenda, with topics including the high cost of capital and funding for climate change action.

    In opening remarks, South Africa’s Finance Minister Enoch Godongwana said the G20 must provide strategic global leadership, cooperation and action in the face of complex challenges.

    “Many developing countries especially in Africa remain burdened by high and rising debt vulnerabilities, constrained fiscal space and high cost of capital that limits their ability to invest in their people and their futures,” he said.

    “The need for bold cooperative leadership has never been greater.”

    Questions, however, are lingering over the ability of the finance chiefs and central bankers meeting in the coastal city of Durban to tackle those issues and others together. The G20 aims to coordinate policies, but its agreements are non-binding.

    U.S. Treasury Secretary Scott Bessent will not attend the two-day meeting, his second absence from a G20 event in South Africa this year.

    Bessent also skipped February’s Cape Town gathering, where several officials from China, Japan and Canada were also absent, even though Washington is due to assume the G20 rotating presidency at the end of the year.

    Michael Kaplan, acting undersecretary for international affairs, will represent the United States at the meetings.

    A G20 delegate, who asked not to be named, said Bessent’s absence was not ideal but that the U.S. was engaging in discussions on trade, the global economy and climate language.

    Finance ministers from India, France and Russia are also set to miss the Durban meeting.

    South Africa’s central bank governor Lesetja Kganyago said that representation was what mattered most.

    “What matters is, is there somebody with a mandate sitting behind the flag and are all countries represented with somebody sitting behind the flag?” Kganyago told Reuters.

    U.S. officials have said little publicly about their plans for the presidency next year, but one source familiar with them said Washington would reduce the number of non-financial working groups and streamline the summit schedule.

    Brad Setser, a former U.S. official now at the Council on Foreign Relations, said he expected it to be “kind of a scaled-back G20 with less expectation of substantive outcomes.”

    TARIFF SHADOW

    Trump’s tariff policies have torn up the global trade rule book. With baseline levies of 10% on all U.S. imports and targeted rates as high as 50% on steel and aluminium, 25% on autos and potential levies on pharmaceuticals, extra tariffs on more than 20 countries are slated to take effect on August 1.

    His threat to impose further 10% tariffs on BRICS nations — of which eight are G20 members — has raised fears of fragmentation within global forums.

    German Finance Minister Lars Klingbeil said in Durban on Thursday that Europe was engaged in constructive talks with the U.S. on tariffs but was prepared to take countermeasures if necessary.

    He also said Germany and Europe must demonstrate they are safe destinations for investment.

    South Africa’s Treasury Director General Duncan Pieterse said the group hoped to issue the first communique under the South African G20 presidency by the end of the meetings.

    The G20 was last able to collectively issue a communique in July of 2024, mutually agreeing on the need to resist protectionism but making no mention of Russia’s invasion of Ukraine.

    Almaty, July 17 (Xinhua) — The Tajik government has approved a draft agreement on the supply of electricity from the Rogun hydroelectric power station (HPP) to Uzbekistan, the Avesta news agency reported on Thursday.

    The set price for electricity is 3.4 US cents per 1 kWh.

    The price is subject to annual indexation at a rate of 1%, starting from the second year of the agreement.

    SHANGHAI, July 17 (Xinhua) — Automobile exports via Shanghai Port exceeded 1.27 million units in the first half of 2025, up 13 percent year on year and accounting for 36.7 percent of China’s total automobile exports during the period, data from Shanghai Customs showed.

    The volume of automobile exports from Shanghai Port increased from 379 thousand units in 2020 to 2.39 million units in 2024, with an average annual growth rate of 58.4%.

    Exports via the Haitong International Automobile Terminal, located in Shanghai’s Waigaoqiao Port Area, reached 715,000 units in the first six months of this year, up 13.7 percent year on year. Export routes now cover 131 countries and regions around the world.

All this postpones the birth of a child. Another consequence of this transformation is loneliness. Quite a large number of young people cannot find a partner,” said Tatyana Golikova.

    The Deputy Prime Minister noted that the average age of mothers at birth in Russia is 29. In addition, it is important to correctly assess the factor of the country’s growing urbanization: more than 80% of all births today occur in cities.

    “Indirectly, through the use of maternity capital for education, we see that 70% of recipients in this area choose universities in large cities: Moscow, St. Petersburg, Krasnodar, Kazan. Young people leave their cities and, as a rule, do not return. Thus, the uniform territorial development of the country, the construction of housing, social and engineering infrastructure – these are all key things that need to be developed, and not only in cities, but also in rural areas. The strategy for the spatial development of Russia and its correct construction are of key importance for achieving the indicators set by the President. And of course, this is the work of all executive authorities at both the federal and regional levels, the maximum involvement of employers,” said the Deputy Prime Minister.

    Tatyana Golikova emphasized that demographic issues were discussed in detail at faction meetings and with relevant committees in the run-up to the government hour.

    “There are many support measures in place today. This is the Young Family program, preferential mortgage programs, the validity of which has been extended: family mortgage at 6%, rural mortgage at 3%, Far Eastern or Arctic mortgage at 2%. To help families pay off mortgages, a payment of 450 thousand rubles is provided at the birth of a third or subsequent child. In eight regions of the Far East, its size has been increased to 1 million rubles. Another eight have established a similar measure within the framework of regional programs to increase the birth rate. As a result, there are 16 of them. A separate topic is the development of the preferential rental housing market. Currently, 12 thousand rental apartments are being built in the Far East. In addition, there is the My Private Home initiative, which combines measures to support individual housing construction. The comprehensive rural development program also includes housing construction models in rural areas. It is important for us to jointly assess how all current housing programs are interconnected, how they affect the family, ”said Tatyana Golikova.

    An analysis of the use of maternity capital over the entire period of its existence confirms that housing is the main focus (69%) and more than 67% of funds used for housing, or 3.1 trillion rubles, are directed toward mortgages.

In 2024, a single benefit covered more than 1.5 million large families raising 5.3 million children.

    “Since 2025, for the first time, a priority procedure for concluding a social contract with large families has been established. More than 25% of social contracts have been concluded with large families. A register of large families has been formed. Since October 1 of last year, an electronic certificate for large families has been launched. 2.2 million certificates have already been issued,” noted Tatyana Golikova.

    As part of the “demographic menu”, which is co-financed from the federal budget, 41 regions with low birth rates have provided additional support measures for large families.

    “The problem remains that when establishing the status of a large family, regions require permanent registration in the region of all family members. This leads to the fact that the father, registered in another region, is not included in the family and, accordingly, in the certificate. And, as a result, he cannot take advantage of not only regional, but also federal support measures – go with children to a museum for free, buy goods or tickets at a discount. This approach must be eliminated. It is important that all regions have a responsible, informal attitude to the topic of supporting large families,” the Deputy Prime Minister emphasized.

    Thirdly, the health of citizens.

    Within the framework of the new national projects “Family” and “Long and Active Life”, an active range of measures in the field of healthcare will be continued.

    “Special attention will be paid to psychological, legal and social assistance to pregnant women, as well as the use of assisted reproductive technologies to treat infertility: 485 thousand IVF cycles will be performed,” said Tatyana Golikova.

    From August 18, 2025, banks will begin calculating capital adequacy standards according to new instructions from the Bank of Russia No. 220-I And No. 221-I.

    The new rules imply the transition of all banks with a universal license to a finalized (more risk-sensitive) approach to calculating capital adequacy standards. The standard approach will be retained for banks with a basic license and non-bank credit institutions.

    Other important changes include:

    — the criteria for classifying borrowers as investment grade have been improved (in particular, a condition has been added for having a credit rating of at least “A”), to which a reduced risk weight is applied;

    — differentiated risk weights have been introduced for loans to subjects and municipalities of Russia depending on the level of credit rating from Russian rating agencies, and in its absence, on the level of debt sustainability as assessed by the Ministry of Finance of Russia (in the future, it is planned to completely switch to credit ratings);

    — risk weights for mortgage loans at the construction stage are equal to those used for mortgages on completed housing, and those, in turn, are calibrated based on default statistics;

    — when calculating macroprudential premiums, a single multiplicative approach will be applied both for banks using approaches to risk assessment based on internal ratings and for other banks;

    — further important steps have been taken to address the problem of credit concentration: firstly, under repo transactions the risk will be considered to be on the issuer of securities accepted as collateral if the borrower’s rating is below “AA”; secondly, banks will be able to transfer the concentration risk from the borrower to a reliable guarantor/surety/issuer of securities accepted as collateral.

    The changes will help to more accurately assess risks, will help to level the playing field for competition, and will also support balanced growth in lending to the economy.

    To make it easier for banks to adapt to the new regulations, some of the innovations will only apply to new loans, that is, those issued after August 18, 2025.

  • Global oil prices likely to decline, India ready for any sanctions fallout: Hardeep Puri

    Union Petroleum and Natural Gas Minister Hardeep Singh Puri on Thursday expressed confidence that global oil prices could see a decline in the coming months. He also played down concerns about possible US sanctions over India’s continued purchase of oil from Russia.

    “The price of oil will come down as more sources of supplies are coming. We have enough oil around,” Puri said, underlining India’s strategy of tapping into a wider pool of suppliers to ensure energy security.

    In response to questions about potential US secondary sanctions on countries importing Russian energy, Puri said he was “not worried at all.”

    “If something happens, we will deal with it,” he said, adding, “Ek darwaza band hota hai to doosra khul jata hai” (When one door closes, another one opens).

    The minister highlighted that India has significantly broadened its oil import network. “India has diversified the sources of supplies from 27 to 40 countries now. 16 per cent of oil market growth has come from India, and studies show it may go up to 25 per cent.”

    Addressing the global dependence on Russian oil, Puri said that Russia accounts for 10 per cent of global crude production. “Our analysis shows that if Russia were not included, prices would have gone up to 130 dollars a barrel. Even Turkey, China, Brazil, and the EU have purchased oil and gas from Russia,” he said.

    BEIJING, July 17 (Xinhua) — The 3rd China International Supply Chain Expo (CISCE) opened in Beijing on Wednesday, with global business leaders and officials unanimously calling for stronger supply chains through open markets, innovation and multilateral cooperation.

    “This event is not just a trade show. It is a forest of connections between economies, industries and people,” said John Denton, secretary general of the International Chamber of Commerce (ICC), in his speech. “We are here to promote our shared prosperity.”

    His words reflected a broad consensus among participants: building trust and deepening integration – from AI innovation to global manufacturing cooperation – are essential to effectively address growing global uncertainties.

    CISCE 2025, held from July 16 to 20, brought together more than 650 companies and institutions from 75 countries, regions and international organizations, as well as over 500 of their upstream and downstream partners.

    Foreign exhibitors accounted for 35 percent of the total number of participants, indicating sustainable business interest despite the strengthening geopolitical and economic headwinds.

    Researchers from the international MECO project, including specialists Center of Language and Brain HSE University has developed a tool to study English reading in speakers of more than 19 languages. In a large-scale experiment involving more than 1,200 people, scientists tracked eye movements while reading the same texts in English, and then analyzed the level of comprehension. The results showed that even with the same comprehension, the reading process – where the gaze lingers, where it returns, which words it skips – depends on the native language and level of English proficiency.Studypublished in Studies in Second Language Acquisition.

    Reading in a foreign language is a complex skill, especially if the reader’s native language is very different. To find out how native language affects reading in English, scientists from 36 universities, including HSE, have teamed up in an international projectMeco, created in 2020. As part of the project, they record the eye movements of native speakers of different languages while reading texts in their native language and in English, and then analyze how fluent the reading is, where the eyes stumble, and what strategies the reader uses.

    In the new wave of the MECO project, scientists added data on English reading from 660 people, collected in 16 labs in Europe, Asia, and South America. The experiment was conducted in two stages. First, participants completed behavioral tests: spelling, vocabulary, reading words and pseudowords, motivation, and nonverbal intelligence. Then they silently read 12 short texts in English from a computer screen (approximately at the level of American native-speaking students) and answered questions about their content. During this time, the participants’ eye movements were recorded using the EyeLink eye tracker. The study used both new results and information collected in previous stages of the project. In total, the scientists analyzed data from more than 1,200 participants.

    The results showed that most participants handled questions about the content of the texts equally well: they understood 70–75% of what they read. However, there was a large spread in the data regarding reading fluency. Native English speakers read the fastest: they had fewer fixations (gaze stops), skipped words more often, and reread less often. The German participants were the most similar to English speakers. However, native speakers of Spanish, Russian, Chinese, and other languages read less fluently and used different strategies.

    Interestingly, the level of text comprehension was almost independent of eye movements: participants showed the same results when answering questions on the content regardless of their reading speed. However, fluency was highly dependent on the level of English: the better the participant coped with language tests — vocabulary, grammar, and others — the more confidently their gaze behaved: fewer rereads, more skipped words, fewer fixations.

    “We now have a tool that allows us to assess English reading in 19 languages. MECO’s open data allows us to compare reading in different languages, compare native speakers and language learners, and track the influence of the native language’s writing system – Latin, Chinese characters, or ligature,” the authors of the article say. “Over the course of several years, more than 1,200 people have taken part in the project. These data are the basis for dozens of future studies on how native language affects text perception and English reading skills.”

    ODIHR’s latest report adds to the mountain of evidence detailing serious concerns with Russia’s actions in Ukraine: UK statement to the OSCE

    Ambassador Holland condemns Russia’s appalling actions in Ukraine – including civilians deaths, CRSV and widespread use of torture – as detailed in ODIHR’s seventh interim report on reported violations of international humanitarian law and international human rights law in Ukraine.

    Thank you, Mr Chair.  Today I would like to address the issue of civilian casualties from Russia’s war in Ukraine.

    Firstly, every death in this conflict is a tragedy.  These are people, not statistics, and for each life lost, many more are destroyed as a result.  We cannot allow the normalisation of such death and destruction here or anywhere else.

    Secondly, we must remember that Russia chose to start this war.  There was no threat to Russia or Russians or Russian speakers in Ukraine.  What Russia feared was Ukraine escaping Moscow’s orbit.  It feared a prosperous, successful and sovereign Ukraine on its doorstep.  The responsibility for the increased risk to Russians, Ukrainians and our collective security sits squarely with Moscow.

    But just as President Putin chose to start this war, he could choose to end it.  President Trump has called for the senseless killing to stop and proposed an immediate and unconditional ceasefire.  Ukraine agreed to it.  Russia rejected it.  Despite Moscow’s attempts to obfuscate, these are the facts.

    Thirdly, Mr Chair, when it comes to civilian casualties, let us remember that Ukraine permits access to independent organisations who provide impartial reporting and verification of developments on the ground.  Many of these, including the UN Independent International Commission of Inquiry on Ukraine, have requested equal access to Russia.  But these requests have been denied.  We strongly urge Russia to allow access by independent international bodies who can offer impartial analysis of incidents in the Russian Federation, which would be of benefit to all OSCE participating States.

    A timely example of factual reporting from an independent organisation, this week ODIHR published their seventh interim report on reported violations of international humanitarian law and international human rights law in Ukraine.  The report covers some of the deeply concerning issues that we have raised in this room.  For example, ODIHR reported that in the six months to 31 May 2025, the number of verified civilian casualties in Government-controlled areas of Ukraine was over 50% higher than in the corresponding period in 2024.

    ODIHR’s report also covered the 4 April attack on Kryvyi Rih, which involved a Russian ballistic missile hitting a playground and killing 20 civilians, including nine children.  Colleagues will remember that we held a Special Permanent Council on this shocking incident.  ODIHR states: “Following analysis of photographs and videos, as well as eye-witness statements and other publicly available evidence, ODIHR has reasonable grounds to believe that, contrary to the Russian Federation’s claims, there were no military objectives in the area immediately prior to or at the time of the strike.”

    There is much more of concern in ODIHR’s report, including testimony that conflict-related sexual violence is intensifying and increasingly cruel.  And the reconfirmation of ODIHR’s previous findings on the widespread and systematic use of torture by the Russian authorities against detained Ukrainian civilians and POWs. We are appalled by these findings and urge the full implementation of the recommendations within the report.

    On July 16, 2025, a lecture “Achievements of Crimea” for foreign students at the State University of Management was held at the site of the State University of Management as part of the All-Russian Society “Knowledge” project.

    The speaker was Andrey Boltaevsky, a lecturer of the All-Russian Society “Knowledge”, head of the Department of Humanities and Foreign Languages at the Russian University of Cooperation, and candidate of historical sciences.

    A delegation from Jiangsu Industrial Technology Research Institute (JITRI) and Tsinghua University Suzhou Automobile Research Institute (TSARI) arrived at Peter the Great St. Petersburg Polytechnic University to strengthen their strategic partnership. The visit was led by JITRI First Deputy Director Gao Jun.

    China is a key partner of SPbPU: the university has more than 60 active agreements with Chinese universities and companies, including two large joint institutes in Jiangsu and Xi’an, where over a thousand students study. SPbPU itself has 2,200 Chinese students — almost half of the foreign contingent.

    The meeting participants discussed the expansion of academic mobility programs. Of particular interest was the JITRI Co-op internship program, which provides paid internships at leading Chinese research institutes and companies in the following areas: new materials, information and communication technologies, energy, biotechnology, and advanced manufacturing. The Polytechnic University confirmed its readiness to organize an open competition among talented students and young scientists to participate in the program.

    Scientific cooperation will also receive a boost: the parties agreed to intensify joint projects in the field of digital twins of power plants, artificial intelligence for industrial systems and polymer composite materials. Three major projects are already being implemented, including the BRICS grant won in sustainable development management with Nanjing University.

    “Today, our laboratories are looking to the East,” said Dmitry Arsenyev, Vice-Rector for International Affairs at SPbPU. “China has not only caught up with the technological leaders, but is setting new standards, and the Polytechnic University will orient students toward internships at JITRI, in your laboratories and at production facilities. This is a new vector — from the fundamental research of the Polytechnic University to Chinese industrial practice.”

    In response, the JITRI delegation proposed the creation of working groups to develop specific initiatives, including joint workshops and the involvement of industrial partners.

    Prospects for cooperation include the participation of the Russian Academy of Sciences: SPbPU is closely connected with its St. Petersburg branch, which unites 50 research institutes. Rector of SPbPU and Chairman of the St. Petersburg branch of the Russian Academy of Sciences Andrey Rudskoy signed a cooperation agreement in 2023 with Director of the Shanghai branch of the Chinese Academy of Sciences Hu Jinbo.

    “The doors of any institute of the Academy of Sciences are open to JITRI,” said Dmitry Germanovich, proposing to synchronize efforts with the Chinese Academy of Sciences. To ensure prompt work, the parties plan to hold a virtual round table in the coming months.

    BEIJING, July 17 (Xinhua) — Wu Yingjie, a former member of the Bureau of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), was sentenced to death with a two-year reprieve on Wednesday for accepting bribes.

    According to the verdict handed down by the Third Intermediate People’s Court of Beijing, Wu Yingjie, who also previously served as chairman of the CPPCC National Committee’s Culture, Historical Information and Education Committee, was deprived of his political rights for life. All of his personal property and illegal income were confiscated and retained by the state.

    The court found that between June 2006 and February 2021, the defendant, while holding various positions in the Xizang Autonomous Region in southwest China, abused his official position to provide assistance to relevant organizations and third parties in matters such as concluding contracts for projects and conducting business activities, in exchange for which he received financial or material benefits from them worth more than 343 million yuan (about 48 million US dollars).

    The court found that the amount of bribes Wu Yingjie received was particularly large, the circumstances of his case were particularly aggravated, and the social consequences were extremely negative, which led to significant damage to the interests of the country and the people.

    However, the court gave Wu Yingjie a more lenient sentence given mitigating circumstances, including his reports of other people’s alleged illegal and criminal activities that were verified following the investigation, Wu Yingjie’s admission of guilt and remorse for his actions, and his active return of the property he had illegally appropriated. -0-

    BEIJING, July 17 (Xinhua) — China’s rail passenger traffic rose 6.7 percent year-on-year to a record 2.24 billion person-times in the first half of 2025, hitting a new all-time high, data released by China State Railway Corporation (CSRC) showed Thursday.

    According to the KGZhK, in the period from January to June of this year, the average daily number of passenger trains running in the country was 11,183, which is 7.5 percent more than a year earlier.

    The highest average daily passenger traffic was recorded on May 1, the first day of the May Day holidays, when more than 23 million passengers were carried in one day, which is a record figure, the company said in a statement.

    China Railways also saw a rapid increase in the number of foreign passengers as visa policies were further relaxed. In the first half of 2025, foreign travelers took nearly 9.15 million train trips in China, up 30.1 percent from a year earlier.

    BEIJING, July 17 (Xinhua) — Beijing’s gross regional product (GRP) exceeded 2.5 trillion yuan (about 350.2 billion U.S. dollars) in the first half of 2025, up 5.5 percent year on year in constant prices, the Beijing Bureau of Statistics said Thursday.

    In the first six months of this year, the city’s primary sector added value reached 4.57 billion yuan, up 1.5 percent year-on-year, while the secondary sector added value was more than 335.6 billion yuan, up 4.7 percent year-on-year. Meanwhile, Beijing’s tertiary sector added value increased 5.6 percent year-on-year to more than 2.16 trillion yuan, the department’s data showed.

    In January-June 2025, the added value of Beijing’s large industrial enterprises increased by 7 percent year-on-year, 0.2 percentage points higher than in the first quarter of this year. In addition, Beijing saw rapid development of high-tech industries, with the production of lithium-ion batteries, new energy vehicles, and medical instruments, equipment, and apparatus growing rapidly.

    As for the service industry, its added value, as mentioned, increased by 5.6 percent year-on-year. The added value of the information transmission, software, and information technology services industry reached nearly 619.4 billion yuan, up 11.1 percent from the first half of 2024.
