    The Republic of France has issued the following statement:

    The Anna Politkovskaya-Arman Soldin Prize for Courage in Journalism will be awarded for the third time in early November 2025, to coincide with the International Day to End Impunity for Crimes Against Journalists, established in 2013 by the United Nations at France’s initiative, in memory of French journalists Ghislaine Dupont and Claude Verlon, assassinated in Mali.

    The aim of this prize is to distinguish the work of journalists and photojournalists committed to carrying out their essential role of informing people, in particular in theatres of conflict or during crises.

    Through this prize, France reaffirms its steadfast commitment to the defence of freedom of the press and pays tribute to two emblematic figures of journalistic courage, killed in the performance of their duties. First, the Russian journalist Anna Politkovskaya, whose investigations published in the Novaya Gazeta on corruption, human rights violations and the war in Chechnya cost her her life, along with six of her colleagues. Second, the Franco-Bosnian AFP journalist and photojournalist Arman Soldin, killed on 9 May 2023 in the field, whose work helped inform the entire world of the reality of Russia’s aggression against Ukraine.

    In 2024, the jury decided to recognize the work of Yuval Abraha, Israeli journalist, and Basel Adra, a Palestinian journalist, which focused on Israel’s settlements in the West Bank. Both journalists also belong to the Israeli-Palestinian collective that produced the documentary “No Other Land” last year, which won an Oscar in 2025.

    The European Anti-Fraud Office (OLAF) announces the departure of Ville Itälä, who has concluded his non-renewable seven-year term as Director-General of OLAF. Itälä played a pivotal role in strengthening the EU’s fight against fraud. During his tenure, OLAF closed 1,588 investigations, recommended the recovery of over €4 billion in misused EU funds, and prevented the undue spending of more than €810 million. 

    Appointed in 2018, Mr Itälä led OLAF through a period marked by major challenges and unprecedented developments in the protection of the European Union’s financial interests – from the COVID-19 pandemic, during which OLAF prevented the undue spending of billions on fake medical supplies and vaccines, to the EU’s response to Russian invasion of Ukraine, where OLAF worked to enforce sanctions and bolster Ukraine’s anti-fraud system. 

    During Mr Itälä’s tenure, OLAF successfully concluded numerous high-profile investigations and reinforced its role as a central pillar in the EU’s anti-fraud architecture. Moreover, over the course of seven years, OLAF continuously improved its effectiveness, built capacity and competences, helped to recover misused funds, protected citizens’ health and safety and safeguarded the environment. 

    Mr Itälä also enhanced OLAF’s cooperation with key anti-fraud partners including the European Court of Auditors (ECA) Europol, Eurojust, as well as the European Public Prosecutor’s Office (EPPO), whose creation he witnessed.

    “It has been an honour to lead OLAF in its vital mission of protecting European taxpayers’ money and promoting integrity within the EU institutions.     With the conclusion of Mr Itälä’s mandate, current Deputy Director-General Salla Saastamoinen will assume the role of Acting Director-General of OLAF as of 1 August 2025, ensuring continuity of leadership until the appointment of a new Director-General, the selection process of which is ongoing. 

    OLAF remains fully committed to its mission to detect, investigate and prevent fraud and other illicit activities affecting the EU budget. The Office will continue its work in close cooperation with national, EU and international partners to safeguard Union’s financial interests. 

    Background 

    In line with procedures, the Director-General is appointed via a competitive selection process, followed by public hearings at the European Parliament and a formal appointment by the European Commission. As of the end of July 2025, the selection procedure remains in progress, with candidates being evaluated in accordance with applicable rules.

    OLAF mission, mandate and competences:
    OLAF’s mission is to detect, investigate and stop fraud with EU funds.    

    OLAF fulfils its mission by:
    •    carrying out independent investigations into fraud and corruption involving EU funds, so as to ensure that all EU taxpayers’ money reaches projects that can create jobs and growth in Europe;
    •    contributing to strengthening citizens’ trust in the EU Institutions by investigating serious misconduct by EU staff and members of the EU Institutions;
    •    developing a sound EU anti-fraud policy.

    In its independent investigative function, OLAF can investigate matters relating to fraud, corruption and other offences affecting the EU financial interests concerning:
    •    all EU expenditure: the main spending categories are Structural Funds, agricultural policy and rural development funds, direct expenditure and external aid;
    •    some areas of EU revenue, mainly customs duties;
    •    suspicions of serious misconduct by EU staff and members of the EU institutions.

    Once OLAF has completed its investigation, it is for the competent EU and national authorities to examine and decide on the follow-up of OLAF’s recommendations. All persons concerned are presumed to be innocent until proven guilty in a competent national or EU court of law.

    BEIJING, July 30 (Xinhua) — China is deeply concerned about the humanitarian catastrophe facing the people of the Gaza Strip and calls on all parties involved, especially Israel, to immediately stop military operations in Gaza and prevent a humanitarian crisis of an even greater scale, Chinese Foreign Ministry spokesman Guo Jiakun said on Wednesday.

    The humanitarian situation in the Palestinian enclave is reportedly a major concern for the international community. French President Emmanuel Macron and British Prime Minister Keir Starmer have raised the possibility of recognizing a Palestinian state at the UN General Assembly. Meanwhile, Israel’s security cabinet is still considering the option of a full military occupation of the Gaza Strip and a blockade of cities where the Palestinian Hamas movement operates.

    He cited a recent World Health Organization statement that of the 74 malnutrition deaths in Gaza since the start of the year, 63 occurred this month, including 25 children, in the latest evidence of a humanitarian catastrophe in the Palestinian enclave.

    “We call on the parties concerned, especially Israel, to immediately cease military action in Gaza, lift the blockade and siege of the enclave, fully restore humanitarian access there and prevent a wider humanitarian crisis,” the official representative stressed.

    Noting that the Palestinian issue remains a key issue in the Middle East, Guo Jiakun stated that a solution based on the principle of “two states for two peoples” is the only way out and China firmly supports the Palestinian people in establishing an independent State of Palestine.

    “China is willing to continue to cooperate with the international community to end the fighting in Gaza as soon as possible, ease the humanitarian crisis, realize the two-state solution, and achieve a comprehensive, fair and lasting settlement of the Palestinian issue,” the Chinese Foreign Ministry spokesman concluded. –0–

    MEXICO CITY, July 30 (Xinhua) — Seven people were killed in a plane crash in the southern Venezuelan state of Amazonas on Tuesday, Venezuelan Defense Minister Vladimir Padrino Lopez said in a statement posted on social media on Wednesday.

    NEW YORK, July 30 (Xinhua) — U.S. President Donald Trump said on Wednesday that Indian goods exported to the United States will be subject to a 25 percent tariff starting Aug. 1, the American leader said in a post on the Truth Social social network.

    According to D. Trump, although India is “our friend,” the United States does “relatively little business with it because their tariffs are too high.” The American president added that India has “the most onerous and obnoxious non-monetary trade barriers of any country.”

    Tbilisi, July 30 /Xinhua/ — The National Bank of Georgia (Central Bank) has revised upward its economic growth forecast for 2025 from 6.7 percent to 7.4 percent. The new forecast also exceeds the figure set in the state budget, where economic growth for 2025 is estimated at 6 percent, the National Bank of Georgia reported on Wednesday.

    According to the regulator’s statement, the key factors in the forecast increase were high economic activity and improved production potential, which helps to neutralize inflationary pressure caused by stable domestic demand.

    According to preliminary data, economic growth in Georgia amounted to 8.8 percent in the period from January to May 2025, which significantly exceeds the annual average.

    In addition, the National Bank predicts that in 2025 the average inflation in the country will be 3.8 percent. The decision of the Central Bank’s Monetary Policy Committee indicates that this year the inflation target will remain above 3 percent, although in the future it is expected to approach 3 percent.

    BEIJING, July 30 (Xinhua) — China on Wednesday called on Japan to speed up the entire process of disposing of Japanese chemical weapons abandoned in China and restore a clean land for the Chinese people and justice for the international community as soon as possible.

    Chinese Foreign Ministry spokesman Guo Jiakun made the call at a daily ministry briefing in response to a reporter’s question.

    “The abandoned Japanese chemical weapons in China represent one of the most serious crimes committed by Japanese militarists during the war of conquest against China,” the diplomat said.

    Guo Jiakun stressed that China has always called on Japan to completely and thoroughly destroy them as soon as possible in strict accordance with the Chemical Weapons Convention and the memorandum of understanding between the governments of the two countries. “To date, the Japanese side has removed about 160,000 units of abandoned chemical weapons from underground and destroyed nearly 130,000. However, the disposal process as a whole is seriously behind schedule,” the official said.

    The effect of water on the longitudinal gigahertz elastic modulus of collagen-based hydrogel was studied by a student of the Department of Physical Methods of Solid State Research using optical spectroscopy methods Faculty of Physics, Novosibirsk State University Anna Laktionova under the scientific supervision of Valeria Zykova, PhD in Physics and Mathematics, Senior Researcher at the Institute of Automation and Electrometry SB RAS. The data from this study became the basis for her master’s thesis, which she successfully defended this year. In her work, she used optical research methods – Mandelstam-Brillouin scattering (MBS) spectroscopy and Raman spectroscopy.

    — Changes in the elastic properties of biological objects may be associated with disruptions in the functioning of living cells, in such cases, information about the elastic modulus plays a key role. Currently, a contactless and non-invasive technique for characterizing the viscoelastic properties of materials is actively developing – Mandelstam-Brillouin scattering spectroscopy (MBS), which has proven itself in application to biomedical problems. MBS spectroscopy allows obtaining information about the speed of sound in a substance and the gigahertz elastic modulus. However, when studying real biotissues, difficulties arise in interpreting experimental data that are associated with the multicomponent composition of the studied objects and small changes in the elastic modulus due to pathologies occurring in the bioobject. This is due to the fact that the main contribution to the elastic modulus value in the case of real tissues is made by the water component, the content of which is quite high for the case of biological samples. For this reason, researchers often use simpler model two-component objects instead of real tissues, which are hydrogels, in particular, collagen-based hydrogels. By varying the water content, various parameters of viscoelastic properties are achieved, thereby hydrogels imitate the properties of a wide variety of real tissues, explained Anna Laktionova.

    Samples of collagen -based hydrogels with different water content were made for conducting research. Further, with the help of a number of optical techniques (RMB, cattle, low -frequency cattle and depolarized light scattering), Anna described the elastic and relaxation properties of manufactured hydrogels. Spectra measurement was made during drying of hydrogel samples in the air. This was done in order to observe how, depending on the content of water in the sample, its elastic properties are changed, determined from the parameters of the spectrum of light scattering. With the dehydration of the sample from the most hydrated state (water content of 99.5 %) to a completely dry elasticity module increases by 6 times. At the same time, significant growth is observed with protein concentrations above 60 %. For a detailed study of such behavior, two spectrometers were required to synchronously measure the spectra of RMB and CRC. In this regard, some difficulties arose. The devices were in different rooms, which could affect the accuracy of measurements: while the sample was transferred from one office to another, it could be subjected to undesirable exposure to external factors, which would lead to its additional drying. To characterize the content of water in the samples and their elastic module from the same point in the process of drying, participants in the experiment, which was conducted in the spectroscopy laboratory of the condensed media of the Institute of Automation and Electrometry of the SB RAS, established a fiber -fiber channel between two spectrometers. This technical solution was implemented for the first time in Russia.

    The analysis of the dependence of the Brillouin line position on the protein concentration in the hydrogel showed that the value of the gigahertz elastic modulus changes almost 6 times within the full range of concentrations (water content 0 – 100%). This is a very significant change. Earlier in the literature it was demonstrated that in the case of chemical treatments it is only a few percent. This fact fully demonstrates the strong influence of water. The resulting concentration dependence of the elastic modulus was described by a model considering the hydrogel as a rigid protein framework filled with water.

    — From the analysis of the shape of the Brillouin spectrum of hydrogels, a non-trivial dependence of the Brillouin line width on the protein content was obtained. It is generally accepted, at least for single-component systems, that the Brillouin line width characterizes the viscosity of the object under study. However, in our case, everything was not so simple. When the hydrogel dried, the Brillouin line width actually increased to protein concentrations of about 70%, where the dependence extremum was observed. With further dehydration, up to completely dry collagen, the Brillouin line width narrowed. According to our assumptions, the reason for such an unexpected result lies in the influence of relaxation processes on the shape of the Brillouin spectrum of the hydrogel. To confirm this hypothesis, it was necessary to conduct a study using another spectroscopic technique – depolarized light scattering spectroscopy, – said Anna Laktionova.

    A comprehensive comparison of the behavior of the RMB line width and the shape of the depolarized spectrum made it possible to verify the relaxation nature of the Brillouin line broadening with a change in water content. The results of RMB spectroscopy of hydrogels with different water contents for several temperatures (25, 0, -10 °C) additionally confirmed the influence of relaxation processes on the Brillouin line width, explained Anna Laktionova.

    The analysis of the obtained results allowed us to obtain complete information on the nature of the interaction of the biopolymer matrix with the water component and to study in detail the issue of the influence of the water component on the parameters of the Brillouin spectrum of a hydrogel with different degrees of hydration.
