    The Republic of France has issued the following statement:

    Ministers,

    Representatives of the United Nations agencies, international organizations and civil society organizations,

    Executive Director of UN Women,

    Ladies and gentlemen,

    Our countries have chosen to officially adopt feminist foreign policy.

    By doing so, they pledged to make the rights of women and gender equality a priority.

    Because feminist foreign policy is a political commitment: to combat violence against women and girls all over the world; to defend and, as decided in the 2030 Agenda for Sustainable Development, make gender equality effective; and to reaffirm and promote the universality of the rights of women and girls everywhere that they are under threat.

    And it is on the basis of these principles that I will have the honour and pleasure of welcoming you to France in 2025 as agreed for the next Feminist Foreign Policy Conference.

    2025 will also mark the 30th anniversary of two key documents in the advancement of the rights of women and girls around the world: the Beijing Declaration and Platform for Action. We must continue to enforce this reference framework and go even further.

    That is why France enshrined the freedom to choose an abortion in its Constitution on 8 March 2024. Guaranteeing sexual and reproductive health and rights means respecting women’s right to control over their own bodies. We must protect that right from any regression, and it must remain an absolute priority for our group. We invite all States to give the right to abortion the highest level of legal protection.

    Going further also means taking into account the challenges presented by the rapid development of new digital technologies, particularly artificial intelligence.

    In 2023, France launched the Laboratory for Women’s Rights Online, an international platform created to fight online violence against women and girls. By doing so, we are building the first forum of this kind, which will be both a space for dialogue and an incubator for projects.

    The upcoming AI Action Summit, set to take place in Paris in February 2025, will also be an opportunity to address gender bias and barriers to the rights of women and girls online.

    This autumn, France – with the Netherlands – will present a draft resolution to combat online violence against women and girls to the General Assembly. They are the primary victims, and it is time that the international community tackles this issue.

    Ladies and gentlemen,

    Violence is also perpetrated against women and girls in the context of war. We cannot resign ourselves to what is happening in Afghanistan, where the Taliban’s policy of segregation is erasing women from society. We have made respect for the rights of women a clear condition for political dialogue to resume. That condition must be met. We should not, cannot, abandon Afghan women and girls. It would be a moral failure.

    Nor can we omit to condemn in the strongest terms the barbaric sexual violence committed by Hamas and other terrorist groups on 7 October last year.

    And we cannot forget the lives of Yazidi women, shattered by the genocidal terrorism of Daesh.

    Relentlessly fighting sexual and gender-based violence and impunity will remain central to our work. France was the first to support the fund launched by Nadia Murad and Doctor Mukwege, and supported the first International Conference of Prosecutors on Accountability for Conflict-Related Sexual Violence at The Hague in March. We will continue to work to support female victims of sexual violence, as we are doing in Ukraine for the victims of Russian atrocities, and in the Democratic Republic of the Congo and the Central African Republic.

    Ladies and gentlemen,

    The international community should not limit its understanding of feminism to the protection of victims. I mentioned the upcoming anniversary of the Beijing Declaration next year; I now want to highlight the role of women as drivers of change for peace, sustainable development and prosperity. Involving women and girls in decision-making processes is both a moral imperative and a condition for our prosperity.

    We therefore support the draft general recommendation No. 4 of the Committee on the Elimination of Discrimination against Women (CEDAW) on the equal and inclusive representation of women in decision-making systems. It is a major step forward. I also commend the work of the Committee and thank Minister Nicole Ameline for her enlightening presentation.

    As we know, women play a crucial role in responding to crises and, together, ensuring peace and security. With this in mind, I hope to one day address a female Secretary-General of the United Nations, as well as her envoy for the political participation of women and the Women, Peace and Security Agenda.

    I would like to reiterate that France supports the voices of those who defend these rights, often risking their lives, all over the world. The Support Fund for Feminist Organizations, a French initiative, is the world’s leading fund in terms of financing and geographic scope. I am committed to enshrining it in the long term.

    In conclusion, I would like to express France’s support for all women and girls whose voices have been stifled and silenced, and whose freedoms and rights have been denied and trampled. France stands with you, and with them.

  • MIL-OSI Russia: Rosneft helped Penza Zoo repair polar bear enclosure

    With the support of Rosneft, the Penza Zoo renovated the walking enclosure for the polar bear named Bely.

    The work lasted about a month, during which the floor covering of the site was completely replaced: the old screed was removed, the concrete abutment of the pool bowl was restored, the site was covered with soil, treated with concrete contact, and a self-leveling floor was installed, onto which a particularly strong polyurethane paint was applied.

    During the construction work, the polar bear exhibit was closed to visitors, and the White Bear was kept in the feeding enclosure. After the repairs, the bear was released onto the renovated site.

    Preservation and protection of the polar bear population is one of the main areas of Rosneft’s environmental program. Since 2013, Rosneft has been caring for all polar bears living in Russian zoos. Currently, the Company patronizes 34 polar bears in 16 zoos in the country, providing them with care, feeding, veterinary support, as well as updating their enclosures and conducting scientific research. With the support of Rosneft, special toys have been developed to increase the physical activity of animals. Several types of products made from particularly durable plastic are sent to zoos every year.

    Rosneft is conducting research on polar bears as a bioindicator species of Arctic ecosystems. During this time, several large-scale expeditions have taken place, during which specialists have studied the migration routes, numbers and distribution density of these polar predators, and have also conducted various analyses of biological samples.

    In September, with the support of Rosneft, an expedition to study and monitor the polar bear population took place on the northwestern coast of the Taimyr Peninsula and the islands of the Kara Sea. Scientists from the A.N. Severtsov Institute of Ecology and Evolution Problems of the Russian Academy of Sciences conducted a full-scale census of the distribution of the number of endangered animals during the ice-free period.

    The field work is being carried out as part of Rosneft’s biodiversity conservation program, called Tamura. It is being implemented by the Company’s Arctic Research Center. From 2024 to 2027, research is planned on the Taimyr Peninsula of reindeer, birds, and fish in the mouth of the Yenisei River. A total of ten expeditions will be conducted over four years.

    Alexander Novak inspected the exhibition display of equipment and technologies for the fuel and energy complex at the site of the International Forum “Russian Energy Week” (REW)

    Deputy Prime Minister Alexander Novak inspected the exhibition display of equipment and technologies for the fuel and energy complex at the site of the international forum “Russian Energy Week” (REW). He visited the stands of the United Energy Company, the energy complex of the Moscow government, Mosgaz, the Institute of Oil and Gas Technological Initiatives (INTI), Rosstandart, TD Vzlyot, Transneft, “Gas Stations and Logistics – Innovative Solutions for Business Management”, Pipe Metallurgical Company, as well as the exposition of companies from China.

    At the JSC OEK stand, the Deputy Prime Minister was shown a branded Moskvich electric car with a charging station, energy-efficient LED smart lights with built-in lamp control modules, which are currently being installed in Moscow, as well as architectural and artistic lighting devices that transform the facades of the capital’s buildings at night.

    The Mosgaz site displays samples of the latest Russian gas distribution equipment and heat supply sources – from design and documentation development to 3D modeling and production of finished products. The gas workers’ exposition features models of a gas control station, a boiler room, and a mobile boiler room.

    INTI has established itself as an effective mechanism in import substitution and achieving technological sovereignty of Russia. Its task is to approve and further apply professional standards in the production and procurement activities of oil and gas companies together with representatives of business and government. The institute is also working on the implementation of “road maps” for import substitution adopted within the framework of the Coordination Council for Import Substitution of Oil and Gas Equipment in accordance with the formed action plan.

    At the Rosstand, Alexander Novak was shown a model of a laboratory that is part of a universal reference testing center designed to test various products, including electrical equipment, using climatic and resource tests and technical means for electromagnetic compatibility parameters.

    TD Vzlet, a Russian developer and manufacturer of devices and systems for metering the flow of liquids, thermal energy and gases, demonstrated the latest models of flow meters for gas metering at REN.

    The Transneft site features the latest anti-corrosion equipment that ensures the operation of freight and pipeline transport.

    At the stand “Gas stations and logistics – innovative solutions for business management”, Alexander Novak was shown digital solutions for modern gas stations in three areas: logistics, equipment monitoring and gas station management system.

    The stand of the companies from China presents products and technical solutions from 15 companies of the friendly country in the petrochemical and gas chemical industry, including equipment, parts and service solutions.

    The Pipe Metallurgical Company demonstrated technologies for thermochemical impact on unconventional oil-bearing horizons. This is a well assembly complex for the extraction of hard-to-recover reserves. The solution, developed entirely in Russia, will significantly increase the percentage of hydrocarbon extraction and the profitability of developing hard-to-recover reserves.

    In total, the exhibition features stands from 34 participants from various regions of Russia, the Republic of Belarus and China.

  • MIL-OSI United Kingdom: UK constrains Russia’s future LNG plans

    The UK has sanctioned 5 ships and 2 entities involved in the Russian Liquified Natural Gas (LNG) sector.

    • This is the first time the UK is using its new ship specification power to target LNG vessels directly. 

    • Today’s action builds on efforts alongside allies to bear down on Russia’s attempts to bolster its future energy revenues – the most critical source of funding for Putin’s war in Ukraine. 

    The UK has today, 26 September, taken decisive action to sanction 5 vessels and 2 associated entities involved in the shipping of Russian LNG, including from Russia’s flagship Arctic LNG 2 project. 

    LNG is an important source of funding for Putin’s illegal war in Ukraine. Russia has plans to expand its LNG revenues, aiming to grow their global LNG market share from 8% to 20%.  

    Earlier this year, the UK sanctioned Arctic LNG 2, alongside our allies in the US and EU. Since then, the project has been forced to slash production. Today’s action builds on this by targeting ships and entities involved in the Russian LNG sector, which engage with projects important to Russia’s future energy production. 

    The UK has now sanctioned 15 vessels and entities involved in the Russian LNG sector and we will continue to bear down on this important source of funding for Putin’s illegal war in Ukraine.   

    The vessels sanctioned today are: 

    • PIONEER (IMO 9256602) 

    • ASYA ENERGY (IMO 9216298) 

    • NOVA ENERGY (IMO 9324277) 

    • NORTH SKY (IMO 9953523) 

    • SCF LA PEROUSE (IMO 9849887)  

    We are also sanctioning the following entities associated with the vessels: 

    • OCEAN SPEEDSTAR SOLUTIONS OPC – The operator and manager of PIONEER and ASYA ENERGY. 

    • WHITE FOX SHIP MANAGEMENT – The operator and manager of NORTH SKY

  • MIL-OSI Russia: This year, more than 70 modern elevators were installed in the capital’s medical institutions

    Specialists from the city services complex have installed more than 70 modern elevators in the capital’s medical institutions. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “As part of the implementation of city programs, this year 21 elevators were replaced in clinics undergoing major repairs, and 52 elevators whose service life had reached the end of their service life were replaced in operating hospitals. Healthcare facilities are equipped with new elevator equipment that fully meets safety requirements. The replacement of elevators in hospital buildings was carried out in stages so that employees and patients would not experience difficulties when moving between floors,” noted Petr Biryukov.

    Elevators were updated in the City Clinical Hospital (CCH) named after F.I. Inozemtsev, City Clinical Hospital No. 29 named after N.E. Bauman and City Clinical Hospital named after S.S. Yudin.

    Lifts for medical institutions are characterized by high load capacity and increased door openings, which allows transporting patients on gurneys and intensive care beds. The cabins are made of high-strength stainless steel, resistant to constant treatment with antiseptics, and are equipped with high-precision stopping systems.

    For visitors with limited mobility and patients with hearing and vision impairments, handrails, a device for voice announcements and buttons with Braille alphabet are provided.

    The elevators have ventilation and disinfecting UV recirculators, they are equipped with an uninterruptible power supply system and a special evacuation mode: in an emergency, the elevator does not stop, but goes down to the nearest floor and opens the doors. All parts and components are domestically produced, which simplifies maintenance.

  • MIL-OSI USA: Statement from President Joe  Biden on U.S. Support for  Ukraine

    I am proud to welcome President Zelenskyy back to the White House today. For nearly three years, the United States has rallied the world to stand with the people of Ukraine as they defend their freedom from Russian aggression, and it has been a top priority of my Administration to provide Ukraine with the support it needs to prevail. In that time, Ukraine has won the battle of Kyiv, reclaimed more than half the territory that Russia seized at the start of the war, and safeguarded its sovereignty and independence. But there is more work to do. That is why, today, I am announcing a surge in security assistance for Ukraine and a series of additional actions to help Ukraine win this war. 
    Today, I am announcing that: 
    I have directed the Department of Defense to allocate all of its remaining security assistance funding that has been appropriated for Ukraine by the end of my term in office. As part of this effort, the Department of Defense will allocate the remaining Ukraine Security Assistance Initiative funds by the end of this year. I also have authorized $5.5 billion in Presidential Drawdown Authority to ensure this authority does not expire, so that my Administration can fully utilize the funding appropriated by Congress to support the drawdown of U.S. equipment for Ukraine and then replenish U.S. stockpiles.
    The Department of Defense is announcing $2.4 billion in security assistance through the Ukraine Security Assistance Initiative, which will provide Ukraine with additional air defense, Unmanned Aerial Systems, and air-to-ground munitions, as well as strengthen Ukraine’s defense industrial base and support its maintenance and sustainment requirements.
    To enhance Ukraine’s long-range strike capabilities, I have decided to provide Ukraine with the Joint Standoff Weapon (JSOW) long-range munition.
    To further strengthen Ukraine’s air defenses, I have directed the Department of Defense to refurbish and provide Ukraine with an additional Patriot air defense battery and to provide Ukraine with additional Patriot missiles. This builds on my decision earlier this year to divert U.S. air defense exports to Ukraine, which will provide Ukraine with hundreds of additional Patriot and AMRAAM missiles over the next year and will help Ukraine defend its cities and its people. 
    To build the capacity of Ukraine’s air force, I have directed the Department of Defense to expand training for Ukrainian F-16 pilots, including by supporting the training of an additional 18 pilots next year.
    To counter Russian sanctions evasion and money laundering, the Department of Justice, the Department of the Treasury, and the U.S. Secret Service have taken action today to disrupt a global cryptocurrency network, in coordination with international partners. The United States will continue to raise the costs on Russia for its war in Ukraine and to deprive the Russian defense industrial base of resources.
    I will convene a leader-level meeting of the Ukraine Defense Contact Group in Germany next month to coordinate the efforts of the more than 50 countries supporting Ukraine in its defense against Russian aggression.
    Through these actions, my message is clear: The United States will provide Ukraine with the support it needs to win this war.

  • MIL-OSI Europe: Briefing – Security of energy supply – 26-09-2024

    Energy supply security is often defined as the availability of an adequate supply of energy at a reasonable cost. Even a partial supply disruption can have severe consequences, which the European Union has experienced on several occasions. Over the years, energy market developments have affected the EU’s economic situation time and again, from the 1970s oil crisis to the 2009 gas crisis and 2022 energy price crisis following Russia’s full-scale invasion of Ukraine. With the exception of coal, the EU’s energy resources are limited, leaving it particularly vulnerable to disruption, particularly for oil and gas supplies. The EU has a relatively high dependency on energy imports (62.5 % in 2022) and this rate has been increasing since 1990. The EU has built a legislative framework to ensure the security of its energy supplies. The electricity sector is subject to a regulation on risk-preparedness that mandates Member States to implement tools for preventing and managing potential electricity crises – and to work together once such crises occur. The Oil Stocks Directive requires Member States to hold a minimum reserve and inform the European Commission about the stock they hold. The EU Regulation concerning measures to safeguard the security of gas supply (‘Security of Gas Supply Regulation’) introduces a solidarity mechanism between Member States and a supply standard ensuring continuous gas supply to protected customers. Despite this comprehensive framework, significant challenges remain on the road towards a fully-fledged EU energy security strategy. The planned revision of the EU regulation, expected for 2025, could provide the impetus to adapt the existing security framework to new challenges resulting from the decarbonisation of the energy market and new import patterns. The security framework could be broadened to reflect a new way of perceiving energy supply security, based not only on energy sources, but also on the ability to produce energy domestically (including through renewable energy). The issue of energy security will likely remain a long-term challenge for the EU. Scope remains for stronger coordination between Member States and legislative intervention to complete the framework.

  • MIL-OSI Russia: RN-Uvatneftegaz received first oil at the South-Venikhyartskaya area of the Uvat project

    RN-Uvatneftegaz (part of the oil production complex of NK Rosneft) received the first commercial flow of oil at the Yuzhno-Venikhyartskaya area of the Uvat project. The starting flow rate of the horizontal well was three times higher than the average for the region and amounted to more than 300 tons of oil per day.

    The Yuzhno-Venikhyartskaya area, located within the Yuzhno-Pikhtov license area, was discovered by the Pravdinskaya geological exploration expedition 20 years ago. However, its development was hampered by its remoteness from infrastructure and the complexity of its geological structure.

    RN-Uvatneftegaz has carried out 3D seismic exploration work in the area and drilled exploration wells. It is planned to create infrastructure to connect the new asset with the central oil collection point of the Protozanovskoye field. In the short term, it is planned to drill over 10 production wells in the Yuzhno-Venikhyartskaya area, including horizontal completion and multi-stage hydraulic fracturing operations.

    The Yuzhno-Venikhyartskaya area will be part of the Protozanovsky hub. Development of deposits by creating hubs at the Uvatsky project allows for the development of smaller satellite deposits from a common center, increasing the economic efficiency of asset development by using the existing production infrastructure.

    Increasing the efficiency of reserve replenishment and their consistent introduction into development is one of the key elements of Rosneft’s strategy. In developing the Uvat project fields, the Company applies new technologies – conveyor drilling, rotary-steerable systems, logging while drilling, etc.

    RN-Uvatneftegaz makes a significant contribution to the industrial development of the region. Commissioning of new fields and production facilities creates skilled jobs. The participation of local contractors and suppliers in the implementation of the Uvat project has a multiplier effect on the development of the regional economy.

  • MIL-OSI United Kingdom: Trafficking of cultural property: UK statement to the OSCE

    Emma Logan, UK Delegation to the OSCE, says that by disrupting cultural property trafficking, we can also disrupt broader Serious Organised Criminal activity.

    Thank you Chair for bringing together a set of very interesting speakers today.

    The trafficking of cultural property, be it an antiquity or modern artwork, can be an enabling element to conflict, non-state threats and can facilitate money laundering for Serious Organised Crime (SOC). As today’s panel has illustrated, the protection of cultural property from intentional destruction, looting and trafficking becomes far more complex during times of war.

    I will pick up on three points that have been mentioned today. Firstly, the need for continued cooperation of international organisations, agencies and bodies was recently reaffirmed at the G7 in Naples; with Minister Bryant, Minister for Creative Industries, Arts and- Tourism, representing the UK. Today, we thank the OSCE for continuing the dialogue in this critical area.

    Secondly, I want to add the UK voice to underline the importance of the OSCE’s Heritage Crime Taskforce. The UK Government has invested specifically in the OSCE project establishing the new national Heritage Crime Task Force in Ukraine. We plan to continue this partnership with the OSCE, and invest in the Taskforce beyond this project, as recognition of the critical role that cross-border cooperation plays in combating transnational crime, including the illicit trafficking of cultural property.

    UK organisations are part of that cross-border cooperation. As an example, the Metropolitan Police recently assisted Homeland Security in investigations which revealed new evidence of money laundering by proscribed terrorist organisations through the UK and US art markets.

    We agree with what many of other speakers have said: that by enhancing a collective understanding of the linkages between cultural property trafficking and wider Serious Organised Crime, and by demonstrating opportunities to disrupt broader harms through the cultural property lens, we can expose the harms of cultural property trafficking to a wider group of stakeholders. For example, the UK Department for Culture Media and Sport’s International Cultural Heritage Protection Programme has funded investigations into artefacts known to have been looted from Syria and trafficked through pre-existing networks. Providing information and assistance to law enforcement and prosecutorial authorities, namely the Met Police, OSCE and INTERPOL was integral to this project. Additionally the UK Government is a founding member of the Atrocity Crimes Advisory (ACA) Group, which supports Ukraine against Russia’s war of aggression through its own domestic criminal justice system. Over the last year, ACA has made concerted efforts to engage with national-level officials on issues relating to heritage crime.

    The Met Police plays an important role in tackling the illicit trade in cultural property, with the support of expertise from the museum and antiquities sectors. Earlier this month, the Met played a pivotal role in repatriating the largest antiquity back to Iraq, a stone relief carving depicting a winged genie from the Palace of Nimrud, looted from Iraq after the first gulf war.

    Lastly, every panellist has mentioned recommendations of what more needs to be done. For the UK, we recognise that our museums and art market businesses need to undertake more provenance research and engage more actively in the identification and authentication of looted items. And in cases where looted and illicitly-traded objects cannot be seized, we need to find effective ways within existing legal systems and by cooperating with the trade, so that they can be returned to the country or community to which they belong.

    In conclusion, we should continue making the point that by disrupting cultural property trafficking, wider SOC activity can also be disrupted. This may stimulate engagement and a more effective response across operational, policy, programming, and diplomatic partners. The UK remains committed to being part of this network to combat illicit trade in times of war and peace.

    Ambassador Holland calls out Russia’s illegal attempted annexation of Ukrainian territory and the system of violence and terror that accompanies Russian occupation.

    Thank you, Madam Chair.  Next week marks the second anniversary of Russia’s illegal annexation attempts in Donetsk, Luhansk, Zaporizhzhia, and Kherson oblasts. Russia claims these land grabs, and ten years of control over Crimea, have brought liberty. On the contrary, these years of occupation have brought violence, terror, and occupation. Carried out under the guise of sham referenda and backed by military force, Russia aims to legitimise its aggression and create a false narrative of rightful control over Ukrainian land.

    First implemented in Crimea, the Russian state has expanded to the newly occupied territories a systematic campaign, designed to suppress Ukrainian heritage, history, and language. This campaign goes beyond territorial ambitions; it seeks to dismantle the idea of Ukraine as a distinct nation, stripping away the cultural and national identity of its people.

    We continue to be appalled by widespread reports of violations of International Humanitarian Law (IHL) and violations and abuses of International Human Rights Law (IHRL) within the temporarily occupied territories. As the independent Moscow Mechanism reports have shown, arbitrary detentions, forced deportations, and the persecution of civilians are prevalent. Particularly alarming is the forced deportation and indoctrination of Ukrainian children. The most recent report details the atrocious conditions faced by both civilians and prisoners of war held in detention, and the widespread and systematic use of torture, as well as sexual violence. In recent weeks, we have also seen media reports of POWs being executed in the most barbaric manner.

    Russia is also deliberately targeting Ukraine’s cultural heritage in the territory it occupies. Museums, religious sites, and historic buildings have been bombed, looted, or appropriated. This systematic destruction of cultural sites not only devastates the physical symbols of Ukraine’s heritage but also attempts to erase crucial elements of its national identity.

    Madam Chair, Russia’s annexation attempts are a clear violation of the Helsinki Final Act, which enshrines the principle of territorial integrity and the inviolability of national borders. As a signatory, Russia committed to respect the sovereignty and independence of all states in the OSCE region, including Ukraine. They made the same pledge more directly in the Budapest Memorandum in the 1990s.  By attempting to seize Ukrainian territory through force, Russia has flagrantly disregarded these principles. Moreover, the purported annexations represent a breach of the Paris Charter of 1990, in which all participating nations, including Russia, reaffirmed their commitment to peaceful relations, the rule of law, and the right of nations to determine their own destiny without external interference.

    Russia’s continued imperialist ambitions destabilise the world, creating insecurity for all. We must call it what it is. And We must stand together to resist this dangerous expansionism. Donetsk, Luhansk, Zaporizhzhia, and Kherson oblasts, and Crimea are all irrefutably part of Ukraine. The UK will never recognise Russia’s illegitimate claims to these regions. We call upon Russia to immediately cease its unprovoked illegal war and withdraw its forces unconditionally from all of Ukraine. Thank you.

    Unmanned systems are a priority area for the development of science and technology in the country. Naturally, this area is actively developing at the Polytechnic University: these include our own developments in UAVs, unmanned boats, underwater robotics, and machine vision systems for ground-based UAVs. The university has the status of a federal provider of training in the field of unmanned aircraft systems — design, operation, and piloting of UAVs, including in the form of youth design bureaus. However, the subject matter is very broad and complex.

    Rector of SPbPU Andrey Rudskoy noted during the signing of the agreement with partners on the creation of the UAV scientific and educational center: The tasks in this area can be called global, they cover many technologies and areas of research and training. These include communications, 3D printing, and new materials. Of course, this is impossible without modern digital modeling technologies, which we have full control over. Our university is ready to respond to the challenges of the time and will fully develop this area.

    The agreement was signed with NPO Kaisant, ANO TsPV ZOV-AA, JSC TsNII Cyclone, and Engineering Systems LLC with the participation of the 56th UAV training center of the Ministry of Defense of the Russian Federation.

    The partners agreed to organize and develop cooperation in the following areas:

    creation of innovative software products for UAVs; development of circuit solutions for unmanned aerial vehicles (UAVs) and their main components; development of radio jamming systems (EW); development of SIGINT systems (electronic intelligence); methodological support for the design, development and operation of unmanned aircraft systems, including legal support; conducting full-scale tests.

    In order to improve the qualifications of the university staff and students, a test site for UAVs/EW/SAR will be used on the basis of two military ranges of the 56th UAV training center of the Ministry of Defense of the Russian Federation. As part of the practice, students will be able to assemble real UAVs, as well as EW/SAR units. The first stage of such practice will be launched on the basis of the Institute of Secondary Vocational Education. In addition, the discussion was about the participation of partners in the military-patriotic education of youth. The basis for all this should be a scientific cluster for the development of technologies in the field of UAVs/EW/SAR.

    Secretary-General,

    Ladies and gentlemen,

    Ukraine has now been exercising its right to self-defence for two and half years with a bravery that can only fill us with admiration and compel us to act. That right that our Charter clearly grants it. The right to defend its freedom, its territory, its independence and its existence.

    I, too, would like to welcome the presence of President Zelenskyy, who is with us here today and who embodies this combat being fought by the Ukrainian people. This combat is also our combat.

    How can we not be outraged by this brutal, illegal, unjustifiable war of aggression that Russia is waging on Ukraine, by this massive and continual violation of the most fundamental principles of the Charter of the United Nations? By Russia’s obstinacy and refusal to pay heed while we are more than 140 countries condemning it, in our unequivocal votes, at the United Nations General Assembly?

    How can we not be outraged by the systematic and deliberate pounding of civilian targets, by the cold and methodical destruction of energy infrastructure plunging Ukrainians into the cold and darkness? How can we not be outraged by these repeated atrocities and violations of human rights and international humanitarian law? How can we not condemn rape being used a weapon of war? Nothing and nobody are being spared in Ukraine. This must end, the suffering must end.

    How can we not be outraged by the tragic fate of Ukraine’s children? By the young patients undergoing cancer treatment near the ruins of Kyiv’s Children’s Hospital. By the young Ukrainians whose mental health is failing.

    By the orphaned girls and boys. By the children and babies who have been killed in Russia’s strikes. By the thousands and perhaps tens of thousands of children taken from their families and undergoing “re-education” in Russia and Belarus, which is an unspeakably cruel way to be treated. What has happened to them? What will they become?

    France will continue to stand with those who are fighting for Ukrainian children’s return to Ukraine and supports the initiatives under way.

    There can be no impunity for the crimes being committed. The International Criminal Court has already issued six arrest warrants against Russian officials. Russia must be held accountable for its actions.

    No one should be complicit in these crimes against humanity. Let it not be said that supporting Ukraine is the same as supporting Russia: Russia is flouting all the rules and attacking its democratic and peaceful neighbour, while Ukraine is exercising its right to self-defence that laws and moral standards justify. No one should support Russia! France therefore urges all States to refrain from providing Russia with weapons, dual-use goods and components that could fuel its war of aggression, the first being North Korea and Iran. We condemn in the strongest terms Iran’s delivery of ballistic missiles to Russia, which has recently been confirmed. It constitutes significant escalation and directly threatens European security.

    We are especially concerned about Russia’s continuation of its aggressive and dangerous moves on the European continent, which are increasingly bold. The territorial integrity of several European countries has been repeatedly violated this year and Russia is continuing its efforts to destabilize democracies such as Moldova and Armenia – two democratic States whose only error according to Moscow is to have chosen freedom.

    But, ladies and gentlemen, Russia’s war of aggression affects us all, beyond the European continent where it is happening, it is something that concerns the whole world. It is a war against food and energy insecurity. So many States and peoples are impacted by its consequences. And it is not Russia today, but France and its partners, who are enabling Ukrainian grain to be sent to the civilian population in Gaza.

    Lastly, Russia’s war of aggression is a war against the international order.

    To accept Russia’s fait accompli would be to accept the idea that “might is right”. It would leave the door open to other border changes. It would mean abandoning the fundamental principles of the Charter of the United Nations, including territorial integrity and sovereignty. It would mean abandoning the possibility of establishing collective security. There is no collective security without the United Nations and there is no United Nations without compliance with the Charter, which serves as its foundation. It is our raison d’être, here at the United Nations, that is being attacked.

    For all these reasons, Russia is counting on our fatigue and disengagement, and it is wrong. France will continue to support Ukraine, at every level and over the long term. We will activate all European instruments and ensure Ukraine has a path to the European Union and NATO.

    A path other than that of aggression and devastation is possible.

    A path to just peace, which should be based solely on international law, with respect for its territorial integrity. It cannot take the form of the surrender of those being attacked. Because there are definitely those who are attacking and those who are being attacked. France will continue to provide its support to President Zelenskyy’s peace plan. Ukraine must be free to choose its alliances and its path.
