    ULAN BATOR, July 11 (Xinhua) — Mongolia is celebrating World Horse Day to draw international attention to the importance of horses and encourage public participation in their conservation.

    “Our people say: ‘The Mongolian people and Mongolian horses are one.’ Therefore, I am very pleased to inform the participants of the Naadam Festival that Mongolia has initiated World Horse Day to preserve the heritage and traditions of equestrian culture, and to highlight the role and significance of horses in the life of humanity,” said Mongolian President Ukhnaagiin Khurelsukh at the opening ceremony of the Naadam Festival.

    As a representative of nomadic peoples who have preserved their equestrian culture and traditions since ancient times, Mongolian President Ukhnaagiin Khurelsukh initiated a draft UN General Assembly resolution to proclaim July 11 of each year as “World Horse Day”. The 79th session of the UN General Assembly on June 3, 2025 adopted this document.

    ALMATY, July 11 (Xinhua) — Kazakhstan plans to impose a ban on the export of non-ferrous metal blanks and ingots by all modes of transport until December 31, 2025, the press service of the Kazakh prime minister said on Friday.

    This became known at a meeting of the Interdepartmental Commission on Foreign Trade Policy and Participation in International Economic Organizations chaired by Deputy Prime Minister – Minister of National Economy of Kazakhstan Serik Zhumangarin.

    The ban applies to unwrought copper, aluminium slabs and billets and lead ingots.

    According to the department, this measure is aimed at providing the domestic market with strategic raw materials, preventing the export of products with low added value and stimulating the processing of non-ferrous metals within the country. –0–

    KUALA LUMPUR, July 11 (Xinhua) — Chinese Foreign Minister Wang Yi attended the 32nd ASEAN Regional Forum (ARF) Foreign Ministers’ Meeting on Friday.

    As Wang Yi, also a member of the Politburo of the CPC Central Committee, noted, the development of the Asia-Pacific region has benefited from the peaceful and stable environment in the region, and this should be cherished.

    Noting that the ARF, as an important multilateral security platform in the region, bears significant responsibility for maintaining regional peace and stability, Wang Yi said that China welcomes the proposal to strengthen the role of the ARF and enhance confidence-building measures.

    KUALA LUMPUR, July 11 (Xinhua) — The 15th East Asia Summit (EAS) foreign ministers’ meeting was held in Kuala Lumpur on Friday. Speaking at the summit, Chinese Foreign Minister Wang Yi called on all parties to enhance mutual understanding and trust, maintain peace and stability, and promote development and prosperity.

    This year marks the 20th anniversary of the East Asia Summit. Wang Yi, also a member of the Politburo of the CPC Central Committee, put forward three proposals on behalf of the Chinese side:

  • MIL-OSI Analysis: ‘Come meet us in Dubai’: the new offshoring of grand corruption

    So-called professional enablers of grand corruption are increasing service provision out of jurisdictions where they can act without similar restraints. WaitForLight / Shutterstock

    During an interview one of us (Ricardo Soares de Oliveira) carried out in 2017, an African high net-worth individual said he was told by an executive whose business had long served him out of London: “Come meet us in Dubai”. This is part of a large but still misunderstood shift.

    In response to the hardening of rules for foreign money of dubious origins in traditional financial centres, sensitive business has been moving toward new, more permissive jurisdictions. This offshoring of services is giving corrupt strategies a new lease of life, while also making the fightback more difficult.

    For every corrupt dealing that materialises as legitimate wealth, a trail of service provision is indispensable. Bankers, lawyers, real estate executives, accountants, management consultants and PR agencies have acted as facilitators in western financial centres.

    Western governments have long indulged kleptocracy, a system where business success and political power are inextricably entwined. They have done so by condoning lax law enforcement and promoting deregulation, often through risible mechanisms of professional self-regulation.

    But in recent years, data leaks and brave championship of reform by politicians, as well as the work of civil society organisations, investigative journalists and academics, have shed light on the role of these so-called professional enablers.

    In June 2024, a month before becoming British foreign secretary, David Lammy promised to take aim at professionals who enable corruption through London and the UK’s overseas territories. This, he noted, included the “finest bankers, lawyers, estate agents and accountants that money could buy”.

    Lammy’s comments give the impression that the era of risk-free facilitation of corrupt behaviour is at an end. But this optimism is, at least for now, misplaced.

    The shift is largely in political discourse and media scrutiny. Enforcement seriously lags everywhere and is now in reverse gear in the US. Professional enablers still face no real sanction for engaging in such practices.

    At the same time, many professionals are reacting to a more tightly regulated ecosystem in western jurisdictions by engaging in so-called “jurisdictional arbitrage”. There is evidence that they are increasing service provision out of jurisdictions where they can act without similar restraints.

    Jurisdictional arbitrage

    Almost all cases of the professional enabling we have studied involve service provision in western hubs and “new” global financial centres.

    The professional network around Gulnara Karimova, the daughter of the former president of Uzbekistan, Islam Karimov, was dubbed “the office” by Swiss prosecutors. Karimova was jailed in 2014 for taking bribes for access to the country’s market.

    The criminal investigation into her involved 12 jurisdictions, including the UK, US and Uzbekistan as well as the United Arab Emirates (UAE) and Hong Kong.

    Isabel dos Santos, who is Africa’s richest woman and the daughter of former Angolan president José Eduardo dos Santos, also held a maze of global interests. These interests, as in the case of Karimova, spanned western jurisdictions and Asian financial centres such as Dubai, Singapore and Hong Kong.

    Alternative jurisdictions all offer very similar conditions. They are already well-connected, world-class financial centres that are attractive to international business executives.

    Their governments have created regulatory, fiscal and secrecy conditions, sometimes explicitly undercutting older centres such as Switzerland and London. In the latest edition of the Global Financial Centers index, which ranks the competitiveness of financial centres, Dubai rose four places to go above Dublin, Geneva and Paris.

    Crucially, they are also mostly authoritarian states where there is no media or civil society pressure regarding business activities. Even the intermittent sort of scrutiny one sees in western financial centres is absent there.

    Much activity in these financial centres is legal and based on their legitimate competitive advantages. Business interests are also attracted by their vast capital pools. But they are proving to be especially appealing for the sort of business that can no longer flock to other jurisdictions.

    This is the case with servicing clients from states under sanctions such as Russia or Iran. It also applies to regions like Africa and central Asia with high compliance barriers whose high net-worth individuals and firms can no longer get easy access to OECD jurisdictions.

    Researchers at the University of Sussex have shown a major shift in dirty money networks away from the west and towards what they call a “Dubai-Kong axis”.

    There is no exact portrait of the magnitude of this jurisdictional arbitrage. But our work tells us it is big. Two examples from Switzerland are commodity trading and wealth management.

    These sectors have long been under-scrutinised. But they have seen regulatory tightening and greater media attention in recent years. Both have reacted the same way, by sending important parts of their business away from Switzerland.

    The UAE has been dubbed the “new Swiss financial mecca”, with the Financial Times reporting in May 2025 that Swiss family offices are moving there “wholesale”. Far from downplaying the “Swiss brand”, they continue to advertise their multi-generational expertise and “old money” mystique, but from more amenable locations.

    What can be done?

    The many types of legal business involving professional services in these jurisdictions should not be affected. But national and international law must designate the “kleptocratic enterprise” of elites and professionals as a form of serious organised crime.

    This would allow prosecutors to target professionals for working with criminal kleptocrats rather than having to prove that the particular asset handled has criminal origin. This move was made by Swiss prosecutors in the Karimova case.

    It captures the reality that ill-gotten gains are layered and integrated into assets held overseas, just as enablers do for criminal gangs. It also means that the moving of the family office to Dubai will not prevent prosecution where an asset is held or registered.

    Finally, governments could stimulate the market in asset recovery by making it easier for foreign governments and civil society to bring cases, with expert law firms working on a for-profit basis.

    Illicit finance is always transnational, so there is no need to declare defeat just because dodgy business is on the move. However, we are entering a new stage in its global dissemination and complexity.

    Moscow, July 11 (Xinhua) — Russia’s positive foreign trade balance for the first five months of 2025 amounted to 52.6 billion US dollars, down 19.3 percent from a year earlier, according to data published by the Russian Federal Customs Service on Friday.

    Exports for this period decreased by 6.2 percent and amounted to $162.1 billion. Imports increased by 1.7 percent, to $109.5 billion. The country’s foreign trade turnover for the first five months of 2025 amounted to $271.5 billion, which is 3.2 percent less than for the same period a year earlier.

    The upcoming inaugural LANDEURO conference, set for July 16-17 at the Rhein Main Congress Centre in Wiesbaden, Germany, will be a forum to address the future of global security.     Since the onset of Russia’s full-scale invasion in February 2022, Ukraine’s Integrated Energy System has endured relentless attacks that have destroyed vital infrastructure. Damaged and illegally seized power plants, hydroelectric stations, and nuclear facilities have resulted in a significant loss in power generating capacity. Over the past three years, Russia has inflicted increasing damage on Ukraine’s electricity, gas networks and production facilities, and renewable energy sources. This is consequential to Ukrainians’ basic needs, leaving, time and again, millions without heat, light, or access to essential services, with vulnerable populations disproportionally affected. These attacks also inflict significant environmental impacts on Ukraine, compounding the humanitarian impacts by polluting land, destroying ecosystems and threatening food and water security. There are also wider regional implications, notably on the Republic of Moldova’s energy security. These far-reaching impacts underline the importance of securing a just and lasting peace through negotiations.

    As co-chairs of the G7+ Ukraine Energy Coordination Group, we, the Governments of Canada and the European Union, strongly maintain our position in condemning Russia’s continued, brutal war of aggression against Ukraine and commend the immense resilience of the Ukrainian people and economy. We reaffirm our unwavering support for Ukraine in defending its territorial integrity within its internationally recognised borders and right to exist, and its freedom, sovereignty and independence.

    The co-chairs reaffirm an unwavering commitment to supporting emergency repairs, fast-tracking deployment of distributed generation, physical protection and scaling-up of renewable energy. These efforts are firmly rooted in the idea that an energy system that is more resilient to Russian attacks and guarantees Ukraine’s energy independence will necessarily entail maximising energy efficiency, along with a vast expansion of Ukraine’s renewable electricity generation. This is consistent with commitments made at COP28, as part of the Global Stocktake under the Paris Agreement to transition away from fossil fuels in a just, orderly and equitable manner, tripling global renewable energy capacity, and doubling the global average annual rate of energy efficiency improvements by 2030. These efforts align with the European Union (EU) Clean Energy Package, Ukraine’s National Energy and Climate Plan (NECP), and others noted in the Annex, to advance broader energy transition principles aimed at achieving net-zero by 2050, in line with Ukraine’s EU accession path.

    Since 2022, the G7+ Ukraine Energy Coordination Group has successfully mobilised over 7 billion USD in energy assistance. The Ukraine Energy Support Fund (UESF), operated by the Energy Community Secretariat (ECS), has emerged as an efficient and agile instrument in providing financial support, procuring and delivering necessary equipment, and stabilizing Ukraine’s energy sector since its creation in 2022. The UESF is backed by 1.16 billion EUR in pledges from 33 donors and is playing a vital role in restoring damaged infrastructure, deploying decentralized solutions, and ensuring winter preparedness. We acknowledge the ECS’s vital contribution to these efforts, including emergency aid, legal assistance, market monitoring and green recovery.

    The estimated funding under the UESF needed to cover 2025 priorities in the energy sector – including critical winterisation efforts – amounts to approximately 630 million EUR. To ensure adequate preparation ahead of the winter season 2025/26, these funds are urgently required. We therefore call on the international community to join efforts in mobilising the necessary energy support and support Ukraine’s collaborations with international financial institutions. At the same time, we continue to support Ukraine with immediate energy purchase needs to ensure energy security through the approaching heating season.

    The European Union Civil Protection Mechanism (UCPM) is contributing to some of the most immediate needs in Ukraine’s energy sector and approximately 50% of offers under the UCPM are addressing energy-related needs. Offers have come from 33 countries, the EU’s rescEU reserves, and private and international donations. This energy assistance could support approximately 9 million people in Ukraine. However, a significant gap to cover restoration needs remains. As such, we call on the international community to increase its efforts at pace.

    With recovery costs climbing over 500 billion USD over the next decade, private sector investment will be critical to rebuild Ukraine. We are encouraged to see more public-private dialogue, ongoing work to design effective mechanisms for de-risking of private capital and the continued alignment in regulations and standards, also in view of Ukraine’s future accession to the EU. We further welcome progress in strengthening governance and operational independence of state-owned energy enterprises (SOEs), in line with international best practices, which will be crucial for the energy sector’s financial sustainability, investor confidence, and EU integration.

    Today, on July 11, at the 2025 Ukraine Recovery Conference in Rome, hosted by Italy and Ukraine, the European Union and Canada reaffirm our steadfast commitment to supporting Ukraine in establishing a resilient, decentralized and green energy system, aligned with European standards and climate neutrality objectives, and closely integrated with the EU. We underscore the concrete steps already taken, which include:

    • Launch of the Clean Energy Partnership (CEP) to support the country’s sustainable recovery during the Ukraine Recovery Conference 2023 in London;
    • Reaffirmed commitment to support Ukraine’s energy sector during meetings at the Ukraine Recovery Conference in Berlin in 2024, at COP28 in Dubai and COP29 in Baku; and,
    • Regular Foreign Ministers meetings of this Group, such as an in-person meeting at the margins of the UN General Assembly 2024. 

    We look forward to the discussion and announcement of additional contributions to Ukraine’s energy sector at the 2025 Ukraine Recovery Conference.

    We further welcome Ukraine’s progress on reforms implementation which are contributing to clean energy transition targets, while fostering greater integration with the EU and ensuring compliance with the obligations under the Energy Community Treaty. In that regard, we urge Ukraine to adopt the Electricity Integration Package and NEURC independence law as a matter of utmost priority.

    In a remarkable feat, Ukraine and Continental Europe successfully synchronised their power grids just weeks after the full-scale invasion began. It is paramount to continue on the path of EU reform to enable Ukraine to fully seize the benefits of the European energy market for security and import and export. Developing and extending the energy interconnectors between Ukraine and its neighbours remain essential for achieving these goals.

    We acknowledge the efforts across international organizations to grass-roots efforts that ensured transparency of information and helped share the story of Ukraine’s bravery, challenges and opportunities in energy among world leaders and citizens of our countries.
