    A nine-member Indian parliamentary delegation led by BJP MP Ravi Shankar Prasad will reach Denmark on Thursday after concluding a diplomatic outreach visit to Italy, where they emphasised India’s unwavering commitment to combating terrorism.

    In Copenhagen, the Indian parliamentarians will highlight the significance of Operation Sindoor and India’s continuing battle against Pakistan-sponsored cross-border terrorism.

    The delegation will interact with Danish parliamentarians, political parties, members of the media, and the Indian diaspora to share the country’s position on global terror challenges.

    During the Italy leg of the visit, the delegation engaged with key Italian leaders, think tanks, strategic experts, and news agencies to underline India’s zero-tolerance and ‘new normal’ policy toward Pakistan-facilitated cross-border terrorism.

    The meetings included discussions with Stefania Craxi, Chairperson of the Italian Senate’s Foreign Affairs and Defence Committee, who echoed India’s concerns and proposed stronger bilateral cooperation to address the global threat of terrorism.

    “During our visit to Italy, my colleagues from the all-party delegation and I had the privilege of meeting Senator Stefania Craxi, Chair of the Senate’s Foreign Affairs and Defence Committee. We apprised her of India’s firm stance against terrorism in all its forms, underscoring our zero-tolerance policy towards cross-border terrorism.     The delegation also engaged with the Indian diaspora and highlighted India’s unwavering commitment to combating terrorism.

    The Indian delegation includes, Daggubati Purandeswari (BJP), Priyanka Chaturvedi (Shiv Sena-UBT), Ghulam Ali Khatana (BJP), Amar Singh (Congress), Samik Bhattacharya (BJP), M. Thambidurai (AIADMK), former Union Minister M.J. Akbar, and former Ambassador Pankaj Saran.

    Reigning men’s champion Carlos Alcaraz of Spain and top-ranked women’s player Aryna Sabalenka of Belarus both clinched second-round victories at the French Open on Wednesday.

    Alcaraz, 22, defeated Hungary’s Fabian Marozsan 6-1, 4-6, 6-1, 6-2, and will confront Damir Dzumhur of Bosnia and Herzegovina in the third round.

    “I started pretty well. In the first set, I had really high confidence. I think in the second set he started to play much better, very aggressive. He didn’t miss at all, so it was a little bit difficult to deal with his game in the second set, but I’m really happy with how I stayed strong and refreshed in the third set. I started to play better and better, and it has been a good last two sets,” the second seed recalled after the match.

    In other men’s singles games, Portugal’s Nuno Borges shocked seventh-seeded Casper Ruud of Norway 2-6, 6-4, 6-1, 6-0, while Italy’s Lorenzo Musetti saw off Daniel Elahi Galan of Colombia 6-4, 6-0, 6-4.

    Three-time Grand Slam winner Sabalenka eased past Switzerland’s Jil Teichmann 6-3, 6-1 in 79 minutes, and Chinese favorite Zheng Qinwen also seized victory over Emiliana Arango of Colombia in straight sets, 6-2, 6-3.

    Earlier this month, 22-year-old Zheng beat Sabalenka for the first time to reach the Italian Open semifinals. The French Open women’s singles draw is such that the two could potentially face off in the quarterfinal.

    “Even myself, I got a lot of inspiration from last year. When I am in difficult moments, I always remember to keep fighting. I really love the French crowd. I would like to play more matches here,” said 2024 Olympic champion Zheng.

    In women’s doubles, tenth-seeded Jiang Xinyu of China and Wu Fang-hsien of Chinese Taipei advanced into the second round after beating Camila Osorio of Colombia and America’s Alycia Parks 6-4, 6-1. Fellow Chinese players Xu Yifan, Zhang Shuai and Guo Hanyu all bowed out in the first round with their respective partners.

    China’s Bu Yunchaokete and Argentina’s Camilo Ugo Carabelli failed to reach the men’s doubles second round, after losing to India’s N. Sriram Balaji and Miguel Reyes-Varela of Mexico 6-2, 6-1.

  • MIL-OSI USA: Padilla Cosponsors Bill to Make Public Colleges and Universities Tuition Free

    WASHINGTON, D.C. — As President Trump and Congressional Republicans work to make college unaffordable and unattainable for millions of working-class families, U.S. Senator Alex Padilla (D-Calif.) joined Senator Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), Representative Pramila Jayapal (D-Wash.-07), and eight Senate colleagues in introducing legislation to make public colleges and universities tuition free for 95 percent of students. The College for All Act would be the most transformative investment in higher education in 60 years and would substantially improve the lives of millions of students throughout the United States.

    Nearly 4 million student borrowers live in California, owing an average of $38,168 and a total of $148.6 billion in student loan debt.

    “As a first-generation college graduate from a low-income household, I know a good education is the foundation of the American dream, but I’ve seen firsthand the challenges of accessing and affording higher education,” said Senator Padilla. “We need bold, proactive solutions to make college more affordable — not the Trump Administration’s short-sighted plan to eradicate student financial aid and put higher education out of reach for millions of American families.     Making public colleges and universities tuition free is not a radical idea. In 1944, as World War II was coming to an end, the U.S. government made free higher education available to all those who served in the armed forces. That act not only improved the financial well-being of the Greatest Generation, but it also laid the groundwork for the greatest expansion of the American middle class in U.S. history. Moreover, over 50 years ago, many of America’s most prestigious public colleges and universities were also tuition free or virtually tuition free.

    Since this legislation was first introduced 10 years ago, several colleges and universities in America have provided free tuition for working class and middle-class students, including every state college in New Mexico, the State University of New York, the University of Texas, the University of Wisconsin, and Arkansas State University.

    Other wealthy countries like France, Germany, Denmark, Sweden, Norway, and Finland have made their public colleges and universities tuition free or virtually tuition free because they understand the value of investing in their young people.

    The College for All Act would guarantee tuition-free community college for all students and allow students from single households earning up to $150,000 a year, and married households earning up to $300,000 a year, to attend college without fear of being saddled with student loan debt.

    Specifically, the College for All Act would also:

    • Double the maximum Pell Grant award for students enrolled at public and private non-profit colleges;
    • Establish a $10 billion grant program to improve student outcomes and address equity gaps at underfunded public colleges and universities;
    • Triple federal TRIO program funding;
    • Double GEAR UP funding; and
    • Double mandatory funding for Historically Black Colleges and Universities, Tribal Colleges and Universities (HBCUs), and other Minority-Serving Institutions (MSIs).

    In addition to Senator Padilla, the legislation is also cosponsored by Senators Richard Blumenthal (D-Conn.), Cory Booker (D-N.J.), Ed Markey (D-Mass.), Jeff Merkley (D-Ore.), Chris Murphy (D-Conn.), Chris Van Hollen (D-Md.), Elizabeth Warren (D-Mass.), and Peter Welch (D-Vt.).

    Senator Padilla has consistently advocated on behalf of students to make college more affordable and accessible. Last year, Padilla and Representative Norma J. Torres (D-Calif.-35) hosted local students and advocates to reintroduce the Basic Assistance for Students in College (BASIC) Act, bicameral legislation to help ensure college students can meet their basic needs while pursuing their education. He also introduced the Student Food Security Act of 2024, bicameral legislation to address food insecurity faced by college students nationwide. Padilla previously cosponsored the Pell Grant Preservation and Expansion Act, bicameral legislation that would nearly double the Pell Grant maximum award, index the maximum award for inflation, and expand the program to include Dreamers.

    During the Biden Administration, Padilla led numerous letters urging the President to provide meaningful student debt cancellation, along with multiple letters urging former U.S. Secretary of Education Miguel Cardona to leverage his authority under the Higher Education Act to provide expanded student debt relief to working and middle-class borrowers.

  • MIL-Evening Report: Sudden arrivals: NZ ambulance crews describe what it’s like when babies are born out of the blue

    It doesn’t happen very often, but every now and then expectant mothers don’t quite make it to the delivery suite on time – requiring specialised care from emergency medical services (EMS).

    This can happen when babies come early, when the mother-to-be is in denial, or when they simply don’t know they are pregnant. These out-of-hospital births can increase the risks for both mother and child.

    While there haven’t been any New Zealand-specific studies, data from Norway and Ireland show infant mortality rates are two to three times higher for unplanned out-of-hospital births compared to those in medical facilities.

    In 2024, Hato Hone St John, Aotearoa New Zealand’s largest ambulance service, responded to 2,745 obstetric emergencies. This accounted for 0.9% of all ambulance patients – similar to comparable countries such as Australia and the United States.

    In our new research, we surveyed Hato Hone St John ambulance personnel to better understand their experiences attending unplanned out-of-hospital births. Although such events are rare, personnel must be prepared to provide care for mothers and newborns during any clinical shift.

    The 147 responses we received highlighted the need for ongoing and targeted training for staff as they balance supporting the safe arrival of a newborn with patient and whānau-centered care.

    Navigating the unknown

    EMS personnel reported being dispatched for reports of abdominal or back pain in female patients, only to encounter an unanticipated imminent birth upon arrival.

    In many of these cases, patients were unaware of their pregnancies and had received no prior antenatal care. This left EMS personnel to lead labour and birth care without crucial information about gestational age or potential complications. As one paramedic explained:

    The call was for non-traumatic back pain. The patient had a cryptic pregnancy and was not aware she was pregnant until I informed her that she was in labour. I was the senior clinician in attendance, we were 25 minutes to a maternity unit that didn’t have surgical facilities and a [neonatal unit].

    In some situations, EMS personnel attended teenage patients who were in denial of their pregnancies or fearful it would be discovered by their families.

    Attending to the mother’s emotional needs, respecting her dignity and navigating family dynamics compounded existing challenges to providing care. Another paramedic explained:

    Attended an 18-year-old that did not know or was in denial that she was pregnant. She had the baby on her own in the bathroom. The parents came home during the birth, and she was too scared to tell them and kept the baby quiet by nursing her. She called an ambulance from the bathroom and told them she didn’t want the parents to know.

    Practical challenges

    Complex births, medical emergencies and limited specialised neonatal equipment required EMS to improvise in such cases. While some focused on skin-to-skin contact between mother and baby, others prepared makeshift blankets using things such as plastic clingfilm to keep their newborn patients warm. An intensive care paramedic said:

    I needed to “chew” through the cord with the scissors provided, which was frustrating given the patient was under CPR. Also, I wanted to keep the patient warm as the house was cold and it was winter, so I used the Gladwrap in the ambulance. The roll I had was a new one and very difficult to start up as it shredded. I ended up using the patient’s industrial size wrap with a plastic blade attached.

    The distance to a specialised newborn care facility, as well as rules around who could be transported and when, meant mothers and babies sometimes needed separate transport. This distressed mothers and added pressure to already stressful situations. One North Island-based paramedic explained:

    The baby was flown to [a tertiary hospital] – great for the baby but very distressing for mum as she had to be transported by road.

    Detailed accounts emerged of EMS providing labour and birth care in remote and poorer areas, such as homes with no electricity or heating, far away from hospital facilities and with no back up readily available. Another South Island-based paramedic said:

    It was 2 degrees outside and the front door was open. The house was cold, and the mother was standing in the bathroom with the [newborn] lying on the cold floor. I called for backup as the mother had a severe postpartum haemorrhage, and the [newborn] required resuscitation. I was not sent assistance and had to manage the mother and [newborn] by myself during a 15-minute drive to the birth suite at hospital.

    The stories shared by New Zealand ambulance personnel not only described their critical role in providing care during labour and birth, but also highlighted a gap in care for women not accessing routine antenatal and birth services.

    Training and support needed

    Studies from Norway, Australia, the US and the United Kingdom have previously highlighted the need for dedicated EMS training and equipment to support out-of-hospital births.

    Change is happening in New Zealand. Recent updates to Hato Hone St John guidelines, resources and training, including education on cultural considerations related to birth, aim to prepare EMS personnel for these unpredictable and high-risk scenarios.

    Ongoing training and education will be critical to support clinicians to confidently address birth emergencies while continuing to deliver patient and whānau-centered care.

    Since 2015, animal welfare non-governmental organisations (NGOs) have exposed the cruelty of extracting blood from pregnant mares in order to obtain the pregnant mare serum gonadotropin (PMSG) hormone, which is used to increase and synchronise the fertility of farmed animals, despite alternatives being available.

    PMSG production is in breach of EU legislation[1], but European pharmaceuticals companies continue importing PMSG from non-EU countries, inter alia from Iceland[2].

    A new NGO investigation from September 2024 again shows the semi-wild horses being subjected to mistreatment, massive stress and pain during the blood collections[3].

    Former President Tsai Ing-wen visited Europe from May 10 to 19, traveling to Lithuania and Denmark before continuing to the United Kingdom. On May 15, the first day of her stay in the United Kingdom, she visited the UK Parliament at the invitation of British-Taiwanese All-Party Parliamentary Group (APPG) Cochairs Sarah Champion MP and Lord Rogan. She was warmly welcomed by parliamentarians from across the political spectrum. 

     

    The former president met with House of Commons Speaker Sir Lindsay Hoyle and took part in a reception at the House of Lords, where she delivered a speech. She exchanged greetings with nearly 50 parliamentarians and staff, including former Lord Speaker Baroness D’Souza, House of Lords Deputy Speaker Baroness Finlay, Trade Envoy to Taiwan Lord Faulkner, Labour Friends of Taiwan Chair Navendu Mishra MP, former Conservative Party leader Sir Iain Duncan Smith MP, Conservative Shadow Minister for Innovation and Technology Ben Spencer MP, and Liberal Democrat Foreign Affairs Spokesperson Calum Miller MP.

     

    In her address at the House of Lords, former President Tsai said that the growing threat of antidemocratic forces was testing democracy around the world, adding that this demonstrated the need for Taiwan and the United Kingdom to work together in defense of freedom and democracy. She commended the House of Commons for passing a motion last November clarifying that United Nations General Assembly Resolution 2758 made no reference to Taiwan. This was important in countering reckless behavior in the Taiwan Strait, she explained. Highlighting Taiwan’s position on the front line of defending democracy, former President Tsai said that Taiwan was a critical deterrent to China’s expansionist ambitions and would continue to contribute to protecting democratic values.

     

    APPG Cochair Champion noted that Taiwan and the United Kingdom had a deep friendship and shared core values. She said that the United Kingdom should continue to pay attention to peace and stability across the Taiwan Strait, which she added were essential to global security and prosperity. Cochair Champion noted that in recent years the Taiwan-UK partnership had deepened. She expressed hope that cooperation would expand in semiconductors, artificial intelligence, renewable energy, advanced manufacturing, economic resilience, and other areas.

     

    Former President Tsai also delivered a speech titled “In an Era of Shifting World Order: Taiwan as a Stabilizing Force” at her alma mater, the London School of Economics and Political Science (LSE). The event was moderated by incoming LSE Law School Dean Andrew Murray, who represented the university and LSE President Larry Kramer. Around 100 people, including General Counsel Elizabeth Messud, attended the speech. In her remarks, former President Tsai noted that the international community was experiencing a reassignment of security responsibilities and a rebalancing of trade relations. She said that to appropriately respond to multiple challenges such as economic fragmentation, political extremism, and military conflict, the function of multilateralism was becoming even more important. The former president emphasized that Taiwan had shown a high degree of resilience in turbulent times in the past, such as during supply chain restructuring, and had proven to be a trustworthy and competitive strategic partner. She added that Taiwan was ready to play a more proactive role in the new world order by further deepening cooperation with democratic countries and contributing to the global trade system. Her remarks were enthusiastically received by the audience. 

     

    During her visit to the United Kingdom, former President Tsai also gave an address at Cambridge University, met with faculty and students at the School of Oriental and African Studies, attended a forum hosted by the Royal United Services Institute, and met with Taiwanese people working in the United Kingdom on technology startups and in the arts.

     

    Taiwan-UK relations have witnessed significant progress in recent years. In 2023, the United Kingdom signed the Enhanced Trade Partnership arrangement with Taiwan, becoming the first European country to establish a formal economic and trade framework with Taiwan. The United Kingdom is Taiwan’s fourth-largest trading partner in Europe, third-largest source of investment, and fifth-most popular destination for Taiwanese students studying abroad.     Former President Tsai Ing-wen visited Europe from May 10 to 19, traveling to Lithuania and Denmark before continuing to the United Kingdom. On May 15, the first day of her stay in the United Kingdom, she visited the UK Parliament at the invitation of British-Taiwanese All-Party Parliamentary Group (APPG) Cochairs Sarah Champion MP and Lord Rogan. She was warmly welcomed by parliamentarians from across the political spectrum. 
     
    The former president met with House of Commons Speaker Sir Lindsay Hoyle and took part in a reception at the House of Lords, where she delivered a speech. She exchanged greetings with nearly 50 parliamentarians and staff, including former Lord Speaker Baroness D’Souza, House of Lords Deputy Speaker Baroness Finlay, Trade Envoy to Taiwan Lord Faulkner, Labour Friends of Taiwan Chair Navendu Mishra MP, former Conservative Party leader Sir Iain Duncan Smith MP, Conservative Shadow Minister for Innovation and Technology Ben Spencer MP, and Liberal Democrat Foreign Affairs Spokesperson Calum Miller MP.
     
    In her address at the House of Lords, former President Tsai said that the growing threat of antidemocratic forces was testing democracy around the world, adding that this demonstrated the need for Taiwan and the United Kingdom to work together in defense of freedom and democracy. She commended the House of Commons for passing a motion last November clarifying that United Nations General Assembly Resolution 2758 made no reference to Taiwan. This was important in countering reckless behavior in the Taiwan Strait, she explained. Highlighting Taiwan’s position on the front line of defending democracy, former President Tsai said that Taiwan was a critical deterrent to China’s expansionist ambitions and would continue to contribute to protecting democratic values.
     
    APPG Cochair Champion noted that Taiwan and the United Kingdom had a deep friendship and shared core values. She said that the United Kingdom should continue to pay attention to peace and stability across the Taiwan Strait, which she added were essential to global security and prosperity. Cochair Champion noted that in recent years the Taiwan-UK partnership had deepened. She expressed hope that cooperation would expand in semiconductors, artificial intelligence, renewable energy, advanced manufacturing, economic resilience, and other areas.
     
    Former President Tsai also delivered a speech titled “In an Era of Shifting World Order: Taiwan as a Stabilizing Force” at her alma mater, the London School of Economics and Political Science (LSE). The event was moderated by incoming LSE Law School Dean Andrew Murray, who represented the university and LSE President Larry Kramer. Around 100 people, including General Counsel Elizabeth Messud, attended the speech. In her remarks, former President Tsai noted that the international community was experiencing a reassignment of security responsibilities and a rebalancing of trade relations. She said that to appropriately respond to multiple challenges such as economic fragmentation, political extremism, and military conflict, the function of multilateralism was becoming even more important. The former president emphasized that Taiwan had shown a high degree of resilience in turbulent times in the past, such as during supply chain restructuring, and had proven to be a trustworthy and competitive strategic partner. She added that Taiwan was ready to play a more proactive role in the new world order by further deepening cooperation with democratic countries and contributing to the global trade system. Her remarks were enthusiastically received by the audience. 
     
    During her visit to the United Kingdom, former President Tsai also gave an address at Cambridge University, met with faculty and students at the School of Oriental and African Studies, attended a forum hosted by the Royal United Services Institute, and met with Taiwanese people working in the United Kingdom on technology startups and in the arts.
     
    Taiwan-UK relations have witnessed significant progress in recent years. In 2023, the United Kingdom signed the Enhanced Trade Partnership arrangement with Taiwan, becoming the first European country to establish a formal economic and trade framework with Taiwan. The United Kingdom is Taiwan’s fourth-largest trading partner in Europe, third-largest source of investment, and fifth-most popular destination for Taiwanese students studying abroad.   • MIL-OSI Security: NATO Secretary General welcomes Icelandic Prime Minister to NATO Headquarters

    NATO Secretary General Mark Rutte met Icelandic Prime Minister Kristrún Frostadóttir in Brussels on Wednesday (28 May 2025) to discuss Iceland’s contributions to the Alliance, support to Ukraine, and preparations for the NATO Summit in The Hague.

    “Iceland is one of NATO’s twelve founding members,” said the Secretary General. “For 76 years now, you have helped protect our peace, our security, and our core values: democracy, freedom, and the rule of law.”

    While Iceland does not have armed forces, the Secretary General highlighted the country’s important and growing role in NATO. Iceland operates key air defence and surveillance systems as part of NATO’s integrated Air and Missile Defence, provides host nation support and infrastructure for Allied air policing, and regularly hosts major exercises such as NATO´s premier anti-submarine warfare exercise, Dynamic Mongoose.

    “Iceland plays a unique and essential role in the High North,” said Mr Rutte, noting the importance of Iceland’s geostrategic location to better understand the evolving security environment in that area. He welcomed the Icelandic government’s decision to develop a new national security and defence policy, calling it a timely step to “further reinforce our resilience and readiness.”

    On the upcoming NATO Summit in The Hague, the Secretary General indicated it “will be an important moment to drive forward NATO’s efforts to become stronger, fairer, and more lethal”.

    Mr Rutte thanked Prime Minister Frostadóttir for Iceland’s continued support to Ukraine, from training military personnel and supporting demining efforts, to humanitarian support and weapons procurement. Iceland recently pledged an additional 14.4 million euros in defence support to Ukraine, alongside contributions to the “Grain from Ukraine” initiative and the donation of a mobile field hospital. Iceland also contributes personnel to NATO’s Security Assistance and Training for Ukraine command in Wiesbaden (NSATU).

    “I know that Iceland has a proud tradition as a peaceful nation – and that makes your contributions all the more meaningful,” Mr Rutte said. “Because to preserve peace, we need to shift to a wartime mindset.”

    The financial sector plays a central role in society, and advanced cyberattacks against a financial company or a payment system can potentially threaten financial stability. Companies in the financial sector have therefore worked targeted over the years to increase cyberresilience, both individually and at the sector level.

    The geopolitical tensions continuously affect the cyberthreat, which is not only limited to digital attacks. Recently, there has been an increased focus on attacks using hybrid means. This can include, for example, influence campaigns, harassment, sabotage or destructive cyberattacks. There have been several incidents of undersea cable breaches, highlighting that the threat is real and serious.

    ”Strengthening cyberresilience is not only about making IT systems difficult to penetrate. It is also important to have a broad perspective on our dependencies and vulnerabilities, when it comes to, for example, telecommunication cables or central service providers,” said Ulrik Nødgaard and continued:

    ”Furthermore, a key focus area for strengthening cyberresilience is the financial sector’s work on contingency planning that aim to enhance individual companies’ ability to continue business even in extreme but plausible scenarios, such as a large-scale destructive cyberattack.”

    Contingency planning is also a focus area in Danmarks Nationalbank’s work. This applies both in the oversight of central payment systems and solutions, and in the work with joint initiatives across the financial sector to secure the most critical activities for society. One example is the work to establish a society-wide contingency plan for card payments in Denmark, which aims to secure access to a basic consumption for at least one week.

    In conclusion, Ulrik Nødgaard emphasized that a lot of good work is already being done, and the financial sector is moving in the right direction. At the same time, he mentioned that there is more work ahead.

  • MIL-OSI Global: Anti-trans measures don’t just target transgender men and women – a sociologist explains how ‘male’ or ‘female’ categories miss the mark for nonbinary Americans

    Since his inauguration in January 2025, President Donald Trump has issued several executive orders that seek to limit federal recognition of transgender people. These orders have attempted to ban transgender athletes from women’s sports, require identity documents to label people as biologically male or female, bar federal funding for gender-affirming care for minors and bar transgender people from serving in the military.

    The common element in each of these policies is a promise from Trump’s inaugural speech that his administration would recognize only two genders: male and female.

    These executive orders make life difficult for transgender people, many of whom do identify as women or men, just not the sex they were assigned at birth. Apart from that, however, the emphasis on two and only two genders denies the existence of another group that is often misunderstood: nonbinary people.

    Trans vs. nonbinary

    I am a sociologist who studies gender. Over the past few years, co-researchers and I have interviewed 123 nonbinary people in three regions in America: the South, the Midwest and the West Coast. These interviewees spoke about how nonbinary people’s increased visibility in society in recent years helped them feel more welcome and liberated from gender stereotypes.

    All of the respondents are nonbinary. They do not want to be seen as the opposite sex from what they were assigned at birth; they do not feel they were “born in the wrong body.”

    Rather, they want to avoid being forced into the either/or labels that the categories “masculine” and “feminine” or “man” and “woman” entail. They opt out of those binary identifications altogether.

    Decades of research, some of it our own, have shown that sex and gender are different from one another. Sex refers to primary and secondary sex characteristics, while gender is about the cultural meanings built upon sex categories.

    Gender is a social system that justifies rules and expectations that differentiate between the rights and social roles of men and women. These systems vary across time and place. Today, there are societies such as those in Iceland, Barbados and Bosnia-Herzegovina where women lead the government, while in other societies women must be covered or secluded at home.

    Sense of self

    Most of the people we talked to were under age 30. Typically, they rejected the societal pressure to adopt the personality characteristics that are stereotypically associated with their biological sex, such as submissiveness for women and toughness for men.

    Many of them also reject the ways people are expected to dress and use their bodies to show whether they are men or women. Some people who had been raised as boys wore nail polish and earrings, for example, while sporting a beard. Others wore long earrings and makeup – though those kinds of choices do not necessarily mean someone is trans or nonbinary. Many of the respondents who had been raised as girls, meanwhile, chose to wear masculine clothing. They wanted to mix and match traditional symbols of gender.

    Many of the respondents had felt that binary gender identities never quite fit, and they described feeling overjoyed or relieved when they learned about the word “nonbinary”: an identity that offered a more accurate reflection of their sense of self.

    “I was just kind of a flesh blob to myself, until I kind of found out that there was a term … nonbinary. And I heard the term and I was like, “Oh, that actually sounds correct for me. That actually feels right …”

    Another person we interviewed remembered:

    “Before I knew what to call myself … it was like a sense of emptiness. … I finally found that piece to put in that empty spot. And it feels more full now. Like, I feel complete now.”

    He, she, they

    The implications of that discovery were quite diverse, however. Although all the interviewees identified as nonbinary, what that meant for how they wanted to interact with their friends and families differed dramatically.

    For about half of our respondents, using the pronouns “they/them” rather than he/him or she/her was very important, because using that pronoun made them feel respected. Indeed, when asked how they felt being referred to as they/them, one person told us:

    “It felt like magic. It felt like everything just went into place and everything fit. And I was just like, ‘Oh, my God, this is … this is it.‘”

    Other people we interviewed didn’t really care how others refer to them: he, she or they. Some of these people described having a flexible sense of their own gender. Some days they feel more feminine and use “she”; other days they feel more masculine, and “he” might work better.

    “I don’t have to choose one,” one person told us about their pronouns. “I just need all of them in the arsenal.”

    Still others said they don’t care about a “proper” pronoun because they do not think gender should matter at all. They don’t want to be a third category, a “they.” Instead, they hope for a world where their body parts do not determine how they’re perceived or treated, and so gender is not central to their identity. They would like to do without gender entirely.

    Significance – for everyone

    The people we interviewed want the right to live in peace without being forced into a gender category. The recent executive orders deny this freedom by declaring that gender “does not provide a meaningful basis for identification” – contradicting a decades-long consensus in the social sciences on the distinction between sex and gender.

    Understanding that sex and gender are related but different matters not only for people who identify as nonbinary or transgender, but for everyone. Without that understanding, it is far too easy to presume socially constructed gender differences are essentially biological and to stigmatize people who do not follow strict gender norms. If you believe the myth that biology alone is the sole reason women and men differ, it would be easy to presume, for example, that women are naturally less ambitious or that men cannot be as nurturing.

    If I have learned anything from our team’s research on nonbinary young people, it is that human beings are creative and try to carve out a place for themselves in the world. The evidence suggests that gender nonconformity and diversity is wide and deep in America. What is at stake, however, is how much freedom or oppression individuals will face as they express themselves.

    Compared with March 2025:

    • median consumer perceptions of inflation over the previous 12 months remained unchanged, as did median expectations for inflation three and five years ahead, while median inflation expectations for the next 12 months increased further;
    • expectations for nominal income growth over the next 12 months decreased, while expectations for spending growth over the next 12 months increased;
    • expectations for economic growth over the next 12 months became more negative, while the expected unemployment rate in 12 months’ time increased;
    • expectations for growth in the price of homes over the next 12 months increased, as did expectations for mortgage interest rates 12 months ahead.

    Inflation

    In April, the median rate of perceived inflation over the previous 12 months remained unchanged for the third consecutive month at 3.1%. This is its lowest level since September 2021. Median expectations for inflation over the next 12 months increased further by 0.2 percentage points to 3.1%, the highest level since February 2024. Expectations for three years ahead remained unchanged at 2.5%. Expectations for inflation five years ahead were unchanged for the fifth consecutive month at 2.1%. For the first time since July 2021, median inflation expectations over the next 12 months did not stay below the level of inflation perceptions over the previous 12 months (both at 3.1%). Uncertainty about inflation expectations over the next 12 months also increased in April, reaching the same level as in June 2024. While the broad evolution of inflation perceptions and expectations remained relatively closely aligned across income groups, over the previous year and a half inflation perceptions and short-horizon expectations for lower income quintiles were, on average, slightly above those for higher income quintiles. Younger respondents (aged 18-34) continued to report lower inflation perceptions and expectations than older respondents (those aged 35-54 and 55-70), albeit to a lesser degree than in previous years.     Income and consumption

    Consumers’ nominal income growth expectations over the next 12 months decreased to 0.9%, from 1.0% in March. Perceived nominal spending growth over the previous 12 months decreased to 4.9%, from 5.0% in March. Conversely, expected nominal spending growth over the next 12 months increased to 3.7% in April, from 3.4% in March. This increase was observed across all income groups.     Economic growth and labour market

    Economic growth expectations for the next 12 months became more negative, falling to -1.9% in April from -1.2% in March. Expectations for the unemployment rate 12 months ahead increased to 10.5%, from 10.4% in March. Consumers continued to expect the future unemployment rate to be only slightly higher than the perceived current unemployment rate (9.8%), implying a broadly stable labour market. Quarterly data showed that unemployed respondents reported a lower expected probability of finding a job over the next three months, falling from 25.1% in January to 21.9% in April. Employed respondents reported that their expected probability of job loss over the next three months decreased to 8.4% in April, from 8.6% in January. (Economic growth and labour market results)

    Housing and credit access

    Consumers expected the price of their home to increase by 3.2% over the next 12 months, up from 3.1% in March. Households in the lowest income quintile continued to expect higher growth in house prices than those in the highest income quintile (3.6% and 3.0% respectively), while the difference between the two groups was smaller than on average in 2024. Expectations for mortgage interest rates 12 months ahead increased to 4.5%, from 4.4% in March. As in previous months, the lowest income households expected the highest mortgage interest rates 12 months ahead (5.1%), while the highest income households expected the lowest rates (4.0%). The net percentage of households reporting a tightening (relative to those reporting an easing) in access to credit over the previous 12 months increased slightly (from 20.2% in March to 21.7% in April), while the net percentage of those expecting a tightening over the next 12 months increased more substantially (from 15.5% in March to 20.8% in April). The share of consumers who reported having applied for credit during the past three months, which is measured on a quarterly basis, increased to 15.6% in April from 15.0% in January.     Secretary-General of the Third UN Ocean Conference (UNOC3) Li Junhua said, “The future of the ocean is not predetermined. It will be shaped by the decisions and the actions we are making now.”

    Today (27 May), Li Junhua, together with High-level representatives from France and Costa Rica briefed the press about the upcoming UN Ocean Conference.

    He said, “The ocean—our planet’s life-support system—is in a state of emergency. The evidence is overwhelming: rising temperatures, acidifying waters, plastic choking marine life, disappearing habitats, and the relentless overexploitation of resources.”

    He continued, “The health of the ocean is declining, and with it, the well-being of the human being. We actually depend on our ocean supply lines. However, there is still time to change our course—if we act collectively.”

    He said, “From 9 to 13 June 2025, the global community will gather in Nice, France, for the Third United Nations Ocean Conference, or UNOC3. This will not be just another routine gathering. We hope that it is a pivotal opportunity to accelerate action and mobilize all stakeholders across sectors and borders.”

    He also said, “UNOC3 will culminate in the adoption of the “Nice Ocean Action Plan” – a concise, action-oriented declaration, along with new and expanded voluntary commitments. This plan will be our collective blueprint to advance SDG 14: to conserve and sustainably use the ocean, seas, and marine resources.”

    He concluded, “The future of the ocean is not predetermined. It will be shaped by the decisions and the actions we are making now. Let us choose a healthy, resilient ocean—for our generation, and also for generations to come.”

    French Ambassador Jérôme Bonnafont stated, “The goal for this conference in Nice, for France, is a Nice Agreement that would be for the oceans what the Paris Agreement was for the climate ten years ago.”

    Maritza Chan Valverde, Permanent Representative of Costa Rica to the United Nations, said, “Accelerating action means cutting decision-making time from years to months, mobilizing all actors, engaging 195 governments, more than 1,000 cities, more 500 corporations and billions of citizens simultaneously. This is an opportunity for the United Nations to be together and to show that we can deliver as one.”

    She concluded, “The third United Nations Ocean Conference will either reverse ocean decline by 2030 or document humanity’s failure to act. Five days, one ocean, a unique opportunity.”

    The high-level 2025 United Nations Conference to Support the Implementation of Sustainable Development Goal 14: Conserve and sustainably use the oceans, seas and marine resources for sustainable development (the 2025 UN Ocean Conference) will be co-hosted by France and Costa Rica and held in Nice, France, from 9 – 13 June 2025.

    The overarching theme of the Conference is “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean”.

    The Conference will involve all relevant stakeholders, bringing together Governments, the United Nations system, intergovernmental organizations, international financial institutions, other interested international bodies, non-governmental organizations, civil society organizations, academic institutions, the scientific community, the private sector, philanthropic organizations, Indigenous Peoples and local communities and other actors to assess challenges and opportunities relating to, as well as actions taken towards, the implementation of Goal 14.

    The Conference will build on the previous UN Ocean Conferences, hosted by Sweden and Fiji in 2017 in New York and by Portugal and Kenya in 2022 in Lisbon.

    The Nice Ocean Action Plan, made up of a political declaration and a list of voluntary commitments from stakeholders, will be adopted following international discussions during the Conference.

    UNDERSCORING the importance of GCC’s critical role to foster peace, security, stability, development, prosperity and dialogue;

    APPRECIATING China’s crucial role in promoting peace, stability, prosperity and sustainable development in regional and international affairs;

    ENDEAVORING to promote peace, security, stability and prosperity, through mutual respect and cooperation between countries and regions to achieve development and progress based on adherence to international law, including the UN Charter, the principles of good neighbourliness, and respect for the independence, sovereignty, equality and territorial integrity, non-interference in their internal affairs, and refraining from the threat or use of force, and settlement of differences or disputes by peaceful means;

    ACKNOWLEDGING the importance of strengthening relations among ASEAN, China and GCC in promoting regional cooperation and economic development in the broader Asia-Pacific and Middle Eastern contexts;

    RECOGNIZING that ASEAN, China and GCC encompass diverse and complementary economies which create enormous potential, broad prospects and new opportunities for greater cross-sectoral trade, investment and economic collaboration;

    RECOGNIZING the increasing importance of fostering closer economic collaboration among our regions, and reiterating our shared commitment to strengthening our partnerships to promote economic and sustainable development;

    RECOGNIZING the need to strengthen confidence in the rules-based multilateral trading system with the World Trade Organization (WTO) at its core to protect businesses, consumers worldwide and livelihoods of people in our regions;

    EXPLORING cooperation in preventing and combating transnational crime, cybercrime, counter-terrorism and extremism;

    The Leaders expressed grave concerns over the developments in the Middle East and agreed on the following:

    — Condemn all attacks against civilians and call for a durable ceasefire and for all concerned parties to ensure the most effective and efficient access for humanitarian aid, and relief supplies and other basic necessities and essential services, as well as the restoration of electricity and water, and allow the unhindered delivery of fuel, food and medicine throughout Gaza;

    — Call on all parties to the conflict to protect civilians, refrain from targeting them and to abide by international humanitarian law, particularly the principles and provisions of the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 12 August 1949;

    — Acknowledge the Advisory Opinion of the International Court of Justice on 19 July 2024, which is of the opinion, among others, that the UN, and especially the General Assembly, which requested this opinion, and the Security Council, should consider the precise modalities and further action required to bring to an end as rapidly as possible the unlawful presence of the State of Israel in the Occupied Palestinian Territory;

    — Support the ongoing efforts to release all hostages and those under arbitrary detention;

    — Urge all parties concerned to work towards a peaceful resolution to the conflict with a view to realizing the two-state solution based on the pre-1967 borders; in accordance with international law and the relevant UN Security Council (UNSC) and UN General Assembly resolutions, including UNGA resolution A/RES/ES-10/23 on the Admission on New Members to the UN dated 10 May 2024;

    — Support the efforts of the global alliance for the implementation of the two-state solution, and note the initiatives of the Kingdom of Saudi Arabia in cooperation with the Kingdom of Norway and the European Union towards realizing an independent Palestinian state;

    — Recognized Qatar’s mediation efforts to reach ceasefire and facilitate aid delivery and China’s efforts towards Palestinian internal reconciliation, particularly its role in facilitating the signing of the Beijing Declaration on Ending Division and Strengthening Palestinian National Unity by Palestinian factions in July 2024 in Beijing;

    — Welcome the Resolution of the UN General Assembly adopted on 11 December 2024, in which the General Assembly, inter alia, called for an immediate, unconditional and permanent ceasefire in Gaza, and called upon all parties to enable the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) to carry out its mandate, as adopted by the General Assembly, in all areas of operation with full respect for the humanitarian principles of humanity, neutrality, impartiality and independence.

    With firm resolve, we pledged to advance the spirit of inclusivity, sustainability, resilience and equal partnership, charting a united and collective path toward a peaceful, prosperous and equitable future.

    We hereby:

    Economic Integration

    1. Decide to foster collaboration that promotes economic prosperity, resilience and sustainable development among ASEAN, China and GCC, based on mutual respect, mutual trust, and mutual benefit, and anchored on the principles of inclusivity and sustainability in engaging all interested partners.

    2. Commit to enhancing economic cooperation by leveraging the complementarities among ASEAN, China and GCC. Priority will be given to:

    (i) Reaffirming the central and indispensable role of the WTO at the core of the rules-based multilateral trading system, which provides a predictable, transparent, non-discriminatory and open global trading system;

    (ii) Exploring cooperation, including through the priority areas of the Global Development Initiative and various frameworks or initiatives by ASEAN and GCC, to facilitate the attainment of the UN 2030 Agenda for Sustainable Development;

    (iii) Promoting free trade and welcoming the full conclusion of the China-ASEAN Free Trade Area 3.0 Upgrade Negotiations, and looking forward to its early signing and entering into force, as well as an early conclusion of the China-GCC Free Trade Agreement negotiations;

    (iv) Enhancing industrial and supply chain resilience and fostering sustainable trade practices for new economic opportunities in potential areas in emerging and future-oriented industries such as the digital and green economy and technologies;

    (v) Exploring the establishment of a regional business council to facilitate dialogue between businesses from ASEAN, China and GCC in supporting enhanced trade and investment flows and the development of regional value chains;

    (vi) Exploring regional financial cooperation, including capital markets, and financial technology among others, while empowering micro, small and medium enterprises;

    (vii) Exploring cooperation on local currency and cross-border payments;

    (viii) Taking coordinated and comprehensive actions to prevent and fight corruption.

    Connectivity

    3. Enhance connectivity through:

    (i) Promoting high-quality cooperation under the Belt and Road Initiative and seamless connectivity, including through the development of logistics corridors and digital platforms;

    (ii) Promoting sustainable infrastructure development in supporting interconnected and seamless economic diversification, growth and sustainability;

    (iii) Exploring further cooperation to enhance infrastructure development for seamless and efficient connectivity, including recognizing the importance of maintaining and promoting maritime safety and security, given the importance of oceans and seas as key factors in driving growth and prosperity in the respective regions.

    Energy Security and Sustainability

    4. Acknowledge the global imperative for sustainable resilience and energy transition with the aim to collaborate on:

    (i) Working together towards a sustainable, just, affordable, inclusive and orderly energy transitions in line with the Paris Agreement;

    (ii) Supporting global energy market stability and adopting a balanced approach that does not exclude energy sources but instead innovates technologies that enable emissions management and efficient use of all energy sources to facilitate sustainable economic growth for all;

    (iii) Working to diversify and secure supply chains globally in line with international best practices, including for critical energy transition minerals, and encourage resource efficiency, while respecting applicable national laws and regulations;

    (iv) Recognizing the strategic importance of our cooperation on stable, reliable, and sustainable energy markets to reduce volatility and to enhance the security of energy supply. We recall the urgent need to address climate change and stress the importance of the energy transition;

    (v) Exploring new business opportunities, including the development of clean energy;

    (vi) Enhancing knowledge exchange and collaboration on renewable energy, clean/green energy, carbon capture, utilization and storage (CCUS), biofuel, bio-LNG (liquefied natural gas), low carbon hydrogen, low carbon ammonia, and sustainable fuels, as well as energy efficiency policies, regulatory frameworks, technology and innovations consistent with the national priorities of each country;

    (vii) Strengthening training and capacity-building initiatives in areas such as nuclear safety, security and safeguards, reactor technology, nuclear and radioactive waste management, regulatory infrastructure, and civilian nuclear energy development that is guided by International Atomic Energy Agency (IAEA) standards, guidance and international best practices, and advancements in and energy storage technologies to support informed decision-making and policy development for civilian nuclear energy;

    (viii) Driving the strategic development of initiatives on hydrogen and ammonia technologies, oil and LNG supply chains and infrastructure, upstream LNG projects, methane abatement and emissions reduction to support both energy security and the transition to cleaner fuels;

    (ix) Encouraging private and public sector investments and partnerships in energy infrastructure development, including subsea power cables, and cross-border transmission projects under related initiatives of ASEAN, China and GCC, to advance multilateral power trade for greater regional energy connectivity, resilience, and market integration, including through renewable energy generation and LNG terminals;

    (x) Promoting cooperation on environmental sustainability, including climate action, disaster management, biodiversity conservation, monitoring the state of the marine environment, air and soil quality, industrial inspection, and pollution control by leveraging on new technological advancements, the exchange of knowledge, scientific expertise, technology, and training and strengthening multilateralism and climate solidarity;

    (xi) Developing joint research and innovation initiatives on emerging technologies such as direct air capture, enhanced geothermal systems, and next-generation solar and wind technologies to support long-term energy sustainability and low-carbon solutions;

    (xii) Sharing of knowledge and best practices on green skills development of workforce to support just transition to renewable energy.

    Digital Transformation and Innovation

    5. Pursue opportunities in digital innovation and technology by:

    (i) Exploring a cross-regional framework to promote the digital economy, in areas such as digital trade, e-commerce, digital payment, fintech, artificial intelligence, start-ups and data security cooperation;

    (ii) Exploring partnerships in areas such as artificial intelligence (AI), blockchain, quantum computing, and smart cities development and advanced technological infrastructure;

    (iii) Supporting cooperation in the development of digital skills and digital literacy programmes to ensure inclusive participation in the digital age, and promoting platform work with inclusive social protection.

    Food and Agriculture

    6. Recognize the potential for cooperation in the food and agriculture sector and commit to:

    (i) Promoting sustainable agriculture, including through reducing harmful agrochemicals, promoting digitalization, advancing nature-based solutions and fostering public-private partnerships;

    (ii) Exploring cooperation in the field of halal food through the exchange of information and sharing of experiences on the basis of mutual respect for each other’s national systems, laws and policies;

    (iii) Supporting efforts to strengthen food security, nutrition and distribution, including through enhancing productivity and sustainability efforts, promoting the diversification of food sources, strengthening the quality and variety of food production, and supporting the generation and diffusion of new and sustainable technologies;

    (iv) Promoting the trade of food and agricultural products and technologies cooperation.

    People-to-People Exchange

    7. Foster greater understanding and connectivity among our peoples by:

    (i) Promoting high-quality tourism and cross-regional marketing campaigns, including culture and heritage tourism, ecotourism, and meetings, incentives, conferences, and exhibitions tourism, among other segments, and fostering an exchange of best practices in tourism digitalization and tourism destination management;

    (ii) Promoting exchanges and mutual learning among civilizations and cultures to advance mutual understanding and friendship as well as respect for diversity and welcoming the adoption of the UN General Assembly Resolution of International Day for Dialogue among Civilizations;

    (iii) Exploring opportunities to enhance mutual understanding and friendship while fostering cultural exchanges through art, music and literature programmes, especially among youth and ethnic groups;

    (iv) Strengthening cooperation in education through the exchanges of students and educational personnel, scholarships programmes and joint research initiatives, particularly in science, technology, engineering and mathematics (STEM).

    8. Implement the Joint Statement through mutually agreed activities among ASEAN, China and GCC, including through existing mechanisms such as the ASEAN-GCC, China-ASEAN and China-GCC mechanisms.

  • MIL-Evening Report: Nobel laureate Brian Schmidt is ‘scared’ about Australia’s research capacity – this is why

    On Wednesday, Nobel laureate Brian Schmidt and economics professor Richard Holden gave a joint address to the National Press Club in Canberra. Their key message? Australia isn’t spending enough money on university research.

    Schmidt wants to ensure Australia can undertake research vital to our national interests.

    “I look around and I am scared,” Schmidt said. “The Australian government investment in its sovereign research capability was 50% higher 15 years ago as a fraction of GDP.”

    In his remarks, Holden warned, “we’ve become addicted to funding […] research capability through international student income”.

    If this sounds familiar, both Schmidt and Holden have made similar calls before. And their press club presentation follows constant and repeated repeated calls from the university sector for more funds.

    How much is Australia spending on research and how does this compare to other countries?

    How does Australia compare?

    When we look around the world, Australia is lagging when it comes to research spending. Australia spends roughly 1.7% of its Gross Domestic Product (GDP) on all forms of research and development.

    Our research expenditure has also decreased every year since 2008, according to the Australian Academy of Science.

    Meanwhile, based on World Bank data, the United States spends about 3.59% of their GDP on research. China might only spend 2.56% of its GDP, but that’s 2.56% of around US$18.7 trillion (A$29 trillion) – meaning China spends about US$500 billion ($778 billion) on research annually.

    The OECD average (across 38 member countries) is 2.7%, a full percentage point higher than Australia. We’re also underspending compared to other nations smaller than us, including:

    – Finland has a population roughly one-fifth of Australia and spends 2.96% of its GDP on research

    – Sweden has a population of about 10 million and spends 3.41%.

    Australia’s top research universities (the Group of Eight), argue Australia needs to work towards a target of 3% GDP to “underwrite national prosperity”.

    The funding we have is unstable

    Australia’s university research funding also lacks stability.

    Government only funds part of university research – so universities have to come up with the rest. This adds a layer of vulnerability to our research system.

    One of the key sources of university-generated funding is international student fees.

    This means if there are cuts to overseas students – as we saw during COVID and as we see now due to federal government policy changes – there is a flow-on impact on research funding.

    Repeated calls for more funds have been ignored

    Universities have been asking for more money for years and these requests have been ignored by both sides of politics.

    But while the requests may not change, the global security context is shifting. As Schmidt told the press club,

    We can expect new technologies based around small-scale automated machines, hypersonic missiles and computer warfare to feature prominently if we are to have future conflicts between advanced economies.

    In such a case the research capability of a country will be incredibly important at influencing the overall winners and losers, because once the conflict starts, you ‘have what you got’.

    If we don’t properly fund universities to do cutting-edge research, such as quantum science, robotics and cybersecurity, researchers will go elsewhere to do their work. And some funders might not have Australian interests at heart.

    China, Russia and the European Union have leapt on US President Donald Trump’s recent decisions to defund or halt research programs, creating funds worth billions of dollars to woo scientists and scholars from the US to their own countries.

    What options do we have?

    The Albanese government has commissioned a strategic review of Australia’s research and development sector (led by Tesla chair Robyn Denholm), which is due to report by the end of the year. Part of its remit is to look at “mechanisms to improve coordination and impact of [research and development] funding and programs […].”

    In an ideal world, this will prompt the federal government up its funding of research, to match other countries. But previous unheard calls suggests this is unlikely.

    But we can also be more creative. Perhaps industry can fill the gap with an Australian “Silicon Valley” where emerging industries can be clustered with universities in research partnerships. This is what some authors have called “innovation precincts”.

    We could also look at prioritising industry-based PhDs, so postdoctoral students have a research job when they graduate. Or we could consider reallocating government funds going to other sources, such as defence, on topics of military or intelligence importance.

    This could see university funding pools become broader and deeper, more diversified and better suited to our national interests.

        The Principal Shareholders propose that the Board of Directors shall consist of four members elected by the General Meeting, with no deputy members.

        Determination of remuneration for the Board members and the auditors (9)

        The Principal Shareholders propose that the total remuneration to the Board of Directors shall amount to SEK 1,800,000, of which SEK 900,000 shall be paid to the Chairman of the Board and SEK 300,000 to each of the other Board members elected by the General Meeting who are not employed by the Group.

        The Principal Shareholders also propose that the auditor’s fee shall be paid in accordance with approved invoices.

        Election of Board members, Chairman of the Board of Directors and auditor (item 10)

        For the period until the end of the next Annual General Meeting, The Principal Shareholders propose the re-election of Kevin Adeson, Alexander Fällström, Gary Stolkin, and Adrian Weller as members of the Board of Directors. The Principal Shareholders further proposes the re-election of Kevin Adeson as Chairman of the Board.

        The Principal Shareholders propose that the registered audit firm BDO Mälardalen AB be re-elected as the Company’s auditor for the period until the end of the next Annual General Meeting.

        The Board of Directors’ proposals

        Resolution on appropriation of the Company’s profit or loss pursuant to the adopted Balance Sheet (item 7b)

        The Board of Directors proposes that the AGM shall resolve not to distribute any dividends for the financial year 2024 and the distributable profits are carried forward. 

        Resolution on adoption of guidelines for remuneration to senior executives (item 11)

        The Board of Directors proposes that the AGM resolves on the guidelines below for the determination of remuneration and other employment conditions for the CEO and other Executives to apply until the Annual General Meeting 2029, unless circumstances arise that requires prior revision. Remuneration included in the guidelines shall include salary and other remuneration to the Senior Management. Remuneration is also including the transfer of securities and the granting of the right to acquire securities from the Company in the future.

        The guidelines’ promotion of the Company’s business strategy, long-term interests and sustainability

        The purpose with the remuneration package is that Anoto shall have compensation levels and terms of employment that are required to attract and retain Senior Executives with high competence and ability to achieve set goals, implement Anoto’s strategy and achieve Anoto’s long-term interests and sustainability.

        The decision-making process to determine, review and implement the guidelines

        The Remuneration Committee consists of all members of the Board of Directors. The committee’s tasks include preparing the Board of Directors’ decision relating to remuneration guidelines, remuneration and other terms of employment for the Senior Management of the Company. The Remuneration Committee shall also monitor and evaluate ongoing and completed programs during the year for variable remuneration to the Senior Management of the Company. They shall also follow and evaluate the application of the guidelines for remuneration to the Senior Management of the Company that the Annual General Meeting is required by law to adopt as well as the applicable remuneration structures and remuneration levels in the Company.

        The Board of Directors shall prepare proposals for new guidelines at least every four years and submit the proposal to the Annual General Meeting for resolution. The CEO and other members of the Senior Management do not participate in the Board of Directors’ processing of and resolutions regarding remuneration-related matters in so far as they are affected by such matters.

        Stock related incentive plans are to be determined by the AGM. Issues and transfers of securities determined by the AGM according to the rules of Chapter 16 in the Swedish Companies Act are not comprised by these guidelines in case the AGM has or will make such decisions.

        Board Members of the Company, elected by the AGM, may in special cases receive a fee for services performed within their respective area of expertise, separately from their board duties and for a limited period of time. Compensation for these services shall be paid at market terms.

        Types of remuneration

        The remuneration offered shall be on market terms and may consist of the following; fixed salary, variable salary, pension benefits and other benefits. The General Meeting can also – without consideration of these guidelines – resolve on, for example, share and share price related programs and remuneration. 

        Fixed salary

        The remuneration in terms of fixed salary shall be in proportion to the Executive’s experience, responsibility and authority.

        Variable cash payments

        The variable remuneration shall be in proportion to the Executive’s responsibility and authority. Thereto, it shall be maximized and based on achievement of goals that coincides with the shareholders long-term interests. The variable part shall, where applicable, be based on quantitative and qualitative goals. The variable salary shall not be pensionable.

        The total cost for the Company for the variable remuneration shall at most amount to 50 per cent of the total cost for fixed salary for this group based on achievement of goals.

        Pension

        Anoto offer its employees a premium based pension plan, which shall be on market terms. Pension benefits may at most amount to 35 per cent of the fixed salary.

        Other benefits

        Other Benefits may consist of conventional benefits such as healthcare and housing allowance in accordance with local practice.

        Termination of employment

        In the event of termination of employment by the Company, the CEO has six months’ notice period. Except for ordinary salary, there are no agreed upon severance pay during the notice period. Other members of the Senior Management have up to three months’ notice period.

        Salary and employment conditions for employees

        Salary and employment conditions for the employees of the Company have been taken into account in the preparation of these remuneration guidelines by including information on the employees’ total income, the components of the remuneration and the increase and growth rate over time have been part of the Remuneration Committee’s and the Board of Directors’ basis of decision when evaluating whether the guidelines and the limitations set out herein are reasonable.

        Derogation from the guidelines

        The Board of Directors may resolve to derogate from the guidelines, in whole or in part, if in a specific case there is special cause for the derogation and a derogation is necessary to serve the Company’s long-term interests, including its sustainability, or to ensure the Company’s financial viability.

        Resolution on approval of remuneration report (item 12)

        The Board of Directors proposes that the AGM resolves to approve the Board of Directors´ report regarding compensation pursuant to Chapter 8, Section 53 a of the Swedish Companies Act (2005:551).

        Resolution on a long-term incentive program (LTIP 2025) for the management team and other key employees (item 13)

        For the purpose of improving the opportunity for retaining and recruiting competent personnel to the Anoto group (the “Group”) and increasing the motivation amongst the members of the management team, the Board of Directors proposes that the AGM resolves to introduce a long-term incentive program (“LTIP 2025”) for members of the management team and other key employees. Board members shall not be entitled to participate in LTIP 2025. The current CEO Mats Karlsson will not be a participant under LTIP 2025.

        General

        LTIP 2025 consists of stock options intended for members of the new management team of Anoto and other key employees (also including consultants) (the “Stock Options”). To implement LTIP 2025 in a cost-effective and flexible manner, the Board of Directors proposes that the obligations of the Company to deliver shares under the Stock Options are secured by an authorization for the Board of Directors to resolve upon issue, repurchase and transfer of Series C shares, which thereafter can be converted into ordinary shares. The Board of Directors’ proposal for the authorisation to issue and repurchase Series C shares as well as transfer of ordinary shares under the LTIP 2025 is set out in items 14 and 15 below. In the event that the required majority for items 14 and 15 below is not achieved, the Board of Directors proposes that Anoto be able to enter into share swap agreements with third parties, in accordance with item 16 below.

        Dilution effects

        The Board of Directors proposes that LTIP 2025 shall consist of a maximum of 275,000,000 new Stock Options entitling to purchase of the same number of ordinary shares in the Company, corresponding to approximately 20.0 per cent of the share capital and votes in the Company after dilution. The Company’s current share-based incentive programs for employees of the Group are described in the Annual Report for 2024, Note 30. In total, the proposed LTIP 2025 and the previous outstanding incentive programs corresponds to a dilution of not more than approximately 20.9 per cent of the share capital and votes of the Company after dilution. The exercise prices for current stock options are between SEK 0.81 – 1.06.

        Performance conditions

        The Board of Directors shall have the right to impose performance conditions for certain participants under LTIP 2025. For these participants the number of Stock Options that they are eligible to exercise depends on the degree of fulfilment in respect of the performance conditions for the Group.

        The performance conditions will be based on the average growth of the Group’s net sales over specified periods. The target levels (minimum and maximum) for the performance condition will be determined by the Board of Directors. If the minimum level of the performance condition is achieved, the participant may exercise a certain percentage of the vested Stock Options, and if the maximum level is achieved, the participant can exercise all the vested Stock Options. Within the target levels of the respective performance conditions, a linear calculation of the outcome shall be made. If the minimum level of performance is not achieved, no vested Stock Options can be exercised.

        The specific details and target levels for the performance conditions will be outlined by the Board of Directors and communicated to the relevant participants.

        Distribution of the Stock Options

        Stock Options can only be allotted to the Group’s current and future members of the management team and other key employees (also including consultants) as set out below:

        The Stock Options shall be granted to the participants free of charge and may not be transferred or pledged, except that the Board of Directors may allow for the transfer of Stock Options to a family trust or equivalent entity. The Stock Options vest over a three-year period, with the vesting period commencing on 1 June 2024. No Stock Options vest until the first anniversary of the vesting commencement date. On the first anniversary of 1 June 2024, one third of the Stock Options will vest and become exercisable. Thereafter, one third of the Stock Options will vest on the second anniversary of 1 June 2024, and the remaining Stock Options will vest on the third anniversary of 1 June 2024. The vesting period starts on 1 June 2024, because the new management team took office about a year ago and the launch of a new incentive program was delayed due to several capital raisings in 2024. Accordingly, a participant must remain within the Group for three years from 1 June 2024, in order for all Stock Options to vest.

        Each Stock Option entitles the employee or consultant to acquire one ordinary share of the Company during the period commencing on the third anniversary of grant date and ending on the sixth anniversary of the grant date at an exercise price corresponding to 150 percent of the average volume-weighted share price for the Company’s share on Nasdaq Stockholm for a period of 10 days prior to the AGM, however, for Stock Options granted no later than the end of July 2025, the exercise price shall not exceed SEK 0.18 and shall not be less than SEK 0.12.

        Conversion due to split, aggregation, new issue etc.

        The exercise price and the number of shares that each Stock Option entitle to purchase shall be recalculated in the event of a share split, reverse share split, preferential share issue, extraordinary dividend, etc. in accordance with Swedish market practice.

        Overall Terms

        Within the framework of the resolved terms and conditions and guidelines, the Board of Directors shall be responsible to prepare the more detailed terms and conditions of LTIP 2025.

        The Board of Directors shall have the right to adjust the terms and conditions of LTIP 2025 if significant changes occur within the Group’s structure or in its market, which means that the terms and conditions for exercising the Stock Options are no longer appropriate. Furthermore, for special reasons, the Board of Directors may decide that Stock Options may be retained and utilised, as applicable, despite the termination of employment or consultancy agreement within the Group, for example due to illness.

        Expenses for LTIP 2025

        The Stock Options are expected to result in tax at employment income rates for the participants and will be accounted for in accordance with IFRS 2, which stipulates that the Stock Options will be recorded as personnel expenses during the vesting period.

        Preparation of the proposal

        LTIP 2025 has been prepared by the Board of Directors together with external advisors. LTIP 2025 has been reviewed by the Board of Directors during the first quarter of 2025.

        The rationale for the proposal

        The rationale for the proposal for LTIP 2025 is to improve the conditions for retaining and recruiting competent personnel to the Group and increasing the motivation of the newly recruited members of the management team. Furthermore, more visible opportunities are established for long-term participation in the Group’s operations and in reaching the Company’s overall targets. The Board of Directors is of the opinion that the introduction of LTIP 2025 as described above benefits the Group and the Company’s shareholders.

        Majority requirements and conditions

        A resolution to approve LTIP 2025 is valid only if it is supported by at least half of the votes cast at the AGM.

        The resolution to implement LTIP 2025 in accordance with this item 13 is conditional upon the AGM resolving either in accordance with the proposal for issue and repurchase of Series C shares and transfer of ordinary shares pursuant to items 14 and 15 below or in accordance with the proposal to enter into share swap agreements with an external party in accordance with item 16 below.

        Resolution to authorise the Board of Directors to resolve on directed issue of Series C shares (item 14)

        The Board of Directors proposes that the AGM authorises the Board of Directors, on one or more occasions until the next Annual General Meeting, to resolve on a new issue of no more than 275,000,000 Series C shares, corresponding to approximately 20.0 percent of the share capital and votes of the Company after dilution. With the deviation from the shareholders’ preferential rights, the new shares may be subscribed for by a bank or securities company at a subscription price corresponding to the quota value.

        The purpose of the authorisation and the reason for the deviation from the shareholders’ preferential rights is to ensure delivery of shares to participants under the Company’s outstanding incentive programs and secure liquidity for payment of social security charges as a result of the incentive programs. Prior to the transfer of shares to participants exercising stock options, the Board of Directors will resolve to reclassify Series C shares into ordinary shares.

        A resolution pursuant to this item is only valid if approved by shareholders representing at least two thirds of the votes cast as well as the shares represented at the General Meeting.

        Resolution to authorise the Board of Directors to resolve on repurchase of Series C shares and transfer of ordinary shares to participants under incentive programs and to secure payment of social security charges (item 15)

        The Board of Directors proposes that the AGM resolves to authorise the Board of Directors, on one or more occasions until the next Annual General Meeting, to resolve on repurchases of Series C shares. Repurchases may only be made through an acquisition offer addressed to all holders of Series C shares and shall comprise all outstanding Series C shares. Acquisitions shall be made at a price corresponding to the quota value of the shares. Payment for acquired shares shall be made in cash.

        The purpose of the repurchase is to ensure delivery of shares to participants under the Company’s outstanding incentive programs and to secure liquidity for payment of social security charges related to such incentive programs. Before delivery of shares to the participants or transfer of ordinary shares to secure liquidity for payment of social security charges, the Board of Directors will resolve on reclassification of Series C shares to ordinary shares in accordance with the provision in the articles of association.

        The Board of Directors proposes that the AGM resolves to (i) approve delivery of ordinary shares to participants under LTIP 2025, and (ii) authorise the Board of Directors to resolve, on one or several occasions until the next Annual General Meeting, to transfer own ordinary shares in accordance with the following. Transfers of ordinary shares may be carried out on Nasdaq Stockholm, pursuant that the Company’s ordinary shares have been admitted to trading on such a regulated market, at a price within the price range applicable, i.e. the range between the highest purchase price and the lowest selling price. Transfers may be made with the highest amount of ordinary shares required in order for the Company in terms of liquidity to secure social security charges related to the outstanding incentive programs in the Company, although not more than 27,500,000. Transfer of shares may also take place outside of Nasdaq Stockholm to a bank or securities company, with deviation from the shareholders’ preferential rights. Such a transfer may be made at a price corresponding the share price at the time for the transfer on the ordinary shares transferred with such a market discount as the Board of Directors deem appropriate. The authorisation may be used on one or more occasions, although at the latest before the next Annual General Meeting.

        The outstanding incentive programs of the group (including LTIP 2025) means that employees or consultants are granted Stock Options, which entitle the holder to purchase shares in the Company. Such transfers are subject to Chapter 16 of the Swedish Companies Act, which means that a resolution to approve delivery of ordinary shares to participants under this item 15 is valid only if it is supported by at least nine tenths of both the votes cast and the shares represented at the AGM.

        Share swap agreement with external party to hedge LTIP 2025 (item 16)

        The Board of Directors proposes that the AGM, in the event that the required majority for item 15 above cannot be achieved, resolves that the financial exposure expected to result from the LTIP 2025 may be hedged by the Company on market terms by entering into a share swap agreement with an external party, whereby the external party, for a fee and in its own name, may acquire and transfer ordinary shares in the Company to the participants of LTIP 2025, in accordance with the terms of the LTIP 2025.

        For a valid resolution to enter into a share swap agreement with an external party according to this item 16, a majority of more than half of the votes cast at the AGM is required.

        Resolution to authorise the Board of Directors to issue new shares, warrants and/or convertible bonds (item 17)

        The Board of Directors proposes that the AGM authorises the Board of Directors to resolve, on one or several occasions during the period until the next AGM, with or without deviation from the shareholders’ preferential rights, against cash payment, for payment in kind or by way of set-off, to issue ordinary shares, warrants and/or convertible bonds that involve the issue of or conversion into a maximum of 275,000,000 ordinary shares, corresponding to a dilution of approximately 20.0 per cent of the share capital and votes, based on the current number of shares in the Company.

        The purpose of this authorisation and the reason for any disapplication of the shareholders’ preferential rights is to increase the flexibility of the Company to finance the ongoing business and at the same time extend and strengthen the Company’s shareholder base of strategic or long term investors. The basis for the issue price shall be according to the prevailing market conditions at the time when shares, warrants and/or convertible bonds are issued.

        A valid resolution by the AGM pursuant to the proposal above requires that the resolution be supported by shareholders representing at least two-thirds of both the votes cast and the shares represented at the AGM.

        Other

        According to Chapter 7, section 32 of the Swedish Companies Act, at a General Meeting the shareholders are entitled to require information from the Board of Directors and CEO regarding circumstances which may affect items on the agenda and circumstances which may affect the Company’s financial situation.

    On the morning of May 27, President Lai Ching-te met with a delegation led by Governor Lourdes A. Leon Guerrero of Guam and her husband, and hosted a luncheon for the delegation at noon. In remarks, President Lai noted that this is the governor’s first trip to Taiwan, fully demonstrating the Guam government’s support and high regard for Taiwan. The president said that Guam, being the closest United States territory to Taiwan, is an important bridge for collaboration between Taiwan and the US. He stated that aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas to further advance industrial development for both sides. He said that, as we begin a new chapter, we look forward to working together to generate even more momentum in bilateral cooperation and exchanges. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend a warm welcome to Governor Leon Guerrero and her delegation. Last year, I transited through Guam en route for visits to Taiwan’s diplomatic allies in the Pacific. The enthusiastic reception I received from the government, legislature, people, and members of our overseas community in Guam was very touching and left me with a deep impression. During the morning tea reception hosted by Governor Leon Guerrero, we joined in singing our respective national anthems, as well as the Fanohge CHamoru. I also received at the Guam Legislature a copy of a Taiwan-friendly resolution it passed on behalf of the people of Taiwan. And I still remember to this day the striking scenery of the governor’s house and the warm reception I received there. Last month, we were pleased to see United Airlines officially launch direct flights between Taipei and Guam. I believe this will benefit tourism and economic and trade exchanges for both sides. In the area of health care, many hospitals in Taiwan already offer referral services to patients from Guam. Both Governor Leon Guerrero and I have backgrounds in medicine. It is my hope that Taiwan and Guam can continue to work hand in hand to create even more positive outcomes from cooperation in public health and medical services. During the governor’s visit, aside from promoting tourism, we can also explore even more opportunities for collaboration in other areas. There is potential for more exchanges in aquaculture, food processing, hydroculture, manufacturing, pharmaceuticals, and recycling. This will further advance industrial development in Taiwan and Guam. In closing, I thank Governor Leon Guerrero and all our distinguished guests for backing Taiwan. She stated her belief that in collaboration and support, and working with each other, we can gain prosperity, maintain freedom and democracy, and live in peace.  Governor Leon Guerrero stated that their delegation is here to see how they can partner with Taiwan to help raise the quality of life for both our peoples, mentioning that one special concern of theirs is tourism. Tourism, she said, is the most influential engine and driver for the economy and quality of life in Guam, but they cannot have a vibrant economy and tourism without air connectivity. She added that they are prepared to help in any way to provide incentives and low-cost fees so that they can get more airlines from Taiwan to establish permanent flight schedules to Guam, so as to drive development in Guam’s tourism industry.     President Lai meets delegation from European Parliament
    On the morning of May 27, President Lai Ching-te met with a delegation from the European Parliament. In remarks, President Lai thanked the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait and voice support for Taiwan. The president expressed hope for an even closer relationship and diversified cooperation between Taiwan and the European Union. The president said that Taiwan and the EU can work together in such areas as semiconductors, AI, and green energy to create more resilient supply chains for global democracies and contribute to global prosperity and development. A translation of President Lai’s remarks follows: I warmly welcome our guests to the Presidential Office. After being elected last year, MEPs Reinis Pozņaks and Beatrice Timgren are making their first visits to Taiwan, demonstrating support for Taiwan through concrete action. On behalf of the people of Taiwan, I extend my sincerest welcome and appreciation. I would also like to take this opportunity to thank the European Parliament for continuing to pay close attention to peace and stability across the Taiwan Strait. Just last month, the European Parliament adopted resolutions with regard to annual reports on the implementation of the European Union’s Common Foreign and Security Policy and Common Security and Defence Policy. These resolutions reaffirmed the EU’s steadfast commitment to maintaining the status quo across the Taiwan Strait. The European Parliament also condemned China for continuing to take provocative military actions against Taiwan and emphasized that Taiwan is a key democratic partner in the Indo-Pacific region. It called on the EU and its member states to continue working closely with Taiwan to strengthen economic, trade, and investment ties. Once again, I thank the European Parliament for voicing support for Taiwan. Just as MEPs Pozņaks and Timgren are visiting Taiwan to strengthen Taiwan-EU exchanges, our Minister of Economic Affairs Kuo Jyh-huei (郭智輝) also led a delegation to Europe last year, marking the first in-person dialogue between high-ranking economic and trade officials of Taiwan and the EU. Moving ahead, we look forward to bringing Taiwan-EU ties even closer and to diversifying our cooperation. The EU is Taiwan’s largest source of foreign investment. Both sides are highly complementary in such areas as semiconductors, AI, and green energy. Through our joint efforts, we can create more resilient supply chains for global democracies and further contribute to global prosperity and development. Looking ahead, I hope that MEPs Pozņaks and Timgren will continue to make the case in the European Parliament for the signing of a Taiwan-EU economic partnership agreement. MEP Pozņaks mentioned that he comes from Latvia, and despite their being on the other side of the world, they know how the Taiwanese people feel, because they also have a big neighbor who is claiming that Latvia belongs to them. Unfortunately, he said, there is already war in Europe, but he is confident that their situation is similar to Taiwan’s, adding that they have a neighbor who uses disinformation attacks. MEP Pozņaks said that we live in very challenging times, and that our choices will define the future of the world, asking whether it will be a world where the rule of law prevails or where physical power and aggression succeeds. Coming from a small country, he said he clearly understands that for them there is no other possibility; they must protect the world where the rule of law prevails. That is why now, he emphasized, it is very crucial for all democracies around the world to stick together to protect our freedoms, values, and democracy. MEP Timgren then delivered remarks, thanking President Lai for meeting with them and saying it is a big honor. Noting that they arrived here two days ago and that while she really loves Taiwan, its food, and the good weather, she stated that the reason they are here is because of the values that we share, our good relationships, and solidarity with other democratic countries in the world, which is important for them in Europe and in Sweden. MEP Timgren, referring to MEP Pozņaks’s earlier remarks, said that they face a big threat from Russia that is discernible even in the European Parliament. Actually, she pointed out, there is a war inside Europe that shows us how important it is that we support one another. She said that the Russian people thought it would be easy to take over Ukraine, but it was not, because all European countries stepped up and provided weapons and support. And that is why, MEP Timgren said, it is important that democratic countries maintain good relationships and let China and Russia see that we have good relationships, because a part of defense is solidarity.     President Lai hosts state banquet for President Surangel Whipps Jr. of Republic of Palau
    On the evening of May 20, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, hosted a state banquet at the Presidential Office in honor of President Surangel Whipps Jr. of the Republic of Palau and his wife. In remarks, President Lai said that he looks forward to working closely with President Whipps to promote tourism exchanges and sports cooperation so that Taiwan and Palau shine brightly together on the international stage. A translation of President Lai’s remarks follows: It is a pleasure to host this banquet tonight at the Presidential Office for President Whipps, First Lady Valerie Whipps, and the esteemed members of their delegation. Welcome to Taiwan. During my trips to Palau in 2022 and last year, President and First Lady Whipps received me with great hospitality. Wearing my island shirt, I enjoyed a very friendly reception from the people of Palau. It felt warm and friendly, just like being welcomed back home. The first time I visited Palau, President Whipps and I piloted a boat to the Milky Way lagoon. We both tried volcanic mud facial masks. We also fished together and enjoyed the breeze as we walked on the beach. Last year, on my second visit to Palau, I was honored to be invited to address the National Congress. I also observed the results of the close bilateral cooperation between our two nations. Due to its world-famous ocean scenery, Palau is sometimes referred to as “God’s aquarium.” And it is even possible to snorkel with sharks. It leaves a deep impression. Nothing compares to seeing Palau firsthand. During the COVID-19 pandemic, Taiwan and Palau launched a travel bubble that created a safe means of travel. Now, with the pandemic behind us, I hope that even more Taiwanese can tour Palau and gain a greater understanding of our diplomatic ally. In addition to tourism exchanges, I mentioned on my visit to Palau last year that I hoped Taiwan and Palau could promote sports cooperation by providing training away from home. Next month, Palau will be holding the Pacific Mini Games. And right now, Palau’s national baseball and table tennis teams are holding training sessions here in Taiwan. We will do our utmost to support Palau’s national players and we hope they stand out and achieve outstanding results in the events.     President Lai and President Surangel S. Whipps, Jr. of Palau hold bilateral talks and witness signing of cooperation agreements

Whipps, Jr. of the Republic of Palau and his wife, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, held bilateral talks with President Whipps at the Presidential Office. The two leaders also jointly witnessed the signing of a technical cooperation agreement and an agreement on diplomatic staff training cooperation. In remarks, President Lai thanked Palau for standing firm in its backing of Taiwan’s international participation as geopolitical tensions continue to increase in the Pacific region. He added that he looks forward to the cooperative ties between Taiwan and Palau continuing to expand into even broader areas, allowing our economies and societies to further progress as we jointly advance peace, stability, and prosperity in the Indo-Pacific region. Last year on May 20, President Whipps led a delegation to attend the inauguration ceremony for myself and Vice President Hsiao. I am delighted, on the anniversary of my first year in office, to meet with old friends of Taiwan again, as President Whipps returns for this visit. Taiwan-Palau relations have grown even closer in recent years thanks to the strong support of President Whipps. In 2022, during my term as vice president, I led a delegation to Palau as a demonstration of how our nations were together boosting tourism development as we jointly faced the challenges of the COVID-19 pandemic. Every time I visit Palau, and every time I meet with President Whipps, I feel very deeply that Taiwan and Palau are like family. We are both maritime nations and share a common Austronesian heritage and culture. We are also staunch partners in upholding such values as freedom, democracy, and respect for human rights. Last December, when I went on my first overseas trip since taking office, one of the nations I visited was Palau. We celebrated the 30th anniversary of Palau’s independence and 25 years of diplomatic relations, underscoring our friendly ties. Taiwan and Palau enjoy close exchanges and cooperation in a range of areas, including climate change, education, agriculture and fisheries, healthcare, humanitarian assistance, sports, and culture. After this meeting, President Whipps and I will witness the signing of a technical cooperation agreement and an agreement on diplomatic staff training cooperation, demonstrating once again our diverse collaboration and strong friendship. I believe that by working together, Taiwan and Palau can contribute to each other’s development and overcome the regional and global challenges we currently face. In particular, as geopolitical tensions continue to increase in the Pacific region, Palau has wisely and courageously upheld democratic values and stood firm in its backing of Taiwan’s international participation.     President Lai interviewed by Nippon Television and Yomiuri TV
    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

    In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan.   • MIL-Evening Report: Discovering new NZ music in the streaming age is getting harder – what’s the future for local artists?

    New Zealand Music Month turned 25 this year, and there’s been plenty to celebrate – whether it be Mokotron’s Taite Prize-winning Waerea, Lorde’s recent return (though not to New Zealand – yet), or the fact that live performance revenues post-COVID have been strong.

    But for new and emerging local artists, Music Month also highlights a lack of visibility on streaming services and commercial radio, which increasingly favour already famous artists, including ones whose heydays were decades ago.

    During a month when music fans have been encouraged to stream local, see local and buy local, so far the only homegrown artists to appear in this week’s New Zealand Top 40 Singles chart are Lorde and K-pop star Rosé.

    Recently published data shows that as little as 9% of New Zealand streaming, downloads and physical sales revenue is going to local artists. Despite this, according to NZ on Air, 49% of New Zealanders stream music every day. In fact streaming has recently surpassed radio as the main way audiences discover new music, with growing influence from TikTok and Instagram.

    On Spotify, which approximately one in three New Zealanders use every day, only one local track – Corella’s Blue Eyed Māori – featured in the 2024 top-50 year-end local playlist. Streaming increasingly privileges and skews towards established releases from well-known artists, and other artists have little control over social media algorithms.

    While radio remains relevant, with 46% of New Zealanders listening daily, only two nationwide commercial radio stations played more than 20% local music in 2024.

    Structural music industry changes

    The Official Aotearoa Music Charts’ End of Year Top 50 Singles provide another useful indication of local music market share. These charts draw on a wide range of sales and streaming data, and aim to provide an authoritative snapshot of what New Zealanders were buying and listening to in that year.

    Since COVID, we have seen a sharp decline in local artists featuring in these charts. In 2024, the only New Zealander to feature was Corella’s Blue Eyed Māori, and only four New Zealand albums featured in the End of Year Top 50 Albums, three of which were compilations primarily made up of earlier releases.

    While COVID lockdowns and border closures hugely disrupted the live music sector, we also saw audiences engaging with a lot more local music. Summer festival Rhythm and Vines sold out an all Kiwi lineup, and the amount of local music on radio reached its highest peak since records began.

    This suggests visibility, discoverability and chart success have little to do with the amount or quality of local music being produced. Instead, they are the result of structural changes in the music industries.

    Internationally, this has been linked to the market consolidation and dominance of a small number of big players at the expense of local artists, industry and infrastructure.

    What can be done?

    As global platforms such as Spotify and TikTok have increased their influence on audiences’ ability to discover New Zealand’s music, it’s hard to see a future where business-as-usual will improve the situation for local artists and audiences.

    There are potential solutions, however. Australia has committed to imposing local content quotas on international streamers, and Canada has instituted a revenue sharing system between global streamers and broadcasters.

    Unlike similar markets, such as Australia and Norway, New Zealand lacks a strong public youth broadcaster. Dedicated investment in this area could help support targeted strategies to promote local music.

    Changes in the way local music is funded and nurtured could also help. The government currently funds NZ on Air and the Music Commission, but they have different objectives and obligations. Merging them might streamline decision making and recognise the interconnectedness of the live and recorded music sectors.

    If steps aren’t taken soon, New Zealand will struggle to support a thriving local music economy, and New Zealanders will continue to miss out on hearing themselves in the music they listen to.

    With Music Month drawing to a close, there needs to be a commitment to structural changes that, over time, will see the development of a year-round celebration of New Zealand music.

    A key pillar of the REPowerEU plan, setting out the EU’s path to phasing out Russian energy imports, entails the EU diversifying gas imports from global partners, including the United States (US).

    The EU and its Member States have made great progress in recent years in terms of gas supply diversification and will continue to strive for a gas supply as diversified as possible, working with partners like Norway, the US, Mediterranean countries and other gas and liquified natural gas (LNG) suppliers worldwide, while accelerating its clean energy transition and stepping up work on affordability and sustainability.

    Diversifying energy supplies also entails accelerating deployment of home-grown renewable energy and increasing energy efficiency, which improves the resilience and increase EU’s energy independence while advancing our climate objectives.

    The Hydrogen and Decarbonised Gas Markets Package stipulates that contracts for unabated fossil gas cannot run beyond 31 December 2049[1].

    Domestic energy production reduces dependence on external suppliers and reduces the exposure of the EU to external geopolitical instability. Therefore, domestic energy reinforces the security of energy supply of the EU.

    Moreover, it is for Member States to decide their supply mix and the energy sources they want to develop, while complying with climate objectives.

    Fossil fuel extraction is not eligible for EU financial support. Natural gas infrastructure other than those under Article 24 of Regulation (EU) 2022/869 are not eligible for funding under the Connecting Europe Facility.

    NATO’s Critical Undersea Infrastructure Network met in Karlskrona, Sweden, on Monday and Tuesday (26-27 May 2025), bringing together civilian and military authorities, industry partners, and experts from across the Alliance to deepen cooperation in protecting cables and pipelines that underpin global connectivity and energy security.

    The meeting focused on enhancing situational awareness, strengthening preparedness, and reinforcing collective responses through improved information sharing and coordination. Participants discussed innovative approaches to detecting suspicious activities and securing vital undersea assets, including through new sensing and monitoring technologies.

    “Sharing information across public-private and civilian-military sectors is not just beneficial, it’s essential,” said Ambassador Jean-Charles Ellermann-Kingombe, NATO Assistant Secretary General for Innovation, Hybrid and Cyber. “Enhancing our ability to deter, detect and respond to threats requires a collective effort. We’ll continue our work together to do just that.”

    Following disruptions to undersea infrastructure in the Baltic Sea in December 2025, NATO launched Baltic Sentry – a multi-domain activity to strengthen the Alliance’s military presence in the region and improve its ability to detect and respond to potential threats.

  • MIL-OSI Global: Europeans are concerned that the US will withdraw support from NATO. They are right to worry − Americans should, too

    The United States has long played a leadership role in NATO, the most successful military alliance in history.

    The U.S. and 11 other countries in North America and Europe founded NATO in 1949, following World War II. NATO has since grown its membership to include 32 countries in Europe and North America.

    But now, European leaders and politicians fear the United States has become a less reliable ally, posing major challenges for Europe and, by implication, NATO.

    This concern is not unfounded.

    President Donald Trump has repeatedly spoken of a desire to seize Greenland, which is an autonomous territory of Denmark, a NATO member. He has declared that Canada, another NATO member, should become “the 51st state.” Trump has also sided with Russia at the United Nations and said that the European Union, the political and economic group uniting 27 European countries, was designed to “screw” the U.S.

    Still, Trump – as well as other senior U.S. government officials – has said that the U.S. remains committed to staying in and supporting NATO.

    For decades, both liberal and conservative American politicians have recognized that the U.S. strengthens its own military and economic interests by being a leader in NATO – and by keeping thousands of U.S. troops based in Europe to underwrite its commitment.

    Understanding NATO

    The U.S., Canada and 10 Western European countries formed NATO nearly 80 years ago as a way to help maintain peace and stability in Europe following World War II. NATO helped European and North American countries bind together and defend themselves against the threat once posed by the Soviet Union, a former communist empire that fell in 1991.

    NATO employs about 2,000 people at its headquarters in Brussels. It does not have its own military troops and relies on its 32 member countries to volunteer their own military forces to conduct operations and other tasks under NATO’s leadership.

    NATO does have its own military command structure, led by an American military officer, and including military officers from other countries. This team plans and executes all NATO military operations.

    In peacetime, military forces working with NATO conduct training exercises across Eastern Europe and other places to help reassure allies about the strength of the military coalition – and to deter potential aggressors, like Russia.

    NATO has a relatively small annual budget of around US$3.6 billion. The U.S. and Germany are the largest contributors to this budget, each responsible for funding 16% of NATO’s costs each year.

    Separate from NATO’s annual budget, in 2014, NATO members agreed that each participating country should spend the equivalent of 2% of its gross domestic product on their own national defense. Twenty two of NATO’s 31 members with military forces were expected that 2% threshold as of April 2025.

    Although NATO is chiefly a military alliance, it has roots in the mutual economic interests of both the U.S. and Europe.

    Europe is the United States’ most important economic partner. Roughly one-quarter of all U.S. trade is with Europe – more than the U.S. has with Canada, China or Mexico.

    Over 2.3 million American jobs are directly tied to producing exports that reach European countries that are part of NATO.

    NATO helps safeguard this mutual economic relationship between the U.S. and Europe. If Russia or another country tries to intimidate, dominate or even invade a European country, this could hurt the American economy. In this way, NATO can be seen as the insurance policy that underwrites the strength and vitality of the American economy.

    The heart of that insurance policy is Article 5, a mutual defense pledge that member countries agree to when they join NATO.

    Article 5 says that an armed attack against one NATO member is considered an attack against the entire alliance. If one NATO member is attacked, all other NATO members must help defend the country in question. NATO members have only invoked Article 5 once, following the Sept. 11, 2001, attacks in the U.S., when the alliance deployed aircraft to monitor U.S. skies.

    A wavering commitment to Article 5

    Trump has questioned whether he would enforce Article 5 and help defend a NATO country if it is not paying the required 2% of its gross domestic product.

    NBC News also reported in April 2025 that the U.S. is likely going to cut 10,000 or more of the nearly 85,000 American troops stationed in Europe. The U.S. might also relinquish its top military leadership position within NATO, according to NBC.

    Many political analysts expect the U.S. to shift its national security focus away from Europe and toward threats posed by China – specifically, the threat of China invading or attacking Taiwan.

    At the same time, the Trump administration appears eager to reset relations with Russia. This is despite the Russian military’s atrocities committed against Ukrainian military forces and civilians in the war Russia began in 2022, and Russia’s intensifying hybrid war against Europeans in the form of covert spy attacks across Europe. This hybrid warfare allegedly includes Russia conducting cyberattacks and sabotage operations across Europe. It also involves Russia allegedly trying to plant incendiary devices on planes headed to North America, among other things.

    A shifting role in Europe

    The available evidence indicates that the U.S. is backing away from its role in Europe. At best – from a European security perspective – the U.S. could still defend European allies with the potential threat of its nuclear weapon arsennal. The U.S. has significantly more nuclear weapons than any Western European country, but it is not clear that this is enough to deter Russia without the clear presence of large numbers of American troops in Europe, especially given that Moscow continues to perceive the U.S. as NATO’s most important and most powerful member.

    For this reason, significantly downsizing the number of U.S. troops in Europe, giving up key American military leadership positions in NATO, or backing away from the alliance in other ways appears exceptionally perilous. Such actions could increase Russian aggression across Europe, ultimately threatening not just European security bu America’s as well.

    Maintaining America’s leadership position in NATO and sustaining its troop levels in Europe helps reinforce the U.S. commitment to defending its most important allies. This is the best way to protect vital U.S. economic interests in Europe today and ensure Washington will have friends to call on in the future.

  • MIL-OSI Economics: Ida Wolden Bache: Norges Bank’s management of the Government Pension Fund Global

    Thank you for the opportunity to talk about Norges Bank’s management of the Government Pension Fund Global (GPFG).

    The investment objective of the GPFG is to achieve the highest possible return at an acceptable level of risk. In 2024, returns were high but lower than the return on the benchmark index against which our performance is measured. The Executive Board emphasises the importance of assessing the performance of the GPFG over long periods and is satisfied that the return over time has been higher than the return on the benchmark index.

    We are in a period of global transition. The framework for global trade and cooperation is in play, and the security policy landscape is changing. This has resulted in substantial volatility in the return on the GPFG’s investments so far in 2025.

    I have three key messages today:

    First, the experience from previous periods of turbulence, as well as the strengthening of Norges Bank’s work on geopolitical risk in recent years, makes the management of the GPFG better equipped to face the current uncertainty.

    Second, the GPFG has a financial objective. Active ownership is about managing risk and creating economic value over time.

    Third, the energy transition provides investment opportunities. We continue to build a portfolio of renewable energy infrastructure assets and have increased the number of such investments over the past year.

    Let me begin with the ability to face new uncertainty.

    The Ministry of Finance determines the investment strategy and the benchmark index, and significant strategic decisions are endorsed by the Storting (Norwegian parliament). The equity allocation is 70 percent, and risk is reduced by broad diversification, across regions, sectors and individual companies. The return of the GPFG tracks the benchmark index closely.

    Equity investments have been important for the GPFG’s performance. At the end of 2024, the cumulative return on the GPFG amounted to over NOK 11 000 billion since inception, of which equity investments accounted for almost NOK 10 000 billion. In order to achieve this return, we have had to withstand several periods of substantial falls in value.

    The repricing of technology stocks after 2000, the financial crisis and the outbreak of the pandemic come to mind. Crises do not repeat themselves. Each crisis is unique and difficult to foresee. Nevertheless, being able to follow the GPFG’s investment strategy through periods of turbulence is a strength.

    The Executive Board is responsible for ensuring that Norges Bank Investment Management (NBIM) has the systems, resources and expertise needed to monitor, assess and manage the risk resulting from geopolitical conditions.

    In recent years, NBIM’s management of this risk has been strengthened. The scenario analysis and stress testing are part of this. NBIM has built up more expertise and improved internal coordination. The Bank also participates in meetings of the Contact Forum established by the Ministry of Finance for the exchange of information on international matters. All of this enhances contingency preparedness, but contingency planning entails continuous work.

    Let me now turn to active ownership. As owner, we have expectations towards the boards of directors of the GPFG’s investee companies. The expectations are described in expectation documents that cover different environmental, social and governance issues. The expectations are principles-based and are publicly available.

    Active ownership is about risk management and creating long-term economic value. Climate risk is one example of this. In our opinion, companies that address risks associated with climate change will perform better over time. As a long-term owner of almost all listed companies, it is in the GPFG’s own-interest to have an orderly energy transition.

    The energy transition also creates investment opportunities. The mandate provides for investing some of the GPFG in unlisted renewable energy infrastructure. These are active investment decisions that are subject to the same requirements for risk and return as the GPFG’s other investments.

    In 2024 and so far in 2025, the Bank has made more investments in unlisted renewable energy infrastructure than previously. The new investments include solar and onshore wind projects in Portugal and Spain and offshore wind projects in the UK, Denmark and Germany. The Bank has also invested in a fund that includes early-stage renewable projects. This fund will invest in different types of technology and across various regions.

    The Executive Board has established a framework for unlisted investments that emphasises that also this part of the GPFG’s management must be cost-efficient and responsible.  High transparency and reporting standards are required.

    Let me conclude. Norges Bank’s management of the GPFG is based on a clear mandate and a framework that has proven robust over time. If we consider that adjustments to the mandate are needed, we are conscious of our responsibility as adviser to the Ministry of Finance.

    We welcome the Ministry’s appointment of an external expert group that will review the GPFG’s investment strategy. Such reviews further develop the management of the GPFG, and we will of course make ourselves available to the group if they so wish.
