    The University of Connecticut has been selected to host the 57th North American Power Symposium (NAPS), an annual conference mainly sponsored by the Institute of Electrical and Electronics Engineers (IEEE) and the National Science Foundation (NSF). The event will be held in October 2025 at Hartford Marriott Downtown, and for the first time will be co-organized with the Clean Energy Summit, an annual gathering organized by UConn’s Eversource Energy Center in partnership with Eversource Energy.

    The selection of UConn as the host institution was the result of a competitive proposal process in 2022, completed by Professor Zongjie Wang, associate director from the Eversource Energy Center, who will serve as the general chair for NAPS 2025. She will be joined by Professor Diego Cerrai, the interim director of the Eversource Energy Center, who will serve as co-chair.

    “NAPS has always been a student-centered conference, and for 2025 we are expanding that mission with new undergraduate-focused awards and international student engagement,” says Wang. “In past years, we have successfully supported many UConn undergraduate students to attend NAPS, where some have won Best Paper and Best Presentation awards.”

    Wang says she has seen, firsthand, how influential and valuable this platform is in shaping student careers.

    Founded in 1969, NAPS is one of the longest-running power engineering conferences in North America, drawing students, faculty, and professionals from across the United States, Canada, and abroad. It serves as a launchpad for emerging scholars and a convening ground for frontier research in power systems, electric grid operations, renewable energy integration, and distribution-transmission coordination. The 2025 NAPS in Hartford will feature paper presentations, poster sessions, panel discussions, technical tutorials, and industry networking opportunities.

    NAPS 2025 will maintain its core academic focus on power systems research while creating stronger bridges to industry. UConn’s College of Engineering (CoE) enhances student experiences through new networking opportunities, career panels, and mentorship sessions involving local, regional, and national partners. The Clean Energy Summit component will showcase innovations in grid modernization, grid resilience, and workforce development, highlighting Connecticut’s leadership in energy policy and utility engagement.

    According to Emmanouil Anagnostou, executive director of UConn Tech Park, integrating the Clean Energy Summit with NAPs further establishes UConn’s key role as a leader in promoting energy conservation, utilization and research.

    “This combined event reflects UConn’s growing role as a regional hub for clean-energy research and workforce development through the Eversource Energy Center, which serves as a bridge between academic research and practical deployment across New England’s energy infrastructure,” Anagnostou says. “The summit will feature the third cohort of students participating in the Eversource-sponsored Clean Energy and Sustainability Innovation Program (CESIP).   • MIL-OSI USA: Cuts to School Lunch and Food Bank Funding Mean Less Fresh Produce for Children and Families

    The U.S. government recently cut more than $1 billion in funding to two long-running programs that helped schools and food banks feed children and families in need. The U.S. Department of Agriculture says the reductions are a “return to long-term, fiscally responsible initiatives.” But advocacy groups say the cuts will hurt millions of Americans.

    The reductions came just days before the release of the Trump administration’s Make America Healthy Again report, an analysis of the factors causing chronic disease in children. One of those factors, the report says, is poor diet.

    Marlene Schwartz, a professor of human development and family sciences and director of the Rudd Center for Food Policy & Health at UConn, discusses why cutting the Local Food for Schools and the Local Food Purchase Assistance programs means less fresh food will be available to children and families – and could hurt local farmers and ranchers too.

    The Conversation has collaborated with SciLine to bring you highlights from the discussion, edited here for brevity and clarity.

    Could you explain the two programs that were cut?

    Marlene Schwartz: Most schools were eligible for Local Food for Schools, a $660 million program, which has now been cut. The funds for Local Food for Schools were on top of the reimbursement that schools get for meals and would have allowed them to buy more local, fresh food.

    The Local Food Purchase Assistance program was designed primarily for food banks. Again, the idea was to provide federal money, about $500 million, so food banks could buy from local farmers and support local agriculture. But that too was cut.

    How will these cuts affect families and schoolchildren?

    Schwartz: Many children eat two of their meals, five days a week, at school. During the 2022-2023 school year, about 28 million kids ate lunch at school. More than 14 million had breakfast there.

    Having fresh, local produce in the school cafeteria provides the opportunity to introduce children to more fruits and vegetables and teach them about the food grown in their own communities. Think about how powerful a lesson about nutrition and local agriculture can be when you not only hear and read about it but can taste it too.

    How will these cuts affect farmers and ranchers?

    Schwartz: When the funding was there, the farmers and ranchers knew they had guaranteed buyers for their products. So the loss of these funds, especially so quickly, will have a very negative effect on them. Suddenly, the buyers they counted on don’t have the money to buy from them.

    How does nutritious food in schools impact kids?

    Schwartz: Both the National School Lunch Program and the School Breakfast Program are required to comply with the dietary guidelines for Americans, so they’ve always had nutrition standards. These guidelines are updated every five years to reflect the most recent science and public health needs.

    The regulations on school meal nutrition were strengthened significantly with the 2010 Healthy, Hunger-Free Kids Act. We’ve done a number of studies showing that because of these changes, healthier meals are available at schools, and children eat better. The U.S. Department of Agriculture also did a large national study that reported much the same.

    Another study looked at the nutritional quality of the food at school, from home and at restaurants. It found that school food was the healthiest of all. Many people were surprised by this, but when you think about it, schools are the only setting required to follow federal and state nutrition regulations – restaurants and grocery stores don’t have to do that.

    But getting kids to eat nutritious food can be a challenge.

    Schwartz: We’ve known for decades that American children are not eating enough fruits and vegetables. We know they’re eating too much added sugar, saturated fat and sodium.

    This is due in part to the millions of dollars food companies spend to entice children to eat more sugary cereals, sweetened beverages and fast food.

    I think the best nutrition education happens on your plate. By maximizing the quality of food served in schools, policymakers can influence the diets of millions of children every single day.

    How nutritious are the foods at food banks?

    Schwartz: Food banks often measure their success in terms of the pounds of food they distribute into a community. But families relying on the charitable food system often have a higher risk of diet-related illness – like high blood pressure or Type 2 diabetes – and many want healthier foods.

    In response, food banks, which nationwide serve about 50 million Americans, have made a concerted effort to improve the nutritional quality of their food. There’s now a system to help food banks consistently track the nutritional quality of what they provide.

  • Researchers creates new robotic “skin” that feels heat, pain, pressure

    Researchers have developed a revolutionary robotic skin that brings machines closer to achieving a human-like sense of touch.

    Made from a flexible, low-cost gel material, the skin transforms the entire surface of a robotic hand into a sensitive and intelligent sensor.

    Unlike traditional robotic skins that rely on a patchwork of different sensors, this material can detect pressure, temperature, pain, and even distinguish multiple contact points simultaneously.

    Developed by researchers from the University of Cambridge and University College London (UCL), the flexible, conductive skin is easy to fabricate and can be melted down and moulded into a wide range of complex shapes.

    The technology allows robots to sense and process a variety of physical inputs, enabling more meaningful interactions with the physical world.

    Unlike other robotic touch solutions—which typically use embedded sensors limited to small areas and require different sensors for different stimuli—the entirety of this new electronic skin functions as a sensor. This makes it more similar to the human skin, where sensory information is distributed across the surface.

    While the robotic skin is not yet as sensitive as human skin, it can detect signals from over 860,000 tiny pathways within the material. This allows it to recognise different types of touch and pressure—such as a finger tap, hot or cold surfaces, damage from cutting or stabbing, or multiple simultaneous contact points—all within a single material.

    The researchers used a combination of physical tests and machine learning techniques to help the skin ‘learn’ which of these pathways are most important, enabling it to sense different types of contact more efficiently.

    In addition to potential applications in humanoid robots and prosthetics—where a sense of touch is vital—the researchers suggest the robotic skin could be useful in industries such as automotive manufacturing and disaster relief.

    The results have been published in the journal Science Robotics.

    Electronic skins work by converting physical information—like pressure or temperature—into electronic signals. Traditionally, different types of sensors are needed for different kinds of touch. These sensors are embedded into soft, flexible materials, but they can interfere with one another and are prone to damage.

    “Having different sensors for different types of touch leads to materials that are complex to make,” said lead author Dr David Hardman from Cambridge’s Department of Engineering.

    “We wanted to develop a solution that can detect multiple types of touch at once, but within a single material,” he added.

    “At the same time, we need something that’s cheap and durable, so it’s suitable for widespread use,” said co-author Dr Thomas George Thuruthel from UCL.

    In future, the researchers aim to enhance the durability of the electronic skin and conduct further tests in real-world robotic applications.

    The Innovation & Technology Commission today announced the second batch of 25 projects to be given funding via the Research, Academic & Industry Sectors One-plus (RAISe+) Scheme.

    These projects were recommended by the scheme’s steering committee. The total funding awarded amounts to over $1 billion.

    The projects cover health and medical sciences, new materials and new energy, artificial intelligence (AI) and robotics, electrical and electronic engineering, advanced manufacturing, Chinese medicine, and computer science/information technology.

    Secretary for Innovation, Technology & Industry Prof Sun Dong welcomed the second batch of projects to be supported by the scheme.

    He said: “The successful approval of the second batch of projects marks the Government’s continued commitment to promote commercialisation of local research and development outcomes through the RAISe+ Scheme.

    “The scheme fosters effective collaboration among the Government, industry, academia and research sectors, injecting new momentum into local innovation and technology development, which in turn expedites the development of Hong Kong into an international I&T centre.”

    The commission, aiming to nurture more I&T projects and startups with potential, will continue to work closely with universities and industry for the projects’ smooth implementation.

  • MIL-OSI USA: Driven by a Dream: Farah Al Fulfulee’s Quest to Reach the Stars

    Farah Al Fulfulee was just four years old when she started climbing onto the roof of her family’s house in Iraq to gaze at the stars.
    “It scared me how vast and quiet the sky was, but it made me very curious. I grew a deep passion for the stars and constellations and what they might represent,” she said.
    Her father noticed her interest and began bringing home books and magazines about space. Al Fulfulee first read about NASA in those pages and was fascinated by the agency’s mission to explore the cosmos for the benefit of all humanity.
    “Right then I knew I had to be an astronaut! I must go to space myself and get a closer look,” she said. “I knew I must find a way to go and work for NASA and fulfill my dream, working with other people like me who had a passion to explore the universe.”

    As a girl growing up in the Middle East, Al Fulfulee had few opportunities to pursue this dream, but she refused to give up. Her dedication to schoolwork and excellence in science and math earned her a spot at the University of Baghdad College of Engineering. She completed a degree in electronic and communication engineering — similar to American electrical and computer engineering programs — and graduated as one of the top 10 students in her class. “We had a graduation party where you dress up as what you want to be in the future,” she recalled. “I wore a spacesuit.”

    Al Fulfulee was ready to launch her career, but Iraq did not have a developed space industry and finding work as a female engineer was a challenge. She accepted a project engineer position with a prominent Iraqi engineering firm in the information technology sector and spent four years working for the company in Iraq, Turkey, and Jordan, but she was disappointed to discover that her role involved very little engineering. “I was the only female on the team,” she said. “It was not common for a woman to work in the field or with customers, so I was always left behind to do office work. The job was not fulfilling.”
    Still determined to join NASA, Al Fulfulee kept looking for her chance to come to the United States and finally found one in 2016, when she moved to Oklahoma to be near her sister. A new challenge soon rose: Without a degree from an American school or previous work experience in the United States, engineering opportunities were hard to come by. Al Fulfulee spent the next six years working in quality assurance for a human resources software company while she completed a MicroMasters program in software verification and management from the University of Maryland and honed her English and leadership skills.
    Her big break came in 2022, when she landed a job with Boeing Defense, Space, and Security as a software quality engineer. “I was so excited,” she said. “I knew I was much closer to my dream since Boeing worked in the space industry and I would be able to apply internally to work on a space program.”

    Less than one year later, Al Fulfulee became a system design and analysis engineer for the International Space Station Program and joined the Station Management and Control Team at NASA’s Johnson Space Center in Houston. She helps develop requirements, monitors performance, and validates testing for electrical systems and software supporting space station payloads. She also designs hardware, software, and interface specifications for those systems. Al Fulfulee has served as the team’s point of contact, delivering verification assessment and data assessment reports for NASA’s SpaceX Crew-9 and Crew-10 missions, as well as the upcoming Axiom Mission 4 flight. She is currently working to support testing and verification for NASA’s SpaceX Crew-11.
    “I could not be happier,” she declared.
    She is also not stopping. “I won’t quit until I wear the blue suit.”

    Al Fulfulee has been an enthusiastic volunteer for various NASA studies, including the Exploration Atmosphere Studies that tested spacewalk safety protocols in an analog environment. She is pursuing a master’s degree in Space Operations Engineering from the University of Colorado, Colorado Springs. She is an avid gardener and learning how to grow produce indoors as a volunteer experimental botanist with the Backyard Produce Project, noting that such knowledge might come in handy on Mars.
    She is also helping to inspire the next generation. Earlier this year, Al Fulfulee was a guest speaker at the Women in Tech & Business Summit in Iraq – an event designed to encourage Iraqi women to pursue technology careers. “I was the only person representing women in space,” she said. “It was a really moving experience.” Al Fulfulee provided practical advice on breaking barriers in aerospace and shared her story with the crowd.
    “I know my path is long and across the continents,” she said, “but I am enjoying my journey.”

    The European Space Agency’s LISA mission will be the first space-based observatory designed to detect and study gravitational waves arising from cosmic events

    Paris Air Show — June 17, 2025 — Thales Alenia Space, the joint venture between Thales (67%) and Leonardo (33%), has signed a €263 million contract with prime contractor OHB System AG for the development of key elements for ESA’s Laser Interferometer Space Antenna (LISA) mission. LISA will be the first space-based observatory dedicated to studying gravitational waves.

    LISA: a future constellation of three satellites spaced 2.5 million kilometers apart.

    LISA will detect gravitational waves, ripples in space-time predicted by Einstein’s general theory of relativity generated by massive accelerating objects, with a sensitivity and in a frequency range that cannot be measured from the ground. 

    This groundbreaking mission will enable scientists to study gravitational waves generated by many different types of events, from interacting compact stars to merging supermassive black holes at the cores of galaxies, and to expand our cosmic horizon back to the epochs preceding the formation of stars and galaxies.

    The spacecraft must be meticulously designed to ensure that no forces, apart from the geometry of space-time itself, influence the movement of the masses, so that they are in near-perfect free-fall along the measurement directions.

    The LISA mission will feature a three-satellite constellation positioned in a triangular formation, spaced 2.5 million kilometers apart, trailing or preceding Earth in its orbit around the Sun. Each satellite will carry two reference masses, and laser beams will be transmitted between the satellites to measure the displacement of these masses with a precision ten times smaller than that of an atom. The three satellites are scheduled to launch in 2035 aboard an Ariane 6 rocket.

    LISA mission: Thales Alenia Space’s contribution

    Thales Alenia Space will provide prime contractor OHB System AG with several mission-critical elements, including the spacecraft avionics and control software, the telecommunication system, and the drag-free and attitude control system (DFACS). The DFACS is a core component of the LISA mission. It will perform the “constellation acquisition” operation, consisting in establishing and maintaining the laser links between the satellites, and will compensate the non-gravitational forces on the spacecraft, such as solar radiation pressure, so that the test masses follow a purely geodesic motion along the satellite-to-satellite direction.

    Thales Alenia Space is also responsible for ensuring the exceptional electromagnetic, radiation, and self-gravity operational environment for the payload, essential to mission performance, for which Thales Alenia Space is also managing the budgets. 

    Leonardo is also contributing with its technologies to the LISA mission with some key equipment, such as the micro propulsion assemblies, a highly precise system of thrusters used to control the satellite’s attitude with extreme accuracy.
     

    Who’s doing what at Thales Alenia Space?

    Thales Alenia Space in Italy, particularly at its Turin facility, is the only member of the LISA Core Team with experience and design solutions inherited from the study phase, which lasted over five years and was led by Thales Alenia Space as the prime contractor. Thales Alenia Space in the UK is working as a subcontractor for OHB, responsible for the satellites’ propulsion system, while the Swiss division is involved in developing part of the instrument’s electronics and of the Constellation Acquisition System for LISA. Other company sites will also have the opportunity to contribute to the LISA mission, supplying spacecraft subsystems or equipment.
     

    Leveraging a longstanding legacy in science and space exploration

    The spacecraft builds on the legacy of LISA Pathfinder, which successfully demonstrated the ability to maintain test masses in free-fall with an extraordinary level of precision. The same precision propulsion system, which has also been utilized on ESA’s Gaia and Euclid missions, will ensure that each spacecraft keeps the laser interferometer beams pointed at the remote spacecraft 2.5 million kilometers away with the utmost accuracy.

    Government announces second batch of projects supported by RAISe+ Scheme 
    The projects supported by the Scheme cover a wide range of innovation and technology (I&T) fields, including health and medical sciences, new materials and new energy, AI and robotics, electrical and electronic engineering, advanced manufacturing, Chinese medicine, and computer science/information technology (see Annex). These projects showcase Hong Kong’s robust research and development (R&D) capability and the diverse development of its I&T ecosystem.
     
    The Secretary for Innovation, Technology and Industry, Professor Sun Dong, welcomed the second batch of projects supported by the RAISe+ Scheme. He said, “The successful approval of the second batch of projects marks the Government’s continued commitment to promote commercialisation of local R&D outcomes through the RAISe+ Scheme. The Scheme fosters effective collaboration among the Government, industry, academia and research sectors, injecting new momentum into local innovation and technology development which in turn expedites the development of Hong Kong into an international I&T centre.”

    With a funding allocation of $10 billion, the RAISe+ Scheme was launched in 2023 and aims to fund at least 100 research teams, which are from universities funded by the University Grants Committee and have good potential to become successful start-ups on a matching basis. Funding support from $10 million to $100 million will be provided to each approved project. Assessment criteria include the I&T component of the project, the commercial viability of project outcomes, the technical and management capability of the team, relevance of the project with government policies or in the project’s overall interest to the community, as well as the financial considerations of the project. The ITC announced the first batch of 24 projects supported by the RAISe+ Scheme in May 2024 with the total funding amounting to over $1 billion.

  • MIL-OSI Russia: With the support of Rosneft, scientists are conducting research on forest reindeer in the Tyumen region

    With the support of RN-Uvatneftegaz (part of the oil production complex of NK Rosneft), scientists from the Tobolsk Scientific Station of the Ural Branch of the Russian Academy of Sciences conducted large-scale monitoring of the territories of the Kunyak Nature Reserve during the implementation of a project to study forest reindeer.

    Ecologists were able to obtain over 100 thousand images as a result of aerial monitoring, which covered an area of almost 60 thousand hectares. The array of unique data will form the basis for assessing the population size of the forest reindeer, which is listed in the Red Book of the Tyumen Region. At the next stage of the project, scientists plan to develop a set of measures to protect the habitat and increase the population size of the rare species.

    The RN-Uvatneftegaz program for the study and conservation of forest reindeer is of great practical importance for the Tyumen region – research has not been conducted in the region for more than 20 years, and there is currently no current information on the state of the population. Earlier, during the scientific project, scientists were able to confirm the fact of the deer’s permanent habitation on the territory of the reserve.

    Over the past five years, with grant support from RN-Uvatneftegaz, scientists have implemented several research projects of practical importance for preserving the biodiversity of the Tyumen region, including programs to assess the status of populations of rare and protected species of birds and animals.

    Responsible attitude to the environment is an integral part of the corporate culture and one of the key principles of the activities of Rosneft and its subsidiaries. RN-Uvatneftegaz is implementing a comprehensive program for the study and conservation of natural resources in the Uvatsky District, including the use of advanced technological solutions.

  • MIL-OSI Russia: The prospects for urban development were discussed at the A.A. Vysokovsky Forum at the National Research University Higher School of Economics

    The annual A.A. Vysokovsky Forum, organized by the Faculty of Urban and Regional Development, was held at the National Research University Higher School of Economics. Should development projects be adjusted to the interests of residents, will New Moscow become a new point of attraction, and what will the opening of the A101 Group basic department give to HSE? All this was discussed by officials, business representatives, teachers and experts.

    As the head of the Higher School of Urban Studies named after A.A. Vysokovsky, Ruslan Goncharov, noted at the beginning of the presentation of the basic department of the A101 Group, education in urban studies at the HSE can be obtained within the framework of a bachelor’s degree, a master’s degree, a postgraduate degree, and additional professional education. Since the establishment of the school in 2011, more than 600 graduates have completed the educational programs, more than 80% of whom work in their specialty.

    “Very often, many educational platforms discuss the gap in competencies, the discrepancy between graduates and the demands of the labor market, and HSE is doing everything it can to overcome this gap. The faculty organizes workshops and summer schools with industry partners for its students, invites expert practitioners to teach, launches partner courses and educational projects with leading industry organizations. The opening of the Basic Department of the A101 company will help HSE prepare highly qualified personnel in the field of development. This will allow, among other things, “to conduct classes on current issues of integrated urban development, regularly organize expert and public events with industry representatives, and conduct interdisciplinary research in the field of integrated urban development in general and New Moscow in particular. As part of practical classes in the faculty’s educational programs, specific cases from the A101 Group portfolio will be analyzed,” noted Ruslan Goncharov.

    Ruslan Goncharov expects successful synergy with the new partner of the HSE. One of the areas of work of the new department will be the development of the Urban School program for schoolchildren. As the scientific director of the basic department “A101” Maxim Gurvich noted: “Immersing children in the urban agenda from school is the most correct decision.”

    “We are building a city where there are all the opportunities for people to communicate, spend time together, play sports or hobbies, and unite by interests. This creates the very high-quality environment that leads to the growth of social ties. A high-quality environment is created not only by the developer, but also by the people themselves, without them there will be no city. And our task is to help them spend more time with their neighbors, attend cultural and educational events, play sports together – and all this close to their home. This is why we are actively working with district communities. Doing sociology, we found out that a district becomes a real home when you do not just walk from the metro to your apartment, but when you do something together with those who live next to you. And the potential of these connections is huge,” said Dmitry Tsvetov.

    Mikhail Blinkin, the academic director of the Faculty of Urban and Regional Development at the National Research University Higher School of Economics, who was present at the event, asked whether residents of New Moscow would have to sit in traffic jams to get to work in Moscow. According to Dmitry Tsvetov, 30% of residents already work where they live. But the company has ambitious plans here too. “We want there to be more jobs than residents,” Dmitry Tsvetov sets his goal. In particular, the construction of business centers in New Moscow will contribute to this.

    The topic of local community development was continued by Elena Bulin-Sokolova, Doctor of Pedagogical Sciences, Head of the Educational Bureau “A101 Lerniti”: “We build cities in which people want to live, including ourselves. A city is not only comfortable modern housing, it is also a social infrastructure – spaces and events in which you can get involved, finding something to your liking. And a city is also people,” Elena noted.

    “A101 Lernity” creates spaces for family centers and neighborhood clubs, open workshops and public lounges, street cinemas and sports grounds, initiating programs, projects and various events, involving residents themselves and local businesses in their organization, whether it is the revival of the culture of yard games or holding children’s maker summer programs; engineering hackathons for or career guidance internships for teenagers, pedagogical lectures or culinary parties, inter-district sports competitions or huge good-neighborly festivals for everyone – all this helps residents get to know the territory and each other, unites them around interesting things, contributes to the formation of communities.

    As Kirill Puzanov, associate professor at the Higher School of Urban Studies, noted: “A good city is a city that provides a minimum of necessary and a maximum of possible options for its use. Space should provide various options for use at different times and for different categories of citizens,” he is convinced.

    Historian and local historian Denis Romodin, in turn, said that tourism outside the city is currently developing at a rapid pace. In many cities in the Moscow region, new communities have emerged that actively conduct excursions for Muscovites, and they are conducted by young 20-year-olds. “And this is, in general, a very good idea, because it excites such local patriotism, explaining why my region is unique,” says Denis Romodin. At the same time, according to him, such processes are happening not only in historically interesting areas. Such communities interested in their city also exist in New Moscow – for example, in Troitsk.

    Dean of the Faculty of Urban and Regional Development at the National Research University Higher School of Economics Evgeny Mikhaylenko emphasized the importance of comprehensive improvement of urban infrastructure and creation of comfortable living conditions on the sidelines of the event. This contributes to both social and economic development of new districts, and also makes them more unique. “The rejection of uniform standards is the main task and guideline of modern urban policy aimed at diversity of the urban environment. This approach allows each district to acquire its own unique individuality, which makes it especially valuable and beloved by residents. Moreover, the uniqueness of new districts attracts the attention of not only local residents, but also neighboring territories, contributing to the formation of additional urban centers,” he explained.

    During the discussions within the forum, experts also spoke about what changes city residents can expect in terms of transport. Thus, according to Olga Morozova, Director of Strategic Projects of the Department of Transport and Development of Road Transport Infrastructure of the City of Moscow, the first driverless tram has already successfully started operating in Moscow. It has already covered more than 5 thousand km without a single traffic violation. Last year, the next stage of this test began – the launch of an unmanned tram with passengers under the control of a test driver. Already in the fall of 2025, it is planned to launch a completely unmanned tram for regular trips along the route with passengers.

    Continuing the discussion about the transport of the future, Evgeny Mikhailenko shared a forecast for the emergence of new types of real estate and infrastructure related to modern means of mobility, for example, transport hubs for drones, which will contribute to the multifunctionality of urban spaces and the development of a “smart city” that adapts to the demands of the time.

    Another significant event of the Forum was the awarding of Professor of the Faculty of Urban and Regional Development of the National Research University Higher School of Economics Sergey Sivaev with the departmental award of the Ministry of Construction and Housing and Public Utilities of the Russian Federation, the medal “For Impeccable Labor and Diligence” of the 3rd degree.

  • MIL-OSI Russia: Polytechnic University Leads in Number of Medals at the “I Am a Professional” Olympiad

    The results of the VIII season of the All-Russian student Olympiad “I am a professional” of the presidential platform have been summed up “Russia is a country of opportunity”. St. Petersburg entered the top 3 regions in terms of the number of diploma winners. Students of Peter the Great St. Petersburg Polytechnic University won 9 medals: 4 gold, 2 silver and 3 bronze. All-Russian Student Olympiad “I am a professional” is being implemented within the framework of the federal project “Russia – the Country of Opportunities” of the national project “Youth and Children” with the support of the Ministry of Science and Higher Education of Russia.

    In the 8th season, the Olympiad “I am a professional” united 185,610 students from 89 regions of Russia, who competed in 71 areas. Polytechnic organized two of them: “Mechanical engineering” and “Hotel business”.

    High results of participation in the Olympiad “I am a professional” – an indicator that competitive personnel are trained in the universities of St. Petersburg. Year after year, students demonstrate an increasingly high level of training. In the VIII season, participants received 708 diplomas of the Olympiad “I am a professional”, and the best results were demonstrated by students of St. Petersburg State University, National Research University ITMO and Peter the Great St. Petersburg Polytechnic University, – noted the head of the Olympiad “I am a professional” Valeria Kasamara.

    Olympiad diploma winners will be able to complete internships at major companies and take advantage of benefits when entering the next level of education, and medalists will receive cash prizes of up to 300 thousand rubles.

    A distinctive feature of the Olympiad is the fact that students can participate in any direction, regardless of their educational profile. This allows them to take a different look at their career track, deepen their knowledge, and gain new experience. This meets the demand from the industry for well-trained multidisciplinary specialists ready to solve the most complex problems. We involved colleagues from the industry in compiling practice-oriented tasks. We are confident that this allowed the participants to get to know their future profession better, – noted Vitaly Drobchik, Advisor to the Rector’s Office of SPbPU and organizer of the Olympiad at the Polytechnic University.

    It should be noted that Polytechnic students won medals in such areas as mechanical engineering, hotel business, robotics, oil and gas, thermal power engineering and heat engineering, electric power engineering, and construction.

  • MIL-OSI Russia: Results of the University’s Interfaculty Spartakiads

    For several years now, NSU has been holding two Spartakiads: among faculties and institutes in 15 sports and among first-year students in 7 sports.

    The academic year has come to an end, all the results have been calculated and the most athletic faculties have been determined. As in the previous year, the Faculty of Physics and the Faculty of Mathematics and Mathematics fought for the prize places, and this time the physicists won by a good margin. But the economists unexpectedly broke into third place, pushing aside one of the leaders of the previous years – the students of the Faculty of Information Technologies.

    The final places were distributed as follows: 1st place – Physics Department, 140 points 2nd place – Mechanics and Mathematics Department, 127 points

    3rd place – Faculty of Economics, 124 points

    4th place – Faculty of Information Technology, 118 points

    The Spartakiad of first-year students has also ended, which includes: mini-football, armlifting, track and field cross-country, swimming, strength all-around, cross-country skiing and shooting. The winners of the Spartakiad of first-year students were determined by the sum of places in six types of the program out of seven and they were:

    1st place – Faculty of Mechanics and Mathematics

    2nd place – Faculty of Natural Sciences

    3rd place – Faculty of Information Technology

    New films showcase the landscapes of the South West

    A series of six films co-funded by Natural England highlight the fragile nature of protected sites and how we can all take steps to help our environment.

    The stunning beauty of the South West has inspired many writers and artists, but now Natural England has joined forces with a poet and film maker to create a series of six inspiring videos about nature on protected sites in this corner of the country.

    Taking in protected sites across Cornwall, Devon and Somerset, the films, called “Wild Westcountry Odyssey” are a result of a collaboration between Natural England’s Protected Site Strategies (PSS) Research and Development Programme and the [RENEW Biodiversity project] (https://renewbiodiversity.org.uk/) at the University of Exeter. RENEW (Renewing biodiversity through a people in nature approach) is a collaboration between the University and the  National Trust, funded by the Natural Environment Research Council. It also partners with major conservation bodies like the RSPB and Wildlife Trusts.

    The aim of future Protected Site Strategies will be to ensure the root causes of environmental issues – often driven by factors beyond the sites themselves – are addressed in ways that guarantee wildlife thrives on those sites, while helping nature recovery beyond their boundaries. All six of the Protected Sites chosen for the films are Sites of Special Scientific Interest and Habitat Sites.

    Each film includes two short poems, specially written by John Wedgwood Clarke. The films celebrate the beauty and diversity of nature on the sites and the key achievements and projects that have restored habitats and species and are successfully tackling environmental change and impacts resulting from human activity

    David Burton, Natural England’s Principal Officer for the Protected Site Strategies Implementation and Development programme, said:

    We supported the production of the films to research how creative media can help re-set the relationships between people and nature within the framework of Protected Site Strategies. The approach is to educate and highlight the need for nature recovery to everyone.

    Too often the environment sector has failed to communicate the plight of biodiversity in accessible, positive and thought-provoking ways. For Protected Site Strategies to realise the ambition we have set for them, resetting the relationships between nature and people in ways that build a resilient future for all, we need to harness the power of creative channels for our call to action.

    John, Simon, and the rest of the ‘Wild Westcountry Odyssey’ team have created inspirational stories through film and poetry to help set our first few Protected Site Strategies on their way.

    Simon Willis, filmmaker, said:

    It’s been a privilege to work with all the nature reserves and John. The human effort that goes into keeping them thriving for wildlife is remarkable.

    I hope our images and John’s words encourage people to look beyond the picture postcard and really value the wildlife that makes the South West such a great place to visit.

    The South West’s diverse and beautiful landscapes have been the source of great joy for so many people and have inspired writers and artists over time. But take a closer look and you realise how fragile many of our ecosystems have become and the lengths to which our agencies and charities have to go in order to conserve their biodiversity.

    I hope these films, and the visual and verbal poetry they contain, inspire people to explore this beautiful part of the world and think about how they can support, in whatever way they can, the work the goes in to helping people and nature thrive together in these special places.

    Professor Rosie Hails, Director of Nature and Science at the National Trust said:

    We know that for people to protect nature and our fragile ecosystems, they have to care for it first.  By using poetry and creating these films we aim to bring the beauty of these six south-west locations into their homes and onto their mobile devices, and to inspire them to visit and to help look after these special places.

    Kynance on the Lizard Peninsula is one of our richest sites for rare and threatened species. The unique geology of granite cliffs with serpentine rocky exposures supports some of our most notable species such as land quilwort, pygmy rush and upright clover amongst the swathes of Cornish heath that make the site a National Nature Reserve. 

    As part of the Trust’s new strategy we will be targeting the rejuvenation of these important plant varieties through innovative management techniques to ensure the special species thrive into the future.

    Protected Site Strategies are ambitious and innovative in their approach to addressing the environmental issues impacting Protected Sites. They encourage collaborations with a wide range of stakeholders that operate at a landscape scale. This starts with the understanding that protected sites are representative examples of important places for nature and serve as indicators of healthy, naturally functioning landscapes. If the wildlife and physical environment within sites are compromised by issues such as neglect or pollution, that indicates that the broader landscape is facing challenges that affect both nature and people.

    RENEW is a five year programme led by the University of Exeter and the National Trust and around 30 other partners from various sectors. It is funded by the UKRI Natural Environment Research Council (NERC) and aims to tackle the challenges of biodiversity renewal through a people-in-nature approach. This initiative involves a wide range of research to understand how people engage with nature and the opportunities and challenges this presents for nature recovery.

    As a result, finding ways to balance human activities with efforts for nature recovery is central to the work of both RENEW and PSS.

    Film one, Kynance: Celebrates the landscape beauty and the unique wildlife in Kynance and the return of the chough to the Lizard peninsular in Cornwall – the focus of a conservation project by Natural England, the National Trust and local farmers.

    Film two, Goonhilly: Reveals the hidden richness of nature in a seemingly bleak heath and the abandoned workings of a former quarry while celebrating the collaborative conservation efforts of Natural England and local farmers.

    Film three, Challacombe Farm: A film about Challacombe Farm on Dartmoor features a local farmer who has nurtured wildlife habitats across his farm. The farm is part of a future landscape recovery plan to improve conditions for nature across the Moor while helping farms prosper.

    Film four, Westhay Moor: Focusses on a large peat bog restoration project being carried out by Somerset Wildlife Trust. It explores the theme of climate change which is bringing about impacts on nature and people highlights how peat restoration is essential in order to mitigate them.

    Film five, Exe Estuary: Features the Exe Estuary in Devon, a vital refuge for migratory birds of great conservation concern, whose breeding and feeding grounds are increasingly threatened by intensive agriculture, development, and climate change.

    Film six, Otter Estuary: Presents the Lower Otter Restoration Project at Budleigh Salterton and the new wetlands – created by a partnership between Clinton Devon Estates, the East Devon Pebblebed Heaths Conservation Trust, the Environment Agency and the Interreg (EU) programme – that absorb the impacts of climate change and attract a wealth of wildlife.

  • MIL-OSI Russia: SPbPU Strengthens Positions in the National Project “Unmanned Aircraft Systems”

    The BAS personnel forum was held in Tolyatti at the Zhigulevskaya Dolina technology park. It was a joint event of the University 2035, the Government of the Samara Region and the business publication Vedomosti.

    The forum platform became a place for exchanging best practices, dialogue on partnership and discussion of tasks for developing human resources potential in the unmanned aircraft systems (UAS) industry. The plenary session “UAS Labor Market – 2025: Current Results” was attended by Deputy Minister of Science and Higher Education of the Russian Federation Dmitry Afanasyev, Vice-Governor of the Samara Region Anton Emelyanenko, Rector of the University 2035 Dmitry Kaisin, Deputy Minister of Industry and Trade of the Russian Federation Vasily Shpak.

    Representatives of SPbPU took an active part in panel discussions and round tables devoted to personnel training, best practices of network interaction and the formation of engineering teams: Vice-Rector for Continuing and Pre-University Education Dmitry Tikhonov and Director of the Higher School of Transport of IMMiT Alexey Grachev.

    The national project “Unmanned Aircraft Systems” is the first national project of technological leadership. It has been implemented since 2024, and within the framework of the federal project “Personnel for UAS”, more than 10,000 people were trained last year.

    Polytechnic is an active participant in the project in terms of educational initiatives. Our projects have already been presented atlast year’s forum; we are performing providers both in the preparation of youth engineering teams andin ALS training in general. The university also invests in infrastructure — simulators, copters — and implements programs for schools. I am confident that the new academic year will bring new experience and new successful programs, — noted Dmitry Tikhonov.

    The forum included a tour of the UAS Samara research and production center, where participants saw the full production cycle of unmanned aerial vehicles, their testing at virtual and real sites, and also evaluated innovative developments and watched drone pilot competitions.

    One of the key topics of the forum was youth engineering teams (YET). This training format embodies the principle of “training through practice”, which is especially important in the context of a personnel shortage in the new industry. The main feature is the selection of teams to solve real problems of industrial partners, and the result is not only the acquisition of knowledge, but also the defense of the project.

    This format can unite not only students under the guidance of mentors, but also industrial partners. To solve problems, cooperation with software development companies, raw material suppliers, manufacturers and operating organizations is required. It is possible to get not only trained personnel and new partnerships, but also a practically ready-made, in-demand product. It is worth noting that this format requires its own infrastructure – from workplaces to test sites, but, as practice shows, when there is a goal and a close-knit team, solutions are found, and customers – industrial partners and UAS operators – provide comprehensive support, – says Alexey Grachev, who went the full way with MIC last year.

    In parallel with the forum, a working meeting on prospects for cooperation in the field of additional professional education was held at Samara University. Last year, the Polytechnic University and Samara University already implemented a network program for professional retraining “Design and Construction of an Unmanned Aerial Vehicle”. Now the partners discussed prospects for training academic staff and continuing cooperation on national projects of technological leadership.

  • MIL-OSI Russia: Foreign directors visited the Moskino cinema park and the Gorky Film Studio

    Representatives from 20 countries gathered at the XIX International Media Forum of Young Journalists “Dialogue of Cultures”, which was held in Moscow in May. Bloggers, journalists, directors, producers, cameramen and correspondents visited the sites of the Moscow film cluster. They noted the support measures introduced by the Moscow Government for foreign filmmakers to attract them to the capital, including a rebate system – compensation for part of the costs of filming.

    The guests visited the main sites of the Moskino cinema park, including the Center of Moscow, Cowboy Town, Chroma Key, TU-154 Airplane, Berlin Streets, Moscow Cathedral Square and Prince Andrey’s Chambers, Far Eastern City, Moscow of the 1940s, Remote Village, and County Town, and assessed its scale and capabilities.

Here you can shoot science fiction films using natural chroma key, and historical films, filming on the sites of “Cathedral Square”, “Streets of Berlin” and “Moscow of the 1940s”. Each set is made with authenticity and close attention to detail. This is a large-scale project that has no equal in Europe. Relations between Russia and India are strengthening and developing every year, so I hope that our partnership will bring interesting joint projects,” said director Arun Chadha from India.

    The international delegation also visited the oldest and largest film production company, the Gorky Film Studio, which is celebrating its 110th anniversary this year. By the end of 2025, its area will increase to 100 thousand square meters.

    “Moscow is a city where you can and should shoot films, there is everything for this. I really liked the sites of the Moscow film cluster, which I managed to visit, there are very few like it in other capitals of the world, I would even say, only a few. A unique project has been created in Moscow. We need to make films about this,” Serbian documentary filmmaker Milan Jankovic noted the uniqueness of the Moscow infrastructure for filming.

    In early May, directors also visited the Moscow film cluster facilities Oliver Stone And Emir Kusturica, who plans to shoot his films in the Moskino cinema park.

    The Russian capital has provided support measures for foreign filmmakers. Since April 1, a grant has been in effect for the production of international films in Moscow. Film crews consisting of Moscow and foreign film companies can apply for it. Industry representatives will be able to reimburse up to 30 percent of film production costs. The maximum payment for one project will be 50 million rubles. The new support measure will expand the capabilities of the Moscow film cluster and make the city even more attractive to international market players.

    The Moskino cinema park is part of Sergei Sobyanin’s “Moscow – City of Cinema” project and an object of the Moscow cinema cluster, which is being developed by the capital Department of Culture. The first stage of creation has already been completed here: 24 natural sites, four pavilions and six infrastructure facilities have been built, including the sets “Center of Moscow”, “Moscow of the 1940s”, “Vitebsk Station”, “Cathedral Square of Moscow”, “County Town”, “Cowboy Town”, “St. Petersburg Bar” and others. On weekends and holidays, the cinema park hosts staged filming, concerts, music and film festivals, performances, meetings with filmmakers and professional master classes.

    The Moscow Film Cluster is an infrastructure facility, services and facilities for filmmakers, which are being developed by the Moscow Government within the framework of the Moscow — City of Cinema project. Its structure includes the Moskino film park, the Gorky Film Studio (sites on Sergei Eisenstein Street and Valdaisky Proyezd), the Moskino film factory, the Moskino cinema chain, the film commission and the Moskino film platform.

  • MIL-OSI New Zealand: New Zealand’s Foreign Policy Reset: Progress & Reflections

    Good afternoon.

    National Chair of the New Zealand Institute of International Affairs, Dr James Kember, Executive Director Dr Hamish McDougall, members of the Diplomatic Corps, distinguished guests. 

    It is a pleasure to speak here today at the New Zealand Institute of International Affairs’ Annual Conference.

    The NZIIA contributes to, and facilitates, discussion and debate about New Zealand’s foreign policy, and we thank you for hosting us. 

    In May last year, it was the NZIIA that hosted us in Parliament for a speech that addressed the challenges we face in a more fractious world and outlined how the Coalition Government was bringing more energy, more urgency and a sharper focus to our foreign policy.

    Just over a year later, we thought we’d reflect on the Government’s Foreign Policy Reset, where progress has been made, and the foreign policy themes we have accentuated in the year since we last spoke to you.

    This is also the time for a clear-eyed appraisal of New Zealand’s strategic circumstances, and the sharply deteriorating international outlook, as evidenced by the protracted illegal war in Ukraine and in the catastrophic escalation of the conflict in the Middle East. 

    Twenty-five years ago, New Zealand enjoyed a world that was becoming more open, more democratic, and more free. Trade liberalisation was gathering pace. Effective multilateralism helped underpin a liberal- oriented international rules-based system.

    Turning to the world of today – and looking out to tomorrow – the changes are stark. Uncertainty is now pervasive across the globe. We face an international operating environment under serious strain, one that poses complex challenges while exposing structural weaknesses in that operating environment.

    While geography remains a constant, distance is no buffer. There is no opting out from the geopolitical realities we face. So, this is a timely reminder of what is at stake, and why our foreign policy matters for all New Zealanders. 

    Foreign policy can often be perceived as far removed from New Zealanders’ daily lives. But recognising how our foreign and trade policy underpins New Zealanders’ security and prosperity is crucial to the open and mature national conversation we must continue to have in our vibrant democracy.

    While operating for the most part quietly and in the background, our foreign and trade policy helps deliver outcomes that matter for all of us.

    From the export dollars our farmers and manufacturers earn in key markets and helping to remove barriers for our exporters.

    • To new international market opportunities being opened for our innovative services firms.
    • To the international rules that provide us with our Exclusive Economic Zone and its resources, preserve Antarctica as a zone of peace and science, and which govern behaviours in outer space and cyber space.
    • To the international security partnerships that enable us to tackle common threats, such as the flow of illegal drugs into our country, or terrorist threats.
    • To the standards that underpin everyday fundamentals we all rely on, whether international air and sea shipping, our telecommunication devices, or biosecurity measures.
    • And to the opportunities for young New Zealanders to travel and work overseas and return with new skills and experiences.

    So while foreign and trade policy may seem abstract, how we act in the world matters for New Zealanders every day.

    This fundamental link between how we advance our interests abroad, and our security and prosperity at home, is why the Coalition Government prioritises foreign policy as a crucial instrument to achieve both. That, after all, is how we maintain support from the taxpayers who underwrite our efforts.

    This demands being present, engaged, and explaining ourselves. There remains no substitute for in-person diplomacy, relationship building, and educating the public about the choices we face. 

    Now, our critics complain that we are leading a radical repositioning of our foreign policy. But only in one very narrow and important respect are they right. We have radically increased the tempo of our diplomacy, in recognition of our predecessors’ torpor, but also because of the sheer magnitude of the challenges we face. 

    Since being sworn into office in November 2023, we have visited 46 countries, several more than once, met with well over 100 Presidents, Prime Ministers, Deputy Prime Ministers and Foreign Ministers, and had over 400 political engagements. 

    Through this engagement we are better informed about the world around us, as are counterparts about New Zealand’s foreign policy perspectives and the values that underpin them.

    And we continue the important duty of communicating New Zealand’s foreign policy priorities to the public and explaining the nature of our changing strategic circumstances and the choices that flow from them.

    We push ourselves to work harder, and explain ourselves better, because New Zealand has understood these past 80 years, that as a small state geographically isolated from the great landmasses of Asia, Europe and the Americas, only through the conduct of a highly active foreign policy can we advance our national interests, defend our region, and make it more prosperous.

    Foreign Policy Reset: Progress

    Distinguished guests, in our speech to you last year we outlined the six priorities that form the Government’s foreign policy reset. Today’s speech is an opportunity to recap the ambition that Cabinet set out and highlight key areas of effort and progress.

    First, we are significantly increasing our focus and resources applied to South and Southeast Asia. 

    With 34 outward Prime Ministerial and Ministerial visits to the region since February 2024 – advancing new business and investment opportunities, while expanding defence and security cooperation, and upgrading a range of key relationships – we are investing in the wider region, commensurate with its strategic and economic significance.

    In 2025, we have upgraded our Viet Nam relationship to a Comprehensive Strategic Partnership, and we are working hard to similarly achieve upgrades in our ASEAN and Singapore relationships.

    It was a pleasure to again visit India last month, and to contribute to this important and growing relationship, including welcoming the negotiations underway towards a comprehensive free trade agreement.

    Complementing this investment in South and Southeast Asia, the Government also remains focused on the depth and breadth of our important relationships across North Asia. Our bilateral relationship with China is New Zealand’s largest trade relationship. It’s proven mutually beneficial and significant for both countries.  The relationship is supported by regular people exchange, including political dialogue, business, education and tourism links. And we are pleased that with the Prime Minister visiting China this week we will have completed reciprocal visits between our respective counterparts over the past two years.

    Our long-standing political connections enable frank and comprehensive discussions on areas of disagreement, including those that stem from our different histories and different systems. Indeed, it is a sign of healthy relationships that we can and do express disagreement on important issues. 

    Japan and Korea are two likeminded democracies in the Indo-Pacific, who view the region and the world in the same way we do and are increasingly central to achieving our interests.

    Second, we are renewing and reinvigorating meaningful engagement with traditional and likeminded partners. 

    Our circumstances underscore the importance of an even deeper strategic partnership with Australia as well as other partners with which we share a deep history and enduring interests.

    Consultations with Australian Foreign Minister Penny Wong in Adelaide last month highlighted that New Zealand has no closer or more important partner that Australia, our one formal ally, with whom we share interests across the full expanse of regional and international issues.

    We have grown the important partnership with the United Kingdom, including advancing trade opportunities and reiterating our shared commitment to tackling international security challenges. 

    Similarly, enhanced engagement with the European Union and its member states is a significant focus for New Zealand.

    The change in the US Administration in January has inevitably generated changes in the priorities and direction of US foreign policy. But the significance of the US’ continued role in the security and stability in the Indo-Pacific and as an essential economic partner remains, and this continues to be the focus of our engagement, including during discussions with Secretary Rubio in Washington and Admiral Paparo, Commander of US INDOPACOM in Honolulu.

    Third, we are sustaining a deeper focus on the Pacific, working in collaboration with Pacific Leaders to protect and advance our interconnected security, economic, social and environmental interests.

    In a more complex global environment, coming together as a region is even more important.  Which is why Pacific regionalism sits at the core of our Pacific approach, with the Pacific Islands Forum at its centre. 

    We will always be members of the same Pacific family. A series of cross-party Parliamentary delegations into the region, alongside our exhaustive travel around Micronesia, Melanesia, and Polynesia, have demonstrated that New Zealand’s commitment to the region spans the political spectrum and is foundational to who we are as a country.

    Our Pacific-focused International Development Cooperation programme – reshaped to achieve more impact by doing fewer, bigger, projects better – is helping to build climate and economic resilience, strengthen governance and security, and to lift heath, education and connectivity.

    Fourth, we are targeting our multilateral engagement on priority global and transboundary issues, working to defend and preserve core principles of international law that underpin our security and prosperity.

    Respect for the UN Charter principles of sovereignty, territorial integrity, and the prohibition on the use of force is essential to avoid a return to a world where the exercise of hard power reigns supreme.

    Where these principles are flagrantly violated, such as in Russia’s continued illegal invasion of Ukraine, we must stand against such aggression and lend our efforts to achieving a just and sustainable peace.

    New Zealand’s response to the Israel-Hamas conflict is also grounded in upholding international law, including international humanitarian law.

    While the multilateral system has served us all well for many decades, it most certainly is not without flaws. We recognise that defending, strengthening, and modernising the rules-based system also means supporting reform of multilateral institutions. 

    We actively support efforts to make these institutions more responsive, efficient and effective to ensure they are focused on making a difference for our citizens, and we feel an urgency around necessary reform.   

    Fifth, we are supporting new groupings that advance and defend our interests and capabilities. 

    The relationship between the Indo-Pacific Four (IP4) countries – Australia, Japan, South Korea and New Zealand – is an example of this new support. 

    Deeper political-level engagement between NATO and the IP4, begun by predecessor governments, has allowed us to raise the profile of shared strategic challenges in the Euro-Atlantic and Indo-Pacific, and to drive enhanced cooperation on priority areas including cyber, artificial intelligence, and defence capability.

    This effort will be given further momentum next week, when the Prime Minister travels to The Hague for engagements with fellow IP4 partners and NATO countries, during the NATO Summit.

    And sixth, we are working hard to advance the Government’s goal of seriously lifting New Zealand’s export value over the next decade. 

    This means harnessing every potential gain from our trade and economic agenda; promoting New Zealand as a place to do business; and creating opportunities for our world-class exporters. 

    This Government has conducted eleven successful trade missions, as we work towards the target of 20 missions involving New Zealand businesses during this Parliamentary term.

    New trade agreements concluded with the United Arab Emirates and the Gulf Cooperation Council will open doors and provide greater certainty as well as create more chances for our exporters to grow and diversify their businesses. 

    As will our efforts to leverage and expand existing trade agreements – such as through the United Kingdom’s accession last year to the Comprehensive and Progressive Agreement for Trans Pacific Partnership (CPTPP).

    Mid-term reflections

    In recent speeches we have outlined that the priorities identified in the foreign policy reset are underpinned by three key concepts:

    • The realism that informs the Government’s foreign policy.
    • Our view of the crucial role that diplomacy needs to play in our troubled world.
    • And our unshakeable belief that small states matter and that all states are equal.

    In fashioning foreign policy responses, the realist tendency is to err on the side of prudence. That is, we are careful in what we say, and when and how we say it. 

    We leave it to the small cabal of ill-informed critics of our foreign policy approach to shout impotently at clouds. They are good at that. Take AUKUS. In our speech to the NZIIA last year we were candid about what AUKUS Pillar 2 was, why the Ardern/Hipkins Governments launched work on it, and we laid out the necessary pre-conditions for participation. 

    A year on, there is nothing new to report, which you might think says something about the current dynamic, but still critics insist dark clouds have formed around our independent foreign policy. Their arguments were ill-informed and rubbish then. They’re ill-informed and rubbish now.

    We said we would update New Zealanders on Pillar 2 when there was something new to say. And we will.       

    In conditions of great uncertainty and disorder, such as we are currently experiencing, prudence is a both a logical and necessary guiding principle for a small state like New Zealand.

    We see our responsibility to the New Zealand people, in conducting foreign policy, as making cool-headed calculations of the country’s own strengths and weaknesses as we fashion our responses to events large or small that impact upon New Zealand’s interests.

    For a small state like New Zealand, the role of diplomacy is a crucial instrument of our foreign policy. In our complex geostrategic environment never has effective diplomacy been more needed. 

    Summing up our wide foreign policy discussions in our National Statement to the United Nations last year, we said it has never been more apparent just how much diplomacy and the tools of statecraft matter in our troubled world. 

    Since war and instability is everyone’s calamity, diplomacy is the business of us all. We have observed that at this moment in time the ability to talk with, rather than at, each other has never been more needed. 

    Those who share our values, and even those who do not, gain from understanding each other’s position, even when we cannot agree. From understanding comes opportunity and from diplomacy comes compromise, the building block of better relations between nations. We said we need more diplomacy, more engagement, more compromise. 

    As Churchill also said in his later years, “meeting jaw-to-jaw is better than war.”

    The inherent tensions and imbalances in the global order – between the desire for a rules-based order that protects small states against aggression, and the unjustified exercise of power by certain Great Powers – have only grown over the last past eight decades. 

    Yet small states matter now as much as they did then. New Zealand holds the foundational belief that all states are equal and that our voices matter as much as more powerful states. Adopting a prudential approach to our diplomacy also means not reacting to everything that happens around us. 

    In closing, it’s fitting to return to the broad theme of the event – New Zealand’s foreign policy in a contested world.

    The outlook is challenging, to say the least, and we – government and public alike – must grapple with the reality of the fraught strategic circumstances that New Zealand faces.

    We have many friends in the world, but no-one owes New Zealand a living. It is incumbent upon us to chart our course, assert our priorities, cultivate our partnerships, and pursue our interests with the vigour we have injected into our diplomatic efforts these past 18 months.

    Amidst serious challenges and risk, there are also opportunities. Realising these means that we must continue to bring energy, urgency and a sharper focus to our foreign policy. 

    Through the Foreign Policy Reset, we are focused on doing exactly that and ensuring that we continue to deliver security and prosperity for all New Zealanders.

    It’s a chemical messenger

    Dopamine is a neurotransmitter – a chemical messenger that facilitates communication between the brain and the central nervous system. It sends messages between different parts of your nervous system, helping your body and brain coordinate everything from your movement to your mood.

    Dopamine is most known for its role in short-term pleasure, and the boost we get from things such as eating tasty foods, drinking alcohol, scrolling social media or falling in love.

    Dopamine also assists with learning, maintaining focus and attention, and helps us store memories.

    It even plays a role in kidney function by regulating the levels of salt and water we excrete.

    Conversely, low levels of dopamine have been linked to neurodegenerative disorders such as Parkinson’s disease.

    How dopamine motivates us to pursue pleasure

    Dopamine is not just active when we do pleasurable things. It’s active beforehand and it drives us to pursue pleasure.

    Say I go to a cafe and decide to buy a doughnut. When I bite into the doughnut, it tastes fantastic. Dopamine surges and I experience pleasure.

    The next time I walk past the cafe, dopamine is already active. It remembers the doughnut I had last time and how delicious it was. Dopamine drives me to walk back into the cafe, purchase another doughnut and eat it.

    From an evolutionary perspective, dopamine was incredibly important and it ensured survival of the species. It motivated behaviours such as hunting and foraging for food. It reinforced the pursuit of finding shelter and safety and keeping away from predators. And it motivated people to seek out mates and to reproduce.

    However, modern technology has amplified the effects of dopamine, leading to negative consequences. Activities such as excessive social media use, gambling, consuming alcohol, drug use, sex, pornography and gaming can stimulate dopamine release, creating cycles of addiction and compulsive behaviours.

    Our dopamine levels can vary

    Our brain is constantly releasing small amounts of dopamine at a “baseline” rate. This is because dopamine is crucial to the functioning of our brain and body, irrespective of pleasure.

    Everyone has a different baseline, influenced by genetic factors such as our DRD2 dopamine receptor genes. Some people produce and metabolise dopamine faster than other people. Our baseline levels can also be influenced by sleep, nutrition and stress in our lives.

    Given we all have a baseline of dopamine, our experience of pleasure at any given time is relative to our baseline rate and relative to what has come before.

    If I play games on my phone all morning and get a dopamine release from that, then I eat something tasty for morning tea, I may not experience the same level of fulfilment or enjoyment that I would have had I not played those games.

    The brain works hard to regulate itself and it won’t allow us to be in a constant state of dopamine “highs”. This means we can build a tolerance to certain exciting activities if we seek them out too much, as the brain wants to avoid being in a state of constant dopamine “highs”.

    Healthy ways to get a dopamine boost

    Thankfully, there are healthy, non-addictive ways to boost your dopamine levels.

    Exercise is one of the most effective methods for boosting dopamine naturally. Physical activities such as walking, running, cycling, or even dancing can trigger the release of dopamine, leading to improved mood and greater motivation.

    Running can also give you a dopamine boost.

    Research has shown listening to music you enjoy makes your brain release more dopamine, giving you a pleasurable experience.

    And of course, spending time with people whose company we enjoy is another great way to activate dopamine.

    Incorporating these habits into daily life can support your brain’s natural dopamine production and help you enjoy lasting improvements in motivation, mood and overall health.

  • MIL-Evening Report: Cape York deserves World Heritage status – and Queensland may need it to become a global leader in tourism

    Last week, the Queensland government launched the ambitious Destination 2045 tourism plan, which aims to make the state a global leader in tourism. The plan highlights that one in six jobs in tropical north Queensland are supported by tourism.

    However, earlier this year the same government tentatively withdrew support from a campaign to add Cape York to the UNESCO World Heritage List.

    If the goal is to position Queensland as a leader in tourism, then linking Cape York’s landscapes to the World Heritage brand would certainly help achieve that.

    Consultation is key

    In June 2024, Steven Miles, Labor’s then-premier in Queensland, and Tanya Plibersek, the federal environment minister, announced they had placed seven of the cape’s national parks on Australia’s tentative World Heritage list.

    In January, however, the newly elected Liberal-National government, under Premier David Crisafulli, ordered a review of the decision. The government cited concerns over a lack of sufficient consultation around the nomination.

    If a lack of consultation is the main issue, there is an opportunity for the Crissafulli government to thoughtfully reopen negotiations.

    Getting this step right could help conserve and encourage tourism to one of Australia’s most diverse landscapes – in line with the Destination 2045 plan.

    How to get onto (and kicked off) UNESCO’s list

    Cape York covers some 137,000 square kilometres. According to the 2021 census, it has a population of less than 8,000 people, including 3,678 Aboriginals and Torres Strait Islanders.

    Inscription to the World Heritage list doesn’t mean the entire cape would be listed – just specific sites and landscapes within it.

    It’s usually the responsibility of a country’s various governments to convince UNESCO, in a nomination bid, a certain place has the necessary “outstanding universal value” and meets at least one of UNESCO’s ten selection criteria.

    Sites that are physically altered or damaged after receiving World Heritage status can be de-listed, either by a state party or by UNESCO. This has happened in Oman, Germany, the United Kingdom and Georgia.

    We also recently saw the Murujuga Cultural Landscape in Western Australia, with its extraordinary record of rock engravings (petroglyphs), denied World Heritage inscription. This was mainly due to the threat of ongoing damage from industrial emissions from Woodside Energy’s nearby Karratha gas plant.

    World Heritage status: a risk or benefit?

    A carefully considered World Heritage inscription doesn’t necessarily block industries and tourism from the listed area.

    Many of the archaeological sites of the Willandra Lakes World Heritage Area in New South Wales are located on sheep stations. These stations, established in the late 19th century, have individual property plans that ensure the sites are conserved while remaining viable for agricultural activity.

    Another example is the tourism seen at the extraordinary eel trap system of Budj Bim in southwest Victoria. Budj Bim is one of Australia’s most recent additions to the World Heritage list. It is also the first site to be inscribed solely for its cultural value.

    The Budj Bim eel traps were engineered some 6,600 years ago, and represent one of the world’s oldest aquaculture systems.

    This cultural landscape is now home to a thriving tourism program that attracts thousands of visitors each year. The World Heritage listing ensures there are enough resources for the Gunditjmara Traditional Owners running the site to improve the health of Country through cultural and environmental management.

    World Heritage often boosts international tourism, funding opportunities and local branding. The Lake District in the UK is a good example of this, although the site has faced some controversy recently.

    While Queensland’s current government has cited concerns over planning restrictions, these types of concerns are typically based on perception rather than proven harm. In Queensland, they were also clearly addressed in government memos and communications.

    Tasmania’s forestry sector resisted World Heritage expansion (there were four expansions between 1989–2013), yet tourism in the region remains economically valuable.

    It’s unlikely the Cape York nominations would threaten the pastoral or mining industries, since most of the nominated sites are already protected as national parks.

    What makes a World Heritage site?

    The list of Cape York sites submitted for World Heritage consideration has some strong contenders. Quinkan Country is undoubtedly the most significant site on the list, distinguished by its diversity and richness of Aboriginal paintings and engravings.

    But the list isn’t exhaustive. There are several other Aboriginal cultural landscapes in Cape York that also deserve to be considered by UNESCO. These include the giant shell mounds around Weipa, Jiigurru (Lizard Island), and the Flinders Island Group with its extraordinary rock art galleries.

    Moving forward

    World heritage listings in Cape York have great potential to allow Aboriginal people to care for the landscapes and create tourism infrastructure that centres Aboriginal perspectives.

    Appointing Aboriginal rangers in the Flinders Island Group could help deliver a unique and sustainable cultural tourism experience, similar to that provided at the World Heritage-listed Kakadu National Park. Destination 2045 highlights the importance of developing Aboriginal ranger programs in such landscapes to boost cultural tourism and economic growth.

    The Crisafulli government now has the opportunity to meaningfully engage with the Traditional Custodians of the Cape York landscapes that have been put forth. We argue that the World Heritage listing outcome could help the cape’s economic development and support its communities.

  • MIL-Evening Report: Colonisation cleared 95% of these woodlands – Indigenous cultural burning is bringing it back

    For millennia, First Nations people have shaped Australian ecosystems through the purposeful and skilful use of fire. This cultural burning is an important way for Aboriginal people to connect to and care for Country.

    Under climate change, Earth is experiencing more frequent and severe bushfires. This has prompted a rethink of Western approaches to fire management, and triggered the development of cultural burning programs supported by government agencies.

    At the same time, First Nations people have been calling to revitalise cultural burning as part of a generations-long pursuit of self-determination.

    Our new research details the results of a Indigenous-led cultural burning program in critically endangered woodlands in New South Wales. It shows how Western science can support cultural burning to deliver benefits across cultures – as well as for nature.

    What we did

    Box-gum grassy woodland has been extensively cleared for agriculture, and only about 5% of its original extent remains. The woodlands are endangered in NSW and critically endangered across eastern Australia.

    They feature diverse eucalypt trees, sparse shrubs and native tussock grasses, and support native fauna including the critically endangered regent honeyeater and swift parrot.

    Our project brought together First Nations communities, ecologists from the Australian National University and officers from Local Land Services. It also involved the Rural Fire Service.

    Cultural burns are relatively cool, slow fires. They trickle through the landscape, enabling animals to escape the flames. They promote the germination of plants, including culturally important food and medicine plants, among other benefits.

    Cultural burns are important to First Nations people for a variety of cultural and social reasons. The practice is part of a broader suite of inherited cultural responsibilities shared through generations.

    Our project involved cultural burns in the winter and spring of 2023. Wiradjuri people burned their Country around Young and Wagga Wagga, and Ngunnawal people burned their Country near Yass.

    The burns took place on travelling stock reserves – remnant patches of vegetation historically used to move cattle from paddock to market. These reserves are very important for Aboriginal people because they often trace Songlines and Dreaming tracks. They are also important for farmers as places to graze cattle during drought.

    Alongside the cultural burning program, ANU research ecologists monitored how the woodlands responded to the burns. They did this by surveying plants, soils and biomass before and about eight months after the burns, as well as in unburnt areas.

    What we found

    We measured plant responses by counting the number of plant individuals and recording germination.

    Many native plant species germinated after the burn. They included native peas – one an endangered species, the small scurf pea, which germinated exclusively after the burns.

    Germination was greater in burned than unburned sites, including for sensitive species that commonly respond well to fire such as native glycine (a herb) and lomandra grasses.

    Importantly, the condition of a site before the burn affected how well plants responded. Condition refers to factors such as the diversity of native plants (including sensitive species) and the presence of weeds.

    After the burn, native plants were more abundant on sites with a better starting condition, than on those in poor condition. This highlights the importance of improving the health of poor-condition areas after burns.

    The type of appropriate management will depend on the site, but may include weed control and planting or seeding native species. More monitoring will also help quantify longer term responses after burning.

    Investing in community and nature

    Indigenous community members led the burns on their Country and were represented by women and men of multiple generations. They were paid for their work and offered fire-safety training and personal protective equipment.

    The burns were often community events – days of connection and sharing knowledge within communities, and between cultures. This fostered opportunities for “two-way learning” and “two-eyed seeing” – ways of respectfully bringing together Indigenous and Western knowledge.

    Our project shows how cross-cultural partnerships can be central to conserving and restoring Australia’s unique and highly diverse ecosystems, during a period of environmental change. But for this to happen, cultural burning must be better integrated into mainstream land management.

    This is especially needed in some parts of southern Australia, where government-funded programs have been less resourced than in parts of northern and Central Australia.

    Government agencies and institutions can support Indigenous land stewardship in various ways.

    These include:

    • designing projects with Indigenous people from the outset, and being directed by community aspirations which supports self-determination

    • forming meaningful cross-cultural partnerships across agencies to navigate complex bureaucratic processes

    • providing Indigenous people with resources and land access to manage Country, including funding for labour, training and equipment. Provisions for sufficient resources must be made from the beginning, in grant applications

    • protecting and acknowledging the rights of Indigenous people to their cultural heritage, such as traditional knowledge, through formal protection agreements.
