    The Economic and Social Council concludes its high-level segment under the theme “Advancing sustainable, inclusive, science- and evidence-based solutions for the 2030 Agenda and its SDGs for leaving no one behind”.

    In the morning, Li Junhua, Under-Secretary-General for Economic and Social Affairs, will hear the introduction of the Secretary-General’s reports on the theme of the High-level Political Forum — which took place 21 to 23 July, and the Council (document E/2025/69) and on long-term impact of current trends on the realization of the Sustainable Development Goals (SDGs) (document E/2025/68 and Corr. 1 and 2.) 

    José Antonio Ocampo, Chair of the Committee for Development Policy, will introduce the report of the Committee at its twenty-seventh session (document E/2025/33.)

    Afterwards, participants will hold a high-level policy dialogue, including on future trends and scenarios related to the Council theme and the long-term impact of current trends.  Krzysztof Szczerski, Council Vice-President, will chair the discussion.  Sherwin Bryce-Pease, Bureau Chief and Correspondent of the South African Broadcasting Corporation, will moderate.  Panellists will include Guy Ryder, United Nations Under-Secretary-General for Policy; Gilbert F. Houngbo, Director-General, International Labour Organization (ILO); Kitty van der Heijden, Deputy Executive Director, United Nations Children’s Fund (UNICEF); and Tomas Lamanauskas, Deputy Secretary-General, International Telecommunication Union (ITU).  Robinah Nabbanja, Prime Minister of Uganda, and Abdulaziz bin Nasser bin Mubarak Al-Khalifa, Secretary General of the National Planning Council of Qatar, will be the respondents.

    In the afternoon, a policy dialogue will focus on “Global trends and their future impacts:  globalization and international cooperation in a transforming world”, followed by the adoption of the segment’s Ministerial Declaration.

    This event brings the only artificial intelligence (AI) camp of its kind, free of charge, to the Space Coast. The AI Bootcamp Program provides students with lunch and a snack, transportation assistance, and technology equipment during bootcamp.

    Minister of Health, Dr Aaron Motsoaledi, has stressed the urgent need for innovative solutions to combat tuberculosis (TB), a disease that has historically affected not just South Africa but also countries around the world.

    “We are here because we believe that TB – a disease that has shaped the history and health of our country and indeed, the whole world – can be ended. Not through words alone, but through action, partnership, and innovation,“ he said on Thursday. 

    The Minister was delivering a keynote address at the country’s TB Vaccine Preparedness Workshop held in Johannesburg. The workshop is aimed at advancing policy and decision-making for the introduction of TB vaccines.

    Addressing policymakers, scientists and community leaders, Motsoaledi stated that the upcoming phase will introduce preventative TB vaccination measures, which will also enhance the ongoing fight against HIV and Aids.

    For over a century, South Africa has relied on the Bacille Calmette-Guérin (BCG) vaccine to protect its children from TB, but the Minister pointed out that there has been no tool that can protect adolescents and adults. 

    “These are the very groups most at risk of getting sick and transmitting TB.” 

    With several new TB vaccine candidates in the late stages of clinical trials, the most promising options are expected to be available in the next few years. 

    This workshop positioned the country as one of the first that is ready to deliver a new generation of TB vaccines to the most vulnerable populations, including adolescents and adults.

    The Minister expressed confidence that the upcoming clinical trials would yield positive results, potentially leading to a new vaccine for older age groups within the next few years.

    TB is a leading cause of death from an infectious disease and a major contributor to ill-health in South Africa and globally.

    “Imagine the day when we announce the availability of the vaccine for tuberculosis,” he said, likening it to “the day of true freedom from slavery” for those suffering from the disease. 

    Motsoaledi described the disease as a form of “devastating slavery” that exacerbates poverty and leads to premature death.

    “South Africa is not waiting for the world to act. We are preparing – intentionally, early and inclusively.” 

    The Minister has used the first national gathering dedicated to the TB vaccine readiness platform to reiterate South Africa’s commitment to lead by example in the global fight against TB and HIV. 

    “When South Africa wins against TB and HIV and Aids the world will win the war,” he said. 

    He told the attendees that through his tenure as Health Minister, he consistently sought to elevate the profile of TB on a global scale. 

    Motsoaledi recalled his 2018 address at the United Nations, where he rallied for world leaders to commit to addressing the TB crisis. 

    “While global attention has often turned to emerging health threats, South Africa has remained focused on the enduring challenge of TB,” he said. 

    He also acknowledged the disease’s severe impact on communities already struggling with HIV.

    “Today’s discussions remind us that vaccine introduction is not just about science – it is about health systems. It is about trust. It is about readiness.”

    He also used the platform to emphasise the importance of preparing the health sector for the rollout of the TB vaccine.

    The agenda for the workshop highlighted key thematic areas crucial for readiness, including generating evidence for policy and investment, strengthening delivery systems for TB vaccines, and ensuring manufacturing and supply chain readiness.

    “Investment in human life means everything,” he said, stressing the need for robust financial backing to ensure effective vaccine deployment.

    The Minister took the time to urge stakeholders to foster community trust and strong advocacy to ensure widespread acceptance of the TB vaccine upon its introduction.

  • MIL-OSI Analysis: Cubic zirconia only forms under extreme temperatures, like those produced when an asteroid impacts Earth

    When high-velocity asteroids land on the Earth, they can form a meteor impact crater. Such collisions have occurred throughout Earth’s history and still occur on other planetary bodies today.

    While most asteroid impacts on Earth happened millions of years ago, their remnants are still preserved across the Earth’s surface. Impact-affected rocks experience intense heat and pressure during the impact.

    One such ancient impact site, known as West Clearwater Lake, is located in Québec, on the Canadian Shield near Hudson Bay. This crater, now filled with water, was formed when an asteroid struck Earth approximately 285 million years ago.

    A natural thermometer

    Zircon is a mineral commonly found in a variety of rock types on Earth and in some rocks on the moon and other planets. It is an incredibly durable, naturally occurring mineral that has been around since as long as the Earth itself. The physical resilience of zircon makes it a useful tool to study natural geological phenomena.

    Zircon, when heated enough, begins to break down into its components: zirconia (ZrO₂) and silica (SiO₂). Zirconia has different forms depending on how hot it gets, called polymorphs — these are minerals with the same chemical make up but different crystal structures that adapt to changing physical conditions. One of the polymorphs of zirconia is cubic zirconia, named for its cubic structure.

    Finding cubic zirconia in nature is incredibly rare because of the specific conditions it requires to remain structurally stable. Cubic zirconia forms only under extreme conditions where temperatures reach above 2,370 C. On the Earth’s surface, such naturally hot temperatures have only been known to exist during impact crater formation.

    At West Clearwater Lake, we found evidence of this natural cubic zirconia preserved in natural glass — a remnant of the intense heat from the ancient asteroid impact. For comparison, active volcanoes such as those in Hawaii reach temperatures in the range of 800 to 1,200 C.

    In nature, zirconia exists in several forms, depending on the temperature and pressure it’s exposed to. The three main polymorphs are: monoclinic, tetragonal and cubic.

    Monoclinic zirconia is stable at lower temperatures and is the most common form of zirconia found in nature. Tetragonal zirconia exists at moderately high temperatures and is unstable at low temperatures. Cubic zirconia is only stable at extremely high temperatures above 2,370 C, and is also unstable at lower temperatures.

    A hot piece of history

    How, exactly, did cubic zirconia end up in these rocks?

    When the asteroid hit the West Clearwater Lake region millions of years ago, it generated temperatures hot enough to melt and vaporize some of the surface rock. As the molten rock cooled and solidified, microscopic crystals of zircon, originally present within target material, got caught up in the hot melt and began to transform.

    At temperatures above 2,370 C, these zircon crystals started to break down, and some of them turned into cubic zirconia. This provided evidence of the extreme heat, which our research team discovered in our recent study.

    This fascinating evidence gives us insights into how hot it can get during a meteorite impact, something that’s hard to measure millions of years after the fact.

    Artificial production

    Synthetic cubic zirconia is produced artificially by heating zirconium oxide to high temperatures, then cooling it in a controlled environment; the zirconia then forms crystals that resemble diamonds. Synthetic cubic zirconia is a popular substitute for diamonds in jewelry because it is cheap to produce but still sparkles like diamonds.

    Synthetic cubic zirconia contains high amounts of stabilizing agents, like the element yttrium, that prevent it from becoming unstable and help it maintain its brilliance over time.

    Without the additives used in synthetic cubic zirconia, natural zirconia is much more likely to transform into other forms as it cools down. That’s why finding natural cubic zirconia is so rare — it exists only in places where temperatures were once unimaginably high.

    Asteroid impacts

    Apart from being a fascinating geological discovery, finding evidence of cubic zirconia in an impact structure gives scientists a better understanding of the conditions created during asteroid impacts. These ancient events weren’t just violent — they fundamentally changed the Earth’s surface in ways that we’re still learning about.

    While the discovery of cubic zirconia in West Clearwater Lake is exciting, it’s just one piece of the puzzle. Impact craters are not unique to Earth — they are found on most rocky objects in our solar system. For example, cubic zirconia has been found in moon rocks brought back by astronauts of the Apollo missions.

    Meteorite craters like the West Clearwater Lake are only a small part of a larger story of Earth’s history. During its nascent years, Earth was regularly bombarded by asteroids that were remnants of the debris from the formation of the solar system, and these collisions helped shape the planet’s surface. In fact, there is compelling evidence that asteroid impacts may have played a role in the origin of life by creating environments where complex chemicals could form.

    ZHENGZHOU, July 24 (Xinhua) — A research report on building a community with a shared future for the Shanghai Cooperation Organization (SCO) was released by a think tank in China on Thursday, calling for a closer regional community with a shared future and focusing on expanding dialogue among civilizations and people-to-people cooperation.

    The document was released by the Institute of Russian, Eastern European and Central Asian Studies of the Chinese Academy of Social Sciences (CASS) in Zhengzhou, capital of Henan Province, central China.

    The report notes that building a community of shared destiny for the SCO is an important step in line with the flow of history and a significant conceptual innovation in contemporary international relations. It is necessary to formulate a framework for action aimed at promoting regional cooperation through stability and achieving regional prosperity through development.

    In order to fully realize the high-quality platform function of the SCO, all member states should accumulate collective strength while taking into account their own interests, the document added.

    According to the report, the SCO member states have different cultural traditions. They should attach great importance to organizing a broad dialogue among civilizations and cooperation in the fields of culture, education, science and technology, sports, expand exchanges between different groups of people, especially between the media and youth, and continue to hold high-level forums of people’s diplomacy, media forums, youth forums and women’s forums.

    The report emphasizes that in order to improve the regional governance system and make joint efforts to implement modernization, it is necessary to clearly understand the differences between the current major tasks and long-term goals for the future.     The National Weather Service has already issued more than 3,600 flash flood warnings across the United States in 2025, and that number is increasing as torrential downpours continue in late July. There’s a good chance the U.S. will exceed its yearly average of around 4,000 flash flood warnings soon.

    For communities in Texas, New Mexico, West Virginia and New Jersey, the floods have been deadly. And many more states have seen flash flood damage in recent weeks, including New York, Oklahoma, Kansas, Vermont and Iowa.

    What’s causing so much extreme rain and flooding?

    Much of the central and eastern U.S. has had above-normal precipitation over the three months from April 23 through July 24, 2025. Blues are 150% to 200% of normal. Purples are even higher.

    I study extreme precipitation events along with the complex processes that lead to the devastating damage they cause.

    Both the atmosphere and surface conditions play important roles in when and where flash floods occur and how destructive they become, and 2025 has seen some extremes, with large parts of the country east of the Rockies received at least 50% more precipitation than normal from mid-April through mid-July.

    Excess water vapor, weaker jet stream

    Flash floods are caused by excessive precipitation over short periods of time. When rain accumulates too fast for the local environment to absorb or reroute it, flooding ensues, and conditions can get dangerous fast.

    During the warm season, intrusions of tropical air with excessive water vapor are common in the U.S., and they can result in intense downpours.

    In addition, the jet stream and westerly winds – which move storm systems from west to east across the U.S. – tend to weaken during summer. As a result, the overall movement of thunderstorms and other precipitation-producing systems slows during the summer months, and storm systems can remain almost stationary over a location.

    The combination of intense rainfall rates and extended precipitation increases the likelihood of flash flooding.

    The surface rain falls on makes a difference, too

    Local surface characteristics also play important roles in how flash floods develop and evolve.

    When intense precipitation is combined with saturated soils, steep slopes, urban areas and sparse vegetation, runoff can quickly overwhelm local streams, rivers and drainage systems, leading to the rapid rise of water levels.

    When the remnants of Hurricane Helene hit the mountains of North Carolina in October 2024, the intense rainfall on steep slopes quickly filled streams and then rivers that washed away homes in their narrow valleys.

    Because the characteristics of the surface can vary significantly along a stream or river, the timing and location of a heavy downpour pose unique risks for each local area.

    What’s driving flash floods in 2025?

    During the horrific flooding in Texas Hill Country on July 4, 2025, that killed more than 135 people, atmospheric water vapor in the region was at or near historic levels. The storm hit at the headwaters of the Guadalupe River, over streams that converge in the river valley.

    As thunderstorms developed and remained nearly stationary over the region, they were fueled by the excessive atmospheric water vapor. That led to high rainfall rates. Hours of heavy rainfall early that morning sent the river rising quickly at a summer camp near Hunt, Texas, where more than two dozen girls and staff members died. Downstream at Kerrville, the river rose even faster, gaining more than 30 feet in 45 minutes.

    Overall, a persistent atmospheric pattern in late spring and summer 2025 has included a shift of the jet stream farther to the south than normal and, along with lower atmospheric pressures, has supported excessive rainfall across the central and eastern U.S.

    While the West Coast has experienced dry conditions in early summer 2025 due to a ridge of high pressure, the U.S. east of the Rockies has seen an active storm track with frontal boundaries and disturbances that produced thunderstorms and intense downpours across the region.

    Warmer-than-normal ocean water can also boost rainfall. The Caribbean and the Atlantic Ocean are source regions for atmospheric water vapor in the central and eastern U.S. In summer 2025, that water vapor has created extremely humid conditions, which have produced very high rainfall rates when storms develop.

    The result has been flash floods in several states producing catastrophic destruction and loss of life.

    Looking to the future

    The U.S. has seen devastating flash floods throughout its history, but rising global temperatures today are increasing the risk of flooding.

    As ocean and air temperatures rise, atmospheric water vapor increases. Higher ocean temperatures can produce more atmospheric water vapor through evaporation, and a warmer atmosphere can hold more moisture, fueling downpours. In some high-risk areas, meteorologists, aware of the risks, say they are becoming more proactive about warnings.

    Currently, evidence shows that atmospheric water vapor is increasing in the overall global climate system as temperatures rise.

    Business leaders have strongly welcomed the signing of the UK-India Free Trade Agreement.

    Business leaders have strongly welcomed the signing of the UK-India Free Trade Agreement, as Business and Trade Secretary, Jonathan Reynolds and India’s Commerce and Industry Minister, Piyush Goyal, signed the landmark trade deal.

    The £4.8bn trade deal will unlock economic growth for each region and nation of the UK, and is widely backed by large and small businesses across aerospace, financial and professional services, food and drink, and the automotive sector.

    Business Groups

    On July 23, 2025, a public discussion of by-laws prepared as part of the implementation of the updated provisions of the Federal Law “On Youth Policy in the Russian Federation” took place in the House of Unions. Specialists from the State University of Management took part in the development of these by-laws.

    The public discussion was attended by: Chairman of the State Duma Committee on Youth Policy, GUU graduate Artem Metelev, Deputy Minister of Science and Higher Education Olga Petrova, First Deputy Chairman of the State Duma Committee on Youth Policy Mikhail Kiselev, Deputy Chairman of the State Duma Committee on Science and Higher Education Ekaterina Kharchenko, Deputy Head of Rosmolodezh Yuri Leskin and other experts.

    The agenda was outlined by the Chairman of the State Duma Committee on Youth Policy, Artem Metelev: “We have accumulated an agenda of three blocks, which we propose to discuss together today. The first: a set of measures for the patriotic education of youth and the spiritual and moral education of youth in the Russian Federation. The second: recommendations for the implementation of the main directions of youth policy in Russia, including the logistical support for its implementation. And the third: recommendations for the organization of interdepartmental interaction between the executive bodies of the country’s constituent entities in the implementation of youth policy.”

    Deputy Minister of Science and Higher Education Olga Petrova noted the activity of universities participating in the development and discussion of documents: “For our part, we have also sent all the necessary materials for consideration to the expert community of the Government of Russia and plan to present the documentary results within the next month.”

    At the initiative of the Federal Agency for Youth Affairs, the Department of State and Municipal Administration, together with the Department of Youth Policy and Educational Work of the State University of Management, developed a draft of recommendations for organizing interdepartmental interaction between executive bodies of the constituent entities of the Russian Federation in implementing youth policy to ensure consistency, eliminate duplication of powers, and ensure the effectiveness and systematicity of the work of government bodies at all levels.

    The project team included: – Advisor to the rector of the State University of Management, head of the department of state and municipal management Sergey Chuev; – Professor of the department of state and municipal management, doctor of economic sciences Vladimir Zotov; – Professor of the department of state and municipal management, doctor of pedagogical sciences Tatyana Korosteleva; – Professor of the department of state and municipal management, doctor of economic sciences Mikhail Shatokhin; – Associate Professor of the department of state and municipal management, candidate of economic sciences Mikhail Polyakov; – Deputy Director of the Institute of Social and Cultural Policy and Culture for educational work, candidate of psychological sciences Svetlana Grishaeva.

    Vice-Rector of the State University of Management Pavel Pavlovsky reported to the public council: “As for the mechanism of interdepartmental cooperation, here we have a number of specific points: establishing a clear procedure for exchanging information and recommendations, obliging regional departments to prepare and implement comprehensive measures to support young specialists aimed at their professional growth and career. Here we also include the development of measures for the professional self-determination of young people, support for gifted children, the creation and implementation of educational programs for patriotism and civic responsibility among young people, the organization of internships and practice for graduates of educational institutions, ensuring their participation in real work projects.”

    The expert group of the State University of Management also proposed to develop a system of joint participation of different branches of government, institutions and organizations in the implementation of youth projects, to ensure openness and accessibility of information about all existing support measures and possible events, for which it is necessary to create one-stop services and digital platforms where young people could resolve any issues that arise.

    At the end of the meeting, Artem Metelev noted that if the recommendations are accepted and regulations are developed on their basis, this will seriously simplify the work of government bodies, which will have a clear line in working with young people.

    UK-India Technology Security Initiative – Anniversary Statement

    Statement on the one-year anniversary of the landmark UK-India Technology Security Initiative

    On the occasion of the one-year anniversary of the landmark UK-India Technology Security Initiative (TSI), the UK and India reaffirmed their shared commitment to harness frontier technologies to drive economic growth and strengthen national security.

    Both parties welcomed the Initiative’s achievements to date and underscored the transformative potential of the TSI to deliver cutting-edge innovations and generate investment across the entire technology value chain.

    The TSI has already enabled industry, academia and government to deliver new strategic opportunities. Over the past year, both sides have:

    • Launched a flagship £7 million joint research programme on Future Telecoms in 2024 to support joint Open RAN and 5G/6G testbed development.
    • Formalised collaboration between key telecoms lab facilities – India’s Centre for Development of Telematics (C-DOT) and the UK’s Smart RAN Open Network Interoperability Centre (SONIC) for bilateral collaboration in telecom innovation, testing and emerging technology.
    • Accelerated development in responsible and trustworthy AI, including through the first UK-India Conference on AI opportunities, held in Bengaluru in February 2025.
    • Completed the successful first phase of the world’s first UK-India Critical Minerals Supply Chain Observatory. Phase Two, supported by £1.8 million of new funding, will deliver the world’s largest digital data infrastructure on the critical minerals value chain and establish a new satellite campus at the Indian School of Mines in Dhanbad.
    • Strengthened our partnership in FEMTECH – Women-Orientated Health Tech by collaboration between National Institute for Health and Care Research (NIHR) and Department of Biotechnology (DBT).
    • Initiated several new partnerships between private sector from both sides in the fields of Telecoms, Critical Minerals, Advanced Materials and AI.

    To further our strategic collaboration, both sides will:

    • Harness together, the benefits of the global AI revolution and boost economic growth through a UK-India joint centre for AI that will promote trusted real world AI innovations and widespread adoption.
    • Advance next generation, secure-by-design telecommunications through joint research, development and innovation, strategically collaborating on advanced connectivity and cyber resilience. Establish an India-UK Connectivity and Innovation Centre to pioneer AI-driven telecoms, non-terrestrial networks and secure 5G and 6G. Work together through international fora like ITU and 3GPP for 6G.
    • Secure resilient and sustainable critical mineral supply chains to power the Fourth Industrial Revolution. Establish a UK-India Critical Minerals Guild to transform financing standards and innovation. Together, the two sides will prioritise processing, R&D, recycling, managing risk to supply chains, market development etc. and will champion circular economy principles and advance traceability.
    • Use the UK-India biotechnology partnership to unlock the potential in biofoundries, bioprinting, biomanufacturing, bio-based materials, advanced biosciences and drive innovation across health, clean energy and sustainable agriculture. Explore the possibility of setting up a UK-India Biotechnology Accelerator.

    The UK and India continue to work together across other TSI commitments including the collaboration on Graphene and 2D Materials Technology.
    In recognition of the TSI’s success, the two leaders agreed to expand the TSI into new frontier domains, particularly to unlock engagement on futuristic, secure and strategic technologies. This expansion will further align UK and Indian national security priorities and unlock new opportunities for industry and researchers.

    Both parties called on industry, including start-ups and academia to further catalyse the UK-India technology partnership and to take advantage of the opportunities presented by the TSI.

  • MIL-OSI USA: NASA Launches Mission to Study Earth’s Magnetic Shield

    NASA’s newest mission, TRACERS, soon will begin studying how Earth’s magnetic shield protects our planet from the effects of space weather. Short for Tandem Reconnection and Cusp Electrodynamics Reconnaissance Satellites, the twin TRACERS spacecraft lifted off at 11:13 a.m. PDT (2:13 p.m. EDT) Wednesday aboard a SpaceX Falcon 9 rocket from Space Launch Complex 4 East at Vandenberg Space Force Base in California.
    “NASA is proud to launch TRACERS to demonstrate and expand American preeminence in space science research and technology,” said acting NASA Administrator Sean Duffy. “The TRACERS satellites will move us forward in decoding space weather and further our understanding of the connection between Earth and the Sun. This mission will yield breakthroughs that will advance our pursuit of the Moon, and subsequently, Mars.”
    The twin satellites will fly one behind the other – following as closely as 10 seconds apart over the same location – and will take a record-breaking 3,000 measurements in one year to build a step-by-step picture of how magnetic reconnection changes over time.
    Riding along with TRACERS aboard the Falcon 9 were NASA’s Athena EPIC (Economical Payload Integration Cost), PExT (Polylingual Experimental Terminal), and REAL (Relativistic Electron Atmospheric Loss) missions – three small satellites to demonstrate new technologies and gather scientific data. These three missions were successfully deployed, and mission controllers will work to contact them over the coming hours and days.
    Ground controllers for the TRACERS mission established communications with the second of the two spacecraft at 3:43 p.m. PDT (6:43 p.m. EDT), about 3 hours after it separated from the rocket. During the next four weeks, TRACERS will undergo a commissioning period during which mission controllers will check out their instruments and systems.
    Once cleared, the twin satellites will begin their 12-month prime mission to study a process called magnetic reconnection, answering key questions about how it shapes the impacts of the Sun and space weather on our daily lives.
    “NASA’s heliophysics fleet helps to safeguard humanity’s home in space and understand the influence of our closest star, the Sun,” said Joe Westlake, heliophysics division director at NASA Headquarters in Washington. “By adding TRACERS to that fleet, we will gain a better understanding of those impacts right here at Earth.”
    The two TRACERS spacecraft will orbit through an open region in Earth’s magnetic field near the North Pole, called the polar cusp. Here, TRACERS will investigate explosive magnetic events that happen when the Sun’s magnetic field – carried through space in a stream of solar material called the solar wind – collides with Earth’s magnetic field. This collision creates a buildup of energy that causes magnetic reconnection, when magnetic field lines snap and explosively realign, flinging away nearby particles at high speeds.
    Flying through the polar cusp allows the TRACERS satellites to study the results of these magnetic explosions, measuring charged particles that race down into Earth’s atmosphere and collide with atmospheric gases – giving scientist the tools to reconstruct exactly how changes in the incoming solar wind affect how, and how quickly, energy and particles are coupled into near-Earth space.
    “The successful launch of TRACERS is a tribute to many years of work by an excellent team,” said David Miles, TRACERS principal investigator at the University of Iowa. “TRACERS is set to transform our understanding of Earth’s magnetosphere. We’re excited to explore the dynamic processes driving space weather.”
    Small Satellites Along for Ride
    Athena EPIC is a pathfinder mission that will demonstrate NASA’s use of an innovative and configurable commercial SmallSat architecture to improve flexibility of payload designs, reduce launch schedule, and reduce overall costs in future missions, as well as the benefits of working collaboratively with federal partners. In addition to this demonstration for NASA, once the Athena EPIC satellite completes its two-week commissioning period, the mission will spend the next 12 months taking measurements of outgoing longwave radiation from Earth.
    The PExT demonstration will test interoperability between commercial and government communication networks for the first time by demonstrating a wideband polylingual terminal in low Earth orbit. This terminal will use software-defined radios to jump between government and commercial networks, similar to cell phones roaming between providers on Earth. These terminals could allow future missions to switch seamlessly between networks and access new commercial services throughout its lifecycle in space.
    The REAL mission is a CubeSat that will investigate how energetic electrons are scattered out of the Van Allen radiation belts and into Earth’s atmosphere. Shaped like concentric rings high above Earth’s equator, the Van Allen belts are composed of a mix of high-energy electrons and protons that are trapped in place by Earth’s magnetic field. Studying electrons and their interactions, REAL aims to improve our understanding of these energetic particles that can damage spacecraft and imperil astronauts who pass through them. 
    The TRACERS mission is led by David Miles at the University of Iowa with support from the Southwest Research Institute in San Antonio, Texas. NASA’s Heliophysics Explorers Program Office at the agency’s Goddard Space Flight Center in Greenbelt, Maryland, manages the mission for the Heliophysics Division at NASA Headquarters in Washington. The University of Iowa, Southwest Research Institute, University of California, Los Angeles, and the University of California, Berkeley, all lead instruments on TRACERS.
    The Athena EPIC mission is led by NASA’s Langley Research Center in Hampton, Virginia, and is a partnership between National Oceanic and Atmospheric Administration, U.S. Space Force, and NovaWurks. Athena EPIC’s launch is supported by launch integrator SEOPS. The PExT demonstration is managed by NASA’s SCaN (Space Communications and Navigation) program in partnership with Johns Hopkins Applied Physics Laboratory, with launch support by York Space Systems. The REAL project is led by Dartmouth College in Hanover, New Hampshire, and is a partnership between Johns Hopkins Applied Physics Laboratory, Montana State University, and Boston University. Sponsored by NASA’s Heliophysics Division and CubeSat Launch Initiative, it was included through launch integrator Maverick Space Systems.
    NASA’s Launch Services Program, based at the agency’s Kennedy Space Center in Florida, manages the VADR (Venture-class Acquisition of Dedicated and Rideshare) contract.

  • MIL-OSI USA: NASA Sets Launch Coverage for Earth-Tracking NISAR Satellite

    NASA will provide live coverage of launch activities for NISAR (NASA-ISRO Synthetic Aperture Radar), which is set to lift off at 8:10 a.m. EDT (5:40 p.m. IST), Wednesday, July 30, from Satish Dhawan Space Centre on India’s southeastern coast.
    A collaboration between NASA and the Indian Space Research Organisation (ISRO), the first-of-its-kind satellite will lift off aboard an ISRO Geosynchronous Satellite Launch Vehicle on a mission to scan nearly all the Earth’s land and ice surfaces twice every 12 days.

  • MIL-OSI USA: NASA Scientist Finds Predicted Companion Star to Betelgeuse

    A century-old hypothesis that Betelgeuse, the 10th brightest star in our night sky, is orbited by a very close companion star was proved true by a team of astrophysicists led by a scientist at NASA’s Ames Research Center in California’s Silicon Valley.
    The research published in The Astrophysical Journal Letters in the paper “Probable Direct Imaging Discovery of the Stellar Companion to Betelgeuse.”
    Fluctuations in the brightness and measured velocity of Betelgeuse, the closest red supergiant star to Earth, had long presented clues that it may have a partner, but the bigger star’s intense glow made direct observations of any fainter neighbors nearly impossible.
    Two recent studies by other teams of astronomers reignited the companion star hypothesis by using more than 100 years of Betelgeuse observations to provide predictions of the companion’s location and brightness.
    If the smaller star did exist, the location predictions suggested that scientists had a window of just a few months to observe the companion star at its widest separation from Betelgeuse, as it orbited near the visible edge of the supergiant. After that, they would have to wait another three years for it to orbit to the other side and again leave the overpowering glow of its larger companion.
    Searches for the companion were initially made using space-based telescopes, because observing through Earth’s atmosphere can blur images of astronomical objects. But these efforts did not detect the companion.
    Steve Howell, a senior research scientist at Ames, recognized the ground-based Gemini North telescope in Hawai’i, one of the largest in the world, paired with a special, high-resolution camera built by NASA, had the potential to directly observe the close companion to Betelgeuse, despite the atmospheric blurring.
    Officially called the ‘Alopeke speckle instrument, the advanced imaging camera let them obtain many thousands of short exposures to measure the atmospheric interference in their data and remove it with detailed image processing, providing an image of Betelgeuse and its companion.
    Howell’s team detected the very faint companion star right where it was predicted to be, orbiting very close to the outer edge of Betelgeuse.
    “I hope our discovery excites other astrophysicists about the robust power of ground-based telescopes and speckle imagers – a key to opening new observational windows,” said Howell. “This can help unlock the great mysteries in our universe.”
    To start, this discovery of a close companion to Betelgeuse may explain why other similar red supergiant stars undergo periodic changes in their brightness on the scale of many years.
    Howell plans to continue observations of Betelgeuse’s stellar companion to better understand its nature. The companion star will again return to its greatest separation from Betelgeuse in November 2027, a time when it will be easiest to detect.
    Having found the long-anticipated companion star, Howell turned to giving it a name. The traditional star name “Betelgeuse” derives from Arabic, meaning “the hand of al-Jawza’,” a female figure in old Arabian legend.     The educational program of the Center for the Implementation of Social and Humanitarian Projects of the State Institution of Humanities “Youth in the World of Politics: How to Effectively Respond to the Challenges of the Future?” has been launched.

    Let us recall that the Center for the Implementation of Social and Humanitarian Projects opened at the State University of Management in April of this year.

    The program brought together 50 participants of the personnel platform “Commissioner for Results”, launched by the Commissioner for Children’s Rights under the President of the Russian Federation. It is held online and includes 9 thematic days covering various aspects of youth policy and activities in the socio-political sphere.

    As part of the opening of the educational program, the participants were addressed by the director of the charitable foundation “Country for Children” Alexey Petrov, deputy director of the Center for the implementation of projects of the social and humanitarian profile of the State University of Management, curator of the Career Center Polit.Job Snezhana Vikulina, executive secretary of the Federal Children’s Public Council under the Commissioner for Children’s Rights under the President of the Russian Federation Leonid Snegirev. They spoke about the relationship between politics and law, and also outlined the priority tasks of the program.

    According to the Deputy Director of the Center for the Implementation of Social and Humanitarian Projects at the State University of Management, curator of the Polit.Job Career Center, Snezhana Vikulina, the Center’s program is being held for a younger audience for the first time – high school students and first-year students. “We are confident that this program will be especially useful for the participants, because all the speakers we have have worked their way up from the very bottom to the position they currently hold. We hope that their example will serve as inspiration for their work,” Snezhana Vikulina emphasized.

    The introductory lecture for young human rights activists was given by the responsible secretary of the Federal Children’s Public Council under the Commissioner for Children’s Rights under the President of the Russian Federation Leonid Snegirev. He immersed the participants in the program’s goal-setting and expected results, and also highlighted the career prospects of young specialists within the framework of the personnel platform.

    During the program, invited speakers will talk about trends in the development of youth policy in Russia, the characteristics of youth leadership, the ideological guidelines of our country, opportunities for young specialists in the socio-political sphere, and much more.

    The event is organized by the Center for the Implementation of Social and Humanitarian Projects of the State University of Management, the Federal Children’s Public Council under the Presidential Commissioner for Children’s Rights and the personnel platform “Commissioner for Results”.     The GIC will connect key assets at the University of Wolverhampton’s Springfield Campus, Science Park, and the i54 advanced manufacturing business park – the country’s most successful Enterprise Zone.

    It will introduce new commercial and business opportunities for development, incubation space, grow on space for SMEs and space for larger use.

    The scheme has already secured £27million funding from UK Government and has attained West Midlands Investment Zone status, helping unlock transformational capital funding, business support and skills programmes.

    People can now have their say on designs for the first phase – the planned redevelopment of 4 brownfield sites, collectively known as Six Mile Green, located close to University of Wolverhampton Science Park.

    An exhibition at University of Wolverhampton Science Park will also be running from Monday 28 July to Friday 1 August and a public drop-in event at the Science Park is being hosted by the project team on Wednesday 30 July between 4pm and 8pm.

    Once feedback from the consultation has been taken into consideration, a hybrid planning application will be submitted, comprising detailed plans for ground remediation, site clearance, service infrastructure and enabling works and outline plans for new buildings providing around 20,000sqm of mixed use commercial floorspace.

    If the plans are approved, then WM Investment Zone funding will be used to carry out preconstruction works by March 2027, which will support prospective developers by providing development ready sites for design and build construction.

    Councillor Chris Burden, City of Wolverhampton Council Cabinet Member for City Development, Jobs and Skills, said: “The Green Innovation Corridor will drive the Green Industrial Revolution, building upon Wolverhampton’s sustainable construction, green credentials and circular economy for transformation that will create quality jobs for local people.

    The World Health Organization (WHO) has certified Timor-Leste as malaria-free, a remarkable achievement for a country that prioritized the disease and embarked on a concerted, nation-wide response shortly after gaining independence in 2002.

    “WHO congratulates the people and government of Timor-Leste on this significant milestone,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “Timor-Leste’s success proves that malaria can be stopped in its tracks when strong political will, smart interventions, sustained domestic and external investment and dedicated health workers unite.”

    With today’s announcement, a total of 47 countries and 1 territory have been certified as malaria-free by WHO. Timor-Leste is the third country to be certified in the WHO South-East Asia region, joining Maldives and Sri Lanka which were certified in 2015 and 2016 respectively.

    Certification of malaria elimination is granted by WHO when a country has proven, beyond reasonable doubt, that the chain of indigenous transmission has been interrupted nationwide for at least the previous three consecutive years.

    “We did it. Malaria has been one of our most relentless enemies – silent, persistent, and deadly. We lost too many lives to a disease that should be preventable. But our health workers never gave up, our communities held strong, and our partners, like WHO, walked beside us. From 223 000 cases to zero – this elimination honours every life lost and every life now saved. We must safeguard this victory with continued vigilance and community action to prevent malaria’s re-entry,” said Dr Élia António de Araújo dos Reis Amaral, SH, Minister of Health, Government of Timor-Leste.

    A rapid shift from high burden country to malaria-free

    Since gaining independence in 2002, Timor-Leste has made remarkable strides in the fight against malaria – reducing cases from a peak of more than 223 000 clinically diagnosed cases in 2006 to zero indigenous cases from 2021 onwards.

    Timor-Leste’s success in eliminating malaria was driven by the Ministry of Health’s swift action in 2003 to establish the National Malaria Programme, a dedicated programme for planning, implementing, and monitoring malaria control efforts nationwide. With only two full-time officers initially, the programme was able to lay the foundation for progress early on through strong technical leadership, managerial capacity and attention to detail.

    Within a few years, the country introduced rapid diagnostic tests and artemisinin-based combination therapy as part of the National Malaria Treatment Guidelines and began distributing free long-lasting insecticide treated nets to communities most at risk.

    In 2009, with support from the Global Fund to Fight AIDS, Tuberculosis and Malaria, Timor-Leste scaled up nationwide vector control efforts through the distribution of long-lasting insecticide-treated nets and indoor residual spraying. Malaria diagnosis was also expanded using microscopy and rapid diagnostic tests at the point of care across all local health posts.

    Facing the challenges of severe shortages of health workers and doctors, Timor-Leste made investments and developed its three-tier health system – comprising national hospitals, reference hospitals, community health centers (CHCs), and health posts – to ensure most residents can access care within an hour’s walk. Additionally, citizens are provided with free health services at the point of care, as part of the government’s policy on free universal health care. Monthly mobile clinics and community outreach programmes further enhance health services in rural areas.

    Timor-Leste’s success in combating malaria highlights the importance of country leadership and strong collaboration between the Ministry of Health, WHO, local communities, non-governmental organizations, donors, and multiple government sectors. A real-time integrated case-based surveillance system ensures rapid data collection and response, while trained health workers ensure timely detection and screening of malaria cases, including at borders. These integrated efforts have paved the way for the country to be officially certified malaria-free.

    “Timor-Leste’s malaria-free certification is a defining national triumph – driven by bold leadership, tireless efforts of health workers, and the resolve of its people. As a young nation, Timor-Leste stayed focused – testing, treating, and investigating swiftly. Ending transmission and maintaining zero deaths takes more than science; it takes grit. This victory protects generations, present and future, and shows what a determined country can achieve,” said Dr Arvind Mathur, WHO Representative to Timor-Leste.

    With her silver hair neatly styled and a pearl necklace resting against a soft yellow blouse, Yin Song embodies the elegance of the pianist she’s always been. But the large studio headphones over her ears and the video camera in front of her suggest something different.

    At 74, “Grandma Piano,” as her online fans affectionately call her, now spends her time guiding audiences through the world of anime and video game music, sharing the same depth of feeling she once brought to Mozart and Chopin.

    A lifelong musician, Yin opened her social media account in 2022 to share her expertise. It wasn’t until she analyzed the music from the hit game “Black Myth: Wukong” that her channel suddenly took off. The “grandinfluencer” now has more than 600,000 followers on the video-sharing platform Bilibili.

    For Yin, the experience has been unexpectedly transformative. “We used to lead the young,” she said. “Now they lead us, and I want to keep running alongside them,” embracing new ideas and ways of connecting.

    Yin’s story reflects a subtle yet telling cultural shift. In a country where grandparents have long been expected to devote their retirement years to caring for grandchildren, an increasing number of older Chinese are quietly rewriting the script. They are embracing new roles as content creators, community volunteers, entrepreneurs, and part-time professionals. For many, retirement is no longer a retreat, but a second act.

    Yin is far from alone. By the end of 2024, over 30 million users aged 60 or above were logging in monthly on Xiaohongshu, one of China’s most popular social media platforms. In just two years, the number of senior content creators has tripled, generating more than 100 million posts.

    These older digital pioneers are challenging long-held stereotypes from grandmothers redefining fashion, to retired professors distilling philosophy into viral short videos, and rural elders sharing their pastoral lives.

    Digital engagement is only part of the story. Many seniors are also returning to work, seeking purpose beyond their pensions. Zhu Honghua, 70, a former Beijing accountant enjoyed a comfortable monthly pension of around 8,500 yuan (about 1,191 U.S. dollars) and a leisurely life with her husband after retirement.

    But the routine began to wear thin. When a business contact invited Zhu back to accounting, she jumped at the chance. “It’s not just about the money,” she said. “Having something meaningful to do every day is its own reward.”

    Zhu’s case is hardly an outlier. A growing body of data suggests that many older Chinese are not only willing but eager to return to work. A 2023 survey by the China Association of Gerontology and Geriatrics found that 45 percent of those aged between 60 and 69 expressed a desire to remain in or reenter the workforce.

    Research from the Tianjin Academy of Social Sciences revealed similar patterns: 62.1 percent of people aged 60 to 65 said they wanted to keep working, while among those approaching retirement, aged 55 to 59, the figure was even higher, at 72.7 percent.

    While motivations vary, nearly half of those seeking post-retirement work cited a need for purpose, according to a 2022 report on senior reemployment. Others aimed to apply their skills or chase new ambitions. A third said they hoped to ease financial pressure or afford a better quality of life.

    The surge of interest in post-retirement work coincides with China’s rapidly aging population. By the end of 2024, more than 310 million Chinese citizens were aged 60 or older, about 22 percent of the population. That share is expected to surpass 30 percent by 2035, when the number of seniors is projected to top 400 million.

    As waves of older workers reach retirement age over the coming years, policymakers and experts see both a warning and an opportunity. With educational attainment on the rise, China’s older adults are seen not only as dependents, but as a vast reservoir of experience, skills and resources that could help offset the country’s shrinking working-age population.

    China has taken steps to harness the power of its aging population. In its recent move, the government issued new guidelines this May, calling for more flexible and personalized job opportunities tailored to older adults, while pledging to dismantle outdated regulations that stand in their way.

    Local governments have moved quickly to implement the changes, building registries of senior talent, expanding employment services for retirees, and cultivating specialized human resource agencies to serve the growing “silver economy.”

    Signs of change are beginning to emerge in the labor market. Retirees with backgrounds in engineering, medicine, education and skilled trades are returning as consultants, trainers or part-time specialists, lending decades of experience to fields in need.

    “China has entered an aging society,” said Lu Jiehua, a sociology professor at Peking University. “Tapping into older human resources isn’t just about addressing demographic pressure. It’s a crucial strategy for extending the country’s demographic dividend.”

    The admissions campaign at Peter the Great St. Petersburg Polytechnic University is in full swing, and its first stage is coming to an end. On July 25 at 12:00 Moscow time, the deadline for accepting documents for the bachelor’s and specialist’s programs of full-time budgetary education ends. Applicants have only one day left to submit an application and finally decide on their future profession.

    Currently, more than 139,000 applications have been submitted for bachelor’s and specialist’s degree programs, which confirms the high interest of applicants in the Polytechnic University. In terms of the number of applications, the leading positions are still occupied by the Institute of Computer Science and Cybersecurity, the Institute of Industrial Management, Economics and Trade, the Institute of Mechanical Engineering, Materials and Transport.

    The main innovation of this year was the “Petrovskaya Wave” program, which guarantees admission to applicants with high scores. If the applicant’s score exceeds the established threshold, the university will enroll him or her even in a fee-paying place – at its own expense. In 2025, the wave will apply to some areas of the Institute of Energy, the Institute of Mechanical Engineering, Materials and Transport, and the Institute of Electronics and Telecommunications.

  • MIL-OSI Africa: Togo’s ‘Nana-Benz’: how cheap Chinese imports of African fabrics have hurt the famous women traders

    The manufacturing of African print textiles has shifted to China in the 21st century. While they are widely consumed in African countries – and symbolic of the continent – the rise of “made in China” has undermined the African women traders who have long shaped the retail and distribution of this cloth.

    For many decades Vlisco, the Dutch textile group which traces its origins to 1846 and whose products had been supplied to west Africa by European trading houses since the late 19th century, dominated manufacture of the cloth. But in the last 25 years dozens of factories in China have begun to supply African print textiles to west African markets. Qingdao Phoenix Hitarget Ltd, Sanhe Linqing Textile Group and Waxhaux Ltd are among the best known.

    We conducted research to establish how the rise of Chinese-made cloth has affected the African print textiles trade. We focused on Togo. Though it’s a tiny country with a population of only 9.7 million, the capital city, Lomé, is the trading hub in west Africa for the textiles.

    We conducted over 100 interviews with traders, street sellers, port agents or brokers, government officials and representatives of manufacturing companies to learn about how their activities have changed.

    “Made in China” African print textiles are substantially cheaper and more accessible to a wider population than Vlisco fabric. Our market observations in Lomé’s famous Assigamé market found that Chinese African print textiles cost about 9,000 CFA (US$16) for six yards – one complete outfit. Wax Hollandais (50,000 CFA or US$87) cost over five times more.

    Data is hard to come by, but our estimates suggest that 90% of imports of these textiles to Lomé port in 2019 came from China.

    One Togolese trader summed up the attraction:

    Who could resist a cloth that looked similar, but that cost much less than real Vlisco?

    Our research shows how the rise of China manufactured cloth has undermined Vlisco’s once dominant market share as well as the monopoly on the trade of Dutch African print textiles that Togolese traders once enjoyed.

    The traders, known as Nana-Benz because of the expensive cars they drove, once enjoyed an economic and political significance disproportionate to their small numbers. Their political influence was such that they were key backers of Togo’s first president, Sylvanus Olympio – himself a former director of the United Africa Company, which distributed Dutch cloth.

    In turn, Olympio and long-term leader General Gnassingbé Eyadéma provided policy favours – such as low taxes – to support trading activity. In the 1970s, African print textile trade was considered as significant as the phosphate industry – the country’s primary export.

    Nana-Benz have since been displaced – their numbers falling from 50 to about 20. Newer Togolese traders – known as Nanettes or “little Nanas” – have taken their place. While they have carved out a niche in mediating the textiles trade with China, they have lower economic and political stature. In turn, they too are increasingly threatened by Chinese competition, more recently within trading and distribution as well.

    China displaces the Dutch

    Dating back to the colonial period, African women traders have played essential roles in the wholesale and distribution of Dutch cloth in west African markets. As many countries in the region attained independence from the 1950s onwards, Grand Marché – or Assigamé – in Lomé became the hub for African print textile trade.

    While neighbouring countries such as Ghana limited imports as part of efforts to promote domestic industrialisation, Togolese traders secured favourable conditions. These included low taxes and use of the port.

    Togolese women traders knew the taste of predominantly female, west African customers better than their mostly male, Dutch designers. The Nana-Benz were brought into the African print textile production and design process, selecting patterns and giving names to designs they knew would sell.

    They acquired such wealth from this trade that they earned the Nana-Benz nickname from the cars they purchased and which they used to collect and move merchandise.

    Nana-Benz exclusivity of trading and retailing of African print textiles cloth in west African markets has been disrupted. As Vlisco has responded to falling revenues – over 30% in the first five years of the 21st century – due to its Chinese competition, Togolese traders’ role in the supply chain of Dutch cloth has been downgraded.

    In response to the flood of Chinese imports, the Dutch manufacturer re-positioned itself as a luxury fashion brand and placed greater focus on the marketing and distribution of the textiles.

    Vlisco has opened several boutique stores in west and central Africa, starting with Cotonou (2008), Lomé (2008) and Abidjan (2009). The surviving Nana-Benz – an estimated 20 of the original 50 – operate under contract as retailers rather than traders and must follow strict rules of sale and pricing.

    While newer Togolese traders known as Nanettes are involved in the sourcing of textiles from China, they have lower economic and political stature. Up to 60 are involved in the trade.

    Former street sellers of textiles and other petty commodities, Nanettes began travelling to China in the early to mid-2000s to source African print textiles. They are involved in commissioning and advising on the manufacturing of African print textiles in China and the distribution in Africa.

    While many Nanettes order the common Chinese brands, some own and market their own. These include what are now well-known designs in Lomé and west Africa such as “Femme de Caractère”, “Binta”, “Prestige”, “Rebecca Wax”, “GMG” and “Homeland”.

    Compared to their Nana-Benz predecessors, the Nanettes carve out their business from the smaller pie available from the sale of cheaper Chinese cloth. Though the volumes traded are large, the margins are smaller due to the much lower final retail price compared to Dutch cloth.

    After procuring African print textiles from China, Nanettes sell wholesale to independent local traders or “sellers” as well as traders from neighbouring countries. These sellers in turn break down the bulk they have purchased and sell it in smaller quantities to independent street vendors.

    All African print textiles from China arrive in west Africa as an incomplete product – as six-yard or 12-yard segments of cloth, not as finished garments. Local tailors and seamstresses then make clothes according to consumer taste. Some fashion designers have also opened shops where they sell prêt-à-porter (ready-to-wear) garments made from bolts of African print and tailored to local taste. Thus, even though the monopoly of the Nana-Benz has been eroded, value is still added and captured locally.

    Since the COVID-19 pandemic, Chinese actors have become more involved in trading activity – and not just manufacturing. The further evolution of Chinese presence risks an even greater marginalisation of locals, already excluded from manufacturing, from the trading and distribution end of the value chain. Maintaining their role – tailoring products to local culture and trends and linking the formal and informal economy – is vital not just for Togolese traders, but also the wider economy.

    The manufacturing of African print textiles has shifted to China in the 21st century. While they are widely consumed in African countries – and symbolic of the continent – the rise of “made in China” has undermined the African women traders who have long shaped the retail and distribution of this cloth.

    For many decades Vlisco, the Dutch textile group which traces its origins to 1846 and whose products had been supplied to west Africa by European trading houses since the late 19th century, dominated manufacture of the cloth. But in the last 25 years dozens of factories in China have begun to supply African print textiles to west African markets. Qingdao Phoenix Hitarget Ltd, Sanhe Linqing Textile Group and Waxhaux Ltd are among the best known.

    We conducted research to establish how the rise of Chinese-made cloth has affected the African print textiles trade. We focused on Togo. Though it’s a tiny country with a population of only 9.7 million, the capital city, Lomé, is the trading hub in west Africa for the textiles.

    We conducted over 100 interviews with traders, street sellers, port agents or brokers, government officials and representatives of manufacturing companies to learn about how their activities have changed.

    “Made in China” African print textiles are substantially cheaper and more accessible to a wider population than Vlisco fabric. Our market observations in Lomé’s famous Assigamé market found that Chinese African print textiles cost about 9,000 CFA (US$16) for six yards – one complete outfit. Wax Hollandais (50,000 CFA or US$87) cost over five times more.

    Data is hard to come by, but our estimates suggest that 90% of imports of these textiles to Lomé port in 2019 came from China.

    One Togolese trader summed up the attraction:

    Who could resist a cloth that looked similar, but that cost much less than real Vlisco?

    Our research shows how the rise of China manufactured cloth has undermined Vlisco’s once dominant market share as well as the monopoly on the trade of Dutch African print textiles that Togolese traders once enjoyed.

    The traders, known as Nana-Benz because of the expensive cars they drove, once enjoyed an economic and political significance disproportionate to their small numbers. Their political influence was such that they were key backers of Togo’s first president, Sylvanus Olympio – himself a former director of the United Africa Company, which distributed Dutch cloth.

    In turn, Olympio and long-term leader General Gnassingbé Eyadéma provided policy favours – such as low taxes – to support trading activity. In the 1970s, African print textile trade was considered as significant as the phosphate industry – the country’s primary export.

    Nana-Benz have since been displaced – their numbers falling from 50 to about 20. Newer Togolese traders – known as Nanettes or “little Nanas” – have taken their place. While they have carved out a niche in mediating the textiles trade with China, they have lower economic and political stature. In turn, they too are increasingly threatened by Chinese competition, more recently within trading and distribution as well.

    China displaces the Dutch

    Dating back to the colonial period, African women traders have played essential roles in the wholesale and distribution of Dutch cloth in west African markets. As many countries in the region attained independence from the 1950s onwards, Grand Marché – or Assigamé – in Lomé became the hub for African print textile trade.

    While neighbouring countries such as Ghana limited imports as part of efforts to promote domestic industrialisation, Togolese traders secured favourable conditions. These included low taxes and use of the port.

    Togolese women traders knew the taste of predominantly female, west African customers better than their mostly male, Dutch designers. The Nana-Benz were brought into the African print textile production and design process, selecting patterns and giving names to designs they knew would sell.

    They acquired such wealth from this trade that they earned the Nana-Benz nickname from the cars they purchased and which they used to collect and move merchandise.

    Nana-Benz exclusivity of trading and retailing of African print textiles cloth in west African markets has been disrupted. As Vlisco has responded to falling revenues – over 30% in the first five years of the 21st century – due to its Chinese competition, Togolese traders’ role in the supply chain of Dutch cloth has been downgraded.

    In response to the flood of Chinese imports, the Dutch manufacturer re-positioned itself as a luxury fashion brand and placed greater focus on the marketing and distribution of the textiles.

    Vlisco has opened several boutique stores in west and central Africa, starting with Cotonou (2008), Lomé (2008) and Abidjan (2009). The surviving Nana-Benz – an estimated 20 of the original 50 – operate under contract as retailers rather than traders and must follow strict rules of sale and pricing.

    While newer Togolese traders known as Nanettes are involved in the sourcing of textiles from China, they have lower economic and political stature. Up to 60 are involved in the trade.

    Former street sellers of textiles and other petty commodities, Nanettes began travelling to China in the early to mid-2000s to source African print textiles. They are involved in commissioning and advising on the manufacturing of African print textiles in China and the distribution in Africa.

    While many Nanettes order the common Chinese brands, some own and market their own. These include what are now well-known designs in Lomé and west Africa such as “Femme de Caractère”, “Binta”, “Prestige”, “Rebecca Wax”, “GMG” and “Homeland”.

    Compared to their Nana-Benz predecessors, the Nanettes carve out their business from the smaller pie available from the sale of cheaper Chinese cloth. Though the volumes traded are large, the margins are smaller due to the much lower final retail price compared to Dutch cloth.

    After procuring African print textiles from China, Nanettes sell wholesale to independent local traders or “sellers” as well as traders from neighbouring countries. These sellers in turn break down the bulk they have purchased and sell it in smaller quantities to independent street vendors.

    All African print textiles from China arrive in west Africa as an incomplete product – as six-yard or 12-yard segments of cloth, not as finished garments. Local tailors and seamstresses then make clothes according to consumer taste. Some fashion designers have also opened shops where they sell prêt-à-porter (ready-to-wear) garments made from bolts of African print and tailored to local taste. Thus, even though the monopoly of the Nana-Benz has been eroded, value is still added and captured locally.

    Since the COVID-19 pandemic, Chinese actors have become more involved in trading activity – and not just manufacturing. The further evolution of Chinese presence risks an even greater marginalisation of locals, already excluded from manufacturing, from the trading and distribution end of the value chain. Maintaining their role – tailoring products to local culture and trends and linking the formal and informal economy – is vital not just for Togolese traders, but also the wider economy.

    The initiative aims to protect areas recognized as World Natural Heritage Sites and Biosphere Reserves through the Heritage Emergency Fund (HEF).

    UNESCO is intensifying its efforts in Brazil to protect areas recognized as World Natural Heritage Sites and Biosphere Reserves in response to the rise in extreme wildfires driven by climate change. Through the Heritage Emergency Fund (HEF), the organization is leading a strategic initiative to bolster fire resilience in the Pantanal of Mato Grosso and in Goiás.

    A total of 60 volunteers were trained through this project: 30 in the Pantanal Matogrossense National Park (MT), 15 in Chapada dos Veadeiros National Park (GO), and 15 in Emas National Park (GO). Around 800 pieces of equipment were distributed, including firefighting tools and Personal Protective Equipment (PPE). Additionally, an action plan is being developed to guide volunteer firefighters, based on Integrated Fire Management (IFM) and UNESCO’s Fire Risk Management Guide.

    Interinstitutional initiative in the Pantanal

    From 22 to 25 April 2025, the Serra do Amolar — a remote and hard-to-reach region between Corumbá (MS) and Cáceres (MT), on the border with Bolivia — hosted a community brigade training supported by UNESCO’s Heritage Emergency Fund. The activity took place in the Pantanal Matogrossense National Park, in collaboration with WWF-Brazil, GEF Terrestrial (Funbio), Ibama (PrevFogo), Ecoa (Ecology and Action), and the Brazilian Navy.

    Three brigades, made up of 30 Pantanal residents — including 14 women — took part in the training. Over three intensive days of technical and practical lessons, participants learned fire prevention and control techniques from specialists.

    In addition to traditional methods — such as the use of specific tools, fire front control, heat mapping, and surveillance — the training incorporated agroforestry practices adapted to the Pantanal context. “One innovation was the management of slash-and-burn plots and backyard gardens. These areas, besides being vital for local subsistence, serve as ecological corridors that can protect wildlife during fires”, explains André Luiz Siqueira, Director of Ecoa.

    Another innovation was the introduction of the Sigma tool, a software developed by SOS Pantanal, which sends real-time fire alerts to mobile phones. Using satellite imagery and data such as wind direction and temperature, the technology is accessible even to those with limited formal education.

    Support from the Brazilian Navy enabled the logistics for participants and specialists, including transport via small boats, 950 liters of petrol, and 870 kilograms of food. Accommodation was provided by staff from the Chico Mendes Institute for Biodiversity Conservation (ICMBio).

    Geographical and climatic challenges in firefighting

    Corumbá, covering over 64,000 km², is the 11th largest municipality in Brazil. The rugged terrain of the Serra do Amolar and limited access via rivers or air pose logistical challenges for firefighting. The presence of peat — organic matter accumulated in wetlands — creates highly flammable biomass during the dry season, making fires frequent and intense.

    The region encompassing the Pantanal Matogrossense National Park is part of a UNESCO World Heritage Site alongside three Private Natural Heritage Reserves, and is also recognized as a Ramsar Site — an international designation for wetlands of high ecological importance.

    “The Pantanal harbors great biodiversity and is vital for fish reproduction (ichthyofauna). This region is essential for traditional peoples, sustainable tourism, and the conservation of species such as the jaguar, giant otter, and giant anteater”

    In 2024, the Pantanal experienced one of the worst wildfire seasons on record. According to the Laboratory for Environmental Satellite Applications (Lasa/UFRJ), around 2.6 million hectares — 17% of the biome — were consumed by fire. This was the second-highest figure since the historical series began in 2012, surpassed only by 2020, when 3.6 million hectares were devastated.

    “The drought pattern has changed. Although climate change is intensifying, those combating the fires are now better organized. We have more brigade members, resources, support from the National Security Force, the Armed Forces, and a more structured state response,” says Márcio Yule, coordinator of PrevFogo/Ibama in Mato Grosso do Sul.

    Extreme drought — worsened by the El Niño phenomenon — combined with improper fire use, high temperatures, and low humidity, has increased vegetation vulnerability and impacted biodiversity and traditional community livelihoods.

    I’ve been a brigade member since 2001, and the training helps us in many ways. Having the right equipment, rather than just our bare hands, makes all the difference. As traditional people, we have knowledge of fire management and know the land. When firefighters arrive, they need to talk to the community to understand what’s happening here. This combination of our knowledge, training, and equipment allows us to care for the land and the Pantanal.

    She is a quilombola and indigenous woman from the Guató people, living in the Barra de São Lourenço community — on the banks of the Cuiabá River near the Paraguay River, on the border between Mato Grosso do Sul and Mato Grosso, and the frontier with Bolivia.

    Despite the increasingly challenging climate scenario, the combination of community mobilization, traditional knowledge, and technology has proven effective in mitigating damage. “The formation of civil brigades is more than a fire response plan — it is a territorial adaptation strategy that supports autonomy and resilience in the Pantanal,” says Osvaldo Barassi Gajardo, Conservation Specialist at WWF-Brazil.

    With each new training session, more than just skills are developed — a living protection network is built, where nature, science, and community walk hand in hand. Brigade member Eliane has a dream for the world’s largest wetland. “We care for nature, and nature cares for us. My dream is a green Pantanal full of animals”.

    Rosi do Céu, rooted in the Cerrado

    Since childhood, 47-year-old Rosilene Rodrigues da Silva Santos has guided people through the beauties and unique features of the Cerrado biome in Chapadão do Céu, Goiás, Brazil.

    “I grew up in this region. When visitors came to our house looking for tours, my parents would ask me to show them the trails, explain the routes, and teach them how to reach Emas National Park”. Today, Rosi works as a guide at the park during weekend and holidays, volunteers as a firefighter, and has served as a primary school teacher for the past 28 years. Currently, she teaches first grade at a municipal school in Chapadão do Céu from Monday to Friday.

    In 2010, a massive wildfire devastated approximately 90% of the 132,000 hectares of Emas National Park and the surrounding region. “That was my first time volunteering. The fire lasted several days, and the entire community helped. We brought clothes, supplies, and food for those battling the flames. It was my first experience with fire”.

    In her view, “nature still hasn’t fully recovered” from that fire. “The animals didn’t all return, there are far fewer now. But the Cerrado is life. It regenerates. The trees are twisted, with thick bark and deep roots. It’s on purpose. When fire comes, it doesn’t consume the forest floor. The Cerrado survives, it’s resilient,” she explains.

    In April, Rosi participated in a fire brigade training coordinated by UNESCO, with support from the Heritage Emergency Fund (HEF), and with WWF-Brazil. Trainings were held at three sites: Chapada dos Veadeiros National Park (GO), Emas National Park (GO), and Pantanal Matogrossense National Park (MT) – addressing conservation efforts across the Cerrado and Pantanal biomes.

    The training was excellent. Now we’re better prepared to manage the park during the dry season, following the management plan. And if emergencies arise, we know how to fight fires strategically, safely, and effectively.

    But if you ask Rosi do Céu (Rosi of the Sky) what she loves most, the answer is nature and wildlife. “Some people admire celebrities. I admire those who love nature. I love the wilderness and care for animals”.

    Rosi also makes handcrafted items from bamboo and wood, and rescues snakes and wild animals when needed. “Just send me a message on WhatsApp. If there’s an opossum or any creature, people say, Call Rosi, she’ll take care of it.” In 2018, she rescued a tapir and named her Preciosa (Precious). “Every time I go to Emas National Park, near where she stays, I call her name, she comes and eats from my hand. It’s love,” says the firefighter, guide, teacher, artisan, and animal caregiver.

    Eliane: ancestral wisdom

    Eliane Aires de Souza, 58 years, carries in her eyes and hands the wisdom born of deep interaction with nature and ancestral knowledge. A Pantanal native, she lives in the community of Barra de São Lourenço (MT), shaped by the waters and the vibrant life that surrounds her. She is an Indigenous woman of the Guató people, with quilombola ancestry, and works the land with knowledge and care as an agroforestry practitioner. Since 2001, she has served as a civilian firefighter, confronting the wildfires that each year are increasingly threatening the Pantanal.

    This is our way of life. The Pantanal is our home. Having proper training and equipment helps us take care of it and protect our collective house.

    Eliane is a mother, grandmother, and president of the Renascer Women’s Association, created to strengthen the dreams and autonomy of the women in her community. In her words, she highlights the daily challenges of keeping culture alive and staying connected to the land. “Here, we live off fishing, bait, and handicrafts”.

    Eliane feels the effects of climate change and the abandonment of the rivers. She speaks with sadness of the Rio Velho, which no longer flows as it once did. “It’s like a clogged vein in the body. If we don’t take care of the river, the whole body falls ill”. For her, protecting nature means protecting herself, her family, her community, and the future. “That tree behind you is like a vein, it gives life to other lives”.

    In her daily life, Eliane cultivates an agroforestry system at home. She nurtures and protects the land. “That’s what agroforestry is: we care for it, and it cares for us”. Drawing on ancestral wisdom, she explains the importance of nourishing the soil, preserving humidity, and ensuring shade, life, and food. She grows bananas, cassava, lemons, and oranges, and dreams of more. She envisions a seedling nursery and a green corridor that reconnects fragmented forest areas, providing food for animals and nourishing hope.

    “If we keep waiting, the soil will die. And with it, our way of life”. She refuses to depend on the city for basic needs. “It’s the dream that keeps us going”.

    And perhaps it is that persistent force of dreaming, that way of resisting with hands in the soil, body in the canoe, and soul in the crafts, that keeps the Pantanal alive. As long as there are Elianes and Rosis, there will be hope for rebirth.

    The Secretary General of the East African Community (EAC), Hon. Veronica Nduva, concluded a three-day official visit to the Republic of Uganda, marked by high-level engagements aimed at strengthening regional integration and enhancing cooperation.

    During the visit, the Secretary General, paid a courtesy call on the President of the Republic of Uganda, H.E. Yoweri Kaguta Museveni at State House in Entebbe. The two discussed key regional integration priorities, including the need for deeper cooperation among EAC Partner States.

    President Museveni reaffirmed Uganda’s commitment to the EAC integration agenda and emphasised the importance of intra-regional trade and shared infrastructure in achieving economic prosperity across the bloc.

    At a different occasion, the Secretary General officiated the closing ceremony of the EAC Capacity Building Program for Women and Youth in Fisheries, a regional initiative designed to empower women and youth with skills, knowledge, and resources to participate more effectively in the fisheries value-chain. The event highlighted the EAC’s commitment to inclusive economic development, particularly in supporting marginalised groups through sustainable fisheries.

It is imperative that we continue to support its work to ensure food security, livelihoods, and ecosystem preservation,” Hon.   • MIL-Evening Report: The Murray–Darling Basin Plan Evaluation is out. The next step is to fix the land, not just the flows

    A report card into the A$13 billion Murray–Darling Basin Plan has found much work is needed to ensure the ecology of Australia’s largest river system is properly restored.

    The assessment, by the Murray–Darling Basin Authority, is the most comprehensive to date.

    The authority says the river system is doing better now than it would have without the plan, which aims to ensure sustainable water use for the environment, communities and industries. But it found there is more to be done.

    We are water, economics and environmental researchers with many years of experience working in the Murray-Darling Basin. We agree more work is needed, but with a more local focus, to restore the basin to health.

    This requires more than just more water for the environment. Coordinated local efforts to restore rivers and the surrounding land are desperately needed. There’s so much more to the river system than just the water it contains.

    What’s the plan?

    The Murray-Darling Basin is Australia’s food bowl. But for too long, the health of environment was in decline – rivers were sick and wildlife was suffering. The river stopped flowing naturally to the sea because too much water was being taken from it.

    Poor land management has also degraded the river system over time. Floodplain vegetation has been damaged, the river channel has been re-engineered, and pest plants and animals have been introduced.

    The Murray-Darling Basin Plan was established in 2012. It aimed to recover water for the environment and safeguard the long-term health of the river system, while continuing to support productive agriculture and communities. It demanded more water for the environment and then described how this water would be delivered, in the form of targeted “environmental flows”.

    Since 2012, the allocation of water to various uses has gradually changed. So far, 2,069 billion litres (gigalitres) of surface water has been recovered for the environment. Combined with other earlier water recovery, a total of about 28% of water previously diverted for agriculture, towns and industry is now being used by the environment instead.

    The evaluation released today is the first step towards a complete review of the plan next year. The 2026 review will make recommendations to Environment and Water Minister Murray Watt. It will then be up to him to decide whether any changes are needed.

    It is a mixed report card. Ecological decline has been successfully halted at many sites. But sustained restoration of ecosystems across the basin is yet to be achieved, and native fish populations are in poor condition across 19 of the basin’s 23 catchments.

    Climate change is putting increasing pressure on water resources. More intense and frequent extreme climate events and an average 20–30% less streamflow (up to 50% in some rivers) are expected by mid-century.

    The evaluation also called for better policy and program design. Specifically, flexible programs have proven more effective than prescriptive, highly regulated programs.

    Finally, the report also highlights that the cost of water reform is increasing.

    Direct buybacks of water licences, mostly from irrigators, account for around two-thirds of the water recovered for the environment under the basin plan. Buybacks are the simplest and most cost-effective way to recover water but are controversial because of concerns about social and economic impacts.

    Much of the remaining water has been recovered through investment in more efficient water supply infrastructure, with water savings reserved for environmental use.

    The authority suggests different approaches will be needed for additional water recovery.

    Healthy rivers need more than water

    For the past two decades, measures to restore the Murray-Darling Basin have focused largely on water recovery. But research suggests attention now needs to be paid to other, more local actions.

    In March, one author of this article – Samantha Capon – identified nine priority actions to restore Australia’s inland river and groundwater ecosystems at local levels. They included:

    • revegetating land alongside waterways
    • retiring some farmland
    • modifying barriers to fish movements
    • installing modern fish screens on irrigation pumps.

    The study estimated such actions would cost around A$2.9 billion a year, if completed over the next 30 years.

    Works to restore vegetation or other environmental conditions at these critical habitats will only occur with landholders, as well as Traditional Owners.

    That’s because most of the basin’s wetlands and floodplain areas are on private property, including in irrigation districts.

    Irrigator involvement is needed to place fish screens on private irrigation pumps or retire farmland. There is a growing interest and some early experience in using private irrigation channels to deliver environmental water. This also requires local partnerships.

    The basin plan should include targets for environmental outcomes, not just water recovery. This will allow the benefits from local restoration measures and environmental flows to be included when tracking the plan.

    Such ecosystem accounting tools already exist. Research is urgently needed to make these tools both locally relevant and suitable for the basin plan.

    Time for a local approach

    To date, water for the environment under the basin plan has been recovered largely through centralised government-led programs. Decisions around the delivery of environmental flows are also largely in the hands of government agencies.

    But other local restoration actions are also needed.

    A business-as-usual approach would leave responsible agencies struggling to complete these vital local measures with limited funding, resources and accountability.

  • MIL-OSI Submissions: Historic ruling finds climate change ‘imperils all forms of life’ and puts laggard nations on notice

    Climate change “imperils all forms of life” and countries must tackle the problem or face consequences under international law, the International Court of Justice (ICJ) has found.

    The court delivered its long-awaited advisory opinion overnight. The momentous case opens the door for countries impacted by climate disasters to sue major emitting countries for reparations.

    And citizens could seek to hold governments to account for a failure to safeguard their human rights if their own or other countries fail to take adequate action to ensure a safe climate.

    Here’s what the court ruled – and the global ramifications likely to flow from it.

    Climate change breaches human rights

    The ICJ case was instigated by law students at the University of the South Pacific in Vanuatu in 2019. They successfully launched a campaign for the court to examine two key issues: the obligations of countries to protect the climate from greenhouse gases, and the legal consequences for failing to do so.

    The court found a clean, healthy and sustainable environment is essential for the enjoyment of many other human rights. As such, it found, the full enjoyment of human rights cannot be ensured without the protection of the climate system and other parts of the environment.

    The ruling confirms climate change is much more than a legal problem. Rather, the justices concluded, it is an:

    existential problem of planetary proportions that imperils all forms of life and the very health of our planet.

    Most nations have signed up to global human rights agreements such as the International Covenant on Civil and Political Rights. The ICJ ruling means parties to those agreements must take measures to protect the climate system and other parts of the environment.

    An advisory opinion from the International Court of Justice is not legally binding. But it is an authoritative description of the state of the law and the rights of countries to seek reparations if the law is breached. As such, it carries great legal weight.

    Just as climate science assessments of the Intergovernmental Panel on Climate Change have become the gold standard for understanding the causes and impacts of climate change, the court’s ruling provides a clear baseline against which to assess countries’ action, or inaction, on climate change.

    Keeping 1.5°C alive?

    In recent years, many states’ emissions reduction targets under the Paris Agreement have seemed to “settle” at levels which would hold global temperature increases to 2°C at best.

    But the International Court of Justice ruled the much more ambitious 1.5°C goal had become the scientifically based consensus target under the Paris Agreement.

    Some countries argued formal emissions targets should be left to the discretion of each government. However, the court found against this. Rather, each nation’s targets had to be in line with – and make an adequate contribution to – the global goal of holding heating to 1.5°C.

    The court found each state’s emissions reduction pledges should be judged against a stringent “due diligence” standard. The standard takes into account each country’s historical contributions to emissions, level of development and national circumstances, among other factors.

    The ruling means rich countries, such as Australia, will be required under international law to make more ambitious emission-reduction pledges under the Paris Agreement, such as for the 2035 target currently under consideration by the Albanese government.

    The court decision also provides a measure of climate justice for small island states, which have historically low emissions but face a much higher risk of damage from climate change than other nations.

    Holding states accountable for inaction

    Because climate change is global, it is difficult – but not impossible – to attribute damage from extreme weather to the actions of any one nation or group of nations.

    On this question, the court said while climate change is caused by the cumulative impact of many human activities, it is scientifically possible to determine each nation’s total contribution to global emissions, taking into account both historical and current emissions.

    If a nation experiences damage caused by the failure of another nation, or group of nations, to fulfil international climate obligations, the ruling means legal proceedings may be launched against the nations causing the harm. It may result in compensation or other remedies.

    For small, climate-vulnerable nations such as those in the Alliance of Small Island States, this opens more legal options in their efforts to encourage high-emitting nations to properly address climate change.

    Importantly, the court made clear nations can be legally liable even if damage from climate change comes from many causes, including from the activities of private actors such as companies.

    That means nations cannot seek an exemption because others have contributed to the problem. They must also act to regulate companies and other entities under their jurisdiction whose activities contribute to climate change.

    Paris Agreement quitters aren’t safe

    One line of argument put to the court by Australia and other states was that climate treaties represented the only obligations to tackle climate change under international law.

    But the court found this was not the case. Rather, other international laws applied.

    The United States pulled out of the Paris Agreement earlier this year. The court’s opinion means the US and other nations are still accountable for climate harms under other international laws by which all countries are bound.

    Could this lead to greater climate action?

    The International Court of Justice has produced a truly historic ruling.

    It will set a new baseline in terms what countries need to do to address climate change and opens up new avenues of recourse against high-emitting states not doing enough on climate change.
