    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, held a virtual press conference on U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr.’s unprecedented decision on Monday to fire every single member of the Centers for Disease Control and Prevention (CDC)’s Advisory Committee on Immunization Practices (ACIP). Dr. Helen Chu joined Senator Murray for the press conference, a professor of Medicine and Allergy and Infectious Diseases at the University of Washington School of Medicine, who was a member of ACIP until Monday—when she was fired by Secretary Kennedy alongside the entire panel of experts. Senator Murray and Dr. Chu laid out just how unprecedented and unthinkably dangerous this move is, and what it means for the future of vaccine policy and public health.

    On Wednesday, RFK Jr. announced eight new appointees to ACIP, including Dr. Robert Malone, a close adviser to RFK Jr. who downplayed the deaths related to one of the largest measles outbreaks in the U.S. in years, and Vicky Pebsworth, who is listed as a board member and volunteer director for the National Vaccine Information Center, a group that is notorious for spreading vaccine misinformation.  

    “RFK Jr. took a dangerous, practically unthinkable step to undermine public health and vaccine confidence—he fired every single member of CDC’s vaccine advisory panel,” said Senator Murray on today’s press call. “And he is already packing the panel with people who advocated letting COVID rip through communities, who serve as board members of vaccine disinformation groups, who promoted conspiracies and quack treatments for COVID and measles—and he is just getting started! It is really just about impossible to underscore how reckless and unprecedented this is. I mean, even some Republicans who voted for him—only did so after he convinced them he wouldn’t go this far. Of course they should have known better—I even warned them! You can’t trust this guy, he has a long history of attacking science and vaccines at every turn, he’s not going to give up that crusade when you give him tremendous power to wage it. But they ignored the obvious warnings—and now here we are. Let’s be clear, RFK Jr. is not just crossing a red line for public health, he is sprinting into dangerous, uncharted territory in support of totally deranged conspiracies, and he is dragging us all along with him. He is putting our communities—and our families—in harm’s way.”

    “The means by which vaccines are recommended for use in the United States is a careful, deliberate and rigorous process that has been in place for over 60 years. ACIP is widely regarded as the international gold standard for vaccine decision-making. Other countries have, in the past, considered the United States as a model to guide their own vaccine policies because they could be sure decisions were unbiased and based on evidence. But that may no longer be the case,” said Dr. Helen Chu, a professor of Medicine and Allergy and Infectious Diseases at the University of Washington School of Medicine. Until Monday, Dr. Chu was also a member of ACIP until Secretary Kennedy abruptly dismissed the entire Committee this Monday. “We cannot dismantle a system that has allowed for open, evidence-based dialogue among experts, that has supported transparent, clear decision-making.  We cannot replace it with a process driven by one person’s beliefs. In the absence of an independent unbiased ACIP, we can no longer trust that safe and effective vaccines will be available to us and the people around us. I worry about the health and safety of people in our country—and the future of our public health infrastructure.”

    Senator Murray forcefully opposed the nomination of notorious anti-vaccine activist RFK Jr. to be Secretary of HHS, and she has long worked to combat vaccine skepticism and highlight the importance of scientific research and vaccines. Murray was also a leading voice against the nomination of Dr. Dave Weldon to lead CDC, repeatedly speaking up about her serious concerns with the nominee immediately after their meeting. In 2019, Senator Murray co-led a bipartisan hearing in the HELP Committee on vaccine hesitancy and spoke about the importance of addressing vaccine skepticism and getting people the facts they need to keep their families and communities safe and healthy. Ahead of the 2019 hearing, as multiple states were facing measles outbreaks in under-vaccinated areas, Murray sent a bipartisan letter with former HELP Committee Chair Lamar Alexander pressing Trump’s CDC Director and HHS Assistant Secretary for Health on their efforts to promote vaccination and vaccine confidence.

    Senator Murray has been a leading voice in Congress against RFK Jr.’s dismantling of HHS and attacks on America’s public health infrastructure, raising the alarm over HHS’ unilateral reorganization plan and slamming the closure of the HHS Region 10 office in Seattle and the CDC’s National Institute for Occupational Safety and Health (NIOSH) Spokane Research Laboratory. Senator Murray has sent oversight letters and hosted numerous press conferences and events to lay out how the administration’s reckless gutting of HHS is risking Americans’ health and safety and will set our country back decades, and lifting up the voices of HHS employees who were fired for no reason and through no fault of their own.

    In particular, Senator Murray has been leading the charge against the Trump administration’s efforts to gut lifesaving research at NIH and pushed out nearly 5,000 NIH skilled scientists, grants administrators, and other employees at the agency. When the Trump administration attempted to illegally cap indirect cost rates at 15 percent, Senator Murray immediately and forcefully condemned the move, led the entire Senate Democratic caucus in a letter decrying the proposed change, and introduced amendments to Senate Republicans’ budget resolution to reverse it, which Republicans blocked. Murray has led Congressional efforts to boost biomedical research. Previously, over her years as Chair of the Labor-HHS Appropriations Subcommittee, Senator Murray secured billions of dollars in increases for biomedical research at NIH, and during her time as Chair of the HELP Committee she established the new ARPA-H research agency as part of her PREVENT Pandemics Act to advance some of the most cutting-edge research in the field. Senator Murray was also the lead Democratic negotiator of the bipartisan 21st Century Cures Act, which delivered a major federal investment to boost NIH research, among many other investments.

    “I am here today to sound the alarm for public health, and to sound it as loud as I possibly can.     “Here’s what everyone needs to know. The CDC’s vaccine advisory panel has a simple, important job. Look at the data. Look at the science. And make recommendations on the vaccines FDA has approved as safe and effective.

    “That work has serious repercussions. These recommendations impact public confidence and trust in our vaccines. These recommendations are trusted by health care providers as they talk to patients and discuss their personal health decisions.

    “And these recommendations affect whether health plans—including Medicare and Medicaid—are required to cover vaccines at zero cost to patients or insurance companies can force Americans to foot the bill for vaccines that keep them safe or parents get guidance about which vaccines their children should receive and when.

    “Guess what happens when vaccines become more expensive for patients? Guess what happens when Trump’s highest-ranking health official ignores the facts and tells people our vaccine experts can’t be trusted? Guess what happens when RFK Jr. packs the CDC advisory committee wall-to-wall with his favorite anti-science grifters and conspiracy pushers?

    “Fewer people are going to get vaccinated. This is not rocket science.

    “Maybe they think—because of RFK’s Jr.’s disinformation—that measles isn’t a big deal. Maybe they think—incorrectly—that it’s safer to get whooping cough than the vaccine. Maybe they just can’t afford it anymore—because the vaccine they wanted to protect their family is no longer covered by insurance.

    “Whatever the reason, the result is going to be the same. Diseases we can fight—diseases we can prevent—spreading like wildfire through our communities, through our schools, through our nursing homes. Kids are going to be hospitalized, even killed, all because one conspiracy theorist thinks he knows better than qualified medical experts, and centuries of research.

    “We’ve already seen an historic measles outbreak on RFK Jr.’s watch. His response to it has been a complete disaster, promoting quack cures and spreading lies about vaccines, as cases skyrocket.

    “And, if RFK Jr.’s flood of disinformation is allowed to drown out real science, it’s not just going to be measles—we are going to see a full parade of horrors come raging back.

    “We have to speak up. And we have to make sure we are countering nonsense with reality with facts. We have to make sure parents get the message: that vaccines are safe, effective, and lifesaving.

    “And so, I am using my megaphone today, to not just raise the alarm, but to raise up the voice of an expert who knows the science of vaccines and who knows the stakes of this moment.

    Today’s hearing will examine the fiscal year 2026 budget request for the Bureau of Industry and Security, an agency whose mission is critical to ensuring America wins the AI arms race against the Communist Party of China.

    We are at a historic inflection point. Technologies that will define the 21st century, such as AI, biotechnology, and quantum computing are achieving breakthroughs that increasingly sound more like science fiction, than the reality that we’re used to. These technologies have a potential to unlock tremendous economic prosperity, medical innovations, and human flourishing.

    However, they are not just drivers of economic growth. They are instruments of military power and security as well. Advanced AI models could coordinate fleets of self-driving cars in Michigan. They could also direct autonomous drone swarms over the Taiwan Strait. The nation that leads in developing and deploying these technologies has an opportunity to gain geopolitical advantages for decades to come.

    The CCP understands this. That’s why it’s trying to dominate these critical technologies by any means necessary through state subsidies, forced tech transfers, economic espionage, chip smuggling, and exploiting access to the West’s most innovative AI labs and universities.

    AI dominance is central to the CCP’s goals. Its military modernization efforts, surveillance state, and human rights abuses are amplified by AI. Export controls play a crucial role in ensuring that US and allied technologies are not used to fuel the CCP’s pursuit of global dominance. Amongst its many important roles, BIS serves as a guardian of one of the world’s most valuable and powerful supply chains. The ecosystem of advanced chips, tools, components, and design software that underpins the development of cutting-edge artificial intelligence.

    China’s leading AI companies have made it clear just how dependent their future is on US technology. In response to a question on what their biggest obstacle to AI development is Deepeek’s CEO put it bluntly, “bans on shipments of advanced chips are the problem.”

    The CCP understands the importance of these AI choke points. That’s why it’s working around the clock to steal chips and exploit export control loopholes to internalize its production. That’s why this hearing today is so important.

    BIS’ fiscal 26 budget request includes a 133% increase in enforcement funding. A bold and necessary step. As the deep CEO made evident, it’s not a lack of talent holding back China’s AI development. It’s the lack of access to US technology. That’s what this budget supports. It allows BIS to better disrupt covert efforts to funnel US innovation to the CCP’s military and surveillance state.

    So, let’s be very clear, enforcement is not about punishing innovation. It’s about protecting it. It’s about making sure that the technologies that define the future are not weaponized against our values, our alliances or our own people.

    We also recognize that BIS operates in a dynamic and challenging environment. The technologies we’re discussing are evolving rapid rapidly. BIS must become faster, more adaptive and uh and more technologically capable than ever before.

    This subcommittee is committed to giving the bureau the tools and resources it needs to meet that challenge head on. The geopolitical struggle between America and China defines the technologies of our time. Global AI development shaped by democratic values or authoritarian control will depend on the decisions we make right now about licensing, enforcement, and strategic technology protection.

    I’m pleased that we are joined by Undersecretary Jeffrey Kessler, who leads BIS during this decisive period in history. Mr. Kessler, thank you for your service and your appearance here at the subcommittee. The window for preserving America’s technology edge is narrow, but it does remain open. BIS with the support of Congress, must ensure America wins the AI arms race.

  • MIL-Evening Report: ‘Like an underwater bushfire’: SA’s marine algal bloom is still killing almost everything in its path

    South Australian beaches have been awash with foamy, discoloured water and dead marine life for months. The problem hasn’t gone away; it has spread.

    Devastating scenes of death and destruction mobilised locals along the Fleurieu Peninsula, Yorke Peninsula and Kangaroo Island. The state government has hosted emergency meetings, most recently with marine and environment experts from around Australia, and issued weekly updates.

    Unfortunately, there are few ways to stop the bloom. Scientists had hoped strong westerly winds would break it up and push it out to sea. But so far, the wild weather has just pushed it through the Murray Mouth into the Coorong. And even if the bloom is washed away this winter, it could return in spring.

    This bloom represents a stark warning to coastal communities, as well as tourism, seafood and aquaculture industries. It’s a sign of what’s to come, in Australia and around the world, as the oceans warm.

    An unprecedented algal bloom

    The first sign of trouble came in March this year, when dozens of surfers and beachgoers fell ill. Many reported sore eyes, coughing or trouble breathing.

    Water testing soon revealed the cause: a harmful algal bloom of Karenia mikimotoi.

    Most people felt better within hours or days of leaving the beach. But marine life of all kinds was washing up dead or dying.

    Fish habitat charity OzFish set up a new citizen science project to capture the data, using iNaturalist.

    OzFish SA project manager Brad Martin told a public forum the bloom was like an “underwater bushfire”, adding:

    It’s suffocating fish, it’s taking the oxygen out of the water and it’s producing toxins.

    Photos of dead fish, seahorses, octopuses and rays were already circulating on social media. So OzFish encouraged people to start using iNaturalist, to identify the species and capture the data.

    The data shows more than 200 species of marine creatures died, including 100 types of fish and sharks. This includes popular recreational fishing species such as flathead, squid, crabs and rock lobsters.

    Almost half the deaths were ray-finned fish species. A quarter were sharks and ray species. Then came soft-bodied “cephalopods” such as cuttlefish and octopus, and crustaceans such as crabs, lobsters and prawns.

    Most of these species live on or near the sea floor with small home ranges. As in a bushfire, they have little chance of escape. Other fish that live in the open ocean, such as whiting, snapper and tuna, can swim away.

    The culprit

    K. mikimotoi is a type of microalgae. It uses sunlight and carbon dioxide to grow and divide, releasing oxygen.

    In calm conditions, with plenty of light and warmth, the algal cells divide rapidly. Ideal conditions for algal growth are becoming more common as the climate changes and seas warm.

    Algal toxins are known to cause illness and sometimes death in humans, pets and livestock.

    K. mikimotoi is lethal to marine life, not humans. But the toxic effects in marine life are complicated and poorly understood.

    The algae irritates fish gills, causing cell death and bleeding. It also causes hypoxia, or lack of oxygen in the blood. And when the algae die off, decomposition consumes huge amounts of oxygen – leaving marine life to suffocate.

    Scientists now suspect other Karenia species may be involved too, due to the detection of brevetoxins in shellfish. This is the first detection of brevetoxins in Australia.

    What can be done?

    A marine heatwave is largely to blame. Sea surface temperatures have been 2.5°C warmer than usual since September. Relatively calm conditions, with little wind and small swells, also enabled the bloom to grow. Now it’s a matter of waiting for strong westerly winds to blow it all away.

    The latest update shows sea surface temperatures have stabilised. But deeper gulf and shelf waters remain 1–2°C above average for this time of the year.

    Climate change is making future blooms more likely. So tackling climate change is one way to help.

    Another is minimising the runoff of nutrients into waterways. Microalgae can be found anywhere with enough water, light and nutrients. So reducing pollution can help reduce the risk of algal blooms.

    This includes better management of fertiliser on farms and in home gardens. Lower levels of nutrients such as nitrogen and phosphorous will reduce the risk of future blooms in marine and inland waterways.

    When it comes to blue-green algae, flushing with freshwater and stirring it up can disperse the colonies and prevent a bloom.

    Monitoring is also important. OzFish encourages South Australians to continue providing photo reports via iNaturalist. Any new fish kills should also be reported to the state government.

    Microalgae are not all bad

    It’s worth remembering life on Earth wouldn’t exist without microalgae. These tiny organisms produced 60% of the oxygen in the atmosphere today, and play an important role in balanced ecosystems.

    The algae spirulina is a common dietary supplement. Microalgae are also potentially useful for water recycling, as a renewable biofuel and for capturing and storing greenhouse gases.

    Heeding the lessons

    Once a harmful algal bloom begins, it will persist for as long as conditions remain suitable.

    This bloom already has lasted three months, and there’s no guarantee the end is near.

    Recovery will be slow, as shown in the historical record and other parts of the world. And the risk of a repeat event is high.

    Further research is needed to keep these ancient organisms in check.

  • MIL-OSI USA: Governor Ivey Appoints Laurie Hoyt to Baldwin County Circuit Judgeship

    MONTGOMERY – Governor Kay Ivey on Thursday announced the appointment of Laurie Hoyt to serve on the Baldwin County Circuit Court.

    “A longtime resident of Baldwin County, Judge Hoyt is well versed in the law, both criminal and civil,” said Governor Ivey.  “She brings to the bench a broad range of legal experience spanning from private practice to representing the public’s interests in a major state agency.  I am confident she will honorably serve the people of Baldwin County as the newest circuit judge on the 28th Judicial Circuit.”

    “I am honored and grateful that Governor Ivey appointed me to serve as the next Circuit Court Judge in Baldwin County,” said Judge Hoyt.  “I look forward to serving the citizens of Baldwin County and working hard on their behalf.”

    Hoyt assumes the judgeship position vacated by Baldwin County Circuit Court Judge Carmen Bosch who announced her retirement on June 4, 2025.

    Hoyt began her legal career at the firm of James Dorgan, PC, in Fairhope, while also serving as an adjunct substitute Business Law professor at Spring Hill College.  Afterwards, she devoted 18 years as an attorney with the Alabama Department of Human Resources.  As an Assistant Attorney General, she represented the Department in all legal matters, including juvenile and domestic relations cases and complex litigation, and administrative personnel hearings and administrative child abuse/neglect hearings in Baldwin and Escambia counties.

    Hoyt received her Bachelor of Science degree from Spring Hill College in Mobile in 2002 and her Juris Doctor from Loyola University College of Law in 2006.

    Laurie Hoyt and her husband, Baldwin County District Judge Michael Hoyt, have three children and live in Daphne, Alabama.

    Hoyt’s appointment is effective immediately.

    WASHINGTON – The Co-Chairs of the Caucus on Black Women and Girls – U.S. Reps. Robin Kelly (IL-02), Yvette Clarke (NY-09) and Bonnie Watson Coleman (NJ-12) – and U.S. Rep. Brian Fitzpatrick (PA-01) reintroduced the bipartisan Protect Black Women and Girls Act. The bill would establish a task force to examine the socioeconomic conditions and experiences of Black women and girls.

    “Black women and girls deserve every opportunity to thrive but are too often held back by years of systemic racism and sexism. We must do more than simply acknowledge these disparities and instead put forth holistic solutions,” said Rep. Kelly. “The Protect Black Women and Girls Act establishes a task force to examine every part of life, from education to healthcare to economic opportunities.     The Protect Black Women and Girls Act would establish an Interagency Task Force to:

    • Identify and assess the efficacy of policies and programs at the federal, state and local levels designed to improve outcomes for Black women and girls;
    • Make recommendations to improve these policies and programs;
    • Cover issues involving Black women and girls in education, economic development, healthcare, justice, civil rights and housing;
    • Submit recommendations to Congress, the President, and each state or local government on policies, practices, programs and incentives that should be adopted to improve outcomes;
    • Direct the U.S. Commission on Civil Rights to conduct a study and collect data on the effects of specified economic, health, criminal justice and social service factors on Black women and girls.

    Engineering the Future: Bloomberg Powers the 2025 NYC FIRST Robotics Regional

    Bloomberg recently served as the lead sponsor of the 2025 FIRST Robotics Competition’s New York City Regional, hosted by NYC FIRST, where more than 50 high school teams from across the tri-state area showcased their engineering skills to help protect one of the ocean’s most diverse habitats.

    When Competition Ends, Community Begins

    In a powerful show of solidarity, a group of Bloomberg software engineers — who spent the season mentoring teams that didn’t make it to the finals — came together to help.     European Parliament resolution on the Clean Industrial Deal

    The European Parliament,

     having regard to the Commission communication of 26 February 2025 entitled ‘The Clean Industrial Deal: A joint roadmap for competitiveness and decarbonisation’ (COM(2025)0085),

     having regard to the Commission communication of 26 February 2025 entitled ‘Action Plan for Affordable Energy’ (COM(2025)0079),

     having regard to the Commission communication of 29 January 2025 entitled ‘A Competitiveness Compass for the EU’ (COM(2025)0030),

     having regard to the Commission communication of 5 March 2025 entitled ‘Industrial Action Plan for the European automotive sector’ (COM(2025)0095),

     having regard to the Commission communication of 11 December 2019 on the European Green Deal (COM(2019)0640),

     having regard to the questions to the Commission [XXXXX],

     having regard to Rules 142(5) and 136(2) of its Rules of Procedure,

     having regard to the motion for a resolution of the Committee on Industry, Research and Energy,

    A. whereas the Clean Industrial Deal was presented at a time of a serious competitiveness crisis; whereas it was supposed to represent the first step towards a decisive shift in pace and approach in EU policies, in order to safeguard businesses and industrial capacity across the EU;

    B. whereas European industry is facing fierce competition from global players, with competitors benefiting from public investment, lower energy prices and a favourable regulatory environment, which are factors that provide significant advantages and encourage the relocation of EU enterprises to non-EU countries; whereas in recent decades, the policies pursued by the Commission, causing overregulation in industrial matters and setting unreasonable and unattainable environmental targets, have contributed to the massive relocation of EU production to non-EU countries, resulting in significant job losses, desertification and deterioration of living conditions in certain regions, as well as a transfer of knowledge and increased dependencies in strategic sectors;

    C. whereas the implementation of the Fit for 55 package and other legislation under the Green Deal imposes stringent targets for the reduction of CO2 emissions, which undermine European industrial competitiveness; whereas the policies related to the Green Deal have shown serious drawbacks, especially in the current competitiveness crisis, such that a change of approach, including by revising the targets set and comprehensively reviewing the current legislation, appears to be crucial;

    1. Notes the publication of the Clean Industrial Deal and the announcement of upcoming initiatives by the Commission; expresses concern about their potential ineffectiveness and the risk of further harming the competitiveness of EU businesses; believes that forcing market change through legislative measures, rather than allowing it to be driven by business-led innovation, is a fundamentally flawed approach; calls for a decisive change of pace from the previous legislative term, including a thorough revision and repeal of pieces of legislation adopted under the framework of the Green Deal;

    2. Calls, in any case, for the implementation of the economically harmful policies of the Green Deal to be suspended, to enable a re-evaluation of their objectives and application; urges the Commission, moreover, to refrain from proposing a legislative initiative for an intermediate target of 90 % reductions in net greenhouse gas emissions by 2040;

    3. Expresses concern about the way in which the Commission drafts its legislative proposals and conducts impact assessments, which reveals a lack of full stakeholder involvement and in-depth analysis of the effects, including long-term, on competitiveness; stresses the importance of ensuring effective consultation with all stakeholders, including local and regional entities, in order to improve the accuracy of impact assessments, thus avoiding the need to revise regulations shortly after their adoption and reducing uncertainty in an environment already marked by the crisis;

    4. Urges the Commission to engage in structured sectoral dialogue with industry representatives, academia, social partners and relevant stakeholders from energy-intensive sectors, as well as cross-border regional industrial clusters, to ensure that policies are aligned with real industrial needs and challenges; affirms that well-targeted industrial policy, starting from a review of the EU decarbonisation objectives, is crucial to ensure a strong industrial base and to create and maintain high-quality jobs in the EU; affirms its commitment to fostering stable and predictable industrial policies that take into account the impact on the competitiveness of EU companies, and commits to upholding the principle of technology neutrality when adopting such policies, as a cornerstone for building competitive European industry;

    5. Notes the affordable energy action plan; strongly stresses the need for action aimed at reducing volatility and lowering the high energy prices that impact heavily on businesses and consumers; urges the Commission and the Member States, following adequate impact assessments and consultation with the stakeholders, to put forward ways to decouple electricity prices from fossil fuel prices; warns against Commission initiatives that could circumvent Treaty provisions assigning competence over the energy mix to the Member States;

    6. Expresses concern about the overly excessive focus of EU policies on electrification and renewables, which has been reaffirmed with the Clean Industrial Deal; states the need to promote a diversified energy mix that includes clean and low-carbon energy, in order to ensure security of energy supply and competitiveness; emphasises that relying solely on electrification will be extremely challenging for energy-intensive industries; stresses the indispensable role that natural gas will continue to play in the energy mix; reiterates the need to develop measures to ensure gas supply at a mitigated cost and calls on the Commission to ensure an improved, stable and certain regulatory framework; deplores the proposal to eliminate all subsidies for fossil fuels;

    7. Acknowledges that the electricity grid infrastructure plays an essential role in achieving the EU’s strategic autonomy; calls on the Member States to fully explore, optimise, modernise and expand their electricity grid capacities, including transmission and distribution, with technological neutrality as a core principle; considers electricity grids to be a central element in the transition to a competitive economy;

    8. Recalls the large-scale blackout that affected the Iberian Peninsula on 28 April 2025, leaving over 50 million people without electricity for several hours and causing severe disruption to transport, telecommunications and essential services; underlines that, at the time of the incident, renewable energy accounted for approximately 70 % of Spain’s electricity mix, and that only a few days earlier, on 16 April, the Spanish grid had operated entirely on renewable energy; highlights the fact that the blackout was caused by multiple factors, including the excessively high share of variable renewables, which contribute less to grid inertia compared to conventional power plants, making it more difficult to manage sudden frequency changes; strongly affirms, as a consequence, the need to adopt a technologically neutral approach in the planning, development and strengthening of electricity networks, in order to enable the safe integration of all technologies that support grid stability, especially in the context of growing energy demand; calls on the Member States to strengthen risk assessments related to systemic electricity shocks and to promote resilient, secure and technologically diversified grid models;

    9. Stresses the fundamental role that low-carbon hydrogen can play; calls for the swift adoption and implementation of a simple, technology-neutral and investment-friendly definition of low-carbon hydrogen in the upcoming delegated act[1], while ensuring that such a definition is robust and science-based, and incentivises hydrogen production; recognises that carbon management, including capture, storage, transport and utilisation, can play a role for hard-to-abate sectors;

    10. Supports the proposal to strengthen a European preference in public procurement processes, in the context of the revision of the public procurement framework in 2026, to the benefit of European businesses; considers this to be essential for enhancing supply chain security and fostering a resilient EU industrial base; remains strongly sceptical about the announced industrial decarbonisation accelerator act and about the extension of new sustainability criteria to the EU budget and national support programmes, as well as to public and private procurement benefiting energy-intensive industries; remains critical of the proposal to introduce new environmental criteria in addition to the many that are already in place, as well as the introduction of environmental labelling for industrial products, which risks creating additional administrative burdens for companies;

    11. Affirms the need to create a favourable environment for investment that is capable of discouraging the relocation of industrial activities outside the EU; recognises the importance of increasing and encouraging both public and private investment in the energy, industry and transport sectors; takes note of the announced creation of a competitiveness fund and calls for this to be an instrument of genuine support for businesses; calls for an EU State aid framework in support of industrial transformation and modernisation, in line with the principle of technology neutrality, also enabling existing plants to access funding for technology upgrades, thereby safeguarding employment and economic stability; expects the new framework to address these needs; expresses its firm opposition to any new own resources and EU-level taxes;

    12. Notes the plan for the automotive sector and the measure for additional flexibility for the calculation of manufacturers’ compliance with CO2 emissions performance standards; considers this insufficient and largely inadequate to address the challenges faced by the sector; urges the Commission to promptly review Regulation (EU) 2019/631[2], particularly by lifting the ban on combustion engine vehicles and removing the sanctions regime; strongly emphasises that technological neutrality is crucial for ensuring sustainable and competitive industry, and calls, therefore, on the Commission to revise the regulation accordingly by fully considering all relevant technological developments, including biofuels;

    13. Notes that raw materials supply remains a strategic vulnerability, with the EU heavily dependent on non-EU suppliers for critical raw materials, requiring an urgent scaling-up of domestic mining, refining and battery recycling capabilities in a technology neutral, publicly accepted way; recalls the need to implement the Critical Raw Materials Act[3] and the Net Zero Industry Act[4] properly and to significantly strengthen industrial and raw materials diplomacy to access new markets via trade and partnership agreements, as well as special critical raw materials access agreements; stresses the crucial importance of catalysing investment to develop a domestic supply chain, ensuring its competitiveness and strategic autonomy;

    14. Stresses that the European Court of Auditors has highlighted[5] the Commission’s inability to achieve the target of capturing 20 % of the global semiconductor market by 2030 through the Chips Act[6]; calls, therefore, on the Commission to confront reality and revise its strategy accordingly, by setting clearer and more measurable objectives, ensuring proportionate and secured funding and promoting the integration of small and medium-sized enterprises (SMEs) throughout the entire semiconductor value chain;

    15. Stresses that EU industry is struggling not only a result of European environmental policies but also because of the overregulation that characterised the previous legislative term; urges the Commission to launch a broad process of genuine simplification and, where appropriate, deregulation; endorses simplification and digitalisation for speeding up administrative procedures; notes the omnibus simplification packages recently presented by the Commission; observes that these highlight flawed or missing impact assessments in the adoption of a number of major legislative measures during the previous term, such as the Corporate Sustainability Reporting Directive[7] and the Corporate Sustainability Due Diligence Directive[8]; affirms the need, in the current context of overregulation and excessive administrative burdens, as well as heavy obligations on businesses, to repeal this legislation; underlines, in any event, the importance of safeguarding smaller enterprises;

    16. Affirms the need to create a truly enabling environment for SMEs, which have been particularly affected by the crisis and represent 99 % of all European businesses; recalls the importance of avoiding any form of discrimination against small businesses that choose to remain small, while continuing to contribute to the economic and social prosperity of the territories in which they operate; calls for accessible funding for SMEs and small mid-caps and further improvements and harmonisation to simplify funding applications, reduce reporting obligations and fast-track small projects; stresses that the new EU-level statute for small mid-caps must not compromise or alter the current classification of micro, small and medium-sized enterprises; underlines that the establishment of the small mid-caps category should not divert attention or resources away from micro and small enterprises, which have distinct needs and priorities; calls, therefore, on the Commission to adopt the necessary measures and safeguards, and to establish thresholds that reflect the actual conditions regarding turnover and number of employees in the Member States;

    17. Notes the proposed simplification of the carbon border adjustment mechanism (CBAM) in the first omnibus package; recalls that the CBAM was introduced to compensate for the effect of the EU emissions trading system (ETS) in order to tackle carbon leakage; underlines that the CBAM, as currently designed, in parallel with the phasing out of the ETS free allowances, will not ensure a level playing field and will undermine competitiveness by increasing production costs and the administrative burden for EU companies; calls for the ETS and the CBAM to be entirely reassessed in the upcoming revision;

    18. Expresses concern about the ongoing negotiations on the reform of Regulation (EU) 2019/452[9], which establishes a framework for the screening of foreign direct investment into the Union; is particularly concerned about the excessive centralisation of control in the hands of the Commission at the expense of the authority of Member States, including those that already have effective national measures in place to protect strategic sectors that are crucial to national interest; underlines that national security and maintenance of public order are, in fact. exclusive Member State competences;

    19. Stresses the critical importance of preserving industrial activity and employment in the EU; warns that misguided industrial policies can have severe repercussions on jobs; underlines the urgent need to equip the European workforce with the necessary skills to adapt to the ongoing digital and industrial transformations, especially in remote and rural areas; calls for increased investment and a comprehensive industrial skills strategy; calls for the adoption of effective measures to address the alarming phenomenon of brain drain;

    20. Instructs its President to forward this resolution to the Commission, the Council and the governments and parliaments of the Member States.

    Washington, D.C. – U.S. Senator Reverend Raphael Warnock (D-GA) spoke out against cruel cuts to working families in the GOP tax bill during a gathering on the steps of the U.S. Capitol with clergy and faith leaders moved by a moral conscience. The gathering, dubbed “Pentecost Witness for A Moral Budget”, was aimed at speaking up for the country’s most vulnerable—the very people the Senator’s faith calls on him to protect. The Senator and faith leaders decried how vulnerable Georgians and Americans are under real and dire threat in a moment that serves as a test to both their faith and our democracy. As the legislation text stands currently, the GOP tax bill being rammed through Congress by Washington Republicans would cut $800 billion from Medicaid, leaving 16 million more Americans uninsured, including an estimated 750,000 Georgians. 

    “I came to the Capitol in 2017 when they were trying to pass a tax cut for the wealthiest of the wealthy. […] I got arrested that day. Here I am, eight years later, having transformed my agitation into legislation, my protest into public policy. But I’m here today because I still know how to agitate. I still know how to protest. I’m not a Senator who used to be a pastor. I’m a pastor in the Senate. And so, here’s what we have come to do today. If this budget were an EKG, it would suggest that many of my colleagues have a heart problem. And we have gathered today to perform moral surgery because our children deserve better. They are talking about waste, fraud, and abuse. There is not enough waste, fraud, and abuse to cut $800 billion from Medicaid. That means some people will not get covered. Seniors, and veterans, and children. $300 billion out of SNAP. That means they are taking food out of the hungry mouths of children in order to give people like Elon Musk a tax cut,” said Senator Warnock at the faith-based rally.

    Faith leaders and policymakers attending the gathering were praying, testifying, storytelling, reading Scripture verses about people experiencing poverty in the Bible and standing for justice, as well as advocating for a moral budget.

    Hello everybody. Thank you all so very much for standing on the Capitol steps in this moral moment in America. And I have to tell you that as I stand here today with my friend Jim Wallace, and with the Reverend Barbara Williams Skinner, and so many others, this feels like deja vu. 

    Because they were trying to pass a reconciliation bill in 2017 during the first Trump administration. And when they were trying to pass that bill, I was not a United States Senator. I came to the Capitol in 2017 when they were trying to pass a tax cut for the wealthiest of the wealthy. I came with clergy, including the Reverend Barbara Williams Skinner. And as I stood there, I said then what I want to say today: that a budget is not just a fiscal document, it’s a moral document. Show me your budget, and I’ll show you who you think matters and who does not. Who you think is dispensable. 

    And we stood there in 2017 making the same point. I was with the Reverend Doctor William Barber, and I said, “Which one of us is getting arrested today? You or me?” I got the short straw. I got arrested that day. And the Capitol police, they were professional, they didn’t mishandle me, and they deserve credit for doing what we asked them to do. But what they didn’t understand that day as they said, “Pastor, if you don’t stop praying, if you don’t stop singing in the rotunda of the Capitol, we’re going to have to arrest you.” What they didn’t understand is that I had already been arrested. My mind and my imagination and my heart had been arrested by the heartbeat of children who should not lose their food and who should not lose their health care in order to give wealthy people a tax cut. 

    And so they arrested me that day in 2017. Here I am, eight years later, having transformed my agitation into legislation, my protest into public policy. But I’m here today because I still know how to agitate. I still know how to protest. I’m not a Senator who used to be a pastor. I’m a pastor in the Senate. And so, here’s what we have come to do today. If this budget were an EKG, it would suggest that many of my colleagues have a heart problem. And we have gathered today to perform moral surgery because our children deserve better. They are talking about waste, fraud, and abuse. There is not enough waste, fraud, and abuse to cut $800 billion from Medicaid. That means some people will not get covered. Seniors, and veterans, and children. $300 billion out of SNAP. That means they are taking food out of the hungry mouths of children in order to give people like Elon Musk a tax cut. And the folks who vote for this will be in someone’s church next Sunday. I have a scripture for them: Away with your noise. Away with your songs. I will not hear them. I hate your festivals. I hate your solemn gatherings. But let justice roll down like waters, and righteousness like an ever-flowing stream.

    God is not impressed by you quoting scripture. God is not impressed by you showing up to church on Sunday. The acid test of your faith is the depth of your commitment to the least and left out of God’s hungry children. In closing, and nobody believes a Baptist preacher when he says in closing, let me just say this to you: in this dark moment in our country, we know what they are trying to do to Medicaid. We know what they are trying to do to SNAP. We know what they are trying to do to federal workers. We know there are starving people abroad right now—children—through their cuts to USAID. But there is something else they are doing that is even more sinister. They are trying to weaponize despair. They are trying to convince you that they have already won and so you need not fight. This is what you must resist. You must resist the despair that is so deep that you stop fighting. Because when we fight, we win. Are you ready to stand up in this moral moment? Are you ready to stand up for our children? Are you ready to stand up for the elderly? Are you ready to stand up for the seniors and those who are struggling? Are you ready to stand up for the best in the American spirit? So let’s stick together, let’s pray together, let’s work together, let’s fight together. Truth crushed to Earth will rise again.

  • MIL-OSI USA: Trump Administration Proposal Would Risk Air Quality Across the Nation by Unwinding Power Plant Accountability

    DENVER – Today, the Trump Administration’s Environmental Protection Agency proposed to gut air quality standards for power plants across the country, risking the nation’s air quality and slowing progress in the transition to clean energy. Colorado is a national leader in air quality protection through common-sense standards that protect communities and kids, coupled with a strong, free market-driven transition away from polluting fossil fuel power plants to clean, renewable energy. 

    “Coal power is the highest cost form of energy in the grid, and this doesn’t change Colorado’s plan to phase out coal power. Protecting our air quality is critical for the health of our communities and kids. While the Administration’s proposal is disappointing, I am unfortunately not surprised to see the President slash through standards that protect our clean air from reckless polluters and force ratepayers to pay more for high priced legacy coal power. Despite some in Washington, D.C. putting special interests over the health of Americans, Colorado will stay the course and move towards more affordable, resilient, and lower cost energy. We are a leader in air quality protection and investment in the innovative clean energy solutions of the future,” said Colorado Governor Jared Polis. 

    “Colorado has worked hard to build strong, science-based protections to ensure clean air and reduce greenhouse gas emissions,” said Jill Hunsaker Ryan, Executive Director of the Colorado Department of Public Health and Environment. “Rolling back these federal safeguards threatens both public health and climate progress, undoing one of the most significant national strategies to cut greenhouse gas pollution from power plants. Regardless of what happens in Washington, Colorado will stay the course, with policies that prioritize the health of our residents, protect the air we breathe, and advance our climate goals.” 

    Under Governor Polis’s leadership, Colorado electric utilities are on track to exceed their goal of 80% pollution reduction by 2030, and are making progress toward 100% clean energy by 2040. Each year in office, Governor Polis has signed legislation and implemented effective policy to accelerate clean energy, lead on climate action, and protect Colorado communities from air pollution.

  • MIL-OSI Global: The UK’s small businesses should be fuelling the country’s growth ambitions. Here’s why that’s not happening

    The UK government’s spending review has set out its priorities for the next three years. But behind the rhetoric about boosting growth lies growing concern about small businesses being locked out of the wider UK economy. Government funding and regulation are increasingly out of step with the reality of micro-enterprises and sole traders, shutting off their potential to boost GDP growth.

    These businesses already punch above their weight, accounting for 60% of private-sector employment and more than half of total business turnover. Yet while recent budgets have pushed up costs through higher employer national insurance (NI) contributions and minimum wage rises, little meaningful relief has been offered in return.

    As a result, a recent British Chambers of Commerce survey found that 82% of businesses expect the NI hike to damage their business. More than half say it will affect recruitment plans, prices and day-to-day operations.

    Working with small businesses, apprentices and local enterprise leaders, we have seen how government support schemes often fail to reach those who need them most. Our research into informal work and legitimacy shows that many micro-businesses (ten employees or fewer) and sole traders operate in a space where regulatory demands feel misaligned with their economic reality.

    Across the UK, many micro-businesses already operate on a thin margin. For some, formal compliance with tax, labour and reporting obligations is simply out of reach. This is not due to unwillingness, but rather to a lack of manpower and time. In short, it is not about criminality, but survival.

    And when formality becomes unviable, the government loses out too through reduced tax receipts, lower NI contributions and missed opportunities for growth.

    In our research, we’ve found that formal and informal business owners don’t reject regulation outright. They reject complex systems that demand compliance without offering security. When the risks of being “seen” by the taxman outweigh the benefits, informality becomes a rational, even morally justifiable, choice.

    Informality is a significant global issue. According to the 2025 report by the International Labour Organization, even in high-income countries like the UK around one in ten workers are informally employed. And more than 60% of these people are working within formal enterprises, typically as undeclared workers.

    Informal work is most common in service and construction industries, and despite high education levels, nearly one in four informal workers lives below the poverty line. This compares to just 14% of formal workers.

    Barriers to growth

    In the UK, regulatory structures can make matters worse. The VAT threshold, recently raised to £90,000, may appear generous. But it can act as a cliff edge, discouraging small businesses from growing.

    Evidence from the International Monetary Fund shows that firms often intentionally limit turnover to avoid registration. Compliance costs and administrative burdens create a clear disincentive to scaling up.

    The slowdown is measurable. Small businesses reduce growth by up to 25% as they near the threshold, with no rebound in performance post-registration. This suggests a structural effect rather than temporary caution. Around one in five firms reports actively avoiding VAT registration by turning down work or restructuring operations. It’s a clear sign that the system discourages formal expansion.

    These structural barriers don’t end with taxation. Even when support schemes are well designed and effective on paper, many small firms find themselves excluded by eligibility criteria or overwhelmed by the administrative requirements. For example, the Help to Grow: Management programme has delivered clear value, equipping thousands of SME (small and medium-sized enterprises) with vital skills in strategy, finance and innovation.

    However, it is limited to businesses with five or more employees. This excludes sole traders, some micro-businesses and early-stage entrepreneurs, among others. These smaller firms, often operating informally or semi-formally, are arguably those most in need of accessible, flexible support. By overlooking them, even well-intentioned programmes risk reinforcing the gaps they aim to close.

    Apprenticeship policy highlights another example of unintended exclusion. While apprenticeships are promoted as a win-win for employers and learners, the funding rules and regulations are typically geared towards larger organisations.

    For micro-businesses, the system often feels impenetrable. The administrative burden and cash-flow implications of taking someone away from their role to train them frequently outweigh the perceived benefits.

    Adding to these challenges are the recent changes to Level 7 apprenticeship funding rules, in the form of age restrictions. This raises concerns about whether smaller employers will continue investing in leadership and skills development.

    As a result, some of the smallest firms, particularly in personal services, trades, and early-stage startups, miss leadership development opportunities. This is not because they lack interest in training, but because the system was not designed with their scale or reality in mind.

    If the government wants to support small businesses, it must move beyond one-size-fits-all tax tweaks and headline grants. It has signalled a commitment to fiscal efficiency and targeted growth. What’s needed is a new model of support – one that recognises the complexity of informality, business growth and builds trust and opens routes into formal economic participation.

    This means creating tailored support and offering incentives to grow and develop for sole traders, self-employed people, and micro-businesses rather than penalising them. The government must simplify support mechanisms and ensure they are genuinely accessible – particularly for time-poor micro-businesses.

    It should move beyond rigid digital portals and offer relationship-based support through local networks, trusted intermediaries or one-to-one guidance. Crucially, access to skills programmes, including apprenticeships, should be guaranteed for businesses of all sizes, not just those large enough to navigate complex eligibility criteria or absorb upfront costs.

    Without these measures, the UK will only deepen its two-tier economy – where formality becomes a privilege rather than a pathway. Building a fairer, more dynamic business environment starts by including those already doing the work, even if they are not yet on the books.

  • MIL-OSI Global: Why can’t we stop feeding monkeys? Experts explain the reasons behind a dangerous habit

    We’ve seen it happen. For example, a visit to the Ouzoud waterfalls in Morocco’s High Atlas led to an encounter with a group of nearby tourists feeding chips – supplied by the tour guide – to some waiting Barbary macaques. Pointing to a nearby sign that read “do not feed the monkeys” was met with complaints about spoiling their fun.

    Scenes like this play out across the globe. Feeding wild primates is common in many countries. Scientists have spent years studying its effects on primate behaviour. But much less attention has been paid to the other side of the interaction – the people doing the feeding.

    Our recent research explores not just the effects on animals, but why people feed monkeys in the first place. Understanding that is essential if we want to change behaviour and keep both humans and primates safe.

    As tourism expands and infrastructure develops, humans and primates are living in closer quarters than ever before. Some species like macaques and baboons readily adapt to living in developed areas by foraging in rubbish bins and dumps.

    Habitat loss also plays a major role. The wide scale destruction of primate habitat means they come to rely on human food waste or people feeding them.

    In some tourism hot spots, feeding the primates, known as “provisioning”, is deliberate but regulated, ensuring tourists see the monkeys but cannot feed them. In others, tourists feed even endangered species freely, with little oversight. That’s when problems arise.

    Uncontrolled feeding brings animals and humans into unusually close contact, and not always in welcome ways. Primates can become aggressive, resulting in bites, scratches and potential disease transmission. They may enter homes and shops, damage property, or intimidate people. Some primates even learn to beg or to steal valuables, returning them only when a food bribe is offered in exchange.

    When food sources suddenly disappear, this type of behaviour can escalate. For example, during the pandemic, some macaque populations in Thailand made headlines as “gangs” that caused chaos when tourists stopped visiting. When animals are seen as a public nuisance, calls for culling or relocation often follow.

    Nutrition is another issue. The types of foods given to primates are usually calorie-rich and highly processed. Excess consumption of these foods can make primates obese or lead to chronic disease like diabetes. The extra calories allow some species to reproduce every year, leading to larger group sizes and compounding human-wildlife conflict.

    Feeding of packaged foods also results in large amounts of plastic and other litter left behind by people. New roads contribute to this problem by offering opportunities to vendors to sell food to road users. The resulting food waste can attract monkeys to the roadside where passing motorists throw them more food. This puts both people and primates at risk of road accidents.

    Some societies have fed monkeys for centuries and these interactions can be neutral or positive. However, many instances of people feeding primates causes negative interactions, so understanding why people feed monkeys is vital.

    Why people do it

    As primate experts, we deal with the negative effects of uncontrolled monkey feeding all the time and know the complexities of this common human behaviour. Our recent review of the relevant research coupled with our own field experiences found a surprising range of motivations for why people feed primates.

    We found that feeding primates could be a religious obligation, a way to perform a good deed or obtain good fortune. It may be helpful in managing a person’s mental health. Many people feed primates for emotional reasons like pity, or to feel a connection to the animals.

    At some sites, residents have a vested interest in the continued practice of monkey feeding as it provides them with an income. Tour guides often receive higher tips when they can provide close animal encounters. Bus and taxi drivers can benefit from taking tourists to sites where they can observe and feed wild primates.

    Attempting to stop people from feeding primates is difficult as most perceive it as an enjoyable and carefree activity. Campaigns must be carefully designed and relevant to the local context. This includes understanding why people are feeding primates in the first place.

    As scientists we need to better communicate the negative effects of feeding primates to a wider audience. We also need to prevent it from becoming an accepted activity, particularly in areas that could prove dangerous to both people and primates, such as roadsides.

    Unfortunately, there is no one-size-fits-all approach. But talking to people who feed primates to understand why they do it is fundamental for designing effective management strategies in future.

  • MIL-OSI Global: The transatlantic race to create the television

    Number 1519 Connecticut Avenue lies just north of Dupont Circle, just over a 20-minute walk from the White House in Washington DC. In 1921, the inventor Charles Francis Jenkins set up his laboratory and offices there, upstairs from a car dealership.

    Today there are no obvious external indications of this famous resident, nor of his exceptional achievements, awards and numerous patents. A hundred years ago at his laboratory, on June 13 1925, Jenkins gave a demonstration of a televised film sent by radio waves from a building 10km away at what is now the US Naval Research Laboratory in Bellevue, DC.

    The invited group of mostly government officials included the secretary of the navy, Curtis D. Wilbur. They watched with fascination a film that showed a silhouette of a toy windmill with its blades in motion. The television picture comprised 48 lines, refreshed at the silent-movie rate of 16 per second.

    The Washington newspaper headlines the following day hailed the demonstration as the “first motion pictures transmitted by radio”. Hobbyist magazines reported fervently that “television is here!”, calling Jenkins the “father of television”.

    Today those announcements seem over-enthusiastic. Television as an operational service still had a long way to go to have the quality and range to make consumer devices feasible. All the same, they were right in anticipating where Jenkins’ demonstration might lead.

    By that July, Jenkins had demonstrated vision and sound transmitted together on a single short-wave radio frequency. The published technical details indicate a high degree of sophistication in his designs, as might be expected from someone with a background in precision phototelegraphy (transmitting images over wires).

    Parallel development

    Jenkins had an impressive track record as an inventor. He and his business partner, Thomas Armat, are generally accepted as the originators of the intermittent drive system for motion picture film projectors in the early 1910s. This made it possible to move films one frame at a time through a projector, enabling smooth playback without any flickering.

    For this landmark work, Jenkins won the prestigious Elliott Cresson Medal from the Franklin Institute and became the founder and first president of the Society of Motion Picture Engineers in 1916.

    In the early 1920s he then developed a practical means of sending images of weather charts by radio to ships at sea. It was this phototelegraphy work that led him into experiments in televising silhouettes of live and filmed scenes. He claimed that he first demonstrated the technology to witnesses in June 1923.

    Nevertheless, the Scottish inventor John Logie Baird beat him to become the first to do a public demonstration, in London over three weeks in March and April 1925. Baird, who had been working on the technology since early 1923, showed live moving images in reflected light transmitted by radio to enthusiastic crowds in Selfridges department store. With only eight lines per picture, he carefully chose simple objects that would be easily identifiable.

    In the US, Jenkins had doubled down on improving the image quality for his demonstration. His persistence with back-lit silhouettes today seems odd considering most TV programmes would come to be televised in reflected light. Baird’s preference for showing recognisable facial features in reflected light gained him widespread recognition for his demonstration of 30-line television in January 1926.

    Jenkins nevertheless launched his silent silhouette video service for hobbyists on the radio station W3XK in July 1928, around the same time as similar offerings from companies that included General Electric (GE) and the Radio Corporation of America (RCA). By the end of that year, there were thought to have been as many as 15 television stations operating in the US.

    Like Baird and Jenkins’ methods, many of these early stations relied on mechanically rotating disks with patterns of holes to scan images line by line. They were all very low on detail, but were still heralded as proof of concept for television. A key factor in their acceptance was the uncanny ability of human vision to recognise facial expressions along with natural body motion in poor quality images.

    Later in 1928, Baird went on to demonstrate colour, early 3D (stereoscopic), and transatlantic television all for the first time, though more as a way of attracting financial backing than presenting prototypes of future offerings. Unlike Jenkins, who earned money from his earlier inventions and patents, Baird relied largely on funding from investors to grow his business, which aimed to develop and commercialise his mechanical television technology.

    What came next

    Mechanical television was short-lived. Around 1931 RCA and EMI (Electric and Musical Industries), soon to become the key players in broadcasting infrastructure in the US and UK, had independently predicted insufficient public interest in this technology. With its inherently limited image quality, they thought it couldn’t support a viable business.

    Swift advances in electronics continued unabated throughout the interwar years. This allowed successful development of alternative, superior television systems using ideas from scientists such as Boris Rosing in Russia and Alan Archibald Campbell-Swinton in the UK.

    RCA and EMI focused their respective resources on developing vastly superior electronic television systems. These scanned and reproduced images using electron beams that are fired inside a glass unit known as a cathode ray tube to capture and show the transmitted moving picture on the screens of people’s TV sets. Those pictures had around 100 times the information content of the earlier mechanical equivalents.

    This made the many early mechanical television services attain one more “first”: becoming obsolete. In just over 15 years from Jenkins’ 1925 demonstration, first the UK and then the US would launch new operational broadcast television services for the public that completely overshadowed the earlier pioneering work.

    Jenkins did not live to see those new systems. His health deteriorated from late 1930 and he died in 1934 aged 66, leaving behind a superb legacy of a full career in inventions.

    Baird continued to work as a TV pioneer in the 1930s and 1940s, dedicated to exploring colour television and cinema projection. He died in 1946 at the age of just 57.

    Jenkins’ and Baird’s original pioneering efforts, and the excitement they generated, are still rightly heralded by many people today. We can now only imagine how it must have felt to see moving images transmitted from miles away for the first time. It’s incredible to reflect that what was once considered magic so quickly became mundane.

  • MIL-OSI Global: France’s final nuclear tests in the South Pacific, 30 years on

    In recent months, the viability of France’s nuclear arsenal has been making headlines with talk of a French “nuclear umbrella” that might shield its allies on the European continent. In the face of the Russia-Ukraine war, and Russian President Vladimir Putin’s statements regarding the possibility of deploying nuclear weapons in that conflict, the question of how to best defend Europe has taken on an urgency not seen since the height of the Cold War.

    Despite its more robust nuclear weapons capabilities, the United States in the Donald Trump era appears less committed to the defence of its NATO allies. Debates about a French nuclear umbrella aside, these discussions — combined with increased military spending worldwide and resurgent fears of nuclear war — make the history of France’s nuclear readiness and weapons testing feel uneasily current.

    In June 1995, French President Jacques Chirac announced that France would resume testing nuclear weapons in the South Pacific. Just weeks after being elected to office, Chirac ended a three-year moratorium on testing that his predecessor, François Mitterrand, had put into effect in April 1992.

    Chirac insisted this additional series of weapons tests was essential to France’s national security and the continued independence of its nuclear deterrent. The eight planned detonations scheduled to take place over the next several months would, he claimed, provide the data needed to move from real-world detonations to computer simulations in the future. He also said it would enable France to sign the Comprehensive Nuclear-Test-Ban-Treaty (CTBT) banning all nuclear explosions, for military or other purposes, by the fall of 1996.

    Chirac’s June 1995 announcement, followed by the first new detonation in September that year, provoked intense opposition from environmental and peace groups, and protests from Paris to Papeete, throughout the Pacific region and across the globe.

    Representatives from the world’s other nuclear-armed states expressed concern that France was choosing to conduct further tests so close to a comprehensive ban. The governments of Australia, New Zealand and Japan also registered their staunch opposition, issuing diplomatic statements, calling for the boycott of French goods and pursuing other measures of rebuke.

    A defensive posture had been a pillar of France’s nuclear weapons policy since the nation first entered the atomic club in 1960 with the detonation of Gerboise Bleue, a 70-kiloton bomb, at Reggane in Algeria. The following three atmospheric and 13 underground Saharan tests resulted in serious long-term health and environmental consequences for the region’s inhabitants.

    In 1966, France’s nuclear testing program relocated to Maō’hui Nui, colonially known as “French Polynesia.”

    The next 26 years saw a further 187 French nuclear and thermonuclear detonations above and beneath the Pacific atolls of Moruroa and Fangataufa. They exposed the local population to dangerous levels of radiation, contaminating food and water supplies, and harming corals and other forms of ocean life.

    These experiments — along with the final six underground detonations the French carried out in 1995 and 1996 — left a toxic legacy for generations to come.

    Inadequate compensation for lingering harm

    When Chirac shared his rationale for France’s latest nuclear test series with a room full of journalists gathered at the Elysée Palace in June 1995, he was adamant that these planned tests, and all of France’s nuclear detonations, had absolutely no ecological consequences.

    Today, we know this claim was more than incorrect. It was a falsehood reliant on data and conclusions that grossly underestimated the harmful impact that France’s nuclear testing program had on the health of French soldiers and non-military personnel onsite, inhabitants in the surrounding areas and the environments where these explosions took place.

    Most recently, during the 2024 Paris Olympics, there was an evident deep contradiction between “French Polynesia” as a tourist paradise and idyllic location for the Games’ surf competitions and a space of continuing injustice for test victims that highlights the history of France’s nuclear imperialism in the region.

    In 2010, the French government passed the Morin law ostensibly aimed at addressing the suffering of those significantly harmed by radiation during France’s nuclear weapons detonations from 1960 through 1996.

    The number of people who have been successful in their applications for recognition and compensation remains inadequate, particularly in Algeria. Out of the 2,846 applications submitted by only a fraction of the thousands of estimated victims, just over 400 people in Maō’hui Nui and only one Algerian have received compensation since 2010.

    In 2021, French President Emmanuel Macron acknowledged that France “owes a debt” to the people of Maō’hui Nui. He has since called for the opening up of key archives pertaining to this history, but there is much more work to be done on all fronts.

    The findings of a recent French parliamentary commission on the effects of testing in the Pacific, scheduled to be released soon, may contribute to greater transparency and justice for victims in the future.

    In Maō’hui Nui, demands for acknowledgement and restitution have been intertwined with the independence movement, while confronting the impact and legacies of the nuclear detonations in Algeria has been fraught with tensions between Algeria and France over the colonial past.

    Future of the test ban treaty

    In January 1996, France conducted its last nuclear test by detonating a 120-kiloton bomb underground in the South Pacific. In September, France added its signature to the CTBT, joining the United States, Russia, the United Kingdom, China and 66 other states without nuclear weapons in their commitment not to engage in further nuclear explosions in any context.

    Almost 30 years later, the CTBT has still not come into force. While most signatories have ratified the treaty, China, Egypt, Iran, Israel and the U.S. are among the nine that have not. Meanwhile, Russia withdrew its own ratification in 2023. Key non-signatories include India, North Korea and Pakistan — all nuclear-armed states that have conducted their own tests since 1996.

    Given these crucial exceptions to a test ban, the prospects for something as ambitious as the 2017 Treaty on the Prohibition of Nuclear Weapons, which not a single nuclear weapons state has signed to date, remain uncertain, to say the least.

    [WASHINGTON, D.C.] – Today, U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Committee on Commerce, Science and Transportation (CST) and Ranking Member of the CST Aviation Subcommittee—pressed Federal Aviation Administrator nominee Bryan Bedford to commit to upholding the strong 1,500-hour certification standard for our nation’s pilots and strengthening the FAA’s oversight of Boeing at his confirmation hearing. In light of Mr. Bedford’s previous comments against the 1,500-hour rule, Duckworth raised concerns that Mr. Bedford would unilaterally attempt to weaken this standard and produce less-prepared pilots in the immediate aftermath of our nation experiencing the first major deadly commercial crash in more than a decade, amid a surge in near-misses with an air traffic controller shortage and aging controller equipment. When Duckworth asked Mr. Bedford for his commitment to not reduce the 1,500-hour rule if confirmed, Mr. Bedford refused to commit. Duckworth’s remarks can be found on the Senator’s YouTube.

    “Now is not the time for less flight training for our pilots,” said Duckworth. “Not only is it deeply disappointing that Mr. Bedford refused to commit to upholding the 1,500-hour rule, it’s also dangerous. Incident after incident, it has been pilots who have made last second decisions to avert disaster. Well-trained pilots are our last line of defense. Without a firmer commitment, I remain deeply skeptical about his nomination.”

    Additionally, Duckworth warned against any future attempt by the FAA to delegate airworthiness inspection authority back to Boeing—an authority that would allow the company to self-inspect its own aircraft for commercial use. Duckworth’s warning comes after the Department of Transportation (DOT) Inspector General’s issued an October report that found FAA’s oversight of Boeing production was not only “not effective,” but so ineffective that it issued 16 separate recommendations for the FAA to fix its oversight process. To help ensure Boeing’s aircraft designs meet certification safety standards, Duckworth urged Mr. Bedford to refrain from delegating this inspection authority back to Boeing until the FAA completes all 16 recommendations. Mr. Bedford refused to commit.

    “I’ve long been troubled by FAA’s ineffective oversight of Boeing,” said Duckworth. “I believe strongly that FAA must not delegate inspection authority back to Boeing until—at a minimum—FAA fixes its ineffective oversight of Boeing’s production. After Boeing’s CEO refused to rule out accepting this authority when I questioned him back in April, it’s deeply disappointing that Mr. Bedford also wouldn’t rule out offering this authority back to Boeing today. That’s two red flags about the future of FAA and Boeing’s relationship that our nation should not ignore.”

    One of the most shocking findings in the DOT Inspector General’s October report was that that shortly before the Boeing door plug blowout, individuals within FAA wanted to delegate airplane airworthiness inspection authority back to Boeing without any criteria by which to assess whether Boeing could be trusted to properly carry out these inspections. This is particularly concerning because, prior to the 737 MAX crashes and production problems with the 787, the FAA allowed Boeing to self-inspect their aircraft to ensure they conformed with their FAA-approved type design. However, in the wake of the MAX crashes, it was found that Boeing had a pattern of abusing this authority and producing 737 MAX aircraft with nonfunctioning Angle of Attack Disagree alerts.

    Duckworth has long pushed for improved federal oversight of Boeing. Last year, she urged then-FAA Administrator Mike Whitaker to make sure the FAA requires transparency and accountability as it oversees Boeing’s Safety and Quality Plan. Duckworth also implored FAA to scrutinize Boeing’s bad behavior and use its civil enforcement authority more often, when appropriate, and also called on the agency to review Boeing’s disturbing pattern of failing to disclose critical safety information about 737 MAX planes to pilots.

    Last year, Duckworth also called on FAA to reject a petition by Boeing for a safety exemption to allow the 737 MAX 7 to be certified to fly despite having another known safety defect that has not yet been fixed. The Senator subsequently met with then-Boeing CEO David Calhoun and urged him to withdraw the company’s petition, which the company did just days later, crediting Duckworth’s reasoning for the decision.

    For years before the deadly DCA crash, Duckworth was sounding the alarm that we must make these critical aviation safety investments immediately to prevent all-too-often near-misses from becoming catastrophic tragedies. Last Congress, Duckworth chaired two CST Aviation Subcommittee hearings—one last December and the other a year prior—to address our aviation industry’s chilling surge in near-deadly close calls and underscore the urgent need to improve air traffic control systems to protect the flying public.

    Duckworth helped author the landmark bipartisan FAA Reauthorization Act of 2024 that was signed into law last year and included several of her provisions to safeguard the 1,500-hour rule, improve safety, expand the aviation workforce and enhance protections for travelers with disabilities. Duckworth has noted that while it was a tremendous victory for the flying public, more needs to be done to address the recent issues that have come to light with Boeing since a door plug blew out of an Alaska Airlines flight mid-flight.

    Wildfire season is in full effect across much of Canada, with many Canadians currently facing severe wildfire conditions. The Government of Canada, along with the provinces, territories and the Canadian Interagency Forest Fire Centre (CIFFC), is seized with the importance of supporting Canadians whose lives and livelihoods are at stake.

    Today, the Governments of Canada, British Columbia, Alberta, Newfoundland and Labrador, Yukon, Nova Scotia, Prince Edward Island and Manitoba, together with the CIFFC, announced a total investment of $104 million through the Government of Canada’s Resilient Communities through FireSmart (RCF) Program.

    FireSmart™ Canada is a key part of our national wildfire prevention and mitigation efforts. Led by CIFFC, the program identifies and reduces wildfire risks and provides actionable guidance for homeowners and communities.   • MIL-OSI USA: USGS and partners publish a structured science synthesis (SSS) about the effects of nonmotorized recreation on ungulates

    Federal land management agencies conduct NEPA analyses to assess the potential environmental effects of proposed actions. Science is a core, required component of NEPA analysis. However, science about many land management issues can be complex or evolving. Staff from the Bureau of Land Management, U.S. Fish and Wildlife Service, and U.S. Geological Survey developed a new type of science delivery product, called a structured science synthesis (SSS), that provides content structured around priority management issues and organized according to steps in NEPA analysis.

    Scientists with the Fort Collins Science Center and land managers with the Bureau of Land Management recently published a new SSS that synthesized science about the effects of nonmotorized recreation on ungulate species in the western United States. The authors conducted a structured literature search to gather four types of information used in NEPA analyses: data about occurrence of nonmotorized recreation and distribution of ungulates, scientific studies about the effects of nonmotorized recreation on ungulates, methods for quantifying those potential effects, and measures for mitigating potential negative effects. 

    The report found that timing, intensity, duration, and spatial distribution of nonmotorized recreation are important factors that influence the degree to which recreation can affect ungulates. Ungulate individuals and populations vary in their responses to recreation because of differences in diet, migration, predation pressure, and prior habituation to recreation. Methods to assess potential effects range from basic spatial analyses to more technical modeling methods, many of which focus on movement or avoidance of individual ungulates around recreation sites. Managers have many options to mitigate potentially adverse effects, such as restricting timing or type of recreation, educating recreators about minimizing impacts on ungulates, and designing recreation infrastructure to minimize its potential to disturb ungulate habitat.

  • MIL-OSI Africa: Third Strategic Dialogue between the State of Qatar and the French Republic

    The Prime Minister and Minister of Foreign Affairs of the State of Qatar, His Excellency Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, and the Minister for Europe and Foreign Affairs of the French Republic, Mr Jean-Noël Barrot, co-chaired the third annual Qatar-France Strategic Dialogue in Paris on June 12 2025. 

    Qatar and France welcomed the holding of their third Annual Strategic Dialogue and reviewed the important progress made since the State Visit of His Highness the Amir Tamim bin Hamad Al Thani to France in February 2024 which resulted in new cooperation initiatives within the fields of security, defence, economy, trade, investment and education. Both countries affirmed the strength of their bilateral relationship and pledged to further develop it by expanding strategic partnership on key files.

    POLITICAL AND DIPLOMATIC COOPERATION

    Both Ministers reaffirmed the commitment of Qatar and France to upholding a rules-based international order and international law, the promotion of peace, stability and prosperity in the Middle East, and to close cooperation in relation to regional and global crises.

    Palestine-Israel: Both Ministers called for a ceasefire, the release of all remaining hostages and a long-term political solution that will offer the best hope for the victims of this conflict on all sides and achieving a pathway to a two-state solution. The Minister for Europe and Foreign Affairs expressed France’s deep appreciation for all Qatar’s mediation efforts, including those to secure an immediate ceasefire in Gaza.

    Both Ministers called for full, unhindered humanitarian access allowing aid for the Palestinian population to enter Gaza. The Ministers further stated that politicising of humanitarian assistance, threats of forced displacement, or Israel’s plans to remain in Gaza after the war are unacceptable. The two Ministers stated that the Israeli government’s restrictions of essential humanitarian assistance to the Palestinian population of Gaza are totally deplorable and breach International Humanitarian Law.  They further highlighted that Israel is duty-bound to meet all its obligations to ensure immediately a massive and unhindered flow of aid to Gaza – this includes engaging with the UN to ensure aid delivery is in line with humanitarian principles. 

    Both ministers reiterated their opposition to any forced displacement of Gaza’s Palestinian population, which would be a serious violation of international law and a major destabilizing factor for the entire region.

    Qatar welcomes the endorsement by France of the Gaza Reconstruction plan formulated by the League of Arab States in March as a serious, credible basis for immediately meeting reconstruction, governance and security needs in the aftermath of the war in Gaza. It guarantees the respect of international law and maintains Gaza’s future within the framework of a future Palestinian State.

    HE Prime Minister Al Thani welcomed the French-Saudi jointly chaired international meeting on June 18 for the implementation of a two-state solution. Both Ministers declared such efforts as the only way to bring durable peace and security to Israelis and Palestinians while ensuring the stability of the wider region.   

    They stressed that the High-Level International Conference on the peaceful resolution of the question of Palestine and the implementation of the two-State solution, decided by UNGA resolution A/RES/79/81, would contribute to this goal by designing a credible roadmap for the implementation of this solution in which the two countries would be able to live side-by-side in peace within their internationally recognized borders. Both ministers stressed that the future Palestinian state would have sole responsibility for rule of law, including policing primacy. 

    Syria: Both Ministers acknowledged the historic transition process underway in Syria. They emphasised the importance of an inclusive political dispensation that protects the rights of all irrespective of ethnicity, sect, religion or gender. They reiterated their support for the reconstruction of a new Syria – free, stable, sovereign, that respects all components of society. They agreed that stability and security in Syria is paramount for all its citizens as well as the surrounding region. To that end both Ministers committed to work together wherever possible to provide humanitarian assistance, as well as support economic development, and long-term reconstruction. They welcomed the lifting of international sanctions on Syria’s economy and encouraged foreign investments in the country. Qatar welcomed French support for the recent EU decision to lift economic sanctions on Syria and the recent meeting between President Macron and Syria’s interim President Ahmad al-Sharaa. Such support and initiatives enable Syria and the Syrian people to undertake a transition to stability, peace and prosperity. The Ministers condemned violations of Syria’s territorial integrity and warned of escalation tactics designed to de-stabilize the region.  

    Lebanon: Qatar welcomed the hosting by France of the International Conference in Support of Lebanon’s People and Sovereignty in October 2024. Progress to political and economic reform in Lebanon is welcomed by both countries. 

    Qatar and France support the territorial integrity and sovereign rights of the Lebanese people, both Ministers called on all parties to honour the commitments made under the ceasefire reached in November 2024. To this end they called for a full withdrawal of Israeli forces from Lebanon, the complete deployment of the Lebanese Armed Forces and their ongoing support to ensure security and achieve State monopoly on arms, assisted by UNIFIL and the supervision mechanism of the November 2024 ceasefire agreement, of which France alongside the U.S. participates in. 

    They emphasized their support to the process of change that has begun under the new Lebanese government, aimed at putting Lebanon back on the path of reconstruction, recovery and stability. They expressed their continuing support to the Lebanese Armed Forces and to the UN interim force in Lebanon (UNIFIL) whose action is essential to guarantee the stability of South Lebanon.

    Iran: Both Ministers reaffirmed Qatar and France’s support for a diplomatic solution leading to an agreement that addresses and resolves all international concerns related to Iran’s nuclear activities in exchange for sanctions relief, in order to preserve the non-proliferation global architecture as well as stability and de-escalation in the Gulf region. They reiterated their support to the ongoing talks between the Islamic Republic of Iran and the United States of America.  They also called on Iran to fully and effectively cooperate with the legitimate requests and work of the International Atomic Energy Agency.   

    Rwanda and eastern DRC: Both ministers emphasised their shared commitment to peace, stability and security in the Great Lakes region. France commended Qatar’s mediation efforts between Rwanda and the Democratic Republic of the Congo and between Congolese authorities and AFC/M23. They stressed the need for parties to continue working towards the conclusion of a ceasefire, as called upon by United Nations Security Council Resolution 2773 (2025). Following its participation, along with the U.S., DRC, Rwanda and Togo, to the Doha meeting on April 30, France recalled its continued support to Qatar’s peace efforts.

    Sudan: Both Ministers resolved to further work together to address the devastating conflict in Sudan. Qatar and France recalled the United Nations Security Council Resolution 2736 (2024) demanding that the Rapid Support Forces halt the siege of El Fasher and calling for an immediate de-escalation. They reaffirmed their support to the unity of the country and called on the warring parties to immediately cease hostilities, abide by their obligations under international humanitarian law, protect civilians, and guarantee full, safe and unhindered humanitarian access. 

    UNOC: Both ministers welcomed the organization of the United Nations Ocean Conference in Nice, France, from 9 to 13 June 2025, inter alia to support a blue carbon economy and the fight against illicit fishing. They praised the treaty on marine biodiversity beyond areas of national jurisdiction on the high seas (BBNJ) as a milestone in the collective protection of the high seas.

    ECONOMY, TRADE AND INVESTMENTS

    Qatar and France emphasized the importance of their growing economic, trade and investment partnership, with a total trade of more than €1.3 billion in 2024. The Ministers highlighted that bilateral trade makes a significant contribution to supporting jobs, innovation, and economic development in both countries.

    The two Ministers reviewed progress on Qatar’s 2024 landmark engagement to invest 10 billion euros into key sectors of the French economy. Qatar’s investment will cover mutually beneficial sectors ranging from food security, digital economy, AI and IT, semiconductors, energy transition, space, Intellectual Property, health, tourism and hospitality and culture. They also welcomed the forthcoming Qatar-France Business Forum as an opportunity for mutual trade growth and investment. They discussed ways to further strengthen their investment partnership and underlined their willingness to facilitate cooperation between the Qatari and French private sectors. They also explored areas of common interest, such as fiscal policy, sustainable finance and public-private partnerships (PPPs).

    Qatar’s innovative investment in France’s semiconductor industry highlights its role in key technology subsectors, including supply chain developments that are also propelling digital and green transformations across vital industries such as AI, mobility, and consumer technology. 

    Both sides discussed ways to further develop their trade and investment partnership, through a Roadmap focused on strategic areas in alignment with the framework of the economic diversification goals stated by Qatar’s National Vision 2030 and in accordance with the economic plan “France 2030.” 

    The French Minister praised Qatar’s ongoing commitment to ensure continued and reliable supplies of energy to Europe, including France and thus contributing to the country’s energy security. 

    DEFENSE, SECURITY AND COUNTERTERRORISM 

    Qatar and France reaffirmed the importance of the defence and security as a foundation stone of their partnership.  This was illustrated by the increase in official-level visits in the last 12 months, and the deepening coordination on an operational level.  

    The Ministers welcomed the implementation of joint defence operational partnership including joint planning, training and military exercises, most recently the Pegase, Al Salam, Al Koot exercises, as well as joint projects in defence industries and innovation and ongoing defence acquisitions including cooperation through both nations’ air forces, facilitated by the common possession of Rafale combat aircrafts. 

    They praised the strategic convergences between Qatar and France, which contribute to enhancing bilateral interactions between the two military institutions. Qatar and France are keen to explore ways to develop new synergies between their armed forces for future defence capabilities. 

    They also explored ways to build on existing links and expand activities on common strategic interests particularly as they contribute to de-escalation and security in the Gulf and the Red Sea.  

    Both Ministers welcomed the robust and long-lasting partnership between their respective security forces, including cooperation and important knowledge-sharing on Mega Sports Events, Crisis Management and Major Event Management, Air and Aviation Security, Cybersecurity and Digital Investigations, and mutual professionalization and capacity-building. 

    They commended the friendship and trust between the French Gendarmerie and the Qatari Lekhwiya celebrating in 2025 the 20th anniversary of their cooperation. They also welcomed the development of a strategic partnership between the French and Qatari national police forces and the establishment of a High Police Committee. They also emphasised building on this cooperation. 

    Both Ministers emphasised that the fight against terrorism remains a key bilateral realm for cooperation. They said that such cooperation is crucial in prevention and countering terrorism and ensuring the safety of their citizens. These efforts reflect the need for a coordinated approach to deal with an ever-evolving set of terrorist threats that transcend national borders. They also agreed to continue their strong partnership in cybersecurity and in combating terrorism, countering violent extremism and illicit financial flows. 

    HUMANITARIAN AND DEVELOPMENT COOPERATION

    On humanitarian and international development cooperation, both Ministers affirmed the continuing success of programmatic bilateral cooperation and coordination between their respective implementing agencies including QFFD, EAA, Silatech and AFD.

    Regarding development, both Ministers welcomed the renewal of their bilateral cooperation in this field, building on the signing of two major agreements between the French Development Agency (AFD) and the Qatar Fund for Development, the Education Above All (EAA) foundation and Silatech in February 2024. They expressed their appreciation concerning the first cooperation between AFD and QFFD for an ambitious project to renovate and expand Saint Joseph’s Hospital in East Jerusalem. They welcomed that QFFD and the AFD Group (AFD, Proparco and Expertise France) renewed their commitment to cofinance development projects and agreed to raise the cofinancing target from $50 million to $100 million for the duration of the MoU. In the short term, QFFD and the AFD Group commit to operationalizing the partnership in the following countries where there are pressing needs and discussions have already started on joint priorities: Lebanon, Palestine and Syria. They welcomed that QFFD and AFD Group will also, in the medium term, work on joint global advocacy activities and expand the partnership to innovative finance.

    Both Ministers praised the ongoing discussions between the Crisis and Support Centre of the French ministry for Europe and Foreign Affairs and the Qatar Fund for Development to explore possible new areas of dialogue and joint funding, including in the Middle East, Africa and Asia as well as in the field of humanitarian logistics. 

    Following the joint commitment by the Emir of Qatar and the President of the French Republic to dedicate 200 million dollars in 2024 to humanitarian relief in Gaza both Ministers expressed the necessity of answering without delay the urgent needs for aid there. The Ministers also commended the humanitarian impact of joint health relief efforts in Gaza, including medical evacuations, delivery and flow of humanitarian aid, medicines and ambulances. Additionally, they highlighted joint relief efforts in Lebanon to support conflict-affected populations. Recalling these recent successful joint humanitarian operations, both Ministers support a new joint emergency operation to supply medical equipment and medicine to Afghanistan.

    Such cooperation is the embodiment of the longstanding strategic partnership as well as the commitment of Qatar and France to stand by conflict-affected populations.  

    EDUCATION, HEALTH AND SPORTS 

    Both Ministers lauded the strong cooperation in the fields of education, health and sports. On education the Ministers addressed the growing partnership in the field of education, in particular knowledge sharing and research agreements between Qatari and French Institutions of Higher Education (HEI), including Sciences Po and Doha Institute. 

    Cooperation on research and innovation has been boosted by the strong collaboration between Qatar Research Development and Innovation Council (QRDI) and French HEI’s including Centre national de la recherche scientifique (CNRS), Commissariat à l’énergie atomique et aux energies alternatives (CEA), Institut national de la santé et de la recherche médicale (INSERM) and HEC Paris. Under the Qatar Open Innovation Scheme French companies have also received QRDI awards and are working in collaboration with Qatar-based SME’s and institutions to make strides in Agricultural Sciences and Medical Healthcare.  

    Qatar and France are looking forward to the signing of the 8th executive program enhancing bilateral cooperation particularly in French language learning, technical, professional and higher education, and mobility of students and teachers. This agreement aims at establishing a steering committee dedicated to learning French from the 9th (third French) class in Qatari public institutions, as well as a steering committee related to the development of university cooperation. Both sides expressed their mutual intention to strengthen their cooperation in higher education and research, promoting exchanges of students and researchers, as well as further exploring joint training and programmes that enable students to achieve their personal and professional goals.

    Qatar and France also expressed their wish to strengthen the sharing of expertise between the medical communities of the two countries, through the rapprochement or exchange of researchers. The minister for Europe and Foreign Affairs expressed his appreciation for the help of Qatar for the recent opening of the World Health Organization Academy in Lyon.The Prime Minister and Minister of Foreign Affairs Al Thani congratulated the Republic of France on its hugely successful hosting of the Paris 2024 Summer Olympic and Paralympic Games.  Both sides expressed their willingness to share expertise and knowledge and to continue their cooperation on the positive impact and the legacy of hosting mega sporting events.  In particular, they addressed the ways in which strong commitments in terms of social and environmental issues, including on emissions reduction and carbon absorption, opportunities to promote inclusion and diversity, and combat hate speech, racism and other forms of prejudice and discrimination, is offered by sport. 

    CULTURE, ART, HERITAGE COOPERATION

    Both Ministers welcomed the deep institutional and people-to-people connections forged through shared ties on culture, art and heritage. They recalled the visit in April, at the invitation of the Qatari authorities and HE Sheikha Al Mayassa bint Hamad bin Khalifa Al Thani, Chairperson of Qatar Museums, of HE Rachida Dati, Minister of Culture of the French Republic. 

    The visit came as part of framework commitments made in the MoU signed in June 2024 between HE Rachida Dati, on behalf of the Ministry of Culture, and HE Sheikha Al Mayassa, Chairperson of Qatar Museums. Both Ministers welcomed the signing of 6 partnership agreements in April 2025 between the French Ministry of Culture, Qatar Museums and the cultural institutions of both countries, and pertaining to a broad range of areas of cooperation, in particular training, exhibitions, loans, research, artist residencies, development of image education workshops for young audiences, development of co-productions, support in the creation of a cinematheque. Qatari and French cultural institutions are currently working on the implementation of these agreements.

    The accords include a framework agreement between the French Ministry of Culture and Qatar Museums for professional training in the cultural sector; an agreement between Qatar Museums and the Etablissement public du musée d’Orsay et du musée de l’Orangerie – Valérie Giscard d’Estaing, including research projects, joint exhibition projects, and academic and educational projects. Qatar Museums and the Musée Guimet will proceed on collaboration that includes research, conservation and educational projects dedicated to Asian arts. Qatar Museums also proceeded with a partnership agreement with Manufactures nationales – Sèvres and Mobilier national dedicated to the design and crafts sectors, aiming to strengthen links between French and Qatari designers and craftspeople. Under the framework further Qatar-France agreements include a Memorandum of Understanding between the Doha Film Institute and the Centre national du cinéma et de l’image animée as well as a Memorandum of understanding between the National Library of Qatar and the Bibliothèque Nationale de France. 

    They also welcomed the increased cooperation between the Qatari and French Ministries of Culture, in particular through the forthcoming renewal of the cooperation agreement between the two ministries of Culture.

    Both Ministers reiterated the commitment of their nations to heritage protection, especially in conflict areas, and respect for all relevant international agreements of the United Nations Educational, Scientific and Cultural Organization (UNESCO).

    A SHARED AND RESPONSIBLE FUTURE 

    The State of Qatar and France emphasize the importance of their continued partnership which benefits the interests of both countries and consolidates coordination towards a shared and responsible future.

    Qatar and France look forward to reviewing progress in these areas at the fourth Strategic Dialogue to be held in Doha in 2026.

  • MIL-OSI Global: Endometriosis: difficult childhood linked with greater likelihood of being diagnosed – new research

    Our study of over a million Swedish women revealed a link between difficult childhood circumstances and a higher likelihood of being diagnosed with endometriosis. Drazen Zigic/ Shutterstock

    Around one in ten women worldwide have endometriosis. This common condition causes tissue similar to the lining of the uterus to grow in other parts of the body. This can result in painful periods, chronic pain and even infertility.

    Yet despite how common endometriosis is, there’s currently no cure for it. This may partly be due to the fact that researchers still aren’t entirely sure what triggers endometriosis.

    But one factor that might increase a woman’s likelihood of developing endometriosis is their early life experiences. Recent research published by my colleagues and I has revealed a link between difficult childhood circumstances and a higher likelihood of being diagnosed with endometriosis.

    Our study included all women born in Sweden between 1974 and 2001, totalling over a million women. We then followed them from birth using the Swedish register system, which allowed us to track each participants’ health data.

    We also looked at different indicators of childhood adversity that had been captured through the registers. We focused specifically on experiences which previous studies have shown can lead to negative mental or physical health later in life.

    This included having a parent with substance abuse problems, having had to spend a night in the care of child-protection services, having to move around a lot or being exposed to violence. In total, we included 11 indicators of childhood adversity in our analysis.

    We then compared the likelihood of receiving an endometriosis diagnosis in women who had experienced each specific type of childhood adversity with women who had not. We controlled for factors that might have influenced the results, including the womens’ ages, the year they were born, their county of birth and if they had been been smaller than average at birth.

    Our results showed that having experienced some form of adversity between birth to 15 years of age was associated with a higher risk of being diagnosed with endometriosis later in life. The only adverse childhood event that wasn’t linked with a greater risk of being diagnosed with endometriosis was familial death.

    Women who had been exposed to violence had the highest risk increase, with an over twofold greater likelihood of being diagnosed with endometriosis compared with all other women.

    The likelihood of being diagnosed with endometriosis increased the more adversity a woman had experienced in their childhood. Women who had experienced one type of adversity in childhood had a 20% greater likelihood of being diagnosed with endometriosis. But women who had experienced five or more types of adversity had a 60% greater likelihood.

    We also ran a separate analysis that included women who experience painful periods (dysmenorrhea) to see if it affected the results. Many women who are diagnosed with endometriosis initially seek help from their doctor because they experience painful periods. We included women who had dysmenorrhea to capture women who might have endometriosis, but had not yet received a proper diagnosis. The results were similar even when we included women with dysmenorrhea in our analysis.

    Previous studies which have looked at self-reported early childhood trauma have seen a link with endometriosis. But our study looked not only at remembered experiences of trauma, but also at other indicators of stress.

    Endometriosis and immune function

    Our findings may be explained, at least in part, by immune system processes and chronic inflammatory responses.

    Having experienced adversity during childhood has previously been linked to higher levels of chronic inflammation, as well as an increased risk for autoimmune disorders. Greater levels of inflammation in the body could worsen endometriosis symptoms or even trigger endometriosis to develop.

    Another possible way childhood adversity could affect endometriosis is through increased pain. Childhood adversity has been linked to a higher risk for chronic pain conditions. This could lead to women in our study who had gone through childhood adversity experiencing more painful symptoms on average, and therefore being more likely to seek medical help and receive a diagnosis.

    Further research might dig into these possible mechanisms. This would improve our understanding of how and why the disease develops. A better understanding of the mechanisms behind the pain experienced by women with endometriosis might also allow researchers to develop more effective treatments than those currently available.

    Our study reinforces the conclusions of previous studies which show a link between early childhood adversity and poor health in later life. This kind of research suggests a connection between mental and physical health, and indicates that we need to re-examine our view of the mind and body as separate entities.

    It should be noted that our study is observational, which means it cannot prove that adverse events in childhood cause endometriosis, it can only show an association between the two things.

    However, our study does highlight the importance of devoting resources to help parents and children. Helping families escape poverty, treating parental addiction or providing stable housing could lead to a healthier population in the future.

  • MIL-OSI Global: Many Russian speakers in Ukraine have switched language – but changing perceptions may be much harder

    After Russia’s full-scale invasion of Ukraine in 2022, a lot of Ukrainians who would normally have used Russian as their first language started instead to speak only in Ukrainian. It was part of a cultural shift, particularly in areas close to Russia. Streets were renamed, statues of Russians taken down and Russian literature taken off the shelves of bookshops.

    But language does more than merely signal a person’s identity. We wanted to find out whether a change in the language a person uses could influence they way they think in their everyday lives. Our research suggests encouraging people to speak more Ukrainian in public isn’t enough to shift the influence of the Russian language on people’s perceptions.

    In a study published in 2024, Ukrainian linguistics expert Volodymyr Kulyk documented a marked decline in the everyday use of Russian by Ukrainians since the invasion in February 2022. Many individuals, Kulyk found, were voluntarily abandoning Russian in response to the invasion, often viewing the language itself as a symbol of Putin’s aggression.

    His survey found that only 44% of Ukrainians reported using Ukrainian as their primary language in 2012, compared to 34% who said they primarily spoke Russian, and 22% had used both. By December 2022, the percentage of people who said they primarily spoke Ukrainian had risen to 57.4% and Russian use had dropped to just 14.8%, with the remaining 27.8% reporting using both languages.

    Kylyk found that this was even more pronounced in public spaces. In the workplace, use of Ukrainian increased from 41.9% in 2012 to 67.7% in December 2022. Online, the consumption of Ukrainian-language content by Ukrainians soared from 11.6% to 52.2%, while that of Russian-language content fell from 48.6% to just 6%

    The idea that language shapes thought, known as the “linguistic relativity principle” was first articulated by American linguist Benjamin Lee Whorf in the 1950s. Numerous subsequent studies have since provided evidence supporting the principle.

    Researchers have shown that learning a new language or increasing the use of one can subtly reshape the way a person views the world.

    One way to test this is by looking at grammatical gender. In 40% of the world’s languages – including Ukrainian and Russian – objects are assigned a gender. For example, the word for “sock” is masculine in Russian and referred to using a pronoun “he” (носок – nosok), while in Ukrainian it is feminine and referred to using as “she” (шкарпетка – shkarpetka). Using grammatical gender allows us to examine how such purely linguistic categories influence our perception.

    Previous studies have shown that people tend to associate grammatically masculine nouns with stereotypically male qualities such as strength or aggression and feminine nouns with softness or gentleness. These are associations that can shape real-world judgments in unexpected ways.

    For example, a 2020 study led by French linguist Alican Mecit found that French and Spanish speakers perceived the pandemic as less threatening when it was referred to as la COVID-19 (feminine), and more dangerous when called le coronavirus (masculine), affecting how cautious they were in daily life.

    Masculine or feminine?

    To explore these effects in context of Ukraine’s ongoing language shift, we conducted a study in late 2023 to examine whether speaking Ukrainian or Russian affects people’s perception of everyday things, by asking our participants to rate objects as more masculine or feminine.

    Our participants also completed Ukrainian and Russian proficiency tests and filled out a questionnaire about their language habits. We asked them about what languages they used on a daily basis, with family and friends, and which language they considered their dominant one. After analysing this data, we discovered an interesting trend.

    Some of our results showed exactly what we had thought. Participants with higher proficiency in Russian showed a statistically significant influence of Russian on the way they viewed the world. The same was true for those more proficient in Ukrainian.

    This suggested that the language a person is most skilled in – as measured by tests, not just their own reports – has a strong influence of their perception, even when they are not consciously using that language.

    In other words, the deeper your knowledge of a language, the more it shapes your unconscious patterns of thought.

    But when we looked at participants’ self-reported language use, we unexpectedly found that even those people who said they used Ukrainian more than Russian day-to-day, with their family and friends, still showed perceptual patterns aligned with Russian. These were Ukrainians whose first language was Russian but who had made a deliberate switch to Ukrainian.

    For example, when rating gendered objects as more masculine or feminine, these participants made choices that reflected Russian grammatical gender rather than Ukrainian – so, to use our example from earlier in this article, they saw a sock as being inherently a male thing.

    This suggested one of two possibilities. Either they had overstated their use of Ukrainian, possibly due to social pressure. Or they were genuinely switching to Ukrainian, but Russian continued to unconsciously influence their thinking. This mismatch was especially common among those who claimed to use Ukrainian in informal settings, like at home or with friends.

    So, even as more Ukrainians shift away from using the Russian language because of the war, the influence of Russian can still be found in how they perceive the world.

    What does this mean for language policy?

    Ukraine’s language policies have been a matter for debate event before the 2022 invasion. In fact, one of the reasons Vladimir Putin gave for launching his “military operation” was because of what he claimed was a “genocide” against Russian speakers in Ukraine, something the Ukrainian government strenuously denied.

    But it should be noted that Ukraine passed a law in 2019 (which came into force at the beginning of 2021, titled On ensuring the functioning of the Ukrainian language as the state language. This required the use of Ukrainian in all spheres of public life, including education, science, culture, media, advertising and customer service. The law drew some international criticism as possibly discriminatory and caused considerable disquiet in Russian-speaking communities.

    So while language policy in Ukraine has focused on promoting Ukrainian language in public and professional settings, including schools and workplaces, our findings suggest that these formal uses of language do not necessarily change the way people think.

    The bigger shifts seem to come from informal, everyday language use, especially at home. It is in those personal, emotionally rich contexts that language appears to shape thought most deeply.

  • MIL-OSI Global: Wales is overhauling its democracy – here’s what’s changing

    Next May’s Senedd (Welsh parliament) election won’t just be another trip to the polls. It will mark a major change in how Welsh democracy works. The number of elected members is increasing from 60 to 96, and the voting system is being overhauled. These changes have now passed into law.

    But what exactly is changing – and why?

    When the then assembly was first established in 1999, it had limited powers and just 60 members. Much has changed since then and it now has increased responsibility including primary law-making powers over matters such as health, education, environment, transport and economic development.

    The Wales Act 2014 also bestowed a number of new financial powers on the now Senedd, including taxation and borrowing powers. But its size has stayed the same.

    This led to concerns about capacity and effectiveness. In 2017, an independent expert panel on electoral reform concluded that the Senedd was no longer fit for purpose. It warned that 60 members simply weren’t enough to scrutinise the Welsh government, pass legislation and respond to constituents. A bigger chamber, it argued, would improve both the quality of lawmaking and democratic accountability.

    Wales also has fewer elected politicians per person than any other UK nation. Scotland has 129 MSPs, while Northern Ireland has 90 MLAs. Even with next year’s changes, Wales will still have fewer elected members per citizen compared with Northern Ireland.

    It’s a similar picture when Wales is compared with other small European nations.

    More Senedd members could ease workloads, improve local representation and importantly, may encourage a more diverse pool of people to stand for office.

    How is the voting system changing?

    Alongside expansion will be a change in how Senedd members are elected.

    Since its inception, Wales has used the “additional member system”, which is a mix of first-past-the-post for constituency seats and proportional representation for regional ones.

    From 2026, that system will be replaced by a closed list proportional system, using the D’Hondt method. It’s a system which is designed to be fairer, ensuring that the proportion of seats a party wins more closely reflects the votes they get. But it also means voters will have less say over which individuals get elected.

    Wales will be divided into 16 constituencies, each electing six MSs. Instead of voting for a single candidate, voters will choose one party or independent candidate.

    Parties will submit a list of up to eight candidates per constituency. Seats will then be allocated based on the overall share of the vote each party gets, with candidates elected in the order they appear on their party’s list.

    For example, if a party wins a percentage share of the vote equating to three seats, the top three people on their party list will be elected. The calculation for this is defined by the D’Hondt formula. The decision to adopt this method in Wales was one of the recommendations of the special purpose committee on Senedd reform in 2022.

    Several countries across Europe use this system for their elections, including Spain and Portugal. In countries with small constituency sizes, D’Hondt has sometimes favoured larger parties and made it harder for smaller parties to gain ground. That’s something observers in Wales will be watching closely.

    An alternative method, Sainte-Laguë, used in Sweden and Latvia, is often seen as more balanced in its treatment of small and medium-sized parties, potentially leading to more consensual politics. But it too has its downsides. In countries which have many smaller parties, it can lead to fragmented parliaments and make decision-making more difficult.

    In sum, no system is perfect. But D’Hondt was chosen for its balance between proportionality, simplicity and practicality.

    Could this confuse voters?

    One concern is the growing differences between electoral systems across the UK, and even within Wales itself.

    At the UK level, first-past-the-post (FPTP) is the method used for Westminster elections. Meanwhile, some Welsh councils are experimenting with the single transferable vote method, which lets voters rank candidates in order of preference.

    So, some people in Wales could find themselves navigating three different voting systems for three different elections. Obviously, this raises the risk of confusion. Voters who are used to one vote and the “winner takes all” nature of FPTP may be confused by how seats are allocated in Wales come 2026.

    With numerous different systems, the risk is that people do not fully understand how their vote translates into representation. In turn this risks undermining confidence and reducing voter turnout.

    Voters will need clear, accessible information on how their vote works – and why it matters. But this is particularly challenging when UK-wide media often defaults to FPTP-centric language and framing surrounding debates, which can shape public expectations. News about Wales often barely registers beyond its borders, while news about politics in Wales barely registers within.

    Electoral reform often prompts broader conversations. As Welsh voters adjust to the new proportional system, some may begin to question Westminster’s FPTP model, especially if the Senedd better reflects the diversity of votes cast. FPTP is frequently criticised for producing “wasted votes” and encouraging tactical voting, particularly in safe seats.

    Under a more proportional system, tactical voting becomes less necessary, which has the potential to shift voter habits in Wales.

    If the 2026 reform leads to a more representative and effective Senedd, it may not only reshape Welsh democracy, but reignite debates about electoral reform across the UK.

    Cantwell, Experts Agree: Trump’s Trade War Is Short-Term Pain With No Long-Term Gain

    “We’re really going to hurt our long-term competitiveness as a nation from doing this,” says Cantwell

    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, participated in a spotlight forum on tariffs hosted by Democratic senators.

    At the forum, Sen. Cantwell questioned witnesses about the long-term damage that President Trump’s trade war is inflicting on America’s long-term competitiveness.

    “We should be doubling down now on workforce training. Instead, we’re throwing it into cost and chaos, and so we’re really going to hurt our long-term competitiveness as a nation from doing this,” said Sen. Cantwell. “So, we’re not getting any short-term gain. Nobody’s going to make any money here.”

    “Senator, you’re absolutely right,” responded Adam Posen, President of the nonpartisan Peterson Institute for International Economics. “Even if our goal is to create more manufacturing or good jobs […], you can’t compete in manufacturing if you’re further up the value chain, where the better jobs are, if you can’t substitute for these imports at any reasonable price.”

    “This is short-term pain and long-term pain,” added Thea Lee, Economist and Former Deputy Undersecretary for International Labor Affairs. “There is no short-term pain for the long-term gain, because we are destroying the rules-based system.”

    This week, Sen. Cantwell joined 30 Senators in filing an amicus brief in a key case, Oregon v. Department of Homeland Security, challenging the Trump Administration’s abuse of emergency powers to impose global tariffs.

    In April, Sen. Cantwell introduced the bipartisan Trade Review Act of 2025 to reaffirm Congress’ key role in setting and approving U.S. trade policy, and reestablish limits on the president’s ability to impose unilateral tariffs. Her bill has since picked up 12 additional cosponsors – an equal mix of Republicans and Democrats – and been endorsed by multiple major U.S. business organizations, including the National Retail Federation, which is the largest retail trade association in the world. House members also introduced a bipartisan companion bill.

    On April 16, Sen. Cantwell joined nine local business owners and leaders at the Port of Seattle to push back against the Trump administration’s chaotic tariffs-first trade policy. On May 29, she gathered stakeholders at the Port of Seattle again to respond to the chaos caused by President Donald Trump scrambling to keep his draconian tariffs in place amid court challenges.

    “American businesses need a rules-based trade system. That means American families would have the certainty, not chaos and not higher prices. We know this: That when you start trade wars, usually that means you end up closing markets,” Sen. Cantwell said in at the May 29 press conference.

    In Washington state, two out of every five jobs are tied to trade and trade-related industries. More information about how those tariffs will affect consumers and businesses in the State of Washington can be found HERE.  

    For the past four months, President Trump has been sowing economic chaos across the country with unpredictable and ever-changing tariff announcements. His back-and-forth announcements and actions have whipsawed American businesses and consumers, as well as close neighbors and allies.

    Federal Reserve Chairman Powell recently warned, “What looks likely, given the scope and scale of the tariffs, is that … the risks to higher inflation, higher unemployment have increased.”  This week, the Federal Reserve issued its “beige book” report, which found that all 12 Federal Reserve Districts “indicated that higher tariff rates were putting upward pressure on costs and prices.”  Today, the World Bank also said that because of a “substantial rise in trade barriers,” it is cutting its forecast for U.S. economic growth in 2025 in half, while also cutting its estimate for global economic growth, and warned that the world economy “is once more running into turbulence” and “Without a swift course correction, the harm to living standards could be deep.’’

    In a critical step toward addressing food insecurity in West Africa, the International Atomic Energy Agency (IAEA) and the Food and Agriculture Organization (FAO) of the United Nations have launched their first joint Atoms4Food Initiative Assessment Mission in Burkina Faso. 

    This mission aims to identify key gaps and opportunities for delivering targeted technical support to Burkina Faso for food and agriculture in a country where an estimated 3.5 million people—nearly 20% of the population—are facing food insecurity. By leveraging nuclear science and technology, Atoms4Food seeks to bolster agricultural resilience and agrifood systems in one of the region’s most vulnerable nations.

    The mission, conducted from 26 May to 1 June, assessed how nuclear and related technologies are being used in Burkina Faso to address challenges in enhancing crop production, improving soil quality and in animal production and health, as well as human nutrition.

    The Atoms4Food Initiative was launched jointly by IAEA and FAO in 2023 to help boost food security and tackle growing hunger around the world. Atoms4Food will support countries to use innovative nuclear techniques such as sterile insect technique and plant mutation breeding to enhance agricultural productivity, ensure food safety, improve nutrition and adapt agrifood systems to the challenges of climate change. Almost €9 million has been pledged by IAEA donor countries and private companies to the initiative so far.

    As part of the Atoms4Food initiative, Assessment Missions are used to evaluate the specific needs and priorities of participating countries and identify critical gaps and opportunities where nuclear science and technology can offer impactful solutions. Based on the findings, tailored and country-specific solutions will be offered.

    Burkina Faso is one of 29 countries who have so far requested to receive support under Atoms4Food, with more expected this year. Alongside Benin, Pakistan, Peru and Türkiye, Burkina Faso was among the first countries to request an Atoms4Food Assessment Mission in 2025.

    A large proportion of Burkina Faso’s population still live in poverty and inequality.  Food insecurity has been compounded by rapid population growth, gender inequality and low levels of educational attainment. In addition, currently, 50% of rice consumed in Burkina Faso is imported. The government aims to achieve food sovereignty by producing sufficient rice domestically to reduce reliance on imports.

    “Hunger and malnutrition are on the rise globally, and Burkina Faso is particularly vulnerable to this growing challenge,” said IAEA Director General Rafael Mariano Grossi. “This first Atoms4Food assessment mission marks a significant milestone in our collective efforts to harness the power of nuclear science to enhance food security. As the Atoms4Food Initiative expands worldwide, we are committed to delivering tangible, sustainable solutions to reduce hunger and malnutrition.”

    The mission was conducted by a team of ten international experts in the areas of crop production, soil and water management, animal production and health and human nutrition. During the mission, the team held high-level meetings with the Burkina Faso Ministries of Agriculture, Health and Environment and conducted site visits to laboratories including the animal health laboratory and crop breeding facility at the Institute of Environment and Agricultural Research, the crop genetics and nutrition laboratories at the University Joseph Ki-Zerbo, and the bull station of the Ministry of Agriculture in Loumbila.

    “The Government of Burkina Faso is striving to achieve food security and sovereignty, to supply the country’s population with sufficient, affordable, nutritious and safe food, while strengthening the sustainability of the agrifood systems value-chain,” said Dongxin Feng, Director of the Joint FAO/IAEA Centre for Nuclear Techniques in Food and Agriculture and head of the mission to Burkina Faso. “Though much needs to be done, our mission found strong dedication and commitment from the Government in developing climate-resilient strategies for crops, such as rice, potato, sorghum and mango, strengthening sustainable livestock production of cattle, small ruminants and local poultry, as well as reducing malnutrition among infants and children, while considering the linkages with food safety.”

    The Assessment Mission will deliver an integrated Assessment Report with concrete recommendations on areas for intervention under the Atoms4Food Initiative. This will help develop a National Action Plan in order to scale up the joint efforts made by the two organizations in the past decades, which will include expanding partnership and resource mobilization. “Our priority now is to deliver a concrete mission report with actionable recommendations that will support the development of the National Action Plan aimed at improving the country’s long term food security,” Feng added.

  • MIL-OSI Global: Global outrage over Gaza has reinforced a ‘siege mentality’ in Israel – what are the implications for peace?

    After more than 20 months of devastating violence in Gaza, the right-wing Israeli government’s pursuit of two irreconcilable objectives — “destroying” Hamas and releasing Israeli hostages — has left the coastal strip in ruins.

    At least 54,000 Palestinians have been killed by the Israeli military, close to two million have been forcibly displaced, and many are starving. These atrocities have provoked intense moral outrage around the world and turned Israel into a pariah state.

    Meanwhile, Hamas is resolved to retain control over Gaza, even at the cost of sacrificing numerous innocent Palestinian lives for its own survival.

    Both sides have been widely accused of war crimes, crimes against humanity, and mainly in Israel’s case, genocide.

    While the obstacles to ending the fighting remain stubbornly difficult to overcome, a troubling pattern has become increasingly apparent.

    The very outrage that succeeded in mobilising, sustaining and swelling international opinion against Israel’s actions — a natural psychological response to systematic injustice — has also reinforced a “siege mentality” already present among many in its Jewish population.

    This siege mentality may have undermined more proactive Israeli Jewish public support for a ceasefire and “day-after” concessions.

    A toxic cocktail of emotions

    Several dominant groups have shaped the conflict’s dynamics, each driven by a distinct set of emotional responses.

    For many Israeli Jews, the massacres of October 7 have aggravated longstanding feelings of victimhood and mistrust, fears of terrorist attacks, perceptions of existential threats, intergenerational traumas stemming from the Holocaust, and importantly, the strong sense of siege mentality.

    Together, these emotions have produced a toxic blend of anger, hatred and intense desire for revenge.

    For the Palestinians, Israel’s devastation of Gaza has followed decades of oppressive occupation, endless rights violations, humiliation and dispossession. This has exacerbated feelings of hopelessness, fear and abandonment by the world.

    The wider, global pro-Palestinian camp has been driven by moral outrage over the atrocities being committed in Gaza, alongside empathy for the victims and a sense of guilt over Western governments’ complicity in the killings through the provision of arms to Israel.

    Similarly, for Israel’s supporters around the world, anger and resentment have led to feelings of persecution, and in turn, victimisation and a sense of siege.

    Many on both sides have become prisoners of this moral outrage. And this has suppressed compassion for the suffering of the “other” — those we perceive as perpetrators of injustice against the side we support.

    Complaints of bias and content omissions

    Choosing sides in a conflict translates almost inevitably into biases in how we select, process and assess new information.

    We search for content that confirms what we already believe. And we discount information that would go against our pre-existing perceptions.

    This tendency also increases our sensitivity to omissions of facts we deem important for our cause.

    Since early in the crisis, voices in the two camps have accused the mainstream media in the West of biased coverage in favour of the “other”. These feelings have added fuel to the moral outrage and sense of injustice among both sides.

    Outrage in the pro-Israel camp has focused mainly on a perceived global conspiracy to absolve Hamas of any responsibility.

    In that view, Israel has been singled out as the only culpable party for the killings in Gaza. This is despite the fact Hamas unleashed the violence on October 7, used the Gazan population as human shields while hiding in tunnels, and refused to release all the Israeli hostages to end the fighting.

    On the other side, pro-Palestinian outrage has focused on “blatant” omissions by the media and Western governments of important historical facts that could provide context for the October 7 attacks.

    On both sides, then, significant focus has been placed on omissions of facts that could support one’s own narrative or cause.

    A siege mentality in Israel

    Many Israelis continue to relive October 7 while remaining decidedly blind to the daily horrors their military inflicts on Gaza in their name. For them, the global outrage has reinforced a long-existing and potent siege mentality.

    This mindset has been fed by a reluctance to directly challenge Israeli soldiers risking their lives and other rally-around-the-flag effects. It’s also been bolstered by the desire for revenge and an intense campaign of dehumanising all Palestinians — Hamas or not.

    The so-called “ring of fire” created around Israel by Iran and its proxies —Hezbollah, Hamas, Islamic Jihad and the Houthis — has further amplified this siege mentality. Their stated objective is the destruction of Israel.

    I’ve conducted an exploratory study of Israeli media, government statements and English Jewish diaspora publications from October 2023 to May 2025, reviewing some 5,000 articles and video clips.

    In this research, I’ve identified strong, consistent uses of siege mentality language, phrases such as:

    In a detailed analysis of 65 English articles from major Israeli outlets, such as The Jerusalem Post and Times of Israel, and Jewish publications in the United States, United Kingdom and Australia, I found siege mentality language in nearly nine out of ten searches.

    Importantly, nearly half of these occurrences were in response to pro-Palestinian rhetoric or advocacy: campus protests and actions targeting Israelis or Jews, university groups refusing to condemn October 7, or foreign governments’ recognition of Palestinian statehood.

    The sharp increase in attacks on Jews and Jewish installations since October 7 has also sparked global debates over rising antisemitism. Distinguishing honest critiques of Israel’s actions in Gaza from antisemitic rhetoric has become contentious, as has the use of antisemitism claims by Israeli leaders to dismiss much of this criticism.

    Moving forward

    When viewed through the prism of injustice, the strong asymmetry between Israeli and Palestinian suffering has long been apparent. But it’s grown even wider following Israel’s brutal responses to October 7.

    The culpability of Israel’s government and Hamas for the atrocities in Gaza is incontestable. However, many in the Israeli-Jewish public must also share some of the blame for refusing to stand up to – or by actively supporting – their extremist government’s policies.

    The pro-Palestine movement’s justice-driven campaigns have done much to combat international bystanding and motivate governments to act. At the same time, the unwillingness to unite behind a clearer unequivocal condemnation of Hamas’ massacres may have been a strategic mistake.

    By ignoring or minimising the targeting of civilians, the hostage-taking and the reports of sexual violence committed by Hamas, a vocal minority of advocates has weakened the movement’s otherwise strong moral authority with some of the audiences it needed to influence most. First and foremost, this is people in Israel itself.

    My research suggests that while injustice-based outrage can be effective at generating attention and engagement, it can also produce negative side effects. One adverse impact has been the polarisation of the public debate over Gaza, which, in turn, has contributed to the intensification of Israelis’ siege mentality.

    Noam Chomsky, a well-known Jewish academic and fierce critic of Israel’s treatment of Palestinians, once noted in relation to Palestinian advocacy:

    You have to ask yourself, when you conduct some tactic, what the effect is going to be on the victims. You don’t pursue a tactic because it makes you feel good.

    The question, then, is how to harness the strong mobilising power of moral outrage for positive ends – preventing bystander apathy to atrocities – without the potential negative consequences. These include polarisation, expanded violence, feeding a siege mentality (when applicable), and making peace negotiations more difficult.

    The children in Gaza and elsewhere in the world deserve advocacy that will prioritise their welfare over the release of moral outrage — however justified.

    So, what approaches would most effectively help end the suffering?

    Most immediately, the solution rests primarily with Israel and, by extension, the Trump administration as the only international actor powerful enough to force Prime Minister Benjamin Netanyahu’s government to halt the killings.

    Beyond that, and looking toward the future, justice-based activism should be grounded in universal moral principles, acknowledge all innocent victims, and work to create space for both societies to recognise each other’s humanity.

  • MIL-OSI Global: Should global media giants shape our cultural and media policy? Lessons from satellite radio

    Debates about regulating Canadian content for streaming media platforms are ongoing, and key issues include revising the definition of Canadian content for audio and visual cultural productions and whether big streaming companies would be mandated to follow new Canadian Radio-television and Telecommunications Commission (CRTC) policies.

    Global streaming companies are fighting regulations requiring them to fund Canadian content and news.

    The Motion Picture Association-Canada, which represents large streamers like Netflix, Amazon and Disney, has argued that the CRTC should not impose “mandatory positions, functions or elements of a ‘Canadian program’” on global streaming companies.

    The Online Streaming Act, passed in 2023, amended the Broadcasting Act to “ensure that online streaming services make meaningful contributions to Canadian and Indigenous content.”

    For example, according to the act, online audio streaming services that make more than $25 million in annual revenue and that aren’t affiliated with a Canadian broadcaster will contribute five per cent of those funds to organizations such as FACTOR, Musicaction, the Community Radio Fund of Canada and the Indigenous Music Office, among others.

    This has the potential to benefit musicians in Canada. But Apple and Spotify, and other tech and music companies, have banded together (under the Digital Media Association, DiMA), labelling the act a “streaming tax” on users.

    This is a pivotal moment to think about the important role of policy to support Canada’s independent artists, as well as public and community media, and the increasing power of global streaming companies when it comes to setting the terms of cultural policy. One way to do this is to consider the trajectory of satellite radio.

    Lessons from satellite radio

    As I have previously argued, the history of satellite radio anticipated the broader turn to subscription music listening. Similarly, the story of satellite radio in Canada exemplifies the tensions arising in policymaking today with streaming media.

    As I discuss in my new book, Music in Orbit: Satellite Radio in the Streaming Space Age, the launch of subscription satellite radio services in the United States in 2001, and their subsequent entry into the Canadian market in 2005, raised questions about how to regulate these new services.

    Canadian content regulations had been established for broadcast radio in 1971, and these needed to be sorted out for satellite radio channels. Many artists and music industry workers were keen to allow the service to enter the country, while others were concerned with the lack of substantial cultural protectionism.

    Canadian content for satellite

    When the CRTC first licensed Sirius and XM in Canada, the license stipulated that each provider had to offer at least eight Canadian-produced channels, each with at least 85 per cent Canadian content. (These guidelines countered the satellite providers’ proposal of only four Canadian channels each.) Later, the CRTC revised regulations, so that no less than 10 per cent of unique channels, per provider, had to be Canadian.

    Critics felt that relegating Canadian music to a small selection of channels higher on the channel lineup (in the 160s and 170s) was a disservice to Canadian content regulations, as those channels were easy to ignore. They also thought that, overall, the domestic music content featured on satellite would be lower than what was heard on terrestrial radio.

    During the 2004 CRTC public hearing before the licensing of Sirius and XM in Canada, Neil Dixon, the president of Canadian Music Week, argued that “one of the most difficult things we had to do in promoting independent music on an independent label was getting it outside this country.”

    Dixon championed the advantages of satellite radio in comparison to terrestrial radio, as did several creatives entities. They spoke of the belief and hope in seeing Canadian, as well as Indigenous artists, heard beyond Canadian borders and in areas not served by broadcast radio.

    CBC Radio 3 and satellite

    Among the Canadian satellite channels was CBC Radio 3, a channel programming 100 per cent independent Canadian music. It served as a beacon of hope for Canadian artists because its music programming drew from a wide variety of artists who had not yet received commercial radio play. This channel came from a financial and programming partnership between CBC, the public broadcaster, and Sirius Canada.

    Years after the 2011 merger of Sirius and XM in Canada, SiriusXM Canada was restructured in 2016, with 70 per cent of the company now owned by U.S. SiriusXM. This also meant that the CBC would cease being a shareholder in SiriusXM Canada.

    In 2022, Sirius XM Canada announced it was removing CBC Radio 3 and CBC Country; these were replaced by channels programmed by SiriusXM. The company also cut French-language CBC music channels ICI Musique Franco-Country and ICI Musique Chansons and introduced new French music channels.

    Uproar over cutting of CBC channels

    The cutting of CBC channels sparked uproar among artists in Canada, namely independent ones. SiriusXM had become a major income source for Canadian artists, particularly by comparison to the low royalty payments from Canadian commercial radio and streaming platforms.

    One headline in the Toronto Star read: “‘Final nail in the coffin’: Why SiriusXM dropping CBC Radio 3 is ‘potentially catastrophic’ for Canadian artists.”

    For artists, a royalty payment could be about $50 per play, divided between artist and owner of the song’s master (typically labels).

    Subscription radio and superstar artists

    Among the new channels introduced by SiriusXM when it simultaneously cut CBC channels was Mixtape North, devoted to Canadian hip hop and R&B.

    Such a channel has the potential to support upcoming Canadian artists in these genres. However, the Mixtape North channel description mentions massively successful commercial artists: “Playing the newest hits from Drake and Jessie Reyez to classic throwbacks from Kardinal Offishall and K-OS to emerging voices.” In late May 2025, according to xmplaylist.com, the most played artists were The Weeknd and Drake, as well as Melanie Fiona, who has a new song with American artist LaRussell.

    A balance between superstar artists and smaller or independent artists is evident. The channel seems designed for more superstar artists than Radio 3, because it is without the CBC’s public media mandate to play independent artists.

    Precarity of public media institutions

    SiriusXM is a massive commercial subscription radio company with a long history of working to alter cultural policy in its favour. Some have argued that it didn’t make sense for a public media company to partner with a commercial subscription radio service in this way.

    The precarious position of public institutions and regulations to support smaller or independent artists remains a pressing issue. Traditional public broadcasters globally, since at least the early 2000s, have faced a growing pressure to reconceive service delivery and responsiveness to public needs and interests, and the multimedia ways people may want to tune in or engage.

    The story of satellite radio exemplifies an imperfect approach to supporting Canadian culture across the digital and streaming music era, as well as the competing commercial and public interests in policymaking.

    We need to pay careful attention to the uneven power dynamics between major media companies and then the musicians and music lovers who live by the rules established through policymaking.

  • MIL-OSI Security: New application process for SPS Multi-Year Projects

    NATO’s Science for Peace and Security Programme (SPS) fosters timely and impactful technological innovation to address security challenges. In light of the changed security environment, the Programme has experienced a significant increase in visibility over the past several years. In 2024, two calls for proposals received 300 submissions – the highest number for one calendar year in the Programme’s history.

    To streamline the growing number of applications for Multi-Year Projects (MYPs), the SPS Programme has introduced a new two-phase application process applicable to the recently opened call for proposals.

    In phase one, applicants are invited to submit a short-form proposal, which will be evaluated by the SPS Office and the Independent Scientific Evaluation Group (ISEG). Only applicants whose proposals have been recommended for further development by the ISEG will be invited to participate in phase two of the application process by submitting a full proposal for second evaluation. Once submitted, phase two proposals will be evaluated and those recommended for award by the ISEG will be shared with Allies for final approval.

    The application process for Events has not changed.

    The simplified proposal in phase one will allow applicants to present their innovative ideas with fewer administrative requirements during the initial step, while those invited to participate in phase two will benefit from increased engagement with the SPS Programme during the further development of their research proposal. The new two-phase application process for MYPs will provide more opportunities for engagement with applicants early in the process, leading to higher-quality research proposals, clear relevance to SPS priorities, and the improved likelihood of successful and applicable outcomes.

    As summer months approach and inflation remains tempered, small businesses are seeing growth in top line revenue, expenses, and earnings. The positive marks for enterprise operators echo the sentiment in the U.S. Small Business Confidence Index, which rose for the first time since December.

    “Small and medium businesses continue to remain resilient as tariff negotiations remain in limbo,” said Rohit Arora, CEO and co-founder of Biz2Credit. It was expected that tariffs would send prices upward as businesses were estimated to raise prices, and bring rising inflation. Those results have yet to materialize. A plausible explanation is that businesses frontloaded their inventory to skirt tariffs.

  • MIL-OSI Analysis: 6 ways AI can partner with us in creative inquiry, inspired by media theorist Marshall McLuhan

    Today’s large language models (LLMs) process information across disciplines at unprecedented speed and are challenging higher education to rethink teaching, learning and disciplinary structures.

    As AI tools disrupt conventional subject boundaries, educators face a dilemma: some seek to ban these tools, while others are seeking ways to embrace them in the classroom.

    Both approaches risk missing a deeper transformation that was predicted 60 years ago by Canadian communication theorist Marshall McLuhan.

    McLuhan’s insights can help educators — and all of us grappling with the meaning, uses and misuses of AI — to think about how to cultivate a new mindset, one that integrates human agency and machine capabilities consciously and critically.

    ‘Oracle of the electric age’

    In the mid-1960s, McLuhan published Understanding Media, earning a reputation as the “oracle of the electric age.”

    In the chapter, “Automation: Learning a Living,” McLuhan opens with a provocative observation: “Little Red Schoolhouse Dies When Good Road Built.” Technological change, he suggested, doesn’t merely augment existing systems — it transforms them.

    While roads once expanded access to specialized education, automation reverses this logic, he argued.

    This is because disciplinary boundaries are dissolved, and the intersection of learning and work is redefined. He wrote:

    “Automation … not only ends jobs in the world of work, it ends subjects in the world of learning.”

    McLuhan foresaw that computing would enable new forms of pattern recognition, requiring fundamentally different ways of thinking — more integrative, relational and responsive — rather than simply accelerating old methods.

    Automation makes the arts mandatory

    Crucially, McLuhan argued that far from making the liberal arts obsolete, automation makes them mandatory. In an age where machine intelligence is integrated into communication and creativity, the humanities, with their focus on cultural understanding, ethical reasoning and imaginative expression, become more essential than ever.

    To navigate this landscape, we can borrow from complex systems researcher Stuart Kauffman’s concept of the “adjacent possible,” as developed in author and innovation expert Steven Johnson’s theory of innovation.

    The “adjacent possible” refers to the set of opportunities and innovations that become accessible when new combinations of existing ideas and technologies are explored.

    This gives rise to what I refer to as AI-adjacency: a framework that treats artificial intelligence not as a replacement for human intelligence, but as a partner in strategic collaboration and creative inquiry.

    6 ways AI can be a partner in creative inquiry

    1. Critical discernment

    AI-adjacent learning begins with critical discernment: the ability to assess intellectual and cultural value regardless of whether AI was involved in the creation process.

    When game designer Jason Allen’s AI-assisted image, Théâtre D’opéra Spatial, won first place in a digital arts competition at the 2022 Colorado State Fair — and Allen shared information about it on social media — controversy ensued.

    Commenters were unsure how to evaluate artistic merit when creative direction is shared with AI. Allen reportedly spent more than 80 hours crafting over 600 text prompts in Midjourney, and also digitally altered the work. The debate illustrates how critical discernment moves beyond detecting AI use to asking deeper questions about authorship, effort and esthetic judgment.

    2. Strategic collaboration

    Strategic collaboration requires nuanced decision-making about when and how to involve AI tools in a creative process. A recent study reports that “the impact of ChatGPT as a feedback tool on students’ writing skills was positive and significant.”

    As one student in the study noted: “When you use ChatGPT in a classroom with your classroom, you’re doing it with several people. So much talk going on simultaneously! It’s kinda cool. The conversations are so meaningful and without noticing, we are working together and writing.”

    The value here is in an AI-facilitated collaboration that encourages students to become more interested in learning how to express themselves through writing.

    3. Voice and vision stewardship

    Stewarding voice and vision means ensuring that technology serves individual expression, not the other way around. At Berklee College of Music in Boston, with varied instructors, students are encouraged to explore AI’s varied potential uses in enhancing their creative process. If it’s used, instructors emphasize outputs must reflect the artist’s own style, not just the algorithm’s fluency. This fosters self-awareness and creative authorship amid technological collaboration.

    4. Cultural and social responsibility

    AI tools are not neutral, but they can be powerful allies when developed with cultural and social responsibility. Researchers on Vancouver Island are developing AI voice-to-text technology specifically for Kwak’wala, an endangered Indigenous language.

    Sara Child, a Kwagu’ł band member and professor in Indigenous education leading the project, told CBC that by “building the technology tool, the speech recognition tool, we can tap into that amazing resource that will help us recapture and reclaim language that is trapped in archives.”

    Unlike existing systems designed for English, this AI must be built from scratch because Kwak’wala is verb-centred rather than noun-based.

    The project demonstrates how AI can amplify marginalized voices. In this case, Indigenous communities control the development process and cultural knowledge remains in community hands.

    5. Adaptive expertise

    Adaptive expertise means knowing when to innovate beyond routine solutions. Medical education researchers Brian J. Hess and colleagues define it as “the capacity to apply not only routinized procedural approaches but also know when the situation calls for creative innovative solutions.”

    In an AI-integrated world, students must distinguish between when AI-generated responses are appropriate and can enhance productivity, versus when situations require human, slower, in-depth thinking and creative analysis.

    For example, history students can use AI to quickly process archival materials and identify patterns, but must also learn how to use AI to help them interpret the cultural significance of those patterns, which requires innovative analytical approaches grounded in a liberal arts education.

    6. Creative and intellectual agency

    Creative and intellectual agency represents a central pillar of humanities education, rooted in the German concept of Bildung, which is developing oneself through critical engagement with complex ideas.

    This principle of cultivating independent thinking and deep attention to challenging problems remains essential in an AI-integrated world. The challenge facing higher education is find ways to amplify intellectual agency through creative collaboration with AI tools. At Lehigh University in Pennsylvania,
    humanities students work with computer scientists to develop interdisciplinary courses like “Algorithms and Social Justice,” which involves applying humanistic perspectives throughout data analysis processes.

    McLuhan’s warning: loss of self-awareness

    McLuhan also offered a powerful warning through the myth of Narcissus in Understanding Media.

    Contrary to popular view, McLuhan argued Narcissus didn’t fall in love with himself; instead, he mistook his reflection for someone else.

    This “extension of himself by mirror,” McLuhan writes, “numbed his perceptions until he became the servomechanism of his own extended … image” — meaning, Narcissus became dependent on his own reflection.

    The real danger of AI isn’t replacement. It’s the loss of self-awareness. We risk becoming passive users of our own technological extensions and allowing them to shape how we think, create and learn without realizing it. In McLuhan’s terms, we become tools of our tools.

    AI-adjacent practices offer a way out. By engaging consciously with technology through the six dimensions, students learn to use AI critically and creatively — without surrendering their agency.
