  • MIL-OSI Global: Landing on the Moon is an incredibly difficult feat − 2025 has brought successes and shortfalls for companies and space agencies

    Half a century after the Apollo astronauts left the last bootprints in lunar dust, the Moon has once again become a destination of fierce ambition and delicate engineering.

    This time, it’s not just superpowers racing to plant flags, but also private companies, multinational partnerships and robotic scouts aiming to unlock the Moon’s secrets and lay the groundwork for future human return.

    So far in 2025, lunar exploration has surged forward. Several notable missions have launched toward or landed on the Moon. Each has navigated the long journey through space and the even trickier descent to the Moon’s surface or into orbit with varying degrees of success. Together, these missions reflect both the promise and difficulty of returning to the Moon in this new space race defined by innovation, competition and collaboration.

    As an aerospace engineer specializing in guidance, navigation and control technologies, I’m deeply interested in how each mission – whether successful or not – adds to scientists’ collective understanding. These missions can help engineers learn to navigate the complexities of space, operate in hostile lunar environments and steadily advance toward a sustainable human presence on the Moon.

    Why is landing on the Moon so hard?

    Lunar exploration remains one of the most technically demanding frontiers in modern spaceflight. Choosing a landing site involves complex trade-offs between scientific interest, terrain safety and Sun exposure.

    The lunar south pole is an especially attractive area, as it could contain water in the form of ice in shadowed craters, a critical resource for future missions. Other sites may hold clues about volcanic activity on the Moon or the solar system’s early history.

    Each mission trajectory must be calculated with precision to make sure the craft arrives and descends at the right time and place. Engineers must account for the Moon’s constantly changing position in its orbit around Earth, the timing of launch windows and the gravitational forces acting on the spacecraft throughout its journey.

    They also need to carefully plan the spacecraft’s path so that it arrives at the right angle and speed for a safe approach. Even small miscalculations early on can lead to major errors in landing location – or a missed opportunity entirely.

    Once on the surface, the landers need to survive extreme swings in temperature – from highs over 250 degrees Fahrenheit (121 degrees Celsius) in daylight down to lows of -208 F (-133 C) at night – as well as dust, radiation and delayed communication with Earth. The spacecraft’s power systems, heat control, landing legs and communication links must all function perfectly. Meanwhile, these landers must avoid hazardous terrain and rely on sunlight to power their instruments and recharge their batteries.

    These challenges help explain why many landers have crashed or experienced partial failures, even though the technology has come a long way since the Apollo era.

    Commercial companies face the same technical hurdles as government agencies but often with tighter budgets, smaller teams and less heritage hardware. Unlike government missions, which can draw on decades of institutional experience and infrastructure, many commercial lunar efforts are navigating these challenges for the first time.

    Successful landings and hard lessons for CLPS

    Several lunar missions launched this year belong to NASA’s Commercial Lunar Payload Services program. CLPS is an initiative that contracts private companies to deliver science and technology payloads to the Moon. Its aim is to accelerate exploration while lowering costs and encouraging commercial innovation.

    The first Moon mission of 2025, Firefly Aerospace’s Blue Ghost Mission 1, launched in January and successfully landed in early March.

    The lander survived the harsh lunar day and transmitted data for nearly two weeks before losing power during the freezing lunar night – a typical operational limit for most unheated lunar landers.

    Blue Ghost demonstrated how commercial landers can shoulder critical parts of NASA’s Artemis program, which aims to return astronauts to the Moon later this decade.

    The second CLPS launch of the year, Intuitive Machines’ IM-2 mission, launched in late February. It targeted a scientifically intriguing site near the Moon’s south pole region.

    The Nova-C lander, named Athena, touched down on March 6 close to the south pole. However, during the landing process, Athena tipped over. Since it landed on its side in a crater with uneven terrain, it couldn’t deploy its solar panels to generate power, which ended the mission early.

    While Athena’s tipped-over landing meant it couldn’t do all the scientific explorations it had planned, the data it returned is still valuable for understanding how future landers can avoid similar fates on the rugged polar terrain.

    Not all lunar missions need to land. NASA’s Lunar Trailblazer, a small lunar orbiter launched in February alongside IM-2, was intended to orbit the Moon and map the form, abundance and distribution of water in the form of ice, especially in shadowed craters near the poles.

    Shortly after launch, however, NASA lost contact with the spacecraft. Engineers suspect the spacecraft may have experienced a power issue, potentially leaving its batteries depleted.

    NASA is continuing recovery efforts, hoping that the spacecraft’s solar panels may recharge in May and June.

    Ongoing and future missions

    Launched on the same day as the Blue Ghost mission in January, Japanese company ispace’s Hakuto-R Mission 2 (Resilience) is on its way to the Moon and has successfully entered lunar orbit.

    The lander carried out a successful flyby of the Moon on Feb. 15, with an expected landing in early June. Although launched at the same time, Resilience took a longer trajectory than Blue Ghost to save energy. This maneuver also allowed the spacecraft to collect bonus science observations while looping around the Moon.

    The mission, if successful, will advance Japan’s commercial space sector and prove an important comeback for ispace after its first lunar lander crashed during its final descent in 2023.

    The rest of 2025 promises a busy lunar calendar. Intuitive Machines plans to launch IM-3 in late 2025 to test more advanced instruments and potentially deliver NASA scientific experiments to the Moon.

    The European Space Agency’s Lunar Pathfinder will establish a dedicated lunar communications satellite, making it easier for future missions, especially those operating on the far side or poles, to stay in touch with Earth.

    Meanwhile, Astrobotic’s Griffin Mission-1 is scheduled to deliver NASA’s VIPER rover to the Moon’s south pole, where it will directly search for ice beneath the surface.

    Together, these missions represent an increasingly international and commercial approach to lunar science and exploration.

    As the world turns its attention to the Moon, every mission – whether triumph or setback – brings humanity closer to a permanent return to our closest celestial neighbor.

  • MIL-OSI United Nations: China supports WFP to improve nutrition for over 100,000 school children in the Kyrgyz Republic

    BISHKEK – The United Nations World Food Programme (WFP) and the Government of the People’s Republic of China, through the China International Development Cooperation Agency (CIDCA), will provide nutritious school meals to more than 100,000 children in the Kyrgyz Republic. This marks CIDCA’s first multilateral initiative in the country and in Central Asia through its Global Development and South-South Cooperation Fund.

    To launch this initiative, a handover ceremony was held yesterday at the #86 School in Osh province in the south of the country, with the Ambassador of China in the Kyrgyz Republic, H.E. Liu Jiangping, the Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh region, Ilyas Tashbaev and the WFP Representative and Country Director in the Kyrgyz Republic, Kojiro Nakai.

    “As a strategic partner of the Kyrgyz Republic, China has been supporting the country through bilateral channels, improving infrastructure and other sectors,” said H.E. Liu Jiangping, Ambassador of the People’s Republic of China to the Kyrgyz Republic. “The support from CIDCA aims to enhance the National School Meals Programme via multilateral channels, which will complement China’s existing large-scale assistance and set a good example for South-South cooperation initiative.”

    In 2025, 1,700 metric tons of fortified wheat flour, vegetable oil, rice and lentils will be delivered to 300 schools across Osh, Jalal-Abad and Batken provinces. WFP and the Ministry of Education and Science selected these schools based on poverty levels and nutritional needs.

    “WFP is grateful for this new contribution from the Government of China. This support will help address the serious micronutrient deficiencies affecting primary school children in three provinces. WFP remains committed to strengthening the school meals programme and contributing to the growth of a healthy and successful young generation,” said Kojiro Nakai, WFP Representative and Country Director.

    Under the leadership of the Ministry of Education and Science and supported by WFP, the National School Meals Programme has already introduced nutritious meals in 920 schools across the country, with support from various donors. Each year, WFP not only supplies food but also upgrades school kitchen infrastructure, provides catering equipment and trains cooks to ensure the safe and nutritious preparation of meals.

    Together, the Ministry of Education and Science, WFP, and their partners remain committed to further improving the National School Meals Programme, nourishing children for a healthier and brighter future.

    Vatican City (Agenzia Fides) – Peace, Justice, Truth. These are the three words Pope Leo XIV chose in his address to members of the Diplomatic Corps accredited to the Holy See. Peace which is “the first gift of Christ”, an “active and demanding gift. It engages and challenges each of us”. Justice, which is also denied by “global inequalities – between opulence and destitution – that are carving deep divides between continents, countries and even within individual societies”. Truth, which “can never be separated from charity, always has at its root a concern for the life and well-being of every man and woman”.The “sui generis” Nature of Papal DiplomacyPope Leo began by thanking the Ambassador of the Republic of Cyprus and Dean of the Diplomatic Corps, for his cordial greeting, and recalling the tireless work that he has carried out with his characteristic energy, commitment and kindness”, stressing that papal diplomacy is “an expression of the very catholicity of the Church. In its diplomatic activity, the Holy See is inspired by a pastoral outreach that leads it not to seek privileges but to strengthen its evangelical mission at the service of humanity.” For this reason it appeals to consciences, as witnessed by the constant efforts of my venerable predecessor, ever attentive to the cry of the poor, the needy and the marginalized, as well as to contemporary challenges, ranging from the protection of creation to artificial intelligence”. The Pope born in Chicago then referred to his “own life experience, which has spanned North America, South America and Europe, has been marked by this aspiration to transcend borders in order to encounter different peoples and cultures. Through the constant and patient work of the Secretariat of State”, Pope Leo continued, “I intend to strengthen understanding and dialogue with you and with your countries, many of which I have already had the grace to visit, especially during my time as Prior General of the Augustinians. I trust that God’s providence will allow me further occasions to get to know the countries from which you come and enable me to have occasions to confirm in the faith our many brothers and sisters throughout the world and to build new bridges with all people of good will”.Human Nature and the Gift of PeaceThen, recognizing, with the Christian realism with which Saint Augustine and the Fathers of the Church also contemplated the condition of the human race, marked by Original Sin, the Pope said: “it is part of human nature and always accompanies us, pushing us too to live in a constant “state of conflict” at home, at work and in society”. And “no matter how hard we try, tensions will always be present, a little like embers burning beneath the ashes, ready to ignite at any moment”.In this state of affairs – the Bishop of Rome added – “peace is first and foremost a gift. It is the first gift of Christ”. Yet it is “an active and demanding gift. It engages and challenges each of us, regardless of our cultural background or religious affiliation, demanding first of all that we work on ourselves. Peace – he added -is built in the heart and from the heart, by eliminating pride and vindictiveness and carefully choosing our words. For words too, not only weapons, can wound and even kill”. Looking at global scenarios, Pope Leo recognized “the fundamental contribution to fostering a climate of peace. This naturally requires full respect for religious freedom in every country, since religious experience is an essential dimension of the human person. Without it, it is difficult, if not impossible, to bring about the purification of the heart necessary for building peaceful relationships”. The Pontiff also reiterated that “there is a need to give new life to multilateral diplomacy and to those international institutions conceived and designed primarily to remedy eventual disputes within the international community”. Furthermore – he added – “there must also be a resolve to halt the production of instruments of destruction and death, since, as Pope Francis noted in his last Urbi et Orbi Message: No peace is “possible without true disarmament [and] the requirement that every people provide for its own defence must not turn into a race to rearmament.”Justice and the faces of the new “Social Question”“I chose my name,” Pope Leo XIV repeated, introducing the reflections on justice – “thinking first of all of Leo XIII, the Pope of the first great social Encyclical, Rerum Novarum. In this time of epochal change, the Holy See cannot fail to make its voice heard in the face of the many imbalances and injustices that lead, not least, to unworthy working conditions and increasingly fragmented and conflict-ridden societies.”To build “harmonious and peaceful civil societies”- the Pontiff underlined in this passage of his speech – it is necessary to invest “in the family, founded upon the stable union between a man and a woman”, and to ensure that “respect for the dignity of every person, especially the most frail and vulnerable, from the unborn to the elderly, from the sick to the unemployed, citizens and immigrants alike. My own story”, he added, making another reference to his personal story in his speech, “is that of a citizen, the descendant of immigrants, who in turn chose to emigrate. All of us, in the course of our lives, can find ourselves healthy or sick, employed or unemployed, living in our native land or in a foreign country, yet our dignity always remains unchanged: it is the dignity of a creature willed and loved by God”.Truth is an encounter“Truly peaceful relationships cannot be built, also within the international community,” the Pontiff remarked, dwelling on the third key word of his speech – apart from truth. Because “where words take on ambiguous and ambivalent connotations, and the virtual world, with its altered perception of reality, takes over unchecked, it is difficult to build authentic relationships, since the objective and real premises of communication are lacking.” The Church, for her part –Pope Prevost added – “can never be exempted from speaking the truth about humanity and the world, resorting whenever necessary to blunt language that may initially create misunderstanding. Yet truth can never be separated from charity, which always has at its root a concern for the life and well-being of every man and woman”. And from the Christian perspective – the Pontiff clarified – “truth is not the affirmation of abstract and disembodied principles, but an encounter with the person of Christ himself, alive in the midst of the community of believers.     The State University of Management hosted a lecture by the industrial partner of the State University of Management – the international logistics operator Tablogix.     Leading Russian and Western scientists gathered at the anniversary XXV Yasin (April) International Scientific Conference. One of the guests at the special foresight session was Doctor of Philosophy Jose Luis Cordeiro, member of the World Academy of Art and Science, chairman of the Venezuelan node of the Millennium Project, former professor at MIPT and HSE, author of the book Death Must Die.

    — Dear Jose Luis, we are glad that you accepted our invitation to participate in the foresight session dedicated to the future of AI. This is not your first visit to HSE. How would you rate your experience of cooperation with our university?

    — I am always happy to return to HSE, which, by the way, many call the Russian Harvard, because I sincerely believe that it is one of the best universities in Russia, in Europe and in the world. All research and all academic work here is conducted at the highest level. And so I am inspired and happy to collaborate in any way possible.

    — Which areas of research and topics covered during the foresight session seem most relevant today?

    — I am interested in following the path from narrow AI to general AI and going even further, looking into the area of artificial superintelligence. Because this will be a level of AI that surpasses human in everything. I think this is inevitable and we need to be prepared for it.

    — Artificial intelligence causes both fear and excitement in society. What does this new technology generate more — threats or opportunities?

    — Every technology can be used for good and for bad, starting with one of the first human technologies, fire, which was probably developed by humans about half a million years ago. Obviously, it could be used for many good things, like cooking, heating, and so on. But it could also be used to kill, destroy, and burn cities. Same with nuclear energy. It can be used to make electricity or to make nuclear weapons. So all technologies can be used for good or for bad. But again, in general, technologies are used for good purposes. They are developed by people for people in cooperation with other people. So I am actually very inspired by the incredible capabilities of artificial intelligence.

    Maybe I’m not so afraid of AI because I’m more worried about human stupidity. Human stupidity is really my main concern! And so if we can become smarter with AI, I’ll be very happy about it.

    — Each person draws a certain image of the future, preferable, possible or undesirable, clear or vague, a certain picture where he places himself. What place does artificial intelligence occupy in your image of the future?

    — AI will be everywhere, it will assist us in everything constantly and continuously. It will be as natural as mobile phones are now, or earlier — the Internet, and even earlier — just ordinary landline phones.

    So AI will be everywhere. It is a general purpose technology, like electricity, which is everywhere today.

    — What, in your opinion, are the most important challenges facing humanity today? Have they changed much in recent years?

    — Look, there are different challenges in different historical periods. This is reasonable. Once, you know, fire was a big challenge. And a few thousand years later, nuclear weapons became a challenge. For a long time after World War II, humanity lived in fear of the constant threat of nuclear destruction. Until biochemical weapons were added to it. And now there are two challenges. But today, it seems to me, in terms of the greatest threat, environmental challenges are in the foreground. I believe that they are the main modern problem for humanity.

    But AI, like all technology, is actually more of a help than a problem. So I’m very optimistic about AI and I’m looking forward to AI finally helping us solve previous problems and challenges before it becomes a problem itself.

    — During the foresight session, some speakers criticized foresight, claiming that it is experiencing a decline in public interest because it is too old-fashioned. Do you agree with this statement?

    — I think that foresight and future studies in general, on the contrary, are becoming more and more relevant, because the world is changing faster and faster. When things, ways of life and technologies had not changed for centuries, when everything happened very slowly, then foresight was not so important. But now, when everything happens almost instantly, we need more, not less foresight.

    So no, I don’t think it’s old-fashioned. In fact, I think foresight is coming into fashion and it should become even more common in the future. Well, look, it’s like saying that mathematics is old-fashioned or physics is outdated. Well, they’re not, they’re not old-fashioned. We need mathematics, we need physics, and we need foresight. And I repeat: we need it more than ever.

    — You were one of the founders of the Millennium Project, which unites futurologists from all over the world. HSE Foresight Center is also active in futures research. In what areas do you see the greatest synergy from collaboration?

    — In many. If you remember, I already mentioned that HSE, ISSEK, Institute for Statistical Research and Economics of Knowledge. — Ed.) and the Foresight Center are at the forefront of modern scientific forecasting. They have achieved incredible success in the field of technological and scientific foresight. I like their forecasting tool for processing big data (iFORA. — Ed.). By the way, iFORA is something we could collaborate on, we could help promote it on the market, already at the international level. iFORA is just one example.

    Now, as part of the Millennium Project, we are working on developing State of the Future Indexes. We are creating indices of the future states of companies, cities, countries, industrial sectors and the world as a whole. So, since HSE is very strong in statistics, we could collaborate on state of the future indices. Choose a direction and create an index.

    Or a third example: we are assembling a navigator for Futures Research Methodologies. And a Foresight Center that develops such methodologies and has most of the foresight methods in its arsenal would be indispensable in our work.

    And finally, we conduct international Delphi surveys annually, now online surveys. And of course, we want to involve Russian scientists in our expert circle. Russia is one of those countries in the world where a lot of expertise has been collected in various technological areas, and we will be very happy to include it in our Delphi surveys.

    So, a lot, a lot of things. The future is open, and foresight and future research are the future.

    — Could you tell us about your current research interests?

    — Right now I am mainly interested in three areas. The first is space. Space is an important part of the history and future of humanity. And in the next decade we will have space colonies on the Moon and Mars. Life on other planets will radically change the attitude and view of our own tiny planet Earth. So space is very important. And of course, Russia, remaining one of the leading countries in space research, will participate in this space expansion.

    The second area that interests me is artificial intelligence and the transition to superintelligence. As soon as we create a new machine-human civilization, the world around us will change radically. For this, we will need a lot of intelligence, both natural and artificial. I really want to look into the future, in which superintelligence operates.

    And the third area of my interest is biotechnology, health and longevity. Now with new medical technologies we have the ability to increase the life expectancy of people, and soon we will be able to rejuvenate people. It seems incredible, but the Nobel Prize in Medicine in 2012 was awarded to Shinyo Yamanaka, who discovered a way to reprogram cells to change their biological age. After that, other scientists began to do this at the organ level, in 12 years we moved from cells to organs. And now many people are working on the transition from organs to whole organisms, to animals. Of course, they usually start with simpler and smaller animals, and then move on to more complex and larger ones, so that eventually we can try it on people. I believe that in the next 20 years we will stop aging. We will take control of the aging process and begin to rejuvenate people. This was the first dream of mankind – immortality. And now we are very close to making it come true thanks to biotechnology. And so I’m very excited about this. So, three areas: space, artificial intelligence and longevity.

  • MIL-OSI Global: ‘Manu jumping’: The physics behind making humongous splashes in the pool

    Whether diving off docks, cannonballing into lakes or leaping off the high board, there’s nothing quite like the joy of jumping into water.

    Olympic divers turned this natural act into a sophisticated science, with the goal of making a splash as small as possible. But another sport looks for just the opposite: the extreme maximum splash, one as high, wide and loud as possible.

    Welcome to the world of “manu jumping.” Although not a familiar term in the United States, manu jumping is beloved throughout New Zealand. The sport originated in the Māori community, where popping a manu is a way of life. There, manu jumpers leap from bridges, wharves and diving platforms to make the giant splashes.

    The sport is playful yet competitive. At the Z Manu World Champs, you win based on the height and width of your splash. The current record: a splash more than 32 feet high (10 meters).

    The concept sounds simple, but like Olympic diving, it turns out there’s a science to manu jumping.

    In New Zealand, manu jumping is an obsession.

    The Worthington splash

    As fluid dynamicists, we study the way living organisms interact with fluids – for instance, how flamingos feed with their heads underwater,
    or how insects walk on water.

    So when we stumbled upon viral videos of manu jumping on TikTok and YouTube, our curiosity was triggered. We launched a scientific investigation into the art of making a splash.

    Our research was more than just fun and games. Optimizing how bodies enter fluids – whether those bodies are human, animal or mechanical – is an indispensable branch of science. Understanding the physics of water entry has implications for naval engineering, biomechanics and robotics.

    We discovered that creating the perfect manu splash isn’t just about jumping into the water. Instead, it’s about mastering aerial maneuvers, timing underwater movements and knowing exactly how to hit the surface.

    The microsecond the manu jumper hits the water is critical. Two splashes actually occur: The first, the crown splash, forms as the body breaks the surface. The next, the Worthington splash, is responsible for the powerful burst of water that shoots high into the air. Manu jumping is all about triggering and maximizing the Worthington splash.

    So we analyzed 75 YouTube videos of manu jumps. First, we noticed the technique: Jumpers land glutes first, with legs and torso scrunched up in a V-shaped posture.

    But the moment they go underwater, the divers roll back and kick out to straighten their bodies. This expands the air cavity, the space of air created in the water by the jump; then the cavity collapses, detaching itself from the body. This period of detachment is known as “pinch-off time” – when the collapse sends a jet of water shooting upward. All of this happens within a fraction of a second.

    The science behind making a big splash.

    Answers from Manubot

    We found that jumpers entered the water at a median V-angle of about 46 degrees. Intrigued, we recreated these movements in a lab aquarium, using 3D-printed, V-shaped projectiles to test different V-angles.

    The result? A 45-degree angle produced the fastest, tallest splashes, virtually matching what we observed in the human jumpers. V-angles greater than 45 degrees increased the risk of injury from landing flat on the back. We found it interesting that the jumpers very nearly hit the optimal angle largely through what appeared to be intuition and trial and error.

    Digging deeper, we then built Manubot, a robot that mimics human body movements during manu jumps. It’s able to switch from a V-shape to a straight posture underwater. This is how we learned the optimal timing to maximize splash size.

    For instance, for someone who’s 5-foot-7 and jumping from 1 meter, opening their body within 0.26 to 0.3 seconds of hitting the water resulted in the biggest splash. Open too soon or too late, and splash size is compromised.

    Here’s how the Manubot worked.

    One caveat: Humans are far more complex than any 3D-printed projectile or a Manubot. Factors such as weight distribution, flexibility and anatomical shape add nuance that our models can’t yet replicate.

    For now, though, our findings highlight a simple truth: Creating the perfect manu splash isn’t the result of luck. Instead, it relies on a carefully tuned symphony of aerial and underwater maneuvers. So the next time you see someone spray everyone in the pool with a gigantic jump, remember – there’s a beautiful science behind the splash.

  • MIL-OSI Global: Trump’s vision for Air Force One will turn it from the ‘Flying White House’ to a ‘palace in the sky’

    Since President Donald Trump excitedly announced that he would be accepting a US$400 million plane from the Qatari government to serve as the next Air Force One, even members of his own party have expressed alarm.

    There’s the price tag of refurbishing the plane with top-secret systems – upward of $1 billion, according to some estimates. Then there are the conflicts of interest from accepting such a large present from a foreign nation – what some say would be the most valuable gift ever given to the U.S.

    But it would also mark a striking departure from tradition.

    While they’re often variants of commercial planes, presidential planes have almost always been U.S. military aircraft, flown and maintained by the Air Force.

    The first White Houses in the sky

    I’m an aviation historian who once worked in the United States Air Force’s history program for three years, so I’m well-acquainted with the history of presidential aircraft.

    Franklin D. Roosevelt became the first president to fly while in office. In January 1943, he boarded the Navy-owned, civilian-operated Boeing Dixie Clipper – a sea plane – for a trip to Casablanca to meet with Allied leaders.

    The security measures needed to safely transport the president – especially during wartime – spurred the creation of the first custom-built aircraft for presidential use, a heavily modified VC-54 Skymaster. Though officially named “The Flying White House,” the new presidential aircraft became better known by its nickname, the “Sacred Cow.”

    President Harry Truman used the Sacred Cow as his presidential aircraft through much of his first term in office.

    In late 1947, the U.S. Air Force ordered a second custom-built presidential aircraft, a modified DC-6, which Truman named the Independence.

    While in office, Presidents Franklin D. Roosevelt and Harry Truman flew on a modified Douglas C-54, nicknamed the Sacred Cow.

    During Dwight D. Eisenhower’s two terms, the president flew on two different planes operated by the Air Force: the Columbine II, which was a customized, military version of Lockheed’s commercial airliner the Constellation, and the Columbine III, which was a Super Constellation.

    Embracing the jet age

    In the 1960s, the use of jet engine technology in U.S. commercial aircraft revolutionized air travel, allowing planes to fly higher, farther and faster. Jet travel became associated with the glamorous and the elegant lifestyles of the “jet set” crowd.

    So it’s fitting that President John F. Kennedy – who was sometimes called the “the first celebrity president” – was the first White House occupant to fly in a jet, the Boeing 707.

    Kennedy’s aircraft was also the first painted in the distinctive light blue-and-white scheme that’s still used today. First lady Jacqueline Kennedy developed it with the help of industrial designer Raymond Loewy.

    It would go on to serve eight presidents before leaving the presidential fleet in 1990, when Boeing delivered the first of two modified Boeing 747s.

    These are the aircraft that continue to serve as the president’s primary plane. Boeing signed a contract to provide two new aircraft in 2017, during Trump’s last term. In 2020, the company decided to refurbish two existing aircraft that were originally built for another customer.

    The refurbishment has been more cumbersome and expensive than building a new aircraft from scratch. But it’s the only option because Boeing closed its 747 assembly line in late 2022.

    A nickname sticks

    On a trip to Florida, the crew of Columbine II first used “Air Force One” as the plane’s call sign to clearly distinguish the plane from other air traffic.

    While the public has associated the name Air Force One with the modified Boeing 707s and 747s and their distinctive colors, any plane with the president aboard will carry that call sign.

    They include several smaller aircraft, also operated by the Air Force, such as the North American T-39 Sabreliner used to transport Lyndon B. Johnson to his ranch in Texas and the Lockheed VC-140B JetStars, the fleet of backup planes used by several presidents, which Johnson jokingly called “Air Force One Half.”

    A cultural and political symbol

    Air Force One has long served as a symbol of the power and prestige of the presidency.

    It became an indelible part of U.S. history in November 1963, when Johnson took his oath of office from Air Force One’s cabin while Kennedy’s body lay in rest in the back of the aircraft.

    Air Force One carried President Richard M. Nixon to China and the Soviet Union for historic diplomatic missions. But it also famously flew him from Andrews Air Force Base in Maryland to his home state, California, after he resigned from office. On that day, the plane took off as Air Force One. But it landed as SAM 27000, the plane’s call sign used when the president wasn’t on board.

    Trump has been compared to Nixon in more ways than one.

    And Trump’s complaint that Arab leaders have bigger and more impressive airplanes than the current Air Force One is reminiscent of Nixon’s own concerns of being outclassed on the world stage.

    When president, Nixon strongly advocated for American supersonic transport – a 270-passenger plane designed to be faster than the speed of sound – that he hoped could be modified to serve as a new Air Force One. He feared the failure to develop an SST would relegate the U.S. to second-tier status, as other world leaders – particularly those from England, France and the USSR – traversed the globe in sleeker, better performing aircraft.

    Trump’s concerns about Air Force One seem less focused on safety and security and more on size and opulence. His longing for a “palace in the sky” is befitting for a president drawn to soaring skyscrapers, lavish parades and gold ornamentation.

  • Novel approach to HIV vaccine shows early promise

    The first human clinical trials testing a new strategy to protect against HIV infections have yielded promising early results, according to two separate reports published on Thursday in Science.
     
    The trials tested “germline targeting” HIV vaccines, which aim to activate immune system B cells in their naive, or germline, state, inducing them to become specialized cells that produce broadly neutralizing antibodies (bnAbs).
     
    By delivering a variety of HIV immunogens – typically, viral protein fragments – germline vaccines train the B cells to produce antibodies that can recognize and block a broad range of different strains of HIV from infecting healthy cells.
     
    Germline targeting requires an initial dose to prime the correct B cells, and subsequent doses to guide their maturation until they can produce effective bnAbs, the researchers reported.
     
    “Across the participants we saw an immune response that indicates that we’re on the right track,” Rogier Sanders of Amsterdam UMC, senior investigator on one of the trials, said in a statement.
     
    “We saw that we can target the cells that we need to target with atomic precision. The next step is to further stimulate these cells to secrete broadly neutralizing antibodies,” Sanders said.
     
    In a separate paper, a different team of researchers reported on two early trials that used mRNA-encoded nanoparticles produced by Moderna to successfully prime the germline B cells, although a small proportion of patients had skin reactions to the vaccines.
     
    The mRNA technology, similar to that used in Moderna’s COVID-19 shots, would allow for faster vaccine development, the study authors said.
     
    One of the trials was conducted in the United States and the other in Rwanda and South Africa. The majority of HIV patients live in Africa, but germline targeting has not previously been attempted there.
     
    The researchers said the mRNA approach appeared to work with both North American and African populations, opening the door to further testing of germline-targeting vaccines for “African populations in most need of an HIV vaccine.”
     
    EASING THERAPIES FOR SOME PROSTATE, CERVIX CANCERS
     
    Two new studies suggest that patients with certain cancers might do just as well with a shorter course of radiation or a less extensive surgery as with standard treatments.
     
    In JAMA Oncology, researchers reported that in men who require radiation after undergoing the most extensive type of surgery for prostate cancer, a form of high-dose radiation delivered in just five sessions known as stereotactic body radiotherapy (SBRT) appears to be as safe as conventional treatment delivered daily for up to seven weeks.
     
    SBRT is a well-established treatment for prostate cancer, but its use after a radical prostatectomy has been limited due to concerns about the shifting position of the prostate bed and nearby healthy tissues.
     
    The researchers tracked 100 men treated with SBRT in the single-arm study. Two years after the treatment, outcomes and side effects were similar to what the researchers had seen in the past from patients who received the longer-course treatments.
     
    If randomized studies and longer follow-up confirm the results, “this approach could remove a major barrier to post-surgery radiation therapy,” study leader Dr. Amar Kishan of the David Geffen School of Medicine at UCLA said in a statement.
     
    In JAMA Network Open, a separate team of researchers reported that women with low-risk early-stage cancer of the cervix do as well after simple hysterectomy as after modified radical hysterectomy or radical hysterectomy.
     
    Among 2,636 carefully selected patients treated for stage IA2 or IB1 cervical carcinoma at accredited cancer hospitals, there was no difference in survival rates at 3 years, 5 years, 7 years or 10, or in postoperative outcomes after the three types of surgery.

    The scientific part of the plenary session included reports on the issues of historical justice of the Nuremberg Trials in the context of modern understanding, the role of the prosecutor’s office during the war and the problems of cybersecurity in the modern social and legal reality. The participants were addressed by Vladimir Mikhailov, Senior Justice Advisor, Senior Prosecutor of the Criminal and Judicial Department of the Leningrad Region Prosecutor’s Office, Artem Klinitsky, Associate Professor of the Higher School of Law and European Economics, and representatives of the North-West Bank of Sberbank Olga Safronova, Natalia Eroshenko and Kirill Yakovlev.

    At the end of the meeting, a video trailer for the historical film “Blockade Justice” was shown, containing rare archival footage of the activities of the courts, prosecutors and lawyers during the Great Patriotic War.

    On the first day of the conference, work was carried out in the sections “Theoretical-historical and public-law sciences”, “Private law (civil) sciences”, “Criminal-law sciences”. More than 250 people took part in the conference in person and over 70 section reports were presented, and an online broadcast with the possibility of open connection was also conducted.   • MIL-OSI Australia: Crocodile captured in Tyto Wetlands at Ingham

    A 3.4-metre estuarine crocodile that was occupying a waterbody in Ingham’s Tyto Wetlands was removed from the wild on 10 May 2025.

    The Department of the Environment, Tourism, Science and Innovation (DETSI) targeted the animal for removal due to its size and location near a high-use recreational area and children’s playground.

    DETSI received multiple sighting reports from concerned members of the public, and a site assessment by wildlife rangers confirmed the presence of the crocodile.

    Senior Wildlife Ranger, Tony Frisby said reporting crocodile sightings is important for public safety, by providing the department important information about the crocodile’s size, location and behaviour.

    “We’d like to thank those people who reported the crocodile. Their information helped us to determine that it should be declared a problem crocodile and targeted for removal,” Mr Frisby said.

    “The crocodile was captured in a baited trap and it will be rehomed at a crocodile farm or zoo.

    “People are reminded that the Ingham area is crocodile habitat, and crocodiles do move in and out of the artificial Tyto Wetlands, particularly during flooding.

    “Crocodiles could be present in any waterway in the Ingham area, and people should make sensible choices when they are around the water.

    “As we head into winter, crocodiles will likely spend more time on creek and riverbanks, and may be seen in locations where they haven’t been seen in years or haven’t been seen before.

    “It is important to report all crocodile sightings to us as soon as possible, and wildlife rangers investigate every sighting report.”

    Crocodile sightings can be reported by using the QWildlife app, completing a crocodile sighting report on the DETSI website, or by calling 1300 130 372. The department investigates every crocodile sighting report received.

  • MIL-OSI USA: First Genetic Counseling Professional Science Master’s Students Graduate

    The first graduates from the University of Connecticut’s Professional Science Master’s (PSM) in genetic counseling were hooded last Tuesday. The program was ten years in the making and is the first such accredited program at a public university in New England.

    “Watching our first cohort graduate today was nothing short of incredible,” says program director and UConn Health pediatric genetics counselor Maria Gyure. “These graduates didn’t just complete a program – they helped build it. I couldn’t be prouder to send them out into the world as the next generation of genetic counselors. We have no doubt they will serve as exemplary ambassadors for our program and make meaningful contributions to the communities they serve.”

    The two-year program is uniquely positioned to give students broad experience in both research and clinical genetics. The Genetic Counseling PSM is housed under the auspices of the Institute for Systems Genomics (ISG). The ISG includes researchers and clinicians at UConn Health, Connecticut Children’s, and The Jackson Laboratory for Genomic Medicine. Those relationships, along with others, allow students to participate in a series of 10-week fieldwork rotations throughout their training. Students are placed in clinical rotations in diverse areas, including prenatal, pediatric, cancer, cardiovascular, and metabolic genetic counseling, as well as a laboratory rotation. An enrichment rotation gives students the opportunity to tailor a fieldwork experience aligned with their individual interests, in specialty clinics, industry, and advocacy.

    They are also required to take part in a genetic research project beginning in the second semester. This graduating class focused on areas including forensic genetic genealogy, the human right to health, barriers to newborn genomic research, underrepresented populations in rare disease research, among others.

    “The graduating class of 2025 represents a remarkable achievement, not only for the outstanding students in the program, but for the leadership and faculty that have made this program possible,” says ISG director Rachel O’Neill.

    The U.S. Food and Drug Administration today is taking a major step to increase transparency and ensure the safety of chemicals in our food. The agency is launching a stronger, more systematic review process for food chemicals already on the market—especially those that concern consumers most.
    “No parent should ever worry about what’s in their child’s food,” said HHS Secretary Robert F. Kennedy, Jr. “We’re taking decisive action and using every authority we have to clean up the food supply and protect American families.”
    Under the leadership of Secretary Kennedy and FDA Commissioner Martin A. Makary, M.D., M.P.H., the FDA will roll out several key actions over the coming months:

    A modernized, evidence-based prioritization scheme for reviewing existing chemicals. A draft will be released for public comment soon.
    A final, systematic post-market review process shaped by stakeholder input.
    An updated list of chemicals under review, including BHT, BHA, and ADA. The FDA will also take steps to expedite its review of chemicals currently under review like phthalates, propylparaben, and titanium dioxide. FDA will continue to share information about the status of this work on its public website as part the agency’s push for greater transparency.

    Until now, the FDA has conducted post-market reviews on a case-by-case basis, often in response to citizen petitions or new scientific evidence. This new framework will be proactive, science-based, and built for long-term impact. Americans are demanding more transparency and accountability around food safety and the FDA is doing just that.
    “We are prioritizing our resources and leveraging gold standard science to create, for the first time, a systematic post-market review program that consumers can trust and rely on,” said FDA Commissioner Martin A.     Ministers of Education and regional stakeholders gathered this week in Saint Lucia for the Fourth Caribbean Ministerial Forum on School Safety, reaffirming their commitment to the Caribbean Safe School Initiative (CSSI) and sharing concrete actions to ensure safer learning environments in the face of escalating climate and disaster risks.

    Convened under the theme “Increased collaboration and action for school safety in the Caribbean”, the Forum brought together CSSI signatory countries along with education and disaster risk experts, youth delegates, and representatives from the private sector, civil society, and international partners.  

    The event was hosted by the Government of Saint Lucia through the Ministry of Education, Sustainable Development, Innovation, Science, Technology and Vocational Training, in collaboration with the Ministry of Education, Culture, Youth and Sport of Sint Maarten; the Caribbean Disaster Emergency Management Agency (CDEMA); the United Nations Office for Disaster Risk Reduction (UNDRR); the United Nations Children’s Fund (UNICEF); and the United Nations Educational, Scientific and Cultural Organization (UNESCO), with support from the European Civil Protection and Humanitarian Aid Operations (DG ECHO).

    Building on the momentum of the Third Ministerial Forum and the Sint Maarten Declaration, the encounter offered a space for dialogue, learning and decision-making among high-level stakeholders to accelerate implementation of the Caribbean Regional Roadmap on School Safety.

    The Forum also reinforced CSSI’s growing impact across the region. Since its launch in 2017, the initiative has supported the development of national school safety policies in over 75% of signatory countries, enhanced risk-informed infrastructure planning, trained thousands of education professionals in emergency preparedness, and expanded youth participation in school safety governance.

    Over two days, participants assessed the current state of school safety across the region, discussed the integration of early warning systems into the education sector, and exchanged good practices to build resilient school infrastructure and tackle violence in and around schools. The Forum also featured the presentation of a new CSSI monitoring tool and the outcomes of a regional monitoring exercise conducted in April 2025.

    Ministers agreed on a series of concrete outcomes to advance the Caribbean Safe School Initiative. These include the formalization of the CSSI Coordination Committee. These include the formalization of the CSSI Coordination Committee; the integration of this body into the Safe School Working Group with defined terms of reference; and regular coordination through quarterly virtual meetings. Countries committed to annual national reporting using the CSSI Monitoring Tool, with the first round of submissions expected within two months of the Forum. The next Ministerial Forum will be held by 2028, with interim virtual meetings to assess progress. Focal point meetings will take place twice per year, and Ministries of Education will explore institutionalizing school safety allocations within national budgets. Finally, Ministers agreed to update the Regional Roadmap for School Safety ahead of the fifth Ministerial Forum and to support continued advocacy through an annual Caribbean School Safety Week and youth-led initiatives.

    These outcomes will directly inform the upcoming Safe Schools Ministerial Round Table at the Global Platform for Disaster Risk Reduction 2025, where Caribbean leadership and lessons will be showcased on the global stage.

    As part of the programme, youth delegates presented a series of recommendations from the parallel Youth Forum, calling for greater inclusion in risk governance and education planning.

    Executive Director of CDEMA, Elizabeth Riley, explained that significant investment has been made over years to implement and scale the CSSI, adding that it contributes significantly to the agency’s Comprehensive Disaster Management strategy. “This 4th Ministerial Forum presents an important opportunity—not just to reflect on our accomplishments, but to deepen our resolve and accelerate progress. We must continue to mobilize political will, financial resources, and community engagement to ensure that every child in the Caribbean has access to a safe, inclusive, and resilient learning environment. As we convene here today, let us recommit to the goals of the CSSI, strengthen our partnerships, and elevate the role of education in building a safer Caribbean,” she said.

    The Forum also reaffirmed the CSSI as the main regional mechanism to advance school safety, and aligned its outcomes with broader global frameworks including the Comprehensive School Safety Framework (CSSF), the Sendai Framework for Disaster Risk Reduction, and the 2030 Agenda for Sustainable Development.

    Urujeni Bakuramutsa, the new Permanent Representative of Rwanda to the United Nations Office at Geneva, today presented her credentials to Tatiana Valovaya, the Director-General of the United Nations Office at Geneva.

    Prior to her appointment to Geneva, Ms. Bakuramutsa had been serving as Ambassador of Rwanda to Jordan since December 2023.  She served as Director of the Cabinet of the Office of the President of Rwanda from March 2020 to December 2023.  She also held the post of Permanent Secretary at the Rwandan Ministry of Foreign Affairs and International Cooperation from October 2018 to March 2020.

    Ms. Bakuramutsa served as Minister Counsellor and Deputy Permanent Representative of Rwanda to the United Nations in New York from October 2016 to October 2018.  She was Director General of the Imbuto Foundation in Kigali from May 2014 to October 2016.  She started her career working in the private sector, first in California, United States from November 2006 to December 2011, and then in Kigali, Rwanda from January 2012 to May 2014.

    Ms. Bakuramutsa holds a Bachelor of Science in Biology from Sacramento State University in the United States.  She was born in 1979 in Burkina Faso and is married with three children.

  • MIL-OSI Global: A trial is testing ways to enforce Australia’s under-16s social media ban. But the tech is flawed

    Australia’s move to ban under-16s from social media is receiving widespread praise. Other countries, including the United Kingdom, Ireland, Singapore and Japan, are also now reportedly considering similar moves.

    The ban was legislated in November 2024 and is due to take effect in December 2025. The law says social media platforms can’t use official IDs such as passports to check Australian users’ ages, and shouldn’t track Australians. But it doesn’t specify the alternative.

    To test alternative methods, the federal government commissioned a trial of currently available technologies designed to “assure” people’s age online. Run by the Age Check Certification Scheme, a UK-based company specialising in testing and certifying identity verification systems, the trial is in its final stages. Results are expected at the end of June.

    So what are the technologies being trialled? Are they likely to work? And how might they – and the social media ban itself – alter the relationship all of us have with our dominant forms of digital communication?

    Dead ends for age verification

    Age verification confirms a person’s exact age using verified sources such as government-issued IDs. Age assurance is a broader term. It can include estimation techniques such as analysing faces or metadata to determine if users meet age requirements.

    In 2023 the federal government rejected mandating verification technologies for age-gating pornography sites. It found them “immature” with significant limitations. For example, database checks were costly and credit card verification could be easily worked around by minors.

    Nonprofit organisation Digital Rights Watch also pointed out that such systems were easily bypassed using virtual private networks – or VPNs. These are simple tools that hide a user’s location to make it seem like they are from a different country.

    Age assurance technologies bring different problems.

    For example, the latest US National Academies of Sciences report shows that facial recognition systems frequently misidentify children because their facial features are still developing.

    Improving these systems would require massive collections of children’s facial images. But international human rights law protects children’s privacy, making such data collection both legally and ethically problematic.

    Flawed testing of innovative tech?

    The age assurance technology trial currently includes 53 vendors hoping to win a contract for new innovative solutions.

    A range of technology is being trialled. It includes facial recognition offering “selfie-based age checks” and hand movement recognition technologies that claim to calculate age ranges. It also includes bespoke block chains to store sensitive data on.

    There are internal tensions about the trial’s design choices. These tensions centre on a lack of focus on ways to circumvent the technology, privacy implications, and verification of vendors’ efficacy claims.

    While testing innovation is good, the majority of companies and startups such as IDVerse, AgeCheck, and Yoti in the trial, will likely not hold clout over the major tech platforms in focus (Meta, Google and Snap).

    This divide reveals a fundamental problem: the companies building the checking tools aren’t the ones who must use them in the platforms targeted by the law. When tech giants don’t actively participate in developing solutions, they’re more likely to resist implementing them later.

    Unresponsive tech companies

    Some major tech companies have shown little interest in engaging with the trial. For example, minutes from the trial’s March advisory board meeting reveal Apple “has been unresponsive, despite multiple outreach attempts”.

    Apple has recently outlined a tool to transmit a declared age range to developers on request. Apple suggests iOS will default the age assurance on Apple devices to under 13 for kids’ accounts. This makes it the responsibility of parents to modify age, the responsibility of developers to recognise age, and the responsibility of governments to legislate when and what to do with an assured age per market.

    Google’s recent Google Wallet proposal for age assurance also misses the mark on privacy concerns and usefulness.

    The proposal would require people over 16 to upload government-issued IDs and link them to a Google account. It would also require people trust Google not track where they go across the internet, via a privacy-preserving technology that remains a promise.

    Crucially, Meta’s social media platforms such as Facebook and Instagram also do not let you login with Google credentials. After all, they are competitors. This raises questions about the usefulness of Google’s proposal to assure age across social media platforms as part of the government’s under-16s ban.

    Meanwhile, Google is also suggesting AI chatbots should be directly targeted and available to children under 13, creating something akin to a “social network of one”, which are out of scope of the ban.

    Rather than engage with Australian age verification systems, companies such as Apple and Google are promoting their own solutions which seem to prioritise keeping or adding users to their services, or passing responsibility elsewhere.

    For the targeted platforms that enable online social interactions, delay in engagement fits a broader pattern. For example, in January 2025, Mark Zuckerberg indicated Meta would push back more aggressively against international regulations that threaten its business model.

    A shift in internet regulation

    Australia’s approach to banning under-16s from using social media marks a significant shift in internet regulation. Rather than age-gating specific content such as porn or gambling, Australia is now targeting basic communication infrastructure – which is what social media have become.

    It centres the problem on children being children, rather than on social media business models.

    The result is limiting childrens’ digital rights with experimental technologies while doing little to address the source of perceived harm for all of us. It prioritises protection without considering children’s rights to access information and express themselves. This risks leaving the most vulnerable children being cut off from digital spaces essential to their success.

    Australia’s approach puts paternal politics ahead of technical and social reality. As we get closer to the ban taking effect, we’ll see how this approach to regulate social communication platforms offers young people respite from the platforms their parents fear – yet continue to use everyday for their own basic communication needs.

  • MIL-OSI China: Spanish scholar highlights AI’s role in cross-cultural exchange

    For two nations with rich cultural heritages and growing technological ambitions like Spain and China, artificial intelligence (AI) offers a unique opportunity to forge deeper ties, said Juan Manuel Corchado, rector and chair professor of artificial intelligence, computer science and cybersecurity at the University of Salamanca.

    During a recent visit to China from May 13-15, Corchado led a Spanish academic delegation that met with representatives from some of China’s top universities, including Peking University and Tsinghua University, to explore opportunities for educational cooperation and AI-powered cultural exchange.

    In an interview with China.org.cn, Corchado elaborated on how AI can facilitate cultural exchange and strengthen academic ties between China and Spain, and his views of AI as a powerful enabler for stronger bilateral ties.

    He explained that advanced AI models, such as large language models (LLMs) and retrieval-augmented generation (RAG) systems, have the capability to “analyze the cultural context of a conversation” and adjust their responses to respect local traditions and customs. This contextual awareness helps avert misunderstandings and promotes culturally sensitive communication. Moreover, AI can analyze cultural trends and perspectives, providing valuable insights to support international decision-making.

    He also emphasized AI’s ability for “smart translation,” which goes beyond simple language conversion by accurately interpreting idiomatic expressions unique to each culture while maintaining their original meaning. Additionally, Corchado pointed out that AI enables “real-time multilingual communication,” effectively breaking down language barriers and fostering collaboration and mutual understanding across nations.

    Beyond language, Corchado highlighted that AI can identify and understand philosophical concepts unique to certain cultures. For example, AI models can explain the differences between Western and Eastern thought, further bridging cultural divides and enhancing cross-cultural dialogue.

    As a concrete example of AI’s application in cultural exchange, Juan Corchado highlighted the University of Salamanca’s plan to open a Confucius Institute at the end of this month, integrating AI into its teaching approach.

    “The Confucius Institute will promote Chinese language and culture,” Corchado said. “But now that we offer all our students courses in AI, we believe we can combine AI with Confucius education.”

    He explained that the university provides AI courses to all students because everyone has the ability to adopt AI to become a better professional. Taking advantage of current AI advancements alongside Chinese language learning, the university plans to use innovative tools such as the latest generative AI models and RAG technology to develop specialized systems for teaching Chinese language and culture.

    “We can customize all the information we have about China to meet the needs of each individual user,” Corchado noted. “This is a great advantage. By combining the traditional Confucius teaching approach with the power of AI, we aim to create knowledge that reaches far more people, adapting to their specific learning needs.”

    Reflecting on his visit to China 10 years ago, he said he was struck this time by the country’s remarkable progress. “I’m impressed with the level of technology you apply in society to all elements, and how everything is so well thought out and made for the people,” he said.

    Corchado was also particularly impressed by the close relationship between Chinese universities, society and industry. “I visited several companies that are proud of their cooperation with universities,” he said. “And the universities, in turn, proudly speak of how many of their former students are now working at top technology companies such as DeepSeek and Lenovo. This synergy between academia and industry is impressive and shows how education directly benefits society.”

    Corchado praised China’s leadership in AI, attributing it to a powerful combination of investment, infrastructure and talent. “I believe the top power in AI worldwide is China,” he said. “You have the funding to develop large language models like DeepSeek and to build the computing clusters they require. But even more important is the human capital to develop these platforms.”

    “I’ve studied several Chinese tech firms, and I’m really impressed by the level of knowledge and capability I’ve seen,” he said.

    Acknowledging China’s leading role in AI, Corchado stressed the importance of collaboration. “We need to be closer to those who know more than us, to learn more,” he said, emphasizing the critical role academic institutions can play in fostering cross-cultural understanding, especially in the age of AI.

    He highlighted the University of Salamanca’s longstanding engagement with China. “We are a more than 800-year-old university with one of the strongest Asian studies programs, especially focused on China,” he said.

    The university hosts around 600 Chinese students annually — roughly one-tenth of its international student body — and receives many more for short-term courses. In addition to academic partnerships, Salamanca’s science park is also home to companies doing business with China, strengthening links across education, research and industry.

    “Universities trust each other. We are accustomed to collaborating, communicating and working jointly on projects. This kind of cooperation helps us not only to accomplish academic goals, but also to gain a deeper understanding of one another’s cultures,” he added.

    Delivering homemade explosives manufacturing training

    Dstl and FBI collaboration pushes forward the development of world-leading expertise and knowledge.

    The Defence Science and Technology Laboratory (Dstl) enabled the United States Federal Bureau of Investigation (FBI) to deliver training on homemade explosives (HME) manufacturing for the UK and other partner nations in early 2025, at Cranfield Ordnance Test and Evaluation Centre (COTEC).

    The FBI was supported by Dstl’s Forensic Explosives Laboratory (FEL) to successfully carry out the practical course.

    Training outcomes

    This course is important for the explosives’ community because it has helped develop participants’ knowledge and understanding of homemade explosives. It also enhanced knowledge of how to safely handle these materials.

    For Dstl’s FEL, the course has been instrumental in enhancing professional credibility when supporting the UK criminal justice system with expert witness testimonies.

    A number of Dstl experts worked hard to ensure this course was delivered in the UK, and collaboration amongst the following ensured its success:

    • FEL organisers
    • subject matter experts
    • safety personnel
    • trials managers
    • COTEC

    The FEL provides a forensic service to the UK police forces on behalf of the British criminal justice system, UK government departments (including the Home Office and Ministry of Defence), foreign governments and other clients.

    The Dstl team worked for about a year to refine the training content and develop safe working practices so the FBI could undertake this essential training within the UK.

    As most of the homemade explosives mixes were new to Dstl, additional scrutiny and small-scale hazard testing was required to ensure sufficient mitigations were in place for handling.

    Participants received a unique and practical hands-on training experience:

    • mixing a variety of homemade explosives
    • making improvised charges
    • observing their detonation

    Participants and observers included international partners, such as the Forensic Science Northern Ireland, Netherlands Explosives Ordinance Disposal and the Netherlands Forensic Institute.

    The All-Russian scientific-practical and educational-methodical conference with international participation “Fundamental and applied research in the field of management, economics and trade” was held at the Polytechnic University.

    The plenary session of the conference was devoted to the discussion of cross-industry solutions using artificial intelligence in various sectors of the economy. The session was opened and the discussion was moderated by the chairperson of the conference program committee, director of the scientific and educational center for information technology and business analysis “Gazprom Neft”, professor of the Higher Engineering and Economics School of the Institute of Industrial Management, Economics and Trade of SPbPU Irina Rudskaya.

    Welcoming the participants of the conference, which opened in the White Hall of SPbPU, Vice-Rector for Research Yuri Fomin recalled that the university has chosen three relevant areas in its development strategy until 2030, including the development of artificial intelligence technologies.

    It is gratifying that our university is increasingly having discussion platforms on this topic. This is important for working out the decisions being made, finding answers to the questions that AI poses to us, said Yuri Vladimirovich.

    In turn, Vladimir Shchepinin, Director of the Institute of Industrial Management, Economics and Trade of SPbPU, noted that within the framework of the conference, the institute is holding a plenary session in the format of a panel discussion for the first time, as well as a competition of scientific works of students and postgraduates, according to the results of which the winners will receive scholarships from the institute’s fund, formed together with industrial partners.

    For two hours, the panelists kept the audience’s interest alive. The tone and theme were set by Yuri Fomin, who oversees the AI development direction at SPbPU.

    For us, cross-industry is everything related to engineering, not a specific segment. This is our competitive advantage. Today, we earn about two hundred million rubles a year on such developments using AI, and by 2030, we plan to reach one and a half billion rubles, concentrating on performing applied tasks for our partners, – said Yuri Fomin and spoke about some of the projects being implemented today.

    The Vice-Rector for Research also identified the main barriers that prevent more effective use of AI in the real sector of the economy. The first barrier is the lack of clear formalization of the business process, and for the implementation of AL technologies there must be a clear sequence of actions. The second barrier is insufficient digitalization: correct data is obtained from correctly digitized business processes. Incorrect data leads to making incorrect decisions.

    All speakers, starting with the Vice President, Director of the North-West Macroregional Branch of PJSC Rostelecom Alexander Loginov, spoke about overcoming such barriers and other tasks. He noted that the data really should be reliable, and that infrastructure and personnel are also needed to use AI. Alexander Evgenievich cited the results of one foreign study, according to which more than 60% of employees hide from management that they use AI, and 66% blindly trust all the information received. All participants in the discussion agreed that the solutions and answers offered by neural networks should be verified. This is especially important in such a field as medicine, although the largest number of datasets have been collected here and most of the data is carefully verified. As Petr Shegai, Deputy Director General for Science at the National Medical Research Center of Radiology of the Russian Ministry of Health, explained, Russian AL technologies for medicine, based on data collected in the country, today make it possible to prescribe treatment and help to partly equalize the opportunities of experienced and novice doctors, although, of course, any final decision on the appointment is made by a person.

    Svetlana Merkushina, Executive Director of the Sber Education Industry Center, spoke about the main trends related to data analysis, the advantages of using AI, including reducing the risk of human factor and accelerating all processes. Any AI is data plus algorithms that increase productivity. But what needs to be done to make AI truly generative? According to Maxim Patrushev, Deputy Head of the Kurchatov Complex of NBICS-nature-like technologies at the Kurchatov Institute National Research Center, there is no answer to this question yet, but methods for increasing productivity using AI are being actively created, big data is being analyzed for decision-making, and options for solutions in working with genes are being calculated. For example, scientists at the NRC are working on the Controlled Evolution software.

    Continuing the topic of possible solutions, Director of the Federal Scientific Center for Vegetable Growing, Academician of the Russian Academy of Sciences Alexey Soldatenko emphasized the possibilities of using AI to solve the problem of food security, increase agricultural yields and reduce labor costs. AI is actively used in breeding, development of animal nutrition, and “smart” video surveillance of animal behavior. Among the problems identified in the implementation of new technologies, Alexey Vasilyevich named an insufficiently developed regulatory framework, and also noted that technologies will change so rapidly that they will have to be mastered constantly.

    The importance of continuous training was also highlighted by the rector of the Gazprom Neft Corporate University, Ilya Dementyev, who noted that each employee of their company undergoes additional training three times a year. Summing up the discussion, Ilya Aleksandrovich identified another problem – a lack of understanding of the essence of artificial intelligence.

    We need to think about whether we have reached a point of singularity, when the technologies being created are used by people who do not understand what they are using. Therefore, we need to stimulate not only the development of technologies, but also the development of education in the field of artificial intelligence. And it is important that there is a demand from within – from the teachers themselves, who must understand how to use AI in teaching, and from students, who must understand what competencies they will need, the speaker noted.

    The panel discussion ended with a conversation with the audience. The speakers answered questions about how they see the labor market changing, what skills employers need, what language models are best to use, and what ethical issues remain unresolved. There was no clear answer to the last question, “What is artificial intelligence?” And while there is no understanding of what is in the “black box,” according to experts, it is worth asking more about how to use it rather than what AI is.

    Three candidates presented their dissertations for preliminary hearing. Roman Khalturin was the first to present his research on the topic of “Methodology of resource allocation in passenger transport systems based on the theory of decision-making under uncertainty”. Dmitry Nikitin’s dissertation topic was “Method of optimization of the management structure of multi-level logistics transport ecosystems”. Nikolay Solovyov devoted his dissertation to the method of ensuring the unity of efficiency measures for various types of transport in logistics transport systems. Following the presentations, the council members asked questions and expressed comments and suggestions that should be taken into account in the further development of the dissertations.

    Another issue on the agenda was the consideration and approval of the regulations for the work of the joint dissertation council, which was presented by the director of the Transport and Technology Institute Ivan Novikov. The preparation of the document was initiated at the first meeting of the council, which was held at the State University of Management in Moscow. Rector Sergey Glagolev emphasized that this is the first joint dissertation council in Russia in the field of logistics transport systems, created on the basis of two educational organizations.
