    Gamechanging AI doctors’ assistant to speed up appointments

    Government drives forward use of innovative artificial intelligence in hospitals as trials show dramatic reduction in admin with more time for patient care.

    NHS clinicians will be supported to use groundbreaking artificial intelligence tools that bulldoze bureaucracy and take notes to free up staff time and deliver better care to patients thanks to guidance published today.

    Interim trial data shows that the revolutionary tech has dramatically reduced admin, and meant more people could be seen in A&E, clinicians could spend more time during an appointment focusing on the patient, and appointments were shorter.

    Through its Plan for Change the government is getting the NHS back on its feet and slashing waiting lists. Guidance published today will encourage the use of these products – which use speech technologies and generative AI to convert spoken words into structured medical notes and letters – across a range of primary and secondary care settings, including hospitals and GP surgeries.

    The government’s mission-led approach is driving forward the use of innovative tech and new approaches to reform the health system and improve care for patients – offering them quicker and smarter care.

    One of the tools – ambient voice technologies (AVTs) – can transcribe patient-clinician conversations, create structured medical notes, and even draft patient letters.

    Patient safety and privacy will be paramount. This is why the guidance will focus on data compliance and security, risk identification and assessment, while ensuring that staff are properly trained before using the technology. 

    Health and Social Care Secretary Wes Streeting said: 

    “AI is the catalyst that will revolutionise healthcare and drive efficiencies across the NHS, as we deliver our Plan for Change and shift care from analogue to digital. 

    “I am determined we embrace this kind of technology, so clinicians don’t have to spend so much time pushing pens and can focus on their patients. 

    “This government made the difficult but necessary decision at the Budget to put a record £26 billion into our NHS and social care including cash to roll out more pioneering tech.” 

    The NHS England funded, London-wide AVT work, led by Great Ormond Street Hospital for Children, has evaluated AVT capabilities across a range of clinical settings – Adult Outpatients, Primary Care, Paediatrics, Mental Health, Community care, A+E and across London Ambulance Service.

    This multi-site evaluation involving over 7000 patients has demonstrated widespread benefits. Interim data shows:

    • Increase in direct care – clinicians spending more time spent with patients rather than typing on a computer
    • Increase in productivity in A&E – the technology has supported more patients to be seen in emergency departments by carrying out admin for A&E staff

    Science and Technology Secretary Peter Kyle said:

    “This technology has the power to free up doctors to do the thing they all want to – spend more time treating their patients. That is good for them, good for anyone receiving healthcare, and a shot in the arm for our efforts to overhaul the NHS as part of the Plan for Change.

    “It’s a prime example of why we are embracing the benefits of AI, to make our public services fit for the 21st century and fire up our economy.”

    At GOSH, AVTs have listened to consultations and drafted clinic notes and letters. These were then edited and authorised by the clinician before being uploaded to the secure electronic health record system and sent on to patients and their families. Clinicians agreed the AI helped them offer more attention to their patients without affecting the quality of the clinic note or letter. 

    Dr Maaike Kusters, Paediatric Immunology Consultant at GOSH, says: 

    “The patients I see in my clinics have very complex medical conditions and it’s so important to make sure I capture what we discuss in our appointments accurately, but often this means I am typing rather than looking directly at my patient and their family.

    “Using the AI tool during the trial meant I could sit closer to them face-to-face and really focus on what they were sharing with me, without compromising on the quality of documentation.”

    As it stands, clinicians in hospitals and GP surgeries are forced to spend much of their consultations recording information into a computer instead of focusing on the patient in front of them. 

    Once the patient has left, they are often required to take that information and summarise it in documents like referral letters. The government is determined to reform these outdated ways of working and revolutionise care, and this innovative tech will do that work for them, so they can see their next patient. 

    The Jean Bishop Integrated Care Centre in East Hull (part of City Health Care Partnership) has introduced an ambient scribing product to make their documentation process faster and better support their work to care for people living with frailty. 

    By converting a conversation with a patient into a clinical note, the ambient scribing product is freeing up time for a range of staff including GPs, consultants, nurses, and physiotherapists.

    Thanks to government action, GP surgeries delivered 31.4 million appointments last month– a 6.1% increase on the previous year – and waiting lists have fallen by 219,000 patients. This technology will help consolidate this progress. 

    The government is already using AI to speed up diagnosis and treatment for a range of health issues – spotting pain levels for people who can’t speak, diagnosing breast cancer quicker, and getting people discharged quicker.

  • MIL-OSI Global: First fossil pangolin tracks discovered in South Africa

    A team of scientists who study vertebrate fossil tracks and traces on South Africa’s southern Cape coast have identified the world’s first fossil pangolin trackway, with the help of Indigenous Master Trackers from Namibia. Ichnologists Charles Helm, Clive Thompson and Jan De Vynck tell the story.

    What did you find?

    A fossil trackway east of Still Bay in South Africa’s Western Cape province was found in 2018 by a colleague and was brought to our attention. It was found on the surface of a loose block of aeolianite rock (formed from hardened sand) that had come to rest near the high-tide mark in a private nature reserve.

    We studied it but our cautious approach required that we could not confidently pin down what had made the track. It remained enigmatic.

    How did you eventually identify it?

    In 2023, we were working with two Ju/’hoansi San colleagues from north-eastern Namibia, #oma Daqm and /uce Nǂamce, who have been interpreting tracks in the Kalahari all their lives. They are certified as Indigenous Master Trackers and we consider them to be among the finest trackers in the world today. We’d called on their expertise to help us understand more about the fossil tracks on the Cape south coast. One example of the insights they provided was of hyena tracks, and we have published on this together.

    We showed them the intriguing trackway, which consisted of eight tracks and two scuff marks made, apparently, by the animal’s tail. They examined the track-bearing surface at length, conversed with one another for some time, and then made their pronouncement: the trackway had been registered by a pangolin.

    This was an astonishing claim, as no fossilised pangolin tracks had previously been recorded anywhere in the world.

    It also confirms that pangolins were once distributed across a larger range than they are now.

    We then created three-dimensional digital models of the trackway, using a technique called photogrammetry.

    We shared these images with other tracking and pangolin experts in southern Africa (like CyberTracker, Tracker Academy, the African Pangolin Working Group, wildlife guides and a pangolin researcher at the Tswalu Foundation). There were no dissenting voices: not surprisingly, it was agreed that our San colleagues were highly likely correct in their interpretation.

    There is something really special about a fossil trackway, compared with fossil bones – it seems alive, as if the animal could have registered the tracks yesterday, rather than so long ago.

    What are the characteristics of pangolin tracks?

    Pangolins are mostly bipedal (walking on two legs), with a distinctive, relatively ponderous gait. Track size and shape, the distance between the tracks, and the width of the trackway all provide useful clues, as do the tail scuff marks and the absence of obvious digit impressions. A pangolin hindfoot track, in the words of our Master Tracker colleagues, looks as if “a round stick had been poked into the ground”. And being slightly wider at the front end, it has a slightly triangular shape.

    Our Master Tracker colleagues are familiar with the tracks of Temminck’s pangolin (Smutsia temminckii) in the Kalahari, which was the probable species that registered the tracks that are now evident in stone on the Cape coast. Other trackmaker candidates, such as a serval with its slim straddle, were considered, but could be excluded or regarded as far less likely.

    How old is the fossil track and how do you know?

    The surface would have consisted of loose dune sand when the pangolin walked on it. Now it’s cemented into rock. We work with a colleague, Andrew Carr, at the University of Leicester in the UK. He uses a technique known as optically stimulated luminescence to obtain the age of rocks in the area.

    The results he provided for the region suggest that these tracks were made between 90,000 and 140,000 years ago, during the “Ice Ages”. For much of this time the coastline might have been as much as 100km south of its present location.

    What’s important about this find?

    Firstly, this demonstrates what you can uncover when you bring together different kinds of knowledge: our western scientific approach combined with the remarkable skill sets of the Master Trackers, which have been inculcated in them from a very young age.

    Without them, the trackway would have remained enigmatic, and would have deteriorated in quality due to erosion without the trackmaker ever being identified.

    Secondly, we hope it brings attention to the plight of the pangolin in modern times. There are eight extant pangolin species in the world today, and all are considered to be threatened with extinction. Pangolin meat is regarded as a delicacy, pangolin scales are used in traditional medicines, and pangolins are among the most trafficked wild animals on earth. Large numbers in Africa are hunted for their meat every year.

    What does the future hold?

    Our San Indigenous Master Tracker colleagues have just completed their third visit to the southern Cape coast, thanks to funding from the Discovery Wilderness Trust.

    The results have once again been both unexpected and stupendous, and their tracking skills have again been demonstrated to be unparalleled. Many more publications will undoubtedly ensue, bringing their expertise to the attention of the wider scientific community and anyone interested in our fossil heritage or in ancient hunter-gatherer traditions.

    We hope that our partnership continues to lead to our mutual benefit as we probe the secrets of the Pleistocene epoch by following the spoor of ancient animals.

  • MIL-OSI USA: On Earth Day, Congresswoman Betty McCollum Re-Introduces Mississippi River Restoration Legislation

    SAINT PAUL, Minn. — Congresswoman Betty McCollum (DFL-Minn.) reintroduced the Mississippi River Restoration and Resilience Initiative (MRRRI) Act (H.R. 2977) on Tuesday, aiming to establish a non-regulatory initiative to coordinate restoration and resilience opportunities along the Mississippi River corridor. MRRRI is modeled on the highly successful Great Lakes Restoration Initiative (GLRI). Upon reintroducing the legislation for the 119th Congress, Congresswoman McCollum issued the following statement:

     “I grew up along the Mississippi River in South St. Paul, where I learned to cherish this world-class waterway,” said Congresswoman McCollum. “The river was a vital channel for commerce then, and it still is today. But back then, nobody cared for the Mississippi – and the quality of the water suffered, as did the ecosystem that relies on it. Thanks to those who stepped up to protect it, the Mississippi River remains a working river for the wildlife, families, recreationists, and businesses that depend on it.

    “Earth Day is the ideal time to assess the great progress we’ve made, but at the same time, understand the growing risks. From the northernmost headwaters in Lake Itasca to the Middle Mississippi where it meets the Ohio River, and all the way down to the Mississippi Delta, the health of this great river continues to be at risk. Just days ago, the Mississippi River was named ‘America’s Most Endangered River’ by conservation organization American Rivers.

    “Flooding and other extreme weather events, pollution, and runoff threaten the river and surrounding communities. The health of the river is critical not just for the sake of the natural beauty, wildlife, and climate change-fighting capabilities of these resources, but for our economy and so our communities can thrive as well. That’s why I’m proud to introduce the Mississippi River Restoration and Resilience Act. Future generations are counting on us. We must act with urgency.”

    The Mississippi River Restoration and Resilience Initiative would:

    • Improve community resilience to climate change and reduce flood risk by restoring floodplains, riverine wetlands, delta and coastal wetlands, and backwaters
    • Improve drinking water quality in the Mississippi River and Gulf of Mexico by reducing polluted runoff
    • Protect and restore wildlife habitat throughout the river corridor
    • Prevent the spread of aquatic invasive species in the river system

    Background:

    McCollum first introduced the MRRRI Act in the U.S. House of Representatives in the 117th Congress.

    The Mississippi River Restoration and Resilience Initiative (MRRRI) would invest in building resilience to increased flooding and storms, improving water quality, restoring wildlife habitat, and stopping the spread of aquatic invasive species. MRRRI would also improve coordination at the federal level around the challenges of protecting and improving the Mississippi River and make additional federal investments all along the Mississippi River Corridor. The initiative would fund community-driven projects, guided by an action plan that is shaped by state, tribal, and local government partners with the input of stakeholders working together to improve the health of America’s River and the communities that rely on it.

    The changes to the bill for the 119th Congress are:

    • Adding reference to the Hypoxia Task Force as a consulting entity and making clear that MRRRI is not to supplant the functions of the Hypoxia Task Force;
    • Removal of the findings section
    • Changing the wording of eligible activity (xi) to emphasize building capacity within communities to undertake MRRRI projects
    • Removal of funding set-asides and related definitions
    • Changing the number of Mississippi River Science Centers to 3 (A National, Upper, & Lower center).

  • MIL-OSI Global: 80 years after Benito Mussolini’s death, what can democracies today learn from his fascist rise?

    This Monday marks 80 years since Italian dictator Benito Mussolini was killed in an Italian village towards the end of the Second World War in 1945. The following day, his body was publicly desecrated in Milan.

    Given the scale of Adolf Hitler’s atrocities, our image of fascism today has largely been shaped by Nazism. Yet, Mussolini preceded Hitler. Il Duce, as Mussolini was known, was Hitler’s inspiration.

    Today, as commentators, bloggers and scholars are debating whether the governments of US President Donald Trump, Hungarian Prime Minister Viktor Orban and Russian President Vladimir Putin are “fascist”, we can learn from Il Duce’s career about how democracies fail and dictators consolidate autocratic rule.

    The early years

    The term “fascist” itself originated around the time of Mussolini’s founding in 1914 of the Fasci d’Azione Rivoluzionaria, a militaristic group promoting Italy’s entry into the First World War.

    Mussolini had been raised in a leftist family. Before WWI, he edited and wrote for socialist newspapers. Yet, from early on, the young rebel was also attracted to radically anti-democratic thinkers like Friedrich Nietzsche, George Sorel, and Wilfred Pareto.

    When WWI broke out, Mussolini broke from the socialists, who opposed Italy’s involvement in the conflict. Like Hitler, he fought in the war. Mussolini considered his front-line experience as formative for his future ideas around fascism. His war experience led him to imagine making Italy great again – an imperial power worthy of the heritage of ancient Rome.

    In March 1919, Mussolini formed the Fasci Italiani di Combattimento in Milan. This group brought together a motley collection of war veterans, primarily interested in fighting the socialists and communists. They were organised in squadristi (squads), which would become known for their black shirts and violence – they forced many of their targets to drink castor oil.

    The political success of Mussolini’s fascist ideals, however, was neither instant nor inevitable. In the 1919 Italian elections, Mussolini received so few votes, communists held a mock funeral march outside his house to celebrate his political death.

    The rise to power and the march on Rome

    Fascism became a part of national political life in 1920-21, following waves of industrial and agricultural strikes and worker occupations of land and factories.

    As a result, rural and industrial elites turned to the fascist squadristi to break strikes and combat workers’ organisations. Fascist squads also overturned the results of democratic elections in Bologna and Cremona, preventing left-wing candidates from assuming office.

    Mussolini’s political capital, remarkably, was boosted by this violence. He was invited to enter Prime Minister Ivanoe Bonomi’s first government in July 1921.

    The following October, fascists occupied the towns of Bolzano and Trento. The liberals, socialists and Italian monarchy were indecisive in the face of these provocations, allowing Mussolini to seize the moment. Mustering the fascist squads, he ordered the famous “march on Rome” in late October 2022 to demand he be appointed prime minister.

    All the evidence suggests if the government had intervened, the march on Rome would have disbanded. It was a bold piece of political theatre. Nevertheless, fearing civil war — and the communists more than the black shirts — King Victor Emmanuel III caved in without a shot being fired.

    Mussolini was made leader of a new government on October 31, 1922.

    The consolidation of dictatorship

    Like Hitler in 1933, Mussolini’s rule started as the head of a coalition government including non-fascist parties. Yet, with the repressive powers of the state now at his disposal, Mussolini exploited the division among his rivals and gradually consolidated power.

    In 1923, the communist party was targeted with mass arrests and the fascist squads were brought under official state control as a paramilitary force. Mussolini began to use state powers to surveil all non-fascist political parties.

    In the 1924 general election, with fascist militia menacingly manning the polls, Il Duce won 65% of the vote.

    Then, in June, socialist leader Giacomo Matteotti was kidnapped and murdered by black shirts. When investigations pointed to Mussolini’s responsibility, he at first denied any knowledge of the killing. Months later, however, Mussolini proudly admitted responsibility for the deed, celebrating the fascists’ brutality. He faced no legal or political consequences.

    The last nail in the coffin of Italy’s enfeebled democracy came in late 1926. Following an assassination attempt in which Mussolini’s nose was grazed (he wore a bandage for a time afterwards), Mussolini definitively banned all political opposition.

    The “lesser evil”

    Following his death in April 1945, Mussolini’s dictatorship was often portrayed as “dictatorship-lite”, a “lesser evil” compared to Nazism or Stalinist Russia. This narrative, bolstered by German crimes against Italians in the last months of the war, has understandably been embraced by many Italians.

    Yet, Mussolini’s was the first regime to advertise itself as totalitarian. Styling himself as a “man of destiny”, Mussolini claimed that fascism embodied the “spiritual renewal” of the Italian people.

    His goal of making Italy a power again required total control of the state. His 1932 “Doctrine of Fascism” describes the need “to exercise power and to command” all administrative, policing, and judicial institutions. This included censorship of the press and educational institutions.

    While portraying fascism as a “populist” movement, Mussolini also shut down independent trade unions, bailed out big banks, and prevented the right to strike. As a result, economic inequality between Italians actually grew wider under his rule.

    Mussolini also pursued an imperialist dream by invading Ethiopia. Defying international conventions, Il Duce’s troops used chemical weapons and summary executions to quell acts of resistance. Over 700,000 Ethiopians are estimated by scholars to have been killed by the invaders, with around 35,000 forced into internment camps.

    Mussolini’s fascists ran over 30 concentration camps from 1926–45, almost all of them offshore. Some 50–70,000 Libyans alone died in camps set up under Italy’s brutal colonial regime from 1929–34. Many more died through executions, starvation and ethnic cleansing.

    When the notorious SS leader Heinrich Himmler visited Libya in in 1939, he deemed the Italian colony a successful model to emulate.

    And after Mussolini’s forces aided the Axis invasions of Yugoslavia, Albania and Russia in the Second World War, more than 80,000 more prisoners were interned in camps. At the camp on the Croatian Island of Rab, more than 3,000 prisoners died in grossly inhumane conditions in 1942–43, at a mortality rate higher than the Nazi camp at Buchenwald.

    From late 1943, Italian fascists also participated in the rounding up of over 7,000 Italian Jews to transfer to Auschwitz. Almost all of them were murdered.

    Following the war, even with Il Duce dead, few perpetrators faced justice for these atrocities.

    Lessons for democracies after 80 years

    The infamy of the crimes associated with the word “fascism” has meant that few people today claim the label – even those attracted to the same kinds of authoritarian, ethnonationalist politics.

    Mussolini, even more than Hitler, can seem a bombastic fool, with his uniform, theatrical gestures, stylised hyper-masculinity and patented steely jaw.

    Yet, one of the lessons of Mussolini’s career is that such political adventurists are only as strong as the democratic opposition allows. To fail to take them seriously is to enable their success.

    Mussolini pushed his luck time and again between 1920 and 1926. As the wonderful recent teleseries of his ascent, Mussolini, Figlio del Seculo shows, time and again, the opposition failed to concertedly oppose the fascists’ attacks on democratic norms and institutions. Then it was too late.

    Democracies mostly fall over time, by a thousand cuts and shifts of the goalposts of what is considered “normal”. Fascism, moreover, depends in no small measure on shameless political deception, including the readiness to conceal its own most radical intentions.

    Fascist “strongmen” like Mussolini accumulate power thanks to people’s inabilities to believe that the barbarisation of political life – including open violence against opponents – could happen in their societies.

    And there is a final, unsettling lesson of Mussolini’s career. Il Duce was a skilled propagandist who portrayed himself as leading a popular revolt to restore respectable values. He was able to win widespread popular support, including among the elites, even as he destroyed Italian democracy.

    Yet, if the monarchy, military, other political parties and the church had attempted a principled, united opposition to fascism early enough, most of Mussolini’s crimes would likely have been avoided.

    JIUQUAN, April 24 (Xinhua) — China successfully launched the Shenzhou-20 crewed spaceship on Thursday, sending three astronauts to its orbiting space station for a six-month mission.

    The spaceship, atop a Long March-2F carrier rocket, blasted off from the Jiuquan Satellite Launch Center in northwest China.

    About 10 minutes after the launch, the spaceship separated from the rocket and entered its designated orbit. The astronauts are in good condition, and the launch of the Shenzhou-20 crewed spaceship is a complete success, according to the China Manned Space Agency (CMSA).

    The spaceship will then perform a fast, automated rendezvous and docking with the Tiangong space station complex, and the Shenzhou-20 crew will conduct an in-orbit handover with the Shenzhou-19 crew.

    The space station complex has entered the docking orbit, with good working conditions that meet the requirements for the rendezvous and docking with the spaceship and the entry of the astronauts, the CMSA said.

    The Shenzhou-20 crew, consisting of mission commander Chen Dong, and astronauts Chen Zhongrui and Wang Jie, will undertake a range of tasks, including space science experiments, application tests, extravehicular activities, and cargo handling.

    Their mission also involves installing protective devices against space debris, and deploying and retrieving extravehicular payloads and equipment. They will also participate in science education, public outreach, and other onboard experimental activities.

    LIFE SCIENCE EXPERIMENTS

    The new life science experiments to be carried out by the trio will involve zebra fish, planarians and streptomyces.

    Notably, the Shenzhou-20 mission marks China’s first space-based investigation into the regeneration of planarians, an organism known for their extraordinary ability to regrow organs, said Lin Xiqiang, spokesperson for the CMSA, at a pre-launch press conference on Wednesday.

    “This project will enhance our understanding of fundamental mechanisms of regeneration at the individual level and could provide insights into human health issues related to space-induced injuries,” said Lin.

    He added that the Shenzhou-20 mission will further zebra fish experiment based on the zebra fish-hornwort co-cultivation ecosystem established during the Shenzhou-18 mission, and seeks to clarify how protein homeostasis regulates bone mass decrease and cardiovascular dysfunction caused by microgravity.

    As for streptomyces, which can serve as critical players in soil health and plant resilience, the related experiment will study the expression patterns of microbial active substances and enzymes in space environments to lay the foundation for developing microbial technologies and products utilizing space resources, he added.

    In addition to the three biological experiments, the crew will also conduct 59 space science experiments and technology tests, covering fields such as space life science, microgravity physical science, and new space technologies. Breakthroughs are expected in areas like the cultivation of vascularized brain organoid chips, and the study of preparing high-temperature superconducting material in space.

    China’s space station has now hosted over 200 scientific projects, with nearly 2 tonnes of scientific materials and applied equipment sent to orbit and nearly 100 experimental samples returned to Earth.

    “Currently, we are conducting space science experiments according to plan, with all projects progressing smoothly,” said Lin.

    ASTRONAUT TRAINING

    Lin told the press that the country’s fourth group of astronauts are being trained in fundamental spaceflight theory and a range of exercises, including psychological training and training on adapting to the space environment, along with specialized training sessions.

    Among this group, astronauts from the Hong Kong and Macao special administrative regions selected as payload specialists are expected to make their first spaceflight as early as 2026.

    According to Lin, China will select and train two Pakistani astronauts for space missions, and one of them will serve as a payload specialist on a future Chinese space station flight.

    China is also discussing with other nations regarding potential foreign astronauts participating in the country’s future space station missions.

    Shenzhou-20 is the 35th flight mission of China’s manned space program and the fifth manned mission during the application and development stage of China’s space station.

    It also marks the 571st flight mission of the Long March carrier rocket series and the 20th flight mission of the Shenzhou spaceship.

  • MIL-OSI USA: Case Leads Effort In Congress Calling On President To Rescind Executive Order Permitting Deep Seabed Mining

    (Honolulu, HI) – U.S. Representative Ed Case (Hawai‘i– First District) in a letter today urged President Donald Trump to reconsider his decision to allow for seabed mining in U.S. and international waters, saying the decision “recklessly prioritizes short-term economic gain over the current and long-term health of our oceans, ignoring the profound and potentially irreversible damage it could cause not just to fragile marine ecosystems but to all of our other ecosystems which are intertwined with our oceans.”

    Case’s letter came the day after the President issued his executive order opening up unregulated mining, saying the nation “must take immediate action to accelerate the responsible development of seabed mineral resources” both within and beyond national jurisdiction.

    In his letter, Case said fast-tracking seabed mining “is an unwise gamble with our planet’s future, and it is imperative that we fully understand the implications of such actions before moving forward.”

    Case’s letter was joined by U.S. Rep. Jared Huffman (CA-2), the Ranking Member of the House Natural Resources Committee, his Hawai‘i colleague Rep. Jill Tokuda (HI-2), and Reps. Suzanne Bonamici (OR-1), Chellie Pingree (ME-1), and Eleanor Holmes Norton (DC).

    Case further stated:

    “The deep ocean represents an irreplaceable frontier, playing a critical role in carbon sequestration, sustaining marine biodiversity and supporting climate stability. Fast-tracking permits for seabed mining threatens to destroy these fragile ecosystems through highly destructive practices that could decimate habitats, contaminate food chains and disrupt vital carbon processes.

    “While the full impacts of deep-sea mining remain uncertain, the risks we do understand are alarming. The potential damage far outweighs any anticipated benefits. Furthermore, coastal and Indigenous communities—many of whom are already disproportionately affected by climate change—will bear the heaviest consequences of this policy.

    “This is a profoundly misguided step. At a time when the world is watching how we lead, the United States should be setting a standard for responsible ocean stewardship, not racing to exploit unproven resources. We must choose protection over economic expediency and uphold our responsibility to safeguard the deep ocean, not only for ourselves, but for the generations that will follow.

    “To that end, earlier this Congress I introduced the American Seabed Protection Act and the International Seabed Protection Act, two critical bills that would halt new seabed mining permits in U.S. waters and advocate for a global moratorium on international seabed mining. These pieces of legislation are rooted in science and caution, ensuring that environmental protections come first while we work to fully understand the ecological impacts of deep-sea extraction.”

    When Case introduced his measures, he referred to an area most sought after by the industry for immediate unregulated mining: the Clarion-Clipperton Zone.

    This Zone is an abyssal plain as wide as the continental United States punctuated by seamounts which extends to just hundreds of miles southeast of Hawai‘i Island. Yet little if anything material is known about the marine ecosystem of this area or its connection to Hawaii’s own unique marine and related ecosystem.

  • MIL-OSI China: Nation to step up IP protection efforts

    China will continue stepping up protection of intellectual property rights, particularly in cutting-edge digital fields such as artificial intelligence and cybersecurity, as the country aims to fuel sustainable innovation in emerging industries amid its rising technological strength, said experts.

    The remarks followed a news conference held by the State Council Information Office early on Friday, during which the Annual Report on China’s Combating of IPR Infringement and Counterfeiting (2024) was released.

    The report outlines the new measures and achievements China made in 2024 to combat intellectual property infringement and counterfeiting, with continued efforts to strengthen criminal enforcement against such violations.

    It notes that as a new round of scientific and technological revolution and industrial transformation accelerates, the global economy is rapidly advancing toward greater digitalization, green development and intelligent upgrading.

    “China is expected to step up efforts to protect the trade secrets of high-tech enterprises, safeguarding their legitimate rights and interests while ensuring a fair and competitive market environment,” said Li Jiantao, director general of the bureau of intellectual property crime investigation of the Ministry of Public Security.

    In addition, the ministry will closely monitor the development of emerging industries and new business models in the digital economy, and legally crack down on new forms of intellectual property rights infringement, particularly those involving the use of advanced technologies to commit such crimes, Li said.

    In addition to safeguarding high-tech enterprises, the State Administration for Market Regulation has introduced a series of regulatory frameworks to address issues such as online counterfeiting and IP infringement. These measures have clarified the legal basis for enforcement, standardized trading practices, and delivered positive outcomes.

    “Regulatory authorities have stepped up enforcement efforts, spearheading a campaign to strengthen oversight of the online market, promote development, and safeguard security,” said Bai Qingyuan, vice-minister of the State Administration for Market Regulation.

    The campaign resulted in the investigation of 36,000 internet-related cases and the removal of 287,000 listings of illegal goods from online platforms.

    The administration will work to foster a sound online shopping environment, enhance the consumer experience, and promote the standardized, healthy, and sustainable development of the platform economy, Bai said.

    While encouraging technological advancement, the report introduces compliance frameworks to mitigate ethical risks, thereby providing a stable and foreseeable regulatory landscape for the development of the AI industry, said Lin Shen, an associate research fellow at the Chinese Academy of Social Sciences’ Institute of World Economics and Politics.

    “This enhanced protection mechanism is expected to act as a catalyst for the country’s high-tech industries, boosting returns on R&D investment and accelerating the formation of a virtuous cycle linking innovation, IP protection, and market rewards,” Lin said.

    In the future, China is expected to further strengthen international cooperation by deepening cross-border enforcement collaboration and establishing a rapid response mechanism for overseas intellectual property disputes, thereby reducing the risks faced by companies expanding globally, Lin added.

    This Monday marks 80 years since Italian dictator Benito Mussolini was killed in an Italian village towards the end of the Second World War in 1945. The following day, his body was publicly desecrated in Milan.

    Given the scale of Adolf Hitler’s atrocities, our image of fascism today has largely been shaped by Nazism. Yet, Mussolini preceded Hitler. Il Duce, as Mussolini was known, was Hitler’s inspiration.

    Today, as commentators, bloggers and scholars are debating whether the governments of US President Donald Trump, Hungarian Prime Minister Viktor Orban and Russian President Vladimir Putin are “fascist”, we can learn from Il Duce’s career about how democracies fail and dictators consolidate autocratic rule.

    The early years

    The term “fascist” itself originated around the time of Mussolini’s founding in 1914 of the Fasci d’Azione Rivoluzionaria, a militaristic group promoting Italy’s entry into the First World War.

    Mussolini had been raised in a leftist family. Before WWI, he edited and wrote for socialist newspapers. Yet, from early on, the young rebel was also attracted to radically anti-democratic thinkers like Friedrich Nietzsche, George Sorel, and Wilfred Pareto.

    When WWI broke out, Mussolini broke from the socialists, who opposed Italy’s involvement in the conflict. Like Hitler, he fought in the war. Mussolini considered his front-line experience as formative for his future ideas around fascism. His war experience led him to imagine making Italy great again – an imperial power worthy of the heritage of ancient Rome.

    In March 1919, Mussolini formed the Fasci Italiani di Combattimento in Milan. This group brought together a motley collection of war veterans, primarily interested in fighting the socialists and communists. They were organised in squadristi (squads), which would become known for their black shirts and violence – they forced many of their targets to drink castor oil.

    The political success of Mussolini’s fascist ideals, however, was neither instant nor inevitable. In the 1919 Italian elections, Mussolini received so few votes, communists held a mock funeral march outside his house to celebrate his political death.

    The rise to power and the march on Rome

    Fascism became a part of national political life in 1920-21, following waves of industrial and agricultural strikes and worker occupations of land and factories.

    As a result, rural and industrial elites turned to the fascist squadristi to break strikes and combat workers’ organisations. Fascist squads also overturned the results of democratic elections in Bologna and Cremona, preventing left-wing candidates from assuming office.

    Mussolini’s political capital, remarkably, was boosted by this violence. He was invited to enter Prime Minister Ivanoe Bonomi’s first government in July 1921.

    The following October, fascists occupied the towns of Bolzano and Trento. The liberals, socialists and Italian monarchy were indecisive in the face of these provocations, allowing Mussolini to seize the moment. Mustering the fascist squads, he ordered the famous “march on Rome” in late October 2022 to demand he be appointed prime minister.

    All the evidence suggests if the government had intervened, the march on Rome would have disbanded. It was a bold piece of political theatre. Nevertheless, fearing civil war — and the communists more than the black shirts — King Victor Emmanuel III caved in without a shot being fired.

    Mussolini was made leader of a new government on October 31, 1922.

    The consolidation of dictatorship

    Like Hitler in 1933, Mussolini’s rule started as the head of a coalition government including non-fascist parties. Yet, with the repressive powers of the state now at his disposal, Mussolini exploited the division among his rivals and gradually consolidated power.

    In 1923, the communist party was targeted with mass arrests and the fascist squads were brought under official state control as a paramilitary force. Mussolini began to use state powers to surveil all non-fascist political parties.

    In the 1924 general election, with fascist militia menacingly manning the polls, Il Duce won 65% of the vote.

    Then, in June, socialist leader Giacomo Matteotti was kidnapped and murdered by black shirts. When investigations pointed to Mussolini’s responsibility, he at first denied any knowledge of the killing.     His goal of making Italy a power again required total control of the state. His 1932 “Doctrine of Fascism” describes the need “to exercise power and to command” all administrative, policing, and judicial institutions. This included censorship of the press and educational institutions.

    While portraying fascism as a “populist” movement, Mussolini also shut down independent trade unions, bailed out big banks, and prevented the right to strike. As a result, economic inequality between Italians actually grew wider under his rule.

    Mussolini also pursued an imperialist dream by invading Ethiopia. Defying international conventions, Il Duce’s troops used chemical weapons and summary executions to quell acts of resistance. Over 700,000 Ethiopians are estimated by scholars to have been killed by the invaders, with around 35,000 forced into internment camps.

    Mussolini’s fascists ran over 30 concentration camps from 1926–45, almost all of them offshore. Some 50–70,000 Libyans alone died in camps set up under Italy’s brutal colonial regime from 1929–34. Many more died through executions, starvation and ethnic cleansing.

    When the notorious SS leader Heinrich Himmler visited Libya in in 1939, he deemed the Italian colony a successful model to emulate.

    And after Mussolini’s forces aided the Axis invasions of Yugoslavia, Albania and Russia in the Second World War, more than 80,000 more prisoners were interned in camps. At the camp on the Croatian Island of Rab, more than 3,000 prisoners died in grossly inhumane conditions in 1942–43, at a mortality rate higher than the Nazi camp at Buchenwald.

    From late 1943, Italian fascists also participated in the rounding up of over 7,000 Italian Jews to transfer to Auschwitz. Almost all of them were murdered.

    Following the war, even with Il Duce dead, few perpetrators faced justice for these atrocities.

    Lessons for democracies after 80 years

    The infamy of the crimes associated with the word “fascism” has meant that few people today claim the label – even those attracted to the same kinds of authoritarian, ethnonationalist politics.

    Mussolini, even more than Hitler, can seem a bombastic fool, with his uniform, theatrical gestures, stylised hyper-masculinity and patented steely jaw.

    Yet, one of the lessons of Mussolini’s career is that such political adventurists are only as strong as the democratic opposition allows. To fail to take them seriously is to enable their success.

    Mussolini pushed his luck time and again between 1920 and 1926. As the wonderful recent teleseries of his ascent, Mussolini, Figlio del Seculo shows, time and again, the opposition failed to concertedly oppose the fascists’ attacks on democratic norms and institutions. Then it was too late.

    Democracies mostly fall over time, by a thousand cuts and shifts of the goalposts of what is considered “normal”. Fascism, moreover, depends in no small measure on shameless political deception, including the readiness to conceal its own most radical intentions.

    Fascist “strongmen” like Mussolini accumulate power thanks to people’s inabilities to believe that the barbarisation of political life – including open violence against opponents – could happen in their societies.

    And there is a final, unsettling lesson of Mussolini’s career. Il Duce was a skilled propagandist who portrayed himself as leading a popular revolt to restore respectable values. He was able to win widespread popular support, including among the elites, even as he destroyed Italian democracy.

    Yet, if the monarchy, military, other political parties and the church had attempted a principled, united opposition to fascism early enough, most of Mussolini’s crimes would likely have been avoided.

  • MIL-OSI Africa: Malaria scorecard: battles have been won and advances made, but the war isn’t over

    Sub-Saharan Africa continues to bear the brunt of malaria cases in the world. In this region 11 countries account for two-thirds of the global burden.

    World Malaria Day is marked on 25 April. What progress has been made against the disease, where are the gaps and what’s being done to plug them?

    As scientists who research malaria in Africa, we believe that the continent can defeat the disease. New, effective tools have been added to the malaria toolbox.

    Researchers and malaria programmes, however, must strengthen collaborations. This will ensure the limited resources are used in ways that make the most impact.

    The numbers

    Some progress has been made, but in some cases there have been reverses.

    • Between 2000 and 2015 there was an 18% reduction in new cases from 262 million in 2000 to 214 million in 2015. Since then, progress has stalled.

    • The World Health Organization estimates that approximately 2.2 billion cases have been prevented between 2000 and 2023. Additionally, 12.7 million deaths have been avoided. In 2025, 45 countries are certified as malaria free. Only nine of those countries are in Africa. These include Egypt, Seychelles and Lesotho.

    • The global target set by the WHO was to reduce new cases by 75% compared to cases in 2015. Africa should have reported approximately 47,000 cases in 2023. Instead there were 246 million.

    • Almost every African country with ongoing malaria transmission experienced an increase in malaria cases in 2023. Exceptions to this were Rwanda and Liberia.

    So why is progress stagnating and in many cases reversing?

    How malaria affects countries around the world.

    The setbacks

    Effective malaria control is extremely challenging. Malaria parasite and mosquito populations evolve rapidly. This makes them difficult to control.

    Africa is home to malaria mosquitoes that prefer biting humans to other animals. These mosquitoes have also adapted to avoid insecticide-treated surfaces.

    It has been shown in South Africa that mosquitoes may feed on people inside their homes, but will avoid resting on the sprayed walls.

    Mosquitoes have also developed mechanisms to resist the effects of insecticides. Malaria vector resistance to certain insecticides used in malaria control is widespread in endemic areas. Resistance levels vary around Africa.

    Resistance to the pyrethroid class is most common. Organophosphate resistance is rare, but present in west Africa. As mosquitoes become resistant to the chemicals used for mosquito control, both the spraying of houses and insecticide treated nets become less effective. However, in regions with high malaria cases, nets still provide physical protection despite resistance.

    An additional challenge is that malaria parasites continue to develop resistance to anti-malarial drugs. In 2007 the first evidence began to emerge in south-east Asia that parasites were developing resistance to artemisinins. These are key drugs in the fight against malaria.

    Recently this has been shown to be happening in some African countries too. Artemisinin resistance has been confirmed in Eritrea, Rwanda, Tanzania and Uganda. Molecular markers of artemisinin resistance were recently detected in parasites from Namibia and Zambia.

    Malaria parasites have also developed mutations that prevent them from being being detected by the most widely used rapid diagnostic test in Africa.

    Countries in the Horn of Africa, where parasites with these mutations are common, have changed the malaria rapid diagnostic tests used to ensure early diagnosis.

    The progress

    Nevertheless, the fight against malaria has been strengthened by novel control strategies.

    Firstly, after more than 30 years of research, two malaria vaccines – RTS,S and R21 – have finally been approved by the WHO. These are being deployed in 19 African countries.

    These vaccines have reduced disease cases and deaths in the high-risk under-five-years-old age group. They have reduced cases of severe malaria by approximately 30% and deaths by 17%.

    Secondly, effectiveness of long-lasting insecticide-treated nets has been improved.

    New insecticides have been approved for use. Chemical components that help to manage resistance have also been included in the nets.

    Thirdly, novel tools are showing promise. One option is attractive toxic sugar baits. This is because sugar is what mosquitoes naturally eat. Biocontrol by altering the native gut bacteria of mosquitoes may also prove effective.

    Fourthly, reducing mosquito populations by releasing sterilised male or genetically modified mosquitoes into wild mosquito populations is also showing promise. Trials are currently happening in Burkina Faso. Genetically sterilised males have been released on a small scale. This strategy has shown promise in reducing the population.

    Fifthly, two new antimalarials are expected to be available in the next year or two. Artemisinin-based combination therapies are standard treatment for malaria. An improvement to this is triple artemisinin-based combination therapy. This is a combination of this drug with an additional antimalarial. Studies in Africa and Asia have shown these triple combinations to be very effective in controlling malaria.

    The second new antimalarial is the first non-artemisinin-based drug to be developed in over 20 years. Ganaplacide-lumefantrine has been shown to be effective in young children. Once available, it can to be used to treat parasites that are resistant to artemisinin. This is because it has a completely different mechanism of action.

    The end game

    It has been several years since the malaria control toolbox has been strengthened with novel tools and strategies that target both the vector and the parasite. This makes it an ideal time to double down in the fight against this deadly disease.

    In 2020, the WHO identified 25 countries with the potential to stop malaria transmission within their borders by 2025. While none of these countries eliminated malaria, some have made significant progress. Costa Rica and Nepal reported fewer than 100 cases. Timor-Leste reported only one case in recent years.

    Three southern African countries are included in this group: Botswana, Eswatini and South Africa. Unfortunately, all these countries showed increases in cases in 2023.

    With the new tools, these and other countries can eliminate malaria, getting us closer to the dream of a malaria-free world.

    LCQ10: Nurturing and attracting innovation and technology talents 
    Question:
     
    There are views that in order to realise the vision of developing Hong Kong into an international innovation and technology (I&T) centre, as well as to develop new quality productive forces and promote sustainable economic development, Hong Kong needs to nurture and attract sufficient I&T talents. In this connection, will the Government inform this Council:
     
    (1) of the respective numbers and ratios of senior secondary students who took the subjects of Physics, Chemistry, Biology and the Extended Part of Mathematics, as well as those who took two or more of the above subjects at the same time in the past three school years;
     
    (2) of the measures the Government has put in place to encourage students to take science subjects including Physics, Chemistry, Biology and the Extended Part of Mathematics, etc, so as to further nurture local I&T talents;
     
    (3) as there are views that in order to realise Hong Kong’s positioning as centres for development in eight key areas as set out in the Outline of the National 14th Five-Year Plan, relevant human resources plans are a crucial complementary part, of the Government’s plans in place to further nurture and attract talents, so as to achieve the objectives of the relevant human resources plans;
     
    (4) as there are views that artificial intelligence (AI) has become a major element required for future development, whether the Government will study making coding and AI applications compulsory subjects in primary and secondary schools and provide relevant teaching guidelines for teachers; if so, of the details; if not, the reasons for that;
     
    (5) as there are views that there is currently a shortage of teachers in STEAM (Science, Technology, Engineering, the Arts and Mathematics) education, whether the Government will consider introducing AI-assisted teaching and “Massive Open Online Courses” (i.e. opening up courses to a large number of online users for participation in learning through the Internet) to enable students to receive multi-model software application training online and equip themselves early, so as to meet the needs of the future job market; and
     
    (6) as there are views pointing out that at present, generative AI has already been integrated into life, for example, free chatbots such as DeepSeek can be downloaded and used free of charge on the Internet, whether the authorities will consider providing teaching guidelines for teachers to make full use of AI-assisted teaching, such as allowing AI to act as classroom assistants and assist teachers in drawing up curriculum frameworks, and at the same time encouraging students to interact with AI, so as to enable students to master as early as possible the skills of using AI?

    The government continues to proactively promote science and mathematics education in primary and secondary schools, and strengthen digital education so as to provide talent support for developing Hong Kong into an international innovation and technology (I&T) hub as well as fully implementing the national strategies of invigorating the country through science and education, strengthening the nation with talents, and driving development through innovation. The Education Bureau (EDB), by optimising the curriculum and enhancing teacher training, creates a learning atmosphere of science and I&T in schools and cultivates students’ interest and ability in learning mathematics, science and technology from an early age, as well as their digital literacy, fostering their aspirations in science and I&T, and enabling students to embrace the opportunities brought by the development of I&T and meet the requirements of the future workplace. 
     
    Regarding the various parts of the question raised by the Hon Elizabeth Quat, our reply is as follows:
     
    (1) and (2) Following the implementation of the optimisation measures for senior secondary curriculum introduced by the EDB in the 2021/22 school year, which has provided students with more space, the number of students taking three elective subjects at the senior secondary level has increased significantly. Among them, the number and percentage of students taking Physics, Chemistry, Biology and the Mathematics Extended Modules (M1/M2), as well as those taking two or more of these subjects have shown a steady increase from the 2021/22 school year to the 2023/24 school year. Details are as follows:

    The Survey on Senior Secondary Subject Information conducted by the EDB. The data is provided by approximately 440 schools (including government and aided secondary schools, caput schools, and secondary schools under the Direct Subsidy Scheme) offering the local senior secondary curriculum. Data for the 2024/25 school year is still being collected.
     
    The EDB is taking a multi-faceted approach to strengthen students’ foundation in science and mathematics so as to further nurturing local I&T talents. In respect of curriculum, the EDB will continue to optimise the curriculum, including reviewing the current senior secondary curricula of Physics, Chemistry and Biology, and enhancing I&T elements. We are also strengthening mathematics education by launching more school support programmes on promoting mathematical modelling education, fostering students’ ability to apply mathematics and their interest in learning mathematics.
     
    Regarding teacher training, the EDB continuously organises professional development programmes in science, mathematics, and I&T for teachers, enabling teachers to stay abreast of the latest developments in I&T and incorporate innovative elements into classroom teaching. Topics in these programmes cover biotechnology, robotics, energy technology, and mathematical modelling, with an aim to enrich students’ learning experiences.
     
    On student activities, we continue to collaborate with I&T related organisations, such as tertiary institutions, Cyberport, professional engineering bodies, and the Hong Kong Academy for Gifted Education, to provide students with I&T related experiential activities, lectures, competitions, and training programmes both within and beyond the classroom. Examples include the Distinguished Lecture Series on Applications of Mathematics in STEAM World, the Hong Kong Student Science Project Competition, and the Innovative Engineering Education Programme for Primary and Secondary Schools. All these initiatives aim to inspire students to pursue careers in scientific research and I&T, so as to meet the future demand for innovative talents in society.
     
    We will set up an ad hoc committee under the Curriculum Development Council Committee on Science Education to engage various stakeholders in exploring options for further optimising science education.
     
    (3) Education is the key to nurturing talents. For the University Grants Committee (UGC)-funded universities, the Government has set the target in the 2022 Policy Address to continue to enhance post-secondary education by encouraging them to offer programmes with greater relevance to future economic development, such that students from the UGC-universities studying in disciplines relevant to the “eight centres” will reach around 60 per cent by the 2026/27 academic year. Through the triennial Planning Exercise of UGC, the UGC-funded universities will offer more new programmes relevant to the “eight centres” in the 2025-28 triennium, thereby nurturing more talents to meet the development needs of Hong Kong and creating impetus for the development of the “eight centres”.
     
    (4), (5) and (6) The promotion of digital education (including artificial intelligence (AI)) in primary and secondary schools by the EDB focuses on enhancing students’ digital literacy and laying a solid foundation for the development of digital skills, nurturing students to become responsible citizens and lifelong learners.
     
    To encourage schools to adopt AI in supporting teaching, the EDB launched the “AI for Science Education” Funding Programme on a pilot basis for Junior Secondary Science in the end of 2024. This funding programme is open to applications from publicly funded secondary schools. Successful applicant schools will receive a one-off grant of $100,000 to arrange for science teachers to enroll in training courses offered by tertiary institutions or relevant professional bodies, fostering pedagogical innovation.
     
    To enable students to master coding and AI skills from an early age, the EDB has launched the “Module on Artificial Intelligence for Junior Secondary Level” and the “Enriched Module on Coding Education for Upper Primary Level” in 2023, which further cultivate students’ computational thinking more systematically and enhance students’ understanding of the foundation and application of AI. The curriculum modules include suggestions and guidelines of learning and teaching for teachers’ reference. Almost all publicly-funded schools have implemented the enriched coding education and AI education in upper primary level and junior secondary level respectively.
     
    Regarding teacher training, the EDB continues to provide professional development programmes related to coding and AI. These programmes focus on guiding students to effectively utilise I&T and information technology tools to solve problems, thereby enhancing learning and teaching effectiveness. The training courses also cover the application of AI tools in teaching across various subjects, including helping teachers master essential skills to teach students how to effectively pose questions to generative AI tools, enabling them to fully leverage AI to support teaching. The courses also share the good practices from schools on integrating AI technology into teaching, such as using these tools to design lesson plans and develop teaching materials. Additionally, the training assists teachers in developing school-based arrangements or guidelines for the use of AI, tailored to their specific teaching contexts. The training courses are conducted in both online and offline modes to benefit a greater number of teachers.
     
    With regard to e-learning platforms and resources, the Quality Education Fund of the EDB has reserved $500 million to provide schools with a total of 22 projects, which have commenced at the beginning of the 2023/24 school year. The projects will deploy innovative technologies such as big data and AI to enhance learning and teaching effectiveness in a wide array of subjects/areas, including mathematics and science education, coding, robotics. It is expected that in mid-2025, the deliverables of projects will be successively released for use by schools. In addition, we are collaborating with the Hong Kong Education City to launch an online learning platform on AI and computational thinking, as well as a webpage featuring expert lecture videos by 2025, aiming to promote self-directed online learning among students (including learning the application of various software).
     
    The higher education in Hong Kong has always been bold in innovation and growing together with technological development. With the advent of generative AI, innovative and breakthrough technologies have presented new challenges and enormous opportunities in transforming pedagogies and student learning experiences. To this end, the UGC, with the support from the Quality Assurance Council, has allocated $100 million to set up the Fund for Innovative Technology-in-Education to provide impetus for universities to harness innovative and breakthrough technologies in transforming pedagogies and enriching student learning experiences, and to nurture a digitally competent and technologically responsible generation, for the future success of their students in the digital economy. Universities also actively explore the application of AI in teaching and learning, such as providing AI learning tools and introducing AI lecturers, etc. In addition, a number of universities are currently providing Massive Open Online Courses for students from all over the world to study programmes online, with some being free of charge. Through a more flexible and innovative learning mode, these courses provide a more convenient progression pathway for students who aspire to self-enhancement.

The programmes and number of subsidised places, which fall under seven disciplines with keen manpower demand, namely Architecture and Engineering, Computer Science, Creative Industries, Health Care, Sports and Recreation, Testing and Certification, and Tourism and Hospitality, are determined by the Education Bureau in consultation with relevant policy bureaux and departments.

    In the 2025/26 academic year, the annual subsidy amounts for non-laboratory-based programmes and laboratory-based programmes are up to $23,390 and $40,730 respectively. The subsidy amounts are applicable to both new and continuing eligible students. The subsidy is tenable for the normal duration of the programmes concerned. Subsidised students will pay a tuition fee with the subsidy applied. Students in need may still apply for student financial assistance from the Student Finance Office of the Working Family and Student Financial Assistance Agency in respect of the actual amount of tuition fee payable.

    The subsidised places are allocated according to existing admission arrangement of the self-financing sub-degree programmes, i.e. through direct admission by institutions. Students can apply for admission to the designated sub-degree programmes directly through the institutions concerned. The subsidy for sub-degree programmes under SSSDP is applicable to local students who have attained (a) Level 2 or above in five subjects, including English Language and Chinese Language, in the HKDSE Examination; (b) Diploma of Applied Education / Diploma Yi Jin; or (c) Diploma of Foundation Studies awarded by the Vocational Training Council.     I will start this blog with an apology, an apology because I suspect, by the end of this post, you, the reader, may have a craving for chocolate, or cake, or both. While we saw hints of it in the previous workspace, as captured by Susanne’s blog, today’s workspace featured prominent laminations throughout Curiosity’s sightlines, which presented the science team with the challenge of finding a safe place to utilize APXS (and MAHLI). Perhaps it was because of Easter last weekend, perhaps I needed an early lunch — whatever the cause, I could not shake the visual parallels between the rocks in our workspace, as captured in this blog’s image, and a many-layered-cake such as a Prinzregententorte.
    The rover planners rose to the technical challenge, as they always do, and were ultimately able to find a safe area to place APXS on the top of the rock that is prominent just above and left of the center of today’s image. Combined with a green-light from SRAP, Curiosity now had its (cakey) target and could APXS it too. 
    Tosol’s APXS and MAHLI target, “Hale Telescope,” is named after the famous landmark located north-northwest of San Diego, California. I, for one, was not familiar with the history of this landmark, including how groundbreaking it was at the time of its development and commissioning through the 1920s, ‘30s, and ‘40s.
    Curiosity’s plan tosol started with APXS and MAHLI of Hale Telescope. These activities were complemented by Mastcam images of “Puerto Suelo” and “Potrero Seco,” as well as long-distance imaging by ChemCam of “Torote Bowl,” nearly 1 kilometer (about 0.6 miles) away. Curiosity also imaged and conducted compositional analyses of the layered target “Fan Palm,” slightly offset from Hale Telescope, with LIBS. Our intrepid rover then completed a drive of about 23 meters (about 75 feet) in preparation for the three-sol weekend plan. 
    On the second sol of the current plan, Curiosity acquired Navcam images and a suprahorizon movie. The highlight of the second sol, however, arguably was an upgraded version of the AEGIS (Autonomous Exploration for Gathering Increased Science) activity where the rover will autonomously determine its own target to analyze with ChemCam while awaiting further instructions from Earth. The software upgrade will allow Curiosity’s team to know what target the rover chose to observe in time for us to make the weekend plan, even though the observation itself won’t happen on Mars until later.
    Mars continues to offer stories written in stone, and like all good stories, the richness lies in the voices layered within. Or chocolate. The data aren’t down yet.

  • MIL-OSI USA: Air Force Pilot, SkillBridge Fellow Helps NASA Research Soar

    Jeremy Johnson laces his black, steel-toed boots and zips up his dark blue flight suit. Having just finished a pre-flight mission briefing with his team, the only thing on his mind is heading to the aircraft hangar and getting a plane in the air.
    As he eases a small white-and-blue propeller aircraft down the hangar’s ramp and onto the runway, he hears five essential words crackle through his headset: “NASA 606, cleared for takeoff.”
    This is a typical morning for Johnson, a research pilot and aviation safety officer at NASA’s Glenn Research Center in Cleveland. Johnson flies NASA planes to support important scientific research and testing, working with researchers to plan and carry out flights that will get them the data they need while ensuring safety.
    Johnson hasn’t always flown in NASA planes. He comes to the agency from the U.S. Air Force, where he flew missions all over the world in C-17 cargo aircraft, piloted unmanned reconnaissance operations out of California, and trained young aviators in Oklahoma on the fundamentals of flying combat missions.

    He’s at Glenn for a four-month Department of Defense SkillBridge fellowship. The program gives transitioning service members an opportunity to gain civilian work experience through training, apprenticeships, or internships during their last 180 days of service before separating from the military.
    “I think SkillBridge has been an amazing tool to help me transition into what it’s like working somewhere that isn’t the military,” Johnson said. “In the Air Force, flying the mission was the mission. At NASA Glenn, the science—the research—is the mission.”
    By flying aircraft outfitted with research hardware or carrying test equipment, Johnson has contributed to two vital projects at NASA so far. One is focused on testing how well laser systems can transmit signals for communication and navigation. The other, part of NASA’s research under Air Mobility Pathfinders, explores how 5G telecommunications infrastructure can help electric air taxis of the future be safely incorporated into the national airspace. This work, and the data that scientists can collect through flights, supports NASA’s research to advance technology and innovate for the benefit of all.

    “It’s really exciting to see research hardware come fresh from the lab, and then be strapped onto an aircraft and taken into flight to see if it actually performs in a relevant environment,” Johnson said. “Every flight you do is more than just that flight—it’s one little part of a much bigger, much more ambitious project that’s going on. You remember, this is a small little piece of something that is maybe going to change the frontier of science, the frontier of discovery.”
    Johnson has always had a passion for aviation. In college, he worked as a valet to pay for flying lessons. To hone his skills before Air Force training, one summer he flew across the country in a Cessna with his aunt, a commercial pilot. They flew down the Hudson River as they watched the skyscrapers of New York City whizz by and later to Kitty Hawk, North Carolina, where the Wright brothers made their historic first flight. Johnson even flew skydivers part-time while he was stationed in California.

    Although he’s spent countless hours flying, he still takes the window seat on commercial flights whenever he can so he can look out the window and marvel at the world below.
    Despite his successes, Johnson’s journey to becoming a pilot wasn’t always smooth. He recalls that as he was about to land after his first solo flight, violent crosswinds blew his plane off the runway and sent him bouncing into the grass. Though he eventually got back behind the stick for another flight, he said that in that moment he wondered whether he had the strength and skills to overcome his self-doubt.
    “I don’t know anyone who flies for a living that had a completely easy path into it,” Johnson said. “To people who are thinking about getting into flying, just forge forward with it. Make people close doors on you, don’t close them on yourself, when it comes to flying or whatever you see yourself doing in the future. I just kept knocking on the door until there was a crack in it.”

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Racial Discrimination Hold Half Day of General Discussion on Reparations for the Injustices from the Transatlantic Trade of Enslaved Africans

    The Committee on the Elimination of Racial Discrimination this afternoon held a half day of general discussion on reparations for the injustices from the transatlantic trade of enslaved Africans, their treatment as chattel, and the ongoing harms to and crimes against people of African descent.  The half-day consisted of opening statements two panel discussions, hearing from Committee members, experts in international law, representative from the diplomatic corps, and political and civil society leaders.

    Speaking in the first panel discussion on “Reparations and International Law: Legal Frameworks, Obligations and Enforcement” were Pela Boker-Wilson, Committee Expert; Joshua Castellino, Executive Dean, College of Arts, Law & Social Sciences, Brunel University of London; Patricia Sellers, former Special Advisor to the Prosecutor of the International Criminal Court; Britta Redwood, Assistant Professor, Seton Hall School of Diplomacy and Seton Hall Law School; Adejoké Babington-Ashaye, former Investigator at the International Criminal Court; and Bernard Duhaime, Special Rapporteur on the promotion of truth, justice, reparation and guarantees of non-recurrence.

    Speaking in the second panel discussion on “The Legacy of Chattel Slavery: Structural Racism and Institutional Accountability” were Tendayi Achiume, former Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance; Matthew Anthony Wilson, Permanent Representative of Barbados to the United Nations Office at Geneva; Eric Phillips, Vice-Chairperson of the Caribbean Community’s Reparations Commission; Ibrahima Guissé, Committee Expert; and Dennis O’Brien, Founder of the Repair Campaign.

    The Committee will next meet in public on Monday, 28 April at 3 p.m. to begin its consideration of the combined twenty-fourth and twenty-fifth periodic reports of Mauritius (CERD/C/MUS/24-25).

    Opening Statements

    MICHAL BALCERZAK, Committee Chairperson, welcomed participants to the half-day of general discussion to advance the development of a general recommendation on reparations for the historical injustices rooted in the chattel enslavement of Africans and the enduring harms experienced by people of African descent.  The proposed general recommendation sought to clarify the scope and content of the right to reparations under international human rights law and address the harms caused by the forced capture and transatlantic transport of Africans, their enslavement as chattel, and the lasting consequences of these crimes. 

    To inform this process, the Committee had issued a public call for input on 14 February 2025 and had been encouraged by the engagement, with 56 submissions received from a wide range of stakeholders.  Today’s discussion provided a space to reflect on the submissions received, deepen the collective understanding of applicable international legal standards, and further examine the contemporary legacy of the transatlantic trade in enslaved Africans.  In the coming months, the Committee would prepare a draft text of the general recommendation, which would be made publicly available for input from all stakeholders prior to finalisation. 

    MAHAMANE CISSÉ-GOURO, Director, Human Rights Council and Treaty Mechanisms Division, Office of the High Commissioner for Human Rights, said today’s topic addressed a matter of deep historical significance and urgent contemporary relevance: reparatory justice for the injustices arising from the trade in enslaved Africans, their treatment as chattel, and the continuing harms and crimes suffered by people of African descent.  In 2001, at the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance, States adopted by consensus the Durban Declaration and Programme of Action, which recognised slavery and the slave trade as a crime against humanity, and among the major sources and manifestations of racism, racial discrimination, xenophobia and related intolerance.  Contemporary structures and systems, such as racial profiling, police brutality, unequal access to education and employment, disparities in health and housing, and the denial of political participation and justice were rooted in these enduring harms.

    International human rights law and political commitments by States provided a clear framework for attaining substantive racial justice and equality.  A central element of dismantling systemic racism was addressing the past and redressing its legacies through reparatory justice, to transform the present and secure a just and equitable future.  The High Commissioner had called for reparatory justice to transform structures and systems which were designed and shaped by enslavement, colonialism and successive racially discriminatory policies and systems. States and others that had benefited and continued to benefit from these legacies should make amends for centuries of violence and discrimination through wide-ranging and meaningful initiatives, including through formal apologies, truth-telling processes, and reparations in various forms.  This called for political leadership, and creative, effective and comprehensive responses to legacies of the past.  Since the Durban Declaration and Programme of Action, the international community had taken important steps; however, as the Convention commemorated its sixtieth anniversary, it was evident that these commitments and recommendations had not resulted in durable, transformative change. 

    The development of this general recommendation was timely and necessary.  It would clarify the scope and content of the right to reparations for historical injustices under international human rights law and provide States with guidance to fulfil their obligations under the Convention.  Mr. Cissé-Gouro encouraged all participants to engage and emphasised that the Office of the High Commissioner supported the process. 

    GAY MCDOUGALL, Committee Vice-Chairperson, said this year marked the sixtieth anniversary of the Convention, which remained the normative centre of international efforts to end racism. In commemoration of the anniversary year, the Committee had decided to prepare a general recommendation on reparations to clarify and elaborate the legal obligations of States to repair the harms inflicted by the forced capture of Africans, the transatlantic transport of those captives, their enslavement as chattel, and the massive and continuing harms suffered by them and their descendants.  The transatlantic trade in enslaved Africans constituted the largest and most concentrated forced deportation of human beings ever recorded, implicating several regions of the world during more than four centuries. Between 12 to 13 million Africans were violently uprooted from Africa for sale and enslavement. 

    The system of colonial rule had enabled and facilitated the development of the uniquely brutal system of chattel enslavement, and the resulting massive gross abuses of human rights that followed for centuries.  The transatlantic slave trade was inextricably tied to European colonial domination of Africa, the Americas, the Caribbean and parts of Asia.  It was a system that enriched Europe, and the institutions in power, and it existed today in many contemporary forms.  Now it was widely agreed that all forms of slavery were violations of international law and most domestic laws gave rise to the responsibility to ensure reparations.  However, the harms inflicted by these events had never been addressed, including how they negatively impacted the economic, social, political, civic and cultural rights of countries around the world.   The Committee’s proposed general recommendation would provide guidance on the scope and content of the right to reparations under international human rights law. 

    Panel Discussion One on Reparations and International Law: Legal Frameworks, Obligations and Enforcement

    Opening Remarks by the Moderator of the Panel

    PELA BOKER-WILSON, Committee Expert and Panel Moderator, said the chattel enslavement of Africans was a human rights violation, and victims had a right to reparations based on their right to a remedy.  At the same time, today the legacies of chattel enslavement could be seen in daily lives.  Chattel enslavement and its legacies were the foundation on which systematic racism permeated and the history which drove discriminatory laws and policies based on race. Several legal challenges remained which would be discussed during the panel. 

    Summary of Remarks by the Panellists

    Some speakers, among other things, noted that the trade in enslaved Africans began in the fifteenth century, when Portuguese traders established sugar plantations in the Atlantic islands of Madeira, the Azores, and São Tomé.  At the time, the justification for the enslaved status of African labourers was based on the notion that these labourers had been enslaved because they had been taken captive in just wars.  The slave trade was the reduction of a free person to the status of being enslaved, by whatever means, including kidnap, capture, transfer, or sale.  Slave trading comprised not only the initial transatlantic passages, but internal acts of trade in enslaved persons throughout the Americas and the Caribbean.  These two prongs of the slave trade, trans-Atlantic and internal or domestic slave trading, had occurred for centuries. 

    One speaker said the photograph of a South African billionaire of European descent, arm raised in a Nazi salute, was perhaps the most apt icon for that particular civilization.  It epitomised success in generating wealth by extraction, disregarding surroundings in constructing systems where some had an inherent sense of entitlement to everything, even if it devastated others.  Another speaker said an immeasurable toll of sexual, reproductive and gendered practices and institutions had persisted throughout the hundreds of years of slavery and of slave trading in North and South America and in the Caribbean. 

    A speaker underscored that the transatlantic chattel slavery had created and entrenched anti-Black racism. Although slavery had been abolished, the persistence of the social, psychological, and economic harms of racial discrimination persisted until today.  Another speaker noted that the racial hierarchy that was at the root of the slave trade and slavery had no foundation in international law at that time, just as it had no legitimacy under international law today.  One speaker said reparations for people of African descent were not only a matter of justice for the past, but also a foundation for a more equitable and peaceful future.

    Reparations were vital in seeking justice for colonial crimes, but also to eliminate the root cause of historic and continuing colonial existence.  States must ensure that reparations were not merely symbolic, but concrete and enforceable, through judicial rulings as well as administrative or legislative reparation programmes.  These programmes could be supported by national or international funding and must be accessible, gender-sensitive, victim-centred, and rights-based.  In line with established standards, reparations needed to be comprehensive, encompassing restitution, compensation, rehabilitation, satisfaction, and guarantees of non-repetition.  States should establish robust legal and institutional frameworks and ensure stable financial allocations that were protected from political or economic fluctuations.  Crucially, reparation measures must be proportional to the gravity of the harm and address the full scope of the violations.  It was also important to ensure that victims participated in the reparations process. 

    Successful reparations had stemmed from attempts to seek victim-oriented justice. These included local revolutions achieving regime change and victims’ framing of legal arguments to hold power to account.  The dismissal of reparations as solely pertaining to the past needed to be confronted; reparations appeared to be about the past but they were also about the present.  Redress by reparations required recognition that sexual abuse was omnipresent in the lives of the enslaved.  The quest for reparations needed to be achieved through evidence-based reasoning. They had to be shaped to show how the few, irrespective of race, had benefitted from the exploitation of the many, irrespective of race. 

    The Convention was a power instrument for redress.  Under article 11, States could bring complaints against other States for violations of the Convention.  Article 14 allowed individuals and groups to submit petitions directly to the Committee provided that the respondent State had recognised the Committee’s jurisdiction to receive individual petitions.  The Basic Principles on Reparations, a United Nations resolution from 2005, established five aspects of reparations that must follow a significant human rights violation, including the need to guarantee the non-recurrence of the human rights violation at issue. 

    The Convention and subsequent jurisprudence of the Committee required material compensation and policy changes to address the legacy of transatlantic chattel slavery and the system of racial discrimination that was created to entrench it. 

    Structural discrimination that arose from anti-Black racism was an ongoing human rights violation and needed to be addressed by States parties to the Convention.   The Committee was urged to recognise the gendered injustices intrinsic of the transatlantic slave trade and slavery and to include them as germane to the redress considered in the forthcoming general recommendation on reparations. 

    Discussion 

    Several speakers spoke from the floor. One speaker welcomed the Committee’s initiative to develop a general recommendation on reparations, which was a vital step towards accountability.  Reparations were grounded in international law, carrying legal consequences which could not be erased by time.  Another speaker said that at the minimum, States parties were required to provide reparations for their failure to eliminate the systemic racism and inequality arising from their inadequate remediation of chattel slavery and its legacies.  The Committee was urged to adopt a comprehensive and transformative approach to address both systemic racism and structural economic inequalities arising from chattel slavery and colonialism in the general recommendation.  A speaker said the time had come to move from rhetoric to concrete measures for reparations for historical and cultural monuments destroyed and looted during centuries of colonialism and slavery. One speaker said reparations were not a favour, but were moral and political obligations of States. 

    Panel Discussion Two on the Legacy of Chattel Slavery: Structural Racism and Institutional Accountability

    Summary of Remarks by the Panellists

    Some speakers, among other things, commended the Committee for the draft general recommendation, which dealt with a vital issue and was long overdue.  The Committee should be applauded for its work and the call for input, and those who had answered the call were thanked.  The call for input document prepared by the Committee did an excellent job of highlighting the history, global responses and objectives, while pointing out the milestones along the way. 

    Chattel slavery was the first global regime of State-legalised racial capitalism, speakers said.  The laws that built it had been dismantled in name, but never in consequence.  The transatlantic slave trade was not just a chapter in history, but was a crime against humanity.  Slavery had funded the economic development of colonial countries, particularly the industrial revolution, and put Britain in the wealthy position that it was in today. The European Union and its members, particularly France, Holland and Spain, and other countries like Germany and Denmark had also participated in this genocide as well. 

    Racism was not a relic of the past; it was present, global, systemic and was still taking lives.  Yet Europe had yet to fully confront this issue.  One speaker commented that Black communities across Europe were too often overlooked, marginalised and ignored by those in power; this must change.   

    There was a painful trail of historical legal construction of racial hierarchy that had occurred during chattel slavery.  This included the British Board of Trade that codified economic enslavement through slave codes and land seizure laws; and France’s Code Noir that created racialised personhood in law.  Portugal and Spain had used religious sanction known as Papal Bulls to erase African legal identity, while the Colonial Laws Validity Act of 1865 insulated colonial laws from challenge.  Today, these laws had mutated into many forms of structural, perceptual and institutional racism, including through education exclusion, Afrophobia, epistemicide and religious erasure.  These laws must be named, acknowledged, and formally repudiated by the United Kingdom and France as a first step in reparatory processes.

    Some speakers noted that chattel slavery was not just a legal and economic construct, it was also a social construct.  When the laws had changed and the cost benefit of slavery was eroded, what remained was institutional racism and structural racism – global inequalities caused by historical injustices.  Those who were descendants of the enslaved lived with the emotional scars of a society that kept ancestors as slaves for longer than people had equal rights under the law.  Chattel slaves were still impacted in deep and wide-ranging ways, with effects spanning economic, social, psychological, and cultural dimensions.  The descendants of the slave owners and the perpetrators of slavery should live with generational repentance. 

    One speaker noted that the 2013 Caribbean Community’s Reparations Commission continued to lead the call for reparations.  The Commission recognised that the persistent harm and suffering experienced today by victims of slavery and colonialism was the primary cause of development failure in the Caribbean.  Through its Ten-Point Reparations Plan, it sought to reposition reparations not in terms of a simple transfer of funds, but rather through a plurality of actions such as debt cancellation, education programmes and technology transfer, amongst other elements.

    The call for reparations and restorative justice did not come from a void; it had always been part of decolonisation.  The need for reparations was a pressing and current issue across all parts of the world affected by the African slave trade.  Reparations should be accessible in the form of compensation, addressing the deficits in equity and opportunity.  Reparations were about transforming systems, narratives and institutions, and creating a Europe where black lives were not just tolerated but celebrated and empowered. 

    Some speakers noted that the Convention needed to be more concertedly mobilised as a framework which was central to achieving reparations directly, including through article 6.  The Committee needed to underscore that reparations were required under the Convention.  It was recommended that European governments begin with a sincere formal apology.  However, apologies without material or structural redress were merely symbolic and could never compensate for the wealth extraction, trauma, or the ongoing inequalities faced by African descendants.  Reparations were about reforming entire legal, economic and social structures that still had forms of racism at their core in the present.  It was not just about addressing harms in the past, but also dealing with those in the present.  The Durban Declaration and Programme for Action and its framework provided for combatting racism and should be powerful guidance for the Committee as it prepared the general recommendation. 

    A speaker said the European Union and its Member States should ensure that the European Union’s anti-racism action plan was renewed, with a focus on reparatory justice.  The European Union and the United Kingdom should jointly fund a reparations programme on an intergenerational basis.  This was not a development issue; it was a justice issue. The United Kingdom and the European Union should start engaging with the political leadership of the Caribbean Community to achieve reparatory justice. 

    Discussion

    Several speakers spoke from the floor. One speaker said during the Second International Decade for People of African Descent, the international community should act to acknowledge and rectify longstanding economic and social inequities, which had economically stagnated the region and resulted in protracted inter-generational trauma.  Another speaker reiterated strong support for the general recommendation.  The sixtieth anniversary of the Convention should also be used as an opportunity to acknowledge the victories of civil society led by African people, including the Durban Declaration and Programme of Action. Racism was a disease, and the actions by the Committee to combat all forms of racism were appreciated.  A speaker said that according to research, stakeholders across the region in all 15 Caribbean Community countries had emphasised the connection between the transatlantic slave trade and unequal access to land ownership, which constituted a continuation of historical injustice. 

    Closing Remarks

    VERENE ALBERTHA SHEPHERD, Committee Vice-Chairperson, in closing remarks, thanked everyone for the amazing discussion which was a social justice exercise that would hopefully reset global relations.  Racism and racial discrimination were creatures of colonialism and many States parties to the Convention still suffered from the legacies of colonialism, especially those that suffered the ravages of the transatlantic trafficking in enslaved Africans, chattel enslavement, and socio-economic underdevelopment in the post-slavery period.  The interventions this afternoon had raised awareness on the racialised nature of the transatlantic trade in enslaved Africans and the ways in which, along with chattel enslavement and unjust enrichment, race and racism were attached to people from Africa and skin shade discrimination was further used to deny them rights.

    There had been several key takeaways from the discussion, including that African chattel enslavement was the first global regime of State-legalised racial capitalism.  Chattel enslavement, an invention of Europeans, was an organised and intentional system based on the legal determination that enslaved Africans were non-human.   

    Chattel enslavement was not gender neutral.  Racism was a direct legacy of the institution of transatlantic chattel slavery, and was an ongoing harm to all who experienced it.  Another takeaway issue was that as chattel enslavement ended, new anti-Black institutions were developed to maintain racial hierarchies, creating persistent economic and social disadvantages for Africans and people of African descent that continued to this present day.  Chattel slavery had no foundation in international law at that time, just as it had no legitimacy under international law today.

    However, as some of the legal experts on the panels had shown, there were legal tools which made reparations unavoidable.  The law could now be rightfully and effectively applied to deliver justice for the profound and continuing harms caused by the trafficking in Africans, chattel enslavement, and the colonisation of Africa.

    It was time that such an injustice be reversed by the payment of reparations to the descendants of those harmed, to ensure the development of areas exploited for the development of Europe. This must start with restitution of the ransom extracted from Haiti and the modern equivalent of the 20 million pounds paid by Britain to enslavers.

    Ms. Shepherd thanked all those who had made the discussion possible and pledged her support to the general recommendation.

    What you need to know: California is working with state, local, and federal agencies in a historic project to repopulate the North Yuba River with native fish and help protect the state’s waterways and ecosystems. 

    MARYSVILLE – Governor Gavin Newsom announced a new historic agreement to help return spring-run Chinook salmon and other native fish species to their historic habitats in the Yuba River was signed today. The collaborative partnership between the California Department of Fish and Wildlife (CDFW), Yuba Water Agency, and NOAA Fisheries, will allow salmon, steelhead, lamprey, and sturgeon, some of the oldest fish lineages on the planet, to access miles of habitat in the Lower Yuba River and North Yuba River not accessible for more than 100 years.

    “In California, we know that water management isn’t a zero-sum game, and we are happy to see that the federal administration is on board with our strategy to safeguard our precious ecosystems. Today, we stand together with our federal partners to restore our waterways and wildlife, including our native fish.”

    The agreement between the state, local, and federal agencies, known as the Yuba River Resilience Initiative (Initiative), was first announced as a framework agreement in May 2023. California is investing $30 million into the initiative, which will help facilitate the construction of the fishway and the water diversion, as well as the ongoing reintroduction program. This investment is part of an initial funding plan that includes $60 million between the partners.

    “When state, local, and federal partners come together to support native fish and watersheds, we see powerful results,” said CDFW Director Charlton ‘Chuck’ Bonham. “Together, these actions will help us fight challenges to fish health and repopulation in the Yuba River through creative, science-based solutions. This initiative will also lead to better water supply reliability, as we modernize an old water diversion in a collaborative, comprehensive approach between water users and fisheries agencies. I’m grateful to NOAA and Yuba Water for their dedication to restoring this watershed and helping native fish populations thrive.”

    The initiative is based on key action items that will allow these partners to help support and recover native fish populations:

    • Construction of a new nature-like fishway – a channel resembling a natural river that salmon, steelhead, sturgeon and lamprey can use to reach more than 10 miles of important spawning habitat. This habitat has been largely inaccessible for more than a century due to the presence of the Daguerre Point Dam, built in 1910.
    •  Construction of a modernized water diversion at Daguerre Point Dam to supply irrigation water south of the lower Yuba River. This will help protect fish passing the intake. This will preserve critical water deliveries for local agricultural interests.
    • A comprehensive reintroduction program that will support recovery efforts of spring-run Chinook salmon and help return them to their original habitat in the North Yuba River above New Bullards Bar Reservoir.

    The Daguerre Point Dam, one of two federal dams built on the Yuba River to control harmful debris resulting from Gold Rush mining, allows only for very limited passage for fish. The creation of the fishway and the modernized water diversion will ensure a safe route around the dam, allowing native fish species to access waterways previously blocked.

    The Reintroduction Program will focus on the upper Yuba River watershed, supporting repopulation efforts of spring-run Chinook salmon in their ancestral habitats. Adaptive management and monitoring will be a key aspect of the Reintroduction Program, to ensure flexibility and accountability in meeting the needs of native fish and habitats.

    Construction of the fishway is anticipated to begin in early 2026.

    During the Canning House’s Mexico-UK Summit, His Majesty’s Ambassador to Mexico, Susannah Goshko, highlight the bilateral opportunity between our countries.

    The UK-Mexico Partnership in 2025 

    Good morning everyone.  It’s great to be here at Canning House’s inaugural Mexico-UK Summit.  Canning House plays a hugely important role in bringing the UK and Mexico closer together.

    I would therefore like to begin by thanking Jeremy Browne and his team for organising this Summit and fostering the valuable exchange of ideas between business, government and academia.

    As many of you will know, I arrived in Mexico at the end of last year: so I am now just a few months into my posting as British Ambassador to Mexico. And what a time to arrive.  A new government in Mexico and a new government in the UK.  A world that is changing more rapidly than any of us could have predicted.  Let me start therefore by talking about the bilateral opportunity, before coming on to how the UK and Mexico can work together on the global stage.

    The relationship between the UK and Mexico dates back over 200 years.  One of the first things I did in my role here was accompany the High Sheriff of Cornwall to Hidalgo where British miners – from Cornwall – first arrived in the 19th century, drawn by the opportunities that Mexico offered.  They brought with them football and Cornish pasties – both of which live on to this day, although the pasties turn out to be a little more picante than we are used to them in Cornwall.

    The first record of a football match being played in Mexico was between those Cornish miners and the Mexicans who lived in Hidalgo.  On that occasion – for perhaps the first and last time – the Brits beat the Mexicans.  And this is a nice anecdote but actually, it’s more than that.  It’s evidence of the culture and history that continue to bind us today.

    In fact, our rich cultural and people-to-people links are one of the most important aspects of this relationship: whether it’s the numerous Mexicans who play in the English Premier League, the more than 3000 Mexican students have been awarded Chevening scholarships since 1983, or the fact that the largest number of Beatlemaniacs in the world are not in fact in the UK but are right here in Mexico.

    But the policy agenda is – perhaps – even more exciting.  When the new government in the UK was elected last summer, it was on the basis of a number of very clear priorities – or missions as the PM has described them.  These include:

    • Reducing barriers to opportunity for all
    • Building a health system fit for the future
    • Making the UK a green energy super power by 2030
    • And kickstarting economic growth.

    I have been struck in my first few months here, how much of that agenda resonates with what the government in Mexico is trying to achieve. In the language we use and in the priorities we choose, there is much alignment between our approaches.

    The growth agenda

    Let me start by talking about economic growth. Growth is at the heart of the UK government’s agenda because – like Mexico – the British government has made important commitments around addressing social inequality.  To meet these ambitious commitments, it will be essential for us both to have thriving economies.

    So all British diplomats have been given clear marching orders: we must do all we can to build economic prosperity for the UK but also for the countries in which we are working. And what does that mean here? Well, trade between the UK and Mexico is good: Our markets are complementary, so we are not in competition with each other, and we have an more or less equally balanced trading relationship.

    But we can afford to be much more ambitious: two way trade is currently worth around £6.1bn a year – as two G20 countries, both committed to open and free trade – this should and could be much higher.  It is in both of our interests to ensure that it is, if we are to build the equitable and prosperous societies we are both seeking.

    The first step on this journey will be Mexican ratification of the UK’s accession to CPTPP which we hope will happen shortly.   This will accelerate growth by deepening British and Mexican participation in our respective supply chains. It will diversify our trade in innovative sectors such as electromobility, health-tech and advanced manufacturing and will provide greater certainty to UK investors in Mexico and Mexican investors wanting to set up and grow their business in the UK.

    At the same time, a new industrial strategy in the UK and Plan Mexico here will drive growth in both our countries in sectors of mutual interest and expertise, among them healthcare and life sciences, financial services, and education. We must grasp this opportunity.

    There is much success to build upon: last year we saw innovative British bank Revolut secure their banking licence in Mexico. Astrazeneca opened their second largest global research plant in Jalisco. Orbia expanded their presence in the UK with an additional £75m investment, creating 100 new jobs.

    These are just a small selection of success stories from the last twelve months.  I am confident that there will be many more to come driven by a determination from both our governments to put sustainable growth at the heart of our plans.

    Climate

    The second area where I see enormous potential is on climate and energy.  I am delighted that Minister for Environment, Alicia Barcena will speak later in the day. Minister Barcena has been a great friend of the UK as well as a champion of our shared commitment to tackling the climate and nature emergency.

    This is one of the most profound threats to face us and future generations. We must work together to ensure a liveable planet for all. Our future prosperity and security depends on what we do now.

    For the British government, combatting climate change and biodiversity loss must be done alongside eradicating social inequality. We believe firmly that this can be achieved without compromising economic growth. In fact, done right, we believe that the energy transition can be an economic advantage.  As testament to this, I offer the fact that in the UK we have reduced emissions by 54% whilst also growing our GDP by 84% on 1990 levels.

    Under the leadership of President Sheinbaum and Prime Minister Starmer we have an unparalleled opportunity to deepen our cooperation in this area.

    When I presented my credentials to the President some two weeks ago, I congratulated her for her leadership on Mexico’s NDC commitment and the newly announced Net Zero goal. The UK stands ready to offer any support that we can in their development and implementation.

    Our vision to do this is one where there’s space for every part of society to contribute and benefit from ambitious climate action. We have, for instance, worked with local communities and civil society in Sonora to pilot solar energy projects, increasing access to electricity and diversifying sources of income for families.

    And our scientific and academic links are also a fundamental asset to tackle climate change. Mexican and British research institutions are working together to deploy solutions to manage sargassum proliferation, which has greatly impacted the tourism industry in Mexico and many Caribbean nations.

    And there’s, of course, the role of private sector. No climate target will ever be met without industries and financiers actively playing a part in addressing the climate and biodiversity crisis. Private investment in innovative technologies such as offshore wind energy will be essential to boost renewable energy generation in Mexico whilst ensuring the protection of energy sovereignty. Many British companies are keen to be part of this journey.

    While the task might feel unsurmountable at times, I am convinced that by working together, Mexico and the UK can bring us closer to building a liveable, more equitable planet for all.

    The Global Context

    Now let me come on and talk a bit about the global context.  Of course, to ensure that prosperous democracies like ours can thrive we need geopolitical stability. Across the world we are living in uncertain times with brutal conflicts still waging in Sudan, the Middle East and Ukraine.

    Mexico’s historic bridging role in multilateral fora means it is uniquely placed to bring countries together in support of our shared values of democracy, sovereignty and a commitment to human rights.

    During my career, I have observed the vast experience and talent of Mexican diplomats in multilateral fora, sharing our concern to protect the institutions that ensure world peace. Their ability to bring together different points of view and chart a path forward that everyone can agree is part of Mexico’s USP: one of my formative memories is of watching a Mexican diplomat rescue a biodiversity negotiation from the brink of collapse at the eleventh hour and find an almost impossible consensus.

    In this increasingly complex world, we need this more than ever. Those countries that share our commitment to the rules based international order must continue working together to ensure that multilateral institutions remain strong and relevant.

    For example, in February, the UK and Mexico united with other nations in the UN to mark the third anniversary of the full-scale Russian invasion of Ukraine.

    The security threats we face have been transformed in the last decade. We are all confronting the unprecedented rate at which threats to information integrity are growing.  Misinformation and disinformation are both more common than ever and increasingly difficult to distinguish from the truth.

    As democratic governments, the UK and Mexico must be proactive about countering this threat. We also have a responsibility to uphold the principles of an open civil society and free media to take on this challenge. I’m proud therefore that here in Mexico we support a vibrant Civil Society Group ‘Las Linternas’ to strengthen their fact checking, identify false stories and build media literacy. Our resilience to these threats domestically depends – like so much else – on our ability to work together.

    Conclusion

    So there is much to do. Perhaps I’ll end where I began: Lord Canning – after whom Canning House is named – was the first British foreign secretary, some 200 years ago, to devote a large proportion of his time and energies to Latin America and to foresee the important political and economic role the region would one day play.

    We are once again at a moment of enormous geopolitical change.  We too should choose to strengthen and trust in this bilateral relationship.  Together I am confident that the UK and Mexico can do brilliant things.

    The results of the VIII federal scientific and educational competition of draft laws among young lawyers “Leaders of Law” have been summed up; representatives of the State University of Management won.

    Over the course of six months and three stages, 50 teams from Moscow, Saratov, Penza, Altai Krai, Nizhny Novgorod, Veliky Novgorod and other regions competed for the title of best legislator. The works were assessed by a strict and competent jury of active judges, prosecutors, justice generals and other highly qualified specialists.

    The team of the State University of Education “AzBukiVedi”, headed by the 4th year student of the “Jurisprudence” program Karina Meshcheryakova, presented a draft law on the legal regulation of spiritual and moral security and protection of the Russian language, and in a difficult fight became the winner! The team also included Varvara Yupatova.

    Karina Meshcheryakova received a well-deserved winner’s diploma, a certificate from the deputy of the Legislative Assembly of St. Petersburg Lyubov Mendeleyeva and was awarded a valuable gift.

    In addition, the scientific supervisor of our legislators – candidate of legal sciences, associate professor, associate professor of the Department of Private Law Svetlana Titor was recognized as the winner in the nomination “Mentor in Law”.

    But that’s not all! The organizers of the “Leader of Law” competition invited the winners to take part in the XIII St. Petersburg International Legal Forum (youth section), which will be held from May 19 to 21, where our team will be able to present their draft law.

    The competition was organized by the Interregional Public Organization of Graduates “Association of Graduates of SYU-SGAP-SGUA” together with the Saratov State Law Academy and the Association of Lawyers of Russia.

    Washington, D.C. – Today, Congressional Freethought Caucus Co-Chairs Jared Huffman (CA-02) and Jamie Raskin (MD-08) led their colleagues in a letter to U.S. Attorney General Pamela Jo Bondi and other agency heads expressing concerns regarding the Trump Administration’s Task Force to Eradicate Anti-Christian Bias.

    The letter raises concerns that the Task Force threatens religious freedom, suppressesfree speech, purges political opponents, and promotes discrimination under the guise of defending religious liberty – essentially using the eradication of “anti-Christian bias” as a pretext to suppress, intimidate, and purge religious minorities, nonbelievers, LGBTQ+ people, political opponents, and other marginalized communities.

    “Protecting true religious freedom for Christians and everyone else is a core American value. That is why the First Amendment of the U.S. Constitution, in addition to guaranteeing the free exercise of religion, forbids the government from establishing any religion, favoring one faith over others, or preferring religious belief over non-belief. The premise of your Task Force – President Trump’s claim that government is somehow being “weaponized” against Christians – simply strains credulity. As you are surely aware, Christians comprise 67% of America’s population, 87% of the Congress, and nearly theentire Trump administration. The longstanding social, cultural and political predominance of Christians in this country, including in our government, is beyond serious debate. Yet you are presiding over a powerful group of Christians seemingly bent on providing special protections and favoritism for Christians,”the lawmakers wrote.

    “Under the guise of defending religious liberty, your Task Force is on a collision course with church-state separation and true religious freedom, which includes the right to not be a Christian, the lawmakers continued. “Our government is not the guardian of Christianity; it is and must always be the neutral guarantor of religious liberty for all. By its exclusive charge to address alleged bias against Christians, your Task Force disregards the problem of religious discrimination and coercion faced by religious minorities and nonreligious individuals while reinforcing a narrative that Christians have special status.”

    “[The] directive for employees to anonymously report colleagues based on subjective criteria and without clear procedural safeguards raises the specter of ideological surveillance. It threatens to suppress open dialogue and fosters a workplace environment where personal beliefs are policed and punished, particularly against those who are not members of the Christian majority. It is reminiscent of the Red Scare and the Lavender Scare that previously swept through federal agencies, and it mirrors the practices of authoritarian regimes that promote fear and suppress individual freedoms. This dystopic secretarial directive flouts our secular Constitution, and it poses a serious threat to true religious liberty,” the lawmakers added.

    This letter follows reports that Secretary of State Marco Rubio, Secretary of Veterans Affairs Doug Collins, and other agency heads have directed federal employees toanonymously report colleagues for incidents including displaying pride flags or non-Christian symbols, promoting or participating in diversity initiatives, and requestingpreferred pronouns.

    In addition to Reps. Huffman and Raskin, the letter was signed by Congressional Freethought Caucus Members Sean Casten, Pramila Jayapal, Henry C. “Hank” Johnson, Jr., Eleanor Holmes Norton, Emily Randall, Andrea Salinas, and Becca Balint. The Congressional Freethought Caucus is an interfaith group of Members dedicated to advocating for religious freedom, church-state separation, and public policies based on science and reason.

    But we all must bear in mind that National Interest is supreme. This was echoed by no one else than Dr. B.R. Ambedkar while imparting his final address to the Constituent Assembly. We therefore have to take a resolve to always keep Nation First. National interest cannot be intertwined with partisan interest, it has to be uppermost. This cannot be subservient to any interest political, personal, or for a group. It was with this spirit that we observed silence. 

    Distinguished audience, I owe my present position only to education, was extremely fortunate to get a scholarship and good education. And I therefore realise the importance of good education. One that can cut into inequities. Can bring about dignity, can contribute to rise of the nation and therefore Hon’ble Governor, It is an absolute honour and privilege as also profound responsibility to share thoughts with those, the Vice-Chancellors, the academicians, the administrators in the field of education who shape those who are destined to shape our nation. That is our youth, our youth demographic dividend, is the envy of the world. It is contributing that is making a great difference.  

    I must commend the Hon’ble Governor Thiru R.N. Ravi for his very thoughtful initiative taken by him in 2022 to have ‘Conference of Vice-Chancellors’. The present one is one such in the series. 

    I have no doubt the deliberations will be very fruitful because when deliberations take place. Dialogue takes place, when there is sharing of thoughts, sharing of problems- Resolutions emerge. Issues that require to be addressed we get a way out. But I must commend Governor Ravi for another reason, he is doing this because it is his constitutional ordainment. 

    He has taken oath under the Indian Constitution, under Article 159. His oath as that of the Hon’ble President is very significant. The oath he has taken as Governor is to “preserve, protect and defend the Constitution and the law”. By his oath he is further enjoined, to devote to the service and well-being of the people of Tamil Nadu. By organising such events which are extremely relevant to the field of education, Governor Ravi is vindicating his oath. 

    Distinguished audience, Education is the most impactful transformative agent of change, and you all are aware the only constant is change, and change must be soothing to society, must be meaningful to society, must give order to society, respect to every individual. The citizen must pride himself or herself in the system in which he or she lives. 

    We need to nurture our education ecosystem in the backdrop of our historical legacy, Gurukul ! The Gurukul concept is sublime. A facet of service to society by Guru. There was free access to those who had earned knowledge, education. The Guru in Gurukul took everyone under his fold, as part of that family. That is our legacy, that calls for revival.

    No one knows better than the people here and the people listening to me all over the country and some will come to know of it through print media and social media. I assert, Accessibility and affordability of education is vital but what is more significant in a world that is changing very fast. Accessibility and affordability has to be of quality education. Fortunately, in our country it is emerging as a national priority. Only quality education system for all can be transformative. The people here and people watching it are the prime motivators.

    Time for your category, Distinguished audience to fire on all cylinders to bring about much needed change in education which can gain momentum with pro-active affirmative stance of Vice Chancellors, and others who are stakeholders by virtue of being in governance, political executive and bureaucracy.

    Such Conferences and Congregations are crucibles of thought, policy, and purpose. And the thoughts are nurtured here, policies evolved. There is a purposeful definition of brainstorming sessions that catalyse the change we all need. I have no hesitation in indicating to you, this is a contemporaneous imperative need and essential. We need to focus on it as our supreme priority. These are also occasions for collective reflection, self-audit, soothingly auditing each other. Trying to monetize each other’s experience, Also, occasions for introspection, and then re-imagination to lay a blueprint for future, give direction to education in Bharat that is emerging as a world power. Never have we seen the might of the Indian Prime Minister being acclaimed by world leaders in countries, political sagacity within the country and outside have given Indians, Bharatiya a new respect. We are a nation to reckon with because Bharat stands for peace and welfare of all. Growth for all. Such interactions also help us to be in sync with emerging global trends. We can’t be an island in ourselves. We have to see what is happening in other parts of the world and we also have to take notice of global trends and needs. We have to define our trajectory of growth as also of the world which we did centuries ago. 

    I am particularly elated that Tamil Nadu is taking a lead in this matter. Tamil Nadu is a land of vibrant learning centers, those learning centers must be our North star now. Tamil Nadu has been home to such widely accoladed learning centers like Kanchipuram and Ennayiram that attracted thousands of students from all over Bharat. I see these conferences as crucibles of ideation that will rekindle the spirit of Kanchipuram and bring back the glory of Ennayiram .

    We must take pride that it was in Tamil Nadu, Madras University was established in 1857. Modern education was exemplified in this land, and University then and now has leadership in science, law, and liberal education and is reckoned as a prestigious Institution throughout the country.

    Distinguished audience, Research and Development is now quintessential to progress. We can no longer depend on to gain from research elsewhere. We have to be on our own strength, our educational Institutions particularly Universities, IIMs, IITs, Institutes of excellence in science and otherwise have to be laboratories of research and innovation.

    Our institutions must transform themselves from credential outfits into crucibles of innovation and character. We cannot reduce our Institutions just to hand out degrees. A degree from a university must be a potent power in the hand of a degree holder that can help him or her to fully exploit his or her potential and realize his/her talent and ambition. 

    I must express my one concern to this very distinguished audience, Research must correlate to much needed solutions. Research must be authentic and not just surface scratching or assimilation. You understand much better than I do, Research for the sake of research is no research.  

    A research paper must magnetically attract others as a solution provider. Research must be beyond self. 

    For leapfrogging to the education that our next generations would require; we would require a larger convergence of thought leaders and all stakeholders. This conference is a step in that direction. Those present and those not present all are gainers, a compulsive system sometimes comes in the way but as I indicated it is momentary. I cannot visualise anyone in the country whose heart does not pursue national growth. I have no doubt the benefits will be there and therefore Hon’ble Governor this conference series you started in 2022 is a well taken step in the right direction.

    A sense of gratitude to Hon’ble Governor’s farsightedness, At the heart of India’s great institutions of the past, there were visionary leaders, or what we call modern day Vice Chancellors. The Vice-Chancellors of today are enormously talented, they are no less visionaries, they are giving everything which they can. They might face uphill tasks, difficult terrain or air pockets but I believe in their power to transform. They are worthy academicians who have the capacity to bring about results. They represent and epitomise the Kulapatis we had once. 

    I urge everyone in governance at the center and the state to believe in the institution of Vice-Chancellor and ensure they can perform undeterred by ordinary situations. 

    Today, we face formidable challenges: rapid technological disruption, it is far more severe than Industrial revolutions we had, A paradigm shift is taking place every moment. It is difficult to keep pace. The global order on this count is becoming increasingly complex .

    Every facet of life is being affected, and it is therefore in the lap of Universities ably led on the front foot by Vice-Chancellors to act as stewards of India’s academic landscape. More the challenges, the more formidable, we must rise as impregnable not only to overcome them but also to deliver results for the nation and the world.

    One challenge which the Vice-Chancellors must be facing is faculty. Faculty availability, faculty retention and sometimes faculty attrition. I would appeal to all of you to engage in sharing with one another. Use technology. Don’t be an island in yourself, it is not a time to be stand-alone because this challenge has to be fixed, we have no time. 

    As I indicated, I emphasize, we have well passed the era of stand-alone Institutions. It can’t be IITs, IIMs. The Stand-alone era of Institutions is already behind us. There is now need of convergence of various verticals to give

    institutions cutting edge. Multi-disciplinary approach across academic pursuits is the only answer. Share your faculty talent virtually, technologically and otherwise also. That will have two fold purposes while giving it, you will be receiving also.

    The winds of innovation and change must have free passage in educational institutions. Evolve a mechanism, there has to be a tolerance for varying ideas. Intolerance to a thought defines democracy the wrong way. The nectar of University is that a solo voice that has an opinion different from the majority is heard with defiance by engaging in discourse not by being judgmental. 

    I appeal from this very important platform, Industry, business, commerce and corporates must channelise their CSR funds to handhold Universities liberally fund Research and Innovation. There is a great need for the emergence of Greenfield Institutions because new areas have come up suddenly – Disruptive Technology, Artificial Intelligence, Machine Learning, Blockchain. They require a new kind of mindset, Space, Oceanography- new areas are emerging. Growth in those areas can be sustained only when you get to these sectors with skilled minds, trained minds. 

    The more fundamental question which we all are aware of, and that is we must go back to cultural roots of education also. It is multi-dimensional. We should, and why we should not, Our Institutions should reclaim the glory of the past. On this count I would share some concerns, Universities, Institutions of excellence and higher learning must assume the role as spaces of free thought and fearless ideation. 

    Ideation is very vital; A concept emerges out of ideation. Execution is not difficult. Ideation requires brain-storming, exchange of various opinions and the challenges we face to day—climate change, artificial intelligence, sustainability— they require interdisciplinary thinking and also ethical reasoning.

    It is only in our Universities that we can go back to our Vedic knowledge, our civilisational wealth— A gold mine when it comes to ethics, innovation. 

    We must foster campuses where intellectual risk is encouraged. Risk is required. A failure is not a failure you must impart to your students. A failure is a myth. A failure is a stepping stone to success. We must believe in discovery, innovation and encourage people to engage in that activity.

    In this rapidly shifting global landscape, Universities must not be passive observers but active change-makers. You have to catalyse the change you need, and the change you need is the change society needs. Our curriculum must be designed to prepare students not just to respond to change, but to lead the change. To define the trajectory of the change, to see the change which we need, not the change that overtakes us. 

    Our administrative structures must be a guiding principle to others. That is an attention not given for too long. Education must be distanced just from giving credentials and degrees. No, it must be purposive, it must serve societal causes, and therefore there must be partnership with all stakeholders– the government, the industry, the society, the NGOs and it must be beyond transactional purposes. It must be guided by the sole spirit to serve the nation. This collaborative approach is long overdue, I am sure you will bestow attention to this. 

    Distinguished Vice-Chancellors, your leadership must enable faculty and students to act not merely as recipients of institutional policy—but as co-creators of the future. We must promote high-impact, high-risk research that tackles real-world problems.

    We must incentivize collaborations between universities, industries, and international partners. Fortunately, the present Government has shown a lot of focus on this but above all, we must reintegrate research with teaching. Our ancient model did not separate inquiry from instruction. We must return to that integrated spirit.

    Today’s Bharat is different, we never imagined we would be in this shape. Exponential economic upsurge, Infrastructural phenomenal growth, technological penetration, global reputation, system of hope and possibility. When this is the landscape we must find a way for the ambitions of our youth to be satisfied. Right now there is a mechanism, and I wish it is disseminated extensively in a revolutionary manner.

    From startups to space tech, from health innovation to green energy, from blue economy to space economy, the opportunity basket is wider than ever before. It is continually getting enlarged, but our youth is in silos. They are not aware of these opportunities and that is why we have mushroom growth of coaching classes. Every newspaper is having their advertisements. Please make our youth aware of the golden opportunities they have. 

    Let me indicate one aspect, the International Monetary Fund, and I know the shift that has taken place. In 1990, I was a Union Minister, I knew the stance of the IMF then, I know the stance of the IMF now. IMF says, India is a global destination of investment and opportunity. We need to tell our youth this accommodation is not for govt jobs, it is for the opportunities that are in the basket for youth. We therefore need a paradigm shift, distinguished Vice-Chancellors, A paradigm shift from our youth job seeking to job creations.

    Now is the time for Bharat to create innovators and job givers. That transformation requires a Saarthi. Lord Krishna was Saarthi in Mahabharata. Our Vice-Chancellors are Saarthis. They have to bring about by navigation into the mindset of our youth that avail the opportunities. Benefit from the ecosystem of hope and possibility. You can realise your talent and potential because the government has affirmative policies, and for this the Vice-Chancellors are required to be proactive and if I may say so in absolute overdrive. 

    It is concerning, and the government has done much to come out of it. The mindset continues to be influenced by colonial remnants. Western narratives have distorted, diluting our achievements. We must neutralise them. Our Universities must become guardians of our cultural pride. They must reflect our civilisational confidence. Imagine which country can boast of such uniqueness, civilisational wealth, and India reminds the world every moment what peace is. What is inclusivity? India is a symbol of inclusivity which globally must be emulated. 

    Our universities must become guardians of cultural pride and civilizational confidence. We must create dedicated centres for the rigorous study of India’s scientific, philosophical, and artistic contributions. For that decolonization drive to fructify all those who are here and listen to this need to lead.  We cannot be in captivity of calibration from outside, we do not know how they calibrate, what agenda they have in calibration? They often turn Nelson’s eye to the impeccable, sustainable, growth trajectory of this country which continuously is getting on a high gradient and to do this the government has taken a great initiative. After 3 decades, taking into consideration inputs from the widest spectrum of stakeholders, there was an evolution of the National Education Policy. This policy aligns with our civilisational ethos. It encourages multidisciplinary learning, values Indian languages, and envisions education as the development of the whole person—not just employability.

    The most significant aspect of NEP is that it allows students to learn in their mother tongue. Neither Buddha nor Pythagoras were thinking in English. Yet, they both arrived at this wonderful theorem in their own mother tongue. And we still continue to cling to this? 

    Contrary to the Constitutional spirit, I don’t want to go much into that, you can study. I have no doubt that as Governor, West Bengal I was closely associated with the evolution of NEP. It is game changing, it is transformative, It is hand holding them, giving them latitude but my problem is that those in academic institutions are not fully aware of this policy. I beseech you all and the faculty and directors wherever they are to please do a thorough study of National Education Policy to realize its real intent and purpose so that we reap the harvest of it.

    From this platform I wish to indicate, NEP is not Government policy. It is a policy for the nation, and therefore I appeal, it is time for all to adopt it, understand it, execute it and reap the fruits. I need to indicate one more aspect, Our languages, their richness and depth are our pride and legacy. This aspect amplifies the fullness and uniqueness of Bharat. Go to any country and you will not find what we have here. Sanskrit, Tamil, Telugu, Kannada, Hindi, Bangla and other languages are goldmine of literature and knowledge. These have national and global footprints.

    Educational institutions have to nurture this treasure. Tamil has the distinction of being the first language to be accorded the prestige of being the classical language. This well-deserved recognition was imparted in 2004. Which means things started changing in regimes. Today, eleven such languages are recognized as classical languages in India, and classical languages are those which have rich culture, knowledge, literature, depth. Let me just indicate the eleven language because I had the privilege as Chairman, Rajya Sabha to declare to Rajya Sabha that Marathi, Pali, Prakrit, Assamese and Bengali were recently given the status of classical languages, but earlier we had as I said, Tamil, Sanskrit, Kannada, Malayalam, Odia. Go all over the world, we are matchless, we have to realise our power, our potential. We should not be carried away by insignificant aspects. I don’t want to dilate much because for me this is a pure education aspect. Those present are as important to me as those spread all over the country and getting to know about it by LIVE broadcast of Sansad TV but we have realised that if our students study in their own language, the results are not arithmetic, they are geometrical. They blossom and therefore this focus has come from the government, and must be disseminated.

    There is one more aspect where educational institutions need to focus: alumni engagement. Alumni Associations, on a number of platforms I have addressed this issue. If you look at the global scenario, Alumni associations sustain the reputation of their Alma mater. Alumni Associations create a corpus which is in billions. One such Institution has a corpus of more than 50 billion USD. 

    Let us make a beginning, let us generate a spirit in every student who has been associated with Institution, make fiscal contribution. Quantum thereof is not important. It generates a different kind of connection because you become stakeholders in your alma mater’s growth. Structured robust alumni engagement frameworks across institutions will be game changer and would be transformative. Just imagine if we had confederations of alumni associations from institutions like IITs, IIMs, or AIIMS. We will have such a think tank. We will have a human resource reservoir that can help evolve policies. Why should we deprive ourselves of this? Take initiatives. I am sure you will start working on corpus culture and alumni associations.

    Respected Vice Chancellors, we stand at a momentous crossroads. Behind us lies a legacy of greatness and interruption. I say interruption because 1300 years ago we had Nalanda, it was blossoming, it was set on fire. Fire consumed precious books and continued for days. 

    Ahead of us, the path is unwritten—but rich with possibility.  Let us build institutions worthy of our civilizational past and capable of meeting the future with wisdom and strength. Let us build institutions that transform our universities into sanctuaries of timeless knowledge and laboratories of timeless innovation. The intellectual revitalization of Bharat is the highest category of renaissance, and that renaissance is awaiting Bharat. It is awaiting actions at your end. Make Bharat super academic power, that means it will be a global research resource. It is not a dream; it is a destination. Achievable like Viksit Bharat. If we could traverse our economy from fragile 5 to big five and now on way to big 3. Nothing stops us from making Bharat Vishwaguru. 

    Once again, I would like to impart a suggestion to Governor Ravi, certain things must not be taken emotively, those who could not make it must be having a situation. We must be understanding, we must appreciate everybody’s presence, we must appreciate everybody’s absence also. I am grateful for the patience you have shown.

  • MIL-OSI Asia-Pac: Breakthrough research paves way for engineering materials vital for emerging quantum technology

    A breakthrough method of controlling properties of phonons– energy wave travelling through crystal lattice on vibration of atoms of the material, through twist angles between layers of two-dimensional materials, can help engineer materials with tailored thermal, optical, and electronic characteristics, vital for quantum technology.

    A phonon is a collective excitation in a periodic, elastic arrangement of atoms or molecules in condensed matter like a tiny wave of energy that travels through the crystal lattice when atoms in the material start to vibrate. They are similar to movement of ripples in a pond on dropping of a stone.

    Phonon properties and their interactions can play a crucial role in developing optoelectronics tunable photonic devices. Scientists are exploring different methods in controlling properties of phonons for the purpose.

    Researchers at the Indian Institute of Science (IISc), Bangalore, have uncovered a method to vary twist angles in WSe2 (Tungsten diselenide) homobilayers to influence phonon hybridization and other key properties. This study, published in ACS Nano highlights the intricate relationship between periodic structures that form when two or more two-dimensional (2D) lattices overlap (moiré superstructures) and their impact on phononic and electronic interactions.

    Using Raman spectroscopy, the team demonstrated that twist angles between 1° and 7° in WSe2 homobilayers induce splitting in phonon modes. They also showed that unusual temperature-driven changes in Raman frequencies and line widths, particularly at low temperatures (below 50 K), emphasizing the interplay of electron-phonon coupling and phonon anharmonicity (restoring force in the system is not perfectly proportional to the displacement from equilibrium) in twisted systems.

    This research which used the Raman facility, set up with support from the FIST (Fund for Improvement of S&T Infrastructure in Universities and Higher Educational Institutions) program of Department of Science and Technology, and received funding support of DST, opens new pathways for the design of advanced materials for photonic, quantum, and electronic applications.

    The Telecommunication Engineering Centre (TEC), the technical arm of the Department of Telecommunications (DoT), in collaboration with the Centre for Development of Telematics (C-DOT), hosted the Third International Quantum Communication Conclave today in New Delhi. This high-level gathering brought together national and international experts, researchers, and policymakers to deliberate on the future of quantum communication, with a strong focus on standardization, research, and secure digital transformation.

    Shri Jyotiraditya M. Scindia, Minister of Communications and Development of North Eastern Region; Dr. Chandra Sekhar Pemmasani, Minister of State for Communications inaugurated the conclave. Professor Ajay Kumar Sood, Principal Scientific advisor; Dr. Neeraj Mittal, Chairman DCC & Secretary (Telecom) and Smt. Tripti Saxena, Sr. DDG & Head, TEC shared the dais.

    The conclave was organised as part of India’s definite steps in taking lead in the areas of quantum communication technologies, especially in light of the National Quantum Mission launched in 2023 with an outlay of ₹6003.65 Crore. The mission, a key initiative under the Prime Minister’s Science and Technology Innovation Advisory Council, aims to seed and scale up R&D in quantum technologies while fostering a vibrant and innovative ecosystem across academia, industry, and start-ups.

    As part of the event, three significant documents were unveiled to support and promote the deployment of quantum secure technologies: the Standard on Generic Requirements for Quantum Random Number Generators (QRNG), a Technical Report on Migration to Post-Quantum Cryptography (PQC), and a Technical Report on Quantum Secure 5G/ Beyond 5G Core using PQC.

    The Standard on QRNG provides a framework that can be used by the organizations for the evaluation of Quantum Random Number Generators. The purpose of Technical Report on Migration to Post-Quantum Cryptography (PQC) is to sensitize the organizations to identify their critical digital infrastructures including data and applications and be ready for a smooth transition to quantum safe cryptography.The Technical Report on Quantum Secure 5G/ Beyond 5G Core using PQC  delves into the vulnerabilities of current cryptographic protocols within the evolving 5G core from the emergence of quantum computers and identifies key areas within the 5G Core architecture where post-quantum cryptography (PQC) can be implemented to achieve quantum security.

    Delivering the Inaugural Address at the Opening Plenary of the Conclave, Shri Jyotiraditya M. Scindia, Minister of Communications and Development of North Eastern Region, spoke about the revolutionary impact of Quantum Technoloy. He pointed out that “quantum computing isn’t just another step forward, it is a giant leap that will define innovation, accelerate scientific discovery and unlock multiple solutions to human problems that were hitherto always thought of as insurmountable”. Shri Scindia added that “the future now is no longer just digital, the future now is quantum. And the ripple effects of quantum computing are already touching not only scientific discovery but also our lives”. He concluded by saying “let’s step into the quantum age with boldness, brilliance, and a clear sense of purpose.”

    Minister Scindia also led the Conclave’s participants to observe one minute silence as a mark of respect to pay homage to those killed in the Terrorist attack in Pahalgam, J & K on April 22, 2025. He condemned the terror attack what he termed as the “cowardly, heinous attack by inhuman elements that claimed innocent lives”.  He added, “My heart goes out to all those who have lost their loved ones and each one of us extend our heartiest, from the bottom of our hearts, our deepest condolences to every single family member.”

    Dr. Chandra Sekhar Pemmasani, Minister of State for Communications, in his Special Address said that under the transformative leadership of Honerable Prime Minister, India is committed to leading the Quantum technology transformation. He informed that “Through the national quantum mission, we are investing deeply in quantum computing, quantum communications, quantum sensing, and quantum materials. Our vibrant startup ecosystem, our world-class research institutions, and our industry pioneers are already delivering indigenous quantum solutions ready for deployment”. The Minister exhorted all researchers, engineers, and visionary entrepreneurs, to ignite their curiosity, expand horizons, and challenge conventional thought.

    The Principal Scientific Adviser to the Government of India , Prof. Ajay Kumar Sood, in his address highlighted that the conclave is taking place in the year 2025 which has been declared as the Year of Quantum by the United Nations General Assembly. Prof. Sood dwelt on the evolution of Quantum Technologies over the last 100 years stating that “today we are in the second revolution of Quantum Mechanics of the newest technology frontier where we now have the tools to controlling the quantum systems.”

    Dr. Neeraj Mittal, Chairman DCC & Secretary (Telecom) expressed the hope, “this Quantum Conclave will help us redefine boundaries, foster collaboration—especially since this is an interdisciplinary field—and develop recommendations so that the government is able to take note of them and adapt our policies accordingly.”

    This conclave aimed to create greater awareness about R&D, standardization and testing of quantum-safe technologies, and promote collaboration among stakeholders.

    The technical sessions featured thought-provoking talks and presentations by leading experts and organizations from India and abroad, including Dr. Rajkumar Upadhyay, CEO C-DOT; Dr. Anandaraman Sankaran – Senior Manager, QKD Technical Marketing, Japan; Dr. Ray Harishankar – IBM Quantum Safe, USA; Dr. Kaveh Delfanazari –Senior Lecturer (Electronic & Nanoscale Engineering) University of Glasgow, UK; Mr. Rowan Högman (Advanced technology Director) M/s Ericsson, Sweden; Dr. Urbasi Sinha, Raman Research institute, Bengaluru;   Prof. Anil Prabhakar, IIT Madras; and several others.

    The conclave also featured exhibition from R&D institutions [C-DOT, CR Rao Advanced Institute of Mathematics, Statistics and Computer Science] and industries/start-ups [QuNu Labs, QpiAI, Qutess Labs & New Age Instruments & Materials Pvt. Ltd.] offering a glimpse into the cutting-edge advancements in quantum communication and related technologies taking place in India.

    The conclave sought to mobilize contributions in international standard organizations. Additionally, it provided a platform to identify existing standardization gaps and foster contributions to Intellectual Property Rights (IPR) creation in quantum communication technologies.

    Telecommunication Engineering Centre (TEC), is a standards setting organisation for Telecom and related ICT products under the Department of Telecommunications, Ministry of Communications, Govt. of India. It is responsible for formulation of standards, specifications, test procedures, service specifications and technical regulations for Telecom/ICT sector. TEC is actively involved in the standardisation activities on Quantum Technology at domestic as well as international level participating and contributing to ITU, IEEE, etc. TEC has released standards on “Quantum Key Distribution System” and “Quantum-safe and Classical Cryptographic Systems”. TEC has also constituted a “National Working Group on Quantum Technology” (NWG-QT) with members from academia, industry/startups, R&D organizations, service providers, Govt.     NAAS and TAAS sign MoU to enhance collaboration in Agricultural science and research

    The National Academy of Agricultural Sciences (NAAS) and the Trust for Advancement of Agricultural Sciences (TAAS) jointly organized an interactive meet and felicitation ceremony to honour two eminent agricultural scientists — Dr. Himanshu Pathak, Director General, ICRISAT, and Dr. M.L. Jat, Secretary, Department of Agricultural Research and Education (DARE) & Director General, ICAR—on their appointments to prestigious leadership roles in their respective institutions, in New Delhi today.

    A significant highlight of the programme was the signing of a Memorandum of Understanding (MoU) between TAAS and NAAS, aimed at enhancing collaborative initiatives in agricultural science, research, and policy development.

    During the event, Dr. M.L. Jat called upon the agricultural fraternity to come together in achieving Prime Minister Narendra Modi’s vision of Amrit Kaal. He emphasized the urgent need for science and evidence-based policymaking in agriculture and bringing smile on their faces, while also underscoring the importance of creating sustainable livelihoods for farmers. It is a time for common collaborative mission to bring smiles in famers face and align our goals to our nation’s goals, he added.

    “We must study emerging agricultural demands in the context of global megatrends. Strengthening both internal systems and external capacities, and ensuring their synergy, is key to building a resilient agricultural ecosystem,” he stated. He further highlighted the challenges arising from the diversity of Indian agriculture and the necessity for well-planned, integrated approaches to address them.

    Dr. Himanshu Pathak spoke on the critical role of science in societal transformation. He emphasized that every society must adopt and promote scientific thinking, and acknowledged the past successes of collaborative efforts between the Consultative Group on International Agricultural Research (CGIAR) and NAAS. He expressed optimism that continued partnershipsparticularly between ICAR, CGIAR, and the Special Innovation Team (SIT)would further strengthen agricultural research and innovation in India.

    Dr RS Paroda, Chairman, TAAS, stated that our agricultural challenges encompass national food security, nutritional security, and environmental sustainability. These can be addressed by mitigating climate change, transforming grey areas into green spaces, and promoting regenerative agriculture, he added.

    The ceremony also featured addresses from leading agricultural experts and dignitaries, including Dr. P.K. Joshi; Dr. Ashok K. Singh; and Dr. W.S. Lakra, who emphasized the importance of sustained collaboration to address future challenges in Indian agriculture.

    The event concluded with a collective reaffirmation of commitment to innovation, evidence-based policymaking, and inclusive growth in the agricultural sector.
