  • MIL-OSI Asia-Pac: India Highlights Its BioE3 Policy and Integrated Biorefinery Initiatives at Mission Innovation Annual Gathering 2025 at Seoul, South Korea

    The Department of Biotechnology (DBT), Government of India – co-leads the Mission Integrated Biorefinery jointly with the Netherlands as part of Mission Innovation (MI) 2.0. The Mission Innovation Annual Gathering-2025, a multilateral platform accelerating clean energy innovation, held at Seoul, South Korea during 9th-11th April 2025 brought together global leaders in clean energy technology. The term “Mission Innovation” was coined by Prime Minister Shri Narendra Modi during COP21, in collaboration with former French President François Hollande. India continues to play an active role under the Mission Innovation initiative.

    At the Annual Gathering held in Seoul, the DBT being an integral member of the Indian delegation, participated in discussions on collaborative opportunities among diverse MI missions and platforms. The focus has been to advance the biorefinery approach for fuels, chemicals, and materials. During the event, the DBT presented BioE3 (Biotechnology for Environment, Energy, and Economy) Policy and demonstrated its pivotal role in addressing climate challenges and aligning national priorities under the Integrated Biorefinery Mission were extensively discussed at roundtables and reviewed by Mission Innovation members as well as the Technical Advisory Groups associated with the Missions.

    The participants highlighted how the BioE3 Policy promotes sustainable and low-carbon manufacturing of fuels, chemicals, and materials. The Policy is designed to develop enabling technologies that foster an innovation-driven manufacturing ecosystem for a low-carbon future. Further, India’s efforts in integrating Carbon Capture, Utilization, and Bioenergy (CCUB) for the biomanufacturing of fuels, chemicals, and materials were shared with the MI community through roundtable discussions.

    Deliberations were also focused on opportunities for research, development, and demonstration (RD&D) using biomass-based biomanufacturing approaches. The DBT also participated in focused sessions on Biotechnology and Biomanufacturing priorities during visits to clean energy facilities, preceding meetings at Hanyang University and the Korea Institute of Science and Technology, coordinated by the Indian Embassy in Seoul. It was observed that the Bioinnovations for fuels, chemicals, and materials are the opportunities for Mission Innovation Member countries to accelerate their decarbonization goals.

    JPC Innovation and Technology Competition 2024-25 Award Presentation Ceremony cum Carnival held today  
         The Commissioner of Police, Mr Chow Yat-ming; the Under Secretary for Education, Dr Sze Chun-fai; the General Manager of Information Technology Department of Bank of China (Hong Kong), Mr Yung Fai; and the Director of Operations of Police, Mr Chan Tung, officiated at the ceremony.

         In his welcome remarks, Mr Chow said that since its establishment in 1974, the JPC has been committed to training young people to become youth leaders and crime-fighting partners through diversified activities, striving to nurture a new generation of law-abiding young people with an affection for the country and Hong Kong, and equipped with positive thinking and an aspiring mindset. He noted that as the Police step up enforcement against “space oil drugs”, the competition introduced the theme of youth drug prevention, encouraging participants to raise anti-drug awareness among young people through creative solutions.
     
         Mr Chow also highlighted the quality of entries received, underscoring the pivotal role of experiential learning in STEAM education, which fosters students’ curiosity while developing their teamwork and problem-solving skills. He added that the JPC will launch more innovative activities to nurture I&T talents for Hong Kong and our country.
     
         The competition aims to encourage primary and secondary school students to utilise their knowledge and skills in STEAM (Science, Technology, Engineering, Arts and Mathematics) to construct innovative and feasible “Smart City” solutions. Two “Best Smart City Awards” were introduced to recognise the most innovative entries in artificial intelligence and gerontechnology, while the “Best Safe City Awards” were also presented to acknowledge innovative solutions for fraud prevention and crime fighting, youth drug prevention, and community safety enhancement, ensuring that citizens can continue to thrive in a safe living environment. The competition was divided into four categories, namely junior primary school, senior primary school, junior secondary school and senior secondary school. Over 1700 students from nearly 160 schools participated, and over 1 300 submissions were received. The list of winning teams has been uploaded onto the JPC website.
     
         To further encourage the younger generation to engage with innovation and technology, some winners introduced the creative ideas and stories behind their works at the award presentation ceremony. An I&T carnival was also held and featured a workshop on simulated evidence collection at crime scenes and a number of virtual reality games, allowing participants to learn about the work of the Police, while experiencing the fun of technology.
     
         This is the fourth consecutive year that the JPC has organised the competition which combines experiential learning and policing elements to nurture future young leaders to join hands in preventing and combating crime. The competition was supported by the Education Bureau, the Innovation, Technology and Industry Bureau, the Digital Policy Office, the Association of I.T. Leaders in Education, the Hong Kong Applied Science and Technology Research Institute, the Hong Kong Computer Society, the Hong Kong Cyberport Management Company Limited, the Hong Kong Extra-curricular Activities Masters’ Association, the Hong Kong New Emerging Technology Education Association, the Hong Kong Productivity Council, the Hong Kong STEM Education Alliance and the Hong Kong Science and Technology Parks Corporation.

    £121 million boost for quantum technology set to tackle fraud, prevent money laundering and drive growth

    The UK government is investing £121 million in quantum technology to tackle crime, fraud, and money laundering, while reinforcing its global leadership in the field and driving economic savings.

    • A new £121 million investment in quantum, a novel technology with huge potential, will bolster the UK’s world-leading research programmes.
    • Developing and rolling out quantum will bring a range of benefits to working people, including improved healthcare systems and boosted energy efficiency in the grid.
    • Areas such as crimefighting, tackling fraud and preventing money laundering will also benefit, putting more money in working people’s pockets and driving economic growth.
    • Investment will see more opportunities to create the next generation of quantum researchers through talent and skills schemes, supporting the government’s Plan for Change.

    Cutting-edge quantum technology is being put to work to deliver the government’s Plan for Change, with a new £121 million investment to help tackle challenges including crimefighting, spotting the first signs of fraud and halting money laundering which could save billions for the economy.

    To coincide with World Quantum Day (Monday 14 April), the funding is being made available over the next year to expand the use of the technology, which uses the properties of the universe’s smallest particles to build ultra-powerful computers and sensors. This will further secure the UK’s position as a world-leader in quantum as part of the government’s long-term commitment to the sector.

    Today’s investment is also giving the next generation of researchers to the opportunity to bring their ideas for health, cybersecurity and beyond to life. Their innovations, like quantum technologies for tackling fraud, could birth thousands of jobs and the businesses of tomorrow – supporting the Government’s economic mission and the Plan for Change.

    This is the latest part of the UK’s National Quantum Technologies Programme: which sets out the long-term effort to back early-stage research, and support getting quantum technologies out of the lab and onto the marketplace. It sets the UK on the pathway to deliver its ambitious National Quantum Missions – our plan to make this tech deliver for the private and public sectors.

    Quantum – manipulating the universe at its smallest scale – has the potential to save millions for our economy, create thousands of jobs and improve businesses across the country – stopping fraudsters in their tracks, protecting our bank accounts and more.

    The UK is home to the second largest community of quantum businesses in the world and this investment means they can go further paving the way for new quantum tools and products that make our lives easier, fuel growth, and help us tackle the great challenges of our era.

    Examples of use

    The technology is already being harnessed, by using quantum computing’s unique ability to analyse complex data and detect subtle patterns, to tackle fraud, one of the biggest challenges facing society, which currently costs the economy £2.6 billion each year.  

    Quantum specialists at HSBC bank have been working with government backed partners like the National Quantum Computing Centre (NQCC)to find ways quantum can be used to identify the indicators of anti-money laundering. The support for the NQCC and other cutting edge facilities across the UK, that we are announcing today, is making this research possible.

    This project is proof that, with strong support from the government, researchers can harness quantum technologies to benefit working people, nationwide – in this case, protecting their bank accounts from would-be fraudsters and sparing them the lost time and heartache this crime can cause.

    The UK quantum sector is world-leading and home to the second largest community of quantum companies globally, behind only the US.This investment is the latest drive to deliver the government’s goal to unleash economic growth across the country as part of the Plan for Change, by leveraging the potential for breakthrough technologies like quantum to deliver new products, create new businesses, and support high-skill jobs. It builds on commitments such as the AI Opportunities Action Plan, which will also benefit the UK’s quantum innovators.

    Full breakdown of today’s investment:

    • £46.1 million through Innovate UK to accelerate the deployment of quantum technology across a range of sectors, including computing, networking, PNT (position, navigation and timing) and sensing.  

    • £21.1 million to further the work of the National Quantum Computing Centre, including their testbed programme with Innovate UK, with support from the Quantum Software Lab to accelerate the discovery of more ways that quantum can overhaul how we work and solve problems.  

    • £10.9 million for the National Physical Laboratory’s (NPL) quantum measurement programme to encourage more businesses to make full use of the technology 

    We’re also backing the next generation of leaders in quantum research to maintain the UK’s position as a pioneering nation in quantum technologies with:  

    £24.6 million in funding from EPSRC for the five research hubs announced last year, including a £3 million investment into training and skills programmes.  

    • £15.1 million being awarded to 11 Quantum Technology Career Acceleration Fellowships, by UKRI EPSRC, to find more real-world applications for quantum, from drug discovery to disease diagnostics  

    • £4.3 million from Science and Technology Facilities Council to back early- career researchers and Quantum- enabled apprenticeships. 

    Today’s announcement includes a round up of earlier investments from ESPRC and Innovate UK, including support for the five research hubs and the Quantum Missions Pilot competition, bringing the total commitment from the UK Government over the next 12 months to £121 million.  

    This announcement comes as the government marks World Quantum Day, an international initiative promoting awareness of the vast capabilities of quantum science and technology. 53 countries are hosting events, from research programmes to conferences.

  • MIL-Evening Report: Top unis have imposed new restrictions on campus protests. What does this mean for students, staff and democracy?

    A wave of restrictions on protesting has been rippling through Australia’s top universities.

    Over the past year, all of Australia’s eight top research universities (the Group of Eight) have individually increased restrictions on campus protests.

    The changes include bans on indoor protests and restrictions on banners, posters and student announcements. At some campuses, groups need to give notice or obtain university approval if they are going to protest.

    Why has this happened and what does it mean for protests, free speech and democracy at Australian universities?

    Why are university protests important?

    Over the past 60 years, campus protests have been a defining feature of Australian university life.

    In the 1960s and ‘70s, they were a breeding ground for social protest, including rallies against apartheid and the Vietnam War, and in favour of women’s rights. In more recent years, students have protested on key social, political and environmental issues, from university fees to the invasion of Iraq and climate action.

    This protest history feeds into the broader purposes of universities. Universities act as a modern-day “public square”. This means they are a place where ideas can be freely debated and difficult issues can be explored. In this way, they act as a key component of a free and healthy democracy.

    As Victorian university legislation notes, universities should promote

    critical and free enquiry, informed intellectual discourse and public debate within the University and in the wider society.

    Restricting protests for campus safety

    Since early 2024, there have been increasing restrictions on campus protests.

    These come in the wake of the months-long encampments protesting the war in Gaza – and ensuing concerns over antisemitism at universities and campus safety.

    They have also coincided with increased public scrutiny over university governance. This includes accusations vice-chancellors are running a “lawless sector,” pointing to underpayment of staff, high levels of executive pay and criticism of the way some universities managed the protests.

    What have universities done?

    In this heightened context, universities have increased restrictions on campus protests, arguing they are needed for safety.

    Universities have taken various measures. For example, the University of Western Australia has restricted student announcements in class (or “lecture-bashing”).

    To ensure safety and wellbeing, student announcements are not permitted at the commencement of lectures or other teaching and learning activities.

    The University of Adelaide has banned student encampments and indoor protests.

    The changes across the Group of Eight mean students announcing a rally for climate action in class now risk disciplinary action at some universities. Sit-ins calling on universities to divest from weapon companies are no longer permitted at others. At some campuses, union members going to stop-work meetings to protest staff cuts could be engaging in employee misconduct.

    The legal basis of the restrictions

    Australian universities are typically set up under state legislation and through this have broad powers to regulate campus protests.

    They can impose obligations on students through university rules and direct their staff as employers. They can determine who is allowed to enter and remain on campus through their powers to manage land they either own or control.

    Universities in South Australia and Victoria also have powers under state legislation to make university statutes and regulations.

    The protest restrictions have relied on a mix of these powers.

    Could these changes be challenged?

    But these restrictions are also subject to enterprise agreements made under the federal Fair Work Act which protect academic and intellectual freedom. For example, the University of Sydney’s enterprise agreement entitles staff to:

    • express opinions about the operation of the university and higher education policy in general

    • express unpopular or controversial views, provided that in doing so staff must not engage in harassment, vilification or intimidation.

    There is also the implied right of freedom of political communication under the Australian Constitution.

    This means both the Fair Work Act and Constitution may provide grounds for a legal challenge to many of these new restrictions. The High Court has previously ruled restrictions on protest must be proportionate and necessary for preventing harm and damage.

    The protest restrictions also implicate various human rights. Under international law, which Australia has ratified, staff and students have freedom of expression and freedom of peaceful assembly. As workers, staff have freedom of association through trade unions, including the right to organise.

    Many of these measures would seem to restrict activities where there is no or little threat to safety. In some cases, there are arguably excessive and disproportionate means to ensure safety.

    What will happen now?

    Some university students, staff and unions have opposed these protest restrictions.

    But there is a balancing to be struck here. Other students and staff have not felt safe on campus and in class and have called for more safety protections. This has particularly been the case for those from Jewish backgrounds.

    Given the doubts over their legality, court challenges may be on the horizon. It is also possible some groups will actively test these restrictions.

    But we may see a chilling effect on university activism and protests, when individuals would otherwise speak their minds on campus. Some staff may be worried they will lose their jobs. Students may be also worried about academic penalties or expulsion and the impact on their future careers.

    This undermines universities as a place where people talk, debate and test ideas as a key part of the learning and research process – and a vital component of our democracy.

  • MIL-Evening Report: Post-election tax reform is the key to reversing Australia’s growing wealth divide

    Federal elections always offer the opportunity for a reset. Whoever wins the May 3 election should consider a much needed revamp of the tax system, which is no longer fit for purpose.

    The biggest challenge that should be addressed through tax reform is the level of inequality in Australian society.

    The five-yearly Intergenerational Reports lay bare the intergenerational squeeze. The future burden of supporting the ageing population will increasingly fall on younger Australians who generally don’t enjoy the same financial wellbeing of previous generations.

    But there is also rising inequality within generations. Not all younger Australians can rely on inherited wealth, including the bank of mum and dad. And superannuation balances at retirement vary wildly, given they are tied to work history.

    Proper systemic tax reform would play a crucial role building a fairer society.

    Reform freeze

    But to define what is meant by tax reform, we need to think about some of the big picture concerns that affect our economy.

    Arguably we have not successfully pursued a tax reform agenda since the introduction of the GST in 2000. Various governments have changed the tax rates, but that doesn’t constitute genuine reform.

    The Henry Review, commissioned by the Rudd government, set out the long-term horizon for reform – including resource taxes and road user charges for the transition to a net-zero economy. However, the Henry blueprint has not been adopted by any succeeding government.

    Politicians like to boast of “reform agendas”. Despite the political rhetoric, the tax system has not yet adapted to the 21st century.

    Wealth inequality

    The biggest gap in our tax base relates to the concessional taxation of wealth and assets, which is an area ripe for reform.

    According to the Treasury, the top six revenue losers all relate to superannuation, capital gains and negative gearing. In 2024–25, the estimated revenue foregone for these concessions are:

    • $29 billion for the concessional taxation of employer superannuation contributions

    • $27 billion for the main residence Capital Gains Tax exemption (discount component)

    • $26 billion for rental deductions (this is partly offset by rental income)

    • $24.5 billion for main residence Capital Gains Tax exemption

    • $22.73 billion for CGT discount for individuals and trusts

    • $22.2 billion for the concessional taxation of superannuation earnings

    The distributional analysis for superannuation and the Capital Gains Tax discount shows the greatest benefit goes to older taxpayers in the higher earnings brackets. So wealth inequality is perpetuated.

    Addressing these overgenerous concessions to broaden the tax base should be the starting point for any meaningful reform in this country.

    Taking another look at death duties, which were abolished from the late 1970s, should also be considered.

    Death duties were applied to assets transferred to beneficiaries on death. If they were reimposed with a starting threshold set at an appropriate level, they would limit the intergenerational transfer of wealth, which is generating much of the inequity.

    Wealth creation tools

    The Capital Gains Tax discount was introduced following the 1999 Ralph Review to direct productive capital into Australian businesses.

    The 50% discount sparked the boom in residential investment, which combined with negative gearing, has supercharged the inefficiencies in our housing market.

    Superannuation is another wealth-creation tool. Again, the design of superannuation, whereby tax was paid at 15% on the three stages of contributions – investment, earnings and withdrawal – was subverted in search of simplicity in 2007 when the Howard government exempted superannuation withdrawals from tax.

    Case study

    By comparison, the age pension is taxable, if the recipient earns other income. So too are earnings from work allowed under Centrelink rules. This not only allows estate planning advantages, but creates an unfair outcome for retirees who have not had the opportunity to accumulate substantial balances.

    Consider the cases of “Jean” and “Kim”, who are both single homeowners aged 68.

    Jean has no financial assets and receives the full pension of $1,194 per fortnight plus $512 per fortnight from part-time work. She has a taxable income of $43,816 per annum and, after tax offsets, pays $2,595 in tax including $209.70 medicare levy.

    Kim has a superannuation balance of $880,000 and draws a super pension of $44,000. Kim is not eligible for the pension, but pays no tax and no medicare levy.

    Is our tax system really delivering a fair go for all Australians?

    Tax relief is not reform

    Ahead of election day, both the government and opposition are promising tax handouts. Labor is offering top-up tax cuts starting July 1 2026. The coalition says it will temporarily halve the fuel excise.

    But meaningful reform will not be achieved by politicians trading off various interest groups to win votes.

    Nor do we need yet another review: many of the solutions to Australia’s tax problem were identified by the Henry Review 15 years ago.

    And we must avoid cherry-picking incentives that lead to perverse outcomes. For example, cutting fuel excise will slow down the transition to a net zero economy.

    Consensus needed

    Whoever forms government after the election could build a coalition of business and community sector leaders to seek consensus and pursue holistic reform. The focus must be on addressing the inequality that is emerging as a challenge to the economy and our way of life.

    As Ken Henry recently stated, successive governments have fuelled inequality by failing to do three things

    one, manage financial risks arising from the erosion of the tax base; two, maintain the integrity of the tax system; and three, have regard to intergenerational equity.

    Without significant tax reform, Australia’s wealth divide will continue to deepen with young people and future generations left to suffer the brunt.

    More than 200 attendees join major psychology conference hosted at the University

    Abertay University welcomed more than 200 delegates to its campus for the annual British Psychological Society (BPS) Scottish Branch Undergraduate Conference, held on Saturday 29 March 2025.  

    The event provided a platform for psychology students from across Scotland to showcase their research, enabling them to present their work and findings through engaging conference talks.  

    More than 100 student presenters covered a variety of topics from counselling to clinical, educational and neuro-psychology; with students from more than 10 Scottish universities taking part. 

    In addition to student presentations, the event featured a Futures Fair, where attendees connected with representatives from many divisions of the BPS – including Clinical, Health, and Educational Psychology. These professional representatives provided invaluable career advice and insights into their respective fields, helping students navigate their future paths. 

    Dr Lynn Wright, a Senior Lecturer in Abertay’s Department of Sociological and Psychological Sciences, was part of the organising committee for the event.

    The BPS Scottish Branch Undergraduate Conference was a huge success, and it was such an honour to host the event at Abertay. It was incredible to see such a broad array of topics covered by the students presenting at the conference – and to give them this opportunity to showcase their research. Events like these are crucial for psychology undergraduates – allowing them to build on presentation skills, share their experiences, garner invaluable feedback, and network with other students and peers in the field of psychology. It was brilliant to see so many people in attendance  engaging with the work of students, including the research of our own psychology undergraduates.

Her talk addressed important issues surrounding gender biases and the social factors that shape educational choices, offering attendees a thought-provoking perspective on current challenges in psychology.

  • MIL-OSI Global: Terminations at U.S. government agencies that monitor extreme weather events will have negative effects

    In August 2021, the Intergovernmental Panel on Climate Change Report confirmed that the climate is warming and the impacts will be widespread and more intense than anticipated.

    In 2023, the National Oceanic Atmospheric Administration (NOAA) released the Weather, Water, and Climate Strategy (2023-27) for the United States and around the world.

    The strategy addresses the risks to lives, property, economies and ecosystems that are increasing at an alarming rate due to the warming planet. It highlights that U.S. citizens are in harm’s way, infrastructure is increasingly outdated and at risk and, in many places, not designed for new environmental realities and extreme weather events.

    In February 2025, Donald Trump’s administration reduced the government’s size. The NOAA was severely affected, experiencing budget cuts and the termination of about 800 employees’ positions. NOAA is a critically important government organization, and includes the National Weather Service (NWS).

    Recent developments regarding science and scholarship in the U.S., including major reductions in federal research funding and censorship around topics such as climate change and gender, are forcing many U.S. science agencies and research organizations to abruptly suspend normal operations.

    As former assistant deputy minister of the Meteorological Service of Environment Canada between 1994 and 2000, I regularly met with my colleagues at the NWS and other weather agencies. We worked together to share information to provide the best weather services possible in our countries.

    Climate and misinformation

    In January of this year, the World Economic Forum released its Global Risks Report. This ranked the global risks that could have major impacts on the global population, GDP or natural resources in the short term (two years) and long term (10 years).

    For the short term, the top risk identified is “misinformation and disinformation,” with “extreme weather events” being the second-highest risk. Extreme weather events include storms, floods, wildfires, heat and others, with a warming climate leading to more severity and impacts. By geography, extreme weather events is ranked as the highest risk for Northern America and most other regions.

    The risks due to misinformation and extreme weather events are interconnected. If an extreme weather event is about to occur and people are not informed, or are misinformed, about the occurrence and risks, they do not take actions to reduce exposure and vulnerability, resulting in higher impacts.

    Impacts of layoffs

    Because of the importance of the NOAA, NWS and other climate research bodies, many have spoken out about the negative impacts of these job terminations and budget reductions.

    The NWS has developed leading weather forecast models by working with the academic and global science communities, and partners with others beyond national borders to share their data. The multi-year development and implementation of these weather systems has led to high quality and reliable information for weather, climate and ocean situations.

    One example is science journalist Andy Revkin, who referred to Trump’s actions as “The Dangerous Trump Purge of Weather and Climate Expertise.” In his Substack, Revkin writes:

    “There’s an enormous, and justified surge of criticism from private-sector and academic meteorologists from across the political spectrum over the purge of expertise and supporting staff under way at the National Oceanic and Atmospheric Administration and National Weather Service.”

    Meteorologists Jeff Masters and Bob Henson wrote that “cuts to U.S. weather and climate research could put public safety at risk… and slow emergency disaster response and weaken resilience efforts.”

    Ilan Kelman, professor of disasters and health at University College London, stated that the “mass job termination” will have major negative impacts across the U.S. and nearby countries, such as Canada. This will be due to reduced aviation and shipping safety; lack of information for communities to respond to severe weather; safety assessments for search-and-rescue; and other concerns.

    Alarming increases

    With a warming climate, the impacts of extreme weather events are rising around most of the world. The year 2024, the warmest on record, was also the single-most expensive year on record in terms of Canadian insurance payouts of C$8.5 billion, with the number of catastrophe claims exceeding 273,000. Disaster costs in the U.S. also increased with many billion-dollar events.

    On Oct. 17, 2024, NOAA shared initial imagery from the GOES-19 lightning mapper showing lightning activity in two extremely hazardous hurricanes – Helene and Milton — on Sept. 24.

    In September 2024, Hurricane Helene caused 228 deaths and economic losses assessed at US$78.7 billion. In advance of Helene’s landfall, states of emergency in Florida and Georgia were declared by the National Hurricane Center (NHC).

    The U.S. Air Force Weather Reconnaissance Squadron provided information for the NHC to upgrade the storm to Tropical Storm Helene. Follow-up research by the World Weather Attribution concluded with “high confidence” that Helene was made worse by climate change.

    Reliance on observation and collaboration

    Forecasting extreme weather events relies on observational systems that provide weather information over a significant area which extends beyond a country. In North America, the U.S. weather forecasts rely on information from Canada, Mexico and countries across the Gulf of Mexico, and vice versa.

    The World Meteorological Organization, the UN’s lead agency on weather and climate, co-ordinates international co-operation for the free and unrestricted exchange of data and information, products and services in real time. This is critical for the safety and security of society, economic welfare and protection of the environment.

    With the NOAA’s reductions in resources, there will be negative impacts across all services in the U.S. and on the effective sharing of data between internationally collaborating weather services.

    These cuts to NOAA also relate to broad concern about impacts on science. The European Federation of Academies of Sciences and Humanities has expressed grave concern over the escalating threats to academic freedom, both in the U.S. and beyond.

  • MIL-OSI Global: Humanity depends on the ocean — Here is what we need to prioritize for immediate ocean science research

    Humankind is inextricably dependent on the ocean. Many of our greatest civilizations have thrived on the rim of the ocean. Today, we are more reliant than ever on the ocean for our economic, social and physical well-being.

    Maritime activities, from global trade to tourism, exceed US$3 trillion annually. The “ocean economy” is the fourth largest in the world. Furthermore, our global economic vitality is largely due to the cost-effective nature of ocean transportation, which contributes to the reduced price per ton of shipped goods.

    From submarine cables to shipping, fisheries and aquaculture, we are increasingly reliant on the blue economy. Roughly 20 per cent of the animal protein that we eat comes from marine fish.

    The ocean has changed dramatically in the past century, and we expect more change to come. Collapses of fisheries, coral reefs, shark populations and other species — along with increased dead zones, red tide blooms and invasive species — have followed increased human development, industrial use of the sea, climate change and pollution.

    Humanity is at a social, political, environmental and scientific nexus point.

    We are a group of researchers and experts who served on a committee of the U.S. National Academy of Sciences, Engineering, and Medicine to advise the National Science Foundation on forward-looking approaches to investing in ocean science research, infrastructure and workforce development.

    We considered the question: What vital research must we pursue now, and what investments must we make to achieve ambitious research goals?

    Our scientific efforts must focus on the key gaps in our predictive knowledge, and on the critical pathways and thresholds for ocean change. We should support ocean science to prepare for the future.

    Readying ocean science

    Given limited resources and rapid changes, we need to consider how to set priorities. Our committee offered a distinction between urgent and vital research: urgent research is time-sensitive, with immediate relevance to emerging regional and global issues, while vital research transforms our ability to grapple with rapid changes in the ocean and the Earth system.

    Our ability to observe, model and understand the ocean has greatly increased in recent years.

    For example, Argo — an ocean weather observing system — provides a global view of water properties around the planet. Argo has expanded our understanding of the global ocean and has significantly improved weather forecasts.

    In addition, research on the impact of climate shifts on ocean species is more accurate, helping us to understand the impact of these shifts on carbon sequestration, shoreline protection from storms and tipping points in interconnected ocean systems.

    The growing focus on links between the chemical, physical, geological and biological states of the ocean, and planetary climate states, provides a much-improved structure for forecasting the state of the ocean.

    Healthy oceans, healthy people

    A focus on human well-being and its dependence on ocean processes can provide an important connection that places ocean sciences in key conversations related to human health.

    When it comes to understanding the importance of ocean and climate, we need to determine how the ocean’s ability to absorb heat and carbon dioxide will change. While the ocean presently absorbs 90 per cent of global heat and roughly 30 per cent of carbon dioxide, changes in the physical and biological ocean will likely slow these rates, leading to accelerated atmospheric warming.

    Related to this climate question, how will marine ecosystems respond to changes in the Earth system? Declining ecosystem resilience will likely have strong negative impacts on food supplies and livelihoods.

    Can we develop new understanding that will support model forecasts to determine the effects of warming, acidification and de-oxygenation on marine life?

    Another challenge is to improve our ability to forecast extreme events driven by ocean and seafloor processes. Marine earthquakes, tsunamis, hurricanes and storm surges are natural processes that pose serious risks to human well-being. Societal vulnerability to these extreme events can be profound.

    As our built coastal infrastructure expands, and climate change shifts patterns of such extreme events, it is critical to improve our ability to observe, understand and forecast extreme events.

    Investing in ocean futures

    Ocean research depends on continued funding of basic studies and investment in key ocean science infrastructure. We must integrate emerging technologies, artificial intelligence and expanded use of existing ocean infrastructure such as globally ranging research vessels, global drifters that float on the ocean surface and gather information, underwater communication cables and coastal marine laboratories.

    International co-operation is needed since few of these challenges are truly local. A move towards more collaborative, transdisciplinary research is necessary, alongside an expanded ocean science workforce with training and knowledge well beyond those of traditional disciplines.

    Our assessment of the state of ocean science in the United States identified key infrastructure required to address these challenges.

    For example, while advances in autonomous vehicle technology offer many opportunities, there will remain a need for specialized research ships that can operate in coastal and deep-sea waters and ice-covered regions to drill for** seafloor samples. Globally, there has been a decline in available ships to support ocean research.

    Likewise, nearly 100 marine laboratories dot U.S. coastlines, providing training, access and research for thousands of students each year. The development of this infrastructure offers opportunities for international collaboration and cooperation with private sector partners. It may also be that some of the existing infrastructure, such as the Ocean Observatories Initiative, needs to be reconsidered in light of shifting priorities and developing technologies.

    Collective action

    We differentiate between urgent and vital ocean science research priorities.

    While the urgent will continue to demand our attention — the next coral bleaching event, the latest fisheries collapse — it is our commitment to the vital research priorities identified in the report that will ultimately determine our ability to steward rather than merely react to complex changes in the oceans.

    Our work offers a compass, but navigation requires collective action. Research institutions must transform their approach: restructuring tenure and promotion criteria to reward transdisciplinary investigations, supporting reskilling and upskilling of faculty, and preparing an innovative, adept workforce.

    Policymakers must create frameworks that value long-term investigation. And citizens must advocate for sustained investments in ocean science that transcend political cycles. The ocean’s future — and our own — depends on our willingness to pursue what is vital.

  • MIL-OSI Africa: Accra is a tough city to walk in: how city planners can fix the problem

    Humans are walking beings. Walking is intrinsically linked to our physical development from childhood and enables our connections with people and places. We can say it is essential to our physical and mental well-being.

    Walking can also help create inclusive and sustainable cities. Most western cities incorporate this need in their spatial planning.

    In African countries like Ghana, however, the fact that most people walk doesn’t always mean they prefer to. They need to walk because it’s cheaper than using motor vehicles. But many African cities are not friendly to pedestrians.

    More than 70% of the urban population in Africa walk daily for various purposes. To deal with the challenges pedestrians encounter, some African cities have incorporated policies and strategies for walking into their motorised transport policies. For instance, in Nigeria, the Lagos Metropolitan Area Transport Authority has developed a policy that aims to create a safe and pleasant network of footpaths, greenways and other facilities that serve everyone in the city.

    In Addis Ababa (Ethiopia), a similar policy was developed. Its objective is to increase the number of people who walk by investing in walking facilities and improving connectivity to public transport.

    The strategies in these documents are commendable, but they have met practical challenges like funding, public perception and technical capacity.

    Ghana also has several transport and local development planning policies. Yet most urban areas in Ghana don’t have walking infrastructure and a safe walking environment.

    As scholars interested in sustainable urban development planning and policy, we reviewed some of these policies to explore how they treat walking as a way of getting around. The research also assessed institutional perspectives and residents’ everyday lived experiences of walkability in Accra, the capital city. We found that both policies and urban plans paid little attention to making the walking experience enjoyable.

    The study

    The Ghana Transport Survey Report indicates that over three-quarters (75.3%) of the country’s population make up to ten daily trips on foot, and most urban areas lack walking infrastructure. Pedestrians account for about 42% of road deaths in Ghana.

    We chose two study sites in Accra, the capital, where many come to find work. The sites represented inner-city and suburban areas. The research used in-depth and semi-structured interviews with 80 people to capture the perspectives of institutional representatives and community residents. We explored walking experiences in terms of accessibility, safety and enjoyment.

    Findings

    Accessibility: The national transport policy seeks to provide dedicated, safe, reliable and appropriate facilities for users across all transport modes. What we found, however, was an absence of infrastructure to enhance pedestrian access to facilities and services.

    One resident commented:

    The roads are not only in poor condition but they have no sidewalks. It is not hard to assume that these were built for car owners, not pedestrians’ everyday use.

    Safety: The research revealed a chasm between policy ambitions for walking and realities at the community level. Municipal development plans don’t say how they will address the frequent crashes that result from commuters, vendors and motorists competing for space. The most at risk are pedestrians, who represent 42% of transport-related fatalities. This is because of noncompliance with bylaws that regulate activities on the roads and pedestrian pathways.

    One municipal official said:

    Look at the streets: Motorists, street vendors, school children on the same street space. There is encroachment, reckless driving, illegally parked cars on road shoulders. School children and the disabled face constant risks. But the plan aims to make the neighborhoods walkable. Just words as always.

    Enjoyment: Enjoyment was the least considered aspect of walkability in both national policy and municipal development plans. The absence of facilities and infrastructure that offer comfort, aesthetics and other pleasures for pedestrians provides a clear indication of this.

    A community leader complained:

    Flooding and poor sanitation create an unpleasant walking environment. Clogged waste, poor drains, and rubbish along streets and alleyways are a problem. There is nothing pleasant about walking: the smell, the dust, the noise and the heat. You walk because you have no choice.

    Towards cities that are walkable

    The deep gulf between what the policies say and everyday experiences in our study calls for new ways of thinking and implementation within the urban transport in Ghana’s development planning regime.

    We suggest that there is a need for transport planners, urban and development planners, and policymakers to consider coproduction strategies in identifying, framing, developing, and implementing interventions. This will help harness the potential for walking as a social equaliser and its contribution to healthy, safe, equitable cities and communities.

    Here, action-oriented collaborative strategies like workshops that consider communities as partners can transition African urban residents from captive walkers to walkers who enjoy it.

    Trade mission to UAE to deliver new opportunities for Scottish businesses.

    Scotland will respond to the ongoing global economic uncertainty by highlighting its economic strengths and making clear it is open for business, Deputy First Minister Kate Forbes has said.

    Speaking ahead of a trade and investment visit to the United Arab Emirates (UAE), Ms Forbes promised the Scottish Government would do everything it could to promote trade and attract jobs and investment.  

    The Deputy First Minister is undertaking a three-day programme of engagements designed to build relations with the UAE Government and position Scotland as an investment destination.

    She will meet the UAE’s Minister for Investments and Minister of State for Foreign Trade. Alongside Scottish Enterprise, the Deputy First Minister is aiming to help a range of Scottish businesses to secure new export and investment opportunities.

    The visit coincides with the UAE’s first Scotland Week, a programme of business activity developed to showcase Scotland’s innovation and expertise across science and technology, the energy transition and food and drink.

    The Deputy First Minister said:

    “The global economic uncertainty we currently face makes it an imperative to send a message to the world that Scotland is open for business and to highlight our remarkable economic strengths.

    “While all the economic levers are not in our hands, what the Scottish Government can and will do is stand square behind Scottish business and help open the doors that will deliver jobs and increased investment.

    Government cuts price of everyday items and summer essentials

    The Government has cut prices on the imports of everyday essentials like spices and juices to boost economic growth.

    • Prices slashed on 89 foreign products – ranging from pasta, fruit juices and spices to plastics and gardening supplies – over next two years    

    • Cheaper imports will save businesses at least £17 million per year in a further bid to kickstart growth as part of the Plan for Change  

    • Savings could be passed onto families, mixologists and amateur gardeners through lower prices on everyday items and summer essentials 

    • UK committed to economic growth, business security and lower prices through free and open trade

    UK businesses and consumers could benefit from lower prices on imports of everyday essentials like spices and juices as the Government takes further action to make the UK the best place to do business and kickstart economic growth.  

    In a further demonstration of the government’s commitment to free trade and responding to business need, the UK Global Tariff will be temporarily suspended on 89 products saving UK businesses up and down the country at least £17 million a year.  

    The products include plywood and plastics, which are essential for construction – making life easier for chippies all over the country.

    Working in partnership with industry, the government has decided to suspend import tariffs on a whole range of products to lower costs for businesses, tariffs will now be cut to zero until July 2027.    

    The savings to businesses on products such as pasta, fruit juices, coconut oil and pine nuts could be passed onto consumers just in time for the summer season, meaning lower food prices in supermarkets, restaurants and pubs.  

    Products including agave syrup, often used in margaritas, and plant bulbs will also see tariffs removed meaning keen cocktail-makers and amateur gardeners could enjoy lowered costs as the warmer weather approaches. 

    These changes will support key growth sectors such as advanced manufacturing and clean energy to compete with international rivals, supporting the Government’s Industrial Strategy with the Plan for Change.  

    Business and Trade Secretary Jonathan Reynolds said: 

    Free and open trade grows economies, lowers prices and helps businesses to sell to the world, which is why we’re cutting tariffs on a range of products.  

    From food to furniture, this will reduce the cost of everyday items for businesses, with savings hopefully passed onto consumers. 

    As we face a new era of global trade, this government is going further faster to make Britain the best country to do business, delivering on our Plan for Change. These suspensions are just another example of that.

    In the face of an uncertain and unpredictable global trading environment, government should be commended for suspending import duties on an array of products. Measures like these will be important for reducing the financial pressures on firms and help to drive growth for businesses of all sizes across the country.

    The UK has already reduced tariffs on certain imported goods, benefitting British consumers with better choice, quality and prices on products like fruit juices from Peru and vacuum cleaners from Malaysia.   

    The Government is going further and faster in negotiating trade deals with partners including India, the Gulf Cooperation Council, South Korea and Switzerland which will unlock new opportunities for businesses, support jobs, and boost wages.    

    These measures come as the government acts swiftly to protect UK businesses and workers in a new era of global trade, through increasing flexibility on the zero emission vehicle (ZEV) mandate, cutting the red tape and bureaucracy that slows down clinical trials in the life sciences sector, investing up to £600 million in a new Health Data Research Service and backing a £30 million package to support the reopening of Doncaster Sheffield Airport which is expected to support 5,000 jobs and boost the economy by £5 billion.

    There was a strong sense of celebration in Napier today as 300 EIT students marked the end of their study journey.

    Two ceremonies were held at the Napier Municipal Theatre on Friday (April 11), with whānau, friends and supporters gathering to mark the occasion. In total, EIT awarded 2,241 diplomas, degrees and postgraduate qualifications to Hawke’s Bay-based learners who finished their studies last year.

    The morning ceremony recognised graduates from the Centre for Veterinary Nursing, IDEAschool, Te Ūranga Waka, and the Schools of Education and Social Sciences, Primary Industries, Tourism and Hospitality, Trades and Technology, and Viticulture and Wine Science.

    A graduation parade through Napier’s city centre followed, with students, staff, and supporters cheered on by the community.

    In the afternoon, students from the Schools of Business, Computing, Health and Sport Science, and Nursing were celebrated.

    Valedictorians Elijah Rogers and Kayla Hughes delivered heartfelt speeches reflecting on their time at EIT. Olympian Nigel Avery was the special guest speaker, and Tukituki MP Catherine Wedd was also in attendance.

    EIT Interim Operations Lead Glen Harkness congratulated all those who graduated.

    “It’s always a proud moment to see our students cross the stage. Graduation is the result of hard work, focus, and a real commitment to learning. Each of our graduates can feel proud of what they’ve achieved.”

    He also acknowledged the role of EIT staff.

    “Our lecturers and tutors are passionate about supporting student success. These ceremonies are a reflection of their dedication and the high-quality programmes we continue to offer across the board. We have no doubt that these graduates’ futures look bright.”

    Graduation ceremonies were also held in March for EIT’s Tairāwhiti and Auckland students.

    Humans are walking beings. Walking is intrinsically linked to our physical development from childhood and enables our connections with people and places. We can say it is essential to our physical and mental well-being.

    Walking can also help create inclusive and sustainable cities. Most western cities incorporate this need in their spatial planning.

    In African countries like Ghana, however, the fact that most people walk doesn’t always mean they prefer to. They need to walk because it’s cheaper than using motor vehicles. But many African cities are not friendly to pedestrians.

    More than 70% of the urban population in Africa walk daily for various purposes. To deal with the challenges pedestrians encounter, some African cities have incorporated policies and strategies for walking into their motorised transport policies. For instance, in Nigeria, the Lagos Metropolitan Area Transport Authority has developed a policy that aims to create a safe and pleasant network of footpaths, greenways and other facilities that serve everyone in the city.

    In Addis Ababa (Ethiopia), a similar policy was developed. Its objective is to increase the number of people who walk by investing in walking facilities and improving connectivity to public transport.

    The strategies in these documents are commendable, but they have met practical challenges like funding, public perception and technical capacity.

    Ghana also has several transport and local development planning policies. Yet most urban areas in Ghana don’t have walking infrastructure and a safe walking environment.

    As scholars interested in sustainable urban development planning and policy, we reviewed some of these policies to explore how they treat walking as a way of getting around. The research also assessed institutional perspectives and residents’ everyday lived experiences of walkability in Accra, the capital city. We found that both policies and urban plans paid little attention to making the walking experience enjoyable.

    The study

    The Ghana Transport Survey Report indicates that over three-quarters (75.3%) of the country’s population make up to ten daily trips on foot, and most urban areas lack walking infrastructure. Pedestrians account for about 42% of road deaths in Ghana.

    We chose two study sites in Accra, the capital, where many come to find work. The sites represented inner-city and suburban areas. The research used in-depth and semi-structured interviews with 80 people to capture the perspectives of institutional representatives and community residents. We explored walking experiences in terms of accessibility, safety and enjoyment.

    Findings

    Accessibility: The national transport policy seeks to provide dedicated, safe, reliable and appropriate facilities for users across all transport modes. What we found, however, was an absence of infrastructure to enhance pedestrian access to facilities and services.

    One resident commented:

    The roads are not only in poor condition but they have no sidewalks. It is not hard to assume that these were built for car owners, not pedestrians’ everyday use.

    Safety: The research revealed a chasm between policy ambitions for walking and realities at the community level. Municipal development plans don’t say how they will address the frequent crashes that result from commuters, vendors and motorists competing for space. The most at risk are pedestrians, who represent 42% of transport-related fatalities. This is because of noncompliance with bylaws that regulate activities on the roads and pedestrian pathways.

    One municipal official said:

    Look at the streets: Motorists, street vendors, school children on the same street space. There is encroachment, reckless driving, illegally parked cars on road shoulders. School children and the disabled face constant risks. But the plan aims to make the neighborhoods walkable. Just words as always.

    Enjoyment: Enjoyment was the least considered aspect of walkability in both national policy and municipal development plans. The absence of facilities and infrastructure that offer comfort, aesthetics and other pleasures for pedestrians provides a clear indication of this.

    A community leader complained:

    Flooding and poor sanitation create an unpleasant walking environment. Clogged waste, poor drains, and rubbish along streets and alleyways are a problem. There is nothing pleasant about walking: the smell, the dust, the noise and the heat. You walk because you have no choice.

    Towards cities that are walkable

    The deep gulf between what the policies say and everyday experiences in our study calls for new ways of thinking and implementation within the urban transport in Ghana’s development planning regime.

    We suggest that there is a need for transport planners, urban and development planners, and policymakers to consider coproduction strategies in identifying, framing, developing, and implementing interventions. This will help harness the potential for walking as a social equaliser and its contribution to healthy, safe, equitable cities and communities.

    Here, action-oriented collaborative strategies like workshops that consider communities as partners can transition African urban residents from captive walkers to walkers who enjoy it.

  • MIL-OSI Asia-Pac: New hub helps green tech to flourish

    Last month, the Hong Kong Science & Technology Parks Corporation, or HKSTP, transformed its InnoCentre in Kowloon Tong into a GreenTech Hub, with the aim of supercharging Hong Kong’s drive to be an international hub for green technology and green finance.

    Kevin To, the head of a green tech company focused on developing electric motorcycles, batteries and smart battery replacement systems, believes the hub can be a catalyst for advancing green technology in Hong Kong.

    “We can combine all these green tech companies together,” he said. “We have more opportunities to communicate, to interact with other green tech companies.

    “For example, we are an electric vehicle company – we have a battery, and we need a battery management system. There is a green tech company in this building, they even do the battery management system, so it is very convenient for us to work together with this kind of company.”

    Carbon goals

    Mr To added: “We did a lot of events and have met a lot of companies within the Greentech Hub. It is a really good ecosystem.”

    Explaining that his firm’s operations are primarily focused on the Mainland and Southeast Asian markets for the time being, Mr To highlighted that it also plans to partner with a food delivery platform in Hong Kong, enabling delivery workers to use electric motorcycles.

    He believes this initiative will help the city to achieve its carbon neutrality goals.

    Flourishing ecosystem

    It is expected that the GreenTech Hub ecosystem will accommodate more than 200 green tech companies. HKSTP Associate Director (GreenTech) Howard Lee said it will unite green innovation from various sectors, including new energy, smart city solutions, green building and green fintech.

    “The hub will also feature a dedicated Green Space to showcase these innovative and sustainable green solutions,” he added.

    Moreover, to support companies in the hub, HKSTP has enlisted 16 GreenTech Hub Partners, including financial and business institutions, as well as universities, to support green tech innovation at the site.

    Mr Lee said that focusing resources and expertise at the hub can have synergistic effects.

    “It brings together different green tech companies, contributing to the clustering effect,” he stressed. “It also allows our industry partners to come and look for different green tech solutions.”

    Washington, D.C. — Today, House Democrats continued their efforts to push back against President Donald Trump’s unlawful executive directives by filing an amicus brief in defense of the essential constitutional principle of birthright citizenship in the matter of State of Washington, et al. v. Trump, et al. The brief was signed by 208 members of the Democratic Caucus, including leads and Litigation Task Force Co-Chairs Assistant Leader Joe Neguse and Ranking Member Jamie Raskin, along with House Democratic Leader Hakeem Jeffries, Representatives Bennie Thompson, Ranking Member of the Homeland Security Committee, and Pramila Jayapal, Ranking Member of the Subcommittee on Immigration Integrity, Security, and Enforcement.

    Also at the forefront of the endeavor are Congressional Black Caucus (CBC) Chair Yvette Clarke, Congressional Hispanic Caucus (CHC) Chair Adriano Espaillat, Congressional Asian Pacific American Caucus (CAPAC) Chair Grace Meng, and Congressional Jewish Caucus (CJC) Co-Chairs Jerry Nadler and Brad Schneider.

    In their argument, the amici curiae (or friends of the court) presented overwhelming evidence that Trump’s day-one order to nullify birthright citizenship violates not just the Constitution and over a century of Supreme Court rulings, but also laws passed by Congress that have repeatedly guaranteed citizenship to children born in America.

    “An Executive Order is a Memo from the President to his staff. It does not trump federal law, much less the Constitution. Trump cannot end the Constitutional right to birthright citizenship with the stroke of his pen. That’s laughable. The order would strip children born in America of their rights under the Fourteenth Amendment, which violates the plain language of the Constitution, as repeatedly reaffirmed by the Supreme Court, as well as decades-old federal laws that codify this constitutional right,” said Ranking Member Raskin. “Trump not only believes he is above the law, he believes he has the power to strip the people of the United States of their fundamental constitutional rights and freedoms. The president does not get to decide who gets to be an American. That’s why I am proudly joining the fight to defend the Constitution, 150 years of legislative and judicial precedent, and the birthright of all children born in America.”

    “Donald Trump and Elon Musk will stop at nothing to enact their far-right agenda, including attacking the United States Constitution with an unprecedented assault on birthright citizenship and the Fourteenth Amendment. Their blatant and unlawful disregard for the rule of law in the form of this illegal executive order shocks the conscience and House Democrats will continue to push back against it. I am grateful to Rep. Raskin, Rep. Jayapal, Rep. Thompson, Rep. Clarke, Rep. Espaillat, Rep. Meng, Rep. Nadler, Rep.   • MIL-OSI Australia: Names of two new Molonglo suburbs announced

    The two new suburbs will bring the number of suburbs in the district to seven.

    Two new suburbs in the Molonglo Valley will be named Bandler and Sulman.

    These honour prominent Australians Faith Bandler AC and Sir John Sulman.

    These new suburbs will sit within the Molonglo Valley 3 East development. This is the next major stage of suburban development in the area.

    Bandler will be developed first. It will sit east of Whitlam across John Gorton Drive.

    This will bring the number of suburbs in the district to seven.

    Naming Canberra suburbs and places allows us to celebrate influential people from all backgrounds.

    Faith Bandler AC

    Ida Lessing Faith Bandler was a human rights activist, social justice advocate and author.

    She helped raise public awareness and understanding of:

    • the cultural heritage of South Sea Islanders and Aboriginal and Torres Strait Islander peoples
    • women’s issues.

    Faith’s daughter Associate Professor Lilon Bandler said the naming acknowledged her mother’s dedication to creating a more just, inclusive world.

    “She had an unwavering commitment to civil rights and social reform that has left an indelible mark on our history. It is deeply moving to see her legacy honoured through the naming of this new suburb in Canberra, a city she visited many, many times.

    “As her daughter, I find it particularly fitting that the Division of Bandler will be located next to the Division of Whitlam. My mother often spoke of the importance of visionary leadership in creating social change,” Lilon said.

    Sir John Sulman

    Sir John Sulman was an architect and town planner. He helped shape Canberra in its early development and influenced the city’s design.

    He was appointed Knight Bachelor of the British Empire in 1924. This was in recognition of his influence and contributions in architecture.

    “Members of the extended Sulman family are delighted that my great-grandfather Sir John Sulman is being so very appropriately honoured,” Sir John’s great-grandson Emeritus Professor David Carment AM said.

    Suburban themes

    Each suburb in the ACT has a theme used to help name its streets.

    For Bandler, the theme will be ‘Australian Social and Cultural Life’.

    For Sulman, it will be ‘Humanities and Social Sciences’.

    A possible town centre

    There is another suburb expected for the Molonglo Valley. This is yet to be named.

    The National Capital Authority is currently considering the reclassification of the commercial centre of Molonglo as a Town Centre.

    Speaking at her party’s Spring Conference in Stirling, Scottish Green Co-Leader Lorna Slater called for action to tax wealth and big polluters to build a fairer, greener Scotland.

    When we met last October our country and our world were in a state of flux. Our political landscape is still shifting dramatically. 

    We have a Labour government telling us that things can only get worse while they cut the incomes of sick and disabled people. They kept the cruel two child cap, which has plunged thousands of families into totally avoidable poverty.

    Although they look set to nationalise British Steel they have betrayed the workers of Grangemouth.

    They betrayed the WASPI women after campaigning for them for years.

    They kowtow to a far right Trump administration that is dismantling hard won rights and freedoms. 

    Donald Trump is a dangerous, fraudulent, misogynistic, racist, climate-change denier. 

    He opposes democratic values and the rule of law. 

    His White House is spreading lies and misinformation about abortion rights here in Scotland – including disgraceful attacks on our colleague Gillian Mackay’s Safe Access Zone Bill; 

    Labour may be happy to make friends with dangerous despots, but we refuse to play nicely while the world burns.

    Trump and his hateful politics are not welcome in Scotland. Our country is not his playground. 

    Prime Minister Keir Starmer, you need to cancel the state visit. Cancel it now.

    The impact of Nigel Farage’s hard right Reform party rising in the polls, is already being felt in Scotland as the Tories and Labour shift to the right to try and rescue their votes.

    The Tories dropping any kind of commitment to net zero, and Labour throwing trans-people under the bus.

    As Patrick said: You can’t beat the far right by stealing their policies.

    You don’t beat Nigel Farage by cozying up to Donald Trump.

    The Scottish Greens will stand our ground as a proud party of the left. 

    We stand with refugees who are being attacked by racist politicians and the billionaire-owned press. 

    We stand with people who have fled war and conflict only to be blamed by those who have cut services and plunged families into poverty.

    We stand with the trans community who have been the focus of a relentless campaign of demonisation from MPs and MSPs from all the other parties.

    Trans rights are human rights. Our Party stands with you today, tomorrow and always.

    We stand with the people of Palestine who are suffering a genocide that has been armed, and supported and enabled by the UK government.

    The crisis there is getting worse and so is the human cost. 

    Babies are being killed long before they have the chance to mark their first birthdays.

    And yet the response from Downing Street has been to continue supporting the carnage.

    If Labour is to have any moral authority then it must end arms sales to Israel.

    It’s not just them. It’s time for the SNP to finally end the grants that are bolstering Israel’s arms dealers.

    For all of us working towards a greener, fairer world, it can feel like we’re losing ground. 

    Sometimes it’s hard to keep hold of hope that we can build something better. 

    The future can be brilliant. We just have to decide to make it so. 

    By working together the Scottish Greens have already taken big steps into that better future. 

    We have taxed high earners to raise billions of pounds for public services; 

    We’ve given free bus travel to everyone under 22;

    We’ve made sure that every organisation in Scotland that receives public money, pays the living wage. 

    We’ve delivered free school meals to more hungry children than ever before; 

    Our rent freeze and eviction protections for renters across Scotland saved tenants thousands of pounds and protected many from being made homeless.

    We have made a big difference to people’s lives. 

    Our work has helped people and planet, and made our country a fairer and better place. 

    All of this has happened because of the work of the people in this room – our volunteers around the country, and our work with campaigners and activists. 

    Among the hardest working people in our movement are the Green Councillors who are transforming local communities for the better. 

    Green Councillors in Glasgow have secured free public transport pilots and extra funding for safer parks and streets. 

    In Edinburgh, our Green councillors stopped council venues and services running advertising from climate wreckers and arms dealers.

    Day in and day out, our councillors across Scotland are supporting their constituents and standing up for their communities. 

    That’s what Councillor Bryan Quinn did when he protected crucial library services and Community Access Points in Clackmannanshire. 

    It’s what Councillor Kris Leask did when he secured an Offshore Energy Strategy for Orkney – something which he’s now leading on delivering. 

    After years of campaigning, our Dunblane and Bridge of Allan councillor Alasdair Tollemache – working with my MSP colleague Mark Ruskell – has successfully protected a vital local green space, Park of Keir, from expensive luxury housing and a tennis centre with unaffordable and inaccessible facilities.

    These are the kind of things we achieve when we put our values into action. 

    It’s what we achieve when we work together to get greens elected. 

    We will be able to achieve even more by getting more Greens elected.

    Can we please all show our appreciation for our councillors.

    The last few years have been difficult for most people, but they haven’t been difficult for everyone. 

    The wealth of billionaires has more than tripled since 2010. They’ve made out like bandits in the last few years, cashing in every step of the way.

    Through austerity, COVID, global market turmoil – the super-rich have been able to enlarge their wealth whilst ordinary people and families have suffered. 

    It is not right that as billionaires are getting richer and richer, household bills are getting higher and higher for everybody else.

    It is not right that fossil fuel companies have raked in huge profits, whilst abandoning any significant investment in green renewables. 

    It is not right that some of the wealthiest people in our society are telling us that we cannot afford to provide public services for people.

    It’s not that we can’t afford good public services, it’s that we can’t afford billionaires.

    Billionaires should not exist.

    It is thanks to the Scottish Greens that the highest earners in Scotland, and people who own more than one home, have to pay more.

    When I see headlines in the right-wing press whining about Scotland’s fairer tax system – it makes me proud. 

    We need to tax the rich. 

    We need to think beyond income tax, we need to tax wealth, we need to tax carbon emissions, we need to tax the big polluters to put money back into people’s pockets, back into public services and to build a fairer, greener country. 

    Nowhere is this injustice more prevalent than when it comes to housing.

    Over the past decade, the cost of renting has skyrocketed. Landlords have been charging more than ever before.

    Right now, private landlords have too much power and renters are suffering.

    The Scottish Greens have made big steps to protect tenants.

    We froze rents and banned evictions in the aftermath of COVID.

    We wrote the Bill to introduce rent controls. 

    And thanks to protections brought in by the Scottish Greens, thousands of people have been protected from eye watering rent hikes. 

    But without us in the room, the SNP are turning their backs on renters. 

    They are buckling under pressure from vested interests who want to water down our rent controls. 

    They want landlords to be able to raise rents higher than inflation.  

    If people aren’t getting a big pay rise, why should landlords? 

    Homes should be for living in – not for profiteering. 

    It’s time to raise tenants rights and lower rents. 

    We’re campaigning to bring in a permanent ban on winter evictions, and we’ve got plans to help local communities force absentee landlords and landowners to sell or rent derelict land for housing. 

    It isn’t just housing where the SNP is coming up short. 

    It’s the same story when it comes to transport.

    If we want to reduce emissions and build happier, healthier communities – public transport is key. 

    Thanks to the Scottish Greens, hundreds of thousands of young people can now get a bus for free – saving families thousands of pounds, and opening up opportunities for Scotland’s young people. 

    Thanks to the Scottish Greens, people seeking asylum in Scotland will soon get free bus passes

    Thanks to the Scottish Greens, thousands of young islanders can now jump on inter-island ferries for free.

    We did that. 

    But the SNP has failed to deliver the scale of investment needed to make public transport a reliable, affordable and accessible option for all. 

    We need more publicly owned bus networks across the whole of Scotland – and capped bus fares. A cap of £2 for every local journey.

    Private bus companies should not be able to hike fares at the same time as cutting lifeline services. 

    It should not be cheaper to travel between Scotland’s two biggest cities by car than by rail.

    The Scottish Government should not be pouring funds into dualling the A9, increasing traffic, pollution and noise, instead of investing in buses and trains. 

    It is far too late in the climate emergency to be building new roads. 

    What we need is cheaper rail for all – that means ending peak time rail fares for good. 

    Cheaper buses, ferries and trains – a win-win for people and planet. 

    Our planet needs us. 

    I know I’m not the only one who has been really shocked by the wildfires that we are seeing across Scotland right now.

    Not the only one who has been horrified by the devastation to people’s homes, businesses and farms that has been done by floods and storms.

    This is the climate catastrophe accelerating. Governments around the world have let us down. They didn’t listen to science, they didn’t cut carbon emissions, they didn’t stop their destruction of our eco-systems.

    What we are seeing now in Scotland, will only get worse, if governments continue to prevaricate, unsure of how to politically manage the cost of moving to an economy that isn’t dependent on fossil fuels. 

    Well anyone who was flooded out or who’s land is burning can see the cost of not making the change.

    So much of what needs to change: insulating homes, building better public transport, building 20 minute neighbourhoods, moving to lower impact agriculture, will actually make life better for everyone. 

    For the kids who will be able to safely cycle to school. For the farmers who can improve their profits by buying fewer expensive fertilisers and pesticides.

    In just over a year’s time, we’ll be heading into the 2026 Holyrood election and this is the story that we are going to tell. 

    Just like free bus travel for under 22’s, the things we need the Scottish Government to do on climate will improve life opportunities for Scots, and will put money back in their pockets.

    Green policies will make life better in practical ways. Warm homes. Clean air. Affordable trains. More buses.

    We know what change is needed. That’s why we exist. 

    The power of our shared vision. So many new possibilities, so much potential. 

    Some say it’s the hope that kills you. I don’t believe that. 

    I think it’s the hope that keeps us all here. It’s certainly what’s kept me here. 

    Everything you do as volunteers in this party matters. Without all of you there would be no Greens in Councils or in Holyrood. There would be no free bus travel for asylum seekers or any of the other changes that we have achieved.

    Whether it’s the all important knocking on doors, taking meeting minutes, delivering leaflets, everything you do matters and it all adds up. It adds up to growing a Green movement in Scotland, it adds to how much we can get done.

    Thank you for all the work you do

    Thank you, in advance for the many miles of pavement you’ll be walking and wheeling in the next 14 months listening to voters on their doorsteps, delivering leaflets, supporting your candidates. We are so grateful for all of it.

    Now is the time to stand together. To be brave and bold. Our vision for a greener, fairer Scotland could never be more important. 

    Let’s show them that the Scottish Greens are the ones who deliver.

    April 12 is Cosmonautics Day in Russia. It is difficult to imagine a person who does not know that this date is associated with the first human space flight, made by Soviet cosmonaut Yuri Gagarin in 1961. However, his legendary flight was not the first or last achievement of the national space program.

    Let us briefly recall the main milestones of the practically endless journey into interstellar space, begun by Russian science.

    The first theorist of astronautics, Konstantin Tsiolkovsky, was born on September 17, 1857. It was he who put forward the ideas of “rocket trains” (prototypes of multi-stage rockets), a space elevator, life on orbital stations, and, in principle, voiced the need for human settlement in space.

    The first artificial Earth satellite was launched on October 4, 1957. It was a sphere with a diameter of 58 cm and a weight of 83.6 kg with two radio transmitters. It was with it that the space era of mankind began.

    The first hard landing on an extraterrestrial body – the Moon – took place on September 14, 1959. The automatic interplanetary station Luna-2 reached the Earth’s natural satellite.

    The first image of the far side of the Moon was taken by the Luna-3 automatic interplanetary station on October 7, 1959.

    The first animals to successfully complete an orbital space flight on the Soviet spacecraft Sputnik 5 on August 19, 1960, were the mongrel dogs Belka and Strelka.

    The first human flight into space was on April 12, 1961. Today is Cosmonautics Day.

    The first female cosmonaut, Valentina Tereshkova, set off on her three-day flight on June 16, 1963.

    The first human spacewalk was on March 19, 1965. It was done by Soviet cosmonaut Alexei Leonov, who spent 16 minutes in airless space.

    The first soft landing on the Moon and transmission of a panoramic photograph of the Moon to Earth was carried out by the automatic interplanetary station Luna-9 on February 3, 1966.

    The first docking of the manned spacecraft Soyuz-4 and Soyuz-5 took place on January 16, 1969.

    The first planetary rover, Lunokhod-1, began its work on November 17, 1970. In 11 lunar days, it traveled 10,540 km.

    The first soft landing on Venus was made by the automatic interplanetary station Venera-7 on December 15, 1970.

    The first soft landing on Mars was made by the automatic interplanetary station Mars-3 on December 2, 1971.

    The first manned orbital station Salyut-1 was launched on April 19, 1971 and operated in orbit for 175 days.

    The first multi-module orbital station Mir began its work on February 19, 1986. It spent 5,511 days in orbit, 4,594 of which were inhabited, and during this time it made 86,331 revolutions around the Earth. 28 expeditions with a total of 104 cosmonauts and astronauts from 12 countries conducted more than 23,000 scientific experiments at the station.

    The first full-length feature film, scenes for which were shot in space by professional filmmakers – “Challenge”. Director Klim Shipenko and actress Yulia Peresild launched on October 5, 2021 and spent 12 days on the International Space Station, filming 30 hours of material, of which 35 minutes were included in the final running time of the film.

    Russian science is still at the forefront of space exploration. On April 8, 2025, the “Victory Rocket”, dedicated to the 80th anniversary of the defeat of Nazi Germany, sent Russian cosmonauts Sergei Ryzhikov, Alexei Zubritsky and NASA astronaut Jonathan Kim to the ISS, where they will spend 245 days in space.

    The first management university in the country congratulates everyone on Cosmonautics Day and wishes to always be the first in everything!

    Savannah McGuirk is using her PhD learnings to solve real-word problems through her start-up.

    While completing her PhD, Savannah McGuirk discovered an industry problem that was yet to be solved.

    With her research pointing the way, Savannah launched her business, Remote Water Analytics.

    From research to start-up

    “Research is funny like that,” Savannah said. “You never know where you going to end up.”

    “I started out my PhD looking at carbon levels in soil, but soon discovered that soil moisture was impacting remote sensing satellite and drone data for carbon monitoring. What I also found, was there is no consistency in methods for monitoring soil moisture levels with optical satellite data.”

    That’s when things shifted for Savanah. She saw the application of her scientific research for the purpose of solving real world industry problems.

    Remote Water Analytics is in its infancy as Savannah finalises her PhD, but she’s already working with some clients. She’s using state-of-the-art remote sensing technologies, like satellites and drones alongside advanced data science, AI and machine learning to pull comprehensive insights into soil and water conditions.

    “We can do soil moisture mapping as well as long and short-term soil monitoring. We can also provide geospatial data visualisation. Satellite data gives us near real-time access to accurate and actionable information,” she said.

    Savannah said they can help small scale farmers or large agricultural operations to adopt more sustainable practices.

    “To be honest, I was surprised there wasn’t already a product in market that could affordably, reliably and efficiently test soil moisture remotely.

    “Soil sampling and testing is an expensive and labour-intensive endeavour, particularly over large areas when we’re dealing with large agricultural holdings.”

    But it’s not just agricultural applications that Remote Water Analytics can deal with. Savannah is currently working with a local Canberra civil construction company who are developing a new Canberra suburb.

    “Construction companies can’t work when it’s wet without damaging the surfaces which they have already carefully prepared. By accurately monitoring soil moisture levels, we can get them back on site as quickly and safely as possible after rain, ultimately helping them get their job done faster and realise real financial savings.”

    ACT Government business support

    Earlier this year, Savannah attended the ACT Government’s first CBR Small Business Expo. Curious to see what was on offer, she came across the Access Canberra Business Assist Team.

    “I overheard them speaking to someone else, and they sounded helpful,” she said.

    “It got me thinking about whether there were any permits or licences I need to operate a soil and water management business.”

    Like a true Canberran, and scientist, Savannah was keen to know that she was following all the correct processes and had all the right licences and permits.

    After hearing Savannah’s story, the Business Assist Team got to work on her behalf, seeking advice across government, including from the ACT Environmental Protection Authority.

    Kim from the Access Canberra Business Assist Team said they were glad to provide advice to Savannah.

    “Savannah’s business is a bit niche, and we were able to give her peace of mind that she was compliant with necessary regulations,” said Kim.

    Savannah agreed.

    “It was reassuring to be able to access the team by email and get confirmation that I had done the right things and was compliant in running my business,” she said.

    As for what’s next for Savannah, her business is one of 24 across Australia participating in a business accelerator program run by the Commonwealth Government Department of Agriculture, Fisheries and Forestry.

    “It’s a three-month accelerator program to support drought-resilience in Australian agriculture.

    “I’m a scientist, so I’m looking forward to learning many of the skill sets I need to run and operate a successful start-up,” she said.

  • MIL-OSI USA: Booker, Blumenthal, Bonamici, Lee Urge DOE, OCR to Rescind Guidance on Inclusive Classrooms

    WASHINGTON, D.C. – Today, U.S. Senators Cory Booker (D-NJ) and Richard Blumenthal (D-CT), along with U.S. Representatives Suzanne Bonamici (D-OR-01) and Summer Lee (D-PA-12), led colleagues in writing a letter to Secretary of Education Linda McMahon and Acting Assistant Secretary for Civil Rights Craig Trainor calling for the Department of Education (ED) to immediately rescind their guidance on inclusive classrooms. 

     

    “In February, OCR’s DCL threatened to rescind federal funding from any school, district, or state that seeks to create inclusive classrooms. Although ED published the March FAQ ostensibly to clarify this guidance, the FAQ document spreads misinformation by falsely suggesting, without evidence, that social and emotional learning (SEL) and culturally responsive teaching are discriminatory,” the lawmakers wrote. 

     

    SEL and culturally responsive teaching are both evidence-based educational practices that create supportive environments, help students build social and emotional skills, and promote student engagement and academic achievement in the classroom.

     

    “Although we have numerous significant concerns with the substance and content of OCR’s recent guidance, we write specifically to express our opposition to the guidance provided in Question 8 of the FAQ, which falsely claims that “schools have sought to veil discriminatory policies with terms like ‘social-emotional learning’ or ‘culturally responsive’ teaching,” and suggests such curricula are discriminatory under Title VI of the Civil Rights Act. This erroneous guidance contradicts scientific evidence, prior OCR guidance, and long-standing state and local laws and practices,” the lawmakers continued. 

     

    The Department of Education’s guidance seeks to override state and district leadership over curriculum despite Congress and numerous federal laws specifically prohibiting federal involvement in curriculum decisions.

     

    “Because of the strong, established evidence that supports schools’ use of SEL and culturally responsive teaching, we strongly urge OCR to immediately rescind the February 14th Dear Colleague Letter and March 1st FAQ, both of which undermine OCR’s long-standing guidance and threaten critical funding that supports students nationwide,” the lawmakers concluded

     

    The letter is endorsed by the following organizations: CASEL, National Association for College Admission Counseling, National Science Teaching Association, Educators for Excellence, International Literacy Association, National Parents Union, National Association of School Psychologists, American Federation of School Administrators, and Social Emotional Learning Alliance for the United States.

  • MIL-OSI China: China delivers key components for world’s largest ‘artificial sun’

    China on Friday completed and shipped the final set of Correction Coil In-Cryostat Feeder components to the site of ITER (International Thermonuclear Experimental Reactor) in southern France, signifying that all the super-large components needed for ITER’s magnet feeder system have now been successfully developed, its developer said.
    The ITER magnet feeder system was developed by the Chinese Academy of Sciences’ Institute of Plasma Physics (ASIPP), and it is known as the “lifeline” of the ITER magnet system. Its largest component, the Correction Coil In-Cryostat Feeder, comprises 9 sets built as half-ring structures measuring 16 meters in diameter and 3 meters in height.
    The ITER, one of the largest and most important international scientific research projects in the world, is popularly known as “Artificial Sun.” This nickname stems from its ability to generate clean, carbon-free energy in a way similar to the sun, by emitting light and heat through fusion reactions.
    The ITER is jointly funded by the European Union, China, the United States, Japan, the Republic of Korea, India and Russia.
    According to Lu Kun, deputy director of ASIPP, the magnet feeder system is crucial to ITER. It provides energy and cooling media to the fusion reactor magnets, sends back critical control signals, and also acts as a discharge channel to safely release stored magnet energy.
    Independently manufactured and tested by ASIPP, the system is the most complex of China’s ITER procurement packages, consisting of a total of 31 sets, with a total weight of about 1,600 tonnes, Lu added.
    Song Yuntao, vice president of the Hefei Institutes of Physical Science and director of ASIPP, noted that over the past 20 years, ASIPP has built stable collaborative relationships with more than 140 research institutions across over 50 countries, assisting many emerging countries in developing their own fusion research programs and facilities.

    BEIJING, April 11 — Liu Yifan, who often takes her three-year-old corgi on weekend adventures by car or taxi, is now embracing a new travel option — high-speed rail — opening the door to longer, farther journeys with her furry companion.

    Starting Tuesday, 10 designated trains running between five stations in the cities of Beijing, Jinan, Nanjing, Shanghai and Hangzhou along the Beijing-Shanghai High-speed Railway launched a pilot pet consignment service, allowing qualified domesticated cats and dogs to board with their owners and receive special care during the trip.

    Passengers can book the service at least two days in advance through 12306, the China Railway booking platform. Each traveler is allowed to bring one healthy pet weighing no more than 15 kilograms and standing no taller than 40 centimeters at the shoulder, accompanied by a valid quarantine certificate, according to China State Railway Group Co., Ltd.

    Liu, a resident of Hangzhou, capital of east China’s Zhejiang Province, was among the first to try the new service, spending around 500 yuan (about 69 U.S. dollars) to book tickets for herself and her pet on the inaugural day. On Thursday, they enjoyed a one-hour journey to Nanjing, capital of eastern Jiangsu Province.

    “I started with a short trip to see if my dog could adapt,” said Liu, 24. “I was pleasantly surprised by the professional pet transport case, which features real-time video monitoring and an air circulation system.”

    According to Wang Lin, a manager of China Railway Express’s Hangzhou branch, the Beijing-Shanghai line has the country’s highest passenger volume and train frequency, making it a valuable testing ground for broader pet-friendly service expansion.

    The rollout of the high-speed railway pet consignment service reflects a surge in China’s pet population and the growing influence of the pet economy, said Wu Yi, an associate professor at the College of Animal Science and Technology at China Agricultural University. “The demand has prompted the transport sector to facilitate pet-friendly trips, including the development of specialized travel equipment.”

    According to an industry white paper, the value of China’s urban pet (dog and cat) sector reached 300.2 billion yuan in 2024, up 7.5 percent year on year, with the pet population nationwide exceeding 120 million.

    Driven by the growing pet-owning community, China has continued to expand travel options for pets. The aviation industry, for instance, has introduced pet-in-cabin services.

    A Ragdoll cat owner Li Wei (pseudonym) recalled flying with her feline on Hainan Airlines during the Spring Festival holiday. “It was a pleasant experience. The pet security check was fast and could be done through either an X-ray or manual inspection in a private room. During the flight, a stewardess kindly checked in on us several times,” she said.

    Hainan Airlines has been a pioneer in pet-in-cabin services since 2018. By November 2024, the carrier had transported more than 10,000 pets in-cabin across trips involving 27 major cities, including Beijing, Shanghai and Shenzhen. Its subsidiary, Lucky Air, and other carriers such as Juneyao Air and China Southern Airlines introduced similar services last year.

    Meanwhile, Shenzhen Bao’an International Airport opened China’s first dedicated pet lounge in 2024, a spacious facility equipped with air quality monitors, species-specific zones and play areas.

    “For many pet owners, pets are already considered part of the family and deserve better care and services. This is a market worth exploring,” said a staff member at the airport.

    Short-distance travel providers are also stepping up. Last year, a pet-friendly bus began trial operations in Shenzhen, while popular ride-hailing platforms such as Didi Chuxing have launched “pet express” services.

    According to Didi Chuxing, pet-designated vehicles are equipped with pet-friendly seat pads, safety belts, and cleaning tools. Drivers receive professional training in pet behavior and emergency handling, and are responsible for providing food and water for pets as needed.

    According to Wu, expanding and optimizing pet-friendly public transport not only meets pet owners’ emotional needs but also reflects the growing emphasis on animal welfare in Chinese society. “This supports the development of a pet-friendly culture while stimulating related industries and contributing to economic growth,” she said.

    Wu also stressed the need to ensure safety and hygiene, adding that regulations on pet transport should be established, pet owners should focus on training their pets for behavior in public spaces, and transportation staff must be well-equipped to handle any unexpected situations.

  • MIL-OSI China: Preservation meets progress: China’s geoparks gain world recognition

    BEIJING, April 11 — Two geological wonders from China have been designated UNESCO Global Geoparks, the National Forestry and Grassland Administration announced on Friday. With these additions, China now boasts 49 UNESCO-recognized geoparks, more than any other country in the world.

    The geoparks, one named Kanbula in northwest China’s Qinghai Province, a high-altitude marvel and the other a prehistoric “dinosaur kingdom” named Yunyang in southwest China’s Chongqing Municipality, exemplify China’s commitment to harmonizing geological conservation with cultural and ecological sustainability.

    Nestled on the northeastern edge of the Qinghai-Tibet Plateau, the Kanbula National Geopark spans roughly 3,149 square kilometers with striking fiery-red Danxia landforms, towering jagged peaks, hidden caves and emerald lakes. Beyond its visual splendor, the park’s true value lies beneath the surface, serving as a premier location for geoscientific research and public science education.

    Culturally, Kanbula is the heartland of Tibetan Regong arts and Huangnan Tibetan opera, both UNESCO-listed intangible cultural heritages.

    In recent years, Qinghai forestry and grassland authorities have boosted geoscience education through new museums and public programs to protect geological heritage.

    “At Kanbula geopark, we learned geology beyond textbooks through hands-on specimen collection and observation,” said a student on a research trip.

    Huangnan Tibetan Autonomous Prefecture, home to Kanbula, will leverage the UNESCO Global Geopark status to boost eco-tourism, creating a new Qinghai cultural landmark while balancing ecological, social and economic benefits, according to the local government.

    In stark contrast to Kanbula’s highland grandeur, Yunyang Geopark in Chongqing’s Three Gorges region unveils a prehistoric saga. The 2014 discovery of dinosaur fossils by a local youth initiated years of excavation that uncovered the world’s largest Jurassic fossil wall, measuring 150 meters in length and 6 to 10 meters in height.

    Covering approximately 1,124 square kilometers, Yunyang Geopark is renowned for its rich dinosaur fossils and dramatic karst landforms. The fossils found here are of global scientific importance, as they contribute valuable insights into the evolutionary history of dinosaurs during the Middle Jurassic period, particularly in its early phase.

    With the ongoing development of dinosaur-themed popular science bases and animation parks, Yunyang is bringing dinosaur culture to life through innovative integration of scientific preservation and cultural tourism, using VR and AR to immerse visitors in its 165-million-year-old heritage.

    Local officials said that Yunyang will enhance its nature reserves system focusing on national parks, nature reserves and supplementary nature parks. This initiative aims to enhance geological conservation and ecological restoration, and further raise public awareness of protecting natural resources and the environment.

    For decades, China has been actively working to protect its geological heritage and natural landscapes and develop protection and utilization models that integrate local characteristics. These efforts have garnered international recognition for the country.

    Currently, there are 229 UNESCO Global Geoparks worldwide. The designations align with China’s vision of achieving a “modernization of harmony between humanity and nature,” and both geoparks embody UNESCO’s mandate to foster protection, education and sustainable development.

The visit follows the unanimous Senate passage of Shaheen’s bipartisan resolution recognizing April as National Sexual Assault Awareness and Prevention Month earlier this week.     “While the Trump administration continues to freeze funding and propose plans that would eliminate the Office of Violence Against Women, the stark reality is that one in three women will experience domestic violence in their lifetime,” said Shaheen. “At the end of the day, it’s Granite Staters who will suffer if state offices and organizations who provide services don’t have the funding and support they depend on to provide help, counsel or comfort to domestic violence survivors. It’s inexcusable and I’ll continue fighting to protect these services.”

    Shaheen has long championed efforts in the Senate to boost services and programs for survivors of domestic and sexual violence. In the Fiscal Year (FY) 2025 U.S. Senate Commerce, Justice, Science and Related Agencies (CJS) Subcommittee Appropriations bill, Shaheen secured and helped advance $739.5 million, the highest funding level ever, for grants authorized by the Violence Against Women Act (VAWA), including $10 million for continued implementation of her Sexual Assault Survivors’ Bill of Rights grant program.

    In 2016, Shaheen led the effort to pass the Survivors’ Bill of Rights Act, which was signed into law by President Obama. The historic legislation guaranteed rights for survivors of sexual assault in federal cases and led to 21 states adopting similar legislation, including New Hampshire. Shaheen and Grassley’s bipartisan Survivors’ Bill of Rights in the States Act was signed into law as part of the FY 2023 national defense authorization legislation, and builds on the legacy of Shaheen’s initial legislation by ensuring that all survivors, not just those in federal cases, are protected.

  • MIL-Evening Report: Pacific climate activists join 180+ groups calling on COP30 hosts Brazil to end fossil fuel dependence

    Pacific climate activists this week handed a letter from civil society to this year’s United Nations climate conference hosts, Brazil, emphasising their demands for the end of fossil fuels and transition to renewable energy.

    More than 180 indigenous, youth, and environmental organisations from across the world have signed the letter, coordinated by the campaign organisation, 350.org.

    A declaration of alliance between Indigenous peoples from the Amazon, the Pacific, and Australia ahead of COP30 has also been announced.

    The “strongly worded letter” was handed to COP30 President André Corrêa do Lago and Brazil’s Environment and Climate Change Minister Marina Silva who attended the Acampamento Terra Livre (ATL), or Free Land Camp, in Brasília.

    “We, climate and social justice organisations from around the world, urgently demand that COP30 renews the global commitment and supports implementation for the just, orderly, and equitable transition away from fossil fuels towards renewable energy,” the letter states.

    “This must ensure that solutions progressively meet the needs of Indigenous, Black, marginalised and vulnerable populations and accelerate the expansion of renewables in a way that ensures the world’s wealthiest and most polluting nations pay their fair share, does not harm nature, increase deforestation by burning biomass, while upholding economic, social, and gender justice.”

    ‘No room for new coal mines’
    It adds: “The science is unequivocal: there is no room for new coal mines or oil and gas fields if the world is to limit warming to 1.5 degrees Celsius — especially in critical ecosystems like the Amazon, where COP30 will be hosted.

    “Tripling renewables by 2030 is essential, but without a managed and rapid phaseout of fossil fuels, it won’t be enough.”

    350.org’s Fiji community organiser, George Nacewa, said it was now up to the Brazil COP Presidency if they would act “or lock us into climate catastrophe”.

    “This is a critical time for our people — the age of deliberation is long past,” Nacewa said on behalf of the group that call themselves “Pacific Climate Warriors”.

    “We need this COP to be the one that spearheads the Just Energy Transition from words to action.”

    COP30 will take place in Belém, Brazil, from November 10-21.
