    The IAEA is helping Pakistan adapt to and mitigate climate change. With IAEA support, scientists at Pakistan’s Nuclear Institute for Agriculture and Biology – a joint IAEA and Food and Agriculture Organization collaborating centre – have helped to strengthen food security in the country. They have developed climate resilient and more nutritious food crops, found ways of combatting soil salinization and developed more sustainable cotton varieties.

    Summing up the role of nuclear science and technology in achieving sustainable development goals, Mr Grossi gave a keynote address  at the National University of Science and Technology on Wednesday.

    “The IAEA is helping Pakistan improve healthcare, soil, crops and nutrition – we’ll continuing delivering real impact,” he said.

  • MIL-OSI Security: Violent Bridgeport Gang Member Sentenced to More Than 22 Years in Federal Prison

    KEISHAWN DONALD, 23, of Bridgeport, was sentenced today U.S. District Judge Victor A. Bolden in New Haven to 270 months of imprisonment, followed by five years of supervised release, for his involvement in a violent Bridgeport street gang and his murder of a rival gang member in 2018. 

    Today’s announcement by Marc. H. Silverman, Acting United States Attorney for the District of Connecticut; Joseph T. Corradino, State’s Attorney for the Fairfield Judicial District; Bridgeport Police Chief Roderick Porter; Anish Shukla, Acting Special Agent in Charge of the New Haven Division of the Federal Bureau of Investigation; James Ferguson, Special Agent in Charge, ATF Boston Field Division; Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration for New England, and Acting U.S. Marshal Lawrence Bobnick.

    According to court documents, statements made in court, and the evidence presented during a month-long trial, the FBI, ATF, DEA, U.S. Marshals Service and Bridgeport Police have been investigating multiple Bridgeport-based gangs whose members are involved in narcotics trafficking, murder and other acts of violence.  Donald has been a member of the “East End gang,” which began as a local street gang based in the East End of Bridgeport, but currently has members and associates who are either incarcerated or living throughout Bridgeport and surrounding towns.  The East End gang has been aligned with other groups, including the PT Barnum Gang, the East Side gang and 150, which is a geographic gang based on the West Side of Bridgeport.  These groups were aligned against rival organizations in Bridgeport, including the “Original North End” (“O.N.E.”) and the “Greene Homes Boyz,” (“GHB/Hotz”), based in the Charles F. Greene Homes Housing Complex in Bridgeport’s North End.

    Due to the level of gun violence Bridgeport was experiencing, the investigation commenced shortly before East End members shot and killed Myreke Kenion and shot and attempted to kill D’Andre Brown, both members and associates of the GHB/Hotz gang, on January 26, 2020.  The next day, in retaliation for these shootings, GHB/Hotz and O.N.E. members attempted to kill East End gang members and associates in a brazen afternoon shooting in front of a state courthouse on Golden Hill Street in Bridgeport that resulted in four victims being shot while sitting inside a car.

    Donald and other East End members distributed heroin, crack cocaine, marijuana and Percocet pills; used and shared firearms; and committed at least six murders and other acts of violence against rival gang members and other individuals.  East End members celebrated their criminal conduct on social media websites such as Facebook and YouTube, and committed acts of intimidation and made threats to deter potential witnesses to their crimes and to protect gang members and associates from detection and prosecution by law enforcement authorities.

    On January 30, 2018, Donald shot and killed Eric Heard, also known as “Fetti,” a member and associate of the GHB/Hotz gang.  On October 17, 2019, Donald and others attempted to kill Joshua Gilbert, a member and associate of the O.N.E. gang, in a drive-by shooting.

    On December 5, 2023, a jury found Donald and three associates guilty of conspiring to engage in a pattern of racketeering activity.

    Donald has been detained since October 17, 2019, when he was arrested on state charges after being found with a firearm shortly after the attempted murder of Joshua Gilbert.

    Approximately 47 members and associates of the East End, O.N.E. and the GHB/Hotz gangs have been convicted of federal offenses stemming from this investigation, which has and solved eight murders and approximately 20 attempted murders.

    This investigation has been conducted by the FBI’s Safe Streets and Violent Crimes Task Forces, ATF, DEA, U.S. Marshals Service, Bridgeport Police Department, Connecticut State Police, and the Bridgeport State’s Attorney’s Office, with the assistance of the U.S. Postal Inspection Service, Connecticut Forensic Science Laboratory and the Waterbury Police Department.  These cases are being prosecuted by Assistant U.S. Attorneys Jocelyn C. Kaoutzanis, Stephanie T. Levick, and Karen L. Peck.

    This prosecution is a part of the Justice’s Department’s Project Safe Neighborhoods (PSN), Project Longevity and Organized Crime Drug Enforcement Task Forces (OCDETF) programs.

    PSN is the centerpiece of the Department of Justice’s violent crime reduction efforts.  PSN is an evidence-based program proven to be effective at reducing violent crime.  Through PSN, a broad spectrum of stakeholders work together to identify the most pressing violent crime problems in the community and develop comprehensive solutions to address them.  As part of this strategy, PSN focuses enforcement efforts on the most violent offenders and partners with locally based prevention and reentry programs for lasting reductions in crime.

    Project Longevity is a comprehensive initiative to reduce gun violence in Connecticut’s major cities.  Through Project Longevity, community members and law enforcement directly engage with members of groups that are prone to commit violence and deliver a community message against violence, a law enforcement message about the consequences of further violence and an offer of help for those who want it.  If a group member elects to engage in gun violence, the focused attention of federal, state and local law enforcement will be directed at that entire group.

    OCDETF identifies, disrupts and dismantles drug traffickers, money launderers, gangs and transnational criminal organizations through a prosecutor-led and intelligence-driven approach that leverages the strengths of federal, state and local law enforcement agencies.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

Markey (D-Mass.), Ben Ray Luján (D-N.M.), and Gary Peters (D-Mich.), members of the Senate Commerce, Science, and Transportation Committee, wrote to Federal Communications Commission (FCC) Chairman Brendan Carr and Commissioner Nathan Simington regarding recent actions taken by the FCC under the Trump administration demonstrating that the FCC is weaponizing its authority over broadcasters and public media for political purposes.
    In the letter the lawmakers wrote, “We write to express our serious concern about the recent actions taken by the Federal Communications Commission (FCC) under Chairman Carr to open or reopen investigations into broadcasting companies without any evidence of wrongdoing in what appears to be an attempt to intimidate broadcasters for political purposes. Specifically, we are concerned by both of your recent assertions that broadcast stations could be investigated over their editorial decision-making, which raises concerns under the First Amendment. Additionally, we are deeply concerned that in just the first two weeks under Chairman Carr, the Commission has reinstated three previously closed complaints against ABC, CBS, and NBC — absent any new evidence — without also reinstating a similar complaint against a Fox broadcasting station. Finally, we are troubled by your announced investigation into PBS and National Public Radio (NPR) member stations without any evidence that these news sources have departed from decades-long practices for sponsorship disclosures. Taken together, these efforts appear politically motivated and designed to punish, censor or intimidate members of the free press based on political disagreement with editorial choices. This weaponization of the FCC is unacceptable. We urge you to immediately cease such conduct and respect the First Amendment.
    The lawmakers continue, “We urge you both to follow the Constitution, immediately cease abusing the FCC’s legal authority, and return to the evidence-based decision-making that has been a staple of the Commission’s long and storied history.”

    WASHINGTON, D.C. – This morning, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and a senior member of the Senate Committee on Finance, appeared on CNBC’s Squawk Box to push back against President Trump’s aggressive use of tariffs, even against the United States’ closest allies, instead of focusing on opening up export markets and lowering costs for American consumers.
    “This is the fourth week of the Trump Administration, and I would hope that we would have been hearing about how we’re lowering costs on housing, food prices, and drugs. And instead, we’re now in – it almost seems like a tariff tantrum, like we’re just going to tariff everything. And what I would like to see is an engagement by both Democrats and Republicans pushing back on this notion that a ‘tariff everything’ strategy is the way to get out of this situation,” Sen. Cantwell told Squawk Box’s Andrew Ross Sorkin.
    “I’ve been critical of Obama’s tariffs. I’ve been critical of Biden’s tariffs. What I want people to understand is we live in a world, now, where alliances and dealing with these issues on a coalition basis will get us further, because 95% of consumers are outside the United States,” she continued.
    “In the last Trump administration, he did the same thing [… he] cut hundreds of apple jobs in my state that never recovered. But it decimated a $120 million market, and then, basically, because of the retaliatory tariffs, we were without an apple market to India. I worked in the Biden administration to get that restored. So, what people don’t understand is, in this environment, you don’t just lose farmland — because actually, Bill Gates or somebody will buy it — you’re losing farmers. And right now, the world, we should be opening up markets. We should be opening up agriculture opportunities around the globe.”

    In Washington state, two out of every five jobs are tied to trade and trade-related industries.  Combined, the state imported $1.21 billion worth of steel and aluminum last year – and the major industries and employers in Washington that rely on steel and aluminum include aerospace, shipbuilding, utilities, and electronics.
    When President Trump imposed steel tariffs in 2018, our trading partners immediately responded by imposing tariffs of their own on Washington products, especially agriculture, including cherries, apples, pears, and potatoes. Nationally, across all industries, the steel and aluminum tariffs resulted in a decrease in production worth about $3.4 billion per year, according to an ITC report.  
    Sen. Cantwell has remained a steadfast supporter of free trade to grow the economy in the State of Washington and nationwide. Sen. Cantwell was the leading voice in negotiations to end India’s 20% retaliatory tariff on American apples, which was imposed in response to tariffs on steel and aluminum and devastated Washington state’s apple exports. India had once been the second-largest export market for American apples, but after President Trump imposed tariffs on steel and aluminum in his first term, India imposed retaliatory tariffs in response and U.S. apple exports plummeted. The impact on Washington apple growers was severe: Apple exports from the state dropped from $120 million in 2017 to less than $1 million by 2023.  In September 2023, following several years of Sen. Cantwell’s advocacy, India ended its retaliatory tariffs on apples and pulse crops which was welcome news to the state’s more than 1,400 apple growers and the 68,000-plus workers they support.
    Last week, Sen. Cantwell also delivered a major speech on the Senate floor arguing that the president’s arbitrary tariffs would threaten domestic job creation and economic growth in an Information Age. She outlined a strategy focused on building coalitions, growing exports, and establishing principles to support innovation in the Information Age.
    Sen. Cantwell also voted against advancing the nomination of Howard Lutnick, President Trump’s choice to be Secretary of the Department of Commerce, citing concerns with Lutnick’s support for Trump’s proposed tariffs.     In May 2023, Sen. Cantwell sent a letter urging the Biden Administration to help U.S. potato growers finally get approval to sell fresh potatoes in Japan. In June 2023, Sen. Cantwell hosted U.S. Sen. Debbie Stabenow (D-MI), then-chair of the Committee on Agriculture, Nutrition, and Forestry, in Washington state for a forum with 30 local agricultural leaders in Wenatchee to discuss the Farm Bill.
    In 2022, Sen. Cantwell spearheaded passage of the Ocean Shipping Reform Act, a law to crack down on skyrocketing international ocean shipping costs and ease supply chain backlogs that raise prices for consumers and make it harder for U.S. farmers and exporters to get their goods to the global market.
    In August 2020, during the height of the COVID-19 pandemic, Sen. Cantwell sent a letter to then-Secretary of Agriculture Sonny Perdue requesting aid funds be distributed to wheat growers. In December 2018, Sen. Cantwell celebrated the passage of the Farm Bill, which included $500 million of assistance for farmers, including those who grow wheat.
    In 2019, Sen. Cantwell helped secure a provision in the $16 billion USDA relief package, ensuring sweet cherry growers could access emergency funding to offset the impacts of tariffs and other market disruptions.

    Cantwell Sounds Alarm on Trump Funding Cuts for Lifesaving Biomed Research
    State University is on the front lines of avian flu research – Trump’s NIH cuts could jeopardize pandemic response
    WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Finance Committee, joined the entire Senate Democratic Caucus in sending a letter to U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. expressing serious alarm over the Trump Administration’s recent decisions that threaten to undermine America’s life-saving biomedical research infrastructure, in violation of federal law.
    “This change to NIH’s indirect cost rate represents an indiscriminate funding cut that will be nothing short of catastrophic for the lifesaving research that patients and families are counting on. The Administration’s new policy means that research will come to a halt, sick kids may not get the treatment they need, and clinical trials may shut down abruptly,” the Senators wrote.
    Last week, the National Institutes of Health (NIH) announced it would set the maximum rate for indirect costs to 15 percent—creating a serious funding shortfall for research institutions of all types across the country. This move would dismantle the biomedical research system and stifle the development of new cures for disease.
    This Trump administration action is blatantly illegal as Congress’ bipartisan Labor-HHS-Education Appropriations law prohibits modifications to NIH’s indirect costs. Moreover, Congress specifically included this language in the law after President Trump similarly tried to unilaterally impose a sweeping across-the-board cut for research institutions in his first term – and Congress has included it in every appropriations law since then.
    Research entities in Washington state received $1.29 billion in NIH funding in Fiscal Year 2023, which supports nearly 12,000 jobs and nearly $3 billion in economic activity. A state by state analysis of total NIH funding, jobs supported, and economic activity supported through NIH research is available HERE.
    Earlier this week, Washington state Attorney General Nick Brown joined 21 other attorneys general in filing a multi-state lawsuit in the U.S. District Court for Massachusetts challenging the move. A federal judge in Boston temporarily blocked the NIH rate cut and set a hearing for February 21st.

    Dear Secretary Kennedy,
    We write to express our serious concern with the Trump Administration’s recent decisions that threaten to undermine the nation’s biomedical research infrastructure and set us back generations. The steps the Trump Administration has taken will create a serious funding shortfall for research institutions nationwide, threaten to undermine progress on lifesaving scientific advancements, could cost the U.S. economy billions of dollars, and threaten the livelihoods of hundreds of thousands of workers. 
    As the largest public funder of biomedical research in the world, NIH plays a critical role in sustaining the research infrastructure necessary for scientific breakthroughs in cancer treatment, infectious disease prevention, and medical technology innovation, among many others. President Trump has wreaked havoc on the nation’s biomedical research system in recent weeks. In his first several days in office, President Trump imposed a hiring freeze, communications freeze, ban on travel, and cancellation of grant review and advisory panels that are necessary to advance research. While some of these efforts have been reversed, they continue to cause confusion and miscommunication among researchers and recipients of NIH funds.
    Just last week, NIH announced an illegal plan to cap indirect cost rates that research institutions rely on. In capping indirect cost rates at 15 percent for NIH-funded grants, this policy would cut funding essential for conducting research, such as operating and maintaining laboratories, equipment, and research facilities. This change to NIH’s indirect cost rate represents an indiscriminate funding cut that will be nothing short of catastrophic for the lifesaving research that patients and families are counting on. The Administration’s new policy means that research will come to a halt, sick kids may not get the treatment they need, and clinical trials may shut down abruptly.
    These confusing and harmful policy changes threaten patient safety. The strength of the American research enterprise – recognized as the best in the world – is built on Congress’ bipartisan commitment to supporting essential research infrastructure. This funding, which Congress has long appropriated on a bipartisan basis, fuels groundbreaking medical discoveries and cements the United States’ position as the global leader in biomedical research.
    In addition to the stifling impact on discovering new cures and ripping away treatment from those who need it, changes to NIH policy and communications threaten jobs in all 50 states and the District of Columbia, with everyone from custodians, to research trainees, to scientists facing potential layoffs. NIH research supported more than 412,000 jobs and fueled nearly $93 billion in new economic activity in Fiscal Year 2023. Every dollar the NIH invests in research generates almost $2.50 in economic activity. These reckless policy changes not only threaten biomedical innovation and research, but also the livelihoods of thousands of workers in every state across the nation.
    The Trump Administration has left researchers, universities, and health systems with great uncertainty about whether they can continue to support entire research programs and patient clinical trials across the country. Institutions and grantees nationwide are dealing with an unprecedented external communications “pause” enacted by new leadership at the U.S. Department of Health and Human Services, the lack of transparency regarding the Administration’s illegal funding freeze, and the uncertainty of how new Executive Orders would be applied to their critical work. These actions resulted in NIH freezing grant reviews and cancelling advisory meetings, delaying critical funding that scientists need to continue advancing new cures and treatments. These disruptions do not just slow research – they cost lives.
    The NIH plays a critical role in our nation’s efforts to fund scientific advancements that improve health and save lives. Our standing as a world leader in funding and producing new medical and scientific innovations has been put at risk by these recent actions from the Trump Administration. We urge you to stop playing political games with the lifesaving work of the NIH and to allow NIH research to continue uninterrupted.

  • MIL-OSI USA: Warren, Bonamici Renew Fight Against Misinformation in Pregnancy Care

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) and Representative Suzanne Bonamici (D-Ore.) reintroduced the Stop Anti-Abortion Disinformation (SAD) Act, to crack down on attempts by crisis pregnancy centers (CPCs) to deceive and misinform women seeking reproductive health care. 

    Senators Edward Markey (D-MA), Jeff Merkley (D-Ore.), Patty Murray (D-Wash.), Bernie Sanders (I-Vt.), Peter Welch (D-Vt.), Richard Blumenthal (D-Conn.), Cory Booker (D-N.J.), Catherine Cortez Masto, (D-Nev.), Richard Durbin, (D-Ill.), Mazie Hirono (D-HI) and Ron Wyden (D-Ore.) joined as co-sponsors. 

    CPCs routinely rely on deceptive advertising practices to trick pregnant women into thinking they offer comprehensive reproductive health care, only to discourage them from getting abortions. These deceptive tactics include making false claims about reproductive health care and lying about the risks of receiving an abortion or using certain forms of contraception. CPCs, which are generally not Health Insurance Portability and Accountability Act (HIPAA)-covered entities, have been found to falsely claim to be HIPPA-compliant in order to collect women’s sensitive health information and in some cases even disclose that data to law enforcement. 

    Nationwide, false advertising by CPCs is preventing women from getting the reproductive health care they need. The SAD Act would direct the Federal Trade Commission (FTC) to prescribe rules prohibiting disinformation in the advertising of abortion services. It would also give the Federal Trade Commission authority to enforce these rules and collect penalties from organizations, including CPCs, that violate these rules. 

    Senator Warren and Representative Bonamici first introduced this bill in the 117th Congress. 

    “Fighting back against misinformation and deceptive practices is an important tool to protect access to safe and reliable reproductive care. Reproductive rights are under attack in our country. This bill will help us push back against crisis pregnancy centers’ attempts to undermine a woman’s right to choose,” said Senator Warren.

    “Crisis pregnancy centers further their own anti-choice agenda by taking advantage of people seeking reproductive care,” said Congresswoman Suzanne Bonamici. “Tragically, when CPCs provide false and misleading information about abortion and contraception, patients do not get necessary medical care. The Stop Anti-Abortion Disinformation (SAD) Act will put an end to these unfair and deceptive practices so pregnant Americans can access comprehensive, science-based reproductive care.”

    “Crisis pregnancy centers rely on predatory practices to spread deceptive, misleading information and dissuade patients from receiving necessary health care. Patients deserve objective medical guidance from professionals—not inaccurate, stigmatizing, and even life-threatening information. The Stop Anti-Abortion Disinformation Act stops these centers from interfering with patient care and ensures that patients are receiving all of the information they need to make the best decisions for their health,” said Senator Blumenthal.

    “It is critical that patients seeking reproductive care are given accurate medical advice from a trusted doctor, and not preyed on with misinformation from anti-abortion organizations posing as ‘crisis pregnancy centers,’” said Senator Booker. “This legislation will protect women seeking reproductive health care, including abortion care, from fraudulent clinics and predatory lies.”

    “When women seek reproductive health care, they should be able to trust that their provider is offering comprehensive, factual information.  Efforts by crisis pregnancy centers, many of which use half-truths and false advertising to mislead women about their options, undermine the reproductive rights of women,” said Senator Durbin. “I’m joining Senator Warren and Congresswoman Maloney to crack down on the deceptive practices of crisis pregnancy centers.”

    “Women who need reproductive care need certified, comprehensive health care providers with medical expertise to ensure they can make an informed decision about their health care,” said Senator Cortez Masto. “Crisis pregnancy centers intentionally confuse vulnerable women in a way that can put their health in danger.”

    “As Republicans cut away at access to reproductive care and amplify health disinformation, it is more important than ever to demand the truth. The Stop Anti-Abortion Disinformation Act is crucial for stopping peddlers of mis-and-disinformation in their tracks, so they do not continue to mislead, lie, and scare people from getting the care they need. Abortion care is health care, and every American should be able to access this care safely,” said Senator Markey.

    “MAGA Republicans are on a crusade to destroy reproductive rights nationwide by spewing misinformation and pushing deceptive practices that undermine access to vital reproductive services,” said Senator Merkley. “We need to get politicians and pundits out of the exam room. Our bill ensures that crisis pregnancy centers across the country will not be able to mislead or lie to Americans seeking reproductive health care, including abortion care.”

    “So-called ‘crisis pregnancy centers,’ propped up by anti-choice extremists, are notorious for misleading women about the services they provide and lying to them about their options for evidence-based reproductive health care. CPCs have also been known to deliberately deceive women into thinking their private health information is protected when it’s not, since they aren’t bound by HIPAA like real health care providers,” said Senator Murray. “As Republican state legislatures continue to funnel taxpayer money to these unaccountable anti-abortion centers, it’s more important than ever that Congress cracks down on their deceptive practices–that’s what this legislation is about.”

    “With reproductive rights constantly under threat, it’s vital that people can access reliable and trustworthy abortion care. These people are preying on pregnant women with misinformation and blatant lies about abortion. It’s wrong, and it’s why Vermont passed legislation to hold them accountable for their lies,” said Senator Welch. “Our bicameral legislation follows Vermont’s lead and requires accountability for engaging in deceptive practices that undermine reproductive rights.”

    Attacks Against Public Media Could Threaten New Mexicans’ Access to Vital Local News, Television, and Radio
    Washington, D.C – Today, U.S. Senators Ben Ray Luján (D-N.M.), Edward J. Markey (D-Mass.), and Gary Peters (D-Mich.), members of the Senate Commerce, Science, and Transportation Committee, wrote to Federal Communications Commission (FCC) Chairman Brendan Carr and Commissioner Nathan Simington regarding recent actions taken by the FCC under the Trump administration demonstrating that the FCC is weaponizing its authority over broadcasters and public media for political purposes. 
    Across New Mexico, 15 public media organizations rely on over $5.8 million in grants through the Corporation for Public Broadcasting (CPB) to deliver news, entertainment, and much more to the state’s metropolitan, rural, and Tribal communities. Dismantling the CPB could cut off public media to New Mexico’s most rural areas—including during disasters and emergencies when rural communities rely on public media coverage the most. 
    In the letter the lawmakers wrote, “We write to express our serious concern about the recent actions taken by the Federal Communications Commission (FCC) under Chairman Carr to open or reopen investigations into broadcasting companies without any evidence of wrongdoing in what appears to be an attempt to intimidate broadcasters for political purposes. Specifically, we are concerned by both of your recent assertions that broadcast stations could be investigated over their editorial decision-making, which raises concerns under the First Amendment. Additionally, we are deeply concerned that in just the first two weeks under Chairman Carr, the Commission has reinstated three previously closed complaints against ABC, CBS, and NBC — absent any new evidence — without also reinstating a similar complaint against a Fox broadcasting station. Finally, we are troubled by your announced investigation into PBS and National Public Radio (NPR) member stations without any evidence that these news sources have departed from decades-long practices for sponsorship disclosures. Taken together, these efforts appear politically motivated and designed to punish, censor or intimidate members of the free press based on political disagreement with editorial choices. This weaponization of the FCC is unacceptable. We urge you to immediately cease such conduct and respect the First Amendment. 
    The lawmakers continue, “We urge you both to follow the Constitution, immediately cease abusing the FCC’s legal authority, and return to the evidence-based decision-making that has been a staple of the Commission’s long and storied history.”

  • MIL-OSI USA: Future Women Leaders in Medicine

    Angela McCarthy, a third year medical student at UConn, is already making an impact as a leader in medicine.

    McCarthy is the first UConn medical student elected to serve as president of the American Medical Women’s Association (AMWA) Region 1. In this role, she successfully planned and hosted the association’s Region 1 Conference on January 25. She was elected to her leadership position by medical students across New England.

    “Women now make up over half of medical school classes across the U.S., but we still have work to do to ensure equal representation in leadership roles,” says McCarthy who is from Glastonbury, Conn. “It was an honor for UConn to lead this conference, and I’m grateful for the support that made it possible.”

    The annual meeting’s theme, “Women Supporting Women,” emphasized mentorship, collaboration, and career advancement for women in medicine. The event was sponsored by UConn School of Medicine and its Group on Women in Medicine and Science (GWIMS). The conference brought together over 250 attendees, including physicians, medical students, and premedical students from across New England. Many UConn medical students and UConn undergraduates attended.

    In addition to McCarthy’s leadership in New England for AMWA’s Region 1, UConn medical student Pooja Prasad in the Class of 2026 holds a national position as one of AMWA’s Advocacy Chairs. Also, Connecticut Children’s Division Head of Rheumatology and associate professor of pediatrics at UConn School of Medicine Dr. Barbara Edelheit is the faculty advisor for UConn School of Medicine’s AMWA group. She serves in a national position as chair of AMWA’s Mentorship Committee and was a panelist on the opening Women in Medicine panel of this year’s Region 1 conference.

    “Angela did an incredible job planning and coordinating the AMWA Region 1 conference. She’s truly a standout student leader and a role model,” applauds Edelheit. “I’ve been so lucky to work alongside her and the amazing University of Connecticut medical students in my role as their AMWA faculty advisor. They’re an inspiring, brilliant group of women who are going to make a lasting impact in the world of medicine.”

    Five UConn medical students also moderated panels at the conference, while UConn faculty member Dr. Megan Herbst and second-year UConn medical student Veronica Arroyo Rodriguez developed a hands-on point of care ultrasound workshop for attendees.  The

    The Department of Energy Quantum Leadership Act would authorize more than $2.5 billion for quantum research conducted at DOE
    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senator Steve Daines (R-MT) today introduced bipartisan legislation to expand the United States’ capacity to invest in quantum information science and research and development (R&D) through the U.S. Department of Energy (DOE).  As quantum science, engineering, and technology advances, the DOE Quantum Leadership Act of 2025 would reinvigorate R&D projects at DOE by authorizing more than $2.5 billion in funding over the next five years—well above the $625 million for DOE-related programs laid out in the now-expiredNational Quantum Initiative Act of 2018.  The DOE Quantum Leadership Act would also provide DOE the authority to expand its current quantum R&D initiatives.
    “Between Fermilab and Argonne National Lab, our top-tier universities, and the new Illinois Quantum and Microelectronics Park, our state is poised to be a global hub as quantum computing takes center stage.  I want to keep the momentum going by supporting the Department of Energy, and in turn, Illinois’ quantum researchers, in pioneering quantum technologies that advance computing, security, and connectivity,” said Durbin.  “Senator Daines and I are introducing the bipartisan DOE Quantum Leadership Act to supercharge research, development, and commercialization of quantum technologies—technologies that will grow the medical, financial, and materials industries and create jobs along the way.  With this legislation, we can ensure our DOE facilities are well-equipped to lead the quantum revolution.”

    Direct DOE to study and address quantum supply chain challenges and reduce barriers to commercialization;
    Increase interagency and industry coordination; and
    Establish new programs to support the workforce demands of the growing quantum R&D and commercial ecosystems.
    Joining Durbin and Daines in introducing this legislation as cosponsors are U.S. Senators Chuck Schumer (D-NY), Lisa Murkowski (R-AK), Alex Padilla (D-CA), and Todd Young (R-IN).
    The DOE Quantum Leadership Act is endorsed by the Illinois Quantum and Microelectronics Park, Montana Photonics & Quantum Alliance, the Chicago Quantum Exchange, PsiQuantum, IBM, Quantum Economic Development Consortium, Quantum Industry Coalition, Hewlett Packard Enterprise, D-Wave, EeroQ, MxD, mHub, P33, Montana Chamber of Commerce, Energy Sciences Coalition, University of Chicago, University of Illinois System, Northwestern University, Montana State University, Federation of American Scientists, Computing Research Association, American Physical Society, Optica, and the Chicago Office of the Mayor.
    Durbin has been a strong supporter of pushing quantum research forward.  Last July, he visited MxD in Chicago to discuss integrating quantum technology into manufacturing processes.  He also joined Illinois leaders to announce the new partnership between the Defense Advanced Research Projects Agency (DARPA) and Illinois – Quantum Proving Ground – to promote quantum computing research, development, and manufacturing in the state.  In June 2024, Durbin met with Dr. Stefanie Tompkins, Director of   DARPA, to discuss Illinois’ role in R&D in the defense industry.
    Last summer, Durbin joined Illinois leaders in celebrating the newly-announced location of the Illinois Quantum and Microelectronics Park’s (IQMP) location at USX on the South Side of Chicago and the announcement of the quantum campus’ first anchor tenant, PsiQuantum. Illinois plans to invest $500 million into the new quantum campus to attract Fortune 500 companies and startups in quantum computing.

  • MIL-OSI USA News: Establishing the President’s Make America Healthy Again Commission

    Section 1.  Purpose.  American life expectancy significantly lags behind other developed countries, with pre‑COVID-19 United States life expectancy averaging 78.8 years and comparable countries averaging 82.6 years.  This equates to 1.25 billion fewer life years for the United States population.  Six in 10 Americans have at least one chronic disease, and four in 10 have two or more chronic diseases.  An estimated one in five United States adults lives with a mental illness.

    These realities become even more painful when contrasted with nations around the globe.  Across 204 countries and territories, the United States had the highest age-standardized incidence rate of cancer in 2021, nearly double the next-highest rate.  Further, from 1990-2021, the United States experienced an 88 percent increase in cancer, the largest percentage increase of any country evaluated.  In 2021, asthma was more than twice as common in the United States than most of Europe, Asia, or Africa.  Autism spectrum disorders had the highest prevalence in high-income countries, including the United States, in 2021.  Similarly, autoimmune diseases such as inflammatory bowel disease, psoriasis, and multiple sclerosis are more commonly diagnosed in high-income areas such as Europe and North America.  Overall, the global comparison data demonstrates that the health of Americans is on an alarming trajectory that requires immediate action.

    This concern applies urgently to America’s children.  In 2022, an estimated 30 million children (40.7 percent) had at least one health condition, such as allergies, asthma, or an autoimmune disease.  Autism spectrum disorder now affects 1 in 36 children in the United States — a staggering increase from rates of 1 to 4 out of 10,000 children identified with the condition during the 1980s.  Eighteen percent of late adolescents and young adults have fatty liver disease, close to 30 percent of adolescents are prediabetic, and more than 40 percent of adolescents are overweight or obese.

    These health burdens have continued to increase alongside the increased prescription of medication.  For example, in the case of Attention Deficit Disorder/Attention Deficit Hyperactivity Disorder, over 3.4 million children are now on medication for the disorder — up from 3.2 million children in 2019-2020 — and the number of children being diagnosed with the condition continues to rise.  

    This poses a dire threat to the American people and our way of life.  Seventy-seven percent of young adults do not qualify for the military based in large part on their health scores.  Ninety percent of the Nation’s $4.5 trillion in annual healthcare expenditures is for people with chronic and mental health conditions.  In short, Americans of all ages are becoming sicker, beset by illnesses that our medical system is not addressing effectively.  These trends harm us, our economy, and our security.

    To fully address the growing health crisis in America, we must re-direct our national focus, in the public and private sectors, toward understanding and drastically lowering chronic disease rates and ending childhood chronic disease.  This includes fresh thinking on nutrition, physical activity, healthy lifestyles, over-reliance on medication and treatments, the effects of new technological habits, environmental impacts, and food and drug quality and safety.  We must restore the integrity of the scientific process by protecting expert recommendations from inappropriate influence and increasing transparency regarding existing data.  We must ensure our healthcare system promotes health rather than just managing disease.

    Sec. 2.  Policy.  It shall be the policy of the Federal Government to aggressively combat the critical health challenges facing our citizens, including the rising rates of mental health disorders, obesity, diabetes, and other chronic diseases.  To do so, executive departments and agencies (agencies) that address health or healthcare must focus on reversing chronic disease.  Under this policy:

    (a)  all federally funded health research should empower Americans through transparency and open-source data, and should avoid or eliminate conflicts of interest that skew outcomes and perpetuate distrust;

    (b)  the National Institutes of Health and other health-related research funded by the Federal Government should prioritize gold-standard research on the root causes of why Americans are getting sick;

    (c)  agencies shall work with farmers to ensure that United States food is the healthiest, most abundant, and most affordable in the world; and

    (d)  agencies shall ensure the availability of expanded treatment options and the flexibility for health insurance coverage to provide benefits that support beneficial lifestyle changes and disease prevention.

    Sec. 3.  Establishment and Composition of the President’s Make America Healthy Again Commission.  (a)  There is hereby established the President’s Make America Healthy Again Commission (Commission), chaired by the Secretary of Health and Human Services (Chair), with the Assistant to the President for Domestic Policy serving as Executive Director (Executive Director).

    (b)  In addition to the Chair and the Executive Director, the Commission shall include the following officials, or their designees:

    (i)     the Secretary of Agriculture;

    (ii)    the Secretary of Housing and Urban Development;

    (iii)   the Secretary of Education;

    (iv)    the Secretary of Veterans Affairs;

    (v)     the Administrator of the Environmental Protection Agency;

    (vi)    the Director of the Office of Management and Budget;

    (vii)   the Assistant to the President and Deputy Chief of Staff for Policy;

    (viii)  the Director of the National Economic Council;

    (ix)    the Chairman of the Council of Economic Advisers;

    (x)     the Director of the Office of Science and Technology Policy;

    (xi)    the Commissioner of Food and Drugs;

    (xii)   the Director for the Centers for Disease Control and Prevention;

    (xiii)  the Director of the National Institutes of Health; and

    (xiv)   other members of my Administration invited to participate, at the discretion of the Chair and the Executive Director.

    Sec. 4.  Fighting Childhood Chronic Disease.  The initial mission of the Commission shall be to advise and assist the President on how best to exercise his authority to address the childhood chronic disease crisis.  Therefore, the Commission shall:

    (a)  study the scope of the childhood chronic disease crisis and any potential contributing causes, including the American diet, absorption of toxic material, medical treatments, lifestyle, environmental factors, Government policies, food production techniques, electromagnetic radiation, and corporate influence or cronyism;  

    (b)  advise and assist the President on informing the American people regarding the childhood chronic disease crisis, using transparent and clear facts; and

    (c)  provide to the President Government-wide recommendations on policy and strategy related to addressing the identified contributing causes of and ending the childhood chronic disease crisis.

    Sec. 5.  Initial Assessment and Strategy from the Make America Healthy Again Commission.  (a)  Make our Children Healthy Again Assessment.  Within 100 days of the date of this order, the Commission shall submit to the President, through the Chair and the Executive Director, the Make Our Children Healthy Again Assessment, which shall:

    (i)     identify and describe childhood chronic disease in America compared to other countries;

    (ii)    assess the threat that potential over-utilization of medication, certain food ingredients, certain chemicals, and certain other exposures pose to children with respect to chronic inflammation or other established mechanisms of disease, using rigorous and transparent data, including international comparisons;

    (iii)   assess the prevalence of and threat posed by the prescription of selective serotonin reuptake inhibitors, antipsychotics, mood stabilizers, stimulants, and weight-loss drugs;

    (iv)    identify and report on best practices for preventing childhood health issues, including through proper nutrition and the promotion of healthy lifestyles;

    (v)     evaluate the effectiveness of existing educational programs with regard to nutrition, physical activity, and mental health for children;

    (vi)    identify and evaluate existing Federal programs and funding intended to prevent and treat childhood health issues for their scope and effectiveness;

    (vii)   ensure transparency of all current data and unpublished analyses related to the childhood chronic disease crisis, consistent with applicable law;

    (viii)  evaluate the effectiveness of current Federal Government childhood health data and metrics, including those from the Federal Interagency Forum on Child and Family Statistics and the National Survey of Children’s Health;

    (ix)    restore the integrity of science, including by eliminating undue industry influence, releasing findings and underlying data to the maximum extent permitted under applicable law, and increasing methodological rigor; and

    (x)     establish a framework for transparency and ethics review in industry-funded projects.

    (b)  Make our Children Healthy Again Strategy.  Within 180 days of the date of this order, the Commission shall submit to the President, through the Chair and the Executive Director, a Make Our Children Healthy Again Strategy (Strategy), based on the findings from the Make Our Children Healthy Again Assessment described in subsection (a) of this section.  The Strategy shall address appropriately restructuring the Federal Government’s response to the childhood chronic disease crisis, including by ending Federal practices that exacerbate the health crisis or unsuccessfully attempt to address it, and by adding powerful new solutions that will end childhood chronic disease.

    (c)  The Chair may hold public hearings, meetings, roundtables, and similar events, as appropriate, and may receive expert input from leaders in public health and Government accountability. 

    Sec. 6Additional Reports.  (a)  Following the submission to the President of the Strategy, and any final strategy reports thereafter, the Chair and the Executive Director shall recommend to the President updates to the Commission’s mission, including desired reports.

    (b)  The Commission shall not reconvene, following submission of the Strategy, until an updated mission is submitted to the President through the Executive Director.

    Sec. 7.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI USA: NASA Readies Moon Rocket for the Future with Manufacturing Innovation

    NASA’s Artemis campaign will send astronauts, payloads, and science experiments into deep space on NASA’s SLS (Space Launch System) super heavy-lift Moon rocket. Starting with Artemis IV, the Orion spacecraft and its astronauts will be joined by other payloads atop an upgraded version of the SLS, called Block 1B. SLS Block 1B will deliver initial elements of a lunar space station designed to enable long term exploration of the lunar surface and pave the way for future journeys to Mars. To fly these advanced payloads, engineers at NASA’s Marshall Space Flight Center in Huntsville, Alabama, are building a cone-shaped adapter that is key to SLS Block 1B.

    The payload adapter, nestled within the universal stage adapter sitting atop the SLS Block 1B’s exploration upper stage, acts as a connecting point to secure a large payload that is co-manifested – or flying along with – the Orion spacecraft. The adapter consists of eight composite panels with an aluminum honeycomb core and two aluminum rings.
    Beginning with the Artemis IV mission, SLS Block 1B will feature a new, more powerful upper stage that provides a substantial increase in payload mass, volume, and energy over the first variant of the rocket that is launching Artemis missions I through III. SLS Block 1B can send 84,000 pounds of payload – including both a crewed Orion spacecraft and a 10-metric ton (22,046 lbs.) co-manifested payload riding in a separate cargo compartment – to the Moon in a single launch.
    Artemis IV’s co-manifested payload will be the Lunar I-Hab, one of the initial elements of the Gateway lunar space station. Built by ESA (European Space Agency), the Lunar I-Hab provides expanded capability for astronauts to live, work, conduct science experiments, and prepare for their missions to the lunar surface.
    Before the Artemis IV mission structure was finalized, NASA engineers needed to design and test the new payload adapter.
    “With SLS, there’s an intent to have as much commonality between flights as possible,” says Brent Gaddes, Lead for the Orion Stage Adapter and Payload Adapter in the SLS Spacecraft/Payload Integration & Evolution Office at NASA Marshall.
    However, with those payloads changing typically every flight, the connecting payload adapter must change as well.
    “We knew there needed to be a lot of flexibility to the payload adapter, and that we needed to be able to respond quickly in-house once the payloads were finalized,” says Gaddes.

    The required flexibility was not going to be satisfied with a one-size-fits-all approach, according to Gaddes.
    Since different size payload adapters could be needed, Marshall is using a flexible approach to assemble the payload adapter that eliminates the need for heavy and expensive tooling used to hold the parts in place during assembly.  A computer model of each completed part is created using a process called structured light scanning. The computer model provides the precise locations where holes need to be drilled to hold the parts together so that the completed payload adapter will be exactly the right size.
    “Structured light has helped us reduce costs and increase flexibility on the payload adapter and allows us to pivot,” says Gaddes. “If the call came down to build a cargo version of SLS to launch 40 metric tons, for example, we can use our same tooling with the structured light approach to adapt to different sizes, whether that’s for an adapter with a larger diameter that’s shorter, or one with a smaller diameter that’s longer. It’s faster and cheaper.”  
    NASA Marshall engineers use an automated placement robot to manufacture eight lightweight composite panels from a graphite epoxy material. The robot performs fast, accurate lamination following preprogrammed paths, its high speed and precision resulting in lower cost and significantly faster production than other manufacturing methods.
    At NASA Marshall, an engineering development unit of the payload has been successfully tested which demonstrated that it can handle up to three times the expected load. Another test version currently in development, called the qualification unit, will also be tested to NASA standards for composite structures to ensure that the flight unit will perform as expected.
    “The payload adapter is shaped like a cone, and historically, most of the development work on structures like this has been on cylinders, so that’s one of the many reasons why testing it is so important,” says Gaddes. “NASA will test as high a load as possible to learn what produces structural failure. Any information we learn here will feed directly into the body of information NASA has pulled together over the years on how to analyze structures like this, and of course that’s something that’s shared with industry as well. It’s a win for everybody.”
    With Artemis, NASA will explore more of the Moon than ever before, learn how to live and work away from home, and prepare for future human exploration of the Red Planet. NASA’s SLS (Space Launch System) rocket, exploration ground systems, and Orion spacecraft, along with the human landing system, next-generation spacesuits, Gateway lunar space station, and future rovers are NASA’s foundation for deep space exploration.

  • MIL-OSI USA: NASA’s SPHEREx Space Telescope Will Seek Life’s Ingredients

    Where is all the water that may form oceans on distant planets and moons? The SPHEREx astrophysics mission will search the galaxy and take stock.
    Every living organism on Earth needs water to survive, so scientists searching for life outside our solar system, are often guided by the phrase “follow the water.” Scheduled to launch no earlier than Thursday, Feb. 27, NASA’s SPHEREx (Spectro-Photometer for the History of the Universe, Epoch of Reionization, and Ices Explorer) mission will help in that quest.
    After its ride aboard a SpaceX Falcon 9 from Vandenberg Space Force base in California, the observatory will search for water, carbon dioxide, carbon monoxide, and other key ingredients for life frozen on the surface of interstellar dust grains in the clouds of gas and dust where planets and stars eventually form.
    While there are no oceans or lakes floating freely in space, scientists think these reservoirs of ice, bound to small dust grains, are where most of the water in our universe forms and resides. Additionally, the water in Earth’s oceans as well as those of other planets and moons in our galaxy likely originated in such locations.

    The mission will focus on massive regions of gas and dust called molecular clouds. Within those, SPHEREx will also look at some newly formed stars and the disks of material around them from which new planets are born.
    Although space telescopes such as NASA’s James Webb and retired Spitzer have detected water, carbon dioxide, carbon monoxide, and other compounds in hundreds of targets, the SPHEREx observatory is the first to be uniquely equipped to conduct a large-scale survey of the galaxy in search of water ice and other frozen compounds.

    Rather than taking 2D images of a target like a star, SPHEREx will gather 3D data along its line of sight. That enables scientists to see the amount of ice present in a molecular cloud and observe how the composition of the ices throughout the cloud changes in different environments.
    By making more than 9 million of these line-of-sight observations and creating the largest-ever survey of these materials, the mission will help scientists better understand how these compounds form on dust grains and how different environments can influence their abundance.  
    Tip of the Iceberg
    It makes sense that the composition of planets and stars would reflect the molecular clouds they formed in. However, researchers are still working to confirm the specifics of the planet formation process, and the universe doesn’t always match scientists’ expectations.
    For example, a NASA mission launched in 1998, the Submillimeter Wave Astronomy Satellite (SWAS), surveyed the galaxy for water in gas form — including in molecular clouds — but found far less than expected.

    “This puzzled us for a while,” said Gary Melnick, a senior astronomer at the Center for Astrophysics | Harvard & Smithsonian and a member of the SPHEREx science team. “We eventually realized that SWAS had detected gaseous water in thin layers near the surface of molecular clouds, suggesting that there might be a lot more water inside the clouds, locked up as ice.”
    The mission team’s hypothesis also made sense because SWAS detected less oxygen gas (two oxygen atoms bound together) than expected. They concluded that the oxygen atoms were sticking to interstellar dust grains, and were then joined by hydrogen atoms, forming water. Later research confirmed this. What’s more, the clouds shield molecules from cosmic radiation that would otherwise break those compounds apart. As a result, water ice and other materials stored deep in a cloud’s interior are protected.
    As starlight passes through a molecular cloud, molecules like water and carbon dioxide block certain wavelengths of light, creating a distinct signature that SPHEREx and other missions like Webb can identify using a technique called absorption spectroscopy.
    In addition to providing a more detailed accounting of the abundance of these frozen compounds, SPHEREx will help researchers answer questions including how deep into molecular clouds ice begins to form, how the abundance of water and other ices changes with the density of a molecular cloud, and how that abundance changes once a star forms.
    Powerful Partnerships
    As a survey telescope, SPHEREx is designed to study large portions of the sky relatively quickly, and its results can be used in conjunction with data from targeted telescopes like Webb, which observe a significantly smaller area but can see their targets in greater detail.
    “If SPHEREx discovers a particularly intriguing location, Webb can study that target with higher spectral resolving power and in wavelengths that SPHEREx cannot detect,” said Melnick. “These two telescopes could form a highly effective partnership.”

    SPHEREx is managed by NASA’s Jet Propulsion Laboratory in Southern California for the Astrophysics Division within the Science Mission Directorate at NASA Headquarters in Washington. BAE Systems (formerly Ball Aerospace) built the telescope and the spacecraft bus. The science analysis of the SPHEREx data will be conducted by a team of scientists located at 10 institutions in the U.S., two in South Korea, and one in Taiwan. Data will be processed and archived at IPAC at Caltech, which manages JPL for NASA. The mission principal investigator is based at Caltech with a joint JPL appointment. The SPHEREx dataset will be publicly available at the NASA/IPAC Infrared Science Archive.

  • MIL-OSI USA: Webb Maps Full Picture of How Phoenix Galaxy Cluster Forms Stars

    Discovery proves decades-old theory of galaxy feeding cycle.
    Researchers using NASA’s James Webb Space Telescope have finally solved the mystery of how a massive galaxy cluster is forming stars at such a high rate. The confirmation from Webb builds on more than a decade of studies using NASA’s Chandra X-ray Observatory and Hubble Space Telescope, as well as several ground-based observatories.
    The Phoenix cluster, a grouping of galaxies bound together by gravity 5.8 billion light-years from Earth, has been a target of interest for astronomers due to a few unique properties. In particular, ones that are surprising: a suspected extreme cooling of gas and a furious star formation rate despite a roughly 10 billion solar mass supermassive black hole at its core. In other observed galaxy clusters, the central supermassive black hole powers energetic particles and radiation that prevents gas from cooling enough to form stars. Researchers have been studying gas flows within this cluster to try to understand how it is driving such extreme star formation.

    “We can compare our previous studies of the Phoenix cluster, which found differing cooling rates at different temperatures, to a ski slope,” said Michael McDonald of the Massachusetts Institute of Technology in Cambridge, principal investigator of the program. “The Phoenix cluster has the largest reservoir of hot, cooling gas of any galaxy cluster — analogous to having the busiest chair lift, bringing the most skiers to the top of the mountain. However, not all of those skiers were making it down the mountain, meaning not all the gas was cooling to low temperatures. If you had a ski slope where there were significantly more people getting off the ski lift at the top than were arriving at the bottom, that would be a problem!”
    To date, in the Phoenix cluster, the numbers weren’t adding up, and researchers were missing a piece of the process. Webb has now found those proverbial skiers at the middle of the mountain, in that it has tracked and mapped the missing cooling gas that will ultimately feed star formation. Most importantly, this intermediary warm gas was found within cavities tracing the very hot gas, a searing 18 million degrees Fahrenheit, and the already cooled gas around 18,000 degrees Fahrenheit.
    The team studied the cluster’s core in more detail than ever before with the Medium-Resolution Spectrometer on Webb’s Mid-Infrared Instrument (MIRI). This tool allows researchers to take two-dimenstional spectroscopic data from a region of the sky, during one set of observations.
    “Previous studies only measured gas at the extreme cold and hot ends of the temperature distribution throughout the center of the cluster,” added McDonald. “We were limited — it was not possible to detect the ‘warm’ gas that we were looking for. With Webb, we could do this for the first time.”

    Webb’s capability to detect this specific temperature of cooling gas, around 540,000 degrees Fahrenheit, is in part due to its instrumental capabilities. However, the researchers are getting a little help from nature, as well.
    This oddity involves two very different ionized atoms, neon and oxygen, created in similar environments. At these temperatures, the emission from oxygen is 100 times brighter but is only visible in ultraviolet. Even though the neon is much fainter, it glows in the infrared, which allowed the researchers to take advantage of Webb’s advanced instruments.
    “In the mid-infrared wavelengths detected by Webb, the neon VI signature was absolutely booming,” explained Michael Reefe, also of the Massachusetts Institute of Technology, lead author on the paper published in Nature. “Even though this emission is usually more difficult to detect, Webb’s sensitivity in the mid-infrared cuts through all of the noise.”
    The team now hopes to employ this technique to study more typical galaxy clusters. While the Phoenix cluster is unique in many ways, this proof of concept is an important step towards learning about how other galaxy clusters form stars.The James Webb Space Telescope is the world’s premier space science observatory.   • MIL-OSI USA: Lunar Space Station Module Will Journey to US ahead of NASA’s Artemis IV Moon Mission

    A key element of the Gateway lunar space station has entered the cleanroom for final installations after completing environmental stress tests.

    When NASA’s Artemis IV astronauts journey to the Moon, they will make the inaugural visit to Gateway, humanity’s first space station in lunar orbit. Shown here, technicians carefully guide HALO (Habitation and Logistics Outpost)—a foundational element of Gateway—onto a stand in the cleanroom at Thales Alenia Space in Turin, Italy. The element’s intricate structure, designed to support astronauts and science in lunar orbit, has entered the cleanroom after successfully completing a series of rigorous environmental stress tests.
    In the cleanroom, technicians will make final installations before preparing the module for transport to the United States, a key milestone on its path to launch. This process includes installing and testing valves and hatches, performing leak checks, and integrating external secondary structures. Once these steps are finished, the module will be packaged for shipment to Gilbert, Arizona, where Northrop Grumman will complete its outfitting.

    As one of Gateway’s four pressurized modules, HALO will provide Artemis astronauts with space to live, work, conduct scientific research, and prepare for missions to the lunar surface. The module will also support internal and external science payloads, including a space weather instrument suite attached via a Canadian Space Agency Small Orbital Replacement Unit Robotic Interface, host the Lunar Link communications system developed by European Space Agency, and offer docking ports for visiting vehicles, including lunar landers and NASA’s Orion spacecraft.
    Developed in collaboration with industry and international partners, Gateway is a cornerstone of NASA’s Artemis campaign to advance science and exploration on and around the Moon in preparation for the next giant leap: the first human missions to Mars.

    Ahead of the highly anticipated visit from China’s Foreign Minister Wang Yi, who is due to visit Britain  today (Thursday 13 February) to hold talks with his British counterpart David Lammy in what is being seen as a sign that relations between the countries are ‘normalising’, Felix Jakens, Amnesty’s UK Head of Campaigns, said:

    “With the prospect of resuming a strategic dialogue with China for the first time since 2018, the pursuit of trade must not inhibit frank conversations on human rights, which must be central to any diplomatic engagement.

    “Talk of normalising relations with China, risks a defacto endorsement of the wholly abnormal industrial-scale abuse of human rights Beijing is overseeing across China, Hong Kong and beyond. 

    “David Lammy should be drawing serious red lines, rather than rolling out the red carpet when Wang Yi visits this week. 

    “We need to hear a public and strong condemnation of the brutal suppression of human rights activists, which is not only limited to mainland China or Hong Kong but has also spread to the UK through the transnational targeting of students and activists who speak out here. Hong Kong’s recent issuing of ‘Wild West’-style bounties on activists’ heads in the UK indicates the authorities believe they can intimidate and silence their critics overseas with impunity. It is completely unacceptable to see this sort of international witch hunt on UK soil and the most high-level visit in years must be a time to publicly vocalise UK Government outrage.

    “The Foreign Secretary also needs to forcefully challenge the Chinese government over its systematic, industrial-scale repression of ethnic minorities in Xinjiang and Tibet, including subjecting people to forced labour. 

    “Mr Lammy must also demand the immediate release of Hong Kong and Chinese prisoners of conscience, including British national Jimmy Lai, human rights lawyers Chow Hang-tung and Ding Jiaxi, as well as long-held Uighur economist Ilham Tohti.

    “This is an opportunity to show that the UK will not allow China to buy its silence over human rights concerns.”

    Long arm of Chinese state repression  

     The Chinese authorities routinely target peaceful critics via pervasive online censorship, arbitrary arrest, detention and torture. Human rights defenders, pro-democracy activists and religious leaders and practitioners have been among those subjected to systematic persecution. The widespread repression of ethnic minorities in Xinjiang and Tibet has continued despite significant international criticism. 

    In Hong Kong, journalists, broadcasters and book publishers have been among those prosecuted and imprisoned under the territory’s notorious National Security Law and other repressive legislation, while civil society organisations both in Hong Kong and abroad have faced criminal charges or harassment for their legitimate activities. The long arm of Chinese state repression has meant that Chinese and Hong Kong communities in the UK, other parts of Europe and North America have all suffered various kinds of threats and intimidation, part of a sinister pattern of “transnational repression”

    On 24 December, Hong Kong police announced a third round of HK$1million (about £105,000) bounties for information that would lead to the arrest of six democracy advocates based overseas whom they accused of national security crimes. To date, 19 Hong Kong overseas activists have been targeted, most of whom live in the UK.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Praise Sri Lanka’s Action Plan on Women, Peace and Security, Ask about Legislation on Child Marriage and Domestic Violence

    The Committee on the Elimination of Discrimination against Women today concluded its consideration of the ninth periodic report of Sri Lanka, with Committee Experts praising the State’s national action plan on women, peace and security, and raising questions about the Muslim Marriage and Divorce Act, which permitted child marriage, and domestic violence.

    One Committee Expert said the national action plan on women, peace and security was a positive step in addressing the needs of women in conflict.  Were there plans to conduct a mid-term assessment of the plan?

    Yamila González Ferrer, Committee Expert and Country Rapporteur for Sri Lanka, said that the Muslim Marriage and Divorce Act was amended in 2022, but there were still concerns about elements of the law.  Were there plans to further amend the law, including to ban child marriage?

    Another Committee Expert said at least one in five women in Sri Lanka had experienced violence from an intimate partner, and many did not report it.  What was the timeline for adopting proposed amendments to the Prevention of Domestic Violence Act?  What protections were provided to women victims of violence?

    Introducing the report, Saroja Savitri Paulraj, Minister of Women and Child Affairs of Sri Lanka and head of the delegation, said the Sri Lankan Government was committed to upholding the rights of women and girls and advancing gender equality.  This review held particular significance, as it was the country’s first engagement with an international human rights treaty body since the presidential and parliamentary elections of 2024.

    Ms. Paulraj said Sri Lanka’s first national action plan for women, peace and security for 2023 to 2027 had been launched.  The Government was committed to realising the full promise of the women, peace and security agenda.  The delegation added that the action plan addressed displacement, and women’s protection, security and participation in peacebuilding.  The State party was planning to conduct a review of the implementation of the action plan.

    On the Muslim Marriage and Divorce Act, the delegation said the Government had conducted consultations regarding its amendment.  It was trying to strike a balance between women’s and children’s rights and cultural rights.  Ms. Paulraj added that the Women’s Parliamentary Caucus had suggested setting a minimum age for marriage and establishing a multi sectoral committee to address this issue.

    On domestic violence, the delegation said the Prevention of Domestic Violence Act had been amended; the amended Act would come into force this year.  The Assistance to Victims Act underlined the rights of victims to be treated with respect and privacy, and to request legal, medical and psychosocial assistance.  A toll-free hotline operated by female officers was available for reporting domestic violence.

    In closing remarks, Ms. Paulraj said the Sri Lankan Government had undertaken significant efforts to strengthen women’s empowerment.  It was fully committed to addressing the issues that women faced in the State and would continue to engage with the Committee constructively.

    In her concluding remarks, Nahla Haidar, Committee Chair, said that the State party had shared candidly and transparently the progress made and difficulties it was facing.  She commended the State party for its efforts and encouraged it to implement the Committee’s recommendations for the benefit of all Sri Lankan women and girls.

    The delegation of Sri Lanka consisted of representatives from the Ministry of Women and Child Affairs; Attorney General’s Department; Sri Lanka Police; Ministry of Foreign Affairs, Foreign Employment and Tourism; and the Permanent Mission of Sri Lanka to the United Nations Office at Geneva.

    Presentation of Report

    SAROJA SAVITRI PAULRAJ, Minister of Women and Child Affairs of Sri Lanka and head of the delegation, said the Sri Lankan Government was committed to upholding the rights of women and girls and advancing gender equality.  This review held particular significance, as it was the country’s first engagement with an international human rights treaty body since the presidential and parliamentary elections of 2024 and the formation of the new Government in Sri Lanka.  Sri Lanka was proud to have a member from Sri Lanka in the Committee, Rangita de Silva de Alwis.  Her contribution to this Committee’s work was highly appreciated.

    Ms. Paulraj said she was the first Tamil Member of Parliament elected from the Southern Province, which had a predominantly Sinhala community.  Women’s representation in Sri Lanka’s Parliament had risen from 4.8 to 9.7 per cent with the election of 22 female members in November 2024.  These women included individuals from the working class and marginalised communities, including, for the first time in history, two women from the Malayaga community. 

    Sri Lanka was proud to have its third female Prime Minister, Dr. Harini Amarasuriya.  One of the Government’s key electoral pledges had been to ensure the equal representation of women in Government. Appointing a woman to the post of Deputy Chairman of Committees of Parliament for the first time was another milestone.  The Sri Lankan judiciary also had a high percentage of women at senior levels. Thirty-two per cent of Ambassadors in Sri Lanka were women.  Across all levels of Sri Lanka’s diplomatic service, women were in the majority. During the reporting period, Sri Lanka Police appointed four female Deputy Inspectors General of Police and the first female Director of the Criminal Investigation Department.  Many women had been appointed to the Government’s decision-making councils, commissions and boards.

    The Government had made a policy commitment to reduce the burden of unpaid care work for women. Women played a crucial role in driving the economy in Sri Lanka, with their contributions being essential in generating income across key sectors.  Women made up most of the workforce in industries such as garments, plantations, and as migrant workers.  For the first time, a woman had been appointed as the Chairperson of the Sri Lankan Apparel Exporters Association in the corporate sector.

    The Government had introduced several initiatives to support economic recovery and empower citizens, particularly focusing on women and youth.  One notable proposal was the establishment of a new development bank aimed at providing new entrepreneurs, including rural and disadvantaged women, with loans without the requirement for collateral.  The Sri Lanka Women’s Bureau was the national mechanism implementing projects and programmes for the social and economic development of women from national to grassroots level.

    The Women Empowerment Act of 2024 introduced mechanisms to give effect to the obligations undertaken by Sri Lanka in relation to the Convention, and defined women’s right to equality and non-discrimination.  A key component of this Act was to establish an independent National Commission on Women, and to provide provisions for the appointment of a Woman Ombudsperson on ensuring women’s rights and setting up a National Fund for Women. 

    The Land Development (Amendment) Act of 2022 had brought in provisions to ensure gender equality and non-discrimination in land inheritance.  The Women’s Parliamentary Caucus had suggested setting a minimum age for marriage and establishing a multi sectoral committee to address this issue.

    Addressing sexual and gender-based violence was a key priority for the Government.  It would establish mechanisms to prioritise and expedite the resolution of cases involving sexual offences against women and minors, ensuring that victims received timely redress.  The progress review of the first national action plan to address sexual and gender-based violence for the period 2016-2020 found a 70 per cent level of implementation.  Thereafter, a second plan for the period 2024-2028 was launched in 2024.  This plan focused on prevention programmes in schools, places of work, and community-based initiatives, as well as programmes on engaging men to address gender-based violence. 

    Children and Women Desks had been newly established in police stations, and the Government would also double the allocation for 2025 for the establishment and expansion of shelter homes for women.

    Sri Lanka’s first national action plan for women, peace and security for 2023 to 2027 had been launched.  The action plan was developed through an inclusive process of broad consultations with survivors of conflict and vulnerable women and children.  The Government was committed to realising the full promise of the women, peace and security agenda. 

    Technology-facilitated gender-based violence was another pressing challenge that Sri Lanka was facing.  The Government was working to implement stronger laws and policies to protect individuals from privacy violations, online stalking, and hate speech.  Sri Lanka was a party to the Budapest Convention on Cybercrime, which focused on addressing online and technology-facilitated violence against women.  The Online Safety Act of 2024 aimed to protect the vulnerable sections of the society in line with international standards.

    Sri Lanka was committed to upholding human rights, gender equality, and social justice.  Its foremost priority was to ensure that no one was left behind.  Sri Lankan women had been active participants in the country’s development agenda and the Government was committed to addressing existing challenges and supporting women to carry out this role.

    Questions by Committee Experts

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, said that Sri Lanka’s Constitution established that all persons had the right to live free from discrimination. However, this was not yet a reality. Sri Lanka was in the process of drafting a new Constitution.  Were there plans to incorporate the rights of women and girls into the Constitution? Proposals had been made to reform criminal laws to remove discriminatory provisions affecting women related to marriage. What progress had been made in this regard?

    The national human rights institution had “A” status under the Paris Principles.  What actions had it implemented to protect women’s rights? Were its complaints mechanisms effective?  Were there plans to update the national action plan on human rights?  There were several obstacles limiting the capacity of the judicial system to protect women affected by sexual and gender-based violence and domestic violence.  How was the State party strengthening the judiciary and reducing trial times?

    The death penalty was legal in Sri Lanka.  Although there was a de facto moratorium in place, courts continued to sentence women to death, often not considering mitigating circumstances such as gender-based violence.  Could the State party provide data on women sentenced to death?  Had the Convention been invoked before the courts?

    Responses by the Delegation

    The delegation said that the Constitution guaranteed the right to non-discrimination.  Violations of fundamental rights could be brought before the Supreme Court, which had drawn reference to the Convention in some of its determinations.  In one case, it had held that equality could be seriously impaired when women were subjected to workplace gender-based violence.  The Women’s Commission was mandated to introduce mechanisms to give effect to Convention obligations.

    There were several mechanisms in place facilitating access to justice.  The Legal Commission of Sri Lanka provided free legal services to citizens who had incomes of less than 40,000 rupees.  This threshold did not apply for cases of a domestic nature. The Human Rights Commission and the Women’s Commission were empowered to receive complaints related to human rights violations directly from victims, investigate the matter, and make recommendations.  Financial assistance and counselling were provided to women victims of violence. The Prevention of Domestic Violence Act allowed for victims to make complaints directly to the police.

    Sri Lanka had maintained a moratorium on the death penalty since 1978.  The Supreme Court had intervened in the past to prevent the death penalty from being carried out.  A recent amendment to the Penal Code increased the minimum age from which the death penalty could be applied from 16 to 18 years.

    Many efforts had been made to implement the Committee’s previous concluding observations.  The Government had established a coordinating committee to follow-up on the Committee’s concluding observations, in collaboration with civil society.  In 2022, legislation on marriage and divorce was amended to remove all provisions permitting the marriage of a minor with parents’ permission. Legislation on inheritance had also been revised to remove its gender components.

    Questions by Committee Experts 

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, said that the Muslim Marriage and Divorce Act was amended in 2022, but there were still concerns about elements of the law addressing abortion and rape.  Were there plans to further amend the law?  Was work underway to ensure that authorities could mainstream a gender perspective in measures promoting access to justice?

    Another Committee Expert congratulated the Government on appointing a woman Prime Minister.  Ms. de Silva’s contributions enriched the Committee. The national action plan on women, peace and security was a positive step in addressing the needs of women in conflict.  However, challenges remained in this field.  Were there plans to conduct a mid-term assessment of the plan?  How would the Government ensure accountability for past conflict-related gender-based violence and ensure the rights of victims to protest and mourn publicly?

    Non-governmental organizations faced financial and regulatory obstructions.  How would the State party support women human rights defenders and remove restrictions on the activities of civil society?

    One Committee Expert welcomed measures for increasing the political representation of women, but said the Committee was concerned by the low level of representation of women in public and private life.  She commended the quota of 25 per cent representation for local government bodies, but said this was not in line with the Committee’s recommendation of 50 per cent representation.  The Expert further commended an initiative to enhance the incomes of women in the agricultural sector.  Had this initiative been successful?  What affirmative actions had been implemented in other sectors?

    Responses by the Delegation

    The delegation said the Government had conducted consultations regarding the Muslim Marriage and Divorce Act.  It was trying to strike a balance between women’s and children’s rights and cultural rights, and was working to ensure that the law reflected the views of the people.  There was constant training of police officers and the judiciary on the Convention.  Persons who caused a woman to miscarry, except to save the life of the woman, were punished, but the Government was considering legal amendments in this regard.

    Sri Lanka’s civil society had made important contributions to the protection of human rights.  The window in which civil society could challenge bills had been extended from seven to 14 days.  Freedom of expression, speech and assembly were protected in the Constitution. The Government was committed to protecting the freedom of expression of civil society.  It had simplified administrative requirements for registering non-governmental organizations.  Regulatory measures were needed to prevent non-governmental organizations from engaging in money laundering and financing of terrorism. Complaints could be made regarding infringements of the rights of human rights defenders to the Supreme Court, the National Police Commission, the Women’s Ombudsperson, and the Human Rights Commission, which had produced guidelines on the protection of human rights defenders.

    Women were selected to leadership roles on public bodies on merit.  Their representation was improving.  Sri Lanka had had the world’s first woman Prime Minister.  There was no quota for appointments to roles in the public sector, but over 50 per cent of prosecutors were women.  The Government had conducted several awareness raising campaigns encouraging women’s participation in public life.  Diploma programmes were developed to train women to participate in political roles, and a forum had been held to advocate for increased representation of women in trade unions.  Leadership courses had been held for minority women.  Women’s representation in local government had risen to 25 per cent in 2018, thanks to the quota enacted in 2017.  The Government aimed to increase the representation of women in Parliament and provincial councils to 30 per cent.

    The women, peace and security action plan addressed displacement, and women’s protection, security and participation in peacebuilding.  A steering committee had been established to implement the plan and make policy recommendations.  The State party was planning to conduct a review of the implementation of the action plan.

    The Government was developing a truth and reconciliation process that had the people’s trust.  The Office for Reparations had reviewed more than 6,000 complaints, tracing around 180 missing persons and helping over 4,000 families to access remedies.  Investigation results were accessible to the public.  The national reparations policy was tabled in Parliament in 2022.  It included provisions for memorialisation. The Office provided livelihood support, land rights, housing, psychosocial support and measures to prevent violence.  Payments had been provided for over 11,000 individuals across various categories. An independent body had also been established to conduct investigations into historic violations.

    Questions by Committee Experts 

    A Committee Expert congratulated Sri Lanka on having the first female Prime Minister in the world and on electing its third female Prime Minister.  The State party needed to consider temporary special measures such as quotas to improve women’s representation in various fields.  Would the State party increase its 25 per cent quota for Parliament and other bodies?

    Another Committee Expert said gender stereotypes perpetuated inequalities in Sri Lanka.  What actions had been taken by the State party to promote gender equality in school curricula and tackle gender stereotypes? What was the timeline for amending the Muslim Marriage and Divorce Act to ban child marriage?

    At least one in five women in Sri Lanka had experienced violence from an intimate partner, and many did not report it. Women who sought justice faced discriminatory treatment in the judicial system.  What was the timeline for adopting proposed amendments to the Domestic Violence Act?  How would the State party address barriers to women victims accessing justice?  Were gender courts available in rural areas? What protections were provided to women victims of violence?  Courts did not recognise marital rape and girls over age 16 were not protected from statutory rape.  How would the State party ensure that all girls without exception were protected from rape?

    One Committee Expert welcomed the national action plan to combat trafficking, the Witness Protection Act, and a fund to compensate victims of violence.  Was the unit working to prevent trafficking a militarised unit? Most persons trafficked to the Middle East were female domestic workers.  Traffickers recruited women and girls from rural areas and forced them to work in the commercial sex industry in urban areas.  Law enforcement lacked proper training on identifying trafficking. What measures were in place to ensure the protection of victims who reported trafficking crimes?  Were there efforts being made to reduce the evidence threshold for declaring trafficking crimes?  How did the State party ensure that victims of trafficking were not criminalised?  Did police officers receive training on trafficking and labour rights?

    Responses by the Delegation

    The delegation said the Prevention of Domestic Violence Act had been amended and would come into force this year. The Assistance to Victims Act provided for the establishment of a national authority for the protection of victims and witnesses.  It underlined the rights of victims to be treated with respect and privacy, and to request legal, medical and psychosocial assistance.  Female victims could request investigating officers of a particular gender.

    The police had implemented specialised protective units and a targeted programme that encouraged increased reporting of domestic violence and reduced death rates.  A toll-free hotline operated by female officers was available for reporting domestic violence.

    The National Anti-Human Trafficking Taskforce coordinated police actions to investigate trafficking in persons. The Taskforce included members of various Government departments; it was not a militarised entity.  There was also an anti-trafficking desk within the Ministry of Defence.  The Government operated a shelter for female victims of trafficking, which provided health, food and other support services.  Awareness raising campaigns on the importance of reporting trafficking crimes were in place.  Trafficking in persons was an offence in the Penal Code.  Persons who committed or conspired to commit trafficking offences were liable for a penalty of between three to 15 years imprisonment. 

    Persons who committed rape were punished with imprisonment for no less than seven years, or no less than 15 years when the victim was under 16.  A man who had a non-consensual sexual relationship with a woman who was formerly his wife was criminalised.

    Questions by Committee Experts 

    One Committee Expert asked whether marital rape had been criminalised, and if not, when it would be.  Were there plans to provide specific services for victims of technologically-assisted gender-based violence and to provide training to stakeholders on this issue?

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, asked how awareness raising campaigns promoted the rights of women in vulnerable situations.

    Another Committee Expert said that in 2023, 51 per cent of harmful speech online targeted women.  Women’s rights groups and even the Prime Minister were targeted by online hate speech.  How did legislation protect women and rights groups online?  Some social media platforms had not removed harmful content due to high thresholds for removal.  Did the State party plan to hold these platforms to account to protect women?  Thirty-two per cent of Ambassadors were female, though women made up more than half of the foreign service.  How would the State party support women to become Ambassadors?  Many transgender women faced barriers in accessing residence certificates and the right to vote.  How was the State party addressing these barriers?

    Another Committee Expert said Sri Lankan women who married foreigners faced barriers in passing their nationality to their children.  What measures were in place to ensure that women could transmit their nationality on par with their male counterparts?  Tamil women, women in rural zones, and displaced women often lacked documentation to prove their nationality.  Lesbian, bisexual, transgender and intersex women faced discrimination from police and confronted obstacles in obtaining gender recognition papers.  Children born to foreign parents did not obtain Sri Lankan nationality, raising issues of statelessness for plantation workers.  How was the State addressing these issues?

    Responses by the Delegation

    The delegation said statutory rape was currently rape of persons aged up to 16 years.  Marital rape was not currently criminalised.  The Online Safety Act aimed to promote safety for women and girls online.  The Cybercrime Investigation Unit was tasked with handling all cyber-related complaints, including those related to sexual and gender-based violence and online child exploitation.  It acted swiftly to remove harmful online content, including from social media platforms. Women could submit complaints of online abuse through email and hotlines.  The Act established an independent Online Safety Commission that could issue directives to internet service providers, requiring them to respond to discriminatory online acts.  The Commission could also disable users, remove offending content, and seek internet intermediaries to disclose the identities of offenders.

    Women played a significant role in diplomatic representation at all levels.  They accounted for more than 50 per cent of diplomatic mission staff, so it was likely that women would account for more than 50 per cent of Ambassadors in future.

    Freedom of expression was recognised in the Constitution, but this right was not without limitation.  It could not be used to infringe on the rights of others. Hate speech against political candidates could be reported to the Elections Commission, as well as the Women’s Commission and the Human Rights Commission.

    The conferment of citizenship was previously linked to fathers in legislation; however, this had been amended to allow for citizenship to be conferred by both parents.  Citizenship could be provided to stateless children by the State.  There was no legal impediment to persons obtaining birth certificates.  Tamils of Indian origin would be recognised as Sri Lankan citizens.  The Government was considering programmes to provide permanent residency to members of the Malayaga community, and the members of Parliament from this community could take up this issue in the legislature.  There were measures to identify stateless children and register them. Mobile units were in place that supported birth registration for families living on plantations.

    The family background report system had been criticised as being discriminatory, placing the burden of childcare on women.  In 2022, the Cabinet of Ministers removed the mandatory family background report for women seeking work abroad and lowered the age limit for them.  The Government was supporting access to caretakers for children aged two and above.  It sought to support both women and men to seek work overseas without compromising their family’s welfare.

    Questions by Committee Experts

    One Committee Expert asked whether the Online Services Act was effective.  Had there been any prosecutions under it?  What was the State party doing to implement local elections, which had not been held since 2018, and to support women’s participation in those elections?

    A Committee Expert asked whether the period of free birth registration would be extended.

    One Committee Expert said Sri Lanka had made achievements regarding girls’ education.  Girls’ literacy rate was over 90 per cent, which was much higher than many other countries in the region.  However, child marriages remained a challenge in rural communities and were a major reason for girls dropping out of schools.  The COVID-19 pandemic also affected girls in rural areas, as they had limited opportunities to participate in online education.  The computer literacy rate on plantations was less than half that of other regions. 

    Stereotypes hindered the access of Muslim women and girls to education.  What measures had the State party taken to combat dropouts of girls in primary and secondary education?  What measures were in place to promote gender mainstreaming in education? How did the State party ensure that girls of all religions could access education?  What activities were carried out to prevent stereotypes in education?

    Responses by the Delegation

    The delegation said the Online Safety Act was a new law.  There had yet to be prosecutions under the law.  The related Commission would soon be set up and would be able to investigate complaints.

    Every citizen over the age of 18 who was qualified to be an elector could become one.  Sri Lanka had established an independent Election Commission that could investigate complaints of violations and issue sanctions. The Supreme Court had upheld the right to vote and held that any impediment to such was a violation.  The law on local government elections was being revised; once this had concluded, local elections could be held.

    The education system was committed to ensuring equal access for all students, regardless of gender.  The provision of free school meals and textbooks allowed for girls from poor families to pursue their education.  The State party was committed to reducing the burden that education placed on parents.  Education was compulsory until age 16.  An initiative to provide girls with sanitary pads was implemented in 2024, benefitting 800,000 girls.  Scholarships were provided to girls from low-income families to participate in technology studies.  There had been an increase in the share of girls participating in science, technology, engineering and maths courses in university in recent years; the share was currently 37 per cent.

    Questions by Committee Experts

    A Committee Expert commended the State party for establishing sexual harassment committees and creating a labour complaints mechanism.  Most women worked in the informal sector, where they lacked labour rights and were vulnerable to abuse.  Many informal sector workers lacked access to social security, leave and childcare services. What measures were in place to protect the rights of women in the informal sector?  Did the State party plan to establish mechanisms to allow domestic workers to seek redress in cases of abuse?  Were there plans to extend paid maternity leave to at least 14 weeks and promote shared parental leave?  Were there plans to ratify International Labour Organization Conventions 181, 189 and 190?  The number of Sri Lankan migrant domestic workers had increased in recent years. These workers often faced abuse from their employers.  How were these workers informed about their rights and protected from abuse? 

    Another Committee Expert commended Sri Lanka’s commitment to strengthening public health care. Persistent barriers obstructed women’s sexual and reproductive health rights.  How would State policies address these barriers?  Restrictive laws forced many women to resort to unsafe abortions. What steps had been taken to ensure women’s safe access to abortion?  What measures were in place to prevent forced sterilisation and ensure informed consent? Girls faced challenges in accessing information on contraception, leading to high rates of early pregnancies. What measures were in place to reduce early pregnancies?  Many schools in rural areas lacked proper sanitation facilities, forcing girls to miss school during menstrual periods.  There was also a very high tax of 47 per cent on menstrual products. How was the State party supporting access to sanitation facilities and menstrual products for women and girls?

    Female genital mutilation continued to be practiced in some Muslim communities.  There was no law criminalising female genital mutilation in Sri Lanka.  When would one be developed?  What awareness raising campaigns on female genital mutilation were in place?  Some women experienced obstetric violence during childbirth.  Did the State party intend to implement measures to prevent such practices?

    Responses by the Delegation

    The delegation said women spent more time than men in unpaid domestic work in Sri Lanka.  The Government had taken steps to train care workers to improve the availability of childcare and disability care services for working mothers and reduce the burden of unpaid care work.  Sri Lanka was interested in ratifying International Labour Organization Convention 190.  The necessary amendments had been incorporated into legislation.  The State had also implemented policies to promote women’s employment.  The Minister of Labour and Foreign Employment was conducting consultations with stakeholders to strengthen protections of Sri Lankan domestic workers overseas.  The Women’s Empowerment Act aimed to address the gender pay gap.

    Taxes on sanitary products and baby formula had been removed.  Budgetary allocations had been ensured for sexual and reproductive health services across the country.  All students from sixth grade received sexual and reproductive health education, which addressed preventing unwanted pregnancies.  Medical practitioners who practiced or promoted female genital mutilation were sanctioned.  There were no specific offences on female genital mutilation or obstetric violence, but these acts were prohibited under general legislation on violence.

    Questions by Committee Experts 

    One Committee Expert commended the State party on working to ensure the empowerment of women and girls through the rural employment programme and programmes on digital transformation. What concrete actions were being taken to ensure that vulnerable women and girls were aware of the economic empowerment policies in place?  How was the State party preventing the abuse of women by financial institutions and regulating lending practices?  Had the State party assessed fiscal reforms and their impacts on the rights of women and girls?  How was the State party mitigating the unfair financial burden of tax on women and girls? What measures were in place to increase the representation of women and girls in decision making related to economic empowerment?  What measures were there to support female athletes to overcome structural barriers in sports? 

    Another Committee Expert said female tea plantation workers continued to have less access to Government subsidies and microcredit due to their lack of access to land ownership.  How was this being addressed?  Women with disabilities continued to face stigma and discrimination, and infrastructure was not adapted to persons with disabilities.  How was the State party working to make inclusive education programmes more adapted to persons with disabilities?  There were also persistent hate crimes against lesbian, bisexual, transgender and intersex women.  What measures were in place to prevent such hate crimes?  Same sex sexual acts were criminalised; would they be decriminalised?  What reforms had been made to ensure adequate facilities for women in prisons?  Were women prisoners allowed to live with their young children in prisons?

    Responses by the Delegation

    The delegation said the Government had implemented various welfare measures for persons in poverty.  Around 1.7 million households benefited from welfare support.  There were various Government programmes for empowering women-led households.  The banking system had also provided special loan schemes with favourable interest rates and flexible return policies for women entrepreneurs during the financial crisis.  Banks had offered advisory services and capacity building programmes for women entrepreneurs.  The State had been regulating lending institutions.  Support had been provided to 185 rural women affected by unregulated microcredit schemes.  A socioeconomic protection scheme helped to ease loss of income due to unemployment.

    Sri Lanka had undertaken various initiatives to empower women to engage in technology studies and the digital economy. The national strategy for women’s development promoted women’s digital freedom and security.  Many women entrepreneurs had been trained on digital skills.

    Sanitary facilities in prisons had been improved to ensure a comfortable stay for women, and facilities for children in prison with their mothers had also been improved.  There were plans to establish a separate women’s prison aligned with international standards.

    The police had been instructed on protecting the fundamental rights of lesbian, gay, bisexual, transgender and intersex persons and investigating complaints from these persons.  A bill had been lodged in Parliament on decriminalising same-sex relations.  The Supreme Court had found that there was no barrier to the amendment of this legislation. The bill had yet to be considered due to the dissolution of Parliament.

    YAMILA GONZÁLEZ FERRER, Committee Expert and Country Rapporteur for Sri Lanka, asked whether the law on terrorism could be used to prevent the operation of women’s organizations.

    Another Committee Expert welcomed the State party’s efforts to ensure women’s equal rights in law and family relations.  Had measures been taken to amend the Penal Code to ensure that legislation on statutory rape protected all girls under age 16, including girls over age 12 who were married?  The Committee expected that the State party would address legislation on polygamy. When would the State party revise the family law to allow women to have equal rights to men concerning custody of children?  What was the status of legal amendments seeking to strengthen the rights of widows?

    NAHLA HAIDAR, Committee Chair, said that, while respecting the freedom of belief, the State party needed to work to protect the rights of Muslim women and girls.

    Responses by the Delegation

    The delegation said the law on terrorism had not been used to limit the activities of women’s organizations in recent years.  The law was only used in instances when it was necessary.

    The amended Muslim Marriage and Divorce Act set the age of marriage at 18, but children from age 16 could be married with parental consent.  The previous Cabinet of Ministers had approved the amended bill, and the new Government would consider whether to take this legislation forward.  The Parliamentary Caucus had proposed the establishment of a committee to address the issue of child marriages.

    Concluding Remarks

    SAROJA SAVITRI PAULRAJ, Minister of Women and Child Affairs of Sri Lanka and head of the delegation, said Sri Lanka participated in the review in a spirit of openness.  It appreciated the Committee’s recognition of the progress it had made and the challenges it faced.  The Government had undertaken significant efforts to strengthen women’s empowerment.  It was fully committed to addressing the issues that women faced in the State. Ms. Paulraj thanked the Committee for the constructive dialogue.  The Government was committed to the promotion and protection of the human rights of all Sri Lankans and would continue to engage with the Committee constructively.

    NAHLA HAIDAR, Committee Chair, said that the State party had shared candidly and transparently the progress made and the difficulties it was facing.  The dialogue had helped the Committee to better understand the situation of women and girls in Sri Lanka.  It commended the State party for its efforts and encouraged it to implement the Committee’s recommendations for the benefit of all women and girls in the State party.

    Union Minister Dr. Jitendra Singh, while responding to questions in the Rajya Sabha, outlined India’s robust disaster preparedness including earthquake preparedness as well as disaster management strategies. He emphasized the significant progress made over the years in strengthening the nation’s resilience to seismic activities, particularly in high-risk regions like Gujarat, Uttarakhand, and the Himalayan belt.

    Dr. Jitendra Singh highlighted that following the Gujarat earthquakes, the Gujarat Disaster Management Committee was the first of its kind to be established when Sh Narendra Modi was the Chief Minister and subsequently, inspired by this, in 2005, the National Disaster Management Committee came into existence. The Institute of Seismological Research was first established in Gujarat by Narendra Modi as CM and later as PM he also set up the National Centre of Seismology, reinforcing the country’s scientific approach towards earthquake preparedness.

    The Minister informed the House that in the last decade, seismic observatories have increased significantly. In 2014, there were only 80 observatories, whereas today, their number has grown to 168. This expansion surpasses the progress made in the previous 70 years, ensuring better monitoring and response capabilities.

    In earthquake-prone areas like Kutch, Bhuj, Uttarakhand, and the Himalayan belt, significant preventive measures have been adopted. Dr. Jitendra Singh recalled that in 2016, Prime Minister Narendra Modi proposed a 10-point agenda for disaster risk reduction, aligning with the Vision Document 2047, which envisions an earthquake-resilient India. Regular mock exercises are conducted as part of the preventive strategy.

    Retrofitting of structures has been a major focus post-Bhuj and Kutch earthquakes. Recognizing that nearly 59-60% of India’s geographical area is prone to earthquakes, building code compliance has been strictly enforced. Old buildings are being retrofitted and strengthened to withstand seismic events. Notably, AIIMS New Delhi and Bhuj hospitals were among the first institutions included in the restructuring plan. Moving forward, schools and other sensitive infrastructure will also be integrated into the retrofitting initiative. Financial grants have been sanctioned to support these efforts.

    For the Himalayan region, which is highly vulnerable to earthquakes, early warning systems and a well-defined disaster response framework have been established. Public awareness campaigns have also been a priority. Dr. Jitendra Singh mentioned initiatives such as ‘Aapda Ka Samna’ on Doordarshan, mock drills, and the ‘Homeowners Guide for Earthquake and Cyclone Safety,’ which provides citizens with essential safety measures. Additionally, in 2021, simplified earthquake safety guidelines were introduced, offering comprehensive specifications for statistical and building infrastructure safety under the Building Code of India.

    Regarding Northeast India’s earthquake preparedness, Dr. Jitendra Singh affirmed that it remains a top priority. Several observatories have been installed to monitor seismic activities of magnitude 3.0 and above. Over the past few years, special attention has been given to strengthening disaster resilience in the region. He also underscored that most of the missions and schemes launched in the first 100 days of the Modi Government 3.0 either focus on the Northeast or emphasize technological advancements. Notable initiatives include ‘Mission Mausam’ under the Ministry of Earth Sciences, a semiconductor development mission, and a ₹1,000 crore allocation for space startups. The Minister also noted that Prime Minister Modi has visited the Northeast nearly 70 times in the last decade, demonstrating the government’s commitment to the region’s development.

    Addressing the issue of infrastructure insurance against earthquake-induced damage, Dr. Jitendra Singh informed the Rajya Sabha about the ‘Risk Transfer Mechanism’. This mechanism assesses disaster-related damages and ensures the provision of insurance coverage. He stressed that comprehensive guidelines have been established, and it is the responsibility of relevant agencies to ensure strict adherence to these protocols.

    The Minister reiterated the government’s commitment to enhancing disaster preparedness and resilience across India, leveraging advanced technology, public awareness, and proactive policy measures to mitigate earthquake risks effectively.

    The Governor of Tamil Nadu, Thiru R.N. Ravi, flagged off the train carrying the first batch of Kashi Tamil Sangamam 3.0 delegates—including students, teachers, and writers—today at Dr. MGR Central Railway Station, Chennai. This 10-day-long event is scheduled to take place from 15th to 24th February 2025. Director of the Indian Institute of Technology Madras, Prof. V. Kamakoti and other dignitaries were also present at the event.

    The Union Minister for Education, Shri Dharmendra Pradhan, in a social media message, welcomed everyone to embrace the spirit of ‘Ek Bharat, Shreshtha Bharat’ at Kashi Tamil Sangamam 3.0. He emphasized that the event serves to cherish, celebrate, and strengthen the deep-rooted bonds between Kashi and Tamil Nadu—two enduring centers of culture, civilization, and knowledge.

     

     

     

    The central theme of this edition of KTS will be Maharishi Agasthyar and Mahakumbh and Shri Ayodhya Dham will be the backdrop. The event will offer a divine experience and bring Tamil Nadu and Kashi—the two timeless centres of our civilisation and culture, more closer.

    An exhibition on the different facets of Sage Agasthyar and his contributions to world of Health, Philosophy, Science, Linguistics, Literature, Polity, Culture, Art, particularly to Tamil and Tamil Nadu, etc. and seminars, workshops, book release, etc. will be organised at Kashi during KTS 3.0.

    This year, the government has decided to bring around 1000 delegates from Tamil Nadu under five categories/groups: (i) Students, Teachers, and Writers; (ii) Farmers and Artisans (Vishwakarma Categories); (iii) Professionals and Small Entrepreneurs; (iv) Women (SHG, Mudra Loan beneficiaries, DBHPS Pracharaks); and (v) Start-up, Innovation, Edu-Tech, Research. This year, an additional group of around 200 students of Tamil origin studying in various CUs will be a part of this event to enliven the bond between Kashi and Tamil Nadu. Participation of youth in all categories has been encouraged this year. The duration of the tour for the delegates will be 8 days (4 for travel, 4 at site). The first group left Tamil Nadu today and the last group will return to Tamil Nadu on 26th February 2025.

    The objective of the Kashi Tamil Sangamam is to rediscover, reaffirm, and celebrate the age-old links between Tamil Nadu and Kashi—two of the country’s most important and ancient seats of learning.

    Kashi Tamil Sangamam is being organized by the Ministry of Education, Govt. of India in collaboration with other ministries including Culture, Textiles, Railways, Tourism, Food Processing, I&B etc. and the Govt. of UP. The programme aims to provide an opportunity for scholars, students, philosophers, traders, artisans, artists and people from other walks of life from the two regions to come together, share their knowledge, culture and best practices and learn from each other’s experience. It also aims to make the youth aware and experience cultural oneness. The endeavour is in sync with NEP 2020’s emphasis on integrating the wealth of Indian Knowledge Systems with modern systems of knowledge. IIT Madras and BHU are the two implementing agencies for the programme.

    The Government has so far celebrated the Kashi Tamil Sangamam on two occasions earlier; i.e., for one month in 2022 and for a fortnight in 2023 and around 4000 delegates from Tamil Nadu have been a part of this event. In both the editions of KTS, there were overwhelming responses from people of Tamil Nadu and Uttar Pradesh. IIT Madras will be the sender institution and BHU the receiving institution, as in the earlier editions.

    Union Minister for Education, Shri Dharmendra Pradhan, launched the registration portal for KTS 3.0 on 15thJanuary 2025. The portal for registration was open till 1st February 2025.

    KTS 2.0 was inaugurated by Prime Minister Shri Narendra Modi at Varanasi on 17th December, 2023, with the first-ever real-time, app-based translation of a part of the Prime Minister’s speech in Tamil for the benefit of visiting Tamil delegates.

    Joseph Hiatt has been promoted to park superintendent of Yellow Mountain State Natural Area in Avery and Mitchell counties, the N.C. Division of Parks and Recreation announced. Hiatt is serving as the first park superintendent of the state natural area, which was previously managed by staff at Grandfather Mountain State Park.

    A park superintendent oversees operations and administration at a park and has a wide range of responsibilities that include staffing, law enforcement, planning, resource management, education, and visitor services. At a state natural area transitioning from being managed by another state park, priorities will be hiring staff, monitoring accesses, marking boundaries, and overseeing natural resource projects and conservation efforts.

    Hiatt is being promoted from a ranger position at Chimney Rock State Park. A native of Greensboro, he attended the University of North Carolina at Greensboro and received a bachelor’s degree in parks and recreation management. He worked for the Greensboro Parks and Recreation Department while in college and later also worked in maintenance for Forsyth County Parks and Recreation Department’s Triad Park.

    Hiatt began his career with the division as an environmental education instructor at Haw River State Park, taking a break in between seasons to hike the entire Appalachian Trail. In 2016, he joined Dismal Swamp State Park as a park ranger, before heading out west to Chimney Rock. After a few years there, he was promoted to lead natural resource ranger at the park. Hiatt holds a pesticide applicator license and an intermediate law enforcement certificate. He is also currently serving as the chair of the division’s interpretation and education council.

    “We are thrilled to have a park superintendent at Yellow Mountain State Natural Area, which at nearly 4,000 acres is one of the larger units in the state parks system,” said Deputy Director of Operations Kathy Capps. “Joe’s dedication to natural resource management, education, and law enforcement has been evident in his many years of service for State Parks. We look forward to him taking on the challenge of shaping the future of Yellow Mountain.”

    Yellow Mountain State Natural Area comprises three land parcels spanning two counties and 3,805 acres of mountain landscape near the Tennessee border. Part of the Roan Mountain highlands, it is one of the most biologically diverse areas in the southern Appalachians, home to many rare and endangered species, including the golden-winged warbler. Though the state natural area is named after Big Yellow and Little Yellow mountains, it includes a number of high-elevation heath balds and mountain peaks.

    The state natural area has been open under the management of Grandfather Mountain State Park but has sustained significant damage due to Hurricane Helene. It does not have public facilities, but the division is working on repairing the existing storm-damaged roads and assessing the landscape for potential passive recreation opportunities.

    Enzymes are molecular machines that carry out the chemical reactions that sustain all life, an ability that has captured the attention of scientists like me.

    Consider muscle movement. Your body releases a molecule called acetylcholine to trigger your muscle cells to contract. If acetylcholine sticks around for too long, it can paralyze your muscles – including your heart muscle cells – and, well, that’s that. This is where the enzyme acetylcholinesterase comes in. This enzyme can break down thousands of acetylcholine molecules per second to ensure muscle contraction is stopped, paralysis avoided and life continued. Without this enzyme, it would take a month for a molecule of acetylcholine to break down on its own – about 10 billion times slower.

    You can imagine why enzymes are of particular interest to scientists looking to solve modern problems. What if there were a way to break down plastic, capture carbon dioxide or destroy cancer cells as fast as acetylcholinesterase breaks down acetylcholine? If the world needs to take action quickly, enzymes are a compelling candidate for the job – if only researchers could design them to handle those challenges on demand.

    Designing enzymes, unfortunately, is very hard. It’s like working with an atom-sized Lego set, but the instructions were lost and the thing won’t hold together unless it’s assembled perfectly. Newly published research from our team suggests that machine learning can act as the architect on this Lego set, helping scientists build these complex molecular structures accurately.

    What’s an enzyme?

    Let’s take a closer look at what makes up an enzyme.

    Enzymes are proteins – large molecules that do the behind-the-scenes work that keep all living things alive. These proteins are made up of amino acids, a set of building blocks that can be stitched together to form long strings that get knotted up into specific shapes.

    The specific structure of a protein is key to its function in the same way that the shapes of everyday objects are. For example, much like a spoon is designed to hold liquid in a way that a knife simply can’t, the enzymes involved in moving your muscles aren’t well suited for photosynthesis in plants.

    For an enzyme to function, it adopts a shape that perfectly matches the molecule it processes, much like a lock matches a key. The unique grooves in the enzyme – the lock – that interact with the target molecule – the key – are found in a region of the enzyme known as the active site.

    The active site of the enzyme precisely orients amino acids to interact with the target molecule when it enters. This makes it easier for the molecule to undergo a chemical reaction to turn into a different one, making the process go faster. After the chemical reaction is done, the new molecule is released and the enzyme is ready to process another.

    How do you design an enzyme?

    Scientists have spent decades trying to design their own enzymes to make new molecules, materials or therapeutics. But making enzymes that look like and go as fast as those found in nature is incredibly difficult.

    Enzymes have complex, irregular shapes that are made up of hundreds of amino acids. Each of these building blocks needs to be placed perfectly or else the enzyme will slow down or completely shut off. The difference between a speed racer and slowpoke enzyme can be a distance of less than the width of a single atom.

    Initially, scientists focused on modifying the amino acid sequences of existing enzymes to improve their speed or stability. Early successes with this approach primarily improved the stability of enzymes, enabling them to catalyze chemical reactions at a higher range of temperatures. But this approach was less useful for improving the speed of enzymes. To this day, designing new enzymes by modifying individual amino acids is generally not an effective way to improve natural enzymes.

    Researchers found that using a process called directed evolution, in which the amino acid sequence of an enzyme is randomly changed until it can perform a desired function, proved much more fruitful. For example, studies have shown that directed evolution can improve chemical reaction speed, thermostability, and even generate enzymes with properties that aren’t seen in nature. However, this approach is typically labor-intensive: You have to screen many mutants to find one that does what you want. In some cases, if there’s no good enzyme to start from, this method can fail to work at all.

    Both of these approaches are limited by their reliance on natural enzymes. That is, restricting your design to the shapes of natural proteins likely limits the kinds of chemistry that enzymes can facilitate. Remember, you can’t eat soup with a knife.

    Is it possible to make enzymes from scratch, rather than modify nature’s recipe? Yes, with computers.

    Designing enzymes with computers

    The first attempts to computationally design enzymes still largely relied on natural enzymes as a starting point, focusing on placing enzyme active sites into natural proteins.

    This approach is akin to trying to find a suit at a thrift store: It is unlikely you will find a perfect fit because the geometry of an enzyme’s active site (your body in this analogy) is highly specific, so a random protein with a rigidly fixed structure (a suit with random measurements) is unlikely to perfectly accommodate it. The resulting enzymes from these efforts performed much more slowly than those found in nature, requiring further optimization with directed evolution to reach speeds common among natural enzymes.

    Recent advances in deep learning have dramatically changed the landscape of designing enzymes with computers. Enzymes can now be generated in much the same way that AI models such as ChatGPT and DALL-E generate text or images, and you don’t need to use native protein structures to support your active site.

    AI tools are helping researchers design new proteins.

    Our team showed that when we prompt an AI model, called RFdiffusion, with the structure and amino acid sequence of an active site, it can generate the rest of the enzyme structure that would perfectly support it. This is equivalent to prompting ChatGPT to write an entire short story based on a prompt that only says to include the line “And sadly, the eggs never showed up.”

    We used this AI model specifically to generate enzymes called serine hydrolases, a group of proteins that have potential applications in medicine and plastic recycling. After designing the enzymes, we mixed them with their intended molecular target to see whether they could catalyze its breakdown. Encouragingly, many of the designs we tested were able to break down the molecule, and better than previously designed enzymes for the same reaction.

    To see how accurate our computational designs were, we used a method called X-ray crystallography to determine the shapes of these enzymes. We found that many of them were a nearly perfect match to what we digitally designed.

    Our findings mark a key advance in enzyme design, highlighting how AI can help scientists start to tackle complex problems. Machine learning tools could help more researchers access enzyme design and tap into the full potential of enzymes to solve modern-day problems.

    The global secretariat of the Global Validation Advisory Committee (GVAC) on the validation of elimination of mother-to-child transmission and elimination of viral hepatitis B and C as a public health problem has considered the appointment of four new members to the Committee. The new members bring expertise crucial to viral hepatitis C elimination to the GVAC. With these appointments, the Global Validation Secretariat bolsters the capacity of the GVAC to conduct its mission for assessing whether countries have met the criteria for validation of hepatitis elimination as a public health problem.

    The new members are:

    1. Dr Kimberly Green, Global Director for Primary Health Care (PHC), PATH, United States of America. Dr Green will bring expertise in prevention and service delivery of viral hepatitis.
    2. Ms Rachel Halford, Chief Executive Officer, The Hepatitis C Trust, United Kingdom of Great Britain and Northern Ireland. Ms Halford will bring expertise in civil society, human rights, community engagement and lived experience of hepatitis C.
    3. Dr Ajeet Singh Bhadoria, Additional Professor, Department of Community and Family Medicine, All India Institute of Medical Sciences, India. Dr Singh Bhadoria will bring expertise in epidemiology of liver diseases, patient care and services for viral hepatitis.
    4. Dr Ibou Thior, Senior Technical Adviser, PATH, United States of America. Dr Thior will bring expertise in viral hepatitis research, blood safety and injection safety for prevention of hepatitis C.

    To enhance WHO’s management of conflicts of interest, as well as strengthen public trust and transparency in connection with WHO advisory groups involving the provision of technical advice, the names and brief biographies of individuals being considered for assignment to WHO advisory groups are disclosed for public notice and comment.

    Ross D. MacKinnon, former dean of the College of Liberal Arts and Sciences (CLAS) and Professor Emeritus of geography, passed away from pancreatic cancer at his home in Sonoma, California, surrounded by family, on Jan. 27, 2025, at the age of 82.

    A dedicated leader and scholar, MacKinnon left a lasting impact on UConn and the many students, faculty, and colleagues who had the privilege of working with him.

    As dean of CLAS from 1996 to 2008, he oversaw a period of transformative growth and investment in the College. He played a pivotal role in guiding CLAS through the UConn 2000 capital program, a state-funded initiative that revitalized the University and strengthened its academic foundation.

    Throughout his tenure, he championed major investments in faculty hiring, research, and academic programs. He also spearheaded several multidisciplinary initiatives that continue to shape UConn’s academic community today.

    Among his many accomplishments, he led the creation of the UConn Humanities Institute, which supports humanities scholarship through funding, fellowships, and programming. He was also instrumental in establishing the Human Rights Institute and the Center for Health, Intervention, and Prevention, now known as the Institute for Collaboration on Health, Intervention, and Policy.

    Before joining UConn, MacKinnon served as dean of the Faculty of Social Sciences and professor of geography at the State University of New York at Buffalo. He previously served as head of SUNY Buffalo’s Department of Geography, during which time he strengthened the department’s graduate program and scholarly reputation. Prior to that, he was a faculty member in the University of Toronto’s geography department.

    MacKinnon earned a bachelor’s degree in geography from the University of British Columbia in 1964, a Master of Science in geography from Northwestern University in 1966, and a Ph.D. in geography from Northwestern University in 1968.

    He was a proud Canadian and naturalized U.S. citizen who believed in the promise of America. He loved traveling, sharing a good meal with friends, live jazz, contemporary painting, new plays, UConn men’s and women’s basketball, and the Buffalo Bills. He had a great sense of humor and was quick with encouragement.

    He is survived by his wife, Marilyn Hoskin, and his two daughters, Pam and Caroline MacKinnon.


    His family asks those who wish to honor his memory to take a moment to remember Ross and consider supporting the Dean Ross MacKinnon Endowment for CLAS Graduate Fellows.

    Hot on the heels of the warmest spring on record, Australia is baking through another scorching summer. Heatwaves around the country contributed to the second-warmest January on record. Hot, dry, windy weather again swept across the country this week.

    Finding a home that stays cool in this heat is a real challenge. Homebuyers and renters face two problems: a shortage of heat-resistant homes, and a lack of reliable, independent information about how homes perform in the heat.

    So, how can you avoid buying or renting a “hot box”? Here’s a handy list of 12 features to check next time you’re searching for a place to live.

    Ask these 4 questions before you inspect

    1. Does the house have insulation? Ceiling, wall and underfloor insulation seals the indoor environment, slowing or preventing heat from leaking in or out.

    2. Does it have double-glazed windows? Insulated glass, made from two or more window panes with a space in between, keeps heat out in summer and inside during winter.

    3. How big is the house? Australian homes are among the largest in the world. Cooling a large home with air conditioning can be costly. Check the floor plan to see if you can shut doors and close off internal spaces, so you only cool the parts you need during hot spells.

    4. Has the house had an energy and thermal performance assessment? The Residential Efficiency Scorecard is delivered by the Victorian government on behalf of all Australian governments. The report, undertaken by an accredited assessor, rates a home’s energy use and comfort, and recommends improvements. Other assessments also exist.

    Look for these 8 things during an inspection

    1. Check the colour and nature of external walls, roof and surrounding surfaces. Dark-coloured roofs or walls, and other hard surfaces such as concrete, absorb more heat. This heat builds up during the day and radiates out at night, causing what’s known as the heat island effect.

    2. Look at internal floors and surfaces. Brick walls or concrete surfaces inside can be a good thing, if the hot weather doesn’t last too long. That’s because the home will take longer to heat up. But these heavy materials will also take longer to cool down once the heatwave is over. Good ventilation may compensate for that.

    3. Consider the size and position of windows and doors. Openings on each side of rooms and the house as a whole allows cooling through natural ventilation. You can open up the house and let the cool air flow from one side to the other during the night, or once the cool change comes. Security doors and fly screens will keep insects and potential intruders out.

    4. Is there external shading, such as blinds or greenery? Ensuring windows and walls are shaded on the outside is the best way to keep the heat out, particularly on the west-facing side. Large unshaded glass windows facing north and west can cause the home to heat up in summer. Vertical blinds work well on west-facing windows. On the north side, horizontal shading such as a pergola blocks out the sun in summer – when it is higher in the sky. It also lets the sun in during winter when the sun is lower in the sky, to gently warm the home.

    5. Check for ceiling fans. Ceiling fans cool a home and use little energy. Check how many are installed and where they are located. Ceiling fans are ideal in living spaces, but also work well in bedrooms to help you stay comfortable on hot nights.

    6. Investigate the air-con. If the house has air-conditioning, ask about its age, and look up its energy rating on energyrating.gov.au.

    7. Consider garden spaces. Plants and trees can creating a “microclimate” around your home, keeping it cool. Also look at the landscape beyond the property – a tree-lined street can reduce temperatures and improve thermal comfort during a heatwave.

    8. Note the position of the afternoon sun. Visit potential homes during the mid-late afternoon or check the sun’s path through the home – perhaps using a sun tracking app. If air conditioners are turned on, consider what this might mean for energy bills. What would the home feel like without it? Are there other ways to keep the building cool?

    Setting higher standards

    Most Australian homes perform poorly when it comes to maintaining a comfortable temperature range indoors. This is particularly true for those built before the 1990s, when minimum energy performance standards were introduced. But these standards set a low bar compared with those overseas.

    This, coupled with the absence of requirements for landlords or sellers (except in the ACT) to have the home assessed or declare a rating, means buyers and renters are left in the dark when it comes to making informed choices.

    Renters and lower-income households are at greatest risk of living in a home that is too hot or too cold. The private rental stock in Australia is among the poorest, most uncomfortable housing in the Western world.

    While the ACT has introduced minimum energy efficiency standards for rental properties, standards across the country contain few provisions that promise improved thermal comfort.

    Until the regulatory landscape changes and energy performance must be disclosed, we hope these tips will help you avoid the worst of Australia’s hot boxes.

  • MIL-Evening Report: 3 statistical stuff-ups that made everyday items look healthier (or riskier) than they really are

    Conducting scientific studies is never easy, and there are often major disasters along the way. A researcher accidentally spills coffee on a keyboard, destroying the data. Or one of the chemicals used in the analysis is contaminated, and the list goes on.

    However, when we read the results of the study in a scientific paper, it always looks pristine. The study went smoothly with no hiccups, and here are our results.

    But studies can contain errors, not all of which independent experts or “peer reviewers” weed out before publication.

    Statistical stuff-ups can be difficult to find as it really takes someone trained in statistics to notice something wrong.

    When statistical mistakes are made and found, it can have profound impacts on people who may have changed their lifestyle as a result of the flawed study.

    These three examples of inadvertent statistical mistakes have had major consequences for our health and shopping habits.

    1. Did you throw out your black plastic spoons?

    Late last year, I came across a news article about how black plastic kitchen utensils were dangerous as they could potentially leak toxic flame-retardant chemicals into your food.

    Being a natural sceptic, I looked up the original paper, which was published in the journal Chemosphere. The article looked genuine, the journal was reputable. So – like perhaps many other people – I threw out my black plastic kitchen utensils and replaced them with silicone ones.

    In the study, the authors screened 203 household products (about half were kitchen utensils) made from black plastic.

    The authors found toxic flame retardants in 85% of the products tested, with levels approaching the maximum daily limits set by the Environmental Protection Agency in the United States.

    Unfortunately, the authors made a mistake in their calculations. They were out by a factor of ten. This meant the level of toxic chemicals was well under the daily safety limits.

    In recent weeks, the authors apologised and corrected their paper.

    2. Did you avoid HRT?

    A landmark study raised safety concerns about hormone replacement therapy or HRT (now also known as menopausal hormone therapy). This highlights a different type of statistical error.

    The Women’s Health Initiative (WHI) study involved 10,739 postmenopausal women aged 50-79 recruited from 40 clinical centres in the US. It compared the health of women randomised to take HRT with those who took the placebo. Neither the researchers nor the women knew which treatment had been given.

    In their 2002 paper, the authors reported higher rates of invasive breast cancers in the HRT group. They used a unit called “person-years”. Person-years is a way to measure the total time a group of people spends in a study. For example, if 100 people are in a study for one year each, that makes 100 person-years. If someone leaves the trial after only six months, only that half-year is counted for them.

    The authors showed a rate of 38 invasive breast cancers per 10,000 person-years in the HRT group, compared to 30 per 10,000 person-years in the placebo group. This gives a rate ratio of 1.26 (one rate divided by the other).

    This fairly large increase in breast cancer rates, also expressed as a 26% increase, caused widespread panic around the world, and led to thousands of women stopping HRT.

    But the actual risk of breast cancer in each group is low. The rate of 38 per 10,000 person-years is equivalent to an annual rate of 0.38%. With very small rates like this, the authors should really have used the rate difference rather than the rate ratio. The rate difference is one rate subtracted from the other, rather than divided by it. This equates to an annual increase of 0.08% breast cancer cases in the HRT group – much more modest.

    The authors of the 2002 paper also pointed out that the 26% increase in the rate of breast cancer “almost reached nominal statistical significance”. Almost is not statistical significance, and formally, this means there was no difference in breast cancer rates between the two groups. In other words, the difference between the two groups could have happened by chance.

    The authors should have been more careful when describing their results.

    3. Did Popeye’s spinach change your meals?

    Cartoon character Popeye is a one-eyed, pipe-smoking sailor with mangled English, in love with the willowy Olive Oyl. He is constantly getting into trouble, and when he needs extra energy, he opens a can of spinach and swallows the contents. His biceps immediately bulge, and off he goes to sort out the problem.

    When Popeye ate spinach, his muscles bulged. No wonder sales of spinach rose.

    But why does Popeye eat spinach?

    The story begins in about 1870, with a German chemist, Erich von Wolf or Emil von Wolff, depending on which version of events you read.

    He was measuring the amount of iron in different types of leafy vegetables. According to legend, which some dispute, he was writing the iron content of spinach down in a notebook and got the decimal point wrong, writing 35 milligrams instead of 3.5 milligrams per 100 gram serve of spinach. The error was found and corrected in 1937.

    By then the Popeye character had been created and spinach became incredibly popular with children. Apparently, consumption of spinach in the US went up by a third as a result of the cartoon.

    This story had gained legendary status but has one tiny flaw. In a 1932 cartoon, Popeye explains exactly why he eats spinach, and it’s nothing to do with iron. He says in his garbled English:

  • MIL-OSI USA: Schatz: RFK Jr., Whose Dangerous Lies Fueled Measles Outbreak in Samoa & Caused Preventable Deaths, Unqualified To Lead HHS

    WASHINGTON – Today on the Senate floor, U.S. Senator Brian Schatz (D-Hawai‘i) underscored the troubling record of President Donald Trump’s nominee for Health and Human Services Secretary Robert F. Kennedy Jr., whose efforts in Samoa to deceive families about measles vaccines led to a deadly outbreak that killed more than 80 people, many of whom were young children. Schatz urged his colleagues to vote against RFK Jr. in tomorrow’s confirmation vote.

    “It’s not often that the stakes of a vote to confirm a cabinet nominee are this high. But tomorrow, when we vote on the nomination of Robert F. Kennedy Jr. to be the Secretary of Health and Human Services, the stakes will be life or death,” said Senator Schatz. Mr. Kennedy, in his words, but more importantly in his actions, has proven over and over that he is a unique danger to society. But he’s on the edge of becoming the country’s top health leader with the power to unleash bygone diseases and undermine trust in science for generations to come.”

    “For the first time ever, we will have a Health Secretary who has actively helped cause outbreak instead of to contain them,” he continued. “We’ll have someone in charge of medical research who’s taken every opportunity to undermine science instead of promoting it. We’ll have someone who’s never come across a wacky idea that he didn’t like, whether it’s that antidepressants are causing mass shootings or that chemicals in the water are turning kids gay… Those two things should be immediately disqualifying.”

    Schatz recounted the story of how Kennedy traveled to Samoa in 2019 to discourage people from taking the measles vaccine which ultimately led to an outbreak in which thousands of people were infected and 83, mostly children, died.

    “It is so chilling to contemplate the idea that someone as recognizable as a Kennedy would fly across an ocean to a small, developing country and basically tell everybody, ‘Be afraid of this lifesaving medicine’,” Schatz concluded. “If you think it’s a good idea to leave all of these diseases in the rearview mirror, then this is a very bad person to have running the Department of Health and Human Services.”

Mr. Kennedy, in his words, but more importantly in his actions, has proven over and over again that he is a unique danger to society.

    But he is on the edge of becoming the country’s top health leader, with the power to unleash bygone diseases and undermine trust in science for generations to come. For the first time ever, we will have a Health Secretary who has actively helped to cause outbreak instead of to contain them. We’ll have someone in charge of medical research who has taken every opportunity to undermine science, instead of promoting it.

    We’ll have someone who’s never come across a crazy idea that he didn’t like, whether it’s that antidepressants are the cause of mass shootings or chemicals in the water are turning children gay.

    This is the Secretary of the Health and Human Services Department. Those two things right there should be immediately disqualifying. This should be 100 to 0. This guy used to be a Democrat. This guy was pro-choice. This guy was for clean energy. This shouldn’t be a partisan issue except to say for HHS, you need somebody who has devoted their life and hopefully has some expertise in the area of public health.

    And it’s not just that we didn’t get someone who has expertise in public health. We have someone who has caused disease and death. And I say those words with precision. I understand that both sides of the aisle are prone to exaggerating their case, and being apocalyptic. When we describe a pending vote, I’ve been here for a while, and everything is always the most important vote that we will ever cast.

    And I don’t know if this is the most important vote we’ll ever cast. I do think, gosh, I hope I’m wrong. I really do hope I’m wrong. But I do think this is likely the Cabinet Secretary vote that is likely to age the most poorly, because this person has the potential to actually cause diseases like rubella, like mumps, like measles, like polio, that have been gone for many generations because we have a vaccine regime.

    And I want to tell you what he did in Samoa. In 2019, he flew to Samoa to discourage people from taking the measles vaccine. And the reason was that he wanted to run a quote, natural experiment to see how people would fare against the disease without protections. Now, some of you may know this. My father was the first whistleblower against the Tuskegee experiments in which the United States Public Health Service did a similar thing.

    They knew that penicillin cured syphilis, and they knew that for the most part, untreated syphilis caused death. But the US Public Health Service decided to divide a cohort of African-American men into two parts. One would receive the medicine and be safe and be cured, and another cohort would receive a placebo and not get the lifesaving cure for syphilis.

    And why did they do that? To quote, “observe the disease process”.

    To observe the disease process. So when you when you investigate whether or not a medicine works, there’s a whole process to it, right? The FDA double blind studies all the rest of it. But the basic idea is you’re trying to get to some level of reliability and statistical significance so that you can project out into the population what’s going to work and what’s not.

    Now, the second way to do this is say you can achieve statistical significance until you just let a bunch of people get sick and figure out what happens. The United States Congress, led by someone with whom I served for a couple of years, Tom Harkin, when they found out about the Tuskegee experiments, made a law against the U.S. Public Health Service ever doing that again because it’s immoral.

    It’s bad science. Sure. But more than that, it treated these African-American men as if they were worth experimenting on, as if this this category of human beings in the United States were expendable for scientific research purposes. And that’s exactly what happened in Samoa. And it’s exactly what happened in Samoa.

    6000 people got the measles. 83 people died. 79 of them were kids. It is so chilling to contemplate the idea that someone as recognizable as a Kennedy would fly across an ocean to a small, developing country and basically tell everybody, be afraid of this lifesaving medicine. And it’s saw he did that once and said, I’m sorry I misunderstood or I’m being misunderstood.

    This dude actually sells onesies on his website saying, I think it’s like “unvaxxed and unafraid” for a little baby. This guy has views that are out of the mainstream of, I would guess, 99 out of 100 United States senators. And I do understand the pressure that some of my colleagues are facing. They’re being told if you vote against one Trump nominee, you will be primaried.

    So that’s not a small amount of pressure. But this one, I just promise you, it’s not going to age well.

    Some of my colleagues are expressing reservations in private. And I think that’s better than not expressing any reservations at all. And some of them are getting private assurances from Mr. Kennedy that he does not, in fact, hate all vaccines. He just wants to answer questions and all the rest of it. I am not reassured. I think this person has demonstrated over a pretty long career that he says whatever is convenient in the moment, right?

    This is like an unreconstructed, he’s a Kennedy. He was running for president in the Democratic primary, and now he’s a Trump guy, like ten months later. What does that mean? It means he’s got no core values, right? Like there’s just no way to go from over here to over here politically in such a short period of time, except that he was offered something, and he was offered this job.

    And why does he want this job? Because he’s got a very specific view about public health.

    And I just want to make one other point. The problem of our food system. Right. The problem of the extent to which we subsidize ultra-processed foods that are coming from commodities that are subsidizing the farm bill and causing people to get increasingly diabetic, and all the related health problems that happen related to that. Like, that’s a really legitimate place to do some good bipartisan work.

    And I would love to do that. It’s also not what the HHS secretary does, what the United States Department of Agriculture does, for the most part, and it’s what the Congress does. The problem is the farm bill. The problem is you get what you subsidize. And we are subsidizing all the corn products and all the soy products and all the sugar products that go into the lab tested extra delicious, extra bad for you, extra addictive stuff that is making us all.

    Even though we’re the wealthiest country in human history, a very unhealthy country. And so if that’s all this guy we’re working on, you can count me in. But if your idea of public health has to do with healthy food, has to do with prevention, has to do with understanding that our food system and our agricultural system and our USDA and our farm bill process is essentially broken.

    You don’t actually have to purchase this kind of crazy, evil stuff. You just don’t you don’t have to do it. There’s lots of good people on the food system side. You can work with, work for, cheer on, organize with. But this man is going around… he’s not talking about the COVID vaccine.

    He’s not talking about whether or not it’s appropriate to require masks in public, where Democrats and Republicans are, like, still arguing about stuff like that. He’s talking about stuff that like, if you’re a parent and now you don’t know whether when your kid goes to school, they’ve reached herd immunity for stuff that is like way, way, way generations back in the rearview mirror.

    And so I don’t know if this is going to mark one of the most important public health moments in American history, but I can’t think of another time where we actually have the technology, we have the medicine, we have the science, we have the distribution system, we have the public infrastructure to keep people safe. And we just decide by a vote of 53 to 47 to make people unsafe.

    So Secretary of Defense, DNI, all these are important. Treasury. Every cabinet position is important. It’s going to be a little more challenging to know whether your vote is vindicated in the sweep of history. I think this guy is going to age very poorly in the job, because I think we are going to see bad public health outcomes very, very shortly.

    This really is a matter of life and death. And I understand what I have learned over the last ten days is if Republicans are going to display courage, it’s not going to be on the cabinet. There are a few that have voted, you know, not with their party, but for the most part, like they’re in line, and Trump is going to get his cabinet.

    But let this be a marker for everybody. Let today be a marker for everybody. If you even if you voted for Trump, if you didn’t vote for Trump, if you’re not a voter, it doesn’t matter. If you think it’s a good idea to leave all of these diseases in the rearview mirror, then this is a very, very bad person to have running the Department of Health and Human Services.

  • MIL-OSI Canada: Helping Alberta industry lead the world

    [. However, many of these technologies don’t yet exist, are still early in development or are not yet commercially available. Given our energy leadership, Alberta will continue to lead the way.

    Alberta’s government is investing $55 million from the industry-funded TIER program to help industries, big and small, test and implement the technologies they need to keep leading the world. Delivered through Emissions Reduction Alberta, this funding will help 15 projects develop cutting-edge technologies that could one day be used across Canada and around the world.

    “When it comes to innovation, Alberta’s track record is second to none. This funding will help empower our industry and businesses to develop the new technologies that are in demand around the world. This funding is a win-win: creating jobs, reducing emissions, and strengthening our economy for the benefit of all Albertans.”

    Rebecca Schulz, Minister of Environment and Protected Areas

    This funding will support projects across the economy, including the energy, newsprint, cement, water treatment, dairy and forestry sectors. In total, $46 million will go to 12 projects through Emissions Reduction Alberta’s Industrial Transformation Challenge, with an additional $8.7 million invested in three projects approved through the Partnership Intake Program.

    “By investing in these technologies today, we are helping to maintain Alberta as a global leader in industrial innovation and paving the way for a more sustainable and competitive future across our industries.”

    Funding ranges from $500,000 to $10 million for each project, including:

    • $10 million to help Alberta Newsprint Company make best-in-class energy efficiency upgrades that will reduce costs and improve the mill’s competitiveness.
    • $8.4 million to help Dairy Innovation West advance a new approach for developing concentrated milk products that can be transported with less energy and further processed into other dairy products, increasing the province’s milk-processing capacity.
    • $7.45 million to help the City of Calgary install a first-in-Alberta and second-in-Canada technology to use thermal energy at the Fish Creek wastewater treatment plant.
    • $4 million to help Lafarge Canada explore using calcined clay in cement products, lowering the overall emission intensity of cement while maintaining strength.
    • $3.7 million to help Flash Forest Inc. advance a proof-of-concept that uses drones, AI-based site selection software and ecological science to speed up and improve tree planting and reforestation. 
    • $2 million to help Merlin Plastics develop a commercial-scale operation that will divert hard-to-recycle plastics from landfills or incineration.
    • $700,000 to help TS-Nano Canada test a new product that will more effectively seal oil and gas wells, reducing potential methane leaks and reducing operational costs.

    “With support from the Government of Alberta and Emissions Reduction Alberta, Alberta Newsprint Company will adopt state-of-the-art technologies that significantly reduce its carbon footprint, demonstrating Alberta’s leadership in sustainable manufacturing.”

    Frustrated with which dating app to use? Unable to find “the one”? Spare a thought for some of the animal kingdom, where humanity has hampered their efforts to find a mate.

    Humans have destroyed or polluted animal habitats. But perhaps the most obvious way that we have affected animals is by placing barriers, such as roads, between populations, making it hard for individual animals to reach each other. In response to this habitat fragmentation, reptile and bird species have increased the distances they move by 35% and 50% respectively.

    Here are five more ways that humans have scuppered the love lives of animals.

    Noise pollution causes animals to sing louder

    Song is hugely important for birds and some other animals, as it indicates their fitness – those who sing louder, or more elaborately, are better able to defend territories against rivals and attract higher quality mates. But city-living great tits have to sing at a higher frequency than those in rural areas, in order to be heard over the sound of low frequency urban noises, such as traffic and machinery. They also sing faster, shorter songs.

    And its not just terrestrial animals that have changed their behaviour in response to humans. As oceans are largely dark, most marine animals rely on non-visual cues, such as sound, to help them find food, navigate and attract mates. Although some whale song can be over 180 decibels in volume – comparable to the sound of a rocket launch – and heard thousands of miles away, ocean noises caused by humans can be even louder.

    Not only does noise pollution make it much harder to communicate to potential mates, it has also been linked to more frequent strandings, reduced growth and low fertility in whales and dolphins. Narwhals, for example, have even responded to loud noises by diving deeper into the oceans, using up vital resources that they could be putting into reproducing.

    Human disturbance makes mammals more nocturnal

    Given that humans are daytime dwellers, it’s not surprising that some animals have developed nocturnal habits to avoid coming into contact with us. Animals often practice this sort of risk avoidance, but typically they move in space – away from us. With a reduction in available space, animals are also moving in time.

    Mammals have been found to become more nocturnal in response to human disturbance. This disturbance could be anything from hiking to hunting: animals tend to view all human activity as threatening, whether it is or not.

    For example, large male brown bears become more nocturnal when humans are present. But this creates less competition for food during the day. Consequently, the females stick to their daytime activity, essentially separating the males and females in time, and making it increasing difficult to find a mate that won’t fall asleep on them.

    Introduced species hybridise with locals

    Species that are introduced to areas where they are not usually found, whether on purpose or by accident, often wreak havoc on the native animals, spreading disease and out-competing, or even preying, on them.

    The ruddy duck was unintentionally introduced to Great Britain from North America around 75 years ago, and quickly spread throughout western Europe. After finding their way to Spain, they mated with the endangered white-headed duck, managing to produce fertile offspring and a new hybrid duck. This is pushing the white-headed duck to extinction – not good if you are a white-headed duck looking for love.

    Chemical pollution turns males into females

    Imagine searching for a reproductive partner only to find none of the opposite sex. This is the unfortunate situation some fish have found themselves in.

    Some streams, containing wastewater or effluents, are polluted with synthetic oestrogens from birth-control pills. A study on fathead minnow fish found that increased levels of synthetic oestrogens caused males to have less developed testicles and early-stage eggs. The fish that developed these intersex traits – both male and female characteristics – were found to have fewer and less mobile sperm, which reduced their fertilisation success. This can lead to less sustainable populations, ultimately resulting in extinctions – hardly a good way to find love.

    A rubbish Valentine’s Day gift

    Animals often ingest plastic and other rubbish, or becoming tangled in it. But rubbish isn’t entirely bad news for all animals.

    For instance, birds often use human-made materials when building nests, implying that some species are intentionally using rubbish to show off to members of the opposite sex. One particular species, the satin bower bird, constructs highly ornate bowers – stages where the males show off to the females – decorated with blue items. The more complex the bower, the better the mating success.

    But, as there are relatively few blue items in nature, the males now decorate their bowers with as many bright blue items of human rubbish as possible, including bottles tops, crisp packets, pegs and even blue condom wrappers. So, although humans are making it increasingly difficult for animals to survive and reproduce, for this particular bird, beauty really is in the eye of the beholder.
