  • MIL-OSI Russia: The main works on the renovation of the park in the Teply Stan district have been completed

    Specialists from the Moscow City Services Complex have completed the main renovation work on the park located at the intersection of Teply Stan and Akademika Vinogradova streets. They were carried out as part of improving the transport and pedestrian accessibility of the Generala Tyuleneva station on the Troitskaya metro line.

    “The park’s special feature is its unusual small architectural forms – these are structures that resemble the crown of a palm tree, the “Oasis” swing, the canopy of which also resembles palm branches, as well as round benches and a pergola-arbor. In the spring, seasonal elements will be added to them, such as chess tables. In total, there will be more than 100 small architectural forms in the park,” said the deputy head of the capital’s Department of Capital Repairs

    The park, with an area of 15.1 thousand square meters, is located next to a residential area.

    In addition to the arrangement of convenient approaches and entrances to metro stations, an important task was to create a comfortable urban environment for local residents.

    Nearby is the Sergei Andriaka Academy of Watercolor and Fine Arts. To play on the theme of the institution, the benches in the park were made in the form of multi-colored drops of paint.

    Old worn-out tiles were replaced with new ones on areas with a total area of over four thousand square meters. For comfortable and safe evening walks, 95 modern street lamps of bright yellow color were installed.

    A children’s science playground was created in the play area intended for children aged seven to 12 years. This new development appeared recently. It combines an educational approach with a game format. Children on such playgrounds not only have fun, but also learn something new and become familiar with physical phenomena.

    The park has five themed elements of the scientific playground. By mastering the “Electric Maze” and “Electric Circuit” modules, children learn the principles of electrical engineering. The “Cinema” element fascinates even adults: by rotating the disks and looking into the window, a person immerses himself in the world of illusions created by the movement of the picture. With the help of the “Shadow Theater” element, children can create their own performances, choosing the silhouettes of animals and other images that they want to show. Another element is “Morse Code”, during the game, children can encrypt and transmit a message, and then ask their friends on the intercom whether they understood them correctly.

    In 1941, the main line of the Moscow defense zone passed through the Teply Stan area, workers left for the front from here, and in 2022, a memorial sign dedicated to four divisions of the people’s militia was installed in the park. Patriotic events are now often held here. As part of the improvement, the area around the monument was tidied up.

    In addition, specialists expanded the area around the dry fountain to use this place for various district events. Now there is a decorated New Year tree here.

    In the spring, it is planned to lay a lawn in the park. The soil for it has already been prepared.

  • MIL-OSI: Viridien Awarded a Three-Year Contract by Petroleum Development Oman for Dedicated Seismic Processing Services

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section 1.  Purpose.  As Chief Executive and as Commander in Chief, I am committed to meritocracy and to the elimination of race-based and sex-based discrimination within the Armed Forces of the United States.  No individual or group within our Armed Forces should be preferred or disadvantaged on the basis of sex, race, ethnicity, color, or creed.

    Unfortunately, in recent years civilian and uniformed leadership alike have implemented Diversity, Equity, and Inclusion (DEI) programs and their attendant race and sex preferences within the Armed Forces.  These actions undermine leadership, merit, and unit cohesion, thereby eroding lethality and force readiness.  They also violate Americans’ consciences by engaging in invidious race and sex discrimination.

    Sec. 2.  Policy.  It is the policy of my Administration that the Department of Defense, the Department of Homeland Security with regard to the United States Coast Guard (USCG), and every element of the Armed Forces should operate free from any preference based on race or sex.

    Sec. 3.  Definitions.  (a)  A “DEI office” means an office, division, job, or other unit of an institution established for the purpose of:

    (i)   influencing hiring or employment practices at the institution with respect to race, sex, color, or ethnicity, other than through the use of color-blind and sex-neutral hiring processes; or

    (ii)  promoting differential treatment of or providing special benefits to individuals on the basis of race, sex, color, or ethnicity.

    (b)  The term “gender ideology” has the meaning given to that term in section 2(f) of the Executive Order of January 20, 2025, (Defending Women from Gender Ideology Extremism and Restoring Biological Truth to the Federal Government).

    (c)  The term “divisive concepts” has the meaning given to that term in section 2(a) of Executive Order 13950 of September 22, 2020 (Combating Race and Sex Stereotyping).

    Sec. 4.  Abolishing the DEI Bureaucracy.  The Secretary of Defense and the Secretary of Homeland Security shall abolish every DEI office within the Department of Defense and the Department of Homeland Security with regard to the USCG, respectively, including any vestiges of DEI offices, such as sub-offices, programs, elements, or initiatives established to promote a race-based preferences system that subverts meritocracy, perpetuates unconstitutional discrimination, and promotes divisive concepts or gender ideology.

    Sec. 5.  Department of Defense Internal Review.  The Secretary of Defense shall conduct an internal review that documents actions taken in pursuit of DEI initiatives, including all instances of race and sex discrimination and activities designed to promote a race- or sex-based preferences system.  The report shall be delivered to the Secretary of Defense within 90 days of the date of this order.

    Sec. 6.  Protecting American Values.  (a)  The Department of Defense and the Armed Forces, including any educational institution operated or controlled thereby, are prohibited from promoting, advancing, or otherwise inculcating the following un-American, divisive, discriminatory, radical, extremist, and irrational theories:

    (i)    “divisive concepts,” as defined in section 3(c) of this order, and “race or sex stereotyping,” or “race or sex scapegoating” as both terms are defined in section 2 of Executive Order 13950, as amended;

    (ii)   that America’s founding documents are racist or sexist; and

    (iii)  “gender ideology,” as defined in section 3(b) of this order.

    (b)  The Department of Defense and the Armed Forces shall not hire employees, contractors, or consultants to teach the theories set forth in subsection (a) of this section.

    (c)  The Secretary of Defense and the Secretary of Homeland Security shall carefully review the leadership, curriculum, and instructors of the United States Service Academies and other defense academic institutions associated with their respective Departments to ensure alignment with this order.  In addition, these institutions shall be required to teach that America and its founding documents remain the most powerful force for good in human history.

    Sec. 7.  Implementation.  (a)  The Secretary of Defense and the Secretary of Homeland Security shall issue detailed guidance for the implementation of this order to their respective departments within 30 days of the date of this order.

    (b)  Within 180 days of the date of this order, the Secretary of Defense and the Secretary of Homeland Security shall submit a report through the Deputy Chief of Staff for Policy documenting the progress of their respective Departments in implementing this order, and any recommendations for action to fulfill the objectives of this order.

    Sec. 8.  Severability.  If any provision of this order, or the application of any provision to any person or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other persons or circumstances shall not be affected thereby. 

    Sec. 9.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department, agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

  • MIL-OSI Russia: The anniversary season of the project “Your Move” has started

    The All-Russian student project “Your Move”, which is part of the presidential platform’s line of projects “Russia is a country of opportunity” and is being implemented with the support of the Federal Agency for Youth Affairs (Rosmolodezh), the Ministry of Science and Higher Education of the Russian Federation, announced the start of the anniversary fifth season on Russian Students’ Day.

    Students of NSU and other universities of the Novosibirsk region can take part in both traditional and new competition tracks, including team ones, as well as in updated special projects.

    — “Your Move” is one of the main student projects in Russia, and its scale is growing every year. I know that thousands of students across the country are eagerly awaiting the start of the anniversary season. We are launching five competition tracks, including two new team tracks, one of which is created for regional teams of the project. There are other innovations. For example, teachers, employees and vice-rectors of universities and colleges can now take part in the special project “Your Move x Debate”, and in the special project “Your Move x Improvisation” you can choose one of three directions — become a member of a duet, a curator of a university club or a comedy coach. Let’s make the new season bright and memorable together!” — said Alexey Agafonov, First Deputy General Director of the presidential platform “Russia — Land of Opportunities”.

    The fifth season of the project “Your Move” includes five competition tracks, including two new ones – “Unite” and “Inspire”:

    ● The “I Do” track is aimed at identifying leadership positions among students whose projects involve others in changes in the country. Based on the results of the track, 100 projects will be identified, the leaders of which will receive a prize of 1,000,000 rubles, which can be used to pay for tuition at Russian educational institutions, improve living conditions, or develop their own project.

    ● The “Otkryvayu” (formerly “Pioneer”) track will allow first-year students to make a name for themselves, get acquainted with the opportunities of the student community and the ecosystem of youth policy in the country. Based on the results of the competitive tests, the top 200 winners will be determined, who will receive a prize from the project for the next six months of study. The track was launched for the first time last season, more than 35,000 applications were received for participation in it, and this year, for the first time, students of secondary vocational education will be able to take part in it.

    ● The team track “Unite” is intended for students of higher education institutions – members of youth organizations. It is designed to create a unified student community and involve students in social activity.

  • MIL-OSI China: Shawo radish industry fuels rural revitalization in N. China

    Rows of green Shawo radishes are growing well in a technology demonstration base covering an area of around 50 mu (about 3.33 hectares) in the suburb of north China’s Tianjin Municipality.

    It is currently the peak sales season for Shawo radishes, and most of the radishes in the greenhouses at the base are in cold storage, waiting to be distributed nationwide.

    “Via the Internet of Things and sensors in the greenhouses, the amount of watering, the temperature, humidity and light can be managed intelligently, increasing the quality of the radishes. The process of growing the radishes including seed selection, planting and maintenance is recorded in the smart system,” said Hao Lihong, general manager of Guli farm, an agricultural supply chain cooperative in Tianjin.

    Hao said that the smart planting technology would soon be introduced to more than 10 greenhouses in the area — allowing local farmers to plant in an automated way by using mobile phones.

    The Shawo radish is named after its growth localities in Xiaoshawo Village and Dashawo Village in Xinkou Town, Tianjin’s Xiqing District. Local Shawo radish growing dates back more than 300 years. The soil in these areas is sandy near the surface and sticky deeper down — making radishes grown there both crisp and sweet.

    In 2024, in order to promote the development of the Shawo radish industry, the district government made a plan and cooperated with towns, villages and enterprises to produce a well-known Shawo radish brand.

    “In the past, the radish planting here lacked both scale and standardization. The production facilities were old, while seeds were not standard. The taste of radishes grown by different people was different, which restricted the brand-inheritance potential of the Shawo radish,” Hao said.

    Notably, Guli farm and Dashawo Village have strengthened their cooperation efforts since last year. More than 300 contracted farmers have enjoyed technical training and guidance from experts with Tianjin Academy of Agriculture Sciences. They also did not need to find the sales channels by themselves, but instead sold radishes directly to Guli farm.

    Thanks to this cooperation model, Sun Guoqiang, a 62-year-old living in Dashawo Village, has benefited a lot. “The peak sales season for Shawo radishes is from December to February of the following year. By the end of 2024, all 25,000 kilograms of Shawo radishes in my five greenhouses had been purchased by Guli farm, earning me roughly 100,000 yuan (about 13,638 U.S. dollars),” Sun said.

    The price of the radishes has more than doubled compared with 2023, and Sun plans to expand his planting area this year to make even more money.

    In recent years, marketing activities to promote the Shawo radish brand have been implemented, boosting sales. In addition, a special promotion meeting focused on the Shawo radish was held in Beijing, while many Chinese cities including Changsha, Hangzhou and Guangzhou hosted exhibitions, where visitors could get a closer look at this special radish variety. Online and offline sales channels for this brand have been expanded recently, serving as another boost for the Shawo radish industry.

    “In 2024, we made a lot of efforts to expand the sales chain of Shawo radishes, and enhance their popularity and reputation through brand building and cultural tourism activities,” Hao said.

    This year, the company will cooperate with enterprises in the Guangdong-Hong Kong-Macao Greater Bay Area to help farmers sell Shawo radishes to buyers in Hong Kong and Macao, Hao added.

    The Shawo radish industry has had a significant impact on Xinkou Town, boosting rural revitalization there.

    At present, the town has planted Shawo radishes across an area of about 7,000 mu — which is expected to yield an estimated output of around 32.5 million kilograms and an estimated sales value of 250 million yuan.

    According to Zhao Jun, the town’s Party secretary, the town plans to expand the cultivation scale of Shawo radishes and strengthen the development of both deep processing of agricultural products and tourism, adding that they would also try to make the Shawo radish industry a good model of rural revitalization by continuously extending the industry chain and strengthening the Shawo radish brand.

  • MIL-Evening Report: Here’s what ‘deep listening’ can tell us about the natural world and our place in it

    Have you ever taken the time to stop and listen to nature? Deeply, quietly and patiently?

    If not, don’t worry, there’s still time to learn. Deep listening is a skill that can be developed.

    There’s much more to it than simply recognising the call or song of a particular species. To listen deeply to nature is to become aware of behaviours, relationships and patterns of interaction between multiple species, and to learn from what we hear.

    This is what Indigenous people have been doing for many thousands of years, in Australia and overseas.

    Under the supervision and guidance of Indigenous knowledge holders of Karulkiyalu Country, my PhD research, explores ways to embed this Indigenous approach to deep listening in Australia’s education system.

    The project builds on previous work showing positive results for student and teacher wellbeing, as well as an increased understanding of and desire to care for the natural world.

    What is deep listening?

    If you’d like to try deep listening, take some time to visit a natural place and find a quiet spot where you won’t be disturbed. Turn off your electronic devices.

    Close your eyes, and extend your sense of hearing into the landscape around you. Try focusing your listening in each direction, then above and even below. How far you can hear?

    At first you will hear the voices of individual creatures, perhaps one then another. After a while, you may begin to notice interactions and patterns of communication between them. Be curious. Does one respond to another? How, and why?

    Hearing all the interconnected activity going on around you in that moment can help you comprehend the living system as a whole.

    What can we learn from nature by listening?

    People often simplify complex relationships down to perceptions of either cooperation or competition.

    But listening to nature affirms that cooperative partnerships play a far greater role than meets the eye. Relationships between species that accommodate each other’s needs are ubiquitous throughout the biosphere.

    For instance, multiple species of birds forage efficiently and safely in mixed flocks, by communicating and alerting each other to information about food and threats. This practice of foraging collectively is so worthwhile it’s encountered the world over.

    Listening to the animated twittering of these flocks – which continually communicates and affirms each bird’s location – reminds us how beneficial cooperation can be. More importantly, cooperation is most advantageous when it embraces diversity.

    Addressing the existential threats facing humanity will require cooperation and collaboration on a massive scale. Many of these threats are interlinked. They tend to resist independent solutions and need to be tackled together.

    So there is an urgent need to embrace and celebrate our differences. Listening to mixed-species flocks reminds us that diversity can be a source of great strength.

    Listening can also tell us about competitive interactions, particularly between members of the same species.

    In the morning twilight of the breeding season, songbirds join the dawn chorus – singing with repertoire and behaviours not heard at other times of day or year. It’s also clear they are listening to each other.

    At dawn, songbirds use formal vocal interactions to negotiate their most essential relationships. These include defining home ranges, establishing and maintaining pair bonds, acknowledging neighbours and affirming community identities.

    In this way, the dawn chorus is a sonic expression of a widespread principle in nature: that while the potential for competition exists, life-threatening aggression is risky, inefficient and costly.

    Many animals have developed specialised behaviours to sort out their relationships and status while minimising the risks of serious harm. For instance “boxing” kangaroos engage in scrapping or sparring rather than injurious fighting.

    While these physical behaviours are found widely throughout the animal world, songbirds have evolved their own trick: they use song to negotiate their interactions. Listening to them singing at dawn reminds us that competitive behaviours and aggression are not advantageous. Negotiation, mutual acknowledgement and respect are more successful ways of living.

    Educational possibilities from listening

    Learning through deep listening was integral to the education system in Australia for thousands of years. It allowed First Nations peoples to understand the ecological community around them and how to live with these groups of species.

    In this education system, Country and Earth-Kin, (such as plants and animals) were both central knowledge holders and teachers. Humans (primarily grandparents) provided support for childrens’ learning from these knowledge holders. In this way children came to know, understand and care for land.

    People and Country flourished through this way of learning. Australia became home to the longest continuing cultures in human history.

    Research is demonstrating how this old teaching and learning method can work in modern schooling. More than 120 educators across the ACT are involved in the Country as Teacher project. Cultivating a practice of deep listening to Earth-Kin and Country helped teachers and students develop an improved sense of wellbeing, as well as knowledge and understanding of the places they live.

    The research argues that teachers first need to cultivate their own practice of listening. Then they can embed this process in their approach to education. By slowing down, developing nuanced awareness, following curiosity, listening empathically to other beings and opening to being affected emotionally, teachers can cultivate their own deeper sense of care, appreciation and understanding. From their personal listening journey, educators can then facilitate these experiences for their students.

    Deep listening to Earth-Kin or Country as Teacher offers an old and new pathway to return to a valuable and important way of being for our schools and society.

    This path offers us the chance to come to appreciate and care for the ecological communities of the Earth. Through listening we can learn the ways in which species across the Earth adapt, survive and thrive, providing guidance for our own cultures as we confront increasing social and environmental uncertainty.

  • MIL-OSI USA: The science of the “X-ray vision” that reveals the magma beneath Yellowstone

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Scott K. Johnson, Science Communication Associate at EarthScope Consortium.

    Jeopardy is unique for its question-to-the-answer format, with contestants using a clue like “this animal starred in a 1975 Steven Spielberger film and can constantly regrow lost teeth” to correctly respond “what is a shark?” The geophysical techniques that allow us to image the magma beneath Yellowstone―as in a recent study that provided a view of multiple separate magma reservoirs― work similarly. These studies are often of great public interest, producing visuals that are (relatively) easy to understand. But how exactly do they work?

    This example shows areas where seismic waves travel more quickly in blue, and slower areas in red, beneath the western United States.     Seeing below the surface is the realm of tomography―in medical imaging, the “CT” in “CT scan” stands for Computed Tomography―which can be done in several ways. The most common method uses shaking measured by seismometers to reveal variations in the physical properties of the Earth.

    The similarity to Jeopardy is that these techniques work backwards―what we call “inversion.” Because we can’t directly take a measuring tape underground and inspect a magma reservoir, we have to rely on the fact that this magma reservoir can affect measurements of other things, like seismic waves that pass through. If we knew exactly what was underground, we could pretty clearly predict its effect on the seismic waves reaching nearby seismometers. But instead, the inverse solution is to take the pattern of measured seismic waves and work backwards to find a plausible model of the conditions underground that would cause that pattern.

    It’s a bit like working out where a traffic jam is occurring in town based solely on how late each of your coworkers arrives home at the end of the workday. Knowing that they all left work at 5:15, and knowing which part of town each one was headed for, you could probably figure out where the slowdown is based on the fact that two people were delayed 15 minutes, one was delayed 5 minutes, and one experienced no delay at all.

    In fact, a common method of seismic tomography involves measuring the travel time for seismic waves from earthquakes and noting where they arrive at seismometers “late.” This allows us to map out regions of rock where seismic waves travel more quickly or more slowly. That information can then be turned into estimates of physical properties like temperature, rock type, density, or the presence (and amount) of magma. The more seismometers recording data and the more earthquakes that are measured, the better the resolution of the map.

    The same idea can be applied in other ways to seismic data. We can look at the details of the wiggles on the seismometer rather than just their arrival time, for example, seeing which areas of the Earth dampen the seismic waves and which ring like a bell. Or we can replace the earthquake with another source of shaking energy, like a truck-mounted piston that thumps the ground, the constant background din of a busy highway, or even the global noise created by ocean waves. Through different approaches, we can image something local, like a magma reservoir, or we can image the entire planet―this is how we know about the properties of the mantle, outer core, and inner core of the Earth.

    The recent image of Yellowstone’s magma system was created from yet another kind of data. Instead of using seismometers that measure shaking, magnetotelluric instruments were used to measure the electrical conductivity beneath the ground.

    The Sun’s energy and also lightning around the world induce electrical and magnetic fields within the Earth, but the strength of these fields varies from place to place depending on the conductivity of the material beneath the surface. And since measurements at different frequencies relate to the conductivity at different depths, we can collect quite a lot of information through magnetotelluric measurements. Magma has a much higher conductivity than solid rock, so the magnetotelluric technique is of obvious use around volcanoes.

    The inversion in the case of magnetotelluric data works out the 3-D pattern of conductivity underground that can explain the measurements made at the surface. And again, the more surface measurements you have close together, the more detailed the 3-D image becomes.

    All kinds of tomography have been employed at Yellowstone to give us a much richer understanding of the magma system that lies beneath the ground. Similar studies have been done at other volcanoes as well—like Mount St. Helens. Even on a much smaller scale, these techniques have been used to image the hot-water “plumbing” beneath individual geysers in Yellowstone, giving us insights into the reasons for their behavior.

    Permanent monitoring networks of instruments like seismometers around Yellowstone help make this possible―sometimes supplemented by temporary additions of even more instruments for higher-resolution imaging. The end result is a better understanding of what the system looks like beneath the surface, how it works, and how it may behave over time, which is critical to the mission of keeping people out of harm’s way―out of jeopardy, you might say.

  • MIL-OSI USA: New study finds deer hunting can help keep chronic wasting disease in check

    BOZEMAN, Mont. — Hunting greater numbers of male deer can slow the spread of chronic wasting disease, a lethal wildlife disease, according to a new study by the U.S. Geological Survey and the Wyoming Game and Fish Department.

    Chronic wasting disease is caused by a misfolded protein called a prion, and infection leads to neurological problems, starvation, and eventually, death. The disease affects animals in the deer family, including deer, elk and moose. Chronic wasting disease is 100% lethal and highly contagious. It has rapidly spread across the U.S. since it was first discovered in the 1960s. It is now found in at least six countries, four Canadian provinces and 35 U.S. states.

    Chronic wasting disease outbreaks are a serious concern for wildlife managers because members of the deer family are economically, culturally and ecologically important. The disease has been implicated in declines of deer and elk in several states, including in Wyoming mule deer herds where the number of animals infected can exceed 50%. The disease spreads easily through the environment from infected deer droppings, urine and saliva, and there are no vaccines or treatments, making it difficult to control. One potential tool is hunting, which might reduce the number of infected animals within a population and slow down the spread of the disease. Many states are now working to increase hunting levels in an effort to slow the spread of disease. However, hunting-based strategies are not always effective and can be controversial. Despite the interest in this management tool, there is still little real-world evidence of its effectiveness.

    The study’s authors examined chronic wasting disease trends in 10 different mule deer herds across central and eastern Wyoming, which varied in hunting pressure. They analyzed 20 years of data gathered by Wyoming Game and Fish Department to understand whether increasing hunting pressure was effective at controlling the disease.

    “We found that harvesting a high proportion of the adult males in the herd – around 40% every year for 20 years, is expected to keep chronic wasting disease infections at low numbers,” said Wynne Moss, lead author and USGS scientist. If this high level of hunting pressure is applied consistently (over 20 years), less than 5% of the males on average are expected to be infected. On the other hand, a lower level of hunting pressure, such as 20% of adult males harvested per year, would result in a much higher prevalence of around 30% infected.

    The study also showed that harvesting a high number of males over a shorter period – 3 years in a row — still slowed the rate of disease spread within a population but was not as effective as harvesting high numbers over a multiple decades.

    “Our results suggest that the use of hunting is a promising, scientifically supported way to manage chronic wasting disease; however, it is important to note that this approach is more likely to slow the disease down than eradicate it,” said Paul Cross, co-author on the study and USGS scientist. “This study provides important evidence about the effects of hunting on wildlife disease management for deer.”

    The paper was published January 21 in Ecological Applications.

  • MIL-OSI Submissions: Africa – Millions at Risk as Conflict Escalates in Eastern Democratic Republic of the Congo: PHR

    January 27, 2025 – In response to the escalating conflict in eastern Democratic Republic of the Congo (DRC), the following quote is attributable to Sam Zarifi, JD, executive director of PHR:

    “Civilians in DRC are again caught between regional rivals fighting for power and mineral resources, and hundreds of thousands of people have been displaced in recent weeks alone, adding to the seven million already forced to flee due to this crisis. The conflict in DRC has been ignored for too long – DRC and Rwanda must work together, with assistance from their neighbors, the African Union, and the United Nations, to ensure the civilian population is protected and has access to vital aid.  

    “PHR calls on all combatants to comply with international humanitarian law and international human rights law. Fighters must also respect and protect the area’s many internally displaced persons (IDP) camps, which are acutely vulnerable. Bombs have already fallen on some IDP sites while the M23 has reportedly forced residents to flee other camps. The M23 and Rwandan Defense Forces (RDF) have ordered the demolition of all displaced persons camps. International actors must surge humanitarian aid to the region, as millions of people are facing a humanitarian crisis.  

    “We are also alarmed by emerging reports of indiscriminate attacks impacting health care facilities and personnel, including rockets and gunshots that hit facilities connected to the Masisi General Referral hospital in North Kivu province, as well as attacks on hospitals in Goma like Hospital de la Charité and Hospital Virunga. Health workers must be protected as they respond to the mounting health care needs of their communities, including urgent threats from malaria, measles, and mpox.

    “Massive attacks on the region by the M23, which has been found by the UN to be under the control of Rwanda, threaten a human rights and humanitarian catastrophe.  The entire Kivu region could very quickly come under control of a militia that has been widely documented as responsible for atrocities over many years.

    “PHR recently published research documenting the health and human rights emergency in eastern DRC, including a ‘massive influx of cases’ of conflict-related sexual violence against children and adults. PHR has worked in DRC for the past 14 years to support survivors of conflict-related sexual violence and to help end impunity for these crimes. The ongoing escalation in the conflict has drastically heightened the risk of conflict-related sexual violence in the days ahead.”

    In a speech on the Senate floor, Durbin warns that Robert F. Kennedy Jr.’s dangerous and irresponsible views could jeopardize children’s health
    WASHINGTON – In a speech on the Senate floor, U.S. Senate Democratic Whip Dick Durbin (D-IL) today spoke out against the nomination of Robert F. Kennedy Jr., to lead the U.S. Department of Health and Human Services (HHS), citing the nominee’s false and irresponsible views on vaccines.  In his remarks, Durbin pointed to specific examples of Kennedy spreading lies about vaccines, fluoride, and other measures with proven scientific history of safety and improving health.
    “Every day HHS makes life or death decisions. That [department] oversees the Food and Drug Administration to make sure that what we eat is safe, to make sure the drugs that are sold to us are effective and safe as well. The National Institutes of Health, the premier medical research agency in the world, with $48 billion spent each year to find cures, to find new drugs, to move us toward a better America.  And the Centers for Disease Control and Prevention, to make sure that whatever is going around, as they say, doesn’t hit our families. We count on them every single day. It’s a big job, it requires responsible leadership and honesty,” Durbin began. 
    Durbin acknowledged that he has some common ground with Kennedy, specifically related to curbing pharmaceutical advertisements, which mirrors a policy laid out in Durbin’s DTC Act.
    “There may be some certain areas where we agree, such as curbing drug ads or improving the quality of food supply… I can work with him on those issues,” Durbin said.
    “But on the fundamentals… his leadership is troublesome.  Robert F. Kennedy Jr., is dangerously, dangerously unqualified and entirely irresponsible in his judgement.  He embraces quack science and cherry-picks information to fulfill his numerous conspiracy theories,” Durbin said.
    Durbin spoke to Kennedy’s record of spreading lies about the efficacy and safety of vaccines.  Durbin quoted Kennedy directly during his remarks, reiterating that Kennedy has said as recently as July 2023 that, “there’s no vaccine that is safe and effective.”
    “His decades-long crusade to spread lies about vaccines is just one example,” Durbin said.  “Contrary to scientific fact, he has also said that ‘I do believe that autism does come from vaccines.’”
    Durbin explained that Kennedy helped to publish, promote, and wrote the foreword for a book called Cause Unknown, which included faulty, unsubstantiated claims linking COVID-19 vaccines and deaths in children.  The book’s cover features the face of 12-year-old Braden Fahey, implying that COVID-19 vaccines played a role in Braden’s death.  However, Braden never received a COVID-19 vaccine—he died at football practice due to a malformed blood vessel in his brain, but the book included Braden’s photo without the knowledge or consent of his grieving parents.
    “The height of irresponsibility.  Mr. Kennedy pushes facts aside when he wants to tell us about his agenda.  The Hippocratic Oath for doctors states: first, do no harm.  But I am fearful that if we put Robert F. Kennedy Jr., in charge of our nation’s health, innocent children will die,” Durbin continued.
    “It’s no secret what he would do.  Mr. Kennedy himself petitioned the FDA to rescind authorization of all COVID vaccines in 2021.  And a key associate of his has petitioned to remove the polio vaccine,” Durbin said.
    “In 1952, polio paralyzed more than 21,000 Americans and killed more than 3,000.  But thanks to researcher Jonas Salk, a vaccine was discovered and studied among 1.3 million children… It was proven safe,” Durbin said.
    As Durbin points out, Kennedy has travelled internationally to spread doubt and falsehoods about the safety and efficacy of the measles vaccine.
    “Robert F. Kennedy Jr., has spread conspiracy theories to discourage uptake of the measles vaccine, for example – including travelling to Samoa to spread lies about its safety, fueling an outbreak that took 80 lives,” Durbin continued.  “Before the measles vaccine, 48,000 people were hospitalized each year—with thousands experiencing life-threatening brain swelling.  By 2000, measles was declared eliminated because of vaccines.”
    Durbin then spoke about Kennedy’s unsupported claims that fluoride in water is unhealthy despite clear scientific evidence proving that fluoride helps prevent cavities and dental surgery.
    “Mr. Kennedy’s dangerous, anti-science views don’t stop… He has also targeted the fluoride in drinking water.  We’ve been adding… fluoride in our drinking water for over 70 years in the United States.  We have tested it every way you can imagine, as we should, to make sure that it is safe for all of us to drink,” Durbin said.
    “This man is not a scientist… He has no special knowledge or authority when it comes to these issues and sadly, [he] buys into a myriad of conspiracy theories,” Durbin said.  “God forbid we encounter another pandemic or infectious disease threat.  Do you really want this vaccine denier, Robert Kennedy Jr., at the helm?”
    Durbin concluded his floor speech by calling on his Senate colleagues to stand against Kennedy’s nomination for the sake of public health.
    “I issue a challenge to my 99 Senate colleagues: go ask your local children’s hospital if they think this nominee, Robert F. Kennedy Jr., would help or harm their work to treat sick children,” Durbin said.  “The United States Senate is better than this.  I urge my colleagues to think twice before voting for this irresponsible nominee…  This is the wrong nominee for this critical agency.”

    Councils are leveraging AI and technology to enhance public services, save money, and improve living standards, aligning with government plans for £45 billion in efficiency savings under the Plan for Change.

    Local councils are picking up the AI mantle to help unleash this revolutionary technology across the UK – to turbocharge the Plan for Change and deliver a decade of national renewal.

    The latest transparency data – published by the Department for Science, Innovation and Technology (DSIT) – shows that councils are wasting no time in putting the weight of the public sector behind AI and finding new and innovative ways to make it work for working people.

    It shows that AI is being used to identify when a pensioner has had a fall, to stop people fall into rent arrears, to map which houses need loft insulation, to give people bigger bins, and – instead of taking people’s jobs – to help them find work in social care.

    The publication of records follows the Technology Secretary setting out a blueprint for how his department will help the public sector use technology to transform public services, targeting £45 billion in potential productivity savings.

    The plan will see a new team, housed in the Department for Science, Innovation and Technology (DSIT), cut across barriers to join up public services, including those provided by local councils, so people do not have to tell dozens of organisations the same thing.

    The team will first start by looking at services used by people with long term health conditions across organisations like the NHS, Department for Work and Pensions, local councils and more.

    As the digital centre of government, the Department for Science, Innovation and Technology (DSIT) will champion innovation, like that shown by the London Borough of Sutton, and help to spread it around the country so it can be used to improve public services and drive the Government’s Plan for Change.

    Speaking from a trip to see the Tech Enabled Care solution in Sutton, AI and Digital Government Minister Feryal Clark said:

    AI has immense potential to make our lives easier and improve public service. The technology we are together sharing with the public today includes shining examples of innovation that does everything from speeding up crucial applications for bigger bins, to helping people live independently.

    Being transparent with the detail of how we are putting AI to work in public services is crucial to our plans to use technology to improve public services, which is a key part of our Plan for Change.

    Other initiatives include AI-enabled fridge sensors and connected kettles are being used to detect changes in the daily routines of vulnerable people that could indicate a decline in health and ultimately lead to a fall, thanks to technology used by the London Borough of Sutton.

    Helping people who would otherwise need additional care, the technology uses sensors to spot changes in behaviour, like missed meals, a skipped cup of tea or whether a door has been left open for too long, before AI analysis is used to detect whether something might be wrong. An alert is then sent to close family members or carers so they can stop by to check on how they are and offer additional support if needed.

    Details of the technology, which was developed by Loughborough tech company The Access Group and Medequip Connect, have been released today alongside nine other public sector organisations setting out how they use AI and algorithmic tools. 

    Councillor Marian James, Lead Member for People Services at the London Borough of Sutton said:

    Research shows that people live well for longer when they can maintain their sense of independence and dignity by remaining in their own home. That’s why we are using the latest digital technology to enable our residents to continue living their lives independently within the comfort of their own home, but with the peace of mind that support is available when they need it. 

    The pressures facing our adult social care services show no sign of easing, so I’m proud the Council is taking this forward-thinking approach to find solutions that will reduce the pressure on the system, as well as being beneficial for our residents.

    Among the records published today, West Berkshire Council also shared how it is using technology to help residents get a bigger black bin more quickly, if they are eligible.

    A tool, built entirely in-house by the council, takes in information from an online application form, like the number of people living in a home, and the number of children in nappies, to automatically rule out people who might not be eligible for a bigger bin.

    Though, people whose applications are declined can still appeal the crucial decision, and have a human quickly look at their request. By speeding up the processing of requests, it makes sure families with newborns can get a bigger bin to handle the increased waste much more quickly.

    Other records published today detail chatbots used to help people apply for social care qualifications in Wales, and algorithmic tools to help councils more accurately predict the cost of adult care, so they can better manage their budgets.

    Minister of State for Care, Stephen Kinnock said:

    Around a third of adults over 65 will have at least one fall a year. This can be devastating and doesn’t just risk broken bones, but a loss of confidence and independence in older people.

    I am determined that we harness cutting-edge technology to protect them – and this groundbreaking AI will help to stop accidents before they happen and cut down on hospital visits.

    Our Plan for Change will drive forward this kind of innovation, transform the NHS, and ensure people can live safely and independently.

    Sacramento, California – On International Holocaust Remembrance Day, Governor Gavin Newsom’s Council on Holocaust and Genocide Education today released the “Holocaust and Genocide Education in California: A Study of Statewide Context and Local Implementation.” In 2021, following a disturbing increase in antisemitic hate, Governor Newsom established the Governor’s Council on Holocaust and Genocide Education to identify instructional resources to teach students across California about the Holocaust and other acts of genocide and provide young people with the tools necessary to recognize and respond to instances of antisemitism and bigotry.

    How we got here

    The Council assessed the status of Holocaust and genocide education in California, made recommendations for how to improve Holocaust and genocide education in our schools, and will now work to promote best practices for educators, schools and organizations and sponsor Holocaust and genocide remembrance. The Council is co-chaired by State Senator Henry Stern, Attorney General Rob Bonta, State Superintendent of Public Instruction Tony Thurmond and Dr. Anita Friedman, Executive Director, Jewish Family and Children’s Services/Northern California.

    Key findings

    Key findings of the study released today show that while some districts have developed robust programs, the overall landscape remains fragmented, with success often dependent on individual educator initiative. Local Educational Agency (LEA) representatives emphasized the need for state-level support – ultimately pointing to the necessity of a systematic, state-supported approach to ensure the kind of equitable, high-quality Holocaust and genocide education statewide that the Council envisions.   

    Respondents highlighted increased student knowledge, heightened empathy, and higher levels of engagement as key successes of their Holocaust and genocide education efforts. However, the study uncovered significant gaps in implementation support. The majority of respondents shared that their LEAs did not provide professional development focused on Holocaust and genocide education. 

    The California-focused analysis revealed that while the state has made significant strides, including recent legislation and funding allocations, there are opportunities to further align and amplify these efforts.

    Recommendations

    Drawing on these comprehensive findings, this report offers 10 recommendations to strengthen Holocaust and genocide education in California:

    1. Communicate California’s Vision for Holocaust and Genocide Education
    2. Revise the California History–Social Science Content Standards
    3. Revise the History–Social Science Framework for California Public Schools
    4. Update, Distribute, and Provide Guidance for the Model Curriculum for Human Rights and Genocide
    5. Continue to Create a Vetted Central Clearinghouse for Curriculum, Instruction, Assessment, and Professional Learning
    6. Increase Direct Funding to Districts and Schools for Holocaust and Genocide Education
    7. Expand Existing Statewide Professional Learning on Holocaust and Genocide Education
    8. Monitor and Evaluate Educational Outcomes
    9. Continue to Conduct Additional Research to Inform the Council’s Future Actions
    10. Expand, Publicize, and Strengthen the Role of the Governor’s Council on Holocaust and Genocide Education

    Fighting hate

    Governor Newsom has long made the eradication of discrimination and hate a priority. Working with the Jewish Caucus and Legislature, the Newsom administration successfully secured millions of dollars to ensure that future generations of Californians never forget the lessons of past genocides, including millions of dollars to develop curriculum resources related to Holocaust and genocide education, such the Holocaust Museum LA, the JFCS Holocaust Center, the Museum of Tolerance, and the California Teachers Collaborative for Holocaust and Genocide Education.

    Public hearings for the Treaty Principles Bill have begun. David Seymour kicked off proceedings, throwing down the gauntlet on equal rights and fielding questions from hostile MPs. His submission to the Justice Committee is a must-watch.

    Even people who say there should be no bill seem to want the debate. The hearings are a major milestone for New Zealand, it is now possible for ordinary people to go to Parliament and say they are equal.

    The State of the Nation

    David Seymour’s 2025 State of the Nation speech has been overwhelmed with praise from those who attended and watched it online. If you missed it, the video is here and we have reproduced the text below.

    Thank you, Brooke, for your kind introduction. I’m biased, but I think you’re the Government’s most quietly effective Minister. Your labour law reforms are making it easier to employ workers and to be employed. Your minimum wage increases are announced early to give business certainty, and relief. You are taking on two of the hardest chestnuts in the workplace – holiday pay and health and safety – by listening to the people affected. You’ve put together an honest Royal Commission on COVID-19, and got wait times down for new passports and Citizenships. All the while you attract growing respect as a hard-working local MP here in Tamaki.

    It’s easy to forget Brooke’s 32. She has the biggest future in New Zealand politics.

    The only problem with mentioning one ACT MP is they’re all kicking goals with both feet, so you have to mention the lot. Nicole McKee is speeding up the court system, rewriting the entire Arms Act to make New Zealand safer, and reforming anti-money laundering laws so people can business done.

    Andrew Hoggard handles the country’s biosecurity, managing would-be outbreaks with steady hands. He is also dealing to Significant Natural Areas that erode farmers’ property rights and correcting the naïve treatment of methane that punishes the whole country.

    He’s able to do that in large part because of the work Mark Cameron did, and continues to do. From 2020 onwards he scared the bejesus out of every other party in rural New Zealand. He shifted the whole political spectrum right on the split gas approach, SNAs, and freshwater laws. Now the Government is changing those policies. As Chair of the Primary Production Committee, Mark stays in the headlines championing rural New Zealand every week. He is the definition of an effective MP.

    Karen Chhour is the embodiment of ACT values. Her life gives her more excuses than anyone in Parliament, but she makes none, and she accepts none. She is reforming the government department that let her down when she was small. If every New Zealander had Karen’s attitude and values, we’d be a country with no problems.

    Perhaps the biggest single policy problem we face is the Resource Management Act. Somone once said you can fill a town hall to stop anything in this country, but you can’t fill a telephone box to get something started. In steps Simon Court who, with Chris Bishop, is designing new resource management laws based on property rights. That’s an ACT policy designed to unleash the latent wealth our country has by letting people develop and use the property they own.

    Our new MPs that you helped elect last year are also making their marks. Todd Stephenson has picked up the End of Life Choice baton, with a bill to extend compassion and choice to those who suffer the most: those with long-term, degenerative illnesses. Parmjeet Parmar is one of the hardest working MPs I have seen, and a great chair of the Economic Development, Science and Innovation Committee. Cam Luxton and Laura McClure speak to a new generation of young parents who want their children to grow up in a free society.

    If you gave your Party Vote to ACT last year, you can be proud of the New Zealanders you put in Parliament to represent you. I am proud to lead this team of free thinkers in our House of Representatives, and I think we can all be proud of their efforts.

    New Zealand’s origin story: a nation of immigrants

    The summer is a good time to think about the state of our nation, and I got to thinking about who we are and how we got here. Whatever troubles we may face today, I couldn’t help coming back to something that unites New Zealand.

    Our country at its best is a place that welcomes hopeful people from all over the earth. People with different languages, religions and cultures united by one thing. When you look at the map it jumps out at you. We are the most remote country on Earth. If you’ve never stood at Cape Reinga and looked out to see wide open spaces for 10,000 kilometres, you owe it to yourself just once.

    It shows that one thing makes us all different from the rest of the world. No matter when or where you came from, you or your ancestors once travelled farther than anyone to give your children and theirs a better tomorrow.

    That is the true Kiwi spirit. Taking a leap into the unknown for a chance at better. Compared with what divides us, our spirit as a nation of pioneers unites us ten times over. Migrating from oppression and poverty for freedom and prosperity is what it means to be Kiwi.

    If that bright and optimistic side of our psyche, got half as much time as the whinging, we would all be better off. We would see ourselves as people unafraid of challenges, freed from conformity, with the power to decide our best days are always ahead of us.

    New Zealand’s inherent tension: two tribes

    I got to wondering why that isn’t a more popular story. Why do we cut down tall poppies? Why do we value conformity over truth? Why do people who came here for a better life grow up disappointed and move away again?

    I believe our nation is dominated by two invisible tribes. One, I call ‘Change Makers’. People who act out the pioneering spirit that built our country every day. We don’t just believe it is possible to make a difference in our own lives; we believe it’s an obligation.

    Change makers load up their mortgage to start a business and give other people jobs. They work the land to feed the world. They save up and buy a home that they maintain for someone else to live in. They study hard to extend themselves. They volunteer and help out where they can. They take each person as they find them. They don’t need to know your ancestry before they know how to treat you.

    Too often, they get vilified for all of the above. I know there’s many people like that in this room today. ACT people are Change Makers; we carry the pioneering spirit in our hearts.

    Then there’s the other tribe – people building a Majority for Mediocrity. They would love nothing more than to go into lockdown again, make some more sourdough, and worry about the billions in debt another day.

    They blame one of the most successful societies in history for every problem they have. They believe that ancestry is destiny. They believe people are responsible for things that happened before they were born, but criminals aren’t responsible for what they did last week.

    Far from believing people can make a difference in their own lives, they believe that their troubles are caused by other people’s success. They look for politicians who’ll cut tall poppies down – politicians who say to young New Zealanders ‘if you study hard, get good grades, get a good job, save money, and invest wisely, we’ll tax you harder’.

    I wasn’t kidding about the lockdowns; they were a litmus test. In early 2022, after this city had been locked down for months, and the borders had been closed for two years, a pollster asked New Zealanders if they’d like to be locked down again for Omicron.

    Now, I know it’s painful to think back, but bear with me. Omicron spread more easily than any earlier variant. It was also less harmful if you caught it. That was especially so because we were then among the most vaccinated nations on earth. The damage to business, education, non-COVID healthcare, and the government’s books was already massive and painful.

    And yet, 48 per cent of New Zealanders wanted another lockdown for Omicron. 46 per cent didn’t. That for me put the tribes into sharp relief. If you were a business owner who needed to open, a parent worried about missed education, a migrant missing their family, or just someone who wanted their life back, you wanted to open.

    When the Government finally lifted restrictions, many of those people left. Real estate agents report people selling because they’re moving to Australia every day. This is where the balance between these two invisible tribes comes into focus.

    Remember the gap in that poll was two per cent. Since the borders opened a net 116,000 citizens have left New Zealand. That’s a touch over two per cent.

    A tipping point

    The more people with get up and go choose to get up and leave, the less attractive it is for motivated people to stay here.

    Muldoon once quipped, ‘New Zealanders who leave for Australia raise the IQ of both countries.’ Actually, New Zealanders who leave for Australia  are tipping us towards a Majority for Mediocrity. Motivated New Zealanders leaving is good news for the shoplifters, conspiracy theorists, and hollow men who make up the political opposition.

    A few more good people leaving is all they need for their Majority of Mediocrity. The more that aspirational, hardworking people get up and leave New Zealand, the more likely it is we’ll get left-wing governments in the future.

    That’s why I say we’re at a tipping point.

    There’s another reason why the mediocrity majority is growing, young people feel betrayed and disillusioned.

    A new generation looks at the housing market and sees little hope. Imagine you’re someone who’s done it all right, you listened to your teacher and did your homework. You studied for a tertiary education like everyone told you. Now you have $34,000 in debt, you start on $60,000, and you see the average house is 900,000 or fifteen times your (before tax) income.

    Nobody can blame a young person for wondering if they aren’t better off overseas. Many decide they are. Those who stay are infected  by universities  with the woke mind viruses of identity politics, Marxism, and post-modernism.

    Feeling like you’ll never own your own capital asset at the same time as some professor left over from the Cold War tells you about Marx is a dangerous combination.

    This is the other political tipping point that risks manufacturing a majority for mediocrity. A bad housing market and a woke education system combined are a production line for left-wing voters.

    The hard left prey on young New Zealanders. They tell them that their problems are caused by others’ success. That they are held back by their identity, but if they embrace identity politics, they can take back what’s theirs. Their mechanism is a new tax on wealth.

    These are the opposite of the spirit brings New Zealanders to our shores in the first place. The state of our nation is that we’re at a tipping point , and what we do in the next few years will decide which way we go.

    The short-term outlook is sunny, but only because Labour was so bad.

    We can afford to hope that this year will be better than 2024. By that standard, 2025 will be a success. Interest rates will be lower. The Government will have stopped wasting borrowed money, banning things, punishing employers, landlords, farmers, and anyone else trying to make a difference, with another layer of red tape.

    In fact, we have a Government that’s saving money, cutting red tape, and paring back identity politics. With those changes we will see more hope than we’ve seen in years, and hopefully a slowdown in citizens leaving. That is good, it’s welcome, and ACT is proud to be part of the coalition Government that’s doing it.

    ACT is needed to be brave, articulate, and patriotic

    The truth is, though, it’s easy to do a better job of Labour over 12 months. It’s much harder to muster the courage to keep making difficult decisions over several years, even if they’re not immediately popular. Our nation is in a century of decline. Just stopping one Government’s stupid stuff and waiting for a cyclical recovery won’t change the long-term trend. We need to be honest about the challenges we face and the changes needed to overcome them.

    We need to act like a country at risk of reaching a tipping point and losing its first world status. We are facing some tough times, and tough times require tough choices to be made.

    ACT’s goal is to keep the Government, and make it better. We may have gone into Government, but we never went into groupthink. It’s the role of ACT to be the squeaky wheel, pointing out where the Government needs to do better.

    The Government cannot measure itself by just being better than Labour. Instead, we need to ask ourselves, is this policy good enough to make New Zealand a first world country that people want to stay in?

    It’s easy to have big plans, we are the world, but charity begins at home. We need to focus only on what the government does, and ensure it does it well.

    We need to think carefully about three areas of government activity: spending, owning, and regulating. There is nothing the government does that doesn’t come down to one of those three things.

    Why government spends a dollar it has taxed or borrowed, and whether the benefits of that outweigh the costs.

    Why government owns an asset, and whether the benefits to citizens outweigh the costs to taxpayers of owning it.

    Why a restriction is placed on the use and exchange of private property, and whether the benefits of that regulation outweigh the costs on the property owner.

    When it comes to spending, we have a burning platform.

    Last year the economy shrunk by one per cent, even as the population grew slightly thanks to births and inbound migration. This year the Government is planning to borrow $17 billion, about $10 billion is for interest on debt, and we’ll have to pay interest on that debt the following year. Next year, government debt will exceed $200 billion.

    There lots of reasons why this situation will get harder.

    We’ve claimed an exclusive economic zone of four million square kilometres by drawing a circle around every offshore island we could name. We spend less than one per cent of GDP defending it, while our only ally, across the ditch, spends twice that.

    Put another way, we’re a country whose government gives out $45 billion in payments each year but spends only $3.2 billion defending the place. Does that sound prudent to you? Doubling defense would cost another $3.2 billion per year, effectively paying more for what we already have. We may face pressure to do just that thanks to US foreign policy.

    There’s a tail wind on balancing the books, and it’s affecting every developed country, our population is ageing faster than it’s growing.

    Every year around 60,000 people turn sixty-five and become eligible for a pension. To the taxpayer, superannuation expenses increase by $1.4 billion each year.

    Healthcare spending has gone from $20 billion to $30 billion in five years, but people are so dissatisfied that healthcare is now the third biggest political issue. Put it another way, we are now spending nearly $6,000 per citizen on healthcare.

    How many people here would give up their right to the public healthcare system if they got $6,000 for their own private insurance? Should we allow people to opt out of the public healthcare system, and take their portion of funding with them so they can go private?

    Education is similar. We spend $20 billion of taxpayer money every year, and every year 60,000 children are born. By my count that’s $333,000 of lifetime education spending for each citizen.

    How many people would take their $333,000 and pay for their own education? How many young New Zealanders would be better off if they did it that way?

    Instead of spending next year because we did it this year, we need to ask ourselves, if we want to remain a first world country, then do New Zealanders get a return on this spending that justifies taking the money off taxpayers in the first place? If spending doesn’t stack up, it should stop so we can repay debt or spend the money on something that does.

    Then there’s the $570 billion, over half a trillion dollars of assets, the government owns. The one thing we know from state houses, hospital projects, and farms with high levels of animal death, is that the government is hopeless at owning things.

    But did you know you own Quotable Value, a property valuation company chaired by a former race relations conciliator that contracts to the government of New South Wales?

    What about 60,000 homes? The government doesn’t need to own a home to house someone. We know this because it also spends billions subsidising people to live in homes it doesn’t own. On the other hand, the taxpayer is paying $10 billion a year servicing debt, and the KiwiBuild and Kainga Ora debacles show the government should do as little in housing as possible.

    There are greater needs for government capital. We haven’t built a harbour crossing for nearly seven decades. Four hundred people die every year on a substandard road network. Beaches around here get closed thanks to sewerage overflow, but we need more core infrastructure. Sections of this city are being red zoned from having more homes built because the council cannot afford the pipes and pumping stations.

    We need to get past squeamishness about privatisation and ask a simple question: if we want to be a first world country, then are we making the best use of the government’s half a trillion dollars’ plus worth of assets? If something isn’t getting a return, the government should sell it so we can afford to buy something that does.

    Finally, there’s regulation. That is placing restrictions on the use and exchange of property that the government doesn’t own or hasn’t taxed off the people who earned it already. That is, your property. Bad regulation is killing our prosperity in three ways.

    It adds costs to the things we do. It’s the delays, the paperwork, and the fees that make too many activities cost more than they ought to. It’s the builder saying it takes longer to get the consent than it took to build the thing. It’s the anti-money laundering palaver that ties people in knots doing basic things but somehow doesn’t stop criminals bringing in half a billion dollars of P each year. It’s the daycare centre that took four years to open because different departments couldn’t agree about the road noise outside. I could go on all afternoon.

    Then there’s the things that just don’t happen because people decide the costs don’t add up once the red tape is factored in.

    Then there’s the big one that goes to the heart of our identity and culture. It’s all the kids who grow up in a country where people gave up or weren’t allowed to try. It’s the climbing wall at Sir Edmund Hillary’s old school with signs saying don’t climb. It’s the lack of nightlife because it’s too hard to get a license. It’s the fear that comes from worrying WorkSafe or some other regulator will come and shut you down. You can’t measure it, but we all know it’s there.

    The Kiwi spirit we are so proud of is being chipped away and killing our vibe. Nobody migrated here to be compliant, but compliance is infantilising our culture, and I haven’t even mentioned orange cones yet.

    If we want to remain first world, we need to change how we regulate. No law should be passed without showing what problem is being solved, whether the benefits outweigh the costs, and who pays the costs and gets the benefits. These are the basic principles of the Regulatory Standards Bill that the Government will pass this year.

    Conclusion

    Of course, the Government IS doing many things that will change how it operates. There is a drive to reduce waste. There is a drive to get more money from overseas investment. The Regulatory Standards Bill will change how we regulate. The Resource Management Act is being replaced. Anti-money laundering laws are being simplified. Charter schools are opening, more roads are being built. These are all good things.

    But make no mistake, our country has always been the site of a battle between two tribes. The effect of emigration, and the world faced by young New Zealanders risks creating a permanent majority for mediocrity. Our country is at a tipping point.

    We need honest conversations about why government spends, owns, and regulates, and whether those policies are good enough to secure our future as a first world nation.

    Either way, the tribe of change makers has a voice. People who want equal rights for all New Zealanders to be treated with respect and dignity because they’re citizens have a position that others need to refute. Good luck to them arguing against equal rights.

    It also shows something else, that ACT is the party prepared to stand up when it’s not easy and it’s not popular. That’s exactly the type of party our country needs in our Government.

    To all the Change Makers who proudly put us there, thank you, and no matter how daunting this tipping point may feel, together we can ensure our best days are still ahead of us.

    As President Donald Trump retakes the White House alongside Republican majorities in both chambers of Congress, the roadmap of policy priorities is quickly taking shape. One of his golden opportunities is to strengthen and reclaim the successful CHIPS program, a brainchild of his first administration that has transformed Texas and our national security posture.
    We were proud to lead the Chips for America Act, which was signed into law as part of the Fiscal Year 2021 National Defense Authorization Act. This legislation created programs to bring the production of advanced semiconductors back to American soil after decades of decline. In 2022, we successfully secured funding for the programs in the larger CHIPS & Science Act. Since then, Texas cities, colleges, and universities and companies, including Texas Instruments, Samsung, GlobalWafers, X Fab, IntelliEPI and Sumika, along with thousands of Texas workers, have seen immense benefits.
    The economic rewards from this law were so profound that the Texas Legislature followed suit. In 2023, Gov. Greg Abbott signed the Texas CHIPS Act, which builds on the law to further invest in semiconductor manufacturing capacity and expertise in the Lone Star State. This state law established the Texas Semiconductor Innovation Consortium (TSIC) and the Texas Semiconductor Innovation Fund (TSIF), important, complementary programs that incentivize Texas investment in the semiconductor industry. A recent study indicates the technology industry contributes more than $469 billion to the Texas economy. Today, Texas has the second largest semiconductor workforce in the nation totaling more than 42,000 Texans with more to come thanks to our joint efforts.
    As we see Texas companies, workers and communities benefit from this program, it would be a mistake to forget the impetus for this critical initiative. The vision for these successful programs originated in President Trump’s White House, and it was President Trump’s own national security team that first identified semiconductor chips as a vulnerability in American supply chains. Approximately 92% of the most advanced semiconductors are currently manufactured in Taiwan. Back in 1990, the United States produced nearly 40% of the world’s semiconductors. But by 2021, this figure decreased to 12%, and in 2024, our share represented only 8%. As demand for electronic goods dramatically increased during the pandemic, our supply chain vulnerabilities became more apparent.
    In response to the threat of the Chinese Communist Party, and to address vulnerabilities in U.S. supply chains, the first Trump administration asked Congress to address the chips issue with legislation and we took up this mantle. As part of this effort, President Trump’s team successfully persuaded Taiwan Semiconductor Manufacturing Co. to bring their major operations back to the U.S.
    Four years later, with President Trump back in the White House and with Republicans in control of Congress, we have an opportunity to refocus the implementation of CHIPS and reclaim rightful credit for its successes. President Biden prioritized partisanship at every turn at the expense of national security during the law’s implementation, from divisive DEI requirements for grant recipients to endless red tape on environmental impact requirements for new projects. The Trump administration can roll back criteria for grant recipients and reprioritize funding for the best and most efficient manufacturing facilities, many of which are in Texas. In addition, by streamlining the stringent regulatory requirements on new projects, America will be better positioned to increase our production capacity for semiconductors at an even faster speed, making sure this critical supply chain is not subject to the whims of our adversaries overseas.
    We cannot let this program that has been so revolutionary for Texas job creators fall by the wayside. While President Biden’s misguided approach to implementation of the CHIPS and Science Act fell short of everything the law could be, we are optimistic that with President Trump back at the helm, Republicans can Make America Great Again by continuing to strengthen our investments in CHIPS.
    By reclaiming CHIPS, President Trump has an opportunity to fulfill a core campaign promise: increase domestic manufacturing and decrease our reliance on China. By continuing to prioritize domestic manufacturing of semiconductors, we can increase manufacturing jobs in the United States and strengthen America’s edge in our strategic competition with China.

    Dangerous microplastics have now been detected in six popular species of fish – the main one being pink shrimp, as reported by scientists from the College of Agricultural Sciences in Oregon. Microplastics – pieces of plastic with a diameter of less than 5 mm and invisible to the naked eye – have been linked to severe health issues, such as cancer. Microplastics were found in 99 % of the samples taken by the Oregon scientists, who carried out a laboratory analysis of more than 1 800 individual marine creatures. The study was carried out in Pacific waters, but similar data has been collected in other seas that have been polluted with plastics. The researchers took 182 samples from six species, two of which are likely being imported into the EU, namely pink shrimp and chinook salmon.

    In view of the above, can the Commission say:

    • 1.Does it plan to ban – or at least step up checks on – imports of these two fish species into the EU?
    • 2.Does it have a list of the main fish imports to be checked for microplastics as a matter of priority, with references to the country of origin?
    • 3.Which European countries have the best practices for dealing with plastic contamination/pollution?

  • MIL-OSI USA: Black Holes Can Cook for Themselves, Chandra Study Shows

    Astronomers have taken a crucial step in showing that the most massive black holes in the universe can create their own meals. Data from NASA’s Chandra X-ray Observatory and the Very Large Telescope (VLT) provide new evidence that outbursts from black holes can help cool down gas to feed themselves.
    This study was based on observations of seven clusters of galaxies. The centers of galaxy clusters contain the universe’s most massive galaxies, which harbor huge black holes with masses ranging from millions to tens of billions of times that of the Sun. Jets from these black holes are driven by the black holes feasting on gas.
    These images show two of the galaxy clusters in the study, the Perseus Cluster and the Centaurus Cluster. Chandra data represented in blue reveals X-rays from filaments of hot gas, and data from the VLT, an optical telescope in Chile, shows cooler filaments in red.
    The results support a model where outbursts from the black holes trigger hot gas to cool and form narrow filaments of warm gas. Turbulence in the gas also plays an important role in this triggering process.
    According to this model, some of the warm gas in these filaments should then flow into the centers of the galaxies to feed the black holes, causing an outburst. The outburst causes more gas to cool and feed the black holes, leading to further outbursts.
    This model predicts there will be a relationship between the brightness of filaments of hot and warm gas in the centers of galaxy clusters. More specifically, in regions where the hot gas is brighter, the warm gas should also be brighter. The team of astronomers has, for the first time, discovered such a relationship, giving critical support for the model.
    This result also provides new understanding of these gas-filled filaments, which are important not just for feeding black holes but also for causing new stars to form. This advance was made possible by an innovative technique that isolates the hot filaments in the Chandra X-ray data from other structures, including large cavities in the hot gas created by the black hole’s jets.
    The newly found relationship for these filaments shows remarkable similarity to the one found in the tails of jellyfish galaxies, which have had gas stripped away from them as they travel through surrounding gas, forming long tails. This similarity reveals an unexpected cosmic connection between the two objects and implies a similar process is occurring in these objects.
    This work was led by Valeria Olivares from the University of Santiago de Chile, and was published Monday in Nature Astronomy. The study brought together international experts in optical and X-ray observations and simulations from the United States, Chile, Australia, Canada, and Italy. The work relied on the capabilities of the MUSE (Multi Unit Spectroscopic Explorer) instrument on the VLT, which generates 3D views of the universe.
    NASA’s Marshall Space Flight Center in Huntsville, Alabama, manages the Chandra program. The Smithsonian Astrophysical Observatory’s Chandra X-ray Center controls science operations from Cambridge, Massachusetts, and flight operations from Burlington, Massachusetts.

    This release features composite images shown side-by-side of two different galaxy clusters, each with a central black hole surrounded by patches and filaments of gas. The galaxy clusters, known as Perseus and Centaurus, are two of seven galaxy clusters observed as part of an international study led by the University of Santiago de Chile.
    In each image, a patch of purple with neon pink veins floats in the blackness of space, surrounded by flecks of light. At the center of each patch is a glowing, bright white dot. The bright white dots are black holes. The purple patches represent hot X-ray gas, and the neon pink veins represent filaments of warm gas. According to the model published in the study, jets from the black holes impact the hot X-ray gas. This gas cools into warm filaments, with some warm gas flowing back into the black hole. The return flow of warm gas causes jets to again cool the hot gas, triggering the cycle once again.
    While the images of the two galaxy clusters are broadly similar, there are significant visual differences. In the image of the Perseus Cluster on the left, the surrounding flecks of light are larger and brighter, making the individual galaxies they represent easier to discern. Here, the purple gas has a blue tint, and the hot pink filaments appear solid, as if rendered with quivering strokes of a paintbrush. In the image of the Centaurus Cluster on the right, the purple gas appears softer, with a more diffuse quality. The filaments are rendered in more detail, with feathery edges, and gradation in color ranging from pale pink to neon red.

  • MIL-OSI USA: COMING SOON: 2024 Annual Highlights of Results from the International Space Station

    The 2024 Annual Highlights of Results from the International Space Station is coming soon. This new edition contains updated bibliometric analyses, a list of all the publications documented in fiscal year 2024, and synopses of the most recent and recognized scientific findings from investigations conducted on the space station. These investigations are sponsored by NASA and all international partners – CSA (Canadian Space Agency), ESA (European Space Agency), JAXA (Japan Aerospace Exploration Agency), and the State Space Corporation Roscosmos (Roscosmos) – for the advancement of science, technology, and education.

    Between Oct. 1, 2023, and Sept. 30, 2024, more than 350 publications were reported. With approximately 40% of the research produced in collaboration between more than two countries and almost 80% of the high-impact studies published in the past seven years, station has continued to generate compelling and influential science above national and global standards since 2010.
    The results achieved from station research provide insights that advance the commercialization of space and benefit humankind.
    Some of the findings presented in this edition include:

    Improved machine learning algorithms to detect space debris (Italian Space Agency)
    Visuospatial processing before and after spaceflight (CSA)
    Metabolic changes during fasting intervals in astronauts (ESA)
    Vapor bubble production for the improvement of thermal systems (NASA)

    Researchers have developed a targeted nano formulation that can help sustained release of a hormone called 17β-Estradiol which is crucial for managing Parkinson’s Disease (PD).

    Many neurodegenerative and psychiatric malignancies like Parkinson’ disease (PD) originate from an imbalance of 17β-Estradiol (E2) in the human brain. However, the peripheral side effects of the usage of E2 for PD therapy and less understanding of the molecular mechanism hinder establishing its neurotherapeutic potential.

    Scientists from Institute of Nano Science and Technology (INST) Mohali, an autonomous institute of Department of Science and Technology, used Dopamine Receptor D3 (DRD3) conjugated to 17β-Estradiol-loaded chitosan nanoparticles that led to sustained release of 17β-Estradiol (E2) to the brain.  

    The targeted nano-formulation inhibited the mitochondrial translocation of calpain, thereby protecting neurons from rotenone-induced mitochondrial damage. Furthermore, the targeted nano delivery system alleviated behavioural impairments in a rodent model. Additionally, the study reveals for the first time that BMI1, a member of the PRC1 complex that regulates mitochondrial homeostasis, is a substrate of calpain. The targeted nano-formulation restored BMI1 expression by inhibiting its degradation through calpain.

    The study Carbohydrate Polymers has helped in understanding the role of hormone (E2) in regulating oxidative stress in PD patients. With the continued exploration of long-term safety profiles and better-targeted delivery, this can establish itself as a safer drug to improve the lives of Parkinson’s patients.

    Shri Hariman Sharma, a visionary farmer from Himachal Pradesh, has been honored with Padma Shri, the highest Civilian Award for his transformative contribution to Indian agriculture.  He developed an innovative, self- pollinating, low chilling apple variety called HRMN – 99, that has revolutionized the apple cultivation landscape in the country and brought a juicy nutritive variety more within reach in terms of geography and affordability.  

    Unlike commercial apple varieties that require temperate climates and extended chilling hours, HRMN-99 thrives in tropical, sub-tropical, and plain regions with summer temperatures reaching 40-45°C, enabling apple farming in areas where it was previously considered unviable.

    Orphaned during childhood, Hariman Sharma’s journey from the mountainous lanes of his tiny hamlet Paniala, located in Bilaspur (HP) to the great halls of Rashtrapati Bhavan is truly inspirational not only for the farming community, but also for the students, researchers and horticulturists of the country. Despite all odds, Shri Sharma completed his education till matric and pursued his passion for farming and pomology.

    The story of the HRMN-99 apple variety began in 1998 when Hariman Sharma planted a few seeds from discarded apples used for household consumption in his backyard. Remarkably, one of these seeds sprouted the following year, and by 2001, the plant bore fruit despite the warm climate of Paniala, situated at an elevation of 1,800 feet. Realizing its potential, he carefully tended to the mother plant and propagated it through grafting, eventually establishing a flourishing apple orchard.  Over the following decade, he focused on expanding his orchards by experimenting with various scions, grafting techniques and refining his innovative apple variety. Despite his efforts to share this breakthrough with regions having similar climatic conditions, his work initially garnered limited attention from both the farming and scientific communities.

    In 2012, the National Innovation Foundation (NIF) – India, an autonomous institute of the Department of Science and Technology (DST), Government of India, scouted this innovation. NIF verified the distinctness of the variety and supported its validation by facilitating molecular studies, fruit quality testing, and multi-location trials in collaboration with ICAR institutions, Krishi Vigyan Kendras (KVKs), agricultural universities, state agriculture departments, farmers and volunteers spread across the country. Through these collaborative efforts, the variety has expanded to 29 states and UTs, including Bihar, Jharkhand, Manipur, Madhya Pradesh, Chhattisgarh, Uttar Pradesh, Maharashtra, Gujarat, Dadra, and Nagar Haveli, Karnataka, Haryana, Rajasthan, Jammu & Kashmir, Punjab, Kerala, Uttarakhand, Telangana, Andhra Pradesh, West Bengal, Orissa, Pondicherry, Himachal Pradesh as well as planted at Rashtrapati Bhavan, New Delhi. NIF also facilitated the registration of the variety at the Protection of Plant Varieties and Farmers’ Rights Authority, New Delhi.

    For his innovation, Shri Hariman Sharma was conferred the National Award in 2017 during the 9th National Biennial Grassroots Innovation and Outstanding Traditional Knowledge Awards by then Hon’ble President of India Shri Pranab Mukherjee. He also has several accolades to his credit including the National Innovative Farmer Award by Agriculture and Farmers Welfare Ministry, GoI (2016), IARI Fellow Award (2017), Kisan Vaigyanik Upadhi by DDG, ICAR (2017), National Best Farmer Award (2018), Rashtriya Krishak Samrat Samman (2018) Jagjivan Ram Krishi Abhinav Award (2019) and several state and central government awards. He also represented India in the 4th ASEAN India Grassroots Innovation Forum (AIGIF) held during November 2023 in Malaysia.

    The HRMN-99 variety, characterized by its striped red-over-yellow skin, soft and juicy pulp, and ability to produce up to 75 kg of fruit per plant annually, has empowered thousands of farmers across India. NIF also supported its commercial adoption, establishing apple orchards and providing training to in collaboration with the State Agriculture Departments and the North Eastern Region Community Resource Management Project (NERCORMP) under North Eastern Council (NEC), Ministry of DoNER, Govt of India to transplant the variety through the North-eastern states at large scale, resulting over one lakhs of saplings of the variety have been planted in all NE states for providing an additional source of income to the farmers.

    Shri Hariman Sharma’s exceptional innovation has not only transformed apple cultivation in India but has also inspired innumerable farmers with additional income and better nutritional access. Through his efforts, the apple once considered rich man’s diet is in the reach of common man. Recognition of his efforts through the Padma Shri Award, stands as a testament to the transformative power of grassroots innovations in addressing national challenges and creating sustainable livelihoods, aligning with the sustainable development goals (SDGs).

    Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh said that both the Northeast region as well as Jammu & Kashmir have been on the priority of Prime Minister Narendra Modi and the Aroma Mission launched by the government headed by him in J&K is now picking up in the Northeast.

    Both these regions have abundant natural resources which have in the past remained unexplored but can be a vital value addition to India’s economy, said the Minister.

     

    Speaking virtually at the inauguration of the Incubation & Innovation Complex (IICON) of CSIR-NEIST, Dr Jitendra Singh underscored the transformative potential of the Aroma Mission at the north East Aroma Conclave 2025, highlighting how the initiative integrates multiple flagship schemes of the Government to empower the region.

     

    The Minister called It a model of the “whole-of-government” approach, aligning programs such as StartUp India, MSME support, agricultural advancements, and rural development.

    “This single initiative represents the spirit of convergence that the Modi Government has championed,” Dr. Jitendra Singh said. He noted that the Aroma Mission is not just an agricultural or scientific initiative but a platform fostering startups, self-help groups, and micro, small, and medium enterprises (MSMEs) while simultaneously contributing to farmers’ income and promoting employment.The event witnessed the distribution of agreements to 25 startups, entrepreneurs, NGOs, and self-help groups, empowering them to utilize the advanced facilities at IICON and contribute to the region’s economic growth and innovation.

    Dr. Jitendra Singh further elaborated that this mission has drawn strength from the Prime Minister’s vision of inclusive development of regions like the North East and Jammu & Kashmir. “Through the Aroma Mission, we are addressing the untapped potential of these biodiverse regions, enabling them to contribute significantly to India’s economy,” he said.

    The mission’s outcomes have been promising. Over 27 facilities established at CSIR-NEIST are being utilized by entrepreneurs, self-help groups, and startups. These efforts are creating new opportunities for employment and innovation in sectors such as essential oils and medicinal plants, with North East India poised to replicate the success of lavender cultivation in Jammu & Kashmir.

    Dr. Jitendra Singh highlighted how the initiative ties into broader priorities such as doubling farmers’ income and fostering women’s empowerment. He praised the Rural Women Technology Park developed under the mission, describing it as a template for replication in other parts of the country.

    The Minister also pointed to the broader vision of transforming the North East into a hub of connectivity, innovation, and collaboration. “From being regions with minimal connectivity, states in the North East now boast robust rail, air, and water networks, opening avenues for industrial partnerships and exports,” he remarked.

    Dr. Jitendra Singh expressed confidence that the Aroma Mission will not only bring prosperity to the North East but also bolster India’s bio-economy and biotechnology sectors. With the recently launched Bio-E3 policy and new collaborations in place, the region is set to emerge as a key contributor to India’s growth story, paving the way for achieving the vision of India@2047.

    The North East Aroma Conclave 2025, with its blend of innovation, entrepreneurship, and sustainable development, stands as a beacon of how integrated government initiatives can drive regional progress and national aspirations.

    Dr. Jitendra Singh underscored the significance of IICON, calling it a “one-stop solution” for entrepreneurs, farmers, and artisans. The state-of-the-art facility offers 27 advanced technologies to support startups and MSMEs, fostering innovation and skill development while reducing business risks. Selected entrepreneurs and self-help groups will have access to the incubation facilities for up to two years, allowing them to refine production and marketing strategies before launching their independent ventures.

    The Minister commended the CSIR-North East Institute of Science and Technology (CSIR-NEIST) for translating research into impactful solutions for rural communities. Through the Aroma Mission and Floriculture Mission, CSIR-NEIST has successfully introduced aromatic crops like citronella, lemongrass, patchouli, and chamomile across more than 5,000 hectares in the North East, benefiting over 10,000 farmers. Additionally, the institute has established 39 essential oil distillation units and plans to distribute 1 lakh agarwood saplings in the coming year, paving the way for the region to emerge as a major player in the aromatic plants industry.

    Dr. Jitendra Singh concluded by stressing the importance of leveraging the North East’s natural and human resources to achieve the vision of India@2047. With initiatives like the Aroma Mission, IICON, and the Government’s Act East Policy, the North East is poised to become a gateway for trade and innovation, fostering regional prosperity and strengthening India’s position on the global stage.

    The first International Olympic Research Conference was inaugurated today by the Union Minister of Labour & Employment and Youth Affairs & Sports, Dr. Mansukh Mandaviya, at Rashtriya Raksha University. The four-day conference aims to establish India as a significant player in the global Olympic ecosystem, focusing on financial sustainability, strategic planning and collaborative networks to bolster India’s bid for the 2036 Olympics.

    In his inaugural address, Dr. Mansukh Mandaviya emphasized that the research and innovation at Rashtriya Raksha University reflect the transformation and progress of the nation under the leadership of Prime Minister Narendra Modi. He stated, “The university represents the changing face of India. I would call the B-CORE initiative of the university the ‘core of India’ because the nation is prioritizing research and innovation in this era of transformation. We must advance, progress, and strive to achieve our goals, for which research and innovation play a crucial role. Without research or the implementation of new ideas, one cannot stay ahead in the world. If we want to lead, we must prioritize research and innovation.” He highlighted that Rashtriya Raksha University has taken a significant step by focusing on research in sports and the Olympics.

    Dr. Mandaviya remarked that the Olympics are not just competitions but a symbol of sports and their integral role in our lifestyle. He said sports can provide solutions to numerous challenges, which is why Prime Minister Modi initiated major campaigns like Khelo India and Fit India to keep the nation fit. He further added, “PM Modi has envisioned hosting the Olympics in 2036, which symbolizes India’s growing strength. As we move toward a developed India, the nation will celebrate its centenary of independence in 2047. By then, India will be among the developed nations. The role of Fit India is crucial in ensuring not just physical fitness but also mental fitness among citizens. A mentally and physically fit person contributes to building an ideal society, which paves the way for a prosperous nation. Hence, sports are a symbol of our rising strength. By 2036, Modi Ji has set the goal for India to rank among the top 10 nations in sports, and by the centenary year of independence, we aim to rank among the top 5. To achieve this, we must step onto the field, compete, and win. Those who win leave their mark and convert their victories into medals. Sports science plays a vital role in enhancing our medal tally. Therefore, when we talk about Olympic research, it involves studying its social, youth, exposure, and international perception impacts, which together create comprehensive Olympic research.”

    He further stated, “This conference is not a small event; over 60 research papers will be presented here. Researchers from many countries conducting research on the Olympics are participating in this conference. This is the first such conference in South Asia, and it will have a significant impact not only on our nation but globally. This will take sports one step further.”

    Dr. Thomas Bach, President of the International Olympic Committee (IOC), conveyed a powerful message emphasizing the integration of sports and education to create a holistic approach to youth development and nation-building.

    The Vice Chancellor of RRU, Prof. (Dr.) Bimal N. Patel, expressed pride in hosting this landmark event, highlighting the anticipated publication of over 60 research papers post-conference. He emphasized the significance of sports in shaping the youth and transformative impact on the country’s development.

    A high-level panel discussion featured prominent personalities, including Dr. Utsav Chaware, Director of BCORE, Shri (Dr.) Mansukh Mandaviya, Prof. (Dr.) Bimal N. Patel VC Rru,Prof. (Dr.) Kalpesh H. Wandra, Pro Vice-Chancellor Rru,Prasanth Shanthakumaran Partner KPMG in India and Mr. Lambis Konstantinidis, Executive Director of Planning and Coordination for Paris 2024 Olympics. The panel deliberated on India’s bid for the 2036 Olympics, potential challenges from other bidders, sustainable infrastructure planning, and the importance of avoiding mistakes on the global stage. Mr. Konstantinidis highlighted critical aspects India must address, including sustainability, technical planning, and creating a compelling narrative that showcases India’s uniqueness and readiness to host the Games.

    Shri Harsh Sanghavi, Hon’ble State Minister of Sports, Gujarat, highlighted the state’s grassroots sports initiatives, particularly the record-breaking participation in the Khel Mahakumbh. He emphasized aligning sports with youth education and underscored the critical role of a strong sports culture in preparing India’s youth for international platforms.

    The day concluded with a keynote presentation by Mr. Lambis Konstantinidis, offering an insightful roadmap for India’s Olympic preparations. He stressed the importance of sustainable development, strong leadership, and technical expertise to ensure the success of the sports. He posed five thought-provoking questions for India’s strategic planning, including what the Games can offer India, what India can contribute to the Olympics, and the long-term legacy of hosting the event.

    The conference, set to run until January 30, 2025, is poised to leave a lasting impact on India’s Olympic ambitions, bringing together policymakers, academicians, and global experts to create a sustainable, innovative, and collaborative pathway to the 2036 Olympics.

    Office of the Principal Scientific Adviser (PSA) to the Government of India, Indian Institute of Science (IISc) and the Ministry of External Affairs (MEA) jointly organised an international technology policy summit titled “Technology Dialogue 2025: Exploring New Frontiers in Technology Diplomacy” on 24 and 25 January 2025 in IISc, Bengaluru as a continuation to Dialogue 2023 held in November 2023.

    Recognising the importance of technology in driving India’s global partnerships, the summit focused on India’s international technology engagement framework, and the need for leveraging strategic partnerships on critical and emerging technologies such as quantum, AI, semiconductors, space tech, and bioeconomy.

    The summit was inaugurated with a keynote address on International Technology Engagement Framework (ITEF) by the Hon’ble Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, who highlighted various national initiatives and missions aimed at advancing India’s technological aspirations while emphasizing the importance of global partnerships and collaborations. Hon’ble Minister Dr Singh also emphasised the need for a structured framework and approach in elevating India’s International Technology Engagements. The inauguration ceremony was joined by Prof. Ajay Kumar Sood (Principal Scientific Adviser to the Government of India), H.E. Pavan Kapoor (Deputy National Security Adviser, Government of India), Shri S. Raghuram (Joint Secretary of Policy Planning & Research, Ministry of External Affairs), Prof. G. Rangarajan (Director of IISc), and Dr. Kiran Mazumdar-Shaw (Chairperson and Managing Director of Biocon), and was chaired by Prof. G.K. Ananthasuresh (Dean of the Division of Mechanical Sciences, IISc). PSA Prof. Ajay Kumar Sood delivered a special address on conceptualisation and building blocks of ITEF. Dr. Kiran Mazumdar-Shaw delivered a special address on industrial perspective that should shape India’s ITEF.

    The summit featured a keynote address on leveraging strategic partnerships on critical and emerging technologies for India by H.E. Pavan Kapoor (Deputy National Security Adviser, Government of India). This was followed by a featured panel on expanding the contours of international engagements for technology partnerships featuring H.E. Chandru Iyer (His Majesty’s Deputy Trade Commissioner for Investment for Souh Asia, Deputy High Commissioner of the United Kingdom to Karnataka and Kerala), H.E. Carly Partridge (Minister Counsellor,  Australian High Commission), H.E. Alfonso Tagliaferri (Consulate General of Italy in Bengaluru), Dr Soren Tranberg Hansen (Consulate General of Denmark) and Dr Rama Swami Bansal (Chief Scientist & Head, International S&T Affairs Directorate, Council for Scientific and Industrial Research (CSIR).

    The second day began with a keynote address on Technology and Development Partnerships of India by Shri Periasamy Kumaran, Special Secretary (ER & DPA), Ministry of External Affairs where he highlighted the ongoing bilateral efforts of Government of India with multiple countries in emerging and critical technologies.

    Thematic panel on ‘Fostering Collaboration for Quantum Revolution’ was organised on to deliberate on advancements in quantum technologies and policy imperatives globally. The panel began with a lead presentation by Prof. Ajay Kumar Sood highlighting features of India’s National Quantum Mission (NQM). The panel also featured Prof Andrew White (ARC Australian Laureate Fellow), Dr Amith Singhee (Director, IBM Research India) and Prof Urbasi Sinha (Professor at Raman Research Institute), moderated by Mr Luke Preskey (Chief Revenue Officer, Resonance).

    The summit also featured a dialogue between Dr S Somanath (Former Secretary, Department of Space and former Chairman of ISRO), and Dr Koichi Wakata (Astronaut and CTO, Asia-Pacific at Axiom Space) on the theme, ‘Unlocking Potentials of Space Tech’ discussing space exploration boom, the entry of private entities, industry partners and foreign investment, as well the encouraging growth of space startups.

    The panel on ‘Accelerating Artificial Intelligence (AI) Innovation’ featured Shri S Krishnan (Secretary, Ministry of Electronics and Information Technology), H.E. Arthur Barichard (Deputy Ambassador for Digital Affairs, Ministry for Europe and Foreign Affairs, Republic of France), Ms Laxmi Shenoy (Managing Director, Accenture), Shri Biswajit Das (Head – Data Analytics and AI, Amazon Web Services), and Dr Leah Junck (Global Center on AI Governance, South Africa), moderated by Prof Chiranjib Bhattacharyya (Chair, Department of Computer Science and Automation, IISc). The panel deliberated on building a trustworthy AI ecosystem, focusing on AI governance, the future of work, and AI for public interest.

    The panel on ‘Advancing India’s Bio-Economy’ featured Dr Alka Sharma (Adviser, Department of Biotechnology), Shri Krishna Mohan Puvvada (Senior Vice President, MEIA Novonesis), Mr Peter Bains (Group CEO of Biocon Group), Prof Usha Vijayraghavan (Dean, Biological Science Division, IISc) and Dr Bhuvnesh Shrivastava (Director- Healthcare, US-India Strategic Partnership Forum (USISPF), moderated by Prof Gayatri Saberwal (Dean, Institute of Bioinformatics and Applied Biotechnology). The panel discussed the importance of international collaboration for India to achieve its bio-economy ambitions.

    The valedictory session featured a keynote address on driving sectoral transformation through independent and synergistic technology advancements by Dr Parvinder Maini, Scientific Secretary, Office of the Principal Scientific Adviser to the Government of India. The session also featured a fireside chat on positioning India in the global semiconductor value chain between Shri Utpal Shah (Senior Vice President – Strategy and Business Development, Tata Electronics) and Prof Andrew White, chaired by Prof Navakanta Bhat (Dean, Division of Interdisciplinary Sciences, IISc).

    The Technology Dialogue 2025 also featured the India-France AI Policy Roundtable: Roadmap for the AI Action Summit 2025. The roundtable was co-chaired by Shri Abhishek Singh, Additional Secretary, Ministry of Electronics and Information Technology (MeitY), Government of India, and Chief Executive Officer of the IndiaAI Mission, representing India, and H.E. Mr. Marc Lamy, Consul General of France in Bengaluru, representing France. The discussion focused on key policy positions related to global AI development and governance, while also exploring opportunities for collaboration and synergy between India and France. The roundtable focused on the following key objectives:

  • MIL-Evening Report: Fermented clothing? Here’s how the biofilm on kombucha can be turned into green textiles

    If you’ve ever made kombucha, you will be familiar with the term SCOBY – a symbiotic culture of bacteria and yeast. It’s impossible to miss – it’s the floating biofilm on top of your delicious drink.

    While a SCOBY looks gross, it is remarkably versatile. If you feed it on sugar and tea or coffee in large vats, it grows rapidly. The reason you need tea or coffee is because caffeine contains nitrogen, which stimulates microorganism growth. Species of bacteria in the SCOBY such as komagataeibacter xylinus have the curious ability to eat sugars and produce bacterial cellulose.

    The reason we and other researchers are focused on this unusual substance is because cellulose is extremely useful. Cotton is largely cellulose, as is flax, which we use to produce linen. Cellulose from bacteria has the advantage of being about ten times stronger than cotton.

    Traditional methods of making the world’s clothes comes at a large environmental cost. If we can scale up production of bacterial cellulose using common materials such as sugar and tea, we might produce a new kind of versatile, sustainable textile. In our new research, we use this cellulose to make wallets and canvases for painting.

    What’s so good about bacterial cellulose?

    Deriving cellulose from bacteria isn’t new. It was first discovered back in 1886. Since then, the main use we’ve found for it has been in food and drink.

    Kombucha – sometimes known as tea-mushroom – is thought to have been invented in China. In the Philippines, people have long fermented pineapple juice or coconut water to produce enough SCOBY to make chewy, gelatinous desserts. But this source of cellulose could be used for much more.

    In recent years, researchers have looked into using food waste to make this cellulose.

    Bacterial cellulose is made by cultivating a SCOBY in sugared tea, just like kombucha. But instead of the drink, what we are after is the SCOBY itself. As the microbes feed on the sugar, they spin out cellulose fibre and form a dense mat able to be harvested and processed.

    Despite not being from plants, the bacterial cellulose is remarkably similar to cellulose from cotton. In some ways, it might be better – it is incredibly pure, highly absorbent and boasts impressive tensile strength. It’s natural, nontoxic, has a low environmental footprint and is biodegradable.

    These traits make it potentially suitable for a range of uses, from clothing through to biomedical use in gauze bandages due to natural antibacterial properties. It can be dyed, sewed and treated to make different textures. It can be used to replace leather in clothing, footwear and accessories.

    But clothing is the main game. Researchers have found ways of growing this cellulose in moulds shaped like pieces of clothing to avoid the 15-20% of material wasted by cutting fabric.

    Bacterial cellulose might offer a way to reduce our reliance on the fibres we use to make clothes, which come with substantial environmental costs regardless of whether they are natural or synthetic.

    Farming cotton requires huge volumes of water and plentiful pesticides and insecticides. To make one kilo of cotton fibre requires between 8,000 and 22,000 litres of fresh water. Synthetic fabrics such as polyester and nylon are made from oil, a fossil fuel.

    The textile industry is highly polluting, consuming vast amounts of water and energy. As fashion gets ever faster, many of these clothes have a short lifespan before becoming waste. Synthetic fibres shed huge volumes of microplastics at every step of their lifespans.

    The challenge of fermentation

    In recent years, there’s been great interest in precision fermentation – using the rapid growth rate of microbes to produce foods and materials we want, such as milk grown without cows.

    One of the big challenges with these approaches is scale. Bacterial cellulose is a similar form of fermentation. As a result, it faces similar challenges around scalability and efficiency. While the material has promise, the question is whether it can be produced cheaply and at scale.

    To date, we haven’t yet found how to scale bacterial cellulose up to the level needed to meet the demand of large clothing manufacturers. And at present, the fermentation process is water intensive. Fermentation makes the water acidic, meaning it can’t be easily reused.

    This fibre could readily replace cotton, but doesn’t have the same extreme durability and elasticity as some synthetic fibres.

    Which way forward?

    The way we currently make clothes comes at a huge environmental cost. Bacterial cellulose could offer one way to make clothes at vastly lower cost to the planet.

    While there are still questions over whether it’s possible to make it competitive, researchers in several countries – including our research group – are coming at the problem from different angles. If they succeed, we might one day see a future where clothes and shoes come from sugar and tea.

  • MIL-Evening Report: What’s the difference between Hass and Shepard avocados? It’s not just the colour

    Whether with crumbled feta or poached eggs, you’d be challenged to find a cafe in Australia or farther afield that doesn’t have avocado somewhere on the menu.

    This fruit (yep, it’s a fruit from a tree, not a vegetable) is widely associated with brunch culture and other trendy eating habits.

    The Australian avocado industry developed in the 1960s, 30 years after the start of the first large-scale production in California. Orchards producing avocados now span all parts of Australia, except Tasmania, Australian Capital Territory and the Northern Territory.

    Avocados are considered a monoculture crop: they’re grown on the same land each year, making them more susceptible to pests and creating a need for increased fertiliser use. The carbon footprint of avos is almost twice as high as that of apples, but much lower than many animal food sources.

    There are now over 50 different avocado types globally, but only a few are grown commercially.

    Not all avos are the same

    You may not notice a difference when you get your avocado toast at a cafe. But at the shops or the market, a striking difference occurs each year in Australia.

    In autumn, the familiar dark purple Hass avocado disappears and is replaced with the lighter green Shepard variety. In Australia, this typically happens between February and May.

    If you don’t know the difference between the two, you may expect Shepard avos to perform the same way as Hass – and be left disappointed. There are some important differences.

    Hass avocados

    Hass avocado skin is very dark when ripe.

    Hass avocados are known for their dark, pebbly-looking skin that appears almost black when ripe. They have an ovoid shape with a slight pear-like appearance. The thick skin can be a challenge to peel, often requiring a sharp knife or avocado slicer.

    Hass avocado flavour is rich, creamy and buttery, with nutty undertones. Their texture is ideal for mashing, blending and spreading, creating a creamy texture in dips, guacamole and smoothies.

    Hass avocados ripen – and darken in colour – slowly over several days. They remain firm to the touch when ripe, and will feel squishy when overripe. A slight give when pressed confirms Hass avos are ready to eat.

    Available in Australia from May to January, Hass are the dominant variety of commercially grown avocado worldwide. They were cultivated by horticulturalist Rudolph Hass in California in the 1920s.

    Shepard avocados

    Shepard avocados have smooth, green skin that remains green even when they are fully ripe. They are round to slightly oblong in shape and have a slightly milder and sweeter taste, with less pronounced nutty undertones.

    Shepard avocados ripen more quickly than Hass, but you won’t be able to tell that by the colour. Instead, check for softness – Shepard avocados are very soft when ripe. What might feel overripe when handling a Hass will likely be ideal ripeness if it’s a Shepard. The thin, smooth skin makes them easy to peel by hand or with a gentle squeeze.

    Their buttery soft texture is firm and creamy, and they hold their shape well when cut, making them ideal for slicing, dicing and spreading despite being structurally firm.

    Interestingly, Shepard avocados brown much more slowly than Hass, making them perfect for garnishes. Their milder flavour also makes Shepard avos well suited to sweet dishes, such as chocolate mousse.

    Shepard avos account for approximately 10–15% of Australian avocados and are in season from February to April each year while there is a gap in the Hass season.

    Australia is the only country in the world that grows Shepard avocados commercially. (They are grown in Queensland.)

    Avocados and our health

    As avocados contain 59% fat, people wishing to lose weight were previously advised to avoid or limit eating them.

    We now know that a majority of this fat is oleic acid, a monounsaturated (healthy) fat that helps to reduce cholesterol and improve heart health.

    Additionally, only 1% of an avocado is made up of carbohydrates, making the fruit popular with people following a ketogenic (keto) diet of low carbs and high fat.

    People who consume avos also tend to follow a better pattern of eating in general. They eat more whole grains, fruit and vegetables and fewer discretionary or takeaway foods.

    As an energy-dense food, consuming a whole avocado is about the same as eating 2.5 whole apples. Per 100 grams, avocado actually gives you less energy than an equivalent amount of cooked white rice.

    As avocado dishes are visually appealing and often featured in food photography, they have become a symbol of modern eating habits.

  • MIL-Evening Report: Changing jobs is a big move but it’s worth considering if your workplace is toxic

    Returning to work after a summer break can be jarring, especially for the many workers dissatisfied with their jobs. Almost half report high levels of job-related stress.

    Dissatisfaction can be tied to an unhealthy, even toxic workplace where negative behaviour and poor leadership harm employee wellbeing and productivity.

    Key indicators include bullying, harassment, lack of trust, poor communication and high job strain.

    The impact of toxic workplaces

    If you think your workplace is toxic, it is worth considering the impact it is having on your mental health. You might also consider how committed your organisation is to supporting its employees’ mental health.

    Toxicity can develop gradually through subtle patterns of micromanagement, exclusion, or eroding morale. These dynamics create a draining environment that undermines individual wellbeing and business success.

    As well as affecting employees’ mental health, there is growing evidence workplace stress may lead to serious physical health problems, such as cardiovascular disease.

    According to Safe Work Australia, mental health-related workers’ compensation claims have increased by over a third since 2017-2018.

    In 2021-2022, there were 11,700 accepted claims relating to mental health conditions. These cases proved highly costly for employers, with the median compensation paid being A$58,615.

    The International Standards Organisation released a global standard in 2021 to help manage psychological health and safety risks in workplaces.

    A number of countries, including Canada and Australia, have introduced laws and standards making employers responsible for preventing and managing work-related stress.

    To support a safe workplace, some researchers (including one of the authors) have recommended an integrated, multidisciplinary approach to ensure companies respond appropriately to mental health risks.

    What your employer is doing in the following three areas can show how committed they are to protecting mental health.

    1. Preventing, minimising or managing the negatives

    Most work, health and safety legislation and standards in Australia relates to protecting employees from physical hazards, including slips, trips and falls.

    More recently, attention has turned to psychosocial hazards.

    Safe Work Australia and Comcare, as well as state and territory regulators, keep a list of common hazards.

    These include bullying, excessive workloads, low job control, lack of role clarity and exposure to traumatising events, for example, witnessing an accident.

    These lists are not exhaustive and there are some problems unique to specific jobs. For instance, teachers are often isolated from their colleagues, face big administrative loads and sometimes have to deal with abusive students and/or parents.

    Most employers can make necessary improvements including creating fairer workloads, redefining job roles and providing more support to individual employees.

    2. Responding to employee mental health issues

    Despite efforts to minimise the impact of psychosocial hazards, some employees will nonetheless experience mental health issues.

    Employers should not try to treat an employee’s mental health problems. They should support them and direct them to appropriate mental health care.

    Managers can also help by identifying signs of distress, having sensitive conversations with workers about the impact of mental illness and making reasonable changes to their roles.

    Giving employees access to support services through employee assistance programs, which can offer confidential short-term counselling, can also help.

    Making counselling available to employees can help staff mental health and workplace morale.

    Establishing a critical incident investigation procedure for events that have compromised employee mental health can help identify the cause of incidents and shape responses.

    3. Promoting the positive

    As well as managing the negative aspects of work, organisations can create conditions that promote employee mental health and wellbeing.

    One approach for doing this is to provide flexible working arrangements, such as hybrid work, which can offer employees greater choice in work location and scheduling.

    Another approach involves fostering social connectedness and inclusion among employees. This could involve team-building, social events and opportunities for employees to build relationships.

    Leaders can also promote a culture of psychological safety – where employees feel able to bring their authentic selves to work and speak their minds freely. This has been linked to greater employee wellbeing.

    The SMART model suggests employees will be most satisfied in jobs that provide stimulation (for example, solving meaningful problems), mastery (receiving mentoring or constructive feedback), autonomy (creative freedom), social relationships (supportive colleagues) and tolerable demands (lack of psychosocial hazards).

    Should I stay or should I go?

    Making the decision to leave a workplace requires careful consideration.

    In addition to your own wellbeing, you should consider whether your organisation prioritises mental health and how comfortable you would feel initiating a discussion about mental health.

    Remember while changing jobs is a big step, staying in a toxic workplace can have serious long-term consequences for both mental and physical health.

    Consider seeking advice through your employee assistance program or an independent career counsellor.

    Whatever you decide, prioritising your mental health and wellbeing should be central to your decision making.

  • MIL-Evening Report: Is it school reluctance or refusal? How to tell the difference and help your child

    It’s back-to-school season around Australia. While many students will be excited to reunite with friends, or have some nerves about the first day, others may feel an overwhelming sense of dread about school.

    This can be confusing and worrying for parents.

    We are researching child and parent perspectives about what is making school too stressful to attend. We have found it is useful to think about school attendance as a spectrum that may look like reluctance at one end and emotional distress at the other.

    Understanding the difference can help you to know which supports to seek for your child.

    School attendance in Australia

    Last week, new national figures showed school attendance continues to be an issue in Australian schools post-COVID.

    In 2024, school attendance rates (the number of days students attend) for Years 1–10 was 88.3%. This is down slightly from 88.6% in 2023. Student attendance levels (the percentage of students who go for more than 90% of the time) was 59.8% in 2024, down from 61.6% in 2023.

    In 2019, national attendance rates were 91.4% and attendance levels were 73.1%.

    While these reports don’t tell us why the figures are dropping, we know school refusal is a common and growing issue. A 2023 Senate inquiry heard how family requests for support to groups such as School Can’t Australia have almost doubled every year since 2014.

    A 2023 Greens-commissioned survey of 1,000 families found 39% said their child had been unable to attend school in the past year because of anxiety or stress.

    What is school reluctance?

    Sometimes children and young people will not want to go to school but it is not school refusal.

    When this is temporary and tied to a specific stressor, such as a test, social conflict, sports lesson or event like a camp or swimming carnival, it can be described as “school reluctance”.

    Signs can include clinginess in younger children or teenagers, as well as complaints of seemingly minor ailments such as a tummy ache, headache or “feeling sick”.

    In these cases, it is important for parents to validate a child’s feelings. Using phrases such as “I can see you’re nervous about starting a new class” can make children feel seen and heard.

    Families should also set up predictable morning routines to help children build self-regulation skills. If you celebrate small wins, such as completing the day, or getting to school on time, you can help boost motivation and confidence.

    These early interventions can help avoid escalation into more significant school-related distress.

    When it’s more than reluctance

    But at other times, a child’s issues with school are more serious and a child feels overwhelmed by stressors that make attending school feel threatening, unsafe and impossible. This is what is seen as “school refusal”, although some families and researchers are now using the term “school can’t” to reframe the issue and avoid blaming children in these situations.

    Some signs this could be happening to your child include:

    • spending significant portions of the school day in the office or sick bay

    • extreme difficulty in getting ready in the morning, even with basic tasks such as dressing or making breakfast

    • physical symptoms such as nausea or dizziness that worsen on school days, but may also be evident on weekends

    • persistent absences from school, even with encouragement and support

    • extreme emotional reactions – crying, anger or complete withdrawal – when school is mentioned.

    Who can be impacted?

    Reports show school refusal is more common in some groups, for example neurodiverse students, gender-diverse students, and students born with innate variations of sex characteristics (also known as intersex variations / traits).

    School refusal is closely associated with social anxiety, separation anxiety and school anxiety. This anxiety can become overwhelming and trigger a student’s need to avoid the environment that is causing them emotional distress. For these students, not going to school might be a survival mechanism or a way to respond to burnout.

    Whatever the reason, we know this can lead to stress and conflict for families. For students, it can have long-term effects on academic success, social skills and mental health, as well as poorer outcomes after they leave school.

    Supporting your child

    If your child is refusing or can’t go to school, they need your empathy and support. Listen to them and be their advocate. Remember, you know them best. You can also:

    • seek professional help. A psychologist may help uncover and address the root causes of their distress

    • work with the school. Talk to teachers and staff about accommodations such as flexible schedules or sensory breaks, and how else they may offer inclusive, affirming and supportive learning environments

    • think outside the box. This can include prioritising wellbeing over attendance. Consider a break from schooling or alternative forms of education, which may suit your family better

    • seek support from other families. You are not alone – there are many other families who share this experience.

  • MIL-OSI Global: Might Xenon gas be useful for treating Alzheimer’s, as a new study suggests?

    An inert and unreactive gas may not seem like an obvious candidate for treating Alzheimer’s disease, yet a new study in mice suggests that xenon might just be the breakthrough we need.

    Xenon is one of the six noble gases. Its name derives from the Greek word for “strange”. In medicine, it has been used as an anaesthetic since the early 1950s and, more recently, to treat brain injuries. It is also being tested in clinical trials for several conditions including depression and panic disorder.

    The new study from Washington University and Brigham and Women’s Hospital (the teaching hospital of Harvard Medical School) in the US, has investigated the potential of xenon to treat the brain changes associated with Alzheimer’s.

    These changes, which can be found in all brains of people with dementia, include clumps of the proteins amyloid and tau. The connections between neurons, called synapses, are also lost in Alzheimer’s disease and it is these connections between neurons that allow us to think, feel, move and remember.

    A final common feature found in the brains of people with Alzheimer’s is inflammation. This is the body’s response to injury or disease and triggers the immune response to heal the damaged tissue.

    Usually, inflammation disappears once the tissue is healed. In Alzheimer’s, the inflammation does not go away and the immune responses triggered can then damage healthy brain cells.

    All of the above changes give rise to the symptoms of Alzheimer’s, such as memory loss, confusion and mood swings.

    We don’t know what causes Alzheimer’s disease, but a leading theory suggests that a build up of amyloid triggers the process that then gives rise to the subsequent changes. So targeting amyloid seems like an obvious approach to treating the disease.

    Just over two years ago, we learned of the success of one of these treatments called lecanemab in slowing the rate of decline.

    The increase in clumps of proteins and the loss of synapses occur over decades, and it remains to be seen if directly targeting a single protein (either amyloid or tau) would be able to halt disease progression or have a measurable effect on all the characteristic harms.

    The brain has several types of cell that work together to support brain function. Neurons are the cells responsible for everything – walking, talking, thinking and breathing. Astrocytes provide energy to the neurons as well as structural support and protective functions.

    Other important cells found in the brain are microglia. They are immune cells that help remove pathogens and dead cells, among other activities. However, if they are overactive, they can cause chronic inflammation in the brain.

    Microglia explained.

    Microglia have different states depending on the environment they find themselves in, from an inactive state through to an active state. The difference in these states can be determined both by their appearance and importantly by the functions they perform. For example, active microglia can help clear the accumulated debris, such as unwanted proteins, cells and infections.

    The scientists in this latest study used mice that have the same brain changes seen in Alzheimer’s to investigate the role of microglia. A specific active state of microglia that was associated with inflammation was identified. The scientists gave the mice xenon gas to inhale, which changed the state of their microglia.

    This altered state allowed the microglia to surround, engulf and destroy amyloid deposits. It also changed the function of these microglia so that they didn’t drive further inflammation.

    The researchers also found a reduction in the number and size of amyloid deposits found. All these changes were associated with the altered microglial state.

    But what of the other changes seen in the brains of people with Alzheimer’s? The study also suggested Xenon inhalation could reduce brain shrinkage (a common feature of Alzheimer’s disease) and lead to an increase in support of the connections between neurons. And in all the mice studied, markers of the excessive inflammatory response were reduced.

    So, overall, the research suggests that inhaling xenon triggers the active microglia to change from an Alzheimer’s disease-type active state to a pre-Alzheimer’s state. This pre-Alzheimer’s disease state promotes the clearance of amyloid deposits and reduces the cell messengers that cause excessive inflammation.

    New hope

    There are no drugs that target microglia in Alzheimer’s and inroads have been made in addressing amyloid accumulation. Current drugs aimed at reducing amyloid in the brain offer a modest reduction in amyloid deposits and rate of decline.

    Amyloid treatment will improve over time, but what of the other changes that occur in the brain, such as the deposits of tau, brain shrinkage and loss of synapses?

    The new research opens up the possibility of targeting a cell type that has the innate potential to affect all of these characteristic harms.

    Clinical trials in healthy volunteers are expected to begin this year. If these findings hold up, xenon could offer a completely new approach to this mind-robbing disease. It would be a treatment that doesn’t directly target amyloid, but rather aims to reset the brain’s immune response to counteract all of the disease’s destructive changes. Stranger things have happened.
