MIL-OSI Security: U.S. Marshals Adopt Arrest Warrant for Wenatchee Father Suspected in Murder of 3 Daughters

Spokane, WA – The U.S. Marshals Pacific Northwest Violent Offender Task Force is working closely with the Chelan County Sheriff’s Office, the FBI, Homeland Security Investigations, the U.S. Border Patrol, Washington State Department of Corrections, Washington State Patrol, and the Wenatchee Police Department to locate and apprehend Travis Caleb Decker. Decker is suspected of kidnapping and murdering his three young daughters this past weekend. The U.S. Marshals Service is offering a reward of up to $20,000 for information directly leading to Decker’s arrests. The suspect is not known to be armed now but should be considered dangerous.
On May 30, the Wenatchee Police Department responded to a report of three young girls (ages 9, 8, and 5) not being returned to their mother following a scheduled visitation with their father, Decker, a 32-year-old resident of the Wenatchee area and former military member with extensive tactical training.
Law enforcement started an investigation immediately. After an Endangered Missing Person Alert was issued, a multi-agency search effort was launched across Chelan County.On June 2, Decker’s vehicle was located in Leavenworth. A search of the immediate area led to the discovery of the deceased bodies of all three children. Decker was not located and is currently at large.
Arrest warrants were initially issued for Custodial Interference, later upgraded to Murder 1st Degree (3 counts) and Kidnapping 1st Degree (3 counts) following the recovery of the victims.

WASHINGTON – The Department of Homeland Security (DHS) today announced Immigration and Customs Enforcement (ICE) lodged a detainer for Lorenzo Lopez Alcario, a criminal illegal alien, who has been charged with rape of a child with force. According to local reports, the brutal sexual assault was captured on video and the child’s mother testified in court.
This criminal illegal alien from Guatemala first entered the country illegally at an unknown date and location. On July 30, 2017, Lopez was arrested by the Arlington Police Department, Arlington, VA for the Possession of Schedule I/II Controlled Substance.
On July 31, 2017, ICE arrested Lopez after he was released from the Arlington County Jail in Virginia. On September 13, 2017, an immigration judge ordered him removed from the United States. On September 28, 2017, ICE removed Lopez from the United States.
Under President Biden, this criminal illegal alien re-entered the country illegally on June 17, 2022. Despite his previous criminal arrests in the U.S. and first deportation, he was still RELEASED into the country.
“Lorenzo Lopez Alcario is a pedophile illegal alien from Guatemala who should’ve never been in the U.S. in the first place. He is being charged with committing a heinous crime—the rape of a child,” said Assistant Secretary Tricia McLaughlin. “Despite his previous criminal charges and deportation, President Biden released this barbaric criminal into American communities in 2022. New Hampshire Senator Jeanne Shaheen’s Husband Traveled with a Known or Suspected Terrorist Three Times in A Single Year
WASHINGTON —Today, the Department of Homeland Security revealed evidence detailing the politicization of TSA’s watchlisting program under the Biden administration. Discovered documents, correspondence, and timelines clearly highlight the Biden’s inconsistent application of Silent Partners Quiet Skies and watchlisting programs, circumventing security policies to benefit politically aligned friends and family at the expense of the American people.
This includes William “Billy” Shaheen, spouse of fellow democrat and sitting U.S. New Hampshire Senator, Jeane Shaheen, while surveilling political opponents like Tulsi Gabbard months after.
After Senator Shaheen directly lobbied the former Administrator, Pekoske gave repeated, explicit direction to exclude Shaheen from the Silent Partner Quiet Skies list. Pekoske granted Billy Shaheen a blanket Silent Partners Quiet Skies exemption despite Shaheen flying with a Known or Suspected Terrorist on three occasions.
All the while, Tulsi Gabbard, and many other Americans, were placed on the Silent Partners’ Quiet Skies list with little to no visibility, awareness, explanation, or oversight.
Billy Shaheen was hardly the only high-profile individual that was placed on this exclusion list. This list also included members of foreign royal families, political elites, professional athletes, and journalists. Shaheen’s blanket exemption has since been revoked.
“It is clear that this program was used as a political rolodex of the Biden Administration—weaponized against its political foes and to benefit their well-heeled friends,” said Secretary Kristi Noem. “This program should have been about the equal application of security, instead it was corrupted to be about political targeting. Trump Administration will restore the integrity, privacy, and equal application of the law for all Americans, including aviation screening.”
For far too long, this program has yielded little to no measurable security impact and lay at the expense of the American traveler.
A timeline of events:
• 07/20/2023: William “Billy” Shaheen was a TSA Random Selectee on his flights from Boston Logan International Airport (BOS, Flight #1) to Washington-Reagan International Airport (DCA) and Washington Dulles International Airport (IAD) to BOS (Flight #2). Billy Shaheen was flagged for the first time as Co-Traveler with a Known or Suspected Terrorist (KST).
• Shortly after Billy Shaheen’s travel, Senator Shaheen’s office made an inquiry to TSA about the Senator’s husband receiving enhanced screening on these two flights.
• 10/18/2023: Shaheen was flagged a second time as a Co-Traveler of a KST.
• It was after this flight that Senator Shaheen made a second inquiry to TSA, via a meeting with then Administrator Pekoske, about her husband being on a watchlist. TSA did not disclose any information on watchlisting.
• 10/20/2023: Shaheen was then approved by then Assistant Administrator for Intelligence and Analysis Nykamp (she departed TSA in March 2025), acting on then TSA Administrator Pekoske’s Authority, to be added to the Secure Flight Exclusion List.
• This means that Shaheen was excluded from any future TSA Random Selectee designation, and Rules-based Selectee designation, such as Quiet Skies, Association Based Rule Selectee designation, or Silent Partner Selectee designation.
• 10/24/2023: TSA Legislative Affairs communicates with then Assistant Administrator for Intelligence and Analysis Nykamp, and refers to the action taken by Nykamp and/or Pekoske to add Shaheen to the Secure Flight Exclusion List.
• Follow on communication provide instructions to TSA Security Operations to ensure the exclusion is accurately captured in the passenger’s boarding pass status.
• Billy Shaheen stayed on the Secure Flight Exclusion List for 18 months until current TSA leadership removed him.

MIL-OSI Security: Greenwood — RCMP conducting further inquiries as the investigation into the homicide of Esther Jones continues

This week members of the Southwest Nova RCMP Major Crime Unit are in Greenwood conducting further inquiries related to the homicide of Esther Jones.
The Southwest Nova Major Crime Unit continues to investigate the homicide, which occurred in Greenwood on August 31, 2024. In September 2024, Dale Allen Toole was arrested and charged with Esther’s murder, and he remains in custody, Update: Southwest Nova RCMP Major Crime Unit charge man with First Degree Murder | Royal Canadian Mounted Police.
Despite the extensive investigation, Esther’s remains have not yet been located. As the investigation continues, officers will be conducting further inquiries in Greenwood over the next several days; residents can expect to see police in the area.
These inquiries are a continuation of the investigational efforts. To date, investigators have formally interviewed more than 100 people, obtained video surveillance from more than 50 businesses and homes, and searched multiple locations looking for Esther’s remains.

MIL-OSI Security: FBI Miami Supports Miami Beach Police in Targeted Enforcement Operations Over Memorial Day Weekend

MIAMI—Over Memorial Day weekend, FBI Miami joined the Miami Beach Police Department for a series of drug, firearm, and violent crime arrests and investigations. Called Operation Viper and Operation Starlight, the FBI deployed a team of agents, intelligence analysts and professional staff who specialize in violent crime investigations from May 23-25.
The operation yielded the following enforcement outcomes:
- Friday: 4 firearms investigations and 2 drug related arrests.
- Saturday: 8 firearms investigations, 2 drug related arrests and 1 armed home invasion robbery investigation.
- Sunday: 5 firearms investigations, 4 firearms related arrests and 1 arrest for a stolen vehicle.
These investigations remain ongoing, and some may result in federal charges. As such, the FBI cannot comment further about their status at this time.
“Criminals who commit violent crimes, robberies, and conduct drug trafficking prey on our communities and keep our citizens from enjoying their time off during holiday weekends like Memorial Day,” said Ryan James, assistant special Agent in charge, FBI Miami. “Operation Viper demonstrates the FBI’s commitment to support local law enforcement in their efforts to eliminate violent crime in their neighborhoods.”

Allied Defence Ministers will gather in Brussels on Thursday 5 June 2025 to finalise preparations for the Summit in The Hague.
“At this Ministerial, we are going to take a huge leap forward” Mr Rutte stated, “We will strengthen our deterrence and defence by agreeing ambitious new capability targets.” He went on to identify air and missile defence, long-range weapons, logistics, and large land manoeuvre formations as among the Alliance’s top priorities.
“We need more resources, forces and capabilities so that we are prepared to face any threat, and to implement our collective defence plans in full” the Secretary General emphasised, adding that, in order to deliver on our new targets, “we will need significantly higher defence spending. That underpins everything.”
The Meeting of NATO Defence Ministers will be preceded by a meeting of the Ukraine Defence Contact Group (UDCG) – the international coalition of Allies and partners chaired by the UK and Germany, providing practical support to Ukraine as it resists Russian aggression.

MIL-OSI Security: UPDATED: Fourth man arrested in connection with arsons in north London

A fourth man has been arrested as part of an investigation into a series of fires in north London.
A 48-year-old man [D] was arrested on Monday, 2 June at London Stansted Airport. He was initially stopped by officers under schedule 7 of the Terrorism Act, 2000, before being arrested on suspicion of conspiracy to commit arson with intent to endanger life.
The arrest is connected to an investigation into a vehicle fire in NW5 on Thursday, 8 May, a fire at the entrance of a property in N7 on Sunday, 11 May and a fire at a residential address in NW5 in the early hours of Monday, 12 May.
The man [D] has been taken to a London police station, before being released on bail to a date in July.
The Crown Prosecution Service previously authorised charged against three other men:
- Roman Lavrynovych 21 (06.02.04), of Sydenham, a Ukrainian national [A] was charged with three counts of arson with intent to endanger life.
- Stanislav Carpiuc, 26 (15.07.98) of Romford, a Romanian national, [B] was charged with conspiracy to commit arson with intent to endanger life.
- Petro Pochynok 34 (25.07.90) of north London, a Ukrainian national [C] was charged with conspiracy to commit arson with intent to endanger life.
The three men [A-C] have been remanded in custody to next appear at the Old Bailey on Friday, 6 June.
The investigation is being led by officers from the Met’s Counter Terrorism Command due to the fires all having connections to a high-profile public figure. Anyone with information that could assist the investigation should call police on 101 quoting CAD 441/12 May. Enquiries remain ongoing.

The man, Luis Alberto Gutierrez Tejeda, 33, a Mexican national whose most recent U.S. address was in Sylmar, was arrested last year in Guadalajara, Mexico, by authorities there who were working with the FBI’s Legal Attaché in Mexico City and the FBI’s Fugitive Task Force in Los Angeles. Since his arrest, Tejeda has been incarcerated in Mexico awaiting formal extradition to the United States.
Tejeda was wanted for a 2013 murder in the Arleta neighborhood of Los Angeles’ San Fernando Valley during which the victim was shot while in his vehicle. Detectives with the Los Angeles Police Department (LAPD) who are investigating the homicide, identified Tejeda as the shooter responsible. Once it became known that Tejeda fled the United States, LAPD Detectives contacted the FBI’s Fugitive Task Force and requested assistance in locating and apprehending Tejeda. The FBI obtained a federal warrant charging Tejeda with Unlawful Flight to Avoid Prosecution.
Tejeda was taken into custody by Mexican authorities in October 2024. In May, the Fugitive Task Force received notification that the Mexican Attorney General would relinquish custody of Tejeda to American authorities on May 30, 2025. Tejada was escorted by task force members to Los Angeles on Friday and was turned over to the custody of the LAPD. The federal UFAP charge is expected to be dismissed.
The FBI’s Fugitive Task Force in Los Angeles is a collaborative effort involving the FBI, the Los Angeles Police Department, and the California Department of Corrections and Rehabilitation to apprehend fugitives, including those who’ve fled from Los Angeles and those who flee to Los Angeles from other jurisdictions. The task force works to locate and arrest individuals who are wanted for various crimes, including violent crimes, and often collaborates with Mexican authorities to return fugitives to the United States. Mexican authorities and the FBI’s Legal Attaché in Mexico City provided considerable assistance, as did the Department of Justice – Office of International Affairs.

Baltimore, Maryland – Today, Ziyon Thompson, 21, of Baltimore, Maryland was sentenced to 22 years and one month in federal prison, followed by five years of supervised release, for aiding and abetting the murder of Miguel Soto-Diaz, on May 8, 2022. Thompson was charged with using a firearm resulting in death during and in relation to a drug trafficking crime.

Jacksonville, Florida – U.S. District Judge Marcia Morales Howard has sentenced Shane Allen Gibson (45, Jacksonville) to two years and six months in federal prison for possession of a destructive device and transfer of a destructive device to a convicted felon. Gibson pleaded guilty on January 29, 2025.

The fourth International Conference on Advances in Radiation Oncology (ICARO-4) is underway this week at the IAEA headquarters in Vienna, bringing together participants from around the world to examine the latest advances in treating cancer with radiation.
Opening the conference, IAEA Deputy Director General and Head of the Department of Nuclear Sciences and Applications Najat Mokhtar urged attendees to remember inclusivity as they discuss recent innovations ranging from new techniques to the use of artificial intelligence, robotics and automation. “The future of radiotherapy, and of cancer care more broadly, must be equitable. For this, patients [and practitioners] must be at the centre of all we do.”
Although more than half of all cancer patients need radiotherapy at some point, access to this life-saving treatment remains out of reach for far too many. To meet the target of one machine per 500 patients, low-income countries on average need eight times more machines than currently available, the IAEA-led Lancet Oncology Commission on Radiotherapy and Theranostics found. In terms of human resources, the global radiation medicine workforce of 2022 must expand by more than 60 percent to respond to the 35.3 million new cancer cases and limit the potential 18.5 million deaths anticipated by 2050.
“Through shared commitment, we can ensure that radiation medicine continues to serve as a force for healing, resilience and sustainable growth in every corner of the world,” said Mohammad Haidar, Lebanon’s Minister of Labor, during the opening ceremony. He noted that Lebanon is strengthening education and training, creating sustainable job opportunities through investments in medical infrastructure and ensuring the well-being and dignity of its workers. These combined efforts, he added, will help improve healthcare outcomes, support the country’s broader economic recovery and contribute to its national development goals.
“The IAEA’s commitment to science, education and international cooperation has helped shape a new future for Lebanon — one in which human capital is at the centre of this progress,” he said. “Let us continue working together; let us turn dialogue into action and challenges into opportunity.”

MIL-OSI Security: Update 294 – IAEA Director General Statement on Situation in Ukraine

Director General Rafael Mariano Grossi was in Ukraine today as part of the ongoing efforts of the International Atomic Energy Agency (IAEA) to help prevent a nuclear accident during the military conflict, with the wail of air raid sirens forcing one of his meetings to be held in an underground shelter.
One of the main priorities of the one-day visit to Kyiv – including a meeting with President Volodymyr Zelenskyy – was to discuss how the IAEA could assist in rebuilding Ukraine’s damaged and degraded nuclear energy infrastructure.
But the current risks to nuclear safety and security remained a prominent topic, both in the day’s high-level meetings in the capital and in reports from some of the IAEA teams deployed elsewhere in the country.
IAEA expert teams based at two of Ukraine’s operating nuclear power plants (NPPs) – Khmelnytskyy and Rivne – were also told to seek shelter during a day of unusually frequent air raid alerts. The team at the Rivne NPP, in western Ukraine, went to the shelter three times, two of which were reportedly due to cruise missile alerts and the other due to a ballistic missile alert.
While there were no reports of attacks affecting the operation of the NPPs, the sound of air raid sirens blaring in Kyiv and elsewhere highlighted the continued dangerous situation, including for nuclear safety.
In his first meeting after arriving to the capital for his 12th visit to Ukraine since February 2022, Director General Grossi met with Energy Minister German Galushchenko and other senior officials in the basement of the Energy Ministry in downtown Kyiv because of the air raid alarm.
Later in the day, he met with President Zelenskyy and Foreign Minister Andrii Sybiha, with whom he also discussed the IAEA’s plans to support the country in restoring and expanding its infrastructure related to nuclear power, which is of paramount importance for Ukraine’s electricity generation.
“It is clear that the dangers to nuclear safety continue to be very real and ever-present. My teams report that this was the most intense day of air raid alarms they had experienced since late last year. More than three years after this horrific war began, the IAEA’s on the ground presence remains essential to help avoid the threat of a severe nuclear accident,” Director General Grossi said.
“But at the same time, we must start looking to the future. While the IAEA remains committed to doing everything we can to help keep Ukraine’s nuclear facilities safe and secure until this devastating war ends, it is also crucial to prepare for the reconstruction phase, where the IAEA can also play an important role,” he said. “In today’s meetings, President Zelensky and his ministers voiced strong support and appreciation for the IAEA’s continued presence at Ukraine’s nuclear sites and our essential role in helping to strengthen its energy infrastructure.”
Specifically, the Director General spoke to his hosts about the IAEA conducting a thorough safety assessment of the damaged New Safe Confinement (NSC) at the Chornobyl site, as well as the Agency’s safety assistance related to a government plan to build two new reactor units at the Khmelnytskyy site and its technical work to help keep the national grid stable, which is of crucial importance for the safe operation of NPPs.
At Ukraine’s largest NPP, Zaporizhzhya, the IAEA team was informed that the nearby city of Enerhodar – where most plant staff live – had experienced several power outages since midnight, with intermittent tap water supplies also affecting the plant itself. The IAEA team was also informed that the city and its water pump station have relied on mobile diesel generators for power. The Zaporizhzhya NPP remained connected to off-site power at all times.
Later this week, Director General Grossi will also be visiting the Russian Federation for high-level talks on nuclear safety and security.

In November 2023, millions of doses of fentanyl and methamphetamine laced pills and powder with street value estimated to be over $7 million, were seized from a stash location and clandestine laboratory used by organization.

MIL-OSI Security: Admiral Rock — RCMP charges a man with sexual offences against a child

East Hants District RCMP has charged a man with sexual offences against a child that occurred in Admiral Rock.
Yesterday, at approximately 3:20 p.m., RCMP officers responded to a report of abduction on Mosher Rd. Officers learned that two children were riding their bicycles when a man standing at the end of a driveway flagged them down. The man, whom the children did not know, grabbed one of them by the arm, entered the nearby residence with the child, exposed himself, and uttered threats.
The child screamed and ran out of the home to get help. The two children were not physically injured.
RCMP officers attended the residence where the incident occurred and arrested a 34-year-old man from Admiral Rock.

- Uttering Threats
The investigation is ongoing.
