  • MIL-OSI Security: NATO Innovation Hackathon recognises advanced technologies for defence

    From 11 to 18 March 2025, NATO and the Defence Innovation Accelerator for the North Atlantic (DIANA) brought together more than 60 companies from across the Alliance to compete in the first NATO Innovation Hackathon. The aim was to uncover new technological solutions to improve intelligence gathering and Unmanned Arial Vehicles (UAV) and electronic warfare system detection, including in degraded visual environments, such as at night.

    Challenges run during the competition were directly drawn from those faced daily in war zones such as Ukraine. To address these challenges, contestants were assisted by mentors from DIANA and the Ukrainian innovation ecosystem. 

    The hackathon rewarded ten companies for their proposed technological solutions in areas such as AI, acoustic sensors, robotics and Unmanned Aerial Systems (UAS) detection. In addition to up to 20,000 EUR funding, the winning teams were also offered the opportunity to further engage with DIANA.

    The NATO Innovation Hackathon underscores NATO’s commitment to accelerating the development and adoption of innovative defence technologies. It also contributes to the implementation of the NATO-Ukraine Innovation Cooperation Roadmap and actively supports Ukraine’s needs from the battlefield.

  • MIL-OSI Security: The Republic of Korea joins NATO Science & Technology Organization (STO) Partnership

    On 1 March 2025, the Republic of Korea joined NATO’s Science & Technology Organization (STO) Science & Technology (S&T) Enhanced Partnership, a programme designed to promote joint research and development in advanced S&T fields. With this status, the Republic of Korea will participate in the NATO S&T Board, which provides strategic guidance on NATO’s collaborative scientific research, and engages in joint research and development projects in areas such as medicine, sensing, cyber security, propulsion and power systems.

    That same day, Switzerland and Ukraine also joined the STO S&T Enhanced Partnership. Australia and Japan were the first S&T Partner nations, in 2015 and 2020 respectively. 

    Dr Bryan Wells, NATO Chief Scientist, said: “The NATO S&T Organization has always had a strong tradition of building close relations with NATO Partners. Bringing the Republic of Korea, Switzerland and Ukraine together with Australia and Japan as S&T Enhanced Partners marks a step change in our engagement. I look forward to welcoming our new S&T Enhanced Partners to their first NATO S&T Board meeting in Brussels in early April.”

  • MIL-OSI Security: NATO Aviation Committee meets in New Zealand to discuss future cooperation on air activities

    The NATO Aviation Committee was hosted by the Royal New Zealand Air Force in Christchurch, on 18-20 March 2025. This was the first time a NATO senior policy level committee met in the Indo-Pacific region, and a demonstration of NATO’s commitment to boosting cooperation with its four Indo-Pacific partners (Australia, Japan, New Zealand, and the Republic of Korea).

    Over 100 participants – including from partner countries and international organisations – shared views on the challenges faced by the military aviation of Allied and partner countries, and on the prospects of enhanced resilience, interoperability and civil-military cooperation.

    In the margins of the meeting, a NATO Industry Seminar brought together senior civil and military officials and industry leaders from the region, to better understand the strategic importance of aviation and space capabilities, share lessons learned, and enhance the safe development of cutting-edge commercial innovation. NATO officials also engaged with government officials and representatives of local universities to discuss NATO’s relations with New Zealand.

    In the current context of increasing geopolitical competition, NATO and New Zealand have been strengthening their relations to address shared security challenges and to contribute to defending international law. They also cooperate as part of NATO’s broader relations with its partners in the Indo-Pacific region. New Zealand has made valuable contributions to NATO-led operations and missions for many years, and in support to Ukraine – including through the NATO Security Assistance and Training for Ukraine (NSATU) – following Russia’s full-scale invasion of Ukraine.

    “The Euro-Atlantic region and the Indo-Pacific region are closely interlinked; we have had historic links for decades, and currently we face many of the same security challenges, and share the same values and the same strong interest in protecting international law,” NATO’s Assistant Secretary General for Defence Investment, Taja Jaakkola highlighted. “Let me be clear: this is not about NATO going to the region. NATO is and will remain a regional alliance whose aim is to protect its own region – North America and Europe; but we need to have a global outlook, and we see our partnerships with countries in the Indo-Pacific region as key in the current context; we have had closer dialogue in the last three NATO Summits with the leaders of Australia, Japan, the Republic of Korea and New Zealand; this dialogue is very important to better understand the challenges we face in our respective regions, and share best practices about how we deal with them,” she underscored.

    “NATO is a longstanding and likeminded security partner for New Zealand; our enduring partnership is key to providing the doctrine, tactics, training and procedures that underpin the New Zealand Defence Force’s interoperability with key partners; the finalisation last year of the New Zealand NATO Individually Tailored Partnership Programme demonstrates our intent to continue partnering with the Alliance on shared security challenges, including emerging disruptive technologies, cyber defence, industrial cooperation and climate change,” said New Zealand’s Associate Minister of Defence, Chris Penk. “With the launch last year of the ‘New Zealand Space and Advanced Aviation Strategy’ New Zealand aims to have an aviation regulatory environment that supports innovation while maintaining safety and protecting our national interests, including national security and New Zealand’s foreign policy interests; this strategy will support the growth and development of New Zealand’s space and advanced aviation sectors, with a view to New Zealand becoming an even greater hub of space and aviation activity,” he added.

    The Aviation Committee advises the North Atlantic Council on a “Total System Approach to Aviation (TSAA)” in support of NATO’s core tasks (collective deterrence and defence, crisis prevention and management, and cooperative security). It contributes to making Allied air activities more effective and to mitigate hazards, safety and security risks to air activities. It is NATO’s primary forum for the engagement of international aviation organisations and institutions at the policy and technical levels.

  • MIL-OSI Security: NATO Deputy Secretary General welcomes renewed European defence efforts at the European Parliament

    On Thursday (20 March), NATO Deputy Secretary General Radmila Shekerinska addressed the European Parliament’s Security and Defence Committee (SEDE). She commended Europeans for stepping up investment in defence to deliver security, praised cooperation with the European Union (EU) and answered questions from Members of the European Parliament (MEPs).

    Ms. Shekerinska hailed initiatives at the European and national levels to boost defence spending, capabilities and readiness, while noting that the transatlantic relationship remains the cornerstone of European security. In her remarks to MEPs, she stressed the need for a stronger European pillar within a strong NATO.

    The Deputy Secretary General emphasised the importance of continuing to strengthen NATO-EU cooperation. She underscored that NATO and the EU are natural and indispensable partners, and that the EU can use its unique economic leverage to boost defence production, innovation, and military mobility in line with NATO’s military plans, capabilities, and standards. In this regard she also pointed to the need to involve non-EU allies as much as possible in the EU’s initiatives on defence. Ms. Shekerinska welcomed the ReArm Europe plan, as well as European support for Ukraine.  

    In a security context where Europe faces instability and threats from many directions, the Deputy Secretary General highlighted that “keeping our people safe is our most sacred duty.”

  • MIL-OSI Security: NATO Youth Advisory Board programme kicks off following selection of members

    On Tuesday, 25 March, NATO announced the members of its inaugural Youth Advisory Board, who officially began their work with a visit to the NATO Headquarters in Brussels.

    The two-day programme for the board included a series of briefings designed to deepen their understanding of NATO’s mission and equip them with essential tools for their role. As part of the visit, the young leaders met the NATO Secretary General, and discussed their proposed contributions in shaping NATO’s engagement with a wide range of youth communities. The Secretary General thanked the young leaders for their interest in the Alliance and wished them luck in their upcoming work on brainstorming and developing ideas on furthering NATO’s engagement with youth.

    The board is comprised of ten members, selected from across the Alliance and partner countries for their expertise and their impactful work in civil society: Sena Chang, Daan Cornelissen, Michael Dokas, Alexander Iancu, Marek Janiga, Max Klymenko, Imane Lakbachi, Marcelina Maciag, Amanda Round, and Alice Vandenberghe.

    The Youth Advisory Board is part of NATO’s Public Diplomacy Division’s efforts to reach youth perspectives from across NATO member and partner countries. The board members will engage in a 10-month programme focusing on engaging with NATO stakeholders, shaping NATO’s public diplomacy initiatives and contributing to key events such as the 2025 NATO Youth Summit and the annual NATO Public Forum. They will provide insights and recommendations to enhance NATO’s long-term approach towards youth outreach and involvement while also leading youth-focused projects within their communities.

  • MIL-OSI Security: NATO Allies discuss boosting defence spending and industrial capacity with the European Commissioner for Defence and Space

    On Wednesday (26 March 2025), NATO Deputy Secretary General Radmila Shekerinska welcomed the European Commissioner for Defence and Space, Andrius Kubilius, to NATO Headquarters for a meeting with Allies in the North Atlantic Council.

    Ms. Shekerinska emphasised the need for Europe to boost defence spending and ramp up defence production, noting that a stronger European defence will also contribute to a stronger Alliance. Recognising that NATO and the EU are natural and indispensable partners, she stressed that efforts directed toward the European defence industry and capability development need to be complementary, coherent and interoperable with NATO, and involve non-EU Allies as much as possible.

    The Deputy General Secretary also highlighted the decisive role that NATO and the EU have played in helping Ukraine defend itself. She underscored the importance of further strengthening Ukraine both on the battlefield and at the negotiating table.

    Ms. Shekerinska underlined the importance of continued NATO-EU exchanges to foster transparency on the issues of clear common interest and to explore further avenues of cooperation. She welcomed the White Paper for European Defence, and looked forward to working in “a truly collaborative way” during its implementation.

  • MIL-OSI Security: Secretary General reaffirms transatlantic unity in Warsaw: There is no alternative to NATO

    NATO Secretary General Mark Rutte visited Warsaw on Wednesday (26 March 2025), where he met Polish President Andrzej Duda, Prime Minister Donald Tusk, Deputy Prime Minister and Defence Minister Władysław Kosiniak-Kamysz, and Foreign Minister Radosław Sikorski. The Secretary General then gave a speech at a public event co-hosted by the Warsaw School of Economics and the Polish Institute of International Affairs.

    Secretary General Rutte praised Poland for its leadership within the Alliance, including its strong support to Ukraine and record-high defence spending, set to reach 4.7% of GDP this year. “Poland’s investment in defence is an example to all Allies. Not only do you top the NATO charts, you plan to spend even more,” he said. 
     
    In his keynote speech, the Secretary General underlined the strength of the transatlantic bond and laid out NATO’s path to the upcoming Summit in The Hague.
     
    “When it comes to keeping Europe and North America safe, there is no alternative to NATO,” he said, stressing that it is not possible to imagine the defence of Europe without the Alliance.

    As Russia’s war against Ukraine rages on and its military cooperation with China, Iran, and North Korea intensifies, Mr Rutte warned that President Putin “has not given up on his ambition to reshape the global security order.” He underlined that a strong transatlantic Alliance remains the foundation of European security and that stronger European Allies are a unique strategic asset to the United States – allowing America, he said, to “promote peace through strength on the global stage.”

    Secretary General Rutte reiterated his confidence in the United States’ continued commitment to NATO and Article 5. “Listen to President Trump, who has repeatedly stated his commitment to a strong NATO. Listen to the strong bipartisan support in the US Congress,” he said. “And listen to the American people,” three-quarters of whom support NATO according to a recent Gallup poll.

    Mr Rutte also emphasised that the US commitment to NATO comes with a clear expectation: that European Allies and Canada take on greater responsibility for our shared security.

    Looking ahead to the NATO Summit in The Hague, the Secretary General said the Alliance would “begin a new chapter for our transatlantic Alliance. Where we build a stronger, fairer and more lethal NATO, to face a more dangerous world.”

    NATO Secretary General Mark Rutte travelled to Herstal, Belgium on Thursday (27 March 2025) for a meeting with the Chairman and CEO of the Thales Group, Patrice Caine. While in Herstal, Mr Rutte toured the Thales factory with the Prime Minister of Belgium, Bart De Wever.

    During his visit, the Secretary General emphasised the value of close cooperation between NATO and the defence industry. He highlighted that the defence industry is critically important for the Alliance’s security and commended Thales for its investment in the next generation of scientists, engineers and technicians. Mr Rutte also emphasised the critical need to ramp up defence production in an increasingly turbulent security environment

  • MIL-OSI Security: NATO Military Committee visits Sweden

    From 26 to 28 March, the NATO Military Committee visited the Island of Gotland and Luleå in Sweden, on an invitation by the Swedish Chief of Defence, General Michael Claesson. This was the first visit of the Military Committee to Sweden, since the country became the 32nd member of the NATO Alliance, in March 2024.

    Throughout the visit, the Military Committee was briefed on Sweden’s security and defence strategy, its geostrategic environment, total defence concept and modern military capabilities. Sweden’s bilateral and multilateral defence cooperation with regional and international allies were also discussed.

    The Chair of the Military Committee, Admiral Giuseppe Cavo Dragone, underscored “the importance of this visit in witnessing first-hand the high-level of Sweden’s defence capabilities, the professionalism of its military and civilian personnel, and how all this contributes significantly to the Alliance’s collective defence”. Admiral Cavo Dragone emphasized the security of Sweden’s position within NATO, and the commitment of guaranteeing security shared among all 32 Allies.

    On Wednesday 26th March, the Military Committee visited Swedish military facilities on the Island of Gotland, a site of geostrategic importance in the Baltic sea region for strengthening NATO’s north-eastern flank. The Military Committee also had the opportunity to meet with the 18th Armoured Regiment Gotland, and learn more about Sweden’s maritime and land capabilities.

    The Military Committee also visited Luleå, hosted by the Chief of the Air Force, Major General Jonas Wikman, and the Chief of the Army, Major General Jonny Lindfors, where they learned more about how Sweden’s specialised capabilities are  adapted to the High North strategic environment. In Luleå, admirals and generals from the Military Committee had the opportunity to engage with conscripts, and were briefed on Sweden’s whole-of-society approach and investment in future force capabilities.

  • MIL-OSI Security: Appeal: officers look to return jewellery to rightful owners

    Officers are seeking to reunite owners with their property, after stolen jewellery was recovered as part of a proactive police operation in London and the home counties.

    The jewellery includes identifiable items such as a World War 1 officers’ Rolex watch, a gold locket containing old pictures, an engraved gold ring and an engraved gold pocket watch from Harlow Bros Ltd.

    A gold wedding ring, gold necklaces and a gold hair pin were also found.

    Detective Sergeant Lee Davison who is leading the investigation said:

    “The stolen jewellery was largely taken from London’s south Asian community across 2023 and 2024 in Houslow and was recovered as part of a year-long operation.

    “While it is believed to be worth over a million pounds in total, it is the sentimental value that remains priceless.

    “This is why myself and the team are working tirelessly to identify the owners and are urging anyone who recognises the jewellery to contact us on 101, quoting 01/1113701/24.

    Four men have been charged with conspiracy to commit burglary and await trial.

  • MIL-OSI Security: Flying Squad officers uncover Post Office armed robbery plot

    Met detectives used DNA and CCTV to identify a man who staged an armed robbery at a Post Office after he cut himself while making his escape from the scene.

    Rajvinder Khalon was one of five members of the same family who were involved in the plot which resulted in around £136,000 being stolen from the branch in Hounslow.

    As he fled the scene, he cut himself while climbing over a metal fence, and detectives used this evidence, as well as a huge amount of CCTV and phone data to identify those involved and take them to court.

    At around 18:30hrs on 1 April 2024 the Met responded to reports of an armed robbery at the Post Office in Brabazon Road.

    Two women working at the branch, who were later found to be part of the conspiracy, told officers they were threatened by a man with a gun who stole £50,000, as well as the branch’s CCTV system.

    An audit by the Post Office found the actual amount of money missing from the store was around £136,000.

    Detectives from the Met’s Flying Squad took on the investigation and trawled through CCTV from the area around the shop to identify the suspect. They tracked him to a nearby car which was registered to Kahlon. His DNA was also found on the fence.

    Analysis of his phone showed he was in regular contact with a man called Sukhvir Dhillon. Further checks revealed Dhillon was the owner of the branch and the store it was attached to. He is also Kahlon’s cousin.

    Through diligently piecing together contact between the pair ahead of the incident, it became clear the robbery was staged to steal money from the store.

    Three more family members, Ramandeep Dhillon and Sunaver Dhillon , who were the two people working in the shop at the time and provided the first account to police, and Mandeep Gill, were also found to have been aware of the plans.

    Detective Chief Inspector Scott Mather, from the Met’s Flying Squad, said:

    “This was a complex investigation which involved piecing together a large amount of CCTV, phone and financial data, and DNA evidence.

    “The group had taken steps to cover their tracks but we were still able to identify those involved and I’m pleased our work resulted in them being brought to justice.”

    Conviction details

    Rajvinder Khalon, 41 (25.05.82) of Great West Road, Hounslow and Sukhvir Dhillon, 38 (09.07.86), Ramandeep Dhillon, 40 (03.01.85), Sunaver Dhillon, 67 (23.07.56), all of Lyne Road, Virginia Water, were found guilty at Isleworth Crown Court on Wednesday, 27 March of conspiracy to pervert the course of justice, conspiracy to money launder, and conspiracy to steal from the Post Office.

    Mandeep Gill, 45 (14.02.1980), also of Lyne Road, Virginia Water, was found guilty of conspiracy to pervert the course of justice, conspiracy to money launder.

    They will be sentenced at the same court on Friday, 6 June.

  • MIL-OSI Security: Relentless Pursuit: U.S. Marshals Arrest Suspected Norteños Murderers in Multi-State Manhunt

    Spokane, WA – The U.S. Marshals Service (USMS), in coordination with federal, state, and local law enforcement partners, continues to demonstrate the effectiveness of its rapidly advancing manhunt program in the pursuit and apprehension of violent fugitives.

    Following the tragic March 21, 2025, drive-by shooting in Moses Lake, Washington, which claimed the life of a 14-year-old boy and critically injured four others, the USMS Pacific Northwest Violent Offender Task Force (PNVOTF) launched an intensive multi-agency effort to locate and arrest those responsible.

    Case Progression:

    • March 24, 2025: A juvenile suspect was arrested in Richland, Washington, at the request of the U.S. Marshals Service to prevent his escape while he received treatment for a self-inflicted gunshot wound at Kadlec Regional Medical Center. The arrest was conducted in coordination with the Richland Police Department. The suspect was charged with first-degree murder and multiple felony counts.
    • March 25, 2025: Arrest warrants were issued for Jose Beltran-Rodriguez and Matthew Valdez, charging them with first-degree murder, five counts of first-degree assault, drive-by shooting, and felon in possession of a firearm.
    • March 27, 2025: The U.S. Marshals Task Force and Spokane County Sheriff’s Office SWAT Team executed a search warrant at a Spokane residence in pursuit of Beltran-Rodriguez.
    • March 28, 2025: Fugitive Matthew Valdez was apprehended in Beaverton, Oregon, with assistance from the Washington County Sheriff’s Office Community Violence Reduction Team and Tactical Negotiations Team.
    • March 29, 2025: The U.S. Marshals Service announced a reward of up to $10,000 for information leading to the arrest of Beltran-Rodriguez, the last remaining suspect.
    • March 30, 2025: Jose Beltran-Rodriguez was arrested in Redding, California, and booked into jail pending extradition hearings.

    Ongoing Investigations and New Charges:

    As a result of the investigation, associates of Beltran-Rodriguez, Valdez, and the juvenile in both Moses Lake and Spokane, Washington, are now facing criminal investigations and new charges. The ATF and the Moses Lake Police Department are actively pursuing federal charges against all individuals involved in this violent crime.

    Beltran-Rodriguez, Valdez, and the juvenile suspect are all suspected members of the Norteños, a transnational criminal organization with ties to violent crime, drug trafficking, and firearms offenses across the United States and beyond.

    Rapidly Advancing Manhunt (RAM):

    The rapidly advancing manhunt program combines real-time intelligence sharing, cutting-edge technology, and interagency collaboration to track and capture violent fugitives. This case highlights the use of the RAM model.

    “The swift identification and arrest of multiple fugitives in this case demonstrates the strength of the U.S. Marshals Service’s proactive manhunt strategy,” said Craig Thayer, U.S. Marshal for the Eastern District of Washington. “By leveraging cutting-edge investigative tools, intelligence analysis, and close partnerships with our law enforcement partners, we ensure that violent criminals are swiftly brought to justice.”

    This remains an active and ongoing investigation. Further details will be released as they become available.

    The Pacific Northwest Violent Offender Task Force is a U.S. Marshals-led partnership comprising federal, state, and local law enforcement officers from Washington, Oregon, and Alaska. The task force’s primary mission is to locate, arrest and return to the justice system the most violent and egregious federal and state fugitives. Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates with and provides funding resources to multi-agency drug enforcement initiatives, including the Pacific Northwest Violent Offender Task Force.

    Detectives investigating the disappearance of Alexander Sloley, reported missing from his home in Islington in 2008, are offering a reward for information that leads to him being found.

    Alex was 16 at the time of his disappearance and described then as a light skinned Black male, 5ft 5ins tall and of medium build with striking blue eyes. His family and friends have not heard from him since August 2008 and despite repeated appeals and enquiries, police have not been able to locate him.

    Detective Chief Inspector Sarb Kaur, who leads the investigation, said: “Alex was reported missing to police on 8 August 2008. Since then there have been extensive enquiries made by police but sadly Alex has not yet been found.

    “We are now offering a reward of up to £10,000 for anyone who has information relating to Alex’s whereabouts.

    “This remains an active missing person investigation, subject to regular review by senior officers, with the aim of locating Alex and bringing some comfort to his family. We have recently met with Alex’s mother to outline how we intend to progress our investigation to find him.

    “I would ask anyone with information who could help to please get in contact immediately, no matter how insignificant you think this could be.

    In coordination with the Federal Government of Somalia, U.S. Africa Command (AFRICOM) conducted an airstrike against multiple ISIS-Somalia targets on March 29, 2025.

    The airstrike occurred Southeast of Bosasso, Puntland, in Northeastern Somalia.

    AFRICOM’s initial assessment is that multiple ISIS-Somalia operatives were killed and no civilians were harmed.

    ISIS-Somalia has proved both its will and capability to attack U.S. and partner forces. This group’s malicious efforts threaten U.S. security interests.

    AFRICOM, alongside the Federal Government of Somalia and Somali Armed Forces, continues to take action to degrade ISIS-Somalia’s ability to plan and conduct attacks that threaten the U.S. homeland, our forces, and our civilians abroad.

    Detectives are appealing to the public for help to identify a group of people who engaged in violent disorder in Elm Park.

    On the evening of Saturday, 22 March there was an incident of violent disorder after a large group attended a private event at Elm Park primary school, some armed with weapons, and assaulted and robbed members of the public.

    This incident is being investigated by the Metropolitan Police Service, with the assistance of the British Transport Police.

    At this time, 12 people have been arrested, aged between 12 and 17, in connection to this incident for various offences including possession of an offensive weapon and assault on an emergency services worker. There have been no charges at this time.

    We are now making an appeal to anyone with information as to the identities of any other people involved in this incident to come forward.

  • MIL-OSI Security: KC Man Sentenced for Illegal Firearms

    KANSAS CITY, Mo. – A Kansas City, Mo. man has been sentenced in federal court for illegally possessing firearms in furtherance of a drug trafficking crime.

    Darren M. Wood, 28, was sentenced by U.S. Chief District Judge Beth Phillips on Wednesday, March 26, to 5 years in federal prison without parole.

    On Nov. 20, 2024, Wood pleaded guilty to one count of possessing firearms in furtherance of a drug-trafficking crime.

    On Sept. 15, 2023, officers from the Belton, Mo. Police Department were dispatched on a suspicious activity call for someone sleeping in a vehicle.  Wood exited the vehicle when officers began approaching the vehicle.

    Officers observed a Glock 19, 9mm pistol in the front driver’s seat.  The firearm was loaded with one round in the chamber and a fully loaded 15-round magazine. Officers searched Wood and located over $3,000 cash.  Officers searched the vehicle and located 285 blue tablets labeled “M30” which contained fentanyl, 20 alprazolam tablets, 4 clonazepam tablets, and 2 bottles containing liquid promethazine.

    Wood also possessed a black AR-15 style rifle with a loaded magazine and no serial number, which officers located in the vehicle’s trunk.

    This case was prosecuted by Special Assistant U.S. Attorney Jessica L. Jennings It was investigated by the Belton, Mo. Police Department, the Jackson County Drug Task Force, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

  • MIL-OSI Security: Traffic Stop in Southeast D.C. Leads to Federal Indictment, Firearm Recovery, and Drug Seizure

              WASHINGTON – Ikea Gartrell, 35, of Washington D.C., has been indicted on federal gun charges in the latest case to be federally adopted as part of the “Make D.C. Safe Again” initiative, announced U.S. Attorney Edward R. Martin Jr., Special Agent in Charge Anthony Spotswood of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and Chief Pamela Smith of the Metropolitan Police Department (MPD).

              Gartrell was indicted on one count of unlawful possession of a firearm by a felon, following her March 1st arrest in Southeast D.C.

              According to court documents, on March 1, 2025, at approximately 4:49 p.m., Metropolitan Police Department personnel conducted a traffic stop in the 900 block of Barnaby Street SE, Washington, D.C. Officers then made contact with the driver, later identified as Ikea Gartrell, who was allegedly found to be operating without a valid license.

              During the stop, it is alleged that an open container of alcohol was observed, prompting officers to ask all occupants to exit the vehicle. A subsequent investigation led to the discovery of a loaded, unregistered firearm on Gartrell’s person. Gartrell was placed under arrest for Carrying a Pistol Without a License (CPWL) and no permit.

              Records indicated Gartrell had a prior felony conviction.

              The investigation is ongoing.

              The ATF and MPD are investigating this case. It is being prosecuted by Assistant U.S. Attorney Benjamin Helfand.

              This case is part of Make DC Safe Again, a public safety initiative led by U.S. Attorney Martin that is surging resources to reduce violent crime in the District. This initiative was created to address gun violence in the District, prioritize federal firearms violations, pursue tougher penalties for offenders, and seek detention for federal firearms violators.

              An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Four Pomona Gang Members and Mexican Mafia Associates Found Guilty of Racketeering, Murder, Drug Trafficking, and Firearms Crimes

    LOS ANGELES – Four Pomona gang members and Mexican Mafia associates were found guilty by a jury today of a series of racketeering-related crimes, including the murder of a federal inmate at the Metropolitan Detention Center (MDC) in downtown Los Angeles in June 2020.

    At the conclusion of a 20-day trial, the following defendants – all of Pomona – were found guilty of one count of conspiracy to violate the Racketeer Influenced and Corrupt Organizations (RICO) Act, one count of violent crimes in aid of racketeering (VICAR) murder, and one count of first-degree murder within the special maritime and territorial jurisdiction of the United States:

    • Michael Lerma, 68, a.k.a. “Pomona Mike” and “Big Mike;”
    • Carlos Gonzalez, 41, a.k.a. “Popeye;”
    • Juan Sanchez, 33, a.k.a. “Squeaks;” and
    • Jose Valencia Gonzalez, 44, a.k.a. “Swifty.”

    The jury also found Lerma and Valencia Gonzalez guilty of one count of conspiracy to distribute controlled substances (methamphetamine and heroin) at MDC and in the Pomona area. Finally, the jury found Gonzalez and Valencia Gonzalez guilty each of one count of being felons in possession of a firearm and ammunition. Sanchez was found not guilty of one count of being a felon in possession of a firearm and ammunition.

    All the defendants have been in federal custody since 2018.

    “These defendants were key players in a criminal enterprise that committed murder, assault, and drug trafficking,” said Acting United States Attorney Joseph T. McNally. “Today’s verdict will take these offenders off our streets and make our community safer.”

    “This case makes it clear that gang violence by Mexican Mafia members and associates has not only been directed from the streets, but also from prisons in California,” said Akil Davis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. “This lengthy investigation exemplifies the commitment by agencies at the federal, state and local level who’ve collaborated for several years on a task force to arrive at justice in this case.”

    According to evidence presented at trial, from February 2012 to June 2020, Lerma – a full member of the Mexican Mafia prison gang – controlled and extorted drug proceeds from Latino street gangs in and around Pomona, as well as from incarcerated Latinos in Calipatria State Prison in Imperial County. Members of Lerma’s criminal enterprise also engaged in robberies, identity theft and fraud, drug trafficking, and other acts of violence. 

    In June 2020, Carlos Gonzalez, Valencia Gonzalez, and Sanchez – at Lerma’s direction – entered the cell at MDC Los Angeles and killed a victim – identified in court documents as “S.B.” The defendants murdered S.B. in retaliation for S.B. failing to pay drug debts deemed owed to Lerma’s cell of the Mexican Mafia prison gang. 

    United States District Judge George H. Wu will schedule sentencing hearings in the coming months, at which time each defendant will face a mandatory sentence of life in federal prison.

    Federal prosecutors so far have secured 16 convictions in this case, including that of Cheryl Perez-Castaneda, 62, of Pomona, who is serving a 12-year prison sentence for using her power on the street as a “señora” – a high-level female associate of Lerma’s – to solicit a murder and for participating in a carjacking attempt that resulted in the July 2013 shooting of M.A.

    Kelly Deshannon, 43, of La Verne, is serving a prison sentence of more than seven years for serving as a “secretary” to Lerma and for facilitating the July 2013 armed robbery of M.A. and for extortion and distributing narcotics.

    The FBI’s San Gabriel Valley Safe Streets Task Force (SGVSSTF), which is comprised of agents and officers with the FBI, the Los Angeles County Sheriff’s Department, the Pomona Police Department, the El Monte Police Department, and the Drug Enforcement Administration, investigated this matter in conjunction with the FBI’s Los Angeles Metropolitan Violent Crime Task Force. The Pomona Police Department is the sponsoring agency of the SGVSSTF and has been the headquarters for the task force since its inception in 2008.          

    Assistant United States Attorneys Kyle W. Kahan and Jason A. Gorn of the International Narcotics, Money Laundering, and Racketeering Section, and Assistant United States Attorney Kellye M. Ng of the Violent and Organized Crime Section are prosecuting this case.

  • MIL-OSI Security: Clay County Man Indicted On Firearm And Drug Charges

    Jacksonville, Florida – Acting United States Attorney Sara C. Sweeney announces the return of an indictment charging James Malcolm Davis (45, Middleburg) with possession with intent to distribute 5 grams or more of methamphetamine and possession of firearms by a convicted felon. If convicted, Davis faces a minimum term of 5 years, up to 40 years, in federal prison for the drug offense and up to 15 years’ imprisonment for the firearm offense. The indictment also notifies Davis that the United States intends to forfeit multiple firearms, ammunition, and magazines traceable to the firearm offense. Davis was arrested on March 25, 2025, and ordered detained. His trial is set for May 2025.

    According to the indictment and court proceedings, on October 31, 2024, Davis possessed with the intent to distribute over 5 grams of methamphetamine that was found in his car. On that same date, it was also determined that Davis possessed multiple firearms at his residence. At the time of the offenses, Davis had four prior state felony convictions, including aggravated assault, felony battery or domestic, and possession of a firearm or ammunition by a convicted felon (2010, 2022). As a convicted felon, Davis is prohibited from possessing a firearm or ammunition under federal law.  

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

    This case was investigated by the Clay County Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives – Jacksonville Office. It will be prosecuted by Assistant United States Attorney Kevin C. Frein.

    This case is part of Operation Take Back America, a nationwide initiative that streamlines efforts and resources from the Department of Justice’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhoods (PSN).

  • MIL-OSI Security: Four Defendants Charged After Warrant Served in El Cajon

    SAN DIEGO – John Washburn, general manager of San Diego Powder & Protective Coatings in El Cajon, and three employees, made their first appearances in federal court today to face immigration charges stemming from a search warrant that was served by federal agents at the property yesterday.

    Washburn, along with employees Gilver Martinez-Juanta, Miguel Angel Leal-Sanchez and Fernando Casas-Gamboa, were arrested yesterday. Washburn was charged with Conspiracy to Harbor Aliens; the employees were charged with using false documents to work in the United States.

    According to the complaint, Washburn employed undocumented workers and allowed them to live in the company’s warehouse. The three charged employees allegedly provided a false attestation regarding their immigration status to secure employment at the business.

    U.S. Magistrate Judge Barbara L. Major set bond for Washburn at $5,000 and ordered him and the other defendants to appear in court for a preliminary hearing on April 8, 2025, at 9:30 a.m.

    The Homeland Security Investigations, San Diego Office is investigating these cases with assistance from the Department of Homeland Security, Office of Inspector General; General Services Administration, Office of Inspector General; United States Border Patrol; U.S. Customs and Border Protection; United States Immigration and Customs Enforcement, Enforcement and Removal Operations; Naval Criminal Investigative Service; Small Business Administration, Office of Inspector General; Drug Enforcement Administration, San Diego Field Division, and the Bureau of Alcohol, Tobacco, Firearms, and Explosives.

    PHOENIX, Ariz. – During this week of enforcement operations from March 22, 2025, through March 28, 2025, the U.S. Attorney’s Office for the District of Arizona brought immigration-related criminal charges against 260 defendants. Specifically, the United States filed 96 cases in which aliens illegally re-entered the United States, and the United States also charged 155 aliens for illegally entering the United States.  In its ongoing effort to deter unlawful immigration, the United States also filed 9 cases against 9 individuals responsible for smuggling illegal aliens into and within the District of Arizona. 

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), ICE Homeland Security Investigations (HSI), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    Recent matters of interest include:

    United States v. Greiby Melissa Barcelo-Velasquez: On March 25, 2025, Greiby Melissa Barcelo-Velasquez, a Columbian national, was sentenced to 30 months in prison for Conspiracy to Encourage and Induce an Alien to Unlawfully Enter the United States. Since approximately June 2023, Barcelo-Velasquez coordinated the smuggling of over 100 illegal aliens from Columbia to the United States using her travel company, Baul Travel SAS. This case is the result of the coordinated efforts of Joint Task Force Alpha. Case No. CR-24-00392-PHX-JJT.
