    Defendant Promoted Fraudulent Syndicated Conservation Easement Tax Shelters to Clients

    A New Jersey Certified Public Accountant (CPA) pleaded guilty yesterday to conspiring to defraud the United States by promoting fraudulent tax shelters to his high-income clients.

    According to court documents and statements made in court, between 2018 and 2019, Ofer Gabbay, a CPA, of Paramus, New Jersey, conspired with others, including Jack Fisher, James Sinnott, and their assistant Kate Joy to promote fraudulent syndicated conservation easement tax shelters to their clients. These tax shelters facilitated high-income taxpayers in claiming unwarranted and inflated charitable contribution tax deductions in connection with the donation of a conservation easement over land. To carry out the scheme, Gabbay and others instructed clients to provide backdated checks, agreements and other documents to support the unwarranted tax deductions. Gabbay then prepared false tax returns for his participating clients.

    Fisher and Sinnott were sentenced to 25 year and 23 years in prison, respectively, for their roles in the scheme. Joy remains a fugitive.

    Gabbay faces a maximum penalty of five years in prison. He also faces a period of supervised release, restitution and monetary penalties. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division made the announcement.

    IRS Criminal Investigation is investigating the case.

    Senior Litigation Counsel Richard Rolwing and Trial Attorney Parker Tobin of the Tax Division are prosecuting the case.

    DETROIT – A Houston, Texas resident and leader of the violent Jackson street gang the “Thorough Bread Family,” Tamarious “Poogi” Faulkner, was sentenced to 210 months in prison for conspiracy to distribute over 400 grams of fentanyl, United States Attorney Jerome F. Gorgon Jr. announced today.

    Gorgon was joined in the announcement by James Deir, Special Agent in Charge of the Bureau of Alcohol, Tobacco, Firearms and Explosives, Detroit Field Division, Colonel James F. Grady, II, Michigan State Police, Director Elmer J. Hitt, Jackson Police and Fire Services, and Sheriff Gary Schuette, Jackson County Sheriff’s Department. 

    Tamarious Faulkner, 28, of Houston, Texas, was the leader of the Thorough Bread Family (TBF), a violent street gang that primarily operates in Jackson, Michigan. Faulkner and his co-conspirators distributed large amounts of fentanyl in Jackson. According to court documents, the fentanyl sold by the gang had a unique texture and coloring. Unlike most fentanyl, typically sold in powder form, TBF’s fentanyl was sold in a rock-like crystalline form, and was often colored yellow, purple, or green, rather than the usual white.

    As this new type of fentanyl pushed by Tamarious Faulkner and the TBF gang appeared on the streets, Jackson Police witnessed a spike in overdoses and violence. The mother of one of those fatal overdose victims, who described her daughter as “a beautiful soul,” wrote, “Under his leadership, this gang has taken lives, destroyed families, and devastated an entire community.”

    After the arrest and prosecution of many TBF members, including Tamarious Faulkner, Jackson Chief of Police Christopher A. Simpson noted that the Jackson community, “almost immediately rebounded . . . violent crime was cut in half . . . overdoses decreased, as well as the associated crimes with it.”

    Six other co-conspirators have already been sentenced as follows:

    • Demond Johns, age 27 of Jackson: 128 months’ prison
    • Dominque Faulkner, age 33 of Jackson: 126 months’ prison
    • Zaire Faulkner, age 26 of Jackson: 10 years’ prison
    • Demarquan Smith, age 23 of Jackson: 10 years’ prison
    • Tommy Owens, age 33 of Jackson: 87 months’ prison
    • Mario Murguia, age 24 of Jackson: 5 years’ prison

    “Gangs bring drugs and death to our communities. We are grateful that we can work alongside our federal, state, and local partners in the fight against this scourge,” U.S. Attorney Gorgon said.

    “With Today’s sentencing, Jackson, Michigan, is a safer place to live,” said James Deir, Special Agent in Charge, ATF Detroit Field Division. “Dominique Faulkner and the Thorough Bred gang chose guns, drugs, and violence—and now they are all where they belong: FEDERAL PRISON.  Their reign of fear and terror in our community is over. There is no place in the great state of Michigan for cowards who choose greed and gun violence to profit from armed drug dealing. The people of Jackson deserve better; certainly, not thugs who think they’re above the law.”

    This case was investigated by the Bureau of Alcohol Tobacco, Firearms and Explosives with the Michigan State Police, Jackson Police Department, and the Jackson County Sheriff’s Office. The case is being prosecuted by Assistant U.S. Attorneys Andrew R. Picek, Matthew Roth, and Craig Welkener.

  • MIL-OSI Security: Man Convicted of Carjacking Resulting in Death

    SAN JUAN, Puerto Rico – On Friday, June 20, 2025, a federal jury convicted Joseph Payne-Pabón for carjacking resulting in death of an 82-year-old woman on January 7, 2020, in the municipality of San Juan.

    According to court documents and evidence presented at trial, on January 7, 2020, Joseph Payne-Pabón, a 34-year-old homeless man, entered the home of Eulalia Combas Sancho during the blackout resulting from the earthquakes, violently killed her and took her Hyundai Sonata. The evidence showed that Mr. Payne Pabón used a cement block to hit the victim in the back of the head causing a fracture to her skull and trauma to her brain that resulted in her death. The sentencing hearing is scheduled for September 10, 2025, at 10:30 am before United States District Court Judge Aida M. Delgado-Colón.

    “This verdict is a direct result of the tireless efforts and outstanding work of agents and officers of the Bureau of Alcohol, Tobacco, Firearms, & Explosives, the Puerto Rico Police Bureau, and federal prosecutors and professional staff from the U.S. Attorney’s Office,” said United States Attorney W. Stephen Muldrow. “I commend their exceptional efforts and dedication from the beginning of the investigation of the carjacking and murder of the victim to the guilty verdict at trial.”

    “This verdict reflects our community’s intolerance for senseless acts of violence, and our commitment to bring violent offenders who endanger innocent persons to justice,” said Gordon Mallory, Acting Special Agent in Charge of ATF Miami Field Division. “In partnership with the US Attorney’s Office in San Juan, the Puerto Rico Police Department, and the Puerto Rico Department of Justice, Mr. Payne-Pabón is being held accountable for his violent, and life-altering actions.  It is our hope that this conviction can bring some closure to the victim’s family.”

    The Bureau of Alcohol, Tobacco, Firearms and Explosives investigated the case with the assistance of the Puerto Rico Police Bureau and the Puerto Rico Department of Justice.

  • MIL-OSI Security: Previously convicted felon sentenced to over five years in prison for illegally possessing a firearm

    RICHMOND, Va. – A Henrico County man was sentenced today to five years and three months in prison for being a felon in possession of a firearm.

    According to court documents, on Aug. 15, 2024, Henrico County Police responded to a report of gunshots at an apartment complex where Michael Anthony Nolan, 35, had been arguing with his ex-girlfriend. On arriving, officers observed Nolan, who was intoxicated, standing in the apartment complex’s parking lot next to the driver-side door of a vehicle inside which officers observed a handgun on the floorboard.

    In 2010, Nolan was convicted of robbing and attempting to rob pizza delivery drivers with a knife, and subsequently found guilty of two felony probation violations. As a previously convicted felon, Nolan cannot legally possess firearms or ammunition.

  • MIL-OSI Security: Convicted Murderer Sentenced to 63 Months for Unlawful Firearm Possession

    ALBANY, NEW YORK – Willie Green, age 42, of Albany, was sentenced on Monday to 63 months in prison following his conviction for being a felon in possession of a firearm. United States Attorney John A. Sarcone III and Bryan Miller, Special Agent in Charge of the New York Field Division of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), made the announcement.

    In previously pleading guilty, Green admitted that on January 1, 2022, he possessed a loaded pistol in Albany. A prior felony conviction prohibited him from possessing the pistol. Green has an extensive criminal history that includes a 2024 murder conviction, which was secured by the Albany County District Attorney’s Office. The sentence in this case will run consecutive to the 25 years-to-life term he is serving on his state murder conviction.

    United States Attorney Sarcone stated: “Willie Green cannot serve enough prison time for the crimes he’s committed. He should never get out, and if he is granted parole by New York State, he will be immediately taken to federal prison to start serving his term of imprisonment in this case. Albany is safer if this murderer stays locked up for good.”

    ATF Special Agent in Charge Bryan Miller stated: “This sentence reflects our unwavering commitment to holding violent offenders accountable—especially those who continue to possess firearms despite felony convictions. This individual not only admitted to carrying a loaded firearm illegally, but he is also serving a 25-to-life sentence for murder. His actions represent the very threat to public safety that ATF and our law enforcement partners work tirelessly to prevent. Thank you to our partners at Albany PD and U.S. Attorney’s Office NDNY for their efforts.”

    Senior United States District Judge Frederick J. Scullin, Jr. also imposed a 3-year term of supervised release to begin when Green is released from federal prison.

    ATF investigated this case with the assistance of the Albany Police Department. Assistant U.S. Attorney Mikayla Espinosa prosecuted this case as part of Project Safe Neighborhoods.

    1. We, the Heads of State and Government of the North Atlantic Alliance, have gathered in The Hague to reaffirm our commitment to NATO, the strongest Alliance in history, and to the transatlantic bond. We reaffirm our ironclad commitment to collective defence as enshrined in Article 5 of the Washington Treaty – that an attack on one is an attack on all. We remain united and steadfast in our resolve to protect our one billion citizens, defend the Alliance, and safeguard our freedom and democracy.
       
    2. United in the face of profound security threats and challenges, in particular the long- term threat posed by Russia to Euro-Atlantic security and the persistent threat of terrorism, Allies commit to invest 5% of GDP annually on core defence requirements as well as defence-and security-related spending by 2035 to ensure our individual and collective obligations, in accordance with Article 3 of the Washington Treaty. Our investments will ensure we have the forces, capabilities, resources, infrastructure, warfighting readiness, and resilience needed to deter and defend in line with our three core tasks of deterrence and defence, crisis prevention and management, and cooperative security.
       
    3. Allies agree that this 5% commitment will comprise two essential categories of defence investment. Allies will allocate at least 3.5% of GDP annually based on the agreed definition of NATO defence expenditure by 2035 to resource core defence requirements, and to meet the NATO Capability Targets. Allies agree to submit annual plans showing a credible, incremental path to reach this goal. And Allies will account for up to 1.5% of GDP annually to inter alia protect our critical infrastructure, defend our networks, ensure our civil preparedness and resilience, unleash innovation, and strengthen our defence industrial base. The trajectory and balance of spending under this plan will be reviewed in 2029, in light of the strategic environment and updated Capability Targets. Allies reaffirm their enduring sovereign commitments to provide support to Ukraine, whose security contributes to ours, and, to this end, will include direct contributions towards Ukraine’s defence and its defence industry when calculating Allies’ defence spending.
       
    4. We reaffirm our shared commitment to rapidly expand transatlantic defence industrial cooperation and to harness emerging technology and the spirit of innovation to advance our collective security. We will work to eliminate defence trade barriers among Allies and will leverage our partnerships to promote defence industrial cooperation.

    The IAEA conducted its first-ever management systems advisory service in the Kingdom of Saudi Arabia from 19 to 22 May 2025.

    The IAEA Management Systems Advisory Service (IMSAS) was established to support newcomer countries in developing robust and effective nuclear infrastructure, in response to findings from the Agency’s Integrated Nuclear Infrastructure Review (INIR) missions that highlighted inconsistencies in the implementation of management systems among countries embarking on new nuclear power programmes.

    As part of the IAEA’s broader commitment to support countries in introducing nuclear power in their energy mix, IMSAS helps nuclear organizations develop and maintain management systems appropriate to the current phase of the nuclear power programme. A management system is a set of interrelated or interacting elements — including organizational structure, responsibilities, resources, and processes — established to achieve organizational objectives in an efficient and effective manner.

    Saudi Arabia is embarking on a nuclear power programme as part of its strategy to transition towards a diversified energy sector and building national capabilities in advanced energy technologies, all as part of its Vision 2030. In support of this plan, Saudi Arabia is following the IAEA’s Milestones Approach and actively cooperates with the IAEA through a coordinated Integrated Workplan to support its nuclear infrastructure development.

    In November 2024, Duwayhin Nuclear Energy Company (DNEC), which is designated as the owner/operator for the first nuclear power plant, requested the IAEA to conduct the IMSAS mission to review whether the current management system in DNEC is appropriate and adequate to support its current and planned activities.

    During its review, the IMSAS team – comprised of four external experts from Hungary, Sweden, the United Kingdom and the United States of America, as well as three IAEA staff members – reviewed documentation and conducted technical discussions with the DNEC in Riyadh.

    “The IMSAS team found that DNEC has a well-developed management system that effectively supports the organization in carrying out its current and future activities. We commend DNEC on the efforts undertaken to date to develop its management system, which will help support the safe and effective implementation Saudi Arabia’s nuclear power programme,” said Liliya Dulinets, Section Head of the IAEA Nuclear Infrastructure Development Section.

    In its draft final report, issued at the closing session, the mission team identified four good practices by DNEC. These included the development of its management system using a structured, project-based approach that ensures effective planning and coordination; the clear documentation of governance and management frameworks, which provides staff with a solid understanding of roles and responsibilities; and the transition to a fully electronic management system to enhance accessibility and usability.

    Two recommendations and four suggestions were also noted. These included opportunities for improvement related to enhancing the consistency of the management system documentation, formalizing the approach to process development, and elevating the level of ownership of the management system within the organization.

    “Our objective in requesting the mission was to have the IAEA conduct a cold-eye review of how we manage our day-to-day operations, particularly our management system,” said Khalid Al Gazlan, DNEC CEO. “The results of the mission were excellent, and the recommendations and suggestions provided will greatly support our continuous improvement efforts. We remain committed to cooperating with the IAEA through the Integrated Work Plan across all phases of our project, to ensure the establishment of a competent Owner-Operator; we thank the IAEA and the IMSAS team for this constructive and productive mission. This mission was a testament that the Kingdom is moving confidently towards building a sustainable civil nuclear program, supported by national competencies and strong international partnership.”

    The final mission report will be provided to DNEC within three months.

    IMSAS was established to support the review of management systems in countries embarking on new nuclear power programmes. It provides a structured approach for the self-assessment of the management systems of the regulatory body and owner/operator organization, as well as an independent review conducted by IAEA and international experts.

    IMSAS missions help organizations develop and maintain effective management systems consistent with the current phase of the nuclear power programme. It assists these organizations in aligning their management systems with IAEA standards and international good practices to support the implementation of current and planned activities. Additionally, IMSAS enables the identification of strengths and weaknesses through a combination of self-assessment and independent review, providing recommendations for improvement and highlighting good practices.

    The IAEA offers its Member States a wide array of review services. For the introduction of nuclear power, the Agency’s peer review service include, for example, the Integrated Nuclear Infrastructure Review (INIR) and the Stakeholder Engagement Advisory Service for Nuclear Power Programmes (SEAS).

  • MIL-OSI Security: Dozens Charged in South Florida with Federal Firearms and Drug Trafficking Crimes, 80 Firearms and Multiple Kilos of Fentanyl, Other Dangerous Drugs Seized

    MIAMI – U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida and acting Special Agent in Charge Gordon Mallory of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Miami Field Division announced today the results of a two-month, multi-agency effort targeting repeat offenders in South Florida during a press conference.  

    In April, the ATF launched “Operation Showdown,” an enhanced enforcement initiative focused on combating violent crime and the illegal possession and trafficking of firearms in South Florida. As part of this initiative, ATF personnel from around the country were deployed to work alongside federal and local law enforcement agencies, bringing with them a broad range of expertise—including tactical operations, technical support, and undercover capabilities.

    So far, the ATF-led initiative has resulted in federal charges and arrests of 31 Miami-Dade and Broward County residents with firearms and narcotics trafficking offenses. In total, 80 firearms were seized along with 900 rounds of ammunition. The seized firearms include automatic and semiautomatic weapons, rifles, handguns, and machine gun conversion devices. Additionally, approximately 10 kilograms of illegal narcotics were confiscated, including fentanyl, methamphetamine, cocaine, crack, oxycodone, and others.

    “Drugs and guns continue to fuel the violence that threatens the safety of our community,” said U.S. Attorney O’Byrne. “By prosecuting violent offenders, in close collaboration with ATF and other federal and local law enforcement agencies, we send a clear and unified message that South Florida will not be defined by fear but by safety and justice. I commend the agents and officers that made Operation Showdown a success.”

    “This Enhanced Enforcement Initiative in Southern Florida has resulted in long term results,” said acting Special Agent in Charge Mallory. “ATF will continue to prioritize keeping violent offenders, those who traffic, possess, and utilize firearms illegally, and narcotics traffickers, out of our communities, because it is a critical component of keeping our communities safe.  This targeted program could not have been possible without the support and collaboration from our local and federal partners. ATF strives to foster and maintain these relationships to ensure that we safeguard the public that we serve.”

    U.S. Attorney O’Byrne and acting ATF Miami Special Agent in Charge Mallory acknowledged and commended the investigative support and assistance from the United States Marshals Service, Drug Enforcement Administration, Homeland Security Investigations, Broward Sheriff’s Office, Miami-Dade Sheriff’s Office, and The Fort Lauderdale Police Department.

    This case is part of Operation Take Back America a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    The charges contained in indictments and complaints are not evidence of guilt.  Charges are only allegations, and each defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt.

    The criminals used phishing techniques to obtain login credentials from legitimate sellers on a well-known online commerce platform. After gaining access to the account, they changed the login details, locking the rightful users out of their accounts. The criminals then continued to post advertisements of fake goods on the seller account. Because customers trusted the seller accounts, they initially put orders in for over EUR 106 million. In the end, 556 customers completed their order and purchased goods that would never arrive, causing damages of over EUR 400 000.

    When investigators identified the locations of the criminal group, Romanian and German authorities quickly began working together through a joint investigation team established by Eurojust. The cooperation led to a series of actions in December 2024, during which evidence was collected through house searches in Germany, Romania and Austria. Based on the evidence obtained, the authorities arrested four suspects in Romania and three in Germany. Preventative measures are in place for the four suspects in Romania, and two suspects in Germany remain in custody.

    Following the actions in December, investigations into the group continued. Authorities discovered that three members of the criminal group had continued their criminal activities. The Romanian and German investigators quickly identified the individuals and prepared further action.

    During an action day on 24 June, the three members were detained in Romania following a European Arrest Warrant issued by the German authorities. Eight house searches were also conducted where IT systems were seized containing more evidence. Investigations into the criminal group are ongoing.

  • MIL-OSI Security: Ten arrests in Flying Squad investigation into phone shop robberies

    Met Police officers have arrested 10 people as part of an investigation into a series of robberies at phone shops in London and across the south of England.

    Flying Squad detectives worked to identify an organised crime group believed to be behind 13 robberies between February and early June.

    The arrests are part of the Met’s continued focus on tackling phone robbery and theft across London. As well as targeting organised gangs, officers have also increased patrols in phone snatch hotspot areas.

    The Met took on the investigation after identifying a number of similar incidents where suspects stole thousands of pounds worth of new phones from secure store rooms at high street phone stores.

    Staff reported being threatened by the suspects who often had their faces covered and were sometimes armed with weapons.

    On Thursday, 19 June eight men, aged between 20 and 31, and two 17-year-old boys were arrested at addresses in London on suspicion of conspiracy to commit robbery.

    Detective Chief Inspector Laura Hillier, who is leading the investigation from the Met’s Flying Squad, said:

    “Phone robbery has boomed globally, and London is not immune. There is a concerted effort by criminal gangs to steal phones and sell them overseas as part of a multi-million-pound industry.

    “The Met is catching more of these criminals and operations such as this are vital to disrupting offenders who cause fear and misery to shop workers and communities.”

    They were charged and remanded in custody with conspiracy to commit robbery.

    The Met continues to focus on tackling phone theft across London with increased patrols in hotspot areas and better use of technology to identify perpetrators. A recent two-week focus on prolific offenders resulted in 292 arrests across London.

    VIRAC, Philippines (June 12, 2025) — The tropical heat of Virac felt familiar to Hawaii Army National Guard Spc. Elvis Lorenz T. Salinas. This wasn’t a vacation, however. As a 12B Combat Engineer with the Hawaii Army National Guard’s Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives Enhanced Response Force Package (CERFP) Search and Extraction team, Salinas was participating in Pacific Partnership, a multinational humanitarian assistance and disaster relief preparedness mission.

    Born in Manila, Salinas immigrated to Hawaii in 2015 and joined the Guard to serve his new home while staying connected to his roots. The mission to the Philippines was deeply personal.
    “It feels like coming full circle,” Salinas explained. “I left for better opportunities, and now I get to come back and support local communities. It’s very humbling.”

    Salinas’s Filipino heritage proved invaluable. Speaking the language and understanding the culture allowed him to easily communicate with local firefighters, Armed Forces of the Philippines service members, and volunteers.

    “My heritage allows me to connect with people on a deeper level,” said Salinas. “I speak the language, I understand the culture, and I know how important family and community are here. It has helped build trust quickly, and I think it reminds both sides that we’re all working together as partners.”

    The Hawaii National Guard team provided training in structural collapse, confined space rescue, and disaster preparedness, working side-by-side with local responders.

    Salinas was impressed by the professionalism of the Philippine military. “We talked stories with each other, shared meals … It reminded me that what we do affects real people and real lives.”

    “I never imagined I’d have the chance to return in this capacity,” Salinas reflected. He hopes the local community gains tools for future disaster response. “To my family and all Filipinos, I thank you for your strength, resilience, and warm hearts. I’m proud to represent our people here, and I promise to continue serving with honor and compassion. Mabuhay kayo!”

    VIRAC, CATANDUANES, Philippines (June 12, 2025) — Pacific Partnership 2025 successfully concluded its mission in Virac, Philippines, marking the end of a series of intensive training exercises and collaborative engagements aimed at strengthening disaster response capabilities and fostering lasting partnerships, June 12, 2025.

    Over the past two weeks, members of the Hawaii National Guard, the Center for Excellence-Disaster Management, and the Armed Forces of the Philippines (AFP) worked alongside local emergency responders and civilian authorities, focusing on urban search and rescue (USAR), Incident Command System (ICS) training, and a disaster management workshop. These activities were designed to enhance technical skills, exercise coordination frameworks, and support community-based resilience initiatives, ultimately increasing natural disaster preparedness in Virac and the greater Catanduanes province.

    “Catanduanes is frequently hit by typhoons year-round and the people here have learned to adapt in their own ways; they can still smile and laugh right after their properties were damaged by storm,” said Armed Forces of the Philippines Air Force Lt. Col. Gil L Andal, the AFP Officer in Charge. “The AFP, as a regular partner, is committed to continually improving the synergy in disaster response mechanisms in vulnerable communities to foster resilience built with strong capabilities”

    The ICS and disaster management workshops, modelled after the U.S. National Incident Management System (NIMS), provided a standardized framework for incident management, improving disaster preparedness and response capabilities. The Hawaii National Guard and AFP’s USAR component focused on lifesaving operations in challenging environments, including hands-on training in simulated collapsed structure rescue, shoring and stabilization techniques, and rubble pile operations.

    “The success of Pacific Partnership in Virac is a testament to the dedication and hard work of our Philippine partners,” said U.S. Navy Cmdr. Robert Reyes, the officer in charge for the Philippines mission stop. “Their commitment to enhancing disaster resilience is truly inspiring. We are deeply grateful for their warm hospitality, collaborative spirit, and unwavering dedication to the safety and well-being of their community.     The Coast Guard has concluded its response to a fire onboard the cargo ship Morning Midas, which capsized and sank in international waters approximately 450 miles southwest of Adak on Monday. The Coast Guard received notification that the vessel capsized Monday at 5:35 p.m. and sank to a depth of approximately 16,400 feet in international waters.

    This deportation program creates drastic savings for U.S. taxpayers— costing about half as much in U.S. taxpayer dollars to remove an illegal alien from Panama compared to the removal process from the U.S. 

    Secretary Noem extended a memorandum of understanding between the U.S. and Panama, originally signed on July 1, 2024. This extension allows continued U.S. funding—including an additional $7 million commitment—for the Panamanian government’s deportation flights and supports Panama’s efforts to curb illegal immigration across the continent, including southbound migration from the United States. Under this understanding, 2,044 migrants without legal grounds to remain in Panama were deported to 23 countries between August 2024 and June 2025. 

    This partnership underscores the importance of our partner countries to help keep violent criminal illegal aliens from entering the U.S. 

    The agreement, along with President Trump’s strong leadership, has contributed to the closure of the Darién region to illegal migratory flows into Panama en route to the United States. Under President Trump, migration through Panama’s Darien Gap, a dangerous pathway illegal aliens use to get to the U.S. southern border, is down 99%.

    Secretary Noem observed a repatriation flight of illegal aliens from Panama and Colombia 

    These flights send a clear message to the world: If you come to either the U.S. or Panama illegally, you will be caught, arrested, and removed

    CAMDEN, N.J. – A Gloucester County man was found guilty by a jury on June 11, 2025, for distributing methamphetamine and fentanyl, U.S. Attorney Alina Habba announced.

    Ian Dudley, 39, of Williamstown, New Jersey, was convicted by a jury of conspiracy to distribute and possess with intent to distribute methamphetamine, a Schedule II controlled substance, contrary to 21 U.S.C. §§ 841(a) and (b)(1)(C), in violation of 21 U.S.C. § 846; and with six counts of possession with intent to distribute methamphetamine and/or fentanyl, in violation of 21 U.S.C. §§ 841(a)(1), (b)(1)(A), and (b)(1)(C); before U.S. District Judge Christine P. O’Hearn in Camden federal court.  Sentencing is scheduled for October 22, 2025.

    According to the evidence presented at trial:

    From June 2023 through October 2023, Dudley conspired with Joseph Watson and others to distribute crystal methamphetamine and fentanyl in Camden County and Gloucester County.  During the course of the conspiracy, Dudley sold approximately 17.5 pounds of crystal methamphetamine and approximately one ounce of fentanyl to an undercover federal agent.

    The counts of conspiracy to distribute methamphetamine, and two of the counts of distribution of methamphetamine carry a maximum penalty of 20 years in prison and a $1,000,000 fine.  Four of the counts for distribution of methamphetamine and/or fentanyl carry a mandatory minimum penalty of 10 years in prison and a maximum of life in prison.

    U.S. Attorney Habba credited special agents of the Bureau of Alcohol, Tobacco, Firearms and Explosives, under the direction of L.C. Cheeks, Jr., with the investigation.

    Apprehensions and gotaways are almost 50% lower since operations in LA started 

    WASHINGTON – Since the Department of Homeland Security (DHS) began removing worst of the worst criminal illegal aliens from sanctuary city Los Angeles, apprehensions and gotaways at the U.S. Southern border plummeted nearly 50% from May to June. Sanctuary cities are no longer a safe haven, and we have made the message clear: We will hunt down criminal illegal aliens and remove them from our communities.

    On June 6, Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) started an operation removing the worst of the worst criminal illegal aliens. Despite the rhetoric from politicians, riots, and wide-scale assaults on enforcement officers, DHS is continuing to make Los Angeles and the Southern border more secure.  

    The data speaks for itself: From June 1 -22 of this year, apprehensions totaled 5,414 while just one month ago in May, U.S. Border Patrol apprehensions were 9,577. Since the beginning of June, gotaways totaled only 986, compared to 2,123 in May. This is nearly a 50% decrease since operations started. 

    The difference in these stats from the Biden Administration to the Trump Administration is staggering. From February 1 to June 22 of this year, apprehensions totaled only 37,518, while just one year ago nearly 600,000 apprehensions were made during the same time. Gotaways showed a similar decrease with 11,867 between February and June in 2025, compared to over 94,007 during the same time in 2024.

    “Secretary Noem is delivering on President Trump’s promise to secure the border by removing murders, pedophiles, and drug traffickers from Los Angeles,” said Assistant Secretary Tricia McLaughlin. “In less than a month since we started LA enforcement operations, apprehensions and gotaways at the Southern border halved. The world is hearing our message: If you come here illegally, we will find you, arrest you, and deport you. We will not be deterred by the rioters and politicians in our mission to secure America and its border. Migrants are turning back because they know the reality is they will ultimately leave in handcuffs.”
