The Proposed Settlement Requires a Substantial Divestiture Package That Will Preserve Competition for Critical Flight Control Components
The Justice Department’s Antitrust Division announced today that it will require Safran, S.A. and Safran USA Inc. (Safran) to divest its North American actuation business and related assets to resolve antitrust concerns arising from its proposed $1.8 billion acquisition of Collins Aerospace’s actuation and flight control business from RTX Corporation (RTX) (formerly Raytheon Technologies). The divestiture resolves concerns that the transaction would recombine assets that were divested as part of the Division’s settlement of United Technologies Corporation’s (UTC) acquisition of Rockwell Collins in 2018. UTC merged with Raytheon Company in 2020, forming Raytheon Technologies.
The Antitrust Division filed a civil antitrust lawsuit in the U.S. District Court for the District of Columbia to block the proposed transaction. At the same time, the Division filed a proposed settlement that, if approved by the court, would resolve the Division’s competitive concerns.
“Today’s settlement is a structural solution to an acquisition that would have harmed competition for important aircraft components that are critical to passenger safety. The proposed divestiture to Woodward, an established provider in the aerospace industry, ensures that American customers will continue to benefit from competition, and the incentives of Woodward, the merging parties, and their customer base are aligned with the remedy’s success,” said Assistant Attorney General Abigail Slater of the Justice Department’s Antitrust Division. “This settlement is another example of our commitment to transparency and relief that secures robust and enforceable commitments from the merging parties that account for industry dynamics. The Antitrust Division will apply heightened scrutiny to transactions that propose to recombine assets divested in response to the Division’s prior enforcement actions, taking appropriate consideration for changes in competitive conditions.”
As detailed in the complaint, Safran and RTX are two of the leading suppliers in the market for trimmable horizontal stabilizer actuators (THSAs) for large aircraft. A THSA helps an aircraft maintain the proper altitude during flight and is critical to the safety and performance of the aircraft. Safran and RTX compete head-to-head to develop and sell this critical component. Without the proposed divestiture, Safran’s acquisition of RTX’s actuation and flight control business would likely result in higher prices, lower quality, and reduced innovation to the detriment of customers and American consumers. The proposed divestiture of Safran’s North American actuation business includes the assets Safran had acquired under the Division’s 2018 settlement with UTC and Rockwell Collins. Safran has since operated these assets as a viable competitor in the market for THSAs.
The proposed settlement requires Safran to divest its North American actuation business, including THSAs and secondary flight control actuators, and its Canada-based electronic control unit, to Woodward Inc., an American company with significant experience in the aerospace industry, including serving large aircraft manufacturers. The divestiture assets also include the tangible and intangible assets necessary to produce and sell THSAs, secondary flight control actuators, and electronic control units. Woodward is expected to hire certain key Safran employees that today support the divested business lines.
The Antitrust Division, the European Commission, and the Competition and Markets Authority cooperated closely throughout the course of their respective investigations.
Safran is a French multinational company with its headquarters in Paris, France. Safran produces a wide range of products for the aviation, space, and defense sectors. In 2024, Safran had revenues of approximately €27 billion.
RTX is an American multinational company, incorporated in Delaware and is headquartered in Arlington, Virginia. RTX is a major provider of aerospace and defense products and systems. In 2024, RTX had revenues of approximately $80 billion.
As required by the Tunney Act, the proposed settlement, along with the Department’s competitive impact statement, will be published in the Federal Register. Detectives investigating a murder in Hackney are now able to name the victim, as their enquiries continue into the circumstances of her death.
Annabel Rook, aged 46, died early this morning, Tuesday, 17 June, having been found with stab wounds.
A 44-year-old man has been arrested on suspicion of murder. Officers are not currently looking for anyone else in connection with the incident.
Police were called at 04:57hrs to reports of a gas explosion with a person trapped inside an address in Dumont Road, Hackney.
Officers attended alongside the London Ambulance Service and the London Fire Brigade. Despite the best efforts of emergency services, Annabel sadly died at the scene.
Her family continue to be supported by specialist officers.
Detective Chief Superintendent Brittany Clarke, who leads policing in the local area, said: “This is an extremely tragic incident and our thoughts are with the victim’s family at this very difficult time.
“Our officers arrested a man on suspicion of murder at the scene and will be conducting interviews as soon as possible, to establish the full circumstances that led to Annabel’s death. While enquiries continue, at this early stage we do believe this to be a domestic-related incident.
“We understand what happened will cause concern within the Hackney community and residents can expect to see an increased police presence in the area, along with a crime scene, as we carry out the investigation. We are working closely alongside our partners at Hackney Council to help support those residents locally who have been impacted by this.”
The man arrested was taken to hospital with slash wounds where he currently remains. His condition is not life-changing or life-threatening.
Two children, aged nine and seven, were also been taken to hospital as a precaution but are not believed to have been inside the property at the time of the gas explosion.

Northeast Traffic Services – Cape Breton (NETS) is investigating a fatal collision in Groves Point involving an impaired driver.
On June 14, at approximately 7 a.m., RCMP officers, Cape Breton Regional Police Service, fire services, and EHS, responded to a report of a two-vehicle collision on Hwy. 105. Officers learned that a sedan and a Harley Davidson motorcycle had collided. The sedan then fled the area.
The lone rider of the motorcycle, a 40-year-old man from Bras D’Or, suffered life-threatening injuries. He was transported by EHS to hospital where he was succumbed to his injuries the following day.
From the information gathered, officers located the sedan involved in the collision on Brady Dr., in Groves Point, and safely arrested the driver, a 42-year-old man from Sydney mines, who was exhibiting signs of impairment.
The 42-year-old man was transported to the North Sydney RCMP detachment where he provided breath samples that registered 90mg%. He was later released and will appear in Sydney Provincial Court at a later date.
An RCMP collision reconstructionist attended the scene and the investigation is ongoing.
Criminal charges are anticipated.
The highway was closed for several hours but has since reopened.

PENSACOLA, FLORIDA – Charles M. Schmaltz, 28, of Pensacola, Florida, pled guilty in federal court for cyberstalking and sending obscene materials to minor females. The plea was announced by John P. Heekin, United States Attorney for the Northern District of Florida.
U.S. Attorney Heekin said: “Protecting children from online exploitation and abuse is of paramount importance, and my office will aggressively pursue, prosecute, and seek punishment to the fullest extent of the law for those who prey upon our most innocent, vulnerable populations. My message to offenders is clear: if you prey upon our children, you had better pray we don’t find you.”
Court documents reflect that Schmaltz communicated with multiple minor females between 2022 – 2024 by utilizing ten or more social media accounts to contact them. The minor females, and later their parents, repeatedly requested that Schmaltz cease communicating with them. Instead, Schmaltz sent sexually explicit content to the minor females, including extremely graphic communications about engaging in sexual acts with the minors and images of his own genitals. The minor females in this case ranged in age from 9 – 15 years old. Schmaltz was eventually caught through the work of a multi-agency investigation in North Florida and South Alabama, where some of the victims were located.
Schmaltz faces up to thirty years’ imprisonment, and lifetime supervision upon release.
The case involved a joint investigation by the Federal Bureau of Investigation, the Escambia County Sheriff’s Office, and the Dale County Sheriff’s Office as well as Dothan Police Department in South Alabama. The case is being prosecuted by Assistant United States Attorney David L. Goldberg.
Sentencing is scheduled for July 17, 2025, at 1:00 pm at the United States Courthouse in Pensacola before United States District Judge T. Kent Wetherell, II.

A 67-year-old man has been arrested on suspicion of attempted rape after members of public came forward following a media appeal.
The man is accused of an alleged attempted rape at a cinema in Finchley Road, NW3 on Wednesday, 11 June.
He was arrested in Primrose Hill at around 17:30hrs on Monday, 16 June and remains in police custody.
The victim-survivor continues to be supported by specialist officers.
Detective Chief Inspector Paul Ridley, leading the Met’s investigation, said: “Our thanks go to the public who worked quickly to share the appeal, leading to the arrest.
“I know this incident will have caused concern for the local community, so I’d like to reassure Londoners that this investigation is progressing at pace.
“Our commitment remains that women and girls in London should feel safe going about their daily lives. Local neighbourhood officers continue to patrol in the surrounding area, so if anyone has any concerns, please do talk to them as they are here to help.”

RCMP Halifax Regional Detachment is warning the public about a cryptocurrency investment scam reported in Eastern Passage.
On June 13, RCMP officers responded to a report of fraud. Investigators learned that a man was contacted through email and then via a social media app to invest in cryptocurrency. The victim was defrauded more than $150,000.
Cryptocurrency scams are becoming more common and often appear to be legitimate investment platforms. RCMP officers stress the importance of due diligence when considering investment opportunities.

A murder investigation has been launched following the death of a woman at an address in Dumont Road, Hackney.

ALBANY, NEW YORK – Andre Decker, age 45, of Newburgh, New York, was convicted on Friday of possessing a firearm as a felon following a 4-day jury trial.
United States Attorney John A. Sarcone III and United States Marshal David McNulty made the announcement.
The trial proof established that Decker, who was previously convicted of a violent felony involving a firearm, absconded from federal probation supervision and was the subject of an arrest warrant. On November 27, 2023, when Deputy United States Marshals attempted to apprehend Decker, he fled the apartment he shared with his girlfriend and led law enforcement on a foot chase wearing only his underwear. Decker broke into a neighboring apartment and hid in a closet where he was quickly located and arrested. The defendant possessed two loaded firearms in his apartment.
U.S. Attorney John A. Sarcone III stated: “Andre Decker couldn’t hide from the U.S. Marshals, and he couldn’t escape this trial conviction, either. Decker’s extensive criminal history and utter disregard for the law warranted zealous prosecution for his conduct in this case, and that’s just what he got. I thank the U.S. Marshals and Albany Police Department for their work in apprehending the defendant and keeping him off the streets.”
U.S. Marshal David McNulty stated: “Mr. Decker is a danger to our community. We are proud to have secured his capture and wish to thank both the community, the U.S. Attorney’s Office, and all our fellow law enforcement agencies whose cooperation was so important in this case.”
Sentencing is scheduled for October 15, 2025, before United States District Judge Anne M. Nardacci. Decker faces a maximum of 15 years in prison, a fine of up to $250,000, and a term of supervised release of up to 3 years. A defendant’s sentence is imposed by a judge based on the particular statute the defendant is convicted of violating, the U.S. Sentencing Guidelines, and other factors.
The United States Marshal Service and Albany Police Department investigated this case. Assistant U.S. Attorneys Mikayla Espinosa and Ashlyn Miranda prosecuted the case.

Robert Rahrle Operated a Fake Business Purporting to Send Gift Baskets into Prisons
SYRACUSE, NEW YORK – Robert Rahrle, age 35, formerly of Florida and now residing in the Northern District of New York, was sentenced last week to 100 months’ imprisonment to be followed by 3 years of supervised release for wire fraud and tax evasion. United States Attorney John A. Sarcone III and Harry T. Chavis, Special Agent in Charge of the New York Field Office, Internal Revenue Service, Criminal Investigation (IRS-CI), made the announcement.
As part of his previously entered guilty plea, Rahrle admitted that from 2017 through 2024, he ran a fraudulent online gift basket website called iCare Gifting Solutions LLC. iCare purported to cater to families of incarcerated individuals, promising to send care packages into prisons. iCare charged hundreds of customers approximately $50 per gift basket but never sent the gift packages.
In addition to defrauding iCare’s customers, Rahrle evaded his federal taxes. He self-prepared and filed tax returns for tax years 2017 and 2018 that falsely reported business losses and failed to report hundreds of thousands of dollars of gross receipts.
Senior United States District Judge Glenn T. Suddaby also ordered Rahrle to pay a $2,000,000 money judgment and $178,651 in restitution to the Internal Revenue Service with restitution to the individual victims of Rahrle’s fraud offense to be determined at a later date.
U.S. Attorney Sarcone said: “Driven by greed, Rahrle operated a years’ long fraud scheme scamming people out of millions of dollars. For that he will pay a high price a spend the next 8 years in federal prison. My office will vigorously pursue consumer scam artists like the defendant to protect the public and the public fisc.”
“Mr. Rahrle took advantage of those who wanted to help others and literally did not deliver what was promised. While care packages were left unsent, he pocketed the money with little regard of the consequences. This sentence sees to it that Mr. Rahrle will spend a lot of time behind bars, and perhaps he’ll learn firsthand the potential value of a legitimate care package business,” said Harry T. Chavis, Special Agent in Charge of IRS-CI New York.

EUGENE, Ore.— Kielan Robert Eugene Fitzsimonds, 33, of Eugene has been charged with willful depredation of government property for breaking the window of a federal government vehicle.
According to court documents, on June 8, 2025, Fitzsimonds is alleged to have intentionally thrown rocks at a U.S. Department of Homeland Security (DHS) vehicle parked at a federal building in Eugene. The rocks shattered the vehicle’s back window and dented its trunk and hood.
On June 10, 2025, a federal agent discovered the damaged vehicle and found a large rock in the back seat. Investigators obtained surveillance footage from the building which showed a man, later identified as Fitzsimonds, attempting to enter the building and throwing objects at vehicles in the parking lot.
Fitzsimonds made his first appearance in federal court today before a U.S. Magistrate Judge. He was ordered detained pending further court proceedings.
The case is being investigated by the FBI with assistance from the Eugene Police Department. It is being prosecuted by the U.S. Attorney’s Office for the District of Oregon.
A criminal complaint is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.

PORTLAND, Ore.—An Oregon City, Oregon man made his first appearance in federal court today after he was charged with assaulting a federal law enforcement officer during a declared riot Saturday near a U.S. Immigration and Customs Enforcement (ICE) office in South Portland.
Joshua Ames Cartrette, 46, has been charged by criminal complaint with misdemeanor assault of a federal officer.
According to court documents, on June 14, 2025, thousands of people engaged in peaceful protests in Portland. In the afternoon, several hundred people gathered in protest at an ICE office in South Portland where some individuals targeted the building with mortar fireworks, rocks, bricks, and glass bottles. The gathering was later declared a riot by local law enforcement. At approximately 5:50pm, individuals breached the exterior door of the ICE office before being pushed back by federal officers. Additional federal officers, including Customs and Border Protection Tactical Unit (BORTAC) agents, were dispatched to the location.
Later the same evening, a BORTAC agent observed Cartrette push another agent and kick multiple deployed tear gas canisters toward other agents.
Cartrette made his first appearance in federal court today before a U.S. Magistrate Judge and was released on conditions pending future court proceedings.
Misdemeanor assault of a federal officer is punishable by up to one year in federal prison.
This case is being investigated by the Federal Protective Service (FPS) and FBI. It is being prosecuted by the U.S. Attorney’s Office for the District of Oregon.

Ginovanni Joseph Brumbelow, 21, has been charged by criminal complaint with assaulting a federal officer.

Additional federal officers, including Customs and Border Protection Tactical Unit (BORTAC) agents, were dispatched to the location.
At around 8:00pm the same evening, a BORTAC agent was assisting with the arrest of a rioter when he felt a sharp pain in the back of his head. The agent released the individual he was arresting and turned to observe a male rioter, later identified to be Brumbelow, directing a pointed wooden stake at him. Surveillance footage later reviewed by investigators confirmed the positions of Brumbelow and the agent amid the riot when the assault occurred.
Brumbelow made his first appearance in federal court today before a U.S. Magistrate Judge and was released on conditions pending his arraignment on July 16, 2025.
Assaulting a federal officer is punishable by up to eight years in federal prison.
This case is being investigated by the Federal Protective Service (FPS) and FBI. It is being prosecuted by the U.S. Attorney’s Office for the District of Oregon.

DENVER – The United States Attorney’s Office for the District of Colorado announces that Adepoju Babatunde Salako, 32, of Pennsylvania, has been charged with six counts of wire fraud; one count of conspiracy to commit wire fraud; one count of conspiracy to commit money laundering; and four counts of aggravated identity theft.
According to the indictment, between July 2020 and July 2021, Salako allegedly participated in a money laundering conspiracy involving fraudulent applications for COVID-19 Economic Injury Disaster Loans to the Small Business Administration (SBA) and for unemployment insurance benefits to more than 30 states that obtained more than $5.6 million in government benefits using over 1,000 stolen or fake identities. Salako and his co-conspirators allegedly moved fraud proceeds through several intermediate accounts using various methods, eventually spending the money or transferring it overseas as currency or in the form of goods such as cars or solar panels.
The indictment further alleges that between January 4, 2021, and March 20, 2021, Salako submitted approximately 15 fraudulent applications for unemployment insurance benefits to the Colorado Department of Labor and Employment (CDLE), using stolen or false identities. Salako allegedly used names and addresses of residents of Colorado, which he looked up on personal information search websites such as TruthFinder, to submit applications using the Colorado residents’ actual identifiers. The CDLE paid one unemployment insurance claim submitted by Salako, in the amount of $649, and paid an additional $15,431 to bank accounts controlled by Salako based on claims submitted by a co-conspirator.
The indictment further alleges that in addition to submitting fraudulent unemployment insurance claims to Colorado, Salako submitted and aided and abetted in the submission of fraudulent claims in other states using stolen or false identities, including Maryland, Minnesota, New Hampshire, and New York, at least 10 fraudulent applications for COVID-19 Economic Injury Disaster Loans to the SBA, using stolen or false identities, and a fraudulent Paycheck Protection Program loan application in the name of Turn-Turn-Turn Woodturning, using the stolen identity of a Nevada resident.
The Coronavirus Aid, Relief, and Economic Security (CARES) Act was enacted in March 2020 and was designed to provide emergency financial assistance to Americans dealing with the economic impact of the COVID-19 pandemic. The CARES Act created the PPP, a program administered by the Small Business Administration (SBA) that provided loans to small businesses to retain workers, maintain payroll, and certain other expenses consistent with PPP rules. Additionally, in response to the COVID-19 pandemic, several federal programs expanded eligibility for unemployment benefits.
The defendant made his initial appearance in Colorado on June 13, 2025, before Magistrate Judge Scott T. Varholak.
The charges contained in the indictment are allegations and the defendant is presumed innocent unless and until proven guilty.
This case is being investigated by the United States Postal Service Office of Inspector General, Internal Revenue Service Criminal Investigation, and CDLE. The case is being prosecuted by the Economic Crime Section of the United States Attorney’s Office.

BUFFALO, N.Y. – U.S. Attorney Michael DiGiacomo announced today that Saima Qamar, 55, a citizen of Canada and native of Pakistan, was arrested and charged by criminal complaint with re-entry of a removed alien, which carries a maximum penalty of two years in prison and a $250,000 fine.
Special Assistant U.S. Attorney Michael J. Smith, who is handling the case, stated that according to the complaint, Qamar was detained by the Lewiston Police Department, which reached out to U.S. Border Patrol for assistance in identifying the defendant. A records check determined that Qamar was a citizen of Canada and national of Pakistan who was illegally present in the United States after previously having been removed in April 2019.
Qamar made an initial appearance before U.S. Magistrate Judge Jeremiah J. McCarthy and was detained.
This investigation is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.
The complaint is the result of an investigation by U.S. Border Patrol Niagara Falls Station, under the direction of Patrol Agent in Charge Brady Waikal.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

ROCHESTER, N.Y.-U.S. Attorney Michael DiGiacomo announced today that Zina Amba Mbile Mbile, 46, of Rochester, NY, who was convicted of food stamp fraud, was sentenced to two years of supervised release and ordered to pay $246,890.00 in restitution to the United States Department of Agriculture by Chief U.S. District Judge Elizabeth A. Wolford.
Assistant U.S. Attorney Kyle P. Rossi, who handled the case, stated that the Supplemental Nutrition Assistance Program (SNAP) uses federal tax dollars to help low-income individuals purchase food. Eligible individuals are provided with a debit card from which they can make food purchases at authorized food stores. Businesses authorized to accepts SNAP benefits, can only do so for the sale of eligible food products. It is unlawful to accept SNAP benefits for non-food items such as cigarettes, beer, or for cash. Between March 1, 2020, and July 23, 2024, Mbile, who operated the Beni Food convenience store on Dewey Avenue in Rochester, accepted SNAP benefits from customers in exchange for non-food items, such as cosmetic products. Mbile also exchanged cash for food stamp benefits, resulting in a profit for Mbile. In total, Mbile fraudulently caused $246,890.00 to be deposited into Beni Food’s bank accounts for food that was never purchased.
The sentencing is the result of an investigation by the U.S. Department of Agriculture, Office of Inspector General, under the direction of Special Agent-in-Charge Charmeka Parker, Homeland Security Investigations, under the direction of Special Agent-in-Charge Erin Keegan, and the Monroe County Department of Human Services, under the direction of Commissioner Thalia Wright.

A truck driver who kidnapped a 25-year-old woman and dumped her dead body in the woods in August 2024 was sentenced today to life in federal prison, announced Acting United States Attorney for the Northern District of Texas Nancy E. Larson.
Naasson Hazzard, 28, of Austin, was indicted in October 2024 on federal charges of kidnapping resulting in death, which carried a mandatory sentence of life imprisonment. Hazzard’s victim was an army veteran who entered the military immediately after high school. Information shared during the sentencing hearing today revealed that there were full military honors at her funeral.
After an eight-day trial in late January this year, a jury convicted Hazzard. Today, U.S. District Judge Sam A. Lindsay sentenced him to life in federal prison.
“The tremendous, relentless work of multiple law enforcement partners brought the terrible acts of this predator to light, and the jury answered the call for justice by finding him guilty,” said Acting U.S. Attorney Nancy E. Larson. “Now, the life sentence he will serve reflects the value and sanctity of this victim’s life. We hope that this sentence helps her family in the healing process.”
“This defendant has been justly sentenced to prison for his abhorrent actions, ensuring that society will be safe from his predatory behavior for the remainder of his life,” said Travis Pickard, Special Agent in Charge HSI Dallas. “I applaud the unwavering commitment of the North Texas Trafficking Task Force, and all the law enforcement partners whose persistence led to this outcome. May today’s judgment provide some solace to the victim’s family, reassuring them that HSI will never relent in our pursuit of sexual predators who aim to exploit and harm unsuspecting victims.”
According to evidence presented at trial, surveillance video caught Hazzard’s victim, a young woman, entering his semi-truck in Dallas at 9:27 p.m. on Aug. 15, 2024. Eight days later, her decomposing body was found in a wooded area off Texas Highway 11 in Pittsburg, Texas with a black plastic bag tied around her head.
Cell phone records showed that on the evening of Aug. 15, Mr. Hazzard traveled from the pickup location to a nearby parking lot, where he remained for approximately 17 minutes. Evidence at trial reflected that Hazzard picked up the victim with the expectation of engaging in a sex act. He then drove over three hours to a wooded area off Highway 11 in Pittsburg, Texas, where he texted his boss that he would be out sick the following day and remained for almost an hour before completing a load for work.
The next day, he and his wife returned to the scene before going to dinner in Tyler, Texas.
In the days that followed, Mr. Hazzard switched cell phones and deleted his Google and Life360 location sharing accounts. He also cleaned the truck with bleach and searched “how many years for first second and third degree murders.” Meanwhile, his wife searched for “Pittsburg Texas news.”
On Aug. 23, the same day the victim’s body was recovered, agents found the victim’s cell phone shattered on the side of the road along Mr. Hazzard’s route the night she was killed.
“Your Honor, Naasson didn’t just take a life. He destroyed futures. He created a ripple effect of suffering that reaches further than he could ever understand,” the victim’s brother told the Court during his impact statement at today’s sentencing hearing. “I ask you, please don’t see my sister as just a name in a case file. She was a daughter. A sister. A mother. A light in the lives of everyone who knew her. Her life mattered. And her death must mean something.”
The North Texas Trafficking Task Force conducted the investigation with the assistance of the following agencies: the Dallas County District Attorney’s Office, the Dallas Police Department, the Midlothian Police Department, the Texas Rangers, the Federal Bureau of Investigation’s Dallas Field Office, the Titus County Sheriff’s Office, the Buda Police Department, the Austin Police Department, the Hayes County Sheriff’s Office, and the Texas Department of Public Safety. Homeland Security Investigation’s Dallas Field Office leads the Task Force.
