  • MIL-OSI Asia-Pac: SJ commences ASEAN visit in Brunei (with photos)

         The Secretary for Justice, Mr Paul Lam, SC, commenced his visit programme to three countries (Brunei, Vietnam and Malaysia) of the Association of Southeast Asian Nations (ASEAN) today (September 23) after arriving in Bandar Seri Begawan, Brunei, yesterday.

         Mr Lam first had lunch with the Chief Justice of the Supreme Court of Brunei Darussalam, Dato Seri Paduka Steven Chong Wan Oon, to exchange views on further co-operation opportunities for facilitating development of the dispute avoidance and resolution services in Brunei and Hong Kong, pursuant to the Memorandum of Cooperation signed by the Department of Justice and the Supreme Court of Brunei Darussalam last year.

         In the afternoon, Mr Lam attended a meeting with the Attorney General of Brunei Darussalam, Datin Paduka Dayang Hajah Nor Hashimah binti Haji Mohammed Taib, to discuss issues of mutual interest.

         Mr Lam went on to meet with the President of the Law Society of Brunei Darussalam, Ms Nur ‘Azizah Ahmad, to explore opportunities to foster legal collaboration and other exchange activities for the legal professions of the two places.

         This was followed by a meeting with the Chairperson of Brunei Darussalam Arbitration Centre, Mr Radin Safiee bin Radin Mas Basiuni, to have a better understanding of the dispute resolution services provided there and discuss potential co-operation between the two sides.

         Mr Lam will attend a dinner with the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Brunei Darussalam, Mr Xiao Jianguo, in the evening to brief him on the latest legal developments in Hong Kong.

         During his visit to Brunei, Mr Lam visited the Royal Regalia Museum to learn more about the history and development of Brunei, and Brunei’s newest museum, Balai Khazanah Islam Sultan Haji Hassanal Bolkiah, to better understand the rich Islamic heritage and culture. Mr Lam will also visit the Sultan Omar Ali Saifuddien mosque.

         Mr Lam will depart for Ho Chi Minh City, Vietnam, tomorrow morning (September 24) to continue his visit to the ASEAN countries.

  • MIL-OSI Security: NATO participates in the United Nations “Summit of the Future”

    NATO joined the United Nations “Summit of the Future” in New York on Sunday (22 September 2024), taking part in a session dedicated to the vital role of multilateralism for international peace and security.

    “NATO deeply values our cooperation with the United Nations. We share a commitment to international peace and security, and to upholding the rules-based international order,” said Dylan White, Head of the NATO Liaison Office to the United Nations. “We are here to engage with partners, listen to their perspectives, and continue deepening our cooperation in the face of serious security challenges.”

    The Summit of the Future brought together world leaders, international organizations, and other stakeholders to discuss the future of global governance, emerging global challenges, and strengthening multilateral cooperation.

    On Tuesday, NATO Secretary General Jens Stoltenberg will attend the opening session of the UN General Assembly’s high-level General Debate. He will also meet with a number of world leaders while in New York.

    In Detroit, the White House will convene the Michigan Workforce Hub to announce new commitments to support the auto workforce and increase capital access for auto suppliers
    The American auto industry has driven the U.S. manufacturing base for generations, and the Biden-Harris Administration is ensuring that the future of the auto industry is made in America by American union workers. Today, National Economic Advisor Lael Brainard is traveling to Detroit, Michigan to convene the Michigan Workforce Hub and announce a suite of new actions to support automakers and auto workers, with an emphasis on historic auto communities in Michigan. The Michigan Workforce Hub is one of nine Investing in America Workforce Hubs launched by the Biden-Harris Administration to ensure all Americans can access the good jobs created by the Biden-Harris Investing in America agenda.
    Today’s announcement builds on the actions that Vice President Harris announced in May to support small- and medium-sized auto manufacturers with access to capital to expand or retool manufacturing facilities, new workforce training resources, and new technical assistance programs.
    “I believe in an economy where everyone has a chance to compete and a chance to succeed. Investing in the ambitions and aspirations of our people is the best way to grow the American economy and the middle class,” said Vice President Kamala Harris. “Yet for far too long, we have seen lack of investment in communities across America and profound obstacles to economic opportunity—including in communities with historic manufacturing expertise such as Detroit. Earlier this year, I was proud to announce new support for small- and medium-sized auto suppliers in Detroit.     $1 Billion in Financing for Small- And Medium-Sized Auto Suppliers
    Auto suppliers support the majority of auto manufacturing jobs, and small- and medium-sized suppliers employ more than 250,000 workers across the country—serving as economic engines in Michigan, Ohio, and other historic auto communities.
    Today, the Department of the Treasury is announcing a $9.1 million grant to launch the Michigan Auto Supplier Transition Program to help small and underserved automotive manufacturers and aftermarket suppliers secure financing to scale and shift to supplying the electric vehicle supply chain. Made possible by Treasury’s State Small Business Credit Initiative (SSBCI), the Michigan Auto Supplier Transition Program will provide financial, legal, accounting, and other support services to underserved and very small businesses, including helping these firms access the over $230 million in additional lending and equity investments made available to support Michigan businesses through the American Rescue Plan’s SSBCI program. The Michigan Economic Development Corporation will oversee the Auto Supplier Transition program in coordination with the Michigan Department of Labor and Economic Opportunity Community and Worker Economic Transition Office. Additionally, Monroe Capital is announcing a commitment to raise up to $1 billion for a new “Drive Forward” Fund to facilitate access to lower cost capital for small- and medium-sized auto manufacturers to refinance, grow, and diversify their businesses. The Drive Forward Fund builds on successful investment funds catalyzed by the Small Business Administration’s Small Business Investment Company program, which provides low-cost government-guaranteed leverage funding to lower the cost of capital for portfolio companies. The Drive Forward Fund will be advised by a council with experts from across the automotive industry to ensure that capital is directed to small and medium-sized auto suppliers with high-road labor practices and significant domestic manufacturing content. A focus will be placed on manufacturers that are well-positioned to lead in the future of the automotive industry and need additional capital and support to grow their manufacturing capacity, including companies making critical investments in the transition from internal combustion engine (ICE) production to electric vehicles (EV).
    These new announcements build on investments that the Biden-Harris Administration has already made in auto manufacturers, including in Michigan. For example, under the Domestic Manufacturing Conversion Grant Program, the Department of Energy announced a $500 million award to General Motors in Lansing and a $158 million award to ZF North America in Marysville to support the conversion of these legacy ICE facilities to EV production—retaining or creating over 1,000 combined jobs. Both of these facilities are UAW unionized. The Department of Energy also announced that the State of Michigan is eligible to receive over $18 million in funding to provide grants to small- and medium-sized auto suppliers converting their facilities to electric vehicle production. To protect these investments from unfair trade practices abroad, the President has taken strong and strategic action, including by raising tariffs to 100% on EVs and batteries from China.
    The Administration welcomes additional commitments and actions from stakeholders across industry to support automakers and auto workers.
    Michigan Workforce Hub Commitments
    In 2023, First Lady Jill Biden announced the Investing in America Workforce Initiative in five initial locations where the Biden-Harris Investing in America agenda is catalyzing historic investments in industries of the future. In April, President Biden announced Michigan as one of four new Workforce Hubs, designed to prepare Michigan workers for the good-paying and union jobs created by these historic investments, with a focus on the auto sector. Since the start of the Biden-Harris Administration, industry has announced $28 billion in private investment in clean energy and manufacturing in Michigan. The Hub is focused on four pillars: improving alignment between training programs and industry needs, standardizing training program guidelines for emerging occupations in the auto supply chain, promoting career readiness with a focus on underserved communities, and addressing structural barriers to employment.
    The Michigan Workforce Hub is coordinating across the Department of Labor, the Department of Energy, the Michigan Department of Labor and Economic Opportunity, community colleges, unions, employers, philanthropy, nonprofits, and others to deliver on President Biden’s announcement. Since the launch of the Hub, the Department of Labor has invested more than $5.4 million to modernize, expand, and diversify registered apprenticeship programs in Michigan across key industries, including manufacturing, and connect workers to good-paying jobs, and the Michigan Department of Labor and Economic Opportunity has continued to leverage $25 million in American Rescue Plan funding to expand apprenticeships in the state. The Detroit Regional Partnership is also continuing to implement its $52.2 million grant from the American Rescue Plan to invest in the Detroit area’s legacy automotive industry and unite 135 local coalition members around a common vision for a collaborative and equitable regional economy; the coalition is undertaking
    To institutionalize the work of the Michigan Workforce Hub, the Department of Energy is announcing the selection of a full-time Michigan Fellow, hosted by the Michigan AFL-CIO Workforce Development Institute. This Fellow is part of an inaugural cohort of ten fellows and host organizations funded by the Community Workforce Readiness Accelerator for Major Projects (RAMP) program—which is designed to address workforce gaps while ensuring that historic clean energy investments lift all communities, especially those historically left behind.
    Today, the Michigan Workforce Hub is announcing a suite of new federal, state, philanthropic, nonprofit, and private sector commitments:
    Building pipelines to careers for underserved communities:
    The Department of Labor and the Michigan Department of Labor and Economic Opportunity is announcing a new pilot program to train workers in Wayne County for over 140 high-quality jobs in the auto supply chain. The pilot will partner with local automotive employers to train workers while they earn a paycheck, addressing a major barrier to enrollment. As part of the pilot, the Southeast Michigan Community Alliance (SEMCA) will work with employers, including Roush, and provide supportive services to address transportation, childcare, and other needs to make it easier for Detroit-area residents from underserved communities to access both training and good-paying manufacturing jobs.
    The Michigan Department of Labor and Economic Opportunity has partnered with International Brotherhood of Electrical Workers (IBEW) and invested $4 million to support more than 500 Michigan workers to receive the Electric Vehicle Infrastructure Training Program credential in preparation for good-paying, union jobs installing EV chargers, including through the Bipartisan Infrastructure Law National Electric Vehicle Infrastructure program. Forty percent or more of the participants served will be from underserved targeted populations.
    Michigan Department of Labor and Economic Opportunity, AFL-CIO Workforce Development Institute, and International Brotherhood of Electrical Workers (IBEW) are launching an accelerated Commercial Driver’s License (CDL) to Registered Apprenticeship Program pilot to expedite preparation of RAP candidates who have completed CDL training. Through collaborative efforts with Labor partners and the IBEW, leveraging innovative Apprenticeship Readiness Programs, 15 participants from traditionally underrepresented groups will receive CDL training and participate in a registered apprenticeship resulting in a good-paying union job.
    Taskforce Movement is partnering with the Michigan Department of Labor & Economic Opportunity to create career pathways for transitioning service members and veterans into electronic vehicle, manufacturing, and cybersecurity jobs. Transitioning service members and veterans will leverage the skills and discipline honed during military service to build a more robust workforce while providing veterans with stable, high-quality careers.
    The Detroit Lions and Detroit Pistons will partner with Detroit Public Schools to launch new manufacturing career exposure programs for over 1,000 high school students, with a focus on supporting students from underrepresented and employment-distressed neighborhoods.
    Driving career readiness and standardizing training programs for good-paying jobs:
    The Department of Energy and over a dozen industry sponsors are providing $23.6 million in funding for the Battery Workforce Challenge to invest in equipment, technical support, mentorship, internships, and job placements and train up to 14,000 workers across the country for careers across the EV value chain—including technicians, electricians, skilled trades, and engineers. The program will invest more than $600,000 in colleges in Michigan to train over 300 Michiganders. Sponsors include Stellantis, Samsung SDI America, the American Battery Technology Company, AVL North America, Vector, and the Battery Innovation Center.
    The Department of Energy’s Battery Workforce Challenge Program, managed by Argonne National Laboratory, will create STEM talent pipelines in battery manufacturing hubs across the nation—the first being piloted in Michigan with the support of at least $400,000 in total, direct funding. Key partners in the Michigan pilot will include the Michigan Economic Development Corporation, high schools, vocational institutions, higher education, and industry. The Department of Energy will provide $200,000 in seed funding to Henry Ford Community College in Detroit to establish a state-of-the-art Battery/EV Technical Center. The Michigan Economic Development Corporation will also award $200,000 to the University of Michigan-Dearborn to establish an undergraduate-level training program as well as a summer boot camp to educate undergraduate students in EV battery technology and build a talent pipeline.
    The Department of Energy and Argonne will partner with New Energy New York to develop battery and EV training and educational content, “BattTech,” to be used in the Michigan pilot and the other Battery Workforce Hubs. BattTech will provide industry-aligned educational content and training in battery technology, EV development, safety, manufacturing, and recycling—ensuring participants are equipped with the skills required for roles across the battery and electric vehicle value chain.
    As part of the Battery Workforce Challenge, the Department of Energy will provide $250,000 to the Society of Manufacturing Engineers (SME) to pilot a battery manufacturing career pathway in high school career technical education courses in Michigan. The battery manufacturing career pathway will be integrated into the SME PRIME (Partnership Response In Manufacturing Education) program that currently is serves 110 schools and 10,000 students annually across 23 states. SME PRIME also intends to further expand its existing footprint in Michigan.
    The Department of Energy’s Battery Workforce Initiative and Michigan community colleges will launch discussions for a memorandum of understanding (MOU) to deploy industry-approved classroom and on-the-job training with battery manufacturers and their community college partners for high-demand occupations. This training program has also been certified by the Department of Labor as the guidelines for battery manufacturing machine operator apprenticeship.

    The Michigan Workforce Hub will provide new resources to employers to attract a skilled and diverse workforce for clean energy manufacturing jobs.     Additionally, the Families and Workers Fund will partner with the Good Jobs Institute and Toyota Production System Support Center to deliver training and coaching to ten small and medium clean technology manufacturers to help them navigate workforce and operational challenges. The recruitment for the first cohort of manufacturers is now underway, and the program will formally launch in 2025.

This initiative will work to close gaps related to workforce participation, infrastructure, and poverty—driving local economic comebacks. This work builds upon place-based capacity building efforts that the Network is providing to other parts of Michigan and across the country.
    The City of Lansing will increase representation of women in construction and skilled trades through the Leveraging Infrastructure Networks for Equity Initiative, a partnership between the Department of Labor’s Women’s Bureau and the non-profit Accelerator for America. This project has been renewed for second year with nearly $500,000 in funding to improve pathways for women to access the good jobs being created by historical investments in infrastructure.

  • MIL-OSI Video: Lebanon: grave concern of explosions & Palestine/Israel: Displaced people- Security Council Briefing

    Briefing UN Security Council members today (19 Sep) on the situation in the Middle East, Tor Wennesland, UN Special Coordinator for the Middle East Peace Process expressed his “grave concern” on the “the series of explosions across Lebanon and rockets fired toward Israel in recent days,” warning that these incidents add to the overall volatility. Wennesland urged all parties to “refrain from steps that will further exacerbate the situation and take immediate steps to deescalate.”

    In his briefing, Wennesland also highlighted the ongoing demolitions and seizures of Palestinian-owned structures in the occupied West Bank and East Jerusalem. He noted that over 550 people, including 250 children, had been displaced. He said, “demolitions and seizures of Palestinian-owned structures continued… citing the lack of Israeli-issued building permits, which are almost impossible for Palestinians to obtain.”

    The Special Coordinator also expressed alarm over provocative actions and rhetoric on both sides. Urging all parties to reject such dangerous incitements, he said, “a joint statement from Hamas and Palestinian Islamic Jihad threatened a return to the use of suicide bombings… while an Israeli minister said, ‘Palestinian prisoners must be killed. Shot in the head.’”

    Helen Clark, a member of The Elders and former Prime Minister of New Zealand, told the Security Council that the current approach to managing the Israeli-Palestinian conflict has failed. She criticized member states that use their veto power to “protect allies” or “obstruct geopolitical rivals,” warning that this undermines the authority of the Council.

    Riyad H. Mansour, Permanent Observer of Palestine to the UN, referred to a recent advisory opinion from the International Court of Justice, declaring Israel’s presence in the Occupied Palestinian Territory as unlawful. “The Court reaffirmed the illegality of Israel’s settlements… stressing the obligations of the occupying Power to cease immediately all settlement activities,” Mansour said.

    Israeli Ambassador Danny Danon said, “this Council and the world must wake up to the reality of the threat Iran poses. The dark force driving the violence we see today is not a collection of independent groups; it is Iran pulling the strings,” He said, “the Iranian proxies, Hezbollah in the North, Hamas and Palestinian Islamic Jihad in Gaza, the Houthis in Yemen, Shiite militias in Iraq and Syria and terrorist cells in Judea and Samaria, are all Iran’s attack dogs unleashed to spread death and destruction across the region.” Danon further said that Iran is not only targeting Israel but is seeking domination of the entire Middle East, while the Palestinian Authority is being “utterly weak and impotent.”

  • MIL-OSI Africa: KZN emergency services ready to assist residents

    The KwaZulu-Natal provincial government has instructed relevant departments and emergency services to prioritise clearing affected routes and assisting stranded road users amid the adverse weather conditions in the province.

    Addressing the media on the provincial government’s interventions in response to the current severe weather conditions impacting the province, Acting Premier Thembeni Madlopha-Mthethwa, said the Provincial Executive Council (EXCO) has decided that immediate interventions must be focused on the routes most affected by the heavy snowfall.

    “This decision is aimed at ensuring the safety of motorists and facilitating the swift restoration of normal travel conditions in these areas,” Madlopha-Mthethwa said on Sunday.

    Madlopha-Mthethwa highlighted that the provincial government responded swiftly to the ongoing heavy snowfall affecting various parts of the province, and in coordination with all relevant stakeholders, emergency response measures have been activated to ensure the safety and well-being of citizens and motorists.

    As part of the provincial government’s response, officers from the Road Traffic Inspectorate (RTI) have been activated to assist motorists navigating treacherous roads.

    “The Road Traffic Inspectorate and Provincial Emergency Services have been deployed to assist motorists stranded on roads impacted by the snowfall. These teams are working tirelessly to ensure safe passage and provide assistance where necessary.

    “The Municipal Parks Department is on standby to remove tree debris from affected roads and areas. Furthermore, we are collaborating with non-governmental organisations such as the Red Cross and the Al Imdaad Foundation, who are providing food, water, and hot meals to stranded motorists.”

    Provincial agencies, including the South African Social Security Agency (SASSA) and the Department of Social Development, are actively profiling affected families and offering immediate relief.

    “Social workers have also been deployed to offer psycho-social support, social welfare services, and child protection services to those in need. Eskom and municipal electrical departments are on the ground, working to restore power where outages have occurred.

    “Additionally, SAPS [South African Police Service] and SANDF [South African National Defence Force] are on standby with helicopters to assist in delivering hot meals and evacuating individuals in severely impacted areas.
    “Line function departments such as Health, Education, Agriculture, EDTEA [Department of Economic Development, Tourism and Environmental Affairs], Transport, and Human Settlements have activated their contingency plans to ensure that the needs of affected communities are met swiftly and efficiently,” Madlopha-Mthethwa explained.

    The provincial government has also called on all citizens to exercise caution considering the heavy snowfall and rain currently affecting the province.

    Madlopha-Mthethwa urged residents to remain vigilant, follow safety guidelines, and avoid unnecessary travel to ensure their safety during these challenging weather conditions.

    “The provincial government remains committed to mitigating the impact of the storm and providing continuous support to affected communities. Further updates will be provided as the situation evolves,” Madlopha-Mthethwa said.

    Roads reopened

    Meanwhile, following the deployment of more graders, most routes affected by snow were reopened on Sunday evening.

    These include the N11 Ladysmith to Newcastle; N11 Amajuba Pass; R33 Vryheid to Dundee, water damping on the road at Cotswold; R34 Newcastle to Bloodriver/Vryheid; R33 Vryheid to Paulpietersburg; R34 Vryheid to Melmoth; R69 Vryheid to Pongola; and N2 Richards Bay to Piet Retief.

    The R34 Newcastle to Memel is closed.

    Motorists have been requested to cancel any unnecessary travel.

         The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by China CITIC Bank International Limited relating to a fraudulent website and an internet banking login screen, which has been reported to the HKMA. A hyperlink to the press release is available on the HKMA website.
          
         The HKMA wishes to remind the public that banks will not send SMS or emails with embedded hyperlinks which direct them to the banks’ websites to carry out transactions. They will not ask customers for sensitive personal information, such as login passwords or one-time password, by phone, email or SMS (including via embedded hyperlinks).
          
         Anyone who has provided his or her personal information, or who has conducted any financial transactions, through or in response to the website or login screen concerned, should contact the bank using the contact information provided in the press release, and report the matter to the Police by contacting the Crime Wing Information Centre of the Hong Kong Police Force at 2860 5012.

    WASHINGTON – The U.S. Department of Labor’s Women’s Bureau welcomed elected officials and leaders from the entertainment industry and advocacy groups on Sept. 17, 2024, for “Beyond 9 to 5: The Ongoing Fight for Gender Equality in the Workplace,” a screening of new documentary on gender equity followed by a moderated discussion on the issue in the workplace.

    After screening the film “Still Working 9 to 5,” an examination of the evolution of gender equity in the workplace inspired by the 1980 feature film “9 to 5,” Acting Secretary Julie Su moderated a talk back focused on pay equity, occupational segregation, gender-based violence and harassment, discrimination and lack of access to quality and affordable care. 

    The panel discussion included the documentary’s co-producers Camille Hardman and Gary Lane; National Women’s Law Center President and CEO Fatima Goss Graves; Young Feminist Party Deputy Executive Director Claudia Nachega; former Women’s Bureau Director and now activist Karen Nussbaum; and the United Brotherhood of Carpenters and Joiners of America Sisters in the Brotherhood Director Sandra Rodriguez.

    “Watching the documentary emphasized the original film’s thoughtfulness and the ways it perfectly depicted the themes the Department of Labor celebrates today. It showed that when workers have a voice, they can affect change in their workplace and that strengthening support services can increase happiness and lead to better productivity,” said Acting Secretary Julie Su. “While we have made some progress, issues that negatively affect women’s participation in the workplace remain. Under President Biden’s leadership, we continue to invest in good jobs for women. When we talk about ‘good jobs’ for women workers, we mean jobs that pay based on the work they do, not based on their gender, and jobs where all workers have dignity, respect and can exercise their rights and power.”

    “Four decades after this groundbreaking original film highlighted a culture that devalued working women, we still see women across professions fighting for fair wages and the ability to work with safety, dignity, and equity. I’m proud of the critical work the National Women’s Law Center leads to help pass laws combatting the scourge of harassment and workplace policies and conditions that allow discrimination to thrive,” said NWLC President and CEO Fatima Goss Graves. “More than 40 years later, ‘Still Working 9 to 5’ is a timely, galvanizing reminder that with laws and policies that give women equitable opportunities in the workplace we can transform a culture that undervalues women.”

    Camille Hardman, who also directed the film, expressed her gratitude to the department for showcasing the film, saying: “The Women’s Bureau fosters a supportive and active environment that helps push the door open and encourage challenging conversations around women’s equality, care, job segregation, family leave and sexual harassment that can only lead to long-term needed culture change in the workplace and the labor movement.” 

    When asked about his role as co-producer for the film, Gary Lane stated, “I feel it’s very important that men need to be involved in the conversation for real change to happen.” 

    Young Feminist Party Deputy Executive Director Claudia Nachega said one of the things the documentary reinforced was the need to include all voices – especially young people’s voices – for a movement to be effective. “Today, young people are bearing the brunt of attacks on abortion access, queer and transgender rights, economic inequality and more. The original movie was a call to action for congress to provide a concrete, constitutional legal system to fight gender injustice,” Nachega said. “Then and now, we know the Equal Rights Amendment is key, and young people need the President to act and publish the ERA at the request of congressional leaders and young people across the country.”

    Director Chun-Hoon cited the event as one more way to keep the conversation going. “The Biden-Harris administration has centered women, people of color, people with disabilities and other communities that have disproportionately been left out of workplace gains, but there’s still work to be done,” said Women’s Bureau Director Wendy Chun-Hoon. “This critical conversation about the progress to date and the continued work needed to establish and maintain access to good jobs that offer family-sustaining wages, paid leave and flexibility and where workers are safe and respected is crucial to the mission of the Women’s Bureau.”

    Acting Secretary Su closed the evening by considering how women’s rights in the workplace will change over the next 40 years. “We acknowledge there are many challenges, but each of the leaders, activists, organizers in this room – with the full power of the Department of Labor – can drive things forward. All of us do this kind of work because we believe change is possible.”

    A 30-year-old female Namibian drug mule was arrested at OR Tambo International Airport on Sunday. 

    The South African Police Services (SAPS), South African Revenue Service (SARS) customs and immigration officials received intelligence from SAPS regarding a drug mule that would land from Sau Paulo at about 07:25. 

    “The team immediately intercepted the drug mule as she was making her way through immigration. She was immediately arrested, taken to a local hospital where a medical x-ray confirmed and detected foreign objects in her stomach,” said the police in a statement.

    According to police the process to release the suspected drugs from her body is underway. 

    “She has already released more than 60 bullets of suspected cocaine thus far. She is currently under police guard and custody.

    “The value of the drugs cannot be determined at this stage as the process to release all suspected drugs from the suspect’s body may take some time,” said the statement.

    This is the tenth drug mule to be arrested at this airport in the past two months.

    National Commissioner of the Police, General Fannie Masemola, applauded the vigilance of the multidisciplinary team who are working tirelessly to clamp down on criminality at the airport.

    CHICAGO – A federal judge has ordered Mariusz Lekarczyk, the owner and operator of four Chicago-area We Wash Hand Wash and Car Detail Centers, and We Wash Car Care Center Inc. to pay $799,566 in back wages and damages to 110 employees and $110,990 in penalties to the U.S. Department of Labor, as part of a consent judgment and order obtained by the department. 

    On September 19, 2024, the U.S. District Court for the Northern District of Illinois in Chicago ordered Lekarczyk and his company to pay the back wages owed by May 1, 2025 and penalties by August 1, 2025. The employer must immediately display posters and provide information to employees about their rights under the Fair Labor Standards Act. 

    The court’s action was spurred by the filing of a complaint in district court after an investigation by the department’s Wage and Hour Division discovered Lekarczyk did not pay workers overtime at time and one-half their regular rate of pay for hours over 40 in a workweek or keep records of payments to workers, as required. The division found violations at the company’s Chicago locations at 2042 S. Halsted St. and 4660 W. Lawrence Ave. from at least June 23, 2020, to June 22, 2022, and at their 2744 Skokie Valley Road, Highland Park and 5600 New Wilke Road, Rolling Meadows locations between Oct. 21, 2020, and Oct. 20, 2022.

    The complaint alleges Lekarczyk and his company paid workers by check for the first 40 hours they worked, then paid for overtime hours in cash at straight time without the overtime rates. 

    The Halsted and Lawrence locations were previously investigated by the division in 2013, where similar overtime violations were found.

    “The recovery of these rightfully earned wages will have a tremendous impact on the employees who earned them and sends a clear message to all employers that we will not tolerate an employer’s failure to pay overtime,” explained Wage and Hour Division District Director Tom Gauza in Chicago. “We appreciate the court’s support in the Department of Labor’s fight on behalf of workers and in holding employers legally accountable.”

    “The U.S. Department of Labor will take all necessary legal actions – including recovering back wages, seeking damages and assessing penalties – to hold employers who violate the law accountable,” said Regional Solicitor of Labor Christine Z. Heri in Chicago.

    Land Reform and Rural Development Minister, Mzwanele Nyhontso, has welcomed the latest developments in the case against a suspended official implicated in alleged financial irregularities within the Commission on Restitution of Land Rights (CRLR), regional Land Claims office in the Eastern Cape.

    Nyhontso approved the immediate suspension of the officials who worked at the regional Land Claims office in the Eastern Cape, who were implicated in alleged financial irregularities.

    Chief Land Claims Commissioner, Nomfundo Ntloko said the commission had been in full support of investigations by law enforcement agencies and remained committed to rooting out corruption related to the restitution of land rights process.

    Nyhontso said the CRLR, where the official was based, had been cooperating fully with law enforcement agencies, including the South African Police Service’s Directorate for Priority Crimes Investigation (Hawks), to ensure compliance with all necessary and relevant processes.

    The official together with her alleged accomplices have been arrested and are expected to appear in the East London Magistrates court on Monday.

    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Katherine “Katie” Butler, of Los Angeles, has been appointed Director of the California Department of Toxic Substances Control. Butler has served as Deputy Director of the Hazardous Waste Management Program at the Department of Toxic Substances Control since 2023. She served as Senior Health Deputy in the Office of Los Angeles County Supervisor Janice Hahn from 2021 to 2023. She was a Program Supervisor at the Los Angeles County Department of Public Health from 2015 to 2021. Butler was a Senior Health Scientist at McDaniel Lambert Inc. from 2008 to 2014. Butler earned a Master of Public Health degree in Environmental Epidemiology from the University of Michigan and a Bachelor of Science degree in Environmental Studies from the University of Notre Dame. This position requires Senate confirmation and the compensation is $211,239. Butler is registered without party preference.

    Myriam Bouaziz, of Fairfield, has been appointed Director of the Office of Tax Appeals, where she has served as Chief Deputy Director since 2020 and was Deputy Director of Legislation from 2018 to 2020. Bouaziz was a Consultant in the Office of California State Senate President pro Tempore Kevin de León from 2017 to 2018. She was a Consultant for the California State Senate from 2014 to 2017 and Senior Legislative Assistant in the Office of California State Assemblymember Roger Dickinson from 2011 to 2014. Bouaziz was Access Specialist at the San Francisco Mayor’s Office on Disability from 2009 to 2011. She was a Case Manager at the Marin Child Care Council from 2007 to 2008. Bouaziz earned a Juris Doctor degree from the University of California College of the Law, San Francisco and a Bachelor of Arts degree in Political Science from the University of California, Los Angeles. This position requires Senate confirmation and the compensation is $226,092. Bouaziz is a Democrat.

    Holly Holtzen, of Santa Rosa, has been appointed Administrator of the Veterans Home of California, Yountville. Holtzen has been Interim Program Manager, Financial Resiliency at AARP since 2024. She was State Director of AARP from 2019 to 2024. Holtzen held several positions at the Ohio Housing Finance Agency from 2009 to 2019, including Acting Executive Director from 2018 to 2019, Chief Operating Officer from 2017 to 2019, Director of Research and Strategic Planning from 2012 to 2017 and Strategic Research Coordinator from 2009 to 2012. She earned a Doctor of Philosophy degree in Health Services Research from Old Dominion University, a Master of Public Administration degree from Troy University and a Bachelor of Arts degree in Business Administration from Saint Leo University. This position does not require Senate confirmation and the compensation is $175,512. Holtzen is registered without party preference. 

    Samantha Arthur, of Sacramento, has been appointed Deputy Secretary of Water at the California Natural Resources Agency. Arthur has been Assistant Secretary for Salton Sea Policy at the California Natural Resources Agency since 2023. She held several positions at Audubon California from 2014 to 2023, including Working Lands Program Director from 2019 to 2023, Conservation Project Director from 2016 to 2019 and Conservation Project Manager from 2014 to 2016. Arthur was a Land Protection Specialist with Big Sur Land Trust from 2010 to 2012. She was a member of the California Water Commission from 2020 to 2023. Arthur earned a Master of Environmental Science and Management degree from the University of California, Santa Barbara and a Bachelor of Arts degree in Biology and Environmental Studies from Whitman College. This position does not require Senate confirmation and the compensation is $181,596. Arthur is a Democrat.

    Todd Ratshin, of Elk Grove, has been appointed Deputy Secretary for Enforcement at the California Labor and Workforce Development Agency. Ratshin has been Chief Board Counsel at the California Agricultural Labor Relations Board since 2017 and was Senior Board Counsel there from 2016 to 2017. Ratshin was a Labor Relations Counsel at the California Department of Human Resources from 2015 to 2016. He was an Associate at Littler Mendelson P.C. from 2011 to 2015. Ratshin was a Labor Relations Counsel at the California Department of Personnel Administration from 2008 to 201l. He was an Associate at the Zumbrunn Law Firm from 2006 to 2008. Ratshin earned a Juris Doctor degree from the University of the Pacific, McGeorge School of Law and a Bachelor of Arts degree in History from the University of Oregon. This position does not require Senate confirmation and the compensation is $206,700. Ratshin is registered without party preference. 

    Karen Greene Ross, of Sacramento, has been appointed to the Commission on State Mandates. Greene Ross was Chief of Staff to California State Controller Betty T. Yee from 2015 to 2022. She was Assistant Chief Counsel at the California High-Speed Rail Authority from 2012 to 2014, where she was Deputy Director of Legislation from 2011 to 2012. Greene Ross served as a Deputy Controller at the State Controller’s Office from 2005 to 2007. She was Deputy Secretary for Legislation at the California Business, Transportation and Housing Agency from 2001 to 2003. Greene Ross was Principal Legislative Policy Consultant in the Office of State Senator Adam Schiff from 1999 to 2000 and Principal Policy Consultant in the Office of Assembly Speaker Emeritus Cruz Bustamante in 1998.     Missing Work Furlough Inmate from O‘ahu Community Correctional Center

     

    HONOLULU — O‘ahu Community Correctional Center work furlough inmate Bobby M. Cotton failed to return to OCCC Module 20 from his job-seeking pass. He was supposed to return by 5 p.m. today, Sept. 19, 2024. Sheriffs and the Honolulu Police Department were notified.

     

    Cotton, 51, is 5 feet, 6 inches tall, approximately 177 pounds with brown eyes and black hair. He is serving time for second-degree robbery. He now faces an additional escape charge when he is found. An escape charge is a Class C felony that is punishable by up to five years in prison, if convicted.

     

    Cotton is a community custody inmate in the work furlough program with pass privileges. Community custody is the lowest classification status.

     

    Anyone with information on Cotton’s whereabouts is asked to call 911 or state Sheriffs at 808-586-1352.

    The Undersecretary to the Presidency of the Council Alfredo Mantovano has signed, upon proposal by the Minister of Justice Carlo Nordio, in agreement with the Minister of Infrastructure and Transport Matteo Salvini, the decree appointing Dr. Marco Doglio as Extraordinary Commissioner for Prison Construction.

    The Commissioner, appointed pursuant to Article 4-bis of Legislative Decree No. 92 of 4 July 2024, converted, with amendments, by Law No. 112 of 8 August 2024, shall be responsible for carrying out the works necessary to address the serious overcrowding situation in penitentiary institutions. He or she will remain in office until 31 December 2025 and may avail himself or herself, in carrying out his or her duties, of a support structure composed of a maximum of five experts.

There is also great cooperation between the army and the Ministry of Infrastructure related to the construction and repair of road and rail connections. For example, yesterday, the embankments were reinforced using Police helicopters in Lewin Brzeski – Deputy Prime Minister Kosiniak-Kamysz noted. The Minister of National Defense informed about attempts to extort money on the Internet.     Your Excellency Mr Hamad Aljebreen (Consul General of the Kingdom of Saudi Arabia in Hong Kong), Deputy Commissioner Fang Jianming (Deputy Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region), distinguished guests, ladies and gentlemen,

         Good evening. I’m pleased to be here tonight, in celebration of the national day of the Kingdom of Saudi Arabia.

         Tonight’s gathering is also a welcome opportunity to meet, once again, with the Consul General and members of the Saudi business community.

         As the Consul General noted, the past year, and more, has seen remarkable growth in co-operation between our two economies, governments and peoples.

         And those welcome ties continue to grow and diversify. Just earlier this month, His Excellency Bandar Alkhorayef, Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia, conducted an official visit to Hong Kong, during which he met with a variety of senior officials of our government.

         Hong Kong is the natural springboard for Saudi companies looking to the Greater Bay Area, and beyond, for opportunity.

         Next month, Cathay Pacific begins a thrice-weekly service between Hong Kong and Riyadh. That cheering link can only expand our rising business, trade and cultural exchanges.

         I’m pleased to say, we’re making progress, too, in legal co-operation. In March this year, I led a delegation of the legal sector to Riyadh to attend Riyadh International Disputes Week to share Hong Kong’s strengths in legal and dispute resolution services. The Secretary for Justice was also in Riyadh, in May this year, meeting with senior Saudi justice officials. His visit followed the signing, in April, of an MOU (Memorandum of Understanding) strengthening co-operation between the two places on issues relating to dispute avoidance and resolution. The arrangement underscores Hong Kong’s status as an international legal and dispute-resolution hub.

         Ladies and gentlemen, that barely touches on the wide-ranging initiatives bringing us together, working to create a rewarding, far-reaching future for us all.

         Consul General, over the years, you and your colleagues have taken an important role in forging closer economic ties and cultural exchanges with Hong Kong. For that, I would like to express my gratitude for your contribution to making the ties stronger.

         This evening, may I extend my best wishes to the Kingdom of Saudi Arabia, and its people, on its national day, and to our enduring ties and friendship. And may I propose a toast: “To the people of the Kingdom of Saudi Arabia”.

  • MIL-OSI Security: Murder investigation launched in Wood Green

    Detectives have launched a murder investigation after they discovered a man’s body in a Haringey flat.

    Police were called at about 21:45hrs on Friday, 20 September, following concerns for the occupant of an address on Moselle Avenue, N22.

    Officers attended and forced entry into the flat, where they discovered the man deceased.

    He has been named as 40-year-old Marvin Dixon. His family have been informed and are being supported by specialist officers.

    Detectives from the Specialist Crime Command are leading the investigation. A special post-mortem examination held on Sunday, 22 September, found cause of death to be blunt force trauma.

    On 22 September, a 36-year-old man was arrested in the Edmonton area on suspicion of murder. He remains in custody at a north London police station.

    Detective Chief Inspector Neil John, Specialist Crime, said: “I would like to hear from anyone who has been to the flat in recent weeks and who may know the occupants – and also from anyone who saw anything suspicious in the area.

    “It’s vital that we establish the movements of anyone who entered the property.”

    Chief Inspector Lee Mckean, one of the senior officers responsible for policing Haringey, said: “We know that there will be genuine concern in the area and I would encourage anyone with information or concerns to speak with police. Additional officers will be in the area to support local people.”

  • MIL-OSI United Kingdom: St Albans Feastival: thousands turn up for City Centre street party despite downpours

    Thousands of people braved challenging weather to enjoy a six-hour-long street party that celebrated the District’s food and drink businesses.

    They refused to let occasional showers spoil the fun at the St Albans Feastival, a family-friendly event organised by St Albans City and District Council with the support of partners.

    St Peter’s Street was closed to traffic for the event on Sunday 22 September which was kicked off by the Mayor, Councillor Jamie Day, with the help of Deputy Mayor, Cllr Jenni Murray, and the Rev Mark Dearnley of St Peter’s Church

    Among the many attractions were around 100 market stalls offering an astonishing variety of food and drink products from local businesses.

    There was also a live cookery theatre, sponsored by SA Law, featuring displays of culinary skills by local chefs.

    Live music was provided on a stage, sponsored by St Albans City Centre BID. There were many free interactive activities including edible flower growing, traditional wooden games, crazy golf and a football shoot-out.

    To make the event accessible, British Sign Language interpreters were at the cookery stage and other locations to help communicate activities. There were accessible viewing zones, reserved seating for those less able to stand and accessible toilets. 

    Chris Traill, the Council’s Strategic Director for Community and Place Delivery, said:

    Congratulations to all those who were not put off by the weather and turned up in their thousands. I’m sure they will agree that it was worth it.

    The rain, which unfortunately was torrential at one point, didn’t dampen their spirits and the crowds created the Feastival’s usual thrilling atmosphere.

    Our events team anticipated the conditions and had arranged for many of the activities to be sheltered by gazebos.

    As a Council, we are committed to making events accessible to all and measures were taken to ensure that was very much the case.

    The District’s hospitality businesses are vital to the local economy and it was heartening to see so many people out there sampling many of their products.

    Secretary for Justice Paul Lam started his visit programme to three countries of the Association of Southeast Asian Nations (ASEAN) today by visiting government officials and engaging with the legal and dispute resolution sectors.

    Mr Lam arrived in Bandar Seri Begawan, Brunei, yesterday.

    He had lunch with Supreme Court Chief Justice of Brunei Darussalam Dato Seri Paduka Steven Chong Wan Oon, to exchange views on further co-operation opportunities for facilitating development of the dispute avoidance and resolution services in Brunei and Hong Kong, pursuant to the memorandum of co-operation signed by the Department of Justice and Brunei Darussalam’s Supreme Court last year.

    In the afternoon, Mr Lam attended a meeting with Brunei Darussalam’s Attorney General Datin Paduka Dayang Hajah Nor Hashimah binti Haji Mohammed Taib.

    He then met President of the Law Society of Brunei Darussalam Nur ‘Azizah Ahmad, to explore opportunities to foster legal collaboration and other exchange activities for the legal professions of the two places.

    This was followed by a meeting with Brunei Darussalam’s Arbitration Centre Chairperson Radin Safiee bin Radin Mas Basiuni, to gain a better understanding of the dispute resolution services provided there and discuss potential co-operation between the two sides.

    Mr Lam also visited the Royal Regalia Museum to learn more about the history and development of Brunei, and viewed its newest museum Balai Khazanah Islam Sultan Haji Hassanal Bolkiah for an insight into the rich Islamic heritage and culture. Mr Lam will also visit the Sultan Omar Ali Saifuddien mosque.

    The justice chief will depart for Ho Chi Minh City, Vietnam, tomorrow morning to continue his visit to the ASEAN countries.

    Bern, 23.09.2024 – Federal Councillor Beat Jans took part in the meeting of justice ministers of German-speaking countries in Luxembourg on 22 and 23 September 2024. The traditional meeting covered current issues such as the digitalisation of justice, the challenges of juvenile criminal law and experiences with the recognition of a third gender. On this occasion, Federal Councillor Beat Jans emphasised the importance of an efficient and accessible justice system that is in line with societal developments.

    The justice ministers noted that all participating countries are currently working on digitalising their judicial systems in order to improve access to courts, but also to reduce the administrative burden.

    Legislative work is also underway in Switzerland to modernise justice and make it even more efficient. This digital transition will also facilitate access to the courts, in particular through the electronic communication of judicial documents. The digitalisation of justice also represents a societal challenge: not all citizens have the necessary tools to benefit from the advantages of digital technology. Justice must therefore remain accessible through ordinary channels for these people.

    Juvenile criminal law and youth protection were also on the agenda for discussion. Swiss juvenile criminal law is an example of effectiveness: in Switzerland, the adult recidivism rate of previously convicted minors is 31%, a relatively low figure in international comparison. Discussions also focused on guardianship law, more specifically in connection with the implementation of the Convention on the Rights of Persons with Disabilities. One of the issues to be resolved in the context of the work currently underway in Switzerland concerns the repeal of general guardianship.

    The justice ministers also discussed the recognition of a third gender. Germany and Austria have already adopted regulations to this effect. In Switzerland, various measures are being considered to improve the situation of non-binary people. A reform in force since 2022 also allows transgender people to change their gender indication in the civil status register simply and free of charge.

    The traditional meeting of German-speaking justice ministers took place this year in Luxembourg at the invitation of Luxembourg’s Minister of Justice Elisabeth Margue. In addition to Federal Councillor Beat Jans, the working visit brought together Liechtenstein’s Minister of Justice Graziella Marok-Wachter, German State Secretary for Justice Angelika Schlunck and representatives of the Austrian Ministry of Justice.

    Land dispossession among South Africa’s majority black population remains a thorny issue 30 years into democracy. Labour law scholar Marthinus van Staden’s new research examines the historical relationship between land dispossession and labour control in South Africa. It explores how the systematic seizure of indigenous people’s land during colonisation and apartheid reduced them from landowners to labourers, under exploitative conditions, and how the effects continue to linger. We asked him to explain.


    What is the history of land dispossession and labour control in South Africa?

    The history spans several centuries, beginning with Dutch colonisation in the mid-17th century. It intensified under British rule from the late 18th century. Early colonial policies were inconsistent, but gradually evolved into more systematic land grabs and labour regulations.

    The discovery of minerals – primarily gold and diamonds – in the 1880s heightened the demand for cheap black labour.

    The 19th century saw other significant developments, including the abolition of slavery and the introduction of pass laws. Pass laws required black people to carry identity documents that restricted their movement, employment and settlement.

    The 1913 Natives Land Act severely restricted black land ownership. It prevented black people from owning or renting land in 93% of South Africa, which was reserved for white ownership. Many black farmers who had previously owned or rented land in what had been designated “white areas” were forced to become labourers on white-owned farms. Or they had to move to “reserves” the state had set aside.

    This was followed by a series of laws implementing urban segregation and expanding “native reserves”.

    The apartheid era of formalised racial segregation, from 1948 to 1994, saw the most extreme measures of land dispossession and labour control. The creation of the homeland system relegated black South Africans to 10 economically unviable areas, along ethnic lines. Black people in homelands were mostly forced to work in “white” South Africa, where they lacked legal rights as workers.

    It wasn’t until 1979 that black trade unions were allowed to register. This allowed them to operate openly and bargain with employers and the government for improved wages and working conditions.

    Trade unions served as important political actors. They increased black workers’ political voice and influence. In fact, all labour legislation before 1981 had the distinguishing feature of excluding black workers from its ambit of protection.

    Only after apartheid ended in 1994 did efforts begin to address the legacy of land dispossession and unfair labour practices through restitution and reforms. Land reform processes have been criticised for being ineffectual.

    What effect did dispossession have?

    Dispossession created a large pool of cheap labour for white-owned farms and industries. Without access to land for subsistence or commercial farming, black South Africans had little choice but to work for low wages in the capitalist economy. The employment contract, transplanted from colonial law, became a tool for exerting control over these workers. It reinforced their subordinate status.

    The common law contract of employment, with its inherent element of employer control, was applied to the formerly independent indigenous people now forced into wage labour.

    The homelands ensured a continuous supply of cheap black migrant labour. This system of land deprivation and labour control not only served the economic interests of the white minority. It also reinforced racial hierarchies.

    The socio-economic consequences continue. Black workers are still more likely to be unemployed – or in precarious work – than whites.

    Why does this matter today?

    The legacy of land dispossession and labour control continues to shape South Africa’s social, economic and political landscape. It’s a critical consideration in efforts to build a more just and equitable society.

    Which practical, remedial policies must be carried out?

    The historical link between land loss and subjugation by means of the controls inherent to the contract of employment makes land reform a necessary first step to reversing this process.

    The government has put in place formal mechanisms to halt racialised land ownership. However, land restitution and reform programmes need to be enhanced and accelerated.

    They should include restoring land rights where possible, and providing support for sustainable land use. This would address both the economic and emotional aspects of historical dispossession.

    Legislation such as the Labour Relations Act and the Employment Equity Act have done much to strengthen protections for workers’ rights, particularly for those in precarious employment situations. However, the ways in which these laws continue to endorse a global north conception of the employment relationship, which emphasises control, must be rethought.

    They must be reformed to promote equality, dignity and fair labour practices. Reforms should involve more collaborative models and addressing the socio-economic impacts to redress historical injustices.

    Targeted economic development initiatives are needed in historically disadvantaged areas, including former homelands. These could include infrastructure development, skills training programmes, and support for small businesses to create economic opportunities.

    These remedial policies should be part of an all-encompassing strategy to address historical injustices, and create a more equitable South African society.

    Land dispossession among South Africa’s majority black population remains a thorny issue 30 years into democracy. Labour law scholar Marthinus van Staden’s new research examines the historical relationship between land dispossession and labour control in South Africa. It explores how the systematic seizure of indigenous people’s land during colonisation and apartheid reduced them from landowners to labourers, under exploitative conditions, and how the effects continue to linger. We asked him to explain.


    What is the history of land dispossession and labour control in South Africa?

    The history spans several centuries, beginning with Dutch colonisation in the mid-17th century. It intensified under British rule from the late 18th century. Early colonial policies were inconsistent, but gradually evolved into more systematic land grabs and labour regulations.

    The discovery of minerals – primarily gold and diamonds – in the 1880s heightened the demand for cheap black labour.

    The 19th century saw other significant developments, including the abolition of slavery and the introduction of pass laws. Pass laws required black people to carry identity documents that restricted their movement, employment and settlement.

    The 1913 Natives Land Act severely restricted black land ownership. It prevented black people from owning or renting land in 93% of South Africa, which was reserved for white ownership. Many black farmers who had previously owned or rented land in what had been designated “white areas” were forced to become labourers on white-owned farms. Or they had to move to “reserves” the state had set aside.

    This was followed by a series of laws implementing urban segregation and expanding “native reserves”.

    The apartheid era of formalised racial segregation, from 1948 to 1994, saw the most extreme measures of land dispossession and labour control. The creation of the homeland system relegated black South Africans to 10 economically unviable areas, along ethnic lines. Black people in homelands were mostly forced to work in “white” South Africa, where they lacked legal rights as workers.

    It wasn’t until 1979 that black trade unions were allowed to register. This allowed them to operate openly and bargain with employers and the government for improved wages and working conditions.

    Trade unions served as important political actors. They increased black workers’ political voice and influence. In fact, all labour legislation before 1981 had the distinguishing feature of excluding black workers from its ambit of protection.

    Only after apartheid ended in 1994 did efforts begin to address the legacy of land dispossession and unfair labour practices through restitution and reforms. Land reform processes have been criticised for being ineffectual.

    What effect did dispossession have?

    Dispossession created a large pool of cheap labour for white-owned farms and industries. Without access to land for subsistence or commercial farming, black South Africans had little choice but to work for low wages in the capitalist economy. The employment contract, transplanted from colonial law, became a tool for exerting control over these workers. It reinforced their subordinate status.

    The common law contract of employment, with its inherent element of employer control, was applied to the formerly independent indigenous people now forced into wage labour.

    The homelands ensured a continuous supply of cheap black migrant labour. This system of land deprivation and labour control not only served the economic interests of the white minority. It also reinforced racial hierarchies.

    The socio-economic consequences continue. Black workers are still more likely to be unemployed – or in precarious work – than whites.

    Why does this matter today?

    The legacy of land dispossession and labour control continues to shape South Africa’s social, economic and political landscape. It’s a critical consideration in efforts to build a more just and equitable society.

  • MIL-OSI Global: Britain is finally abolishing hereditary peers from the House of Lords – a constitutional expert on the historical reforms that built up to this moment

    Having made a pre-election pledge to do so, the government is moving forward with the House of Lords (hereditary peers) bill, a piece of legislation that will remove the remaining hereditary peers from the House of Lords.

    The bill is almost certain to pass through parliament, ending a centuries-old tradition of hereditary membership in the House of Lords. But who are these hereditary peers, and how did they come to sit in parliament in the first place? Some of the answers may be surprising.

    The House of Lords has ancient roots – though it has changed very fundamentally over the years. The original precursor of the English (and subsequently UK) parliament was a single-chamber body, bringing together the powerful in the land to advise the monarch. It is difficult to put a date on when this began but it included representatives of the nobility and the church.

    Initially, there was no presumption that those invited to participate in one session of parliament would be invited to the next, but gradually arrangements became more fixed. The “temporal” (as opposed to “spiritual”) members of parliament became the holders of hereditary titles, which would be passed down through their family line. Over time, the members of what became the House of Commons split off, with the two chambers regularly sitting separately from the 14th century.

    Some modern preoccupations about the House of Lords can be traced back centuries. By the time of Charles I, there were already concerns that too many new peerages were being created and that the chamber was growing too large. There was even talk of money changing hands in some cases. As early as 1719, a bill was proposed to cap the size of the House of Lords, and allow new peerage creations only when existing lines died out. That bill was, however, unsuccessful.

    By the late 18th century, the monarch was following prime ministerial advice in creating peerages. William Pitt the Younger became a prolific distributor of titles, roughly doubling the number of Lords temporal from 212 to 314. In the mid-19th century, the House of Lords stood at around 450 members, and by the early 20th century, it exceeded 600 members. Immediately before it was reformed by Tony Blair’s government in 1999, its size was double that.

    The reforms begin

    In the late 19th century, under prime ministers William Gladstone and Lord Salisbury, there were deliberate moves to broaden the peerage and move it away from landed interests. Titles were awarded to industrialists, former diplomats, military personnel and civil servants. Notable appointees in this period included the artist Frederic Leighton, the surgeon Joseph Lister, and the former House of Commons clerk Thomas Erskine May. This helped to boost the “crossbenches” in the Lords, and build the chamber’s reputation for expertise.

    Nonetheless, in another pattern familiar today, around two-thirds of those appointed were former MPs. Prominent among them were those who had held high office – routinely including former prime ministers and speakers of the House of Commons.

    The hereditary nature of titles created an obvious difficulty with size – that a seat created for a person did not die with them, but was passed to their (exclusively male) successors. Every peerage awarded (with a small exception for those with legal expertise under the Appellate Jurisdictions Act 1876) was a hereditary peerage, and large numbers continued to be created.

    While some lines died out due to lack of male successors, pressure grew for the creation of life peerages rather than allowing members to pass their seat in the Lords on. The first bill to allow such appointments was introduced in 1849, but it was not until the Life Peerages Act 1958 that change finally occurred.

    By 1957, the year before the act, half of members (who by now exceeded 800) owed their hereditary peerages to 20th-century creations. Among them were the descendants of Asquith, Lloyd George, Stanley Baldwin and Field Marshal Montgomery. Even Labour’s Clement Attlee (who, upon assuming office in 1945, faced a House of Lords containing just 16 Labour members) was given a hereditary peerage in 1955. His grandson still serves in the House of Lords.

    After 1958, the creation of new hereditary peerages became much rarer. It was, notably, only at this point that women entered the chamber for the first time – and only in 1963 that women inheriting the few hereditary titles not travelling purely down the male line were allowed to take seats in the chamber. An interesting anomaly was Margaret Thatcher’s bestowal of a hereditary peerage on her former home secretary and de facto deputy prime minister, Willie Whitelaw, in 1983 – the first such awarded for 18 years. Having only daughters, Whitelaw did not pass his peerage on.

    The reform implemented by the Blair government in 1999 was originally intended to sweep away all of the hereditary peers. But while over 650 departed, a deal between the parties allowed 92 to remain – with replacements when these peers died or retired largely filled by a bizarre system of byelections, where the only eligible candidates were hereditary peers.

    These byelections were recently halted in expectation of the bill, leaving 88 hereditary peers currently serving in the chamber. All of them are men, 45 are Conservative (and only four Labour), while 43 (49%) hold peerages created only in the 20th century.

    This group is anomalous, and long overdue reform. It is also less historic in certain respects than many might assume.

    The Council’s Youth Justice Service has set out its plans to help the city’s young people in the coming year and build on recent successes to steer them away from crime and keep them safe.

    The service has to submit proposals every year for its aims and how it will achieve them.

    The update on the existing two-year plan details how it will continue the work which was judged as ‘outstanding’ after the last inspection by HMI Probation.

    The joint inspection on serious youth violence in March 2024 found the city had ‘achieved tangible and sustained progress’ to reduce harm to children from serious youth violence and child criminal exploitation over a number of years.

    Inspectors from Ofsted, His Majesty’s Inspectorate of Constabulary and Fire & Rescue Services, the Care Quality Commission and His Majesty’s Inspectorate of Probation, looked at a number of areas and said children at risk of criminal exploitation and serious youth violence are safer as a result of the effective partnership work undertaken in the city.

    It said there was a mature, coordinated approach to helping young people in the city, with a strong culture of support, collaboration and learning making a positive difference for highly vulnerable children in Coventry.

    Now, the latest annual report sets out how the service will continue that progress and help even more young people.

    The YJS aims to prevent offending and reduce the number of children entering the justice system, working with families, victims and partner organisations to keep children and young people away from crime and create safer communities.

    The plan sets out how the service will continue the work of the past year that has helped to sustain reductions in the number of children with formal criminal records and maintain a low reoffending rate for children.

    The plan also outlines how the service aims to reduce offences involving weapons and work to help those most at risk of offending, including new initiatives in the coming year to keep children in schools and improve work with children who are stopped and searched by the police.

    Cllr Patricia Seaman, Cabinet Member for Children and Young People, said:

    “There has been some fantastic work through the Youth Justice System in recent years that has made a real difference to the lives of many children, young people and families. Now we have to continue that work and go on to help even more in our city.

    “The plans outlined for the coming year will not just help individuals, but whole communities, and we look forward to working with our partners to keep young people safe, and on the right path.”

    OKLAHOMA CITY, OK — The Senate Homeland Security & Governmental Affairs Committee unanimously approved the Shadow Wolves Improvement Act, which was introduced by Senators James Lankford (R-OK) and Kyrsten Sinema (I-AZ), Ranking Member and Chair of the Border Management Subcommittee, along with Senators John Hoeven (R-ND) and Mark Kelly (D-AZ). The Shadow Wolves Improvement Act would provide additional career mobility opportunities for Shadow Wolves law enforcement officers, making it easier to recruit and retain Shadow Wolves agents and to improve border security. 

    “ICE Shadow Wolves agents—a Native American tactical patrol unit—use their unique expertise and personal knowledge to stop drug traffickers and human smugglers from coming across the southern border. Giving these critical law enforcement officers access to expanded career mobility and opportunity not only supports their work to secure the border but also strengthens recruiting and retention for agents,” said Lankford.

    “Our bill ensures the Tohono O’Oodham Nation’s Shadow Wolves have the resources needed to continue combating drug smuggling, human trafficking, and other illicit activity on the Southwest border. I’m proud my legislation earned strong bipartisan support, and I look forward to getting it passed into law,” said Sinema.

    “Our legislation builds upon the success of the Shadow Wolves initiative, giving these agents the career mobility they deserve while expanding the program, including along the northern border,” said Hoeven. “Doing so comes as part of our broader efforts to deploy the personnel, infrastructure and technology needed to ensure the security of our nation’s borders, get the illegal immigration crisis under control and protect against human and drug trafficking.”

These issues are uniquely difficult for tribal communities, like the Turtle Mountain Band of Chippewa Indians, who are located along the US border.     “The Shadow Wolves Improvement Act is a necessary step forward to provide appropriate guidance and options to a group of Native American law enforcement agents which will permit them to receive the same compensation, benefits, and opportunities as their non-native brothers and sisters,” said President Mat Silverman of the Federal Law Enforcement Officers Association (FLEOA). “FLEOA recognizes the value and expertise the Shadow Wolves provide and support the expansion of this program. Our country and Native American border communities will benefit from the increased opportunities, increased safety, and equality this Act will bring to the Tohono O’odham Nation and other tribes across this great nation.”

    Shadow Wolves are members of the Tohono O’odham Nation who patrol the 76-mile stretch of land that the Tohono O’odham Nation shares with Mexico. They are known for their ability to track drug smugglers as they attempt to smuggle illegal commodities across Tribal land, thanks to their unique geographical and cultural knowledge. They also help improve the relationship between the Department of Homeland Security (DHS) and Tribal communities. The Shadow Wolves unit is classified as special agents allowed to patrol, investigate, interdict, and secure the border. Shadow Wolves were previously classified as tactical officers under ICE Homeland Security Investigation (HSI), making them unable to access the same career opportunities, pay, and job mobility afforded to HSI special agents. However, Shadow Wolves still lack the same career opportunities as other HSI special agents because of how they were originally hired.

    The Shadow Wolves Improvement Act solves this by providing ICE with the authority to convert Shadow Wolves from the excepted to the competitive service upon completion of three years of satisfactory service—affording them career mobility and compensation parity with other HSI special agents. This update will enhance career opportunities for Shadow Wolves agents, strengthen recruitment efforts, and improve border security. Additionally, the legislation codifies GAO’s recommendations to improve and expand the Shadow Wolves program.

    What is the first thing you do in the morning after you awaken? Many people immediately check their phones for notifications of messages, alerts and social media updates by their social ties.

    Ninety-seven percent of U.S. adults report owning a cellphone, with 90% reporting that they own a smartphone.

    While some researchers and media outlets portray phone use as detrimental, the reality is that the effects of technology use, including phones, vary depending on multiple factors. These include the amount, type, timing and purpose of that use. What is best for one group may not be best for another when thinking about technology use.

    As a researcher who studies technology use and quality of life, I can offer some advice to hopefully help you thrive in a phone-saturated world. Some people may struggle with how to effectively use smartphones in their daily lives. And many people use their phones more than they think they do or more than they would like at times.

    1. Monitor your use on a weekly basis

    If the hours per day are increasing, think about why this is the case and whether this increased use is helping or hurting your everyday activities. An aspect of digital literacy is understanding your usage patterns.

    2. Consider how you can use these devices to make your life easier

    Using a smartphone can help people access online information, schedule appointments, obtain directions, communicate through a variety of mechanisms and potentially be in constant contact with their social ties.

    This availability and access to information and social ties can be beneficial and help people juggle work and family responsibilities. However, it may also be related to work intensification, information overload, decreased well-being and the blurring of work/nonwork boundaries.

    Weighing the pros and cons of use may help you understand when your phone use is beneficial versus detrimental.

    3. Silence nonessential notifications and alerts

    Do you really need to know that an old friend from high school messaged you on Facebook at that particular moment?

    4. Select particular times during the day for social media

    Be deliberate about when you allow yourself to use your phone for social media and other activities. Knowing these times each day may help you concentrate as well as help you to use your phone in more useful and productive ways.

    This is a good way to disrupt your sleep.

    5. Avoid phone use at bedtime

    Don’t look at your phone last thing before going to sleep or first thing when you awaken. Have you ever checked email one last time before going to sleep, only to find a message that gets your mind racing and ends up impeding your rest?

    6. Choose when not to use your phone

    Set times and situations when you are not going to use your phone.

    Some of my research has shown that using your phone when in the presence of others who are not using devices, particularly older adults, can be perceived as rude, deter communication and induce distress. My colleagues and I termed this situation the physical-digital divide.

    7. Find your own phone-use balance

    Don’t compare yourself with others in terms of amount of use but be cognizant of when your use is beneficial versus perhaps leading you to feel stressed or distracted.

    8. Moderate phone-as-distraction

    Using your phone as a distraction is OK, but do it in moderation. If you find yourself constantly turning to your phone when you are bored or working on something that is hard, try to find ways to maintain your focus and overcome the challenges you are experiencing.

    9. Set boundaries

    Let your immediate social ties know that you are not going to be checking your phone constantly. While people often expect immediate responses when they message others, the reality is that the majority of messages do not need an immediate response.

    10. Be a savvy consumer of online information

    This is not exclusive to phones, but it is relevant given the proportion of people who report using their mobile phones and other digital devices to access news and social media. In the era of mis- and disinformation, being critical of information found online is a necessity.

    These suggestions can help you to be more cognizant of how much you are using your phone as well as the reasons you are using it. It’s important for your well-being to be a critical consumer of technology and the information you glean from using your devices, particularly your ever-present mobile phone.
