  • MIL-OSI Security: South Carolina Man Charged in Maryland for Multimillion-Dollar Medicare Fraud and Ponzi Schemes

    Baltimore, Maryland – Today, the U.S. Attorney’s Office for the District of Maryland unsealed two indictments. The indictments charged a South Carolina man with defrauding Medicare through a laboratory test scheme during the COVID-19 pandemic and with defrauding customers of his private charter jet company.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the indictment with Matthew R. Galeotti, Head of the Justice Department’s Criminal Division; Special Agent in Charge William J. DelBagno, Federal Bureau of Investigation (FBI) – Baltimore Field Office; Special Agent in Charge Maureen R. Dixon, Department of Health and Human Services Office of Inspector General (HHS-OIG); and Special Agent in Charge Greg Thompson, Department of Transportation Office of Inspector General (DOT-OIG).

    As alleged in the first indictment, during the COVID-19 pandemic, Patrick Britton-Harr, 41, of Charleston, South Carolina, and formerly of Annapolis, Maryland, offered COVID-19 screening tests to nursing home patients across the country. Britton-Harr then allegedly fraudulently billed Medicare, through his company Provista Health, for expensive respiratory pathogen panel (RPP) tests for these patients. The RPP tests were medically unnecessary, never ordered by a treating physician as required, and many were never actually performed, including tests for patients who were already deceased. Through Provista Health, Britton-Harr caused the submission of more than $15 million in fraudulent claims for RPP tests to Medicare.  Medicare eventually paid out more than $5 million.

    According to the second indictment, Britton-Harr owned and controlled AeroVanti, Inc. and its affiliated entities. Through AeroVanti, a private air club offering members a la carte access to private jets, Britton-Harr encouraged “Top Gun” members to pay $150,000 upfront to secure block flight hours. In return, Britton-Harr promised to use their money to purchase specific aircraft, in which Top Gun members would have a securitized interest.

    Britton-Harr recruited nearly 100 Top Gun members, who collectively paid approximately $15 million in upfront payments, to purchase five aircraft. Instead of buying the aircraft, Britton-Harr allegedly misappropriated members’ money for his own personal benefit, including paying for yachts and jewelry, his living expenses, and to rent a property near Tampa, Florida. Then Britton-Harr attempted to conceal his fraud by obtaining a $1.5-million loan to purchase one of the aircraft he already claimed that he purchased with Top Gun funds by withholding material information from the lender to obtain the loan.

    “It is unconscionable for someone to defraud the government and others for personal gain, especially as we faced a global health crisis,” Hayes said. “Britton-Harr showed a total disregard for those who depend on our Medicare system for health care services and for the individuals he scammed through his private-jet company. The U.S. Attorney’s Office is committed to working with our federal law-enforcement partners to bring those to justice who break the law and take advantage of others.”

    “The defendant allegedly perpetrated two fraud schemes, first exploiting the COVID-19 pandemic to defraud Medicare out of millions of dollars and then stealing millions more from customers of his aviation company, all for his personal benefit,” Galeotti said. “These indictments demonstrate the Criminal Division’s commitment to rooting out bad actors who steal from taxpayer-supported health care programs and defraud American consumers.”

    “Patrick Britton-Harr’s repeated crimes reveal a man with no moral compass motivated by pure greed. His deceit and scheming resulted in a staggering amount of loss to American taxpayers and the public,” DelBagno said. “He tried to fleece the U.S. government out of millions by taking advantage of a national crisis. After his laboratory testing business failed, Britton-Harr again turned to deception. Time and again, he chose to lie, steal, and deceive. No more. This investigation holds Britton-Harr accountable for his crimes and sends a clear message that the FBI and our partners will not allow such despicable behavior to go unchecked.”

    “Individuals who steal from Medicare waste taxpayer dollars and create incisions in the fabric that holds our health care system together. HHS-OIG will continue the pursuit of upholding the integrity, trust, and confidence in federal health care programs, which benefits the people they serve,” Dixon said. “HHS-OIG, in collaboration with our law enforcement partners, will continuously investigate alleged attempts to defraud these programs.”   

    “The scope of the alleged fraud is staggering and underscores the extraordinary lengths to which individuals will go to deceive and exploit others under the guise of legitimate business, including private aviation services,” Thompson said. “The DOT-OIG remains steadfast in its commitment to working in coordination with our law enforcement and prosecutorial partners to pursue those who engage in egregious schemes designed solely for personal enrichment.”

    Britton-Harr is charged with five counts of health care fraud and one count of money laundering in the indictment related to his RPP scheme. Additionally, Britton-Harr is charged with six counts of wire fraud in the indictment connected to the AeroVanti scheme.

    If convicted, he faces a maximum penalty of 20 years in prison for each wire fraud count and 10 years in prison for each health care fraud and money laundering count. A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

Phelps and Trial Attorneys David Peters and Chris Wenger, Criminal Division’s Fraud Section who are prosecuting these cases.

  • MIL-OSI NGOs: Dehumanising and ineffective militarisation of aid in Gaza

    The following statement from Christopher Lockyear, MSF Secretary General, outlines why the Gaza Humanitarian Foundation’s approach to distributing aid in Gaza, Palestine, is dangerous and reckless.

    “The disastrous start of the food distribution coordinated by the newly created Gaza Humanitarian Foundation confirmed that the US-Israel plan to instrumentalise aid is ineffective. On 27 May, the first afternoon of distribution in Rafah, south Gaza, dozens of people were shot and injured as wholly insufficient amounts of basic lifesaving supplies were distributed amid chaos.

    “Palestinians – deprived of food, water and medical aid for nearly three months – were penned in by fences as they waited to receive basic necessities for survival. This is a stark reminder of the dehumanising treatment imposed by Israeli authorities for more than 19 months.

    “Through this dangerous and reckless approach, food is not being distributed where it’s needed most but is instead directed only to areas where Israeli forces choose to amass civilians. This means the most vulnerable – especially the elderly and people with disabilities – have virtually no chance of accessing the food they desperately need.

    “The claim that this unprincipled, failing mechanism is necessary to prevent the diversion of aid is false. Since the start of the war, MSF has directly treated patients when we have been able to bring supplies into Gaza. This initiative seems to be a cynical ploy to feign compliance with International Humanitarian Law. In practice, it uses aid as a tool to forcibly displace people as part of what appears to be a broader strategy to ethnically cleanse the Gaza Strip – and to justify the continuation of a war waged without limits.

    “Meanwhile, the humanitarian system is being strangled by the restrictions imposed upon it. Israeli authorities have allowed a trickle of aid trucks into Gaza, only to obstruct them immediately after they cross the border, preventing life-saving assistance from reaching the people who need it most, including children and pregnant and lactating women.

    “Forcing humanitarian organisations to move such inadequate amounts of aid, when the Israeli siege has created a situation of unbearable need and despair, is leading to lootings.  This is the consequence of a society being pushed to the brink, its very fabric torn apart by relentless violence and deprivation. The outcome is more preventable deaths and injuries, and the impossibility of delivering aid in a way that respects people’s dignity. This is part of a broader tactic to reinforce a one-sided narrative: the only way to deliver aid is to militarise it.

    “Along with displacement orders and bombing campaigns that kill civilians, weaponising aid in this manner may constitute crimes against humanity. Only a lasting ceasefire and the immediate opening of Gaza’s borders for humanitarian aid – including food, medical supplies, fuel and equipment – can ease this man-made catastrophe.”

  • MIL-OSI Australia: Blackdown Tableland National Park temporary closure

    Blackdown Tableland National Park is temporarily closed to allow roadworks aimed at improving visitor safety and access to be completed.

    Queensland Parks and Wildlife Service (QPWS) is upgrading and resealing the main access road, as well as undertaking grading and re-gravelling works between Yaddamen Dhina (Horseshoe lookout) and the Munall camping area, including upgrades and repairs to steep, sealed sections of the road.

    These improvements will enhance the overall visitor experience.

    For safety reasons, the narrow and winding access road cannot accommodate vehicles and visitors during the roadworks.

    Blackdown Tableland National Park is scheduled to reopen on 1 August 2025, following completion of roadworks.

    QPWS will provide an update when the protected area is safe to reopen.

    Visitors are being urged to check Park Alerts for up-to-date information on protected area closures.

    The public is urged to obey all signs and directions from Rangers to ensure their safety.

  • MIL-OSI Global: Trump sees himself as more like a king than president. Here’s why

    The American Revolution was a result of the tyranny experienced by colonists under the British monarchy. Many Americans had fled from Europe where they had been persecuted under the rule of powerful monarchs. The government produced by the revolution was designed to ensure no such tyranny could be reproduced in the newly formed United States.

    The framers of the constitution created a checks-and-balances system of government to ensure that no single branch of the federal government (executive, judicial or legislative) could dominate the others. Each branch has powers to curtail or empower the others.

    However, some Americans are concerned about a return of absolute rule due to the steps taken by Donald Trump’s second administration. This has sparked around 100 “no kings” protests all over the US, organised to coincide with Trump’s birthday on June 15.

    Increasing presidential power

    The second Trump administration has made a determined effort to strengthen presidential power and reduce oversight of the executive branch (the presidency). Achieving this could mean the president acting in an arbitrary manner similar to absolute monarchs of the past, free of congressional or judicial interference.

    Trump’s “big beautiful bill”, which has been passed in the House of Representatives and now must go to the Senate, contains certain provisions that strengthen the role of the president and undermine the checks-and-balances system.

    Previous presidents, such as Franklin D. Roosevelt during the New Deal era of the 1930s, had many of their executive orders cancelled by Supreme Court rulings. Over the last five months, the judiciary has ruled on the constitutionality of Trump’s executive actions, putting at least 180 on hold.

    As a consequence, the president has continually questioned the validity of the courts to act. At last week’s West Point graduation ceremony, Trump claimed that last November’s election result “gives us the right to do what we wanna do to make our country great again”.

    As Robert Reich, the former US secretary of labor, wrote recently, this “big beautiful bill” will remove the courts’ ability to hold executive officials in contempt and undermine any efforts to stop the administration. Supreme Court rulings could be ignored by the executive branch, and Congress would be unable to enforce its subpoenas and laws. “Trump will have crowned himself king,” Reich concluded.

    Just like the judicial branch, the legislative branch (Congress) also has the ability to check the executive branch. Congress can override the presidential veto if both the House and Senate pass legislation with a two-thirds majority. And the executive branch (the president) cannot fund any initiatives without the budget being approved by Congress first.

    But Trump and his supporters have minimised the impact that Congress can have on this particular bill by including all of the provisions within a budget reconciliation bill. This is a special legislative procedure that is designed to pass bills through Congress quickly.

    Bills usually require 60 votes to bypass a filibuster – a tactic used by senators to delay voting on the bill by refusing to end the debate and speaking for exceptionally long times without a break.

    But because this is a budget reconciliation, it only requires a majority – 51 votes – to pass the Senate. And because the Republicans have 53 seats in the Senate, Trump is confident the bill will pass without any Democratic interference.

    The House narrowly passed the bill, despite some opposition from Republicans. And some Republican senators have also expressed concerns. But this is the latest move to centralise greater power within the presidency.

    Trump v the courts

    Trump’s apparent belief that he is above the law has, in part, been supported by last year’s Supreme Court ruling which stated that former presidents had immunity from prosecution for official presidential acts. The Trump v United States decision decided such acts included command of the military, control of the executive branch, and execution of laws.

    However, this week’s federal court ruling on the legality of Trump’s economic tariffs represents a setback to the administration’s efforts to strengthen presidential power. The Court of International Trade ruled that the White House’s use of emergency powers did not grant it the authority to impose tariffs on every country, and that the constitution states such power resides within Congress.

    The Trump administration immediately said it would be appealing the decision. “It is not for unelected judges to decide how to properly address a national emergency,” Kush Desai, the White House deputy press secretary, said on the ruling, and that Trump would use “every lever of executive power” to “restore American greatness”.

    All of which has led Trump to quote another authoritarian leader, Napoleon, on social media. His post – “He who saves his Country does not violate any Law” – was a clear rebuke to those who have tried to limit executive authority while he has been in office, and echoes that of former president Richard Nixon who, in an interview with David Frost about the Watergate scandal, argued that the constitution allowed the president to break the law.

    This is an extension of the notion that Article II of the constitution has granted the president the authority to act without checks and balances when dealing with the executive branch. It is a theory much touted within Project 2025, believed to be the blueprint for the Trump presidency.

    There are other historical comparisons that could be made of Trump’s authoritarian actions, such as the rule of Charles I of England (1625-49), who believed he could govern without consulting parliament except when he needed to raise taxes to conduct overseas campaigns. Ultimately, this led to a period of civil wars and the execution of the king for treason.

    While none of these consequences are likely to be replicated, it is clear the US is currently in a constitutional crisis. The Supreme Court has a number of rulings to make on the judicial challenges to Trump’s executive authority. These will have generational consequences – but it is unclear in which way the court, where conservative judges have a 6-3 majority, will lean.

    While Trump may not be seeking a crown for his head, he is certainly arguing that he has the right to control the executive branch in the way he sees fit, without any interference from Congress or the judiciary. This is not the separation of powers as prescribed by the framers of the US constitution, but more like the absolutism of medieval monarchs.

  • MIL-OSI Global: Why police released the ethnicity of Liverpool parade crash suspect

    Within hours of a driver ramming into a crowd at Liverpool’s Premier League victory parade, injuring 65 people, Merseyside Police shared in a press release that they had arrested a suspect. Unusually, the announcement included the race and nationality of the person arrested – a 53-year-old white British man.

    This was a stark contrast to the previous summer, when speculation about the ethnicity of a 17-year-old arrested for the murder of three young girls in Southport led to public disorder and riots around the country.

    The question of what police and the public can say about an ongoing legal case and when is governed by contempt of court laws, which cover a wide range of behaviour in the UK. They prevent conduct which may disrupt legal proceedings, such as shouting out in court or otherwise causing a disturbance. They also prohibit publications which create “a substantial risk” that legal proceedings “will be seriously impeded or prejudiced”, and ensure that court orders are followed.

    A recent House of Commons report suggested that the laws of contempt are not fit for the social media age. The report came after the public disorder which followed the murders of three girls by Axel Rudakubana in Southport in July 2024.

    It is widely accepted that in the Southport case, misinformation spread via social media – specifically, that the attacker was a Muslim asylum seeker called Ali-Al-Shakati – helped to fuel the disorder. Merseyside Police’s decision to quickly publish the ethnicity of the man arrested in Liverpool suggests they were acting to prevent a repeat of the August 2024 riots.

    The police were restricted in the information they could release after Southport. Separate from the contempt laws, the Children and Young Persons Act prohibits the publication of material that may identify a person under 18 involved in youth court proceedings, and a judge may order anonymity in other criminal proceedings.

    The laws of contempt also prohibited the release of information which might have prejudiced any future trial. For example, that Rudakubana had previous criminal convictions and had been referred three times to Prevent, the anti-terrorism scheme.

    The police did try to combat false information about the case in the days following the Southport attack, but it was too late. They shared that the suspect had been born in Cardiff and that the name circulating on social media was incorrect. However, they could have released more information more quickly, even under the current contempt laws, including details such as Rudakubana’s ethnicity.

    The Law Commission, an independent statutory body charged with reviewing the law of England and Wales and suggesting reforms, has said it is an “open question” whether the publication of more information could have prevented or mitigated the disorder after Southport.

    But the events after Southport are probably why Liverpool was handled differently. Merseyside Police broke from their previous approach of not releasing ethnicity details (except in cases of missing persons or people on the run). Earlier in May, the police inspectorate published a report on the Southport response, saying police forces “need to better appreciate how fast-moving events will require them to counter false narratives online”.

    However, simply releasing the race of the man arrested in Liverpool hasn’t fully filled the information void. A man’s photo was circulated on social media, wrongly identifying him as the person arrested.

    It also risks setting a precedent for future cases. If police release a suspect’s ethnicity, some people will make assumptions about whether their ethnicity is linked to a motive for an attack, and may spread misinformation that may prejudice a trial or cause disorder. But if they don’t release the ethnicity, some people may still make assumptions about why police have kept it secret. In either case, misinformation is likely to spread.

    Fit for the social media age?

    Both of these cases raise concerns about whether current laws are fit for purpose, in an age when information spreads quickly – regardless of whether it is true – on social media.

    Regardless of what the police make public, the real challenge is that anyone with a smartphone can instantly comment on any event, and may not know they are putting themselves at risk of committing a contempt of court offence.

    In 2019, actress Tina Malone received a suspended sentence of eight months for breaching a court order prohibiting the release of information about the murderers of James Bulger. She shared a social media post which claimed to provide the new identity and a picture of Jon Venables. Malone told the court that she was unaware that she was doing anything wrong.

    Newspapers have often been the subject of contempt of court cases. But in theory, anyone who shares a post by a publication later found to be in contempt could be implicated too.

    Committing contempt can carry a sentence of up to two years’ imprisonment and an unlimited fine. Stephen Yaxley-Lennon, also known as Tommy Robinson, was recently released from prison, where he had been serving a sentence for repeatedly breaching a court order.

    The attorney general has launched campaigns to educate the public on the risks, but whether they’ve had any effect is questionable. Even politicians, including those in government, have made social media posts which come very close to being in contempt of court.

    The Law Commission recently described the contempt laws as “disorganised and, at times, incoherent”. It launched a consultation in July 2024 on proposals to reform the law.

    The laws of contempt, which have developed piecemeal over centuries, are not well known or understood. But they are an important part of the legal system, and they attempt to strike a balance between freedom of expression and the right to a fair trial, and to ensure that both victims and defendants receive justice. In the current climate, they need to be made much clearer.

  • MIL-OSI Global: Hurricane season is here, but FEMA’s policy change could leave low-income areas less protected

    When powerful storms hit your city, which neighborhoods are most likely to flood? In many cities, they’re typically low-income areas. They may have poor drainage, or they lack protections such as seawalls.

    New Orleans’ Lower Ninth Ward, where hundreds of people died when Hurricane Katrina broke a levee in 2005, and Houston’s Kashmere Gardens, flooded by Hurricane Harvey in 2017, are just two among many examples.

    With those disasters in mind, the Federal Emergency Management Agency made a big change to its Local Mitigation Planning Policy Guide in 2023. The agency began encouraging cities, towns and counties to address equity in their hazard mitigation plans, which outline how they will reduce disaster risk.

    Local governments have an incentive to follow those federal guidelines: Those that want to receive FEMA hazard mitigation assistance – money which can be used to repair aging infrastructure like roads, bridges and flood barriers – or funding from other programs such as dam rehabilitation have to develop local mitigation plans and update them every five years.

    The new guidance required cities to both consider social vulnerability among neighborhoods in their disaster mitigation planning and involve socially vulnerable communities in those discussions in ways they hadn’t before.

    However, as the U.S. heads into what forecasters predict will be an active 2025 hurricane season, that guidance has changed again. The Trump administration’s new FEMA Local Mitigation Planning Policy Guide 2025 talks about public involvement in planning but strips any mention of equity, income or social vulnerability. It mentions using “projections for the future” to plan but removes references to climate change.

    Who is most at risk in hurricanes, and why

    Hurricanes and other storms that cause flooding don’t affect everyone in the same way.

    A legacy of redlining and discrimination in many U.S. cities left poor and minority families living in often risky areas. These neighborhoods also tend to have poorer infrastructure.

    In the past, local mitigation plans just focused on fixing roads or protecting property in general from storm damage, without recognizing that socially vulnerable groups, such as low-income or elderly populations, were more likely to be hardest hit and take much longer to recover.

    The FEMA 2023 guidance encouraged communities to consider both the highest risks and which neighborhoods would be least able to respond in a disaster and address their needs.

    The equity requirement was designed to ensure that local plans didn’t just protect those with the most wealth or political influence but considered who needs the help most. That might mean providing information in multiple languages in emergency alerts or investing in flood prevention in neighborhoods with aging infrastructure like roads, bridges and flood barriers.

    How New York City’s 2024 plan helped

    New York City’s 2024 Hazard Mitigation Plan, for example, included a thorough social vulnerability assessment to identify neighborhoods with high percentages of people who were living in poverty or were older, disabled or weren’t fluent in English.

    Knowing where disaster risk and social vulnerability overlapped allowed the city to boost investments in flood protection, emergency communication and cooling centers during summer heat in neighborhoods such as the South Bronx and East Harlem. These neighborhoods historically faced some of the greatest risks from disasters but saw little investment.

    The NYC Mayor’s Office of Climate and Environmental Justice mapped the risk of storm surge flooding in the 2020s (purple) and 2080s (dark blue), and neighborhoods that fall under the city’s ‘disadvantaged communities’ criteria. A 1% risk means a 1% of chance of flooding in any given year, also referred to as a 100-year flood risk.

    Further, New York’s plan calls for expanding outreach and early warning systems in multiple languages and enhancing infrastructure in areas with high concentrations of Spanish speakers. These kinds of changes help ensure that vulnerable residents are more likely to be better protected when disaster strikes.

    Why is FEMA dropping that emphasis now?

    FEMA’s reasoning for the guidance change in 2025: make it quicker and easier to get plans approved and unlock federal funding for projects like flood barriers, storm shelters and buyouts in areas at high risk of damage.

  • MIL-OSI Global: The Supreme Court’s gender ruling has implications for the workplace. Here’s what employees can expect

    In April 2025, the UK’s Supreme Court issued a landmark ruling in For Women Scotland Ltd v Scottish Ministers, offering long-awaited clarification on how “sex” should be interpreted under the Equality Act 2010. The court ruled that, for the purposes of this legislation, “woman” refers to biological sex, not gender identity.

    The decision sparked intense debate across political, legal, and social spheres. But beyond the controversy, one crucial question remains: what does this mean for employers and employees?

    For managers, the implications are significant. Legal obligations must now be understood within a clarified framework that distinguishes between biological sex and gender reassignment.

    Employers face legal risks such as unlimited compensation at an employment tribunal. There’s also the potential fallout in terms of their reputation, as well as internal tensions as staff navigate issues of identity, belief and inclusion.

    The Supreme Court case centred on whether Scottish legislation could expand the definition of “woman” to include transgender women with a gender recognition certificate (GRC). The court ruled it could not, reaffirming that the Equality Act defines “woman” and “man” by reference to biological sex. While the Act separately protects people with the characteristic of gender reassignment, the two are not interchangeable in law.

    This ruling has wide-reaching implications for how single-sex services – such as women-only refuges, sports or changing facilities – can be structured. Under Schedule 3 of the Equality Act, providers may offer single-sex services where it is a “proportionate means of achieving a legitimate aim”. The judgement affirms that such services must now be assessed strictly through the lens of biological sex.

    For employers, this means they are required to navigate a more tightly defined legal landscape. The Equality Act 2010 recognises both sex and gender reassignment as protected characteristics. While single-sex spaces are lawful in limited, justifiable contexts, the legal bar for exclusion remains high.

    In practical terms, employers must ensure that provision of single-sex facilities – such as toilets, showers and changing rooms – complies with the Act.

    Any such policies must be rooted in demonstrable need, such as privacy, dignity or safety concerns, and must not cause undue harm to trans employees. Providing gender-neutral or private alternatives is increasingly seen as good practice to minimise legal and reputational risk.

    There is a real risk of legal claims on either side. Cisgender women may bring claims where their rights to single-sex spaces are perceived to be undermined. Meanwhile, trans individuals may claim indirect discrimination if reasonable adjustments such as updating internal systems (email or ID badges, for example) or offering a uniform to reflect the employee’s identity are not made.

    Employers must ensure that decisions on workplace design or service provision are evidence-based, proportionate and reviewed regularly.

    What employers should be offering

    Navigating this complex issue demands more than legal compliance. At its core, this is about people – and creating a respectful and inclusive workplace culture that values all employees.

    Employers should review and reinforce workplace values through:

    • clear dignity and respect policies that ensure staff are aware of lawful protections for both sex-based and gender identity rights

    • voluntary and inclusive communication practices, such as the optional use of pronouns in email signatures or profiles

    • training for managers and staff on both the legal framework and the lived realities of trans and gender-critical perspectives

    • robust mechanisms for resolving disputes that treat all complaints sensitively and without bias.

    Such steps will not only mitigate legal risk, they can also foster trust, morale and retention in a diverse workforce.

    Employee handbooks and HR policies should be checked and updated if necessary so that all staff know what they are entitled to.

    Employers must review whether their facilities and HR policies comply with the clarified legal interpretation.

    In terms of facilities, where single-sex provisions exist, employers should ensure that they serve a clear and proportionate aim. This might be a female-only changing room in a fitness centre or healthcare setting where staff or service users are required to undress. Or it could be a women-only toilet or shower facility in a refuge for survivors of domestic abuse.

    At the same time, gender-neutral or private alternatives should be considered to meet the needs of trans and non-binary employees.

    And when it comes to HR and equality policies, employee handbooks, inclusion strategies and grievance procedures should be updated in line with the ruling. Employers should carry out impact assessments to determine whether any group is indirectly disadvantaged. They should then clearly document any steps for mitigation.

    One of the most sensitive implications of the ruling is how employers manage conflicting beliefs. Some employees may have gender-critical views, while others consider gender identity as central to inclusion.

    Following the decision in the Forstater v CGD Europe case, these views – if expressed respectfully – are protected under the Equality Act’s provisions on religion or belief. Employers must walk a careful line: upholding lawful freedom of belief while enforcing respectful conduct.

    Best practice includes things like promoting freedom of expression without tolerating harassment or abuse, avoiding compelled speech (for example, forced pronoun use) while encouraging inclusive language, and offering mediation where tensions arise between staff.

    The key is balance. It should be possible to protect all employees’ rights while ensuring that no one feels unsafe or undermined. Some gender-critical employees may feel legally vindicated in expressing sex-based views. Others, particularly trans and non-binary staff, may feel their identities are being questioned or their inclusion diminished.

    Workplace dignity policies must ensure that everyone is treated respectfully and fairly. As such, employers must carefully manage interpersonal dynamics and provide clear channels for raising concerns.

    The Supreme Court ruling does not strip rights – it clarifies the legal terrain. For employers, the priority should be legal clarity, respectful inclusion and thoughtful leadership. This is not a time for reactive or ideological responses. Rather, it calls for policies that are lawful, proportionate and based on the principles of fairness and dignity.

    By updating facilities, reviewing policies, training staff and managing conflict with integrity, employers can ensure that their workplaces uphold the law while building a culture of trust and mutual respect. The law has spoken, and now it’s time for employers to lead.

    When powerful storms hit your city, which neighborhoods are most likely to flood? In many cities, they’re typically low-income areas. They may have poor drainage, or they lack protections such as seawalls.

    New Orleans’ Lower Ninth Ward, where hundreds of people died when Hurricane Katrina broke a levee in 2005, and Houston’s Kashmere Gardens, flooded by Hurricane Harvey in 2017, are just two among many examples.

    With those disasters in mind, the Federal Emergency Management Agency made a big change to its Local Mitigation Planning Policy Guide in 2023. The agency began encouraging cities, towns and counties to address equity in their hazard mitigation plans, which outline how they will reduce disaster risk.

    Local governments have an incentive to follow those federal guidelines: Those that want to receive FEMA hazard mitigation assistance – money which can be used to repair aging infrastructure like roads, bridges and flood barriers – or funding from other programs such as dam rehabilitation have to develop local mitigation plans and update them every five years.

    The new guidance required cities to both consider social vulnerability among neighborhoods in their disaster mitigation planning and involve socially vulnerable communities in those discussions in ways they hadn’t before.

    However, as the U.S. heads into what forecasters predict will be an active 2025 hurricane season, that guidance has changed again. The Trump administration’s new FEMA Local Mitigation Planning Policy Guide 2025 talks about public involvement in planning but strips any mention of equity, income or social vulnerability. It mentions using “projections for the future” to plan but removes references to climate change.

    Who is most at risk in hurricanes, and why

    Hurricanes and other storms that cause flooding don’t affect everyone in the same way.

    A legacy of redlining and discrimination in many U.S. cities left poor and minority families living in often risky areas. These neighborhoods also tend to have poorer infrastructure.

    In the past, local mitigation plans just focused on fixing roads or protecting property in general from storm damage, without recognizing that socially vulnerable groups, such as low-income or elderly populations, were more likely to be hardest hit and take much longer to recover.

    The FEMA 2023 guidance encouraged communities to consider both the highest risks and which neighborhoods would be least able to respond in a disaster and address their needs.

    The equity requirement was designed to ensure that local plans didn’t just protect those with the most wealth or political influence but considered who needs the help most. That might mean providing information in multiple languages in emergency alerts or investing in flood prevention in neighborhoods with aging infrastructure like roads, bridges and flood barriers.

    How New York City’s 2024 plan helped

    New York City’s 2024 Hazard Mitigation Plan, for example, included a thorough social vulnerability assessment to identify neighborhoods with high percentages of people who were living in poverty or were older, disabled or weren’t fluent in English.

    Knowing where disaster risk and social vulnerability overlapped allowed the city to boost investments in flood protection, emergency communication and cooling centers during summer heat in neighborhoods such as the South Bronx and East Harlem. These neighborhoods historically faced some of the greatest risks from disasters but saw little investment.

    The NYC Mayor’s Office of Climate and Environmental Justice mapped the risk of storm surge flooding in the 2020s (purple) and 2080s (dark blue), and neighborhoods that fall under the city’s ‘disadvantaged communities’ criteria. A 1% risk means a 1% of chance of flooding in any given year, also referred to as a 100-year flood risk.

    Further, New York’s plan calls for expanding outreach and early warning systems in multiple languages and enhancing infrastructure in areas with high concentrations of Spanish speakers. These kinds of changes help ensure that vulnerable residents are more likely to be better protected when disaster strikes.

  • MIL-OSI Security: Waterbury Man Sentenced to More Than Five Years in Federal Prison for Role in Drug Trafficking Ring

    David X. Sullivan, United States Attorney for the District of Connecticut, announced that TOMMY FIGUEROA, also known as “Coco,” 31, of Waterbury, was sentenced today by U.S. District Judge Michael P. Shea in Hartford to 66 months of imprisonment, followed by three years of supervised release, for his participation in a Waterbury drug trafficking ring.

    According to court documents and statements made in court, the FBI’s Waterbury Safe Streets Gang Task Force and other law enforcement agencies investigated two drug trafficking organizations based in the city of Waterbury.  One organization operated in the area of William Street and the other operated in the area of Maple Avenue.  The investigation, which included court-authorized wiretaps on multiple phones, video surveillance, GPS tracking of vehicles, and numerous controlled purchases of narcotics, revealed that the two organizations distributed cocaine, crack, and fentanyl through a network of sellers.  The organizations shared sources of supply and worked together to further their operations.

    Figueroa worked as a shift-boss for the Maple Street organization, ensuring that street-level distributors were selling narcotics, primarily crack cocaine, around the clock.  During the investigation, investigators made several controlled purchases of narcotics from Figueroa.  Investigators also determined that Figueroa had acquired two firearms for protection.

    Figueroa was arrested on related state charges on September 25, 2023, and the two firearms were seized.  While detained in state custody, he continued his involvement in narcotics trafficking through his then girlfriend, Neysa Vazquez-Ferrer.

    Seventeen individuals were charged with federal offenses as a result of the investigation. 

    On January 28, 2025, Figueroa pleaded guilty in federal court to possession of a firearm in furtherance of a drug trafficking crime.

    Vazquez-Ferrer pleaded guilty to a drug trafficking offense and, on May 22, 2025, was sentenced to 36 months of imprisonment.

    The FBI’s Waterbury Safe Streets Gang Task includes members from the FBI, the Waterbury Police Department, the Naugatuck Police Department, and the Connecticut Department of Correction.  The DEA, U.S. Marshals Service, Homeland Security Investigations (HSI), Connecticut State Police, Wolcott Police Department, and Meriden Police Department have assisted the investigation.

    This case is being prosecuted by Assistant U.S. Attorneys Natasha Freismuth and Shan Patel through the Organized Crime Drug Enforcement Task Forces (OCDETF) Program.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

Shea in Hartford to 36 months of imprisonment, followed by three years of supervised release, for her participation in a Waterbury drug trafficking ring.

    According to court documents and statements made in court, the FBI’s Waterbury Safe Streets Gang Task Force and other law enforcement agencies investigated two drug trafficking organizations based in the city of Waterbury.  One organization operated in the area of William Street and the other operated in the area of Maple Avenue.  The investigation, which included court-authorized wiretaps on multiple phones, video surveillance, GPS tracking of vehicles, and numerous controlled purchases of narcotics, revealed that the two organizations distributed cocaine, crack, and fentanyl through a network of sellers.  The organizations shared sources of supply and worked together to further their operations.

    Vazquez-Ferrer managed a stash location for the Maple Street organization where she packaged bags of individual dose capsules of crack cocaine.  She also enlisted her two teenage daughters to package and deliver narcotics.

    Seventeen individuals were charged with federal offenses as a result of the investigation.  Vazquez-Ferrer and several codefendants were arrested on November 29, 2023.  In association with the arrests, investigators executed multiple search warrants and seized approximately 700 grams of crack cocaine, more than 900 vials (“caps”) of crack, approximately 200 grams of loose fentanyl, more than 1,600 dose bags of fentanyl/heroin, two stolen firearms, numerous rounds of ammunition, and more than $39,000 in cash.

    On January 31, 2025, Vazquez-Ferrer pleaded guilty to conspiracy to distribute and to possess with intent to distribute controlled substances.

    Vazquez-Ferrer, who is released on bond, is required to report to prison on July 11.

    The FBI’s Waterbury Safe Streets Gang Task includes members from the FBI, the Waterbury Police Department, the Naugatuck Police Department, and the Connecticut Department of Correction.  The DEA, U.S. Marshals Service, Homeland Security Investigations (HSI), Connecticut State Police, Wolcott Police Department, and Meriden Police Department have assisted the investigation.

  • MIL-OSI Security: Waterbury Man Sentenced to Nearly Eight Years in Federal Prison for Role in Violent Carjacking

    David X. Sullivan, United States Attorney for the District of Connecticut, announced that MICHAEL McCANN-ORTIZ, also known as “Bando,” 24, of Waterbury, was sentenced today by U.S. District Judge Kari A. Dooley in Bridgeport to 95 months of imprisonment, followed by three years of supervised release, for his participation in a violent carjacking.

    According to court documents and statements made in court, in the early morning hours of June 18, 2023, two all-terrain vehicles (“ATVs”) were stolen from a Waterbury residence.  After the theft, McCann-Ortiz and others mistakenly identified an individual (“Victim 1”) who they incorrectly believed was involved in the theft.  Later that night, Victim 1’s friend, (“Victim 2”), picked up Victim 1 from work and drove him home.  As they arrived at Victim 1’s residence, three vehicles followed them and surrounded the victims.  McCann-Ortiz and his associates, one of whom carried an assault-style rifle, exited the vehicles and approached the victims.  McCann-Ortiz and his associates demanded the return of the stolen ATVs, threatened to harm both victims, and physically assaulted them.

    Specifically, McCann-Ortiz repeatedly threatened to kill the victims, and punched and kicked one victim, causing serious bodily injury.

    McCann-Ortiz and his associates then stole Victim 2’s vehicle, which was owned by Victim 2’s relative, and other items and cash belonging to the victims.  McCann-Ortiz and his associates continued to harass the victims in the following days.

    McCann-Ortiz has been detained since his arrest on unrelated state charges on July 10, 2023.  On February 27, 2025, he pleaded guilty in federal court to carjacking resulting in serious bodily injury.

    This investigation is being conducted by the FBI’s Northern Connecticut Gang Task Force and the Waterbury Police Department.  The case is being prosecuted by Assistant U.S. Attorneys Nathan J. Guevremont and David T. Huang.

    A woman who went missing in Sham Shui Po has been located.

    Lung Wai-yan, aged 64, went missing after she was last seen on Cheung Sha Wan Road on May 6 afternoon. Her family made a report to Police on May 28.

    The woman was located in Tung Chau Street Park this afternoon (May 30). She sustained no injuries and no suspicious circumstances were detected.

    Action to improve investigations into deaths in prison custody.

    Retired Sheriff Principal Ian Abercrombie has been appointed to chair an independent review of the system of Fatal Accident Inquiries (FAI) into deaths in prison custody.

    The review will aim to improve the efficiency and effectiveness of investigations into deaths in prison and ensure those affected are treated in a trauma-informed way.

    The review which was commissioned by Justice Secretary Angela Constance, in consultation with the Lord Advocate, will also identify barriers that families face in engaging with the FAI process and address the time it takes for them to be completed.

    An advisory group, recommended by the Chair and appointed by the Justice Secretary, will support Sheriff Principal Abercrombie. Its membership is expected to be agreed and announced within weeks.

    The Justice Secretary said:

    “A review of the FAI system was a key action from the Government’s consideration of the FAI inquiry determinations into the tragic deaths of Katie Allan and William Lindsay.

    “Families have been let down and their experience of the system has added to their grief. Their voices will be heard and listened to during this independent review.

    “The remit of the review will consider issues surrounding FAIs held into deaths in prison custody.

    “Maintaining the pace of reform is essential, which is why I have asked to receive the report by the end of this year.”

    Sheriff Principal Abercrombie said:

    “I am pleased to be leading this review. I understand that concerns have been raised about how the FAI system currently operates in relation to deaths in prison custody.

    “As an independent chair, ably assisted by my Advisory Group, I am looking forward to hearing from all those with experience or knowledge of the system.”

    Background

    Sheriff Principal Abercrombie graduated with an LLB Hons from the University of Edinburgh in 1978 and joined the Faculty of Advocates in 1981. He has served as a Curator of the Advocates Library and was a member of the disciplinary committee of the Institute of Chartered Accountants of Scotland, and of a Scottish Law Commission advisory group.

    He is a former member of the Scottish Civil Justice Council. He became a QC in 1993 and was appointed a sheriff in 2009. He became Sheriff Principal of South Strathclyde, Dumfries and Galloway in 2014. He retired from this role in 2020.

  • MIL-OSI USA: Split Supreme Court Blocks Oklahoma’s Catholic Charter School

    In April 2025, the Supreme Court heard arguments about whether the nation’s first religious charter school could open in Oklahoma. The St. Isidore of Seville Catholic Virtual School would have been funded by taxpayer money but run by a local archdiocese and diocese. Several justices appeared open to the idea during questioning, leading some analysts to predict a win for the school.

    They were proved wrong on May 22, 2025, when the court blocked St. Isidore. The one-sentence, unsigned order did not indicate how individual justices had voted, nor why, simply declaring it was a split 4-4 decision that leaves in place the Oklahoma Supreme Court’s ruling against the school. Justice Amy Coney Barrett recused herself from the case. Her former employer, the University of Notre Dame, runs a law clinic representing the school’s supporters.

    Ever since the proposed school started making headlines, attention has focused on religion. Critics warned a decision in the school’s favor could allow government dollars to directly fund faith-based charter schools nationwide. In part, the justices had to decide whether the First Amendment’s prohibition on government establishing religion applies to charter schools.

    But the answer to that question is part of an even bigger issue: Are charters really public in the first place?

    The Supreme Court’s order applies only to Oklahoma, so similar cases attempting to open religious charter schools may emerge down the road. As two professors who study education law, we believe future court decisions could impact more than issues of religion and state, determining what basic rights students and teachers do or don’t have at charter schools.

    Dueling arguments

    In June 2023, the Oklahoma Statewide Virtual Charter School Board approved St. Isidore’s application to open as an online K-12 school. The following year, however, the Oklahoma high court ruled that the proposal was unconstitutional. The justices concluded that charter schools are public under state law, and that the First Amendment’s establishment clause forbids public schools from being religious. The court also found that a religious charter school would violate Oklahoma’s constitution, which specifically forbids public money from benefiting religious organizations.

    On appeal, the charter school claimed that charter schools are private, and so the U.S. Constitution’s establishment clause does not apply.

    Moreover, St. Isidore argued that if charter schools are private, the state’s prohibition on religious charters violates the First Amendment’s free exercise clause, which bars the government from limiting “the free exercise” of religion. Previous Supreme Court cases have found that states cannot prevent private religious entities from participating in generally available government programs solely because they are religious.

    In other words, while St. Isidore’s critics argued that opening a religious charter school would violate the First Amendment, its supporters claimed the exact opposite: that forbidding religious charter schools would violate the First Amendment.

    Are charters public?

    The question of whether an institution is public or private turns on a legal concept known as the “state action doctrine.” This principle provides that the government must follow the Constitution, while private entities do not have to. For example, unlike students in public schools, students in private schools do not have the constitutional right to due process for suspensions and expulsions – procedures to ensure fairness before taking disciplinary action.

    Charter schools have some characteristics of both public and private institutions. Like traditional public schools, they are government-funded, free and open to all students. However, like private schools, they are free from many laws that apply to public schools, and they are independently run.

    Because of charters’ hybrid nature, courts have had a hard time determining whether they should be considered public for legal purposes. Many charter schools are overseen by private corporations with privately appointed boards, and it is unclear whether these private entities are state actors. Two federal circuit courts have reached different conclusions.

    In Caviness v. Horizon Learning Center, a case from 2010, the U.S. Court of Appeals for the 9th Circuit held that an Arizona charter school corporation was not a state actor for employment purposes. Therefore, the board did not have to provide a teacher due process before firing him. The court reasoned that the corporation was a private actor that contracted with the state to provide educational services.

    In contrast, the 4th Circuit ruled in 2022 that a North Carolina charter school board was a state actor under the equal protection clause of the Fourteenth Amendment. In this case, Peltier v. Charter Day School, students challenged the dress code requirement that female students wear skirts because they were considered “fragile vessels.”

    The court first reasoned that the board was a state actor because North Carolina had delegated its constitutional duty to provide education. The court observed that the charter school’s dress code was an inappropriate sex-based classification, and that school officials engaged in harmful gender stereotyping, violating the equal protection clause.

    If the Supreme Court had sided with St. Isidore – as many analysts thought was likely – then all private charter corporations might have been considered nonstate actors for the purposes of religion.

    But the stakes are even greater than that. State action involves more than just religion. Indeed, teachers and students in private schools do not have the constitutional rights related to free speech, search and seizure, due process and equal protection. In other words, if charter schools are not considered “state actors,” charter students and teachers may eventually shed constitutional rights “at the schoolhouse gate.”

    When courts have held that charter schools are not public in state law, some legislatures have made changes to categorize them as public. For example, California passed a law to clarify that charter school students have the same due process rights as traditional public school students after a court ruled otherwise.

    Likewise, we believe states looking to clear up charter schools’ ambiguous state actor status under the Constitution can amend their laws. As we explain in a recent legal article, a 1995 Supreme Court case involving Amtrak illustrates how this can be done.

    Lebron v. National Railroad Passenger Corporation arose when Amtrak rejected a billboard ad for being political. The advertiser sued, arguing that the corporation had violated his First Amendment right to free speech. Since private organizations are not required to protect free speech rights, the case hinged on whether Amtrak qualified as a government agency.

    The court ruled in the plaintiff’s favor, reasoning that Amtrak was a government actor because it was created by special law, served important governmental objectives and its board members were appointed by the government.

    Courts have applied this ruling in other instances. For example, the 10th Circuit ruled in 2016 that the National Center for Missing and Exploited Children was a governmental agency and therefore was required to abide by the Fourth Amendment’s protection from unreasonable search and seizure.

    Since the Supreme Court did not release any reasoning for its order, we do not know how the justices viewed the “government actor” question in the case from Oklahoma. That said, we believe charter schools fail the test set out in the Amtrak decision. Charter schools do serve the governmental purpose of providing educational choice for students. However, charter school corporations are not created by special law. They also fall short because most have independent boards instead of members who are appointed and removed by government officials.

    However, we would argue that states can amend their laws to comply with Lebron’s standard, ensuring that charter schools are public or state actors for constitutional purposes.

    The Military Gender Advocate of the Year award recognises dedication and effort in promoting the principles of Resolution 1325.

    And Squadron Leader Sharon Mwinsote Syme demonstrates these qualities in abundance.

    As the Military Gender Adviser in the Interim Security Force for Abyei, her outreach has built strong community links, and brought gender perspective in the field.

    Her work helped us to better understand the concerns of women and girls, and to craft possible solutions, together.

    That has played a vital role in enabling the force to respond to the needs of the local community.

    And she has also conducted an intensive health campaign for the local community on gender-based violence and ending child marriage. These have had a long-lasting impact.

    And UN Police Officer Superintendent Zainab Gbla is certainly that.

    She has served in the UN Interim Security Force for Abyei for the past two years, in the dual role of gender officer and police trainer.  

    When she arrived, the area in which she served had no place for children to learn.

    And so, she got to work:

    Initiating a school program…

    Providing educational materials and support, particularly for disadvantaged children…

    And establishing a mentorship program for girls.   

    She initiated projects to provide women with sustainable incomes, allowing them to provide for their families and send their children to school in a nearby town.  
      
    And, as a police trainer, she taught a diverse range of subjects vital to establishing the rule of law.  

    Thank you, Superintendent, for everything you have done.

    The efforts of these outstanding women have helped to strengthen the bonds between the Abyei mission and the local community – an invaluable gift for any peacekeeping operation.

    Let me offer my heartfelt congratulations to both of you for your achievements, and for receiving these awards today.

    Mr Lee met respectively with the Federal Councillor and Head of the Federal Department of Foreign Affairs of Switzerland, Mr Ignazio Cassis; the Deputy Prime Minister and Foreign Minister of Pakistan, Mr Mohammad Ishaq Dar; the Minister for Justice and Attorney General of Papua New Guinea, Mr Pila Niningi; and the Deputy Prime Minister of Laos, Mr Saleumxay Kommasith, today, welcoming them to attend the Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation (IOMed). Mr Lee said that upon its establishment, the IOMed will provide friendly, flexible, economical and efficient mediation services for international disputes. Hong Kong is encouraged to contribute to and serve the successful establishment and operation of the IOMed.
     
    On economic and trade co-operation, Mr Lee said the Hong Kong Special Administrative Region (HKSAR) Government attaches great importance on strengthening bilateral economic and trade relations with different countries. In the face of emerging unilateralism and protectionism, the HKSAR Government will remain steadfast in maintaining Hong Kong’s status as a free port and pursuing free trade policies, ensuring the free flow of goods, capital and information, and attracting enterprises from around the world to trading and investment opportunities in Hong Kong.
     
    Mr Lee added that Hong Kong, as an international financial, shipping and trade centre, is the only city that enjoys both the China advantage and the global advantage. He welcomed enterprises from all countries to leverage Hong Kong’s platform to explore overseas and Mainland markets.

    The Chief Executive, Mr John Lee, met today (May 30) at Government House with Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs, Mr Wang Yi, to welcome Mr Wang as he visits Hong Kong and attends the Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation (the Convention). Mr Lee and Mr Wang had a working luncheon and exchanged views on the work of the International Organization for Mediation (IOMed), and international exchanges and co-operation related to the Hong Kong Special Administrative Region (HKSAR). The Chief Secretary for Administration, Mr Chan Kwok-ki; the Financial Secretary, Mr Paul Chan; the Deputy Secretary for Justice, Dr Cheung Kwok-kwan; and the Director of the Chief Executive’s Office, Ms Carol Yip, also attended the meeting.

    Mr Lee expressed his heartfelt gratitude to the Central Government for its strong support in establishing the IOMed headquarters in Hong Kong. He noted that the IOMed is a high-level international organisation. He said that the Central Government demonstrated its staunch support to the HKSAR in its development as a centre for international legal and dispute resolution services in the Asia-Pacific region under the National 14th Five-Year Plan through setting up the IOMed Preparatory Office in Hong Kong, completing the negotiations on the Convention, facilitating the consensus among different parties on situating the IOMed headquarters in Hong Kong, and hosting the signing ceremony of the Convention in Hong Kong.

    Mr Lee said that the presence of Mr Wang in Hong Kong to witness the historic moment of signing the Convention is a great encouragement to him and the HKSAR Government. The HKSAR Government is well-equipped to promote the IOMed and to develop Hong Kong into a centre for international legal and dispute resolution services in the Asia-Pacific region.

    Mr Lee said that basing the IOMed headquarters in Hong Kong will bring a host of significant benefits to the city.

    First, the IOMed will elevate Hong Kong’s international status and role in international mediation. Under the “one country, two systems” principle, Hong Kong, as the only common law jurisdiction in China, boasts an established legal system, a solid foundation of the rule of law, diverse legal and dispute resolution services, and a wide pool of legal professionals with a global perspective. He noted that Hong Kong could make important contributions to the work of the IOMed.

    Second, the IOMed will generate substantial economic benefits. Its service demand will create a large number of job opportunities in positions such as mediators, translators and researchers. The IOMed will also attract international organisations, non-governmental organisations and academic institutions to establish a presence in Hong Kong, drawing high-quality conferences and exhibitions to the city and further boosting sectors like hospitality, food and beverages, logistics and transportation, as well as industries in the conference economy. With a status on par with the International Court of Justice and the Permanent Court of Arbitration of the United Nations in The Hague, the IOMed will become a pivotal institution for resolving international disputes. This will facilitate deeper economic co-operation between Hong Kong and overseas economies such as regions participating in the Belt and Road Initiative, creating more business opportunities.

    Third, the IOMed will further enhance Hong Kong’s ecosystem related to the rule of law, promoting the popularity of a mediation culture and encouraging the community in resolving issues through dialogue. Mr Lee highlighted that the IOMed will help Hong Kong attract more legal and dispute resolution professionals from around the globe, contributing to the development of the legal framework for dispute resolution and further consolidating Hong Kong’s status as an international legal hub.

    Mr Lee also expressed his gratitude to the Ministry of Foreign Affairs, the Office of the Commissioner of the Ministry of Foreign Affairs in the HKSAR, and Chinese diplomatic and consular missions overseas for their continued support in deepening the HKSAR Government’s international exchanges and co-operation. This includes the meticulous arrangements for overseas visits of Mr Lee and other HKSAR Government officials, enabling Hong Kong to more effectively showcase its unparalleled advantages of having the strong support of the country while maintaining connectivity with the world under the “one country, two systems” principle.

    Noting that consular protection of the country has always been the strongest safeguard for Hong Kong people travelling abroad, Mr Lee thanked the Ministry of Foreign Affairs for its ongoing support and care provided to the people of Hong Kong through Chinese diplomatic and consular missions overseas. The HKSAR Government will continue to enhance Hong Kong people’s understanding of consular protection policies and work related to Hong Kong, and raise their awareness and capabilities in the areas of security and protection.

    Distinguished guests, industry leaders and innovators, friends in Canada and from around the world,
     
    Good evening, everyone. Thanks for having me today for this very special occasion, called “Hong Kong Night”. I must say I always wonder why we have “Hong Kong night” in broad daylight. I suppose it could be a distinctive feature of this city which everybody loves. Just now, our colleague from Cathay Pacific mentioned to me that there will be a draw right after for tickets so I’m sure that explains why you are all here.
     
    Let me give you some flavour in terms of how Hong Kong has been faring, and also at the same time some talking points that you may want to share after this session. I want to give you an overview in terms of how Hong Kong has done so far in financial services under my portfolio, and also in particular the reason why I’m here in Vancouver because this is my last stop, after Toronto and also Ottawa. Through this visit, I had the opportunity to see many people at the government, regulators and also financial institutions. What I am impressed most is that it’s really a place where people are looking for a change. You already have a new government. At the same time, you are looking for ways to diversify, in terms of your economy, and also in terms of financial activities. So I think Hong Kong comes at the right time, where it’s a very viable option, either you are a corporate, an individual, or even an investor, to consider that in the context of diversification.
     
    Before I further proceed, maybe first of all, let me give you an overview of how Hong Kong’s been faring so far. I’ve been asked a lot in terms of the impact of tariffs on Hong Kong. I understand that there will be a fireside chat by Rocky (the Director and Head of Policy Research of the Financial Services Development Council, Dr Rocky Tung) later on, and I’ll leave that to the experts. But that said, Hong Kong being a service economy, I must say we don’t have much to export. At the same time, we are a free economy as stipulated in our Basic Law. So far so good in terms of our resilience, I would say, in the broader context of geopolitical change.
     
    More specifically, in our capital market, recently we do see an upsurge in our stock market. Right now, our average daily turnover is exceeding US$32 billion, and also we’ve welcomed a number of key mega IPOs (initial public offerings), like the recent one is CATL (Contemporary Amperex Technology Co Limited). It’s a major or global battery manufacturer for EVs (electric vehicles), and they just got listed at the same time, offering a shares equivalent to the size of around HK$41 billion. And funny enough, when you look at the composition of the investors, we have those from the US. At the same time, we also have investors from the Middle East, where the Kuwait Sovereign Wealth Fund, what we call the KIA, Kuwait Investment Authority, actually put in US$500 million in that offer. So you can see that despite all the talk about the deglobalisation or decoupling, finance, in particular, capital formation takes place, and also monies after returns.
     
    Of course, that is not alone in terms of what we are welcoming. We also welcome Canadian companies to list in Hong Kong as well. Right now, we have around six Canadian companies already listed in Hong Kong, like Manulife and also some of the mining and oil and gas companies. I do very much welcome many more listings, especially from this part of the world, where it could be tech, could be mining, or for other types of new economic activities.
     
    The second part I want to highlight, apart from how Hong Kong has been faring, is in terms of my observations so far this year, so far in my visit. Apart from the general ones that I just highlighted, I do see a number of areas that Hong Kong and Canada can work together. First of all, wealth management, because I got the chance to see and meet a number of insurance companies and banks from this part of the world. In fact, many of them are heavily invested and also have a strong presence in Hong Kong, like Manulife, which takes up 27 per cent of our Mandatory Provident Fund, a pension service system in Hong Kong. And also Sun Life, which is in collaboration with Dah Sing Bank in Hong Kong through the bank insurance businesses. Also we have CIBC (Canadian Imperial Bank of Commerce) and others that already have a strong presence in corporate banking in Hong Kong.
     
    Many people see wealth management as an emerging trend, an area where we should work together. Because in the way that we see the world, like all of you, people are looking for ways to diversify. Many of the traditional markets where people want to park their wealth in the Anglo-Saxon world, people are still changing their minds in terms of whether they should diversify through geography or through products. In either way, Hong Kong is an option, because we have been the largest offshore cross-boundary wealth management centre so far in Asia, and we are looking to be the biggest one in the world. It is an area that we are very keen to develop further. Right now, we have 2 700 single family offices. We are going to have facilitated at least 200 more family offices by the end of this year. Also, we are going to have more tax concessions for family offices to cover private credit, carbon credit, and virtual assets. I will leave these details to our Invest Hong Kong colleagues. They will have all the details. All I want to say is wealth management, in particular in terms of family offices and high-net-worth individuals, is an area that I think Hong Kong can walk closely together with this country.
     
    The second area that I think is important to note in terms of collaboration is about what the host mentioned just now – the Web Summit Vancouver. The reason that I’m here is because we just passed a law to regulate stablecoin issues in Hong Kong. It is a big topic, not just in Hong Kong, but regionally, because many people see virtual assets as speculative. But that said, stablecoins being underpinned by fiat currency is a different animal, which potentially can be used in the form of payment. At a time when the US dollar or US-related assets are being questioned, I think many of the alternatives, also at the same time, in the form of stablecoins, have that role to play.
     
    In that regard, I have more to share in terms of our ecosystem effort to build an ecosystem in Hong Kong for our virtual assets. We have already 10 virtual asset exchanges, and also at the same time, we are going to issue licenses for stablecoin issuers. And very soon, we will also regulate these virtual asset custodians. For anyone of you who are participating, in this space, I do urge you to look at what Hong Kong has done and also at the same time how you can leverage the opportunities for your own development.
     
    Last but not least, in terms of what I want to inform this group is having debriefed all of you about what Hong Kong has done in terms of wealth management and virtual assets and also fintech in general, I’m sure that you do see a lot of need to come to Hong Kong. So even though you may not be able to get those free tickets, I’m sure you’re all rich enough to buy your own and also give yourself a reason to come to Hong Kong soon.     Speech by CE at Signing Ceremony of the Convention on the Establishment of the International Organization for Mediation 
    Honourable Minister Wang Yi (Member of the Political Bureau of the CPC Central Committee and Minister of Foreign Affairs), Your Excellencies, ministers and officials from around the world, honourable representatives of international organisations, distinguished guests, ladies and gentlemen,
     
    Good morning. I am delighted to join you on this historic occasion: to celebrate with you the signing of the Convention on the Establishment of the International Organization for Mediation.
     
    Gathered here today, in the Hong Kong Special Administrative Region of the People’s Republic of China, are high-level representatives of over 80 countries from Asia, Africa, Latin America and Europe; and from the United Nations and about 20 international organisations. A very warm welcome to Hong Kong!
     
    It is a privilege for us to host this signing ceremony, and to serve as the IOMed headquarters, once the Convention enters into force.
     
    This singular occasion is made possible by the ongoing and dedicated efforts of China, our country, in working with around 20 states, since late 2022, to establish an intergovernmental organisation devoted to mediation. After five rounds of intensive negotiation since 2023, co-ordinated by the IOMed Preparatory Office, the negotiating states concluded the very Convention signed today.
     
    The IOMed will become the world’s first intergovernmental international legal organisation dedicated to resolving international disputes through mediation. It also reflects our shared confidence in mediation as a peaceful means to maintain international peace and security, as stipulated in the Charter of the United Nations.
     
    The IOMed will provide a pathway for countries – regardless of culture, language and legal system – to resolve international disputes based on mutual respect and understanding. This is increasingly important amid mounting geopolitical tensions. When protectionism threatens to derail the international trade order, and when unilateralism looms over global supply chains, it is dialogue – not division – that restores balance.
     
    China has long championed equity and unity. The Chinese virtue of “和而不同”, meaning “harmony in diversity”, is deeply rooted in our community and culture. This value of mutual respect in spite of differences also sits at the heart of mediation, the IOMed, and a world that seeks co-operation over conflict.
     
    Despite geopolitical turbulence, Hong Kong builds bridges, not walls. Under our unique “one country, two systems” principle, Hong Kong is the only world city that enjoys both the China advantage and the global advantage. With the support of the National 14th Five-Year Plan, Hong Kong has risen as an international legal and dispute resolution services centre in the Asia-Pacific region.
     
    We are the only common law jurisdiction in China, and the only jurisdiction in the world with a bilingual common law system in both Chinese and English. We have a long tradition of the rule of law, and our courts exercise their judicial power independently. Hong Kong’s Court of Final Appeal, which is vested with the power of final adjudication, has on its bench eminent jurists from both Hong Kong and overseas common law jurisdictions.
     
    Our robust, efficient and well-respected legal system is supported by world-class legal and dispute resolution professionals. Often bilingual or even multilingual, they are well-versed in international rules and practices, and help to position Hong Kong as a preferred venue for dispute resolution.
     
    In this year’s International Arbitration Survey, Hong Kong is the most preferred seat of arbitration in the Asia-Pacific region, and shares second place globally with another jurisdiction. Our economy also came first in “business legislation” and “international trade” in the World Competitiveness Yearbook. In the latest Business Ready Report published by the World Bank Group, Hong Kong ranks eighth in “dispute resolution” among the 50 economies covered.
     
    All this underscores Hong Kong’s effectiveness as a “super connector” and “super value-adder” among many economies. We contribute to cross-border investment and economic activity through our top-notch professional services. Our “one country, two systems” advantages make us well-placed to be the headquarters of the important institution of the IOMed.
     
    The Hong Kong Special Administrative Region Government is devoted to supporting the IOMed’s provision of friendly, flexible, economical and efficient mediation services. We actively promote a vibrant culture of mediation. In fact, it is a general policy to incorporate a mediation clause in all government contracts. We are also enhancing the system on local accreditation and disciplinary matters of the mediation profession.
     
    And we go all out to build bridges with the world. Hong Kong will actively promote the IOMed’s valuable work in settling international disputes through mediation, and advocate mediation as a global tool for peace and justice across borders.
     
    Ladies and gentlemen, the establishment of the IOMed’s headquarters in Hong Kong is a great honour for our city. The headquarters, as you may know, will be based in the building that once housed the Wan Chai Police Station, just a stone’s throw away from here. Built in 1932, this iconic building has a long association with law and order in Hong Kong. From its prime downtown location, it has also witnessed the transformation of our city that has long treasured unity. In its new role as the IOMed headquarters, the building will play a vital part in the future of Hong Kong as a centre for international legal and dispute resolution services.
     
    We are working to complete the conversion of the building for its new mission. I’m happy to say that it could open its doors as early as the end of this year. We look forward not only to welcoming its new occupants, but also to supporting them in building new bridges for a more connected, peaceful and prosperous future through mediation.
     
    I would like to express my sincere gratitude to the Central Government for its staunch support of Hong Kong, allowing Hong Kong the honour of housing the IOMed headquarters here. My sincere gratitude also goes to the international community, for placing your trust and confidence in our city. Let’s renew our commitment to peace, justice and the rule of law. Let’s cultivate a mediation culture together. Let’s build a strong IOMed for a global community of shared future founded on peace and prosperity. Please enjoy the day and enjoy Hong Kong. Thank you.

    UN PEACEKEEPERS DAY
    Today is International Day of UN Peacekeepers. In his message for the Day, the Secretary-General said we honour the service of peacekeepers who step into danger with courage to help those who need protection, to preserve peace, and to restore hope in some of the world’s most challenging contexts.
    At 2:45 pm, the Secretary-General will lay a wreath to honour the more than 4,400 United Nations peacekeepers who have lost their lives in the line of duty since 1948.
    And at 3:00 p.m., the Secretary-General will present awards to the Military Gender Advocate of the Year, Squadron Leader Sharon Mwinsote Syme of Ghana and the UN Woman Police Officer of the Year, Superintendent Zainab Gbla of Sierra Leone.
    Both of them serve with our peacekeeping mission in Abyei.

    DEPUTY SECRETARY-GENERAL
    The Deputy Secretary-General, Amina Mohammed, is in Dushanbe, Tajikistan. She is attending the First High-Level International Conference on Glacier Preservation. She is doing that on behalf of the Secretary-General.
    In the morning, the Deputy Secretary-General travelled to observe first-hand the impact of climate change on Tajikistan’s glaciers. She commended international efforts to protect glaciers ahead of COP30, noting their critical role in safeguarding water sources, ecosystems, and communities. In this context, she said that the “Early Warnings for All” initiative is key to strengthening climate resilience and helping vulnerable populations prepare for climate-related shocks.
    Also today, she met with the President of Tajikistan, Emomali Rahmon, as well as with Sirojiddin Muhriddin, the Minister of Foreign Affairs of the country. She acknowledged Tajikistan’s progress on the Sustainable Development Goals and the it’s leadership in advancing the global climate, water, and glacier preservation agenda — rooted in cooperation and multilateralism.
    Tomorrow, the Deputy Secretary-General will participate in the Opening Session of the International Conference on Glacier Preservation.

    OCCUPIED PALESTINIAN TERRITORY
    The UN Humanitarian Country Team of the Occupied Palestinian Territory issued a statement warning that the new militarized distribution system does not meet the needs of people in Gaza. It puts them at risk, and runs contrary to humanitarian principles.
    The Humanitarian Country Team, which brings together UN agencies and NGOs, stressed that the Israeli authorities have undermined the capacity of our own teams on the ground to deliver genuine humanitarian assistance that would reach the most vulnerable groups. Despite these challenges, our team continues to deliver aid where possible. Once again, they reiterated that fundamental humanitarian principles are non-negotiable.
    On the ground, the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) warns that air strikes and other attacks continue across the Gaza Strip.
    There are reports that scores of people were killed, and hundreds injured over the past 24 hours, including children and other civilians.

      KAMPONG CHHNANG, Cambodia, May 30 — On May 28, local time, the conclusion ceremony of the aerial and land live-fire drill of China-Cambodia “Golden Dragon 2025” joint exercise was held at the Military Police Training Center of the Royal Cambodian Armed Forces (RCAF) in Kampong Chhnang Province in Cambodia.

      The aerial and land live-fire drill was set against the backdrop of “terrorists” attacking a China-Cambodia joint venture, taking several “hostages” to a neighborhood hotel and resisting by relying on the surrounding buildings. The drill highlighted urban counter-terrorism operations, and focused on hostage rescue and encirclement and suppression. The drill covered 24 tactical operations including multi-dimensional reconnaissance, airborne control and defense, three-dimensional assault, hostage rescue, emergency aid and treatment, and elimination of remaining enemy forces. The participating troops of the two sides were uniformly grouped into a joint taskforce. 

      After the drill, the chief directors of both sides reported on the overall situation of the exercise, and the leaders of both sides presented awards to the representatives of the participating troops with excellent performance. 

      The China-Cambodia “Golden Dragon 2025” joint exercise further deepened pragmatic cooperation, exchange, and mutual trust between the two sides, and enhanced the joint commanding and operational capabilities of the two militaries, marking a new starting point in the cooperation between the two militaries and their actual combat capabilities.

  • MIL-OSI Australia: Police catch drink and drug drivers

    South Australia Police detected 53 drink and drug driving offences in a targeted statewide road safety operation last week.

    Operation Stop Drink and Drug Drive was conducted from 23 to 25 May 2025 involving both static and mobile alcohol and drug testing units.

    Officer in Charge of Traffic Services Branch, Superintendent Shane Johnson said the results indicate that too many drivers are still making the irresponsible decision to drive under the influence of alcohol and drugs.

    “Drink and drug driving is a selfish decision that puts drivers and other road users at unnecessary risk of injury or a loss of life,” Superintendent Johnson said.

    “In this operation, police detected 23 positive drug driving offences and 32 drink driving offences, so 51 people immediately lost their licence and 22 had their vehicle impounded.

    An incident of note involved a 62-year-old Para Hills woman who was detected allegedly with a blood alcohol reading five times over the legal limit with a reading of 0.266 after failing to navigate a left-hand turn and crashing a vehicle on a pedestrian refuge. She was issued with drink driving and driving without due care and issued with a 12-month immediate loss of licence.

    A 62-year-old Morphett Vale man was also detected with an alleged a blood alcohol reading of 0.266 was stopped for driving in an erratic manner. He was issued with a 12-month immediate loss of licence notice and police impounded his vehicle for 28 days.

  • MIL-OSI Security: IAEA Teaches Fukushima Students Environmental Remediation

    The lectures, based on the IAEA Safety Standards, covered the basics of radiation and radiation monitoring, environmental remediation and decontamination and radioactive waste management. Students also attended a workshop in which they used different devices to detect and measure radiation in various environmental samples such as soil and minerals.

    “I would expect that the IAEA lectures will motivate Fukushima Prefecture university students to learn more about environmental radiation as a subject and the current state of environmental remediation in the prefecture,” said Hiroshi Aoki, then Director General of the Fukushima Prefectural Centre for Environmental Creation.

    “We hope the younger generation will learn from the collective knowledge and experience of the IAEA and apply this to the next steps for reconstruction and revitalization in Fukushima Prefecture, which would also contribute to international nuclear safety,” added Kenichiro Tanaka, Director of the International Nuclear Cooperation Division at Japan’s Ministry of Foreign Affairs.

    The programme, a pilot exercise that took place at the end of 2024, was requested by the Government of Japan under a cooperation agreement with the IAEA that started in 2012 and will run until 2027. Under the agreement, the IAEA has been assisting Fukushima Prefecture in activities related to radiation monitoring, environmental remediation, decontamination and waste management, in line with IAEA safety standards.

    “After the lectures I hope to be able to share accurate information about radiation with those around me, when the topic comes up on television or other media,” said Hiroki Furuchi, a student at Higashi Nippon International University.

    The feedback from this first course will be collected and used by the IAEA to further adapt the content to the prefecture’s needs in line with IAEA Safety Standards, before returning to Fukushima to continue the programme at more universities in 2025.

(“Dorad”), in which Ellomay currently indirectly holds approximately 9.4% through its indirect 50% ownership of Ellomay Luzon Energy Infrastructures Ltd. (formerly U. Dori Energy Infrastructures Ltd.) (“Ellomay Luzon Energy”).

    On May 29, 2025, Amos Luzon Entrepreneurship and Energy Group Ltd. (the “Luzon Group”), an Israeli public company that currently holds the remaining 50% of Ellomay Luzon Energy, which, in turn, holds 18.75% of Dorad, published its quarterly report in Israel based on the requirements of the Israeli Securities Law, 1968. Based on applicable regulatory requirements, the quarterly report of the Luzon Group includes the financial statements of Dorad for the same period.

    The financial statements of Dorad as of and for the three months ended March 31, 2025 were prepared in accordance with International Financial Reporting Standards.     Dorad Financial Highlights

    • Dorad’s revenues for the three months ended March 31, 2025 – approximately NIS 610.6 million.
    • Dorad’s operating profit for the three months ended March 31, 2025 – approximately NIS 76.9 million.

    Based on the information provided by Dorad, the demand for electricity by Dorad’s customers is seasonal and is affected by, inter alia, the climate prevailing in that season. The months of the year are split into three seasons as follows: summer – June-September; winter – December-February; and intermediate (spring and autumn) – March-May and October-November. There is a higher demand for electricity during the winter and summer seasons, and the average electricity consumption is higher in these seasons than in the intermediate seasons and is even characterized by peak demands due to extreme climate conditions of heat or cold. In addition, Dorad’s revenues are affected by the change in load and time tariffs – TAOZ (an electricity tariff that varies across seasons and across the day in accordance with demand hour clusters), as, on average, TAOZ tariffs are higher in the summer season than in the intermediate and winter seasons. Therefore, the results presented for the quarter ended March 31, 2025, which include winter months of January and February and the intermediate month of March, are not indicative of full year results. In addition, due to various reasons, including the effects of the increase in the Israeli CPI impacting interest payments by Dorad on its credit facility, the results included herein may not be indicative of first quarter results in the future or comparable to first quarter results in the past.

    A convenience translation of the financial results for Dorad as of and for the year ended December 31, 2024 and as of and for each of the three-month periods ended March 31, 2025 and 2024 is included at the end of this press release.
