  • MIL-OSI Security: Kentucky man sentenced to 10+ years in federal prison for attempted sex offenses against a child in southern Illinois

    BENTON, Ill. – A district judge sentenced a Paducah, Kentucky, man to 121 months’ imprisonment for attempting to entice a minor in southern Illinois to engage in illegal sexual activity.

    In October, a federal jury returned guilty verdicts for Robert R. Rodriguez, 41, on one count of attempted enticement of a minor and one count of soliciting an obscene visual depiction of a minor.

    “Those who target children for sex crimes sicken us all. The federal justice system will relentlessly pursue and prosecute these offenders to ensure they face severe consequences for their actions,” said U.S. Attorney Steven D. Weinhoeft.

    According to court documents and evidence presented during the trial, Rodriguez initiated conversation with an undercover federal agent on an online social media platform in May 2023. In the messages, Rodriguez discussed meeting with a purported 9-year-old child to engage in sexual activity and requested child sexual abuse material.

    On May 10, 2023, law enforcement arrested Rodriguez in Marion, Illinois, when he tried to meet with the purported 9-year-old child. 

    “This sentencing makes one thing clear: the FBI Springfield Field Office is taking decisive action to protect the children of Illinois. We will use every tool at our disposal to stop those who seek to do them harm, and with our partners at the Department of Justice, we will pursue the highest penalties for these crimes.”

    Following imprisonment, Rodriguez will serve seven years of supervised release.

    FBI Springfield Field Office led the investigation, and Assistant U.S. Attorneys Tom Leggans and David Sanders prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and CEOS, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend and prosecute individuals who exploit children via the internet, as well as to identify and rescue victims.

  • MIL-OSI Security: Jemez Man Pleads Guilty to Sexual Abuse of Minors

    ALBUQUERQUE – A Jemez man pleaded guilty to two counts of sexual abuse of a minor.

    According to court documents, Tyler Chinana, 35, an enrolled member of the Jemez Pueblo, admitted that in 2012, he engaged in unlawful sexual contact with a minor victim who was under the age of 12 at the time. In a separate incident, Chinana also admitted that in November 2022, he engaged in similar unlawful sexual contact with a second minor victim who was also under the age of 12.

    At sentencing, Chinana faces up to life in prison followed by no less than five years and up to life of supervised release.

    U.S. Attorney Ryan Ellison and Raul Bujanda, Special Agent in Charge of the FBI Albuquerque Field Office, made the announcement today.

    The FBI Albuquerque Field Office investigated this case with the assistance of the Jemez Pueblo Police Department. Assistant U.S. Attorneys Meg Tomlinson and Timothy Trembley are prosecuting the case.

  • MIL-OSI Security: Zuni Couple Sentenced for Violent Assault

    ALBUQUERQUE – A Zuni Pueblo couple has been sentenced for a brutal assault in which they attacked a man in his home, prevented him from seeking help, and continued the assault in the presence of a witness and two minor children.

    There is no parole in the federal system.

    According to court records, on September 3, 2023, Shannon Concho, 47, and LouAnn Johnson, 29, both enrolled members of the Pueblo of Zuni, assaulted John Doe at his residence on the Zuni Pueblo. The incident began as a verbal dispute and rapidly escalated when Johnson repeatedly slapped the victim. Concho and Johnson then prevented the victim from calling for help by seizing his phones and attempting to access a bedroom where a witness and two minor children were present.

    Concho continued the assault on John Doe by striking him over the head with a chair, nearly rendering him unconscious. Concho then instructed Johnson, who was wearing boots, to kick John Doe in the head. After Johnson complied, Concho continued the attack until Johnson alerted him that a witness had contacted law enforcement. Concho and Johnson fled the scene and remained at large until their subsequent apprehension in Arizona.

    Concho was sentenced to 57 months in prison, and Johnson was sentenced to 24 months in prison. Upon their release, Concho and Johnson will be subject to three years of supervised release.

  • MIL-OSI Security: Shiprock Man Sentenced to Federal Prison for Violent Assault

    ALBUQUERQUE – A Shiprock man was sentenced to 4 years in prison for a brutal attack that left the victim with life-threatening injuries.

    There is no parole in the federal system.

    According to court documents, on January 1, 2024, Tyrell Jordan Benally, 26, an enrolled member of the Navajo Nation, assaulted Jane Doe at a residence in Shiprock, New Mexico. Benally repeatedly struck Jane Doe with a closed fist and strangled her until she lost consciousness. As a result, Jane Doe suffered serious bodily injury, including life-threatening injuries from the strangulation.

    Upon his release from prison, Benally will be subject to three years of supervised release.

    U.S. Attorney Ryan Ellison and Raul Bujanda, Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Farmington Resident Agency of the FBI Albuquerque Field Office investigated this case with assistance from the Navajo Police Department and Department of Criminal Investigations. The United States Attorney’s Office for the District of New Mexico is prosecuting the case.

  • MIL-OSI USA: May Day commemorates the sacrifice of union workers in the 1880s

    In the 1880s, Chicago workers had had enough because of long hours and harsh conditions that pushed them to demand change. The International Working People’s Association, formed in 1883, championed the eight-hour workday. The movement gained national momentum. At its 1884 convention, the American Federation of Labor called for a nationwide strike on May 1, 1886.

    On that day, over 340,000 workers took to the streets in support of an eight-hour workday. Tensions rose two days later during a strike at the McCormick Harvesting Machine Company. Police attacked protesters, killing at least six. The violence led to a rally in Haymarket Square on May 4. Though peaceful at first, the protest turned deadly when a bomb was thrown and police opened fire, killing several and injuring dozens.

    The Haymarket Affair spurred the global labor movement. In 1889, labor leaders declared May 1 as International Workers Day—now known as May Day—to honor the fight for workers’ rights and the lives lost in the struggle. Once again, workers’ rights are under attack. The current administration has targeted federal workers’ bargaining rights, immigrant workers and freedom of speech. We honor the memory of our labor movement brothers and sisters, who for over a century have championed workers’ rights.

  • MIL-OSI Security: Met launch a new way for Londoners to hear about neighbourhood policing

    A new way for Londoners to hear about policing in their area is being rolled out, starting in south-west London.

    Local officers in the south-west of the capital will lead the way, using ‘Met Engage’ – a subscription email service – to provide their communities with crime prevention advice, updates on ongoing incidents and investigations, and information about successful outcomes and operations.

    Neighbourhood policing is at the forefront of the Met’s work to deliver on their ambition for more trust, less crime and high standards.

    Communities have told the Met they want to, be more connected to their local policing teams and the Met is now asking people in – Kingston, Merton, Richmond and Wandsworth to sign up for Met Engage here.

    People who sign up will be asked to complete a survey, where they’ll be able to select where they live and choose the type of alerts they’d like to be informed about. This means the messages they receive will be specifically tailored to them.

    Superintendent Josh Laughton, the Met’s local policing lead in south-west London, said:

    “The Met is placing communities at the heart of everything it does by putting more officers into neighbourhood policing to focus on the issues that matter most to Londoners.

    “Launching Met Engage is an exciting new way for our neighbourhood officers to keep people updated on what’s going on in their area.

    “It will become the place for residents to get reliable information directly from officers who are out in their neighbourhood, whilst also giving the opportunity for people to raise their concerns and have their say. I’d encourage anyone who lives in the pilot area to sign up to Met Engage, so we can work together to keep London safe.”

    Met Engage will be a key part of the Met’s community-first approach, by providing a platform to raise concerns, while also being kept updated on the issues that matter most to them in their local area.

    The system is provided by VISAV Limited, a company that has produced similar products for other police forces across the UK.

    While Met Engage will provide opportunities for the public to highlight issues, it is not a crime reporting tool and will not replace all the existing methods of reporting crime including the Met website, dialling 101 or calling 999 in an emergency.

  • MIL-OSI USA: Dingell, Fitzpatrick Lead Bipartisan Group of 44 Lawmakers in Urging EPA to Maintain CERCLA Designation for PFAS

    Representatives Debbie Dingell (D-MI) and Brian Fitzpatrick (R-PA) today led a bipartisan group of 44 House members in sending a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin urging the Agency to uphold the rule designating the two most dangerous PFAS — PFOA and PFOS — as hazardous substances under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

    “After years of widespread PFAS contamination impacting communities across the country, EPA finalized a CERCLA rule last year that gives the agency stronger tools to investigate and clean up some of the most contaminated sites. Rolling back this progress would pose risks to both public health and the economy,” the lawmakers write. “If the CERCLA rule is rescinded, the financial burden of cleaning up PFAS-contaminated sites would increasingly fall on taxpayers. The Department of Defense (DOD) has already spent more than $2 billion addressing PFAS contamination from legacy uses like firefighting foam — a fraction of what will be required to remediate all impacted military sites. Delaying cleanup only allows contamination to spread further, making future efforts more costly and complex. The CERCLA rule helps ensure that the parties responsible for PFOA and PFOS pollution — including industrial actors who contributed to widespread contamination — bear the financial responsibility. Without this vital rule, communities across the country could be left footing the bill for cleanup, placing a significant burden on states, localities, and communities.”

    “Further, PFAS are linked to an array of health harms, including testicular and kidney cancer, impaired fetal development, and infertility. These chemicals are extremely toxic to both the environment and the human body, and due to their strong chemical bonds, they can take years to break down,” the lawmakers continue. “Communities across the country have faced significant PFAS contamination, including in areas like Oscoda, MI, and Horsham, PA, where legacy use of firefighting foam at military sites have contaminated drinking water sources. Also, several communities across the country are living with significant contamination, and it is our duty as Members of Congress to address this crisis and protect our constituents.”

    “EPA’s core mission is to protect human health and the environment. In order to fulfill that mission with respect to PFAS contamination — while also avoiding significant economic burdens on taxpayers — it is essential that the CERCLA rule remains in place,” the lawmakers conclude. “For decades, utilities and landfills have managed the treatment of hazardous substances to safeguard public health, and EPA has made clear it will exercise enforcement discretion, focusing on the worst actors responsible for serious PFOA and PFOS contamination. With nearly every American having some level of PFAS in their blood, rescinding this rule would fail to protect our communities and would undermine long-term economic progress. For these reasons, we urge you to uphold the CERCLA designations for PFOA and PFOS.”

    Dingell has long led the fight against PFAS as the sponsor of the PFAS Action Act, which includes establishing a strong national drinking water standard. Additionally, Dingell has introduced the No PFAS in Cosmetics Act PFAS Alternatives Act, and Keep Food Containers Safe from PFAS Act. The designation of PFOS and PFOA – two of the most widely used and notoriously harmful PFAS substances – as hazardous substances by the EPA under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), is a key pillar of Dingell’s bipartisan PFAS Action Act.

  • MIL-OSI Security: Mercer County Man Sentenced for Armed Cocaine Trafficking and Illegal Firearm Possession

    FRANKFORT, Ky. – A Harrodsburg, Ky., man, Wayne Jerome Johnson, 46, was sentenced on Monday by U.S. District Judge Gregory Van Tatenhove to 300 months in prison for possession with intent to distribute cocaine, possession of a firearm in furtherance of a drug trafficking crime, and possession of a firearm by a convicted felon. 

    According to court documents, on November 17, 2021, law enforcement observed Johnson distributing drugs out of two rooms at the Economy Inn in Harrodsburg and conducted an authorized search of those rooms, finding over 50 grams of a methamphetamine, heroin, and fentanyl mixture, as well as 32 grams of cocaine in separate bags. Law enforcement also found a loaded pistol, ammunition, magazines, cash, and other drug trafficking paraphernalia. Johnson admitted to possessing the drugs with intent to distribute and possessing the firearm in furtherance of drug trafficking. Also, Johnson was aware at the time of his arrest that he had prior felony convictions and was prohibited from possessing a firearm.

    Johnson had previously been convicted of two counts of trafficking in a controlled substance first degree in Mercer Circuit Court in October 2000, and one count of trafficking in a controlled substance first degree in Mercer Circuit Court in 2018.

    Under federal law, Johnson must serve 85 percent of his prison sentence. Upon his release from prison, he will be under the supervision of the U.S. Probation Office for eight years.

    The investigation was conducted by ATF, KSP, and Harrodsburg Police Department. Assistant U.S. Attorney Roger West is prosecuting the case on behalf of the United States.

  • MIL-OSI Security: Niagara-on-the-Lake — Three foreign nationals apprehended after an illegal crossing at Fort Erie

    On April 13th, 2025, three foreign nationals were spotted crossing into Canada via the Fort Erie train bridge to a waiting vehicle on the Canadian side.

    One individual was apprehended immediately, a second migrant escaped on foot and was later apprehended. A third migrant managed to enter a waiting vehicle, and while fleeing the scene, nearly struck several of the RCMP Border Integrity Members who were responding. On April 23, the migrant, along with the driver of the vehicle, turned themselves in to police.

    Alexander Cardenas, a Cuban national, was transferred to the Peace Bridge port of entry in Fort Erie. After being assessed by the Canada Border Services Agency (CBSA), the subject was found to be ineligible to enter Canada and was subsequently returned to the US.

    The driver of the vehicle, Yenny Justo, is the wife of Cardenas. She has been arrested and faces charges for Dangerous Operation of a Conveyance (Sec. 320.13 of the Criminal Code), Conspiracy and Fail to Report under the Customs Act (Sec. 465(1)(c) of the Criminal Code). Justo was held for a bail hearing in St. Catharines court.

    The Niagara-on-the-Lake RCMP Border Integrity Unit currently maintains a 24/7 presence at the railway bridge. The RCMP have arrested several people attempting to make illegal entry into Canada since this new presence was initiated. All individuals arrested were processed by the CBSA in accordance with the Immigration and Refugee Protection Act (IRPA) and subsequently found to be inadmissible to Canada. They were returned to the U.S.

    Members of the Niagara-on-the-Lake RCMP are actively conducting patrols along the border in this area on land, water and air to disrupt cross-border criminal activity.

  • MIL-OSI Global: Is a faith-based charter school a threat to religious freedom, or a necessity to uphold it? The weighty decision lies with the Supreme Court

    As demonstrators gathered outside, the Supreme Court heard oral arguments on April 30, 2025, about whether Oklahoma can operate the nation’s first faith-based charter school. St. Isidore of Seville would be a virtual, K-12 school run by the Roman Catholic Archdiocese of Oklahoma City and the Diocese of Tulsa.

    Charters are typically public schools of choice, funded by taxpayer dollars. Unlike regular public schools, they are free from most state regulations on curriculum and teacher qualifications. Until now, however, charters, like other public schools, have been secular.

    The litigation over St. Isidore reveals a built-in tension in the First Amendment religion clauses, under which “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.” While the free exercise clause guarantees people the right to believe as they wish, controversy remains over what constitutes an “establishment” of religion.

    Here, the specific question is the extent to which, if any, states can spend public funds to allow parents to enroll their children in a faith-based charter school. Supporters are appealing a 2024 ruling from the Supreme Court of Oklahoma, which held that a religious charter school violated state law, as well as the Oklahoma and federal constitutions.

    Oklahoma Gov. Kevin Stitt, a Republican supporter of St. Isidore, has said the case “stands to be one of the most significant religious and education freedom decisions in our lifetime.”

    On the other hand, the attorney for St. Isidore’s challengers – led by Oklahoma Attorney General Gentner Drummond, who blocked the school’s opening – said that a victory for St. Isidore “would result in the astounding rule that states not only may but must fund and create public religious schools, an astounding reversal from this court’s time-honored precedents.”

    It remains to be seen whether a ruling in favor of St. Isidore’s would prove to be a win for religious freedom, as Stitt claimed, or a threat. Even so, as a professor focused on education law, I believe an order to continue expanding taxpayer aid to faith-based institutions looks more likely after Wednesday’s arguments, where five of the eight participating justices seemed sympathetic to St. Isidore.

    The issues

    The Supreme Court faces two key questions.

    First, do the teachings of “a privately owned and run school constitute state action simply because it contracts with the state to offer a free educational option for interested students?” In other words, is a charter school a state actor?

    Second, the justices will weigh how the First Amendment religion clauses apply to a faith-based charter school. According to the First Amendment, “Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof.” The question is whether Oklahoma violates the free exercise clause by excluding schools from the charter program “solely because the schools are religious.” If so, is the exclusion justified by concerns about the government “establishing” religion?

    The dispute over St. Isidore comes at a time when the Supreme Court has been steadily expanding the limits of aid to faith-based schools. Starting in 2016, a trio of cases have held that states cannot deny institutions and believers generally available, taxpayer-funded aid based solely on their religions. These cases covered aid to enhance playground safety at a Missouri preschool, the right to participate in Montana’s educational tax credit program, and providing tuition assistance to Maine parents in districts lacking public secondary schools.

    The other issue – the “state actor” question – essentially asks whether a state-funded school teaching Catholicism would constitute the government promoting a religion, in violation of the First Amendment’s prohibition against doing so.

    Drummond, Oklahoma’s attorney general, is also a Republican. However, he reversed his predecessor’s action allowing St. Isidore’s creation, arguing that the school “misuses the concept of religious liberty by employing it as a means to justify state-funded religion.”

    In a 2024 brief to the Supreme Court, Drummond noted that Oklahoma’s “charter schools bear all of the hallmarks of a public school,” such as being entirely state-funded. During April arguments, his attorney emphasized that charters are “required to be public schools by the Congress of the United States and the legislatures of 47 states.”

    If this argument prevails, it means St. Isidore is a government actor, and therefore it cannot promote any one religion over another.

    The state action claim may be difficult for St. Isidore’s supporters to overcome. However, the ace in the hole is the Supreme Court’s recent trend of expanding the boundaries of government aid to faith-based schools and their students.

    In fact, Chief Justice John Roberts authored the majority opinion in all three of those cases. Excluding a religious preschool “from a public benefit for which it is otherwise qualified, solely because it is a church, is odious to our Constitution all the same, and cannot stand,” he wrote in the 2016 decision.

    Justice Amy Barrett, a supporter of increased aid to faith-based schools, recused herself from participating in the oral arguments, without explanation. This leaves five justices who support expanding public aid for faith-based schools: Clarence Thomas, Samuel Alito, Neil Gorsuch, Brett Kavanaugh and Roberts.

    Oral arguments

    During questioning, Roberts commented that St. Isidore’s creation seems like “much more comprehensive [state] involvement” with a religious organization, compared with the previous cases that expanded taxpayer aid to religious schools – leaving the door open to speculation over how he might vote. Nevertheless, he and the other four proponents of aid appeared open to St. Isidore’s argument that to exclude faith-based schools from charter programs is unconstitutional discrimination on the basis of religion.

    “All the religious school is saying is don’t exclude us on account of our religion,” Kavanaugh commented. He added, “You can’t treat religious people and religious institutions and religious speech as second class in the United States.”

    The remaining justices – Sonia Sotomayor, Elena Kagan and Ketanji Brown Jackson – appeared skeptical of expanding state aid to faith-based schools.

    Illustrating the tensions within the First Amendment, Sotomayor remarked to the attorney representing St. Isidore, “what you’re saying is the free exercise clause trumps the essence of the establishment clause.”

    Jackson said to the same attorney that St. Isidore is “not being denied a benefit that everyone else gets. It’s being denied a benefit that no one else gets, which is the ability to establish a religious public school.”

    If Roberts agrees with these three justices, resulting in a 4-4 tie, the judgment of the Supreme Court of Oklahoma would remain undisturbed.

    In the words of the baseball sage Yogi Berra, “it ain’t over ‘till it’s over.” The court is expected to rule near the end of its term, likely in late June.

  • MIL-OSI Security: DHS Reveals Second Domestic Abuse Filing Filed by Kilmar Abrego Garcia’s Wife

    So-called “Maryland Dad’s” Track Record of Violence 

    WASHINGTON – On Wednesday April 30, the Department of Homeland Security (DHS) revealed that the wife of Kilmar Abrego Garcia — the so-called “Maryland Dad”—filed a petition for protection against him in 2020.  

    The facts are clear: Kilmar Abrego Garcia is a violent illegal alien who abuses women and children. He had no business being in our country and we are proud to have deported this violent thug,” Assistant Secretary Tricia McLaughlin said in a statement. “We have now found two petitions for protection against him, in addition to the fact that he entered the country illegally and is a confirmed member of MS-13. Our country is safer with him gone.” 

    According to the petition filed by Jennifer Vasquez on August 3, 2020, in the District Court of Maryland for Prince George’s County, Garcia verbally abused her, kicked her, slapped her, shoved her, mentally abused her kids, locking them in their bedroom while they cried, and detained Vasquez against her will. In November 2019, Vasquez alleges that Garcia grabbed her by the hair while in a vehicle. In December 2019, she states Garcia grabbed her from her hair in the car and dragged her out of the vehicle–abandoning her in the street. In January 2020, Vasquez claims Garcia broke her son’s tablet and broke doors in their house. In March 2020, she alleges that Garcia pushed her against the wall while breaking phones and TVs. 

    This newly released petition was filed in 2020, prior to the petition Vasquez filed against Garcia 2021. In that filing, Vasquez claimed he bruised, punched, and scratched her while ripping off her shirt. 

    DHS has previously revealed that Garcia was involved in a suspected human trafficking incident, is an MS-13 gang member, and had been accused of domestic abuse on at least one other occasion. Still, the media continues to call him a victim while ignoring the real victims: the women he battered, the children he terrorized, and the communities he endangered.

  • MIL-OSI Global: Why older adults shouldn’t worry about having sore muscles after a workout – new research

    Only 2% of people over the age of 70 strength train at least twice a week. This is worrying, as age-related muscle loss can increase risk of social isolation, falls, loss of independence and even early death.

    There are many reasons why older people may avoid strength training, such as a lack of knowledge about exercise, lack of access to a gym and stigma. Another major reason is the fear that exercise might make their muscles and joints even more sore than they already are.

    But the good news is that older adults are no more likely to experience muscle soreness after a workout than young adults are. In fact, our recent study found older adults actually experienced less muscle soreness following exercise than young adults did. This research overturns the widespread belief that ageing muscles are less resilient.

    We pooled data from 36 studies which looked at a total of 389 younger adults and 390 older adults with the aim of comparing their experiences of exercise-induced muscle damage. We analysed three different types of studies in our research, including those where participants self-reported on their muscle soreness, studies which looked at markers of muscle damage in the blood, and studies which analysed muscle function the day after a workout.

    We found that older adults do not experience greater muscle function loss after exercise compared with younger people. Maybe most importantly, muscle soreness was consistently lower in older adults after a workout. Older adults experienced only two-thirds of the soreness younger people did at 48 hours, and only one-third of the muscle soreness at 72 hours compared with younger people.

    Because we looked at 36 different studies, not all of them compared the same age groups. But they generally compared younger adults (people in their 20s) to older adults (people aged between 30 and 60).

    We also found that biological sex appeared to play a role in muscle function recovery, with males showing slightly greater losses in muscle function after exercise than females. This effect was true for both upper body and lower body exercises, as well as body strength and aerobic workouts.

    These findings challenge the widespread belief that ageing muscles recover more slowly or are more prone to exercise-induced damage. This misconception often discourages older adults from engaging in regular physical activity due to fears of prolonged soreness or weakness. The findings also show us that older adults may not need longer recovery periods between workouts – potentially allowing for more frequent or intense training sessions, leading to better long-term health outcomes.

    How to get started

    Although our study shows that older adults are no more likely to experience muscle damage compared to younger adults, this doesn’t mean older people won’t experience some soreness when they start working out.

    There are two important factors that can increase muscle damage (including soreness) after exercise.

    The first is novelty. If you haven’t done a particular exercise before (or even for a long time) then it’s more likely you’ll feel sore for a couple of days afterwards if you overdo it. This happens because a new movement or type of exercise challenges our muscles. This causes the body to trigger a cascade of processes that build new muscle. While this temporarily makes us sore, it ultimately makes it easier for us to cope when we do that exercise again.

    The second are “eccentric” muscle contractions. What we mean by eccentric contractions is when you’re attempting to slow down a weight (imagine the downwards phase of a bicep curl – your bicep is working to slow the bar from dropping to the floor). Another example of an eccentric muscle movement is downhill running.

    Eccentric muscle contractions cause more damage than other movements mainly because they subject the muscle fibers to exceptionally high force loads, which is often distributed unevenly. This can overstretch and disrupt the integrity of our muscles, causing stress and damage. But while this leads to soreness in the short-term, these changes ultimately make us stronger.

    To overcome the problem of being new to exercise, you should ease yourself into a new exercise programme. The couch to 5K programme is a great example of this. This programme guides people to build their aerobic fitness gradually.

    So for instance, you might start by going for a 5-minute walk on Monday. If you feel okay on Wednesday, you might try a 10-minute walk instead. This means that every walk is only five additional minutes of novel exercise, allowing your body to gradually build fitness without too much risk of soreness.

    The same principle applies to the eccentric exercises we might do while strength training. Start easy. For an older beginner, just standing up from a chair and returning to seated can be a starting point. This is a very useful movement as it uses our main leg muscles. Being able to raise from a chair is also a huge predictor of independence in later life. Another benefit of this exercise is that you can always return to the seat if you lose balance – so it is quite safe.

    If you can do five of these in a row on Tuesday, see you if you can do two lots (we call these sets) of five on Thursday. Much like aerobic fitness, you’ll soon improve your muscle strength. For the upper body, raising light weights above your head and back down to your lap can be a start. You could also use tins of unopened beans if you don’t have any equipment at home. Try to do these strength-based activities at least two days per week.

    The findings of our study and many others suggest exercise has no age limit. Move more to live longer and healthier. Aim for 150 minutes of activity each week, add strength training twice per week – and most importantly, find a workout you love. When you enjoy it, you’re more likely to stick with it.

  • MIL-OSI Global: Current legal frameworks can’t protect the oceans from deep-sea mining and the negative impacts on humankind

    The international legal order is floundering. The geopolitical and resource policy priorities of the United States are shifting.

    These changes now implicate the international framework for governing the seabed: on April 24, U.S. President Donald Trump signed an executive order that moves toward allowing deep-sea mining by the Americans.

    Driven by a critical minerals expansionary agenda, the U.S. is considering measures to fast-track approvals for corporations to mine the international seabed.

    What is the difference — for marine environments — between excavation under an international legal framework or U.S. domestic law? Both systems permit state and private organizations to mine vulnerable marine ecosystems: does an international framework offer stronger environmental protections than U.S. law?

    A ‘constitution’ for the ocean

    Under the United Nations’ watch, ocean conditions have declined.

    The international seabed zone encompasses 54 per cent of the planet’s surface. The designation was created in 1994 under the UN Convention on the Law of the Sea (UNCLOS). When described as the “constitution for the oceans,” UNCLOS deceivingly implies that its role is protective. However, the treaty functions as architecture for exploiting ocean resources.

    It does this by dividing the ocean into zones that control how and where nations and corporations can exploit the seas. As well, it supports the idea of the ocean as a vast, exploitable resource. Weak environmental protections are offered in return. UNCLOS speaks little of either the ocean itself or of diverse human-ocean relationships.

    It is a constitution for the ocean, without the ocean.

    Regulating mining

    UNCLOS established the International Seabed Authority (ISA) to manage the international seabed as the “common heritage of humankind.” Since it was established 30 years ago, the ISA has prioritized the development of a regulatory framework for commercial mining. But the ISA’s stewardship of the deep seabed as humankind’s common heritage involves more than the advancement of commercial mining.

    Given the multiple ocean crises intensifying under the impacts of climate change, it is bewildering that the ISA could still be pursuing such a destructive regime.

    Under UNCLOS, the ISA has legal responsibilities to protect the marine environment. Yet it doesn’t have a comprehensive environmental policy, environmental management plan or dedicated scientific division. This is despite the central role marine science plays in understanding and protecting the ocean. Instead, the ISA appears to be patching together environmental regulations on the fly.

    Extractive interests

    The scientific data that the ISA relies on comes from the very companies seeking to mine the seabed. Commercial miners conduct their own environmental assessments and benchmarks, and as such, the ISA’s governance approach appears to be one of companies self-regulating.

    Despite the “ocean emergency” and scientific concerns about marine ecological risks, the ISA maintains an extractivist path.

    It is now finalizing regulations to allow commercial mining in the Clarion–Clipperton zone of the North Pacific Ocean. If all exploration licences currently issued in this zone are converted to exploitation licenses, this will be the largest mining operation the planet has ever experienced.

    The ISA’s 170 members, including the U.S., have upheld a consensus-based governance approach. In doing so, they’ve prevented any unilateral claims to the international seabed. Although the U.S. never ratified UNCLOS, it too has largely observed the consensus-based legal order. Until now.

    The Metals Company (TMC), a Canadian deep-sea mining company, recently announced its intention to bypass the ISA and work with the Trump administration to pursue seabed mining in international waters. To do so, it will rely on the Deep Seabed Hard Mineral Resources Act (DSHMRA), administered by the National Oceanic and Atmospheric Association (NOAA). Congress had previously noted that this domestic law was always considered a temporary measure until the development of an acceptable system under UNCLOS.

    In principle, NOAA’s deep ocean scientific expertise enables it to competently oversee U.S. seabed mining. This includes assessing the potential environmental impacts of mining and ensuring the protection of the marine environment. It has already developed DSHMRA mining regulations within a “precautionary and adaptive management framework.”

    Before granting a mining licence, NOAA is required to prepare and publish an environmental impact statement. However, recent staff cuts and the new administration’s rollback of marine environmental protections potentially compromise its oversight capacity.

    How NOAA’s scientific teams feel about fast-tracking a “gold rush” is another story.

    The ISA has denounced its snubbing by The Metals Company. However, by shopping around for a jurisdiction of convenience, TMC has inadvertently shone a spotlight on gaps in the ISA’s environmental governance approach.

    Future marine research

    In the meantime, momentum for a ban or moratorium is growing.

    Without a foundational science policy or in-house scientific expertise, the ISA is ill-equipped to safeguard the deep ocean. Marine science offers a way to better understand the deep ocean and its vulnerabilities and can help re-imagine the ISA’s direction toward a more generative role as an environmental steward.

    Through marine social sciences, ocean humanities and Indigenous knowledge, other pathways can be explored toward a better understanding of human-ocean relationships. The ISA has the potential to step up to its planetary stewardship role by developing policy guidelines to guide such transitions. The oceanographic background of the ISA’s new secretary-General, Leticia Carvalho, bodes well. Perhaps this may happen through a renewed focus on marine science — time will tell.

They now prepare to bring those experiences and the ones they had during law school into the legal profession. Nine graduating students shared their stories:

  • MIL-OSI Security: Two Met Police horses attacked while out on patrol

    Metropolitan Police Mounted Branch officers are appealing for any witnesses to come forward after two of their horses were attacked by a dog.

    Police Horse Yvonne and Police Horse Snaffles were being ridden by officers Sergeant Leon Astley and PC Grace Miller-McCormack, when they were attacked by a dog in Shepherd’s Bush Green, W12, on Monday, 28 April at 11:30hrs.

    The dog chased the horses and repeatedly made attempts to bite their legs while the owner struggled to get the pet back under control. Members of the public ultimately had to step in to help detain the dog.

    Thankfully, Yvonne and Snaffles are recovering well at their stables with minor injuries and the officers were unharmed.

    Sergeant Astley, from the Met Police’s Mounted Branch, said: “What should have been a routine patrol turned out to be unexpectedly eventful, where our hardworking police horses were sadly injured in the course of their duty. Fortunately Yvonne and Snaffles are recovering well and being looked after in their stables.

    “We know horses are not a common sight in the capital but we urge all owners to keep their dogs under control to prevent this happening again.

    “We’re appealing for any witnesses of the incident to come forward by calling 101 quoting CAD2691/28APR25.”

    Investigations are ongoing and no arrests have been made at this time. The dog was seized and later returned to its owner.

    A person can receive an unlimited fine or be sent to prison for up to six months (or both) for having a dog seriously out of control. If the dog injuries someone this can increase to up to five years in prison. It is advisable for owners to keep their dogs on the lead if they don’t have sufficient recall, to ensure the safety of the animal and others around them.

    Yvonne, recognisable for her big ears, is 13 years old and has been a police horse since October 2020.

    Snaffles, aged 15, has previously starred in Activity Ride, the Mounted Branch’s performance at Olympia, and has been involved in public order policing in central London.

    15. Closing of the Annual General Meeting

    PROPOSALS FOR RESOLUTIONS

    ITEM 2: OPENING OF THE MEETING AND ELECTION OF CHAIRMAN OF THE GENERAL MEETING

    The Nomination Committee, appointed in accordance with the instruction for the Nomination Committee as resolved by the Annual General Meeting on 20 June 2022 and comprising of the Chairman of Nomination Committee, Michael Carlton (appointed by Daniel Masters), Jean-Frédéric Mognetti (appointed by Mognetti Partners Limited),  Paul Davison (appointed by Russell Newton) and Johan Lundberg (representative of the Board of CoinShares International Limited), proposes that Daniel Masters, Chairman, be appointed as the Chair of the Annual General Meeting 2025.

    ITEM 3: PREPARATION AND APPROVAL OF THE VOTING LIST

    The voting list proposed for approval is the voting list drawn up by the Company Secretary, based on the register of shareholders provided by Euroclear Sweden AB, shareholders having given notice of participation and being present at the Meeting, and postal votes received.

    ITEMS 9-11: DETERMINATION OF REMUNERATION TO THE BOARD OF DIRECTORS AND THE AUDITORS, ELECTION OF THE BOARD OF DIRECTORS AND THE AUDITORS AND ELECTION OF THE CHAIRMAN OF THE BOARD OF DIRECTORS

    The Nomination Committee proposes that:

    Item 9

    The Board of Directors shall consist of 6 directors and that the Company should have one registered public auditor’s firm as auditor. 

    Item 10

    To increase the remuneration of the Board of Directors to the amount of GBP 70,000 per annum to each of the non-employed Directors, which includes all committee membership and committee chair positions. The proposed increase in the remuneration reflects the increased responsibilities associated with the move to the regulated segment of Nasdaq Stockholm in 2022, as well as ensuring that the Company can continue to attract and retain the right candidates for the Board of Directors. It is proposed that remuneration to the Chairman remain unchanged at GBP 125,000 per annum, provided that the Chairman is not an employee.

    Remuneration to the Auditor be paid in accordance with approved invoices.

    Item 11

    For the period up to the end of the Annual General Meeting in 2026, Jean-Marie Mognetti, Carsten Køppen, Johan Lundberg, Viktor Fritzén and Christine Rankin be re-elected as members of the Board of Directors and that Daniel Masters be re-elected as the Chairman of the Board.

    Baker Tilly International (including any of its affiliates or member firms) (collectively, “Baker Tilly”) be elected to serve as the Company’s auditor for the period ending at the conclusion of the Annual General Meeting in 2026, unless the Board elects to appoint another audit firm that, at the time of appointment, audits an equal or greater number of Securities and Exchange Commission (SEC) registrants than Baker Tilly, based on the most recent data published by a recognized and independent provider of audit industry data, such as Audit Analytics or a comparable organization that tracks and reports on the number of SEC registrants audited by accounting firms. Information regarding the candidates nominated by the Nomination Committee for re-election to the Board of Directors is available on the Company’s website under the Investor Relations section.

    ITEM 12: RESOLUTION ON APPROVAL OF THE BOARD OF DIRECTOR’S REMUNERATION REPORT 

    Under the Swedish Corporate Governance Code, the Board of Director’s is required to prepare a report for each financial year regarding paid and outstanding remuneration to Board members, the CEO and the deputy CEO who are covered by the guidelines. As the Company has no deputy CEO and the Board members do not receive any remuneration other than that decided by the Annual General Meeting, the report for the financial year 2024 only covers the Company’s CEO. According to the Swedish Corporate Governance Board’s rules on remuneration to senior executives and on incentive programs, the report must contain an overview of each of the outstanding and concluded incentive programs completed during the year.

    The Board of Directors suggests that the Annual General Meeting approve the remuneration report for the financial year 2024.

    ITEM 13: RESOLUTION REGARDING AUTHORISING THE BOARD OF DIRECTORS TO DECIDE ON REPURCHASE AND TRANSFER OF OWN SHARES 

    The Board of Directors proposes that the Annual General Meeting resolves to authorise the Board of Directors to decide on purchases of the Company’s own shares in accordance with the following, main terms:

    1. Share repurchases may be made on Nasdaq Stockholm or any other regulated market.
    2. The authorisation may be exercised on one or more occasions before the 2026 Annual General Meeting.
    3. The maximum number of own shares that may be repurchased so that the Company’s holding of shares at any given time does not exceed 15% of the total number of shares in the Company.
    4. Repurchases of the Company’s own shares on Nasdaq Stockholm (or any other regulated market) may only be made at a price of no more than 5% above the average trading price of the 5 business days prior to the repurchase.
    5. Payment for the shares shall be made in cash.

    In addition, the Board of Directors proposes that the Annual General Meeting resolves to authorise the Board of Directors to decide on transfer of own shares, with or without deviation from the shareholders’ preferential rights, in accordance with the following, main terms:

    1. Transfers may be made on (i) Nasdaq Stockholm or (ii) outside of Nasdaq Stockholm in connection with the acquisition of companies, operations, or assets.
    2. The authorisation may be exercised on one or more occasions before the 2026 Annual General Meeting.
    3. The maximum number of shares that may be transferred corresponds to the number of shares held by the Company at the point in time of the Board of Directors’ decision on transfer.
    4. Transfers of shares on Nasdaq Stockholm (or any other regulated market)  may only be made at a price of no more than 5% above the average trading price of the shares 5 business days prior to the transfer. For transfers outside of Nasdaq Stockholm, the price shall be set so that the transfer is made at market terms, except for delivery of shares in connection with employee stock option programs.
    5. Payment for transferred shares may be made in cash, through in-kind payment, or through set-off against claims with the Company.

    The purpose of the authorisations is to give the Board of Directors greater scope to act and the opportunity to adapt and improve the Company’s capital structure and thereby create further shareholder value, and/or capitalise on or take advantage of any attractive acquisition, investment or related opportunities. The authorisation may also be used in order to enable delivery of shares in connection with employee stock option programs.

    The Board of Directors shall have the right to decide on other terms for repurchases and transfers of own shares in accordance with its authorisation. The Board of Directors also has the right to authorise the Chairman, the CEO, or the person designated by the Board to make such minor adjustments that may be necessary in connection with the execution of the Board’s decision to repurchase or transfer shares.

    A valid resolution in favour of the Board’s proposal requires the approval of shareholders with at least sixty-seven percent (67%) of the votes and shares represented at the Annual General Meeting.

    ITEM 14: RESOLUTION REGARDING AMENDMENTS TO THE COMPANY’S ARTICLES OF ASSOCIATION

    The Board of Directors proposes that the Company’s Articles of Association be amended by deletion of the existing articles 3.6.2, 17.2.7 and 24.12 and the insertion of new articles 3.6.2, 17.2.7 and 24.12 as follows:

    “3.6.2            the Directors may, by unanimous consent only, during any period of two consecutive calendar years, resolve to allot and issue in one or more tranches such number of ordinary shares (including, for the avoidance of doubt, any shares issued pursuant to, in connection with or upon conversion of any subsequently issued convertible bonds) as does not in the aggregate exceed twenty five percent (25%) of the total number of ordinary shares in issue (excluding any ordinary shares held in treasury) at 9am on 1st January of such year (rounded down to the nearest whole share), without the offer, issue  or allotment of such shares or the issue or conversion of any subsequently issued convertible bonds being subject to the provisions of Article 3.2 provided always that any such allotment, issue, or conversion is effected solely in connection with bona fide transactions for business purposes only (and for the avoidance of doubt the terms of this Article 3.6.2 shall not include the issuance of shares or convertible securities as consideration or compensation  for services rendered by employees, consultants, directors, or any other individuals in a personal capacity) and provided further that any issuance or allotment to any natural person pursuant to this Article 3.6.2 shall be subject to the unanimous approval of the remuneration committee as required by and in accordance with the terms of reference for such remuneration committee and shall not in aggregate in any calendar year exceed five percent (5%) of the total number of ordinary shares in issue at the time of such offer;” 

    “17.2.7          the creation of any charge or other security over any assets or property of a Group Company to secure borrowings, or indebtedness in the nature of borrowings, of that Group Company which, when aggregated with all other such borrowings or indebtedness, would exceed £200,000,000 (OTHER THAN in the ordinary course of its Business, and, DISREGARDING any amounts borrowed from other Group Companies) provided always that, subject to applicable law, nothing in these Articles (including without limitation this provision) shall restrict or prevent or be deemed to restrict or prevent the issuance by the Company of any corporate or convertible bonds or other debt instruments on an unsecured basis.”

    “24.12           Notwithstanding anything to the contrary within these Articles, meetings of the Board shall be held at such locations and in such manner, and resolutions of Directors passed in writing shall be signed, so as to cause the Company to:

                         24.12.1    be resident for taxation purposes in Jersey; and

                         24.12.2   comply with the Taxation (Companies – Economic Substance) (Jersey) Law 2019.”,

    (such proposed amendments together, the “Board Proposals”).

    A valid resolution in favour of the Board Proposals requires the approval of shareholders with at least sixty-seven percent (67%) of the votes and shares represented at the Annual General Meeting.

    NUMBER OF SHARES AND VOTES

    The total number of shares in the Company as of the date hereof amounts to 66,678,210 shares, with a corresponding number of votes. The Company holds 883,259 own shares.

    Statement by the UK’s Ambassador for Human Rights to the UN, Eleanor Sanders, at Kenya’s Universal Periodic Review at the Human Rights Council in Geneva.

    Thank you.

    We thank the Kenyan delegation and congratulate Kenya on its election to the Human Rights Council.

    We welcome important reforms made since Kenya’s last review, including the commuting of all death sentences imposed before November 2022.

    We commend the launch of the Strategic Framework for Police Reforms and the establishment of specialised courts for sexual and gender-based violence cases.

    Following widespread protests in 2024, we continue to encourage the authorities to protect civic space and media freedom, and the right to peaceful protest, as enshrined in Kenya’s Constitution.

    We recommend that Kenya:

    1. Fully implements the National Coroners Service Act 2017.

    2. Strengthens anti-corruption and counter-illicit finance laws and practices, including by protecting whistle blowers, and passing and implementing the Conflict-of-Interest bill.

    3. Implement the two-thirds gender principle in all elective or appointive bodies, with particular focus on the 2027 elections.

    At 1:12 PM, Troopers arrested Anthony Serra, age 33, of 55 Peddlars Drive, Branford, Connecticut for 1.) Affidavit and Arrest Warrant for Eluding Law Enforcement/High Speed Pursuit � First Offense. The arrest was the result of a barracks investigation by Troopers and Mr. Serra subsequently turning himself into the Hope Valley Barracks. Mr. Serra was processed and transported to Fourth Division District Court for arraignment.

  • MIL-OSI Security: Deer Lake — Traffic stop by Deer Lake RCMP results in seizure of cocaine; woman arrested

    A 42-year-old woman was arrested by Deer Lake RCMP at a traffic stop that was conducted in Deer Lake on April 28, 2025. Police located and seized a quantity of cocaine.

    Shortly after 3:30 p.m. on Monday, Deer Lake RCMP stopped a vehicle on Middle Road. Police observed suspected cocaine inside the vehicle. The woman was arrested for possession of a controlled substance. The woman was found in possession of more than an ounce of cocaine as well as other items consistent with possession for the purpose of trafficking.

    The woman is set to appear in court at a later date to face a charge of possession for the purpose of trafficking cocaine.

    The investigation is continuing.

    Recent street level seizures of cocaine by RCMP NL show purity levels between 94-96%. This purity is highly toxic for human consumption and can easily result in death to the user. Cocaine is currently the leading cause of overdose deaths in Newfoundland and Labrador. Naloxone is ineffective in combatting cocaine overdose. If you suspect someone is overdosing on cocaine, immediately seek medical attention.

    RCMP NL continues to fulfill its mandate to protect public safety, enforce the law, and ensure the delivery of priority policing services in Newfoundland and Labrador.

  • MIL-OSI USA: ICE investigation leads to indictment of Maryland man for supporting armed separatist groups in Cameroon

    BALTIMORE – An investigation conducted by U.S. Immigration and Customs Enforcement, along with the FBI and the Diplomatic Security Service led to the federal indictment of Cameroonian national, Eric Tano Tataw, 38, of Gaithersburg, Maryland. Tataw, also known as “the Garri Master,” is charged with conspiring to provide material support to armed separatist groups in Cameroon and making threatening communications to injure or kidnap Cameroonian civilians.

    “The indictment of Eric Tataw reflects the unwavering commitment of U.S. Immigration and Customs Enforcement’s Homeland Security Investigations to combat transnational crime and pursue justice for victims around the world,” said ICE HSI Baltimore Special Agent in Charge Michael McCarthy. “Although residing in Maryland, Tataw is alleged to have played a significant role in promoting violence and human rights violations in Cameroon by supporting a separatist movement. These groups have been linked to heinous crimes against civilians, and this case highlights how such atrocities can be financed and directed from afar. HSI will continue to pursue those who facilitate violence—no matter where they are located—and I commend the dedicated agents, analysts, and prosecutors who worked tirelessly on this case. Together, we continue to uphold the rule of law — at home and abroad.”

    According to court documents, multiple armed and violent secessionist groups in the Northwest and Southwest regions of Cameroon are fighting to form a new country called “Ambazonia.” The armed separatist groups sought to achieve secession by not only attacking the Cameroonian military, but also intentionally attacking the civilian population in Cameroon to coerce and intimidate the Cameroonian government into allowing these regions to secede. These separatist fighters are frequently referred to as “Amba Boys.”

    As alleged in the indictment, Tataw was a citizen of Cameroon living in Maryland and was a member of the Cameroonian diaspora with a large social media following. Beginning no later than April 2018, Tataw conspired to provide material support and resources — including money, weapons, and personnel — to Amba Boys in Cameroon, and called for the murder, kidnapping, and maiming of Cameroonian civilians. Tataw and his co-conspirators directed the maiming of Cameroonian civilians by severing their limbs, a practice Tataw called “Garriing.” Tataw used the phrase “small Garri” to refer to removing fingers or other small appendages and the phrase “large Garri” to refer to removing large limbs or killing people. Additionally, Tataw referred to himself as the “Garri Master,” or master of mutilation.

    Tataw and his co-conspirators targeted those believed to be working for or collaborating with the government, including municipal officials, traditional chiefs, and employees of the Cameroon Development Corporation, a government-owned company that grew, processed, and sold bananas, palm oil, and rubber. As alleged, Tataw personally wrote hundreds of social media posts on Facebook, YouTube, and Twitter calling for attacks against Cameroonian civilians, seeking to raise funds to arm Amba Boys, and threatening those he viewed as cooperating with the Cameroonian government. These social media posts were regularly viewed by tens of thousands of people, including Amba Boys and their leaders, and were often further disseminated by third parties allegedly acting at Tataw’s direction or encouragement.

    Tataw and his co-conspirators solicited and raised funds to supply Amba Boys with firearms, ammunition, explosive materials, and other equipment for enforcing lockdown or “ghost-town” orders and carrying out violent attacks. A fundraising campaign, known as the “National AK Campaign,” was designed to arm each Amba Boy in Cameroon with an AK-47 rifle. From September 2018 through December 2020, Tataw and his co-conspirators raised more than $110,000. Tataw and co-conspirators transferred portions of these funds — either directly or through intermediaries — to Amba Boys located in Cameroon and neighboring Nigeria. Additionally, Tataw communicated directly with Amba Boy leaders on the ground in Cameroon. Tataw also, on multiple occasions, personally took credit for Amba Boys murdering, kidnapping, and maiming civilians in connection with the separatists’ cause.

    McCarthy announced the indictment with Kelly O. Hayes, U.S. Attorney for the District of Maryland, Matthew R. Galeotti, Head of the Justice Department’s Criminal Division, Sue J. Bai, Head of the Justice Department’s National Security Division.

    UK-Nigeria partnership to detect, disrupt and deter fraud

    An agreement between the UK and Nigeria will help to better protect UK citizens from fraud as law enforcement collaboration is stepped up.

    The public will be better protected from fraud as law enforcement collaboration between the UK and Nigeria is stepped up under a new joint fraud action plan agreed between the 2 countries today.

    The partnership will provide increased protection for victims by focusing on earlier detection of threats, faster law enforcement intervention, and the disruption of cross-border criminal networks before they can cause harm. It will also support stronger systems to help prevent people from falling victim to fraud in the first place.

    Key elements of the joint action plan include:

    • information sharing and operational coordination, including the potential for joint law enforcement operations involving the UK’s National Crime Agency (NCA) and Nigeria’s Office of the National Security Adviser
    • development and strengthening of national fraud strategies through the exchange of best practice, frameworks, and lessons learned, along with potential joint public awareness campaigns to deter fraudsters
    • exploration of collaboration between financial, online, and telecoms regulators and industry bodies in both countries to help close loopholes exploited by criminals
    • sharing insights on the misuse of financial systems, with the potential for joint studies and research into emerging threats
    • identifying training needs and delivering capacity-building initiatives, starting with targeted training for Nigerian prosecutors by the UK’s Serious Fraud Office, with further programmes planned, subject to funding

    70% of fraud cases involve an international element. Today’s agreement forms part of a wider effort to build a unified international response to fraud – an issue continuing to harm individuals, undermine economies, and threaten national security.

    The UK’s Minister for Fraud, Lord Hanson, has been in Abuja this week for meetings with Nigerian counterparts and other strategic partners. Lord Hanson, Nigeria’s Attorney General and Minister of Justice, Chief Lateef Olasunkanmi Fagbemi, and National Security Adviser Nuhu Ribadu, signed a memorandum of understanding (MoU) and agreed the action plan today, formalising a commitment to deeper collaboration.

    Minister for Fraud, Lord Hanson, said:

    Fraud ruins lives. It strips people of their savings, their confidence, and their sense of security. The fact so many of these crimes now originate overseas makes our international partnerships more important than ever.

    Our new agreement with Nigeria will help us better identify and stop fraud before it happens, crack down on criminals who exploit our systems, and ultimately protect the public from the devastating impact of fraud.

    My meetings in Abuja have been hugely constructive, giving us the opportunity to align our efforts and take meaningful action to prevent further harm. I’m proud to have signed this agreement, which sets both our nations firmly on the path to a safer and more resilient future.

    As one of the world’s largest and fastest growing economies, the UK and Nigeria recognise the shared threat fraud poses to their prosperity and long-term stability.

    According to the Crime Survey for England and Wales, fraud is the most commonly-experienced crime in the UK, with more than 1 in 15 adults affected each year. In the year ending December 2024, an estimated 4.1 million incidents were recorded – almost 43% of all incidents recorded by the survey. The societal harm is also severe, with fraud against individuals in England and Wales alone estimated to cost £6.8 billion annually in 2019 to 2020.

    Beyond the financial damage, the emotional and psychological toll on victims is devastating. Many report lasting emotional harm, while increasingly sophisticated criminals are using emerging technologies, including artificial intelligence, to design realistic scams difficult to detect.

    Financially motivated sexual extortion (FMSE) is a particularly cruel form of exploitation, with many victims tragically taking their own lives due to these scams. The NCA is committed to raising awareness, providing targeted support to victims, and improving the investigation and prosecution of offenders, both in the UK and internationally.

    National Security Adviser, Nuhu Ribadu, said:

    Building on the foundation of the past successes, we must confront crime with greater seriousness, deepen collaboration across all fronts; addressing enablers, supporting victims, and pursuing perpetrators, and sustain an unyielding commitment to protect our societies.

    Deputy Director of Fraud at the NCA, Nick Sharpe, said:

    Over 70% of fraud impacting the UK is estimated to originate overseas or have overseas links. 

    However, those same fraudsters often also target victims in their own country. 

    This memorandum of understanding with the Federal Republic of Nigeria underscores our shared commitment to tackling a threat that causes significant harm to citizens of both nations.

    By sharing vital intelligence, conducting joint operations, and working to identify and address vulnerabilities, we will strengthen our collective response – ensuring that criminals are brought to justice, wherever they are.

    In November 2024, the UK-Nigeria Fraud Dialogue was launched to further strengthen the 2 nations’ shared commitment to combating fraud. The dialogue serves as a forum for regular exchanges of views and ideas, bringing together representatives from cybersecurity, law enforcement, and policy institutions, and provides a platform to review progress under the MoU.

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Racial Discrimination Commend Mauritius on Intercontinental Slavery Museum, Raise Questions on Mandatory HIV Testing for Migrant Workers and the Treatment of the Chagossian People

    The Committee on the Elimination of Racial Discrimination today concluded its consideration of the combined twenty-fourth and twenty-fifth periodic reports of Mauritius, with Committee Experts commending the State on the Intercontinental Slavery Museum, while raising questions on mandatory HIV testing for migrant workers, and the treatment of the Chagossian people.

    Pela Boker Wilson, Committee Expert and Country Rapporteur, said the Committee commended the State party for the 20 October 2020 official launch of the Intercontinental Slavery Museum under the theme “breaking the silence”, to remember the suffering, resilience and struggle for freedom of the forefathers, and to honour interculturality and promote remembrance and reconciliation.

    Chrispine Gwalawala Sibande, Committee Expert and Country Co-Rapporteur, said Mauritius still applied HIV related restrictions on the entry, stay and residence of non-nationals, with migrant workers being required to provide evidence of their negative HIV status to qualify for work and residence permits.  Would the delegation clarify reports that Mauritius required HIV testing for any residency permit longer than 90 days, and applicants were denied on the basis of HIV status?  What had the Government done to make sure it did not violate the rights of people, especially migrants, on the basis of HIV status?  What were the plans to reform the HIV/AIDS and immigration laws in Mauritius? 

    Ms. Boker Wilson also asked what steps the State party had taken to ensure the rights of the Chagossian people in negotiations with the United Kingdom’s Government?  Another Committee Expert said the Chagossian people had suffered a harm that had been significant.  They were due reparations and restitutions and needed to be involved in these negotiations.  Those who were descendants of a system of enslavement enforced on people in Mauritius were victims of a harm which needed to be repaired.  It was important to look at best practice examples from other countries. Had there been restitutions for the Chagossian people who had been disadvantaged? 

    Introducing the report, Gavin Patrick Cyril Glover S.C, Attorney General of Mauritius and head of the delegation, said the Government Programme 2025–2029 announced the setting up of a Constitutional Review Commission to make recommendations on constitutional and electoral reforms. The work of the Commission would also address several issues of direct relevance to the Committee’s concerns, including the future of the Best Loser System, the use of Kreol as a parliamentary language, and broader questions of equality and representation in Mauritian institutions.  He concluded by stating that Mauritius reaffirmed its deep commitment to the Convention and looked forward to a constructive exchange. 

    Mr. Glover, responding to questions, said all migrant workers had to comply with the law and present a HIV negative test result before being granted access to the country.  If a test was positive, they were not allowed to work and had to leave the country.  For those who contracted the disease in the country, they received the same treatment as nationals, regardless of their origin.  There were currently 60 foreign workers receiving treatment for HIV/AIDS. There was no discrimination when this test was applied; it was applied across the board, wherever you came from. It was implemented as a public health policy by the Government, due to Mauritius’ small size.  Unfortunately for the time being, this would stay in place. 

    Mr. Glover said since 1999, the Chagossians welfare fund act was established.  Dedicated educational support, including scholarships, and healthcare programmes were also provided, and the State conducted regular visits to the communities. The Government remained firmly committed to the resettlement of the Chagossians in the Chagos Archipelago and ensuring the full human rights of this group.  Mauritius was in the process of finalising with Great Britain the return of the Chagos Archipelago.  It was expected that the terms would result in a positive outcome. 

    In concluding remarks, Ms. Boker Wilson extended sincere thanks and appreciation to the delegation for the interactive dialogue. The delegation had delivered on its pledge to ensure openness and accountability, and the State party’s commitment to continuity was appreciated. 

    Mr. Glover, in his concluding remarks, extended thanks for the dialogue which had taken place.  Mauritius viewed this exchange as an opportunity to reflect openly and recommit the State to the principles of the Convention.  History left long shadows, but Mauritius believed that progress was possible.  The State was committed to achieving unity, dignity and justice for all.   

    The delegation of Mauritius consisted of representatives of the Attorney General’s Office; the Ministry of Foreign Affairs, Regional Integration and International Trade; and the Permanent Mission of Mauritius to the United Nations Office at Geneva.

    The Committee has before it the combined twenty-fourth and twenty-fifth periodic reports of Mauritius (CERD/C/MUS/24-25).

    Presentation of Report

    BRIAN NEIL JOSEPH GLOVER, Permanent Representative of Mauritius to the United Nations Office at Geneva, expressed appreciation to the Committee for allowing the dialogue to take place in a hybrid format. He then introduced the delegation of Mauritius.

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said that since the combined report was submitted in July 2021, several developments had affected the application of the Convention in Mauritius.  In retrospect, Mauritius recognised that paragraphs 4 and 5 of the report should have engaged more meaningfully with the concerns of the Committee; this approach had been reassessed and today the State was committed to more openness and accountability.  In November 2024, a new government was elected with a vision which included a renewed commitment to human rights.  During the dialogue, the State would aim neither to disown the past nor engage in political blame, but would reaffirm Mauritius’ enduring commitment to the Convention. 

    Some of the issues relating to disaggregated data, ethnic identification, and racial disparities were deeply complex and sensitive in Mauritius.  It was a proudly diverse society, but also one shaped by a painful history of division.  Against this backdrop, classifying individuals along ethnic lines remained politically sensitive and socially divisive.  However, the State accepted that the absence of such data must not become an excuse for blindness to discrimination.  Mauritius welcomed the guidance of the Committee to chart a path forward that was principled and mindful of the national context.  To mark the sixtieth anniversary of the Convention, it was being translated by the Government into Kreol Morisien for public dissemination.

    The Government Programme 2025–2029 announced the setting up of a Constitutional Review Commission to make recommendations on constitutional and electoral reforms.  The work of the Commission would also address several issues of direct relevance to the Committee’s concerns, including the future of the Best Loser System, the use of Kreol as a parliamentary language, and broader questions of equality and representation in Mauritian institutions.  Since the submission of the report, Mauritius had enacted several important legislative reforms, including the private recruitment agencies act 2023; the combatting of trafficking in persons (amendment) act 2023; the immigration act 2022; the protection and promotion of the rights of persons with disabilities act 2024; and a gender equality commission bill. 

    The Best Loser System continued to operate within Mauritius’ electoral framework. 

    Following the 2024 general elections, and with the operation of the Best Loser System, the National Assembly now comprised of 36 members from the Hindu community, nine members from the Muslim community, two members from the Sino-Mauritian community, 19 members from the general population, and one non-elected member.  Many civil society groups had called for the abolition of community-based classifications, while others urged updating the census, believing that the Best Loser System could still offer an important safeguard for minorities.

    Navigating this dilemma would be one of the challenges that the Constitutional Review Commission would be called to address. 

    The Government of Mauritius remained strongly committed to implementing a resettlement plan in the Chagos Archipelago and supported the aspirations of Chagossians, as Mauritian citizens, to be able to resettle in the Chagos Archipelago if they wished.  An amount of Rs 50 million had been earmarked for 2024-2025 for visits to be undertaken to the Chagos Archipelago as groundwork for a proper resettlement.  In Mauritius, out of a population of 1,233,097, Kreol was the language habitually spoken by 968,952 persons.  Regarding the use of Kreol in Parliament, meetings were being organised with a view to looking into the practical hurdles that needed to be cleared before introducing the Kreol Morisien language in the National Assembly. 

    A new public website would shortly offer free access to updated legislation and all international treaties binding Mauritius, including the Convention.  The State’s legislation criminalised hate speech and incitement to racial or religious hatred. Human rights education remained a national priority, and the National Human Rights Commission conducted workshops and collaborated with civil society to promote equality.  Sensitisation campaigns targeted both youth and the wider public, including the distribution of the Universal Declaration of Human Rights in Kreol Morisien.  Mr. Glover concluded by stating that Mauritius reaffirmed its deep commitment to the Convention and looked forward to a constructive exchange.

    Questions by a Committee Expert

    PELA BOKER WILSON, Committee Expert and Country Rapporteur, said 

    regrettably, the Committee noted the State party’s persistent position that the collection of data disaggregated by ethnicity ran contrary to national unity and the fostering of a rainbow nation.  The Committee recognised the State’s priorities in promoting national unity.  The State party was encouraged to meet its obligation of collecting and publishing data disaggregated by grounds of discrimination, recognised in international human rights law.  Notwithstanding this position, could the State party share how the rights guaranteed under the Convention were being enjoyed by the various ethnic groups, including the Creoles, Chagossians and Ilois? What steps had Mauritius taken to collect and evaluate socio-economic indicators across various ethnic minorities to develop evidence-based socio-economic policies?  Could information be provided on the composition of the population in respect of non-nationals such as migrants, refugees, asylum seekers and stateless persons disaggregated by residence status, sex and age?

    Had the State party taken any action, in the form of training or awareness raising, on anti-discrimination for magistrates, judges, prosecutors and police to further the application of the Convention by domestic courts?  Had there been any steps by the State party to enact comprehensive anti-discrimination legislation as a means of ensuring that victims had access remedies for discrimination?  Could examples be provided of cases in which the Convention had been directly applied by judges, or invoked before the courts? 

    The Committee had requested the State party to hold countrywide consultations to bring about a change of the existing classification of groups, including in the Constitution, giving due account to the principle of self-identification and the Committee’s general recommendation no. 8 (1990) concerning the interpretation and application of article 1 (1) and (4) of the Convention.  Had such consultations been held? 

    Could information be provided regarding awareness-raising campaigns and educational programmes aimed at showcasing the contribution of each ethnic group to the development of the State party’s society? Did the State party have updated information on the preparation of a human rights action plan for the period 2024-2030? What measures had the State party undertaken to implement a comprehensive strategy and national action plan to combat racism, racial discrimination, intolerance, and any manifestation of racial or caste-based superiority?

    The Committee encouraged the State party to give due consideration to revising the equal opportunities act, with a view to include language among the prohibited grounds of discrimination, and to introduce a legal provision on special measures aimed at accelerating the full and equal enjoyment of rights by disadvantaged groups.  Could the State party provide information on the overall implementation of the act?  What claims had been filed under it and what effects had it had? 

    Had the State party undertaken efforts at ensuring its recommendation regarding the jurisdiction of the Equal Opportunities Commission to investigate complaints against civil servants, and the handing down of sanctions commensurate with the gravity of the offences?  How was the development of the land division dealing with land dispossession and ownership claims?  What impact had the recent changes to the law against human trafficking had on the fight against human trafficking in Mauritius? 

    What efforts had been undertaken to ensure that the Criminal Code and other relevant legislation prohibited and punished racist hate speech, as well as organizations that promoted and incited racial discrimination?  Were there updated statistics on complaints registered with the courts or any other national institution for acts of racial discrimination, racist hate speech and racist hate crimes, including over the Internet and through the media?

    The Committee commended the State party for the 20 October 2020 official launch of the Intercontinental Slavery Museum under the theme “breaking the silence”, to remember the suffering, resilience and struggle for freedom of the forefathers, and to honour interculturality and promote remembrance and reconciliation.  Could information be provided on the implementation of other recommendations of the Truth and Justice Commission relating to land dispossession and ownership claims?  What had the Truth and Justice Commission done to investigate and respond to the lingering effects of colonialism and the slave trade in Mauritius?  What other measures was the State party considering that could address the racial disparities and legacies of colonialism and the slave trade?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said it was regretful that the Equal Opportunities Commission had not been a model of what it could be. The State took the suggestion of the inclusion of language as a possible segment of discrimination very seriously. Primary and secondary education was free in Mauritius and all students were taught English and French, whatever their economic and social background.  No one was left behind, but it was recognised that those falling out of the system needed to be helped.  It was possible that an amendment could be introduced to cater to those who slipped through the net. 

    Based on a population census in 2020, there were more than 1.2 million people living in the Republic of Mauritius, with the majority being of Mauritian nationality.  Around 40 per cent of those had reported their religion as Hindu; 32 per cent had reported their religion as Christian, 18 per cent had reported their religion as Muslim; and the remaining identified as “other” or did not supply the religion.  Some 79 per cent of the population spoke Kreol at home. 

    Statistics regarding the prison population were difficult to pinpoint, given the movement of people within the prison system.  Information on ethnic origin was not collected, but information on religion and citizenship was provided.  As of April 2025, the Mauritian prison system housed 2,858 detainees, with 60 per cent being Roman Catholic.  Foreign nationals represented 9.7 per cent of the prison population.  As of January 2025, there were more than 48,000 migrant workers in Mauritius with valid work permits, working across various sectors, including manufacturing, retail and trade, among others.  There were no reported cases of stateless persons in Mauritius.

    Questions by Committee Experts

    PELA BOKER WILSON, Committee Expert and Country Rapporteur, asked what the delegation meant about the movement of the detained persons; could this be clarified?

    The attention of the Committee was drawn to the vagrancy act of 1867, which criminalised individuals who lacked a fixed residence, means of subsistence, or regular employment.  There had been reports that the history of the law was related to colonialist and racist efforts that controlled the movement of Indian labourers, referencing a historical event where thousands of Indians were reportedly imprisoned under brutal conditions.  Did the State party have plans to repeal this act? 

    There had also been reports that the morality clauses in article 6 of the immigration act were rooted in colonial-era mentalities, and could have a disproportionate and discriminatory impact on minorities.  Had Mauritius investigated this?  Article 5 of the immigration act banned individuals with infectious, contagious, or communicable diseases.  This could encompass HIV/AIDS, which disproportionately affected marginalised groups.  Had Mauritius investigated this?

    A Committee Expert asked if the racial tensions in the country had disappeared?  What had caused more harmonious relations? 

    Another Expert asked what percentage of descendants of slavery were a part of the Mauritian population today? 

    A Committee Expert said the Truth and Justice Commission addressed the issue of land confiscation; what results had been achieved by the court set up to address these cases?  Was the State certain that when it revoked the citizenship of a person, they would not become stateless?

    An Expert said Mauritius had unfortunately experienced the effects of British colonisation, and English people were still present within the country.  The people were waiting for Mauritius to be liberated from the British presence. Mauritius had the resources to help Africa to emerge from the long colonial night of slavery.

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said Mauritius was fully committed to complete the decolonisation process of Africa, for those in the Chagos Archipelago, and it was hoped that this would become a reality in the coming weeks.  In 1995, a law was passed, and all Mauritians who came of age after this date were automatically granted Mauritian nationality.  There was a willingness and necessity for the piece of legislation to be changed today, so everyone could be on the same level. 

    There was no prosecution in Mauritius for being a vagrant, but there had been prosecutions under the offence of being a “rogue or vagabond” which was a different matter.  There were more than 800 of these cases prosecuted in 2024. This was a matter which would be taken up in the reform of the criminal justice system.  The State was aware of the discrepancies of the immigration act regarding communicable diseases, and acknowledged there was a need to review this legislation.  There had previously been an abominable piece of legislation, the Hoffman law, which enabled a citizenship provided to a non-citizen to be revoked.  This would also be reviewed. 

    There was a latent possibility of tensions rising and the State had to be careful not to stoke any of these factors.  There were instances, such as in the last election, where the whole nation came together and showed that the multicultural society could work. 

    Questions by Committee Expert

     

    CHRISPINE GWALAWALA SIBANDE, Committee Expert and Country Co-Rapporteur, asked what steps Mauritius had taken to ratify the International Convention on the Protection of the Rights of All Migrant Workers and Members of their Families? 

    The Committee would still like an update regarding disaggregated data by ethnicity?  What were the unique challenges that people of African descent faced in Mauritius?  Would the delegation update the Committee on steps being taken to ratify and accept the individual communication article under the Convention?  According to the State report, there were currently three distinct cases against the State in court by lesbian, gay, bisexual, transgender and intersex persons.  Could an update on the human rights issues being raised in these three cases be provided?

    Mauritius had not signed the 1951 Convention relating to the status of refugees and its 1967 Protocol Convention.  Would the delegation update the Committee on the plans being developed to have a legislative and policy framework in place to ensure refugees were well protected under the law?  What were the plans to ratify the 1951 Convention relating to the status of refugees and its 1967 Protocol Convention?  What measures was Mauritius taking to address matters of statelessness and compile data on stateless persons?  Could the delegation update the Committee on birth registration and citizenship laws available?

    What were the legislative, policy and effective action points being taken to make sure that all ethnic groups were treated equally in Mauritius?  How was the Government handling the allegations that certain ethnic groups were getting preferential treatment? 

    What legislative, policy and enforcement action points had been put in place to address discrimination on issues of wages affecting Creoles and Muslims of Indian origin communities?  Would the delegation update the Committee on measures being taken to address underpayment for overtime in the textile and apparel industries, including issues on differences in legislation and calculation of overtime hours?  What were the legislative and policy reform steps being taken to address matters concerning the informal sector that accounted for 10 per cent of all workers? 

    The garment sector of Mauritius was a significant destination for migrant workers from Bangladesh.  Some reports found that Bangladesh nationals incurred significant debt to pay recruitment fees; were unable to review their contracts prior to signing or departing for Mauritius; and had a limited understanding of their salaries, among other issues.  Had Mauritius reviewed the recruitment procedures of foreigners and migrant workers, especially the recruitments that involved agents?  What measures had the Republic of Mauritius taken to address the concerns of persons belonging to certain nationalities, including Bangladesh citizens? 

    What measures had the State taken to minimise these challenges and make sure that all international labour instruments by the International Labour Organization on the treatment of migrant workers were compiled and enforced? When would Mauritius sign and ratify several International Labour Organization Conventions?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said the three cases referred to were determined by the Supreme Court in 2023.  The Supreme Court decided that criminalising consensual same-sex relations between males was unconstitutional. 

    It was estimated that around one third of Mauritians descended from slaves.  Mauritius would update its citizenship laws regarding refugees and asylum seekers. The current laws did not address statelessness and this would be addressed.

    Migrant workers should typically enjoy the same benefits and laws as any Mauritians.  However, there were cases where migrant workers had been lured to come to Mauritius and became enslaved by certain employers.  The Government was taking a strong stand on this issue and had recently publicised a well-published case in this regard, where they worked to bring the perpetrators who had abused the migrant workers to justice. Large companies with clientele in Europe and America were strict in their adherence to the law, and dealt with all processes relating to migrant workers correctly.  Mauritius was firmly committed to enforcing its immigration laws while ensuring the rights of migrant workers were upheld.  In cases where unscrupulous employers had not declared workers or where they did not renew their visas on time, these migrant workers were considered to be victims. 

    Questions by Committee Expert

    CHRISPINE GWALAWALA SIBANDE, Committee Expert and Country Co-Rapporteur, asked for more data on domestic workers?  Mauritius still applied HIV related restrictions on the entry, stay and residence of non-nationals, with migrant workers being required to provide evidence of their negative HIV status to qualify for work and residence permits.  Would the delegation clarify reports that Mauritius required HIV testing for any residency permit longer than 90 days, and applicants were denied on the basis of HIV status?  What had the Government done to make sure it did not violate the rights of people, especially migrants, on the basis of HIV status?  What were the plans to reform the HIV/AIDS and immigration laws in Mauritius? 

    The Government of Mauritius had demonstrated overall increasing efforts compared with the previous years on issues of combatting human trafficking and had therefore been upgraded to tier 2.  However, the Government did not meet the minimum standards to combat human trafficking in some key areas, including not convicting any traffickers in court for the second consecutive year in a row.  Would the delegation update the Committee on the data available on cases prosecuted?  What concrete measures was Mauritius taking to combat human trafficking, including perpetrators of human trafficking prosecuted under the combatting of trafficking in persons act?  What had the Government of Mauritius done to make sure that the courts dealt with the backlog of cases?  What programmes were being initiated and rolled out, whether through legislation, policy or action points, to make sure citizens were encouraged to report cases of human trafficking and sex trafficking? 

    A Committee Expert asked why the Human Rights Commission was not present before the Committee and if it was influenced by the Prime Minister’s office?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said from June 2021 to March 2025, there were 41 cases of trafficking reported, and six were prosecuted.  The backlog of cases was a systemic problem in the criminal justice system.  A police and criminal justice bill was being prepared to set up the parameters in which the judicial processes would be carried out, to ensure diligent hearings and adjudication of various cases.

    There were no restrictions on civil society to protest, provided they stayed within the parameters of the law.  The State had just received the report of the Human Rights Commission for 2024, and this would be shared with the Committee. 

    Questions by Committee Expert

    CHRISPINE GWALAWALA SIBANDE, Committee Expert and Country Co-Rapporteur, asked what was being done to ensure that civil society participated in the review of Mauritius? 

    Another Expert said the mandatory HIV test was not compliant with the Convention.  It was ineffective as a public health policy and cast a negative stigma on migrant workers. 

    PELA BOKER WILSON, Committee Expert and Country Rapporteur, asked how the different ethnic groups in Mauritius enjoyed their rights under the Convention?

    Another Committee Expert said it was understood that civil society had not suffered intimidation, but was it consulted prior to the dialogue?  Why did the Human Rights Commission not report directly to parliament or the public? 

    Responses by the Delegation

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said he took on board the views that the mandatory HIV law was ineffective and discriminatory and would act as an advocate in this regard.  All domestic workers had to obtain a resident and work permit to work in Mauritius. 

    The Chairperson of the National Human Rights Commission was appointed on the recommendation of the Prime Minister, and could be seen to not be totally independent.  The Commission had carried out its work well, and a new Chairperson would be appointed in the coming days.  It was expected that the Constitutional Review Commission would now have a say in the processes of the appointments of these kinds of positions. 

    Questions by a Committee Expert

    PELA BOKER WILSON, Committee Expert and Country Rapporteur, said during the previous dialogue, the Committee urged the State party to adopt and implement a well-resourced strategy to address the deep-rooted discrimination faced by the Creoles, including those living on Agaléga and Rodrigues Islands.  What steps had been undertaken to implement this strategy?  What measures were in place to ensure ethnic minorities had equal enjoyment of economic, social and cultural rights?  Had measures relating to adequate housing, health-care service and quality inclusive education been designed in close collaboration with the communities concerned and relevant civil society organizations?  What measures had the State party undertaken to ensure effective participation and representation of ethnic minorities in public and political life?  What measures were envisaged to grant national language status to Creole?

    Could information be provided on the impact of climate change, tourism and development projects on marginalised communities, particularly ethnic minorities?  What was the State party’s national plan on business and human rights? The Committee would appreciate updated information from the State party regarding the assessment of current measures, including the Best Loser System, and the process of electoral reform? What steps had the State party taken to ensure the rights of the Chagossian people in negotiations with the United Kingdom’s Government?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said the Government was adamant that all races, communities and religious groups were treated on an equal footing and guaranteed full enjoyment of economic, social and cultural rights. The first of February was a holiday in Mauritius, marking the abolition of slavery in the country.  Pieces of legislation had been passed to ensure the Creoles were not left behind, as well as the Chagossians.  Since 1999, the Chagossian welfare fund act was established. Dedicated educational support, including scholarships, and healthcare programmes were also provided, and the State conducted regular visits to the communities.  The Government remained firmly committed to the resettlement of the Chagossians in the Chagos Archipelago and ensuring the full human rights of this group. 

    The Best Loser System was implemented to ensure that underrepresented communities received representation.  The State recognised it was not the best system and was outdated; two levels of amendments would be introduced in this regard. The Judicial and Legal Commission had been established for the appointment of judicial officers, and consisted of the Chief Justice and the President of the Public Service Commission. This Commission had the exclusivity of appointing all judicial and legal officers. 

    In the National Assembly, people addressed the chamber in English and French.  Members were also able to address a few lines in Creole when appropriate.  Recently, one member wanted to make a whole address in Creole and she was ruled out by the speaker.  Following this, the speaker raised the issue of introducing Creole in the Assembly, which they expected would be supported by most members. 

    A student behaviour policy was introduced in schools to reinforce tolerance and diversity in schools.  There had been a decline in bullying cases, and an anti-bullying policy was being drafted within the Ministry of Education.   

    Questions by Committee Experts

    PELA BOKER WILSON, Committee Expert and Country Rapporteur, asked if strategies concerning Creoles were developed with their participation?  Were the welfare programmes based in law or were they policies which could change depending on the Government?  What kind of scholarships were provided?  Who were the target beneficiaries? 

    A Committee Expert said welfare systems did not reconcile with the past.  Had there been restitutions for the Chagossian people who had been disadvantaged? 

    Another Expert asked if all groups embraced the celebrations of the first of February?  Could more information be provided on the Creole group of Mauritius?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said there were national celebrations on the first of February, but ethnic lines were well demarcated when it came to attendees.  Creole referred to a certain category of people with a mixed descent.  A programme entitled “bridge to the future” had been produced, which was an overhaul of the election and judicial system in the country, concentrated in the hands of the Constitutional Reform Commission which would likely begin its work next month. 

    The previous Government had opened negotiations with Great Britain to find a solution for the Chagos Archipelago.  The United Kingdom recognised Mauritius’ sovereignty over the territory and negotiations were currently underway. The Best Loser System was outdated and was based on the census of 1972 with no relevance today.  The changes made would be implemented within the Constitution and removed the need to declare a candidate’s race or community when standing for parliament. 

    Questions by Committee Experts

    A Committee Expert said the Chagossian people had suffered a harm that had been significant.  They were due reparations and restitutions and they needed to be involved in these negotiations.  Those who were descendants of a system of enslavement enforced on people in Mauritius were victims of a harm which needed to be repaired.  It was important to look at best practice examples from other countries.

    Another Expert asked how the First Decade of People of African Descent was marked and what programmes were undertaken?  Had Mauritius started to think about the Second Decade?  Would the State think about establishing more sites of memory for people of chattel enslavement in the Second Decade? 

    FAITH DIKELEDI PANSY TLAKULA, Committee Expert and Follow-up Rapporteur, said the Committee had made a mistake in the follow-up paragraphs for the last dialogue and appreciated that Mauritius had accommodated their mistake.  It was appreciated that the national mechanism for reporting and follow-up had been established.  It was noted that information had been provided on the roadmap for teaching Creole and on the use of Creole in parliament.  Could an update on the use of Creole in the administration and in the judiciary be provided?  Had the State considered developing a roadmap for the Chagossian people? 

    An Expert said Great Britain was being allowed to continue to dominate Mauritius, and still had sway over the country and its people.   Mauritius had suffered too much to return to the past.  It was hoped Mauritius could come together as one country.

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said Mauritius did not focus on division, but rather on unity.  Recently there had been no complaints registered for acts of racial discrimination and racist hate speech.  There had been a case of stirring racial hatred where the perpetrator was sentenced to two years in prison in 2022. 

    The political agreement reached in October for the Chagossian people did not set out the various elements of the treaty. Mauritius was trying to move away from the divisions imposed by colonial masters.  All communities were aware that whichever Government was in power ensured the equality of all segments of the population.  Mauritius had no definite plans yet for the Second Decade of People of African Descent. 

    While English was the primary language in courts, French and Creole were also accepted.  Around 90 per cent of people in Mauritius understood the Creole language and it was used in the courts.  Government documents were in English.  There was a dedicated channel for Parliament and Mauritius was looking into setting up a second channel which carried a simultaneous translation of proceedings in Parliament into Creole. 

    Mauritius was in the process of finalising with Great Britain the return of the Chagos Archipelago.  The United Kingdom had to have the support of the United States before coming to terms with Mauritius.  It was expected that the terms would result in a positive outcome.

    CHRISPINE GWALAWALA SIBANDE, Committee Expert and Country Co-Rapporteur, said the Committee discussed the topic of different ethnic groups in Mauritius, solely to ensure that some were not receiving preferential treatment.  Could data be provided on migrant workers and how they were being taken care of?  What measures had Mauritius taken in terms of training, education, culture, information and awareness about the Convention, the human rights provisions in the Constitution of Mauritius, and other laws in Mauritius?  Were issues of human rights covered in the curriculum at primary, secondary and tertiary level?  How was Mauritius combatting racial discrimination through school curricula, university programmes and teacher training? 

    Could more information be provided on judicial authorities, jurisprudence and judgments on matters of racial discrimination, including the principles of the Convention?  What human rights training was offered to law enforcement agencies? What measures would be taken to ensure that non-governmental organizations and the national human rights institution fully participated in human rights education and awareness? 

    Reports indicated that the Government had decreased funding for protection and assistance services to victims of human trafficking, including sex trafficking.  What measures had been taken to make sure there was adequate funding to combat trafficking, including providing protection and assistance services to victims?  What programmes had the State rolled out for providing education to combat human trafficking?  There had been difficulties reported in accessing healthcare for irregular migrants, stateless persons and asylum seekers, who might not have access to the National Health Insurance Card.  What programmes had been implemented to provide human rights awareness on matters of healthcare?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said reports relating to discrimination of migrant workers regarding healthcare were unfounded as everyone in Mauritius was afforded free public healthcare, whether they were a migrant or not. Mauritius had not hidden from the prejudices within its society.  Human rights principles were embedded in formal school curricula.  In 2024, the National Human Rights Commission conducted public campaigns reaching over 100,000 individuals, including parents, students and teachers, and had also produced materials, including the translation of the Universal Declaration of Human Rights into Creole. Non-governmental organizations had provided input into important State documents, including the national human rights plan, as well as in preparation for the Universal Periodic Review. 

    Questions by Committee Experts

    CHRISPINE GWALAWALA SIBANDE, Committee Expert and Country Co-Rapporteur, said the law in Mauritius prevented internet users from posting anything that could cause “annoyance, humiliation, inconvenience, distress or anxiety to any person” on social media.  Anyone found guilty faced up to 10 years’ imprisonment. There were reports that police arrested two people on allegations of drug trafficking because they made critical comments against the Government or police.  What was the outcome of these cases?  What measures was the State taking to ensure citizens were not punished merely for criticising the State through expressing freedom opinion?  Had the cases of three journalists from the Defi Media group who filed complaints of harassment been addressed?  How was it ensured that journalists could operate freely in Mauritius?  It was reported that many buildings in Mauritius remained inaccessible to persons with disabilities; what was the Government doing to overcome this? 

    A Committee Expert applauded the efforts of the State party to create a harmonious society out of the calamity of colonialism.

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said the two cases of those arrested in relation to drug charges were high profile cases in Mauritius and were ongoing.  The accused had been extremely critical of the previous regime.  There had been no prosecutions of alleged drug offences so far. The journalists arrested were also extremely critical of the previous regime, and due to the usual process adopted by that regime, they were attacked.  The inquiry had not yet been completed, and if there was enough evidence to convict the persons behind the cowardly attacks on these journalists, appropriate actions would be taken.

    CHRISPINE GWALAWALA SIBANDE, Committee Expert and Country Co-Rapporteur, said French and English were considered de facto languages of Mauritius.  What measures was the Government taking to ensure all languages were recognised in Mauritius?  Was there recognition of the various groups, including Chagossians in the country?

    GAVIN PATRICK CYRIL GLOVER S.C, Attorney General of Mauritius and head of the delegation, said all courtrooms in Mauritius provided adequate access for persons with disabilities.  Irrespective of the descent of any Mauritian, more than 90 per cent of the population understood and spoke Creole.  The State had begun translating the Convention against Torture into Creole and would eventually work to translate all other Conventions into Creole.

    FAITH DIKELEDI PANSY TLAKULA, Committee Expert and Follow-up Rapporteur, said the Committee would send concluding observations which contained a follow-up for recommendations which needed to be implemented within one year. 

    PELA BOKER WILSON, Committee Expert and Country Rapporteur, extended sincere thanks and appreciation to the delegation for the interactive dialogue.  The Government of Mauritius should be commended on its reassessed approach to the review which contributed to the quality of the exchange.  The delegation had delivered on its pledge to ensure openness and accountability, and the State party’s commitment to continuity was appreciated.

  • MIL-OSI Australia: Equity Fund reaches $3 million milestone

    The funding distributed to date has supported over 5,000 students from 2,500 Canberra families.

    The ACT Government has now provided more than $3 million in financial support to Canberra families through the 2025 Future of Education Equity Fund.

    Since it opened in December 2024, the Equity Fund has supported over 5,000 students from more than 2,500 Canberra families.

    The fund helps ACT students from eligible families access everyday essentials to assist with their education and wellbeing.

    This includes as book packs, uniforms and excursions, sport equipment and activities, tuition, and music lessons.

    It supports financially disadvantaged families with students who are enrolled in preschool through to Year 12 in any ACT school.

    Payments are:

    • $400 for preschool students
    • $500 for primary school students
    • $750 for high school and college students

    Having such items and services, that they otherwise might not have, helps students fully engage with their education.

    Applications for the 2025 school year will remain open until 28 November 2025.

    Rather than separate their families, ICE asked the mothers if they wanted to be removed with their children or if they wanted ICE to place the children with someone safe the parent designates

    Both mothers choose to deport with their children

    Jenny Carolina Lopez-Villela illegally entered this country three times in September 2019, March of 2021, and August 2021

    She and her older daughter were deemed inadmissible to the United States the first time she entered the country and both her and her daughter were given final orders of removal in March 2020

    When she was taken into ICE custody in April 2025, she chose to bring her younger daughter, who is an American Citizen, with her to Honduras and presented a valid United States passport

    Reachel Alexas Morales-Valle entered this country illegally and was released into the interior in 2013

    She was given a final order of deportation in 2015

    In February of 2025, she was arrested by Kenner Police Department in Louisiana for speeding, driving without insurance, and driving without a license

    When she was taken into ICE custody in April 2025, she chose to bring both children, who are American citizens, with her to Honduras and presented a valid United States passport for each child

    DHS takes its responsibility to protect children seriously and will continue to work with federal law enforcement to ensure that children are safe and protected

    NASA’s annual Student Launch challenge will bring middle school, high school, and college students from around the country together to launch high-powered rockets and payloads. On Saturday, May 3, from 8:30 a.m.-2:30 p.m. CDT (or until the last rocket launches), student teams will convene for the agency’s 25th annual challenge at Bragg Farms in Toney, Alabama, near NASA’s Marshall Space Flight Center in Huntsville.

    About the Competition
    Student Launch provides relevant, cost-effective research and development of rocket propulsion systems and reflects the goals of NASA’s Artemis Program, which will establish the first long-term presence on the Moon and pave the way for eventual Mars missions.
    Each year, the payload component changes to reflect current NASA missions. As Student Launch celebrates its 25th anniversary, the payload challenge will include “reports” from STEMnauts, non-living objects representing astronauts. The STEMnaut “crew” must relay real-time data to the student team’s mission control, just as the Artemis astronaut crew will do as they explore the lunar surface.  
    Eligible teams compete for prizes and awards and are scored in nearly a dozen categories including safety, vehicle design, social media presence, and science, technology, engineering, and math (STEM) engagement.
    Marshall’s Office of STEM Engagement hosts Student Launch to encourage students to pursue careers in STEM through real-world experiences. Student Launch is a part of the agency’s Artemis Student Challenges– a variety of activities exposing students to the knowledge and technology required to achieve the goals of the Artemis missions.

    Homeowners and renters in the Anderson, Butler, Carroll, Christian, Clark, Franklin, Hardin, Hopkins, Jessamine, McCracken, Mercer, Owen and Woodford counties may be eligible

    The deadline to apply under DR-4864-KY is June 25

    Homeowners and renters in Woodford County may be eligible for federal assistance under DR-4860-KY or/and DR-4864-KY

    If you had property damage or loss in Woodford County from the February severe incident, and then again from the April severe incident, you will need to complete two separate disaster assistance applications
