  • MIL-OSI Security: Man pleads guilty to manslaughter through diminished responsibility

    A 32-year-old man has pleaded guilty to manslaughter through diminished responsibility, after he stabbed his stepfather in his own home.

    Adejuwon Olufemi Alexander Jnr Oyekan, 32 (08.11.1992) of Melina Close, Hayes, pleaded guilty to manslaughter through diminished responsibility at the Old Bailey on Monday, 24 February 2025.

    Officers were called to a residence in Hayes in the early hours of Tuesday, 11 July 2023, to reports Oyekan had stabbed his 54-year-old stepfather Jason Thompson.

    When they arrived, officers were faced with Oyekan still armed with the knife which he had used to attack Jason.

    After the first responding officers had gained entry to residence they challenged Oyekan, initially using their tasers in an attempt to disarm him. When this was unsuccessful, they then left the address to await support from armed response officers to detain him.

    When officers returned to the property, they made it their priority to assist Jason. However, sadly and despite the best efforts of the emergency services, Jason died from his injuries at the scene.

    Detective Chief Inspector Laura Semple from the Met’s Public Protection Partnership, said: “Our thoughts remain with Jason’s family throughout this difficult time.

    “I’d like to thank the first responding officers who attend the scene and demonstrated huge bravery to challenge the suspect, who was armed and acting aggressively.

    “Their quick thinking, to use the tools at their disposal, guaranteed Oyekan was admitted to custody from the scene, and did not go on to pose a wider threat to the public.”

    Oyekan was arrested at the scene and charged with murder on Wednesday, 11 July 2023.

    He is due to be sentenced Thursday, 10 April.

    HONOLULU — Four nominees for Circuit Judge for the Circuit Court of the Third Circuit (Island of Hawaiʻi) have been announced for consideration. Governor Josh Green, M.D., will nominate a successor to fill the vacancy left by the retirement of Circuit Judge Robert D.S., Kim in July of 2024.

    The State Judicial Selection Commission transmitted the list of nominees to Governor  Green following a thorough review of the qualifications and backgrounds of all applicants.

    The nominees are:

    • Mark D. Disher; currently Deputy Corporation Counsel in the County of Hawaiʻi Office of the Corporation Counsel. He is a graduate of the William S. Richardson School of Law at the University of Hawaiʻi at Mānoa.
    • Brandon K. Flores; currently Assistant Administrator of the Child Support Enforcement Agency in the state of Hawaiʻi Department of the Attorney General. Flores is a graduate of the William S. Richardson School of Law at the University of Hawaiʻi at Mānoa.
    • Kauanoe A.D. Jackson; currently a Deputy Prosecuting Attorney, county of Hawaiʻi Office of the Prosecuting Attorney. Jackson is a graduate of the Chapman University School of Law (known now as the Dale E. Fowler School of Law).
    • Scott K.D. Shishido; currently the Hawaiʻi Island Managing Attorney for the Legal Aid Society of Hawaiʻi. Shishido is a graduate of the William S. Richardson School of Law at the University of Hawaiʻi at Mānoa.

    Governor Green must make his appointment within 30 days, or by Friday, March 28, 2025.

    Amnesty International has expressed concern at the level of racist hate crime in Northern Ireland, as new figures published today show attacks hit an all-time high during summer 2024.

    The figures were published today in a report by the Police Service of Northern Ireland (PSNI) and the Northern Ireland Statistics and Research Agency (NISRA), which tracked recorded hate crimes and incidents for the twelve months to the end of December 2024.

    The report reveals that there were 1,777 racist incidents and 1,150 racist crimes recorded by the police during 2024. There were 454 more race incidents and 292 more race crimes recorded in 2024 than the previous year. 

    Six of the eight highest monthly levels of race incidents since records began in 2004 were recorded between May and October 2024.

    The summer period of June, July and August recorded a new highest monthly level of race incidents, peaking at 351 incidents in August, the highest since police records began in 2004.

    More than half (604) of recorded race hate crimes in 2024 were in Belfast. The second highest area for recorded race hate crimes during the year was Antrim and Newtownabbey (133).

    Racist crimes represented 1.3% of all recorded crime during 2024. Hate crimes now represent more than 1 in 50 (2.15%) of all crimes in Northern Ireland.

    Patrick Corrigan, Amnesty International’s Northern Ireland Director, said:

    “The last year has seen a devastating surge in hate crime in Northern Ireland, with thousands of victims left feeling afraid and unprotected, and race hate incidents hitting an all-time high during the summer.

    “Years of complacency about the rise of racism here left bigoted thugs, including paramilitaries, emboldened to carry out an ever-greater number of attacks, particularly during the far-right violence in the summer.  

    That hate crime now represents more than one in fifty of all recorded crimes in Northern Ireland must be a wake-up call to both police and politicians.

    Tackling racism and hate crime in Northern Ireland will require not just a more consistent response from the police but unambiguous political leadership and effective strategies from the Executive, something which has hitherto been lacking.”

    Responding to the vote of confidence in the new Lebanese government passed by the country’s parliament today, Kristine Beckerle, Amnesty International’s Deputy Regional Director for the Middle East and North Africa, said:

    “Today’s vote marks a crucial opportunity for Lebanon to break with the shortcomings of past governments and place human rights at the centre of much-needed reforms.

    “In the past five years alone, government failings led to an unprecedented financial and economic crisis and one of the largest non-nuclear explosions in history. Yet, the Lebanese people have yet to see any justice or accountability.

    “More recently, the escalation in hostilities between Hezbollah and Israel resulted in mass displacement and thousands of civilian casualties. Israeli military attacks, some of which may amount to war crimes, killed healthcare workers, journalists, and civilians. Justice will remain elusive as long as Lebanon fails to join the International Criminal Court.

    “The new government must go beyond rhetoric and prove its commitment to human rights by taking decisive steps to address these and other longstanding issues. This includes ending the crisis of impunity by enabling independent and transparent investigations into the Beirut port explosion. It also means pursuing accountability for grave violations committed on and from its territory by joining the ICC and ensuring reparation for victims of violations.

    “We further call on the new government to reinforce social and economic rights protections, including through the establishment of a universal social protection scheme. It also must take meaningful steps to safeguard free expression, combat gender-based violence and discrimination, and protect the rights of all individuals, including migrants, refugees, and detainees.”

    Background

    On 9 January 2025, Lebanon’s Parliament elected a new president, Joseph Aoun, after a more than two-year presidential vacancy. On 13 January 2025, President Aoun designated the former president of the International Court of Justice and Lebanon’s former ambassador to the United Nations, Nawaf Salam, to form and lead a new cabinet of ministers.

    The government’s ministerial statement, presented to Parliament by Prime Minister Salam, pledged to “rescue, reform, and rebuild” the crisis-hit country. The statement promised an “independent judiciary that is immune to interference… and plays its role in ensuring rights and safeguarding freedoms,” including preventing obstruction of investigative judges’ work, particularly in the Beirut port explosion investigation. The government also committed to economic reforms and advancing rights, including access to health care, social security, and the inclusion of persons with disabilities.

    The ministerial statement, however, is non-binding and only presented government plans in key areas, for example to address the country’s ongoing financial and economic crisis, at a general level. Amnesty International examined the devastating impact the financial and economic crisis on people’s socio-economic rights, and put forward specific recommendations for reform, in a recent report.  It now falls to the new government to develop plans to implement human rights-based reforms and put those plans into practice.

    The Palestinian community of Shi’b Al-Butum in Masafer Yatta is at imminent risk of forcible transfer due to increasing state-backed settler attacks, as well as home demolitions, restrictions on access to land and illegal settlement expansion by the Israeli authorities, Amnesty International said today.

    The herding community, home to some 300 Palestinians, is one of the 12 communities that make up the area of Masafer Yatta, south of Hebron, and that for decades has been subjected to growing state-backed settler attacks and oppressive measures by the Israeli authorities. Since 7 October 2023 the situation has significantly worsened. Unless measures are immediately taken to hold violent settlers accountable, stop home demolitions and the expansion of nearby settlements, this community – like others in the area – will be forcibly displaced.

    Erika Guevara Rosas, Amnesty International’s Senior Director for Research, Advocacy, Policy and Campaigns, said:

    “The situation of the Shi’b Al-Butum community is a microcosm of what Palestinians, in particular herding and Bedouin communities, are facing across most of the occupied West Bank. Settlers trespass on their land, vandalise and steal their property, harass and physically assault them with total impunity.

    “Through the cumulative impact of decades of occupation and apartheid, including violence, institutionalised discrimination and illegal settlement expansion, Israel is deliberately creating a coercive environment that as a result drives Palestinians like those in the Shi’b Al-Butum off their land. Unlawful transfer –the forced removal of civilians against their will – is a grave breach of the Fourth Geneva Convention and amounts to a war crime.

    “Deeply entrenched impunity for settler violence and the longstanding failure of the international community to act to halt the expansion of illegal Israeli settlements or to end Israel’s occupation are facilitating the unlawful transfer of Palestinian communities. Instead of continuing to enable Israel’s relentless land grab, with devastating consequences for Palestinians, world leaders must press Israel to end its unlawful occupation and dismantle its system of apartheid against Palestinians.”

    The spike in state-backed settler violence along with measures by the Israeli authorities have resulted in the forced displacement of Palestinians across the West Bank. These include implementation of new military seizure orders, a sharp increase in the destruction of Palestinian property as well as the participation in, support for, or failure to prevent and punish settler attacks against Palestinians.

    According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), 2024 was the worst year for settler violence across the occupied West Bank, including East Jerusalem, since the organisation began keeping records 20 years ago. Between 7 October 2023 and 31 December 2024, OCHA documented 1,860 incidents of settler violence that led to the displacement of over 300 families (1,762 people, including 856 children). OCHA also recorded a rise in the number of violent settler attacks in the West Bank from an average of two a day in 2022 to four a day in 2024. Israeli human rights organisations, including Yesh Din and Haqel, have also documented the failure of Israeli law enforcement to protect Palestinian residents in the unlawfully occupied West Bank.

    Amnesty has documented how the intensification of the coercive environment created by Israel, including through state-backed settler violence, has already led to the forcible transfer of the herding community of Zanuta, in the south Hebron Hills. Shi’b Al-Butum is now facing a similar fate.

    Evidence of forcible transfer in Zanuta

    Amnesty visited the abandoned site of Zanuta, previously home to some 250 people, including 100 children in March and conducted interviews with five community members who previously lived in Zanuta, who said the frequency and violence of settler attacks against them intensified following the Hamas-led attacks in southern Israel on 7 October 2023, forcing the entire community to leave.

    They described how settlers from a nearby outpost, Meitarim Farm, have regularly attacked and harassed them since 2021. Despite the fact that such outposts are also considered illegal under Israeli law, settlers also built structures and began herding their sheep on Zanuta’s farming land, causing damage to the crops.

    After 7 October 2023 residents said settler attacks escalated occurring almost daily leading many Palestinians to leave. On several occasions, settlers set property on fire or pumped sewage water into farming land.

    Hadeel Jabareen, said:

    “Settlers attacked us at our home more than once after 7 October 2023. Once they broke our door and beat our children with their rifles. They broke the windows as we were sleeping.”

    The community was fully displaced by 22 October 2023. The Israeli Supreme Court ordered that the residents of Zanuta be allowed to return to their community in July 2024. However, after some families returned in August 2024, settler attacks resumed swiftly, forcing the residents to leave once again. The last families left Zanuta on 18 October 2024.

    Adel A-Tal, former resident, said:

    “The settlers were armed and kept attacking us. We were the last family there. Everyone else had left, so we had to leave as well, for the safety of our children and livestock. We were afraid, it was terror.”

    Shi’b Al-Butum: a community at risk

    Amnesty also documented a rise in Israeli settler violence targeting Palestinian shepherds in grazing areas surrounding Shi’b Al-Butum since 7 October 2023 who now risk a similar fate to Zanuta. Amnesty interviewed six people from the community and verified 38 videos of the attacks.  Residents told Amnesty that settlers from the nearby outpost of Mitzpe Yair and the settlement of Avigayil harass and attack them almost on a daily basis. Avigayil is one of 10 outposts the Israeli security cabinet retroactively “legalised” in February 2023.

    The residents described how settlers regularly approach herders threatening them, using abusive language and often falsely reporting to Israeli law enforcement that Palestinians stole their sheep.  Similar incidents have been reported in other communities in the South Hebron Hills area and elsewhere in the West Bank.

    Instead of protecting Shi’b Al-Butum’s Palestinian herders, the Israeli military ordered them not to use these areas, confining them to their village where there is not enough food for their flocks. This has placed a huge financial burden on many shepherds who cannot afford to buy animal feed all year round and are forced to sell some of their sheep, their main source of livelihood, to make ends meet.

    One shepherd, Khalil Jabarin, told Amnesty:

    “No one dares to go herd outside the village anymore. They took everything they wanted, but it’s still not enough for them…they want us to leave. They come here and tell me that I have no land here and that I should go to Yatta [a nearby Palestinian city].”

    Residents described how in particular, since early September 2024, one settler from Mitzpe Yair outpost regularly enters the village at any hour of the day or night, armed with a gun and dressed in military uniform. He walks around, takes photos and vandalises property, especially agricultural land and structures. In videos recorded by the residents, he is seen destroying gates and fences around their agricultural lands. As a result, community members live in constant fear.  In other videos, verified by Amnesty armed settlers are seen walking around the community or speeding through on their motorbikes to intimidate Palestinians.

    Iman Jabarin, who resides in the community and has seven children, said:

    “We don’t feel safe at home. We don’t have security or safety, not me, nor my children or my husband.”

    In a video verified by Amnesty from 19 July this year, a group of eight settlers, accompanied by one soldier, attacked members of the Najjar family who were sitting outside their house. According to the family, the settlers beat them with sticks as the soldier stood by. Video footage also shows the soldier pointing his gun at the Palestinian family, then shooting in the air. Two members of the family were hospitalised for their injuries. One of them, 64-year-old Wadha Najjar, said ongoing impunity for such attacks means they have no hope of justice within the Israeli legal system.

    Israeli authorities have also carried out demolitions of Palestinian homes and property in Shi’b Al-Butum. On 22 November 2023, Israeli forces demolished eight structures in the community due to lack of Israeli building permits, which are virtually impossible to obtain. According to OCHA, demolitions caused the displacement of 19 Palestinians from Shi’b Al-Butum, including 11 children. On 8 July 2024, Israeli forces demolished two residential structures citing lack of permits, displacing 14 people. According to Israeli organisation Peace Now!, which monitors settlement expansion, Israeli planning authorities did not approve a single building permit or appeal for residential purposes for Palestinians in Area C of the West Bank. 

    Settlers above the law

    Settlers continue to enjoy near-total impunity for the violence they perpetrate against Palestinians. Yesh Din, an Israeli human rights group, found that around 94% of police investigations into settler violence against Palestinians across the West Bank between 2005 and 2024 concluded with no indictment. These numbers back Palestinian residents’ conviction that the Israeli law-enforcement system is designed to privilege the interests of settlers at their expense.

    International inaction has also allowed Israeli settlement policies and settler violence to thrive and has entrenched impunity. On 21 January, President Donald Trump revoked all US sanctions on violent Israeli settlers. The very existence of all Israeli settlements in the Occupied Palestinian Territory (OPT) – regardless of their status under Israeli law – flagrantly violates international law, yet states have repeatedly failed to stop their expansion or to ensure protection for the occupied population in the OPT. Even after the International Court of Justice’s Advisory Opinion of July 2024 declared Israel’s presence in the OPT unlawful and called for its dismantling with 12 months, states have failed to act.

    In addition to Shib al-Butum, nine other communities in Masafer Yatta are at imminent risk of forced displacement as the Israeli military declared their villages part of a military training zones. The plight of these communities, and their struggle to remain on their ancestral lands are featured in the documentary “No Other Land“, recently nominated for the Oscars.

As a result, community members live in constant fear.  In other videos, verified by Amnesty International, armed settlers are seen walking around the community or speeding through on their motorbikes to intimidate Palestinians.

    Iman Jabarin, who resides in the community and has seven children, said: “We don’t feel safe at home. We don’t have security or safety, not me, nor my children or my husband.”

    In a video verified by Amnesty International from 19 July 2024, a group of eight settlers, accompanied by one soldier, attacked members of the Najjar family who were sitting outside their house. According to the family, the settlers beat them with sticks as the soldier stood by. Video footage also shows the soldier pointing his gun at the Palestinian family, then shooting in the air. Two members of the family were hospitalized for their injuries. One of them, 64-year-old Wadha Najjar, said ongoing impunity for such attacks means they have no hope of justice within the Israeli legal system.

    Israeli authorities have also carried out demolitions of Palestinian homes and property in Shi’b Al-Butum. On 22 November 2023, Israeli forces demolished eight structures in the community due to lack of Israeli building permits, which are virtually impossible to obtain. According to OCHA, demolitions caused the displacement of 19 Palestinians from Shi’b Al-Butum, including 11 children. On 8 July 2024, Israeli forces demolished two residential structures citing lack of permits, displacing 14 people. According to Israeli organization Peace Now!, which monitors settlement expansion, Israeli planning authorities did not approve a single building permit or appeal for residential purposes for Palestinians in Area C of the West Bank. 

    Settlers above the law

    Settlers continue to enjoy near-total impunity for the violence they perpetrate against Palestinians. Yesh Din, an Israeli human rights group, found that around 94% of police investigations into settler violence against Palestinians across the West Bank between 2005 and 2024 concluded with no indictment. These numbers back Palestinian residents’ conviction that the Israeli law-enforcement system is designed to privilege the interests of settlers at their expense.

    International inaction has also allowed Israeli settlement policies and settler violence to thrive and has entrenched impunity. On 21 January, President Donald Trump revoked all US sanctions on violent Israeli settlers. The very existence of all Israeli settlements in the Occupied Palestinian Territory (OPT) – regardless of their status under Israeli law – flagrantly violates international law, yet states have repeatedly failed to stop their expansion or to ensure protection for the occupied population in the OPT. Even after the International Court of Justice’s Advisory Opinion of July 2024 declared Israel’s presence in the OPT unlawful and called for its dismantling with 12 months, states have failed to act.

    “Deeply entrenched impunity for settler violence and the longstanding failure of the international community to act to halt the expansion of illegal Israeli settlements or to end Israel’s occupation are facilitating the unlawful transfer of Palestinian communities, which is a war crime. Instead of continuing to enable Israel’s relentless land grab, with devastating consequences for Palestinians, world leaders must press Israel to end its unlawful occupation and dismantle its system of apartheid against Palestinians,” said Erika Guevara Rosas.

    In addition to Shib al-Butum, nine other communities in Masafer Yatta are at imminent risk of forced displacement as the Israeli military declared their villages part of a military training zones. The plight of these communities, and their struggle to remain on their ancestral lands are featured in the documentary “No Other Land“, recently nominated for the Oscars.

    Introduction
    The Community Radio Content Challenge aims to highlight the creative, impactful, and innovative content from community radio stations, emphasizing their role in empowering local voices and addressing region-specific issues. In collaboration with the Ministry of Information and Broadcasting and the Community Radio Association (CRA), this platform recognizes the contributions of stations under the first season of the Create India Challenge at WAVES. So far, 246 participants, including 14 international entries have registered for the challenge.

    The World Audio Visual & Entertainment Summit (WAVES) in its first edition is a unique hub and spoke platform poised for the convergence of the entire Media and Entertainment (M&E) sector. The event is a premier global event that aims to bring the focus of the global M&E industry to India and connect it with the Indian M&E sector along with its talent.

    The summit will take place from May 1-4, 2025 at the Jio World Convention Centre & Jio World Gardens in Mumbai. With a focus on four key pillars—Broadcasting & Infotainment, AVGC-XR, Digital Media & Innovation, and Films-WAVES will bring together leaders, creators and technologists to showcase the future of India’s entertainment industry.

    Community Radio Content Challenge under the Broadcasting and Infotainment pillar, celebrates the vital contribution of community radio in fostering informed, engaged and connected communities.

    Objectives of Competition

    The competition aims to celebrate the power and potential of community radio stations encouraging innovation and fostering collaboration.

    Categories to Submit Entries

    The WAVES Competition invites Community Radio Stations (CRSs) to submit entries in five distinct categories, each focused on a crucial aspect of community development. These categories aim to highlight the impactful work CRSs are doing to drive positive change across diverse sectors.

    • Public Health and Safety: CRSs can showcase innovative programs that address public health issues, emergency preparedness, disease prevention, hygiene practices, and mental health awareness.
    • Education and Literacy: Programs that promote education and literacy, especially in rural areas, empowering individuals with knowledge and skills to improve their quality of life.
    • Women and Child Development/Social Justice and Advocacy: Programs that focus on gender equality, child rights, empowerment and social justice, advocating for marginalized communities and fostering an equitable society.
    • Agriculture and Rural Development: Programs that support sustainable farming, agricultural innovations, and rural entrepreneurship, promoting the socio-economic growth of rural communities.
    • Cultural Preservation: Programs dedicated to preserving and promoting India’s rich cultural heritage, celebrating traditional art forms, languages and practices for future generations.

    Registration Guidelines

    The registration for the competition will remain open until February 28, 2025. It was available to all registered Community Radio Stations (CRS) in India approved by the Ministry of Information and Broadcasting (MIB) and holding a valid or renewed license. Each station was allowed to submit only one entry under one of the five categories. Submitting multiple entries, either within the same or different categories would result in disqualification.

    Submission Requirements

    The program submissions must meet specific criteria including format, duration and supporting materials to highlight their content and impact.

    • Program Criteria: Each submission must be a half-hour program or a single episode from a series.
    • Program Formats: Entries can include talk shows, documentaries, music programs, educational content, Live Shows, Phone in Program or any other genre.
    • Supporting Materials:
    • Program descriptions: Provide a brief overview of the program’s content and objectives.
    • Impact reports: Detail the program’s reach and impact on the community.
    • Listener testimonials: Include feedback and comments from listeners.

    Submission Process

    Evaluation Criteria

    To ensure fair and comprehensive evaluation of the submissions for the WAVES Competition, the following parameters will be used to assess each community radio program:

    Final Selection

    The WAVES Competition will be judged by a panel of experts including media personalities and Community Radio Association of India (CRAI) representatives, through a two-stage evaluation process.

    Final Selection: Winners will be chosen from the shortlisted entries and advance to the final round based on the evaluation criteria.

    Conclusion

    The Community Radio Content Challenge as part of the WAVES Competition offers a valuable platform to recognize and celebrate the impactful work of community radio stations across India.     DEPUTY SECRETARY-GENERAL
    The Deputy Secretary-General, Amina Mohammed, is in Cape Town, in the Republic of South Africa, representing the Secretary-General at the G20 Finance Ministers and Central Bank Governors Meeting. She also attended the Finance in Common Summit of National Development Banks.
    In her remarks, Ms. Mohammed conveyed the UN’s support for South Africa’s G20 presidency and stressed the importance of G20 action to shepherd the global economy and improve prospects for sustainable development. She called for proactive steps to support developing countries overwhelmed by debt service, to expand development finance, and to create a stronger global financial safety net that protects all countries. She also stressed the need for strengthening tax systems, and making them fairer and more efficient.
    Ms. Mohammed also met with ministers and principals of international financial institutions and development banks ahead of the Fourth International Conference on Financing for Development, that will take place in Sevilla, in Spain in July. She will be back in New York tomorrow.

    TRIP ANNOUNCEMENT
    The Under-Secretary-General for Peace Operations, Jean-Pierre Lacroix, will be travelling to the Democratic Republic of the Congo from tomorrow [27 February] until 1 March. He will first go to Kinshasa, where he will engage with Congolese authorities as well as international partners, to discuss the ongoing situation in the eastern part of the country and the next steps in implementing Resolution 2773 – which was adopted last week.
    He will then head to the East and travel to Beni, in North Kivu, where he will engage with provincial authorities, as well as with the newly- appointed Force Commander for the peacekeeping force, Lt. Gen. Ulisses De Mesquita Gomes, and as well, of course, with peacekeepers deployed in the Beni area. He will be there to assess first-hand recent developments and will also visit UN Peacekeeping positions.
    On 1 March, he will go to Entebbe, in Uganda, where he will pay a visit to MONUSCO personnel who were evacuated to Uganda from Goma last month, following the advances of the M23.
    And as we mentioned – Mr. Lacroix is currently wrapping up his visit to New Delhi, in India, where he attended an international conference on Women, Peace and Security, hosted by the Government of India to address barriers and discuss solutions to women’s participation in peacekeeping efforts.
    While in India, Mr. Lacroix also discussed the future of peacekeeping with Indian senior government officials and visited the National War Memorial.

    DEMOCRATIC REPUBLIC OF THE CONGO
    Staying in the Democratic Republic of the Congo, the Office for the Coordination of Humanitarian Affairs say they are alarmed by escalating violence and insecurity in recent days in the city of Uvira, about 100 kilometers south of South Kivu’s provincial capital Bukavu.
    Clashes and rising violence in Uvira put local communities and humanitarian workers in extreme danger, with our humanitarian partners reporting multiple incidents of looting and sexual violence.
    Elsewhere in South Kivu, humanitarian assessments over the last ten days indicate that more than 10,000 displaced people have returned from Idjwi island in Lake Kivu – due to dire conditions there – they returned to villages in the areas of Minova and Kalehe. More than 100,000 people had fled to the island since late January.
    Our partners also report that people have been returning to parts of North Kivu, where a recent assessment found that 80,000 people have returned to villages in the territory of Masisi, about 80 kilometers northwest of Goma. Infrastructure in these villages was largely destroyed by recent fighting, and returnees urgently need humanitarian assistance. Ongoing clashes in Masisi also expose people to risks of violence and rights violations.
    For its part, our colleagues at the UN Children’s Fund said today they are deeply worries by the significant increase in reports of grave violations committed against children in parts of the eastern DRC. They say the number of incidents has tripled since the end of January.
    The data collected reveals that cases of sexual violence have risen by more than two and a half times, abductions have increased sixfold, killing and maiming is up sevenfold, and attacks on schools and hospitals have multiplied by 12.

    1. Sweden, Finland and Estonia have different levels of legal protection[1] for their wolf populations under the Habitats Directive[2]. Consequently, the constraints and the possibilities for wolf culling in the mentioned Member States are not the same. As regards Sweden, an infringement procedure has been opened in 2010[3] in relation to their wolf management practices. In Finland, the derogations granted by national authorities under Article 16(1) of the directive to allow killing of wolves have been the subject of a preliminary ruling of the Court of Justice of the European Union (CJEU), in Case C-674/17[4], in which all the conditions for such practices have been clearly defined. On 12 October 2021, the Commission adopted a guidance document[5] providing clarifications of the legal provisions under Articles 12 and 16 of the Habitats Directive and reflecting the latest legal interpretations of the CJEU, including the above-mentioned ruling concerning wolf derogations in Finland.

    2. Following the adoption of the EU proposal[6] to reduce the protection status of the wolf under the Bern Convention[7], after its entry into force, the Commission will present a targeted legislative proposal to implement this change in EU law and to modify accordingly the regime of the wolf under the Habitats Directive, moving the wolf from Annex IV (strict protection) to Annex V (protection).

    The Commission has been made aware of concerns about pollution of Newport Bay/Clew Bay through Written Question E-000547/2024.

    1. The Commission is following up on the judgment of the Court of Justice of the European Union in Case C-444/21[1] in which Ireland was found to have failed to legally designate several Special Areas of Conservation and to adopt conservation objectives and measures for numerous sites, in breach of the Habitats Directive[2]. This judgment covers the Clew Bay, for which conservation measures are yet awaited. Once communicated, their conformity with EU law will be duly assessed.

    2. For agglomerations below 1 000 population equivalents (p.e.) like Newport ( 815)[3], limited obligations apply from end 2027 under Article 18 of the revised Urban Waste Water Treatment Directive[4], notably where a risk is identified for the environment or public health. Ireland has submitted with considerable delay its third River Basin Management Plans under the Water Framework Directive[5]: the Commission will raise any implementation issues with the Irish authorities once it will have completed its ongoing assessment.

    3. The Irish European Regional Development Fund[6] programmes do not include any funding for the specific objective ‘promoting access to water and sustainable water management’. The Irish Recovery and Resilience Plan[7] supports the upgrade of ten small treatment plants, but the Newport plant was not selected by Uisce Éireann for funding.

    A. whereas the European Semester plays an essential role in coordinating economic and budgetary policies in the Member States, and thus preserves the macroeconomic stability of the economic and monetary union;

    B. whereas the European Semester aims to promote sustainable, inclusive and competitive growth, employment, macroeconomic stability and sound public finances throughout the entire EU, with a view to ensuring the sustained upward convergence of the economic, social and environmental performance of the Member States;

    C. whereas the 2024 European Semester marked the first implementation cycle of the new economic governance framework, which came into force on 30 April 2024, guiding the EU and its Member States through a transitional phase;

    D. whereas the 2024 Council Recommendation on the economic policy of the euro area calls on the Member States to take action, both individually and collectively, to strengthen competitiveness, boost economic and social resilience, preserve macro-financial stability and sustain a high level of public investment to support the green and digital transitions; whereas fiscal stability is a basis for both sustainable high social standards in the EU and the competitiveness of the EU;

    E. whereas the main objectives of the new economic governance framework are to strengthen debt sustainability and sustainable and inclusive growth in all Member States, as well as enabling all Member States to undertake the necessary reforms and investments in the EU’s common priorities, which include (i) a fair green and digital transition, (ii) social and economic resilience including the European pillar of social rights, (iii) energy security, and (iv) the build-up of defence capabilities; whereas disparities in fiscal capacity among Member States hinder equitable investment in strategic priorities and weaken cohesion within the single market;

    F. whereas reference values of up to 3 % of government deficit to GDP and 60 % of public debt to GDP are defined by the TFEU; whereas the EU’s headline deficit and government debt-to-GDP ratio remain above the reference values; whereas both the headline deficit and government debt-to-GDP ratio vary across the EU, with significantly divergent situations in different Member States;

    G. whereas excessive deficit procedures were opened, or kept open, for eight Member States in 2024; whereas some Member States were not subject to an excessive deficit procedure, despite having a deficit above 3 % of GDP in 2023, as decided by the Council and the Commission after a balanced assessment of all the relevant factors;

    H. whereas no procedure concerning macroeconomic imbalances has been opened by the Council since the establishment of this procedure in 2011; whereas, in accordance with its Alert Mechanism Report, the Commission will conduct an in-depth review of 10 countries identified as experiencing macroeconomic imbalances or excessive imbalances in 2025;

    I. whereas the success of a framework relies heavily on its proper, transparent and effective implementation from the outset, while taking into account the Member States’ starting points and the individual challenges they face;

    J. whereas the timely submission of the national medium-term fiscal-structural and draft budgetary plans is a precondition for the effective implementation and credibility of the new rules; whereas the first national fiscal and budgetary plans have already been assessed by the Council; whereas the equal treatment of the Member States and compliance with the requirements outlined in Regulation (EU) 2024/1263 as regards the fiscal plans are necessary for the effective implementation of the framework;

    K. whereas the economic outlook for the EU remains highly uncertain and there is a growing risk of future events or situations that will negatively affect the economy; whereas Russia’s aggression in Ukraine and the conflicts in the Middle East are aggravating geopolitical risks and highlighting Europe’s energy vulnerability; whereas a rise in protectionist measures by trading partners may affect world trade, with negative repercussions for the EU economy; whereas current geopolitical tensions have demonstrated the need for the EU to further strengthen its open strategic autonomy and remain competitive in the global market, while ensuring that no one is left behind;

    L. whereas the implementation of the revised economic governance framework is expected to lead to a restrictive fiscal stance for the euro area, as a whole, of 0.5 % of GDP in 2024 and 0.25 % of GDP in 2025; whereas political discussion is needed to ensure appropriate public investment levels following the expiry of the Recovery and Resilience Facility (RRF) in 2026;

    M. whereas the Draghi report points out that the gap between the EU and the United States in the level of GDP at 2015 prices has gradually widened, from slightly more than 15 % in 2002 to 30 % in 2023, and estimates the necessary additional annual investment by the EU at EUR 800 billion, including EUR 450 billion for the energy transition;

    N. whereas the new Commission has set the goal of being an ‘investment Commission’; whereas discussions on addressing the significant investment gap and reducing borrowing costs are needed in the EU; whereas the framework, where appropriate, should be strengthened by EU-level investment instruments and tools designed to minimise the cost for EU taxpayers and maximise efficiency in the provision of European public goods;

    O. whereas the Member States need to have the necessary control and audit mechanisms to ensure respect for the rule of law and to protect the EU’s financial interests, in particular to prevent fraud, corruption and conflicts of interest and to ensure transparency;

    P. whereas it is important to increase the share of ‘fully implemented’ country-specific recommendations (CSRs) and to link them more closely to the respective country reports in order to contribute to more effective economic governance;

    1. Notes that in the last few years, the EU has demonstrated a high degree of resilience and unity in the face of major shocks, thanks, among other things, to a coordinated policy response involving all the EU institutions, including a flexible approach to the use of new and existing instruments; further recalls that promoting long-term sustainable growth means promoting a balance between responsible fiscal policies, structural reforms and investments that together increase efficiency, productivity, employment and prosperity, and also entails boosting competitiveness, fostering the single market, developing economic growth policies and revising the regulatory framework to attract investments; stresses the fundamental need for sustainable, inclusive and competitive economic growth;

    2. Notes that economic policy coordination is fundamentally necessary for a successful economic and monetary union; recalls that the European Semester is the well-established framework for coordinating fiscal, economic, employment and social policies across the EU, in line with the Treaties, while respecting the defined national competences;

    3. Notes the Commission’s commitment to ensure that the European Semester drives policy coordination for competitiveness, sustainability and social fairness, as well as the integration of the UN Sustainable Development Goals and the European pillar of social rights; notes that the European Green Deal remains a core deliverable for the Commission;

    4. Highlights the fact that an integrated, coordinated, targeted and horizontal industrial policy is vital to increase investments in the EU’s innovation capacity, while bolstering competitiveness and the integrity of the single market;

    5. Highlights that public and private investments are crucial for the EU’s ability to cope with existing challenges, including developing the EU’s innovation capacity and implementing the just green and digital transitions, and that they will increase the EU’s resilience, long-term competitiveness and open strategic autonomy; calls attention to the need for strategic investments in energy interconnections, low-carbon energies (such as renewables) and energy efficiency to, among other things, (i) make the EU independent from imported fossil fuels and prevent the possible inflationary effects of dependence on these, (ii) modernise production systems and (iii) promote social cohesion; recalls that the materialisation of climate-change-related physical risks can greatly affect public finances, as demonstrated by the floods in Valencia in October 2024 and the cyclone in Mayotte in December 2024; calls on the Member States to make the necessary investments to improve climate change mitigation and adaptation and enhance the resilience of the EU economy;

    6. Calls on the Commission to come up with initiatives, on the basis of the Budapest Declaration; to make the EU more competitive, productive, innovative and sustainable, by building on economic, social and territorial cohesion and ensuring convergence and a level playing field both within the EU and globally; notes the development of a new competitiveness coordination tool; expects the Commission to clarify how this tool will interact with the European Semester; stresses the importance of supporting micro, small and medium-sized enterprises as key drivers of economic growth and employment within the EU;

    7. Stresses the need to foster a dynamic entrepreneurial ecosystem that supports innovators, recognising their critical role in driving global competitiveness, economic resilience, job creation and open strategic autonomy;

    8. Welcomes the Commission’s recommendations regarding the economic policy of the euro area, urging the Member States to enhance competitiveness and foster productivity through improved access to funding for businesses, reduced administrative burdens, and public and private investment in areas of EU common priorities, which include (i) a fair green and digital transition, (ii) social and economic resilience including the European pillar of social rights, (iii) energy security, and (iv) the build-up of defence capabilities;

    9. Welcomes the Commission’s recommendation that, when defining fiscal strategies, euro area Member States should aim to improve the quality and efficiency of public expenditure and public revenue, which are essential for ensuring the sustainability of public finances, while minimising detrimental and distortive impacts on economic growth; stresses that this could be achieved by, among other things, increasing European coordination and reducing tax avoidance and tax evasion; welcomes the Draghi report’s conclusion that a coordinated reduction of labour income taxation for low- to middle-income workers is needed to promote EU competitiveness; recalls the Member States’ competence in tax policy; invites the Member States to redirect the tax burden from income to less distortive tax bases;

    10. Highlights the need to create fiscal buffers to address fiscal sustainability challenges, ensuring sufficient resources for investment and for dealing with potential future shocks and crises; stresses the importance of promoting competitive, sustainable and inclusive growth in supporting long-term fiscal stability and resilience;

    Economic prospects for the EU

    11. Expresses concern that, according to the Commission’s autumn 2024 economic forecast, EU GDP is expected to grow by 0.9 % (0.8 % in the euro area) in 2024, by 1.5 % (1.3 % in the euro area) in 2025 and by 1.8% (1.6% in the euro area) in 2026; recalls that these figures reflect a gradual recovery, but also limited economic expansion compared to previous economic cycles; notes that the economic outlook for the EU remains highly uncertain, with risks more likely to negatively affect economic growth;

    12. Notes that the public debt ratio is projected to increase to 83.0 % in the EU and 89.6 % in the euro area in 2025 and to 83.4 % in the EU and 90 % in the euro area in 2026, when the output gap will be virtually closed both in the EU and in the euro area, and that this is higher than the levels in 2024 (82.4 % for the EU and 89.1 % for the euro area);

    13. Recalls that developments in public debt ratios vary from country to country; points out that policy uncertainty and geopolitical risks can contribute significantly to increasing the cost of borrowing on the financial markets for the Member States; notes that unsustainable debt levels could undermine economic stability and decrease the Member States’ economic resilience and capacity to respond to crises; highlights that in 2024 and 2025, 11 euro area Member States are expected to have debt ratios above the Treaty reference value of 60 %, with 5 remaining above 100 %;

    14. Notes that according to the Commission’s 2024 autumn economic forecast, the general government deficit in the EU and the euro area is expected to decline to 3.1 % and 3 % of GDP, respectively, in 2024, and to decrease further to 3 % and 2.9 % of GDP in 2025 and 2.9 % and 2.8 % of GDP in 2026; stresses that 10 EU Member States are expected to post a deficit above the Treaty reference value of 3 % of GDP in 2024; points out that this number will remain stable in 2025, and that in 2026, most Member States are forecast to have weaker budgetary positions than before the pandemic (2019), with 9 of them still posting deficits of above 3 %;

    15. Notes that eight Member States have excessive deficits; recalls that the Council has taken remedial action and calls on the Member States concerned to take steps to reduce excessive deficits while minimising the socio-economic impact; recalls the importance of consistency in applying the excessive deficit procedure to the Member States;

    16. Notes that according to the Commission’s autumn 2024 economic forecast, inflation is projected to fall from 2.6 % in 2024 to 2.4 % in 2025 and 2 % in 2026 in the EU, and from 2.4 % in 2024 to 2.1 % in 2025 and 1.9 % in 2026 in the euro area; recalls that although this reduction is a positive development, core inflation remains relatively high, which points to persistent inflationary pressures; notes that fiscal policy, while safeguarding fiscal sustainability, can support monetary policy in reducing inflation, and should provide sufficient space for additional investments and support long-term growth;

    17. Notes that the Commission has not been able to present the Annual Sustainable Growth Survey, the Alert Mechanism Report, the draft euro area recommendation and the draft joint employment report at the same time;

    18. Observes that according to the Commission’s 2025 Alert Mechanism Report, in-depth reviews will be prepared in 2025 for the nine countries that were identified as experiencing imbalances or excessive imbalances in 2024, while another in-depth review should be undertaken for another Member State, as it presents particular risks of newly emerging imbalances;

    19. Underlines that housing is directly interconnected with the macroeconomic imbalances in the euro area, with damaging implications for economic resilience, dynamism and social progress and for regional and intra-EU mobility; is concerned that in some Member States, house prices are likely to increase and may become hard to curb in the absence of a holistic strategy;

    Revised EU economic governance framework and its effective implementation

    20. Recalls that the reform aims to make the framework simpler, more transparent and more effective, with greater national ownership and better enforcement, while differentiating between Member States on the basis of their individual starting points, representing a step forward in ending the ‘one-size-fits-all’ approach in view of the country-specific fiscal sustainability considerations embodied in the net expenditure path; recalls, furthermore, that the reform aims to strengthen fiscal sustainability through gradual and tailor-made adjustments complemented by reforms and investments and to promote countercyclical fiscal policies;

    21. Acknowledges that the new fiscal rules provide greater flexibility and incentives linked to the investments and national reforms required to address the economic, social and geopolitical challenges facing the EU; acknowledges that financial resources and contributions from national budgets differ from one Member State to another; welcomes the fact that the net expenditure indicator excludes all national co-financing in EU-funded programmes, providing increased fiscal space for Member States to invest in the EU’s common priorities, as laid down in Regulation (EU) 2024/1263, thus helping to strengthen synergies between the EU and national budgets, thereby reducing fragmentation and increasing the overall efficiency of public spending in some areas, such as defence;

    22. Highlights that the debt sustainability analysis (DSA) plays a key role in the reformed EU fiscal rules; is of the opinion that the discretionary role of the Commission in the DSA requires the relevant assessments to be fully transparent, predictable, replicable and stable; calls on the Commission to address possible methodological improvements, such as assessing spillover effects between Member States, and to duly inform Parliament in this regard;

    23. Notes the Commission’s inconsistent application of the fiscal rules framework in the past, and the Member States’ uneven compliance with the rules; stresses that it is essential for the new framework to ensure the equal treatment of the Member States; affirms that a successful framework relies heavily on proper, transparent and effective implementation from the outset, while taking into account the Member States’ starting points and the individual challenges they face; takes note of the changes introduced in the new framework to improve the credibility of the financial sanctions regime;

    24. Encourages the Member States to align the technical definition of their national operational indicator to the European primary net expenditure indicator;

    25. Emphasises the role of Parliament and of independent fiscal authorities in the EU’s economic governance framework; underlines the discretionary power of the Commission in developing the medium-term fiscal-structural plans; emphasises the need for increased scrutiny of the Commission by Parliament and by the European Fiscal Board, as envisioned in Regulation (EU) 2024/1263, and for an increase in the flow of information towards Parliament to enable its effective oversight;

    National medium-term fiscal-structural and budgetary plans

    26. Notes that not all Member States were able to submit their national medium-term fiscal-structural and draft budgetary plans on time; notes that, as a result of general elections and the formation of new governments, five Member States have not yet submitted their national medium-term fiscal-structural plans and two Member States have not yet submitted their draft budgetary plans, while one Member State has not submitted its draft budgetary plan for other unspecified reasons; calls on these Member States to submit the relevant plans as soon as possible; underlines that the timely submission of these plans is a precondition for the effective implementation and credibility of the new rules; reaffirms the importance of the timely submission of draft budgetary plans to translate commitments outlined in fiscal plans into concrete policies following approval of the national medium-term fiscal-structural plans;

    27. Recalls that the reforms and investments outlined in the national medium-term fiscal-structural plans should align with the EU’s common priorities as laid down in Regulation (EU) 2024/1263; emphasises that, under the new framework, the Commission should pay particular attention to these priorities when assessing the national medium-term fiscal-structural plans;

    28. Acknowledges that 21 of the 22 national medium-term fiscal-structural plans that have been reviewed so far received a positive evaluation; notes that the new framework allows Member States to use assumptions that differ from the Commission’s DSA if these differences are explained and duly justified in a transparent manner and are based on sound economic arguments in the technical dialogue with the Member States; observes, however, that in the plans submitted by five Member States, the Commission found insufficiently justified inconsistencies and deviations from the DSA framework in macroeconomic assumptions related to potential GDP and/or the GDP deflator; stresses that such deviations and risks of backloading could potentially threaten future fiscal sustainability; notes that in the plans submitted by three Member States, the Commission acknowledges a concentration of the fiscal adjustment towards the end of the period; calls on the Commission to ensure that any such concentration of the adjustment meets the requirements set out in the regulation and calls on it to prevent procyclical policies;

    29. Takes note of the fact that only seven Member States have sought an opinion from their relevant independent fiscal institution, which provides an important additional scrutiny dimension; notes with caution that some independent fiscal institutions gave a negative opinion on their Member State’s national fiscal plan; stresses that nine Member States did not meet their obligation to conduct political consultations with civil society, social partners, regional authorities and other relevant stakeholders prior to submitting their national plans; further regrets the fact that several Member States have not involved their national parliaments in the approval process for the plans and have not reported whether the required consultations with national parliaments took place as laid down in the new framework;

    30. Observes that five Member States have requested an extension of the adjustment period; emphasises that any such extension should be based on a set of investment and reform commitments that, taken all together, improve the potential growth and resilience of the economy, support fiscal sustainability, address the EU’s common priorities and the relevant CSRs and have been assessed as meeting the conditions outlined in the regulation for such an extension; notes that the reforms and investments used to justify this extension rely considerably on reforms already approved under the RRF; highlights the importance of and need for reforms and investments that contribute positively to the potential GDP growth of the Member States; calls on the Commission to effectively evaluate ex post the impact of agreed investments and reforms in terms of supporting fiscal sustainability, enhancing the growth potential of the economy, addressing the EU’s common priorities and the CSRs and ensuring the required level of nationally financed public investment;

    31. Notes the Commission’s assessment that only 8 of the 17 draft budgetary plans presented are in line with fiscal recommendations stemming from the national medium-term fiscal-structural plan; regrets the fact that 7 plans were assessed as not being fully in line with the recommendations, 1 as non-compliant and 1 as at risk of not being in line with the recommendations; is concerned that six Member States have presented draft budgetary plans with annual or cumulative expenditure growth above their prescribed ceilings;

    Fiscal stance and the role of fiscal policy in the provision of European public goods

    32. Notes the Commission’s projection that the implementation of the revised governance framework is expected to lead to a reduction of the primary structural balance for the euro area as a whole of 0.5 % of GDP in 2024 and 0.25 % of GDP in 2025; notes the Commission’s assessment that this is in line with the process of enhancing fiscal sustainability and support the ongoing disinflationary process as economic uncertainty remains high; notes that GDP growth will continue to support fiscal consolidation throughout the EU; calls for fiscal policies that restore stability while promoting innovation, industrial competitiveness and long-term economic growth; stresses the need to create additional fiscal space to tackle future challenges and potential crises while preserving a sufficient level of investment to support and foster sustainable and inclusive growth, industrialisation and prosperity for all;

    33. Considers that the effective implementation of the fiscal rules, although necessary, is not in itself sufficient to achieve the optimal fiscal stance at all times and ensure a high standard of living for all Europeans; notes that the fiscal stance is still projected to differ greatly from one Member State to another in 2025; calls on the Commission to explore ideas for a mechanism that helps ensure that the cyclical position of the EU as a whole is appropriate for the macroeconomic outlook at all times;

    34. Recalls that, according to the Commission, the fiscal drag in 2025 will be partly offset by a slight expansion in investment, financed both by national budgets and by RRF grants and other EU funds; emphasises the RRF’s role in addressing EU investment needs, noting that it will expire by the end of 2026, which might lead to a decrease in public investment in common European priorities;

    35. Calls on the Commission to initiate discussions on addressing the significant investment gap in the EU and to reduce borrowing costs, strengthen financial stability and enable strategic investments in line with the EU’s objectives and for the provision of European public goods, such as defence capabilities to match needs in a context of growing threats and security challenges; calls for full use to be made of the efficiency gains that may stem from the provision of European public goods at EU scale through the effective coordination of investment priorities among Member States; believes that this framework, where appropriate, should be strengthened by EU-level investment instruments and tools designed to minimise the cost for EU taxpayers and maximise efficiency in the provision of European public goods;

    36. Recalls that any EU funding must be accompanied by robust controls ensuring transparency, accountability and the efficient use of funds, so as to avoid unjustified increases in public spending;

    37. Encourages the Member States to promote investment spending that produces a positive rate of return; acknowledges the Draghi report’s assessment that around four fifths of productive investments will be undertaken by the private sector in the EU, while public investment will also play a catalysing role; welcomes the Commission initiative to propose a competitiveness fund under the new multiannual financial framework and calls on it to make full use of financial guarantees to leverage private investment; stresses that the Member States must step up their efforts, in particular budgetary efforts, to accelerate innovation, digitalisation, education, training and decarbonisation, to strengthen European competitiveness and to reduce dependencies;

    Country-specific recommendations

    38. Notes that the share of ‘fully implemented’ CSRs has dropped from 18.1 % (in the period 2011-2018) to 13.9 % (in the period 2019-2023); recalls that implementing CSRs, including with regard to the efficiency of public spending, is a key part of ensuring fiscal sustainability and addressing macroeconomic imbalances; advocates a more efficient implementation of the CSRs and the relevant reforms; calls for ways of increasing the share of ‘fully implemented’ CSRs to be explored; calls on the Commission to link the CSRs more closely to the respective country reports; calls for the impact of reforms and the progress towards reducing identified investment gaps to be evaluated; calls for greater transparency in the preparation of CSRs;

    39. Reiterates, in this regard, that CSRs should be enhanced by focusing on a limited set of challenges, in particular specific Member States’ structural challenges and the EU’s common priorities, with a view to promoting sound and inclusive economic growth, enhancing competitiveness and macroeconomic stability, promoting the green and digital transitions and ensuring social and intergenerational fairness;

    40. Recalls the Member States’ commitment to address, in their national fiscal plans, the relevant CSRs in both their economic and social dimensions, as expressed under the European Semester; notes that the Commission has found unaddressed CSRs in the national fiscal plans;

    41. Highlights the importance of the CSRs in tackling the longer-term drivers of fiscal sustainability, including the sustainability and proper provision of public pension systems, the healthcare and long-term care systems in the face of demographic challenges such as ageing populations, and preparedness for adverse developments, including climate-change-related physical risks; stresses the relevance of CSRs in addressing the stability of the housing market in order to contribute to the economic resilience of the EU;

    This is a joint news release between the Government of Canada, Kluane First Nation and the Government of Yukon.

    The Government of Canada, the Government of Yukon and the Kluane First Nation have entered into a First Nations and Inuit Policing Program Community Tripartite Agreement, marking a significant milestone in community safety for Kluane First Nation. This agreement will assign two dedicated, community-focused RCMP positions to support Kluane First Nation. It underscores the shared commitment of all parties to fostering safer, healthier communities through collaborative partnerships and culturally informed policing solutions.

    These positions will provide community-based enhanced policing services to Kluane First Nation, in addition to the RCMP’s core policing duties under the Territorial Police Service Agreement. The agreement is intended to provide policing services which are professional, dedicated and responsive to the needs and cultures of individual communities. These services are cost-shared by the Government of Canada paying 52 per cent and the Government of Yukon paying 48 per cent. 

    The day-to-day duties of the new officers will align with the community safety priorities identified in the Letter of Expectations and will be co-developed between the RCMP and the Kluane First Nation community members who are in the Community Consultative Group. This cooperative approach helps ensure that policing efforts align closely with the unique needs and priorities of the Kluane First Nation community.

    Today, a community event was held in Burwash Landing to celebrate this important community safety milestone and to acknowledge the beginning of the agreement.

  • MIL-OSI Security: Three men arrested in connection with Dalston shooting

    Detectives investigating a shooting in Dalston in May 2024, which left a nine-year-old girl with life-changing injuries, have arrested three men for conspiracy to murder.

    The men – aged 36, 35 and 28 – were arrested in the early hours of Tuesday, 25 February and have been released on bail pending further investigation.

    The arrests relate to an incident in Kingsland High Street at 21:20hrs on Wednesday, 29 May in which a nine-year-old girl received serious injuries. Her family has been informed of the arrests and continue to be supported by specially trained officers.

    Three other men were also injured in the shooting.

    Detective Chief Inspector Ben Dalloway, who leads the investigation, said:

    “A little girl’s life was traumatically changed on the evening of Wednesday, 29 May. The dangerous individual responsible for those life-changing injuries remains on our streets, and people out there know who pulled the trigger.

    “This investigation is not slowing down. We need to hear from those who have information about the identity of an individual seen on a motorcycle in Kingsland High Street at the time of this offence, or if anyone has seen the same model of Ducati Monster.

    “We recognise people may be apprehensive about sharing information, but it is imperative they do so. They do not need to speak directly to the police.

    “They can contact the independent charity Crimestoppers, anonymously, on 0800 555 111. Alternatively they can contact our officers via 101, quoting 8082/29May.”

    11 years since Russia’s illegal annexation of Crimea: UK statement to the OSCE

    Ambassador Holland comments on the eleventh anniversary of Russia’s illegal annexation of Ukraine, a violation of international law, and the campaign of systematic human rights violations and abuse against its people that followed.

    Thank you, Mr Chair.  This month marks 11 years since Russia illegally annexed Crimea —a violation of international law.

    Yesterday marked the Day of Resistance, commemorating the courage and resilience of Ukrainians who continue to stand against Russian occupation of Crimea. On that day in 2014, thousands of Ukrainians gathered peacefully in Simferopol, defending Ukraine’s territorial integrity and their democratic rights.

    Since 2014, the situation in Crimea has deteriorated significantly. Russia’s occupation has been characterised by systematic human rights abuses and a campaign to suppress dissent, erase Ukrainian cultural identity, and silence those who speak out.

    The UN reports that the Crimean Tatar community continues to face serious persecution, including arbitrary detentions, forced disappearances, and the closure of media outlets. It concludes that their cultural and political rights have been violated.

    OHCHR reports that at least 219 Ukrainians from Crimea, including 133 Crimean Tatars, have been arbitrarily detained in Russia since Russia’s annexation of Crimea. At least 40 of these are being denied the urgent medical care they need — among them, human rights defenders Tofik Abdulhaziiev and Enver Ametov.

    Religious freedoms are also under attack. Communities that refuse to conform to the Russian Orthodox Church, including Ukrainian Orthodox believers, Muslims, and Jehovah’s Witnesses face harassment, surveillance, and unjustified legal action. These actions violate fundamental human rights, including the freedom of religion and belief, which are enshrined in international law.

    And since the full-scale invasion of Ukraine, Russia’s repressive measures in Crimea have become the blueprint for the restrictions on human rights and fundamental freedoms in the newly occupied territories.

    Russia’s attempts to legitimise its occupation of sovereign Ukrainian territory through sham referenda and forced passportisation are equally concerning. These actions attempt to manipulate the demographic and political landscape of Ukraine, further isolating the occupied regions from Ukraine and the international community. The UK rejects these measures as unlawful.

    We call for the immediate release of all those arbitrarily detained by Russia in Ukraine, including the three members of the OSCE Special Monitoring Mission—Vadym Golda, Maxim Petrov, and Dmytro Shabanov—who have been unjustly held since 2022 for performing their official duties. International human rights monitoring bodies be granted full and unrestricted access to Crimea. Justice must be served for victims of human rights abuses, including those forcibly disappeared or tortured.

    The UK reaffirms its unwavering support for Ukraine’s sovereignty and territorial integrity within its internationally recognised borders, including Crimea. We will stand with Ukraine for as long as it takes, and we will continue to work with our international partners to hold the Russian authorities accountable.

  • MIL-OSI United Kingdom: Family Hub hosts youth takeover day

    Young people took over one of the city’s Family Hubs for a day, for a range of services designed to bring people together as a community.

    The Family Hub and Community Initiative to Reduce Violence (CIRV) Youth Takeover event was held at the Moat Family Hub, and saw a total of 450 people attend, including 266 young people aged between eight and 18, parents, carers and representatives from local businesses, organisations and partners.

    The event enabled many teams to

    • Engage with young participants in meaningful conversations and create an environment where their voices are valued.
    • Give young people a safe space to express themselves during half term and access activities which are constructive.
    • Link young people and youth services together to promote activities they can be regularly involved in to further develop.
    • Highlight all the great work that’s happening in Coventry for young people.

    The day also included workshops and over 30 activities, including music, multisports, virtual reality, arts and crafts, food and much more.

    The main aims were to increase awareness of the services available at the Family Hubs, to bring young people together and share information on a range of other services and organisations in the city that offer support.

    Cllr Patricia Seaman, Cabinet Member for Children and Young People, said: “The Youth Takeover event gave our young people the chance to voice their opinions, share their experiences and to see just what is there for them in our city.

    “It was a great day, with many able to try some new experiences and to meet new people, whether that was building friendships with other young people, or talking to organisations like the Council and Police and having their voices heard.

    “It was a part of our work through Child Friendly Cov to deliver on our pledge to ensure young people be and feel loved, valued, safe, healthy and have opportunities.

    “Thanks to everyone involved for making it such a success and giving our children and young people such a memorable day.”

    The range of interactive workshops covered topics such as mental health awareness, coping strategies, and skill-building activities, and young people also took part in a knife crime awareness chat with an expert from Precious Lives.

  • MIL-Evening Report: Relatives of slain PNG police officer block Highlands Highway over unresolved killing

    The family of a Papua New Guinea police constable, killed in an ambush last month, has blocked a section of the Highlands Highway in Goroka, Eastern Highlands Province, demanding justice for his death.

    Constable Harry Gorano succumbed to his injuries in intensive care two weeks ago after spending three weeks in a coma.

    He was attacked alongside colleagues in the Southern Highlands in January, during which fellow officer Constable Noel Biape was fatally shot.

    Gorano’s relatives, frustrated by the lack of arrests in the case, staged the roadblock early today, halting traffic on a key transit route.

    They have repeatedly called for authorities to arrest those responsible for the ambush.

    Additional personnel have been deployed to Goroka to assist local officers in managing tensions.

    Forces in neighboring regions have also been placed on standby amid concerns that the protest could spark broader unrest.

    The incident highlights the ongoing risks faced by PNG’s police force.

    Since 2017, more than 20 officers have been killed in the line of duty, with many perpetrators still at large.

    Discussion paper on further reforms to legal aid system.

    Reforms to legal aid have been set out to make the system simpler and easier for both solicitors and those who need legal assistance – along with longer-term proposals for funding and improving the delivery of services.

    Actions set out in a discussion paper will simplify the funding system and build on recent improvements to reduce the amount of information needed during the application process.

    Regulations will be brought forward by the end of this year to remove the eligibility tests for children in all cases before a Children’s Hearing. Improvements will also be made to the fee structure for serious criminal cases, which will better reward the work needed to resolve cases in advance of a potential jury trial.

    Legal aid funding has increased by 25% in the five years since 2019, with expenditure last year of £151 million, which met all approved application costs. A further £14.2 million has been approved in the Budget next year to meet rising costs.

    Research will also be commissioned to inform a review of current legal aid fee levels. This will help with the development of a regular fee assessment mechanism to ensure a fair and sustainable system of payments and fees.

    In addition, a longer-term programme of work will begin with stakeholders, including law firms, third sector organisations and service users, to consider more fundamental changes to the structure, funding and delivery of legal assistance to build a system that is fit for the future. This will inform the development of future legislation.

    Minister for Victims and Community Safety Siobhian Brown said:

    “Scotland has one of the most comprehensive legal aid systems in Europe that provides an uncapped, open-ended and demand-led approach to legal assistance.

    “Legal professionals across the country work hard to deliver legal aid and I recognise that further reforms are needed to ensure Scotland has a modern and responsive system where services can continue to be provided as efficiently as possible, where and when they are needed.

    “We will take immediate action to further streamline and improve the application process, reducing the burden on both solicitors and those who need legal services so funding is provided as quickly and easily as possible.

    “A review of legal aid fees will help develop regular assessments to ensure the system remains fair and sustainable. Longer-term we will consider with stakeholders what more fundamental changes can be made to best develop a legal assistance system fit for the future.

    “I look forward to engaging and discussing these proposals with law firms, third sector organisations and, crucially, service users themselves so legal aid continues to best serve those who use and need it.”

    Bill Moyes, Chair of the Scottish Legal Aid Board, said:

    “This paper is an important next step in the journey to redesign the legal aid system to meet the needs of the people of Scotland for decades to come.

    “We will be working with the Scottish Government, the legal profession and advice sector in 2025 and beyond to help make the vision set out in the paper a reality.”

    The Youth Council of the Administration of the Kalininsky District of St. Petersburg, the intracity municipal formation of the Akademicheskoe municipal district and the Higher School of Law and Forensic Science (HSJISTE) of SPbPU held an interactive practice-oriented event within the framework of anti-corruption education and counteraction to antisocial phenomena among the youth “Corruption: A Game Without Rules”.

    Prevention of antisocial phenomena, including corruption, is one of the tasks of the security and legal education system at the Polytechnic University, solved jointly with the administration of the Kalininsky District and the municipal formation of the Akademicheskoe municipal district. Practical knowledge obtained by students will allow them to apply it in their future professional activities, and at present will help develop the skills of lawful behavior in society, – noted the Vice-Rector for Security of SPbPU Alexander Airapetyan.

    The interactive format of individual and team work, heated discussions and debates with elements of simulating professional investigations and court decisions made the event exciting for students. Volunteers of the Polytechnic Squad and interested students coped with the task perfectly.

    In the event “Corruption: Game without rules” we took on the roles of investigators who had to solve complicated corruption cases using specific materials with evidence. Each administrative-investigative version contained information on various signs of corruption provided for by the Code of Administrative Offenses and the Criminal Code of the Russian Federation. The goal of the game: to collect as much evidence as possible to identify the corruption scheme and expose the culprits, the guys shared.

    The organizers’ significant legal and practical experience in fighting corruption made it possible to fill the format of the business scientific and educational game with practice-oriented aspects.

    The municipality actively works with young people, including on issues of preventing antisocial phenomena, and in the Polytechnic University we have found a partner and like-minded person in organizing significant scientific, educational and practice-oriented events, – commented the head of the municipality of the MO “Akademicheskoe” Igor Pyzhik, expressing hope for the introduction of positive experience not only in the student environment, but also in schools.

    “The formation of an anti-corruption worldview in the modern youth environment is a priority of the national security of the Russian Federation, since it is aimed at developing democratic processes of state and municipal governance,” noted Dmitry Mokhorov, Director of the Higher School of Law and Technical Education. “Reinforcing skills in the educational process through professional interactive events in cooperation with subjects of state and municipal governance, law enforcement officers has become a trend in the training of modern youth at the Polytechnic University. This is why our graduates are in demand on the labor market.”

    Following the event, the organizers noted the adaptability of new methods of interaction with young people, the students’ interest in acquiring new skills and the ability to apply this knowledge in real professional situations and in their personal lives. Further points of interaction in matters of legal education were outlined, including the participation of students as mentors in schools in the Kalininsky District.

    It was interesting. This is not a game, but professional training close to real activities. We had to work hard and use all the knowledge we received in class so that the team not only completed all the tasks, but also demonstrated unconventional thinking in resolving practical disputes.     New YJB report on standards for children in youth justice

    A report from the Youth Justice Board (YJB) identifies critical themes in the treatment and outcomes of children and victims at court, offering a roadmap for future collaboration and improvements.

    The Standards for Children is a framework for guiding youth justice agencies across England and Wales and setting expectations for ensuring that children receive the right interventions and support throughout their involvement with the justice system.

    Analysis has been conducted of reporting on Standard 2 – At Court for 2023/24 and focuses on ensuring that children are treated fairly and supported appropriately during court proceedings. This analysis and evaluation is presented in the Standards report for 2025 

    The YJB’s report has identified several important system-wide themes, which highlight areas where improvements can be made. The scope of the work also includes support for victims.

    In addition to providing insight into the work being done to assess and improve the youth justice system, the 2025 report provides a pathway for further collaboration and agreed action with youth justice agencies across the sector, aimed at creating more positive outcomes for children, while creating fewer victims and safer communities. 

    In the coming months, the YJB will collaborate with key stakeholders to discuss these findings and agree actionable steps to address the themes identified. The YJB is committed to this being a collaborative effort and believes this is essential to making meaningful changes and enhancing the experiences and outcomes for children in court. 

    The YJB is encouraging partner agencies across the youth justice sector to engage with this report and recognise the importance of the findings.  

    The YJB will continue to monitor progress and facilitate collaboration across the sector to bring about positive change.

    Responding to the flogging of two university students in Indonesia’s Aceh province for having consensual same-sex sexual relations, Amnesty International Deputy Regional Director Montse Ferrer said:

    “Indonesia’s flogging of two gay men is a horrifying act of discrimination. Intimate sexual relations between consenting adults should never be criminalized, and no one should be punished because of their real or perceived sexual orientation.

    “Having already had their privacy brutally invaded when they were ambushed by members of the public while having sex, these men were then humiliated in public today and physically harmed.

    “These flogging punishments are cruel, inhuman and degrading, and may amount to torture. Aceh and Indonesian central government authorities must take immediate action to halt these practices and revoke the bylaws that allow them to take place.

    “Such laws must be brought in line with international human rights law and standards, and with Indonesia’s obligations under its own Constitution. Aceh’s regional autonomy, which is its basis to apply Sharia law, must not come at the expense of human rights.”

    Two university students were publicly flogged in the city of Banda Aceh for having consensual same-sex relations. One of the men was flogged 77 times while his partner received a slightly higher punishment of 82 lashes for providing a place for their consensual sexual activities.

    According to media reports, the two were seized on 7 November 2024 by locals who forcefully entered their rented room in Banda Aceh and later took them to the Sharia police for investigation.

    Citizen’s arrests are common in Aceh due to the implementation of Sharia law, which allows locals to turn people over to the Sharia police for investigation.Aceh is the only province in Indonesia that criminalizes consensual same-sex acts due to the special autonomy status that has allowed it to apply the Islamic Criminal Code since 2015.

    Sharia bylaws have been in force in Aceh since the enactment of the province’s Special Autonomy Law in 2001 and are enforced by Islamic courts.

     

    These laws in some cases provide for up to 200 lashes as punishment for offences including consensual intimacy or sexual activity for unmarried couples, consensual sex outside marriage, same-sex sexual relations, the consumption and sale of alcohol, and gambling.

     

    Under international human rights law all forms of corporal punishment are prohibited as they constitute cruel, inhuman or degrading punishment and often torture.

     

    This year so far, 15 people have been sentenced to flogging in Aceh for various violations under Sharia law, in addition to a total 135 individuals receiving similar punishments in 2024.

     

    In a separate case, on 4 February 2025, Sharia police in the city of Lhokseumawe, Aceh, raided a house and arrested four men who they claimed were engaged in same-sex relations after receiving a tip-off from locals. After the arrest, local officials in Aceh said that they would patrol the province to monitor “LGBTI activities”, including in beauty salons where many transwomen make a living in Aceh. Subsequently, on 15 February, locals raided a rented room in Banda Aceh, turning one transwoman and a man over to Sharia police for investigation.

    Without Congressional Action, The WTCHP Will Have To Start Turning Away First Responders And Survivors, Cut Back Access To Care For Existing Enrollees By 2028

    Today, U.S. Senator Chuck Schumer (D-NY), U.S. Senator Kirsten Gillibrand (D-NY), and U.S. Representatives Andrew Garbarino (R-NY), Jerrold Nadler (D-NY), and Dan Goldman (D-NY) joined advocates and survivors to introduce the 9/11 Responder and Survivor Health Funding Correction Act of 2025. Representative Tom Kean (R-NJ) is also an original House cosponsor. 

    Despite recent congressional action, the World Trade Center Health Program (WTCHP) continues to face an impending funding shortfall. As a result, by October 2028, the program will be forced to close enrollment to new 9/11 responders and survivors, and existing enrollees will face direct cuts to their care and be denied medical monitoring and treatment. 

    The 9/11 Responder and Survivor Health Funding Correction Act of 2025 would update the program’s outdated funding formula to ensure adequate funding until the program’s expiration in 2090. The bill would also increase funding for data collection on 9/11-related conditions and expand access to mental health care for program members. 

    “‘Never Forget’ does not mean just commemorating 9/11, it is a promise to always take care of our 9/11 first responders and survivors. That’s why we are introducing legislation to stop funding patches and make this healthcare program funded permanently: now and forever,” said Senator Schumer. “Our 9/11 heroes should not have to come down here year after year, month after month, pleading for the funding for the healthcare they have earned, deserve, and was promised to them. Now, nearly 24 years later, I stand here still, imploring our leaders: fully and permanently fund the WTC Health Program. Time is not healing, it’s revealing the ongoing toll, and our commitment must match that reality.”

    WASHINGTON, D.C. – U.S. Senators Shelley Moore Capito (R-W.Va.) and Jim Justice (R-W.Va.), as well as U.S. Reps. Carol Miller (W.Va.-01) and Riley Moore (W.Va.-02), applauded President Donald Trump’s approval for Individual Assistance in McDowell, Mercer, Mingo, and Wyoming counties. The Individual Assistance (IA) Program provides funds to individuals experiencing significant damage to homes or property.

    “We are grateful for the efforts and service of Governor Morrisey, our local leaders, neighbors, first responders, and the West Virginia National Guardsmen who sprang into action when these storms struck. The Trump administration’s approval of our state’s request for federal disaster aid is welcome news for communities in McDowell, Mercer, Mingo, and Wyoming counties as they work to recover and rebuild following these devastating storms, and we are glad that help will soon be on the way to southern West Virginia,” the lawmakers said

    Following the storms, the lawmakers sent a letter to the Trump administration in support of the state’s request for a major disaster declaration.

  • MIL-OSI Security: Met publishes new Stop and Search Charter

    The Met has published a new Stop and Search Charter, shaping the future of how one of policing’s most effective but contentious tactics is used in London.

    The charter, which was co-produced with communities, is the product of a year and a half of engagement with more than 8,500 Londoners of all ages, ethnicities and backgrounds. It is the first time a set of formal commitments on how stop and search is carried out has been agreed to and published in this way.

    Over the past four years, 17,500 weapons were seized as a result of stop and search, including at least 3,500 in 2024. Polling shows that up to 68 per cent of Londoners, including young Londoners, support its use.

    But that support varies depending on who is asked. Many Black Londoners, for example, have told us that stop and search creates tensions between their communities and the police. However, people living in those same communities, which are often among those that suffer most from serious violence and drug-related crime, also tell us that they want us to do more to keep them safe.

    Commissioner Sir Mark Rowley said: “Stop and search is a critical policing tool. Done well, it stops those intent on causing death, injury and fear in our communities. It takes dangerous weapons and drugs off our streets and in doing so, it saves lives.

    “Done badly, it has the potential to burn through trust with those we are here to protect, undermining our founding principle of ‘policing by consent’ and damaging our efforts to keep the public safe.

    “The charter is not about doing less stop and search. It is about doing it better by improving the quality of encounters, informed by the views of the public it is intended to protect.

    “Many of our officers already use their powers in this area very well. They show empathy, they de-escalate and they understand the impact that being stopped and searched can have. They do all that while still recovering dangerous weapons and seizing drugs.

    “The charter commits us to supporting all our officers, through improved training, more supervision and better access to technology, so they can meet that high standard their colleagues are setting.

    “It also gives the community a greater role in the oversight of how, when and where stop and search is used which we hope will help to build trust in a policing tactic that, so often, has been at the root of mistrust.”

    The creation of a Stop and Search Charter was recommended by Baroness Casey in her 2023 review into the culture and standards of the Metropolitan Police.

    The extensive engagement that led to its publication included events held in all 32 London boroughs, three events at New Scotland Yard and open public online sessions.

    The themes that emerged from those engagement events were tested against a wider audience of 8,500 Londoners in a series of surveys.

    The final writing of the charter was led by 80 young people aged between 16 and 23 who were invited to New Scotland Yard to interpret feedback and bring the document together. The charter uses as much of their language and phrasing as possible, in particular where the ‘community expectation’ under each commitment is set out.

    Sir Mark added:“If we are to take the fight to those intent on causing serious violence, fear and intimidation across London then stop and search must form part of that effort. If we allow its contentious nature and the concerns associated with it to force us into doing less of it, then only the criminals win.

    “This charter is particularly powerful because it has been written with communities. We’re immensely grateful to all who stepped forward to work with us. We are committed to this change and to further rebuilding trust by continuing the conversations that have made it possible so far.”

    The charter includes the following commitments:

    A focus on the quality of stop and search encounters

    The MPS will commit to making sure that officers do Stop and Search with professionalism, showing basic forms of respect. Communication and tone are important and the MPS will make sure that officers understand what it feels like to be searched, build relationships with the community and make sure that other officers step in if not done correctly.

    Improved training for officers

    The MPS will commit to improving training so that officers better understand their local community, especially those with protected characteristics. It will train officers to improve communication so it is more professional and empathetic and make sure that officers are confident in de-escalation, humility and delivering GOWISELY*.

    *GOWISELY is a mnemonic used by officers which represents the minimum information to be given during a stop and search. It stands for Grounds for the search, Object/s being searched for, Warrant card to be shown (if the officer isn’t in uniform or if it is requested), Identity of the officer (eg name and shoulder number), Station the officer is based at, Entitlement to a record of the search, Legal power used for the search, making clear that You (the person who has been stopped) are detained for the purpose of a search.

    Improved supervision for officers

    The MPS will commit to a more robust supervision process and a generally more holistic and inclusive approach to Stop and Search. It will conduct regular and random reviews of Stop and Searches and ensure the consequences for poor Stop and Search are effective and allow for progression and change.

    Improved handling of complaints

    The MPS will commit to making sure the complaints process is clearly communicated and accessible to everyone. It will prevent internal bias by ensuring the community are involved with decision making in the complaints process and provide accessible statistics that clearly show how different people are affected.

    Better use of technology 

    The MPS will commit to improving its use of technology to make data and processes more accessible, make feedback easier and explore the possible use of artificial intelligence to identify trends.

    Enhanced independent governance and scrutiny 

    The MPS will commit to independent and consistent community involvement in governance and scrutiny.

    Community involvement in where, when and why stop and search is being used 

    The MPS will commit to working with local communities to regularly discuss when and where Stop and Search is being used. They must listen to the concerns of the community and explain why it is being used to reduce fear and show that it is being used fairly and without prejudice.

    Achieving a better public understanding of stop and search

    The MPS will commit to educating all Londoners of all ages by way of different communication streams on their rights, the correct process, the reason behind each Stop and Search and raise awareness in general on the power.

  • MIL-OSI Australia: Update: Incident Port Noarlunga

    Police are preparing a report for the State Coroner following a death of a man at Port Noarlunga.

    Just after 1.30pm today (Thursday 27 February), police and emergency services were called to the Esplanade near the jetty after a 64-year-old man was pulled out of the water.

    Police believe the man was diving at the time and may have suffered a medical episode.

    Paramedics worked desperately to revive the man but sadly he died at the scene.

    There are no suspicious circumstances.
