    Biodiversity loss poses a fundamental threat to our everyday lives, impacting clean water, air, fertile soil, food, medicine, the global economy and climate control. The climate crisis is affecting biodiversity as events like wildfires become more severe and frequent in Canada and around the world.

    This week, delegations from around the world are meeting at the United Nations Biodiversity Conference (COP16) in Cali, Colombia, to advance the implementation of the Kunming-Montreal Global Biodiversity Framework (KMGBF) to achieve the international community’s goal of living in harmony with nature by 2050.

    Canada is committed to working with all partners to halt and reverse the loss of nature and protect Indigenous rights. That’s why the Government of Canada supports conservation efforts to increase the resilience of communities in many parts of the world.

    Today, the Honourable Ahmed Hussen, Minister of International Development, and the Honourable Steven Guilbeault, Minister of Environment and Climate Change, announced 7 projects, worth a total of $62 million, that aim to protect biodiversity in regions around the world, with a particular focus in Latin America.     Project: Critical Ecosystem Partnership Fund
    Partner: Conservation International
    Funding: $20 million for fiscal years 2024 to 2025 and 2025 to 2026

    The Critical Ecosystem Partnership Fund aims to support the conservation and sustainable use of biodiversity in 3 biodiversity hot spots: the Cerrado in Brazil; countries in the Indo-Burma region, namely Cambodia, Laos and Thailand; and countries in the Tropical Andes region, namely Bolivia, Colombia, Ecuador and Peru. Canada’s contribution will advance gender equality by strengthening leadership skills among women conservationists and enhance locally driven conservation in key biodiversity areas through financial and technical support.

    Project: Biodiversity Ecosystem Restoration for Community Resilience in the Chittagong Hill Tracts in Bangladesh
    Partner: UN Development Programme
    Funding: $12.5 million for fiscal years 2024 to 2025 and 2025 to 2026

    This project aims to strengthen biodiversity conservation and resilient ecosystems in climate-vulnerable and marginalized communities in the Chittagong Hill Tracts region of Bangladesh. The project will work with these communities to develop and implement community-based biodiversity conservation plans. It will also increase women’s role in decision making and in implementing inclusive biodiversity ecosystem restoration plans with local government agencies, as well as improve the restoration of biodiversity ecosystems by vulnerable households and enhance resilient alternative livelihoods of ecosystem-dependent communities to improve market access and biodiversity conservation.

    Project: Supporting the Protection of Marine Biodiversity Within the Eastern Tropical Pacific Ocean Through Dark Vessel Detection Technologies
    Partner: Fisheries and Oceans Canada
    Funding: $5 million for fiscal years 2024 to 2025 and 2025 to 2026

    This project shares Canadian technical expertise to assist Colombia, Costa Rica, Ecuador, Panama and Peru in protecting their unique marine biodiversity and supporting coastal communities, specifically women, Indigenous people and Afro-descendants. The project will provide access to innovative Canadian satellite surveillance technology by MDA Space Ltd. to support monitoring and enforcement efforts to reduce the threats posed by illegal, unreported and unregulated fishing activities.

    Project: Strengthening Marine Law Enforcement in the Eastern Tropical Pacific Ocean
    Partner: WildAid
    Funding: $5 million for fiscal years 2024 to 2025 to 2026 to 2027

    This project will help improve the protection and sustainable use of marine ecosystems in Colombia, Costa Rica, Ecuador, Mexico, Panama and Peru. This will be achieved by strengthening the capacity of national marine authorities and government-endorsed community organizations to reduce the threats posed by illegal, unreported and unregulated fishing. The project will increase the effectiveness of maritime law enforcement by advocating for compliance through education, outreach and the creation of community-wide benefits.

    Project: Enhancing Indigenous Peoples’ Resilience to Climate Change in Colombia
    Partner: World Food Programme
    Funding: $9.5 million for fiscal years 2023 to 2024 to 2027 to 2028

    This project will help increase the resilience of Indigenous communities in the Amazon. The rich and diverse ecosystems in the southern Colombian Amazon rainforest are highly sensitive to climate change, facing rapid alterations in temperature and water availability. This degradation directly affects the food security and nutrition of forest-dependent communities, particularly Indigenous people and women. The project will focus on climate adaptation, sustainable agriculture and environmental management by combining ancestral practices with modern technology. It will promote sustainable agri-food value chains to improve food security and enhance the role of women in climate governance. Project activities will be carried out in Putumayo, Caquetá and Amazonas.

    Project: Podong Indigenous Peoples Initiative
    Partner: International Union for the Conservation of Nature
    Funding: $7 million for fiscal years 2024 to 2025 and 2025 to 2026

    This initiative is the result of a collaboration between the International Union for the Conservation of Nature, Indigenous leaders and the International Indigenous Forum on Biodiversity. Canada’s contribution will help Indigenous people build their capacity to implement gender-responsive biodiversity conservation actions, build leadership skills to engage in global environmental forums and negotiations, and address the barriers Indigenous peoples face in accessing funding for their self-determined climate and biodiversity priorities and actions.

    This initiative will take place in Guatemala, Nepal, Panama and Tanzania. It advances the United Nations Declaration on the Rights of Indigenous Peoples Act, which emphasizes Indigenous peoples’ right to conservation and protection of the environment and the productive capacity of their land.

    Project: Accelerating Systemic Change for Gender Equality and Biodiversity Conservation Through the National Biodiversity Strategies and Action Plans Accelerator Partnership
    Partner: UN Environment Programme
    Funding: $3 million for fiscal years 2024 to 2025 and 2025 to 2026

    The National Biodiversity Strategies and Action Plans (NBSAPs) Accelerator Partnership is a global initiative launched in Montréal at COP15. It provides knowledge, technical and financial support to developing countries for the preparation and implementation of their national biodiversity strategies and action plans. NBSAPs are essential road maps that guide decision making and on-the-ground action to conserve and use biodiversity in a sustainable manner.

    Canada’s support will help Antigua and Barbuda, Comoros, Costa Rica, Eswatini, Tajikistan, Thailand and Togo develop and update their NBSAPs and ensure that they are gender-responsive and inclusive.

  • MIL-OSI USA: U.S. Geological Survey Grants More than $4.8M to States to Preserve Vital Geologic Data and to Support Infrastructure Development

    Of the $4.8 million to be awarded, $4.08 million comes from investments made by the Bipartisan Infrastructure Law. Every dollar awarded by the USGS is matched by state geological surveys, doubling the impact of the federal investment. This funding expands the capacity of the USGS NGGDPP to preserve physical samples (e.g., drill cores and geochemical samples) and earth-science assets, which are crucial for future scientific discovery, hazard mitigation, infrastructure development, critical mineral characterization, and climate resilience. 

    The U.S. relies heavily on critical minerals for uses ranging from smartphones and fertilizers to electric vehicles, defense and renewable energy. As supply chain vulnerabilities become a growing concern, interest in domestic resource potential has increased. Data and samples held by state geological surveys are key to identifying critical mineral potential, understanding groundwater resources and geologic hazards and supporting infrastructure projects.  

    Since 2007, the USGS NGGDPP has helped state geological surveys preserve data and samples through annual grants. This year’s funding includes more than $372,000 in appropriated funds from the USGS NGGDPP and an additional $328,000 from the USGS Earth Mapping Resources Initiative, on top of the $4.08 million from the Bipartisan Infrastructure Law. To support these preservation efforts, state geological surveys will contribute $4.8 million in matching funds. 

    The grants will preserve critical data by improving storage conditions for physical samples, advancing new technological methods to better characterize and use those samples, and driving the development of modern digital infrastructure that enhances public access to these important resources.

    Summary of Successes: Why This Matters 

    • Doubling the Impact: Every dollar awarded is matched by state geological surveys, effectively doubling the federal investment and magnifying its impact. 
    • Advancing Science: The program supports the preservation of crucial geological data and physical samples, enabling future scientific discoveries related to critical minerals, groundwater resources and geologic hazards. 
    • Critical Mineral Resources Support: In support of the USGS Earth Mapping Resources Initiative, the program facilitates the submission of up to 300 samples per state for geochemical analysis of existing geological materials with critical mineral potential. 
    • Infrastructure Development: Improvement in physical storage conditions preserves the long-term availability of samples and cores for new research without costly reacquisition (AR, AZ, IN, MO, MT, NE, NM, OH, WV). 
    • Data Modernization: Updating data formats and improving digital access to these resources ensures that scientists, policymakers and the public can leverage this valuable information efficiently. An example is well log digitization and conversion to industry standard formats for web access (FL, ID, IN).

  • MIL-OSI Security: Marystown — Man injured by shot from small game rifle, Burin Peninsula RCMP looks to identify hunters in area of Grand Le Pierre

    Following the report of a gunshot injury sustained to an individual on the afternoon of October 26, 2024, Burin Peninsula RCMP is looking to identify hunters or any other individuals who may have been present when the incident occurred. The hunting area is located off Route 211, approximately 3 kilometers North/East of the community of Grand La Pierre.

    At approximately 3:30 p.m. on Saturday, Burin Peninsula RCMP received the report of a gunshot injury from the Burin Peninsula Health Care Centre. A man attended the hospital informing that he had been shot while scouting out the area to set some rabbit snares. A 22-Calibre round was removed from the man who was treated for minor injuries. The incident is believed to have occurred sometime earlier that afternoon between 1:00-1:30 p.m.

    No persons or vehicles were observed by the injured man. Police attended the described location but were unable to locate anyone in the area.

    The investigation is continuing.

  • MIL-OSI Security: Holland Man Sentenced For Sexual Exploitation Of A Child, Penalties For Registered Sex Offenders

              GRAND RAPIDS, MICHIGAN — U.S. Attorney for the Western District of Michigan Mark Totten today announced that Jared Hanner, 32, of Holland, was sentenced to 35 years in federal prison for Sexual Exploitation of a Child and Penalties for Registered Sex Offenders. Hanner previously pleaded guilty to the charges and faced a mandatory 35-year prison sentence.

              “Sexual exploitation crimes against our children are especially egregious,” said U.S. Attorney Mark Totten. “We will continue to hold sexual predators and their coconspirators accountable by working with our law enforcement partners to secure a measure of justice for the minor victims and prevent future harm.”

              Last year, Hanner met Tasha Erin Blake, 38, of Grand Haven, online and convinced her to text him explicit photos of a minor in her care and custody, under 13 years of age. Blake complied, but subsequently confessed her actions to the police. Law enforcement executed a search warrant on Hanner’s phone and found the explicit photos and his request for them. Blake pleaded guilty to Distribution of Child Pornography earlier this year and was sentenced to 18 years in federal prison.

              “Anyone who means to manipulate and sexually exploit children should face severe consequences, and the FBI will never stop seeking justice for victims,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan. “This sentencing would not be possible without the dedicated work of our FBI West Michigan Based Child Exploitation Task Force (WEBCHEX) and collaboration with our law enforcement partners who we remain committed to working alongside to protect our communities.”

              The Federal Bureau of Investigation, Grand Haven Department of Public Safety, Ottawa County Sheriff’s Office, and Kent County Sheriff’s Office investigated the case. Assistant U.S. Attorney Doaa Al-Howaishy prosecuted it.

              This case is part of Project Safe Childhood, a nationwide initiative designed to protect children from online exploitation and abuse. The U.S. Attorney’s Office, county prosecutor’s offices, the Internet Crimes Against Children task force (ICAC), federal, state, tribal, and local law enforcement are working closely together to locate, apprehend, and prosecute individuals who exploit children. The partners in Project Safe Childhood work to educate local communities about the dangers of online child exploitation, and to teach children how to protect themselves.     Participating U.S. assets include the Navy’s Arleigh Burke-class guided-missile destroyer USS Dewey (DDG 105) and a P-8A Poseidon maritime surveillance aircraft, staff and personnel from Commander, U.S. 7th Fleet, Commander, Task Force (CTF) 72, 73, 75, and 76, Command, Destroyer Squadron (DESRON) 7, and MRF-SEA personnel from the 13th Marine Expeditionary Unit.

    Royal Malaysian Navy participating assets include the Kedah-class offshore patrol vessel KD Terengganu (F 174), the Keris-class littoral mission ship KD Rencong (KD 114), a Eurocopter AS 550 Fennec helicopter, an F/A-18D Hornet multi-role fighter, and two Agusta Westland AW139 helicopters.

    As the U.S. Navy’s forward-deployed DESRON in Southeast Asia, DESRON 7 serves as the primary tactical and operational commander of littoral combat ships rotationally deployed to Singapore. DESRON 7 also functions as the CTF-76 Sea Combat Commander and builds partnerships through training exercises and military-to-military engagements as the executing agent of Commander, Task Group CARAT.

    U.S. 7th Fleet is the Navy’s largest forward-deployed numbered fleet, and routinely interacts
    and operates with allies and partners in preserving a free and open Indo-Pacific region.

  • MIL-OSI USA: USGS invests $4.8 million in Bipartisan Infrastructure Law funding for five airborne electromagnetic surveys across the nation

    RESTON, Va. – The U.S. Geological Survey has announced it will invest approximately $4.8 million in Bipartisan Infrastructure Law funding to collect high-resolution geophysical data focused on areas with potential for critical mineral resources across multiple parts of the nation. 

    The data collection will be conducted through the USGS Earth Mapping Resources Initiative (Earth MRI), a partnership between the USGS and state geological surveys that is revolutionizing our understanding of the nation’s geology and critical mineral resources which are vital to the U.S. economy, national security, and clean energy technology.  

    Lyndsay Ball, USGS geophysicist and co-technical lead for Earth MRI electromagnetic surveys, described the data collected through Earth MRI as foundational, with broad applications to multiple disciplines within the Earth sciences. 

    “The data not only provide insight into mineral resources, but they’re also needed for understanding water resources, hydrogeology, geothermal systems, and even geologic hazards,” said Ball.  

    These airborne geophysical surveys will collect electromagnetic data to provide cross section images of subsurface electrical resistivity that expand the fundamental knowledge of geology underpinning the areas in the following states and regions: 

    • Nevada’s Great Basin 
    • California’s western Mojave Desert 
    • Illinois, Iowa, and Wisconsin Phosphorite Deposits 
    • Wyoming’s Cheyenne Belt 
    • Michigan’s Upper Peninsula 

    The electromagnetic sensors penetrate the shallow subsurface to about 300 to 500 meters (approximately 1,000 to 1,650 feet) deep and measure electrical resistivity, or how well the rocks conduct electricity. This method is particularly useful in mapping variations in sediment and rock type as well as groundwater salinity, which are markers of critical mineral resources such as brine potentially containing lithium, or graphite and clay deposits. 

    The various survey footprints were designed in close collaboration with respective state geological surveys with the aim of improving understanding of local geology and resources. 

    Officials from the various state geological surveys are optimistic the electromagnetic surveys will complement data generated through other types of Earth MRI surveys, including magnetic, radiometric, and hyperspectral, as well as their own ongoing mapping projects. 

    “This upcoming electromagnetic survey will focus on the tri-state area that has high prospectivity for critical mineral potential, and Earth MRI is the best tool to map the region,” said Ryan Clark, a geologist with the Iowa State Geological Survey. “The overlap in data will help us calibrate and validate the surveys through our own geochemical mapping.” 

    “The electromagnetic data will be a great complement to our mapping because we can take what we’re seeing at the surface and combine it with the subsurface data to get a more detailed look at our state’s geology,” said Erica Key, senior geologist at the California Geological Survey Mineral Resource Program

    The initial airborne geophysical surveys may be followed by additional investments, including new geologic maps, geochemical sampling, and other techniques to better understand the region’s geologic framework.

    Since 2021, the Bipartisan Infrastructure Law has advanced scientific innovation through a $320 million investment for the USGS to better map the Nation’s mineral resources, both still in the ground and in mine wastes, and to preserve historical geologic data and samples. Through the end of fiscal year 2024, more than $160 million has been obligated for Earth MRI initiatives, propelling efforts to make “once-in-a-generation” advancements in the nation’s geologic and geophysical data collections and mapping.

  • MIL-OSI Global: The supernatural beliefs of medieval people – from elves and fairies to abductions and the undead

    Medieval people have a reputation for being superstitious – and many of the supernatural phenomena found in the pages of medieval chronicles, miracle stories and romances are still alive in modern culture. Think ghosts, werewolves, demons, vampires, fairies and witches. But while (almost all) people today regard these beings as entirely fictional, many medieval people believed in them.

    Christian theologians accepted the existence of the supernatural, categorising such beings broadly as “fallen angels” who viewed humanity as a battleground in their ongoing conflict with God. Their enormous power meant they could even appear as deities, including the pagan gods and goddesses – they were seen to take on a monstrous appearance mainly when claiming the souls of the damned or being defeated by a Christian leader.

    The smaller and less powerful supernatural creatures known in Old and Middle English as “elves”, however, were seen to have less straightforward explanations.

    Elves, fairies and sirens

    Medieval elves were not usually as powerful as the glamorous beings envisioned centuries later by J.R.R. Tolkien. They merged with demons in some accounts and with fairies in others.

    For the 13th-century English priest Layamon, it was elves (alven) who gave King Arthur magical gifts and who, in the form of beautiful women, carried him away to the mythical island of Avalun to heal. However, Layamon was careful to say that this was the belief of “the Britons” (Celtic people), which he was simply recording.

    Fairies first appeared in French-language accounts and quickly blended with other categories of supernatural being. They were apparently more human in appearance than elves, though wings were added later.

    They formed one category of the large group of tempting, supernatural female creatures who lured human men into dangerous relationships. Perhaps most famous is the fairy Melusine, who was strongly linked to water.

    Melusine was half-human, half-serpent and was both beautiful and powerful. She brought prosperity and numerous sons to her human husband, but forbade him to see her at a specified time (Saturdays). When he broke his promise, Melusine’s true form was revealed, and she left forever.

    It is unclear whether the chroniclers and readers who enjoyed such stories entirely believed them, but it seems likely that fairies were considered more real in the middle ages than now.

    Medieval abductions and miracles

    For medieval people, elves, fairies and sirens inhabited the ambiguous territory between fact and fiction. The same may be said of mysterious beings who abducted unsuspecting humans, often women, and carried them off to strange and frightening regions. Those who allegedly reported these experiences believed them to be real, although they were condemned as demonic illusions by moralists.

    Being taken high above the Earth is a recurring theme in medieval writing, including tales of witches deliberately flying on the backs of animals. These abduction tales could be compared to modern accounts of alien abductions.

    While tales of abduction by fairies were sometimes dismissed as delusions, stories of saints’ miracles and natural marvels were usually accepted as true. It might be tempting to compare the powers of miracle-working saints with those of modern superheroes – but miracles were considered overt demonstrations of the power of God, whereas superheroes tend to result from scientific or technological extremes.

    A particularly sensational example was recorded in the Life of St Modwenna (an early Irish princess and abbess), written by the abbot Geoffrey of Burton circa 1120-1150. In his account, two tenants of Burton Abbey stirred up a violent feud between the abbot and Count Roger the Poitevin. The troublemakers died suddenly and were buried in haste, but apparently reappeared at sunset carrying their own coffins, before transforming into terrifying animals.

    These revenants (spirits or animated corpses) reportedly brought death to the village – only three people were left alive. When the graves of the runaways were opened, they were found to be bloodstained but intact. A formal apology to the abbey and the saint was followed by ritual dismembering of these corpses and burning of their hearts. This apparently led to the expulsion of an evil spirit and the recovery of the surviving peasants.

    Natural marvels

    “Natural marvels” were medieval phenomena which were accepted as parts of God’s creation, but could not be scientifically explained. Many of the creatures found in bestiaries (medieval encyclopedias of animals both real and mythological) fitted here, such as dragons, unicorns and basilisks.

    Dragons and unicorns remain popular fantasy characters today, but basilisks are less well known – although a giant one once proved a fearsome opponent for Harry Potter. Basilisks were said to be so poisonous that their scent, their fiery breath and even their gaze could kill. They were attested not only by bestiaries but by the Roman philosopher and botanist Pliny in his book Natural History (circa AD77). They were found in the province of Cyrene, in modern Libya.

    Similarly, different regions of the Earth were characterised by natural marvels recorded in works such as priest and historian Gerald of Wales’s book, The History and Topography of Ireland (1185-88).

    Gerald noted that some readers would find his stories “impossible or ridiculous”, but testified to their accuracy. They included strange islands where no female creature could survive and nobody could die a natural death, as well as strange creatures and humans forced to transform periodically into wolves by the power of St Natalis (an Irish monk and saint).

    Medieval people believed in a wide array of supernatural beings. While today we mostly see them as the stuff of nightmarish fiction, our enthusiasm for this diversity hasn’t waned – just look at the breadth of supernatural costumes on display every Halloween.

    Astra is the RAF’s approach to grassroots innovation, which encompasses bureaucracy challenge and continuous improvement. The Astra Awards recognise some of the most inspirational people, ingenious ideas, and the incredible impact they’ve had on our operational output.

    Award Winners

    Astra Unit Award, sponsored by Fujitsu

    Winner: RAF Lossiemouth

    RAF Lossiemouth showcases the future of the Astra Network at a unit level. Enthusiastically grasping the direction to refocus Astra onto grassroots innovation, the team have already made a significant impact on the innovative mindset across the station. Proactively upskilling the existing Continuous Improvement personnel in unfamiliar areas such as additive manufacturing, computer-aided design, and virtual reality, the small team are already proving highly effective in all aspects of grassroots innovation. Positively impacting on people and the operational output across the unit, they are making best use of every asset and opportunity provided to them. To support their work, the team have created an exciting and engaging Astra Hub; a collaborative, innovative space that will allow the whole force to continue to deliver substantial benefits to RAF Lossiemouth and the RAF.

    Project IMMERSIVE INSTRUCTOR TRAINING, known as I2T, is designed to enhance the delivery of training to Qualified Helicopter Instructors and Qualified Helicopter Crewman Instructors. Significantly modernising the outdated system, the project delivers training using immersive 360-degree video courseware accessed via virtual reality headsets. Developed by Flt Lt Rich Keeling and Dr Jon Allsop at the Central Flying School, it is being implemented by RAF Shawbury to great effect. It is proving to complement the existing training programme and allows instructors to gain skills through repeatable virtual scenarios and error analysis. It bridges the gap between theoretical and real-world flying in a sustainable manner and helps to ensure effective instructors for future helicopter aircrew.

    Winner: Sergeant Becky Livesey

    Consistently championing change for the benefit of our whole force, Becky has been a driving force behind a challenge to amend outdated policy to support hundreds of individuals with shared parental responsibility. The previous policy only allowed leave to be shared between serving spouses, which did not reflect the changing nature of families and led to personal difficulties and an unstable environment for the children of Service personnel. Her challenge highlighted the negative impact of the policy and was integral to bringing about a significant change. The updated policy now allows leave to be transferred between serving personnel in all three Services who both have parental responsibility for a child, enabling them to use it for childcare purposes. The resulting increase in stability for Service children and the home environment cannot be underestimated, nor can its impact on retention and morale for our people.

    Winner: RAF Brize Norton Air Mobility Force Dispatch Optimisation

    The consolidation of key enablers into a centralised dispatch centre at RAF Brize Norton has greatly enhanced communication, professional relationships, and overall efficiency, saving over 15 minutes for every flight from the busy main operating base. The relocation of the Meteorological Office, Jet Plans, and MSC has reduced unnecessary movement and transportation waste, streamlining workflow. The elimination of ‘nav bags’ and the centralisation of Electronic Flight Bags further minimised motion waste. Additionally, process duplication has been removed, reducing rework, and allowing crews to plan without interruption. Crews also save a further 6-8 minutes by no longer needing to visit Load Control, and aircrew now book transport directly, reducing delays. The project has delivered efficiencies for all stakeholders throughout the process.

    Astra Contribution to Operations Award, sponsored by the RAF

    Winner: F-35 Detachment Toolkit

    Recognising the need for rapid deployability in support of ACE, the RAF Marham team developed and delivered a deployable toolkit in support of the F-35 fleet. Employing Lean Six Sigma analysis and modelling high level tool usage across the fleet, they identified the full requirements to ensure the project would deliver a successful product. The team repurposed tools and test equipment from redundant issue centres, obtained funding for a laser etching machine, and procured mobile support units. Owing to their efforts, the F-35 now has a deployable tool capability that was used for the first time in the Iceland Air Policing operation. The capability has increased the potential operational output of the fleet, allowing it to operate effectively in two different locations with minimal impact to the flying programme.

    Winner: Chief Technician Martyn Sullivan

    Martyn has consistently demonstrated and embodied innovation, challenge, and improvement. His passion for making RAF Coningsby better through well-structured and benefit-led projects has ensured his small team have delivered a positive and lasting impact at unit level. Their demonstrable output adds value across the board. Alongside his commitment to RAF Coningsby, he actively collaborates with the whole force across the RAF, sharing his knowledge and experience and encouraging others to develop their innovative mindset. He created, organised, and delivered courses that developed an internal grassroots innovation network that spans all professions and sections. Furthermore, his exceptional work with industry partners such as BAE Systems has delivered projects that have improved and enhanced the operational output of the Typhoon fleet at both Coningsby and Lossiemouth.

    Spirit of Innovation Award, sponsored by BAE Systems

    Winner: Chief Technician Neil Hunt

    Wing Commander Williamson collected the award on behalf of Chief Technician Hunt. It will be formally presented on unit.

    Neil has shown significant determination and commitment to improvement. After identifying issues with the transportation of F-35 canopies across unit, Neil, alongside Sgt Richard James, developed the F-35 Canopy Transportation Trolley project, which has now been brought into service at RAF Marham. The innovative improvement project has already saved Defence over £600k. Continuing to engage with the Astra improvement process, Neil has submitted a further 13 ideas over the past two years. This includes the F-35 Ejection Seat Transportation Solution, which has once again delivered an effective solution that has delivered significant benefits, saving Defence £1.75m in the first 3 months by removing potential for damage and increasing resource efficiency.

    Neil’s award was collected by Wg Cdr Williamson on his behalf and will be handed over formally on unit.

    Astra Rising Star Award, sponsored by Frazer-Nash Consultancy

    Winner: Elizabeth Garvin

    Beth is new to the Civil Service and the RAF whole force as the Continuous Improvement Facilitator at RAF St Mawgan, who has taken on the role of Astra Ambassador as well as CI Lead. Always keen to learn, she proactively approached the Headquarters CI Team to secure a place on the Lean Six Sigma training course to further develop her skills. Since completing the course, she has rapidly applied her newfound knowledge and skills to delivering improvements across the unit. She has embraced the Astra ethos and amalgamated innovation, challenge, and improvement across all functional areas on unit, developing a growing innovative mindset and culture. Her creation of a regular drumbeat of collaboration opportunities, where she shares insight into activity in other areas, is already proving popular and igniting ideas in others from every area across the unit. Beth epitomises the values and intentions of Astra and grassroots innovation in the RAF whole force.

    Using the tools and techniques of Continuous Improvement, a full review and redesign of the State Demand form at RAF Coningsby was undertaken. The inefficient process saw at least 12 versions of the same form used on unit, with a significant administrative burden for all involved in submitting the 6000+ forms a year. The process was reviewed end-to-end and redesigned to remove unnecessary steps. Considering the needs of all stakeholders, it has simplified the communication flow and established an effective feedback loop. The project has significantly reduced the rejection rate for state demand forms and the potential misallocation of engineering spares. The redesigned form has also saved over 1600 hours per year just at RAF Coningsby and has also been used repeatedly and proven highly successful in the UK and on Op SHADER.

    Winner: Ailidh Leather

    Ailidh Leather has been the lead for Project POST ROOM at RAF Cosford, which uses scanning technology to significantly enhance the experience of the Post Room staff and the hundreds of recipients on station. Several years ago, Ailidh identified how technology could transform how mail is processed. With increasing amounts of parcels due to online shopping and inefficient handwritten ledgers, the post room was being swamped with mail leading to long delays in items reaching their intended recipient. Her persistence, determination, and forward thinking have ensured that the project has reached the position it is in today despite numerous setbacks. Through her tenacity, the project is making a real difference to the lives of personnel at Cosford, with potential to be rolled out wider across the RAF.

    Chief of the Air Staff’s Award, sponsored by Astra

    Winner: Air Specialist Class 1 Ross McGrory

    Ross played a pivotal role in Project GAIA, seamlessly transforming it into a Digital Shadow for a deployed medical centre by connecting multiple devices to a central hub. Proactively learning a new programming language, and dedicating a significant amount of his personal time, he developed a working product that provides a critical capability – 24/7 monitoring for emergency medical items such as blood supplies. Ross’s innovative mindset and skillset ensured that the complex system could easily be used by non-technical staff, which is not an easy task. Additionally, as second in command of RAF Leeming‘s Makerspace, which is an integral part of the Astra Hub, he expanded user engagement. He swiftly solved a persistent station issue in just 4 hours, highlighting his technical expertise and commitment to innovation.

    Hundreds gathered in Sunderland Hall at the RAF Museum for an evening of reward and recognition, showcasing grassroots innovation and sharing ideas. Grassroots innovation activities from the whole force were on display to ignite the innovative mindset of our people and encourage collaboration to bring meaningful change.

    Personnel from across the whole force were joined by international allies from the United States Air Force (USAF), Royal Australian Air Force, and Royal Canadian Air Force. Members of the USAF currently based in the UK also joined RAF personnel in demonstrating grassroots innovation projects in their area. The USAF’s AFWERX team are working closely with the RAF’s Astra Team to encourage collaboration on common problem sets, with the first joint grassroots innovation projects already being planned.

  • MIL-OSI USA: From Policy to Action: Anna-Michelle McSorley Focuses on Health Equity for Latinos

    Anna-Michelle McSorley, assistant professor of allied health sciences, joined the faculty of the College of Agriculture, Health and Natural Resources (CAHNR) this fall. Her work focuses on addressing health inequities related to policies and data collection for Latinos, particularly Puerto Ricans.

    “I’m well-situated at UConn to engage with the very population that is migrating from that territorial context into the state of Connecticut,” McSorley says.

    According to the most recent U.S. Census data, 18.6% of Connecticut’s population is Hispanic or Latino, equating to more than 670,000 people. Puerto Ricans constitute the largest Latino group within this population, representing roughly 45%. Nearly six million Puerto Ricans live outside of Puerto Rico in the States in total.

    McSorley is based at UConn Waterbury. Waterbury has a large Latino population, including more than 110,000 Puerto Ricans. This positions McSorley well to engage directly with the communities her research stands to impact.

    “It’s the rigor of research translated into policy action to benefit the people we are trying to serve,” McSorley says.

    Much of McSorley’s work focuses on Puerto Rico, which is neither an independent nation nor a state, but a territory of the United States.

    McSorley, who identifies as a “Nuyorican” raised between New York and Puerto Rico, understood this unique status from a young age. She realized there was something about how she was able to travel between the U.S. and Puerto Rico that was distinct from other Latino communities and countries.

    “I started thinking about that very early in my life,” McSorley says. “Then, through my education, I was able to pinpoint this difference, identify policies and structures that affect it, and have the vocabulary to highlight it as part of my research.”

    In her research, McSorley takes an expansive view of the federal and local policies, systems, and agencies that affect our health.

    “I think of traditional health policies,” McSorley says. “But I also think of others in our social sphere, like economic policies, that also ultimately shape health outcomes.”

    McSorley recently contributed three papers to a historical special edition of the American Journal of Public Health – the first to exclusively focus on Latino health issues – in which Puerto Rico is prominently featured.

    McSorley was the first author on one of these papers focusing on three key policy areas contributing to health and health care inequities in Puerto Rico: FEMA, Medicaid, and political representation in the island area.

    McSorley and her collaborators assess the ways in which the distribution of FEMA aid and Medicaid funds to the territory perpetuate health disparities.

    McSorley’s paper also highlights the role of political representation, or the lack thereof, in the differential application of federal policies in the territory of Puerto Rico.

    “Yes, these are matters of health policy,” says McSorley. “However, it’s also a question of political processes, potential political biases, and power dynamics.”

    As a territory, Puerto Rico is not a self-governing state. Puerto Ricans in Puerto Rico are U.S. citizens but cannot vote in presidential elections. They are governed by policies enacted by the U.S. Congress, thousands of miles away.

    In a major election year, Puerto Rico’s unresolved status as a territory could become a mobilizing issue across the Latino community, McSorley says.

    “After all, what is being observed in Puerto Rico also serves as a sort of ‘canary in the coal mine’ for communities across the States,” says McSorley. “For instance, the Medicaid block grant structure employed in Puerto Rico has been proposed as an alternative Medicaid funding structure in the States. If applied, this could lead to the same types of cuts to benefits we see in Puerto Rico.”

    The other papers to which McSorley contributed in this edition focus on improving data collected on Latino groups. Data often treats Latino populations as a monolith. However, this group includes dozens of unique populations.

    One paper calls for better empirical methods for data collection and health statistics that more accurately represent the population. The second paper focuses on Latino reproductive health inequities.

    “I want to address data gaps,” McSorley says. “How we collect data on Latinos, and Puerto Ricans specifically in the U.S. or the territory matters in terms of honoring different needs of populations.”

  • MIL-OSI Security: Defense News: Ceremonial Signing Celebrates Department of the Navy-Sourcewell Partnership

    Brenda Johnson-Turner, Deputy Assistant Secretary of the Navy for Installations and Facilities, along with senior leaders from the Navy and Marine Corps signed the new agreement with Sourcewell representatives at the Defense Communities Installation Innovation Forum conference in San Antonio, TX, Oct. 28. 

    “I am truly excited about our new agreement with Sourcewell,” stated Ms. Johnson-Turner, “as a department, we must use the authorities Congress grants in innovative and sound ways to meet our installation missions in a fiscally constrained environment.  The IGSA authority is a terrific tool, and this particular agreement with Sourcewell will provide new opportunities for our Navy and Marine Corps teams to ensure our installations are ready to support the needs of our warfighters.”

    The agreement aims to increase Navy and Marine Corps buying power by decreasing procurement costs and delivery timelines for various installation-support services, supplies, and equipment. It also allows Navy and Marine Corps installations to leverage Sourcewell’s extensive list of competitively awarded contracts to procure goods and services faster.  This translates to increased opportunity to buy down risk to naval missions and forces by ensuring U.S. tax dollars approved for Department of the Navy spending go further in meeting infrastructure and base support requirements.  Installations will be able to request Sourcewell’s services in key areas to include installation supplies, equipment, services, and small-scale construction projects.

    “It’s an honor to work with Navy and Marine Corps installations, providing efficient and effective support so they can achieve mission success,” said Dr. Chad Coauette, Sourcewell Chief Executive Officer. “This agreement enables our team to work with installation leadership to procure goods and services through local businesses whenever possible.     This is the second IGSA between Sourcewell and a Department of Defense military department. Earlier this year, Sourcewell signed a similar agreement with the U.S. Army.

  • MIL-OSI Security: Elsipogtog — Man arrested and charged in connection with Elsipogtog arson and mischief

    The Elsipogtog RCMP Detachment has arrested a 29-year-old man in connection with an arson and mischief in Elsipogtog.

    On October 23, 2024, at approximately 8:20 p.m., members working at the Elsipogtog RCMP Detachment heard a loud bang. A short time later, it was discovered that the detachment building and one unmarked police vehicle had been vandalized. The same night at approximately 8:41 p.m., police received a report of a residence on fire on Levi Street in Elsipogtog.

    Upon investigation, police were able to identify a person of interest. A 29-year-old man from Elsipogtog First Nation was located and arrested without incident.

    On October 25, 2024, 29-year-old Sonny Travis Bayley Francis appeared in Moncton Provincial Court where he was charged with:

    – Arson
    – Two counts of mischief under $5000
    – Three counts of failure to comply with a release order

    He was remanded in custody and is scheduled to return to court on November 8, 2024, for a bail hearing.

    Today Secretary General Rutte met with President von der Leyen for the first time since Mr Rutte took office at the helm of NATO.

    Their discussion focused on the importance of a close and strategic partnership between NATO and the European Union. 

    Both agreed that in an increasingly dangerous world, this partnership is vital in order to champion and safeguard peace, freedom and prosperity. 

    Russia’s war of aggression on European soil is the single biggest threat to peace and security on the European continent. 

    Secretary General Rutte and President von der Leyen both emphasised that the deployment of North Korean soldiers in support of Russia’s war of aggression represented a significant escalation of the war against Ukraine as well as a serious threat to European security and global peace.

    They also discussed the growing assertiveness of authoritarian states on the world’s stage. These states challenge our common interests, values and democratic principles, using multiple means – political, economic, technological and military.

    To address these evolving threats and challenges, Secretary General Rutte and President von der Leyen have agreed today to set up a new high-level task force to strengthen the existing NATO-EU cooperation.  Planning for the first meeting of the task force is expected to move forward in the coming weeks.

    Franchetti and Honea’s visit provided the opportunity for them to see firsthand how NSWC PCD, one of the Navy’s premiere research, development, test and evaluation laboratories, supports the fleet through capabilities including mine warfare, expeditionary warfare, robotics, autonomous systems, and naval special warfare.

    “It was really exciting to see all the amazing work that is going on all around here. I got to walk around and talk with many [people from this workforce], the commands here and the service members,” said Franchetti. “I’m very excited about the future. It is a very bright future thanks to all the great work that you’re doing here today and have been doing for quite some time.”

    Franchetti and Honea spent the first part of their visit engaging with sailors and civilians, while learning more about capabilities to ensure wartime readiness.

    “NSWC PCD continues to meet mission readiness by ensuring alignment to the CNO’s Navigation Plan, which poises our Navy to enhance the Navy’s long-term advantage,” said Capt. David Back, NSWC PCD commanding officer. “It is an honor to host the CNO and MCPON.”

    Dr. Peter Adair, SES, NSWC PCD technical director, emphasized the significance of getting NSWC PCD’s capabilities to the fleet rapidly.

    “Taking sailors and marines out of harm’s way and reducing the operational timeline is imperative. Unmanned technologies are how we are going to get there,” said Adair. “It is our role to ensure the fleet has the capabilities they need for today, tomorrow and the Navy after next.”

    The visit concluded with a CNO and MCPON-led All Hands Call with sailors and civilians across Naval Support Activity Panama City.

    The warfighter is the Navy’s asymmetric advantage. Franchetti’s Navigation Plan 2024 America’s Warfighting Navy outlines the need to build our unmatched warfighting teams—active and reserve Sailors, with Navy civilians—through a relentless focus on training and learning.

    “When I am asked ‘who is the warfighter’ many groups of people come to mind. There are our sailors, on the frontline, but there are also those in the behind the scenes that contribute significantly to Project 33 and to the Navy getting real, getting better,” said Franchetti during her All-Hands address. “I am incredibly grateful for the hard work each of you put into ensuring our mission not only advances operationally, but processes continue to improve so we can support the frontline more efficiently and safely.”

    Fourteen individuals were recognized for their significant contributions to the Navy, including 13 sailor recognitions for achievements.

    CNO and MCPON presented a Meritorious Civilian Service Award to Andrea Perles, leader in mine warfare for the U.S. Navy. NSWC PCD also announced Hospital Corpsman Second Class Nicholas Harburckak from Chambers, Neb., as the Junior Sailor of the Year and Aviation Ordnanceman First Class Kevin Rodriguez from Smithfield, Va., as the Sailor of the Year at this installation.

    The visit provided Franchetti and Honea with a richer understanding of NSWC PCD’s mission to support the America’s Warfighting Navy.

    “It is your efforts, your dedication, and your expertise that provides us with the capabilities and enablement of manned and unmanned vessels in the fleet,” said Honea. “Whether you are wearing a uniform or intricately in the behind the scenes, the work you do matters.”

    This was Franchetti and Honea’s first visit to NSWC PCD as Chief of Naval Operations and Master Chief Petty Officer of the Navy.

  • MIL-OSI Security: Defense News: USS George Washington Carrier Strike Group leads Task Force 70 surface, air forces into Keen Sword 25

    Keen Sword is the latest in a series of joint-bilateral field training exercises designed to increase combat readiness and interoperability of Japan Self-Defense Forces (JSDF) and U.S. forces.

    In addition to Carrier Air Wing 5 and the strike group staff, embarked aboard the flagship Nimitz-class aircraft carrier USS George Washington (CVN 73), CTF 70 is represented in the exercise by the expeditionary Electronic Attack Squadron (VAQ) 134, as well as the Ticonderoga-class guided-missile cruiser USS Lake Erie (CG 70) and the Arleigh Burke-class guided-missile destroyer USS Preble (DDG 88), both operating under Destroyer Squadron (DESRON) 15.

    “The George Washington Carrier Strike Group’s presence is crucial in Keen Sword 25,” said Rear Adm. Greg Newkirk, commander of Task Force 70 and the carrier strike group. “In Keen Sword, our strike group rehearses complex, high-end warfighting with the joint force and allies. This type of exercise showcases the range, agility and lethality of our unified force and reestablishes the George Washington Carrier Strike Group in the U.S. 7th Fleet area of operations with emphasis.”

    George Washington, returning in its second stint as the U.S. Navy’s aircraft carrier forward-deployed to Japan, departed the San Diego area on Oct. 8 to begin operations in the Indo-Pacific.

    The carrier was previously forward-deployed to Yokosuka from 2008 to 2015, and will return there in late fall after completion of its current patrol. The Nimitz-class aircraft carrier USS Ronald Reagan (CVN 76) served as the forward-deployed carrier from 2015 until earlier this year.

    “Keen Sword 25 provides the George Washington CSG an arena to flex its considerable capability in the air, surface and information domains,” said Newkirk. “Not only is the strike group conducting dynamic flight operations and complex expeditionary logistics during this exercise, it is also serving as a hub for tactical decision-making, driving action and reaction among forces throughout the region.”

    The CSG team, with DESRON 15, is coordinating with Lake Erie, operating with allies in the Philippine Sea near Okinawa, as well as Preble, which is in Yokosuka providing a platform for bilateral Tomahawk Land-Attack Missile (TLAM) training with Japan Maritime Self-Defense Force specialists.

    Keen Sword is a biennial exercise designed to help promote peace and security in the Indo-Pacific region. This exercise, and others like it, are an opportunity to demonstrate to the world the will of the U.S. and allies to defend Japan, as well as the ironclad nature of the U.S.-Japan alliance, which has stood for more than 70 years.

  • MIL-OSI USA: Media Alert: Low-level helicopter flights to image geology over central Nevada

    The survey will begin in November 2024 and is expected to be completed in February 2025, weather and flight restrictions permitting.

    Flights will include areas in Humboldt, Lander, Eureka, Elko, White Pine, and Nye counties in Nevada.   

    Initial survey flights will be based out of Tonopah, Nevada, and are planned to move northward over the winter. The survey base and flight locations are subject to change with little warning to other parts of the survey area as necessary to minimize ferrying distances and avoid adverse flying conditions. 

    The purpose of the survey is to provide images of subsurface electrical conductivity that expand the fundamental knowledge of geology underpinning the Basin and Range province of Nevada. These flights are a continuation of a project that began in 2022. The survey area hosts brines and evaporation-based mineral systems that might contain lithium resources, and rock formations that may contain other critical minerals as well as base and precious metals.

    The helicopter will fly along pre-planned flight paths relatively low to the ground, about 200 feet (60 meters) above the surface. Flight line spacing will vary depending on location, typically separated by about 3 miles (5 kilometers). 

    A sensor that resembles a large hula-hoop will be towed beneath the helicopter to measure small electromagnetic signals that can be used to map geologic features. The data collected will be made freely available to the public on ScienceBase, typically within one to two years of flight completion.

    None of the instruments carried on the aircraft pose a health risk to people or animals. The aircraft will be flown by experienced pilots who are specially trained and approved for low-level flying. The survey company works with the FAA to ensure flights are safe and in accordance with U.S. law. 

    The surveys will be conducted during daylight hours only. Surveys do not occur over densely populated areas and the helicopter will not directly overfly buildings at low altitude. 

    This airborne electromagnetic survey is funded by the USGS Earth Mapping Resources Initiative as part of a national-scale effort to acquire modern high-resolution airborne geophysical data through airborne geophysical surveys like this one, geochemical reconnaissance surveys, topographic mapping using lidar technology, hyperspectral surveys, and geologic mapping projects. This survey is designed to meet needs related to mineral resource assessments, geologic framework, and mapping studies, as well as supporting geothermal energy and water resources studies.

    The new geophysical data will be processed to develop high-resolution three-dimensional representations of geology to depths over 1,000 feet (300 meters) below the surface. The models and maps produced from the survey are important for improving our understanding of critical mineral resource potential, groundwater aquifer structure and salinity, geothermal resource potential, and natural hazards. These results will support detailed geologic mapping studies being conducted by USGS and the Nevada Bureau of Mines and Geology, by expanding on the mapping of formations where they can be observed in the hills and mountains into the valleys, where these geologic layers become buried under sediments and volcanic deposits.

    The survey fits into a broader effort by the USGS, the Nevada Bureau of Mines and Geology, and many other state geological surveys and other partners, including private companies, academics, and state and federal agencies to modernize our understanding of the Nation’s fundamental geologic framework and knowledge of mineral resources. 

    The USGS is contracting with Xcalibur Multiphysics under Fugro Earthdata, Inc. to collect these data.

            Case Reflects Ongoing Commitment to Protect Victims of Domestic Violence

              GRAND RAPIDS – U.S. Attorney for the Western District of Michigan Mark Totten today announced that Dequarius Quitman Day, 32, of Muskegon Heights, was sentenced to 60 months in federal prison followed by three years of supervised release for being a felon in possession of a firearm. Day’s crime was especially concerning because of his history of domestic violence, including his threatening actions in this case.  He previously pleaded guilty in July 2024.

              “Too many women who crossed Mr. Day’s path lived in fear of violence,” said U.S. Attorney Mark Totten. “For the millions of Americans who face domestic violence, an abuser’s access to a gun can mean the difference between life and death. We stand with the victims of domestic violence and will continue to do everything we can to protect them.”

              On December 25, 2023, Day pointed a firearm at the mother of one of his children and threatened to shoot her. While on the phone with 911 requesting assistance, the woman provided the operator Day’s name, a description of his vehicle, a description of the firearm, and informed the operator he had a warrant for his arrest.

              Day fled the scene in a vehicle but soon returned on foot to retrieve his cell phone. At that time, law enforcement placed him under arrest. Day lied to officers, claiming he did not have a vehicle. Law enforcement searched the surrounding area and located his vehicle parked a few blocks away. A loaded Taurus 9-millimeter pistol was found under a seat in the car as well.

              Day had prior felony convictions prohibiting him from possessing firearms and had an active warrant for an alleged assault against the victim’s pregnant sister on December 9, 2023. He has been charged by the Muskegon County Prosecutor’s Office for both the December 9 and December 25 assaults and is presumed innocent of those changes until proven guilty beyond a reasonable doubt.

              Domestic violence is a pattern of abusive behavior in any relationship that is used by one partner to gain or maintain power and control over another intimate partner. Across the nation and in Michigan domestic violence is a serious threat. According to the National Coalition Against Domestic Violence, 1 in 3 women and 1 in 4 men have experienced some form of physical violence by an intimate partner. Moreover, studies have shown that domestic violence perpetrators often use firearms to abuse and control their victims, who are five times as likely to be killed if their abuser has access to a firearm.

              The U.S. Attorney’s Office for the Western District of Michigan has brought other cases to address the threat of domestic violence, which include the following:

              In addition, the U.S. Attorney’s Office for the Western District of Michigan recently announced a special partnership with the City of Lansing to address domestic violence in that city as part of a nationwide program.

  • MIL-OSI Security: NMRTC Twentynine Palms Sailors prepare for Keen Sword exercise in Japan

    As U.S. forces gear up for the latest iteration of Keen Sword, Navy personnel from across the globe are preparing for one of the largest bilateral military exercises between the United States and Japan.

    Among those participating are Sailors from Navy Expeditionary Medical Facility (EMF) Bravo, currently stationed at Navy Medicine Readiness and Training Command (NMRTC) Twentynine Palms. These Sailors will provide essential medical support throughout the exercise, ensuring operational readiness extends to medical care in the field. Their involvement highlights the critical role that medical teams play in maintaining the health and effectiveness of deployed forces.

    The Oct. 23 to Nov. 1 exercise, aimed at testing operational readiness and strengthening combat interoperability, will bring together key military assets from both nations for a coordinated effort in maintaining regional security.

    Since 1986, Keen Sword has brought together thousands of American and Japanese service members to train for potential real-world conflicts, with a specific focus on joint operations. The exercise serves as a platform for the U.S. military to work alongside Japan’s Self-Defense Forces in a simulated, yet highly realistic, mass casualty environment.

    One of the many Sailors participating in the exercise is Hospital Corpsman 1st Class (HM1) Raymond Black from Colorado City, Arizona, a biomedical equipment repair technician. Black explained that the primary role of his team during the exercise is to set up and maintain a field hospital capable of receiving casualties in the event of an emergency.

    “Much of the operation will be conducted by the Navy on ships, but our role will be setting up the field hospital to be on standby for patient evacs,” said Black. “That way if this were a real-world event, we would be prepared to receive casualties.”

    The medical team participating in Keen Sword includes a wide variety of specialties, bringing together a broad range of medical expertise to support the mission effectively.

    “It’s pretty much anything you’d need,” Black expressed. “We’ve got biomeds like myself. We’ve got radiology. We’ve got preventative medicine. We’ve got a surgical team, admin — we’re going to be basically a full hospital.”

    Black, a seasoned biomed, has extensive experience serving overseas, having deployed to Iraq twice and Kuwait once. His deployments have given him a unique perspective on the challenges of maintaining and repairing medical equipment in a field setting.

    “Trying to perform maintenance and repairs while deployed is significantly harder,” Black said. “You might have to wait weeks for parts, or the equipment could be so old that they don’t make parts for it anymore. That experience helps me prepare for the unexpected challenges we might face in this exercise.”

    Lieutenant Junior Grade Belinda Larche, a patient administration officer originally hailing from Cameroon emphasized the importance of the exercise in evaluating readiness.

    “Keen Sword is designed to assess EMF Bravo’s ability to deploy within 10 days and provide Role III healthcare support in an austere environment,” she said.

    Larche, who has previously served overseas as a medical regulator (MEDREG) in Iraq, believes the skills she gained from her deployments will be critical during Keen Sword.

    “I served in Iraq as the MEDREG of 28 Joint and 9 Coalition Units across the Combined Joint Task Force Area of operations in the U.S. Central Command (CENTCOM),” Latched explained. “As the MEDREG for Navy Expeditionary Medical Unit Role-2E, I led a team of three medical operations personnel in executing 25 urgent, priority, and routine intra and inter-theater medical evacuations. I believe the skills I honed during that mission will greatly assist me and my team to accomplish Keen Sword successfully.”

    One of the less visible but equally essential roles during the exercise will be filled by Information Systems Technician 3rd Class Christopher Logan from Long Beach, California. Logan’s responsibilities include ensuring communication systems are fully operational, allowing seamless coordination during medical evacuations.

    “I am going to help run the systems, make sure that nothing goes down, and try to maintain network stability as a system administrator,” Logan said. “We’ll also be setting up communications so we can transmit medical information and better coordinate patient care.”

    HM1 Isai Lopez, a surgical technician from Florida, will assist in setting up and maintaining a sterile environment for potential surgeries. Lopez, who has previously served at NMRTC Rota and aboard the USS Essex, emphasized the value of training in realistic environments.

    “In this exercise, we have the privilege of training to receive patients in a mass casualty situation for multiple days to create the stressful environment the medical force may receive in a real-life scenario. This allows us to find ways to be as efficient as possible,” Lopez said. “It’s crucial that this isn’t the first time we’re exposed to these situations. The way this (exercise) becomes most effective is for those attending Keen Sword to share their experience with every Sailor.”

    Black also highlighted the exercise’s value for further bolstering strategic interoperability with Japan.

    “Keen Sword helps us work out problems so we can operate smoothly with our Japanese allies,” he said. “Because, with any operation, the main issue is always communications — who’s doing what, what needs to happen, and when. The goal is to make sure that, if a conflict arises, these questions are already answered to the point that we’re fully ready.”

    Keen Sword, which occurs every two years, reflects the ongoing commitment of the U.S. and Japan to maintain regional stability in the Indo-Pacific. This year’s exercise comes amid growing concerns about the security dynamics in the region, particularly with China’s increasing military presence.

    “We need to be prepared for anything,” Black added. “That’s why exercises like Keen Sword are so important.”

  • MIL-OSI Security: Fredericton — The New Brunswick RCMP’s Internet Child Exploitation Unit

    The mandate for the New Brunswick RCMP’s Internet Child Exploitation (ICE) Unit is to locate, assist, and support child victims of online sexual abuse, and identify those who are criminally responsible. The unit includes 11 investigators, including one each from Saint John Police Force and Kennebecasis Regional Police Force, one analyst, and one support staff. ICE has been operational since 2007.

    Between 2015 and 2023, there was a dramatic increase of reported child-related sexual exploitation files, including 568 new investigations in 2023 compared to 132 in 2015, an increase of 330% year over year. In 2023, as part of the provincial budget announcement, new positions and resources were allocated to the New Brunswick RCMP, which included funding for additional positions within the ICE Unit.

    With youth relying more and more on social media for socializing and entertainment, there are more ways for criminals to target children for the purpose of sexual exploitation and share explicit content involving children.

    “This increase in positions has proven to be very positive for us, and for New Brunswickers,” says Cpl. Hans Ouellette of the New Brunswick RCMP. “With these incremental positions and support, we have more resources available to pursue those who are trying to harm our youth.”

    Since 2021, the New Brunswick RCMP’s ICE Unit has executed 73 search warrants, resulting in 52 arrests and 103 charges laid. There is an average of over 70 reports of sextortion per week in Canada.

    “It is important for parents and guardians to speak with their children about how to stay safe when using the internet,” continues Cpl. Ouellette. “We understand that it may be difficult for youth to talk about these types of incidents, but it is vital to notify police as soon as possible if you have been a victim of online extortion or online sexual abuse of any kind.”

The survey area hosts evaporation-based mineral systems that may contain lithium and boron, as well as other critical minerals. 

    The survey will also cover areas over Edwards Air Force Base, California as part of a Department of Defense-funded collaboration between USGS and the U.S. Army Corps of Engineers, where the results will be used to evaluate how the results of airborne geophysical surveys can be integrated into water resources management of military installations. 

    The new geophysical data will be processed to develop high-resolution three-dimensional representations of geology to depths over 1,000 feet (300 meters) below the surface. The models and maps produced from the survey are important for improving our understanding of critical mineral resource potential, groundwater aquifer structure and salinity, and natural hazards. These results will support detailed geologic mapping studies being conducted by USGS and the California Geological Survey, by expanding on the mapping of formations where they can be observed in the hills and mountains into the valleys, where these geologic layers become buried under sediments and volcanic deposits.

    Similar airborne electromagnetic surveys have been conducted in other parts of California over the last decade by USGS, the California Department of Water Resources, and local resource management agencies to support groundwater research and management.

    The survey fits into a broader effort by the USGS, the California Geological Survey, and many other state geological surveys and other partners, including private companies, academics, and state and federal agencies to modernize our understanding of the nation’s fundamental geologic framework and knowledge of mineral resources.

  • MIL-OSI Security: Royal Netherlands Navy Team Visits U.S. Naval Hospital Guantanamo Bay, Boosting Joint Readiness and Emergency Care Capabilities

    GUANTANAMO BAY, Cuba – A medical team from the Royal Netherlands Navy, stationed aboard the Dutch ship HNMLS Holland (P840), visited U.S. Naval Hospital Guantanamo Bay, early October, to tour the facility and assess its capabilities for potential emergency medical support.

    The delegation was welcomed by the hospital staff who provided a tour of the medical and emergency department facilities. The visit highlighted the hospital’s readiness to support allied forces in need.

    “The hospital is characterized as a ‘Role 2-plus’ facility which means we can provide advanced trauma management, perform emergency surgery, resuscitative care, stabilize patients and manage post-operative care,” said Hospital Corpsman 1st Class Edinson Rosales, the Operational Forces Medical Liaison for the hospital. “This is a greater capability than most ships operating within the area have and is essential in supporting distributed maritime operations.”

    The Holland, an offshore patrol vessel used for drug interdiction and anti-piracy operations in the West Indies, has Role 1 medical care capability. Role 1 is defined within the military health system as the ability to provide medical treatment, initial trauma care, and forward resuscitation, not including surgical care. In the event the ship has a need for greater care, it can contact the hospital.

    “Next to primary care, the nurse and doctor on board the ship are able to do damage control resuscitation and life-saving interventions for severely wounded or ill patients. However, when a patient needs specialty care, such as surgery or ICU care, we need to transport patients to a hospital,” said Royal Netherlands Navy Lt. Jan-Peter Schaap, the medical doctor aboard the Holland.

    “Whenever we get the chance, we like to see the hospitals in the ports that we are visiting. This way we get to know the facilities and the people within the hospital and therefore the medical possibilities,” said Schaap. “We are also responsible for providing medical care to the U.S. Coast Guard law enforcement personnel on board, so it is nice to have a U.S. Naval hospital to contact when we have questions regarding U.S. personnel.”

    The hospital’s capabilities and contact information is shared within the port visit documents of the Dutch Navy and is used throughout their fleet.

    “This visit underscores the importance of military-to-military support and cooperation,” said hospital Director for Administration, Lt. Cmdr. Jermaine Johnson. “Our ability to work seamlessly with our allies ensures that we can provide critical medical care during emergencies, enhancing our collective mission readiness.”

    Military-to-military support strengthens alliances, fosters mutual trust, and enhances operational effectiveness. The visit provided an opportunity for both teams to exchange knowledge and expertise, further solidifying the partnership between the U.S. and Dutch naval forces.

    “This collaboration is essential for ensuring that we can provide the best possible care to all service members, regardless of nationality and aligns with Navy Medicine’s global health engagements and the strategic goals of the Navy,” said Johnson.

    As global challenges continue to evolve, U.S. Navy leadership emphasizes the importance of robust military alliances and support systems.

    “Our hospital is in a remote part of the Caribbean where there isn’t a lot of support. The Naval station is strategic for maritime domain and the hospital is an important aspect of that strategy,” said Rosales.

    Force readiness is a priority to ensure warfighters are staying in the fight. Whether this fight is for drug interdiction, migrant operations, humanitarian assistance, or disaster relief, by providing expeditionary medical support we are maintaining a ready force,” said Rosales. “In this case, it’s for a NATO partner who wants to ensure the health, safety, and readiness of their force, and have identified us as way to close a healthcare gap by relying on joint capabilities.”

    U.S. Naval Hospital Guantanamo Bay is a community-based facility providing health care to the Naval Station Guantanamo Bay community that consists of approximately 5,000 military, federal employees, U.S. and foreign national contractors and their families. The hospital also operates the only overseas military home health care facility providing care to elderly Special Category Residents who sought asylum on the installation during the Cuban Revolution.

    The Government of Jersey has today lodged a proposition to propose an amendment to the Single-Use Plastics etc. (Restrictions) (Jersey) Law, originally enacted in 2022, to tackle the environmental impact of single-use vapes. 

    This amendment seeks to add single-use vapes to the list of restricted items, a step that aligns with Jersey’s commitment to reducing waste, encouraging reuse, and supporting its Carbon Neutral Strategy. 

    The proposed ban is prompted by the rapid increase in single-use vape popularity, especially among young people. A recent study by Public Health Jersey reveals that 95.65% of local children and young people who use vapes opt for single-use devices.

    These products present a significant environmental concern due to their short lifespan and resource-intensive production, which involves metals, plastics, and lithium batteries. Disposeable single-use vapes are challenging to recycle, and improper disposal poses fire risks and harms the local environment. 

    The proposed amendment to the Single-Use Plastics etc. (Restrictions) Law will: 

    • Extend restrictions to include single-use vapes, previously limited to plastic and paper bags 
    • Apply restrictions on single-use vapes to both individuals and traders, addressing potential online purchases of these products by individuals 
    • Update regulation and enforcement measures to support Authorised Officers. 

    If approved, a six-month transition period will be offered to allow businesses to manage remaining stock, with full enforcement expected by mid-2025. 

    Constable Andy Jehan, Minister for Infrastructure, said: “Single-use vapes are both environmentally unsustainable and pose significant disposal challenges. This legislation will protect our community by reducing waste, encouraging more sustainable habits, and safeguarding our Island’s environmental future.”​

  • MIL-OSI Security: Hanwell  — RCMP seeking public’s help following break, enter and theft

    The Keswick RCMP Detachment is seeking the public’s assistance in connection with a break, enter and theft in Hanwell, N.B.

    The break, enter and theft is believed to have occurred on October 20, 2024, between 4 a.m. and 5 a.m., at a business on Route 640 in Hanwell.

    An individual forcibly gained entry to the business by breaking the glass of the front door. An unknown number of items were stolen.

    Police are now releasing surveillance footage photos of the individual, in hopes that someone may recognize them. The individual is described as a man with a thin build. At the time of the theft, he was wearing black clothing, a black helmet and black gloves. He was also carrying a black backpack and riding a bicycle.

    Anyone who lives in the area and witnessed suspicious activity at the time of the incident, who has surveillance footage from the time of the incident, or who has information that could help further the investigation is asked to contact the Keswick RCMP at 506-357-4300.   • MIL-OSI Security: Glovertown — Off-duty RCMP officer charged with impaired operation by Glovertown RCMP

    Following a single-vehicle crash that occurred on the Trans-Canada Highway near Glovertown on October 27, 2024, charges of impaired operation have been laid against an off-duty RCMP officer, 34-year-old Travis Plant.

    At approximately 10:45 a.m. on Sunday, Glovertown RCMP responded to the report of a single-vehicle crash and attended the scene. Plant, who was the operator of the vehicle, failed a roadside breath test. He was arrested for impaired operation and was transported to the detachment where he provided breath samples that were more than one and a half times the legal limit.

    Plant was released from custody and is set to appear in court at a later date. His driver’s licence was suspended and the vehicle was seized and impounded. Plant’s current duty status remains under review. SIRT-NL has been notified.

    On October 13, 2024, in consultation with partner agencies, Nunavut Emergency Management (NEM) concluded the search for Rico Akpaleapik. He was last seen on October 2, in Pond Inlet and was reported missing on October 4, 2024.

    Immediately after Akpaleapik was reported missing, local Ground Search and Rescue (GSAR) volunteers were dispatched, assisted by the Canadian Rangers. Additional agencies were engaged on this file including the Joint Rescue Coordination Centre (JRCC) and the Canadian Coast Guard. Through this partnership, aerial and water assets were deployed to support the ground search. The RCMP sent in multiple police officers to assist with the search, which included the use of aerial drones and a Police Dog Unit that was flown in from Quebec.

    RCMP would like to thank all those who were involved in this search, most notably the local Ground Search and Rescue team.     NAVAL AIR STATION SIGONELLA, Sicily (Oct. 22, 2024) – The safety of personnel and their families is a top priority for Naval Air Station (NAS) Sigonella, and Preventative Medicine (PrevMed) at Naval Medical Readiness and Training Command (NMRTC) Sigonella plays a major role in ensuring that safety.

    “I believe our [PrevMed Sailors] here in Sigonella deserve to be the Team in the Spotlight; a vast majority of their work occurs behind the scenes without any face-to-face interaction with those they serve,” said Lt. Cmdr. Robert Miller, prior PrevMed department head, NMRTC Sigonella.

    PrevMed tests the installation’s water supply, inspects food facilities, conducts habitability assessments, tracks medical concerns and more.

    “[PrevMed] is the first line of defense against health and safety issues for facilities supporting the active duty population, but also our most vulnerable populations at the Child Development Center, youth programs and DODEA (Department of Defense Education Activity Sigonella),” said Miller.

    The team includes Hospital Corpsman 2nd Class Travis Tackett, Hospital Corpsman 3rd Class Shaye Kavanagh, Hospital Corpsman 3rd Class Hannah Richard, and Hospitalman Noah McDougle. Each day they determine their workload, delegate jobs and perform needed inspections.

    “I love doing inspections,” said McDougle. “I like that every day is something different.”

    The team’s proudest moment was assisting in a flu shot exercise when Military Health Systems Genesis, an online program for medical record storage, was released at U.S. Naval Hospital Sigonella.

    “Even with a new system, we were able to get everything running smoothly,” said Kavanaugh. “We were able to get everyone vaccinated while also navigating a brand-new medical system. Having everyone’s help during this evolution made it possible.”

    Despite their vital importance to the health and wellness of Navy personnel and families, PrevMed is a severely undermanned community. Without the small team at Sigonella, meeting the 100% safety goal for all facilities would be very challenging, even if assigned safety managers follow the Navy’s strictest protocols.

    “We make sure food facilities are keeping good sanitary practices,” said Kavanaugh. “We make sure service members are living in habitable conditions, and when things aren’t being met, we do everything we can to make sure that something [is] done about it.”

    Kavanaugh also has some advice for future members of the team, “Fall back on your team members when you must. It’s okay not to know everything right away, and nobody will ever fault you for not having the answers. Everyone is here to help.”

         Police today (October 29) reclassified as murder a body found case in Aberdeen yesterday (October 28).     At about 7.30am yesterday, Police received a report that a foreign woman was found floating in the pond off a waterfall in a park on 8 Waterfall Bay Road.       Police officers sped to the scene. The 25-year-old foreign woman was rescued and was certified dead at 8.18am at scene.       After initial investigation, Police arrested a 34-year-old foreign man for murder and a 36-year-old local woman for assisting offenders in Yau Ma Tei today. All arrested persons are being detained for enquiries.       An initial post-mortem examination conducted on the deceased detected injuries on her head and the cause of death was asphyxiation by drowning.     Active investigation by the Regional Crime Unit of Hong Kong Island are underway.       Anyone who witnessed the incident or has any information to offer is urged to contact the investigating officers on 2860 7849 or 6892 3082.
