         ​In view of the death of eight animals in Hong Kong Zoological and Botanical Gardens (HKZBG) yesterday (October 13), the Secretary for Culture, Sports and Tourism, Mr Kevin Yeung, convened an urgent interdepartmental meeting today (October 14) to listen to reports on the latest situation by the Leisure and Cultural Services Department, the Agriculture, Fisheries and Conservation Department as well as the Department of Health, and to discuss the way forward.     The meeting noted that the park staff have immediately stepped up monitoring of the conditions of all animals since yesterday. The movement response and appetite of a White-faced Saki and a De Brazza’s Monkey were found unusual and they were removed from the original animal cages for close monitoring. The White-faced Saki has passed away this morning. The Park will continue to observe its status of the remaining De Brazza’s Monkey.     The Mammals Section of the HKZBG has been temporarily closed from this morning to facilitate the close monitoring of the conditions of those animals. The disinfection and cleaning of animal cages involved were completed. The health condition of all 80 animals in the HKZBG are normal. For the sake of prudence, staff working there will wear appropriate protective gear and keep a close watch on their health condition. At present, all staff is in healthy condition.     In addition, the meeting discussed the different scenarios of case development and solutions. Relevant government departments will speed up autopsy and toxicological testing by relevant departments, so that the possible causes of the incident could be known as soon as possible.

    Deputy Prime Minister Dmitry Chernyshenko held a meeting dedicated to the development of a comprehensive state program “Development of physical culture and sports.”

    It was attended by the Minister of Sports Mikhail Degtyarev, the Governor of the Tula Region, Chairman of the State Council Commission on Physical Culture and Sports Dmitry Milyaev, the Minister of Physical Culture and Sports of the Moscow Region Dmitry Abarenov, the General Director and Chairman of the Board of JSC Russian Railways Oleg Belozerov, the President of the All-Russian Federation of Dance Sport, Breaking and Acrobatic Rock ‘n’ Roll Nadezhda Erastova, as well as other representatives of federal and regional executive authorities, sports federations and the business community.

    The participants discussed the formation of the program and its management system. During the meeting, Dmitry Chernyshenko emphasized the need for a comprehensive approach to the development of the sports industry.

    “On the instructions of President Vladimir Putin, the Government, together with the State Council commissions, is developing a comprehensive state program, “Development of Physical Culture and Sports,” taking into account federal, national and other state programs. In the changed conditions, Russian sports have become an area that requires the integration of a huge number of infrastructure development activities in the field of high-performance sports, mass and youth sports. When forming a state program, a comprehensive approach to the development of the sports industry is needed, taking into account the interests of all interested parties: government bodies, the sports community, and business,” the Deputy Prime Minister noted.

    He thanked the Ministry of Sports for its prompt work in preparing the necessary documents, as well as for fulfilling the instructions of President Vladimir Putin.

    Mikhail Degtyarev noted that the comprehensive state program will include measures aimed at developing physical culture and sports, implemented, among other things, through extra-budgetary sources.

    “Seven state corporations and large companies with state participation have already agreed to provide such information – these are Rostec, VTB, Otkritie Bank, Russian Post, Rosatom, Rostelecom, Magnitogorsk Iron and Steel Works. 32 sports federations are ready to provide such information; in the future, their concealment of attracted extra-budgetary funds may become grounds for revoking accreditation. We have included this norm in Government Resolution No. 1661 on the approval of the state program. In order to promptly resolve issues at the interdepartmental level and improve coordination, we propose creating a Government Commission for the Development of Physical Culture and Sports. Its composition will be approved by a resolution of the Government of Russia, and the presidium may subsequently be transferred the functions of the governing council of the state program,” the minister said.

    During the meeting, proposals from state commissions, the experience of the Tula region in assessing the level of citizen satisfaction with the conditions for physical education and sports were discussed, and proposals were made to include new events in the comprehensive program, such as “Sports in the countryside”, “Development of adaptive physical education and sports”, including rehabilitation of participants in a special military operation, and “Development of corporate sports”.

    CEO and Chairman of the Board of JSC Russian Railways Oleg Belozerov spoke about the support of sports schools located on the Eastern Polygon of the railways, the renovation of sports halls and the acquisition of sports equipment for comprehensive schools in the Far East. He emphasized that all funds allocated by the company to support corporate physical education and sports, as well as to support other sports organizations, are extra-budgetary and Russian Railways is ready to provide the necessary information for the analytical accounting of these funds in the comprehensive state programs of the Russian Federation for the development of physical education and sports.

    The President of the All-Russian Federation of Dance Sport, Breaking and Acrobatic Rock ‘n’ Roll Nadezhda Erastova noted that the main sources of funding for the federation are sponsorships and donations. These funds are used for athletes to participate in international competitions, conduct training events for national teams, support promising young athletes, as well as finance treatment, internships, monthly bonuses for coaches, assistance and support for regional sports organizations and the popularization of this sport.

    Summing up, Dmitry Chernyshenko noted that the comprehensive program must take into account the activities of the Ministry of Industry and Trade to improve the level of the sports industry and Rosmolodezh to develop sports among young people.

    Decisions were made to include in the program events for the development of the sports industry and sports among young people, as well as to form a Government Commission for the Development of Physical Culture and Sports. The Ministry of Sports was instructed to analyze the methodology for calculating the level of satisfaction of citizens with the conditions for sports activities proposed by the Governor of the Tula Region, and to take into account off-budget financing of events within the program.

    Residents in 25 western counties and the Eastern Band of Cherokee Indians impacted by Hurricane Helene can apply for help buying food through the Disaster Supplemental Nutrition Assistance Program (D-SNAP) which will begin on Oct. 18, 2024, the North Carolina Department of Health and Human Services announced today. D-SNAP is open to individuals and households not currently receiving Food and Nutrition Services benefits who were impacted by Hurricane Helene. NCDHHS estimates more than 150,000 people will apply for up to $120 million in D-SNAP benefits. 

    “We are making up to $120 million available to more than 150,000 individuals to buy food for their families — an essential step on the road to recovery from the devastation of Hurricane Helene,” said N.C. Health and Human Services Secretary Kody H. Kinsley. “We are committed to using every tool to support the recovery of our friends, families, and fellow North Carolinians in western NC — now and for the long haul.”

    NCDHHS received federal approval to begin phase one of the program from the U.S. Department of Agriculture beginning on Oct. 18, 2024. People can start applying for assistance three days before the program starts during online pre-registration beginning Oct. 15 and will have seven days from the start of the program to apply. The application period will close on Oct. 24, 2024.

    Eligible households will be notified within three days of completing the application and receive a one-time benefit on a special debit card (called an Electronic Benefits Transfer, or EBT card) to help buy food. The exact amount will depend on household size, income and disaster losses. While there are income eligibility standards, a number of considerations are taken into account. Individuals above these limits may still be eligible dependent on disaster expenses, so we encourage everyone who needs support to purchase food to begin their application by calling the DSNAP Virtual Call Center at 1-844-453-1117.

    The benefits are good for up to nine months. Benefit cards will be available for pick up at the D-SNAP locations in each county or you can get the EBT card mailed to you overnight at the address you specify on your application.

    To be eligible, a person must: 

    • Live in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes and Yancey Counties.
    • Be a member of the Eastern Band of the Cherokee Indians living in zip code 28719
    • Have suffered losses/damages related to Hurricane Helene, such as damage to property or loss of income.
    • Have proof of identity and proof of residency (if available).
    • Have income and resources below certain levels.
    • Not currently be receiving benefits through the Food and Nutrition Services (FNS) program. People receiving FNS can also get extra help buying food, but do not need to fill out a D-SNAP application. They can get more information about how to get the extra help on the FNS webpage. 

    Residents are encouraged to apply for D-SNAP by phone, when possible, by calling the D-SNAP call center at 1-844-453-1117. The D-SNAP call center will be open at the following hours: 

    • Weekdays (Friday, Oct. 18; Monday, Oct. 21; Tuesday, Oct. 22; Wednesday, Oct. 23; and Thursday, Oct. 24) from 8 a.m. to 4 p.m.
    • Saturday, Oct. 19, and Sunday, Oct. 20 from 9 a.m. to noon.

    Building communities where culture thrives after dark as much as during the day is at the heart of the second tranche of the Minns Labor Government’s Vibrancy Reforms set to be introduced to Parliament today.

    The vibrancy package complements the NSW Government’s plan to build more homes and a better state to live in by ensuring local venues, events and community life flourishes.

    The Vibrancy Reforms are cutting red tape that has tipped the balance against live music and community life and in favour of neighbour complaints designed to turn the dial down on culture and entertainment.

    The second tranche of reforms are:

    • Tearing up baffling restrictions on licensed venues that include “no entertainment” clauses or dictate what genre of music or even how many musicians can play
    • Requiring property buyers to be notified that they are moving into an existing entertainment zone to protect the intent of Special Entertainment Precincts and reduce the friction between venues and their neighbours
    • Ending the antiquated rule that prevents people living within five kilometres of a registered club from signing in without first becoming a member
    • Binning the restriction on outdoor dining approvals that prevented patrons from standing while drinking outside a licenced premises
    • Amending the Major Events Act to make it easier to support foundational events like Sydney Festival and Vivid Sydney
    • Empowering the Minister for Music and the Night-time Economy to refer live music and performance venues with legitimate disputes to mediation.

    At the heart of the second tranche of reforms is the expansion of Special Entertainment Precincts (SEPs) which empower and support councils to balance competing needs in their communities.

    A key part of the precinct model will be an acknowledgment by residential and business property buyers in official documents that they are moving into an established entertainment zone.

    The proposed changes to the SEP framework build on the success of the Enmore Road SEP and will ensure residents and other property purchasers are notified on their planning certificates if they buy a property in an entertainment precinct. This is called an “eyes wide open” clause in paperwork that should reduce the friction between venues and their neighbours.

    The reform package to Parliament will enable key cultural sites on state-owned land, including Walsh Bay and the reactivated White Bay Power station to become entertainment hotspots.

    A $1 million grant program to kickstart more SEPs will help councils establish precincts, including support to engage staff or expert consultants to undertake strategic planning, sound standards, acoustic frameworks, consultation, communications and engagement.

    The program is expected to open for applications later this year and will be accompanied by an online assistance portal available from November.

    The first round of Vibrancy Reforms delivered improvements that:

    • Permanently relaxed rules for outdoor dining to allowing venues to make the most of their outdoor space
    • Ended single noise complaints from shutting down pubs and other licensed venues
    • Made it easier to activate streets for festivals and events (Open Streets program) and a regulatory model that allows streamlined approvals for repeat events (Permit, Plug, Play)
    • Expanded Special Entertainment Precincts that empower local councils to change the rules around noise and opening hours in a designated area to support live entertainment and nightlife
    • Increased incentives for live music and live performance, with two hours extended trading and an 80% reduction in liquor licence fees for licensed venues offering live music and performance
    • Created easier pathways for extended trading hours for major events like the Olympics and World Cups.

    New South Wales Premier Chris Minns said:

    “Building more homes is the top priority for the NSW Government, but we are also determined to build vibrant communities around these homes.

    “From binning restrictions on outdoor dining to encouraging more local entertainment zones, our reforms back in live music and will help get Sydney’s night life going again.”

    Minister for Music and the Night-time Economy John Graham said:

    “A guiding principle of the Vibrancy Reforms is building communities in which after work hours and weekends are not simply a time to retreat behind a closed front door at home, but a time that brings people together.

    “It is about cutting the red tape that has strangled nightlife over time and made local live music and performance at venues in many cases the exception rather than the rule.

    “We are rebuilding Sydney and regional centres across the state neighbourhood by neighbourhood and giving councils the tools to use the special entertainment precinct model.

    “People moving into an established entertainment zone will now do so with their eyes wide open through property search documents and we expect this will reduce conflict between neighbours and venues over time.”

    Minister for Liquor and Gaming David Harris said:

    “Changes in liquor act and licensing – including extended trading, specifically in performance venues encouraging and stimulating live music and live performance culture.

    “We will continue to work alongside industry, businesses, councils and communities across NSW to support the growth of SEPs, to bring even more vibrancy to precincts throughout the state.

    “Safety is also a key focus for these reforms, and we will continue to work with the relevant agencies to ensure a safe and vibrant nightlife across NSW.”

    24-Hour Economy Commissioner Michael Rodrigues said: 

    “NSW has some the best venues and after dark offerings in the country, but there is still more that can be done to help precincts reach their full entertainment, economic and creative potential.  

    “These reforms will seek to remove some of the barriers for councils, venues and businesses across the state to provide even more great offerings for people across NSW.”

    Enmore SEP representative and Little Lagos Owner-Chef Ade Adeniyi said:

    “The Enmore Road SEP has provided us with more opportunities to trade later, host more events and host more live music with support from the local council and the NSW Government.

    “We have created a space where people can visit and enjoy art and music in a comfortable environment with great food offerings as well.”

  • MIL-OSI United Kingdom: Tribute to former Councillor Janet Home MBE

    The Highland Council pays tribute to former Highland Councillor Janet Home MBE who sadly passed away on Saturday 5 October.

    Convener of The Highland Council Cllr Bill Lobban said: “It is with great sadness that we learn of Janet’s passing.

    “I extend my deepest condolences to her family and friends from fellow Members and staff of The Highland Council. Her time as a Councillor is remembered with great fondness. She had a strong sense of community which was very much reflected in her commitment to improving the lives of others, especially young people.”

    Janet served as a member of Inverness District Council from 1980 to 1996 and sat on The Highland Council from 1995 to 2007, representing the Drakies, Culcabock and Inshes areas of Inverness.  

    During her time as a Highland Councillor she played an active role, serving on numerous committees including Planning, Corporate Services, Education, Culture and Sport and Resources. In 2001 she took on the role of  Convener of the Northern Joint Police Board, and in 2003 Chaired the Licensing Board.

    Janet was deeply involved in youth work for many years, including chairing Youth Highland (formerly the Highland Association of Youth Clubs). She played a major part in the construction of Culcabock and Drakies Hall and was a member of the hall committee for many years, as well as serving on her local community council.

    On October 12 at the Yuzhny Led Ice Complex and on October 13 at the Sokolniki Ice Palace, the student team of the State University of Management won two victories in a row in two different leagues.

    On Saturday, at the opening of the Moscow Student Hockey League (MSHL) season, our team met with the squad from the Plekhanov Russian University of Economics. Let us recall that we finished the last season with a victorious match for bronze with this team, so the fight turned out to be significant and stubborn. Losing 7:3 during the game, in the last seconds of the match, the managers were able to tie the score and beat the Plekhanov Russian University of Economics in a shootout, thanks to the composure of goalkeeper Roman Shiryaev and the decisive throw by Artem Dmitriev.

    On Sunday, as part of the National Student Hockey League (NSHL) championship, our athletes met with HC STANKIN. Rector of the State University of Management Vladimir Stroyev supported our students at this game and even commented on the first period of the match. Overall, it was easier than the previous one, GUU won with a score of 2:10. Dmitry Pleshko and Mikhail Torondush scored twice against the opponent, and Arseniy Minakov and Matvey Sharapenko scored their first goals for the team. Goalkeeper Ilya Kakorin was named the best player of the game day.

    Considering the big win in the opening match of the NSHL season, the start of the season is going very well for GUU. Keep it up!

    With the support of Rosneft, the World Youth Sambo Championships ended in Larnaca (Republic of Cyprus). Russian athletes topped the medal count and won 52 medals – 44 gold, 3 silver and 5 bronze.

    The competition was attended by 575 athletes from 33 countries. The total number of participants was a record for youth world championships. The competition was held in 55 weight categories in sport and combat sambo among cadets (14-16 years old), young men (16-18 years old) and juniors (18-20 years old).

    The next significant event in the world of sambo will be the World Championship, which will take place in Astana from November 8 to 10.

  • MIL-Evening Report: Winston Peters’ $100 billion infrastructure fund is the right idea. Politics-as-usual is the problem

    New Zealand’s infrastructure woes are a constant political pain point. From ageing water systems to congested roads and assets increasingly threatened by climate change, the country faces mammoth upgrading and future-proofing challenges.

    Enter Winston Peters and NZ First with a surprise proposal for a NZ$100 billion “Future Fund” dedicated to infrastructure investment. Sounds promising – but the proposal’s success will hinge on getting the details right and, more importantly, getting the politics out of infrastructure planning.

    Unveiled at NZ First’s annual convention last weekend, the idea bears striking similarities to challenges previously highlighted by urban planning and infrastructure experts.

    The country currently has an estimated infrastructure deficit of over $100 billion, which aligns eerily with the scale of Peters’ proposed fund.

    The Future Fund proposal sounds impressive on paper. Ring-fenced from political meddling and focused on national interests, it’s billed as a silver bullet for infrastructure funding problems.

    Peters claims he’s taken a page from the Singapore and Ireland playbooks – potentially breaking New Zealand’s habit of treating big infrastructure projects like they’re part of a three-year plan.

    Long-term savings

    As always, the devil is in the details – and the Future Fund is light on them. How exactly would this fund be financed? How would projects be selected and prioritised? And, crucially, how would it be insulated from the political interference it claims to avoid?

    The potential benefits are significant. Research suggests that a stable, long-term approach to infrastructure investment and better utilisation of existing assets could unlock substantial savings – potentially up to 40% of total project costs.

    A well-managed $100 billion fund could provide the certainty and consistency needed to achieve these efficiencies.

    The scale of the fund also aligns with the urgent need for a comprehensive infrastructure overhaul. From modernising water systems to expanding road and rail networks, and ensuring resilience against climate change, the required investment is indeed massive.

    Politics is the problem

    Yet the proposal faces significant hurdles, not the least of which is from NZ First’s own coalition partners.

    The National Party’s previous commitments to curb borrowing seem at odds with a fund of this magnitude. Peters argues that debt for wealth creation and infrastructure differs from debt for consumption.

    That’s a valid point, but one that may struggle to gain traction in a political environment focused on reducing overall government debt.

    The proposal also raises questions about how it would interact with existing initiatives, such as the National Investment Agency set up by Infrastructure Minister Chris Bishop. It’s unclear whether these entities would complement each other or create redundancies and inefficiencies.

    Perhaps the most critical question is whether this fund, despite its claimed independence, can rise above the political cycle. We have a long and exhausting history of proposing infrastructure for political gain, where one government’s “vital infrastructure” becomes the next’s “wasteful spending”.

    Time for a 30-year plan

    While the Future Fund could be a big move in the right direction, we must also rethink how we plan (and pay) for infrastructure completely.

    A good start would be a 30-year plan that all political parties can get behind, like the United Kingdom’s National Infrastructure Assessment. This would give us a real long-term vision rather than promises that change with each election cycle.

    We should also look at more innovative ways to fund projects. Value capture, which leverages rising property values near new infrastructure to help finance its development, helped build London’s Crossrail. And Australia is “asset recycling” from old infrastructure into new projects.

    These aren’t just theoretical ideas. They could change how we build what New Zealand needs without the risks of entirely relying on taxpayers.

    Ending the boom-bust cycle

    Efficiency must also be a priority. Time-of-use charges for roads, already implemented in cities such as Stockholm and Singapore and proposed for Auckland, could reduce congestion and wasteful spending on unnecessary road expansions.

    Volumetric charging for water, as seen in the Kāpiti Coast, can significantly reduce water waste without massive new investments.

    New Zealand could also break free from its boom-bust infrastructure cycle by establishing an agency outside the political realm to manage the cash Winston Peters is proposing.

    A truly independent infrastructure body, similar to Infrastructure Australia, could provide the continuity and expertise needed to see projects through political cycles.

    Money isn’t the only issue here. Politics is the real roadblock. Right now, every election cycle, priorities change, projects fly out the window, and the bill for desperately needed infrastructure only gets bigger.

    The Future Fund seems like a step in the right direction. But without also overhauling how we make decisions about infrastructure, it could end up being just another political football.

  • MIL-OSI New Zealand: WATER SAFETY – Key initiatives funded around the country to help reduce harm on the water – UPDATED

    Just under three quarters of a million dollars has been allocated to 29 programmes supporting safer boating up and down New Zealand. 
    Tragically, on average 18 people a year lose their lives in recreational craft incidents. This winter has been a stark reminder of the dangers on the water, with eight people losing their lives in four separate incidents since mid-July.
    Maritime NZ Director, Kirstie Hewlett says “getting out on the water is a key part of life in New Zealand, and the recreational craft sector want people to not only enjoy the water, but be well informed about the risks, understand what can go wrong, and to come home safe.”
    Approximately 1.7 million people in Aotearoa undertake activities on the water each year. Through the grant funding Maritime NZ looks to work with partners who can reach these recreational craft users, particularly high risk users, and deliver initiatives that can have a real impact on reducing harm on the water. A key requirement of the funding this year was that applicants could demonstrate how their initiatives delivered the outcomes in the Recreational Craft Strategy, developed by the Safer Boating Forum.
    “The recreational sector is broad, from stand up paddle boards to high powered motorboats. This funding goes to organisations right across the sector who have highly skilled and talented people that want to improve the knowledge of those who enjoy being out in the water,” she says.
    Funding will go to a range of different regional councils as well as national bodies. Some of the larger grants have gone towards supporting Coastguard.
    Among the initiatives that have secured funding are Coastguard’s Old4New lifejacket upgrade programme, as well as its bar crossing seminars; Waka Ama NZ, to build on the culture of water safety for waka ama; and Northland Regional Council’s Nobody’s Stronger Than Tangaroa campaign. Tasman District Council has received funding to appoint an Iwi Launch Warden in a remote region of Golden Bay, where there is an increased presence of recreational craft users in the holiday period.
    From spring through to Easter, many people in New Zealand enjoy the good weather out on the water. The team at Maritime NZ and its partners hope they will check out the programmes and initiatives on offer to improve their knowledge and safety skills on the water.

  • MIL-OSI United Kingdom: Westminster Magistrates’ Court hosts anti-knife crime event for local London schools

    Around 30 schoolchildren aged between 14 and 16 years took over courtroom 10 at Westminster Magistrates’ Court on Monday 14 October 2024, as part of an initiative to highlight the dangers and consequences of carrying and using a knife.

    As well as playing leading roles in a mock trial, the teenagers heard from lawyers, first aiders and campaigners about the impact of knife crime, and what actions they could take to help make our streets safer.

    The event brought together pupils from Chadwell Heath Academy and Winchmore School – two schools in areas of London most affected by knife crime – for an interactive day of learning.

    Heidi Alexander MP, Minister of State for Courts and Legal Services at the Ministry of Justice, joined the students and expressed her support, saying:

    Reducing knife crime is a priority for this government, and today’s event demonstrates the power of collaboration between the justice system, schools, and community organisations to address this issue. It is vital that young people understand the dangers of carrying knives and the devastating impact it can have on families and communities.

    I am incredibly impressed by the dedication of everyone involved in organising this initiative, and I hope it inspires these young people to make positive choices for their futures.

    HMCTS legal adviser, Ian Rawlins, who has been involved for many years in community volunteering to tackle knife crime, was the organiser behind the day. With an impressive line-up of speakers and practical sessions, the day offered students insight into the criminal justice process, support services, the role of law enforcement, and the broader impact of knife crime on lives and communities.

    Toks Adesuyan, of the Crown Prosecution Service, said:

    It’s really important that we contribute to events like this that target and engage young people, not only to inspire future legal and Civil Service careers, but also to educate on the real and devastating consequences of carrying knives.

    Some of the messages we deliver are hard-hitting, but if that means we’ve helped to divert young people away from knife crime, then we must continue to provide platforms for education in order to reduce the prevalence of violence amongst children and young adults.

    Speakers inspire and educate

    The event featured a range of expert speakers, who engaged the students with powerful talks and practical tips about community support, first aid, and self-empowerment when it comes to reducing violence among young people.

    Speakers included:

    • Tan Ikram CBE DL, the Deputy Senior District Judge, who addressed students on the importance of understanding and respecting the law
    • Toks Adesuyan, Senior District Crown Prosecutor at the Crown Prosecution Service, who spoke about their role in the criminal justice process
    • Saj Hussain, Detective Superintendent at the Metropolitan Police, who explained the role of the police in attempting to reduce knife crime and the steps they take when suspecting someone of knife-related offences
    • Fadi Daoud, Crime Partner at Lawrence and Co. Solicitors, who spoke about the role of a defence solicitor in representing a person accused of a criminal offence
    • The High Sheriff of Greater London, Millicent Grant KC, who explained her personal and professional experiences of the criminal justice system
    • Anti-knife crime charity Steel Warriors, which provided real-world perspectives on how knife crime can harm lives and communities
    • Street Doctors, who aim to put young people at the centre of emergency first-aid provision
    • Representatives from the Ben Kinsella Trust, a charity that aims to tackle knife crime through education and campaigning

    Students also had the opportunity to speak to professional footballer Kayne Ramsey of Charlton Athletic Football Club about following personal goals and avoiding violent crime.

    Mock trial sees teenagers take over courtroom 10

    A highlight of the day was a mock trial, organised by the National Justice Museum, in which students took on the roles of legal professionals, judges and others involved in a criminal court hearing. Through this hands-on experience, they gained a better understanding of the justice system and the consequences of breaking the law. This session aimed to raise aspirations for legal careers while offering students a new perspective on how courts work to ensure justice is served.

  • MIL-OSI Asia-Pac: FIRST TRAINING SQUADRON CONCLUDES VISIT TO MUSCAT, OMAN

    Indian Naval Ships Tir and Shardul along with Indian Coast Guard Ship Veera of the First Training Squadron (1TS) concluded visit to Muscat, Oman on 09 Oct 24. During the four day visit, the Indian Navy engaged with Royal Navy of Oman on various fronts, forging deeper bonds and strengthening the Bridges of Friendship between two maritime nations.

    VAdm V Srinivas, Flag Officer Commanding-in-Chief, Southern Naval Command (FOCINC, South) along with Commanding Officers of visiting ships called on VAdm Abdullah Bin Khamis Bin Abdullah Al Raisi, Chief of Staff Sultan’s Armed Forces (COSSAF) and RAdm Saif bin Nasser bin Mohsen Al- Rahbi, Commander of Royal Navy of Oman (CRNO). The discussions were focused on enhancing defence cooperation through avenues of training exchanges, shared knowledge and joint training exercises. During the visit, FOCINC (South) emphasised the importance of growing strategic partnership, greater engagement & interoperability between the two Navies.

    The Indian Naval delegation visited Said Bin Sultan Naval Base and were conducted on a guided tour including ships, maintenance units and medical setup. The sea trainees of 1TS visited various facilities and simulators including Sports complex at Sultan Qaboos Naval Academy. The trainees had the opportunity to visit Fleet Maintenance Unit and troop carrier ship Al Naasir of Royal Navy of Oman. Personnel of Royal Navy of Oman visited ships of 1TS as part of cross deck visit and held interactions, exchanging best practices and fostering goodwill & camaraderie.

    In a school outreach event undertaken by 1TS, the young minds were provided glimpses of the role and capabilities of the Indian Navy. In another event, the Indian Naval Symphonic Band captivated the audience at Oman Avenues Mall showcasing a vibrant display of music transcending language and cultural boundaries. Mrs Vijaya Srinivas, President, Navy Welfare and Wellness Association (Southern Region) visited an Early Intervention Centre, A.B.L.E in Indian School Wadi Kabir. She interacted with the faculty & differently abled children and appreciated the school for their initiatives. During the port call, school children, members of the Indian Embassy at the Sultanate of Oman and the Indian diaspora visited the ships. Shri Amit Narang, Ambassador of India to the Sultanate of Oman, visited the ships of 1TS and engaged in an interactive session with the sea Trainees.

    A formal reception was hosted by VAdm V Srinivas, FOCINC (South) onboard ships of 1TS.  Shri Amit Narang, Ambassador of India to Sultanate of Oman and Cmde Ali Al Balushi, Asst Chief of Staff, Sultan’s Armed Forces (Admin and Logistics) attended the reception. The event was also attended by diplomats, Omani dignitaries and other esteemed guests.

    The visit of Indian Naval Ships to the Sultanate of Oman concluded on a high note, having significantly strengthened bonds and fostering deeper and long-lasting ties between the two seafaring nations.

    A small business from the state’s mid north coast which helped light up the Paris Olympics has been named NSW Exporter of the Year at the Premier’s NSW Export Awards.

    Bellingen business Planet Lighting supplied 1,600 red and amber LED lights for ramps and pathways around the Olympic Village as part of an interactive installation that’s now a permanent fixture in the French capital.

    Planet Lighting is a small business success story – they’ve been manufacturing lights since the 1930s.

    They are one of the leading Australian suppliers of medical and surgical lights and export their custom-built products throughout Asia, Europe and the Americas.

    With a team of 50 employees, Planet Lighting meticulously designed and manufactured the light fixtures, partnering with local suppliers and international distributors to bring its LED display to the global stage.

    Planet Lighting was among 17 other NSW businesses from a diverse range of industries including agribusiness, manufacturing, creative arts and advanced technologies honoured last night at a gala ceremony at Sydney Town Hall.

    Now in its 62nd year, the Premier’s NSW Export Awards celebrate the success and resilience of NSW exporters, whose export of goods and services is worth $150 billion annually to NSW.

    Winners were announced across five state categories and 13 national categories. The national category winners will now progress as finalists for the Australian Export Awards, to be held in Canberra next month.

    Baffling restrictions on licensed venues that include “no entertainment” clauses are being torn up as part of the Minns Labor Government’s committment to bring back live music and nightlife to Sydney and across the state.

    Red tape that has built up in the system includes development consent conditions that specify what genre of music can be played at a venue – or stipulate that only a soloist, duo or trio can play, while a band is out of bounds.

    Specific approval conditions in some cases get so granular as to allow a cover band to play a venue but prevent original music being performed – or prevent live entertainment altogether.

    Pocket Bar in Terrigal has been forced to turn away a choir for having more than three members.

    Barangaroo House operates under conditions that make strobe lights and a disco ball a contravention.

    At the Mitch Hotel in Alexandria, management has wanted to stage acoustic music on Sunday afternoons but have been prevented by no entertainment restrictions in their venue’s Development Consent.

    Erskineville Hotel is barred from providing entertainment and Petersham Public House can’t have amplified music in the beer garden.

    At the South Dubbo Tavern, licence restrictions included a clause on hosting “small cover bands” rather than original rock bands. This effectively meant the Tavern could host an AC/DC cover band but if Angus Young came to town he would be unable to plug in his guitar and play Thunderstruck.

    Councils can currently apply “no entertainment” clauses regardless of the type of entertainment, noise impacts or community desire. This can mean even a mime artist is technically not allowed to perform at a local venue.

    Giving musical programming back to the venues that know their audiences is another milestone in the Minns Labor Government’s crusade against pointless red tape on going-out. This will be delivered in the second tranche of the Vibrancy Reforms, along with:

    Ending the antiquated rule that prevents people living within five kilometres of a registered club from signing in without first becoming a member
    Binning the restriction on outdoor dining approvals that prevented patrons from standing while drinking outside a licenced premises.

    The first round of Vibrancy Reforms delivered improvements that:

    • Permanently relaxed rules for outdoor dining to allowing venues to make the most of their outdoor space
    • Ended single noise complaints from shutting down pubs and other licensed venues
    • Made it easier to activate streets for festivals and events (Open Streets program) and a regulatory model that allows streamlined approvals for repeat events (Permit, Plug, Play)
    • Expanded Special Entertainment Precincts that empower local councils to change the rules around noise and opening hours in a designated area to support live entertainment and nightlife
    • Increased incentives for live music and live performance, with two hours extended trading and an 80% reduction in liquor licence fees for licensed venues offering live music and performance
    • Created easier pathways for extended trading hours for major events like the Olympics and World Cups.

    Stifling rules have diminished opportunities for artists in NSW and the right of communities to engage with new voices and be part of the emergence of the next big act from their local area.

    A number of Sydney venues are restricted to playing recorded music, locking out any additional opportunities for live performers.  Development consent conditions may even specify how many instruments can be played inside a venue.

    Similar conditions were removed from liquor licences by legislation in November 2020.

    At present, removing conditions requires venues to formally apply to council to modify the development consent, which is costly, time-consuming and not guaranteed to succeed. It also means more administrative burden for councils.

    Under the soon to be introduced second tranche Vibrancy Reforms, the outdated conditions will be turned off for all licensed venues in the Environmental Planning & Assessment Act. For hotels, clubs and small bars, the prohibition on live entertainment will also be overridden.

    Minister for Music and the Night-Time Economy John Graham said:

    “When it’s a DA not the DJ choosing the tracks, you know the system has lost its way.

    “People don’t want their local councillor or state minister deciding what they listen to and what live music they can see.

    “How can anyone have faith in rules that allow a cover band to play but tell the band that wrote the songs to hit the road?

    “The Vibrancy Reforms are remastering a tangle of red tape and restrictions that do not pass the pub test, quite literally.

    “This plan to remove red tape builds on the Minns Labor Government’s multi-faceted support for live music that offers extended trading for venues that stage live performance, soundproofing grants to help live venues prosper in their” neighbourhoods and direct support for musicians and roadies via the Touring and Travel Fund.”

    Minister for Planning Paul Scully said:

    “These proposed changes will provide greater clarity for venues that host live music and encourage even more venues to support live entertainment.

    “It’s a chance to support performers and provide even greater opportunities for the people of NSW to enjoy a great night, or day, out.”

    Mitch Hotel at Alexandria owner Brett Davis said:

    “Acoustic duos or trios on a Sunday afternoon is something else our patrons can enjoy and maybe draw some more people to the venue; we’re not looking to have DJ sets or big bands.

    “However, the costs and time to have the current condition removed is too excessive, so we have decided not to pursue it.

    “We welcome these proposed changes to support venues like ours.”

    “The existing restrictive consent conditions limit our engagement with the local creative community and places a ceiling on being able to creatively use the space.  It stops our ability to diversify the venue offerings, and you have to be able to do this in regional areas and particularly tourism areas like the Central Coast in order to have your business survive all year round.

    “If the conditions were removed, we would be able to employ more local artists and trial new things. The Central Coast has a large population of creative practitioners, but they are stifled in not having many venue opportunities to perform.

    Sydney-based PEPTALK band member Phoebe Sinclair said:

    “If venues can host entertainment more regularly without so many restrictions there will absolutely be more employment opportunities for musicians.

    “This in turn will help so many artists to actually work in the industry full time, as it can be a difficult leap without consistency in the live performance space.”

  • MIL-Evening Report: For people with lung cancer, exercise can be gruelling. It’s also among the most important things

    When you think of lung cancer treatment, what comes to mind – chemotherapy, radiation, surgery? While these can be crucial, there’s another powerful tool that’s often overlooked: exercise.

    Our recent study, published in the Journal of Science and Medicine in Sport, challenges the common belief that people with lung cancer are too sick to be physically active.

    In fact, we found exercise can play a vital role in improving life for those battling this disease.

    What we did and what we found

    Our review involved analysing 26 high quality studies on how best to incorporate exercise into treatment for lung cancer.

    We found the overwhelming weight of evidence shows exercise offers benefits at every stage of the lung cancer journey. This includes:

    • before surgery (being more fit can lead to faster recovery and potentially fewer complications)
    • after surgery (gentle exercise helps regain strength and makes daily tasks easier)
    • during other treatments (physical activity can ease side effects like fatigue and muscle weakness)
    • at advanced stages of disease (even for late-stage patients, evidence shows exercise can improve quality of life and maintain independence)
    • patients experiencing muscle wasting (evidence shows exercise, especially strength training, helps preserve muscle and keeps patients stronger).

    What does exercise look like?

    When we say “exercise,” we’re not talking about running marathons. For someone with lung cancer, it might mean:

    • taking a short walk around the block
    • doing some gentle cycling on a stationary bike
    • swimming or doing some movement in the water
    • lifting light weights or doing banded exercises
    • doing yoga or tai chi for more mobile, flexible joints, as well as stress and pain reduction.

    The key is to start slowly and listen to your body. What works for one person might not work for another.

    Getting started safely

    If you or a loved one has lung cancer and wants to be more active, start by talking with your doctor. They can advise on any precautions you should take and send you to an exercise specialist if needed.

    You might also consider working with an exercise physiologist or physiotherapist who can design a safe, personalised program.

    It’s OK to start small – even five to ten minutes of activity is beneficial, according to the Cancer Council Australia .

    Try to be consistent, if you can. Regular, gentle exercise is better than occasional intense bursts.

    It can help to keep track of your progress and how you feel after each session. You might also try looking for support groups or exercise classes specifically for cancer patients at local hospitals or community centres.

    The Cancer Council Australia website offers inspiration and ideas on exercises to start with, even in the home.

    The real-world benefits

    Research shows regular physical activity can significantly improve quality of life for lung cancer patients. These can include:

    • reduced fatigue, even though that might seem counterintuitive
    • less breathlessness, as exercise can improve lung function
    • less muscle weakness, which makes daily tasks easier
    • better mood, as physical exercise can help fight depression and anxiety
    • better sleep; many patients report sleeping more easily after starting an exercise routine.

    Ditch the stigma, and get the exercise support you deserve

    Lung cancer is the second most common cancer diagnosed worldwide. It’s a devastating illness that affects not just the body, but also a person’s mental health and quality of life.

    Unfortunately, there’s often a stigma attached to lung cancer. Many patients feel judged, or that they must have done something – such as smoking – to “deserve” their diagnosis.

    This shame can prevent people from seeking help or joining support programs.

    But here’s an important truth: anyone can get lung cancer, even if they’ve never smoked.

    And regardless of how someone developed the disease, they deserve compassion and the best possible care – including support for physical activity.

    Never too late to start

    It’s important to note exercise can be beneficial even for those receiving palliative care.

    In palliative care, the goals shift from fighting the cancer to enhancing comfort and quality of life, and physical activity can play a significant role in this.

    Even palliative care patients may benefit from exercise.

    A lung cancer diagnosis is undoubtedly daunting. But we’re learning patients have more tools to improve their wellbeing than we once thought.

    Exercise isn’t a cure, but it can be a powerful complement to traditional treatments and medications.

    Bern, 14.10.2024 – President Viola Amherd will travel to Warsaw this week. During her visit, she will meet with Polish President Andrzej Duda on 17 October and also hold talks with the heads of Poland’s parliamentary chambers, Marshall of the Sejm Szymon Hołownia and Marshall of the Senate Małgorzata Kidawa-Błońska. Poland will assume the rotating presidency of the Council of the EU in the first half of 2025.

    With a view to Poland assuming the presidency of the Council of the EU at the beginning of 2025, talks during Ms Amherd’s visit will focus on bilateral relations between Switzerland and Poland, the security situation in Europe and the ongoing negotiations between Switzerland and the European Union. Other topics will include bilateral cooperation on the second Swiss contribution to selected EU member states. With overall funding of CHF 320.1 million, Poland will be the largest beneficiary of the 15 countries receiving funding from the second Swiss contribution. This cooperation programme aims to reach socially disadvantaged regions while also supporting research and innovation at Polish universities.

    Switzerland and Poland maintain close political, economic and cultural ties. Poland is Switzerland’s most important Central European partner, with a trade volume of CHF 6 billion (2023, excluding gold) and Swiss direct investment of around CHF 6.4 billion (2022). Talks on education, research, innovation and migration have intensified between the two countries as well. Switzerland and Poland also work closely in multilateral contexts such as the World Bank and the International Monetary Fund (IMF).

  • MIL-OSI United Nations: Experts of the Committee on the Elimination of Discrimination against Women Commend New Zealand’s Promotion of Gender Equality, Ask about Initiatives to Address Violence against Women and Discrimination against Māori Women and Girls

    The Committee on the Elimination of Discrimination against Women today considered the ninth periodic report of New Zealand, with Committee Experts praising the State’s achievements in promoting gender equality and raising questions about initiatives to address high levels of violence against women and discrimination against Māori women and girls, and reports of reduced funding for those initiatives.

    In the dialogue, several Committee Experts commended New Zealand’s efforts promoting gender equality.  One Expert welcomed that the State party had achieved gender parity in Parliament recently, while another Expert congratulated the State party on ranking fourth in the Global Gender Gap Index.

    Natasha Stott Despoja, Committee Expert and Rapporteur for New Zealand, said the rates of violence against women and girls in New Zealand were alarming. She also expressed concern about reports of reduced funding for initiatives to prevent violence against women.

    Another Committee Expert said Māori women and girls continued to face disproportionate levels of discrimination.  The Committee was alarmed by austerity measures which weakened efforts to fight discrimination in many Government bodies, including the disestablishment of the Māori Health Authority.  How would the State party promote the rights of indigenous peoples?

    Saunoamaali’i Dr Karanina Sumeo, Acting Chief Human Rights Commissioner of New Zealand, said that although Māori women and girls continued to experience various inequalities, the Government was reviewing the role of the Māori Tribunal and had stopped all efforts to implement the United Nations Declaration on the Rights of Indigenous Peoples.  The Government needed to implement the Declaration, she said.

    Introducing the report, Kellie Coombes, Secretary for Women and Chief Executive of the Ministry for Women of New Zealand and head of the delegation, said New Zealand’s women leaders had held the role of Prime Minister for 16 out of the last 27 years.  In October 2022, women Members of Parliament gained an equal share of seats in the New Zealand House of Representatives, making the State one of only six countries in the world to have achieved gender equality in Parliament.

    The delegation added that the Government had implemented temporary special measures to improve women’s representation in political bodies and the defence force.  A woman had been appointed as the leader of the New Zealand Army in September 2024. New Zealand also held back funding from sporting bodies that did not have a certain level of female representation on their boards.

    Emma Powell, Chief Executive of the Interdepartmental Executive Board for the Elimination of Family Violence and Sexual Violence of New Zealand, said the National Strategy for the Elimination of Family Violence and Sexual Violence guided efforts to address the underlying social conditions and norms that led to family violence and sexual violence.  The State party aimed to reduce the number of annual crimes against women by 11,000 in the next two years.  For 2024, ministers had agreed not to cut the budget devoted to combatting family and sexual violence.

    Paula Rawiri, Deputy Secretary of Policy at Te Puni Kōkiri (Ministry for Māori Development) of New Zealand, said New Zealand was working to ensure that it was a nation where Māori women and girls could thrive.  The Ministry for Māori Development would soon publish reports on disparities in justice, health, education, employment and socio-economic wellbeing.  This body of work would yield valuable insights on legislative and policy levers to combat intersecting forms of discrimination against Māori women and girls.

    In closing remarks, Ms. Coombes said New Zealand had made good progress toward gender equality and the empowerment of women and girls, underpinned by its commitment to the Convention.  There was more work to be done, and the Committee’s concluding observations would help the State party to achieve its goals.

    Ana Peláez Narváez, Committee Chair, in concluding remarks, thanked the delegation for the constructive dialogue, which had allowed the Committee to better understand the situation of women and girls in the State party.  The Committee called on the State party to implement its recommendations for the benefit of all women and girls in New Zealand.

    The delegation of New Zealand consisted of representatives from the Executive Board for the Elimination of Family Violence and Sexual Violence; Te Puni Kōkiri (Ministry of Māori Development); Ministry for Women; and the Permanent Mission of New Zealand to the United Nations Office at Geneva.

    Since the last report was submitted, New Zealand had had a change of Government.  The new Government’s key focus areas included rebuilding the economy, restoring law and order, and delivering better public services.  It was committed to the protection of the human rights of all women and girls in New Zealand, the promotion of gender equality, upholding women’s safety and wellbeing, protecting women and girls from all forms of violence, and reducing gender inequities in health.  Through deliberate action, the public service gender pay gap had fallen from 12.2 per cent in 2018 to 7.1 per cent in 2023, its lowest level. Work was now progressing alongside New Zealand businesses to develop a gender pay gap calculation tool.

    Work towards improving health outcomes for women and girls included the extension of free breast cancer screening for women aged 70-74, which would mean around 120,000 more women would be eligible for screening every two years.  The introduction last year of a world-leading self-test for cervical screening had seen more than 80 per cent of women being tested take up this option.  In 2023, for the fourth consecutive year, women’s representation on public sector boards reached 50 per cent or above, with women now holding 53.9 per cent of these roles.  Women were also better represented in board chair roles, reaching 46.2 per cent – a significant increase from 41.9 per cent in 2022. 

    Māori and ethnic diversity of public sector boards had also continued to increase since data collection for ethnicity began in 2019. The Global Women and the Champions for Change Group had achieved at least 40 per cent representation of women at board level.  Women’s representation on councils was the highest it had ever been, at nearly 46 per cent at the 2022 elections.  The online safety organization “Netsafe” was developing an online toolkit for workplaces to protect women in leadership positions from harassment and abuse.

    Women’s participation in the New Zealand labour force had steadily increased, from 54.3 per cent in 1991 to 67.4 per cent in June 2024. The women’s employment rate was currently at 64.5 per cent, remaining the fifth highest since measurement began in 1986.  Families in New Zealand had been negatively impacted by rising living costs.  Recent initiatives to support working parents included a six per cent increase in paid parental leave, and the introduction of the “FamilyBoost” payment to help families meet the cost of early childhood education.  The Government had also committed to prioritising a bill to allow parents to share parental leave as they see fit and introduce a three-day stay policy to ensure mothers and babies were entitled by law to 72 hours post-partum care.

    Health outcomes were improving overall for women in New Zealand and women had a longer life expectancy than men.  However, women spent more years in poor health than men with more medical interventions for conditions experienced across their lifetime. Health challenges were bigger for many groups of women and girls, including wāhine Māori (Māori women), Pacific women, rural women and disabled women.

    The State party was committed to gender equality in New Zealand for all women and girls.  Despite significant progress, challenges remained, and the Government needed to continue to build on the progress it had made to improve outcomes for all women and girls.

    EMMA POWELL, Chief Executive of the Interdepartmental Executive Board for the Elimination of Family Violence and Sexual Violence of New Zealand, said New Zealand had high and concerning rates of family violence and sexual violence.  Women were three times as likely as men to experience intimate partner violence. One in three women experienced sexual assault in their lifetime. In December 2021, the National Strategy for the Elimination of Family Violence and Sexual Violence was launched. It guided the efforts of the Government, indigenous peoples, communities and specialist sectors to address the underlying social conditions and norms that led to family violence and sexual violence. 

    The first action plan to implement the strategy, spanning 2021-2023, was now complete, and from its 40 actions progress had been made across a range of areas, including the development and implementation of new family violence workforce capability frameworks and training, and expanded community-led responses to violence.  The next action plan would be published by the end of the year.  It would prioritise improving multi-agency responses, and strengthening the evaluation of what worked to support investment, further equipping workforces to respond to victims of violence.

    PAULA RAWIRI, Deputy Secretary of Policy at Te Puni Kōkiri (Ministry for Māori Development) of New Zealand, said that after a period of nationwide mourning of the recent passing of Kingi Tuheitia Pōtatau Te Wherowhero IIV, a beacon of implicit reverence for indigenous women had appeared through the anointment of a young Māori queen.  New Zealand was driving a transformational journey of advancement for Māori women and girls, working to ensure that New Zealand was a nation where Māori women and girls could thrive.  The Ministry for Māori Development had implemented research arising from the Mana Wāhine Kaupapa Inquiry on systemic discrimination, deprivation and inequities experienced by Māori women as a result of Treaty of Waitangi breaches by the Crown.  An initial tranche of reports would shortly be published on the representation of Māori women in public sector decision-making roles and disparities in justice, health, education, employment and socio-economic wellbeing.  This body of work would yield valuable insights on legislative and policy levers to combat intersecting forms of discrimination against Māori women and girls. 

    The Ministry had also developed a series of national strategies, which were driving better outcomes and equality for Māori women and girls across fields such as justice, child protection, living with disabilities, access to technology, housing and education.  It was working to ensure greater representation of Māori women in public sector decision-making roles and within Māori communities. Māori women, girls and families continued to carry the burden of socio-economic inequity.  There was much more to do but when Māori society thrived, New Zealand society also thrived.

    SAUNOAMAALI’I DR KARANINA SUMEO, Acting Chief Human Rights Commissioner of New Zealand, said the Human Rights Commission had “A” status accreditation under the Paris Principles.  Māori women and girls continued to experience various inequalities. The Government was reviewing the role of the Māori Tribunal and had stopped all efforts to implement the United Nations Declaration on the Rights of Indigenous Peoples.  The Government needed to implement the Declaration and provide mental health support for Māori women and girls.  There had been a recent reduction in funding for responses to gender-based violence. 

    This year, a report from a Royal Commission of Inquiry revealed cases of torture of women and girls in New Zealand institutions. The State party needed to implement the Inquiry’s recommendations and develop legislation to reduce online harm against women.  The social security system disadvantaged women and could lead to their financial entrapment.  In 2023, one in eight children lived in poverty in New Zealand and gender and ethnic pay gaps persisted.  For every one dollar a New Zealand man earned, Māori and Pacific women earned less than 70 cents.  The Government lacked urgency to address this issue.  Workplace harassment was also affecting women.  The Government needed to reinstate the Fair Payment Agreement Act and ensure the right to equal work for all genders and persons with disabilities.

    Questions by a Committee Expert 

    NATASHA STOTT DESPOJA, Committee Expert and Rapporteur for New Zealand, said that New Zealand had long been a global leader in national development, both with regard to its labour force, being the first country to introduce minimum wage, and with regard to gender equality, being the first country in the world to afford women with the right to vote.  She commended the progress that had been made toward ensuring women in rural communities had access to abortion through the national establishment of the abortion telehealth service.  However, there were concerns around the Government’s reinterpretation of the Treaty of Waitangi and the removal of several equity measures, including the Māori health authority, and removal of State support for the United Nations Declaration on the Rights of Indigenous Peoples.  Māori women and girls had reported feeling unhoused, unnoticed and unsafe.  What progress had been made in protecting their rights, and in implementing the recommendations issued by the Royal Commission of Inquiry into abuse of Māori women and girls in institutions?

    The Committee noted recent steps taken to address family and sexual violence, including the 2018 passing of the Family Violence Act, the Sexual Violence Legislation Act in 2021, and the launch of the National Strategy and Action Plan to Eliminate Family Violence and Sexual Violence in 2022.  However, the rates of violence against women and girls in New Zealand were alarming.  Women were disproportionately at risk of facing violence.  Ms. Stott Despoja expressed concern about reports of reduced funding for initiatives to prevent violence against women, and the cessation of a safety-focused regulatory review of online services and platforms before it was completed.  What had been the impact of the 2019 Christchurch mosque shooting on women and girls?  Were women and girls of Muslim faith facing increased social hostility in the public space?

    It was welcome that the Convention and New Zealand’s reports had been published on the Ministry for Women’s website.  Did the State party plan to publish these in Pacific languages? There was a concerning lack of specific mentions of gender within New Zealand’s Human Rights Act.  What steps had been taken to amend the Act to include specific prohibitions of discrimination on the grounds of gender identity, gender expression, and sex characteristics?  It was also concerning that legal aid funding for cultural reports had been removed.  Around 67 per cent of women in prison in New Zealand were Māori.  Did the State party have a replacement strategy for these reports? How many times had gender-discrimination cases been brought before the courts in the last five years, and how many times had the Convention been invoked?

    Responses by the Delegation

    The delegation said the New Zealand Law Commission was reviewing whether the Human Rights Act adequately protected transgender people and people with diverse sexual characteristics.  The Government would consider any recommendations made when the review was completed in 2025.  In September this year, the Government launched a Human Rights Monitor, which recorded and tracked recommendations from the United Nations treaty bodies. The Government would consider the recommendation to publish information related to the Convention in Pacific languages. 

    Recently, New Zealand had changed the threshold for persons who could receive legal aid, increasing access for marginalised women and girls, including Māori and Pacific women and girls.  There had been six court cases since 2018 that had referred to the Convention.

    The Ministry for Women had developed a working relationship with the New Zealand Islamic Council since the Christchurch shooting and was working to support Muslim women and girls in the community, including to reach leadership positions.  The Government had launched an impactful campaign that sought to challenge perceptions of this group.

    New Zealand was committed to the United Nations Declaration on the Rights of Indigenous Peoples and the Treaty of Waitangi, and the positive outcomes that both sought for the Māori community.  The Government had decided to focus on meeting targets in nine key areas, aiming to support families at community level, so as to implement the Declaration.  Recent policy changes had affected the Māori community.  The Government would work together with Māori organizations to address concerns related to these changes.

    Questions by Committee Experts 

    One Committee Expert congratulated New Zealand for ratifying all nine of the United Nations human rights treaties.  New Zealand’s first national action plan on women, peace and security concluded in 2019.  The Committee hoped that the next iteration of the plan would include measures addressing security both internally and externally.  Could more information on New Zealand’s feminist diplomacy be provided? The omission of language as grounds for discrimination in State legislation needed to be revisited.  It was welcome that the 2023 budget included a gender lens.  Did the budget address intersectional discrimination against women with disabilities?

    It was welcome that there were six Supreme Court judgements on the Convention. Did the Māori Tribunal apply the Convention in its decision making?  Data was part of the Māori knowledge system, and the way that the digital domain was governed had implications in this regard.  The Government had reportedly failed to protect Māori from online risks, including related to the protection of their data.  How would the Government protect and support access to data for Māori women?

    Another Committee Expert said that New Zealand had made history in the nineteenth century by being the first country to allow women to vote.  It was welcome that the State party had achieved gender parity in Parliament recently.  Māori women and girls continued to face disproportionate levels of discrimination. The current Government had disestablished the Māori Health Authority.  The Committee was also alarmed by austerity measures which weakened efforts to fight discrimination in many Government bodies.  What temporary special measures was the State party planning to achieve full gender parity in political representation?  How would the State party address gaps created by budget cuts in the protection of the rights of women and girls?  How would the State party increase Māori representation in local governments and promote the rights of indigenous peoples domestically and internationally?

    Responses by the Delegation

    The delegation said New Zealand continued to progress work aligned to its national action plan on women, peace and security.  It was developing a second national action plan, but no decisions had been made yet.  The State had co-hosted a women, peace and security summit in Samoa in 2019, which had launched a gender defence network that included defence forces from countries in the region.  New Zealand had also supported gender mainstreaming in Fiji and the development of the State’s first women, peace and security action plan.  There was also a gender focal point network within the defence force.  The New Zealand police provided support in eight Pacific nations to strengthen the frontline response to gender-based violence.

    New Zealand supported women’s leadership, and equitable access to health and education in the Pacific.  In 2021, it launched a gender action plan to ensure that its official development assistance incorporated a gender lens.  At least 60 per cent of official development assistance focused on promoting gender equality.  The State party published an annual report of official development assistance, which outlined spending on policies promoting gender equality.

    The State party had ministries supporting Pacific peoples and persons with disabilities.  It had developed databases of women in leadership positions.  The Ministry for Women had developed a tool that supported Government bodies to implement a gender perspective.

    The State party ensured the independence of the judiciary.  Judges and members of the judiciary received training that encouraged them to operate in a gender responsive manner.

    The Government had implemented temporary special measures to improve women’s representation in political bodies and the defence force.  A woman had been appointed as the leader of the New Zealand Army in September 2024.  New Zealand held back funding from sporting bodies that did not have a certain level of female representation on their boards.  Women currently held 31 per cent of board-level roles in private companies. The Government was considering policies to accelerate progress in this area.  New Zealand was encouraging women and girls to pursue careers in science, technology, engineering and maths fields, and was working to address online harassment of women in leadership through its “Netsafe” programme.

    New Zealand was advocating for issues, including reproductive health and rights, equal pay for equal work, and women’s participation within the United Nations human rights mechanisms.  The State had also worked to strengthen language on gender equality and women’s empowerment in General Assembly resolutions.

    Funding for the Ministry for Women had recently been reduced by around seven per cent. It continued to work to fulfil its mandate with this budget.  The Ministry worked collaboratively with other Government bodies to achieve results for the communities they represented.

    Questions by Committee Experts 

    NATASHA STOTT DESPOJA, Committee Expert and Rapporteur for New Zealand, asked whether the 2024 budget had gender budgeting.  Was the Government planning a national action plan on the rights of women and girls?

    A Committee Expert congratulated the State party on ranking fourth in the Global Gender Gap Index and for its efforts to reduce harmful gender stereotyping.  However, some stereotypes against women remained prevalent.  What measures were in place to address these?  The high level of violence against women and girls was alarming.  Domestic violence rates had increased over the last five years.  How was the Government responding to this?  How did it protect women who left violent partners? Two-thirds of family violence incidents were not reported to the police.  Was the Government considering restorative justice models to address family and sexual violence, and raising awareness on economic harm as a form of family violence?

    There had been an increase in gender-based abuse on online platforms, yet funding for reducing online harm had been reduced.  Would the State party review laws to increase accountability and transparency for online companies?  The Committee welcomed a new bill that would make stalking a crime.  What was the timeline for its implementation?

    The Crimes Act of 1961 was amended in 2016 to address trafficking in persons for various purposes, including forced labour.  How many traffickers had been penalised for sex trafficking over the reporting period?  The Government had implemented legislation to address modern slavery, but had this year disbanded the modern slavery leadership group.  How was the Government addressing modern slavery?  The State party fully decriminalised prostitution in 2003.  What had been the positive and negative implications of this legal measure?

    The Government had also rolled back protections for migrant workers in work visa and seasonal employment schemes.  Employers were now allowed to increase accommodation costs, and visa applications for migrants’ spouses and children were no longer supported.  Did the State party intend to ratify the International Labour Organization Convention 190 on workplace violence?

    Responses by the Delegation

    The delegation said gender budgeting was not included in the 2024 budget due to time constraints after the formation of the new Government.  However, agencies reported on the implications of budgeting for women.  The Ministry for Women was not currently prioritising the development of a national action plan on the rights of women and girls.

    Sport played an important role in countering gender stereotypes.  The 2023 Women’s World Cup, which was co-hosted by New Zealand, had increased the profile of women’s sports and athletes. The Broadcasting Standards Authority monitored portrayals of women and girls in the media and had issued guidance on their representation.

    New Zealand’s Crime and Victims Survey showed that there had been an increase in family violence and sexual assault in the last two years.  The State party aimed to further strengthen data collection on these crimes and reduce the number of annual crimes against women by 11,000 in the next two years.  The National Strategy on Family and Sexual Violence had been renewed and the Government was developing a new set of actions under the strategy.  For 2024, ministers had agreed not to cut the budget devoted to combatting family and sexual violence.  Judicial and police training programmes had clear curricula addressing family and sexual violence and capacity building efforts were ongoing.

    Work was underway to recognise stalking as a crime and the bill on stalking was expected to pass by the end of this year.  Economic harm against women and girls was pervasive in New Zealand. The Government would strengthen awareness raising campaigns on this issue, targeting vulnerable groups.

    New Zealand’s policy was to not ratify international conventions until domestic law aligned with them.  The State party would consider aligning domestic legislation with International Labour Organization Convention 190 before ratifying it.  Employers were allowed to recruit seasonal migrant workers in sectors where there were staff shortages.  They were required to pay for half of workers’ airfares, provide quality accommodation for employees, and respect their rights.

    Work on addressing trafficking in persons was ongoing.  In the last 12 months, there had been 17 certified instances of trafficking identified, but there had been no convictions secured related to people trafficking over the reporting period.  The action plan against forced labour, people trafficking and slavery was in place until 2025.  There had been various policies and laws implemented to prevent trafficking and exploitation of migrants under the action plan.  Training in trafficking in persons had been provided for 400 frontline border officials, and fora on combatting trafficking in persons were held annually.

    The Prostitution Reform Act of 2003 decriminalised prostitution, aiming to protect sex workers’ rights.  There was an issue with section 19 of the Act, which prohibited foreign nationals from engaging in sex work.  This section aimed to protect migrants from exploitation but could have a negative impact on migrant workers.  Changes to this legislation would require careful consultation with stakeholders. On balance, the Act was a positive advancement for sex workers’ rights in New Zealand, but the State party would continue to assess how it was implemented.

    Questions by Committee Experts

    A Committee Expert asked about the causes of the recent rise in gender-based violence.  The Expect welcomed the State’s efforts to prevent underage marriage.  What these made any achievements?  Was the Government working to identify underage and forced marriages that went under the radar?

    Another Committee Expert welcomed efforts by the State party to promote women’s participation in sports and address sexual and family violence.  What work was the State party doing with perpetrators of sexual violence?  How many complaints were reported of discrimination against intersex persons each year?

    Responses by the Delegation

    The delegation said the cost-of-living crisis had exacerbated the situation of vulnerable families, potentially leading to an increase in rates of violence. There was also a high rate of revictimisation, indicating that some State responses lacked effectiveness. The State party was working with civil society to address this issue.

    Coerced marriage was illegal in New Zealand.  A Family Court judge needed to provide permission for young people aged 16 or 17 to marry.  The police’s policy on forced and underaged marriages had been updated to address a wider range of coerced unions.  Sexual offenders were required to participate in 50 hours of counselling sessions.  The Government was changing the design of rehabilitation programmes to counter reoffending and implementing awareness raising programmes promoting positive masculinity.  The Ministry of Māori Development was involved in community-led efforts to address sexual and family violence against Māori women.

     

    Questions by Committee Experts

    One Committee Expert said New Zealand had made remarkable steps in promoting gender balance.  The Inter-Parliamentary Union ranked New Zealand at fifteenth worldwide in women’s representation in political bodies.  However, the representation of women in Parliament had recently decreased from the 2022 peak.  Some political parties had implemented quotas of 50 per cent female representation, but not all had.  Only 29 per cent of the managerial positions of private companies were held by women. Did the State party plan to introduce gender quotas for all political parties?  What initiatives were in place to support women politicians and women in the foreign service?  What was the representation of women in the judiciary?

    Another Committee Expert said that since 2006, persons born in New Zealand were not automatically entitled to New Zealand nationality; at least one parent needed to now be a New Zealand or Australian citizen for the child to receive nationality.  What was the status of the bill to repeal this legislation and were there measures to address the harm it had caused, including for Western Samoan persons? The process for granting citizenship for stateless persons was too long and did not have a deadline.  Would the State party consider ratifying the 1954 Convention relating to the status of stateless persons?

    Responses by the Delegation

    The delegation said that in 2022, the Government announced funding for intersex healthcare, including peer support and training for practitioners.  The Government promoted a human rights-based approach to intersex health.  There was a lack of data on intersex healthcare, but work was underway to collect such data by 2027.

    New Zealand had a Harmful Digital Communications Act that addressed online stalking and posting images without consent.  Complaints related to online abuse could be sent to the Online Safety Authority “NetSafe”, which could bring cases to courts as necessary.  The Authority was pushing back strongly against online abuse.

    The issue of gender quotas within political parties was a matter for the parties themselves.  There was a push to make Parliament more family friendly.  Parliamentary recess periods were being aligned with school holidays and there was a play area on Parliament grounds.  Several women parliamentarians were balancing work and childcare.  The share of women in the judiciary was 53 per cent.

    Questions by Committee Experts 

    NATASHA STOTT DESPOJA, Committee Expert and Rapporteur for New Zealand, asked if there would be further legal amendments to ensure intersex persons had the same protection as males and females.

    Another Committee Expert commended New Zealand’s progress in women’s education, including its endorsement and implementation of the Safe Schools Declaration, and provision of educational support to pregnant teenagers and Māori girls. Around 34 per cent of women with disabilities had received no education and there was a lack of teaching aides for children with disabilities.  How would the State party address these issues? 

    Indigenous and poor children lacked access to internet services.  How would the State party facilitate online learning for poor and indigenous women?  There continued to be high levels of bullying of marginalised children in schools.  How would the State party address impunity for bullying in schools?  The Government had recently cut funding for the school lunches programme by over 100 million United States dollars.  Did the State party intend to revive this funding?  How was the State party facilitating the teaching of indigenous and Pacific languages in schools?

    One Committee Expert said New Zealand had progressive traditions that had been reflected in its achievements in women’s employment and representation in managerial positions.  What measures were being developed to support migrant women and Pacific Islander women to access employment, particularly in the private sector?  Was the State party using new technologies to analyse the employment market and barriers to it? 

    There was reportedly a high level of workplace violence; 38 per cent of women had suffered such violence.  The State party had not ratified International Labour Organization conventions related to workplace violence.  How many complaints had been submitted to the Human Rights Commission on workplace harassment?  What progress had been made in the plan to combat workplace harassment?  Had the State party considered measures to support working mothers, such as a four-day working week?  Were women able to access employment in fast-growing technology sectors?

    Responses by the Delegation

    The delegation said the Law Commission had published an issues paper on legislation on intersex persons.  Consideration of this paper would address increased protection for intersex persons.

    New Zealand was committed to ensuring that education was accessible and inclusive for all students, including women and girls.  School boards needed to ensure that schools were safe, inclusive places for all students and staff and that students could receive the highest standard of education.  There were measures in place to strengthen the learning support system for children with disabilities, including measures to increase teachers’ ability to meet the needs of all learners. 

    The Ministry of Education’s digital technologies programme aimed to increase students’ access to digital technology for learning and their digital literacy. The rural broadband initiative had significantly increased access to the internet in rural areas.  When the programme was completed in 2025, more than 99 per cent of rural areas would have access to the internet.  More than 650 Māori communities had gained access to the internet through the programme. 

    Data on bullying indicated that students with disabilities, poor students and lesbian, gay, bisexual, transgender and intersex students were disproportionately affected by it.  Bullying prevention and response work by the Bullying Prevention Advisory Group aimed to foster safe and inclusive environments in schools.  The Department of Internal Affairs had developed resources that helped children and parents to stay safe online.  The school lunches programme was still in place, though its funding had been reduced.

    Education legislation included provisions that called on the Crown to respect Māori persons’ education rights.  The Government had committed to a Māori education action plan that promoted their identity, culture, language and rights as indigenous peoples, and fostered educational environments free from racism.  Barriers to implementing this plan included the lack of teachers in rural areas.

    In August 2024, the employment action plan was launched, which aimed to promote access to employment for marginalised groups, including women.  The State party was developing a voluntary calculation tool for the gender wage gap.  It would consider whether to make the tool mandatory in the future.  Over 100 businesses had already published their gender pay gaps online as part of the initiative.

    In 2023, changes were made to the legal system to help women to seek justice when they experienced workplace harassment.  The deadline for filing a complaint was extended from 90 days to one year.  Grievances related to workplace harassment could be raised with mediation bodies, the Employment Relations Authority, or courts if required.  The Government provided 26 weeks of paid parental leave for workers of either gender.  Pay was equal to workers’ normal pay up to a threshold of 700 New Zealand dollars, and leave could be shared between both parents.

    Questions by Committee Experts 

    A Committee Expert said it was remarkable that the Government provided free period products to students.  Was the State party considering making education in indigenous languages compulsory in all schools across the State?

    Another Committee Expert said New Zealand had a shortage of nurses due to the aging of society and the demands of the profession.  There was also a shortage of midwives.  The wages of these professions were not following inflation. What measures were in place to increase the number of nurses and midwives, particularly in rural areas? What measures were in place to protect persons with disabilities from sterilisation procedures being implemented on them without their free, prior and informed consent?

    Abortion services had been made legal and available for most women, but there was a lack of training on abortion for rural health workers, limiting access in rural areas.  How was the State party ensuring access to abortion services in rural areas and preventing stigmatisation of persons who sought abortions?  What measures were in place to speed up the diagnosis of endometriosis? How would the State party prevent cervical and uterus cancer in Māori women and implement the Committee’s general recommendation 39 on indigenous health?

    NATASHA STOTT DESPOJA, Committee Expert and Rapporteur for New Zealand, said women made up 90 per cent of COVID-19 pandemic-related redundancies in 2020. Marginalised women had disproportionately high levels of poverty and women obtained an average of 25 per cent less superannuation than their male counterparts.  How was the State party addressing this?  The 2023 budget had included funds for free early childcare for two-year-old children.  Had these funds been invested as planned in 2024?

    The delegation said education providers were required to provide Māori language education to all students who wished to receive it.  Making such education compulsory would require extensive consultations with stakeholders.

    The health workforce plan for 2023 and 2024 aimed to address challenges in the workforce and attract more healthcare staff.  Support funding was provided to former midwives to encourage them to return to the profession.  Support was also being provided to nursing and midwifery students to help them to access work, with additional support being provided to Māori and Pacific students. The State party had exceeded its targets for recruiting Māori and Pacific nurses.

    It was illegal for sterilisations to be performed without consent.  Persons with disabilities had the right to informed consent regarding such procedures and the right to refuse medical treatment. The Health and Disability Commissioner received and worked to resolve complaints related to health services. In 2024, the Ministry of Health had implemented a programme to respond to the needs of persons with disabilities and promote supported decision making.

    Medical practitioners were provided with training on abortion care and contraception.  Self-screening technologies were being implemented to increase cancer screenings. The Māori Health Authority’s role had been brought within the Health New Zealand agency.  The Authority had provided health services tailored to Māori, including Māori women.  Health New Zealand would continue with this mandate, aiming to provide faster and higher quality health services, including cancer screening, for Māori women.

    The 2024 budget included a partial refund for early childhood education fees. The first allotment of these funds had recently been distributed to families.  Families could access 20 free hours of early childhood education per week once their children turned three.

    New Zealand had a high level of occupational segregation, which led to the COVID-19 pandemic disproportionately impacting women in the tourism and hospitality sector.  Support payments were provided to persons impacted by the pandemic.

    Questions by Committee Experts 

    ANA PELÁEZ NARVÁEZ, Committee Chair, said that the 1979 law on sterilisation allowed parents and guardians to make a decision on sterilisation on behalf of persons with disabilities in their care.  Was this law still being applied?

    A Committee Expert asked how women could lead data governance.  What mental health services would be made available to rural women farmers, who were disproportionately affected by climate change? Was the State party implementing relevant international conventions on climate change?

    Would the State party follow the Bangkok Rules in its treatment of women prisoners?  What legal services were available for migrant women who were victims of harmful practices?  Forty per cent of women with disabilities experienced intimate partner violence. How was the State party addressing this?

    Another Committee Expert asked about measures implemented to address issues in the family court system, including measures with a gender lens.  There was a shortage of family law legal aid providers, especially in rural areas.  How was this being addressed?  What child support payments had been ordered for fathers in the past 10 years?  Had payments decreased?  How did the State party train family court mediators on parental alienation?  How were family members protected from violent fathers?  Was the State party investigating discriminatory inheritance practices?

    Responses by the Delegation

    The delegation said the Ministry of Health was focused on delivering better outcomes for women living in rural communities.  It was working to increase awareness of telehealth services and improve transport and accommodation assistance for rural people seeking healthcare.

    The State party had implemented measures to increase access to healthcare, including maternal healthcare, for women in prisons and had invested in employment, re-education and training programmes for those women.  The Bangkok Rules were reflected in the State’s 2004 and 2005 legislation on correctional facilities.

    New Zealand had victims support services and legal aid services that were available for migrants.  In 2025, the Government planned to conduct a review of its legal aid services. Migrants, including temporary migrants, who were victims of family violence could apply for a special residency visa that fast-tracked access to New Zealand citizenship.  The State party would engage with stakeholders to assess how harmful practices were affecting migrant women.

    The State party would continue to increase the reach of training for family court staff.  Resources had been updated to increase the accessibility of family courts for children and young people.  There were bills before parliament that aimed to protect women from abuse in courts and that removed the mandatory two-year period for resolving family disputes. Judges were compelled to take note of family violence when considering guardianship of children, and to incorporate child witness statements when assessing family violence.  The Government continued to pursue improvements in legislation related to family courts.

    Concluding Remarks 

    KELLIE COOMBES, Secretary for Women and Chief Executive of the Ministry for Women of New Zealand and head of the delegation, said the Committee’s questions and reflections showed the time and energy it had invested into analysing the situation of women and girls in New Zealand.  New Zealand had made good progress toward gender equality and the empowerment of women and girls, underpinned by its commitment to the Convention.  There was more work to be done, and the Committee’s concluding observations would help the State party to achieve its goals.  The dialogue with the Committee had been positive, constructive and engaging.

    ANA PELÁEZ NARVÁEZ, Committee Chair, thanked the delegation for the constructive dialogue, which had allowed the Committee to better understand the situation of women and girls in the State party.  The Committee called on the State party to implement its recommendations for the benefit of all women and girls in New Zealand.

    The registration portal for Phase V of Yuva Sangam, under Ek Bharat Shreshtha Bharat (EBSB), was launched today by the Ministry of Education. Yuva Sangam is an initiative by the Government of India to strengthen people-to-people connect between youth belonging to different States/UTs of India. Interested youth in the age group of 18-30 years, mainly students, NSS/NYKS volunteers, employed/self-employed persons, etc. may register through the YUVA SANGAM portal to participate in the forthcoming Phase of this unique initiative which was launched in 2023. Registrations will be accepted till 21st October 2024.

    The idea of a sustained and structured cultural connect between people of different regions was mooted by Prime Minister Shri Narendra Modi during the Rashtriya Ekta Divas held on 31st October 2015 to commemorate the birth anniversary of Sardar Vallabhbhai Patel. To crystallise this idea, the EBSB programme was launched on 31st October 2016.     Yuva Sangam, launched under EBSB, takes forward twin elements of Panch Pran – Strength in Unity and Pride in Legacy. The initiative aligns with key themes in the National Education Policy (NEP) 2020 by focusing on experiential learning and imbibing knowledge of the rich diversity of India on a first-hand basis. It is an ongoing educational cum cultural exchange with celebration of diversity at its core wherein participants gain an immersive experience of diverse facets of life, natural landforms, development landmarks, engineering and architectural marvels, recent achievements, and the opportunity to interact and deeply engage with the local youth in the host State/UT.

    Twenty eminent institutions across India have been identified for Phase V of Yuva Sangam during which participants from these states/ UTs, led by the nodal HEI of the state/UT, respectively, will be visiting their paired state/ UTs.

The previous phases of Yuva Sangam have witnessed massive enthusiasm with registrations crossing 44,000 in the last Phase. Till now, 4,795 youth across India have participated in 114 tours in various phases of Yuva Sangam (including the pilot phase in 2022).

    Yuva Sangam, which exemplifies the ‘Whole of Government’ approach, is organised collaboratively with the support of participating Ministries/Departments/Agencies and State Governments. This includes M/o Home Affairs, Culture, Tourism, Youth Affairs & Sports, Information & Broadcasting, Department for Development of North-East Region (DoNER), and Railways. Each participating stakeholder has distinct roles and responsibilities for implementing the programme.  The selection of delegates and end-to-end execution of the Yuva Sangam tours is done by nodal Higher Education Institutes (list at Annexure); which drive the initiative.

    Inviting Comments on Draft National Sports Governance Bill, 2024

    Ministry of Youth Affairs and Sports has put in public domain the Draft National Sports Governance Bill, 2024 for inviting comments/suggestions of general public and the stakeholders, as part of pre-legislative consultation process.

    The Bill aims to

    • Provide for the development and promotion of sports, welfare measures for sportspersons, ethical practices in sports through good governance practices;
    • Establish institutional capacity and prudential standards for the governance of sports federations that are based on basic universal principles of good governance, ethics and fair play of the Olympic and sports movement, the Olympic Charter, the Paralympic Charter, international best practices and established legal standards;
    • Establish measures for the resolution of sports grievances and sports disputes in a unified, equitable and effective manner

    Following are the salient features of the Bill:

    1. Establishment of Sports Regulatory Board of India, which will act as central regulatory authority responsible for granting recognition to National Sports Federations (NSFs) and ensuring compliance with governance, financial, and ethical standards. It will have flexibility and autonomy in regulating governance of sports in the country. No fix formula is provided in how NSF will be recognised.
    2. Structure of IOA/PCI/NSF: The bill prescribes a governance structure in alignment with the international policies and keeping in view the national interest. It restricts the sizes of the EC to 15 members and make the leadership positions open to the citizens with usual terms and conditions. NSFs have been encouraged to put a salaried professional full time management in place headed by a CEO. NSFs to ensure that all constituent units follow good governance practices as prescribed. The recognised bodies will be governed on the lines of Olympic Charter, Paralympic Charter and Regulations established by concerned International Federations.
    3. Mandatory Ethical and Governance Standards: The bill introduces mandatory provisions for ethical governance in sports federations, with the establishment of Ethics Commissions and Dispute Resolution Commissions at the NOC, NPC, and NSF levels. These measures ensure adherence to integrity, transparency, and fairness in administration and decision-making processes. The bill ensures the governance of sports federations, aligning with the Olympic and Paralympic charters and international best practices, creating a globally acceptable governance framework critical for hosting international events like the Olympics.
    4. Athletes Commissions: This bill mandates the formation of Athletes Commissions in NOC, NPC, and all NSFs, ensuring that athletes are represented and have a platform to raise concerns, participate in decision-making, and contribute to policy formulation. This athlete-centred approach enhances India’s standing in international forums and makes the country more athlete-friendly for global events. Provision of additional funding to the Athlete Commissions by the Government.
    5. Athlete Representation in Executive Committees: The bill ensures that 10% of the voting members in the General Body of the NOC, NPC, and NSFs are sportspersons of outstanding merit (SOMs) who are elected by the Athletes Commission. At least two of these SOM representatives (one male and one female) must serve on the Executive Committee.
    6. Safe Sports Policy: A “Safe Sport Policy” is introduced, focusing on the protection of athletes, especially minors and women, from harassment and abuse and strict adherence to the Protection of Women from Sexual Harassment Act (POSH) Act, 2013. This is a critical step toward creating a safe environment for sportspersons.
    7. National Sports Promotion Organisations (NSPOs): Bill establishes guidelines for the recognition and regulation of NSPOs that promote sports governance, athlete support, and development. This strengthens institutional capacities and offers an expanded role for NGOs and private organizations.
    8. Appellate Sports Tribunal: A dedicated Appellate Sports Tribunal will handle all sports-related disputes in India, reducing reliance on civil courts and ensuring faster resolution of grievances. It will reduce multiplicity of court cases and will have a single window system and will provide faster, cheaper and easier resolution of disputes.
    9. Ad-hoc Normalisation Committees: In case of non-compliance or suspension of sports federations, the Bill allows the Sports Regulatory Board to form ad-hoc normalization committees to administer these bodies temporarily in consultation with international federations, ensuring continuity in sports governance.
    10. Strict Compliance with Global Anti-Doping and Ethical Standards: The Bill underscores the importance of ethical behaviour in sports, with anti-doping measures, stringent compliance with international rules, and strict penalties for violations, positioning India as a clean and fair host for the Olympics. All the bodies have to formulate their Code of Ethics in accordance with the IOC Code of Ethics and Law of Land.
    11. Public Accountability and Transparency: By subjecting the NOC, NPC, and NSFs to the Right to Information (RTI) Act (with specific exclusions for performance and medical data), the Bill enhances transparency, ensuring sports governance is accountable to the public.
    12. Promotion of Inclusivity and Gender Representation: The Bill mandates gender representation in Executive Committees and other governing bodies, ensuring that at least 30% of the members are female, which aligns with global trends in gender equality and inclusivity in sports.
    13. Sports Election Panel: IOA/PCI/NSFs to engage electoral officers for conduct of free and fair elections from an Sports Election Panel. The Panel will comprise of officials who have had extensive experience in conduct of the elections in the country.
    14. Restriction on use of national name and insignia: Only recognised sports bodies will be allowed the use of Indian Flag or national names. Contravention will lead to fine and punishment which can go upto one year or Rs 10 lakhs or both.

    Play Week is a national Sport NZ-led initiative promoting play as one of the top four ways to get active, alongside physical activity in school, active recreation, and sport.    

    Auckland Play Week runs from Friday 25 October until Sunday 3 November and Aucklanders are encouraged to participate. Jump into the mini-soccer Hungerball arena and test your skills in this fast-paced communal game of frantic footwork. Sit down with the folks from The Open Fort at their Play Cafe and make some new friends while playing games, running around on some secret treasure hunts or buzzing as bees in their giant Bee Garden game.

    The Moscow government approved the draft city law “On the budget of the city of Moscow for 2025 and the planning period of 2026 and 2027”. The budget was formed based on strategic plans for the development of the economy, infrastructure and social sphere of the capital until 2030, the expected results of the 2024 budget execution and the base scenario of the forecast of the socio-economic development of Moscow for the next three years.

    In 2022–2023, the capital’s economy as a whole went through a period of adaptation to unprecedented sanctions pressure from unfriendly countries and is now on a balanced growth trajectory. Active implementation of domestic technological developments, reduced dependence on imported equipment and components, substitution of products from unfriendly countries, and a high level of employment allow us to predict its further progressive development in the next three years.

    In 2025, the costs of implementing 13 state programs of Moscow will make up 90 percent of the budget expenditure. Among them are the development of healthcare, education, the transport system, the cultural and tourist environment, the preservation of cultural heritage and social support for residents.

  • MIL-OSI China: Tai chi activities spread Chinese culture overseas

    When 24-year-old Peter Onyango arrived in Chenjiagou village in Henan province, he encountered a 75-year-old woman who challenged him to push her with all his might.

    Despite his hesitation, to his surprise the young man failed to move her. “People you see in Chenjiagou engage in exercises frequently, a sight I’ve never witnessed elsewhere. It truly inspired me to practice tai chi more,” he said.

    Onyango, from Kenya, was one of 31 participants who recently took part in on-site instruction, seminars and interactive sessions in Chenjiagou, the birthplace of tai chi. He expressed gratitude for the immersive experience in Henan.

    Organized by the Ministry of Commerce and hosted by Henan University of Technology, the program was designed to cater to developing countries such as Ethiopia, Burundi, Kenya and Sierra Leone from Aug 22 to Sept 11. It offered participants firsthand experience of tai chi’s captivating charm.

    Chen Bing, president of Chenjiagou Tai Chi Boxing Association, said most participants are dedicated martial arts enthusiasts and could quickly and earnestly grasp the teachings.

    “We are showcasing our culture to them. Tai chi is inclusive, emphasizing the balance between yin and yang, hardness and softness, inspiring individuals,” Chen said.

    “Not only can they learn martial arts and tai chi movements, but I also hope they can get traditional Chinese culture and wisdom to enrich their training,” Chen added.

    Iva Kufr, a 61-year-old from the Czech Republic, said it was a new and positive experience, especially since it was her first visit to Henan. “Even though I have been practicing tai chi for more than 25 years, I got innumerable new information from here,” she said.

    She said that her visit to the Tai Chi Museum in Chenjiagou was an “unforgettable experience and permanent source of information” for her.

    “And our master is very good, he knows what is important for our improvement. He is a great inspiration for me as a teacher, and I am sure I will follow some of his teaching methods and communication in my future teaching life,” she added.

    Liu Kefei, dean of the School of Education and Training of Henan University of Technology, highlighted Henan’s abundant cultural heritage. After returning to their own countries, many participants like to focus on establishing wushu associations and clubs to promote and spread traditional Chinese martial arts culture.

    Also as director of the Henan Foreign Aid Training Center, Liu said that the center has successfully conducted 58 sessions for traditional martial arts culture-themed training. Approximately 1,700 sports officials, athletes and coaches from foreign countries have immersed themselves in and experienced traditional Chinese culture.

    “We have also forged enduring friendships with individuals worldwide, expanding the circle of friends in the countries involved in the Belt and Road Initiative,” Liu added.

    Coventry City Council is launching a brand new programme to support the city’s arts and culture sector, with a specific focus on smaller organisations and freelancers.

    The programme offers a range of free training sessions to help organisations and freelance creatives develop their skills and knowledge.

    There are over 300 places available, with a blend of both online and in-person sessions. The programme covers a wide range of topics, including fundraising, marketing, safeguarding, media coaching and writing.

    The programme’s sessions will be taking place between 11 November and 13 December and it is aimed at people working in the arts and cultural sectors in Coventry.

    Cllr Naeem Akhtar, Cabinet Member for Housing and Communities at Coventry City Council, said: “This is a wonderful opportunity for those working in the arts and culture sector to learn new skills or develop ones they already have. The programme has been developed in partnership with a number of external providers to ensure that there’s a strong variety of options.

    “The arts and culture sector is so important to the city and we really want to reach the right people. We encourage those working in the industry in Coventry to see whether any of the sessions could be useful to them or their business.”

    Course providers include Coventry University, University of Warwick, Artswork, Coconut Communications, West Midlands Ownership Hub, Arts Marketing Association and Arts Fundraising & Philanthropy.

    The courses are funded by the West Midlands Combined Authority Commonwealth Games Legacy Enhancement Fund and the programme is being launched as part of the West Midlands Creativity Week.

  • MIL-OSI Global: LGBTQ rights: Where do Harris and Trump stand?

    Polls show that LGBTQ rights will likely factor into most Americans’ pick for president this November as they choose between former Republican President Donald Trump and Vice President Kamala Harris, a Democrat.

    A March 2024 survey by independent pollster PRRI found that 68% of voters will take LGBTQ rights into consideration at the polls. Fully 30% stated that they would vote only for a candidate who shares their views on the issue.

    It is no coincidence, then, that LGBTQ rights issues feature prominently in the party platforms.

    The Republican Party’s electoral promises include cutting existing federal funding for gender-affirming care and restricting transgender students’ participation in sports. Meanwhile, the Democratic Party platform proposes to outlaw discrimination against LGBTQ people, including passing the Equality Act, which would prohibit discrimination based on sexual orientation and gender identity in housing, health care and public accommodations.

    As a legal scholar who has written extensively on the history of LGBTQ rights, I have seen that the clearest indication of how a politician will act once in office is not what they promise on the campaign trail. Instead, it’s what they have done in the past.

    Let’s examine their records.

    Trump restricted some LGBTQ rights

    Trump and his running mate, U.S. Sen. JD Vance of Ohio, are both relatively new to politics, so their records on LGBTQ rights issues are slim.

    Trump enacted two policies restricting LGBTQ rights early in his one term in office. The first was his 2017 executive order Promoting Free Speech and Religious Liberty, which reinforced that federal law must respect conscience-based objections to comply with the First Amendment. This order indirectly imperiled LGBTQ rights because many LGBTQ rights battles are fought over whether conservative Christian businesses run afoul of anti-discrimination laws when they refuse to serve same-sex couples.

    A few months later, Trump banned transgender individuals from serving in the U.S. armed forces. He ultimately revoked the directive, implementing instead a new policy that allowed existing transgender soldiers to remain in the military but barred new transgender recruits from enlisting.

    Vance has opposed trans rights

    Vance, a one-term senator, has accrued a record of trying to roll back the rights of transgender Americans during his short time in public office.

    Between 2023 and 2024, Vance introduced or sponsored five bills opposing trans rights. One seeks to restrict gender-affirming care for minors by imposing criminal sanctions on doctors who perform such surgeries; another aims to do the same by exposing physicians to civil liability for either prescribing gender affirming hormones or performing surgeries.

    Another Vance bill would expand health care workers’ ability to make conscience-based objections to transgender rights. One more would amend Title IX, which prohibits discrimination based on sex in education, to limit transgender student participation in athletics.

    Vance has also tried to pass legislation that would stop the Department of State from issuing passports with an unspecified “X” gender designation, a policy that launched in 2021. Gender-neutral passports allow transgender, intersex and nonbinary individuals to carry identity documents that reflect their gender identity and avoid what can be significant problems getting through airport security with misgendered IDs.

    Congress has not voted on any of these proposals.

    A ‘legislative priority’ for Harris

    Harris and her vice presidential pick, Minnesota Gov. Tim Walz, have both made LGBTQ rights a legislative priority throughout their long political careers.

    Harris initially took public office in 2003 as San Francisco’s district attorney. In that role, she established a hate crimes unit that prosecuted violence against LGBTQ youth in schools. She also trained prosecutors nationwide to counter the “gay panic” and “trans panic” defenses in court, which is when lawyers attempt to justify violence as a fear-based reaction to the victim’s sexual orientation or gender identity.

    Harris was elected California’s attorney general in 2011 and declined to defend the state’s ban on same-sex marriage when opponents challenged the law’s constitutionality before the U.S. Supreme Court. She also joined amicus briefs supporting transgender bathroom access after North Carolina barred transgender people from using bathrooms that did not match the gender on their ID.

    Harris, however, did not unequivocally champion LGBTQ rights. In 2015, she opposed two prisoners’ request for urgent gender-confirmation surgery. She has since called for a “better understanding” of transgender health needs.

    As a U.S. senator from 2017 to 2021, Harris sponsored bills proposing to better address distinct LGBTQ issues in health care and the criminal justice system. She also sponsored five Senate bills to prohibit discrimination based on sexual orientation and gender identity in employment, housing and public accommodations. Other bills she sponsored focused on LGBTQ youth, aiming to prohibit discrimination in child welfare programs and barring federal funds from supporting so-called conversion therapy of LGBTQ teens.

    The Senate did not vote on any of these bills.

    As vice president, Harris has been part of what advocates describe as the most pro-LGBTQ administration in U.S. history.

    Since 2021, President Joe Biden has issued multiple executive orders to combat discrimination against the LGBTQ community, including by eliminating the Trump-era restrictions on transgender military service. Biden also signed into law the Respect for Marriage Act, which changed the federal definition of marriage from “a man and a woman” to “two individuals.” The statute ensures that the federal government would continue to recognize same-sex unions if the Supreme Court ever reversed its decision to legalize marriage equality.

    Walz: Ally in the statehouse

    Harris’ vice-presidential pick has a similarly extensive record backing LGBTQ rights.

    As a U.S. representative from 2007 to 2019, Walz supported efforts to grant federal benefits to same-sex couples before marriage equality became federal law. He also co-sponsored many of the House versions of the same bills as Harris.

    As Minnesota’s governor, Walz has issued several executive orders promoting LGBTQ inclusion and equity and banned conversion therapy for minors. He also declared Minnesota as a “trans refuge state” that will not enforce laws interfering with children’s access to gender-affirming care.

    Starkly different records

    If elected, Trump has promised to cut federal funds for public schools that “push … gender ideology” and “keep men out of women’s sports.” Harris pledges to “defend the freedom to love who you love openly and with pride.”

    As citizens head to the polls in November, they can be confident that, on this topic at least, the candidates mean what they say.

  • MIL-OSI Global: Caitlin Clark, Christine Brennan and how racial stereotypes persist in the media’s WNBA coverage

    The “Caitlin Clark effect,” or the impact on women’s basketball from a ponytailed rookie phenomenon from America’s heartland, is real: The 2024 WNBA season shattered viewership, attendance and merchandise sales records.

    Clark, however, didn’t get a chance to compete for a league title.

    The Connecticut Sun eliminated Clark’s team, the Indiana Fever, in the first round of the playoffs with a two-game sweep, ending her record rookie-of-the-year campaign.

    And it may be just the latest chapter in a complicated saga steeped in race.

    During the first game of the series, the fingers of Sun guard DiJonai Carrington hit Clark in the eye as Carrington followed through on a block attempt of a Clark shot.

    During the next day’s media availability, USA Today columnist Christine Brennan recorded and posted an exchange between herself and Carrington.

    In the brief clip, the veteran sports writer asks Carrington, who is Black, if she purposely hit Clark in the eye during the previous night’s game. Though Carrington insisted she didn’t intentionally hit Clark, Brennan persisted, asking the guard if she and a teammate had laughed about the incident. The questions sparked social media outrage, statements from the players union and the league, media personalities weighing in and more.

    As a longtime sports writer who has covered the WNBA – and as a journalism scholar who studies women’s sports and fandom – I’ll concede that Brennan’s line of questioning seems, on its face, like business as usual in sports journalism.

    After all, haven’t most baseball fans seen a scribe ask a pitcher if he intentionally beaned a batter?

    But Brennan’s questions were not asked in a vacuum. The emergence of a young, white superstar from the heartland has caused many new WNBA fans to pick sides that fall along racial lines. Brennan’s critics claim she was pushing a line of questioning that has dogged Black athletes for decades: that they are aggressive and undisciplined.

    Because of that, her defense of her questions – and her unwillingness to acknowledge the complexities – has left this professor disappointed in one of her journalistic heroes.

    Brennan and much of the mainstream sports media, particularly those who cover professional women’s basketball, still seem to have a racial blind spot.

    The emergence of a Black, queer league

    When the WNBA launched in 1997 in the wake of the success of the 1996 Olympic gold-medal-winning U.S. women’s basketball team, it did so under the watch of the NBA.

    The NBA set out to market its new product, in part, to a white, heterosexual fan base.

    The plan didn’t take hold.

    While the league experienced fits and starts in attendance and TV ratings over its lifetime, the demographic makeup of its players is undeniable: The WNBA is, by and large, a Black, queer league.

    In 2020, the Women’s National Basketball Players Association reported that 83% of its members were people of color, with 67% self-reporting as “Black/African-American.” While gender and sexual identity hasn’t been officially reported, a “substantial proportion,” the WNBPA reported, identify as LBGTQ+.

    In 2020, the league’s diversity was celebrated as players competed in a “bubble” in Bradenton, Florida, due to the COVID-19 pandemic. They protested racial injustice, helped unseat a U.S. senator who also owned Atlanta’s WNBA franchise, and urged voters to oust former President Donald Trump from the White House.

    Racial tensions bubble to the surface

    In the middle of it all, the WNBA has more eyeballs on it than ever before. And, without mincing words, the fan base has “gotten whiter” since Clark’s debut this past summer, as The Wall Street Journal pointed out in July. Those white viewers of college women’s basketball have emphatically turned their attention to the pro game, in large part due to Clark’s popularity at the University of Iowa.

    Money is also pouring into the league through a lucrative media rights deal and new sponsorship partners.

    While the rising tide following Clark’s transition to the WNBA is certainly lifting all boats, it is also bringing detritus to the surface in the form of racist jeers from the stands and on social media.

    After the Sun dispatched the Fever, All-WNBA forward Alyssa Thomas, who seldom speaks beyond soundbites, said in a postgame news conference: “I think in my 11-year career I’ve never experienced the racial comments from the Indiana Fever fan base. … I’ve never been called the things that I’ve been called on social media, and there’s no place for it.”

    Echoes of Bird and Magic

    In “Manufacturing Consent,” a seminal work about the U.S. news business, Edward Herman and Noam Chomsky argued that media in capitalist environments do not exist to impartially report the news, but to reinforce dominant narratives of the time, even if they are false. Most journalists, they theorized, work to support the status quo.

    In sports, you sometimes see that come to light through what media scholars call “the stereotypical narrative” – a style of reporting and writing that relies on old tropes.

    Scholars who study sports media have found that reporters routinely fall back on racial stereotypes. For example, coverage of Black quarterbacks in the NFL as less intelligent and more innately gifted would go on to hinder the progress of Black quarterbacks.

    In Brennan’s coverage of the Carrington-Clark incident, there appear to be echoes of the way the media covered Los Angeles Lakers point guard Magic Johnson and Boston Celtics forward Larry Bird in the 1980s.

    The battles between two of the sport’s greatest players – one Black, the other white – was a windfall for the NBA, lifting the league into financial sustainability.

    But to many reporters who leaned on the dominant narrative of the time, the two stars also served as stand-ins for the racial tensions of the post-civil rights era. During the 1980s, Bird and Magic didn’t simply hoop; they were the “embodiments of their races and living symbols of how blacks and whites lived in America,” as scholars Patrick Ferrucci and Earnest Perry wrote.

    The media gatekeepers of the Magic-Bird era often relied on racial stereotypes that ultimately distorted both athletes.

    For example, early in their careers, Bird and Johnson received different journalistic treatment. In Ferrucci and Perry’s article, they explain how coverage of Bird “fit the dominant narrative of the time perfectly … exhibiting a hardworking and intelligent game that succeeded despite a lack of athletic prowess.” When the “flashy” Lakers and Johnson won, they wrote, it was because of “superior skill.”

    When they lost to Bird’s Celtics, they were “outworked.”

    Framing matters

    Let’s go back to Brennan.

    Few have done more for young women in the sports media industry than Brennan. In time, energy and money, she has mentored and supported young women trying to break into the field. She has used her platform to expand the coverage of women’s sports.

    Brennan defended herself in a lengthy interview on the podcast “Good Game with Sarah Spain”:

    “I think [critics are] missing the fact of what I’m trying to do, what I am doing, what I understand clearly as a journalist, asking questions and putting things out there so that athletes can then have an opportunity to answer issues that are being discussed or out there.”

    I don’t think Brennan asking Carrington about the foul was problematic. Persisting with the narrative was.

    Leaning into racial stereotypes is not simply about the language used anymore. Brennan’s video of her persistent line of questioning pitted Carrington against Clark. It could be argued that it used the stereotype of the overly physical, aggressive Black athlete, as well.

    At best, Brennan has a blind spot to the strain racism is putting on Black athletes today – particularly in the WNBA. At worst, she is digging in on that tired trope.

    A blind spot can be addressed and seen. An unacknowledged racist narrative, however, will persist.
